ILOILO City – A couple were shot dead inside their house in Barangay Malamboy-Bondolan, Alimodian, Iloilo.

Areston Alves, 62, and his live-in partner, Georgia Miller, 60, were both residents of the village.

They succumbed to multiple gunshot wounds, police said.

The incident happened around 7:30 p.m. on Monday.

Police Major Sullen Domingo, Alimodian police chief, said
armed men believed to be members of the New People’s Army barged into the couple’s house and peppered them with bullets.


The victims were rushed to the Aleosan District Hospital in Alimodian but the attending physician declared them “dead on arrival.”

According to Domingo, they were still verifying reports on the victims’ alleged links to the Armed Forces of the Philippines. They were believed to be assets of the government soldiers, the police chief said.

As of this writing, the identity of the suspects remains unclear.

“We don’t know yet who killed the victims. The area was a remote barangay and there were no witnesses that could identify the [gunmen],” Domingo said.

Recovered from the crime scene were eight spent bullets of a .45-caliber pistol.

Meanwhile, Major Cenon Pancito III, spokesperson of the Infantry Division (3ID), said the couple were natives of Mindanao but they resided in the village for over 10 years.

AT LEAST 123 members of the New People’s Army’s underground mass organization (UGMO) surrendered to the government forces in Paquibato District.

1Lt. Gen. Adrian Gautane, the civil-military operations officer of the 27th Infantry Battalion, said
the returnees included nine Sangay ng Partido sa Lokalidad (SPL), 27 Militia ng Bayan (MB), and six former rebels (FRs) from Barangay Pañalum.

The withdrawal of support came after the individuals underwent a 3-day peacebuilding seminar (PBS) jointly conducted by the 27th IB, 1003rd Infantry Brigade, and 10th Civil-Military Operations (CMO) Battalion, Paquibato Police Station, Davao City Police Office, and the local government unit.


The 3-day activity included a series of lectures and discussions about the CPP-NPA’s recruitment efforts for UGMO and regular armed fighters. It also involves information on the different programs and services of the government.

“I told myself that I will return to the government 100%, and hope that my colleagues will do so, and give importance to ourselves in return for their efforts and to get back to the real government, ” alias Rowena, a former member of Militia ng Bayan (MB), said.

She encouraged fellow guerrillas to stop supporting the NPA and to lay down their arms.

The activity was highlighted by the peace rally, the burning of the NPA flag, and signing of the pledge of commitment to the government.

Barangay Pañalum chairman Analou Trespeses said, “I hope that by the end of our 3-day seminar we should all know, we will all continue what we started since we have fun here in Barangay Pañalum and where I know that all of us here were been deceived and we will never go back what has been before.”

ASG sub-leader killed in Zamboanga City

ANOTHER SUB-leader of the terrorist Abu Sayyaf Group (ASG) was killed during a police operation in Zamboanga City on Tuesday.

Citing reports from PNP-Intelligence Group (IG) acting director Col. Warren De Leon, Philippine National Police (PNP) chief, Gen. Debold Sinas, said police operatives served a warrant of arrest to Arrasid Adjing Halissam alias "Guru Ara" for illegal possession of firearms and explosives around 3 a.m. Tuesday.


The suspect attempted to evade arrest and fired upon the arresting officers who fired back.

“The full might of the law will not rest until the community is safe from atrocities and terroristic acts of the ASG,” Sinas said in a statement.

The operation was initiated in relation to the alleged retaliation plan of the Sulu-based ASG under sub-leader Mundi Sawadjaan to spread atrocities in the Zamboanga Peninsula and Basilan, Sulu, and Tawi-Tawi areas.

De Leon said Guru, a member of Dawlah Islamiyah, was listed in the 2018 Periodic Status Report (PSR) on Local Terrorist Groups and was previously identified under the Ajijul Group or the Zamboanga cell of ASG.

The Periodic Status Report revealed that suspect is the trusted man of slain international terrorist, ISIS-ASG Leader Isnilon Hapilon and facilitator of the late Malaysian international terrorist Zulkipli Kipli Bin Hir alias "Marwan".

“In 2014, the late Isnilon Hapilon together with Guru Ara pledged their allegiance to the ISIS wherein Hapilon was later on pronounced as the "Emir" (leader) of Islamic State (IS) in the Philippines. However, after the death of Hapilon in 2017 in Marawi City, the slain suspect moved to Sulu and merged with the group of Hapilon's successor, the late DI-ASG Leader Hatib Hajan Sawadjaan," De Leon said.

Guru Ara was also involved in various atrocities that include the kidnapping and beheading of Doroteo Gonzales in 2009; kidnapping of Kevin Lunsmann, Gerfa Yeatts Lunsmann and Romnick Jakaria in July 2011; kidnapping of Warren Richard Rodwell in December 2011; kidnapping of two Chinese nationals Yuan Lin Kai and Jian Luo in Poblacion, Kabasalan, Zamboanga Sibugay on June 4, 2012; and kidnapping of Sabrina Ikbala-Voon on February 19, 2014 in Barangay Mercedes, Zamboanga City.

The slain suspect was also involved in the Bus Terminal Bombing in Guiwan, Zamboanga City on Jan. 23, 2015 that resulted in the death of two persons and wounding of 52 others as well as the kidnapping of Nwi Seong Hong, a Korean national on January 2015 in R.T. Lim, Zamboanga Sibugay.

While Guru Ara was in Sulu in 2017, he was involved in different atrocities perpetrated by ASG particularly with the group of Sawadjaan.

He was involved in facilitating the Indonesian suicide bombers in Sulu together with other Foreign Terrorist Fighters that led to the Jolo Cathedral suicide bombing on Jan. 27, 2019 which killed more or less 20 people and wounding of 105 individuals including members of the security forces and innocent civilians; suicide bombing attacks in a military detachment on June 28, 2019 in Indanan, Sulu that killed three soldiers and wounding of three civilians; suicide bombing attack in military detachment on September 2019 in Indanan, Sulu that caused damage of the detachment’s perimeter fence; twin bombing in town plaza near Jolo Cathedral, Jolo, Sulu on Aug. 24, 2020 that killed more or less 14 people and wounding of 75 others; and other atrocities in Sulu that caused the death of numerous members of security forces and civilians.

In 2017, Guru Ara was among the ASG leaders who initiated and planned the terror attack in Bohol.

However, the ASG members who were tasked to execute the plan led by the late Abu sub-leader Muammar Askali alias "Abu Rami" were killed in Inabanga, Bohol after they were intercepted by the security forces that also resulted in the death of some security forces and civilians.

In the early years of Guru Ara with the ASG, he was involved in the kidnapping of six Jehovah’s Witness members and their Muslim guides in Sulu on Aug. 20, 2002 wherein two of the kidnapped victims were beheaded while other victims were rescued by the security forces in Sulu.

Recently, the slain suspect was monitored in Zamboanga City facilitating the recruitment of new members of Dawlah Islamiya and believed to be involved in financing terrorism who acted as financial conduits of ASG.

KITCHARAO, Agusan del Norte, Feb. 2 -- The 29th Infantry (Matatag Fighters) Battalion (29IB) together with the National Intelligence Coordinating Agency (NICA) recently launched the Executive Order (EO) 70 Information Caravan.

NICA 10 and 13 Regional Director Manuel M. Orduña led the information caravan at the Municipal Building of Kitcharao, Agusan del Norte. “Ito na ang pinakamalaking programa ng gobyerno, ang EO 70. Ang Ending the Local Communist Armed Conflict. Itong problema natin na ito ang humila sa atin pababa. Ang gusto po ng presidente matapos ang Local Communist Armed Conflict na ito habang siya pa ang presidente,” Orduña said.

The information drive was attended by barangay captains, Sangguniang Kabataan representatives,Sangguniang Bayan members, businessmen and members of the Kitcharao Municipal Police Station.


Mayor Aristotle M. Montante, Kitcharao’s Municipal Mayor, requested to initiate the caravan to support his municipalities’ effort in the information campaign. The goal of the information caravan was not just to orient the public but also to remind the stakeholders and agencies of their respective roles in the said campaign. The main topic covered was the EO 70, although the Anti-Terror Law and Resource Control were also discussed.

“Akong mainiton nga pagwelcome ug pagpasalamat sa inyong pagtambong. Kani nga information caravan mao ning atong pagsupporta sa E.O. 70 kinahanglan sad ni nato kay kita man ang mga frontliners diri sa atong lungsod (I warmly welcome and thank you for attending. “This is the biggest program of the government, the EO70. Ending the Local Communist Armed Conflict. This is the problem that is pulling us down. What the President wants is to end this Local Communist Armed Conflict while he is still the President,” said Orduña.

According to Lt. Col Aristotle Antonio, Acting Commanding Officer of 29IB, they are in the area because they want to let them know what EO 70 NTF-ELCAC is. "Because the public has not been informed. For over 52 years, the Philippine government has been destroyed by Communist ideology. The Communist Terrorists or the CPP-NPA, so it is important that each of us knows about this program. It is important so that we won’t be deceived by the propagandas of this communist-terrorist group," he said.


It can be recalled that EO No. 70, series of 2018, entitled “Institutionalizing the Whole-of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating a National Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National Peace Framework” was signed by President Rodrigo Duterte on December 4, 2018. The order aims to address “the root causes of insurgencies, internal disturbances, tensions and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social development packages, facilitating societal inclusivity, and ensuring active participation of all sectors of the society in the pursuit of the country’s peace agenda.” (1Lt. BUENAVISTA, Agusan del Norte, Feb. 3 -- The 23rd Infantry (Masigasig) Battalion (23IB), in partnership with the Youth for Peace (YFP) Las Nieves chapter and the Sangguniang Kabataan (SK) members conducted a series of information and education activities to youth groups from the different barangays in Las Nieves town in Agusan del Norte from January 20 to 28, 2021.

The eight-day activity was supported by the local government unit (LGU) of Las Nieves and the council members of every concerned barangays and communities.

The activity aims to educate the youth in countering the propaganda of the Communist New People’s Army (NPA) Terrorists (CNTS) in their localities and to enlighten them on the different deceptive tactics that the terrorist insurgents use in social media. In the overall perspective, the activity sought to shield the youth in Las Nieves from the recruitment of the CTGs.


The YFP Las Nieves was established last July 15, 2017, through a Youth Leadership Summit (YLS) activity conducted by the 23IB. With the formation of the YFP, the youth members were organized, transformed, and empowered to fulfill their roles as responsible citizens and catalysts in advocating peace and development in their respective communities.

Karen S. Rosales, the president of YFP, expressed gratitude to the YFP members and SK officers for the success of the series of information and education activities.

“The YFP was established with the primary purpose to educate and enlighten the youth of Las Nieves to widen their perspectives on the different issues that hinder peace, progress, and development. Our organization also seeks to uplift the leadership capabilities of our youth, as the future leaders of our communities and municipality, through lectures and a series of education drives. The organization also works with other stakeholders, such as the 23IB, to enlighten our youth on the different schemes that the CNTs exploit, whether through individual recruitment activities in the barangays or through social media. We want our youth to be aware of the different disinformation campaigns that the CNTs and their cohorts employ in different platforms,” Rosales said.


She also asked the youth in Las Nieves to join the cause of the YFP and win over more members of the sector to the organization and transform them as effective agents in peace-building and development works in the municipality.

“Let us all work together and plant the seed of compassion and patriotism among our youths so that together, we can stand as one and help our municipality grow and prosper,” Rosales said.

Lt. Col. Julius Cesar C. Paulo, the commander of 23rd IB, commended the YFP and SK leaders and members of Las Nieves for the success of the activity.

“Your readiness and willingness to support the different peace and development initiatives and interventions of the government will save the youth of Las Nieves from the influence and destruction of the CNTs,” Paulo said.

“Your bigger purpose is to become part of the overall peace development campaigns in your municipality. As members of the youth sector, you need to learn more and accept the various challenges you will come across in the future. But I am certain that you will succeed, as long as you are united and believe in the cause that you began to nurture today. Continue your learnings because it is only through education that we become effective leaders in our communities,” added Paulo.

Ubos sa pagdumala sa 58th Infantry Battalion nga nakabase sa Claveria, Misamis Oriental, kini kinasingkasing nga nanghatag ug food packs sa Barangay Parmbugas sa nahisgutang lungsod.

Nasayran nga ang Brgy. Parmbugas usa kini sa mga apektadong kumunidad sa insurhensiya nga diin ubay-ubay sa mga lumolopyo niini ang myembro sa tagong organisasyong masa.

Mikabat sa 215 ka mga panimalay ang nakabenipisyo sa maong programa sa 4ID inubanan sa aktibong pakiglambigit sa Department of Social Welfare and Development (DSWD). Samtang nakadawat usab ang mga kabataan sa mga sinina ug mga duwaan.

Davao Oriental Gov. Nelson Dayanghirang guested at the recent Network Briefing News anchored by PCOO Sec. Martin Andanar. Governor Dayanghirang is focused on ending communist insurgency in his province this year.

DAVAO ORIENTAL, Jan. 29 (PIA)--- The provincial government of Davao Oriental is bent on ending local communist armed conflict this year even as it pegs its development focus on tourism and on agriculture given these economic strengths of the province.

Guesting at the Network Briefing anchored by Presidential Communications Operations Office (PCOO) Secretary Martin Andanar, Davao Oriental Provincial Governor Nelson Dayanghirang said his constituents have been feeling relative peace as an offshoot to long-time focus on peace and development.

Having been dreaming of sustained peace in Davao Oriental, he said “we are now feeling the peace in Davao Oriental, the fact that some local tourists are finding their way to Davao Oriental”.

“Kung baga nasa finishing stage na po tayo and we are targeting that in the Province of Davao Oriental that this year, matapos natin ang isyung insurgency dito sa Davao Oriental. (It’s like, we are now at the finishing stage and we are targeting that here in Dvao Oriental, this year, we will end the issue on insurgency in Davao Oriental),” he said responding to query ofMati City-based media practitioner Neela Duallo who partnered with Secretary Andanar during today’s (Jan. 29) episode of Network Briefing.

He conveyed gratitude to the national government for having granted and funneled funding to barangays “making people feel that the government is serious in giving help for the welfare of the people especially in conflict-affected areas”.

To continue the peace and development thrust of his predecessor, Dayanghirang rolled out the Nagkakaisang Lingkod Bayan at the start of his administration in 2016, going farther from barangay levels to the villages or the so-called geographically isolated and depressed barangays (GIDAs).

Meanwhile, Dayanghirang wants to make sure that projects under the Barangay Development Program funded under the ELCAC thrust of President Rodrigo Duterte, should reach the intended recipients by conducting a planning workshop.

“Importante po na mabigyan ng tulong pangkabuhayan ang ating mga kababayan upang h’wag na nilang maisipan na sumali pa sa mga New People’s Army. (It is important to give livelihood assistance to fellows so they would no longer be thinking of joining the new peoples army),” he said.

The recently conducted planning workshop led to identification of primary needs of grassroots communities such as connectivity roads from town proper to far-flung villages; water system, and livelihood projects.

DIGOS CITY, Davao del Sur, Jan. 29 (PIA) – More than P1.8 million worth of financial assistance under the government’s Firearm Remuneration Program has benefited 15 former rebels from Davao del Sur, who surrendered their firearms when they returned to the folds of the law.

The former rebels personally received their checks on Wednesday (Jan. 27) during the awarding ceremony at the Davao del Sur Coliseum in Digos City where the surrendered firearms were also presented.

Governor Douglas Cagas together with Provincial Director Mika-Chan Magtulis of the Department of the Interior and Local Government (DILG) - Davao del Sur, headed the distribution of the cash assistance which ranged from a minimum of P60,000.00 to P214,000.00.

Under the Firearm Remuneration Program, the cash incentives will depend on the type of firearms surrendered.





Magtulis bared that the beneficiaries surrendered to the government in 2019 when they also yielded up their firearms from low to high-caliber weapons such as different types of rifles.

The Firearm Remuneration Program, which is part of DILG’s Enhanced Comprehensive Local Integration Program (ECLIP) for former rebels, intends to urge members of the New Peoples Army (NPA) and the so-called Militia ng Bayan to surrender along with their firearms.

Another two former rebels also received cash assistance worth P65,000.00 under ECLIP’s livelihood and immediate assistance.

Magtulis stated that the financial assistance for the former rebels will help them prepare to be reintegrated to their respective communities, and regain their normal life.

Cagas urged the former rebels to support “the wishes and the efforts of our President Rodrigo Roa Duterte to end this conflict among Filipinos. Tapuson nato ning pag away-away sa atong nasud. Daghan nag nangamatay niini daghan na og na injured (Let’s put an end to this conflict in our country. Many have died, many were injured).”

“But when you encourage people to go back to the folds of the law, provide them with support, to sustain them,” the governor emphasized.

The awarding of the ECLIP assistance was held in time for the commencement rites of the Tupad Pangako Program (TPP) where another 21 former rebels graduated from a three-month livelihood training program at the Mindanao Baptist Rural Life Center in Bansalan, Davao del Sur.

The TPP was launched in October 2020, in a bid to provide assistance for the FRs in Davao del Sur to start a new and normal life.

The TPP was a joint initiative of the provincial local government of Davao del Sur, DILG Davao del Sur, Philippine Army’s 39th Infantry Battalion and Davao del Sur Provincial Police Office (DSPPO), and the MBRLC. (PIA-XI/Carina L. Cayon)

DAVAO CITY (PIA) - An officer of the Task Force Davao urged residents to cooperate with authorities in preventing Improvised Explosive Device runs by reporting unattended baggage.

Colonel Consolito Yecla, commander of the Task Force Davao revealed the IED that blasted yesterday in Barangay Sibsib, Tulunan, North Cotabato that killed one sidewalk vendor and wounded five others was hidden in an unattended baggage in a waiting shed as a bus was approaching its direction.


He said that right after receiving the information about an IED explosion in Barangay Sibsib, Tulunan, North Cotabato, members of the Task Force Davao intensified the search on the baggage of bus passengers coming to Davao City in three checkpoints in Barangay Sirawan, Barangay Lacson and in Lasang.

“I also coordinated with the management of the Davao City Overland Transport Terminal for the immediate inspection of buses going to the south and to strictly implement the no picking up of passengers outside the terminal,” Yecla said.

He stressed picking up passengers outside the terminal is a violation of the security protocols implemented in the city.

Yecla said Coast Guard had been coordinated to monitor the Davao Gulf while Task Force Davao members were reinforced in the Barangay Sirawan Checkpoint with the armored vehicle stationed at the center of the road to deter bad elements.

“We are working with the PDEA and the City Veterinary Office to enforce their respective mandates like illegal drugs and the African Swine Fever, “he said.

DIGOS CITY, Davao del Sur, Feb. 2 (PIA) -- Governor Douglas Cagas has recently sealed a memorandum of agreement (MOA) with multi-sectoral stakeholders, which outlines the operationalization of the Davao del Sur Provincial Local Governance Resource Center to cater to the needs and concerns of the former rebels in the province.

The DDS-PLGRC will also be known as the “Katuparan Center” which will serve as the capacity development center for the former rebels and their people’s organizations.

As stipulated in the MOA, among the functions of the center is to reorient and reorganize the mindset of the underground mass organizations (UGMOs) of the CPP-NPA-NDF into more productive and self-sustaining people’s organizations.

It will also become a venue for the POs to be equipped with skills, knowledge, tools and equipment for a sustainable livelihood.

Mika-Chan Magtulis, provincial director of the Department of the Interior and Local Government (DILG) Davao del Sur, explained the need of developing the people’s organization of the former rebels for them “to become productive and self-sustaining by providing needed assistance or interventions coming from the government.”

The operationalization of the “Katuparan Center” is part of the implementation of the Tupad Pangako Program which is a joint endeavor of the provincial local government of Davao del Sur, DILG Davao del Sur, Philippine Army’s 39th Infantry Battalion and Davao del Sur Provincial Police Office (DSPPO), and the Mindanao Baptist Rural Life Center (MBRLC).

“I am now in my fifth term as governor of this province. Dili ko musugot na kaning pangako karon mapakyas (I will not allow this promise will fail),” Cagas stated in his message during the recent MOA signing ceremonies at the Davao del Sur Coliseum in Digos City.

The MOA has also formalized the creation of the Multi-Stakeholder Advisory Committee (MSAC) which will oversee the “Katuparan Center.”

The committee will be chaired by the Provincial Administrator of Davao del Sur and co-chaired by DILG Provincial Director.

Among the roles of the provincial government include the formulation of policies and guidelines and allocation of funds for the operationalization of the center.

On the part of the DILG Davao del Sur, it will monitor and evaluate the impact of the center and contribute in the development of good practices in the local governance and its replication.

The 10th Infantry Division of the Philippine Army through the 39th IB will conduct Community Support Program (CSP) and Peace Building Seminars, among others.

The MSAC is expected to initiate steps towards building their respective organizations as Knowledge Centric Organization and to contribute relevant local governance knowledge products to the center.

Magtulis underscored the involvement of various stakeholders, saying “the effective operationalization of the Davao del Sur PLGRC requires the active involvement, support and partnership among NGE’s, LGU’s, NGO’s CSO’s, resource institution in the various local governance stakeholders.”

The other members of the MSAC are: DSPPO; Bureau of Fire Protection; Technical Education and Skills Development Authority; Department of Trade and Industry – Davao del Sur; Philippine Information Agency – Davao del Sur; Department of Education – Davao del Sur; Cor Jesu College, Inc.; MBLRC; and DavSur Chamber of Commerce and Industry.

The TPP, which was launched in October 2020, recently opened the way for 21 former rebels to acquire new knowledge and skills from a three-month livelihood training held at the MBRLC in Bansalan town.

CAGAYAN DE ORO CITY, Feb. 2 (PIA)--About 907 former rebels in northern Mindanao have already returned to the fold of the law since 2014.

During the NorMin COVID-19 Response Task Force Press Conference, January 29, Department of the Interior and Local Government (DILG)-10 Regional Director Arnel Agabe said there are 66 surrenderees in CY 2014, 2015 (49), 2016 (24), 2017 (42), 2018 (178), 2019 (280), and 2020 (268).

As for the assistance, the department has spent about P14 million worth of livelihood and reintegration assistance, and firearms remuneration.

For the immediate assistance, DILG-10 spent P2.7 million to aid 181 beneficiaries; P6.8 million for the livelihood assistance of 136 former rebels; P4 million for the reintegration assistance of 594 former rebels; and P962 thousand for the 20 former rebels who availed the firearms remuneration of the department.

For 2021, DILG-10 recently provided livelihood assistance worth P150,000 to three former rebels in Cagayan de Oro City.

Aside from DILG, the National Housing Authority (NHA) also helped in improving the lives of former rebels through turning over 100 houses, December 8.

This is aside from the other ongoing housing projects for former rebels in Cagayan de Oro and other parts of northern Mindanao, Agabe added.

"Kita nagatuo nga kining mga assistance nagahatag ug bag-o nga kinabuhi sa atong mga former rebels nga ningbalik sa sabakan sa gobyerno mahitungod nga nakita nila ang paningkamot sa atong national government pinaagi ni President Rodrigo Duterte nga mahatagan na nato ug kaangayan nga solusyon ang lima ka dekada nga insurgency problem dinhi sa atong nasud," the regional director said.

(We believe that these assistance will give new life to our former rebels who returned to the fold of the law since they saw the efforts of the national government through President Rodrigo Duterte to give appropriate solution to the five-decade insurgency problem in the country.)

He added that such problem on insurgency is not only solved through military operations but also through the collaboration of national line agencies thus, the implementation of Executive Order 70 or institutionalization of the whole-of-nation approach in attaining inclusive and sustainable peace, creating a national task force to end local communist armed conflict, and directing

PAGADIAN CITY, Feb 2 (PIA) - The Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) has explained to local chief executives (LCEs) the importance of implementing ELCAC projects in the hinterlands.

At the first quarter meeting of the Provincial Peace and Order Council (PPOC) held at Subanen Hall, Provincial Government Complex, Dao this city on Monday, February 1, Lt. Col. Jo-ar Herrera, commanding officer of the 53rd Infantry (MATAPAT) Battalion, Philippine Army told the LCEs that the ELCAC projects implemented by the provincial government such as the opening of roads and road clearing in the identified CPP-NPA influenced barangays helped solve communist insurgency in the province.

Herrera informed the provincial officials, heads of national government agencies and LCEs that a number of road openings and road clearing projects have been carried out by the 547 Engineering Brigade, 53rd Infantry Battalion, and LGUs where some of the projects are 100% completed and some are still ongoing.

Herrera specifically mentioned the ELCAC projects implemented and carried out in the towns of Bayog, Dumalinao, Dumingag, Midsalip, Kumalarang, San Miguel, and Tigbao.

He also observed that the most remote barangays without infrastructure projects were the most visited by the CPP-NPA group but when the Philippine Army opened the road no members of the communist terrorist groups were seen visiting the barangays.



Herrera added that when the road from barangay Dagum to Tiwales in Lakewood was opened, the people were very happy.

"People were very happy when the road from barangay Dagum to Tiwales, Lakewood was opened because it was the first time they saw 4-wheel vehicles entering the mountain," Herrera happily announced.

Meanwhile, 1Lt Jerris Brian Abaniel, civil-military operations officer of the 547 Engineering Brigade, also enumerated the roads and covered courts they built in the municipalities of the province.

Abaniel said the 547 Engineering Brigade's construction of the road was a major contribution to the government's anti-communist insurgency campaign as the movement and presence of CTGs has slowed down.

"If we leave the CPP-NPA influenced barangays and if we do nothing, the CTGs will return to the barangays," Abaniel explained.

In a similar development, Herrera said that the PTF-ELCAC have ensured the realization of President Rodrigo Duterte's EO No. 70 in attaining inclusive and sustainable peace of the province.

"Through our very diligent provincial peace and order council under the leadership of Governor Victor Yu and with the joint cooperation and efforts of all national government agencies, I believe that the problem of CPP-NPA insurgency will be completely resolved," he concluded. TACLOBAN CITY, Feb. 1 (PIA) -- The 14th Infantry Battalion conducted on January 31, the inauguration and blessing of the Avenger Multi-Purpose Hall, Cooperative, and Youth and Barangay Affairs Office, a tangible manifestation of its trusts to secure and ensure the welfare and safety of the youth and the barangays within its area of responsibility.

With this development, Lt. Col. Roberto Obaob said, the Avenger Troopers hope to assist and support more the Youth and Punong Barangays as “we unitedly pursue our goal of ending the local communist armed conflict in Leyte and Southern Leyte.”

Obaob added that the development came after 245 days since Avenger Battalion transferred to this new Headquarters.

“The unit is very grateful for the support from the Provincial Governments of Leyte and Southern Leyte and the Municipal Government of Mahaplag,” Obaob added.

Fr. Melvin T. Insegni, the Parish Priest of Abuyog, Leyte, presided over the Holy Mass, Inauguration and Blessing of Avenger Multi-purpose Hall, Cooperative, Youth and Barangay Affairs Office at Headquarters, 14IB, Brgy. Uguis, Mahaplag, Leyte on January 31, 2021.

TACLOBAN CITY, Feb. 1 (PIA) -- There are six (6) barangays in four municipalities under the RTF8-ELCAC which are included in the roll out of NTF-ELCAC Barangay Development Fund for 2021.

The six barangays which were cleared in 2016, are all located in the province of Northern Samar.

The RTF8-ELCAC Technical Working Group led by Major General Pio Q. Diñoso III, the chairperson, identified the six barangays as Barangay Hitapi-an, Barangay Osang and Barangay Nagoocan in Catubig; Barangay Calantiao in Bobon; Barangay San Miguel in Las Navas; and Barangay Quezon in Catarman.

Each cleared barangay shall be allocated with an amount not exceeding P20 Million to be used in the following projects: Farm-to-Market Roads; School Buildings; Water and Sanitation System; Health Stations; Rural Electrification; Reconstruction, rehabilitation, repair, and other similar projects in connection with the occurrence of natural or human-induced calamities, epidemics, crises resulting from armed conflicts, insurgency, terrorism, and other catastrophes; Housing; COVID -19 vaccination, immunization and other health-related projects; Agricultural, livelihood and technical vocational trainings/ projects; and Assistance to indigent individual or families in any of the following forms of assistance: medical, burial, transportation, food, cash for work and educational.

In order to operationalize the EO70, the RTF8-ELCAC has identified the Retooled Community Support Program as its umbrella program.

The RCSP is a convergence mechanism for local governments particularly at the barangay level for the identification of issues and needed government interventions. Anchored on the empowerment framework that intends to develop people’s capability to organize themselves and implement their own programs and projects by bringing about value chain interventions to uplift their current condition.

One of the outputs of the RCSP process is the enhancement of Barangay Development Plans which identifies the priority projects and programs to address the existing issues and development gaps in the barangay.

Priority projects identified by the barangay during RCSP will be funded by the Local Government Support Fund – Support to the Barangay Development Program of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

In the entire country, there are 822 cleared barangays from 2016 to 2019. Of the total number, only six are in Eastern Visayas.

The guidelines issued by the Department of Budget and NTF-ELCAC, provide that the LGSF-SBDP shall be released to the Provincial Governments where the cleared barangays are situated.

The identified barangays shall submit their requests, together with the documentary requirements to the Regional Task Force-ELCAC concerned for evaluation as to the compliance with the requirements and conditions prescribed.

The RTF-ELCAC will evaluate requests and then endorse the same to the DBM Central Office. (PIA8)

CAMP ELIAS ANGELES, Pili, Camarines Sur, Feb.1 (PIA) – A total of 31 Former Rebels (FRs) attended a 2-day FR Summit spearheaded and organized by the 9th Infantry “Spear” Division from Jan. 29 to 30 at the division’s headquarters, here.

Representatives from TESDA, DSWD, NHA, and DILG also provided lectures and brief training to the FR attendees.

No less than the Commanding General of the Philippine Army, LTGEN Cirilito E. Sobejana PA personally graced the occasion. He was also invited as the activity’s keynote speaker.


LTGEN Sobejana expressed his happiness for the opportunity to see the FRs face to face and personally relay the vision that the government has for them. Sobejana added that the E-CLIP program is just an additional benefit that the FRs can get in exchange of their decision to return to the folds of the law.

“Ang importante dito, makamit natin ang kapayapaan, katahimikan, 'yong matutulog ka sa gabi na hindi ka mangangamba namagkaroon ng putukan. Napakasarap namnamin 'yong undisturbed 'yong ating pagtulog at pag hanapbuhay. I am looking forward that with your right decision ay lalong magsusulong ng katahimikan at kapayapaan dito sa rehiyon ng Bicol (What is important here is that they get what they actually want – peace, serenity- the fact that they can sleep well at night without worrying if an encounter will occur. I guess they now feel how good it is to sleep and work undisturbed. I am looking forward that with your right decision, the more that we can push our desired peace and order in the Bicol Region.)," Lt. Gen. Sobejana said.

After seeing the attendees and listening to some of their testimonies, the commanding general affirmed that the growing support of Bicolanos will actually lead to finally ending the communist insurgency.

The activity to assist the former members and supporters of the Communist Terrorist Group (CTG) to start over again after returning to the folds of the law is also a testament of the government’s sincerity.

Division Public Affairs Office (DPAO) Spokesperson CAPT John Paul Belleza said that some of the FRs also shared their willingness to rally with the government's campaign to end communist insurgency.

“The support of FRs is also overwhelming and this is a proof that they can really feel the concern of the government for them to lead a better life and abandon the ideology that they were wrongfully made to believe is right,” Belleza added.

Another FR also encouraged other Bicolanos and his former comrades not to turn a blind eye on the CTG's deceptions and terrorism.

“Kami po ay patuloy na nananawagan sa mga natitira sa kabundukan na ang pagkakataong ito ay bigyan nating pagpapahalaga para matapos na ang problema. Hindi po ito matatapos na problema kung patuloy na magbubulag-bulagan at magbibingi-bingihan at susunod sa maling ideolohiya. Sana po ay maging bahagi kayo ng nagbalik-loob sa ating pamahalaan. Patuloy po kaming nanawagan sa lahat ng ahensya ng gobyerno lalo na sa ating mahal na Pangulo na itong programa ng Whole-of-Nation Approach at EO 70 ay ipagpatuloy at gawing sustainable para matapos na ang problema (We call on our brothers who are still on the mountains to give themselves a chance to end this problem. If we continue to be blinded, the more this problem will persist. "Lt. Gen. Sobejana personally mentioned that the soldiers do not want to wage a war or be at war with the FRs. That is why, we reach out to these former rebels because we want them to feel that we are here for them, we don't want them to get left behind,” Robinson said.

CAMP CAPINPIN, Tanay, Rizal, Feb 3 --Combined elements of the AFP-PNP recovered five firearms after a 25-minute intense firefight against 10 NPA terrorists in Brgy Bulo, Mulanay, Quezon on Tuesday, February 2 at 4:30 in the afternoon.

Government troops were able to recover three M16 rifles, one M203 grenade launcher, and an AK47 rifle left by the terrorists belonging to Sub

Regional Military Area or SRMA 4B under alias Marvin, an NPA group conducting terror activities in the province.


MGen Greg T Almerol, Commander of 2ID said there were no casualties on the government forces while still being verified on the enemy side.

"This milestone is a result of the combined efforts of concerned citizens and former rebels in providing real-time information regarding the presence of NPAs in the community, being one with the government toward its finishing touches to fully end insurgency in the country."

Almerol ended his statement by commending the seamless relationship of the soldiers, police, and other government agencies toward advocating peace, serving the people, and continuously defending Filipinos from the threats of terrorism.

Joint AFP-PNP checkpoints have been established in the area to support the ongoing pursuit operations against the fleeing terrorists.

TARLAC CITY, Feb. 3 (PIA) -- Armed Forces of the Philippines (AFP) Chief of Staff General Gilbert Gapay commended Tuesday the initiatives of Northern Luzon Command (NOLCOM) to dismantle communist terrorist groups in Northern and Central Luzon.

During his visit at NOLCOM Headquarters, Gapay awarded battle campaign streamers to Joint Task Force Kaugnay and Joint Task Group Defenders for dismantling Komiteng Larangang Gerilya South Ilocos Sur; and Joint Task Force Tala and Joint Task Group Liberator for dismantling Komiteng Larangang Gerilya Quirino-Nueva Vizcaya.

“The battle streamers are manifestations of NOLCOM’s outstanding performance as far as internal security operation is concerned,” the general said.

In terms of territorial defense efforts, Gapay underscored the established facilities in Mavulis Island and the 11 sovereign markers built by NOLCOM in the chain of uninhabited islands which assert the country’s sovereignty in the northern maritime territory.

CAMP AQUINO, Tarlac – The Armed Forces of the Philippines (AFP) has given recognition to military units under the Northern Luzon Command (Nolcom) that were instrumental in dismantling communist terrorist fronts operating in Central and Northern Luzon.

AFP Chief of Staff Gen. Gilbert Gapay bestowed battle streamer awards to the units during his visit to the Nolcom Headquarters here on Tuesday.

Awarded were the Joint Task Force Kaugnay and Joint Task Group Defenders for
successfully dismantling Komiteng Larangang Gerilya South Ilocos Sur (KLG SIS), the communist terrorist front that operates in the province of Ilocos Sur and some parts of Ilocos Norte and Abra.

Joint Task Force Tala and Joint Task Group Liberator were also awarded for successfully dismantling Komiteng Larangang Gerilya Quirino–Nueva Vizcaya, the communist terrorist front that operates in the provinces of Quirino and Nueva Vizcaya.

Gapay, in his message during the ceremony, lauded Nolcom for adhering to its commitment to defeating the communist terrorists in Northern and Central Luzon amid the coronavirus disease 2019 (Covid-19) pandemic.

He said that battle streamers that were awarded are "manifestations of Nolcom’s outstanding performance as far as internal security operation is concerned".

He also recognized the efforts of Nolcom on territorial defense, highlighting that “the facilities that were established in Mavulis Island and the 11 sovereign markers that were constructed in the chain of uninhabited islands have significantly contributed in asserting the country’s sovereignty in the northern maritime territory.”

Likewise, he cited Nolcom’s disaster response efforts, particularly in mitigating the impact of Typhoon Ulysses on the residents who were affected by the flood.

“Nolcom has its hands full in addressing the threat to internal security, territorial defense, and disaster response. But Nolcom confronted the challenge head-on and stood victorious,” he said in a statement.

DAVAO CITY – Not minding the distance and the coronavirus disease pandemic, a mother from Metro Manila flew all the way to this city upon learning that her daughter who joined the communist rebel movement has been sighted in the hinterlands of Davao de Oro and Davao Oriental.

Luisa Espina, the mother of Louvaine Erika, who was recruited by the New People’s Army (NPA) in 2018, said she decided to personally come to the city after confirming from a former rebel that her youngest daughter has been seen wandering with a band of rebels in the two provinces.


“I talked to the FR (former rebel), and I sent pictures of my daughter, and he positively identified Louvaine and told us that she was really there,” Espina told local reporters Wednesday.

Espina arrived in the city on January 23 and sought the help of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and local officials in Davao de Oro and Davao Oriental.

“I was told that she [Louvaine] was starving and had a swollen knee. I am hoping that I could find her and return her home,” she said.

Recruitment timeline

Espina described her daughter as a smart student at the Polytechnic University of the Philippines (PUP).

In 2016, while the 16-year-old student was still in Grade 11, she said Louvaine was recruited to the NPA by members of Anakbayan.

From there, Espina said her daughter began disappearing from their house frequently. She later found out her daughter had been attending rallies organized by leftist organizations.

“That’s the time my daughter changed. I noticed that her Facebook posts were already different as she was posting something that is anti-government," she said.

Espina said she tried to get along with her daughter’s ideology, hoping she could keep her.

“For the sake of keeping my daughter, I agreed and allowed her to join rallies as long as it will happen only at the PUP. But she said she already chose a path and that she won’t go to school anymore because she is now facilitating recruits into the organization,” she added.

Espina said her daughter had not been seen home since 2018.

Three years after losing her daughter, Espina said she remains optimistic about finding her daughter.

“Our lives are no longer normal. I want my child back,” she said, adding that local officials in the two provinces and the Armed Forces of the Philippines (AFP) have already assured help in searching for Louvaine.

Espina is a member of the "Hands Off Our Children" group, composed of parents who accuse leftist organizations such as Anakbayan and Kabataan Party-list of facilitating their children's recruitment into the NPA.

Along with the Communist Party of the Philippines, the NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

While he is elated over the arrival of the country's first guided-missile frigate and other modern naval assets under his watch, Philippine Navy (PN) Chief, Vice Adm. Giovanni Carlo Bacordo, attributed the success of these modernization projects to his predecessors.

"I'm happy for the PN because this is what we wished for during our early years in the Navy. But these modernization efforts were started by past FOICs (Flag-Officers-In-Command) and only materialized now," he said when asked on Tuesday night how he felt being the Navy chief who witnessed the arrival and commissioning of the BRP Jose Rizal (FF-150) and fruition of the Fast Attack Interdiction Craft-Missile (FAIC-M).

Bacordo assumed as Navy chief on February 3 last year, replacing Vice Adm. Robert Empedrad who retired from the service.

The BRP Jose Rizal arrived in the Philippines on May 23, 2020 and was commissioned on July 10, 2020.

Meanwhile, the PN's second guided-missile frigate, the prospective BRP Antonio Luna (FF-151), is expected to arrive in the country by mid-February after being certified approved for delivery and acceptance by a joint Department of National Defense (DND) - PN inspection team last January 29.

Based on the agreed timeline, the BRP Antonio Luna is scheduled to sail out of Ulsan, South Korea on February 5 and is expected to arrive in Subic, Philippines on February 10.

Meanwhile, the Notice of Award for the FAIC-M was issued by the DND on January 4 with the Notice to Proceed expected to be released by mid-February.

Deliveries of the FAIC-M are scheduled to start in 2022.

Bacordo added that the Navy's modernization efforts could have gone further if not for the coronavirus disease 2019 (Covid-19) pandemic.

"If not for Covid-19, we could have seen the first few units of our FAIC-M delivered in-country; the finalization of our OPV (Offshore Patrol Vessel), Corvette, Submarine, and Shore-Based Missile Systems," he added.

Bacordo also expressed hope that his efforts to improve and further professionalize the PN would be felt in the years to come.

"In the same manner that the efforts of my administration – the high-impact projects, the changing of the mindsets, the capacitating of our personnel, the strict implementation of the Fields of Specialization, etc. – will be felt in the years to come," he said.

A measure providing for a unified system for separation, retirement, and pension of military and uniformed services personnel has been filed at the House of Representatives.

Albay Rep. Joey Salceda filed on Feb. 1 House Bill 8593, or the proposed “Unified Military and Uniformed Services Personnel Separation, Retirement, and Pension Act,” to manage the escalating pension costs of military and uniformed personnel (MUP).

Salceda said pension liabilities for current active personnel already runs to PHP9.6 trillion, according to a study conducted by the Government Service Insurance System (GSIS).

“PHP9.6 trillion is half of our GDP (gross domestic product). Any pension liability that covers half of your economy is trouble. And the problem will only get bigger if we don’t solve it now,” Salceda said. “The problem with the pension system for MUP is that there is no sharing between employee and the government, so all liabilities are current. There is no seed fund to grow.”

Salceda said that unlike any other pension system, where contributions from both employer and employee are managed in a pension fund, and where the liabilities are deferred, the MUP pension system is “essentially no different from for-life government salary”.

“There is no pension fund to speak of. It’s always a budget item. It will eventually eat up the budget unless we can find ways to defer the liabilities and keep some funds in trust,” Salceda said.

He explained that MUP are entitled to retirement pension starting at 20 years of service before reaching retirement age.

“We recognize the bravery of servicemen and servicewomen in defending the Constitution and the people. In doing so, what we must not do, however, is to compromise the same nation they are defending by risking its fiscal situation,” he said.

Under the bill, the government will impose mandatory contributions as follows: first three years: 5 percent employee, 16 percent National Government (NG); next three years: 7 percent employee, 14 percent NG; years thereafter: 9 percent employee, 12 percent NG, in parity with other GSIS pensioners.

The bill will also introduce pension indexation, or the discontinuation of automatic indexation, which shall be reviewed periodically and can be adjusted to a maximum of 1.5 percent.

The proposed law sets the MUP pensionable age at 56 years, regardless of years of service.

It seeks to establish a new entity to be the administrator of the MUP fund while GSIS will act as its fund manager.

The bill also identifies other sources of funding for MUP pension, including proceeds from the sale/lease of assets of the MUP and from NG assets from Manila Bay reclamation, and other identified assets.

“The leadership of the armed services supports this reform, because they know that the problem cannot be solved unless we take bold steps. I took it on because the only way to save MUP pension is to keep it sustainable. It’s tough love, but it’s love for our servicemen and servicewomen,” Salceda said.

Troops from the Philippine Army's 2nd Infantry Division (2ID) recovered five high-powered firearms in an encounter with communist terrorists in Quezon on Tuesday.

In a statement Wednesday, 2ID commander, Maj. Gen. Greg Almerol said troops recovered three M-16 automatic rifles, an M-203 grenade launcher and an AK-47 automatic rifle following a clash with 10 suspected New People's Army (NPA) terrorists in Barangay Bulo, Mulanay, Quezon at around 4:30 p.m.

He said the clash with suspected members of the NPA's Sub-Regional Military Area (SRMA 4B) under alias "Marvin", did not result in any casualties among government forces.

Almerol said they are still verifying casualties on the NPA side.

Military and police checkpoints have been set up in the area to augment pursuit operations against the communist terrorists.

The NPA, the armed wing of the Communist Party of the Philippines, is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The United States Agency for International Development (USAID) and the National Economic Development Authority (NEDA) signed a new five-year bilateral assistance agreement worth over PHP7.25 billion (USD150 million) to protect Philippine environment, the US Embassy in Manila announced Wednesday.

"Through this agreement, the United States and the Philippines deepen their commitment to protect the environment by promoting the sustainable use of natural resources, expanding access to renewable energy, and reducing risks from natural disasters," the embassy said.


The USAID will implement projects to increase access to clean energy and water, improve natural resource management, and protect Philippine landscapes, wildlife, and fisheries.

Its partner agencies include the Departments of Environment and Natural Resources, Energy, and Agriculture-Bureau of Fisheries and Aquatic Resources as well as local government units.

"We will work together to address many environmental challenges. Together, we will strengthen government and community efforts in responding to environmental challenges to achieve our shared vision for safer and more resilient Filipino communities," USAID Philippines Mission Director Lawrence Hardy II said.

"Our assistance will help protect the forests, fisheries, and water and energy resources for millions of Filipinos, increase livelihoods and promote nature as an engine of sustainable growth,” he added.

This bilateral agreement is one of the four new five-year USAID-Philippines development assistance launching in 2020 and 2021, with an anticipated total value of PHP32.7 billion (USD675 million) over the next five years.

The other fresh agreements are focused on strengthening the country's health systems with the Department of Health; accelerating inclusive, market-driven economic growth in partnership with the Department of Finance; and strengthening education governance with the Department of Education.

Over the past 20 years, USAID has provided over PHP216 billion (USD4.5 billion) to advance the country’s development goals.
