An alleged leader of the New People’s Army, who participated in the ambush and encounter with policemen in Calatrava, Negros Occidental, gave himself up to the 79th Infantry Battalion, on March 17.

According to a statement issued by the 79th Infantry Battalion, the NPA leader who surrendered, whose identity was withheld for security reasons, served as a vice squad leader and intelligence officer of
Squad 1, Sentro De Grabidad Platoon (SDG) of the dismantled Northern Negros Front.

The 79IB said that the surrendered rebel leader is a close associate of the elusive and most wanted NPA leader Roger Favillar, with aliases of Arnel Tapang, Jhong, Nono and Domeng, whose group was responsible for a series of killings in the hinterlands of Calatrava and Toboso.


A cash bounty of P1 million is being offered by the government for the arrest of Favillar.

The ambush and encounter in Sitio Icogan, Brgy. Minapasuk, Calatrava on August 9 last year, claimed the life of a policeman and injuries of two others.*

THE EASTERN Mindanao Command (EastMinCom) continues to intensify its whole-of-nation approach to finish the dwindling forces of the remaining guerilla fronts leading to the neutralization of 74 rebels in its jurisdiction.

LtGen. Greg T. Almerol, EastMinCom commander, said they want to meet the challenge of AFP Chief of Staff Romeo S. Brawner Jr. to dismantle the NPA in the country as soon as possible.

The command’s no-let-up operations led to a series of encounters against the communist terrorist group (CTG) and the surrender of its members since January 2024.

Based on EastMinCom records, the command neutralized 74 Communist Party of the Philippines (CPP)-NPA terrorists (CNT), comprising 62 surrenders, four captures, and eight deaths. Soldiers also captured 71 firearms (58 high-powered and 13 low-powered), recovered eight anti-personnel mines, and overran one enemy hideout.

“I commend you all for your steadfast dedication that has played a pivotal role in the Command’s remarkable achievements. With the timeline given to us by the Chief of Staff, I am confident that we can adhere to it and finish the remaining guerrilla fronts in our area of operations. With your commitment and dedication to upholding our mission, we will meet this challenge head-on and emerge victorious in safeguarding our nation’s peace and security,” Almerol said.

Likewise, the Provincial Peace and Order Council (PPOC) of Surigao del Norte members approved a joint resolution proclaiming the province “insurgency-free” on March 15.

Almerol also lauded the troops of the 901st Infantry Brigade to dismantle the remaining NPAs in the province.

“Your dedication and bravery have been exemplary, showcasing the true spirit of service. You have overcome challenges with unwavering resolve, securing peace and stability in your area of operation. May this achievement be a testament to your efforts and dedication to finally defeat the CTG forces and create a conflict-resilient Eastern Mindanao,” he said.

Surigao del Norte is the eighth province under the joint operational area of EastMinCom to be declared insurgency-free.

The Armed Forces of the Philippines (AFP) said Monday, March 18, that it will run after the members of extremist group Dawlah Islamiyah – Hassan Group (DI-Hassan) who were blamed for an ambush in Datu Hoffer Ampatuan, Maguindanao del Sur which killed four Philippine Army (PA) personnel.

“The AFP vows to hunt down the perpetrators and neutralize these ruthless killers to finally put a stop to their violent acts that disrupt peace and stability in the region,” AFP Chief, General Romeo Brawner Jr. said.

The military chief condoled with the families and loved ones left behind by the slain soldiers, who were members of the Army’s 6th Infantry Division (6ID).

Col. Louie Dema-ala, PA spokesperson, identified the fallen troops as Private Marvin Dumaguing, Private Jessie James Corpuz, Private First Class Carl Araña, and Corporal Creszaldy Espartero.

Dumaguing, Corpuz, and Araña were members of the 40th Infantry Battalion while Espartero belonged to the 3rd Cavalry Armor Division, all under the 601st Infantry Brigade, 6ID.

According to a military report, the troops wearing plain clothes were heading back to their patrol base on board a civilian vehicle after buying supplies for "iftar" when around 10 DI fighters ambushed them near a residential area in Barangay Tuayan 1 around 9:40 a.m. on Sunday, March 17, which is around one to two kilometers away from their base in in Sitio Bagurot, Barangay Mother Tuayan.

Iftar refers to the fast-breaking evening meal of Muslims during Ramadan. The soldiers were supposed to distribute the food supplies to the Muslim civilians that were fasting near their patrol base.

“We assure the Filipinos that your Armed Forces is firm on its resolve to perform our mandate of protecting the people and the state,” Brawner said.

Army chief, Lt. Gen. Roy Galido earlier condemned the attack on the troops which he described as “senseless, treacherous, and heinous.”

“The Army is committed to ensuring that the perpetrators face the full consequences of their actions and that justice will be served for the victims and their families,” Galido said.

The bodies of the four soldiers were brought to the mortuary of 6ID at Camp Siongco in Maguindanao del Norte for the wake.

The DI has been the subject of intense military offensives in the previous months, especially after being implicated in the bombing at the Mindanao State University in Marawi City, Lanao del Sur in December last year. The incident claimed the lives of four people and injured 50 others.

In February, six soldiers and three DI members died in a pursuit operation in Munai, Lanao del Norte against those believed to be responsible in the MSU bombing.

Prior to this, 18 DI fighters had been killed in various encounters with the military since the MSU blast.

Asked if the most recent ambush could be a form of retaliation, Dema-ala responded: "That is one of the considerations that we are looking at."

MAGUINDANAO DEL SUR, Philippines – Four army personnel from the 40th Infantry Battalion were killed in an ambush launched on Sunday morning, March 17, by members of the Dawlah Islamiyah terror group.

The fatalities are one corporal and three private ranks. Their names have not been disclosed until their families are informed.

Brigadier General Oriel Pangcog, commander of 601st Army Brigade, confirmed four of his men were killed, noting that “they were supposed to go back to their base when ambush was launched.”

The incident, which happened during Ramadan, took place along the national highway of Tuayan 1, Datu Hoffer Ampatuan, Maguindanao del Sur around 9 in the morning.

“The enemies launched also their counterattacks after our successful operations in the past days”, he said.

Major General Alex Rillera, Sixth Infantry Division chief, said the troops were just buying food in preparation for Iftar, the meal eaten by Muslims to break their fast during Ramadan.


Troops have monitored heavily-armed members of the Dawlah Islamiyah gathered in the nearby Datu Saudi Ampatuan town in Maguindanao Del Sur, which led to a ground military offensive against the terror group.

Rappler received intelligence reports on Saturday, March 16, that Dawlah Islamiyah will launch attacks at military detachments.

An hot pursuit operation was conducted by joint government forces on the ground after the ambush.

In a statement, Lieutenant General Roy Galido, Commanding General of the Philippine Army, denounced the “ruthless ambush.”

“We also stand in solidarity with the families of our four fallen heroes who paid the ultimate sacrifice. Appropriate benefits and assistance will be provided to their families to help them during this trying time,” the statement read.

President Ferdinand Marcos Jr. also condemned the “cowardly” counterattack, and promised immediate assistance to the families of the fallen soldiers.

DATU HOFFER, Maguindanao del Sur, Philippines — Three Army troopers belonging to the 40th Infantry Battalion (IB) and one soldier of the 3rd Cavalry under the 601st Infantry Brigade were killed in an ambush by militants in this town on Sunday morning.

Brig. Gen. Oriel Pangcog, 601st Brigade commander, told the Inquirer that the victims, all enlisted soldiers, had just bought food and office supplies in the town proper at about 9 a.m. when the attack occurred.

They were already on their way back to the 40th IB patrol base in Sitio Bagurot, Barangay Mother Tuayan, when the assailants ambushed them along the road in the village of Tuayan 1, only about 1 or 2 kilometers away.


Pangcog did not reveal the names of the soldiers who died as the military still had yet to inform their families.

The bodies, however, are now at the 6th Infantry Division (ID) headquarters in Awang, Datu Odin Sinsuat in Maguindanao del Norte.

“We can’t name them for now because we need to inform their families first,” Pangcog said.

Ambush was retaliatory attack?

He added that the extremist group Daulah Islamiyah could have carried out the ambush in retaliation for the military operation on Dec. 2, 2023, that claimed the lives of 11 of its members.

“We had great accomplishments in December last year when several Daulah Islamiyah members were killed and neutralized; so, it could be that they were behind this ambush,” Pangcog said, referring to the military’s operation in the mountainous part of Mother Tuayan in Datu Hoffer.


In a separate statement, the Philippine Army denounced the “ruthless ambush” carried out by suspected members of the Daulah Islamiyah extremist group.

“This incident only strengthens our resolve to eradicate this terrorist group from our land once and for all,” Army chief Lt. Gen. Roy Galido said, as he condemned the “senseless, treacherous and most heinous acts perpetrated by this terrorist group.”

“We also stand in solidarity with the families of our four fallen heroes who paid the ultimate sacrifice. Appropriate benefits and assistance will be provided to their families to help them during this trying time,” he added.

Galido said the Army was working closely with local authorities and community leaders “to ensure that security measures in the area are sustained.”

“The Army is committed to ensuring that the perpetrators face the full consequences of their actions and that justice will be served for the victims and their families,” he said.
Food for fasting Muslims

The 6th ID also condemned the attack.

Maj. Gen. Alex Rillera, commander of the 6th Infantry Division and Joint Task Force Central, said the food bought by the troopers from the public market had been intended for the iftar, or the meal taken by Muslims to break their fast after sunset every day during Ramadan.

The military has been giving out iftar for free to Muslim civilian communities as part of its regular community service during the fasting month.

Last month, in a deadly clash in Lanao del Norte province, Islamist militants affiliated with the Middle East-based Islamic State of Iraq and Syria (ISIS) killed six commandos from the Philippine Army’s elite Scout Ranger battalion.

Three local Islamist militants were also killed.

The gunbattle in Munai town was a grim reminder that the remnants of the violent Daulah Islamiyah-Maute group remained a real security threat in the southern Philippines.

From the late 1960s, Muslim separarists belonging to the Moro National Liberation Fromt (MNLF) and the more fundamentalist Moro Liberation Front (MILF) created security problems in Mindanao, Basilan, Sulu, and Tawi-tawi.

But the government was successful in negotiating peace agreements with these rebel groups.

However, returning mujahideens from the Middle East continued the struggle for self-determination, forming smaller and more violent groups with links to Southeast Asian and Middle East Islamist militants organizations.

By the early 2000s, Mindanao had become a popular destination for many foreign Islamist militants seeking training, exposure and experience in guerrilla warfare.

In 2017, these smaller groups – the Abu Sayyaf from Sulu and Basilan, the Bangsamoro Islamic Freedom Figthets from Maguindanao, and the Maute group from Lanao del Sur — banded together to seize control and occupy Marawi City in Lanao del Sur.

It was unimaginable for rival ethnic Muslim militants to join forces and rally under the Islamic State banner.

It took five months before the military could regain control of the country’s only Islamic City, leaving it in ruins and displacing tens of thousands of residents.

After the Marawi conflict, the military thought it had decimated the Islamist militants after their leaders – Isnilon Hapilon and the Maute brothers, Omar and Abdullah – were killed.

But lesser-known militant leaders soon emerged and continued the struggle to create an independent, separate, and free Islamic state.

The nation was shocked when the Daulah Islamiyah-Maute group detonated last December an improvised explosive device during a Roman Catholic Mass inside a gymnasium at the campus of Mindanao State University in Marawi City, killing four people and wounding 50 others.

It was a wakeup call. Threats from small and violent Islamist militants had not been totally defeated.

The Philippines has to revisit its move to shift to territorial defense from internal security operations as terrorism remains a concern in the south.

Mindanao could still be a sanctuary and training ground for foreign Islamist militants. Dozens of Southeast Asian fighters had returned from Afghanistan, Iraq, and Syria to Indonesia, Malaysia and the Philippines.

Mindanao remains attractive to these returning Islamist militants because of the unstable security situation.

Despite peace agreements with both the MNLF and the MILF, the situation remains shaky as the government struggles to fulfill its financial obligations.

Within the former rebel movement, there has been a constant struggle between the elder leaders who are tired of fighting and the younger, more radical emerging leaders who demand a free and separate Islamic state.

Next year’s elections at the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) could also be problematic if the MILF leadership loses control over the region.

The December attack at MSU could demonstrate a possible surge in Islamist militants’ activity in the south.

There are other factors that may fuel the rise in terrorist attacks in the south – the battle to replace Abu Zacaria as the emir or leader of the Islamic State’s East Asia Wilayah.

Faharudin Hadji Benito Satar or Abu Zacaria was killed in a military raid in June last year in Marawi City.

Some officials, led by Vice President Sara Duterte-Carpio, have also objected to bringing 50,000 Afghan refugees to the country because they could pose as a security threat.

The Philippines should not dismiss the potential threats from smaller Islamist militants.

The conditions on the ground remained very volatile and it could suddenly flare up with the rising conflicts around the world, like Ukraine and the Gaza Strip.

Mindanao will become an attractive training ground, again, for Islamist militants to be deployed in hotspots around the globe as the Philippines has been paying more attention to the disputed South China Sea, away from internal security threats.

Perhaps, the Philippines could also review the deployment of small US Special Forces contingent in Mindanao.

After the September 11 attacks, the US opened a second front on its global war on terror in the southern Philippines, sending 2,000 soldiers and building coastal radar stations to monitor Islamist militants movements and activities along the borders of Indonesia, Malaysia and the Philippines.

Lately, Washington has reduced the numbers to 100 to 200 troops as the threats have subsided with the death of Osama bin Laden and the defeat of the Islamic State.

The presence of some local and foreign Islamist militants in Mindanao could be a good cover for the US continued deployment.

However, the Mamasapano incident in 2015, the Marawi conflict in 2017, and the latest bomb attack at MSU put a big question mark on Washington’s role in preventing such events.

The US had some roles in Mamasapano and in Marawi. The Philippines has to review how beneficial the US presence in Mindanao because Washington may have shifted its focus to countering China’s growing influence in the region rather than fighting Islamist militancy.

MANILA, Philippines — Former rebels who wish to apply for government amnesty may download the form online beginning this week, National Amnesty Commission (NAC) official Jamar Kulayan said Thursday.

In a phone interview with INQUIREr.net, the NAC commissioner said they anticipate around 80,000 eligible ex-insurgents to apply for amnesty.

He added that even before the release of the Amnesty Program’s implementing rules and regulations (IRR), former members of the New People’s Army (NPA), Rebolusyonaryong Partido ng Manggagawa ng Pilipinas-Revolutionary Proletarian Army-Alex Boncayao Brigade (RPMP-RPA-ABB), Moro Islamic Liberation Front, and the Moro National Liberation Front (MNLF) may already avail of the government’s reprieve offer.

Kulayan earlier said that the IRR of Presidential Proclamation No. 404 would be issued before the end of March. Presidential Proclamation No. 404 seeks to grant amnesty for members of the NPA, RPMP-RPA-ABB, Moro Islamic Liberation Front, and MNLF. The decree, however, excludes rebels already convicted or charged under Republic Act (RA) No. 9372, or the Human Security Act of 2007; and RA 11479, or the Anti-Terrorism Act of 2020.

“Actually, even before [the release of the IRR], they can already apply,” Kulayan said.

“We will be posting in due time, maybe within the day, we will be posting the application form [on] our Facebook page so those applicants can already download it and accomplish the same, and submit them to our local amnesty boards,” he also said.

Pressed further on the actual date NAC plans to publish the amnesty form, the official said: “Within the day (Thursday), or at the latest, maybe tomorrow (Friday).”

On Wednesday, the Senate adopted the resolution that concurs with Presidential Proclamation No. 404, paving the way for the release of its IRR that would authorize the processing of applications.

Kulayan said around 39,000 to 40,000 former NPA members and most of the 40,000 decommissioned Moro Islamic Liberation Front combatants are eligible for amnesty.

More or less 2,000 former MNLF fighters and 1,700 former members of the RPMP-RPA-ABB could likewise avail of the government’s offer, he added.

The Moro Islamic Liberation Front forged a peace agreement with the Philippine government which resulted in the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARRM).

The decommissioning of former Moro Islamic Liberation Front fighters is now ongoing, and the government targets to finish the process before BARRM’s first-ever elections in 2025.

The Communist Party of the Philippines (CPP), whose armed wing is the NPA, previously rejected the government’s amnesty offer. However, the National Democratic Front of the Philippines – the CPP’s political arm – and the government also agreed in November 2023 to come up with a framework to restart the peace talks.

14 NPA fighters surrender in Caraga

BUTUAN CITY – Fourteen New People’s Army (NPA) rebels have surrendered to the military in the Caraga region.

They surrendered nine high-powered firearms and vowed to support the government’s peace and development program, said 4th Infantry Division Public Affairs Office (PAO) chief Lt. Col. Francisco P. Garello Jr.

Garello said five members of the regional headquarters of the
Communist Party of the Philippines-NPA Northeastern Mindanao Regional Committee (NEMRC) turned themselves in on March 9. They yielded two M16 Armalite rifles, one AK47 rifle, one grenade launcher, and bullets.

The same day, four communist fighters from the
Weakened Guerilla Front 30 of the NPA surrendered in Carmen, Surigao del Sur and gave up one AK47 rifle and a caliber .45 pistol.


In a statement, 901st Brigade commanding general, Brig. Gen. Arsenio Sadural, said that the continuous surrender of fighters has demonstrated the nearing collapse of the NEMRC.

Its members continue to be in disarray and no sense of direction, suffering from hunger and exhaustion as well as fear of dying during encounter, Sadural said.

“As we push harder with this fight, remaining CTG members here in our AOR do not have other option left but to surrender, and they must accept that violence and terroristic agendas will never thrive and has no place in our peace-loving communities,” the 901st Brigade commander said. “Thus, we continue to accept and remain open to those who desire to live and thread the path of peace."

THE 10th Infantry Division (10th ID) of the Philippine Army (PA) has confirmed that the New People’s Army (NPA) in their jurisdiction is currently weakened and unable to mark its 55th revolutionary anniversary on March 29.

This affirmation follows the signing of a resolution by the members of the Regional Peace and Order Council-Davao Region (RPOC-Davao), declaring the entire region free from insurgents as of September 19, 2022.

Major Mark Anthony Tito, spokesperson for the Division Public Affairs Office (DPAO) of the 10th ID, reiterated that despite the continuous efforts to eliminate these communist terrorist groups (CTG), tight security measures are still in place, especially at border points.

"Incapable naman pud sila nga mag-conduct og any atrocities sa atong Davao Region. Pero maskin ingon ana pa man, we do not lower our guards. Wala gyud 'ta nagkumpyansa. Nagpabilin gyud nga taas ang security level sa atong kasundalohan (While they are incapable of conducting any atrocities in our Davao Region, we maintain heightened security measures. We remain vigilant and never complacent),” Tito said in an AFP-PNP Press Corps Southern Mindanao Media Forum, Wednesday morning, March 13.

The latest encounter reported by the unit was the demise of Joedil Cayapos Virtudazo, also known as "Jerby" or "Janjalani," the notorious political leader of the Regional Sentro De Grabidad, North Eastern Mindanao Regional Committee (RSDG, NEMRC), on December 26, 2023.

Virtudazo was killed during an operation conducted by soldiers of the 67th Infantry Battalion (67IB) under the 701st Infantry Brigade at Sitio Paradise, Barangay Santa Juana, Tagbina, Surigao del Sur, following the commemoration of the Communist Party of the Philippines (CPP) anniversary.

Currently, the region has not recorded any violent plots or encounters between the government forces and the rebels.


"Since the declaration of Davao Region as insurgency-free, wala na tayong record for skirmishes or any encounter with the enemy (Since the declaration of Davao Region as insurgency-free, we have had no skirmishes or encounters with the enemy)," clarified Major Catherine Dela Rey, spokesperson for the Police Regional Office - Davao Region (PRO-Davao), during the same press forum on March 6.

Police Brig. Gen. David Peredo Jr., Police Regional Office-Cordillera chief, said a 35-year-old team leader of
Squad Dos, Unit Malliari of Ka SLY under the Lejo Cawilan Command-Kilusang Larangang Guerilla (KLG), surrendered to the in Kalinga and yielded a caliber .45 pistol with a magazine and five bullets.

On the other hand, a 40-year-old member of the
Militia ng Bayan surrendered In Mountain Province.


Peredo said the two surrenderers expressed support to the unification program of the National Task Force to End Local Communist and Armed Conflict (NTF-ELCAC) under Executive Order No. 70 and the Regional Task Force to End Local Communist Armed Conflict (RLECC), Resolution No. 6, Series of 2021, dubbed "Dumanon Makitungtung" (Come and Talk to Villagers).

He said their decision to surrender underscores the success of the government's intensified reintegration efforts facilitated by the “Task Force Balik-Loob” program and the NTF-ELCAC.

Both individuals are undergoing debriefing and proper disposition.

No casualties were reported from either the government forces or the New People’s Army (NPA) in an armed encounter on the morning of March 15 in Tapaz, Capiz.

However, soldiers from the Philippine Army’s 12th Infantry Battalion recovered a high-powered firearm and ammunition.

The 3rd Infantry Division reported that the troops confiscated a 5.56mm M16 assault rifle with a magazine holding ten rounds and some personal belongings following an offensive against suspected NPA insurgents in the hinterland village of San Antonio, Tapaz.

The soldiers engaged with rebels from the
NPA’s Central Front of the Komiteng Rehiyon-Panay (KR-Panay), who are believed to be involved in extortion activities in the area. The clash lasted five minutes before the rebels retreated.

The recovery of the firearm is said to diminish KR-Panay’s ability to threaten the locals and hinder government services and development projects in the region.


Major General Marion Sison of the 3rd ID emphasized the crucial collaboration between military forces and the local community in ending the armed conflict and establishing stable internal peace on Panay Island.

Sison expressed his commitment to the goals of EO 70, issued on December 4, 2018, which aims for a whole-of-nation approach to achieving sustainable peace and ending local communist armed conflict.

He urged the remaining KR-Panay members to surrender peacefully.

BACOLOD CITY – The Army’s 62nd Infantry Battalion (IB) has thwarted an attempt by the New People’s Army (NPA) to disrupt a government services caravan in Guihulngan City, Negros Oriental, following a confrontation in La Libertad town last Friday.

The 303rd Infantry Brigade (IBde) reported that heightened security measures led to the interception of the rebels, prompting them to redirect their efforts to La Libertad town.

At approximately 9:18 p.m., soldiers engaged with four members of the NPA’s Leonardo Panaligan Command from the regions of Negros, Cebu, Bohol, and Siquijor (LPC-NPA, KR-NCBS) at the outskirts of Barangays Aya and Talaon in La Libertad town.

The brief encounter, lasting around three minutes, resulted in no casualties among government forces.


The confrontation led to the recovery of a 12-gauge shotgun with operational ammunition, discharged casings from a shotgun and an M16 rifle, documents of subversive nature, and various personal items.

Lieutenant Colonel Evelio Ilanga III, commander of the 62nd IB, called for the rebels to lay down their arms.

“The people will always stand against the rebels and report their locations immediately, no matter where they go,” he declared.

ILOILO City – High-powered firearms and ammunition were recovered during an encounter between the Philippine Army’s 12th Infantry Battalion (12IB) and the New People’s Army rebels in Barangay San Antonio, Tapaz, Capiz.

According to 12IB commander Lieutenant Colonel Vicel Jan Garsuta, his men were having an offensive operation at around 11 a.m. on Friday, March 15, when they encountered at least 10 armed men believed to be members of the
Central Front of the Komiteng Rehiyon-Panay (KR-Panay).

After a five-minute exchange of fire, the rebels withdrew and left behind one M16 assault rifle, a long magazine of an M16 assault rifle, 10 rounds of M16 ammunition, and some personal belongings.

“We believe there were wounded on the part of the rebels, kasi may mga dugo sa kanilang escape route. May nag-report kasi sa amin about the presence of armed men in the area,” Garsuta told Panay News.


Garsuta said that more soldiers were sent to the area to run after the rebels.

On the other hand, Major General Marion Sison, commander of the Army’s 3rd Infantry Division, lauded his men and the people of Tapaz, Capiz for their responsiveness, vigilance, and cohesive collaborative effort, resulting in another significant accomplishment.

He said it was a big help in establishing stable internal peace and security on Panay Island.

Sison also reiterated his call to the remaining members of KR-Panay to return to the folds of the government peacefully.

The focused military operations of the Philippine Army against remnants of the New People’s Army in Negros Oriental and Capiz in Panay, led to more encounters on March 15, resulting in the recovery of firearms and injuries of fleeing rebels.

In a statement, the 303rd Infantry Brigade reported that the 62nd Infantry Battalion successfully thwarted a group of NPA remnants from disrupting the delivery of government services following an encounter at the boundaries of barangays Aya and Talaon in La Libertad, Negros Oriental, on Friday night.

According to Maj. Mervin Rosal, 303rd Infantry Brigade Civil Military Operations officer, the encounter between 62IB soldiers and four remnants of the dismantled Central Negros 1 guerilla front, which lasted about three minutes,
resulted in the recovery of a 12-gauge shotgun with ammunition, empty M16 assault rifle and shotgun shells, subversive documents, and personal belongings of the fleeing rebels.

No 62IB soldiers were injured, while pursuing Army soldiers discovered blood stains along rebels withdrawal route, which indicates that some of them may have been wounded, Rosal said.


Prior to the encounter, he said the rebel remnants were monitored to have been planning to disrupt the ongoing implementation government socio-economic programs in central Negros.

However, their attempt was foiled due to heightened security measures, Rosal said.

The rebels then shifted their focus to La Libertad, where they were promptly intercepted by 62IB forces, he added.

On the same day, another encounter also ensued between 12th Infantry Battalion soldiers and about 10 NPA rebels at Brgy. San Antonio in Tapaz, Capiz.

The encounter, which lasted about five minutes,
resulted in the recovery of an M16 assault rifle with a magazine containing 10 ammunition, and personal belongings which were left behind by the fleeing rebels, a statement from the Army’s 3rd Infantry Division said.

The surrenderers were identified as Commander Depor, squad leader of Squad 3; and Commander Lito, squad leader of Squad 2, both of Platoon 1 of the Weakened Guerilla Front 30 (WGF 30) of the Communist Party of the Philippines-NPA Northeastern Mindanao Regional Committee (NEMRC), and their followers Judge and Grey, medical officer of Squad 2.

They surrendered one AK47 rifle and one caliber .45 pistol with magazines and ammunition.


The 36th IB said difficult life in the mountains forced them to surrender.

“The decision to surrender was driven by hardships they faced in the hinterlands in evading our government troops,” said 36th IB commanding officer Lt. Col. Vincent M. Viray.

“With the knowledge that the government forces treat the surrendered NPAs humanely, and at the same time knowing that the government has comprehensive plans for all surrendered brothers and sisters to have a fresh start through the government programs and benefits of the Enhanced Comprehensive Local Integration Program (E-CLIP), they chose to surrender,” he added.

Viray said the series of surrenders by communist rebels in Surigao del Sur manifests that the collaborative efforts of various government instrumentalities and the strong support of civil society organizations are effective in resolving the root causes of the insurgency problem.

He lauded the quarter’s decision to the fold of the law.

“They made a wise decision to surrender,” he said. “It prevents the unfortunate and unnecessary loss of lives like what happened to their comrades. This marks another step forward toward lasting peace and stability,” Viray said, adding: “Once again, I encourage the remaining NPA members to follow the decision of the four surrenderers and embrace the path and reconciliation.”

He said the 36th IB remains committed to its effort to foster peace and reconciliation.

Surigao del Norte has been declared insurgency-free.

According to the military, Surigao del Norte Governor Lyndon Barbers made the announcement during the “Declaration and Pronouncement of Surigao del Norte as an insurgency-free province Activity” held at the Provincial Gymnasium in Surigao City on March 15, 2024.

This after the province reportedly became 'conflict-manageable and ready for development.'

The military said the declaration marked a significant step for the province to move forward after establishing peace and stability and paving the way for further growth and development.

“The clearing of insurgents in the said province was due to the massive and successive surrender of the communist terrorist group (CTG) high-ranking leaders,” the 4th Infantry Division (4ID) said in a statement.

Part of the March 15 activity were the unveiling of peace marker, signing of commitment for peace, and taking of oath of former rebels in support to the government.

Department of Interior and Local Government (DILG) Secretary Benjamin Abalos and Department of National Defense (DND) Secretary Gilbert Teodoro were invited as guest speaker and keynote speaker, respectively.

Other military, police, and government officials including town mayors of the province and former rebels, also attended the activity.

The former rebels present received financial and livelihood assistance amounting to P65,000 under the government’s Enhanced Comprehensive Local Integration Program (ECLIP).

Each of them also received P10,000 from the Department of Social Welfare and Development (DSWD) and another P5,000 from the Office of the Provincial Governor.

They also received hygiene kits, mosquito nets, and vitamins from the Department of Health-Caraga (DOH-13).

The military said all assistance given to the former members of the New People’s Army (NPA) will be useful as they turn over a new leaf and rebuild their lives.

Agusan Norte establishes village for former rebels

BUTUAN CITY (PIA) – The provincial government of Agusan del Norte has established a village and initially awarded housing units to 17 former rebels (FRs) and their families.

The New Hope Village is a community created by the provincial government and other stakeholders for the FRs as part of their reintegration into mainstream society.

“The New Hope village is proof that the government is sincere in ending insurgency in the province. We are committed to eradicate the CTGs because we value the lives of not only the Agusanons but all Filipinos,” said Gov. Ma. Angelica Rosedell M. Amante.

The Philippine Information Agency (PIA) Caraga interviewed Jay-r, a former member of the New People’s Army for four years who surrendered to the 29th Infantry Battalion (29IB), Philippine Army in August 2018, and is one of the recipients of a housing unit of the village as his new home, together with his family.

He was also chosen to join and be part of the government force, saying, “I am forever grateful to the government, to Gov. Angel Amante, to Mayor Judy Amante, and to Lt. Col. Gargar for giving me and my family the chance to live in this village. They never abandoned us and provided us with means to meet our daily needs, especially my work in the government forces.”

Tisa, a former NPA for 15 years, is now happy with her family, as she currently operates her own sari-sari store in the village. She is determined to protect her family, especially her children, by always choosing the path of peace and not violence

“I see to it that my children will be given the right education and will not be deceived by the NPAs, just like what happened to us,” she said.

Jay-r and Tisa, together with the other families living in the village, also received other interventions from the government, like livelihood training from the Technical Education and Skills Development Authority (TESDA), Department of Agriculture (DA), and other agencies.

“We always see to it that they have a livelihood to address their needs; they send their children to school and perform their daily tasks,” said 29IB Commanding Officer, Lt. Col. Cresencio C. Gargar, during his interview with the Philippine Information Agency inAgusan del Norte.

Gargar relayed that the provincial government of Agusan del Norte and the city government of Cabadbaran provided rice allowances to the FRs living in the village and at the headquarters of the 29IB.

“In addition to the support provided to them, we also motivate them to be productive, such as through the monthly conduct of the Best Improved Garden contest, which is participated in by all of the FRs, and the winner will receive a sack of rice,” Gargar added.

Aside from gardening, the Provincial Agriculture Office also helped them put up a livelihood project on piggery and egg layering.

With the guidance of government troops, the FRs now have a registered cooperative, and they are now earning.

Gargar further announced that the New Hope Village also received support from other partners, such as Cabadbaran City led by Mayor Judy Chin Amante, to build the perimeter fence of the village.

“With the support of the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU), another 34 units will be constructed in the village this year, in addition to the 17 existing housing units built with the help of the National Housing Authority,” Gargar shared. The rebel returnee was a vice squad leader or intelligence officer of Squad 1, SDG Platoon of the dismantled Northern Negros Front (NNF)-D.

Capt. Dan Carlo Samoza, 79th IB civil-military operations (CMO) officer, said the rebel returnee was involved in a clash with the police in Barangay Minapasuk, Calatrava, Negros Occidental last year.

He was also the alleged closest cohort of
Roger Fabillar, alias Arnel Tapang, who has a bounty of P1 million for his arrest over the series of killings in the town, the Army said.


In a statement, Lt. Col. Arnel Calaoagan, 79th IB commander, said that this development demonstrates the effectiveness of their call for NPA rebels to surrender peacefully to the fold of law.

It is also a result of their massive and continuous focus military operations, through their constant appeal to the remaining remnants of the NNF-D to surrender, following series of clashes in Barangay Pinapugasan, Escalante City, Negros Occidental last month that killed three NPA rebels.

The former NPA leader will be processed in line with their operating procedure and with utmost sincerity and respect in accordance and as guaranteed by the existing laws, according to the 79th IB.

“We will remain steadfast to our commitment to the people of Negros, until the realization of our shared aspiration of declaring Negros as a Stable Internal Peace and Security Situation,” Calaoagan said.

TACLOBAN CITY – Authorities have dismantled two more New People’s Army (NPA) units in Eastern Visayas.

These were
Platoon 2 of Island Committee 47 Levox operating in the provinces of Leyte, Biliran, and Southern Leyte, and the Elcon Platoon of Sub-Regional Committee Browser operating in the provinces of Samar and Eastern Samar.



The Elcon Platoon of SRC Browser were remnants of the dismantled Central Front Samar 1 and Front Committee 3 of SRC Arctic while the P2 IC47 Levox was created in their attempt to re-establish a guerilla front in Leyte, Biliran, and Southern Leyte.

In January, the Joint Task Force Storm formally declared the four remaining Guerilla Fronts (GF) in Eastern Visayas as dismantled.

They are the Front Committee 2, Sub-Regional Committee (SRC) Emporium; Front Committee 1, SRC Emporium; Front Committee 15, SRC Arctic, and Front Committee 3, SRC Arctic.

The Army attributed the dismantling of the four GFs and the two NPA units to the implementation of programs and projects under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

Major Gen. Camilo Ligayo, 8th Infantry Division commander, said the dismantling of NPA units is the fruit of the aggressive campaign of the security sector against insurgency.

“Let us actively support the programs of the local government to peacefully resolve all armed conflicts in Eastern Visayas. Let us encourage everybody to follow the path of peace and condemn those who advocate violence and the use of arms. Let us condemn the armed struggle and NPA atrocities and give peace a chance,” he said.

BACOLOD CITY – An alleged member of the New People’s Army (NPA) capitulated to the 79th Infantry Battalion (IB) at their base in Sagay City, Negros Occidental last Sunday.

The individual, purportedly a squad leader or intelligence officer for Squad 1 under the
now-defunct Northern Negros Front (NNF-D), engaged in hostilities with law enforcement in Barangay Minapasuk, Calatrava in the previous year.

This surrender is the latest in a series of concentrated military actions by the 79th IB, in partnership with the Escalante City Task Force to End Local Armed Conflict (CTF-ELCAC), an initiative headed by Mayor Melecio Yap Jr.


Their persistent appeal to the remaining members of the NNF-D to surrender follows a recent clash in Barangay Pinapugasan, Escalante City, which resulted in three alleged NPA combatants’ deaths.

Lieutenant Colonel Arnel Calaogan, commanding officer of the 79th IB, confirmed the ex-rebel will undergo processing in accordance with military standards and utmost integrity.

The 79th IB assures adherence to established legal protocols in handling the surrendered individual, Calaogan emphasized.

The 79th IB also noted the individual was part of the “Ariel Remal Tingpong” unit, a segment previously identified with a bounty due to its involvement in multiple killings in Calatrava.

Calaogan underscored the surrender as a testament to the military’s effective strategy, persuading NPA members to renounce their insurgency and abide by the law.

In his statement, Calaogan reiterated the battalion’s dedication to the safety of Negros residents, with the ultimate objective of achieving a declared state of Stable Internal Peace and Security for the province.

The fascist war criminals in the Armed Forces of the Philippines (AFP), paramilitaries and the Philippine National Police (PNP), as well as its chief Ferdinand Marcos Jr, must be indicted and prosecuted for multiple violations of international humanitarian law and principles of civilized warfare during recent weeks.

Justice for the Bilar 5. Five Red fighters and Party cadres were massacred, not killed in an encounter in Bilar, Bohol on February 23. Domingo Compoc, Hannah Cesista, Parlito Historia, Marlon Omosura and Alberto Sancho were captured alive in the house they were using in Sitio Matin-ao 2, Barangay Campagao. The five were severely tortured before they were killed. A photograph showed Compoc being held by a soldier, indicating he was alive when captured. Witnesses said Compoc was hacked in the neck and abdomen. Compoc was in his 60s and suffered from arthritis.

Cesista and three others were forced to lie in the mud before being shot. Cesista was a lawyer who chose to serve the oppressed classes. Despite evidence and witness testimonies, the AFP and PNP insist that the five “fought back” when they were “served” with arrest warrants.

Earlier, the military abducted a resident of the area named “Berting” and his two minor children, including a 4-year-old in the same barangay. He was beaten to reveal the whereabouts of the Bilar 5. They were forced into a white van. They were sent home after a day.

In Negros Occidental, on February 21, the 79th IB killed farmer Jose Caramihan who was tending his farm in Sityo Mansulao, Barangay Pinapugasan, Escalante City. The military said he was killed in an “encounter.”

In Misamis Oriental, the 58th IB captured, tortured and killed Miguel Serino (Ka Bokir), an NPA-North Central Mindanao Region (NCMR) Red fighter, at the border of Barangay Calawag and Quezon in Balingasag on February 10. His remains showed he underwent severe torture.

Abduction. The police and military falsely claim that the abducted brother of Sorsogon peasant-leader Jose Marie Estiller “surrendered” on February 23. The military abducted him on February 20 in Santo Tomas, Batangas. He was accused of being the “second most wanted” in Bicol and charged with several criminal offenses.

Meanwhile, Anakbayan-Southern Mindanao reported last February 27 the abduction and disappearance by the military and police of Nelson Bautista Jr, an activist writer with a long record of service to the communities of Davao, and the arrest of his then companion Ademar Anciero Etol on January 25 at a house in Barangay Balingasan, Siay, Zamboanga Sibugay. Etol was charged with criminal offenses and is currently detained at the Siay Municipal Police Station. Meanwhile, neither the police nor the military admit that they have Bautista. He remains missing to this day.

Bombing. A series of aerial bombings and artillery shelling conducted by the AFP have been reported in Negros Occidental, Iloilo and Bukidnon in recent weeks. These have caused great fear and trauma to civilian communities. It also has severely affected the livelihood of residents. Their use of very powerful bombs against guerrilla camps of the people’s army also violates the principle of “proportionality”.

In Negros Occidental, on February 21 and 22, the military carried out a series of indiscriminate firing, strafing and bombing at the border of Escalante City and Toboso town. This forced the evacuation of 1,000 residents. Classes were suspended in seven barangays in Toboso.

In Iloilo, the AFP dropped 500-pound aerial bombs on barangays of Torocadan, Dongoc and Langca in San Joaquin town on February 28. This was followed by a series of helicopter strafing and artillery shelling. Three Red fighters were reported martyred in the bombing.

In Bukidnon, the AFP indiscriminately shelled the mountainous area bordering the towns of San Fernando, Quezon and Valencia City 13 times from 2 to 5 p.m. on February 23. The AFP also shelled the same area 13 times on February 21. The shelling is part of the combat operations with simultaneous bombings since December 2023.

Meanwhile, the 81st IB bombed and shelled the villages bordering Tagkawayan, Quezon and Del Gallego, Camarines Sur at dawn on March 4. The bombs dropped near communities and almost hit three copra workers.

Simultaneous protest actions were carried out by women under Gabriela on March 1 at the beginning of Women’s Month. Their call: Livelihood, Human Rights, Sovereignty, not chacha for foreigners and the few!

That day, Gabriela Youth members, together with other youth groups, marched to Mendiola in Manila to express their opposition to the Marcos regime’s charter change scheme.

A similar action at the University of the Philippines-Los Baños was led by Gabriela Youth-UPLB. According to the group, their action is in solidarity with the planned Purple Day of Action.

Women workers also launched a dance-protest under Women Workers United and Kilusang Mayo Uno for wages, jobs, human rights and an end to violence at work. Gabriela-NCR also launched a protest in Manila on March 5.

The US-Marcos regime is mistaken in thinking that it could end the armed revolutionary resistance of the Bol-anon masses when it brazenly massacred five captured New People’s Army (NPA) Red fighters and Party cadres in Barangay Campagao, Bilar, Bohol on February 23. The martyrdom of the five, who served the interests of the peasant masses in Bohol and the Filipino people, is undeniably a great loss. However, their lives and sacrifices inspire further perseverance in the revolutionary struggle in the province.

Since taking root in the 1980s, the revolutionary movement in Bohol has never been completely defeated by the reactionary state. Despite the repeated declaration of the province as “insurgency-free”, the revolutionary fire in Bohol has never been extinguished. Amid continued oppression and exploitation, the revolutionary resistance on the island will never be vanquished.
Condition of the Bol-anon masses

The majority of the island’s 1.39 million people, especially the peasant masses, are suffering. Rice and corn, as well as coconut, banana, cassava, saba and oil palm are the main products.

Of the total 482,100 hectares of land in the province, 273,950 are agricultural, while 101,271 are forested. It is called the “food granary” of Central Visayas because of its large food production. As of 2018, rice fields account for 26% or 70,117 hectares of agricultural land. Only 56% of these have adequate irrigation.

Farmers now fear the damage that El Niño will bring to their rice fields. Tatay Boying, a farmer in the province, doesn’t know what to do with his farm due to the “dry spell” or abnormal rainfall conditions in Bohol.

“Irrigation is difficult because we only depend on rain…others have irrigation, but only a few benefit, then there is favoritism,” he said.

This is in stark contrast to the ₱7.1 million that the local Bohol government boasted of in November 2023 purportedly to help farmers and people affected by the drought. Apart from being meager, piles of requirements need to be met to receive benefits.

El Niño is expected to bring severe losses to Bohol farmers. Tatay Boying laments he already earns nothing from the usual harvest, how much worse now with the lack of irrigation.

His total expenses for each planting cycle is at least ₱11,000. He harvested 456 kilos or 12 sacks of palay, two of which will go the landlord for rent. If he sells it, he will get only ₱9,120 with palay farmgate prices at ₱24 per kilo. Because of the heavy loss, and with skyrocketing rice prices in the market, Tatay Boying chose to no longer sell his crop.

The greater calamity for the Bohol-anon masses is the intensified and widespread land grabbing by private corporations and landlords with the complicity of the local government. This includes the land grab by the Bohol Cattle Corporation (BCC), owned by a Marcos crony, of the 622 hectares of land, which the Trinidad-Talibon Integrated Farmers Association (TTIFA) has been fighting for. The BCC ignores the farmers’ documents in their drive to take over control of the 1,973 hectares it claims.

The oil palm plantations of the Philippine Agricultural Land and Mills Development Inc (PALM Inc), owned by the company AGUMIL Philippines, a partnership of Filipino and Malaysian investors, are also a burden on farmers. In 2012, at least 2,500 oil palm farmers went bankrupt as a result of the PALM Inc’s scheme to charge extremely high interest rates while driving down farmgate prices of their fruits. During this time, the company bought oil palm fruits from farmers for as little as ₱2/kilo. Because oil palm plantations used chemicals, farmers could no longer use the land. PALM Inc plantations covered 6,000 hectares of land.

Fishermen, who make up 33% of the province’s total population, are also mired in poverty. They suffer from constantly rising fuel, equipment and other costs. They also fear losing their livelihood due to the 650-hectare reclamation plan in Panglao Island, and the ongoing reclamation in Tagbilaran City.

The Bohol-anon masses cannot feel the local government’s claim of a 7.1% growth in the province’s gross domestic product in 2023, mainly from tourism. Despite money brought in by up to one million tourists annually, Bohol’s toiling masses remain miserable and hungry.

Meanwhile, when the Bol-anon masses do not die of hunger, they are killed and repressed by the military and police. In recent years, the Bol-anon masses who are fighting for land rights have faced relentless suppression. There are currently 10 political prisoners in Bohol including 75-year-old Adolfo Salas Sr, co-founder of the provincial chapter of the Kilusang Magbubukid ng Pilipinas na Hugpong sa mga Mag-uumang Bol-anon (HUMABOL-KMP). The 47th IB and the so-called Task Group Bohol of the Armed Forces of the Philippines and the Philippine National Police are the main agents of state terrorism in the province.

Much of the country is now experiencing a drought caused by the El Niño climate phenomenon. This began in the middle of last year, and is expected to last until May or June this year. The drought is expected to affect up to 65 provinces and bring extensive damage to the livelihoods of the rural masses.

Reports by the end of February show crop losses of up to ₱941.7 million in 15,000 hectares of damaged agricultural land. Studies estimate that up to 250,000 hectares of agricultural land will be damaged. Hundreds of thousands of farmers are at risk of falling deeper into debt to merchant-usurers, and suffering intense hardships and hunger.

The drought will be most devastating for landless farmers, who have no money to invest, depend on rain and lack access to irrigation. Hundreds of thousands of farm-workers will lose their jobs or source of income. The drought is causing fires in mountains, endangering the lives and livelihood of the masses of minorities.

The effects of El Niño’s drought are exacerbated by environmental destruction, especially the loss of forests due to long periods of logging, mining and construction of dams and other infrastructure that destroy watershed and water sources. Large foreign companies and the comprador bourgeoisie are the main perpetrators. Despite the intense damage they cause, the Marcos regime continues to favor the aggressive entry of these companies into the countryside.

For more than a year, the effects of El Niño have been expected in the Philippines, yet the Marcos regime made no concrete plans to help peasants whose livelihoods will be devastated. Despite the long-anticipated effects, reactionary government’s agencies did not provide scientific advice, financial subsidy or alternative crops, and simply left the peasant masses to suffer and go bankrupt as their crops withered in the drought.

Worse, Marcos is now using El Niño to provide huge funds to pocket kickbacks from infrastructure projects such as “solar-powered” irrigation which are actually long-delayed given that these are being built amid a drought when many places are already without water. Long-delayed as well, and done merely for media projection, are cloud seeding plans, tractor distribution, and small insurance payment for damaged crops.

Despite an expected drop in production due to the drought, especially rice, the US-Marcos regime has done nothing to ensure the supply of food except to further open the country’s door to import rice, as well as onions, garlic, and other agricultural products. Rice prices rose further this February and is expected to continue increasing.

In the face of the intense impact of the El Niño drought, the Party and the revolutionary forces must strive to unite and mobilize the peasant masses to defend their well-being, livelihood and economic and social rights. Peasant organizations must be built and strengthened to combine their strength to fight for measures to provide immediate relief during El Niño.

The peasant masses should be mobilized in their numbers to demand necessary steps for immediate alleviation, including distribution of subsidies or emergency funding, suspension or cancellation of debts, non-payment of land rent, and implementation of urgent solutions to solve the water problem. They must act together to fight mining operations, plantations and other activities that damage the environment.

The peasant masses must also be united to revive their spirit of cooperation especially in the face of the drought. Through their organizations, widespread mobilizations can be planned to collectively build or repair irrigation systems in their respective areas, in order to share (rather than fight over) water resources for their fields.

The peasant masses should collectively hold the US-Marcos regime accountable for its negligence, corruption and burdensome policies that worsen their conditions. All these anger the peasant masses and drive them to the path of protest and resistance.

Amid the drought, units of the New People’s Army have been ordered by the Party to actively help the peasant masses cope with the impending disaster. In addition to helping build the peasant organizations, NPA units are directly assisting in production, digging wells, building irrigation systems, and other initiatives to address the well-being of the peasant masses.

The peasant masses are increasingly outraged that amid the intense drought, tens of thousands of AFP fascist troops are relentlessly launching extensive repression operations and armed offensives to crush the people’s resistance. Amid their misery, hundreds of millions of pesos are being squandered by the AFP with jet fighters and helicopters dropping bombs and firing shells in the fields and mountains.

AFP battalions are now launching all-out offensives nationwide, in accordance with the US-Marcos regime’s order to defeat all guerrilla fronts by the end of March. These do not bring anything to the peasant masses but greater sufferings.

The neglect, corruption, oppressive policies, and fascist terrorism of the US-Marcos regime all serve as spark for the tinder of the people’s indignation in the vast countryside. The prevailing situation is fertile ground for generating widespread protests by the impoverished masses, and further strengthening the armed resistance of the NPA.

Ngayong taon, ipinagdiriwang ng Makabayang Kilusan ng Bagong Kababaihan (MAKIBAKA) sa iba’t ibang lugar sa Pilipinas ang ika-52 taon ng pagkakatatag nito at patuloy na pagsusulong ng pambansa demokratikong rebolusyon.

Pinagpupugayan ng MAKIBAKA ang lahat ng kababaihang magpasyang nagsusulong at nagtataguyod ng rebolusyon para tuluyang ibagsak ang imperyalismo, pyudalismo, at burukrata kapitalismo na siyang ugat ng kahirapan at kaapihan ng kababaihan at sambayanang Pilipino.

Ipinagdiriwang din ng kababaihan ngayong araw ang ika-76 kaarawan ni Maria Lorena Barros, isang makata, dakilang rebolusyanaryong martir, at tagapagtatag ng MAKIBAKA.

Itinatag ang MAKIBAKA sa panahon ng diktadurang rehimeng Marcos Sr. Nanguna ito sa paglaban sa karapatan ng kababaihan sa ilalim ng pyudal-patriyarkal na lipunan. Napilitan itong mag-underground nang idineklara itong iligal ni Marcos Sr. matapos ang pagpapatupad ng batas militar sa bansa.

Mula kay Marcos Sr. hanggang sa panunungkulan ni Marcos Jr. sa kasalukuyan, walang kaparis na krisis at pagsasamantala ang kinakaharap ng kababaihan.

Ayon sa konserbatibong datos ng gobyerno, pagpasok pa lamang ng taong 2024, naitala na ang lagpas 2 milyong mamamayang Pilipino ang walang trabaho. 1.3 milyon dito ay kababaihan. Mas mataas ito kumpara sa bilang noong Disyembre 2023. Hanggang ngayon, wala pa ring signipikanteng pagtaas ng sahod para sa mga manggagawa. Nananatiling P610 ang minimum na sahod sa National Capital Region (NCR) samantalang P316 naman sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Nananatiling walang sariling lupang sinasaka ang mga magsasaka. Patuloy pa rin ang pagpapalit-gamit sa mga lupan agrikultural. Lalong nagpahirap sa kanilang kalagayan ang sunod-sunod na importasyon ng mga agrikultural na produkto tulad ng bigas, sibuyas, at karne. Napinsala rin ang mga pananim ng mga magsasaka dahil sa mga kalamidad. Sa kabila nito, puro pautang at panakip butas lamang ang ibinibigay na solusyon ng gobyerno.

Unang taon pa lamang din niya sa panunungkulan, nagtala ang Pilipinas ng 8.7% na implasyon. Ito ang pinakamabilis na pagtaas ng implasyon mula noong 2008. Noong 2023, ang implasyon ang isa sa mga pangunahing inaalala ng mga Pilipino ayon sa sarbey. Patuloy ring tumataas ang presyo ng mga bilihin at taas-singil sa pampublikong serbisyo tulad ng kuryente at tubig.

Tumitindi ang karahasan laban sa kababaihan. Mula Enero hanggang Agosto 2023, 19,635 ang naitalang kaso ng karahasan laban sa kakabaihan at mga bata. Noong nakaraang taon, naitala ang panggagahasa ng limang sundalo mula sa 94th Infantry Battalion sa isang labin-limang taong gulang na babae at kanyang kasama.

Patuloy rin ang paglabag ng estado sa International Humanitarian Law. Dinudukot at tinotortyur ng mga militar ang mga pulang mandirigmang kababaihan na naka-leave dahil sa pagbubuntis o pagkakaroon ng sakit. May mga kaso rin ng pagdukot ng kanilang mga anak para pilitin silang sumuko na lamang.
Sa kabila ng krisis na kinakaharap ng kababaihan, niraratsada ng gobyerno ang Charter Change o Chacha na layuning magkaroon ng 100% pag-aari ng mga dayuhan sa pampublikong serbisyo, edukasyon, at advertising. Maaari rin itong magpalawig ng term extension, mag-alis ng restriksyon sa pag-aari ng lupa sa bansa, at pagpapasok ng mga dayuhang base militar. Pagbebenta sa dayuhan ang pangunahing isinusulong ng gobyerno.

Ang krisis at karahasang pinapalaganap ng estado ay matibay na dahilan kung bakit nagpapatuloy ang pakikibaka ng kababaihan at mamamayang Pilipno.

Mula sa pagkakatatag ng MAKIBAKA sa panahon ni Marcos Sr. hanggang sa maupo ang kanyang anak na si Marcos Jr. sa kasalukuyan, bitbit ng kababaihan ang hindi magagaping rebolusyonaryong diwa sa pagharap malakolonyal at malapyudal na lipunang nagpapalala sa pyudal-patriyarkal na kaayusan. Hamon sa kababaihan na ibayong magpalakas at isulong ang pambansa demokatrikong rebolusyon.

Masobra na tatlo ka bulan nga nagapadayon ang El Niño kadungan sa pag-antus sang pumuluyo, ilabi na sa sektor sang agrikultura. Tubtob subong, wala ukon kulang gihapon sang kongkreto nga tikang ang mga local governmnent unit (LGU) paano mahatagan sang bulig ang mga mangunguma sa mga apektado nga lugar. Magluwas sa tama kahinay nga mga tikang, mas gin-una pa sang mga LGU ang indi gilayon kinahanglan.

Partikular sa Himamaylan City, Negros Occidental nga isa sa pinaka-apektado sang El Niño, mas nangin masako ang LGU sini sa mga proyekto nga wala nagasabat sa mga problema sang mangunguma, hinali man ukon pangmalawigon. Sa unang kwarto sini nga tuig, madamo sang proyekto ang syudad kaangay sang 3,000 ka yunit nga pabalay (nagbalor sang Php4 bilyon), pagtukod sang bag-o nga estasyon sang pulis, pagdebelopar sang sistema sa e-Government Project (nag-digitalize sa mga transaksyon sang LGU) kag iban pa nga indi mapuslan subong sang malapad nga masa.

Despite commitments made under the Comprehensive Agreement on the Respect for Human Rights and International Humanitarian Law (CARHRIHL) to uphold the fundamental rights and dignity of both civilians and combatants, the Marcos regime continues to flout international laws that govern the rules of war. On the 26th anniversary of the signing of the CARHRIHL on March 16, the NDFP International Office condemns the recent spate of killings, indiscriminate firings, cases of torture, and aerial bombing campaigns on civilian areas committed by the US-Marcos Jr. regime.

In the first few months of 2024 alone, consecutive reports of aerial bombings by the Armed Forces of the Philippines (AFP) have been documented in various parts of the country. In parts of Quezon and Camarines Sur last March 4, fascist troops of the 81st Infantry Battalion (IB) launched an aerial bombing campaign and artillery shelling at the villages surrounding the borders of Tagkawayan, Quezon and Del Gallego, Camarines Sur hitting several areas within the proximity of civilian farms and communities. In Escalante City, Negros Occidental last February 22, more than 10 bombs were dropped by the 79th IB followed by machine gun strafing hitting nearby residential areas. In Bukidnon on January 6, the AFP dropped bombs using Super Tucano jet fighters and fired rockets using MD520 helicopters at adjacent barangays of Minongan, Kawayan and Santa Filomena with bombs exploding near Lumad communities in the area.

These cases constitute part of a greater number of atrocities committed by the US-Marcos regime all of which are tantamount to heinous war crimes under international laws. Moreover, these are clear violations of the CARHRIHL – a landmark agreement that resulted from the peace negotiations between the GRP and the NDFP.

These attacks, carried out in the name of the GRP’s supposed ‘counter-insurgency’ operations also violate the rule of “proportionality” in civilized warfare. The rule of proportionality prohibits attacks that can result in disproportionate harm to civilians and civilian infrastructure. Marcos Jr’s nationwide bombing spree in the last two months demonstrate a clear disregard for the fundamental principle of minimizing harm to non-combatants during armed conflict, leading to unnecessary suffering and destruction.

The deliberate targeting of civilian areas via successive aerial bombing campaigns demonstrates the US-Marcos regime’s callous disregard for CARHRIHL and the sanctity of human life. International humanitarian laws exist precisely to protect civilians in times of conflict, yet Marcos has chosen to ignore these laws with reckless abandon, leaving a trail of death and destruction in its wake.

The Biden administration is equally culpable to these war crimes for continuously supplying weapons, bombs, war planes, and even directly supervising special military operations of the AFP. Closely following the US government, Zionist “Israel” is the second top supplier of military weapons to the Philippines comprising 28% of total arms sales to the country from 2019 to 2023. In addition, Marcos Jr.’s recent trips to Europe were attempts to expand its existing defense cooperation agreement with Germany to include cyber warfare and maritime security including military training for the AFP and the supply of new reconnaissance drones.

These mounting cases of IHL violations and the complicity of US imperialism in these heinous crimes against humanity present the most compelling basis to indict and prosecute the US-Marcos war criminal state.
