BACOLOD CITY – Troops of the Philippine Army’s 15th Infantry Battalion (IB) overran a hideout of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in southern Negros after a clash with communist-rebels in Barangay Camindangan, Sipalay City on Tuesday.

Lt. Col Erwin Cariño, commanding officer of 15IB, said on Wednesday the lair in the vicinity of Sitio Calagmakan can accommodate about 60 persons.

His men found the area after engaging some 20 members of the NPA’s South West Front Platoon 2, Sentro de Grabidad in a 15-minute firefight.

They recovered from the hideout an improvised explosive device, a generator set, electrical wires, a pair of binoculars, a blood pressure apparatus, and a computer printer. Other items found included subversive documents, teach-in materials, office supplies, a map of Negros, containers of gasoline, personal items, foodstuff, and cooking utensils.

“We will continue to track and engage these terrorists to put an end to their decades-long cruelty,” Cariño said.

He thanked the residents for their support to the troops by providing information that led them to discover the rebels’ hideout, adding that their cooperation is a manifestation of the growing mass resistance to the presence and influence of the communist-terrorist group.

“We will continue to conduct focused military operations. With the support of the locals, more NPA lairs are expected to be seized and cleared in the coming days,” he added.

Col. Noel Baluyan, commander of the 302nd Infantry Brigade, commended the community for their continued support to government troops through the reliable information they provide on the presence of the communist-terrorists.

“This manifests their awareness on how we can attain and sustain peace through collaborative efforts,” he added.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

IMPASUGONG, BUKIDNON. July 23- A total of 29 Communist Terrorist Group (CTG) members withdrew their membership from the CTGs and vowed allegiance to the government during the Grand Pulong-pulong at Barangay Kalasungay, Malaybalay City, Bukidnon on July 16, 2020.

Through the endeavor of the Community Support Program (CSP) team, a total of four (4) Sangay ng Partido sa Lokalidad (SPL) members withdrew their party membership from the Communist Party of the Philippines while 25 mass supporters withdrew their membership from the National Democratic Front (NDF). They are now aware of the deceptive scheme and evil tactics of the CTGs. They also realized that they were just used for the benefit of the communist organization yet they got nothing in return.

Lieutenant Colonel Edgardo V Talaroc Jr, Commanding Officer of 8th Infantry Battalion said, “Sa pagsunog nato sa mga komunistang bandila nga gasimbolo sa mga teroristang binuhatan, naglaum ko nga inyo gihapon gisunog ang inyong pag-unong sa CTGs, sama sa bandila nga di na mabalik. Usa ra ang atong gobyerno nga atong maduolan ug andam kanunay nga mutabang ug protektahan kamo.” (As we burn the communist flags which symbolize their terroristic act, I hope that you have also burned your allegiances to the CTGs likened to a flag that could not be restored. We have only one government whom we can run to and is always ready to help and protect you.)

Lt. Col. Talaroc further said, “Ang lain-lain nga ahensya sa gobyerno naa dinhi aron matubag ang inyong mga kinabalak-an ug magpadayon nga masolban sa mga problema ug isyu sa komunidad.” (The different government agencies are here to attend to your concerns and will continue to work together to address the problems and issues in the communities.)

SAGUIARAN, Lanao del Sur – Three (3) municipalities and One hundred four (104) barangays of Lanao del Sur declare the Communist-Terrorist Group (CTGs) and Local Terrorist Group (LTGs) as PERSONA NON GRATA during the Mass Condemnation ceremony held today morning July 22, 2020 at Ditsaan-Ramain Multi-Purpose Complex, Brgy Ramain Proper, Ditsaan-Ramain, Lanao del Sur.

Through the able leadership of the Local Chief Executives of Ditsaan-Ramain, Bubong, and Buadiposo-Buntong, said towns strongly denounce all terrorist groups and other criminal groups in their localities.

Furthermore, said municipalities proactively crafted resolutions to organize their Municipal and Barangay Task Force in Ending the Local Communist Armed Conflict (TF-ELCAC) in accordance to the Executive Order No. 70 of President Rodrigo Roa Duterte.

LTC RAFMAN S ALTRE INF (GSC) PA, Commanding Officer of 82nd Infantry Battalion, lauded the efforts and administration of three LGUs for their active support and strong will to unite their respective barangays to stand up and fight against these terrorists and peace spoilers.

Meanwhile, COL JOSE MARIA R CUERPO II INF (GSC) PA, Brigade Commander, 103rd INF BDE, expressed his gratitude to the Provincial government of Lanao Del Sur for the support and motivation given to the LGUs.

Also, COL CUERPO assured all barangay chairman of three municipalities that the Philippine Army in Lanao Del Sur will always be on their side.

“Our fight against terrorism is a continuous process and is a shared-responsibility. We are one in this fight” Cuerpo ended.

TILING, Cauayan, NOC – The Army’s 15th Infantry (Molave Warrior) Battalion overran a Communist NPA Terrorist (CNTs) lair at the vicinity of Sitio Calagmakan, Barangay Camindangan, Sipalay City, Negros Occidental on Tuesday, July 21, 2020.

This, after the troops encountered more or less 20 members of platoon 2, Sentro de Grabidad (SDG), South West Front (SWF) of the communist-terrorist group.

The encountered lasted for about 15 minutes. After which, the communist-terrorists withdrew towards the different directions with undetermined number of CNT casualties as manifested by the bloodstains in the encounter site.

Aside from the enemy’s lair, the troops also recovered the following: Improvised Explosive Device (IED) Generator Set; Subversive documents; Binoculars; BP Apparatus; Map of Negros province; Printer; Office Supplies; Gasoline;Teach-in Materials; Electrical wires; Foodstuffs and cooking utensils; and CNTs personal belongings.

The lair that is located near the said Sitio could accommodate more or less 60 Communist Terrorists.

Lt. Col Erwin Cariño, Commanding Officer, 15IB, assured the people that the 15IB will not allow the CPP-NPA Terrorist to move to other locations and abuse innocent and vulnerable civilians. “We will continue to track and engage these fleeing terrorists to put an end to their decades-long cruelty,”LTC Carino emphasized.

He, once again expressed his gratitude to the civilian populace for their support to the troops by giving information that led to the successful capture of the communist-terrorists’ lair.

“Their cooperation is a manifestation of the growing mass resistance and abdication on the presence and influence of the NPA Terrorist group,” he said.

Also, Cariño added that, “We will continue to conduct focused military operations, and with the support of the locals in the area, more NPA Lairs are expected to be seized and cleared in the coming days.”

For his part, Colonel Noel Baluyan, Commander of the 302nd Infantry (Achiever) Brigade said that “It is immensely commendable that in the midst of COVID 19 pandemic, the populace continued their support by providing reliable information that led to the seizure of the communist-terrorists’ lair, and prevented them to cast atrocities.
This manifests their awareness on how we can attain and sustain peace through collaborative efforts. Their vigilance coupled with the dedication of our soldiers in putting the local Communist armed conflict to its end will be an edge to our mission. Nevertheless, we will continue to pursue our tasks to counter the enemies while ensuring safety and security during this health crisis.”

SAN JOSE, Occidental Mindoro — Nabigyan ng Bamboo Plantation ang mga katutubong Mangyan ng Brgy Naibuan noong Hulyo 15 ngayong taon.

Mula Hulyo 11 hangg Hulyo 15 ay humigit 1,000 na puno ng kawayan ang naitanim sa lupaing ninuno ng mga katutubo sa kabundukan na may sukat na humigit limang (5) iktaryang lupain.

Sa loob din ng limang araw ay nagturo si Ginoong Efren Delos Reyes ng DENR CENRO San Jose. Siya ay nagbigay ng kaalaman tungkol sa tamang pag-tatanim, tamang pangangalaga at kung paano pagyayamanin ang nasabing proyekto

“Nagpapasalamat ako sa mga ahensya na siyang tumugon at nakilahok upang maisakatuparan ang Bamboo Plantation ganon din sa (JCI) San Juan Dambana sa walang sawang pagbibigay ng suporta sa mga proyekto ng pamahaalan at para narin sa nasabing samahan,” ani Lieutenant Colonel Arbolado, 4th Infanrty Battalion Commander.

Nagtulong-tulong ang 4th Infantry Battalion, Junior Chambers International (JCI) San Juan Dambana, at DENR CENRO San Jose sa paglunsad ng proyektong pangka-buhayan para sa Bagong Pag-asa Association (BPA).

Ang BPA ay samahan ng mga rebel returnee, dating rebel supporter at mga E-CLIP beneficiaries na binuo nga iba’t ibang ahensya ng pamahalaan at ng kasundaluhan. Sa kasalukuyan ay mayroon itong 28 na miyembro na nagpapasalamat sa tulong ng gobyerno na tinutulungan sila magkaroon ng tahimik at panibagong buhay.

“Ang pagtataguyod ng ganitong aktibidad ay pagpapakita lamang na laging bukas ang ating pamahalaan at handang tumulong sa ating mga kapatid na nalinlang ng mga terroristang grupo na nais ng mag balik loob sa ating pamahalaan upang magkaroon ng maayos at tahimik na pamumuhay sa piling ng kanilang mga mahal sa buhay, pagpapakita din ito na desidido at seryuso ang ating pamahalaan na tuluyang wakasan ang insurhensiya sa bansa,” dagdag ni Lt Col Arbolado.

Malaki ang pasasalamat sa programamang pangkabuhayan na natanggap ng BPA na pinamumunuan ni Ginoong Ocson Casidsid.

Hinimok din ni Colonel Jose Agusto V Villareal, Commander 203rd Bantay Kapayapaan Brigade, ang mga kasama sa nasabing aktibidad na tuloy-tuloy na magtulungan ang lahat ng ahensya ng gobyerno pati ang pribadong sector para matugunan ang mga isyu at pangangailangan ng ating mga kababayan; lalong-lalo na ang mga katutubo na nasa mga liblib na lugar na siyang laging ginagamit ng mga komunista para maramdaman nila ang kanilang kahalagahan sa ating lipunan maging sa ating pamahalaan.

CAMP SIONGCO, Maguindanao – As the Joint Task Force Central continues to entice the local terrorist groups to embrace peace, another 5 Bangsamoro Islamic Freedom Fighter (BIFF) rebels have decided to abandon their comrades in a simple rite this morning (July 17) at 1st Mechanized Infantry Brigade Headquarters, in Brgy Kamasi, Ampatuan, Maguindanao.

The surrenderors who are members of the BIFF under Karialan Faction, finally laid down their firearms and decided to join the government for they believed that the terroristic act of violence doesn’t do good among its people.

They brought with them one M16A1 rifle, one M653 rifle, one M1 carbine rifle, one caliber .50 Barret sniper rifle, and one anti-personnel mine made of 105 high explosive unexplosive ordnance.

“The 5 BIFF rebels were notorious fighters and participated in several armed clashes with the government troops, to include the recent encounters at Barangay Salman of this town (Datu Abdullah Sangki Municipality) last March 2020,” 1st Mechanized Infantry Brigade Commander Col. Jesus D. Rico Atencio said.

The rebels’ surrender was the result of the joint efforts of 1st Mechanized Brigade, 1st Mechanized Infantry Battalion, and local government units in the area.

Maj. Gen. Diosdado C. Carreon, the Commander of Joint Task Force Central and the 6th Infantry Division, commended the peacemaking initiatives of the Brigade that brought another batch of surrenderers in their area of jurisdiction.

“The series of surrender of the BIFF members is a result of our ongoing campaign to end terrorism in Mindanao, through a peaceful means” the Commander added.

IPIL, Zamboanga del Sur – A former rebel who surrendered to 53rd Infantry Battalion guided the troops to a Communist NPA Terrorist (CNT) arms cache in Barangay Pange, Siayan, Zamboanga del Norte, Tuesday morning, July 21, 2020.

The troops were conducting follow-up operations and discovered one M653 baby armalite, one M16 and one AK47 assault rifles buried in Sitio Sapa Bagol of the same barangay.

The follow-up operations was based on the information of the newly surrendered personality of Main Regional Guerilla Unit (MRGU), Western Regional Party Committee (WMRPC), whose identity cannot yet be disclosed to the public for security reasons.

In a statement, 53rd IB Commanding Officer, Lt. Col. Jo-ar Herrera said that the success of this follow-up operations is a proof that the integrity of the armed group is disgruntled at its core.

“If it’s not the community, it’s the Former Rebels who disclose the locations of their firearms. This is a proof that the FRs are tired of NPA atrocities and also want this insurgency to end,” said Lt. Col. Herrera.

On the same day, 22 Former Rebels from Zamboanga del Norte received PhP 20,000.00 financial assistance during the Provincial Enhanced Comprehensive Local Integration Program (E-CLIP) Committee meeting.

Meanwhile, Col. Leonel Nicolas, Commander, 102nd Infantry Brigade urge the remaining CNT members to abandon the armed struggle.

“Many among your ranks are already seeing the light after being imprisoned in the dark for many years of deception and lies by the Communist Terrorist Groups,” Col. Nicolas said.

“Lay down your arms and allow us to help you return to your families,” Col. Nicolas added.

Maj. Gen. Generoso “Gene” Ponio, Commander, 1st Infantry Division commended the troops for this accomplishment.

“Our troops on the ground has continuously been delivering significant accomplishments in degrading the armed capability of the CNTs in the our area of responsibility through series of encounter or by facilitating the surrender of former armed CNTs,” Maj. Gen. Ponio said.

As of this posting, the FR is now being processed for enrollment to E-CLIP which includes the firearm remuneration.

CAMP EVANGELISTA, Cagayan de Oro City – One (1) AK47, one (1) M16, and two (2) homemade shotguns were captured when Community Support Program Teams of the 3rd Special Forces (Arrowhead) Battalion under the 4th Infantry (DIAMOND) Division, Philippine Army clashed with a no. of Communists NPA Terrorists (CNTs) in Sitio Panukmuan, Diatagon, Lianga on July 20, 2020.

Deployed in the hinterland area of Lianga town in the province of Surigao del Sur, the CSP team of 3SFBn whose main objective is to provide support to the local government unit of the mentioned town exchanged gunfires with the CNTs when government forces conducted prophylactic patrol in the vicinity of the tribal community.

The clashed lasted for about ten-minutes after which fleeing terrorists joined in the group of locals making them a human shield to evade the pursuing troops.

Recovered also in the firefight scene were assorted magazines, live ammunitions, six (6) mobile phones, one (1) PC tablet, powerbank, documents and personal belongings.

According to Hawudon Jumar Bucales, Lianga Indigenous People Mandatory Representative “We call on the United Nations Human Rights Council (UNHCR), the Commission on Human Rights (CHR), and International Committee on the Red Cross (ICRC) and other rights groups to condemn in the highest terms and take action against Communist NPA Terrorists who used the IP community as human shields”.

“Communist NPA terrorists infiltrates our IP communities to force my tribesmen to become members of their underground mass organizations, politico-military structure and eventually, party members of the Communist Party of the Philippines (CPP) and National Democratic Front (NDF) in order to sustain the CNTs in the far-flung sitios,” Bucales, added.

“The CSP teams were deployed to assist the LGUs in delivering the basic services that our IP brothers need. We will not permit these terrorists to hamper the government’s effort in sustaining peace in Surigao del Sur. With the newly signed Anti Terrorism Act, we will crashed these terrorists out,” MGen Andres C Centino, the 4ID Chief said.

The NPA, the armed wing of CPP and NDF, is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, and New Zealand and was declared as a designated / identified terrorist organization under the Philippines’ Republic Act No. 1016.

CABADBARAN CITY, Agusan Del Norte- The Matatag fighters through its Civil-Military Operation (CMO) Officer, Cpt. Miguel O. Borromeo Jr. conducted an orientation on Hog Raising to the Former Rebels (FRs) who received the piglets on July 18, 2020, at headquarters, 29th Infantry (Matatag) Battalion, Brgy. Del Pilar Cabadbaran City, Agusan del Norte.

The seven piglets which were distributed to the FRs for breeding purposes were awarded by the Provincial Agriculturist Office on July 15, 2020, through the Animal (Swine) Dispersal Project of the AGUSAN UP of the Local Government Unit (LGU) of Agusan del Norte headed by Gov. Dale B. Corvera.

The program aims to improve the social and economic welfare of the communities by providing an additional source of income; to boost the breeding aspect of the local swine production, and to upgrade the breed of our local swine stocks.

According to alias @LT PEÑAS, one of the FRs who benefited from the project,” Ako mapasalamaton nga ang akong pamilya usa sa mga benepisyaryo sa proyekto sa gobyerno. Dili namo mahuna hunaan kung unsa among kinabuhi karon kung wala ang tabang ug suporta sa gobyerno sa amo. (I am grateful that my family is one of the beneficiaries of this government’s project. We cannot imagine what our life would be without the government’s help and support for us.)”

Likewise, Cpt. Borromeo, CMO officer of the unit said in his statement, “Being a graduate of veterinary technology, I am glad that I was able to impart my knowledge and expertise on livestock management to the FRs who participated in this project. The government is truly benevolent and is willing to help its people but we just need to do our part to help ourselves and support our government.”

Lt. Col. Isagani O. Criste, Commanding Officer of 29IB said, “I am indeed grateful for the continuous help of the LGUs to the people especially to these FRs. Truly the pandemic has not stopped our government from extending its concern and support to the people who were in great need.

“Let us just continue to combine our efforts for our people. By doing so, I know that the peace and development which we are all hoping for will be realized,” Criste affirmed.

Gigaquit, Surigao del Norte- A female combatant of CPP-NPA Terrorist (CNTs) killed and four (4) High Powered Firearms recovered after a thirty (30) minutes firefight with the members of 30th Infantry (Fight On) Battalion, Philippine Army in the hinterland of Camp Edward, Alegria, Surigao del Norte on Monday morning, July 21,2020.

The incident occurred when soldiers of 30IB fired back with a group of fully armed CNTs believed to be members of Sentro De Grabedad, Guerilla Front16, NorthEastern Mindanao Regional Committee under the unknown leader during their security patrol when responding to a report from civilians about the presence of CNTs in their place who are extorting food and money.

Firefight lasted about half an hour which resulted to the death of one (1) Female CNT combatant (unidentified) who was abandoned by her comrades who flew in different direction and obtained from the encounter site are three (3) AK 47 rifles, one (1) Spike Tactical M16 with scope, five (5) Improvised Explosive Device (IEDs) [three (3) C5 and two (2) C4], assorted medical supplies, eighteen (18) backpacks with personal belongings and high value subversive documents while two (2) slightly wounded from the government forces.

It can be recalled that last June 03, 2020, another firefight transpired between government forces and CNTs in Campo Langit, Camp Edward, Alegria, SDN where High Powered Firearms and two Anti-Personnel Mines from the enemy were seized as a result of the active support of the populace.

Lt Col Ryan Charles G Callanta, the Commanding Officer of 30IB in his statement said “The life of our Soldiers are always at stake, but it is our job to protect the communities from terrorist abuse. The success of this operation might not have been realized without the support of the community particularly for providing real time information that led to this armed engagement”

“Our sincere condolences to the bereaved family, another life has been lost within this failed ideology. I urged the remaining armed members to lay down their arms and return to the fold of Law and avail the government’s reintegration program to avoid the same fate that happened to their peer. ” Callanta added.

July 20, 2020, Lupon, Davao Oriental – troops from 28th Infantry (KAMAGONG) Battalion under the leadership of LTC ALEXANDER D BANATAO recovered one (1) High Powered Firearm after the surrender of a minor NPA Milita in the town of Lupon last thursday.

A 16 year old minor known as alyas “Buboy” (True name hidden on purpose), a resident of Brgy Calapagan, Municipality of Lupon, voluntarily surrendered to the troops of 28IB deployed in the same barangay on the morning of July 16, 2020.

Upon verification of his identity, Buboy was later on confirmed as a Milbay (Militia ng Bayan) with the help of a former Rebel.

In an interview, said minor stated that he was recruited by alyas “Jhonny”, the Commander of Weakend Guerilla Front 18 early of this year, initially, to be a courier of the group but was later on tasked to take up arms and be an NPA Militia. He later on divulged an information that alyas Jhonny left a high powered firearm in his custody where he kept near the vicinity of their house at sitio yauri of the said barangay.

Acting upon this information, Ltc Banatao together with the Philippine National Police immediately organized a team and conducted a joint retrieval operation wherein they recovered one (1) M16 rifle near the vicinity of alyas buboy’s residence.

On the other hand, alyas buboy, in coordination with the Lupon Municipal Police Station, was immediately brought to the Municipal Social Welfare and Development Office of Lupon for proper documentation and intervention.

Alyas buboy however, with the consent from his guardian, signified to be placed under the custody of 28IB awaiting for his enrollment to the Enhanced Comprehensive Local Integration Program (E-CLIP).

Ltc Banatao slams the NPA’s continous use of minors in their efforts to overthrow the government.

“Their (NPA) continous use and exploitation of minors for their terroristic activities is a gross violation of the children’s rights. It is a clear manifestation of their desperation to replenish their ranks as their forces weakens because of successive encounters with the government forces.”

It can be recalled that just a few months ago, troops of 28IB were able to rescue a child in armed conflict after an encounter with the Communist NPA Terrorists in a hinterland sitio of Barangay Maragatas of Lupon town.

CAMP CAPINPIN, Tanay, Rizal — Soldiers recovered an M653 rifle with magazine and ammunition after a former rebel revealed the location of an arms cache in Laguna on Saturday.

According to the military, the rifle buried in Brgy Cansuso of Cavinti town belongs to Dioscorro Cello alias Termo, the top NPA commander operating in the area.

Brigadier General Alex Rillera, Commander of the 202nd Infantry Brigade which has operational jurisdiction over CALABARZON, identified the former rebel who tipped the security forces about the cache as “alias Iting.”

“His cooperation is an off-shoot of the good treatment which he received from the soldiers and policemen who assisted him in reintegrating to mainstream society, something that is contrary to what the underground movement has been indoctrinating their fighters to keep them in the mountains”, said BGen Rillera.

BGen Rillera ended his statement by reassuring the NPA terrorists who will decide to return to the folds of the law that “they will be treated well and that their rights will be respected in accordance to prevailing international laws and conventions.”

Major General Arnulfo Marcelo Burgos Jr, Commander of the Philippine Army’s 2nd Infantry Division, expressed his optimism that locating and digging arms caches “will be the new normal in Southern Tagalog in the coming days as the 604 surrenders over the past two years begin to feel the government’s sincerity to promote national healing and unity so our country and people can finally move forward as a nation.”

Per the military’s records, 114 firearms have been turned-over to the government by former rebels since the E-CLIP’s maiden implementation in Luzon and Visayas at Tanauan City, Batangas was held on August 14, 2018.

He added that the security forces, through the RTF ELCAC’s Peace, Law Enforcement and Development Support Cluster or PLEDS Cluster, have already defeated the NPA’s guerilla front that is operating in the provinces of Rizal and Quezon as well as in some parts of Bulacan.

“We are now in the final stages of validating Guerilla Front Cesar’s dismantling which is primarily due to our ability to deal decisive blows upon the armed group that led to the recovery of firearms, reduction of manpower and clearing of affected barangays”, said Maj Gen Burgos.

He ended his statement by assuring the people of Southern Tagalog that “your soldiers are gaining ground in defeating the NPA terrorists in this part of the country and that we are confident that we will be able to meet the timeline so that our people may finally live the peaceful and prosperous lives that every Filipino citizen truly deserves.”

Last July 14, 11 former rebels received almost Php 1 million-worth of E-CLIP benefits from USec Reynaldo Mapagu of DND’s Task Force Balik Loob.

More than Php 16 million-worth of E-CLIP benefits, which include firearms remuneration, have been distributed to former rebels from CALABARZON and MIMARO Provinces.

PLACER, Surigao del Norte- One New People’s Army was killed and four high powered firearms were recovered by operating troops of the 30th Infantry (Fight On) Battalion during an encounter with the Communist Terrorist Group in Barangay Camp Edward, Alegria, Surigao del Norte, Monday morning, July 20.

Based on report, civilians tipped off to the operating government troops about the presence of fully armed Communist Terrorists in the area. The firefight lasted for about 30 minutes and the responding soldiers were able to seize a hideout occupied by an estimated 30 members of Guerilla Front 16 of the North Eastern Mindanao Regional Committee. Aside from the unidentified slain body, three AK47s and one M16 rifle were also retrieved from the encounter site while two soldiers were slightly injured during the clash.

In his statement, Col. George L Banzon INF (MNSA) PA, Commander of the 901st Infantry Brigade, expressed his heartfelt thanks to the community for providing timely information leading to the successful operation. He also stressed that the 901st Infantry Brigade will continue to intensify focus military operations to flush those who refuse to surrender and abandon their armed struggle.

Col. Banzon also called upon the members of the CPP-NPA to give peace a chance by going back to the folds of the law and avail the programs being offered by the government for them live normal lives. On the other hand, he reiterated his statements when he took over the Brigade that he will not hesitate to use full military might to protect the people and the community against those who continue to pursue their twisted ideology and sow terror.

“We express our sincerest thanks to the concerned citizens who provided us with accurate information to prevent the Communist Terrorist Group from their terroristic activities. Indeed, it was a clear indication that the local populace are already fed up of their wrong doings. Our operation will continue and we will not stop in our quest to ensure the safety and security of the communities that were terrorized by these communist armed group. I urge the members of the communist terrorist group to lay down their arms and live a peaceful life. Using violence to impose will on peace loving people have no place in our civilized society”, he said.

ZAMBOANGA DEL NORTE- Army’s 53rd Infantry Battalion captured a high-powered firearm in a new clash with the Communist – NPA terrorists (CNT) in Siayan, Zamboanga del Norte, Monday, July 20, 2020.

The 10-minute firefight transpired at the boundary of Sitio Tumanong, Brgy. Macasing and Sitio Sinatalan, Brgy Pange, Siayan, Zamboanga del Norte.

Based on initial report, there were no casualties incurred on the government side and resulted to the capture of one M16 rifle, various magazines and ammunitions, medical supplies and paraphernalia, and terrorist propaganda materials.

In a statement, 53IB Commanding Officer, Lt. Col. Jo-ar Herrera said the Army will exert all efforts until peace is achieved in the Municipality of Siayan.

“We will not stop in doing two things: first, in pursuing the enemy who disrupt peace in Siayan and second, giving chance and opportunity to the NPAs to return to the folds of the law,” Lt. Col. Herrera said.

Meanwhile, 102nd Infantry Brigade Commander Col. Leonel Nicolas, who has operational jurisdiction of Zamboanga del Norte, said that the Brigade will continue to deploy its troops to bring peace in the communities.

“The brigade will continuously pressure the CNTs operating in the region to enduce them to lay down their arms and eventually promote peace and development,” Col. Nicolas said.

The Mayor and Task Force to End Local Communist Armed Conclict (MTF-ELCAC) chairman of Siayan, Hon. Josecor Gepolongca,
commended the troops for their gallantry.

“This is a fruitful result of our activities in relation to ELCAC, continuously encouraging our constituents to cooperate with the Government. Vividly, the full trust of our people is now on our side”, said Mayor Gepolongca.

1st Infantry Division Commander Maj. Gen. Gene Ponio in his statement said “that it is not yet too late for the NPA terrorists still in the hinterlands to surrender”.

“The programs and initiatives of the Government, including the Enhanced Comprehensive Local Integration Program (E-CLIP), are just waiting for you. It is not yet too late to start a new life in peace and violence-free,” Maj. Gen. Ponio said.

On Sunday evening, July 19, a Communist-NPA terrorist turned himself over to the troops, saying he can’t stand being in the armed group anymore.

Troops are still in hot pursuit of the communist terrorists as of this posting.

BALER, AURORA – In line with National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), the army’s 91st Infantry (Sinagtala) Battalion, 7ID, is continuously conducting Community Support Program (CSP) as part of the parameters and procedures in clearing the affected Barangays from Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) influence and affectation.

CSP also serves as bridge between the government and the communities and facilitate the resolution of issues in the Barangay in collaboration with the local government units (LGUs) and concerned agencies.

In relation with this, combined elements of Community Support Program (CSP) of Alpha Company, 91IB under the leadership of 1LT JUN NINO O ESPORA together with, 1PMFC, NEPPO, and Gabaldon MPS led by PCPT GUY R PACAMO, OIC successfully facilitated the withdrawal of support and membership of sixty three (63) individuals composed of Alyansang Magbubukid na Nagkakaisa (ALMANA), Militiang Bayan and exploited local residents to CPP-NPA-NDF and its Communist Front Organizations (CFO) at Barangay Ligaya, Gabaldon, Nueva Ecija on 17 July 2020.

The activity was also in line with the effective implementation of the Provincial Task Force Nueva Ecija to End Local Communist Armed Conflict (PTF-ELCAC).

Said activity was witnessed by the PNP, Brgy Council, PESO Gabaldon, and Local Officials headed by Hon. Mayor Jobby P Emata of Gabaldon, Nueva Ecija as the Guest Speaker.

1LT ESPORA led the Pledge of Support and Signing of Commitment to the government followed by the burning of NPA Flag and Peace/Condemnation Rally around the said barangay to denounce the atrocities committed by the NPA bandits in different parts of the country.

“The withdrawal of support to CPP/NPA/NDF and the peace rally are clear manifestations that they are just used by the latter to fight against the government. And it is a big blow to the members of KLG Sierra Madre and its front organizations because it affects their logistical and mass base recovery works,” LTC REANDREW P RUBIO INF (GSC) PA, Commanding Officer of 91IB said.

Likewise, BGEN ANDREW D COSTELO PA, Commander, 703rd Infantry (AGILA) Brigade, 7ID, PA commended the performance of SINAGTALA troopers through their CSP for such accomplishments.

Baler, Aurora – In its effort to neutralize the remnants of Komiteng Larangang Guerilla (KLG) Sierra Madre, joint operating troops composed of 91IB, 73DRC, Aurora Police Provincial Office, Nueva Ecija Police Provincial Office, Regional Mobile Force Battalion 3, and SAF PNP conducted combat operations in the boundary of Aurora and Nueva Ecija complex.

While conducting clearing operations, the operating troops of 91IB, 7ID, PA led by 1LT CARLO OMAYON (SC) PA discovered NPA bandits food cache with nine (9) containers containing rice believed to be owned and abandoned by the members of KLG Sierra Madre in the hinterlands of Barangay Dimanayat, San Luis, Aurora on 14 July 2020 without any resistance.

It can be recalled that since January this year, several food cache were recovered by the joint elements of 91IB and PNP particularly in Barangays Punglo and Diaat, both of Maria Aurora, Barangay Labi, Bongabon, Barangay Ligaya, Gabaldon, Nueva Ecija and lately in Barangay Dimanayat, San Luis.

LTC REANDREW P RUBIO INF (GSC) PA, Commanding Officer of 91IB commended his men and the PNP for such accomplishment that will eventually force the NPA bandits to surrender.

“The discovery of another NPA bandits food cache will significantly degrade the latter’s logistical resources and they are now on the run due to intensified joint operations in the area,” RUBIO said.

BGEN ANDREW D COSTELO PA, Commander, 703Bde, 7ID, PA lauded the operating troops for the recovery of food cache of the NPA bandits.

“I urged the SINAGTALA troopers to closely work with the PNP counterparts and push the dismantling of KLG Sierra Madre in order to contribute to lasting peace and development in our Area of Responsibility,” COSTELO said.

BAGUIO CITY, July 21 (PIA) -- The more than 7,000- strong Police Regional Office Cordillera (PROCOR) will contribute P500 each from their salaries to help fund a foot bridge project in Sadanga, Mountain Province.

PROCor Director PBGen. R'win Pagkalinawan during the second Cordillera Regional Law Enforcement Coordinating Council (RLECC) meeting via teleconference, said Sadanga Mayor Ganggangan is a very good example of a local chief executive (LCE) leading peace and order efforts to make his municipality a peaceful place to live in.

‘As a sign of goodwill for his actions, we, the police here in the Cordillera, give Mayor Ganggangan our snappy salute and support him in our little way by contributing from our pocket for his worthwhile footbridge project that will benefit the locals of the municipality,’ he said.

The PRO-Cor can raise about P3.5 million for this cause.

Ganggangan is pursuing the completion of the unfinished 320 meter bridge in Sadanga Poblacion which would benefit the farmers and residents.


Mayor Gabino Ganggangan is pleased with the partnership the police and the Sadanga local government for peace and order efforts.

The mayor expressed gratitude to the PROCor for willingly providing financial assistance to complete a long-delayed project.

"In behalf of the farmers/users, my constituents who are expected to benefit from the project when completed, I humbly say thank all members of our police force in our region. We take this as true gesture of the Cordillera spirit of caring and sharing. We do hope that we, the people of Sadanga, can contribute to the cause of peace and security of our region," he said.

A staunch fighter against insurgency, Ganggangan has also called on other LCEs in the region and other government officials to make a stand against the the New People’s Army (NPA) and the Cordillera Peoples Alliance (CPA), a front organization.

The people of Sadanga also made public their decision and stand to reject the CPP-NPA-NDF and all its front organizations thru Municipal Peace and Order Council Resolution No. 1, Series of 2020, declaring the CPA and other leftist groups persona non grata in the municipality of Sadanga. CAMP SIONGCO, Maguindanao, July 22 – Five members of the communist terrorist group (CTG) surrendered in Sultan Kudarat on July 13, 2020 to Army’s 7th Infantry Battalion.

The rebels decided to yield to the government troops bringing along with them their firearms as they grew tired of their pointless armed struggle while starving in the mountains.

The surrender of the rebels made a success through the efforts of Alpha Company of 7th IB under the leadership of Lt. Col Romel Valencia, Commanding Officer of 7th IB.

During the momentous ceremony Lt. Col. Valencia gladly welcomes the rebel returnees, namely Billy Tayan, Bobby Tayan, Iga Tayan, Untong Tayan, and Waning Tayan.

The firearms surrendered include 1 Garand rifle, 1 M16 rifle, 1 caliber. 30 carbine rifle, 1 caliber .30 Springfield rifle, and 1 M79 40mm grenade launcher.

Commander Joint Task Force Central, Maj. Gen. Diosdado C. Carreon, commended the 7th Infantry Battalion for their efforts in bringing down the number of CTG members in their area of operation that will greatly contribute to the mission of the JTFC in achieving lasting peace in central Mindanao.

The rebel returnees are currently under the custody of 7th IB and undergoing stress debriefing as they will be enrolled in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

TACLOBAN CITY, July 22 (PIA) -- The Department of Trade and Industry (DTI) has a program that will support the former rebels (FRs) as they go back to mainstream society.

This was disclosed by DTI-8 Regional Director Celerina Bato in an interview at Suruswerte Ha PIA.

The Department of Trade has a program that caters to former rebels by providing livelihood assistance through trainings and provision of livelihood kits.

This program called Pangkabuhayan sa Pagbangon at Ginhawa Program provides livelihood assistance for fire victims, victims of disasters and FRs.

This has two components. One is training. The second is provision of livelihood kits worth P5,000.

The total funding of this program is P7,164,000. This will cover 140 LGUs, some 30 LGUs of which are ELCAC LGUs.

Director Bato said some 186 former rebels in Leyte, Southern Leyte, Samar, Eastern Samar and Northern Samar have undergone trainings through the Department of Trade.

Moreover, 360 FRs have been targetted to receive livelihood kits worth P5,000 each.

Of the targetted 360 kits, 200 are for the FRs of San Isidro, Leyte who will be given livelihood kits for food processing, sari-sari store and barber shop.

Some 62 carpentry tools, masonry tools, bakeshop and sari-sari stores will be for 62 FRs from Bontoc, Southern Leyte.

For the province of Samar, 29 FRs from nine LGUs will receive livelihood kits. They are from Calbiga, Matuguinao, Catbalogan, San Jorge, San Jose de Buan, Paranas, Basey, Motiong ang Pinabacdao.

For the Province of Eastern Samar, 34 FRs will receive sari-sari store kits. The FRs are from 11 LGUs namely, Balangkayan, Borongan, Can-Avid, Dolores, Giporlos, Guiuan, Oras, Jipapad, Oras, Quinapondan and Arteche.

For Northern Samar, some 35 FRs will receive 20 sari-sari store packages and 15 food processing packages. They are from the municipalities of Catarman, San Isidro, Catubig, Gamay, Laoang, Mapanas, Palapag and Victoria.

Director Bato said, the livelihood kits will hopefully be distributed in the 3rd quarter of 2020 as the process of procurement is now ongoing.

DAVAO DEL NORTE, July 21 (PIA) – Various skills training and livelihood programs are set to be launched and conducted for the Indigenous Peoples (IP) and Geographically Isolated and Disadvantaged Areas (GIDA) communities in Davao Oriental and in Davao del Norte tomorrow, July 22, 2020.

This is as part of the Poverty Reduction, Livelihood and Employment cluster (PRLEC) XI convergence program launching of the Regional Task force to End Local Communist Armed Conflict (RTF-ELCAC) in Region XI that has begun on July 20 and will end on July 24.

Joined by the National PRLEC Chair, Technical Skills and Development Authority (TESDA) Secretary Isidro S. Lapeña, the Regional Task Force will travel from Davao City to Davao Oriental in the morning where “OPLAN MARAGATAS” is to be launched aiming to serve 100 beneficiaries.

A mini organic farm is set to be established through various training cum production qualifications for Indigenous People of Barangay Maragatas, Lupon, Davao Oriental. As well, Product Development and commercialization of Bais Wine will be launched.

Barangay Maragatas is Top 1 of the 31 EO 70/EO 13 Priority Barangays identified as it has been the native ground for New People’s Army (NPA) for several decades.

Then right after, the task force will move on to the City of Mati for the ongoing skills training of 21 former rebels on organic production NC II.

In the afternoon, the task force will travel back to Tagum City, Davao del Norte.

From there, they will proceed to Freedom Residences in Coambogan, to launch the skills training programs on mushroom processing, meat processing, and vegetable processing to 34 beneficiaries formerly connected with NPA and some underground mass organizations (UGMO), all of whom belong to the first group of former rebels who surrendered to President Rodrigo Roa Duterte.

They had previously received construction skills training at the Happy Home in Mati before being turned over to Tagum LGU in 2019 where they were provided with housing at Freedom Residences.

The whole-day affair tomorrow aims for the beneficiaries to possess skills for potential communal livelihood activities in raising mushroom and food processing.

On July 24, they are scheduled for Davao City, and Davao Occidental on July 25.

The activity is facilitated collaboratively by TESDA XI Regional/Provincial Offices, TESDA Technology Institutions (TTIs), Barangay/Local and Provincial Government Office Executives and the Poverty Reduction Livelihood and Employment Cluster (PRLEC) XI Member Agencies. QUEZON CITY, July 22 -- Speaking at the “Tatak ng Pagbabago 2020: The Pre-SONA Forum” as Chair of the Security, Justice, and Peace Cluster (SJPC) of President Rodrigo Duterte’s cabinet, Defense Secretary Delfin N. Lorenzana cited accomplishments in the government’s implementation of its package of programs and policies on ensuring national security and public order as well as in the country’s fight against the COVID-19 pandemic.

The Pre-SONA Forum, streamed live on various online platforms on 22 July 2020, also featured the Climate Change Adaptation, Mitigation and Disaster Risk Reduction Cluster (CCAMDRRC) chaired by Environment and Natural Resources Secretary Roy Cimatu.

The Duterte administration, through the Department of the Interior and Local Government (DILG), Department of Foreign Affairs (DFA), Department of National Defense (DND), Department of Justice (DOJ), Office of the Presidential Adviser on the Peace Process (OPAPP), and the National Security Council (NSC), has ramped up its efforts to maintain peace and order, and dispense justice to enable secure and equitable lives for Filipinos here and abroad.

Secretary Lorenzana emphasized that defending national sovereignty and protecting territorial integrity is a paramount priority of the administration, citing the President’s bilateral and multilateral engagements with other countries. The SJPC Chair also highlighted the country’s efforts, led by the Department of Foreign Affairs, in building and cooperative mechanisms amongst claimant countries in the South China Sea, which significantly lowered tension and greatly helped in managing issues in the contested area.

”The Armed Forces of the Philippines (AFP) improved its identification, detection and interdiction efforts through our air defense surveillance radars, the conduct of wider air and maritime patrols, and setting up additional detachments in strategic locations,” Secretary Lorenzana said, noting the Philippines’ enhanced the surveillance, enforcement, security, and development capabilities in the West Philippine Sea.

The rule of law continues to be strengthened in the country as exemplified by the campaign against crime and illegal drugs. Secretary Lorenzana cited the overall national crime incidence that has decreased in the first six months of 2020 by 51%.

Reforms in the Department of Justice have led to the institutionalization of efficient and impartial justice system in the country. ”Bumilis ang pagresolba ng kaso sa piskalya at ang pagsasampa ng mga ito sa korte. Dahil sa pinalakas na prosekusyon, nabawasan ang mga kasong nadi-dismiss at dumami ang nalilitis at nahahatulan,” Secretary Lorenzana reported.

The welfare of overseas Filipinos continues to be a priority of the government. The DFA opened six more embassies and consulates in various parts of the globe to ensure wider and faster delivery of services to Filipinos abroad.

To quell insurgency and achieve lasting peace, the government continues to address communist insurgency and violent extremism through comprehensive, whole-of-government programs, which aim to prevent terrorism as well as bring back former rebels to the folds of the law.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) harmonizes all efforts of the government to implement a peace framework centered on national development and good governance. Furthermore, with the government’s Enhanced Comprehensive Local Integration Program implemented through Task Force Balik-Loob, as well as the Payapa at Masaganang Pamayanan (PAMANA) Program, thousands of former rebels have returned to society. They have rejoined their families and received housing, and livelihood and cash assistance.

The country has also formulated the National Action Plan on Preventing and Countering Violent Extremism in the Philippines, the first of its kind in Southeast Asia. In addition, Secretary Lorenzana noted the passage of the Bangsamoro Organic Law creating the Bangsamoro Autonomous Region in Muslim Mindanao, deemed as the government’s most successful peace initiative of the government.

With the passage of Republic Act No. 11479, also known as the Anti-Terrorism Act of 2020, security forces will be capacitated to proactively prevent and defeat terrorism. “Titiyakin namin na ang bisa ng batas na ito ay itutuon lamang sa mga teroristang gustong maghasik ng lagim at karahasan sa ating mamamayan at pamayanan. hindi namin pahihintulutang magamit ito para hadlangan o yurakan ang mga karapatang pantao sa ating lipunan,” Secretary Lorenzana said.

He also said that the massive efforts that are being undertaken by the government in the fight against the COVID-19 pandemic are integrated, streamlined and decentralized by the National Task Force on COVID-19 through its National Action Plan.

“Anchored on the test, treat and trace management system, we focus on prevention, detection, isolation, treatment, reintegration, and eventual adaption to the ‘new normal,” he added. (DND)

CATBALOGAN CITY, July 20 (PIA) - - The Former Rebels (FRs) of Matuguinao, Samar are now peace builders of the said town as they participated in a round table discussion with the Samar Task Force-ELCAC.

They are now called peace builders because they participate in the discussions and formulation of plans that will ultimately usher in lasting peace to their communities, said Provincial Social Welfare and Development Officer, Ms. Alma Austero.

The discussion centered on the joint efforts of the government and the FRs in addressing the insurgency problems in Matuguinao.

LTC Jasper Pecson, Battalion Commander of 19IB, Philippine Army, assigned in the area said the ELCAC aims to create long lasting peace not just in Matuguinao but all over the country.

“No amount of money can compare to the joy of having a peaceful community, and living a normal situation where one can engage freely in the community,” Pecson said.

Austero of the Provincial Social Welfare and Development Office, discussed to the FRs the benefits of their surrender under the E-CLIP Program as well as the Local Social Integration Program of the provincial government.

Mr. Vicente Candido of the Department of Trade and Industry in Samar also discussed what their office can offer in terms of livelihood assistance and the raw materials available in the area that are possibly viable for business.

On the other hand, even if the former rebels have already left their old ways, they are still haunted by the thought that they are now the targets of the communist group.

One FR expressed his fear and sought for an advice, knowing the possibility of NPAs threatening or even killing them.

LTC Pecson advised him to immediately report any suspicious instances as the military forces will do their best to protect them.

Another former rebel, resentful of his decision in joining the communist armed group, expressed his interest to join the military service.

“I am now enrolled at the Alternative Learning System (ALS), if I graduate from this program, can I still become a soldier even if I was then a part of the rebel group?” he asked.

LTC Pecson encouraged him to continue his education and even take up skills training from the Technical Education and Skills Development Authority (TESDA), then join the military once there is a special enlistment, considering that he is already beyond the age requirement.

“If the opportunity comes and you get to study, even if life is hard, seize it,” LTC Pecson said, as he encouraged the others to enroll, too.

It was found out that most if not all of the former rebels, have no birth certificate to which the panel from the Local Peace Engagement (LPE) Cluster said that this concern will be raised to the Local Civil Registrar.

Ms. Golda Meir Tabao of the Philippine Information Agency - Samar explained the importance of Birth Certificate in education, employment and in availing of the different services under ELCAC, such as Philhealth insurance.

The former rebels also expressed their interest in the different skills trainings available from TESDA.

Among their interests include small engine mechanic and barbering.

The chief of the 901st Infantry Brigade (901Bde) visited and conferred "wounded personnel medals" to the two soldiers who were wounded in action during an encounter with the communist New People’s Army (NPA) on July 20 in the hinterlands of Alegria, Surigao del Norte.
In a statement Wednesday, 901Bde said Col. George Banzon conferred the medals Tuesday to PFCs Kevin Cabugsa and Isagani de Guzman who are recuperating at the Caraga Regional Hospital in Surigao City.

A female NPA rebel was killed and various high-power firearms and ammunition were recovered by the Army during Monday’s firefight in Barangay Camp Edward, Alegria.
Banzon commended the servicemen for their "heroism and bravery".


“Our injured soldiers took the risks and fought gallantly to preserve peace in Surigao del Norte. As professional soldiers, we are and will forever be grateful for their selfless service,” Banzon said.

He added that the "acts of bravery of the soldiers" serve as a reminder to all residents in the province of the peace they enjoy because of the people who are willing to sacrifice their lives.

The wounded personnel medal is awarded to members of the Armed Forces of the Philippines (AFP) who are injured or killed in combat.

In an earlier statement, Lt. Col. Ryan Charles Callanta, commander of the Army's 30th Infantry Battalion that engaged the rebels, also lauded the "gallantry of the two wounded soldiers."

“The lives of our soldiers are always at stake but it is our job to protect the communities from terrorist abuse,” Callanta said.

He condoled with the family of the female NPA rebel who was killed in the encounter.

Government troops have recovered an arms cache of the communist terrorists New People’s Army (NPA) in a remote village in Zamboanga del Norte, military officials said Wednesday.

Lt. Col. Jo-ar Herrera, the Army's 53rd Infantry Battalion commander, said
the arms cache containing several high-power firearms was unearthed in a follow-up operation Tuesday in Barangay Pange, Siayan, Zamboanga del Norte.

Herrera said the troops launched the follow-up operation based on information provided by a former member of the Main Regional Guerilla Unit (MRGU) of the NPA’s Western Regional Party Committee (WMRPC).


Herrera said the discovery of the firearms was proof that many are disgruntled with the "communist terrorist NPA".

“If it's not the community, it's the former rebels who disclose the locations of their firearms. This is proof that the FRs (former rebels) are tired of the NPA atrocities and also want this insurgency to end,” he said.

The troops recovered the arms cache a day after government forces clashed with a group of rebels that led to the recovery of an M-16 Armalite rifle with several rounds of ammunition, medical supplies, personal belongings, and propaganda materials.

Lasting for 10 minutes, the clash broke out took while the troops were on combat operation Monday in the boundary of Sitios Macasing and Sinatalan, Barangay Pange, Siayan.

Meanwhile, Col. Leonel Nicolas, 102nd Infantry Brigade commander, urged the remaining members of the communist terrorist group to abandon the armed struggle.

“Many among your ranks are already seeing the light after being imprisoned in the dark for many years of deception and lies by the Communist Terrorist Groups,” Nicolas said. “Lay down your arms and allow us to help you return to your families."

On the other hand, 22 former members of the communist terrorists NPA has received Tuesday PHP20,000 initial financial assistance from the Provincial Enhanced Comprehensive Local Integration Program (ECLIP) committee.

Nicolas said that the former NPA rebels are now being processed for enrollment to ECLIP, which includes firearms remuneration.

ZAMBOANGA CITY – The police have launched an in-depth investigation to identify the riding in tandem gunmen behind the attempt to kill an elected government official in Zamboanga del Norte, an official said Wednesday.

Maj. Helen Galvez, Police Regional Office-9 (PRO-9) information officer, identified the victim as Estrella Asman Tayrus, 47, a councilor in Barangay Tinuyop, Leon Postigo town, Zamboanga del Norte, who was shot and wounded around 4 p.m. Tuesday in a hilly area in Sitio Pitogo, Barangay Delusom, in the town.

Galvez said an investigation showed that Tayrus was riding a motorcycle on the way home when shot by one of two men riding tandem on another motorcycle that tailed the victim and her companion.

Tayrus and her companion, who was driving the motorcycle they were riding, just came from the child fund building of the Department of Social Welfare and Development (DSWD) at the time of the incident, police said.

Tayrus’ companion told the police in Leon Postigo that the riding in tandem suspects turned around and sped after the incident while the barangay official was rushed to the Sindangan District Hospital, according to the police.

Galvez said that all possible motives are being looked into for the speedy solution of the case.

Police investigators are eyeing the possible involvement of members of the New People’s Army (NPA) – the armed wing of the Communist Party of the Philippines (CPP) – in the shooting-to-death of two men in Guihulngan City, Negros Oriental Tuesday afternoon.

Lt. Col. Bonifacio Tecson, Guihulngan City police chief, in an interview Wednesday afternoon said they already have leads that appear to point to the NPA as behind the killing of the two victims who may have been “mistaken” as either police or Philippine Army personnel.

The victims, identified by a report from the Negros Oriental Provincial Police Office (NOPPO) as Jimmer Fundador, of legal age and Romeo Dungo-an, 43, both swine traders, were on board their motorcycles around 2:50 p.m. when they were shot at in Sitio Mandi-e, Barangay Magsaysay.

The two were hit by bullets multiple times and were declared dead on arrival at the Guihulngan City District Hospital.

"Ug posibleng naalaan sila kay tungod sa ilang barog nga murag police o military (they were possibly victims of mistaken identity because of their physical appearance that looked like they were police or military personnel)," Tecson said.


The shooting of the two coincided with the third year anniversary of the NPA ambush-slay of then Guihulngan City police chief, Supt. Arnel Arpon, and his men, namely, non-commissioned police officers Necasio Pasculado Tabilon, Teovic Gador Agosto, Jesael Pequero Ancheta, Alvin Paul Alquizola Bulandres, and Alfredo Lastimoso Dunque.
Three other policemen, Jerome Delara, Jordan Balderas, and Jorie Maribao, were wounded in that attack, while Michael Jambalos, a civilian aide of Guihulngan Councilor Edison dela Rita, was also killed in that ambuscade.

The swine traders were also shot dead close to the area where the police personnel were ambushed and killed, Tecson said.

Recovered from the crime scene were several empty shells and cartridges of M-16, 9mm and .45-caliber firearms, he said.

Tecson said the Guihulngan City Police Station and some local officials headed by Mayor Guido Reyes held a simple ceremony including a holy mass in commemoration of the deaths of the police officers.

Meanwhile, he said his men are still probing another shooting-to-death incident in Guihulngan City on Wednesday morning.

An initial report from the NOPPO that did not yet identify the victim said that two unidentified motorcycle-riding suspects shot a 51-year-old-male in Sitio Bato, Barangay Malusay around 10:40 a.m. for a still unknown motive.

Three cartridge cases and one .45-caliber slug were recovered from the crime scene.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) branded as a "big mistake" the conferment of the One Young World “Politician of the Year Award” to Kabataan Party-list Rep. Sarah Elago.

"This award is, therefore, a slap on the face of the Filipino people on whom Rep. Sarah Elago has directly harmed by the violent ideology she espouses,” it said in a statement Monday.

The task force said the award "is salt rubbed in the raw wounds of mothers who roam this earth searching for children this person had a direct hand in radicalizing and who lost their way while following the lead of this terrorist group they had made the fatal mistake of joining”.

According to its website, the One Young World “Politician of the Year Award” is given to the “world's most impactful politicians using their positions to create change for young people in their communities and countries."


The NTF-ELCAC said even the best intentions can go astray, referring to the move to award Elago.

The task force said the One Young World should have asked first what kind of social change is being pushed, saying Elago is pushing "a violent and obsolete Maoist Leninist Marxist insurrectionist agenda".

It added that putting Elago along with deserving leaders is a “grave insult and horrific injustice not only to these leaders who have pushed for positive social change in their respective countries but is an affront to humanity in its entirety”.

'Unfair, painful'

Meanwhile, the Hands Off Our Children Movement, composed of parents of children supposedly recruited by militant groups, strongly condemned the conferment of the award to Elago.

"Ito ay hindi makaturangan para sa mga pamilyang nasira at mga kabataang nawasak ang kinabukasan ng dahil sa tinuturing nilang One Young World "Politician of the Year" (This is unfair for families and the future of children which were ruined by what they claim as One Young World "Politician of the Year"), it said in a separate post.

The group said it is painful for them that a person like Elago is being given this kind of recognition.

The group said while Elago created change for young people in the community, it was in a "negative way" as they were taught to fight government and turn away from their families.

“Tumatangis ang mga magulang dahil hindi nila alam kung buhay pa ba ang kanilang mga anak, mga pamilyang pinipilit maging normal ang buhay (the parents are crying because they do not even know if their children are still alive, as they strive to live a normal life),” they said.

Member-parents of the organization alleged that left-leaning organizations have recruited their children to become full-time activists.

Among the testimonies given by the group is that of Rey Christian Sabado, whom they claimed encountered Elago a number of times last year during meetings after becoming a student activist.

Sabado was caught by military troops in an operation in Samar in 2019 as an NPA member.

Therese Fuentes, a member of the group, earlier said his son, Frances Ern Mariveles, joined a militant group during his first year in college at the Polytechnic University of the Philippines in 2016.

She said Frances, later, stopped schooling and left his family.

She said four years have passed and they are still looking for Frances' whereabouts.

Meanwhile, the group claimed that another student, Trisha Antoniano, has been “missing” for three years now.

The group said she was often seen with Elago during gatherings initiated by the Kabataan Party-list.

Her parents vowed to do everything to get back their daughter.

Meanwhile, Elvie Caalaman said her daughter, Lorevie, stopped schooling and left her family to go full-time in a militant organization.

The group added that Alicia Jasper Lucena, also a student, was also part of the election campaign of Elago.

The group said she eventually stopped attending school and left her family.

Her mother, Relisa Lucena, filed a writ of habeas corpus and amparo before the Supreme Court in May to get her daughter back.

Members of the group said they broke their silence and are now fighting for their children, as they urge parents like them to keep an eye on their children and prevent them from being recruited by militant organizations.

The Philippine Navy (PN) will integrate the Rafael Advanced Defense Ltd. Spike-ER (extended range) surface-to-surface missile system on three more multi-purpose attack craft (MPAC) by the first quarter of 2021.

"The Spike-ER (missile system) will be integrated by the first quarter of 2021," Navy public affairs office chief Lt. Commander Maria Christina Roxas said in a message to the Philippine News Agency Tuesday night when asked for updates on the modernization project.


Roxas also confirmed that the delivery of the weapon systems is scheduled for the last quarter of this year.

The three MPACs where the Spike-ER missile system will be fitted were activated on Sept. 23, 2019, bringing the number of these attack boats in PN service to 12.

At present, three of these MPACs are now armed with Spike-ER missiles.

The Spike-ER system, which arrived in the Philippines in April 2018, is the PN's first missile weapon capable of penetrating 1,000-mm (39 inches) of rolled homogeneous armor and has a range of eight kilometers.

These MPACs are capable of running at speeds of 30 to 45 knots.

Eight Presidential Security Group (PSG) personnel have tested positive for the coronavirus disease 2019 (Covid-19), PSG commander Col. Jesus Durante III confirmed on Wednesday.

In a press statement, Durante ensured that the eight PSG personnel infected with Covid-19 did not have any close contact with President Rodrigo Roa Duterte.

Durante said the infected security personnel were detailed with the office of Executive Secretary Salvador Medialdea who initially tested negative for Covid-19.

“The said personnel to include two officers and six enlisted personnel, are on outside duty and did not have any close contact with the President,” he said.

Durante’s announcement came just nearly a week before Duterte delivers his fifth and penultimate State of the Nation Address at the Batasang Pambansa Complex in Quezon City.

The PSG has been on high-alert status since the country was hit by Covid-19 to ensure Duterte’s safety.

All health and safety protocols have been enforced within Malacañan Palace and other areas frequented by Duterte.

Duterte ‘safe, healthy’

Despite the latest development concerning the eight PSG personnel, Durante guaranteed that strict health and quarantine rules remain in place to make sure that Duterte stays “safe and healthy.”

“PSG also assures the public of the President’s safety despite this unfortunate situation as we continually implement the strict health protocols to our personnel and their dependents to guarantee that the President is safe and healthy,” Durante said.

Durante said PSG personnel assigned to guard Duterte are “consistently” being tested for Covid-19.

He made the assurance, as he stressed that PSG remains steadfast in being a “360-degree shield for the President and the seat of central power in the country.”

“The President’s close-in security personnel further endure being at a separated billeting area to limit their contact even from their comrades and loved ones just to lessen exposure and to ultimately ensure that they do not become the threats, themselves,” Durante said.

The Philippine Army (PA) on Wednesday welcomed the National Bureau of Investigation's (NBI) decision to file murder and planting of evidence charges against the nine police officers involved in the shooting of four military intelligence operatives in Jolo, Sulu last June 29.

"This is a welcome development not only for the Philippine Army but also for the families of our soldiers who were murdered in cold blood. This is proof that their cry for justice is being heard, and we are confident that we will secure conviction against the perpetrators of this heinous crime," PA chief, Lt. Gen. Gilbert Gapay said in a media statement.

Gapay also lauded the NBI for its swift action on the case.

He also said the sacrifices made by these four soldiers have further fueled the PA's determination and resolve to fight terrorism.

Gapay also lauds the "exemplary professionalism" PA troops who remained steadfast, and faithful to their mandate despite the death of the four.

Killed in the June 29 incident in Jolo, Sulu were Major Marvin A. Indammog, 39; Capt. Irwin B. Managuelod, 33; Sgt. Jaime M. Velasco, 38, and Cpl. Abdal Asula, 33. The four were conducting intelligence and monitoring operations against two suspected suicide bombers when gunned down by nine Jolo police officers.

The NBI Western Mindanao filed four counts of murder and planting of evidence against Senior M/Sgt. Abdelzhimar H Padjiri, M/Sgt. Hanie U. Baddiri, S/Sgt. Iskandar I. Susulan, S/Sgt. Ernisar P. Sappal, Cpl. Sulki M. Andaki, Pat. Mohammad Nur E. Pasani, S/Sgt. Almudzrin M. Hadjaruddin, Pat. Alkajal J. Mandangan and Pat. Rajiv G. Putalan

The NBI also recommended the filing of complaints for neglect of duty against Sulu provincial police chief, Col. Michael Bawayan, Jolo police chief, Maj. Walter Annayo, and Sulu Provincial Drugs Enforcement Unit chief, Capt. Ariel Corcino.

In a summary report signed by NBI Legal Division officer-in-charge Yehlen C. Agus, the NBI said it is convinced that the nine police officers killed the Army officers.

“The 9 police officers simultaneously attacked the victims who were not given the opportunity to defend themselves,” the report read.

It added that CCTV footages and eyewitnesses’ accounts “clearly demonstrate that they executed overt acts”.

“There can be no question that the acts of the Police Officers constitute positive and overt acts towards the realization of a common criminal intent, although the intent may be classified as instantaneous,” the report said.

As recounted by the witnesses, Indammog did not carry any firearm when he alighted from the vehicle.

“Based on the additional pieces of evidence, it could be concluded that the rifle recovered near his (Indammog’s) left hand was indeed planted,” the report added.

The investigating team also agreed that failure of the Sulu Police Provincial Director, PDEU Chief, and Jolo Chief of Police to inform their subordinates of the active operation by military “constitutes gross negligence under the doctrine of command responsibility”.

The entire records of the case will be forwarded to the National Prosecution Service and the Internal Affairs Service of the Philippine National Police (PNP).

Meanwhile, Armed Forces of the Philippines (AFP) spokesperson Marine Maj. Gen. Edgard Arevalo said the military is "elated" to know that the third party investigation done by the NBI has been concluded and was followed by the filing of cases before the Department of Justice.

"The filing of the charges goes beyond what is apparent in the CCTV footage that recorded the incident," he said.

Probable cause was found which merited the filing of the cases of murder and planting of evidence against the accused police personnel, Arevalo said.

"We understand that in the rule of law and due process, this is for a long haul. But we are comforted to note that the first step towards the quest for justice in favor of the four slain Philippine Army soldiers was attained," he added.

Arevalo said the AFP under chief-of-staff, Gen. Felimon Santos Jr. will be following intently the development of this case from the filing of the case to prosecution, and rendering of judgment.

Meanwhile, the Philippine National Police (PNP) welcomed the NBI's move and said it is the best interest of justice to prosecute those criminally liable.

"It is in the best interest of justice to prosecute those who may be criminally liable. Under the criminal justice system and in accordance with penal laws, the respondents will be given the opportunity to answer the charges against them before the proper forum and in accordance with due process," it said in a statement.

The PNP added that it stands by the truth and will continue to be at the forefront of upholding justice for all.
