The broad masses of the Filipino people are enraged that Duterte’s Presidential Security Guards (PSG) have received priority Covid-19 vaccination while health workers, teachers, workers and the rest of the Filipino people are uncertain
when the vaccines will be available in the country and when they would be inoculated.

Amid the raging pandemic and people’s sufferings, the “VIP vaccination” of the PSG, and possibly Duterte himself and other Malacañang officials is, by far, the worst and most disgusting criminal act of corruption and self-serving abuse of power and privilege.

Duterte is covering up the crime by threatening Congress against doing an investigation. By doing so, he has only further provoked widespread suspicion that he, himself, allowed the smuggling of illegal vaccines, and that the “vaccine donations” received by Malacañang for the VIP vaccinations are “goodwill” by big pharmaceuticals to bag a government contract.

The people are outraged how Malacañang flaunted the laws by acquiring the vaccines for itself offending even its own agencies, as well as as some military officers. There was a consensus that even among state officials that there should be an investigation into a possible violation of laws. Duterte spoke last night and ordered all his men to shut up.

However, his justification that that the vaccination of his PSG men is an act of “self-preservation” does not hold water. It is, in fact, an utterly appalling reasoning that serves only his own interest. Who would not believe that Duterte himself ordered his men inoculated when he himself has revealed he could not bear his security guards “socially distanced” from him? Who would not believe that Duterte himself has been inoculated after several days having seen no side-effects among his security guards?

Who would not believe that Malacañang itself is involved in large-scale smuggling of unlicensed vaccines going on in the country? What other reason would Malacañang gleefully welcome the report that 100,000 Chinese workers have been illegally inoculated with smuggled vaccines? Who else but Duterte controls smuggling in the country having assigned his trusted military officers to take over complete control of the Bureau of Customs since 2017?

The Filipino people are gravely insulted by the VIP vaccination of Duterte’s PSG when his government has yet no clear plan even for acquiring the vaccines as rival minions are still busy jockeying for the privilege to import and pocket the kickbacks. Duterte has no plans of acquiring enough vaccines as he allotted a mere 2.7% of the ₱72 billion worth of vaccines needed to inoculate at least 60 million Filipinos. The rest is dependent on whether he could borrow more money or arm-twist the big companies to “donate” money for purchasing vaccines.

The people demand to know the truth and reject Duterte’s threats and efforts to stop any investigation. They demand to have Duterte answer for his corruption and abuse of power.

I was a guest in a recent international webinar on the wanton violations of human rights and the rampant use of Oplan Tokhang methods by the military and police minions of the Duterte regime to torture and murder NDFP political consultants, social activists, human rights defenders and indigenous people .

Other speakers and inquirers from the listening public brought up the point that there is a strong public clamor for the revival of the armed city partisan units of the New People’s Army in order to obtain justice for the victims of the fascist brutality of the Duterte tyranny and to punish the most notorious human rights violators and the most corrupt officials of the regime.

I acknowledged the fact that there had been such a strong public clamor since 2016 when the broad masses of the people were offended by the mass murder of suspected street-level users of illegal drugs and by Duterte’s failure to fulfill his promise to amnesty and release all political prisoners and by his declaration of an all-out war policy even before the GRP-NDFP peace negotiations could start in earnest.

Although I acknowledged the public clamor during the webinar, I was careful to state that it is the Central Committee of the Communist Party of the Philippines that decides such questions concerning the nationwide revival of the armed city partisans and I referred to the publications of the CPP and the statements of Marco Valbuena, CPP spokesman, that the CPP is really concerned about the brutal extrajudical killings being done by the military and police under the direction of the chief butcher Duterte.

The CPP and the NPA have published their stand that there is just cause for the revival of armed city partisans to render justice to the victims of the fascist terrorism of the Duterte regime, punish the notorious human rights violators as well as the corrupt officials of the regime and respond promptly to Duterte’s scheme to wipe out all kinds of legal opposition and democratic organizations and to rule as fascist dictator beyond 2022 or else install his own daughter as successor by rigging the 2022 presidential elections if any.

I have also learned from CPP publications that it is just and sound to adopt as major tactics to generate and deploy armed city partisan units not only to punish notorious human tights violators and corrupt government officials but also to disable or destroy major installations in the trunklines of the ruling system as well as major installations of mining, plantation and logging companies in order to compel the reactionary military and police to be on the defensive and reduce the number of enemy forces attacking the guerrilla fronts.

When someone from the listening public asked whether urban insurrectionism will be revived, despite its rejection by the Second Great Rectification Movement, I answered that on the basis of its publications the CPP has no intention of abandoning its strategic line of protracted people’s war which involves accumulating political and armed strength in the countryside and encircling the cities until these become ripe for the overthrow of the reactionary state by a general offensive.

I made the observation that the CPP is trying to realize its announced objective of making the reactionary state bleed from countless wounds inflicted by the tactical offensives of the rural-based forces of the NPA as well as by armed city partisans and demolition teams. But I also think that Duterte himself is doing his best to ruin the ruling system with his acts of treason, tyranny, butchery and corruption.

Even before the CPP, NPA and the people could realize their full revolutionary potential, the Duterte fascist regime has already bankrupted the Philippine economy and his own government and is driving the people to take the road of armed revolution by escalating oppression and exploitation and aggravating the conditions of underdevelopment, unemployment and mass poverty. ###

ARMY Continues Operations Against the Weakening NPA

KITCHARAO, Agusan Del Norte- The 29th Infantry (Matatag Fighters) Battalion under the 901st Infantry (Fight ‘em) Brigade, 4th Infantry Diamond Division launched a series of nonstop operations against the weakening force of the Communist NPA Terrorists (CNTs).

It can be recalled that last December 27, 2020, an initial firefight with the NPA specifically those believed to be members of SYP 16A, GF16, NEMRC under alias @Eman transpired in the area of Sitio Tinago, Brgy. Baleguian, Jabonga. The firefight resulted in the death of two NPA members and seizure of two AK47 rifles and other valuable belongings and documents.

A similar encounter happened in the same area on December 29, 2020, where troops recovered assorted magazines and various types of serviceable ammunition for R4, K3, and M203.

In addition, on January 2, 2021, as a response to the information provided by the civilians, Matatag fighters once again had an encounter in the vicinity of So. Cabadiangan, Brgy Jaliobong, Kicharao with more or less seven CNTs believed to be of the same group which the troops previously came across.
After the said encounter, the troops seized the following: 

one (1) M203 Grenade Launcher
one (1) Small piece of a broken upper receiver
one (1) Bolt carrier of M16 Rifle
one (1) IED Anti-personnel mine
three (3) Yaesu HH Radios
four (4) Blasting caps
one (1) Rifle Grenade
one (1) Detonating Switch
one (1) Stethoscope
AK47 Ammunitions

The troops also seized medicines, personal belongings and subversive documents with high intelligence value.

The firefight between the government troops and the terrorist group lasted for nine (9) minutes. The enemy being in a disadvantageous position fled towards the north.

According to Lt. Col Aristotle F Antonio, Acting Commanding Officer of 29IB, “We knew very well that these NPAs have slowly been decreasing in strength and number and we will continue our intensified operations until they are decimated. We know that the time is already nigh for all of our wayward brothers. And so, our clarion call for all of you remains the same: Surrender now before it becomes too late.

My troops and I will continue to welcome those of you who will choose to surrender. So, come down now and start a new bright year with your family. They are all waiting for you to come back to the fold. Don’t worry, we will help you,” Antonio assured.

Government troops recovered an improvised explosive device (IED) in Ampatuan, Maguindanao on the morning of January 4, 2021, the WestMinCom Commander said.

“Troops of the 1st Mechanized Infantry Battalion were conducting clearing operations when they discovered an IED made of 105mm projectile in Barangay Salman of the municipality of Ampatuan,” said Lt. Gen. Corleto Vinluan, Jr., Commander of the Western Mindanao Command.

“I commend the troops of the Joint Task Force Central under Maj. Gen. Juvymax Uy for remaining steadfast in securing the people of central Mindanao. Likewise, congratulations to the soldiers of the 1st Mechanized Infantry Battalion for this laudable accomplishment,” Lt. Gen. Vinluan, Jr. stated.

Meanwhile, Lt. Col. Cresencio Sanchez, Jr., Commander of the 1MechBn said they immediately coordinated with the Explosive Ordnance Disposal Team for the proper handling of the explosive.

“We also alerted the Patrol Bases and Detachments for the possible enemy sighting,” said Lt. Col. Sanchez, Jr.

1st Mechanized Infantry Brigade Officer-In-Charge Col. Ferdinand Lacadin said an investigation will be conducted to identify the perpetrators of this foiled IED attack.

Likewise, Maj. Gen. Juvymax Uy, Commander of the Joint Task Force Central condemned this act of terrorism that put the lives of innocent civilians in grave danger.

“They continue to launch desperate attacks with blatant disregard to the safety of the people, thus, we continue to intensify our operations to thwart their inhumane ploys,” Maj. Gen. Uy added.

Kalinaw News: Illegally Cut Logs seized by Marine Elements in Lanao del Sur

CAMP SIONGCO, Datu Odin Sinsuat, Maguindanao – Some 4,000 board feet of illegally cut coco lumbers were confiscated by the Marine Battalion Landing Team (MBLT-5), a component of the Joint Task Force Central. The incident happened at Barangay Maladeg, Picong, Lanao Del Sur on January 2, 2021.

Fire team from 5th Marine Company conducting intensified checkpoint operations in front of Maladeg Patrol Base at around 8:20 p.m. in the village when they flagged down one red Isuzu forward truck with license plate GFV 897 carrying the illegally cut logs.

Report says that the said vehicle will transport the coco lumbers from Brgy Punong, Picong, Lanao Del Sur to Pagadian City, Zamboanga del Sur.

The troops identified the apprehended individuals as Amano Toma, driver, 31 years old, resident of Brgy Punong, Picong, Lanao del Sur and truck helpers namely Januden Toma, 24 years old; Zaldy Anto, 25 years old; Aksaram Marohog, 25 years old; Yazir Sentian, 20 years old; Makmod Lauyan 27 years old; Habin Layan, 40 years old and Jun Lauyan, 40 years old, all residents of Brgy Piraka, Sultan Naga Dimapuro, Lanao del Norte.

“Anti-illegal logging activities, we all know, are not tolerated by the government and this is a mandate and commitment of the 6th ID to protect not only the civilians but also the environment,” said JTF Central and 6th Infantry Division Commander, Maj. Gen. Juvymax R. Uy.

The confiscated undocumented coco lumbers and the vehicle carrying it along with the apprehended individuals were subsequently turned over to Picong Municipal Police Station.

Maj. Gen. Uy lauded the troops of MBLT-5 for their fast action and for performing law enforcement operations against illegal logging despite imminent threats and other difficulties.

CAMP Siongco, Datu Odin Sinsuat, Maguindanao – A massive pursuit operation was conducted by the troops of 57th Infantry Battalion against the members of Bangsamoro Islamic Freedom Fighters (BIFF) who ambushed relief workers in a convoy at Sitio Sucob, Barangay Pandan, South Upi, Maguindanao last January 3, 2021.

The incident resulted to the death of Thelmo Sase, 22 years old and wounding of four other civilians identified as John Andrew Tumbaga, 30 years old; Ernesto Bebang, 50 years old; Christian King Sase, 22 years old and Leonard Betita, 23 years old.

Major General Juvymax R. Uy, Commander of 6th Infantry (KAMPILAN) Division and JTF Central immediately ordered the troops to secure the civilians and pursue the armed groups.

“The convoy of Mayor Reynalbert Insular of South Upi, was ambushed by BIFF at about 2:15 pm at Brgy. Pandan while on their way to Poblacion, South Upi from Barangay Itaw all of the same Municipality. Mayor Insular came from Brgy Itaw for the conduct of relief operations for families displaced due to harassment of BIFF last December 31, 2020 ”, Maj. Gen. Uy, said.

Mayor Insular was not hurt and safely recovered by reinforcing troops at Pandan Patrol Base, South Upi, Maguindanao. The mayor led the distribution of relief goods two days after the gunmen attacked barangay Itaw on New Year’s Eve and set on fire their houses.

“Military reinforcements were sent to the area to pursue BIFF attackers”, Maj. Gen. Uy added. Combatants from 57th IB fired mortars at the perpetrators position while attack helicopters fired machine guns and rockets at the enemy positions at Brgy Pandan, South Upi, Maguindanao.

BUENAVISTA, Agusan del Norte – The troopers of 23rd Infantry (Masigasig) Battalion formally handed over the cadaver of the slain New People’s Army (NPA) member to his immediate family on Monday, January 4, 2021.

The turnover was also supported by the city government of Butuan City and the Butuan City Police Office (BCPO).

It can be recalled that a member of the Communist Terrorist Group (CTG), identified as Rommie Gumansil Mansilyohan alias Alas/Alon, a resident of Sitio Pinikalan, Barangay San Pedro, San Luis, Agusan del Norte was killed in an encounter with the troops of 23rd IB on December 30, 2020, in KM 5, Purok 26, Lawaan, Barangay Tungao, Butuan City.

The cadaver was painstakingly carried by the government troops from the encounter site then brought to the funeral parlor in Butuan City for proper documentation and disposition. Thereafter, it was brought to the covered court of Barangay Tungao for burial thinking that the said remains will no longer be claimed by his loved ones.

“Kami sa konseho, kauban ang mga katawhan sa barangay Tungao nag masulob-on tungod sa nahitabo sa amoang barangay nga adunay engkwentro nga nahitabo sa amoang lugar ug aduna pay nahi-kabsan sa kinabuhi. Apan luyo sa tanan nga panghitabo atong gihataganog formal nga haya ang maong patay nga lawas sa usa ka myembro sa CPP NPA NDF,” Melchor E. Salboro, the barangay chairman of Tungao said.

Moments before the said internment, the family of the late Alias Alas/Alon finally arrived in Tungao to claim his remains.

“Nananghid man sa akoa kaning bataa nga mag trabaho sa bakery sa Bukidnon adtong niaging tuig kay gusto niya tabangan ang iyang mga manghud para maka eskwela kay nakita niya nga lisud ko maka paeskwela tungod kay byuda naman ko. Sakit kaayo nga ako nalang nasayran nga namatay siya sa enkwentro sa military kay nag apil-apil siya aning CPP NPA NDF. Kung wala lang nila gi ilad og na rekrut ang akong anak buhi pa unta siya karon ug ni abag nako sa panginabuhi,” Liza Gumansil Mansilyohan, the mother of Alias Alas/Alon said.

She added that her son was already missing for one year. Despite the loss, the family expressed their gratitude to the government for the assistance they have given to them. Lt. Col Julius Cesar C. Paulo, the Commanding Officer of 23IB once again expressed his deepest sympathy to the bereaved family of Alias Alas/Alon.

“Another family cried for the loss of their loved one because of the deception and lies brought by the CTG’s.” Paulo said.

He also reiterated his call to the remaining members of the CPP-NPA in the area to consider the offer of the government, through the Enhanced Comprehensive Local Integration Program (ECLIP) and surrender.

“May this serve as a lesson to the remnants of CPP-NPA Terrorist Groups. The government is eager to finish this 52 years of insurgency. Your Army will always be the protector of our land and is ready to use its force against CTGs who will go against the government.

Nevertheless, we are willing to accept anyone who would want to go back to the folds of the law. The government troops will assist you to avail the ECLIP as you embrace your new life,” Paulo added.

CAMP Siongco, Maguindanao – Dalawa na namang mga miyembro ng New People’s Army o NPA ang sumuko sa tropa ng militar sa Headquarters ng 7th Infantry (TAPAT) Battalion sa Brgy Kalawag II, Isulan, Sultan Kudarat, sa unang araw ng taong 2021.

Ayon kay 7IB Commanding Officer, Lt. Col. Romel Valencia na ang dalawang mga dating rebelde ay kapwa mga kasapi ng My Phone Platoon, East Daguma Front ng Far South Mindanao Region sa ilalim ng pamunuan ni Arthuro Arsigan alias Macmac.

Kasama sa mga isinuko ng dalawang mga dating NPA na hindi pinangalanan para sa kanilang seguridad ang bitbit nilang armas na dalawang M1 Garand (Springfield) converted M14 rifle.

“Hindi na namin kaya ang matinding gutom at pagod dahil sa patuloy na pagtugis sa amin ng mga sundalo”, wika ni alias Jonathan, isa sa mga sumukong NPA.

“Takot akong mamatay, hindi namin kaya ang pwersa ng mga sundalo, kaya napagdesisyonan naming sumuko na para makapagbagong buhay ngayong 2021”, giit ni alyas Umpak.

Sinabi ni 6th Infantry (KAMPILAN) Division at Joint Task Force Central Commander, Major General Juvymax Uy na ang pagsuko ng dalawa ay bunsod ng nagpapatuloy na military operations at air strikes ng tropa ng pamahalaan sa mga kuta ng rebelde.

“Nananawagan ako sa natitira pang mga rebelde na magbalik loob na sa gobyerno, handa kaming tutulong sainyu upang makabalik kayo ng maayos sa inyong pamilya at makapagbagong buhay”, pahayag ni Maj. Gen. Uy.
