The upcoming 53rd anniversary of the establishment of the Communist Party of the Philippines (CPP) on December 26 will be celebrated by tens of thousands of Party members, Red fighters, activists and the revolutionary masses across the country.

Why is the Party’s anniversary being celebrated? Because the Party and the people’s democratic revolution represent hope to the millions of people who are fed up with rotten ruling system and who daily suffer from poverty and hardships. Because the revolution is a beacon that shines bright amid the dark reign of tyranny.

They include workers and peasants, petty-bourgeois intellectuals, women, teachers, nurses, ordinary employees, transport drivers, small professionals and low-income earners, members of the LGBT+ community, unemployed people in both cities and rural areas and other oppressed and exploited classes and sectors.

They are inspired by the Party and its program for people’s democracy and socialism to get organized, take action and struggle for genuine change–to end almost a century of the semicolonial and semifeudal system lorded over by the US imperialists, big bourgeois compradors, big landlords and their armed terrorist brutes. By waging revolution, the Filipino people are hopeful that their centuries-long yearning for national freedom will finally be attained.

What is going to be celebrated on the Party’s anniversary? There is a lot to celebrate in the upcoming anniversary of the CPP. We celebrate how the CPP grew from a small group of proletarian revolutionaries to a Party with tens of thousands of cadres and members that are deeply rooted among millions of people.

We celebrate how the Party has built the New People’s Army which the broad peasant masses rely on when they need doctors and teachers, or farm hands to help in their fields, and fighters to defend them against the fascist terrorism of the ruling classes. Let us celebrate the mutual love of the peasants and the people’s army–indeed, a few million peasants will celebrate their big and small victories in waging agrarian revolution through the past five decades together with the Party and NPA.

We celebrate how the Party and the people have built the organs of political power, the embryo of their new democratic government, where the corrupt and the rotten has no place, where there is genuine democracy and where officials are directly elected by the people in their assemblies. Under the people’s democratic government, they enjoy true and direct democracy, unlike the pseudo-democracy of reactionary politics and elections, where fraud, violence, chicanery and money rule.

We celebrate how the programs and policies of the people’s democratic government and the Party promote the interests of the people. Under these programs, landlords are prohibited from exploiting the peasants, usurers are prohibited from fleecing the needy and plunderers of the environment are punished and driven away. People are guided and taught to work together on the land to pool their labor and resources to maximize productivity. Under the people’s democratic government, public funds go to education and literacy programs, to buy medicines for the sick and to contribute to the armed defense of their communities.

We celebrate how the people, inspired and guided by the Party, have built their unions, their peasant associations, their student councils and groups, and other forms of organizations to fight and defend their interests. With its ever shining light, the Party has helped raise the courage and determination of workers and other sectors to fight for higher wages and jobs, to defend their homes and land, defend their right to education, to freely express their opinion, for press freedom, and other basic civil, political and socioeconomic rights.

The hardline reactionaries, of course, will say the CPP has nothing to celebrate. They weave endless lies to vilify the CPP and NPA as “terrorists”–an accusation that boomerangs on them every time they use their jet fighters and attack helicopters to drop bombs and fire their machine guns from the air, every time they fire their cannons, every time they massacre peasants and kill their leaders, and every time they hamlet villages, impose a food blockade, prevent peasants from working their fields, and threaten and intimidate the people with their weapons.

As in the past, the reactionaries will claim that the Party, the NPA and the revolution are “a spent force.” They are spending billions of pesos in public funds and trample on people’s democratic and legal rights in their desperation to paint a false picture of “thousands surrendering to Duterte” inadvertently contradicting their claims that the revolution does not have the support of the people. Their recent claim of “more than 20,000 have surrendered,” however, is a mere drop in the bucket as the mass base of the NPA easily runs to a few million people in the countryside.

This year, we will celebrate how the Party, the revolutionary forces and people have fought back against the onslaught of state terrorism, how they are standing up for their rights and how they are showing determination despite the brutal murders and rampant violations of people’s rights committed by the reactionary state forces.

Let us celebrate how the Party and the revolution have so far frustrated Duterte and his armed minions in their declarations of decimating or crushing the Party and NPA “by the end of the year,” repeated ad nauseam since 2017 and later readjusted “to the end of Duterte’s term” in 2022.

Let us celebrate how the Party, the NPA and the allied organizations of the National Democratic Front of the Philippines (NDFP) continue to recruit new cadres, new Red fighters, new revolutionary activists who are educated by the brutal realities of Duterte’s tyranny to fight back and join the people’s democratic revolution.

Let us also celebrate international proletarian and anti-imperialist solidarity–the unity of all forces fighting for national and social liberation across the world. The CPP and the Philippine revolution is only one among the numerous revolutionary movements across the world fighting the imperialist giant and all the oppressive and reactionary forces.

Where will celebrations of the Party’s 53rd anniversary be held? Celebrations for the Party’s upcoming anniversary will be held wherever there are branches of the Party, units of the NPA and chapters of revolutionary mass organizations: in factories, docks, malls and other workplaces, in communities of the urban poor, inside private homes, in school campuses, in hospitals, in government offices, among migrant Filipino communities overseas, and of course, in the guerrilla zones and base areas among the rural communities and mountains camps of the NPA.

There will be meetings and assemblies, big and small. Duterte and the AFP will surely do everything to stop these celebratory meetings and assemblies. Thus, it is important that utmost efforts be exerted to keep the enemy blind and deaf to the applause and cheers of the people.

On December 26, all CPP cadres and members are urged to unfurl the Party’s red flag and once again take their oath to reaffirm their commitment to serve the proletariat and people, to make the necessary sacrifices, surmount all obstacles, and advance the people’s democratic revolution until victory.

Labaw pa sa pagsaulog sa iyahang adlaw nga natawhan, anaa ang dakong hagit nga ipadayon ug mas pakusgon ang rebolusyon, ang armadong pakigbisog, alang sa tinuod nga kagawasan gikan sa kamot sa nagharing hut-ong, sa mga berdugo, mga korap, ug sa mga imperyalistang nasod sama sa Estados Unidos ug Tsina.

Paspas sab ang iligal nga tinanggalay sa mga kompanya samtang nagaatubang kita sa grabeng krisis panglawas ug pang-ekonomiya. Gibana-banang naa na sa 4.3 milyon ang ihap sa mga Pilipinong walay trabaho — pinakataas sukad Hulyo 2020.

Ang mga mag-uuma, halos wala nay ginansya sa ilahang mga pananom. Hinay-hinay nga ginapatay ang atoang sektor sa agrikultura sa mga import nga bugas. Pagkahitabo sa pandemya, dili halos kalahos ilahang mga gulay tungod sa mga polisiya maong mangalata na lang nga muresulta sa ilahang pagkalugi.

Dugang niini, dili tanang katawhang nagkinahanglan ang nakadawat sa mga ayuda ug programa sa panggamhanan. Sa 184 ka adlaw sa implementasyon sa Bayanihan 1, 17.6 milyon nga pamilya ang nakadawat sa unang hugna sa Social Amelioration Program-Assistance to Individuals in Crisis Situation (SAP-AICS). Apan ningbaba kini nga ihap ngadto 14.1 milyon nga pamilya na lang sa ikaduhang hugna sa maong programa. 98,100 ka indibidwal lang ang nakadawat sa SAP alang sa mga drayber sa dyip ug uban pang pampublikong sakyanan, samtang 337,198 ka indibidwal lang ang nahimong benepisyaryo sa Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged Workers Program (TUPAD). Pipila lang kini sa mga butang nga nagapamatuod kung unsa kalisod ang kahimtang sa yanong Pilipino ilabi na ilalom sa panggamhanang Duterte. Lubong kita sa utang, padayon ang pagpamatay ug iligal nga pagdakop sa mga aktibista, kritiko, ug bisan yanong tawo, ug ginabaligya ang atoang mga teritoryo ug minerales.

Sa ngin-ani nga kahimtang, angay ug makataronganon ang armadong pakigbisog, ilabi na ang pagsalmot ug pag-apil sa Bagong Hukbong Bayan (BHB) kun New People’s Army (NPA).

Karong umaabot na eleksyon ug bisan sa mga nilabay na, nakita ug nasinati nato kung unsa kahugaw ni nga yugto. Mudaog gyud ang adunay rekurso bisan pa og ilado na nga korap ug walay agi. Maningkamot ang mga oligarkiya na magpabilin sa gahum para mapadayon ang pangawkaw sa kaban sa nasud ug padayon nga panghimuslan ang katawhan.

Nagapamatuod lamang kini nga dili masulbad sa eleksyon sa mga batakang problemang nagatunhay sa Pilipinas. Naay mga posibleng kadaugan apan kabalo ta nga dili kini masubay hangtod sa hangtod.

Mao na nga kami sa Kabataang Makabayan-Southern Mindanao Region kay ginaawhag ang ubang mga kabatan-onan na musalmot sa rebolusyon. Padayon ang pagsukol para batukan ang sistema sa pagpanghimulos. Kabatan-onan, i-asdang ang demokratikong rebolusyon sa katawhan, sampa na sa NPA! Rebolusyon ang tinuod nga solusyon!

We mark today, November 30, three historic events that are important to the national democratic movement—the Trade Union Day which workers and trade unions around the country, especially under the Revolutionary Council of Trade Unions (RCTU), commemorate; the 57th founding anniversary of Kabataang Makabayan which the youth in and out of the Philippines are celebrating, and the birth of Ka Andres Bonifacio, the proletarian hero of the Katipunan.

On both occasions of TU Day and anniversary of KM, the emancipating strength of organization is prime: for workers, trade unions embody their collective ideological, political and organizational strength, while for the youth, the Kabataang Makabayan represents their legacy of militant struggle. In both these occasions, the revolutionary spirit of Bonifacio serves as a beacon of inspiration.

Andres Bonifacio was a bodeguero, a city worker in the prime of his youth. He knew enough of the French revolution to know that the working class is a formidable force in social change. An avid reader, he was inspired by the agitations of the First Propaganda Movement which sparked the Filipino revolt against Spanish colonialism. At 29, he founded the Katipunan and led the first national armed resistance of mainly Filipino peasants against a dominant foreign power.
In short, Bonifacio was a youthful proletariat who understood the roots of national oppression and the need for an organized peasant revolutionary army to wage a people’s war against a stronger enemy.
The Filipino workers and youth of today confront the tyranny of the US-Duterte regime much in the same way that Bonifacio in his time confronted the evils of Spanish colonialism. It is likewise worth remembering that like Bonifacio in establishing the Katipunan, the workers and the youth continue to express their national and class aspirations by resisting through their organizations.

The US-Duterte’s fascist tyranny of more than five years has been a scourge to the Filipino workers, the youth and their organizations. In the country, workers and their genuine trade unions bear the brunt of the neoliberal adjustments to the “new normal” being railroaded by the big bourgeois compradors and their foreign capitalist bosses.

In Southern Mindanao since the start of the Covid-19 public health crisis, tens of thousands of workers have been terminated, laid off, or put to “flexible working set-ups” for the sole purpose of weakening their unions and their barganing power. Their unions and associations are being attacked with unfair labor practices, union busting schemes and NTF-ELCAC-sponsored vilification campaign. Majority of workers in the region remain contractual, and unable to collectively bargain for their rights. Capitalists, especially in the agri-ventures industry and service industry like food delivery, are inventing new foul ways to obscure employee-employer relationships to prolong contractualization and avoid security of tenure.

Meanwhile, the Filipino youth under Duterte remain the inheritor of a country deep in socio-economic crisis, whatever the class or sector they may come from. They are deprived of their right to education, decent jobs and other democratic rights. They no longer embody being the “hope of the motherland” but the future jobless workers and displaced peasants. They have become collateral damage of Duterte’s war on drugs which have victimized countless urban poor youths. They are the main target of the reactionary ruling clique’s culture of misinformation and fake news that blind the nation from learning the lessons of history and enable the return of the Marcoses and perpetuation of Duterte tyranny.

The Regional Operations Command of the NPA in Southern Mindanao enjoin the workers and youth to struggle more valiantly for their socio-economic and political rights under the banner of the RCTU and KM. Using Marxist-Leninist lens, workers must study and fiercely counter the debilitating effects of neoliberal policies to the trade union movement. In the region, they must continue to organize unions and associations to protect workers’ job security, ensure living wage, and demand better working conditions, especially during this time of the pandemic.

The Filipino youth, meanwhile, must arduously lead the fight against misinformation and the Duterte regime’s every effort to keep the youth ignorant and vulnerably docile by such draconian acts as pulling out “subversive” literature from academic institutions. They must likewise expose and oppose the fascist red-tagging of youth activists and their organizations, especially the insidious campaign to drag the youth’s parents and family into the regime’s witch-hunt. The youth must strive to end the reactionary regime’s neoliberal policies that deprive the youth of their right to education and Duterte’s bloody war on drugs.

Above all, on this occasion, Red commanders and fighters in the region reecho our invitation to all workers and youth to take up arms in the NPA and advance the people’s war.

Despite the so-called “achievements” that they try desperately to peddle, Duterte, his dogs in the AFP, and the NTF-ELCAC fail to learn one important lesson of history: for as long as the unjust status quo stands, the youth, especially those who come from the most oppressed like the working class, will always rebel and strive for a better future. The workers and the youth in the region, therefore, will continue to keep the legacy of Ka Andres Bonifacio alive. They will continue to get organized under the Red banner of their revolutionary organizations, link arms with the peasants and Lumad, and join the revolutionary armed struggle to ensure that the NPA defends the masses and withstands the relentless fascist attacks of the enemy.

Statement of Kabataang Makabayan – Negros on its 57th founding anniversary and the 158th birth anniversary of Andres Bonifacio

It is no coincidence that on the 158th birthday of Andres Bonifacio, we are also celebrating the 57th founding anniversary of Kabataang Makabayan. This represents a continuum of the ongoing epic that is the Philippine revolution: the new blood picking up where the old has left off.

Through us, the nationalist youth of today, the revolutionary spirit of Andres Bonifacio and the Katipunan lives on. Under the guidance of Marxism-Leninism-Maoism and with a socialist perspective, we are now tasked to continue the frustrated national democratic aspirations of the 1896 Philippine revolution until victory.

Headed by US imperialism, the current neocolonial world order is rife with crises of its own making: the global pandemic, the rise of fascist dictatorships, the worsening economic recession, and many more. That which bears the brunt of it all are those from its neocolonies, including the Philippines. What we are experiencing is a full expression of the moribund stage of capitalism.

To cope with such crises, US imperialism in cahoots with the local bureaucrats and compradors intensify their attacks on the Filipino people. We see this in the increasing fascism of the US-Duterte regime, and its desperate clinging to power. Duterte has facilitated in selling off our sovereignty and allowing imperialists to easily plunder our natural resources, not just to the US but also to the growing imperialist China.

That Marcos Jr. is now eyeing a presidential seat and conniving with the most rotten and reactionary factions of the Arroyos, Dutertes and Estradas rouses the legacy of Kabataang Makabayan. Like how the Filipino people have united to oust his father, dictator Ferdinand Marcos Sr., we shall also ensure to resist his comeback to power and the rehabilitation of their family’s bloody legacy.

External factors favor the strengthening of the revolutionary movement against the triad of imperialism, feudalism and bureaucrat capitalism. However, we, as the internal force, are decisive in the triumph of the national democratic revolution of the new type. Like Andres Bonifacio in leading the Katipunan, the nationalist youth of today shall carry the painstaking work of arousing, organizing and mobilizing the broadest masses as they suffer from sharpening socio-economic conditions.

The Kabataang Makabayan must lead the youth into the path of armed struggle under the leadership of the proletariat, veering away from the pacifism that the reactionary state endorses and benefits from. Class contradictions between the ruling class—the oppressor and exploiter—against the oppressed and exploited in society are antagonistic and cannot be merely resolved through non-antagonistic means.

Another important task of Kabataang Makabayan is to lend full support to the New People’s Army, under the absolute leadership of the Communist Party of the Philippines. They are the true inheritors of the legacy of the Katipunan and a full expression of the worker-peasant alliance. Without the New People’s Army, we have nothing to move the revolution forward.

In Negros, the fascist army prides itself of obliterating the revolutionary movement with its thousand of fake surrenders, most of which are from the peasant youth. While the intensified attacks of the reactionary state have indeed posed many challenges for us, it is never enough to kill the revolutionary vigor of the militant youth. For as long as there are injustices and feudal exploitation continues to ravage our island, the revolutionary movement will continue to grow in strength. As vanguard of the militant youth, Kabataang Makabayan must serve as a space for more guerilla fighters to bloom in order to lend the much needed forces to the countryside.

Thus, it is no surprise that the reactionary state particularly focuses its fangs on the youth. They are afraid of what an organized militant youth, who seek to unite with the broad masses under the banner of national democracy, could achieve. The youth are being confined inside the auspices of a colonial, commercialized, and anti-democratic education. The repressive state is also pulling out so-called “subversive” books from University libraries; scared of what a revolutionary education can do. The fascist army paints revolutionaries as “terrorists” when they truly are the ones that sow terror in the cities and in the countryside.

Kabataang Makabayan must serve as an organization which supplies the youth’s ideological needs, to raise their level of consciousness of class struggle and of two-line struggle, and equip them with the eternal science of Marxism. Kabataang Makabayan must develop young activists tempered in mass struggles and integrated with the peasants and workers. Advancing in the revolutionary tasks they undertake, a new generation of Andres Bonifacios will grow.###

As we clench our fist with pride and dignity, we commemorate the father of the Philippine revolution, Andres Bonifacio’s 158th birthday. Today is a celebration of life, for giving birth to the Philippine revolution, one of the many heroes of the country who fought with pride and proved that the armed struggle is the way towards true independence. History has shown us that unshackling the chains of oppression requires a head on battle and collective uprising of the masses especially in a semi-colonial and semi-feudal system like ours.

TRAITORS—the current administration countlessly repeats Bonifacio’s death, a reminder of a long-dark past whose imprint continues to haunt the present– clothed by the government’s war on drugs, militaristic response to COVID-19 pandemic, and the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) that wreak havoc on people’s lives. As the national elections commence in less than six months, we will never be blinded by false campaign promises and ailing political statements. We will never let enablers and second-generation of tyrants and dictators lead the country—the present Barabas, the present Judas Iscariots.

The church and the whole country are persecuted by the current administration, led by a traitor, and a puppet of our long-time enemy—pushed by the three evil figures reflected in the book of Revelation 13:13-18: Imperialism, Feudalism, and Bureaucrat Capitalism. Just like the commemoration of Andres Bonifacio’s birth, the church people experienced the same pain and betrayal from the state. But as revolutionaries, we must champion the people’s agenda. As a church our role as midwives is all the more imperative, to witness, accompany, and join the people’s clamor for equality, peace and justice. Only through collective revolt and unified stance we can overcome tyranny and oppression that haunts our society for many years.

Like Andres Bonifacio, who, at his youthful age led a revolution, the CNL joins our fellow young people in their quest for a better future. With passion, courage and their deep rooted faith in the redeeming God, guided by the people’s movement and foment, the youth can definitely move our nation towards a just and peaceful society for all. As CNL, we believe that the youth’s overflowing enthusiasm, hope and fortitude can help attain fundamental changes in the society. They are crucial at disrupting the current status quo by challenging death dealing structures and by continuing the revolution with a socialist perspective. We also salute the young heroes and heroines who at their tender age, have offered their lives in the revolution, the young martyrs who have offered their time, talents and gifts towards fundamental changes through the revolutionary armed struggle. May Andres Bonifacio’s spirit live and be emulated in the young people equipped with proletarian vigor and leadership.

Let us continue to commemorate the birth of Andres Bonifacio, and be reminded by our history of defiance and heroism against the ruling elite. May we be reminded that our past should always nourish us and confine our vision and capacity, to create turning points into a life-giving future, where hope and justice thrive. Let us continue to challenge the current dictator, to unmask, wage war and defeat the beasts namely: Imperialism, Feudalism, and Bureaucrat Capitalism, and its enabler, Duterte and his cohorts.

Let us all journey for genuine liberation and fullness of life for all people.

Onward with the people’s revolution!

Today marks the 158th birth anniversary of Filipino revolutionary hero Andres Bonifacio, who led the oppressed and exploited masses in waging armed resistance to drive away the Spanish colonizers. Bonifacio upheld the aspirations of the working class, peasants and other democratic classes. He was imbued by the progressive bourgeois democratic spirit of the French revolution demanding “liberty, equality, fraternity.”

We also celebrate today the 57th anniversary of the Kabataang Makabayan (KM), the mass organization of patriotic youth, the most resilient organization allied with the National Democratic Front of the Philippines (NDFP). Throughout its history, the KM has served as a trusted partner of the CPP in arousing, organizing and mobilizing the youth and serving as a deep pool for training and recruiting communist cadres. Let us extol the thousands of young patriots and communists from the ranks of KM who became commanders and fighters of the New People’s Army (NPA), as well as key cadres of the Party leading mass struggles and other key tasks in waging the people’s democratic revolution.

The Filipino youth must recall the life and sacrifices of Andres Bonifacio and emulate his boundless love for the motherland. They must be inspired by his bravery and themselves draw the courage to fight for freedom and all that is just.

Remembering Bonifacio and upholding his life of resistance remains relevant as the country remains under US-dominated neocolonial state ruled by the new illustrados and national traitors. As Bonifacio fought those who betrayed the Filipino people’s cause for freedom, so do the current generation of young Filipinos must fight those who bow to the interests of multinational corporations and banks and foreign imperialist powers and their militaries.

It is also exceedingly important for Filipinos, especially the youth, to draw inspiration from the memory of Bonifacio as they wage a fight to end the corrupt and repressive and vicious tyranny of the Dutertes and other icons of fascism. The vast majority of the people are subjected to state terrorism and violence in a vain attempt to quell their clamor for land, jobs and social justice.

As shown by Bonifacio’s life of resistance, the struggle for freedom and democracy is filled with sacrifices and hardships. Today, those who fight for the cause of national freedom and social justice face the same dangers to life and liberty. They must draw strength from the people and be inspired by the heroism of Andres Bonifacio and generations of heroes and martyrs who gave all their lives in service of the people.

Sa pambihirang mga panahon na dinanas ng mamamayan ng Kabite at sa buong kapuluan, nasaksihan natin ang makasaysayang paglahok sa rebolusyon ng Kabataang Makabayan. Hindi lamang nito pinangunahan ang pakikibaka ng mga kabataan-estudyante bagkus ay nasaksihan natin kung paano matapang na hinarap ng KM ang dakilang hamon na sumandig sa batayang masa. Ibinunga ng mga nagdaang mga kasaysayan ang matibay na pamumuno ng Kabataang Makabayan sa loob ng 57 taong.

Maagang bahagi pa lang ni Duterte sa pagkakaupo bilang Pangulo ay hindi na mabilang ang mga kaso ng surveillance, pandarahas, illegal arrest/detenion, at mga biktima ng mga pampulitikang pamamaslang laluna sa hanay ng mga kabataan. Gayunpaman, malinaw ang oryentasyon nito na paglingkuran ang mamamayan nang walang pag-iimbot.

Malaki ang partisipasyon ng Kabataang Makabayan sa pagsusulong ng pambansa demokratikong aspirasyon. Pinatunayan ng KM ang napakahalagang papel nito sa pagbabago at ang pagpapatuloy ng rebolusyon ni Gat Andres Bonifacio at ng Katipunan na naging inspirasyon ng pagkakatatag nito noong ika-30 Nobyembre 1964. Kaya sa diwa ng mga okasyon ngayong araw, marapat nating balikan ang makasaysayang buhay pakikibaka ni Gat Andres Bonifacio na noong panahon niya ay ‘di hamak na isang kabataang nanguna sa rebolusyon at kalauna’y idineklara bilang ama ng Rebolusyong Pilipino matapos matagumpay na itinaguyod ang Rebolusyong 1896.

Pinulot ng mga sumunod na henerasyon ang rebolusyonaryong tradisyon ni Ka Andres kaya naman naging malaking bahagi ang mga Kabataang nagpatuloy ng rebolusyon sa ilalim ng bandila ng Pulang Mandirigma ng PKP-1930 laban sa Estados Unidos at HUKBALAHAP ng parehas na partido laban sa mga Hapon. Sa parehong pagkakataon, inabot natin ang tagumpay na nag resulta sa pagpapatalsik ng mga imperyalistang mandarambong.

Bagamat nakamit ang mga tagumpay, hindi binitawan ng mga kabataan ang rebolusyonaryong tradisyon ni Ka Andres kaya mahusay na itinayo at nakapagpalawak ang Kabataang Makabayan hanggang ideklera itong iligal na organisasyon. Gayunpaman, itinaas ng KM ang kaniyang antas ng pakikibaka kaya buong puso, prinsipyo, at paninindigan nitong sinoong ang umaalingawngaw na panawagan sa kanayunan at kalunsuran.

Hinaharap natin ngayon muli ang pambihirang pagkakataon kaya tiyak na maasahan natin ang pagwawakas sa delusyonal na Marcos-Arroyo-Duterte sa lahat ng pagkakataon.

Muling pinagpupugayan ng National Democratic Front of the Philippines – Cavite ang mga anak ng bayan na walang pag-iimbot na naglingkod sa mamayan hanggang sa kanilang huling pag hinga. The National Democratic Front-Eastern Visayas today called out the Duterte regime’s anti-communist task force for using the people’s money to engage in electioneering in favor of candidates belonging to the Duterte faction.

The NDF-EV said it received reports that the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has been launching consecutive “serbisyo caravans” and activities in the region in connection with the Barangay Development Program (BDP).

NTF-ELCAC officials are reportedly conducting large-scale social services and meetings with barangay officials from Catubig and Las Navas, Northern Samar to campaign for public support for the BDP. Four of the six current BDP “beneficiaries” in the region are found in these towns.

The NDF-EV said that the NTF-ELCAC has been conducting meager day-long services of haircuts, circumcision, and medical services to these BDP barangays in an attempt to mask the Duterte regime’s legacy of mass murder, treachery, corruption, plunder, and state terrorism.

“Duterte’s fascist hoodlums in the NTF-ELCAC are hell-bent to secure funds for its pork barrel in the BDP, wasting public funds to paint the Duterte regime as having brought progress to the BDP barangays. This, especially after the senate rejected their P28-billion proposal for the BDP next year due to their anomalous disbursement of their current budget,” the NDF-EV said.

“The series of ‘serbisyo caravans’ and ‘Support BDP’ activities are also the NTF-ELCAC’s last-minute rush to use up and liquidate their 2021 operational allocations, and hide away the money they have milked out of the BDP funds.

“Also, in the last quarter of the year, military officials in Eastern Visayas are racing to beef up their ‘achievements’ to rise in the ranks not only for the following year but also to ensure their position in the next puppet regime.”

Prior to those in Catubig and Las Navas, the military has been conducting similar activities in Catarman, Northern Samar, San Julian, Eastern Samar, and Ormoc City, Leyte.

In these cities and towns, NTF-ELCAC officials also engage in blatant campaigning for militarist politicians, especially those who belong to or are supportive of the Duterte faction, while red-tagging progressive candidates and critics of the NTF-ELCAC.

The NDF-EV maintained that the BDP is the military’s pork barrel. “Which barangay gets funds to build schools, clinics, roads and water systems as promised by the BDP is up to the military’s discretion through the NTF-ELCAC.

“Local government officials are thus fooled, pressured or encouraged into supporting the BDP. These ‘serbisyo caravans’ and BDP serve merely to cover up the chronic underdevelopment of the countryside, the refusal of government to address the roots of poverty and armed conflict, and the desperate efforts of the ruling Duterte clique to fool the public and perpetuate its grip on power.”

The NDF-EV called on the people of Eastern Visayas to expose the dirty election tricks of the NTF-ELCAC for the Duterte faction. “They must oppose the Duterte regime’s use of public funds to campaign for the elections.

“They must expose the NTF-ELCAC and its BDP as farce and as the military’s milking cow. They must call to abolish the NTF-ELCAC which only serves as Duterte’s killing and propaganda machine against activists, critics and opponents, and for the direct allocation of public funds to social services.

“Most importantly, the people must wage all forms of resistance against the Duterte regime. They must courageously muster their collective strength to hold it accountable for its innumerable crimes against the people and frustrate its efforts to perpetuate its tyrannical rule.” #

The National Democratic Front-Eastern Visayas today condemned the Armed Forces of the Philippines (AFP) for conducting a shelling spree in several villages in Northern Samar to force innocent civilians to “surrender” as members of the New People’s Army.

Citing reports received from the People’s Democratic Government, the NDF-EV said that the 19th Infantry Battalion fired its 105mm howitzer at least four times towards villages of Silvino Lobos last July. The barrage of cannon fire terrorized and caused fear among residents of at least six barangays. Up to 500 fascist troops were also deployed to the town even as no NPA units were in the area at the time.

By September, the 19th IB then paraded 282 residents from 16 barangays in Silvino Lobos in a “mass surrender ceremony.” Most, if not all, of the “surrenderers” were threatened by soldiers into attending. The activity was a culmination of six straight months of martial rule by the 19th IB in the barrios, misnamed as Community Support Program (CSP) operations.

The NDF-EV condemned the AFP’s use of artillery shelling and military occupation of barrios to force the “mass surrender” of innocent civilians.

“What the 19th IB and the AFP present as “surrenderers” were victims of their shelling spree, military rule in their communities, and monstrous violations of human rights.” CSP operations continue in Silvino Lobos, as per latest reports from the local NPA unit.

“The shelling in Silvino Lobos, overkill bombing in Dolores, Eastern Samar and other indiscriminate attacks by the AFP show that there are no limits to their fascist terrorism. They do not fear that civilians and civilian property can be directly hit by their aerial strikes because it is the masses which are clearly the targets of these attacks. The AFP wastes away billions of pesos of public funds in the flying of helicopters, drones, fighter jets, and the heedless firing of cannons and mortars, to terrorize the masses, to silence them and to make them kneel before their fascist rule.”

The NDF-EV reiterated its call to put an end to the brutal and terrorist air strikes of the AFP. “The people must unite in condemning the bombing sprees, strafing and shelling by the AFP and the Duterte regime. They must record and expose all of these terrorist attacks to demand the ban of these superfluous weapons.”

The NDF-EV also called for the end of the military occupation of Silvino Lobos and other peasant communities in Eastern Visayas. “The people must unite against the undeclared martial rule in the barrios and wage all forms of resistance to drive out these fascist troops in their communities.”#

The National Democratic Front-Eastern Visayas today exposed as farce the military-made associations that have been sprouting up in different parts of Leyte as a result of the forced surrender campaign by the 802nd Infantry Brigade.

“These associations are fake because their members are victims of the military’s forced surrender campaign. Their members cannot assert their right to genuine land reform. Rather, these associations put forward the interest of the big landlords and the 802nd IBde to drive the peasants out of the land that is rightfully theirs, thus worsening the land monopoly in the Leyte countryside,” the NDF-EV said.

The NDF-EV issued the statement in reaction to newly-founded “integrated peace and development workers’ associations” in at least five towns in Southern Leyte. At least one was also founded in Ormoc City, Leyte. According to the 802nd IBde, these groups are composed of “former rebels.”

But the NDF-EV said that these areas were also the focus of intense militarization in recent months, particularly those in Southern Leyte, the fifth congressional district of Leyte province and Ormoc City. “Most, if not all, members of the military-made associations were ordinary civilians or former NPA members who have long retired but were threatened into surrendering in the midst of the intense military presence and psy-war campaign.”

Last September, the AFP dropped at least three bombs on the hills bordering Albuera and Javier towns, unsuccessfully hitting a single Red fighter while terrorizing the peasant masses in the area. Military operations also continue in Ormoc City and Kananga to secure millions worth of road projects and big business of landlords such as the Torres clan.

The military also announced that the Leyte-Tandaya Integrated Peace and Development Workers Association is led by president Thelma “Ka Mayang” Pundulanan. According to the NDF-EV, Pundulanan is a traitor to the peasant masses and serves as a soldier of the 802nd IBde.

“In 2019, the 802nd IBde and big Leyte landlords connived with Pundulanan to identify members of peasant organizations in San Isidro, Calubian and Kananga, Leyte whom they will force to ‘surrender.’ They red-tagged and broke up these genuine peasant organizations, and used the E-CLP program to fool and threaten them into leaving the land they have been tilling.

“Now, the military has replaced them with associations which they themselves have founded, are led by their own troops, and are composed of victims of forced surrender,” the NDF-EV said.

It maintained, “The 802nd IBde has been putting up these fake ‘workers’ associations’ as part of their psychological warfare against the peasant masses in Leyte. The military attempts to conjure the illusion that the masses have willfully given up their struggle against the big landlords and big compradors.

“But it would have been impossible for the NPA in Leyte to have persevered in the midst of the sustained military operations had it not enjoyed the support of the peasant masses, who are intensely desirous of ending their feudal and semifeudal exploitation by waging people’s war.

“In the end, it is laughable how there are hundreds of members of these associations but the 802nd IBde also repeats that Leyte is ‘insurgency-free.’ Their operations continue without end as more and more civilians are forced to surrender. They are the ones exposing their own lies.”

The NDF-EV called on all Leyteños to expose these fake associations. “They must reject the surrender campaign of the military and to continue their struggle for genuine land reform.

“In the face of the enemy’s all-out war and worsening crisis, it is even more important to build revolutionary mass organizations in the barrios and carry out agrarian revolution and armed struggle to attain genuine development,” the NDF-EV ended.

The Roselyn Jean Pelle Command – Northern Negros Guerilla Front of the New People’s Army (RJPC-NPA) gives its highest respect to the four red fighters who were massacred and the two residents who were abducted and killed by the state forces on September 30, 2021 at Hda. Builders, San Pablo, Manapla.

The Red commanders and fighters of the RJPC-NPA and the people of Northern Negros salutes Ka Monet, Ka Simo, Ka Huawei and Ka Brod after being shot during a raid by the Joint Enhanced Military and Police Operation (JEMPO) of 79th IB-PA, 1st NOCPMFC, 605th Mobile Company, 64th SAF, RMFB 6 and PNP-Manapla at 2:00 in the morning on the said date and place.

Marilyn “Ka Monet” Badayos, 53 years old, originally from Guadalupe, Cebu City, was organized during the height of strike movement in Cebu in the 1980s. She served the fisher folks of Cebu during her early service of the revolution. In her pursuit to advance the revolution, she arrived in Negros. In 2016, she was deployed in Northern Negros and showed her skills in enlivened education work and systematizing the records of farmers’ accomplishments. Ka Monet practiced living with and trusting the masses and was a responsible Party cadre in implementing Party tasks, including developing Party cadres. The masses and her comrades always recall Ka Monet’s cooking delicious humble meals.

Balintawak, Escalante City was the home of Rufino “Ka Simo” Bocaval, 70 years old. From his experiences in the struggle for land, in facing the class enemy and in raising political consciousness, Ka Simo decided to render full time service to the people. His expertise was long served to the farmers and sugar workers of Escalante City. There was a time that he served the fisher folks of Negros. Due to successive enemy attacks, Ka Simo succeeded to Manapla and Cadiz City on the last quarter of 2020. He was challenged by the Hiligaynon language in the area. Ka Simo contributed much in developing the youth in giving mass education up to molding them to become cadres of various works.

An LGBT member who is a Red fighter, Ronilo “Ka Huawei” Desabille, 40 years old, was from a peasant class of Brgy. X (Estado), Victorias City. He was keen in organizing the peasant and also the youth. His knowledge outside the revolution was improved and practiced in service of the people. As a peasant organizer, he helped in their struggle to own farm lots. He, likewise, improved the youth’s cultural life through advancing revolutionary songs and presentations along with their cultural organizations. Ka Huawei showed high camaraderie to his fellow Red fighter and the masses.

Rudy “Ka Brod” Carbajosa, 53 years old, was from a peasant class of Brgy. Winaswasan, Calatrava. Despite his old age and health limitations, Ka Brod decided to bear arms and became a Red fighter in 2018. He took good care of his fellow Red fighters as if they were his own children. He was one of the last comrade to take his budget of food and ensures everyone has eaten first. Ka Brod volunteers first in carrying out tasks, including technical and hard labor work.

The four red fighters were brutally killed despite the lack of ability to defend themselves due to flu illness. Maj. Gen. Benedict Arevalo and Capt. Kim Apitong of 3rd ID, Brig. Gen. Inocencio Pasaporte of 303rd IBde, and Lt. Col. J-Jay Javinez of 79th IBPA were spewing lies and making-up stories in their statements that the four were killed during an encounter. It’s an outright lie that guns were fired on both sides or an encounter happened, that even the involved house has no evidence of bullet holes. The victims bear no firearms.

In an investigation conducted by RJPC-NPA, it was found out that there were more or less 28 gun shots fired within at least 30 minutes. Moreover, it’s likely that the four victims were killed one after another by hearing a cycle of two to three gun shots followed by silence. There were signs of torture on the lifeless bodies of the Red fighters.

More so, the state forces, of the same operation, abducted two residents of Hda. Builders. Witnesses said that the two were loaded in a vehicle of the armed forces of the reactionary government. In a follow up investigation of RJPC-NPA, it was known that the two were killed after undergoing torture.

The RJPC-NPA extends its condolences to the family and friends of the victims of terrorists AFP, PNP killings. The revolutionary forces, especially the revolutionary armed organization, will surely seek justice.

The whole revolutionary forces were saddened by their death and compared it as heavy as Mt. Mandalagan. They were killed while serving the people. Amidst the mourning, the people are calling for justice and condemns the acts of 79th IB-PA, 1st NOCPMFC, 605th Mobile Company, 64th SAF, RMFB 6 and PNP-Manapla in their outright violation of Geneva Convention in massacring the hors de combat red fighters. Even the unarmed civilians were included in their monstrous and bloodthirst act, showing their terroristic aim of not singling out their targets.

In these times of COVID-19 pandemic, the US-Duterte regime intensifies its efforts to crush the revolutionary forces. Instead of solving the health and economic problems, it increases the scandalous budget of the corrupt National Task Force to End Local Communist Armed Conflict. It is clear to the Filipino people, especially from Northern Negros, that the regime prefer to pet the fascist AFP over saving the whole Filipino people. There is no amount of damage brought about by COVID-19 compared to the greater damage caused by AFP, PNP and their para-military, who acts through threat and deceit, to the lives and livelihood of the masses.

MGen Benedict Arevalo, the Commander of the Army’s 3rd Infantry (Spearhead) Division commends troops of 301st Infantry Brigade for the successful focused military operations in Barangay Alimodias, Miagao, Iloilo that left eight dead CPP-NPA Terrorists (CNTs) on Wednesday, December 01, 2021.

As he commended the efforts of the troops, MGen Arevalo also recognized the significant contribution of the local populace by giving timely and accurate information that helped soldiers prevent the CNTs from casting terroristic activities in the area.

“We are determined to employ all of our military assets to wipe the CNTs out from the communities. With the people on our side, we are committed to persistently pressing the communist-terrorists on the brink of downfall to end their decades-long cruelty finally,” MGen Arevalo said.

At 6:00 a.m today, December 1, 2021, the 301st Infantry Brigade, through its 61st Infantry Battalion and 33rd Division Reconnaissance Company launched the said military operation in response to the information provided by concerned citizens that a group of CPP-NPA terrorists believed to be members of Suyak, Sentro de Grabedad (SDG) Platoon, Southern Front (SF)-Panay is consolidating in the hinterland barangays of Miag-ao, Iloilo to plan their terroristic attacks and extortion activities.

As the encounter ensued, troops of 61IB and 31st DRC discovered that the CNT’s position were surrounded by anti-personnel mines (APM) to secure their hideout and protect their top leadership.

MAWAB, DAVAO DE ORO – Successful series of intensified military operations, surrender, and revelation of former rebels in the area of 10th Infantry “Agila” Division from November 28-30, 2021 has resulted in the recovery of seven firearms and subversive documents of its ground units.

73rd Infantry Battalion following a raid targeting Dismantled Guerilla Front Tala’s Secretary Meridio Sambilad alias Yoyong last November 28, 2021, at Sitio Bayabas, Barangay Tuyan, Malapatan, Sarangani Province resulted in a 10-minute firefight and yielded (1) 9mm pistol with 19 rounds of ammo, and an M653 rifle by its K-9 unit.

Meanwhile, a revelation from Communist Terrorist Group’s Platoon Andoy Vice Commander alias Ram days after he was captured by the troops of 89th Infantry Battalion pointed to the location of (1) COLT M16 Rifle at Sitio Rancho, Barangay Kulaman Valley, Arakan, North Cotabato last November 29, 2021.

Also, (1) M16 Elisco rifle and (1) short magazine with 18 rounds of ammunition was surrendered to the troops of 72nd Infantry Battalion by Alias Ronel, Communist Terrorist Group courier and spotter under Guerilla Front 53 last November 29, 2021, at Brgy Pangao-an, Magpet, North Cotabato.

On the other hand, the Community Support Team of the 3rd Infantry Battalion in Quezon, Bukidnon facilitated the surrender of two Militiang Bayan members namely, Christian De Mesa Pancho and Roy Panes Lingco.

Along with them during their surrender are (1) improvised M79 Grenade Launcher, (1) caliber .38 revolver and, (1) caliber .357 revolver believed to be owned by Communist Terrorist Group’s Platun Bagsik under Guerilla Front Malaya of North Central Mindanao Regional Committee.

10th Infantry Division Commander MGen Ernesto C Torres Jr believes more firearms will be recovered under its area of responsibility by year-end due to the continuous positive effect of Executive Order no. 70 and its impact on the remaining sympathizers and members of the Communist Terrorist Group.

“The gains of Agila Division will continue to soar higher before the year ends, our ultimate accomplishment beyond the numbers of recovered firearms and other parameters is the growing number of former supporters working with the government for lasting peace and sustainable development geared towards conflict and insurgency-free communities.” MGen Torres said.

Six communist terrorists laid down their arms in Sarangani on November 30, 2021. Their identities were not disclosed for their safety and security.

According to Maj. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command, the six were members of the Militia ng Bayan under Central Platoon Musa, Far South Mindanao Region (FSMR) and are all residents of Sitio Kapanal, Gasi, Kiamba, Sarangani Province. “The FSMR operates mainly in the provinces of Cotabato and Saranggani,” he said.

Surrendered personalities handed over one Shotgun with three rounds of live ammunition, one 5.56mm pistol with two rounds of live ammunition, and two cal. 38 revolver with three rounds of live ammunition. A custodial debriefing was conducted to the former rebels after which they were presented to Kiamba Mayor Danny Martinez and other stakeholders for their subsequent enrollment in the Enhanced Comprehensive Local Integration Program (E-CLIP).

Maj. Gen. Juvymax Uy, Commander of Joint Task Force Central, attributed this accomplishment to the collaborative efforts of the 38IB of the Philippine Army, 2nd Sarangani Provincial Mobile Force Company, Kiamba PNP, PNP Maritime Group-Kiamba substation, and the intelligence units.

It can be recalled that last November 12, two members of the CTG surrendered to the same battalion at its headquarters in the municipality of Maasim, same province. The two are now undertaking livelihood training and other preparations for their reintegration into mainstream society.

“We continue to pressure the remaining terrorists to return to the fold of law as we sustain the momentum. We are also appreciative of the continued support we get from our partners, stakeholders, and the communities,” Maj. Gen. Rosario, Jr. stated.

For this year, a total of 145 members and supporters of the CTG already surrendered to the Joint Task Force Central most of whom already received their reintegration packages.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- Nagbalik-loob sa pamahalaan ang dalawang miyembro ng teroristang Komiteng Larangang Guerilla-AMPIS, Ilocos-Cordillera Regional Committee dala ang kanilang mga baril habang nadiskubre rin ng kasundaluhan ang ilang mga pampasabog at gamit medikal ng teroristang grupo noong ika-28 ng Nobyembre taong kasalukuyan sa probinsya ng Kalinga.

Sa bayan ng Pinukpuk, kusang sumuko sina alyas Berto, tatlumpung taong gulang, miyembro ng Squad 1 at alyas Ben, dalawampu’t siyam na taong gulang, miyembro ng Squad 3 ng nasabing grupo sa pinagsanib na pwersa ng 50th, 54th, at 98th Infantry Battalions. Bitbit ni alyas Berto sa kanyang pagsuko ang isang M14 rifle, dalawang magazine na naglalaman ng 15 na mga bala ng M14; habang dala naman ni alyas Ben ang isang cal. 30mm carbine na may isang magazine na naglalaman ng pitong bala.

Habang sa bayan naman ng Balbalan, nadiskubre ng tropa ng 50IB ang mga kagamitang pandigma ng Communist NPA Terrorists (CNTs).

Sa impormasyong ibinigay ng isang Former Rebel sa kasundaluhan ukol sa nakaimbak na mga kagamitang pandigma ng mga miyembro ng teroristang grupo, agad na nagsagawa ng operasyon ang tropa ng 50IB upang kumpirmahin ang nasabing impormasyon. Nang kanilang puntahan ang naturang lugar, tumambad sa kanila ang apat na anti-personnel mines, tatlong rifle grenade at mga gamit pang medical tulad ng tatlong anesthesia, anim na pirasong syringe, tatlong bandage, apat na intravenous fluids, isang dextrose, at isang set ng surgical kit. Kabilang din sa mga nakuha ang mga subersibong mga dokumento. Ang mga naturang nadiskubreng kagamitan ay dinala na sa Barangay Salegseg, Balbalan, Kalinga para sa kaukulang disposisyon.

Nagpaabot ng pasasalamat si LtCol Melanio Somera, Battalion Commander ng 50IB sa Former Rebel na nagbigay ng impormasyon upang makumpiska ang mga kagamitang pandigma at pang medikal ng mga teroristang grupo. Kanya ring pinasalamatan ang ginawang pagsuko ng dalawang NPA bitbit ang kanilang armas.

Ikinalugod naman ni BGen Santiago Enginco, Commander ng 503rd Infantry Brigade ang naging pagsuko ng dalawang NPA dala ang kanilang armas at ang maagap na pagtugon ng 50IB sa impormasyong ibinahagi sa kanila na nagresulta sa pagkakadiskubre ng mga gamit pandigma ng teroristang grupo. Aniya, isa lamang ito sa mga patunay sa di makataong gawain ng mga CNTs. “Ang pagkakadiskubre ng mga pampasabog ng mga NPA ay patunay lamang sa kanilang mga hindi makataong gawain. Labag sa International Humanitarial Law ang paggamit ng mga anti-personnel mines. Sa pagkakataong ito, napigilan natin ang planong paghasik ng takot ng teroristang grupo sa tulong ng ating former rebel. Hindi magpapabaya ang kasundaluhan sa rehiyong Cordillera upang protektahan ang mga mamamayan laban sa karahasan at panggigipit ng mga miyembro ng teroristang grupo.”

Hinikayat naman ni MGen Laurence E Mina, Commander ng 5th Infantry Division ang mga natitira pang mga miyembro ng teroristang grupo na magbalik-loob na sa pamahalaan. “Sa nalalabi pang mga kasapi ng teroristang grupo, ang pinakamagandang aguinaldo na maibibigay ninyo sa inyong pamilya ay ang makasama sila ngayong kapaskuhan. Ang paglantad at pagsuko sa otoridad ang regalo naman ninyo sa inyong sarili, upang hindi na kayo nagtatago sa batas.”

SAGAY City, Negros Occidental —The Philippine Army’s 79th Infantry (Masaligan) Battalion fully supports the government’s efforts in protecting the Filipinos from the threats of COVID-19 infection as it participates in the Nationwide Vaccination Days dubbed as “Bayanihan Bakunahan” from November 29 until December 1, 2021.

In support to the government’s vaccination campaign, 79IB deployed its personnel to several vaccination centers in the cities of Escalante and Victorias, and municipalities of Don Salvador Benedicto, Toboso, and Manapla where they will provide transportation assistance as well as additional manpower and security in the vaccination areas for the duration of the activity.

Lieutenant Colonel J-jay Javines, Commanding Officer of 79IB expressed his support to the government’s call for everyone to get vaccinated.

“We, your Army in Negros will continue to extend our support to the Local Government Units in our area of operations thru the provision of manpower and mobility assets, as well as security forces particularly in geographically isolated areas to ensure the successful conduct of the “Bayanihan Bakunahan Program.”

“Further, I also encourage our fellow Negrenses to support the vaccination efforts of the government and make use of this opportunity to get vaccinated so everyone will have a merry, safe, and COVID-19 free Yuletide season.”

The Bayanihan Bakunahan Program is a massive vaccination drive that targets to inoculate nine (9) million Filipinos within a three-day period. Another set of three-day inoculation drive will be conducted on 15-17 December 2021 to complete the vaccination of 54 million Filipinos.

NSFA, Panacan, Davao City – Eastern Mindanao Command (EastMinCom) units, through the guidance of LtGen. Greg T. Almerol, retrieved more high-powered firearms from the Communist Terrorist Group (CTG) through tip-offs from former communist terrorists on separate incidents on November 27 and 29.

EastMinCom’s 1003rd Brigade (1003rd Bde) along with 89th Infantry Battalion (89th IB), 72nd IB and Intelligence units recovered an M16 rifle in stashed at Sitio Rancho, Barangay Kulaman Valley, Arakan, North Cotabato during a joint intelligence operation launched on November 29, 2021.

A former CTG member identified as Mubo Mansumoy-at alias Ram of the Sub-Regional Guerilla Unit, Southern Mindanao Regional Committee disclosed the location of the weapon, prompting the 1003rd Bde troops to respond to the information.

Meanwhile, EastMinCom’s 4th Infantry Division together with the 65th Infantry Battalion also recovered two more M16 rifles from the CTG in the hinterland of Sitio Kaunlaran, Barangay Tagbongabong, Agusan del Norte on November 27 following a tip-off from a former rebel.

Troops acted upon the information shared by Jonel Pasco alias Joel/Gong-gong, a former member of the Sandatahang Yunit Pampropaganda 21C, Guerrilla Front 21, Sub-Regional Committee Westland, NEMRC, which led to the recovery of the high-powered firearms.

Pasco shared that he decided to surrender to the troops on November 26 after realizing that it was pointless to continue fighting against the government especially after their guerrilla unit suffered major blows in several encounters with government forces.

Pasco added that seeing his former comrades enjoying a peaceful life under the care of the government was also another reason that pushed him to surrender.

In a statement, LtGen. Almerol said that the recent recoveries of CTG firearms all over Eastern Mindanao were part of the series of operations launched by EastMinCom units in response to the various crucial information shared by CTG members and leaders who already capitulated. These accomplishments are also coupled with the skyrocketing number of CTG members and leaders who surrendered recently after suffering major defeats in several encounters with government forces.

“These former CTG leaders and members expressed willingness to cooperate with our troops in locating more CTG arms caches and pursuing the remaining communist terrorists as a show of gratitude for the support they have received from the government as they embark on a new life under the law,” LtGen. Almerol said.

The EastMinCom Commander also added that the former CTG leaders and members pledged to support the government’s campaign to end the local communist armed conflict by 2022.

LtGen. Almerol said that a series of arms cache discoveries, surrender of CTG members, and recovery of CTG firearms in Eastern Mindanao are expected in the coming days as former CTG members and government troops work closely to put an end to communist armed conflict.

One of EastMinCom’s breakthroughs this year was the seizure of 30 high-powered firearms following the discovery of an arms cache during intel operations launched at Sitio Bagyang, Barangay Upper Suyan, Malapatan, Sarangani from November 11 to 16, 2021. It was the largest arms cache discovered by the troops in the whole history of EastMinCom.

ARAKAN, COTABATO – The Provincial Local Government Unit (PLGU) of North Cotabato in collaboration with various Government and Non-Government Agencies and Army’s 72nd Infantry “Gabay” Battalion and 39th Infantry “Smash’em” Battalion under the operational control of 1002nd Infantry “Bagwis” Brigade successfully accomplished and completed the conduct of 15-Day Deradicalization Program to 67 “Friends Rescued” or Former Rebels held at RC Martinez Farm and Garden Resort, Brgy Mua-an, Kidapawan City, North Cotabato that commenced on November 11, 2021 and culminated on November 29, 2021.

The said program with the theme “HAPPY HOME – Pagbalik sa Gobyerno Ug Pamilya” was facilitated by various Government and Non-Government Agencies, LGUs, IP Sector, PNP, members of Youth For Peace Movement “TALBOS” and troops of 72IB and 1002nd Bde . It was steered thru a series of lectures, activities (group and individual), discussions, workshops and consultations; deradicalization for them to be oriented from communist ideologies. It aims to remold their way of thinking and remove the hatred, negative perspective about the Government and its leaders and undo their criminal and revolutionary mindset. It also aims to educate the participants on social, economic, health and political awareness on the different plans and programs offered by the Government.

Thus, the result of the strong collaboration, commitment and dedication of the Government to extend assistance and bring its services closer to our comrades who were once fooled by the false ideologies and beliefs of the terrorist groups made into reality thru the Deradicalization Program. It addresses social healing and unity in achieving the higher objective of having just and lasting peace. Through this program, Former Rebels can be reintegrated back into their respective communities with their families as they embrace the peace initiative of our Government to start over their lives and have a better one.

The said training focused not only on lectures and discussions about the wrong ideologies perpetrated by the CTGs but more so, in enhancing their spiritual aspect by conducting Bible Studies and Spiritual Enlightenment. This aims to bring them closer to the word of God and as their primary guide in giving strength and wisdom in their daily lives.

With the support and unending commitment of the Provincial and Municipal Local Government Units within the unit’s Area of Operations, all necessary materials and financial support needed were provided particularly the meals, snacks, and transportation during the whole duration of the said training.

One of the highlights of the said program was the distribution of 67 food packs from the DSWD, turn over of carinderia package to one (1) participant and awarding of Financial Assistance worth 15,000 pesos each to 33 participants with a total of 495,000 pesos as part of the implementation of Executive Order (EO) 70 in addressing the issues, concerns and needs of the participants.

The closing program was graced by the presence of Hon. Nancy A Catamco, Governor, Province of North Cotabato; BGen Potenciano C Camba PA, Commander, 1002nd Bde; Dir Eduardo T Marquez, Regional Director, NICA XII; Engr Zenaida M Cabiles, Regional Manager, NHA XII; Mr Ryan Balanza, EO-70 Focal Person; LTC Jose C Regonay Jr, Commanding Officer, 72IB; LTC Ezra T Balagtey, Commanding Officer, 39IB; PLT Marion Vallejo, Rep from PNP; personnel from the Office of the Governor; officers and troops of 72IB, 39IB, 1002Bde and 67 former rebels.

LTC Jose C Regonay Jr, Commanding Officer, 72IB expressed his utmost gratitude to everyone who made the said program possible and successful. He assured that the unit will continue to protect the peace and order in North Cotabato and facilitate the delivery of services, especially to the Former Rebels.

Further, BGen Potenciano C Camba said, “More than five decades of fighting for your false ideologies should stop. Now is the time for all of you to go back to the Government and embrace the Government’s programs and peace initiatives for you.” He also added, “We are all united with you in our quest for peace and order.”

As the Guest of Honor and Speaker during the closing the Program, Hon. Nancy A Catamco pledged her commitment to support the fight against insurgency.

“We’ve come this far so there is no turning back. Your Government loves you and will do everything for all of you. We are very grateful that you have chosen the right path. Now that we are at the peak of success, rest assured that we will continue to address your needs until we achieve our ultimate goal; that is to have a just and lasting peace.” She ended.

A member of the Abu Sayyaf Group yielded to the military in Basilan on November 27, 2021. Surrendered personality was identified as a.k.a. Bullet, 22 years old, married, a resident of Tipo-Tipo, Basilan, and an ASG member under Nurhasan Jamiri.

A.k.a. Bullet handed over his M16 rifle to the troops of the 18th Infantry Battalion. He was later presented to the Battalion Commander, Lt. Col. Egverr Jonathan Abutin during the CSP Grand Pulong-Pulong at Barangay Limbu Upas, Tipo-Tipo, Basilan. Subject personality will be enrolled in the PAVE Program of the local government.

“The strength and manpower of the Abu Sayyaf Group have dwindled. We sustain our efforts to totally eradicate the group and bring lasting peace in the province of Basilan,” said Brig. Gen. Domingo Gobway, Commander of Joint Task Force Basilan.

Meanwhile, four members of the Sulu-based Abu Sayyaf Group/Kidnap-for-Ransom Group surrendered to the Marine Battalion Landing Team-7 under the Naval Task Group Sulu and 4th Marine Brigade in Panamao, Sulu on November 25, 2021. The four handed over their firearms to Lt. Col. Eduard Olaso, Commanding Officer of MBLT-7.

Turned over were two M16A1 rifles, one M1 Garand rifle, one cal. 45 pistol, and assorted ammunition. Surrendered personalities underwent custodial debriefing at the MBLT-7 headquarters in Barangay Seit Lake Poblacion, Panamao, Sulu after which they were presented to Col. Hernanie Songano, Commander of 4MBde, and subsequently turned over to Panamao Mayor Al-Fraizer Abdurajak for proper disposition.

JTF Sulu Commander, Maj. Gen. William Gonzales enjoined the remaining members of the ASG to peacefully surrender to authorities. “We welcome the surrender of the ASG members and acknowledge the support of the local government and the people in our efforts to defeat the enemies of the state,” he said.

Alfredo Rosario, Jr. commended the troops for their respective accomplishments. “The Western Mindanao Command through its Joint Task Forces is tightening its security operations that is why most of the members and supporters of the threat groups opted to return to the folds of the law,” the WestMinCom Commander said. “I hope that the remaining members will also come to their senses soon”.

For this year alone, a total of 206 ASG members have surrendered to the military of which 165 yielded in Sulu, 37 in Basilan, three in Tawi-Tawi, and one in this city.

SOLDIERS of the 701st Infantry Brigade recovered thee three high-powered firearms of the New People’s Army (NPA) in Barangay Maligaya, Rosario, Agusan del Sur on November 26, the military reported.

The firearms were a Browning Automatic Rifle (BAR) and two M16A1 rifles which former rebels who surrendered to the military claimed were part of the firearms of the movement.


LtGen. Greg T. Almerol, Commander of EastMinCom, said the cooperation of the former rebels for the recovery of the firearms is an indication that they are willing to help the government in the peace and development initiatives.

“The former communist terrorists confessed to our respective military units that their bitter and unfair experience in the hands of their leaders served as an awakening that prompted them to abandon their cause. They have now expressed strong determination to help us in ways that they know best and that is through the disclosure of information that has intel value,” Almerol said.

He said his unit has continued to enhance its ties with the former rebels even as he thanked the soldiers for their efforts.

A local court had dismissed the cases against 17 NGO workers detained in Agusan del Sur for kidnapping and robbery charges almost six months ago, but their lawyers only got their copies of the decision on Wednesday morning, Dec. 1.

In his decision dismissing the cases and ordering the release of the accused, Judge Fernando Fudalan Jr., of the Regional Trial Court Branch 7 in Bayugan City said they have been detained for over a year without the “benefit of a speedy trial” following delays by the prosecution.

The 17 accused were mostly members of Karapatan, Alliance of Concerned Teachers, Kadamay and other organizations in Northern Mindanao.

Fudalan also assailed the use by the prosecution of “John Does” in the arrest warrants for the NGO workers.

He said for “John Doe” warrants to be valid, they should have the description of the appearance of the accused, which the prosecution failed to establish.

The decision was promulgated last June 10 but the lawyers of the accused only got their copies on Wednesday morning.

Thirty-five other accused, including former National Democratic Front consultant Alfredo Mapano, are still detained in Agusan del Sur to answer murder charges filed against them.

Mapano was arrested on Nov. 27 last year at the PHIVIDEC compound in Tagoloan, Misamis Oriental where he was working as a corporate social responsibility officer.

Known collectively as the “Sibagat cases,” the arrest of the 52 NGO workers sent shock waves to human rights advocates here.

The military filed the cases against the 52 NGO workers after New People’s Army rebels raided a paramilitary camp in Barangay Tubigon, Sibagat town in Agusan del Sur last Feb. 19, 2019.


Two soldiers and 12 members of the Civilian Armed Force Geographical Unit were taken hostage by the rebels but were released unharmed later.

Cagayan de Oro Archbishop Emeritus Antonio Ledesma, co-convenor of the Philippine Ecumenical Peace Platform hailed the court’s decision to release the NGO workers.

“They were vindicated by the decision,” Ledesma said.

Now that they are freed, Ledesma said the NGO workers can now continue their humanitarian work in their respective places.

He said news of the decision was timely because it came a day before the start of the celebration of the Mindanao Week of Peace on Thursday.

Police have arrested a 61-year old man who is allegedly a member of the New People’s Army (NPA) operating in Bicol during a raid in his house in Sto. Domingo town of Albay early Sunday morning, May 2.

Maj. Gen. Albert Ignatius Ferro, director of the Criminal Investigation and Detection Group (CIDG), identified the arrested suspect as Danilo Balucio, who carries the alias Pastor Dan.



Operatives of the Criminal Investigation and Detection Group (CIDG) arrested Danilo Balucio, alias Pastor Dan, who is tagged as a member of the New People’s Army.

During the operation, Ferro said his men confiscated a handgun with several bullets, a hand grenade and a flag identified with the Communist Party of the Philippines-NPA.

He said the operation was carried out after his men were tipped of the location of Balucio whom he said is facing two criminal charges.

Balucio, including the recovered pieces of evidence are presently at the custody of CIDG Albay Provincial Field Unit.

Police have stepped up the campaign against communist insurgency in the past months as President Duterte vowed to end CPP-NPA before his term ends next year.

Several activists have been arrested in the past months, while some would end up killed in alleged police operations.
