The National Democratic Front-Eastern Visayas today called out the Duterte regime’s anti-communist task force for using the people’s money to engage in electioneering in favor of candidates belonging to the Duterte faction.

The NDF-EV said it received reports that the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has been launching consecutive “serbisyo caravans” and activities in the region in connection with the Barangay Development Program (BDP).

NTF-ELCAC officials are reportedly conducting large-scale social services and meetings with barangay officials from Catubig and Las Navas, Northern Samar to campaign for public support for the BDP. Four of the six current BDP “beneficiaries” in the region are found in these towns.

The NDF-EV said that the NTF-ELCAC has been conducting meager day-long services of haircuts, circumcision, and medical services to these BDP barangays in an attempt to mask the Duterte regime’s legacy of mass murder, treachery, corruption, plunder, and state terrorism.

“Duterte’s fascist hoodlums in the NTF-ELCAC are hell-bent to secure funds for its pork barrel in the BDP, wasting public funds to paint the Duterte regime as having brought progress to the BDP barangays. This, especially after the senate rejected their P28-billion proposal for the BDP next year due to their anomalous disbursement of their current budget,” the NDF-EV said.

“The series of ‘serbisyo caravans’ and ‘Support BDP’ activities are also the NTF-ELCAC’s last-minute rush to use up and liquidate their 2021 operational allocations, and hide away the money they have milked out of the BDP funds.

“Also, in the last quarter of the year, military officials in Eastern Visayas are racing to beef up their ‘achievements’ to rise in the ranks not only for the following year but also to ensure their position in the next puppet regime.”

Prior to those in Catubig and Las Navas, the military has been conducting similar activities in Catarman, Northern Samar, San Julian, Eastern Samar, and Ormoc City, Leyte.

In these cities and towns, NTF-ELCAC officials also engage in blatant campaigning for militarist politicians, especially those who belong to or are supportive of the Duterte faction, while red-tagging progressive candidates and critics of the NTF-ELCAC.

The NDF-EV maintained that the BDP is the military’s pork barrel. “Which barangay gets funds to build schools, clinics, roads and water systems as promised by the BDP is up to the military’s discretion through the NTF-ELCAC.

“Local government officials are thus fooled, pressured or encouraged into supporting the BDP. These ‘serbisyo caravans’ and BDP serve merely to cover up the chronic underdevelopment of the countryside, the refusal of government to address the roots of poverty and armed conflict, and the desperate efforts of the ruling Duterte clique to fool the public and perpetuate its grip on power.”

The NDF-EV called on the people of Eastern Visayas to expose the dirty election tricks of the NTF-ELCAC for the Duterte faction. “They must oppose the Duterte regime’s use of public funds to campaign for the elections.

“They must expose the NTF-ELCAC and its BDP as farce and as the military’s milking cow. They must call to abolish the NTF-ELCAC which only serves as Duterte’s killing and propaganda machine against activists, critics and opponents, and for the direct allocation of public funds to social services.

“Most importantly, the people must wage all forms of resistance against the Duterte regime. They must courageously muster their collective strength to hold it accountable for its innumerable crimes against the people and frustrate its efforts to perpetuate its tyrannical rule.” #
