Sa gitna ng pandemya at pasismo, alalahanin natin ngayong araw kung papaanong binangga ng isang barkong Chinese at iniwang palutang-lutang sa gitna ng dagat ang mga mamamalakayang Pilipino ng bangkang Gem-Ver, isang taon na ang nakaraan. Walang nakasuhan at walang nanagot. May humingi ng paumanhin at nagbigay ng danyos, pero walang naparusahan sa krimen na ito.

Hindi sila tinulungan o kinatawan ng gubyerno ng Pilipinas. Sa halip, Malakanyang pa mismo ang kumumbinse sa mga biktima na manahimik at tanggapin na lang ang bayad-pinsala, at huwag nang magsampa ng kaso.

Ang pag-abandona sa interes at karapatan ng mga mangingisda ng Gem-Ver ay katulad ng pag-abandona ni Duterte sa karapatan at kagalingan ng lahat ng mamamalakayang Pilipino at buong sambayanan. Isinuko niya ang dignidad ng Pilipinas sa altar ng mga imperyalistang kapangyarihan. Dahil dito, ang teritoryo at kasarinlan ng Pilipinas ngayon ay walang pakundangang pinanghihimasukan ng China at nilalapastangan ng mga barkong militar ng US sa kanilang pag-aagawan at paggigiitan ng kapangyarihan.

Duterte has the illusion that he can stay in power through state terrorism and charter change or choose his successor beyond the end of his term in 2022 merely because he has gained the loyalty of most military and police officers by criminalizing and corrupting them and because he controls the Comelec and the TIM-Smartmatic vote count.

Because of his power-crazed arrogance and self-satisfaction from the plunder that he and his gangmates have achieved, he does not realize that he has bankrupted the economy and the government with his extreme overspending for the military and the rampant corruption in so many ways, including stealing public funds and donations intended to fight the Covid-19 pandemic and provide food and other subsistence needs of the impoverished people.

He also does not realize that the hundreds of billions of dollars promised to him by China for his build, build, build projects are not pouring in, despite his flagrant treason in selling out Philippine sovereign rights over the West Philippine Sea, because China itself is in financial trouble because of its growing economic and trade conflict with the US and the damaging effect of Covid-19. Only the Chico and Kaliwa dam projects are going on, with Chinese contractors and loans at very onerous terms.

Duterte does not realize that the Philippine economy will plunge in the remaining two years of his term because of its internal weaknesses and the certain adverse impact of the worsening crisis of the world capitalist system. He does not have any solid socio-economic ground to stand on. The more he uses state terrorism to intimidate the people, the more they will be outraged and become determined to fight back and oust his wobbly regime.

Duterte seems not to know the fatal weaknesses of his position because he suffers from his psychopathic narcissism, the overweening arrogance or hubris of the tyrant, dependence on the use of state terrorism and extreme self-satisfaction from the plunder that he and his bureaucratic and military gangmates have achieved, high above the level and magnitude of corruption that they previously achieved in Davao City.

The corruption of the Duterte ruling clique is as gargantiuan as its use of state terrorism. It includes enormous amounts of overpricing the military and civil purchases by government agencies, intelligence and discretionary funds beyond COA auditing, cuts in all kinds of contracts between government and the private sector, grabbing enterprises from opponents, reclamation projects, drug smuggling and casino operations.

In proportionate terms, the evil regime of Duterte is far worse than that of Marcos because in only four years the treason, brutality and corruption perpetrated by the current regime approaches the magnitude and virulence of similar crimes perpetrated by the Marcos regime in 20 years.

The extrajudicial killing of 30,000 drug suspects surpasses the documented political murder of more than 3000 under the Marcos fascist regime. Researchers are still at work investigating and estimating Duterte loot in the possession of his family members or in the care of his well-known cronies and dummies.

Despite his grievous crimes, Duterte is highly confident of staying in power because of the supposed advice of Trump to him in 2017 that he would perpetuate himself in power if he could destroy the revolutionary movement and give to US corporations 100 ownership of land, natural resources, public utilities and all kinds of businesses. But Trump himself is now in deep political trouble. And if we remember 1986, Reagan junked his friend Marcos when he became too much of a liability than an asset to long-term US national interest.

Duterte has so grievously offended the Filipino people that that they can rise up to oust Duterte anytime before 2022. But if he rules beyond that year, the chances of the people and their revolutionary forces changing the entire semicolonial and semifeudal ruling system will grow from year to year.

That is because the revolutionary forces of the people keep on growing in strength, despite the claims of Duterte and his military minions that they have already decimated the CPP and NPA several times over.

But they unwittingly expose their big lie and desperation by pushing the Duterte bill of state terrorism supposedly to eliminate the revolutionary forces that puppet presidents have failed to destroy or contain from Marcos to Duterte.###

Iginagawad ng Bienvenido Vallever Command ang pinakamataas nitong pagpupugay at pagdakila kay Kasamang Lorelyn ‘Ka Farah’ Saligumba, isang rebolusyunaryong martir na walang awang pinaslang ng mga elemento ng 203rd Brigade noong ika-4 ng Hunyo sa Baco, Oriental Mindoro. Si Kasamang Lorelyn ay mandirigma sa ilalim ng Lucio de Guzman Command nasa katayuang hors de combat (walang kakayanang lumaban) nang brutal na paslangin ng mga uhaw sa dugong mga militar. Kasabay ng aming pagpapaabot ng pakikidalamhati sa kanyang mga naulila ay ang mariing pagkundena sa paglabag ng 203rd Brigade at ng buong Southern Luzon Command sa International Humanitarian Law. Higit na naging mabalasik ang mga berdugong militar simula nang ipatupad ang EO 70 at ang NTF – ELCAC, at sa kanilang ginawa kay Ka Farah nabigyang buhay ang mga halimaw na noon ay sa kwento lamang maririnig at makikita.

Sa murang edad ay namulat si Ka Farah sa pyudal na kalagayan ng mga magsasaka sa Occidental Mindoro, ang kawalan ng tunay na repormang agraryo, kasalatan sa hanapbuhay at ang kaakibat na kawalan ng serbisyong panlipunan. Ang kalagayang ito ang nagtulak sa kanya bilang isang kabataan upang pandayin ang sarili at ituon ang lakas at talino para maging isang boluntir na manggagawang pangkalusugan at maglingkod sa masa nang walang pag-aatubili. Higit na sumidhi ang kanyang kagustuhan na drastikong baguhin ang lipunang Pilipino nang sya mismo ay makaranas ng pasismo mula sa Rehimeng US-Aquino II. Iligal siyang inaresto at ang 42 iba pang manggagawang pangkalusugan, napasailalim sya sa tortyur, pananakot at iligal na detensyon. Nang makalaya sa piitan higit na nabatid ni Ka Farah ang pangangailangan sa mas mataas na antas ng lunas upang magamot ang isang lipunang palagiang nasa kombulsyon dulot ng nagpapatuloy na krisis. At napagtatanto niya na tanging sa pagtangan ng armas tungo sa armadong rebolusyon tunay na magagamot ang kronikong sakit ng lipunang Pilipino.

Sa gitna ng krisis dulot ng pandemyang CoVid19 maraming manggagawang pangkalusugan ngayon sa bansa ang nasa bingit ng kamatayan bilang mga “frontliners” at kabalintunaan naman nang paslangin ng mga militar ang frontliner na si Ka Farah na umaagapay sa katutubong Mangyan at magsasaka ng Mindoro. Dahil ang konsentrasyon ng serbisyong medikal ng bulok na Rehimeng US Duterte ay nasa urban, tanging NPA lamang ang gumagampan bilang mga frontliners para sa masa sa kanayunan sa buong bansa. Buong giting at tapang na ginagampanan ni Ka Farah ang pagiging frontliner sa doble gerang kontra CoVid19 at Joint Campaign Plan Kapanatagan. Pinanghawakan niyang sansalain ang CoVid19 at gapiin ang militaristang atake sa mga kanayunan!

Hindi kailanman naging hadlang kay Ka Farah ang pagiging babae, asawa at ina upang gumampan ng kanyang rebolusyunaryong tungkulin. Naging huwaran siyang dapat pamarisan ng iba pang rebolusyunaryo at mga kasama. Naging tapat si Ka Farah sa kanyang tungkulin at sinumpaan na iaalay ang natatanging buhay mapangalagaan lamang ang interes ng masa at ng rebolusyunaryong kilusan. Itatanghal siya ngayon bilang bayani sa puso ng masang kanyang pinaglingkuran at malaon nang minahal, magiging inspirasyon ng laksa-laksa pang mabubuting anak ng bayan upang tahakin ang armadong rebolusyon at ganap na pabagsakin ang estadong bulok at mapang-alipin!

Habang ginugunita ng reaksyunaryong gubyerno ang araw ng huwad na kalayaan, kasabay ng masang Bikolano ang buong rebolusyonaryong kilusan sa pagtataguyod ng mga demokratikong karapatan at paglaban para sa tunay na kasarinlan. Malinaw sa sambayanang walang tunay na kalayaan sa isang lipunang saklot ng pang-aapi at pagsasamantala.

Saksi ang sambayanang Pilipino kung paano sinakyan ng papet at pasistang rehimeng US-Duterte ang pandemyang COVID-19 upang higit na agresibong maitulak ang mala-Martial Law na panunupil. Bagamat mayroon nang mga gamot sa Covid-19, sadyang linilimitahan ang akses nito sa publiko. Sa halip, pinalalabas ng rehimeng US-Duterte na lockdown, pagkontrol sa sibilyang populasyon at paghaharing-militar ang tanging solusyon upang mapigilan ang paglaganap ng sakit. Tinatangka niyang gupuin ang kilusang masang humahadlang sa pagpapatupad niya ng mga kontra-mamamayang batas na idinikta ng kanyang imperyalistang amo.

Sa Kabikulan, sinamantala ng reaksyunaryong gubyerno ang kaguluhan sa COVID-19 upang ipatupad ang mga atakeng tulad ng Synchronized Enhanced Managing of Police Operations (SEMPO). Una itong ginamit sa Negros matapos i-atas ng rehimeng US-Duterte sa ilalim ng MO 32, kung saan kabilang ang Bikol. Kinatatangian ang mga operasyong ito ng maramihang iligal na pang-aaresto, pagdakip at pamamaslang sa tabing ng mga pekeng engkwentro at pekeng arrest at search warrants. Noong Mayo 8, minasaker ng magkakumbinang pwersa ng 31st IBPA at 2nd PMFC ang limang magsasakang residente ng Brgy. Dolos, Bulan, Sorsogon. Tinaniman sila ng mga baril at pinalabas na mga kasapi ng NPA matapos ang pamamaslang.

Maituturing nga bang malaya ang mamamayan kung bala at dahas ang tugon sa kahirapan? Kung pinamamayani ang teror upang walang sagkang makapagpatupad ng mga patakarang gigisa sa masa sa sarili nilang mantika?

Nananawagan ang NDF-Bikol sa masang Bikolano na buong lakas na labanan ang mga atake ng rehimeng US-Duterte. Kailangang ubos-kayang pigilan ng malawak na kilusang masa ang ala-SEMPO na pananalasa ng militar at pulis sa mga komunidad kapwa sa kanayunan at kalunsuran. Dapat ding maging mapagmatyag at kagyat na hadlangan ang anumang hakbangin upang ilusot ang mga kontra-mamamayang batas at panukalang tulad ng mapanupil na Anti-Terrorism Act of 2019, Corporate Income Tax and Incentives Reform Act (CITIRA) na ikatlong pakete ng pahirap na Comprehensive Tax Reform Package at mga pagluluwag sa probisyon ng Foreign Service Act at Public Service Act.

Sa kabila ng pagsikil ng estado sa mga demokratikong karapatan sa tabing ng paglaban sa COVID-19, dapat patuloy pa ring maging mapangahas at mapanlikha sa pagsasagawa ng mga kilos-protesta upang kundenahin at panagutin ang rehimeng US-Duterte sa patung-patong na krimen nito laban sa sambayanan. Puspusang organisahin ang pagngangalit at inisyatiba ng mamamayan. Sa pamamagitan nito, mapalalawak din ang rebolusyonaryong kilusang lihim upang epektibong malabanan at maprotektahan ang mamamayang lumalaban mula sa panganib na dala ng batas militar.

Higit sa lahat, hindi kailanman maaasahan ang kalayaan mula sa isang malakolonyal at malapyudal na lipunan. Kailangang patuloy na magpunyagi ang mamamayang Bikolano sa pagsusulong ng demokratikong rebolusyong bayan, pangunahin sa pagpapalakas ng armadong pakikibaka. Makakamtan lamang ang tunay na kalayaan mula sa sinapupunan ng armadong paglaban ng sambayanan.

Katakawan sa kasikatan at salapi! Ito ang tunay na dahilan kung bakit sa gitna ng krisis sa CoVid19 ay nasisikmura ng lokal na pamahalaan ni Jose Chavez Alvarez (JCA) na magparada ng mga pekeng surrenderees. Walang kahihiyang ipiniresenta ng WesCom at PPTF-ELCAC ang 9 na sibilyang di umano ay ‘nagbalik loob’ sa pamahalaan, gaya rin ito ng ginawa nila noong nakaraang Pebrero kung saan dalawang katutubong Palaw’an ang ipiniresentang NPA na ‘pagod’ na di umano sa armadong pakikibaka. Sa ilalim ng ECLIP (Enhanced Comprehensive Local Integration Program) at LSIP (Local Social Integration Program), binigyan ng tig-Ph65 libong piso ang 7 sa mga ito habang ang 2 naman ay tumanggap ng tig-Ph25 libong piso. Ang perang ito ay nagmula sa kaban ng masang Palawenyo na ngayon ay nagtitiis sa gutom at kahirapan ng buhay dulot ng pandemyang CoVid-19 at militaristang lockdown.

Bilang bagong pasistang amo sa WesCom, pagpapalapad ng papel at pagpapabango ng pangalan ang nais matamo ni Lt. General Erickson Gloria nang ipresenta nila noong ika-4 ng Hunyo sa Puerto Princesa City ang mga fake surrenderee. Hayagan nilang niloloko ang kanilang mga sarili na nakakapuntos ang JTF-Peacock laban sa rebolusyunaryong kilusan, kahit pa pauli-ulit nilang ini-extend ang di umano ay pagpulbos sa rebolusyunaryong kilusan sa Palawan. Alam na alam ni Gloria at ni JCA kung anong katangian ng mga sibilyang kanilang pinagpanggap na mga rebel returnee. Sa halip na iayuda sa mga Palawenyong–LSI (Locally Stranded Individuals) at halos pulubi na ang katayuan sa ka-Maynilaan at ibang panig ng bansa ay mas pinili ni JCA na bigyan ng ‘tulong’ ang mga tinagurian nilang ‘kalaban ng gobyerno’.

Naninindigan ang Bienvenido Vallever Command (BVC) na ang 9 na sibilyang ipineresenta ng WesCom ay hindi mga kasapi ng NPA bagkus ay mga sibilyang walang kaugnayan sa rebolusyunaryong kilusan. Hindi na magtataka ang BVC kung ginamitan sila ng pananakot at presyur upang mapapayag na magpanggap bilang mga rebel returnee. Oportunistang linta ang WesCom at PPTF-ELCAC na sinasamantala ang kawalang hanapbuhay at paghihikahos ng mga Palawenyo upang makasipsip ng pondo sa kaban ng mamamayan. Magkano kaya sa diumanong tinanggap na pondo ng mga pekeng surrenderee ang napunta sa bulsa ng mga upisyal ng WesCom, PTF-Peacock at PPTF-ELCAC?

Nanawagan ang BVC sa masang Palawenyo na huwag magpagamit sa mga buktot na intensyon ng PPTF – ELCAC, itindig ang kanilang dangal bilang tao upang hindi maging gatasang baka ng mga korap na opisyal ng AFP-WesCom/JTF-Peacock at ng PPTF-ELCAC. Dapat ng itigil ni JCA ang kanyang kahibangang PPTF-ELCAC at ituon na lamang ang pansin sa pagsasaayos ng kabuhayan ng masang Palawenyo na matagal nang umaalma laban sa mga dayuhang minahan at plantasyon, sa malabis na kagutuman at matinding kahirapan na pinapasan na higit na pinag-ibayo pa ng pandemyang Covid-19.

The Communist Party of the Philippines (CPP) condemns the online attacks in the form of identity theft and mass cloning and hijacking of private data of social media accounts primarily directed against UP Cebu students, as well as activists and other critics of the Duterte regime and opponents of the Anti-Terror Bill.

As some have suggested, it is highly likely that these cloned accounts will be used to “plant online evidence” to be used against critics of the Anti-Terror Bill. It also is a form of online harassment against people who are actively criticizing the Duterte regime’s incompetence, corruption and repression. The fascist message is clear: “We are watching you.”

The creation of several hundred fake accounts can only be the handiwork of the NTF-ELCAC and the Armed Forces of the Philippines (AFP)’s cyber unit. The NTF-ELCAC and the AFP have long been waging a campaign of red-baiting and vilification against activists using trolls and an army of online mercenaries.

The AFP’s cyber unit was assembled around two years ago which was initially funded and directly trained by the US embassy in the name of “anti-terrorism.” Just a few days before the cyberattacks, the Philippine Army mounted a recruitment campaign for computer programmers and network specialists. The Army promised to pay their recruits at least ₱35,000 per month.

The Filipino people must demand the NTF-ELCAC to reveal how much of the people’s money is being spent by the Duterte government in “cyber anti-terrorism” whose funds are likely being used to bankroll the cyber terror attacks of the past days.

This dirty tactic is a preview of how the Anti-Terror Bill is set to be abused by the fascists against the people’s civil and political rights.

In addition to attacks on social media yesterday, the Duterte regime’s fascist cybertroops have also been busy mounting an attack against the Philippine Revolution Web Central (PRWC), the Party’s website at cpp.ph.

The persistent attack against the PRWC started around two weeks ago at a time that the Party was actively exposing the failures of the Duterte regime’s Covid-19 response and calling on the people to demand mass testing and other health and socio-economic measures, as well as an end to the militarist lockdown. So far, the PRWC’s firewall has staved off these attacks.

CAMP AGUINALDO, Quezon City – The Chief of Staff of the Armed Forces of the Philippines (AFP) General Felimon T. Santos Jr. led the fourth Philippine Rise Anniversary Commemoration on Wednesday, 10 June 2020 in Santa Ana, Cagayan.

“We are celebrating the fourth anniversary of the Philippine Rise and for the years that our dedicated soldiers have continued to protect one of the country’s most precious maritime areas. We commemorate this anniversary to raise awareness of its importance, to maintain marine conservation and protection, and to assert our sovereign rights,” General Santos said.

The AFP Chief also presided over the send-off and blessing ceremony for the Philippine Navy’s maritime vessel BRP Quezon (PS70) and the Naval Task Unit 11.6.1. The contingent led by Commander Junmar Sales is tasked to navigate and safeguard the areas of the Philippine Rise.

Prior to their deployment, the troops were presented and inspected by General Santos. A readiness report was also presented to the Chief of Staff by Commodore Caesar Bernard Valencia, Commander of Joint Task Force – Karagatan.

“With confidence and pride, we are also sending-off a maritime patrol vessel to navigate and safeguard these areas of the Philippine Rise. As a pioneer in maritime protection, the Armed Forces is certain that NOLCOM will vigorously pursue all possible means to strengthen the protection of the area/ in order to achieve their purpose of securing our State and protecting our people,” said General Santos.

The activities were held at Port Irene, Cagayan Economic Zone Authority (CEZA). Governor Manuel N. Mamba of Cagayan graced the activity and praised the AFP for its loyalty, competence and commitment as protectors of the country.

“The AFP has the utmost respect and trust of the Cagayanos more so because the local government units of our province continue to party with you in support of the president’s call for the institutionalization of a whole of nation approach to end the local communist armed conflict and the adoption of a nationwide peace framework for our country,” said Governor Mamba.

Present in the ceremony were Mr. Avelino Natividad, representative of CEZA; Lieutenant General Ramiro Rey, Commander of Area Task Force – North; Major General Pablo Lorenzo, Commander of 5th Infantry Division, Philippine Army; and Police Brigadier General Angelito Casimiro, Regional Director of PRO2. Also in attendance were local government officials of Cagayan and senior military officers of the AFP General Headquarters and Northern Luzon Command.

“As the Chairman of the Regional Peace and Order Council, I am confident that with the presence of our maritime troops, we shall prevail with our endeavour to protect our sovereignty and national interest over the Philippine Rise and our Exclusive Economic Zone,” Governor Mamba said.

It has been eight years since the country was recognized of its sovereign rights over the Philippine Rise. In previous anniversaries the AFP through the Northern Luzon Command (NOLCOM) successfully achieved historical milestones to assert that the maritime feature belongs to the Philippines. JOLO, Sulu -The 11th Infantry “Alakdan” Division (11ID) welcomed 237 new privates in the Philippine Army during the Closing Ceremony and Entrustment of Firearms of Candidate Soldier Course (MAKUSUG) Class ‎620-2020, last, June 8, 2020 at the 11th Division (MASTAL) Training School, Camp Bud Datu, Indanan, Sulu.

The MAKUSUG Class composed of Tausugs was the first batch of candidate soldiers who were trained in 11DTS headed by Colonel Wendell J Basat GSC (FA) PA and eventually graduated with 217 males and 20 females.

Colonel Basat stated that the class name which stands for “Muslim at Kristiano, Unang Susulong Upang Gapiin ang Terrorismo sa Sulu” reflects the candidate soldiers’ commitment in maintaining peace in Lupah Sug. “The military profession knows no religion. Muslims and Christians alike are truly committed in preventing lawlessness in Sulu,” he added. Furthermore, the new privates will be immediately deployed as organic personnel of 11ID.

For four months, the students had undergone various skills training such as Marksmanship, Field Survival, Land Navigation, Map Reading and Field Training Exercises with the aim of equipping them with the best military disciplines and principles.

Their graduation had pushed through despite the COVID-19 pandemic while maintaining the necessary health protocols throughout the ceremony. Hence, no visitors were allowed to attend the said ceremony.

The 11ID had endeavored to prioritize citizens of Sulu in its recruitment for both regular and special enlistment of candidate soldiers. The purpose is not only to help their families but at the same time to enable the Tausugs become one with the AFP in sustaining peace in their homeland.

Sulu Governor Abdusakur M. Tan emphasized the important role of Tausugs in peace-building. “Sa lahat estratihiya ng pamahalaan sa pagsugpo ng terrorismo, ito ang pinaka-epektibo. Matutulongan ninyo ang inyong pamilya lalo na ang komunidad sa pagpapanatili ng kapayapaan. Huwag kayong magpagamit sa kasamaan at gawin sa tama ang inyong sinumpaan,” he added.

Meanwhile, Major General Corleto S. Vinluan Jr., Commander of 11th Infantry Division encouraged the new privates to become productive soldiers of AFP. “Huwag ninyong kakalimutan lahat ng naituro sa inyo ng 11DTS at lakasan ang loob sa lahat ng hamon ng buhay. Kayo ay magiging kaagapay na sa pagsasakatuparan ng ating misyon upang makamit ang tunay na kapayapaan at kaunlaran dito sa ating bayan,” he said.

Malita, Davao Occidental – Four (4) NPA members surrendered to members of the Community Development Team (CDT) of 73rd Infantry Battalion deployed in a far-flung sitio of Jose Abad Santos, Davao Occidental. The CDT is a unit organized to help former rebels and other residents be productive to prevent the communist terrorist from reclaiming areas cleared by the government forces.

The four rebels were identified as @Rodel, @Jonas, @Ben @Juan, residents of Brgy Tanuman, Jose Abad Santos, Davao Occidental, and members of Platoon South, WGF TALA, FSMR. The group brought with them two (2) homemade shotguns and two (2) 38 cal pistols.

“With the deployment of CDT in our community, we were organized and taught how to improve our harvest. The CDT also provided us with farm equipment such as shovels and high yielding seeds “, @Jonas said.

Lt. Col. Ronaldo G Valdez, Commander of 73IB, said in his statement that he lauded the efforts of some former rebels who helped the unit convince their other comrades to surrender. “The surrender is a clear indication that these people are fed up with the atrocities and ruthlessness of the communist terrorist group, which has been victimizing their families, relatives, and friends,” he said.

CAMP GERONA, Murcia, Negros Occidental – Joint Elements of AFP/PNP conducted intensified law enforcement operations apprehended a certain Gaspar Davao y Mahilum a.k.a ALDONG, 55 years old, from Sitio Biernesan, Brgy Pinapugasan, Escalante City in the evening of June 9, 2020 at Brgy Caduhaan, Cadiz City.

The Joint AFP-PNP law enforcement operations composed of troops from 79th Infantry Battalion (79IB) and Cadiz City Police Station (Cadiz CPS) while conducting checkpoint operations noticed a suspicious passenger inside a passenger van for violating City Ordinance for not wearing of face mask.

While in the process of inspection, security personnel were able to notice that the said person tried to drew a hand grenade inside his bag prompting the security personnel to accost him.

Further search resulted to the confiscation of the following items; eight (8) cellular phones, one (1) cellular phone charger, five (5) pieces black ballpen, one (1) flashlight, one (1) sling bag, and other subversive documents.

The said person was immediately brought to the Cadiz City Police Station for proper investigation and filing of appropriate cases. Accordingly, the said person was positively identified as a member of Communist Terrorist Group operating in the area.

Gaspar Davao @ ALDONG is the Secretary of White Area Committe of North Negros Front and Secretary of Section Committee “TABACCO”. Gaspar is also the Finance Staff of North Negros Front.

It can be recalled that @ALDONG is the subject of the Search Warrant number No. 5951 for Violation of RA 10591, dated October 31, 2019 issued by Executive Judge Cecilyn Burgos-Villavert of RTC Brnch 89 Quezon City. However, the latter was able to escape during the implementation of said warrant.

Colonel Inocencio I Pasaporte, 303rd Infantry Brigade Commander lauded the efforts of the troops 79IB and Cadiz CPS that resulted to the apprehension of @ Aldong during the joint AFP-PNP checkpoint operations in the area.

“The AFP-PNP will continue to intensify its efforts to hunt down members of Communist NPA Terrorist in Negros to preempt their terroristic and extortions activities. Once again, we encourage our fellow Negrenses to cooperate with us through our Whole of Nation Approach in Ending the Local Communist Armed Conflict in the province”, Col Pasaporte added.

MARAMAG, Bukidnon – The 88th Infantry “Maringal” Battalion and Local Government Unit of Cabanglasan conducted Send-off Ceremony to the Community Support Teams (CSTs) who will be immersed to conduct Community Support Program (CSP) in the NPA terrorists affected barangays of the municipality. The said ceremony was conducted at the Municipal Hall of Cabanglasan, Bukidnon after the Flag Raising Ceremony on 08 June 2020.

The ceremony was graced by Hon. Renante Inocando, the Municipal Mayor of Cabanglasan; Hon. Lolita N Obsioma, the Vice Mayor of Cabanglasan; Colonel Ferdinand T Barandon, the Brigade Commander of 403rd Brigade; and Lt Col Franklin F Fabic, the Commanding Officer of 88IB. The activity was also participated by the PNP, BFP, head of local government agencies, and Barangay Captains of the municipality.

The deployment of the CSTs is in line with the Armed Forces of the Philippines thrust to clear areas affected by communist NPA terrorists influence by identifying and addressing issues being exploited by these terrorists to radicalize communities and to bridge the gap of government services to far-flung communities in order to foster the foundation for economic and human development.

In his statement, Mayor Renante Inocando warmly welcomed the troops of 88IB and thanked for sending CSTs in the barangays of his municipality. “These will greatly assist the LGU to identify concerns of the community, to help deliver the government services in the far-flung areas, and to prevent recruitment and exploitation of Indigenous People (IP) by the NPA terrorist.” He added.

Meanwhile, Col Ferdinand T Barandon said, “Your Philippine Army is always here as a partner of the Local Government Units in attaining sustainable peace and inclusive development. It is imperative that we undertake the Whole-of-Nation-Approach to finally end the local communist armed conflict as stipulated in Executive Order 70 of President Duterte. Let us, help one another and work as a team to achieve this objective.”

Lieutenant Colonel Franklin F Fabic said, “This Send-off Ceremony of our CSTs is our way of showing our novel intention and respect to our Local Government Unit and Tribal Leaders of the communities that we will be immersing. Your Philippine Army will be working on your areas not only to address peace and security concerns but to help facilitate the safe delivery of government services in distant and conflict-affected sitios by our local government agencies. Our aim is to bring our government closer to the people.”

The said ceremony also included Tribal Ritual by the IP Leaders and the signing of a Wall of Commitment in support of the CSP immersion in the municipality.

Baler, Aurora – Due to COVID-19 pandemic, all government instrumentalities down to the Barangay level are working hand-in-hand to prevent the escalation of this communicable disease.

With this, the national government through the Department of Agriculture (DA) launched “Plant, Plant, Plant Program” which aimed to enhance food security concerns amidst the country’s COVID-19 pandemic.

In connection with this, the Army’s 91st Infantry Battalion, 7ID, PA and the former rebels (FRs) acquired one (1) hectare of agricultural land through lease at Sitio Dimanagsag, Barangay Calabuanan, Baler, Aurora and jointly established “SINAGTALA Farm”.

The troops and FRs were able to plant a total of four thousand five hundred (4,500) chili and one hundred fifty (150) papaya in support to the said agency’s program on 04 June 2020.

LTC REANDREW P RUBIO INF (GSC) PA, Commanding Officer of 91IB personally lauded the initiatives of his men for continuously helping the FRs.

“This is another classic example or good best practices wherein the troops and the FRs are engaged jointly in livelihood project. This another venture will surely benefit our FRs in order for them to effectively mainstream in the society not just to surrender,” RUBIO said.

@ Ninoy expressed his thanks and heartfelt gratitude to the SINAGTALA troopers for taking care of them especially during this crisis time.

“Itong mga livelihood programs kagaya ng broiler raising, duck raising, vegetable garden at itong bago na proyekto ay napakalaking tulong sa amin at ito na rin ang umpisa ng pagkaroon ng mapayapang buhay. At ako ay nanawagan sa aking mga kasamahan dati sa KLG Sierra Madre na sumuko na sa ating gobyerno para wakasan na itong hinaharap natin na insurhensiya,” Alias ka Ninoy said.

Likewise, COL ANDREW D COSTELO INF (GSC) PA, Commander 703rd Infantry Brigade, 7ID, PA appreciated the efforts of SINAGTALA troopers for this another livelihood project which really benefit our FRs and in the interest of public service.

“Rest assured that there will be another wave of livelihood projects to the FRs in close collaboration and coordination with different government agencies.

Again, I urge the remnants of KLG Sierra Madre to surrender and live peacefully with their loved ones,” COSTELO said.

COL ANDREW D COSTELO INF (GSC) PA, Commander, 703rd Infantry Brigade, 7ID, PA, lauded the successful conduct joint Anti-Illegal Logging Operations of the 91IB and PENRO AURORA.

“We, the Philippine Army especially the units under my brigade will intensify its close coordination and collaboration with different agencies in its campaign on anti-illegal logging and anti-illegal drugs in order to ensure the protection of the environment as well as public safety. We never tolerate such acts or any illegal acts whenever, whoever,” COSTELO said.

Malita, Davao Occidental – The Task Force Balik-Loob together with the provincial government held an awarding of Enhanced Comprehensive Local Integration Program (E-CLIP) Assistance to the twenty-five (25) former rebels who surrendered to the 73rd Infantry “Neutralizer” Battalion yesterday, June 9, 2020, during the 2nd Qtr Peace and Order Council Meeting, at Operation Center Brgy Poblacion, Malita, Davao Occidental. The FRs are from the Municipality of Jose Abad Santos, and they are also members of the MATAKA Community Association, a peoples organization organized by 73IB.

In a simple awarding ceremony, Chairman of E-CLIP Committee Hon. Claude P. Bautista, Governor of Davao Occidental, other members of the committee and Lt. Col. Ronaldo G. Valdez, Commander 73IB handed-in the cheque of immediate assistance worth ₱15,000.00 each to seventeen (17) former rebels and livelihood program worth ₱50,000.00 each to eight (8) former insurgents.

During the meeting, the Provincial Peace and Order Council passed a resolution commending the 73rd Infantry (Neutralizer) Battalion in maintaining peace and order in Davao Occidental.

Lt. Col. Valdez lauded the former rebels in contributing peace and order to the community as productive members of the MATAKA Community Association. He also expressed his gratitude to the Province of Davao Occidental for recognizing the efforts of the 73IB.

Kalinaw News: 20 Former Rebels recieved E-CLIP assistance in Zamboanga del Norte

ZDS | Twenty former rebels (FR) received Enhanced Comprehensive Local Integration Program (E-CLIP) assistance in Dipolog City, Zamboanga del Norte, Tuesday morning, June 9, 2020.

During the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) meeting held at Top Plaza, Dipolog City, the Provincial E-CLIP Committee released the assistance for 20 FRs that amounted to PhP1,300,000.00.

“I am very thankful to our soldiers and the government for the assistance given to us, former rebels, who returned to the folds of law,” said alias Diego in local dialect.

Each FR received PhP65,000.00 that consist the PhP15,000.00 Immediate Cash Assistance and PhP50,000.00 Livelihood Assistance.

“The provincial government will continue to assist our former rebels in their reintegration to their respective communities,” said Gov. Roberto Uy Provincial E-CLIP Chairman.

“As the Chairman of the PTF-ELCAC, we are also committed and focused in ensuring the delivery of basic services and addressing the root causes of insurgency in the priority target barangays of the province,” Gov. Uy added.

The FRs will also undergo livelihood training program from Technical Education and Skills Development Authority (TESDA).

For his part, Col Leonel Nicolas, Commander, 102nd Infantry Brigade said that, “We would like to send a message to the remaining members of the CPP-NPA Terrorists, your former comrades are the living testaments of the sincerity of the government in attaining just and lasting peace in the country.”

Meanwhile, MajGen Generoso Ponio, Commander, 1st Infantry Division thanked the different stakeholders and partners in the implementation of E-CLIP in the province of Zamboanga del Norte.

“The interplay of the different stakeholders in this campaign anchored in achieving peace and development shows the paradigm shift of our nation’s approach from purely military to Whole-of-Nation,” MajGen Ponio said.

“In as much as we value the lives of the people we protect, we also aim to save as many victims of deception and exploitation by the CNT,” MajGen Ponio added.

As of latest records of the Army, thirteen FRs from Zamboang del Norte are still being processed under the E-CLIP.

CAMP EVANGELISTA, Cagayan de Oro City – The 4th Infantry (Diamond) Division, Philippine Army facilitated the changing of leadership among its maneuver units based in Caraga in a simple ceremony held on June 06-07, 2020 at the units’ respective headquarters.

Major General Andres C Centino, commander of 4ID, presided over the turn over ceremonies of 75th, 26th and 23rd infantry battalions.

On the morning of June 06, 2020, LtCol Waren C Munda relinquished his command of 75IB to LtCol Jeffry A Villarosa, the former Assistant Chief of Staff for Education and Training of 4ID, held at Headquarters, 75IB in Bislig City, Surigao del Sur. Munda will be reassigned to Headquarters Philippine Army in Fort Bonifacio, Taguig City. On that same day, LtCol Romeo C Jimenea relinquished his command of 26IB to LtCol Reynald Romel A Goce, the former 401Bde Executive Officer, held at Headquarters 26IB in Talacogon, Agusan del Sur. Jimenea will assume a new post at the 4ID headquarters in Cagayan de Oro City.

On the morning of 07 June 2020, LtCol Francisco L Molina relinquished his command of 23IB to LtCol Julius Cesar C Paulo, the former 402Bde Executive Officer, held at the 23IB headquarters in Barangay Alubijid, Buenavista, Agusan del Norte. Molina will also assume a new post at the 4ID headquarters in Cagayan de Oro City.

In keeping with military tradition, the three (3) outgoing battalion commanders relinquished their command by passing the colors, which symbolize the transfer of responsibility and authority, to MGen Centino, who then entrust it to their successors providing them with the authority of command, and ceremonially recognizing them as new unit commanders of 75IB, 26IB, and 23IB.

The Change of Command ceremony symbolizes a peaceful military transition of command that recognizes the outgoing commander’s accomplishments while welcoming the incoming commander to the organization.

During the speech of the presiding general officer, MGen Centino recognized the selfless service, passion, and hard work throughout the years that the three (3) outgoing battalion commanders have dedicated to the 4ID as well as highlighted the missions the unit had accomplished.

“Aside from sustaining the gains in our development campaigns, we should always remain focused on our mandate to destroy the armed component of the Communist Terrorist Group. Unless our enemies give up their arms and peacefully surrender, I extol you to hit the enemy hard and always be on the attack,” Centino said.

“We must also exert effort in denying the CTG of their resources by engaging and persuading those who continuously provide material and financial support to stop their actions abetting the insurgents. We have to convince them that no amount of lives sacrificed will end this insurgency, if their support to the enemy continues,” Centino further emphasized.

“Let us work together harmoniously as one team Diamond and maintain the highest standard of discipline and excellence. We strive to make our collective efforts significantly contribute to the larger accomplishment of the Armed Forces of the Philippines,” Centino concluded.

JOLO, Sulu – Composite personnel from line units of 1102nd “GANARUL” Brigade headed by its Commander Colonel Ignatius N. Patrimonio (INF) PA of the Joint Task Force Sulu facilitated the distribution of 166 sacks of rice to pregnant women of Indanan, Sulu on June 3 to 4, 2020.

The Municipal Social Welfare Development Office of Indanan headed by Ms. Norhaima Kulani spearheaded the distribution to 166 families of pregnant women residing in Barangays Kan-Islam, Poblacion, Katian, Adjid, Tumatangis, Timbangan, Bunot, Paligue, Pasil, Sapah Malaum, Manggis, Panabuan, Manilop, Licup, Kabbon Maas, Sionogan, Malimbaya, Bato-bato, and Buansa. This is an endeavor of the government of Indanan in helping the community sustain its daily commodities as food supply is threatened amidst the current health crisis brought by COVID-19.

Meanwhile, troops from 35th Infantry Battalion, 41st Infantry Battalion, 100th Infantry Battalion and 15th Civil Military Operations Battalion extended transportation, security, and manpower assistance during the said distribution.

Colonel Patrimonio stated that service to others is their paramount obligation especially in times of instability. “This is part of our job in keeping the Province of Sulu a peaceful community. We will untiringly assist in delivering basic commodities to families,” he added.

Major General Corleto S. Vinluan Jr., AFP, Commander of Joint Task Force Sulu and 11th Infantry Division, assured that its troops will continue helping the people of Sulu. “This is a high time for us to render support with each other especially amidst the pandemic. We will continue to serve the people of Sulu in whatever means we can provide,” he said.

Major General Andres C Centino, Commander, 4th Infantry “Diamond” Division, Philippine Army was the Presiding General Officer during the ceremony. The activity attended by the Local Government Units (LGUs) of Bislig City, other stakeholders, officers, enlisted personnel, and former rebels.

Lt. Col. Warren C Munda, the outgoing Battalion Commander, expressed his gratitude to everyone who supported him throughout his stint as the Commanding Officer of 75IB.

“Our hard work resulted in what the 75IB has accomplished. We exemplified how we work as a team and make it this far because of your support and cooperation in building peace and development in our AOR. Let’s continue to live with our mission and vision as we go along our way in the service to the people and country.” Lt. Col. Munda stated.

Meanwhile, Lt. Col. Jeffrey A Villarosa, the newly installed Battalion Commander said during his assumption speech, “We will dismantle the Guerilla Front that we will be assigned to us. We will decisively engage and destroy each NPA formation, and we will actively support our partner Local Chief Executives (LCEs) and regional line agencies as they deliver the respective services to our people.” Lt. Col. Villarosa ended.

Further, Maj. Gen. Andres C Centino expressed his appreciation and warmest congratulations to the outgoing Battalion Commander of 75IB for the accomplishments contributed to the Philippine Army. Likewise, he congratulated and bestowed his trust and confidence to the incoming Battalion Commander to lead the 75IB.

“Let us be inspired by the change of leadership by showing the dynamism, professionalism, and spreading the core of the organization. Let us all harmoniously work together as one team Diamond. Ever maintaining the highest standard of discipline and excellence and make our collective efforts contribute to the larger accomplishment of the Armed Forces of the Philippines.” Maj. Gen. Camp General Manuel T Yan Sr., Mawab, Davao de Oro- The Provincial government of Davao del Norte together with Pahilippine Army’s 10th Infantry Division (10ID) and all stakeholders from government and private sector flooded Talaingod with services to boost livelihood opportunities for the Indigenous People (IP) communities.

On April 28, 2020, the members Tatag Farmer’s Association of Nasilaban headed by Mr Dominguez Juan harvested the first produce of the vegetable farm at Sitio Nasilaban, Barangay Palma Gil, Talaingod Davao del Norte. A decent 35 kilograms of tomatoes were harvested in their initial set up of farm and earned net worth of One thousand two hundred twenty-five pesos (Php 1,225.00). This is projected to benefit the members of the POs of the said Sitio, the Farmer’s Association of Nasilaban. Other variety of vegetable plants are yet to be harvested in the coming days and aimed to help its members provide the basic needs of their families.

On May 25, 2020, Hon Johnnie A Libayao-Mayor of Talaingod, Jose Andamon- Provincial Agriculturist, Ms Glenda T. Galibo-TESDA representative and MAGRO Talaingod personnel together with LTC NORMAN E VALDEZ INF (GSC) PA, Commanding Officer of 56IB conducted opening ceremony for TESDA livelihood training on vegetable farming and broiler chicken meat production for farmers and women People’s Organization at Sitio Kaylawan, Brgy Sto Niño, Talaingod, Davao del Norte.

The skills training will run for twelve weeks which aimed to assist and equip the trainees with the actual application from preparation stage up to harvest stage.

On Tuesday, June 2, 2020, Provincial government of Davao del Norte through Gov Edwin Jubahib, Commanders of Eastern Mindanao Command (EMC) and 10ID turned over Forestry and Agroforestry planting materials to IP communities of Talaingod which was represented by Tribal leaders of eight (8) cleared sitios.

Turned over planting materials include 30,000 banana seedlings, 10sacks camote, 250 packs vege seeds, 1,000 seedlings of coconut from PCA, 9900 seedlings of mahogany and seedlings of palcata for the people’s organization organized by 56IB under operational control of 10ID. Solar genset were also given for use of the CAA detachments in the area. There are 10 units of solar powered lighting systems for 10 CAA detachments. This lighting system was funded by the LGU and assembled by 1003rd Brigade.

Most of the members of POs were former rebels and UGMO members. It aims to provide means of livelihood. The governor planned to give livestock (duck, native pigs, chicken) during the second tranch and additional solar genset for electrification of far flung sitios in Talaingod.

Accordingly, road project leading to sitios already started utilizing the equipment of the Provincial gov’t.

After the program, they proceeded to Sitio Milako Brgy Sto Niño and conducted
ceremonial planting of Sorghum.

On June 3, 2020, 561B, together with MAGRO Talaingod conducted opening ceremony for the TESDA Skills Training on Vegetable Farming and Chicken Broiler Meat Production intended for the Tatag Tjbucag Ata-Manobo Farmer’s Association and Tibucag Women’s Association held at Sitio Tibucag, Brgy Dagohoy, Talaingod, Davao del Norte.

The team also conducted opened TESDA Training on Vegetable Farming for Banwaloy Farmer’s Association last May 29, 2020 held at Sitio Banwaloy, Brgy Palma Gil, Talaingod Davao del Norte.

Another TESDA Skills Training started on June 4, 2020, Vegetable Farming and Broiled Chicken Meat Production for KM31 Farmers and Women’s Association held at Sitio KM31, Brgy Dagohoy, Talaingod, Davao del Norte.

These series of skills trainings aimed to generate livelihood for the communities and uplift the living of the Indigenous People in Talaingod.

As for 10ID, “This has been one of the Gaps we had before. We are gradually closing the gap, preventing the recovery of the cleared areas with these Community Development Teams (CDTs),” MGEN BASIAO said.

In Talaingod, CDTS should were able to organized POs in cleared areas, they facilitated the programs of NGA/LGAs bringing the services down to the Brgys/Sitios, they are equipped with the right tools in facilitating these programs. CDT work is part of strenghtening POs in cleared areas.

He emphasized that “Serving the People and securing the Land includes tapping the expertise of the Private Sector, facilitating programs of NGAs/LGAs, organizing cleared communities, bringing the services down to farthest Brgy/Sitio and empowering the masses.”

Today, the CDTs of 10ID continue to engage the people in the communities of Talaingod as Davao del Norte provincial government relentlessly provide means to help the Indigenous People in their quest for peace and inclusive sustainable development.

DIPOLOG CITY, Zamboanga del Norte, June 10 (PIA) - Some 20 former rebels (FR) received Enhanced Comprehensive Local Integration Program (E-CLIP) assistance here on Tuesday morning, June 9.

The Provincial E-CLIP Committee released the assistance for 20 FRs that amounted to a total of P1.3 million during the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) meeting held at a local hotel.

"I am very thankful to our soldiers and the government for the assistance given to us, former rebels, who returned to the folds of law," said alias Diego in local dialect.

Each FR received P65,000 that consist the P15,000 Immediate Cash Assistance and P50,000 Livelihood Assistance.

Governor Roberto Uy, provincial E-CLIP chairman said "the provincial government will continue to assist our former rebels in their reintegration to their respective communities."

"As the Chairman of the PTF-ELCAC, we are also committed and focused in ensuring the delivery of basic services and addressing the root causes of insurgency in the priority target barangays of the province," Gov. Uy stressed.

The FRs will also undergo livelihood training program from Technical Education and Skills Development Authority (TESDA).

For his part, Col Leonel Nicolas, Commander, 102nd Infantry Brigade said, "we would like to send a message to the remaining members of the CPP-NPA terrorists, your former comrades are the living testaments of the sincerity of the government in attaining just and lasting peace in the country."

Meanwhile, Major General Generoso Ponio, commander of the 1st Infantry Division thanked the different stakeholders and partners in the implementation of E-CLIP in the province of Zamboanga del Norte.

"The interplay of the different stakeholders in this campaign anchored in achieving peace and development shows the paradigm shift of our nation's approach from purely military to Whole-of-Nation," he said.

"In as much as we value the lives of the people we protect, we also aim to save as many victims of deception and exploitation by the CNT," MajorGen Ponio added.

Second District Rep. Jose Manuel Dalipe II said Tuesday he voted in favor of the anti-terrorism bill to bolster the ability of the military and the police to fight terrorism in the country.

Dalipe said his position to support the bill primarily hinges on the terrorists' evolving methods to sow terror among the public.

“The terrorists have innovated their tactics, they don’t fight in the mountains anymore. They are now amidst the people, they blended, camouflage and more dangerous,” Dalipe said.

Dalipe, who is vice-chairperson of the Committee on National Defense in the 17th Congress, said Filipinos have nothing to worry about the bill because the lawmakers have placed safeguards to prevent abuses.

He said he understands the apprehension of various groups that fear that the bill--once it becomes law-- could be used to arrest, detain without charges, torture, or be a tool for extrajudicial killings by rogue security forces.

“I understand their fear, but there are safeguards on the bill. When the President declared martial law in Mindanao, there are several people who at first were apprehensive that many will die. But have we ever heard that the military and police committed abuses?” said Dalipe, a son of a retired military pilot.

He was also confident the all the provisions in the proposed Anti-Terror Act of 2020 can pass Constitutional muster.

As another layer of guarantee, he said the measure could even be amended or repealed in case of violations on the part of the authorities.

Some 250 poor families have benefited from the joint outreach program of the military in a remote village of Zamboanga del Sur, amid the coronavirus disease 2019 (Covid-19) pandemic, an official said Tuesday.

The beneficiaries of the outreach program are the residents of Barangay Duelic in Midsalip, Zamboanga del Sur. It is a joint undertaking of the Army’s 53rd Infantry Battalion (IB) and Rep. Divina Grace Yu of Zamboanga del Sur’s first district.


Lt. Col. Jo-ar Herrera, 53IB commander, said in a statement that the outreach program held Monday will help alleviate the plight of the beneficiaries amid the Covid-19 pandemic.

Herrera said it will also let the people feel that the government is concerned about their plight despite the distance from the urban center.

He also expressed gratitude to the office of Yu for its initiative to help the community. Each of the family-beneficiaries received food packs and other items.

“I thank the office of the good Congresswoman for helping this community, and hopefully more government programs, services, and initiatives will soon enter this far-flung barangay,” he said.

Yu expressed gratitude to the 53IB for their untiring effort and selfless dedication to duty to help the communities even in far-flung areas.

Both Herrera and Yu encouraged the residents of Barangay Duelic to support the programs of President Rodrigo Duterte and urged them to stop supporting the activities of the New People’s Army (NPA).

Recently, the 53IB troops have
clashed with NPA rebels while on security operations in Barangay Duelic, Midsalip.

The successful combat operation of the Philippine Army’s 61st Infantry Battalion (61IB) against the Communist Party of the Philippines-New People’s Army (CPP-NPA) over the weekend was hailed by the 3rd Infantry Division’s (3ID) commander on Tuesday.

The government troops encountered around 10 rebels while conducting a combat operation in Corocuan village, Igbaras town, on Saturday afternoon.


Maj. Gen. Eric Vinoya, 3ID’s commander, said the efforts of the Army against peace spoilers will always be recognized.

“We cannot allow peace spoilers to sow fear and terror, thus, I am directing all Army units in the area to synchronize their efforts to finally end all the atrocities and oppression perpetrated by the NPAs,” he said in a statement.

“We have all the might in store — guns, ammunition, mortars, tanks, artillery, helicopters, and the like. We will never have a second thought of using them until they are crushed or until they are rendered irrelevant in the society,” Vinoya added.

Lt. Col. Joel Benedict Batara, commanding officer of the 61IB, meanwhile, said the rebels they encountered were believed to be members of the Southern Front-Komite Rehiyon (KR) Panay led by Melgar Besmanos.

In recent interviews, Batara said the group is known for its notoriety in extortion activities.

The combat operation was prompted by reports from concerned civilians of the presence of rebels who have plans to conduct sabotage operations targeting the equipment and facilities of Century Peak Energy Corporation (CPEC) based in Igbaras, Iloilo.

The Army was able to recover from them one M16 rifle, various ammunition and magazines, one bandolier, NPA Flag, medical supplies, food pack, assorted propaganda materials, and other personal items.

The CPP-NPA was already declared by Igbaras town persona non grata last Jan. 30.

"These NPA terrorists were already declared persona non grata by the people of Igbaras because of their atrocities which hamper peace and development. They can freely roam around this area and its neighboring towns only if they surrender and go back to the folds of the law," Batara said.

The CPP-NPA, which has has been waging a five-decade armed struggle against the government, is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
