For identification: Cadavers of the two NPAs in a public identification after the troops of 67th IB retrieved it from the encounter site and turned them over to the Local Government of Baganga, Davao Oriental to allow their family to claim and render decent burial.

The two NPAs were killed during an encounter between the elements of 67th Infantry Battalion under Ltc. Dema-ala, and undetermine number of NPAs in KM22, So. San Francisco, Brgy. Campawan, Baganga, Davao Oriental on April 16, 2020.

The encounter transpired while the troops are conducting security operations in preparation for the DSWD and LGU Social Amelioration Program implementation in the said area.

PRESS STATEMENT

Viral rumors about planned Islamic State-inspired attacks, in forms of circulated text messages and videos, are dismissed as malicious form to instill fear and confusion in communities while the nation grapples with Coronavirus Disease 19.

These viral messages are, in fact, recycled and circulated even before the ratification of the Bangsamoro Organic Law in 2017.

Certain 2nd Lt. Daniel Pedregosa is not a member of the AFP nor included in our roster of troops.

On the other hand, the videos circulated in social media is an old viral videos as early as 2016.

We now implore the vigilance and cooperation of our fellow Filipinos. We entreat you to be prudent in using social media to prevent their becoming malicious platforms.

The Western Mindanao Command is nevertheless on top of the situation. We will not let our guards down in putting an end to terrorism in the midst of this pandemic.

DEL PILAR, Cabadbaran City, April 20 – Three suspected Communist NPA Terrorists (CNTs) were captured, one was killed, one nine-year-old boy was rescued, and three high powered firearms and other war materials were recovered by the troops of the 29th Infantry “Matatag” Battalion in three successive encounters in the uninhabited area of Brgy. Bangayan, Kicharao, Agusan del Norte on April 20, 2020.

The troops were conducting combat operations in the area when they encountered more or less 20 CNTs who are believed to be members of Sandatahang Yunit Pampropaganda (SYP) 16A, Guerilla Front Committee (GFC) 16 of the North Eastern Mindanao Regional Command (NEMRC) under alias @GAB. The firefight lasted for about five minutes, which resulted in the capture of three 3 suspected CNTs, the rescue of a nine-year-old boy and the discovery of a newly abandoned temporary enemy hideout that can accommodate more or less 20 persons.

After which, the troops continued its pursuit operations and encountered more or less five CNTs in a firefight that lasted for about 20 minutes. The rest of the New People’s Army (NPA) members scampered towards the northerly direction leaving behind their dead member believed to be a high ranking personality, one M4 rifle with M203, one battery of Harris handheld radio, one cellphone, one Improvised Explosive Device (IED) kit and one backpack containing subversive documents with high intelligence value.

Later in the afternoon in another encounter lasting about 15 minutes, the troops recovered one AK47 rifle and one AK47 magazine loaded with 20 rounds of serviceable ammunition. After this, the enemy withdrew towards a southerly direction.

There were no casualties from the government side while the CNTs suffered casualties as indicated by heavy bloodstains which were seen at the encounter site and along their route of withdrawal.

Lt.Col. Isagani O. Criste, Commanding Officer of 29IB said, “The NPA terrorists have shattered the aspirations of many youths, destroyed many families and killed numerous innocent people. Given this, it should have been easy for us to take vengeance into our hands, but that is not what we want. We are grieved every time there is an encounter. Because we do not delight in bloodshed. We fight only because our duty has mandated us to serve and protect the people and secure the land even if it comes at the cost of sacrificing our own lives.”

“I reiterate my call to all who are still in the mountains. Lay down your weapons of war and surrender now. The government is ready to assist you in your desire to change for the better. We will help you, just surrender peacefully,” Criste assured.

The captured and rescued personalities have already been turned over to the proper authority for further investigation while the identity of the slain NPA is currently being withheld pending further confirmation and validation. His body will later be turned over to his family.

Tupi, South Cotabato – There was indeed a close air support that happened as part of our community support operation to prevent the Communist Terrorist Group (CTG) from taking advantage of the distribution of food packages and social amelioration program (SAP). It can be recalled that two (2) days ago April 18, 2020, 27IB together with PNP were requested by the LGU of Kiamba to provide the unhampered distribution of food packages and SAP amidst COVID-19 pandemic in geographically isolated areas with presence of CTG just like Barangay Gasi.

A barangay official of the said barangay who requested anonymity for security reasons confirmed the presence of CTG in the outskirt of the barangay planning to ransack the food packages distribution efforts of the government. Accordingly, said official was not able to visit his farm for the past three (3) months due to the continues presence of CTG in the outskirt of Barangay Gasi.

Rest assured that we will continue to support our government through the conduct of community support operations relative to COVID-19 in order to ensure the unhampered distribution of food packages and SAP to our communities particularly in areas where threats from the CTG are imminent. It can be recalled that the CTG ransacked the food distribution in Samar last April 7 where 30 Communist NPA Terrorist took away relief goods intended for the people of Brgy Guinmayohan. Despite the security sector support to end the COVID-19 pandemic, the CTG are imprudent and instead take advantage of the situation. This could happen also in our area and as such community support operations are necessary to prevent such to happen.

“The operation conducted was a legitimate operation that was planned following the rules of engagement of DSSP “Kapayapaan”. It is unfortunate that the CTG continue to endanger the lives, properties, and livelihood of civilians by residing near the communities and extorting subsistence from them.” LTC VICTORINO M SEÑO INF (GSC) PA said.

CAMP PERALTA, Jamindan, Capiz – Three soldiers were killed when suspected members of the CPP-NPA terrorists detonated a landmine against the elements of the 94th Infantry Battalion of the Army’s 3rd Infantry Division, who were conducting security patrol in Sitio Tugas, Brgy. Carabalan, Himamaylan City, Negros Occidental around 10:00 am today, April 19, 2020.

The soldiers were responding to the repeated plea of the local residents of Sitio Tugas on the presence of CPP-NPA terrorists who were conducting extortion and recruitment activities in their community, when the incident took place.

A 30-minute firefight ensued following the landmine detonation that resulted to the killing of three soldiers and the wounding of four others. Meanwhile, authorities are still confirming the casualties among the terrorist group, as military operations continue against the perpetrators.

With the incident, the Commander of the 3rd Infantry Division, Philippine Army Major General Eric Vinoya, condemned the cowardice and the dastardly act of the CPP-NPA terrorists by violating, yet again, the International Humanitarian Law, while vowing to press the fight hard against the said terrorist group.

He also expressed his deepest thoughts to the families, relatives, and friends of those who made the supreme sacrifice.

“The incident today vividly reminds us of the treachery and the true evil that reside in each and every heart of the CPP-NPA terrorists, as they once again proven their outright disregard to established laws on armed conflict. Their continued use of landmine against our troops is prohibited under the International Humanitarian Law (IHL) and this violation bespeaks of the cowardice and banditry of this terrorist group. These terroristic acts motivate us further to press on and finish the fight. We will hunt you down!” said Major General Vinoya.

“To the families, relatives, and friends of our fallen soldiers, we would like to extend our deepest sympathies. They died protecting the people of Negros, they died as heroes.” he added.

Former foreign secretary Albert del Rosario called on the Duterte government to file a diplomatic protest against China's creation of two districts in the South China Sea, saying the Philippines must be "extra vigilant" in defending its sovereign rights even as it combats the coronavirus pandemic.

"We...respectfully urge our government to protest this recent action of China, as it rightly did over the sinking of the Vietnamese fishing boat on April 8, 2020," Del Rosario said in a statement on Sunday night, April 19.

"These recent events in the South China Sea remind us Filipinos to be eternally vigilant in the defense of our country's territory and sovereign rights even as we confront a very grave threat as COVID-19," he added.

Del Rosario – under whose leadership the Philippines took China to court and won – said Beijing's recent moves only showed it "has been relentless in exploiting the COVID-19 pandemic as it continues to pursue its illegal and expansive claims in the South China Sea."

"As we struggle against a pandemic that poses a real threat to our lives, we must not also risk losing our national patrimony upheld by international law and meant for present and future generations of Filipinos," he said.

What did China do? China Global Television Network earlier reported Beijing established a Paracel (Xisha) district and a Spratlys (Nansha) district, to be under the control of the Chinese city of Sansha.

The move follows its efforts to boost its claims in the South China Sea, over which the Philippines and other Southeast Asian states likewise have claims.

Prior to the creation of the new districts, a China Coast Guard ship harassed and sank a Vietnamese boat in the maritime area, an incident the Philippines protested. Beijing also established two research stations in its artificial islands in Fiery Cross and Subi reefs.

"In these trying times, we also respectfully urge the Chinese leadership to uphold global unity and mutual trust, and not to engage in needless provocations that may only be seen as abusive and may worsen the situation currently being confronted by the world," Del Rosario said.

The United States earlier warned China "to stop exploiting the distraction or vulnerability of other states to expand its unlawful claims in the South China Sea" as countries are preoccupied with fighting the pandemic.

Vietnam, which claims the Paracels, protested China's creation of districts in the South China Sea on Monday, April 20, calling it a "serious violation" of its sovereignty.

(UPDATED) – The Armed Forces of the Philippines (AFP) rolled out a test run of a mobile kitchen providing hot meals to the homeless in Quezon City.

In a statement on Sunday, April 19, the AFP said the mobile kitchen project was done as part of the "Kapwa Ko, Sagot Ko" campaign.

Some 3,000 disadvantaged individuals and families will be given free hot meals once a day, beginning Monday, April 20. The initiative will go on for a couple of days, with Purok 1, 2, and 3 of Barangay Tatalon in Quezon City being the pilot project site.

In addition to informal settlers and families in depressed communities, other identified beneficiaries include stranded workers or students receiving little or no support.

The initiative is a bid to help maintain enhanced community quarantine protocols which limit civilian movements and activities to help arrest the spread of the coronavirus. (READ: Philippines coronavirus cases rise to 6,459, death toll hits 428)

The AFP's mobile kitchen, made up of two trucks, will be staffed by soldiers who have culinary training. They will prepare the meals every day. Meanwhile, support personnel will deliver the food to designated drop-off points.

At the conclusion of the campaign, the AFP also suggested the mobile kitchens may shift to other adjacent communities.

Rights group claims military attacked Sibalom civilians

The human rights group Panay Alliance Karapatan condemned what it alleged to be a recent attack on innocent civilians of Barangay Igpanulong, Sibalom, Antique.

The attack resulted in the killing of a youth and arrest of 12 more civilians, many of whom were minor students, according to the group.


In statement released by the Philippine Army’s 61st Infantry (Hunter) Battalion, the military claimed to have seized a New People’s Army (NPA) training ground where they encountered 40 members of the NPA at around 10 a.m. on April 18 in Sitio Anoy, Barangay Cabalaunan, Miag-ao, Iloilo.

As a result, the Army claimed, one NPA member was killed and 11 were captured.

Panay Alliance Karapatan, however, cited “independent reports” that the military had killed one civilian and arrested and detained 12 others and that these people were unarmed civilians, and some were students.

The group said it was able to get in touch with the mother of one of these civilians, Ellen Centino from Barangay Igpanulong, Sibalom, Antique who aired her concern for her 18-year old son Carlo.

According to the group, the mother recalled that on April 14 Carlo asked permission to go with his friends to the forest to gather honey from beehives which they then intended to sell.

The young men have not returned yet, according to the group. Their ages ranged from 14 to 21 years old.

Meanwhile, the NPA Mt. Napulak Command in Southern Panay released a statement denying the Army report of an encounter in Miag-ao.

“If indeed it was Carlo Centino and his companions who were chanced upon and fired at by the Philippine Army soldiers, we call on them to promptly release these civilians unharmed to their families, as well as the remains of the person reportedly killed,” according to Panay Alliance Karapatan in a statement.
The group urged the Commission on Human Rights to conduct an investigation.

“Our hope is that this will not fall into the pattern where defenseless people become victims of staged encounters and end up in jails on trumped up charges filed by the army and police,” according to Panay Alliance Karapatan.

ILOILO City – The 3rd Infantry Division (3ID) of the Philippine Army deployed additional soldiers to Miag-ao, Iloilo following an encounter with New People’s Army (NPA) rebels on Saturday.

The 3ID spokesperson, Army Captain Cenon Pancito III, said, “We are ready if they want war.”

He criticized the rebels for not respecting the government ceasefire at this time when the country is battling with the coronavirus disease 2019 pandemic.

The NPA continue to launch atrocities, extort money from farmers and recruit people, even minors, said Pancito.

On April 18, troops of the 61st Infantry Battalion encountered around 49 rebels under the Suyak Platoon of the NPA Southern Front Committee in Barangay Cabalaunan, Miag-ao.

One suspected rebel died. The Army identified him as John Faronchilin, kagawad of Barangay Onop, Miag-ao.

The firefight lasted for some 40 minutes.

Army soldiers recovered from the clash site an M1 Garand rifle, a KG9 submachine gun, a .45 pistol, improvised explosive devices, medical paraphernalia, and subversive documents.

On the other hand, the NPA through spokesperson Ka Ilaya Kanaway denied that Faronchilin was a member of the NPA.

Faronchilin was a leader of a farmers’ association in their barangay, according to Kanaway.

“Ginakasubo gid namon ang pagtaliwan sang isa ka huwaran nga lider sang mangunguma. Samtang, ginakaakig sang sektor sang mangunguma ang kriminal, pasista kag berdugo nga militar nga nagpatay sa iya,” Kanaway said.

He also claimed that the encounter was faked by the Army.

Top officials of Negros Island yesterday condemned the New People’s Army (NPA) for killing three soldiers of the Army’s 94th Infantry Battalion, and injuring four others in Himamaylan City, Negros Occidental, Sunday.

“I am deeply dismayed and I condemn the attacks against our soldiers during a humanitarian mission,” Gov. Eugenio Jose Lacson said.

All 11 members of the House of Representatives from Negros Island also filed a resolution yesterday, strongly condemning what they called the deplorable act of the NPA.
“We recognize the heroism of all our soldiers, who are among the selfless frontliners in the fight against COVID-19 and for keeping the peace in Negros Island,” they said.

The soldiers were conducting an outer security patrol during the distribution of the Social Amelioration Program cash grants in Sitio Tugas, Brgy. Carabalan, Himamaylan City, when a 30-minute firefight ensued after the rebels set off an improvised explosive device and threw grenades at the soldiers, Lacson said.

The governor called for the cooperation of the Communist Party of the Philippines-NPA as the province and the rest of the world battle the COVID-19 pandemic.

“The war right now is not among us Negrenses and Filipinos, the real war is against the unseen virus that is out to attack all of us, regardless of our political beliefs,” he said.

“The entire world, the entire human race is in the midst of a pandemic right now. COVID-19 and the efforts to address it is not a socio-political issue or concern - this is a human race survival concern,” he said.

The virus knows no gender, nationality, social status, political beliefs, he pointed out.

“Unless all sectors of society unite to defeat this common enemy, it is us, it is the human race that will succumb and cave in defeat to COVID-19,” he said.

Lacson called on the rebels not to allow the pandemic to diminish progress to attain real and lasting peace.

Representatives Gerardo Valmayor Jr., Leo Rafael Cueva, Francisco Benitez, Juliet Marie Ferrer, Ma. Lourdes Arroyo and Genaro Alvarez of Negros Occidental, Greg Gasataya of Bacolod City, Stephen Paduano of Abang Lingkod, and Jocelyn Limkaichong, Manuel Sagarbarria, and Arnolfo Teves of Negros Oriental filed a joint resolution in the House condemning the attack.

“Confirmed reports indicate that the government forces were ambushed — the Army vehicle suffered from a landmine blast and grenades were thrown at the soldiers, and it was not an encounter as claimed by the NPA spokesman, who also said they did not suffer any casualty after the firefight,” the representatives said.

The solons said they “condemn the treacherous and cowardly attack” against the soldiers who were in the area to assist in the distribution of SAP grants to beneficiaries affected by COVID-19.

They also expressed their deepest sympathy to the families of the fallen soldiers.

Killed were 2Lt Ralf Amante Abibico, Cpl Joel Nobleza, and Pfc Carl Venice Bustamante, while injured were Cpl John Cris Laus, PFC John Paul Geonzon, Cpl Lismer Jade Tumayao, and PFC Alexis Mepranum.

The Army’s 3rd Infantry Division yesterday mourned the loss of the lives of three soldiers, including a young Army officer, in an ambush staged by the New People’s Army in Brgy. Carabalan, Himamaylan City, Negros Occidental, Sunday.

At the same time, Maj. Gen. Eric Vinoya, 3ID commander ,condemned the “cowardice and dastardly act of the NPA” saying the rebels violated the International Humanitarian Law for using landmines in the ambush.


Vinoya vowed the Army will press the fight hard against the local terrorist group.

Killed in the ambush were 2Lt Ralf Amante Abibico, Cpl Joel Nobleza and PFC Carl Venice Bustamante. Injured during the gunbattle were Cpl John Cris M. Laus, PFC John Paul M. Geonzon, Cpl Lismer Jade J. Tumayao and PFC Alexis I.Mepranum, all members of the 94th Infantry Battalion.

“They died protecting the people of Negros, they died as heroes,” Vinoya said.

Stressing that the CPP-NPA once again proved their outright disregard to the established laws on armed conflict, Vinoya said that the terroristic acts will motivate the Army to press on and finish the fight.
“We will hunt you down,” Vinoya said.

Col. InocencioPasaporte, 303rd Infantry Brigade commander, also said that the heroism of the slain Army troopers will never be forgotten by the people of Negros.
Pasaporte yesterday said that the injured Army troopers are now in stable condition as he lauded their heroism, bravery, and selfless dedication to secure and protect the Negros communities.

He also assured all necessary assistance and benefits to the families of the fallen soldiers.

Abibico, a graduate of the Philippine Military Academy, served as a platoon leader of the 94IB Charlie Company, who with 19 of his men were sent to secure the outer perimeter of Brgy. Carabalan, Himamaylan City, where residents are scheduled to receive cash grants under the Special Amelioration Program of the government.

KaJuanitoMagbanua, spokesperson of the NPA ApolinarioGatmaitan Command, in a radio interview, justified the staging of the ambush, claiming that it was a form of an active self defense while they are observing the extended ceasefire declaration as ordered by the CPP central committee.

They were identified as Alias Toy, 23, a resident of Jose Abad Santos, Davao Occidental is the commanding officer of Platoon Central, Guerilla Front Tala, Far Southern Mindanao Region, and his party wife, alias Len, 25, a resident of Malapatan, Sarangani, and the front medical officer of the said unit.

Accordingly, the couple has a son whom they left behind to relatives upon giving birth.

“We were just looking for a chance to surrender,” they told soldiers. “We want to be with our son and take care of him.”

“We were blinded by the false promises of the NPA that they will support our family. In reality, they do not care,” Len added.

Troy said the difficulties in the mountain and the COVID-19 crisis also strengthened their resolve to surrender.

“We only eat once a day. We are afraid of what our future will be if we still stay in the organization,” he added.

Lt. Col. Ronaldo Valdez, commander of the 73rd IB, personally gave cash assistance to the couple for their necessities.

“We will make sure that the couple will meet their son and will avail the Enhanced Comprehensive Local Integration Program of the government,” he added.

A New People’s Army member surrendered to the 30th Infantry Battalion in Surigao del Norte around 5 p.m. on April 16.

Lt Col. Jeffrey Villarosa, the 30IB commanding officer, said
the rebel also pointed to an arms cache in Sitio Baliw, Barangay Payapag, Surigao del Norte.

Soldiers recovered one M14 rifle, an M16 rifle with two magazines, one KG9 pistol and two magazines, one Uzi with one magazine, ammunition, and three 50-meter rolls of electric wire.

The rebel was a former member of the Regional Sentro De Gravidad (RSDG) , North Eastern Mindanao Regional Committee (NEMRC).


Villarosa said, “As a frontliner in our fight against threats to our national security, it always brings joy to our hearts to welcome former NPA rebels.”

He said the surrenderee will be briefed and enrolled in the Enhanced Comprehensive Local Integration Program of the government to help his transition into a normal life.

MALOLOS CITY, April 20 (PIA) -- Police arrested Sunday six members of Anakpawis for violating the Enhanced Community Quarantine.

Arrested suspects were on board a green jitney bound for Kalye 11, Barangay Bigte in Norzagaray, Bulacan. They were flagged down by authorities at the checkpoint when they tried to pass thru without presenting any pertinent documents.

“Norzagaray police personnel manning the checkpoint inspected the jitney and found 50 food packs and anti-government propaganda materials,” Police Regional Director PBGen. Rhodel Sermonia said.

Further information revealed that two of them are students from the Polytechnic University of the Philippines who were lured by other Anakpawis members to join in their purported relief operations.

A case for violation of Republic Act 11469 otherwise known as the Bayanihan to Heal as One Act is being prepared against suspects wherein penalties include imprisonment of two months or a fine of ranging from PhP10,000 to 1 million or both.

Meanwhile, the relief packs were later turned over to barangay Bigte officer-in-charge Rose Cappa.

“While it is true that the spirit of bayanihan should prevail in this time of crisis, it should be done without malice but purely out of generosity and compassion to our fellowmen,” Sermonia stressed.

ILOILO CITY, April 20 (PIA) – The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in Western Visayas has condemned anew the CPP-NPA terrorists for the killing of three soldiers in Himamaylan City, Negros Occidental, April 19.

In an official statement, the RTF-ELCAC 6 strongly condemns the treacherous and cowardly act of the CPP-NPA Terrorists against the members of the Army’s 94th Infantry Battalion who were conducting community security patrol in view of the distribution of Social Amelioration Program (SAP) of DSWD to support families amid COVID-19 pandemic.

“The dastardly move of the CNTs is a clear violation of the International Humanitarian Law, which this Task Force solidly denounces such act,” the statement noted.

The Task Force likewise expresses its deepest condolences to the bereaved family of the three fallen soldiers who made the supreme sacrifice to protect the lives of the people to ensure peace and development in Western Visayas.

The group also assured of the RTF-ELCAC 6’s support in any form to lessen the grief of the immediate family of the fallen heroes.

On the other hand, 3rd Infantry Division commander, Major General Eric Vinoya, also condemned the said terrorist’s act against the soldiers.

Vinoya said that “the incident vividly reminds us of the treachery and the true evil that reside in each and every heart of the CPP-NPA terrorists, as they once again proven their outright disregard to established laws on armed conflict.”

He added that the CPP-NPA terrorists’ continued use of landmine against the government troops is prohibited under the International Humanitarian Law (IHL) and this violation bespeaks of the cowardice and banditry of this terrorist group.

“These terroristic acts motivate us further to press on and finish the fight. We will hunt you down,” he said.

It can be recalled that three soldiers were killed when suspected members of the CPP-NPA terrorists detonated a landmine against the elements of the Army’s 94 IB, who were conducting security patrol in Sitio Tugas, Brgy. Carabalan, Himamaylan City, Negros Occidental around 10:00 am of April 19, 2020.

The soldiers were responding to the repeated plea of the local residents of Sitio Tugas on the presence of CPP-NPA terrorists who were conducting extortion and recruitment activities in their community, when the incident took place. (JBG/PIA6)

PASAY CITY, April 21 -- Senator Richard J. Gordon extended condolences to the bereaved families of 11 Filipino soldiers who were killed during a clash with the Abu Sayyaf Group (ASG) on Friday, April 17, in Patikul, Sulu.

In a statement, Gordon recognized the soldiers’ important role in the nation’s fight against terrorism and expressed dismay over the incident.

“The fallen are heroes in the continued fight versus terrorism. It is disheartening that during this time of national and global health crisis when many lives are lost to an invisible and treacherous enemy, there are those who continue to resort to the gun which results only in senseless deaths for both sides and leaves many widowed and orphaned,” he said.

The one-hour long encounter of the Philippine Army’s troops from 21st Infantry Battalion with the Abu Sayyaf armed fighters also left 14 other soldiers wounded. They were promptly given medical treatment, according to Armed Forces of the Philippines (AFP) Westmincom.

Police and military forces have launched a province-wide manhunt against gunmen behind the skirmishes in Kapatagan, Lanao del Sur that left three police officers injured on Sunday.
“We are pursuing the perpetrators, we worked with the Philippine Marines,” Col. Madzgani Mukaram, Lanao del Sur police director, said Monday.

The police were to arrest a wanted man but a firefight ensued.

Mukaram said the 2 a.m. operation sparked an armed confrontation that lasted for about 20 minutes in Barangay Daguan, Kapatagan.


The police, led by Capt. Karl Vincent Centinaje were armed with a warrant of arrest for murder issued by Regional Trial Court Branch 12 in Malabang, Lanao del Sur against Meranda K. Bagnas, 45, farmer and resident of Barangay Daguan.
Mukaram said police intelligence confirmed the presence of Bagnas in the village on Saturday night.

Backed by members of the Marine Battalion Landing Team (MBLT-5), the police went to an area where Bagnas was allegedly hiding. As the team was approaching the area, an undetermined number of gunmen, led by Bagnas, opened fire on government forces, triggering a 20-minute firefight.

Aside from Centinaje, also injured were Cpl. Morsed Maliga and Pat. Abdul Khamied Unda, all belonging to Kapatagan town police force.

It was uncertain if the gunmen, who all fled the scene, had suffered casualties.

Mukaram said all the wounded police officers are now in stable condition at a hospital in Malabang.

A fierce clash between government troopers and communist terrorists claimed the lives of three soldiers of the Philippine Army’s 94th Infantry Battalion (IB) in Himamaylan City, Negros Occidental on Sunday.

The 3rd Infantry Division (3ID) identified the fatalities as 2nd Lt. Ralf Amante Abibico of Bauko, Mt. Province; Cpl. Joel Nobleza of Jamindan, Capiz; and Pfc. Carl Venice Bustamante of Surallah, South Cotabato.

Maj. Gen. Eric Vinoya, commander of the 3ID,
condemned the "cowardice and the dastardly act of the Communist Party of the Philippines-New People’s Army (CPP-NPA) terrorists".


"To the families, relatives, and friends of our fallen soldiers, we extend our deepest sympathies. They died protecting the people of Negros, they died as heroes," Vinoya said in a statement on Monday.

Col. Inocencio Pasaporte, commander of the 303rd Infantry Brigade, which has jurisdiction over the operations of 94IB based in Guihulngan City, Negros Oriental, also paid tribute to his three men.

“We express our deepest sympathies to the families of our hero-soldiers who died fighting for peace in Negros Island,” Pasaporte said.

Four soldiers were also wounded during the 30-minute firefight in Barangay Carabalan which started at around 10 a.m.

They were identified as Cpl. John Cris Laus, Cpl. Lismer Jade Tumayao, Pfc. John Paul Geonzon and Pfc. Alexis Mepranum. They are all in stable condition in a hospital in this city.

Pasaporte said government troops were deployed to the area to secure residents claiming social amelioration grant from personnel of the Department of Social Welfare and Development amid the coronavirus disease 2019 (Covid-19) crisis. The soldiers pursued the rebels extorting food and money from residents.

He added that when the troops were closing in on them, the communist-terrorists set off an improvised explosive device and threw hand grenades. The explosion immediately killed Abibico and one of his men. The other soldier died while being evacuated.

Pasaporte said the soldiers also saw the rebels dragging their dead and wounded comrades.

"We will heighten operations to capture these NPA terrorists and stop them from sowing fear in the communities," he added.

The CPP-NPA, which has been waging 51 years of war against the government, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The government militiaman killed by communist guerillas last week in the Surigao del Sur town of San Miguel was laid to rest Sunday morning (April 19).

Wilson Esta Behing, a member of the Manobo tribe in Barangay Carromata, San Miguel,
was killed by the New People’s Army (NPA) on Tuesday (April 14) while tending his farm and was unarmed. Reports said Behing’s killing was witnessed by his children.

His brother, Nilo, turned emotional during the burial, as
he lambasted the NPA in the area for the alleged killings of several civilians in the area, most of whom are indigenous peoples (IPs).

“We were once considered by them (NPA) as their masses. But time went on that we could no longer comprehend what they are fighting for, so we decided to support the government for our own good,” Nilo said in a recorded statement sent to the Philippine News Agency Sunday.

“In the mountains where the IPs reside, the NPA rebel now hunt us like wild animals. They completely disregarded the value of our lives,” he added.


Nilo said the communist rebel movement should stop saying that the masses in the countryside are the "strength and hope of this country, for now, they are killing innocent civilians".

The killing of Behing was condemned by the National Commission of Indigenous Peoples in Caraga Region (NCIP-13), the Philippine Army, and the Philippine National Police (PNP).

On March 19, the NPA also killed Datu Bernandino Astudillo, 73, the Manobo tribal leader of Magroyong, San Miguel and a civilian identified as Zaldy Ibanez, 52.

With the NPA killing of tribesmen who do not support the armed rebellion, Nilo said it was time for the government to consider providing round-the-clock security to IP communities as they now fear going back to their ancestral lands because the NPA rebels are "roaming around and hunting us".

“This is my appeal to President Rodrigo Duterte. Help the IPs to have peaceful lives so that we could move on with our lives, produce food for our families,” Nilo said.

Meanwhile, Behing’s widow, Amie, expressed sadness and fear with the loss of her husband, saying she is worried about the future of her five children. Her eldest is 10 and the youngest is three.

“I don’t know how to survive with my children. They are still young. The NPA has stolen their future. They have no heart to our children,” Amie said in the local dialect.

“Why did the NPA kill my husband? How grave was his sin that they decided to take his life?” she said.

Amie recalled that the NPA killed her husband in front of their children "who were helpless to defend their father".

“My children are really affected. Oftentimes, they cry when they recall that day when the NPA killed their father. I really pity them. This will not be lost in their memory until they grow up,” she said.

Datu Rico Maca, the Indigenous People Mandatory Representative (IPMR) of San Miguel town, has appealed to the NPA to " stop the killing of civilians, especially the IPs".

Maca is the older brother of Amie and the brother-in-law of Behing.

“Life is very difficult for us now with the danger posed by Covid-19 (2019 coronavirus disease) and the continuing threats of the NPA," Maca said in an interview with the PNA on Sunday.

“With the Covid-19, most of the IPs want to go back and concentrate in remote villages to be safe and to have a chance to farm for a living. But the NPA rebels are also there waiting and ready to kill us. Where will the IPs go?” he said.

He appealed to the government to give justice to his brother-in-law, as well as for government agencies to help the widow of Behing and her children.

“In the middle of this pandemic, my sister and the other widows whose husbands were killed by the NPA need immediate intervention by the government,” Maca said.

The NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, and New Zealand.

The Armed Forces of the Philippines (AFP) on Monday announced that it will deploy its mobile kitchens to provide free hot meals to homeless people, who are severely affected by enhanced community quarantine (ECQ) being implemented in Luzon in wake of the coronavirus disease (Covid-19) outbreak.

In a statement, Navy Captain Jonathan Zata, AFP public affairs office chief, said this effort will complement government efforts to assist street dwellers.

Under the “Kapwa Ko, Sagot Ko” campaign, around 3,000 disadvantaged individuals and families will be given free hot meals once a day starting Monday.

Zata said Purok 1, 2 and 3, of Barangay Tatalon, Quezon City will be the pilot project site for the activity before possibly shifting to other adjacent communities.

He said provision of meals through the AFP mobile kitchen follows ECQ protocols which limit civilian movements and activities outside their residences. "Other identified beneficiaries include stranded workers or students receiving little or no support, informal settlers and families in depressed communities," Zata said.

He added culinary-trained soldiers will be deployed onboard two military kitchen trucks tagged as “Vessels of Blessings”.

These troops will prepare the meals every day while support personnel will deliver them to designated drop-off points.

The project is being implemented by the Civil Relations Service AFP (CRSAFP) led by its commander, Maj. Gen. Ernesto Torres Jr. It tapped the help of partner stakeholders and donors to enliven the “bayanihan” spirit amid the threat of the Covid-19 pandemic in the country.

"Those who wish to contribute and be part of “Kapwa Ko, Sagot Ko” campaign whether through the use of military resources or donations, may coordinate with the CRSAFP," Zata said.

The Philippine Air Force’s fleet of Lockheed C-130 "Hercules" cargo planes have airlifted some 89,775.36 kilograms of government-procured personal protective equipment (PPE) sets from March 31 to April 19.

This is in support of the Bayanihan to Heal as One Act in response to the coronavirus disease 2019 (Covid-19) pandemic, Air Force spokesperson Maj. Aristides Galang said in a statement late Sunday.

"From March 31 to April 19, 2020, PAF C-130(s) have transported a total of 89,755.36 (kilograms) of government-procured PPE from Xiamen International Airport in China to Villamor Air Base in Pasay City. The following PPE were composed of sterile and disposable protective suits, medical goggles, KN95 masks, surgical masks, medical gloves, protective gowns, head covers, surgical caps, and shoe covers," he added.

Galang said the PAF is currently on its ninth tranche of continuous flights until the completion of the 1 million PPE sets.

"As a standard operating procedure, PAF medical teams and the Chemical Biological Radiological Nuclear Explosives personnel from 710th Special Operations Wing were present during the arrival of (these aircraft), ensuring that all cargoes and personnel present during the said activity underwent preventive disinfection and decontamination process," he added.

Galang also said that pilots and crew in these missions are dedicated to ensuring that essential medical supplies and other equipment are successfully transported.

"Undoubtedly, their sacrifices are a clear manifestation that the welfare of the Filipinos is their first priority," he added.

The Philippine National Police (PNP) on Monday condemned members of Anakpawis for violating the enhanced community quarantine (ECQ) in Luzon for attempting to organize a mass gathering in Norzagaray, Bulacan in the guise of distributing relief goods.

“The PNP under the command of Gen. Archie Gamboa, strongly condemns the wanton disregard for public health protocols by members of the militant Anakpawis who traveled all the way to Norzagaray, Bulacan yesterday (Sunday) for an apparent agitation and propaganda activity in a local community under the deceptive cover of a relief mission,”
PNP spokesperson, Brig. Gen. Bernard Banac said in a statement sent to reporters.


He said due to their flagrant acts of willful defiance of Section 9 of Republic Act 11332 or the Mandatory Reporting of Notifiable Diseases and Health. Events of Public Health Concern Act; Executive Order No. 922; Article 151 of the Revised Penal Code (Disobedience); and Article 142 of the Revised Penal Code for conspiracy to commit sedition; the PNP will press criminal charges against ex-Rep. Ariel B Casilao, 40; and Anakpawis members Karl Mae San Juan, 29; Marlon Lester Gueta, 26; Robero Medel, driver, 52; Eriberto Pena Jr., 60; Raymar Guaves, 21; and Tobi Estrada, 22.

All of them will be subject to inquest proceedings on Monday.

The violation of RA 11332 is penalized with a fine of not less than PHP20,000 but not more than PHP50,000 or imprisonment of not less than one month but not more than six months, or both, at the discretion of the proper court.

Based on the report, the Anakpawis members were on board a passenger jeepney (ZNH-869) that was stopped at a quarantine control point in Barangay Bigte around 11 a.m. on Sunday.

The group failed to show any proof of exemption or authority for their presence in Bulacan, except for the alibi that they will deliver a cargo of relief packs to their members and sympathizers in Kalye 11 in Barangay Bigte.

But upon visual inspection, the cargo contained anti-government flyers, printed materials and tarpaulins with suggestive slogans that promote the political ideology of Anakpawis, the electoral wing of the militant Kilusang Mayo Uno and the Kilusang Mangbubukid ng Pilipinas.

The relief packs, nonetheless, were promptly released and turned over to officials of Barangay Bigte while the propaganda materials were confiscated as evidence for court proceedings.

Casilao, will face similar charges for violation of RA 11332 and additional charges for usurpation of authority under Article 177 of the Revised Penal Code for misrepresenting himself as a party-list representative of Anakpawis, an elective post he previously held during the 17th Congress that ended in June 2019.

Casilao is not a member of the 18th Congress as he claimed himself to be when he tried to intercede on behalf of the arrested Anakpawis members.

Banac said that it is terribly disturbing that this organization which styles itself as advocates of public welfare will rather promote its anti-government ideology at the expense of public health during this critical period of a national health crisis.

“It is a matter of life or death that we need to make this quarantine work, but incidents of quarantine violations like this make containment efforts against the virus less effective and detrimental to public health,” he stressed.

Meanwhile, DILG spokesperson and Undersecretary Jonathan Malaya said that the presence of numerous propaganda materials bared the true purpose of their unauthorized travel.

“Kung tunay ngang relief operation ito, bakit sila magdadala ng napakaraming (If this is a legitimate relief operation, why do they have so many) propaganda materials?” he said in a statement.

“Anakpawis will have their day in court. The DILG assures them of due process. Sa korte na sila magpaliwanag (They must explain before the court),” he said.

President Rodrigo Duterte on Sunday night received a phone call from US President Donald Trump as the coronavirus disease (Covid-19) pandemic continues to affect almost every country and territory across the world.

In a virtual presser on Monday, Presidential Spokesperson Harry Roque confirmed that the two leaders discussed bilateral cooperation against Covid-19 but he did not go into details.

“The call came in at 10:10 in the evening. It was initiated by the US government. It lasted for about 18 minutes. It was cordial and it was about bilateral collaboration on Covid-19 but beyond that I have no authority to divulge any further details,” he said.

Roque appealed for understanding from the public for not giving a full account of the conversation, stressing that diplomatic communications are an exception under the Executive Order No. 2 on the Freedom of Information program which mandates public disclosure of all government records involving public interest.

“We have notes and transcripts but even that po hindi pupuwedeng inanunsyo sa publiko. Humihingi po ako ng inyong pag-iintindi (cannot be announced to the public. I am asking for your understanding),” he said.

Roque said he had no knowledge about whether Duterte and Trump discussed the former’s sentiment about the US’ aggressive recruitment of Filipino nurses.

On April 13, Duterte criticized the US for causing problems by luring Filipino nurses to their country instead of relying on their own human resources.

He said that because the US also made it easier for Filipino nurses to apply for a working visa, he was concerned that the Philippines would run out of medical professionals to treat Covid-19.

“Dapat kayo umasa sana sa sariling mga tao ninyo. Eh ngayon kinukuha, kinakaltasan mo ang Pilipinas pagdating ng panahon magkulang, sorry na lang tayo (You should rely on your own people. Now you’re getting them away from the Philippines. If there will be a shortage, we’ll be sorry),” Duterte said in a televised public address.

Over the weekend, Trump said China should face unspecified consequences if it was “knowingly responsible” for the Covid-19 pandemic.

Asked to react on the US leader’s pronouncement, Roque said all countries that have violated international obligations under the 2005 International Health Regulations (IHR), a treaty established under the auspices of the World Health Organization (WHO), may be held liable.

However, Roque said Trump has to prove first that China “knowingly” suppressed crucial information about Covid-19.

“Ang issue nga lang po ay pati si Presidente Trump, hindi sigurado kung merong ginawa ang China na magiging isang paglabag sa kaniyang obligasyon sa larangan ng international law. He himself is unsure pero siyempre po kung aakusahan niya ang Tsina na merong paglabag ay kinakailangang siya po magbigay ng pruweba (The issue is even President Trump is unsure if China violated its obligation under international law. He himself is unsure but if he wants to take action against China, he needs to give proof),” he said.

The total number of Covid-19 cases in the US is currently at 755,533, according to data from Johns Hopkins University (JHU).

To date, the JHU said the disease has killed more than 40,000 people in the US, nearly a quarter of all deaths from Covid-19 across the globe.

In the Philippines, there are a total of 6,250 confirmed Covid-19 cases in the country and 409 deaths as of April 19.

Globally, there are more than 2.3 million cases while fatalities reached 164,000.

Aside from its ships and personnel, the Philippine Navy (PN) continues to use its aircraft to support the government’s ongoing efforts to contain the coronavirus disease 2019 (Covid-19) pandemic.

“The PN's air component, the Naval Air Wing, has deployed aircraft to undertake necessary transports related to government’s campaign against the coronavirus pandemic now grappling almost the entire country,” said PN public affairs office chief, Lt. Commander Maria Christina Roxas, in a statement Monday.

Roxas was referring to the deployment of the PN’s AgustaWestland helicopter, with tail number 431, which flew in medical personnel of the Department of Health Region 7 from Naval Forces Central in Cebu to Siquijor to pick-up specimen samples for Covid-19 for further testing.

“This will help create the Covid-19 profile of the region in order for the department to craft and implement policies and take necessary actions to prevent the spread of coronavirus disease and assist those who may need medical attention,” she added.

Aside from a helicopter, Roxas said the PN dispatched a Norman-Britten Island aircraft with tail number NV-310, for the aeromedical evacuation of a patient who suffered from a stroke.

This patient came from Jolo, Sulu and was transported to a Zamboanga City medical facility for treatment.

“After which, pilots and aircrew of NV-310 underwent sanitization and disinfection process to eliminate possible contamination from Covid-19 in compliance to the inter-island transportation protocol set forth by the national and local government,” Roxas added.

The Armed Forces of the Philippines (AFP) on Monday confirmed that 33 of its personnel, both military and civilian ranks, were confirmed to be infected with the coronavirus disease (Covid-19).

During the "Tapatan sa the Aristocrat Restaurant" online news conference, AFP spokesperson, Marine Brig. Gen. Edgard Arevalo, said the number includes 22 active-duty soldiers, six dependents, four civilian employees, and one reservist.

Also, 20 soldiers who were earlier confined at the AFP Medical Center in Quezon City for Covid-19 are now reported recovered, Arevalo added.

"We're giving these figure(s) out just to establish the point na ang inyo pong mga sundalo na sa kabila po ng ating kinakaharap na paglaban na may namamatay sa ating hanay na bayani sa pakikipaglaban sa Abu Sayyaf, sa New Peoples’ Army, mayroon pa rin po tayong pinaglalabanan, itong sakit na (that soldiers, aside from facing death as heroes for fighting the Abu Sayyaf and the New People's Army, they are also fighting this disease, this) Covid-19," he said.

Arevalo said he is making these figures public so that Filipinos will cooperate and comply with the enhanced community quarantine protocols being implemented all over Luzon.

"So makipagtulungan po tayo, upang sa ganoon ay hindi na po tayo dumating dun sa punto na hahagilapin pa natin ang iba pang sundalo upang tumulong lang sa pagpapatupad at manumbalik lang ang disiplina at kaayusan sa ating mga komunidad (Let's cooperate so we will not reach a point where we have to search other soldiers for them to help in enforcing discipline and order in our communities)," he added.

Aside from the confirmed Covid-19 cases, Arevalo also reported that the AFP has recorded 111 soldiers and four dependents as probable cases, and 141 troopers and 21 dependents as suspect cases.

Malacañang on Monday vowed to pursue justice for the bereaved families of 11 soldiers and 14 others wounded in a clash with the Abu Sayyaf Group (ASG) in Patikul, Sulu last Friday (April 17).

“Ang pangako po natin sa pamilya ng mga nasawi, bibigyan po natin ng katarungan ang inyong mga mahal sa buhay, at itataguyod pa rin natin ang soberenya ng Pilipinas (Our promise to the grieving families, we will give justice for your loved ones and will still promote the sovereignty of the Philippines),” Presidential Spokesperson Harry Roque said in a virtual briefing.

Roque earlier condemned the attack, stressing how enemies of the state “choose no date and occasion” in attacking government troops.

In a statement, Chief Presidential Legal Counsel Salvador Panelo also extended condolences to the soldiers’ families.

“We extend our deepest condolences to the families of these fallen soldiers who bravely fought for the State, as we pay tribute to their sacrifices, as well as to the honor they bring to our citizens in maintaining law and order in our land,” he said.

Panelo described the firefight as “barbaric” and “deliberate acts of cruelty”.

“No rhyme nor reason can ever be ascribed to such an affront to - and outrage upon - a person’s dignity. They are not only anti-democratic, but anti-human as well,” he said.

Panelo said the Abu Sayyaf “could not have committed far worse crimes” than what they did given that the attacks took place while the country is in a public health emergency.

He also called on government to pursue the Islamic extremist group.

“The perpetrators of these crimes should be relentlessly and mercilessly pursued to wherever until the guillotine of law falls down hard on them for their lawless and barbaric acts of violence,” he said.

Eleven soldiers were killed while 14 others were wounded in a firefight between government forces and ASG bandits in Danag village in Patikul, Sulu on Friday afternoon.

It was the government troops' second encounter with ASG members following the April 16 confrontation that wounded three soldiers.

President Rodrigo Duterte has yet to issue any order for the military to implement a “stricter” implementation of the enhanced community quarantine (ECQ) in Luzon and some parts of Visayas and Mindanao, Malacañang said on Monday.

Presidential Spokesperson Harry Roque made this clarification after an internal memo of the Philippine Air Force (PAF) advising troops to "prepare for strict implementation of extensive enhanced community quarantine where the AFP (Armed Forces of the Philippines) will be the overall in-charge along roads and highways" was leaked.

“The President has not actually exercised this extraordinary power of calling upon the military for this purpose,” Roque said in a virtual presser.

Roque, however, said it was only natural for the military to prepare to enforce an “extensive” ECQ upon the President’s orders.

He also said Duterte’s order for the military to implement stricter quarantine protocols should not be likened to martial law.

“Iyan po ay kapangyarihan ng Presidente at hindi po iyan martial law (That is the power of the President and it’s not martial law),” he said.

Roque said the President will not think twice about letting the military takeover since it is allowed under the 1987 Constitution.

“He will not hesitate to call upon the military to enforce the ECQ. That’s the calling out power. If he so decides, he will issue the necessary and corresponding executive issuance,” he added.

On April 17, Cabinet Secretary Karlo Nograles said pronouncement was a “mere warning” to those who would continue to defy the quarantine protocols.

“The President is only trying to emphasize to the people that he also has the ability to ask the AFP and the PNP (Philippine National Police) to help impose orders, if need be. He has that power. So, warning lang sa violators. (It’s a warning to violators),” he said.

Nograles also noted that the 1987 Constitution is “very clear” that Duterte can only enforce a martial rule when there is rebellion or invasion.

Thus, the President would only give soldiers and policemen a “bigger” role in the imposition of the ECQ, should quarantine violations persist, he said.

Under Article 7, Section 18 of the Constitution, "the President shall be the Commander-in-Chief of all armed forces of the Philippines and whenever it becomes necessary, he may call out such armed forces to prevent or suppress lawless violence, invasion or rebellion".

The Constitution also provides that the President can declare martial law, “in case of invasion or rebellion, when the public safety requires it.”

In a televised national address on April 16, Duterte told the police and the military to get ready to take the lead in the implementation of the ECQ in Luzon, in case the number of quarantine violators continues to rise.

Upset over the reported quarantine violations during the ECQ period, the President said his order would be similar to the declaration of “martial law."

This week, President Rodrigo Duterte is expected to decide on whether to extend or modify the ECQ which will end on April 30.

He will consider five parameters, which include the “trends in the Covid-19 epidemiological curve, the capacity of the health care system, and the social, economic, and security factors,” in deciding on the fate of ECQ.

Malacañang on Monday said atrocities committed by the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP), show that they are not sincere in declaring a ceasefire during the enhanced community quarantine (ECQ) imposed to contain the coronavirus disease 2019 (Covid-19).

Presidential Spokesperson Harry Roque made this comment amid the growing recommendations to President Rodrigo Duterte to terminate the ceasefire with the CPP-NPA amid series of violations.

“Identified po ang mga NPA na gumawa niyan. So parang wala pong good faith din itong CPP-NPA (NPA has been identified to be involved in those cases. So, it seems the CPP-NPA is not acting on good faith),” Roque said in a virtual presser.

Roque was referring to the March 29 incident where one soldier and another NPA rebel were reportedly killed during a firefight in Rodriguez, Rizal.

Reports also showed that NPA guerrillas allegedly snatched food packs from Guinmaayohan village officials in Balangiga, Eastern Samar last April 7.

Communist guerillas also reportedly killed Wilson Esta Behing, a member of the Manobo tribe in San Miguel, Surigao del Sur while he was tending his farm and was unarmed on April 14.

“Bagama’t wala pang desisyon ang Presidente, ang tanong natin ay bakit kasi nagdedeklara ng unilateral ceasefire na hindi naman nila sinusunod mismo (Although the President has not decided yet, our question is why declare a unilateral ceasefire when they can’t follow it themselves),” he said.

Roque earlier said it is up to the National Task Force on Ending Local Armed Conflict (NTF-ELAC) to discuss the ceasefire with Duterte

“Ang alam ko, maraming nagre-recommend na huwag na pong ituloy iyan pero hindi pa po nagdedesisyon ang Presidente (What I know is many are recommending not to continue the ceasefire but the President has not made his decision yet),” he said.

Last March 25, the CPP accepted Duterte’s truce offer so law enforcement agencies could focus on curbing the rise in Covid-19 cases.

After initially refusing to reciprocate the ceasefire declared by Duterte, CPP founder Jose Maria Sison announced that they would observe their own truce in response to the call of the United Nations (UN) for an immediate global ceasefire.

The CPP-NPA-NDF (National Democratic Front of the Philippines) is listed as a terrorist organization by the Philippines, United States, the European Union, the United Kingdom, Australia, Canada, New Zealand.
