THE Supreme Court (SC) for the first time has explicitly defined and explained what “red-tagging” is as it granted the writ of amparo sought by a red-tagged activist who was also a former militant party-list representative.

In an en banc decision dated July 4, 2023 but made public only on May 7, the magistrates held that red baiting or tagging threatens the right to life, liberty and security of the person who has been tagged.

The SC held that inherent in the practice of red tagging is the use of threats and intimidation to discourage “subversive” activities.


“Whether such threats ripen into actual abduction or killing of supposed ‘reds’ is largely uncertain. It is at this phase where the petitioner is at risk of enforced disappearance or extrajudicial killing when the writ of amparo becomes necessary. Owing to the covert nature of red-baiting, the judge must carefully discern whether the petition clearly contains amorphous grounds,” it said.

“When it appears that there is a substantial likelihood that the labelling of petitioner as a subversive might result in an abduction or killing, the nature and purpose of the writ justify its preliminary issuance, along with the order for the respondent/s to file a return to further evaluate the genuineness and authenticity of the threat,” it added.


The en banc said the damages inflicted by red tagging also evolve, starting from the psychological before they turn physical.

Previous SC rulings on writ of amparo petitions by red-tagged activists did not make a clear definition of what red tagging is.

WRIT OF AMPARO

In its decision, the High Court granted the writ of amparo sought by Siegfred Deduro, who is an activist and a former Bayan Muna party-list representative during the 12th Congress.

A writ of amparo (a Spanish word that means protection) is a special writ to protect or enforce a constitutional right other than physical liberty, while a writ of habeas data is a petition asking the court to compel the respondent to delete or destroy damaging information.

Deduro had claimed that on June 19, 2020, in a meeting of the Iloilo Provincial Peace and Order Council attended by Gov. Arthur Defensor and members of the media, military officers gave a presentation where he, among others, was explicitly identified as a member of the Communist Party of the Philippines and its armed wing, the New People’s Army.

He said the military officers were under the command of Maj. Gen. Eric Vinoya, the commanding officer at the time of the Army’s 3rd Infantry Division headquartered in Camp Jamindan in Capiz.

The military’s allegation was later reported by Bombo Radyo Iloilo and the Philippine News Agency.

Deduro said posters were put up in different locations in Iloilo City, with his image labeled as a criminal, terrorist, and member of the CPP-NPA-National Democratic Front.

He also said unidentified men followed him on several occasions.


Deduro initially sought protective relief from Branch 24 of the Iloilo City Regional Trial Court, which denied his plea on October 2020. The court found his allegations of red-tagging insufficient to be considered threats to his life, liberty, and security.

This prompted Deduro to elevate the case to the SC, which ruled in his favor.

The High Court, through Associate Justice Rodil Zalameda, said it found prima facie evidence to grant Deduro’s plea.

“Contrary to the RTC’s ruling… we find that the Petition and its allegations, on its face, merit the issuance of a writ,” the en banc ruling said, adding that the writ of amparo is a remedy available to any person whose right to life, liberty, or security is violated or threatened by an unlawful act or omission of a public official or employee, or of a private individual or entity.

The en banc stressed that even if Deduro was not subjected to an actual extrajudicial killing or enforced disappearance, “such lack does not disqualify his claim for the right to security.”

The magistrates also said the petition contains “sufficient allegations” upon which the RTC could grant the issuance of the writ, adding that aside from his personal circumstances, Deduro also alleged facts that constitute threats to his life, liberty and security such as the red-tagging by military officers.

The en banc cited the red-tagging and vilification of Mandaluyong City RTC Judge Monique Quisumbing-Ignacio in two tarpaulins that were hung on footbridges along EDSA after she dismissed the illegal possession of firearms charges against activists Lady Ann Salem and Rodrigo Esparago in 2021.

The SC at the time responded to Quisumbing-Ignacio’s red-tagging by issuing a rare, strongly-worded statement condemning threats and killings of lawyers and judges.

“Even as we then condemned in the strongest sense every instance where a lawyer is threatened or killed, and where a judge is threatened and unfairly labeled, we now emphatically declare that we do not view the lives of civilians as less precious than that of lawyers and judges. We considered a tarpaulin connecting a judge to the CPP as a threat. With equal fervor, we hold that a similar tarpaulin harping on alleged ties between civilians and the CPP is also a threat,” the SC said.

The en banc also said that by dismissing the petition without requiring Vinoya to first file a return, the RTC effectively denied both parties’ due process.

“The petition filed before the RTC is thus neither manifestly groundless nor lacking in merit. It was an error for the RTC to cursorily dismiss the case without requiring respondent to file a return. The RTC effectively denied both parties’ due process: it not only prevented petitioner from fully ventilating his cause, but it also deprived the State of the opportunity to effectively define its side on the matter,” it ruled.

It also stressed that although while it is uncertain whether “red-baiting” threats ripen into actual abduction or killing of supposed “reds,” Deduro should not be expected to “await his own abduction, or worse, death, or even that the supposed responsible persons directly admit their role in the threats to his life, liberty, or security.”

The twin encounters between Army soldiers and remnants of the New People’s Army on Monday led to the temporary displacement of 116 families, composed of 480 individuals, in three hinterland sitios of Barangay Carol-an, Kabankalan City, Negros Occidental.

The affected families are residents of sitios Tagoc, Bobon, and Matampa in Brgy. Carol-an, Kabankalan City, and are temporarily staying at Carol-an barangay gymnasium, where they were provided with essential food packs and medicine, courtesy of the Department of Social Welfare and Development, and Rep. Mercedes Alvarez.

The two encounters in Sitio Tagoc, Brgy. Carol-an, Kabankalan City, between 94IB soldiers and an estimated nine members of remnants of the dismantled Central Negros 2 guerilla front, led to the recovery of four M16 assault rifles, a 5.56mm carbine rifle, two rifle grenades, two backpacks, and a bandoleer containing magazines filled with ammunition.

According to Army regional spokesman Lt. Col. J Jay Javines, traces of bloodstains were also discovered at the encounter, which indicated that some of the fleeing rebels may have been injured in the gunbattle, while no one soldiers were reported hurt.


In a dialog with the displaced families, which was facilitated by the 94th Infantry Battalion at the covered court of Brgy. Carol-an on May 7, Mayor Benjie Miranda assured residents that law enforcement is effectively managing the situation, as he urged them of their continued vigilance and support in the effort of the Philippine Army to maintain peace and progress.

Lt. Col. Van Donald Almonte, 94IB commander, thanked the community for their support, as he urged those involved with the NPA to surrender.

Rep. Alvarez, on the other hand, gave P10,000 to Carol-an barangay chairman Jocerel Paculanang for the food of affected families, aside from loaves of bread distributed by her staff.

She added that she also informed Social Welfare and Development Secretary Rex Gatchalian of the encounters, and requested family food packs for distribution to the affected families.*

MANILA – Senator Robinhood Padilla has called on the private sector to provide Philippine Navy vessels better port access as part of a whole-of-government and whole-of-society approach to strengthen national security.

In a privilege speech delivered Tuesday night at the Senate, Padilla expressed alarm over the significant delays that Navy vessels currently face before being allowed entry into ports, hindering their maintenance, refueling, and reprovisioning.

“Kadalasan po, umaabot po ito ng apat hanggang apatnapu’t walong oras bago mabigyang pahintulot o espasyo sa mga daungan ang ating Philippine Navy. Depende rin po sa permisong ibibigay ng pribadong sektor kung gaano sila katagal maaaring manatili sa daungan (Usually, it takes four to 48 hours before our Philippine Navy is given permission or space in the ports. It also depends on the permit given by the private sector as to how long they can stay at the port)," Padilla said.

"Kung kaya po ng ibang nasyon na tulungan ang ating bansa, tulad ng America, nararapat lamang siguro po, Ginoong Pangulo, na asahan din natin ang suporta at tulong ng mga pribadong sektor nating mga kababayan (If other nations can help us, like the United States, then it is proper that we get support from our own private sector)," he said.

Padilla said the private sector should be “more accommodating” to the country’s Navy vessels, and suggested that military access to ports should be part of contracts and future concession agreements.

He also called for “more convergence projects” between the Philippine Ports Authority (PPA) and the Navy via their mother agencies - the Department of Transportation (DOTr) and Department of National Defense (DND), respectively - just like the latter's TIKAS (Tatag ng Imprastraktura para sa Kapayapaan at Seguridad) Program with the Department of Public Works and Highways.

MANILA – The Philippines needs to beef up its naval defenses to fully secure its maritime zones, Presidential Assistant for Maritime Concerns Andres Centino said Wednesday.

"With the imperative to secure our maritime zones, we need to double our effort in strengthening the Philippine Navy as the forerunner in territorial defense. As I stated way back in 2022 (when I was) still as a Chief of Staff," said Centino, a retired Armed Forces of the Philippines (AFP) chief, during the Navy's Maritime Security Symposium 2024 held in Quezon City.

Centino said this move is essential as the Philippines is expected to face more maritime threats in the near future.

"And to this day, I firmly believe that a strong Armed Forces of the Philippines needs a modern and multi-capable naval force for it to effectively perform its mandate of protecting the people and securing the state," he stressed.


Centino said there is a need for everyone to fully support the development of the PN "as an institution and the modernization of its capabilities".

This effort seems to have bore fruit as the PN on May 2 was announced to be the recipient of a huge chunk of the USD35 billion proposed budget for the ongoing AFP Modernization Program.

"I feel that this is very significant and timely as the AFP transitions from internal defense and pursues capabilities to multi-domain warfare," Centino said.

If granted, this funding will allow the PN to expand its naval assets and complement acquisitions such as the guided missile corvettes, landing patrol docks, frigates and fast attack interdiction craft.

"Moreover the contributions of the international community to our modernization efforts are highly appreciated which includes coastal radar systems, maritime surveillance systems such as the dark vessel detection system," Centino pointed out.

While technology and equipment are important, he also said having these assets requires the PN to improve the capabilities of its personnel to allow it to become more effective in fulfilling its mandate.

MANILA – The civil society group "Atin Ito Coalition" is free to hold its "peace and solidarity regatta" aimed at installing markers and buoys in Bajo de Masinloc (Scarborough Shoal) on May 15, an official of the National Task Force for the West Philippine Sea (NTF-WPS) said Wednesday.

"The NTF-WPS has no objections to the planned civilian mission to support our fishermen in Bajo de Masinloc. But since it’s a civilian mission, the NTF-WPS has no participation in organizing the activity," the task force’s spokesperson Jonathan Malaya said in a message to the Philippine News Agency.

Two civilian vessels and about 100 fishing boats are expected to take part in this activity.

Malaya, who is also National Security Council assistant director general, said the group is still seeking clearance from the Philippine Coast Guard (PCG) to "ensure maritime safety for all participants of the said mission."

Asked what the government would do if Chinese ships harassed the civilian convoy, he said the "PCG will be there to ensure maritime safety because that's their mandate."

In a separate message, National Security Adviser Eduardo Año said the group's mission to the Bajo de Masinloc falls under the "freedom to travel" provision of the Bill of Rights under the 1987 Constitution.

"Hence, it will be allowed to pursue its noble voyage to WPS but the participants are reminded also to be cautious," he said.

Año, who is also NTF-WPS vice chair, said the PCG would provide assistance in terms of protection and provide medical/rescue assistance if necessary.

"In fact, we laud and admire the participants for their nationalistic and patriotic spirit in coming up with this kind of activity to raise the consciousness of the Filipino people in upholding our national interest," he said.

MANILA – The Philippines, located in a region home to some of the world’s dangerous flashpoints, is taking on a huge role to help shape a rules-based order with a foreign policy that promotes peace and adherence to international law.

Delivering a foreign policy speech at the Asia Pacific Foundation of Canada in Vancouver on May 7 (Pacific time), Foreign Affairs Secretary Enrique Manalo said Manila is one with like-minded nations in making the Indo-Pacific “an engine of global growth and a hub for human flourishing”.

“Especially in the midst of global uncertainties and the evolving geopolitical dynamics, we are dedicated as ever in playing our role in keeping our region on the path of peace and prosperity,” he said.

Manalo made the remarks amid China’s continuous intrusion and harassment within the Philippines' exclusive economic zone in the South China Sea.

He said the country would only use a “rules-based approach” in the management and resolution of disputes and overlapping claims in the area.


“To us, protecting our rights in our exclusive economic zone and ensuring unimpeded access is critical for safeguarding the livelihoods of our fisherfolk and preserving marine resources vital to our future,” he said.

“Far more than the noise of politics, it must be understood as an issue about our maritime identity, our people and our future."

Manalo said the South China Sea region is a small but vital part of the greater Indo-Pacific region, accounting for 12 percent of the world’s fish catch and some of the most precious ecosystems in the Coral Triangle.

More than 30 percent of all global maritime trade and about 40 percent of the world’s liquefied natural gas shipments also traverse the South China Sea.

In 2016, the Arbitral Tribunal issued a landmark decision and ruled that “there was no legal basis for China to claim historic rights to resources” beyond its maritime zones in the so-called nine-dash line.

“Now part of international law, it provides the moorings for a regime in the South China Sea that guarantees peace and prosperity for our nations and our citizens,” Manalo said.


President Ferdinand R. Marcos Jr. earlier said the Philippines would continue asserting its rights over the West Philippine Sea but would not replicate Beijing’s use of water cannon in its operations in the area.

He said the Philippines would not be the cause of increased tensions in the waters.

In April, Chinese Coast Guard vessels blasted the Philippine Coast Guard’s BRP Bagacay and Bureau of Fisheries and Aquatic Resources’ BRP Datu Bankaw with water cannons, damaging the vessels.

Meanwhile, Manalo said the Philippines is ready to chart a “new level of intentionality” in its partnership with Canada as he backed the latter's Indo-Pacific Strategy.

“The global currents demand a refocused vision and a new level of intentionality in charting the course of our partnership. The Philippines welcomes Canada’s Indo-Pacific Strategy as a decisive step towards Canada’s more deliberate engagement in the region, including with the Philippines,” he said.

To date, Manila seeks “greater synergy, sustainability and impact” in the Canada-Philippine cooperation, including on space, clean energy, climate action, defense, trade and maritime security.

Manalo is in Canada to discuss with his Canadian counterpart Foreign Minister Mélanie Joly on May 8 ways to "further advance shared priorities, including upholding regional peace and stability, promoting democracy and the rule of law, supporting long-term growth and prosperity, and combating climate change".

MANILA – The Supreme Court (SC) has granted a writ of amparo sought by a former Bayan Muna party-list lawmaker Siegfred D. Deduro, saying that “red-tagging threatens an individual’s right to life, liberty or security.”

In a 39-page decision published on Tuesday, the SC reversed the ruling of the Iloilo Regional Trial Court that dismissed Deduro’s petition for a writ of amparo, and ordered that the writ “shall be issued against respondent Major General Eric Vinoya, in his capacity as commanding officer of the 3rd Infantry Division, Philippine Army, or his replacement.”


“We deem it proper to reverse the order of dismissal and require the RTC to conduct a summary hearing. This ensures that petitioner's cause of action and respondent's defense are fully ventilated because this Court is not a trier of facts,” the Sc said.

“It must be underscored that we are not making a categorical ruling on the merits of the prayer for the grant of the privilege of the writ of amparo. Ultimately, the RTC must still determine the relevance and consistency of the evidence presented by both parties, while bearing in mind the surrounding circumstances and the protection that the writ is meant to provide.”

In his petition before the Iloilo RTC, Deduro claimed that on June 19, 2020, in a meeting of the Iloilo Provincial Peace and Order Council, military officers gave a presentation where Deduro, among others, was explicitly identified as part of the Communist Party of the Philippines-New People’s Army (CPP-NPA) hierarchy.

Deduro claimed posters were also put up in different locations in Iloilo City with his image labeled as a criminal and terrorist.

The Iloilo RTC regional trial court dismissed Deduro’s petition prompting him to elevate the case to the SC.

The writ of amparo is a remedy available to any person whose right to life, liberty, and security is violated or threatened by an unlawful act or omission of a public official or employee, or of a private individual or entity.

MANILA – The Chinese Embassy's claim of having an audio recording of a Filipino general talking with a Chinese diplomat regarding a "new model" agreement on the West Philippine Sea (WPS) is tantamount to an admission of violating Philippine laws, Defense Secretary Gilberto Teodoro Jr. said Wednesday.

"Kung totoo man ito, labag sa international relations at labag sa batas dahil hindi sila nakipag-ugnayan sa Department of Foreign Affairs (DFA) at sila ay umoperate na pailalim kung totoo ito (If this is true, they have also violated international relations and violated the law as they failed to coordinate with the Department of Foreign Affairs as they have operated underhandedly if this is true)," Teodoro said on the sidelines of the Philippine Navy's Maritime Security Symposium 2024 in Quezon City.

Republic Act 4200 or the Anti-Wire Tapping Law makes it illegal for any person, without the consent of all parties involved, to tap into any wire or cable, or by using any other device or arrangement, to secretly overhear, intercept, or record any private communication.

Teodoro said they are leaving this matter to the DFA to determine what really happened and whether the Chinese Embassy in Manila is really behind this.

"Dapat alamin kung sino ang responsable dito at alisin sa Republika ng Pilipinas (those responsible for this must be found and identified and immediately removed from the Republic of the Philippines)," he said.

He, however, doubted the authenticity of the Chinese Embassy's claim, saying this is likely another product of the Chinese government's "propensity to engage in misinformation activities".

He said they are beefing up their "operational security measures" as there are "disinformation (and) malign influence" efforts conducted by agents of other governments.

Philippine Navy (PN) spokesperson for the WPS Commodore Roy Vincent Trinidad echoed Teodoro's remarks.

"Anybody could say anything. These stories will be rehashed. We have to understand that today's warfare is a battle of narratives, it (is) a battle of shaping the perception of the people," he said.

"Today's battlefield is in the minds of the people, the cognitive domain is the ultimate battlefield so we need to understand there will be very little force-on-force actions. this will be a battle of information and narratives, (of shaping) in the perception of the people," he said.

He reiterated that the "new model" claims of the Chinese Embassy are already a "dead story".

"We need not dignify such dead stories that have been revived from the grave. I will act as an undertaker now and bring that story back to where it rightfully belongs, to the grave never to be heard again," he said.

MANILA – A large majority of adult Filipinos want the administration of President Ferdinand R. Marcos Jr. to assert the Philippines' territorial rights in the West Philippine Sea (WPS) through military action, while diplomacy came in at a close second, the findings of a survey conducted by OCTA Research showed.

According to the results of the Tugon ng Masa (TNM) survey conducted on March 11 to 14 and released on Wednesday, about 73 percent of the respondents said the current administration should prioritize handling issues at the WPS through military action, which includes expanded naval patrols and troop presence in the disputed areas.

The March 2024 figure is a one-percentage point increase from the 72 percent recorded in the survey conducted in December 2023.

Metro Manila had the highest percentage of Filipinos (85 percent) who prefer addressing the issues related to the conflict in the WPS through military action.

It was followed by Mindanao with 72 percent, Balance Luzon with 71 percent, and the Visayas with 70 percent.

The poll also found that diplomacy and other peaceful methods came in at a close second as a preferred approach for effectively addressing the WPS issue with a 72 percent approval, which is a 2-percent increase from December 2023's 70 percent.

Metro Manila has the largest percentage of Filipinos supporting diplomacy to assert the Philippines' territorial rights in the WPS, with 78 percent, while Balance Luzon has the lowest number, with 70 percent.

"It must be noted that this is the second time 'asserting the Philippines’ territorial rights through military action' as a priority measure overtakes the top-ranked measure in previous TNM surveys, which is 'asserting the Philippines’ territorial rights through diplomacy and other peaceful methods,'" OCTA said.

OCTA said other preferred measures are conducting joint maritime patrol and exercises with allied countries, with 43 percent, and expanding diplomatic efforts with the countries within and outside of the region to reduce tension in the area, with 32 percent.

The survey had 1,200 respondents and a margin of error of plus or minus 3 percent.

MANILA – Armed Forces of the Philippines (AFP) chief Gen. Romeo Brawner Jr. dismissed anew claims that the military has been a willing participant in the "new model" agreement reportedly reached with China, as part of efforts to reduce tensions in Ayungin Shoal in the West Philippine Sea (WPS).

"The AFP will not dignify the claim of the Chinese Embassy in Manila that our organization has agreed to a 'new model' for conduct in the Ayungin Shoal. China’s claim of an audio recording allegedly between (Western Command chief) Vice Admiral (Alberto) Carlos and a Chinese diplomat does not merit significant concern as it appears to be a malign influence effort from the Chinese Communist Party (CCP)," he said in a statement Wednesday night.

The Chinese Embassy in Manila earlier claimed that Carlos has agreed to the "new model" agreement with permission from ranking Philippine government officials.

In the alleged recording, Carlos was talking with an unidentified Chinese diplomat on how to conduct the rotation and resupply mission to Ayungin Shoal, where a Marine detachment is manning the BRP Sierra Madre (LS-57), can proceed without interference.

"Transcripts can easily be fabricated, and audio recordings can be manufactured by using deep fakes. These reports only aim to serve as a distraction from the China Coast Guard’s ongoing aggressive behavior in the WPS," Brawner noted.

He added that the AFP remains a professional organization despite these allegations.

"We urge the public and the media to handle such reports with care and to avoid spreading unverified information that could further escalate tensions or mislead public opinion," Brawner said.

Carlos went on personal leave starting May 7, with Rear Adm. Alfonso Torres Jr. of the Naval Education, Training and Training Command taking command over Wescom in an acting capacity.

The AFP earlier said Carlos' leave has nothing to do with the issue.

MANILA – Department of National Defense (DND) Secretary Gilberto Teodoro Jr. has said the Comprehensive Archipelagic Defense Concept (CADC) would help the Philippines in addressing its ongoing maritime security challenges.

In his speech at the Philippine Navy's Maritime Security Symposium 2024 in Quezon City on Wednesday, the DND chief stressed the need to adapt defense strategies for the evolving security landscape, prioritizing the fortification not only of maritime borders but also the Philippines’ exclusive economic zone.

He added that CADC would allow the Armed Forces of the Philippines (AFP) to address contemporary threats to Philippine territorial integrity and sovereign rights.

“We see this need now because there is an actual strong challenge to our sovereign rights, our territorial integrity by an interloper,” the DND chief added.

Teodoro also stressed the need for a balance between bolstering domestic defense capabilities and fostering strategic alliances, emphasizing that the ongoing "Balikatan" exercises as a successful model of such partnerships.

“It caused some sort of consternation by those naysayers who really don't want it to happen, but let me say that an armed force is here in order to do its job properly. And to do its job properly, it must be allowed to train interoperably and to use its assets to the maximum possible in order to gain experience,” he said.

Teodoro outlined that the CADC was a convergence of different strategies to give a more holistic approach to dealing with critical socio-economic factors like food security, energy sustainability, and environmental resilience.

He also instructed officials to focus and optimize resource allocation and maximize the effectiveness of defense initiatives.

The DND chief also urged stakeholders to unite behind the CADC. He further reiterated the importance of collective action in safeguarding the country’s future.

“I encourage all the Armed Forces members and the Defense Department to focus on what you are supposed to do rather than focus on things that are not within your core competence," he said.

"Focus is the job right now and the mission of the Department of National Defense — on defense hardening, on managerial support systems, on the personnel complement. And complementarily, the hardening and agility of our defense ecosystem with the five organizations under our department... In this we will need a lot of advocacy, a lot of trust building with each and every member of the Philippine society,” Teodoro stressed.

LAOAG CITY – The Armed Forces of the Philippines (AFP) reiterated on Tuesday it will not allow any foreign power to infringe on the country’s sovereignty.

AFP spokesperson Col. Francel Margareth Padilla told reporters at a press conference here on Tuesday that the military will continue the fight against insurgency while "we shift to external security."

“We have so many issues over and above the West Philippine Sea but we would like to join hands together in a whole of nation approach towards a greater challenge that we are facing, which is external defense,” Padilla said.

She added that the AFP’s approach is driven by its duty to protect the nation and to work with allies to ensure a "stable and secure environment for everyone."


Military troops of the Philippines and the United States are in Ilocos Norte for the Exercise Balikatan.

As of this posting, combined forces are pre-positioned at the Metro La Paz sand dunes for a maritime exercise which will be staged Wednesday at 8 a.m.

The main goal of the military exercise is to strike a decommissioned Philippine Navy ship to enhance its tactics, techniques, and procedures across a wide range of military operations.

This year’s Balikatan advances combined military modernization and capability development.

The annual drills will officially end Friday with participation by the Australian Defense Force and the French Navy.

“Their inclusion brings value to the exercise by increasing defense cooperation amongst regional allies and partners,” read a statement from the AFP.

Representatives from Japan, South Korea, India, Canada, United Kingdom, Thailand, Singapore, Vietnam, Indonesia, Brunei, Malaysia, Germany and New Zealand were invited as observers.

DAVAO CITY – Nineteen former communist rebels in Davao de Oro received PHP437,000 in aid under the government's Enhanced Comprehensive Local Integration Program (E-CLIP), the Army's 1001st Brigade (1001Bde) said Wednesday.

In a statement, the 1001Bde said the assistance was provided under the Sustainable Livelihood Project of the Department of Social Welfare and Development (DSWD) and distributed in Nabunturan town on Tuesday afternoon.

Each beneficiary received a livelihood grant of PHP23,000 to help in their reintegration into the community.

"The benefit is under the E-CLIP to the livelihood and immediate assistance under the same program," the 1001Bde said.


A certain Joana, an E-CLIP beneficiary, acknowledged the government for the aid.

"I thank the government, the police, and the military for their programs for the FRs (former rebels). It is a big help in our lives as we return to our respective communities," she said in the vernacular.

She also promised to continue cooperating with government agencies on counterinsurgency and various social issues.

During the distribution, Allan Tanjusay, DSWD Undersecretary for Inclusive and Sustainable Peace and Special Concern, urged the FRs to use the aid to improve their livelihood.

"Help empower the provincial government so that it can provide more resources and opportunities from different government agencies, which can help the FRs," he said.

CEBU CITY – The Visayas Command (Viscom) has facilitated the granting of about PHP500,000 in livelihood assistance to a people’s organization formed by former members of the New People’s Army (NPA).

Maj. Joe Patrick Martinez, commander of 3rd Civil Relations Group based in Camp Lapu-Lapu here, said the organization was formalized through the help of the Department of Labor and Employment (DOLE-7) on May 6.

He said the Lawaan Farmers and Livestock Association headed by Flor Lingues based in the mountain barangay of Lawaan in Danao City received the check worth PHP483,000.

It will use the amount to finance its hog-raising project.

"The assistance is not just financial but it symbolizes starting anew their lives in the mainstream society," Lingues told the Philippine News Agency.

She assured that the cash grant would be properly used for the benefit of their members.

The grant was handed over to the organization by DOLE-7 Regional Director Lilia Estillore, assisted by Lawaan Barangay Captain Shirley Ramos, along with the officials from Viscom, 3rd Civil Relations Group, Civil Relations Service of the Armed Forces of the Philippines and the 14th Civil Military Operations Battalion.

Martinez said Viscom also assisted former rebels in the sustainment effort to prevent the resurgence of insurgency and for them to become stable and resilient in warding off the influence of communist terrorist groups.

MANILA – The Philippine Navy (PN) on Wednesday said its missile frigate BRP Jose Rizal (FF-150) fired its LIG Nex 1 C-Star "sea-skimming surface-to-surface anti-ship cruise missile" system at the decommissioned naval tanker BRP Lake Caliraya.

Speaking on the sidelines of the Navy's Maritime Security Symposium in Quezon City, PN spokesperson Commander John Percie Alcos said the activity was a maritime strike phase of the US-Philippines "Balikatan" exercises in Laoag City, Ilocos Norte.

Before the launch of the C-Star surface-to-surface missile, fast attack interdiction craft BRP Lawrence Narag (PG-907) fired its NLOS (non-light of sight) missile system at the decommissioned tanker.

"The firing was conducted around 9 a.m. and both missiles successfully hit the target," Alcos said.

"I cannot disclose the specific salvo size to sink or neutralize the specific target. For that target, it requires more than one but this morning, we tested the accuracy of both missiles," he added.

He said the BRP Jose Rizal fired its C-Star missile system at a distance of 20 nautical miles from the target vessel.

After the PN vessels, Philippine Air Force planes also tested their missiles and other munitions on the former BRP Lake Caliraya.

"I would not specifically tell you what the Air Force fired but I would impart that on the Navy side, we were able to successfully fire our missiles," Alcos said.

The C-Star's warhead is known to weigh around 250 kilograms and was delivered to the PN along with its launchers some two or three years ago.

Alcos said the test firing of the missile shows that the AFP Modernization Program is working, noting that the firing of the C-Star " is not aimed or designed towards any particular threat, country or state."

MANILA -- The Armed Forces of the Philippines and the United States Armed Forces declared as successful the conduct of the Balikatan maritime strike exercise in Laoag City, Ilocos Norte on Wednesday, when they achieved their objective to sink a mock enemy ship.

The "made in China" ship BRP Lake Caliraya sank at 10:49 a.m., over two hours after the exercise started.

Formerly known as M/T Lapu-Lapu, the BRP Lake Caliraya was donated by the Philippine National Oil Company (PNOC) to the Philippine Navy in 2014. It was decommissioned in 2020.

During the maritime strike, the vessel represented an enemy force approaching Philippine territory.

"The mission is to try to prevent an aggressor from landing in Philippine soil," Lt. Col. Omar Abdullah Al Assaf, Balikatan 2024 maritime strike lead planner, told reporters in Laoag City.

Various naval, aerial and ground assets of the Philippines and the US were utilized to target the mock enemy vessel, which was located 8.5 nautical miles (approximately 15 kilometers) off the coast of the city.

Using its Spike missile, the first to shoot the target was the fast attack interdiction craft of the Philippine Navy.

This was followed by the BRP Jose Rizal, which was equipped with the SSM-700K C-Star anti-ship missile. This struck a major blow at the target.

The Philippine Air Force's FA-50 lead-in trainer fighter aircraft then dropped air-to-ground missiles on BRP Lake Caliraya, causing it to tilt on its stern.

The United States' F-16 aircraft, meanwhile, released its guided bomb unit, directly hitting the target.

The US' Lockheed AC-130 aircraft also fired 105 mm cannons at the mock enemy ship.

On land, the Philippine Army's ATMOS 155 mm howitzer was likewise fired.

"It was already sinking and with a few rounds from the Army artillery, the ship really sank to the bottom of the sea," Al Assaf said.

The official also mentioned that there was an interloper—a Filipino fisherman—monitored near the operational area, which delayed the exercise.

"There was an interloper but very far away. We made a very big operational box to make sure it's safe," Al Assaf explained. "We have the PCG watching at the north and south of the op box together with the PNP Maritime Group and the FAIC also went to the south to make sure that interlopers do not come… He wasn't really apprehended, just made sure to go out of the op box."

He then continued: "There were a few minutes of delays. We had to make sure it was safe for everyone… Overall, the objective was achieved."

The sinking exercise was witnessed by observers from fourteen countries.

For Philippine and US military officials, the drills allow troops from both countries to enhance their interoperability in maritime security and territorial defense operations.

"This is more on being ready… With or without war, we prepare for it. It's our job," Al Assaf said.

"We are confident we can do our mandate to protect the country and that we can work well with each other. In actuality, this is a slower version of cooperation among us, but during actual events… the actual thing, it will be fast," he added.

Lt. Col. Matt Cahill, commander of the US Army's 3rd Battalion, 7th Field Artillery, for his part, noted: "For us, it's all about partnership—working shoulder-to-shoulder with our Filipino counterparts. I think that's the biggest thing that we got… just training alongside one another. This is xtremely important… You need to practice and work alongside one another so we can leanr how each other operates in various scenarios."

"We'll continue to prepare… The goal is to continue training and our partnership," he further said.

This year's edition of the Balikatan, said to be the largest since its first staging in 1991, will officially end on Friday.

In a statement, the Philippine Navy (PN) said its Fast Attack Interdiction Crafts (FAIC) initiated the first strike against the target, the decommissioned vessel BRP Lake Caliraya, using a non-line of sight missile.

BRP Jose Rizal (FF150) followed with its C-Star Surface to Surface anti-ship missile with “pinpoint accuracy,” according to the Philippine Navy.

Other naval and aerial assets participating also attacked the target ship “which highlighted the coordinated and multi-dimensional nature of modern naval warfare,” the Philippine Navy added.

“This maritime strike drill served as one of the main events of what is considered as the largest PH-US Balikatan military exercise to date,” the Philippine Navy said.

“While showcasing the PN’s advancing capabilities, the exercise likewise underscored the commitment of both nations to enhancing joint operational capabilities and fostering regional security cooperation,” it added.

LAOAG CITY, Philippines — Two Chinese ships left the vicinity waters off Batanes recently following the radio challenge of the Philippine Coast Guard (PCG) in an unusual move seen by a maritime security expert as a way for Beijing to test Manila’s “strategic patience.”

On Wednesday, the PCG said that around 10:45 a.m. on May 1, the BRP Melchora Aquino spotted a People’s Liberation Army-Navy (PLAN) vessel of China and two other Chinese-flagged vessels in the vicinity of Itbayat, Batanes, during the conduct of Balikatan exercises there.

PCG spokesperson Rear Admiral Armand Balilo said the two ships left after PCG’s radio challenge, while the PLAN warship also followed suit.

Itbayat is almost two hundred kilometers away from Cape Eluanbi, the southernmost point of Taiwan or the self-ruled island seen by China as a renegade province subject to reunification.

Beijing ‘provoking’ Manila

A maritime security expert thinks that Beijing is trying to “provoke” Manila by deploying its warships off Batanes.

“The PLAN warship in our internal waters tries to test our adherence to law and order and maritime security by trying to provoke us and debunk our strategic patience,” said Chester Cabalza, president and founder of Manila-based think tank International Development and Security Cooperation, in a message to INQUIRER.net.

Rare compliance

“The radio challenge of PCG emboldens our civilian maritime authorities to enforce their mandate in protecting our maritime entitlements,” Cabalza also said.

The seemingly compliant action of Chinese ships is contrary to the scenario in the West Philippine Sea where Manila and Beijing routinely exchange radio challenges to assert each other’s claim in the maritime area.

Such encounters sometimes led to China Coast Guard’s usage of water cannons against Philippine ships which often caused extensive damage and even serious injuries to Philippine Navy personnel.

Beijing asserts sovereignty in the entire South China Sea — including most of the West Philippine Sea — despite the July 2016 arbitral tribunal ruling that effectively invalidated its claims based on a case filed by Manila in 2013.

Filipino and American soldiers conducted a joint maritime exercise in Laoag City on Wednesday, May 8 simulating a val attack.

The exercise, which is part of the Balikatan Exercise 39-2024. involved a scenario of attacking and sinking a mock target at sea in a display of deterrence capability.

The AFP described the said exercise as a strategic military operation using integrated land, sea, and air platforms to simultaneously sense and strike against simulated targets at sea with the aim of strengthening maritime security capabilities and proficiency in naval interdiction and deterrence operations.

The participating units and assets from the AFP included the Philippine Navy’s BRP Jose Rizal (FF-150) and the Philippine Air Force’s 7th Tactical Fighter Squadron, which flew the FA-50, SSM-700K C-Star anti-ship missiles and a fast attack interdiction craft armed with Spike missiles, to target the decommissioned BRP Lake Caliraya, located some 15 kilometers off the shores of Laoag.

The US Armed Forces on the other hand flew F-16 Fighting Falcons from the U.S. Air Force’s 13th Fighter Squadron together with Royal Australian Air Force No. 2 Squadron, Marine Air Control Squadron-4, 3d Marine Littoral Regiment operating a TPS-80 Ground/Air Task Oriented Radar; Marine Air Control Group 38; 16th Special Operations Squadron, 27th Special Operations Wing, Air Force Special Operations Command, flying the AC-130J Ghostrider, and U.S. Navy VP-10 flying the P-8A Poseidon.

During the exercise, different units launched missiles to hit and sink BRP Caliraya.

U.S. Marine Col. Douglas Krugman, U.S. director for combined coordination center said the activity was conducted to determine and strengthen the capability of units involved and “increasing interoperability to sense and shoot targets from a variety of Philippine, U.S. and Australian land, sea and air platforms.”

Philippine Exercise Director Major General Marvin Licudine on the otherhand lauded the participating units for their strengthened ability to respond to maritime threats effectively.

“The success of this large-scale exercise demonstrates the combined capabilities of our forces in simulated maritime strike scenarios, reinforcing the solidarity of the Philippines-United States alliance. It sends a clear message of deterrence in the region, promoting peace and stability in our waters,” he said.

MANILA, Philippines — A Zamboanga court has convicted a member of the Abu Sayyaf for three counts of financing terrorism.

In a decision promulgated on April 4, the Zamboanga City Regional Trial Court Branch 33 found Norkisa Omar Asnalul, also known as Norkisa Omar Ibno, guilty of violating Section 7 of Republic Act 10168 or the Terrorism Financing Prevention and Suppression Act.

Asnalul was sentenced to four years and 10 months in prison after the court approved a plea bargaining agreement.

Asnalul was arrested in December 2023 for receiving money from foreign sources and cooperating with fellow Abu Sayyaf member Myrna Mabanza in moving funds for terrorist activities.

She was indicted on allegations of facilitating the transfer of funds for the bandit group in 2015.

During arraignment, Asnalul pleaded not guilty on all three charges.

She filed a motion to enter into a plea bargaining deal on Feb. 29.

Under the agreement, Asnalul withdrew her not guilty plea and instead pleaded guilty to the lesser offense of acting as an accessory in terror financing.

With the plea bargain, the court reduced her prison term two degrees lower than the prescribed punishment for the principal.

“The court finds no legal impediment to the plea bargaining agreement entered into by the prosecution and the defense, particularly considering that the lower offense to which the accused wishes to now plead guilty to is penalized under the same law as that for which she is originally charged,” the ruling read.

Justice Secretary Jesus Crispin Remulla welcomed the decision, saying the conviction strengthens the government’s resolve not to give in to ”unlawful demands.”

Remulla congratulated the prosecution team for securing the conviction of the ASG member whom he identified as Norkisa Omar Asnalul.

“This serves as a big win against the ASG network,” Remulla said.

He said Zamboanga City Regional Trial Court (RTC) Branch 33 last April 4 issued a decision that found Asnalul guilty beyond reasonable doubt as accessory in three counts of violation of Section 7 of Republic Act (R.A.) No. 10168 or the Terrorism Financing Prevention and Suppression Act of 2012.

Under the charges, she was accused of having facilitated the transfer of funds on behalf of the ASG in 2015.

The accused initially entered not guilty pleas but eventually entered into a plea bargain deal with the prosecution.

Because of this and the mitigating circumstances, Asnalul was meted with a lower penalty of imprisonment of four months and one day as minimum up to one year, seven months and 10 days as maximum for each count.

She was also ordered to pay a fine of P100,000 for each count.

“The Court finds no legal impediment to the plea-bargaining agreement entered into by the prosecution and the defense, particularly considering that the lower offense to which the accused wishes to now plead guilty to is penalized under the same law as that for which she is originally charged,” reads the court ruling.

Justice Secretary Jesus Crispin “Boying” C. Remulla on Tuesday lauded the conviction of an Abu Sayyaf Group (ASG) member acting as an accessory in terror financing for the designated terrorist group.

In its Judgement promulgated on 04 April 2024, the Zamboanga City Regional Trial Court (RTC) Branch 33 found
Norkisa Omar Asnalul, also known as Norkisa Omar Ibno, guilty beyond reasonable doubt of three counts of violation of Section 7 of Republic Act (RA) 10168 or the Terrorism Financing Prevention and Suppression Act of 2012. The sentences shall be served successively with full credit of her period of detention.


The DoJ panel of prosecutors, in its information, charged Asnalul with three counts of violation of Section 8 of RA 10168, which carries significant penalty. The charges stemmed from allegations that she facilitated the transfer of funds in 2015 on behalf of the Abu Sayyaf.

The accused during the arraignment, entered separate pleas of not guilty to the three charges. However, the accused, through counsel, proffered to a plea bargain by pleading guilty to the lesser offenses — acting as an accessory in terror financing.

Dumagundong ang mga gangsa, salidummay at sigaw ng Kaigorotan sa pagdiriwang ng ika-40 Araw ng Cordillera sa temang “Buong tapang na isulong ang laban para sa lupa, buhay at dangal.” Umabot sa 1,500 katao mula sa iba’t ibang prubinsya sa rehiyon at mga organisasyon at tagapagtanggol ng karapatan ng mga pambansang minorya mula sa iba’t ibang bahagi sa bansa ang nagtipon sa Sityo Liglig, Barangay Tanglag sa Lubuagan, Kalinga noong Abril 23-24.

Bago ang pagdiriwang, maraming pagtatangka ang 3rd CMO ng 103rd IB para pigilan ang mga residenteng ituloy ang pagtitipon. Nagsagawa ng “youth summit” para mamigay ng mga polyeto na naninira sa Cordillera Peoples’ Alliance (CPA) at nagpaskil ng mga sako kung saan malisyosong iniugnay ang organisasyon sa armadong kilusan.

Gayunpaman, nabigo ang mga sundalo at itinuloy ng komunidad ang pagtataguyod sa pagdiriwang sa kabila ng mga pananakot at banta.

“Kilala namin ang aming kaaway, hindi ang CPA, hindi ang aming mga bisita, kundi ang mga nagpuprotekta sa mga dayuhang gustong magtayo ng dam at malaking mina dito sa aming lupang ninuno,” saad ng isang lider ng komunidad.

Halos dalawang linggo nilang pinaghandaan ang pagtitipon, mula sa pagtatayo ng mga tent, entablado, paggawa ng mga upuan bilang sentro ng mga aktibidad, pag-aayos ng mga tulugan at pagkain, at ang araw-araw na pagbabantay sa seguridad ng lugar. Kaya kahit alam nilang maaari silang balikan at gipitin ng mga pwersa ng estado, itinaguyod pa rin nila ang pagdiriwang.
Pagpapatuloy ng laban ni Macli-ing Dulag

Makasaysayan ang Barangay Tanglag sa laban ng Kaigorotan sa Chico River Basin Development Project noong panahon ng diktadurang Marcos. Dito naganap ang isa sa unang bodong o konseho para sa kapayapaan noong 1974 sa pangunguna ni Macli-ing Dulag para pagkaisahin ang mga katutubo laban sa mapanirang dam. Pinaslang ng mga sundalo si Macli-ing Dulag noong April 24, 1980 sa pagtatangkang ipatigil ang laban ng Kaigorotan. Pero sa halip na matakot, nagtuluy-tuloy ang kilusang masa sa Cordillera.

Inalala ng lider ng lokal na organisayon ng Kalinga kung paano nila hinarap ang mga sundalo noong panahon ng diktadura. “Tinaboy namin ang mga tim na nagsasarbey, sinira namin yung mga kampo sa Tabuk. Mga babae ang nanguna, hindi namin pinalapit ang mga lalaki dahil siguradong dadanak ang dugo.”

Dagdag pa niya, tumindi ang karahasan laban sa Kaigorotan noong huling bahagi ng dekada 1970 kung kailan simulang dumami ang itinambak na sundalo at idineklarang “free-fire zone” ang barangay. Basta na lamang binabaril ang mga tinaguriang “trespassers” na mga myembro rin ng komunidad. Dahil dito, nag-armas sila bilang milisyang bayan, at marami ang sumapi sa Bagong Hukbong Bayan.

Ayon naman sa isang pamangkin ni Macli-ing Dulag, malaking tulong ang presensya ng kabataan at taong simbahan mula noong inumpisahan ang laban sa Chico Dam. “Pumunta dito ang mga nagsasarbey, hindi naman ipinaliwanag ang magiging epekto sa amin. Kaya kami mismo, inaral namin sa tulong ng ibang organisasyon ang mga proyektong ‘yan. At hanggang ngayon, patuloy naming inaaral at papanindigan na hindi dapat papasukin ang mga dam at malalaking mina na yan.”

Sa kasalukuyan, 100 proyektong plantang hydropower o dam na ang iginawad sa iba’t ibang kumpanya at aabot sa 104 ang iba’t ibang aplikasyon sa pagmimina ang nakasampa sa mga ahensya ng estado. Kabi-kabilang pagtatangka at iskema ang ginagawa ng National Commission on Indigenous Peoples para hatiin ang pagkakaisa ng mga katutubo tulad ng laganap na pananakot at pagbabanta sa mga lider-katutubo. Ang mga ito ay sinikap pinangingibabawan ng iba’t ibang tribu sa Cordillera.

Sa kabila ng mga pananakot sa mga lider at maging sa kanilang mga pamilya, ipagpapatuloy nila ang kanilang paglaban sa mapanirang mga proyekto.

“Hangga’t may puso tayong tumitibok, may epekto talaga sa iyo ang pananakot pero hindi dapat umabot sa puntong matatakot at titigil ka,” deklara ng isang sa mga kinikilalang lider ng malawak ng alyansang nabuo sa Cordillera. “May kaakibat talagang sakripisyo ang pagtatanggol sa lupang ninuno, at tulad nang ginawa ng mga nauna sa amin, handa ang Kaigorotang harapin ang mga ito,” aniya.

Ipinagdiwang ng National Democratic Front of the Philippines (NDFP) ang ika-51 anibersaryo nito noong Abril 24, kasama ang mga alyadong organisasyon at buong rebolusyonaryong kilusan sa Pilipinas at ibayong dagat. Isinagawa ang iba’t ibang tipo ng mga aktibidad para gunitain ang anibersaryo. Idinaos din noong Abril 17-Abril 24 ang linggo ng paggunita sa mga rebolusyonaryong martir.

“Militanteng pagbati ang ipinapaabot namin sa alyadong mga organisasyon ng NDFP, laluna sa nakikibakang masang Pilipino na ang hindi nagmamaliw na diwa at determinasyong kamtin ang tunay na pambansang paglaya at demokrasya ay nagsisilbing hindi nasasaid na bukal ng ating rebolusyonaryong lakas,” pahayag ni Ka Luis Jalandoni, Chief International Representative ng NDFP.

Sa mga pahayag, ipinaabot naman ng mga alyadong organisasyon ng NDFP ang mainit na pagbati sa anibersaryo. Binubuo ang NDFP ng 18 organisasyon. Nagpahayag din ng pakikiisa ang ilan sa mga panrehiyong balangay ng NDFP.

Binati rin ng Partido Komunista ng Pilipinas ang NDFP at sinabing sa harap ng walang-kapantay na korapsyon, pasismo at paninikluhod ng rehimeng Marcos sa imperyalistang US, mayroong higit na kakagyatang palakasin at palawakin ang NDFP at mga alyadong organisasyon nito.

Sa Europe, naglunsad ng piket, nagpinta ng mga islogan at nagtipun-tipon ang mga kasapi ng Anti-Imperialist Action Ireland noong Abril.

Ipininta nila sa mga pader sa ilang syudad sa Ireland ang mga katagang “VIVA CPP-NPA-NDF” at nagladlad ng bandila ng NDFP sa kanilang mga protesta at pagkilos. Isinagawa nila ang mga aktibidad ng pakikiisa sa Wicklow, Dublin, Galway, at Waterford sa Ireland.

Samantala, nagpaskil ng isang mural ang Friends of the Filipino People in Struggle (FFPS)-Vancouver sa Canada para ipagdiwang ang anibersaryo ng NDFP. Naglabas din ng isang bagong kanta ang FFPS para sa anibersaryo na pinamagatang “Celebrate the NDF!”

Binigyan ng pinakamataas na parangal ng Komite Sentral ng Partido Komunista ng Pilipinas noong Abril 22 si Aprecia Avarez Rosete (Ka Lalay), rebolusyonaryong pinuno at kadre ng PKP na namartir noong Pebrero 27 sa Barangay Malagad, Dumingag, Zamboanga del Sur. Sa panahon ng kanyang pagkamatay, si Ka Lalay ay kagawad ng Komite Sentral ng Partido at tumatayong kalihim ng panrehiyong komite ng Partido sa Western Mindanao.

Si Ka Lalay ay isang matapat na kadre na ganap na iniukol ang sarili sa Partido mula sa pagsapi niya noong 1990. Naging kalihim siya ng komite sa subrehiyon sa ilalim ng Southern Mindanao Regional (SMR) Party Committee, pinamunuan ang komite sa edukasyon at naging myembro ng komiteng tagapagpaganap nito.

Batay sa kanyang mahusay na rekord sa SMR, itinalaga siya noong 2016 bilang kalihim ng Western Mindanao, at pinangunahan ang mga pagsisikap na daigin ang konserbatismong militar na pumipigil sa pagsulong ng armadong pakikibaka sa rehiyon. Sa taon ding iyon, nahalal siya bilang myembro ng Komite Sentral noong Ikalawang Kongreso ng Partido.

Noong Pebrero 27, bumibyahe siya sakay ng motosiklo mula sa Dumingag para magpagamot ng iniindang sakit. Nasabat siya ng 53rd IB sa daan at hinuli. Subalit sa halip na kilalanin ang kanyang mga karapatan bilang bihag sa digma o kahit maging sinasakdal, tuluyan siyang pinatay ng mga sundalo at pulis na may hawak sa kanya. Kinabukasan, inianunsyo ng militar na napatay siya sa isang engkwentro sa lugar. Itinambad ng mga pasista ang kanyang walang buhay na katawan sa isang “encounter site” na kanilang itinanghal para sa isang palabas sa midya.

Ipinanganak si Ka Lalay noong Disyembre 2, 1968 sa pamilya ng mahirap na magsasakang Manobo sa Loreto, Agusan del Sur. Sa murang edad, nakatakas siya sa tradisyunal na pyudal at patriyarkal na istruktura na naglilimita sa pag-unlad sa kababaihan. Pinasok niya ang iba’t ibang trabaho upang suportahan ang kanyang pag-aaral hanggang elementarya at mataas na paaralan. Naging iskolar siya at nag-enroll sa University of San Carlos sa Cebu City, kung saan kumuha siya ng kurso sa social work.

Hindi nagtagal ay nasangkot siya sa mga isyung panlipunan nang magkaroon siya ng mas malalim na kaalaman sa pagdurusa at pang-aapi sa mga katulad niyang Lumad. Sa kabila ng mga pagkakataong gumawa ng mas magandang buhay para sa kanyang sarili, pinili ni Ka Lalay ang buhay ng paglilingkod sa iba sa pamamagitan ng pag-oorganisa at pagtulong na bigyang kapangyarihan sila.

Paparaming bilang ng mga kaso ng paglabag sa karapatang-tao ang naitatala sa mga bayan ng Northern Samar sa harap ng walang-tigil na mga operasyong kombat ng 20th IB dito. Kamakailan, naitala dito ang mga kaso ng pambobomba, pamamaril, blokeyo sa pagkain at kabuhayan at sekswal na pang-aabuso ng mga sundalo.

Sa bayan ng Las Navas, nagpaputok ng baril ang mga lasing na sundalo sa Barangay San Francisco noong Abril 9. Sa Barangay San Miguel, nagpaputok ang mga sundalo ng mortar nang bandang alas-11 ng gabi noong Marso 12 malapit sa mga kabahayan.

Sa Davao City at Davao de Oro, ginipit at pilit “pinasusurender” ng mga sundalo ng 10th ID ang mga lider-manggagawa sa rehiyon na sina Carlo Olalo at Melodina “Melod” Gumanoy. Pinuntahan sila at kanilang mga pamilya noong Abril 23 at 26.

Sa Negros Occidental, inaresto ng 79th IB at mga pulis ang dalawang menor-de-edad na magkapatid na edad 16 at 17 sa Sityo Humayan, Barangay Pinowayan, Don Salvador Benedicto noong Abril 25. Ipinaparada sila ng 79th IB bilang mga naarestong “batang mandirigma” ng Bagong Hukbong Bayan.

Sa Albay, nasugatan sa pamamaril ng mga sundalo sina Ace Diano at Francis Leteral sa Barangay del Rosario, sa Jovellar noong Abril 25. Iligal na inaresto at pinadapa din ng mga berdugo ang magtiyuhin na sina Ernesto Lumangaya at Arlan Lumangaya, ngunit nakatakas din.

Hindi bababa sa 12 progresibo ang sinampahan ng rehimeng Marcos ng kaso ng “terorismo” at “terrorism financing” (pagpondo sa terorismo) sa nagdaang ilang linggo. Isinampa ang mga kaso para gipitin sila at kinabibilangan nilang mga organisasyon.

Sa Quezon, sinampahan ng “terrorism financing” sina Paul Tagle, tagapagsalita ng Tanggol Quezon, at Fritz Labiano, koordineytor ng Kabataan Partylist sa prubinsya. Isinampa ang kaso sa kanila dahil sa pagbibigay ng tulong at pagkain sa mga bilanggong pulitikal noong Hulyo 2023.

Sa Negros Island, sinampahan ng katulad na kaso ang ilang dati at aktibong kasapi ng “Paghida-et sa Kauswagan” Development Group Incorporated (PDG Inc). Pinaratangan ng “terrorism financing” sina Clarissa Ramos, si Felipe Levy Gelle, Federico Salvilla, at Perla Pavillar. Kinasuhan din si Darryl Albañez, hindi kasapi ng PDG Inc pero nakikipagtulungan sa grupo sa mga aktibidad nito.

Sa Leyte, arbitraryong ipina-freeze o pinagbawalang magalaw ang sariling akawnt sa bangko ni Jazmin Jerusalem at ng pinamumunuan nitong Leyte Center for Development, Inc. (LCDe) noong Mayo 2. Ipinag-utos noong Abril 26 ang pag-freeze sa naturang mga akawnt dulot ng kasong “terrorism financing” na isinampa laban sa kanya at isa pang empleyado ng LCDe.

Sa Nueva Ecija, sinampahan naman ng kasong “terorismo” o paglabag sa Anti-Terrorism Act of 2020 sina Nathanael Santiago, Anasusa San Gabriel, Rosario Brenda Gonzales, at Servillano Luna, Jr na pawang mga aktibista at lider masa. Idinadawit sila ng mga sundalo ng 84th IB sa engkwentro nito sa Bagong Hukbong Bayan (BHB) sa Barangay San Fernando Sur, Laur, Nueva Ecija noong Oktubre 8, 2023, matapos diumanong “makilala” ng mga sundalo. May 30 pang pangalan na idinadawit sa naturang kaso.

Sinalubong ng protesta ng mga demokratikong organisasyon ang pagbubukas ng Balikatan 39-24 noong Abril 22. Sa pangunguna ng Bagong Alyansang Makabayan (Bayan), nagprotesta sila sa hedkwarters ng Armed Forces of the Philippines sa Camp Aguinaldo sa Quezon City para ipatigil ang war games ng tropang militar ng US at Pilipinas sa bansa.

Noong Abril 26, nagmartsa patungong embahada ng US ang mga manggagawa para tuligsain ang isinasagawang Balikatan war games. Ang pagkilos ay pangatlo sa serye ng inilunsad ng Kilusang Mayo Uno na protesta kada Biyernes noong Abril. Nagprotesta rin malapit sa embahada ng US ang mga grupo mula sa Southern Tagalog noong Mayo 5 at mga grupo ng kababaihan noong Mayo 6.

Samantala, kinundena ng Bayan-Ilocos ang paglulunsad ng ilang bahagi ng Balikatan 39-24 sa rehiyon. Hindi bababa sa 2,000 tropang militar ng Pilipinas at US ang pumunta sa Ilocos para sa war games. Nakatakdang isagawa sa La Paz sand dunes sa Barangay La Paz, Laoag City, Ilocos Norte ang live-fire exercises. Nakatakda ring pasabugin at palubugin ng pwersa ng US at Pilipinas ang BRP Lake Caliraya, isang barkong decommissioned, sa karagatan sa tapat ng prubinsya. Lubhang apektado nito ang kabuhayan sa rehiyon, laluna ng mga mangingisda na pinatigil sa pagpalaot.

ENGLISH TRANSLATION: Protests against Balikatan 39-24, launched

The opening of Balikatan 39-24 on April 22 was greeted with protests by democratic organizations. Led by the Bagong Alyansang Makabayan (Bayan), they protested at the headquarters of the Armed Forces of the Philippines at Camp Aguinaldo in Quezon City to stop the war games of US and Philippine military troops in the country.

On April 26, workers marched to the US embassy to denounce the ongoing Balikatan war games. The action is the third in a series of protests launched by the Kilusang Mayo Uno every Friday in April. Southern Tagalog groups also protested near the US embassy on May 5 and women's groups on May 6.

Meanwhile, Bayan-Ilocos condemned the launch of some parts of Balikatan 39-24 in the region. At least 2,000 Philippine and US military troops went to Ilocos for the war games. The live-fire exercises are scheduled to be held at the La Paz sand dunes in Barangay La Paz, Laoag City, Ilocos Norte. US and Philippine forces are also set to blow up and sink the BRP Lake Caliraya, a decommissioned ship, in the ocean opposite the province. This greatly affects the livelihood in the region, especially the fishermen who are stopped from fishing.

Sinasabi ng US na ang kasalukuyang Balikatan 39-24 ay “makasaysayan” at marami sa mga aktibidad dito ay isasagawa sa “unang pagkakataon.” Kasabay nito, inianunsyo ng Armed Forces of the Philippines ang kunwa’y “pagpihit” nito sa eksternal na depensa alinsunod sa estratehiyang Comprehensive Archipelagic Coastal Defense (CACD) bilang “direktang tugon” sa “agresyon” ng China sa karagatan ng Pilipinas. Nagbigay-daan ito sa pagpwesto ng US ng opensibong mga armas, pagtambak ng dagdag pang pwersa sa bansa, at pagsagawa ng mga mapandigmang mga maniobra sa South China Sea, lahat sa tabing ng “pagdepensa” sa Pilipinas.

Sa unang pagkakataon, dinala ng US ang Balikatan labas sa teritoryong dagat ng Pilipinas, kasama ang pwersang nabal ng France. Bago nito, isinagawa ng US ang “makasaysayang” maniobrang pandagat kasama ang Pilipinas, Australia at Japan.

“Makasaysayan” din nitong idineploy sa bansa at sa Asia ang bagong Typhon Missile System (TMS), na binubuo ng apat na missile launcher na may kapasidad na magpalipad ng misayl sa layong 1,600 kilometro. Ang mga missile launcher na ito ay sinimulang imanupaktura matapos lamang ibasura ng US noong 2019 ang Intermediate-Range Nuclear Forces Treaty, isang kasunduan sa pagitan nito at ng Russia. Tinatawag ng US na “susing bahagi” ang TMS sa binubuo nitong mga Multi-Domain Task Force o mga espesyal na yunit militar para higitan ang kapabilidad-militar ng China at Russia. Katambal ng TMS ang HIMARS na una nang idineploy sa Pilipinas noong Balikatan 2023.

Nagpasok ang US ng gawang-Israel na missile defense system at kaakibat nitong mga misayl na Patriot para gamiting pandepensa sa upisyal at di upisyal na mga “EDCA site.” Sa unang pagkakataon, bahagi ng kasalukuyang Balikatan ang pagsasanay ng US sa mga pwersa ng AFP sa pagpapalipad ng mga surface-to-air missile na gagamitin sa naturang sistemang pandepensa.

Sa taong ito, buo nang pinakikinabangan ng US ang mga “EDCA site” na minadaling kumpunihin at itayo ng mga pwersa ng AFP simula maupo si Ferdinand Marcos Jr. Isa sa pinakagamit ang sibilyang paliparan sa Lallo, Cagayan, gayundin ang daungan sa dating Subic US Military Base at ang mga inilatag ng AFP na pasilidad sa Balabac Island sa Palawan at sa isla ng Mavulis sa Batanes.
Reaksyon ng China

Hindi alintana ng China ang opensibong katangian ng pinakahuling mga hakbang ng US sa Pilipinas at South China Sea. Inakusahan nito ang US ng paghahabol ng “unilateral na bentaheng militar” mismo sa tarangkahan nito. Tinawag nitong mapanganib ang pagpupwesto ng mga opensibong armas sa Pilipinas dahil nagpapataas ito ng posibilidad ng “maling pagtaya at miskalkulasyon.” Anito, “banta sa istablidad at kapayapaan” ng rehiyon ang gayong mga hakbang.

Pinayuhan din ng China ang Pilipinas na “maging mapagbantay sa tunay na layunin ng US” at iwasang magpagamit nang hindi nito namamalayan. Anito, dapat pag-isipan ng gubyerno ni Marcos ang pagiging sunud-sunuran nito sa US sa kapinsalaan ng sarili nitong seguridad.

Mula nang isagawa ng US ang “pihit” nito sa Asia noong huling bahagi ng 2011, tuluy-tuloy na nitong pinalakas at pinatatag ang dominasyon nito sa rehiyon. Pinalaki nito ang bilang ng mga tropang nakadeploy sa mga base militar nito sa Australia, Japan at Korea. Binalikan ang luma at nagpatayo ito ng mga bagong base sa Pilipinas.

Pinalaki at pinalawak ang inilunsad nitong mga war games. Noong 2021-2023, may naitalang 525 malaking pagsasanay militar sa South Asia, Southeast Asia at Australia. Ang 60% ng mga ito ay pinangunahan o nilahukan ng US kasama ang mga alyado nito. Nasa 87% ng malalaking pagsasanay militar sa Pilipinas ay isinagawa ng US. Susun-suson ang mga aktibidad militar ng US sa mga bansang nasa “first-island chain” o mga islang pinakamalapit sa palibot ng China.

Naging hudyat sa China ang “pagpihit” ng US sa Asia noong 2011 na patapos na ang pakikipagsabwatan ng US dito at papasok na ito sa panahon ng papaigting na kumprontasyon. Noon pa man, malinaw sa China ang estratehikong layunin ng karibal nitong imperyalista na pagharian ang Asia. Bilang kontra-hakbang, sinimulan nitong magpalawak ng presensyang militar sa South China Sea, kabilang sa malaon nang pinag-aawayang mga islang malapit sa Japan (Senseku Islands), Vietnam (Paracelis) at Pilipinas (Spratlys).

ENGLISH TRANSLATION: The “historical activities” of Balikatan 39-24

The US says the current Balikatan 39-24 is "historic" and many of the activities here will be conducted "for the first time." At the same time, the Armed Forces of the Philippines announced its supposed "turn" in external defense in accordance with the Comprehensive Archipelagic Coastal Defense (CACD) strategy as a "direct response" to China's "aggression" in Philippine waters. This allowed the US to station offensive weapons, pile more forces in the country, and conduct military maneuvers in the South China Sea, all under the guise of "defending" the Philippines.

For the first time, the US took the Balikatan out of Philippine territorial waters, along with French naval forces. Before this, the US conducted the "historic" naval maneuver with the Philippines, Australia and Japan.

It also "historically" deployed in the country and in Asia the new Typhon Missile System (TMS), which consists of four missile launchers with the capacity to fly a missile at a distance of 1,600 kilometers. These missile launchers began to be manufactured only after the US in 2019 scrapped the Intermediate-Range Nuclear Forces Treaty, an agreement between it and Russia. The US calls the TMS a "key part" of its Multi-Domain Task Forces or special military units to surpass the military capabilities of China and Russia. TMS is partnered with HIMARS, which was first deployed in the Philippines during Balikatan 2023.

The US has introduced an Israeli-made missile defense system and its associated Patriot missiles for defensive use at official and unofficial “EDCA sites.” For the first time, part of the current Balikatan is the US training of AFP forces in flying surface-to-air missiles that will be used in such a defense system.

This year, the US is taking full advantage of the "EDCA sites" that were hastily repaired and built by the AFP forces since Ferdinand Marcos Jr. took office. One of the most used is the civilian airport in Lallo, Cagayan, as well as the port at the former Subic US Military Base and the AFP facilities on Balabac Island in Palawan and Mavulis island in Batanes.

China's reaction

China does not mind the offensive nature of the US's latest moves in the Philippines and the South China Sea. It accused the US of claiming "unilateral military advantage" right at its gate. It called the deployment of offensive weapons in the Philippines dangerous because it increases the possibility of "miscalculations and miscalculations." According to him, such measures are a "threat to the stability and peace" of the region.

China also advised the Philippines to "be alert to the true intentions of the US" and avoid using it without its knowledge. This said, the Marcos government should think about its subservience to the US at the expense of its own security.

Since the US carried out its "pivot" in Asia in late 2011, it has steadily strengthened and consolidated its dominance in the region. It has increased the number of troops deployed at its military bases in Australia, Japan and Korea. It returned the old one and built new bases in the Philippines.

Enlarged and expanded its launched war games. In 2021-2023, there were recorded 525 major military exercises in South Asia, Southeast Asia and Australia. 60% of these were led or participated by the US along with its allies. About 87% of the major military exercises in the Philippines were conducted by the US. US military activities will be phased in the countries in the "first-island chain" or islands closest to China.

The US's "pivot" to Asia in 2011 signaled to China that the US's cooperation with it was coming to an end and that it was about to enter a period of intensifying confrontation.
