CITY OF SAN FERNANDO — Human rights group Karapatan on Friday aired suspicion that state forces were behind the disappearance of an organizer of militant group Kilusang Magbubukid ng Pilipinas (KMP) who has been missing since Nov. 6.

In a statement, Karapatan secretary general Cristina Palabay condemned the reported abduction and disappearance of Steve Abua, 34, saying state forces were the “only possible perpetrators” of this “cowardly criminal act.”


Palabay made the remarks in time for the launch of the “Surface Steve Abua Network” at the University of the Philippines (UP) in Diliman, Quezon City.

Earlier this week, Abua’s wife, Johanna, told the Inquirer that her husband had left their home in Parañaque City and was headed to a seminar in Bataan province on Nov. 6 when the alleged abduction happened.

Johanna said Abua was last seen disembarking from a motorcycle between 2 p.m. and 3 p.m. near a transport terminal in Barangay Sta. Cruz in Lubao town of Pampanga province but did not make it to his scheduled meeting in Dinalupihan town in Bataan.

According to Johanna, the abductors had contacted her thrice from Nov. 6 to Nov. 8 but had stopped calling her or sending her messages.

The abductors had described themselves as a “different government” group and were asking Johanna to convince Abua to admit he was a New People’s Army member.

Last communication

During her last communication with the abductors, Johanna said her husband was shown alive on a video call but he was blindfolded, tied up and gagged.

“Not only was Steve Abua abducted to threaten and harass his family, he was tortured for ‘information,’ according to none other than his abductors,” Palabay said.

She added that “they even threatened her (Johanna) that she would never see her husband again should anybody else know of his abduction. Clearly, no one else can be behind his abduction and disappearance but state forces.”

Karapatan reported documenting 18 cases of enforced disappearances linked to the government’s counterinsurgency campaign under the Duterte administration.

Motives

The KMP also demanded the defunding of the National Task Force to End Local Communist Armed Conflict (NTF-Elcac) of its P28-billion budget in 2022 in the wake of Abua’s abduction.

“Only the NTF-Elcac and their cohorts have the motive to abduct Abua. [They] know where Steve Abua is,” Tanggol Magsasaka spokesperson Antonio Flores said.

Pampanga police chief Col. Robin Sarmiento said police units in the province were instructed to verify the incident but no reports were made about Abua’s abduction in Lubao or his being held in any jail in the locality.

“We also coordinated with Barangay Capt. Alan Paule of Sta. Cruz [in Lubao] who confirmed that there was no incident of abduction in the area,” Sarmiento said in a text message to the Inquirer.

Lt. Col. Eugene Garce, commander of the Philippine Army’s 70th Infantry Battalion based in Bulacan province, earlier said none of the units under his command in the region was holding Abua.

An alleged New People’s Army (NPA) member has surrendered to the military in Northern Samar while 107 “mass supporters” in Southern Leyte province have left the communist armed group.

“Ka Alex”, who belonged to an NPA unit in Eastern Visayas, surrendered Wednesday to Col. Perfecto Peñaredondo, commanding officer of the 803rd Infantry Brigade based in Catarman, Northern Samar.

The former rebel also surrendered an M4 carbine and a caliber-38 revolver to the military official.


He was with the underground armed movement since 2016 but yielded due to the alleged false promises of their leaders and the misery he experienced as his group battled with government troops.

Peñaredondo welcomed the surrender and thanked him for choosing the path of peace.

“I encourage other members of the CPP-NPA terrorist to lay down their arms and return to the fold of the law. The Provincial and Municipal Task Forces–Ending Local Communist Armed Conflict (ELCAC) here in Northern Samar have prepared lots of benefits to those who will surrender,” he said in a statement.

Meanwhile, in San Juan town in Southern Leyte, 107 supporters also left the NPA Wednesday.

The NPA supporters are residents of Somoje, a remote village that has long been considered a rebel mass base.


“They decided to surrender to the government as they want to live peaceful lives and for their village to avail itself of programs and projects implemented by the government that they will benefit from,” Lt. Col. Ernesto Dela Rosa Jr, commanding officer of the 14th Infantry Battalion.

A top leader of the communist New People's Army (NPA) surrendered to government troops conducting military operations in Lupon town in Davao Oriental early this week.

Capt. Mark Anthony Tito, the public affairs office chief of the 10th Infantry Division based in Mawab, Davao de Oro, identified the surrenderer as Jocy Villaruel Papasin, also known as Domai.

Tito said that Papasin is the front secretary of the Guerilla Front 18 of the NPA-National Democratic Front.


According to Tito, prior to Papasin's surrender, an armed encounter ensued between the army and a group of NPA combatants. He said the retreating rebels scampered in various directions, abandoning Papasin who eventually surrendered as she was unable to escape during the firefight.

She was immediately given first aid by the troops and subsequently moved to Mati City for further medical evaluation.

The medical staff of Davao Oriental Provincial Medical Center eventually found out that Papasin is five months pregnant.

The Philippine Army was able to recover an M653 rifle, 15 pieces of ammunition, improvised 12-gauge shotgun magazines and personal belongings from the encounter site.

Col. Oliver Maquiling, commander of the 701st Infantry Brigade, said that the surrender of Papasin is a major setback for the armed communist group.

He added that the sharp and timely operations of the military resulted in the NPA losing its balance in areas where it is hiding.

During the interview, Papasin revealed that she had contemplated surrendering due to hardships from the unrelenting government operations against the NPA in the region.

The loss of the NPA's mass base support led to the growing discontentment among the guerilla front's ranks which is manifested by the increased number of rebels and insurgents going back to the folds of the law, Papasin said in the vernacular.

Papasin is now in the custody of the 66th Infantry Battalion. Her papers are being processed for her to avail of the government's Enhanced Comprehensive Local Integration Program.

Papasin will also be required to undergo a reconciliation and healing program to address the trauma and burden she might have acquired while being in the armed group.

November 11, 2021, Kuta Heneral Teodulfo Bautista, Jolo, Sulu – Yesterday, five more Abu Sayyaf Group (ASG) members surrendered to the 1102nd Infantry Brigade (1102nd Bde) at Camp Bud Datu, Brgy Tagbak, Indanan, Sulu, demonstrating the effective implementation of the government’s campaign against terrorism in the region.

In the presence of Joint Task Force – Sulu and 11th Infantry Division Commander MGen William N Gonzales, 1102nd Bde Commander Col Giovanni T Franza introduced the former bandits as Bensar Majan alias Bunso under sub-leader Alhabsi Misaya, Romil Paraja under sub-leader Ben Tattoo, Yasher Jamalul under sub-leader Sanny Boy Sajirin, Jimrasil Isnaji under sub-leader Ben Wagas and Roger Kahan under sub-leader Apo Mike.

Col Franza also commended the 100th Infantry Battalion led by Ltc Michael Cuenca and Metro Jolo Inter-Agency Task Group for facilitating the surrender of the ASG members, who also turned over one M1 Garand rifle, one M16 rifle, two caliber .45 pistol and two .357 revolver pistol.

In an interview, 29 yrs old Majan shared that he was with the ASG for almost five years. When his group disbanded, he was apprehended by authorities and was jailed for another five years. Majan was released when his mother paid for his bail.

“Sinama lang po ako ng aking panganay na kapatid kayna alias Aburami Askali. Noong panahon na ‘yun hindi ko naman ho naiintindihan na Abu Sayyaf na ang pinapasukan ko. Natakot na ho akong bumaba kaya nung nawala sa si Aburami, sumama naman ho ako kay Alhabsi Misaya. Dahil yung mukha ko po ay nakita sa video nila, nakilala ho ako ng mga pulis at hinuli, limang taon ho akong naghirap sa kulungan,” notes Majan.

“Dahil ho sa tagal kong nakakulong, hiniwalayan ho ako ng asawa ko. Napakasakit ho ng nangyari sa akin, pero nung binayaran ng ina ko ang piyansa ko, nakita kong mapapatawad pa ako ng mga tao at may pag-asa pang mag bagong buhay. Ngayon po tatlong buwan na mula nung nakalaya ako. Buy and sell ho ng bigas ang pinagkaka-abalahan ko ngayon. Pinili ko pong lumitaw at lumapit sa sundalo para po makita nila ang sensiridad ko sa pagbabahong buhay,” Majan added.

To note, the 35th Infantry Battalion also facilitated the surrender of six former ASG rebels who yielded one bushmaster rifle, two M1 Garand and one hand grenade on August 24, 2021.

“Kami sa parte ng gobyerno, pinag-iisipan at trinatrabaho namin ang magkaroon ng kumprehensibong programa para sa mga kagaya niyong nasa laylayan ng lipunan. Umasa kayong kasama kayo sa mapayapa at maunlad na probinsya ng Sulu,” MGen Gonzales addressed the returnees.

“Nandito ako ngayong araw dahil gusto ko kayong batiin. Binabati ko ang inyong pagpili sa tamang landas. Lubos akong nagagalak na kayo ay aktibong gumagalaw, naghahanap-buhay, at nagsusumikap na maging mabuting parte ng mamamayang Pilipino,” he added.

CLAVERIA, Misamis Oriental – The 58th Infantry Dimalulupig Battalion celebrated its 36th Founding Anniversary on Monday, November 08, 2021, at Headquarters 58IB, Sitio Migbanday, Poblacion, Claveria, Misamis Oriental.

The theme for this year’s anniversary is Dimalulupig at 36: Conquering Challenges, Harnessing Change, with Brigadier General George L Banzon, the 23rd Battalion Commander of 58IB and currently the 901st Infantry Brigade Commander, as the Guest of Honor and Speaker.

Brigadier General George L Banzon led the distribution of plaques of recognition to all partner stakeholders who contributed to the unit’s mission, along with Col Adonis Ariel G Orio, 402nd Infantry Brigade Commander, and Lt. Col Ricky L Canatoy, Commanding Officer of 58IB. They also led the awarding of honors to deserving 58IB personnel for their valiance in combat and intelligence operations, and even administration.

Lt. Col Ricky L Canatoy emphasized the unit’s accomplishments and the unit’s 36 years of overcoming numerous challenges and harnessing change to its advantage. “As we mark our unit’s founding anniversary, I can’t help but be proud that, despite the challenges, the Dimalulupig troopers never wavered and fully embraced the tasks at hand in order to complete the mission.” With that, I’d like to express my heartfelt gratitude to everyone for all of your efforts in realizing our accomplishments and overcoming the challenges that arose.”

“In addition, the success of the unit was made possible through the effective collaboration of the different stakeholders towards achieving a common goal. The various operations carried out previously have finally yielded positive results. We can now clearly see that the economic activities along the upland Claveria have changed significantly. And that is one of the most important accomplishments of which you should be proud as Dimalulupig Troopers.”

ARAKAN, COTABATO – Provincial Local Government Unit (PLGU) of North Cotabato and Army’s 72nd Infantry “Gabay” Battalion under the operational control of 1002nd Infantry “Bagwis” Brigade successfully opened the 15-Day Deradicalization Program to 65 “Friends Rescued” or Former Rebels composed of FRs from North Cotabato and Bukidnon held at Martinez Farm and Garden Resort that commenced earlier today, November 11, 2021 and will culminate on November 25, 2021.

The said program with the theme “Pagbag-o Ug Pagbalik sa Sabakan sa Gobyerno aron makab-ot ang Kahapsay og Kalinaw” will be facilitated by various Government and Non-Government Agencies, LGUs, IP Sector, PNP, members of Youth For Peace Movement “TALBOS” and troops of 72IB and 1002nd Bde . It will be steered thru series of lectures, activities (group and individual), discussions, workshops and consultations; deradicalization for them to be oriented from communist ideologies. It aims to remold their way of thinking and remove the hatred, negative perspective about the Government and its leaders and undo their criminal and revolutionary mindset. It also aims to educate the participants on social, economic, health and political awareness on the different plans and programs offered by the Government.

The said training will focus not only on lectures and discussions about the wrong ideologies perpetrated by the CTGs but moreso, in enhancing the spiritual aspect by conducting Bible Studies and Spiritual Enlightenment. This aims to bring them closer to the word of God and as their primary guide in giving strength and wisdom in their daily lives.

With the support and unending commitment of the Provincial, Municipal Local Government Units and other stakeholders within the unit’s Area of Operations, all necessary materials and financial support needed were provided particularly the meals, snacks, and transportation during the whole duration of the said program.

The opening program was graced by the presence of Hon. Nancy A Catamco, Governor, Province of North Cotabato highly represented by Hon. Krista Piñol-Solis, Board Member; BGen Potenciano C Camba PA, Commander, 1002nd Bde; PCOL Henry B Villar, PPDO, North Cotabato; LTC Jose C Regonay Jr, Commanding Officer, 72IB; Ms. Johanna Grace Cedonio, Executive Vice Pres. JCI Duwaling; personnel from the Office of the Governor; members of YFPM North Cotabato; officers and troops of 72IB and 1002Bde; and 65 former rebels.

LTC Jose C Regonay Jr, Commanding Officer, 72IB expressed his utmost gratitude to the Provincial Government of North Cotabato for providing the necessary requirements to make the Deradicalization Program possible.

During his message, he said “We are very fortunate that our Provincial Government is very supportive in the implementation of EO70 especially to you, our brothers and sisters who were once fooled by the false ideologies and beliefs of the Communist Terrorist Groups (CTGs). Our Government wants nothing but to enhance your living conditions and provide your with better livelihood. Once again, Welcome to our 15-Day Deradicalization Program!”

Further, BGen Potenciano C Camba said, “More than five decades of fighting for your false ideologies should stop. Now is the time for all of you to go back to the Government and embrace the Government’s programs for you.” He also added, “We are all united with you in our quest for peace and order.”

As the Guest of Honor and Speaker during the opening program, Hon. Krista Piñol-Solis commended the people behind the success of the activity; the men and women in uniform.

“Our province is very fortunate because our soldiers are willing to risk their lives just to facilitate the delivery of services to the Cotabateños. We are now one step closer to our ultimate goal — that is to have a just and lasting peace here in North Cotabato! Para sa Kalinaw ug Kalambuan, Padayon Ta!” She ended.

Newly appointed Philippine National Police (PNP) chief Lieutenant General Dionardo Carlos has vowed a tougher crackdown against communist rebels, terrorists, and private armed groups as the country gears up for the 2022 national elections.

In his first speech as PNP chief on Friday, November 12, Carlos said he will strengthen area police commands to prevent insurgents, terrorists, and private armed groups from sowing terror during the polls.

"The fight against insurgency, terrorism, and the dismantling of private armed groups will receive a new shot in the arm as we prepare for the national elections,"
said Carlos,

"Sisiguruhin natin na hindi masasayang ang boto ng ating mga kababayan at magtatagumpay ang ating halalan na walang bahid ng karahasan at katiwalian," he added. (We will ensure our countrymen's votes would not go to waste and that our elections would be a success without any violence or corruption.)

Carlos also said he would implement "even more strongly" President Rodrigo Duterte's anti-illegal drugs campaign, where thousands of drug suspects have been killed in legitimate police operations and vigilante-style killings.

Duterte's drug war is now the subject of a crimes against humanity probe of the International Criminal Court.

"We will implement even more strongly our Enhanced Managing Police Operations programs against criminality and our Double Barrel Finale 'Version 2021' against illegal drugs. We will improve these programs as necessary and introduce further reforms as needed as we strive to make more potent these tools against crime and illegal drugs," said Carlos.

He also said he would not allow lawless elements to commit their "nefarious acts" during the coronavirus pandemic, saying the police will continue serving as frontliners during the public health crisis.

"And all we ask is for our countrymen to abide by whatever rules and policies are being implemented to stem the tide of virus transmission and save our nation from further tragedy," he added.

The new PNP chief gave a glimpse of his programs in the coming months during the change of command ceremony on Friday, which was led by Interior Secretary Eduardo Año.

Carlos is the 27th PNP chief and the seventh under Duterte in less than six years. He will serve until his retirement on May 8, 2022.

Keeping the police fit

Carlos said he plans to continue the fiscal transparency and accountability programs started by his predecessors.

He said he would also boost the PNP's physical fitness program though the PNP Body Mass index Program would be each cop's "personal or individual responsibility."

"It will not however bar you from your promotion and undergoing schooling. Our men and women need to be in top physical shape as we continue to do our share as frontlines in addressing the pandemic," said Carlos.

Malacañang announced Carlos’ appointment on Wednesday, November 10. He replaced General Guillermo Eleazar, who served for only six months.

Prior to his appointment as PNP chief, Carlos was Eleazar’s fourth in command, heading the PNP’s Directorial Staff. Prior to this, Carlos served as PNP spokesperson under then-PNP chief Ronald dela Rosa.

The new PNP chief served as PNP spokesperson from August 2016 until January 2018. He was later assigned to head the PNP Aviation Security Group, and then as the director for Integrated Police Operations Visayas.

The new PNP chief belongs to the ruling Philippine Military Academy Maringal Class of 1988.

His classmates include former Armed Forces chief General Jose Faustino Jr., Air Force chief Lieutenant General Allen Paredes, and Navy chief Vice Admiral Adeluis Bordado.

The abolition of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) will deprive barangays cleared of communist terrorist groups (CTGs) with development funds worth P20 million each.

This was stressed by the Western Visayas Regional Task Force to End Local Communist Armed Conflict (RTF6-ELCAC) in a statement on Wednesday in reaction to the pronouncement of Vice President Leni Robredo that she would abolish the national taskforce if she becomes the next president.

“Para na rin sa inyong kaalaman, may Barangay Development Program din ang NTF-ELCAC. Under this initiative, CTG-cleared barangays are provided P20 million for projects that the people deem necessary to improve their quality of life,” said Assistant Prosecutor Flosemer Chris Gonzales, spokesperson.

RTF6-ELCAC is inviting the vice president to a dialogue.

At least 150 villages in Sorsogon province will be affected by the substantial reduction in the proposed 2022 spending plan of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

In an online interview on Friday, Sorsogon Governor Francis Escudero said the anti-insurgency task force’s allotment for the Barangay Development Program (BDP) this year has benefitted 16 villages in Sorsogon with 157 rural development projects that include road networks, daycare centers, electrification, and potable water system.

“Sixteen barangays were beneficiaries of NTF-ELCAC's BDP. In total, the barangays were able to receive PHP400 million bottom-up budgeting which means I am not the one who chooses projects. The people choose what projects are needed in their respective areas," he said in Filipino.

The Senate proposed to slash the 2022 funding of the NTF-ELCAC by as much as PHP24 billion, according to Finance Committee chair Senator Sonny Angara on Tuesday, leaving just PHP4 billion to the anti-insurgeny body.

Senators said they want to shift the budget for the allowances and benefits of health care workers.

Escudero said it will be “unfortunate” if the BDP’s allocation will be affected as the NTF-ELCAC included 150 Sorsogon barangays for next year’s development projects.

“Sorsogon is composed of 541 barangays. According to the NTF-ELCAC, for BDP next year, at least 150 barangays are beneficiaries with PHP20 million budget per barangay," he said. “I can only speak for Sorsogon. The barangay development programs of NTF-ELCAC is good as it benefits the local community.”

Escudero, however, said that should the proposed cut push through, President Rodrigo Duterte can still realign the budget.

The NTF-ELCAC, created by virtue of Executive Order 70 issued on Dec. 4, 2018, is tasked to “provide an efficient mechanism and structure for the implementation of the whole-of-nation approach to aid in the realization of collective aspirations for inclusive and sustainable peace.”

The BDP, a hallmark program of NTF-ELCAC with the end goal of bringing development to former conflict-prone communities, gives PHP20 million each to insurgency-free villages for farm-to-market roads, classrooms, water and sanitation systems, health stations, and other livelihood projects.

Defense Undersecretary and Task Force Balik Loob (TFBL) chair Reynaldo Mapagu lamented the Senate's decision to reduce the proposed 2022 budget of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC)'s Barangay Development Program (BDP) from PHP28.12 billion to PHP4 billion.

"Instead of hastening the progress we have made over the last five years in addressing the root causes of the communist insurgency, this move will only reinforce the CTG (communist terrorist group) propaganda of government neglect, especially in the far-flung communities,"
said Mapagu, who is also head of the NTF-ELCAC's Enhanced Comprehensive Local Integration Program (E-CLIP) and Amnesty Program Cluster, in a statement on Friday.


Senator Sonny Angara, Senate Finance Committee chair, said they took the bulk of the NTF-ELCAC's budget and realigned it to fund pandemic response programs.

He added that the essence of the NTF-ELCAC is to shift the focus of anti-insurgency efforts from a purely military approach to a holistic one.

Mapagu said the BDP is one of the NTF-ELCAC's tools to ensure that systems and infrastructure will be available to address the gaps in the delivery of services at the grassroots level.

"It is often said that the road to peace is the actual road. As more and more members of the communist terrorist group return to the fold of the law and undergo the reintegration process through E-CLIP, we hope that they can also return to communities that can support individual and collective development," he added.

He also urged the Senate to reconsider its decision and listen to the voices of those living in far-flung areas who are clamoring for the BDP.

President Rodrigo Duterte has picked Philippine Army (PA) commander, Lt. Gen. Andres Centino as the 57th chief of staff of the Armed Forces of the Philippines (AFP).

In a press statement, Presidential Spokesperson Harry Roque confirmed Centino's appointment.

"We confirm that President Rodrigo Roa Duterte approved and signed the designation of LGEN Andres Centino as Chief of Staff of the Armed Forces of the Philippines (AFP) effective November 12, 2021. We are confident that Gen. Centino will continue the initiatives of his predecessors to bring lasting peace and development in the country while securing the State and upgrading our defense capability,"
Roque said.


He also wished for Centino's success in his new role as AFP chief.

Centino replaced Gen. Jose Faustino Jr. who formally retired from the service on Friday.

Meanwhile, the AFP welcomed Centino's appointment as its new chief.

"He has immense knowledge and experience in leading our troops on the ground and in supporting peaceful efforts to protect our people against various threats," AFP spokesperson, Army Col. Ramon Zagala said in a statement.

He also added that Centino's integrity, management acumen and genuine desire for peace and development make him a competent leader and guide the AFP in fulfilling its mission while supporting national efforts to battle the current pandemic.

"The appointment of Lt. Gen. Centino will prompt an upward movement in the AFP leadership that will further inspire our soldiers to surpass challenges with excellence and continue our campaign towards genuine transformation," Zagala said.

The Department of National Defense (DND) also lauded Centino's appointment as the new AFP chief.

"An outstanding military commander, LTGEN Centino will bring to the post his expertise and commitment to the achievement of lasting peace and development in the country. I am confident that LTGEN Centino will ably lead our men and women in the AFP in the pursuit of a higher degree of excellence and professionalism. We thank GEN Faustino for his years of dedicated service to our nation and wish him all the best on his retirement," Defense spokesperson Arsenio Andolong said in a statement.

Centino is a member of the Philippine Military Class of 1988 and assumed the position as Army commander last May.

He is a mistah (batchmate) of newly-appointed Philippine National Police chief, Lt. Gen. Dionardo Carlos.

Prior to his appointment as Army chief, Centino was the head of the Cagayan De Oro City-based 4th Infantry Division (4ID).

He also held various positions such as Commander of the 26th Infantry Battalion, 4ID; Secretary Army General Staff; Chief of Staff, 4ID; Commander of the 401st Infantry Brigade; and Deputy Chief of Staff for Operations (J3) of the AFP.

As he assumed command of the more than 220,000-strong Philippine National Police (PNP), Lt. Gen. Dionardo Carlos said he has big shoes to fill.

"First, I must now fill in the shoes of my predecessor, my Big Brother, Police General Guillermo Lorenzo Eleazar whose sterling leadership and hard work elevated the police service to greater levels of performance and achievement, bringing back the people’s trust and confidence in the police force, all of which I must now sustain or further enhance," Carlos said in his assumption speech as the country's 27th top cop at the PNP headquarters in Camp Crame, Quezon City on Friday.

Carlos replaced Eleazar, who will officially retire from the service upon reaching the mandatory retirement age of 56 on Saturday.

The new PNP chief is expected to take on the challenge of assisting the government's coronavirus disease 2019 (Covid-19) pandemic and securing next year's elections.

"We remain in the midst of addressing a tremendous crisis in the form of an unseen enemy, the Covid-19 pandemic, that has been adversely affecting lives and livelihoods across the nation. This is a first in PNP history, and as we strive to embrace the new normal, I will face the challenges that this situation brings, together with every member of the police force with greater fortitude and determination," he added.

Carlos also vowed to do his best in ensuring that the May 9, 2022 elections will be peaceful and orderly.

"Our nation is once again turning a new page in its history with the forthcoming national elections and I now lead the PNP in ensuring the orderly and peaceful exercise of our people’s right to vote. And fourth, the Filipino people deserve nothing less than the best service from the PNP, I commit the remaining months of my service to performing my mandate, to serve and protect my countrymen with all the effort I can muster and with a full and sincere heart for service," he added.

Carlos also vowed to focus on the tasks besetting the PNP until the end of his term and ensure that all police personnel will perform professionally.

"Our battlecry, 'to serve and protect' will remain louder and stronger than ever. Building on the gains of the past PNP administration, I will ensure that every member of the police force will remain on his toes in performing the PNP mandate as we continue to fight criminality, illegal drugs, insurgency and terrorism, and corruption without fear or favor and with greater might and vigor," he added.

He also vowed to sustain the relentless campaign against criminality and illegal drugs.

"We are not resting on our laurels, but are instead even more challenged to surpass the gains we have achieved, and provide a truly safe and peaceful environment where every Filipino can live and work without fear of crime or lawlessness in his heart," he added.

He also assured the implementation of a stronger "Enhanced Managing Police Operations" programs against criminality and the "Double Barrel Finale Version 2021 against illegal drugs.

Carlos also said he will not let lawless elements take advantage of eased quarantine restrictions to prey on those returning to work and performing other essential tasks out of their homes.

"The fight against insurgency, terrorism and the dismantling of private armed groups will receive a new shot in the arm as we prepare for the national elections. We will further develop and strengthen our Area Police Commands to make our operations on the ground more focused and aggressive as we strive to further deny insurgents, terrorists and private armed groups the opportunity to sow terror in our communities especially during the election period," he added.

Carlos said he would also continue the Internal Cleanliness Policy implemented by his predecessor.

"The Intensified Cleanliness Policy of General Eleazar will remain in high gear. Every problem regardless of its severity will be addressed with the same attention and intensity. Walang maliit o malaking problema, lahat ay bibigyan natin ng sapat at kaukulang atensyon. I expect the same enthusiasm and energy given to keeping every police station clean and orderly for this is a reflection of the true heart of the PNP," he added.

Carlos will serve as PNP chief until his retirement on May 8, 2022.

Meanwhile, Eleazar expressed confidence that Carlos will be able to continue the legacies of all the past PNP chiefs to improve services to the people.

"To continue making our kababayans feel safer and showing the Filipino people that we are their big brothers when it comes to safety. I will leave with peace of mind knowing that my successor is worthy of becoming the 27th chief of the PNP and knowing that the entire organization will rally behind the leadership, " Eleazar said

He also expressed gratitude to Interior Secretary Eduardo Año for his trust and confidence on him.

"Let me express my deepest gratitude for believing in my capability to lead the PNP. My pride and honor to have served under your leadership. The saddest part of the retirement is they say if the retiree has no good memories and no proud moments to look back to. As I bow of service today serving 38 years, I will take with me the good memories of how as your Chief PNP in the last six months the men and women of the PNP believed in me and supported me in the main goal of continuously bringing back the integrity and dignity of the PNP," Eleazar noted.

The chairman of the House Strategic Intelligence Committee on Friday called for the immediate passage of a measure seeking to prescribe a fixed three-year tour of duty for the Armed Forces of the Philippines (AFP) chief of staff.

Surigao del Sur Rep. Johnny Pimentel made the call after Malacañang has named Lt. Gen. Andres Centino as the AFP’s 57th chief of staff.

Pimentel said Centino would be the longest-serving AFP chief of staff since 2014, and is expected to serve for a total of 449 days, or until he reaches the compulsory retirement age of 56 on Feb. 4, 2023.


He said that the 10 AFP chiefs of staff before Centino served only an average of 196 days.

Under House Bill 4050, when the AFP chief of staff reaches 56 years old before completing the three-year term, his or her statutory forced retirement may be deferred by the President.

“Our bill affirms the President’s absolute power – as commander-in-chief of all armed forces – to remove the chief of staff any time before the end of 36 months for loss of trust and confidence,” Pimentel said.

He cited that the 1987 Constitution does not specify a minimum or fixed tour of duty for the AFP chief of staff, other than it “shall not exceed three years,” except when extended by the President in times of war or other national emergencies.

The AFP chief of staff has operational control over all armed service branches, namely: the Philippine Army, Philippine Navy, Philippine Air Force, and the Philippine Marine Corps.

A member of the Philippine Military Academy’s “Maringal” Class of 1988, Centino replaces Gen. Jose Faustino Jr., who reached the mandatory retirement age of 56 on November 12.

Centino is the 11th military chief appointed by President Rodrigo Duterte.

Newly-appointed Armed Forces of the Philippines (AFP) chief-of-staff, Lt. Gen. Andres Centino, on Friday said the military is closer to attaining victory against all security threats in the country.

In his assumption speech, Centino said the winning streak of the AFP can be attributed to the "firm conviction and full support of our Commander-in-Chief," a reference to President Rodrigo R. Duterte.


"The AFP also enjoys a plus 74 or excellent net satisfaction rating (among) Filipinos based on the most recent social weather station survey. These assurances fuel the dauntless spirit of the men and women of the organization in conquering the challenges of the day. From internal security to external defense, and the ramifications of the unseen enemy during this Covid-19 pandemic," he added.

Centino also said the AFP is more than motivated in carrying out its core purpose of protecting the people and securing the state.

"With the issuance of Executive Order 70 and the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) in the country, we will continue to pursue a whole-of-government and whole-of-nation approach against all threats. Our relentless operations against the terrorists will ensure a physically and psychologically secured environment conducive for inclusive progress," he added.

Under his leadership as the 57th AFP chief, Centino said that there will be four priority thrusts that will serve as a "baseline and guiding mechanisms" in accomplishing missions in the organization.

These are operational efficiency, optimal use of resources, advancing professionalism and meritocracy in the AFP, and capability development.

The Philippine and United States governments are set to hold their ninth bilateral strategic dialogue (BSD) from November 14 to 15 in Washington, D.C., the US Embassy in Manila announced Friday.

Since January 2011, the BSD has brought together senior leaders from both nations to discuss cooperation on defense, economics, rule of law, and regional diplomacy.

The Embassy said the upcoming dialogue would be co-chaired by Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink alongside Assistant Secretary of Defense for Indo-Pacific Security Affairs Ely Ratner.

Philippine Ambassador to US Jose Manuel Romualdez will join the US representative together with Department of National Defense Undersecretary Cardozo Luna.


The dialogue comes months after the Philippine government restored its Visiting Forces Agreement with the US, a move that reflected the continuing alliance between the two nations.

The last BSD was held in Manila in July 2019.

During the previous dialogue, Manila and Washington D.C. pledged to enhance their already robust defense cooperation by improving defense infrastructure, updating personnel and logistics procedures, and increasing mutual communication and coordination on operational elements of regional security.

Both sides back then also commit to begin planning on a range of activities to improve maritime domain awareness.

The 2019 BSD had also resulted in the signing of a joint statement on Higher Education Cooperation and a Science and Technology Agreement.

The European Union in the Philippines is set to formally launch its PHP1.5-billion development program to support the Bangsamoro transition in Mindanao on November 15.

The EU project, called the Support to Bangsamoro Transition (SUBATRA), is in partnership with the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and will run for a span of five years.

"The program aims to help BARMM lay the foundation for lasting peace and development in the region by strengthening the capacities of its institutions during the transition period," the EU said Friday.

Aside from SUBATRA, the EU has been helping provide job opportunities for farmers, women, youth, and indigenous people in Mindanao through its PHP2-billion Mindanao Peace and Development Programme (MinPAD RISE).

From November 15 to 19, EU Ambassador to Manila Luc Véron will visit the bloc's development and humanitarian projects in the region.

He is scheduled to meet with officials from the BARMM, IMT Deputy Head of Mission First Admiral Yusman bin Ostaldi RMN, Bangsamoro Transition Authority Parliament Speaker Ali Pangalian Balindong, local government officials and humanitarian and development partners from Cotabato, Marawi, Iligan, Lanao del Sur, and Lanao del Norte.

For Véron, this trip reaffirms the EU's commitment to the peace process and development in Mindanao "through an inclusive and comprehensive approach".

"Ambassador Véron’s meeting with officials from the BARMM and other stakeholders is linked to the program 'Peace and Development in the BARMM,'" the delegation shared.

The said program, also funded by the EU, amounts to PHP1.4 billion and seeks to improve the social cohesion and resilience of communities while addressing the health, social and economic impact of coronavirus disease 2019 (Covid-19) in the region.

MANILA – The local government unit of Sadanga in Mountain Province is deeply disappointed over lawmakers who support the 2022 budget cut of the Barangay Development Program (BDP) under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

In an interview over SMNI’s “Laban Kasama ang Bayan” (Fight with the Country) on Thursday, Sadanga Mayor Gabino Ganggangan said those who oppose the funding for the BDP want remote villages to stay undeveloped and impoverished, thus, encouraging the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) to recruit more.

“Very unfortunate that we have these senators and party-list members of Congress trying to block the budget, especially of the Barangay Development Program. I see these people trying to block the funding of the NTF-ELCAC want to perpetuate the hardship of these barangays that have been neglected for decades,” Ganggangan said.

He said it should be celebrated that there is a program that “can reach, can deliver the necessary services to these long-neglected barangays”.

“Some people like the senators and the leftist party-list members are out to block [progress]. These people are trying to deny us of that opportunity,” he said.

Ganggangan said that in essence, the denial of the funding for the BDP is like helping the CPP-NPA-NDF.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

Affected villages

Ganggangan said that in his town alone, six villages will be denied the opportunity for progress if BDP funds are slashed.

It is equivalent to PHP120 million that can be used for development programs that were identified by the residents themselves based on their needs.

“You can just imagine the expectations. The barangay is so happy and erxpecting na finally ibibigay na itong needs natin tapos biglang puputulin mo kung sino man ‘yang mga senator na 'yan (that finally their needs will be met then suddenly it will be slashed by those senators, whoever they are),” Ganggangan said.

Among the projects normally funded through the BDP are farm-to-market roads, water treatment facilities, and water irrigation projects.

Intentional cut

Ganggangan said the public should know the names of the senators and congressmen opposing the development of villages.

“Furnish us with the names of those senators including ‘yang mga (those under the) party-list. It’s time that we also have actively campaign against these people,” he said.

Ganggangan explained that for the longest time, fourth to sixth-class municipalities are seen only as resources of raw materials.

He said that they did not feel real concern from past governments until the Duterte administration created the NTF-ELCAC.

“Itong ginagawa ng mga kontrabida (These actions by those who oppose), to us it's more than politics. We see it as intentional. They want us to remain poor so we are easily recruited and fight the government. For me, I see that as an exploitation of the Cordillera people,” Ganggangan said.

He said government officials are elected by the people to push for government initiatives and projects.

Instead, he said some lawmakers are doing the opposite.

“It's high time that we know who those people are and expose them in public. Tell the public that these people are not really pushing for the agenda of the government in developing the countryside and what they are doing is the opposite,” he said.

Despite proposals to slash its budget for 2022, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has accomplished its mandate in implementing grassroots projects and helping stamp out insurgency in the countryside.

Abolishing the NTF-ELCAC is uncalled for at the moment, according to Senator Sonny Angara on Friday.

Vice President Leni Robredo is among the most vocal critics of the task force tasked to “provide an efficient mechanism and structure for the implementation of the whole-of-nation approach to aid in the realization of collective aspirations for inclusive and sustainable peace”.

“No, I don't think so. I think it’s way too early to make that judgment for the NTF-ELCAC. The NTF ELCAC only started to receive a budget for 2020 and a very small one at that for a nationwide program. It was really scaled-up for this year 2021. So it got a budget of around a billion for 2020 and for 2021, the budget is PHP16 billion (for the Barangay Development Program or BDP), but because of lockdowns, we cut it," Angara said in a radio interview, referring to the proposed PHP24 billion cut that will be redirected to health care workers' allowances and other benefits.

Angara said the NTF-ELCAC is a good concept because "you are helping poor villages who are under the control of insurgents," he added in an interview with a news channel.

Angara recalled that as a congressman representing Aurora province, which had long been under the influence of the communist terrorist groups, insurgency taught him that rebel returnees need support in terms of infrastructure, water, and electricity.

“It is a battle for the hearts of minds of the people," he said.

Angara said some senators were not satisfied with an accounting of how the NTF-ELCAC funds were spent.

NTF-ELCAC Vice Chair and National Security Adviser Hermogenes Esperon Jr. assured a more detailed accounting will be made in the next few days.

"I also hope that our senators will take to heart the plight of people in the barangays affected by the prolonged conflict. While I understand that Covid-19 is the clear and present danger that we have to address, I hope they recognize the scourge that has caused stunted growth of the countryside and effect on the nation," Esperon said in a previous interview.

Senator Ronald dela Rosa opposed proposals to cut the task force's budget, which may be down to PHP4 billion, because the development will benefit the Communist Party of the Philippines-New People's Army-National Democratic Front.

Some of the NTF-ELCAC’s funds go to the BDP, which develops former conflict-prone communities with a budget of PHP20 million per village.
