TIAMZON COUPLE CONVICTED | The long arm of the law has finally caught up with the Tiamzon couple. The conviction of Benito and Wilma Tiamzon for kidnapping and serious illegal detention of four military personnel in 1988 is a "triumph" of the Philippine justice system.

The Quezon City Regional Trial Court Branch 216, in a decision issued Nov. 27., found the couple guilty beyond reasonable doubt for the crime of kidnapping and serious illegal detention and sentenced them to "reclusion perpetua", which spans 20 to 40 years in prison.


Let this be a reminder to everyone that the Philippines is a republican and democratic country that is governed by the rule of law. The enemies of society and of the government who seek to undermine the integrity of the social order and of the nation’s lawful institutions shall answer for their misdeeds.

NPA SURRENDERERS | Thirty-one members of the New People’s Army (NPA) turned themselves in last Sunday, November 22, to the 30th IB’s Community Support Program (CSP) team.

A formal surrender ceremony was held during the Grand Pulong-Pulong (GPP) that was attended by about 200 members of the Mamanwa tribe from the hinterlands of Lasicam Complex. The municipal government of Gigaquit will provide them support, and take every effort in seeking for them further assistance from other government agencies.

Marihatag, Surigao del Sur – Troops of the Philippine Army’s 3rd Special Forces Battalion (3SFBn) engaged in an encounter with 30 Communist NPA Terrorists, said to be members of the SYP Platoon, Guerilla Force 19 under the leadership of Ka-Coby, or Marion Himo Jr at Brgy. San Isidro, Marihatag, Surigao del Sur yesterday, November 28.

The encounter lasted for about 45mins to which the rebels withdrew, leaving behind one of their members who died in the encounter. The neutralized member was positively identified by former rebels who personally know her as Jevilyn Campos Cullamat aka Reb, youngest daughter of Bayan Muna Representative Eufemia Campos Cullamat. Jevilyn, 22 years old, served as a medic of the aforementioned NPA unit.

Bayan Muna and the Makabayan-bloc, to which Eufemia Cullamat is a member of, has been in the hot seat, following a series of Senate hearing in line with the government’s efforts to identify organizations closely linked with the CPP-NPA-NDF (CNN) Terrorist network. Although not present at the previous hearing, Eufemia Campos Cullamat has been receiving criticisms on her stance related to her affiliation with the terrorist organization.

Another Senate hearing on the topic of establishing the link between Makabayan-bloc and other progressive groups and the CPP-NPA is set to be scheduled next week.

IMPASUGONG, BUKIDNON- Tired of giving revolutionary taxes, local populace reported New People’s Army (NPA) extortionist which resulted to a series of encounters at Barangay Manalog, Malaybalay City, Bukidnon.

On November 26, 2020, a clash happened when troops of the 43rd Division Reconnaissance Company, which is operationally controlled by the 8th Infantry “Dependable” Battalion (8IB), responded to the calls of the civilians and subsequently encountered approximately 30 communist NPA terrorists under Guerilla Front 89, Sub-Regional Committee 2, North Central Mindanao Regional Command. The clash resulted in the seizure of one (1) M16 rifle, two (2) rifle grenades, one (1) improvised explosive device, one (1) bandolier, three (3) back packs, two (2) cooking pots, two (2) burners, 150-meters wire, assorted medicines, and subversive documents.

No one was injured among the army during the clash while bloodstains were left by the wounded NPA members along their routes of withdrawal. The Army troopers are still pursuing the NPAs to prevent them from victimizing innocent civilians in the area.


Lt. Col Edgardo V Talaroc Jr, Commanding Officer of the 8IB thanked the constituents of Brgy Manalog for reporting such terroristic acts and for cooperating to end local armed conflict. Talaroc, Jr further said, “Kini nga yunit magpadayon sa paghanting sa mga NPA nga terorista aron maluwas ang komunidad sa ilang teroristang pagpangilad ug pagpahimulos.” (This unit will continue to hunt the NPA terrorists to save the community from their terroristic deceptions and exploitations.)

“Kini nga brigade walay hunong nga magpadayon sa iyang pag paningkamot aron malikayan ang pagpangilkil sa mga NPA ug uban pang mga teroristang buhat. Dugang pa, gipangayo sa brigade ang inyong suporta alang sa kanunay nga pagdagayday sa kasayuran,” said Brigade General Ferdinand T Barandon, 403rd Brigade Commander. It can be recalled that on November 19, 2020 two (2) encounters also happened in the hinterlands of Brgy Manalog.

A daughter of Bayan Muna Representative Eufemia Cullamat was killed in an encounter with a contingent of the Philippine military on Saturday, November 28.

According to a dispatch from the 3rd Special Forces "Arrowhead" Battalion released on Sunday, November 29,
Jevilyn Cullamat alias "Ka Reb," 22, was the lone fatality in a 45-minute encounter in Barangay San Isidro in Marihatag town in Surigao del Sur.

According to soldiers, the younger Cullamat served as a medic of the New People's Army (NPA), the armed wing of the Communist Party of the Philippines.

The military did not disclose details of the clash or how Cullamat ended up dead.

After the clash, the soldiers posed for photos with seized firearms, communist flags, and the lifeless body of Cullamat lying bloodied on the ground.

The military said Cullamat's identity was confirmed with the help of at least 9 former rebels, and that they informed her family of her death.

Bayan Muna lawmaker Cullamat, also a leader of the indigenous Manobo tribe, said her daughter experienced and witnessed military abuses firsthand. This, said the congresswoman, may have prompted Jevilyn to join the NPA.

"Walang kapantay ang aking dalamhati sa pagpatay ng militar sa aking anak na si Jevilyn. Dumagdag ang dugo ng aking anak sa libong kalumaran na nagpatak ng dugo sa lupa para sa kalayaan at laban sa historikong pang-aapi sa aming hanay," Cullamat said in a statement on Sunday. Her blood adds to thousands of indigenous peoples who offered their own blood to fight against the historic oppression that we experience.)

"Alam ko na gagamitin ng militar ang kanilang pagpatay sa aking anak para lalo pang maglubid ng kasinungalingan sa Bayan Muna at Makabayan bloc, pero naninindigan kami sa katotohanan at 'di malulutas ng kanilang mga boladas at kasinungalingan ang ugat ng mga problema ng bansa," the lawmaker also said. Bayan Muna and other members of the Makabayan bloc in the House of Representatives have repeatedly condemned the red-tagging against them.

In its statement on Sunday, the military urged communist rebels to surrender, saying they are "losing ground" in their battle.

"While there are issues concerning the IPs (indigenous peoples), violent, armed, and terrorist struggle will never be the right solution to it," said Brigadier General Allan Hambala of the military's 401st Infantry Brigade.

An 18-year-old former member of the New People’s Army (NPA) in Palawan is appealing to her father to lay down his arms and surrender to the government so he could rejoin them on Christmas Day.

Charlene Egay Juan, alias Ka Yumie, is calling on her father Ronaldo Juan, alias Ka Gaspar, to cease resistance to the government and submit to its authority so their family will be complete during the holidays.

Ronaldo has been a member of the NPA in Palawan for three years now under the unit of Ka Miggy and Ka Rise, the two rebel leaders who are wanted by the Provincial Task Force to End Local Communist Armed Conflict (PTF ELCAC).

“Pang, sana bumaba ka na kasi wala kang mapapala d’yan. Mabubuo pa ang pamilya natin kapag bumaba ka, hindi ka rin sasaktan ng mga sundalo dito sa baba. Bumababa ka na, pang, para magkakasama tayo ngayong pasko,” Ka Yumie said.

“Sana bumaba na rin si papa para magkakasama na kami,” she added.

Yumie’s appeal to her father came after her surrender on November 15 with Reden Gatosan Angkik (Ka Justine, Jaguar, Jonas, and Arjay); Evelyn Eno Rodriguez, (Ka Laisa); Robin Jalain Baylosis (Ka Marlo and Mayor), and Jukiter Rundukan Gindaya (Ka Armak and Frankie).

They were supposed to bring his father with them when they surrendered, but she was unable to discuss the plan with Ronaldo because he was always with Ka Miggy and Ka Rise wherever they are.

“Gusto ko siya sana isama kaya lang hindi ko siya nadaanan kasi malapit siya kila Rise. Siya ang nagsabi sa akin na bumaba na kasi kawawa ang pamilya namin,” she said.

“Nakakahinga na ako ng maluwag ngayon dahil sa pagsuko ko, pero nag-aalala ako kasi naiwan ang tatay ko. Gusto ko sana na sumunod siya sa akin,” she added.

Ka Yumie said all she wants this holiday season is for them to be together with Daryl, her brother who previously surrendered to the Marines after an encounter on September 3 with its Force Reconnaissance Group (FRG) in Barangay Mainit, Brooke’s Point.

Daryl is a member of the Iskwad Buntot (Tres) Kilusang Larangang Guerilla (KLG)-Palawan, Sub-Regional Military Area (SRMA)-4E as a “mandirigma” and medical officer.

He was part of the encounter in Brooke’s Point but fled and eventually surrendered after his five leaders, including Bonifacio Magramo, and Andrea Rosal, daughter of NPA leader Gregorio “Ka Roger” Rosal, were killed.

Ka Yumie said Ronaldo did not want her to join him and Daryl in the NPA, but they were unable to stop Ka Rise from recruiting her to become a full-time member.

“Kami ay dinadalaw lang ng tatay ko, siya kasi ay nasa loob ng NPA. Siya ang dahilan para sumali ako sa grupo, pagdating ko doon ay ni-recruit na ako ni Rise, sabi niya mag-full-time na daw ako. Gusto ko na umuwi noong panahon na yon, pero hindi niya ako pinayagan, hanggang sa sumali na talaga ako. Ang tatay ko naman ay galit kung bakit ako sumali. Ayaw ni papa na sumali ako,” she said during a press conference on Thursday at the Western Command (WESCOM) Headquarters.

“Sumuko kami dahil na rin sa matindihing hirap sa bundok, bagyo, lalo na kapag may operasyon ang mga tropa sa baba, lakad nang lakad na walang ginagawa. Iniisip ko kung ano pa nga ba ang gagawin namin kundi maglakad nang maglakad,” she said.

Ka Yumie said it was not the life she dreamed for herself, but she had no choice during the period she was recruited because she wanted to see Ronaldo. She was worried if he was in good physical health or suffering from an illness they do not know.

She said she also attempted to tell Ka Rise and Ka Miggy to surrender, however, this is not allowed in their group. They could even get punished if they as much as mention it to the NPA leaders in northern Palawan.

“Nagpaalam na ako dati na aalis na ako pero hindi kami pinapayagan. Sabi nila ito-torture daw kami ng mga sundalo. Hindi rin talaga nila kami papayagan, kaya tumakas kami,” she said.

“Naglakad lang kami halos isang buwan sa may Taytay at Roxas. Gabi kami umalis doon sa bundok. May dala rin kaming pagkain, ‘yong mga supply namin,” she said.

Captain Orchie Bobis, the spokesperson of the 3rd Marine Brigade, said they are willing to help Ronaldo in rejoining his family.

She said all Ronaldo has to do is to go to the nearest military camp where he is currently located.

“Tulad ng ginawa ng kanyang anak na bumaba at sumuko sa pinaka malapit na military detachment, ganoon na rin sana ang gawin niya at ng kanyang mga kasamahan para makapiling nila ang kanilang pamilya bago mag-pasko,” she said.

She said they are also willing to help the other rebels who will come forward and return to the folds of the law so they could go back to peaceful lives with their families.

Bobis said that if they are seeing uniformed soldiers in some areas, they are not for combat operations. They are there to help the government in relaying livelihood programs that could help the people.

“Lagi naman tayong bukas sa gustong magbagong-buhay. Kung may mga tropa na nandiyan sa mga areas ay hindi ‘yan for combat operation, kundi para ipaalam sa kanila kung ano ang mga programa ng pamahalaan,” Bobis said.

CAGAYAN DE ORO (MindaNews / 29 November) — Bayan Muna party-list Rep. Eufemia Cullamat confirmed on Sunday that her 22-year old youngest daughter who had earlier joined the New People’s Army (NPA), was killed in an encounter with government troops in Surigao del Sur on Saturday.

“Mahal ko ang anak ko na nagmahal sa bayan. Ipinagmalalaki ko siya. Bayani siya ng mga Lumad at ng buong bayan” (I love my daughter who loved her country. I am proud of her. She was a hero to the Lumads and the country), Cullamat said in a statement Sunday night.

The party-list representative said her daughter joined the NPA to fight injustices against the Lumad (Indigenous Peoples).

Brig. Gen. Allan Hambala, commander of the Army 401st Infantry Brigade commander, said a 12-man team from the 3rd Army Special Forces Battalion managed to sneak into the temporary camp site set up by the rebels in the mountains near Marihatag town in Surigao del Sur last Saturday.

“The rebels numbering around 30 put up an intense firefight for 45 minutes before withdrawing,”
Hambala told MindaNews in a telephone interview.


The military released a photo of the alleged body of Jevilyn with an M16 rifle clinging to her chest.

Hambala said the soldiers brought Jevilyn’s body to Barangay Mararag in Marihatag where a younger brother and relatives claimed the remains.

Hambala said the soldiers seized three AK-47 rifles, one M14 rifle, and one M653 5.56 caliber rifle; four improvised explosive devices, phones and backpacks containing foodstuff.

He said Jevilyn alias “Ka Reb”, was the medic of a Sandatahang Yunit Pampropaganda (SYP) platoon of the Guerilla Front 19, Northeastern Regional Committee.

Hambala offered his condolences to Rep. Cullamat for the loss of her youngest daughter. He said violence will not help the Lumads attain the justice they yearn

“We send our sincerest condolences to the Cullamat family. We are saddened because we know that she and her family were just victims to the CNTs’ destructive and pointless ideology. While there are issues concerning the IPs, violent, armed, and terrorist struggle will never be the right solution to it,” Hambala said.

In a statement released Sunday night, Cullamat called on the military not to make the remains of her daughter a trophy in the propaganda war.

Cullamat appealed to the military to allow her family to pays their last respects to Jevilyn,

“Mahal na mahal ko si Jevilyn. Isa siyang tahimik at mabait na anak. Pinalaki namin siya na maging makabayan, matapang, at may sariling pag-iisip at paninindigan” (I love Jevilyn very much. Special Forces killed a Filipino leftist lawmaker’s daughter in fierce clashes in the town of Marihatag in Surigao del Sur province on Mindanao region, officials announced Sunday.

Officials said the weekend fighting broke out in the village called San Isidro where members of the 3rd Special Forces Battalion battled with over two dozen communist rebels and killing the 22-year old Jevilyn Campos Cullamat, whose mother is Congresswoman Eufemia Campos Cullamat.

The lawmaker belongs to the Bayan Muna partylist group which is being linked by Philippine authorities to the Communist Party of the Philippines and its armed wing the New People’s Army where her daughter was a member.

Officials said the slain rebel was under the Sandatahang Yunit Pampropaganda – Guerrilla Front 19 of the Northeastern Regional Committee. The fighting last about 45 minutes and there was no report of military casualties.


Soldiers also recovered assorted automatic rifles from the battle scene, including the body of Cullamat and her weapon. The lawmaker confirmed the killing of her daughter, but showed no remorse.

PARAÑAQUE CITY, Nov. 29 (PIA) -- Department of National Defense (DND) Secretary Delfin Lorenzana is set to lead the 157th birth anniversary of Andres Bonifacio on Monday, Nov. 30 at 8:00 a.m., at the Bonifacio National Monument in Caloocan City.

Lorenzana will represent President Rodrigo Roa Duterte in leading the flag-raising and wreath-laying ceremonies for the hero’s birth date with the theme: “Bonifacio 2020: Tapang at Kaligtasan Tungo sa Malayang Lipunan.”

Due to the dangers brought by COVID-19 pandemic, however, the commemoration will be a “simple, yet meaningful celebration.”

During the live telecast of the ceremonial rites, a virtual message by President Rodrigo Roa Duterte will be shown in celebration of the hero’s birth anniversary.

Other historical sites commemorating the event include the:

In a simple inauguration ceremony, Provincial Director Paulino Lalata of the Department of the Interior and Local Government (DILG) said the halfway house would serve as the temporary residence and processing center for former rebels and militia ng bayan members.

It will also serve as venue in conducting rehabilitation and healing sessions with lectures and skills training activities, he added.


“As Christmas season is associated with gifts, accept this simple gift from the present provincial government administration in partnership with the DILG. While the surrendered FRs are waiting for their benefits to be processed and provided, this building will house them while awaiting for their enrolment to the Enhanced - Comprehensive Local Integration Program (E-CLIP),” Lalata said, Saturday.

Under the E-CLIP, the DILG provincial chief said financial benefits await the former rebels which would include Php15,000.00 immediate assistance and Php65,000.00 for livelihood assistance.

If the FR could return firearms, the government would give them double the cost of the surrendered firearm, he explained.

The receiving entity or police station will also receive an integration assistance of Php21,000.00 to defray cost while the FRs are in their custody.

In the same ceremony, Governor Amado Espino III assured that the provincial government works hand in hand with the national government and local government units in the province for the common good in Pangasinan.

“Kailangan ng masusing pagpaplano dahil sa pinagdadaanan nating pandemya ngayon. Hindi po natin kayang lahat na gampanan pero kung tayo ay magtutulungan, kayang-kaya nating harapin ang mga problemang ito,” Governor Espino said.

Gov. Espino said the services of the provincial government should not stop which is why the help extended by the national government and generous province-mates should be preserved, appreciated and taken care of.

The halfway house in Burgos stands on a two-hectare lot earlier donated by former Vice Mayor Belen Cabiles to the provincial government of Pangasinan in 2017 through a deed of donation signed by Gov. Espino and the Cabiles family.

Cabiles, in an interview said, she wanted to continue helping the government, thus the lot donation.

BALER, Aurora – Six residents of San Luis town in this province who were deceived to support the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) vowed loyalty to the government in Barangay Ditumabo of the said town on Saturday.

Lt. Col. Reandrew P. Rubio, commanding officer of the Army’s 91st Infantry (Sinagtala) Battalion (91IB), said the former rebel supporters who withdrew their membership from the sectoral front organization (SFO) of the communist terrorist groups will avail of benefits under the government's community support program (CSP).

The CSP is a people-centered program which aims to bring peace and development in conflict-affected barangays.


“The withdrawal of support of another six exploited local residents to CPP-NPA-NDF and its SFO indicates that they are no longer supporting the cause of the communist groups. They also expressed their willingness to support the government to attain lasting peace and development in the area,” Rubio said in an interview.

1st Lt. Carlo T. Omayon led the reading of the pledge of allegiance to the government, witnessed by San Luis Mayor Ariel A. de Jesus, Philippine National Police and barangay officials.

De Jesus thanked the 91IB troops for their initiative and lauded them for being a channel of peace in the municipality of San Luis, saying such effort is a great move toward ending insurgency.

“Lubos akong natuwa dahil marami na ang mga nagbalik-loob sa gobyerno, marami na ang nakapag-isip na bumalik na sa tamang landas at iwanan na ang mapanlinlang na groupo ng NPA. Lapitan ninyo lang po ako. Huwag kayong magdalawang isip sa mga gusto pang magbalik-loob. Huwag pong matakot dahil nandiyan po lagi ang ating kapulisan at mga kasundaluhan upang tayo ay tulungan na mapanatiling payapa ang ating bansa (I am very happy because many have already returned to the government fold, many have decided to go back to the right path and leave the deceptive NPA group. The Armed Forces of the Philippines (AFP) has sent an investigating team that will probe the two separate accidents involving two Vietnam War vintage Huey helicopters while trying to airlift four wounded soldiers during combat operations in Lanao del Sur against Dawlah Islamiyah (DI) militants on Thursday and Friday.

Sources from the Army's 1st Infantry Division, on Saturday said the team will find out the cause of the accidents which could be mechanical trouble or due to bad weather condition.


On Thursday afternoon, a PAF chopper was trying to airlift wounded soldiers in the hinterlands of Madalum town in Lanao del Sur when the pilot felt that the chopper had not enough power to take off.

"Nag-emergency landing siya sa malapit sa encounter site kasi hindi na kakayanin (It emergency landed near the site)," the source said.

The four wounded soldiers of the 55th Infantry Battalion had to wait for the next rescue team that led to a critically-wounded personnel to die.

He was identified as Pfc. Percibal Bagbag from Panabo City, Davao del Norte, who is only four years in the service, according to information from 103rd Infantry Brigade.

On Friday morning, another PAF helicopter, which tried to resume the airlift, also went down when it was about to take off.

The impact caused injuries to the pilot and a crew who were immediately brought to "the best hospital" in Iligan City, according to military.

The three soldiers who got wounded in Thursday’s operation were evacuated from Madalum through Army ambulance.

They were brought to a hospital in the 1st Division in Pulacan, Labangan, Zamboanga del Sur and are now in stable condition.

Brig. Gen. Jose Maria Cuerpo, commander of the 103rd IBde, said the soldiers were conducting pursuit operations on a group of 20 DI led by its new leader, Faharudin Hadji Satar alias Abu Bakar or Abu Zacaria.

The daughter of Bayan Muna Party-list Rep. Eufemia Campos Cullamat was killed in an encounter in the hinterlands of Barangay San Isidro, Marihatag, Surigao del Sur on Saturday afternoon, according to a report from the Army’s 3rd Special Forcer Battalion (3SFBn) on Sunday.

identified the solon’s daughter as Jevilyn Campos Cullamat alias “Ka Reb”, 22, a member of the Sandatahan Yunit Pampropaganda (SYP) of Guerrilla Front (GF) 19 of the Northeastern Regional Committee (NEMRC) of the New People’s Army (NPA).

The Army also recovered three AK-47 rifles, one M14 rifle, one M653 5.56 caliber rifle, five backpacks that contain war materiel and subversive documents at the encounter site.


“Our troops were conducting security operations after receiving reports from civilians of the presence of armed men in the vicinity of San Isidro,” Punsalan told Philippine News Agency Sunday.

He added that the encounter lasted for about 45 minutes before the NPA rebels retreated, leaving behind the dead body of Cullamat.

“We already talked to the family this Sunday. The older children of Rep. Cullamat were already at the funeral parlor in Barobo, Surigao del Sur and confirmed that the dead body was their younger sister, Jevilyn,” Punsalan said.

Pursuit operation is still ongoing in the area to track down the remaining companions of Cullamat, a number of whom were also wounded during the encounter, he added.

Punsalan said nine former rebels (FRs) also confirmed that the slain rebel was Jevilyn Cullamat.

The FRs, he added, also reported that Jevilyn Cullamat was a student of NPA-linked schools Tribal Filipino Program of Surigao del Sur (TRIFPSS) and the Alternative Learning Center for Agricultural and Livelihood Development (ALCADEV) in the area.

In a statement Sunday, 3SFBn commander Lt. Col. Joey Baybayan, said the security operation and its outcome is timely and significant that may shed light on the continuing NPA exploitation and recruitment of indigenous peoples (IP) communities in Surigao del Sur.

“Two months earlier, the Communist NPA Terrorists (CNTs) conducted tactical offensives to instill fear among civilians. The series of attacks on civilian soft targets and destruction of civilian properties only indicate that they are desperate and on the losing end while the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) is gaining ground deep within the heart of conflict-affected IP communities in Andap Valley,” Baybayan said.

Andap Valley is among the identified conflict-affected areas in the province of Surigao del Sur due to the presence of the NPA.

The NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

Interior Secretary Eduardo Año on Sunday said Benito Tiamzon and his wife, Wilma are still in the country, urging them to surrender three days after a Quezon City court sentenced them to up to 40 years imprisonment for kidnapping and serious illegal detention.

“Ang info wala sila sa ibang bansa. Namo-monitor naman natin kaya mabuti pa mag surrender na sila (Based on our information, they are not in other countries. We can monitor so it is better for them to surrender),”
Año told the Philippine News Agency.

He has directed the Philippine National Police to intensify its manhunt against the Tiamzon couple following the Quezon City RTC’s verdict.

“May instruction na ko sa (I have instruction to) PNP arrest these people, let them serve their sentence,” he said.

He said the conviction of the couple is proof that "crime does not pay.

"Malaki kasi yung hirap ko diyan sa paghuli niyan (I exerted a lot of effort in capturing them). I was the chief of ISAFP (Intelligence Service of the Armed Forces of the Philippines) when they were arrested in March 2014. I spent (almost) half of my career looking for this couple," Año said.

After hiding for many years, the Tiamzon couple was arrested in Barangay Zaragoza, Cebu City in March 2014.

"This is a great victory because this couple owes so much blood to the Filipino people. They kidnapped and killed so many people and burned so many equipment," Año said.

On Friday, Quezon City Regional Trial Court (RTC) Branch 216 Judge Alfonzo Cruz II found the Tiamzon couple guilty of kidnapping and illegal detention of military personnel who were on furlough in 1988.

The two ranking Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) leaders were also ordered to pay the complainant, Lt. Abraham Claro Casis, a total of PHP225,000 in civil indemnity and damages.

On Aug. 15, 2016, the couple was granted bail to join the peace talks between the Philippine government and the NDF, the political wing of the Communist Party of the Philippines.

The couple remains at large since the same Quezon City court ordered their rearrest in 2018 after President Rodrigo Duterte terminated the peace talks with the NDF.

They are also facing multiple murder charges before the Manila RTC over the alleged 1985 purge in Leyte of communist rebels suspected of being military informants, known as the Inopacan massacre.

The complaint stemmed from the discovery of a mass grave in Leyte containing alleged victims of the purge.

Two National Democratic Front of the Philippines (NDFP) peace consultants were killed in a pre-dawn police raid last Wednesday, November 25, in Angono, Rizal.

In what the Communist Party of the Philippines (CPP) said was a “mafia-style execution,” a composite police team killed elderly couple Eugenia Magpantay and Agaton Topacio, former members of its Central Committee.

According to Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) Director, Major Gen. Joel Napoleon M. Coronel, a raiding team composed of CIDG Regional Field Unit 4-A, Rizal Provincial Police Office and the Angono Municipal Police Station personnel was about to serve search and arrest warrants against the victims when fired upon.

The police said the 3:30 a.m. incident became an “encounter” that resulted in the death of the 69-year old victims.


The Communist Party of the Philippines paid tribute to Eugenia Magpantay and Agaton Topacio for their decades of service to the Filipino people.

The PNP also said a Colt M-16 automatic rifle, a caliber .45 Rock Island pistol, a caliber .45 Federal pistol, two MK2 grenades, various gun magazines and several bullets were “recovered” from the couple.

The CPP however said the incident was simply a “cold-blooded murder” similar to the treacherous early morning killings of NDFP peace consultants Julius Giron in Baguio City and Randall Echanis in Quezon City earlier this year as well as Randy Malayao’s execution in Nueva Vizcaya province last year.

“We reject the claims of the police that the couple resisted arrest and were killed in a firefight. In their physical state, the couple would not have been able to manage the sheer number of weapons said to be found in the scene, much less put up a rigorous gun battle,” CPP Spokesperson Marco Valbuena said in a statement.

Valbuena said Magpantay suffered from diabetes and severe arthritis and have in fact “recently retired from active service in the revolutionary movement due to infirmities of old age.”

The CPP spokesperson said the raid was carried out when the elderly couple were “surely fast asleep.”

Valbuena said the “police liquidation” of the couple is the most recent in the string of killings and legal persecution against peace consultants of the NDFP in violation of the Joint Agreement on Safety and Immunity Guarantees.

“We hold Duterte, his National Task Force to End Local Communist Armed Conflict and PNP Chief Debold Sinas as the masterminds behind the killing of Magpantay and Topacio,” Valbuena said.

‘Decades of service’

Valbuena said the CPP pays tribute to Magpantay and Topacio “for their decades of service to the revolutionary cause and service to the oppressed and exploited masses.”

Aside from their stint as CPP Central Committee members, Magpantay was also a former member of the CPP Political Bureau, Valbuena said.

Police reports also identified Magpantay as a former Central Luzon Regional Party Group secretary.

Magpantay and Topacio were first arrested and detained at the Bicutan detention facility under President Ferdinand Marcos’s Martial Law between 1977 and 1979.

Since their release, the couple had been the subject of intense manhunt by the police who even mistakenly arrested one Lourdes Quioc and one Reynaldo Ingal on October 1, 2014. Quioc and Ingal were released after spending 17 months in jail.

KORONADAL CITY, SOUTH COTABATO– Police authorities are keeping an eye on a marijuana plantation being maintained by Communist rebels in the boundary of South Cotabato and Davao del Sur as a source of funds for the New People’s Army (NPA).

This was disclosed by South Cotabato Police Director Col. Jemuel Siason, who said security forces earlier discovered a marijuana plantation in the boundary of Tampakan, South Cotabato and Kiblawan, Davao del Sur believed maintained by NPA rebels under Emmanuel Fernandez, alias Commander Bobo, who is the secretary-general of the NPA in the Far South Mindanao Region.

He said the raiding team uprooted last Thursday some 3,000 fully grown marijuana hills, cultivated by the rebels, worth P200,000 in the hinterland villages of Sitio Alyong, Barangay Danlag, Tampakan, and Sitio Atbol, Barangay KImlawis, Kiblawan.


He said the NPA rebels managed to escape before the raiding team arrived. The plantations were so isolated that the authorities had to walk for several hours before they could reach the area.

Police said the NPA, the armed wing of the Communist Party of the Philippines (CPP), has resorted to illegal drug trade to support its dwindling operational funds as it is gradually losing its mass base support following the intensified anti-insurgency campaign launched by government forces on NPA-infested communities.

DAVAO CITY (MindaNews / 28 November) — President Rodrigo Duterte is asking Congress to extend the transition period of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) from three years to “up to five to six years” or until 2024 or 2025, “to enable the Bangsamoro Transition Authority (BTA) to fulfill its mandate in a most reasonable time,” Presidential Peace Adviser Carlito Galvez said on Thursday.

“The President believes that three years is too short and he agrees for the possible extension of the BTA up to five to six years,” Galvez told the House Committee on Peace, Reconciliation, and Unity during his briefing on the status of the implementation of the Comprehensive Agreement on the Bangsamoro (CAB), the peace agreement signed by the Philippine government and the Moro Islamic Liberation Front (MILF) in March 2014.

The three-year transition period is supposed to end on June 30, 2022 as mandated by Republic Act 11054, the enabling law of the peace pact. The law provides that the first election of the members of the Bangsamoro Parliament will be held in May 2022, synchronized with the Presidential and local polls.

On November 17, the interim Bangsamoro Parliament passed Resolution 93, urging the House of Representatives and the Senate to extend the transition period to June 30, 2025 to give the transition government “sufficient time to continue in performing its powers and functions and fulfill its mandate.”

Last Monday, November 23, President Duterte and six of his Cabinet members met with the BARMM’s interim Chief Minister, Ahod Balawag Ebrahim and his delegation at the Matina Enclaves in Davao City, to discuss the calls for extension.

In that meeting, MindaNews sources from both the national and Bangsamoro governments, said Duterte acknowledged the need for extension of the transition period, repeatedly stressing the need to address historical injustices. Galvez was among the Cabinet members present along with the Executive Secretary, and the Secretaries of Finance, Local Governments, Justice and Budget and Management.

Extension of the transition period means postponing the first Bangsamoro election supposedly scheduled on May 9, 2022.

Extension, however, requires legislation and with only 11 months to the filing of certificates of candidacy for the May 2022 polls, a Secretary proposed that this be attended to immediately.

Galvez told the House Committee that they are aware of the difficulties of the BARMM government in laying the ground for the foundation of the regional government.

“The crafting of the crucial codes (has) been affected due to COVID-19 pandemic, hence we seek the support from our friends in Congress to enable the BTA to fulfill its mandate in a most reasonable time,” he said.

Parliamentary system

Under RA 1054, the Bangsamoro Transition Authority (BTA), the 80-member body tasked to run the government during the transition period, is supposed to enact these priority Bangsamoro codes: Administrative, Revenue, Electoral, Local Government and Education.

Thus far, only the Administrative Code has been passed. Other laws that the BTA is supposed to pass are the Bangsamoro Civil Service, and a law to recognize, protect, promote and preserve the rights of Indigenous Peoples in the Bangsamoro region.

The BTA is also tasked to determine the parliamentary districts for the first regular election,

As a parliamentary system of government, voters in the Bangssamoro region are supposed to elect 80 Members of Parliament: 40 party representatives, 32 district representatives and eight for reserved seats. Its system of election is supposed to be governed under the Bangsamoro Electoral Code which is still being drafted at the Cabinet committee level.

Galvez assured the Duterte administration “remains steadfast in its commitment to fully implement the provisions of the peace agreement with the MILF,” anchored on their “collective vision of achieving sustainable and enduring peace in Mindanao.”

He appealed to the “senses of those opposing the extension,” explaining that wdue to COVID-19, “the normalization program was stalled for more than two years.”

“If we want the transition to be successful, we need to give our Bangsamoro brothers and sisters ample time to lay the foundation. And realistically, we cannot achieve this in three years,” Galvez said.

Review and roadmap

Basilan Rep. Mujiv Hataman said a midterm review of what has been done and not done during the first half of the transition period is needed as he also asked extension proponents to “present, in clear and attainable sets of goals, a roadmap of what they intend to accomplish if the transitory government is extended for another three years until 2025.”

“A blind extension would be counterproductive,” Hataman, also a House Deputy Speaker, said in a statement on Friday, adding that without a midterm review to give them “the real picture, how can OPAPP (Office of the Presidential Adviser on the Peace Process) blindly suggest to extend the transition period for another three years? What is its basis? And why three years, and not two or five?”

The Mindanao Peoples Caucus, a peace advocacy group that has been accompanying the Bangsamoro peace process since 2002, last month presented the results of its midterm review of the Bangsamoro transition, where extension of the transition period was among the recommendations of those who participated in focus group discussions and key informant interviews.

Hataman said he wants to see what the proponents plan to do during the extension, “like what are the specific objectives for next year and the year after that, or what they intend to accomplish in terms of legislative and executive actions.”

“We cannot simply extend the period without studying it. Did the pandemic interfere with the BARMM transition’s timelines? That is a valid reason. But we need to sit down and discuss it exhaustively,” said Hataman, who served as Governor of the Autonomous Region in Muslim Mindanao (ARMM) from December 2011 to February 2019 (December 2011 to June 30, 2013 as OIC, and twice elected from June 30, 2013 until the ratification of the Bangsamoro law – RA 11054 – abolished the ARMM in February 2019.

Hataman said he will file a resolution in the House of Representatives asking the appropriate committee to conduct a midterm review, in aid of legislation, of the Bangsamoro transition. He told MindaNews on Saturday that he will file the resolution “next week.”

“Giving us a roadmap of the three-year extension will help us understand the urgency or the need to extend the BARMM transition period. This should include timelines for short- and long-term projects and programs,” he said.

“Kaya gusto ko uli imungkahi sa Pangulo na magkaroon muna ng rebyu ang BARMM bago natin i-extend ang transition period (That’s why I want to suggest again to the President to have a review of the BARMM before we extend the transition period). It is the only way we can assess what needs to be done and what we can do further,” he said.

“Our goal is peace”

“Dapat di mahati ang Bangsamoro sa extension and election postponement. Our goal is peace,” he told MindaNews on November 20, when he proposed in a press statement for the President to create a joint committee composed of and representing all sectors and stakeholders in the BARMM, to conduct a “quick but comprehensive midterm review of the region’s milestones and millstones during its transition period.”

“We are for peace, and we are supportive of any mechanism or recommendation from an objective panel, be it an extension or not. And to convince the people and LGUs of BARMM, especially those who are opposed to the proposed extension, it would be better to conduct a midterm review by all stakeholders and, from there, make recommendations.”

The peace agreement actually provides for a third party monitoring team (TPMT) composed of representatives from international bodies and domestic groups “to monitor the implementation of all agreements.”

The five-member TPMT, two of them nominated by the government, two by the MILF and a jointly nominated chair, is expected to release its sixth public report next month. Its fifth public report, released on April 23, 2019, covered the period July 2107 to February 2019. The BARMM was inaugurated on March 29, 2019.

The chair then, Ambassador Alistair MacDonald, former head of delegation of the European Union to the Philippines, passed away on April 26 last year. The government and MILF announced Macdonald’s successor a few days ago: Heino Marius, a German national who joined the European Commission in 1993 and served in various EU delegations and offices.

The BARMM is presently run by the 80-member BTA, appointed by President Duterte, 41 of them nominated by the MILF and 39 by the government.

Normalization

Galvez told the House committee chaired by Maguindanao Rep. Esmael Mangudadatu that “much progress” has been achieved to “forward the Bangsamoro peace process under the Duterte administration.”

“We will make sure the implementation of the CAB is on track .. We would like to stress that this entire process entails both effort and resources to ensure that the peace agreement is being carried-out in a holistic manner.”

Galvez explained that under the normalization track of the Bangsamoro transition – which involves decommissioning 40,000 combatants of the MILF’s armed wing, the Bangsamoro Islamic Armed Forces, and weapons, “a former MILF combatant is not merely decommissioned. The government will carry out a whole gamut of interventions — from psychological to socio-economic — for him or her to be fully transformed into a peaceful and productive member of our society.”

But his office, he said, “acknowledges the reality that the current health crisis has affected some of its activities on the ground. The movement of the peace workers as well as international peace partners have been restricted. Moreover, funds have been reduced since some of the resources were utilized for emergency purposes.”

“Despite these challenges, the government and the MILF remain accountable to the Bangsamoro people and are therefore duty-bound to deliver on the obligations under the peace agreement,” Galvez said.

From September last year to March this year, a total of 12, 000 combatants have been decommissioned under the Duterte administration but out of the promised one million peso package for each, only 100,000 each had been given. Some 28,000 combatants are still awaiting decommissioning.

Various groups and local government units have expressed support for or are opposing moves to extend the transition period. The provincial boards of Maguindanao and Tawi-tawi passed resolutions in 2019 and 2020 asking for extension of the transition period. Lanao del Sur was initially reported to have opposed the extension but Member of Parliament Zia Alonto Adiong told MindaNews there is “no resolution opposing extension, and there will never be.”

Sulu, which voted against inclusion in the BARMM in the January 2019 plebiscite, but is still part of the BARMM, is opposing an extension.
