Tim Marshall takes a look at the US military base agreement with the Philippines, and what it means for China’s activity in the region

The USA is manoeuvring to place China in a ‘straitjacket’ designed to restrict its ability to bend neighbouring states to its will.

Many of us are familiar with the great straits of the world, such as Hormuz, Malacca and Bering. Less well-known is the Luzon Strait between the Philippines and Taiwan. This may change with the recent military agreement between the Philippines and the USA.

US forces will now have access to four military camps in addition to the five they already use on a non-permanent basis. This will allow them to better monitor Chinese military activity in the region, to pre-position heavy weapons and to surge forces to key locations during times of high tension. The two countries will also partially integrate their command structures and increase their ability to carry out combined operations. US military parlance calls this ‘setting the theatre’. The Philippines’ position in territorial disputes with China will be strengthened and signals the fact that Manila has made its choice in which way to lean in the key geopolitical strategic contest of the 21st century. The deal also plugs the gap in the arc of pro-American countries that begins in Japan and stretches down to Australia via Taiwan.

The locations of the new bases haven’t been made public, but at least one is probably in the Caydon region of Luzon, which is the largest island in the Philippines archipelago and home to the capital. It’s in the north of the country and is the Philippines’ closest large landmass to Taiwan, which it faces across the 965-kilometre-wide Luzon Strait. Within the strait are several small islands, including Y’Ami Island, which is part of the Philippines, and Taiwan’s Orchid Island. Between these two is the Bashi Channel, which connects the South China Sea to the Pacific Ocean.

In 2015, the Chinese air force and navy held military exercises in the Luzon Strait. The following year, it sailed an aircraft carrier group through the Miyako Strait between Taiwan and Japan, and entered the South China Sea via the Bashi Channel. Exercises have continued ever since.

Beijing views these two passageways as their most important routes to the Pacific. If China controlled them, the potential for its navy to be contained in the China seas and for a naval blockade of its ports would be hugely reduced. It doesn’t matter that no-one is planning a blockade – only that one is theoretically possible. As a country reliant on exporting its manufactured goods, it must counter the possibility.

Looking out to sea, China sees a wall consisting of islands and US naval power, which, together with America’s allies, could deny it free movement into the Pacific. The archipelagos that stretch from northern Japan all the way down to south of the Philippines are known as the First Island Chain. The gaps between the islands are narrow enough to allow America’s fleet to control entry and exit between them.

If Beijing wants to make this impossible, and if it wants to invade Taiwan without incurring huge losses during the 160-kilometre sea crossing, it needs to be at least able to achieve ‘anti-access, area-denial’ (A2/AD) supremacy over its potential enemies. Conversely, if the USA and its allies have A2/AD dominance, an invasion plan looks very risky, and even if it succeeds, the threat of a blockade in retaliation might still exist.

Because of the strong relationship between Japan and the USA, and Japan’s rapidly increasing military power, the Miyako Strait is a tougher nut to crack for Beijing. When Rodrigo Duterte was president of the Philippines (2016–22), China made inroads into drawing the country away from the Americans. However, the same period saw China building and militarising artificial islands in disputed waters in the South China Sea, including one at Mischief Reef, which is inside the Philippines’ 200-nautical-mile exclusive economic zone. Duterte’s successor, Ferdinand Marcos Jr, appears to have concluded that if China controlled Taiwan and/or the Luzon Strait, it would be in a much stronger position to dominate the Philippines and dictate terms on the territorial disputes it has with Manila. It’s no coincidence that two of the other bases the Americans are expected to have access to face the disputed waters. China owns the starting gun in that it can act on a timeline of its choosing, but the Philippines is now joining the USA and Japan in ‘setting the theatre’.

The U.S. is “committed and focused” to conducting joint patrols with the Philippines in the South China Sea, its navy chief said, as Manila again accused China of keeping coast guard ships in its exclusive economic zone (EEZ).

Adm. Michael Gilday, the chief of U.S. naval operations, made a two-day visit to the American ally this week to discuss how to “improve our interoperability together in the South China Sea and across the region.”

As Gilday visited Manila, the Philippine Coast Guard (PCG) issued a statement saying that one of its patrol aircraft had spotted a China Coast Guard ship and at least 26 suspected Chinese maritime militia vessels during a fly-over in the area around Ayungin (Second Thomas Shoal) and Sabina Shoals in the South China Sea.

The area is well within the Philippine EEZ where Manila has exclusive rights to the sea resources.

As the Philippine plane approached Sabina Shoal, in the Spratly Islands, “it received inaudible radio challenges, both in English and Chinese, from CCG-5304 [Chinese vessel] currently continuing to maintain presence in the area,” the statement said.

The same thing happened when the aircraft came within 10 nautical miles (18.5 kilometers) of Ayungin Shoal, less than 200 kilometers from Palawan, the largest province of the Philippines.

Ayungin Shoal is where the BRP Sierra Madre, an old naval ship, was deliberately run aground by the Philippine military to serve as an outpost since 1999.

Philippine reporters invited aboard the flight said they heard warnings that the plane was “entering the vicinity of Chinese territory” and it was requested to leave immediately.

They also received a text message that said “Welcome to China!”

The PCG responded by issuing its own radio challenge “directing the CCG-5304 to leave the area immediately.”

Increased tensions

Last year in March, April and June, the Philippines filed several protests against what it called “swarming” by Chinese fishing vessels near Whitsun Reef.

The reef, known as Julian Felipe Reef in the Philippines, is located in the Kalayaan Islands in the South China Sea and claimed by the Philippines, China and Vietnam.

Hundreds of Chinese fishing boats were seen forming clusters around the reef, part of the contested Spratly Islands. Beijing said they were sheltering from approaching storms.

In the latest pictures taken by the PCG aircraft on Tuesday, similar formations of Chinese boats were also observed.

The Philippines suspect they could be from the Chinese maritime militia, an increasingly powerful armed fishing fleet funded by the Beijing government.

On Thursday, Philippine Coast Guard spokesman Commodore Jay Tarriela told a press briefing that PCG vessels would be deployed to drive the Chinese ships away and “to prevent the Chinese maritime militia from swarming our exclusive economic zone.”

The situation in the area has been heating up recently after the Philippines accused the Chinese coast guard of pointing a military-grade laser at one of its vessels, temporarily blinding the crew, on Feb. 6.

The Philippine ship was on a mission to deliver food and supplies to the troops stationed on the BRP Sierra Madre in Ayungin Shoal.

Manila lodged a diplomatic protest and summoned the Chinese ambassador, but Beijing dismissed the accusation, saying its coast guard ship was not equipped with industrial-grade lasers.

Western countries, including the United States, voiced support for the Philippines and condemned the Chinese coast guard’s action.

On Wednesday, visiting Australian Minister of Defense Richard Marles said after meeting here with his Filipino counterpart that Australia and the Philippines were to sign a strategic partnership later this year.

Both countries are “looking at ways in which we can pursue joint patrols together in the South China Sea, and looking at ways in which we can do more exercises together,” Marles told reporters in Manila.

These engagements highlighted the importance of the U.S.-Philippine alliance and shared commitment to maintaining a free and open Indo-Pacific.


“Our alliance with the Philippines is ironclad and indispensable, we have shared values and interests and are both committed to preserving a free and open Indo-Pacific,” said Gilday. “We will continue to build on our strong alliance and strengthen our interoperability and mutual defense posture. We remain focused on enhanced security cooperation, combined training, humanitarian assistance, and disaster relief operations.”

The visit focused on U.S. and Philippine maritime domain awareness and naval capabilities, and the importance of the U.S.-Philippine alliance to peace and stability in region.

CNO was honored with “pass and review” ceremonies and presented with medallions at both the Armed Forces of the Philippines General Headquarters and the Philippine Navy Headquarters.

The two navies operate regularly together during theater exercises like Pacific Partnership, Rim of the Pacific (RIMPAC), Balikatan, and SamaSama.

Gilday’s trip to Manila was part of a regional tour that also included a visit to Australia. It was Gilday's first visit to the Philippines as CNO.

THE PHILIPPINES and Australia could initiate game-changing norms in the Indo-Pacific region amid increasing Chinese assertiveness in the South China Sea, security analysts said on Thursday.

“Australia and the Philippines are two middle powers in the Indo-Pacific region that could propel game-changing norms on the rules of engagement in case of any eventuality of open war,” Chester B. Cabalza, founding president of Manila-based International Development and Security Cooperation, said in a Facebook Messenger chat.

“This is now the new beginning of regional interoperability and the elevation of the network of alliances.”

Manila and Canberra on Wednesday committed to boost their defense ties, eyeing joint patrols in the South China Sea, which is being claimed by China almost in its entirety.


Aside from the South China Sea dispute, the Indo-Pacific region has also been beset by escalating tensions between China and self-ruled Taiwan and North Korea’s nuclear threats.

Australian Deputy Prime Minister and Defense chief Richard Marles told reporters on Wednesday Australia would boost its Indo-Pacific endeavor with more naval components, with the Philippines being a central component of it.

He met with President Ferdinand R. Marcos, Jr. on Wednesday, during which they talked about ways to boost the Philippine-Australia alliance. He also met with Defense Secretary Carlito G. Galvez, Jr. to discuss possible joint patrols in the South China Sea.

“The naval exercises of the two strategic partners are important to simulate maritime warfares,” Mr. Cabalza said. “It would also boost the familiarity of the incident command system, forward bases, and hard and soft military hardware of the two allies.”

He said Australia and the Philippines could stand on a moderate amount of economic and military strengths “and will not play the zero-sum game” — a situation where one’s gain is equivalent to another’s loss, so the net change in wealth or benefit is zero.

“Rather, they will achieve a win-win solution by safeguarding the regional security architecture.” 

“Middles powers are known as balancers of powers between two opposing superpowers,” Mr. Cabalza said. “They are regarded as bridge builders for the US and China, and can become brokers and facilitators in maritime disputes.” 

“Sustained engagements between the Philippines and Australia, including joint patrols in Philippine-claimed areas in the South China Sea, will significantly contribute to the national security of the two countries, as well as the collective maritime security of the Indo-Pacific region,” Victor Andres C. Manhit, president of local think tank Stratbase ADR, said in a Facebook Messenger chat.

He noted that Canberra has constantly supported a 2016 United Nations-backed arbitral ruling that voided China’s claim to more than 80% of the South China Sea.

“Australia is consistently one of Filipinos’ most trusted countries and remains a consistent partner for peace, stability, and security,” he added.

Michael Henry Ll. Yusingco, a policy analyst who is now living in Australia, said the Philippines should always take into consideration China’s reaction to plans for joint sea patrols.

“We have to see the complete picture here, regardless of partner or ally in this effort,” he said in a Messenger chat.

“The hope is that this will deter China from being aggressive in their movements in this area of the world,” he said. “That can happen obviously, but we also have to be prepared for the possibility that China will become even more aggressive than they already are.”

“So the possibility of armed confrontation must be part of the discourse regarding joint sea patrols,” he added.

The possibility of joint patrols between the Philippines and Australia comes on the heels of similar discussions between Manila and Washington about holding joint coast guard patrols, including in the South China Sea.

The Philippines has also given the US access to more military bases under their Enhanced Defense Cooperation Agreement.

“The sequence of developments here genuinely reflect that the US and its global allies are gunning for a ramped-up presence in the Indo-Pacific to contain risks of Chinese expansion,” said Halsey A. Juliano, a political economy researcher studying at Japan’s Nagoya University’s Graduate School of International Development.

‘IRONCLAD’

“The question now is whether China will try to find its allies in the Pacific as well as leverage its economic ties to Australia, East Asia and Southeast Asia,” he said via Messenger chat. “Or, will it go belligerent like Japan on the eve of Pearl Harbor or Russia right now in Ukraine?”

Meanwhile, the US Chief of Naval Operations has called Washington’s alliance with Manila ironclad, reiterating a commitment to strengthen security cooperation in the Indo-Pacific, the US Navy said in a statement.

“Our alliance with the Philippines is ironclad and indispensable, we have shared values and interests and are both committed to preserving a free and open Indo-Pacific,” Navy Officer Michael Martin Gilday said.

“We will continue to build on our strong alliance and strengthen our interoperability and mutual defense posture,” he added.

The naval chief met with US Ambassador to the Philippines MaryKay Carlson, Armed Forces of the Philippines Chief of Staff General Andres C. Centino and Philippine Navy Flag Officer in Command Vice Admiral Toribio D. Adaci, Jr. in Manila this week.

Discussions revolved around the maritime domain awareness and naval capabilities of both nations, as well as the value of the alliance to the regional’s peace and stability.

“We remain focused on enhanced security cooperation, combined training, humanitarian assistance and disaster relief operations,” Mr. Gilday said.

The two navies operate together regularly through exercises like the Pacific Partnership, Rim of the Pacific, Balikatan and SamaSama.

THE chief of Naval Operations of the United States Navy met with top Philippine military officials to highlight the importance of the US-Philippine alliance and shared commitment to maintaining a free and open Indo-Pacific.

Admiral Mike Gilday, in his meeting with the Armed Forces of the Philippines Chief of Staff Andres Centino, affirmed a robust military partnership between the US and the Philippines based on the Mutual Defense Treaty. These included pursuing a free and open Indo-Pacific region.

They also discussed the upcoming Balikatan Exercises, where more Filipino and US personnel are expected to participate.

The 38th iteration of the Balikatan Exercises has been scheduled in April.


Gilday also paid a courtesy call to the Philippine Navy (PN) Chief Vice Admiral Toribio Adaci Jr. on Wednesday.

The admiral emphasized the need for collaboration among allies, which is strengthened through joint and combined exercises.

He underscored the importance of providing forces to create opportunities to implement joint operations and maritime exercises.

Adaci pledged the PN's sustained collaboration with its US counterpart for the betterment of both navies.

He also thanked the US for accommodating PN students in various naval schools.

ZAMBOANGA CITY—The chief of the Philippine National Police has appealed for greater cooperation by the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in law enforcement in the region, especially in communities of the erstwhile rebel group Moro Islamic Liberation Front (MILF).

“We are really trying to establish partnership coordination and collaboration with the [Chief] Minister of BARMM. Our law enforcers need to have good communication with the local governments units and Chief Minister Murad (Ebrahim). We need help and cooperation from the BARMM leadership,” Gen. Rodolfo Azurin Jr. told a press briefing at Camp Abendan here on Thursday.

“There are some areas of the [MILF] that we cannot easily get in, so we need better communication in case we need permission to get inside to arrest persons covered with warrants,” he said.

Majority of the wanted criminals in the region covered with warrants are former MILF members, and in the course of serving these warrants, policemen were either killed or wounded, he added.


When asked about the number of arrest warrants waiting to be served, Azurin gestured his finger to show that the said documents are some three to four inches thick.

“If we have internal cleansing within our ranks, they (MILF) should also have their own, to show reciprocity because they are already part of the government and the government has been very kind to them,” the PNP chief said.

Police Brig. Gen. John Guyguyon, BARMM police director, said his unit this year had lost six policemen while another four were wounded while performing their duties.

Meanwhile, Azurin announced the imposition of gun ban in the provinces of Maguindanao and Lanao del Sur, and the 63 villages of Cotabato province, collectively known as BARMM’s special geographic area, because of the recent crime incidents there.

COTABATO CITY, Philippines – Four provincial governors in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) called for the immediate decommissioning of all Moro Islamic Liberation Front (MILF) forces and the postponement of the barangay elections in the region until the process is completed.

The appeal, signed by governors Mariam Sangki-Mangudadatu of Maguindanao del Sur, Abdusakur Tan of Sulu, Hadjiman Hataman-Salliman of Basilan, and Yshmael Sali of Tawi-Tawi, was submitted to President Ferdinand Marcos Jr. on Thursday, February 23.

The move of the governors made the ongoing challenges faced by the BARMM in ensuring peace and security more pronounced, and gave a glimpse of the political dynamics between the provincial and regional officials.


The governors’ appeal cited three pressing security concerns in the Muslim-majority region now led by key people in the MILF.

The first was a call for a swift investigation and prosecution of the perpetrators of the February 17 ambush of Lanao del Sur Governor Mamintal Adiong Jr. and other violent incidents in the BARMM.

The second was for the immediate decommissioning of MILF forces, camps, and base commands.

The governors said the decommissioning process is a crucial step in the implementation of the Comprehensive Agreement on the Bangsamoro (CAB) that was signed by the government and the MILF in 2014. The agreement sought to end decades of conflict in the region.

The provincial chief executives also called for the postponement of the barangay elections in the BARMM scheduled on October 30 until after the full decommissioning of MILF.

They said holding the elections while MILF forces were still present could lead to potential security risks and could compromise the peace process in the Bangsamoro region.


The joint statement condemned the ambush of Adiong and his companions in Maguing, Lanao del Sur, which resulted in the deaths of three police escorts and the governor’s driver.

Adiong and one of his aides, and a soldier were wounded.

The governors said they were worried about the “alarming rise of violent incidents in the region.”

They cited Maguindanao, Cotabato City, and BARMM’s special geographic areas in Cotabato province as areas where killings occur almost daily.

The violence, they said, “spares no one, not even children.”


“Schools are closed in the municipality of Pikit (Cotabato) due to the worsening peace and order,” read part of the statement.

The governors said they also noted that there was climate of lawlessness in BARMM areas where MILF base commands are located.

In these areas, they said, local governments, the Philippine National Police (PNP), and the Armed Forces of the Philippines (AFP) are restrained from enforcing law and order by the “peace process mechanisms.”

The governors said the mechanisms bar the entry of law enforcement agencies in the so-called “MILF territories.”

The statement cited another recent incident in Maguing, Lanao del Sur, where 39 elite army soldiers of the Special Forces of the Army conducting law enforcement operations were disarmed and held by members of the MILF on the pretext that their movement and operations were not coordinated.

They pointed out that it was also in Maguing where the ambush of Adiong was carried out.


The CAB provides for the completion of the decommissioning process by the May 2022 elections. But the governors said 15,300 have yet to be decommissioned out of 40,000 MILF combatants.

They also claimed that “only 4,625 firearms” of the MILF have been decommissioned so far.


“Until our law enforcement agencies take full control of the law and order in the BARMM, the barangay elections in October will be marred by violence and lead to failure,” the governors’ joint statement warned.

COTABATO CITY (MindaNews / 24 February)— Four provincial governors of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) sent on Thursday to President Ferdinand Marcos Jr. an “urgent appeal” for the immediate decommissioning of Moro Islamic Liberation Front (MILF) forces and postponement of the barangay elections until the decommissioning is fully implemented.

The appeal, signed by Governors Mariam Sangki-Mangudadatu of Maguindanao del Sur, Abdusakur Tan of Sulu, Hadjiman Hataman-Salliman of Basilan and Yshmael Sali of Tawi-Tawi, also called for a “swift investigation and prosecution of the perpetrators” of the ambush on Lanao del Sur Gov. Mamintal Adiong Jr. and other violent incidents in BARMM.

The governors’ appeal linked the “climate of lawlessness” in the region, including the ambush on Adiong in Maguing, Lanao del Sur to the presence of MILF base commands.

“In these areas, LGUs (local government units), PNP (Philippine National Police) and the AFP (Armed Forces of the Philippines) are severely restrained from enforcing law and order by the ‘peace process mechanisms’ that bar entry of law enforcement agencies in the so-called ‘MILF territories’,” the appeal said.

It cited the incident on Feb. 7 where 39 Special Forces soldiers were held overnight by the MILF in Maguing, “on the pretext that their movement and operations were not coordinated with the MILF.”


The four governors also called for the postponement of the barangay elections scheduled on Oct. 30 this year until the decommissioning is completed.

The decommissioning of the MILF forces is provided for in the Comprehensive Agreement on the Bangsamoro (CAB) specifically in the Annex on Normalization.

Its implementation is guided by a roadmap, which says that the MILF shall undergo a graduated and gradual decommissioning in four phases by percentage: ceremonial in Phase 1, 30% in Phase 2, 35% in Phase 3, and remaining MILF forces in Phase 4.

“We are seriously concerned that law enforcement in the BARMM will continue to be handicapped leading to the barangay elections on October 30, 2023 unless effective decommissioning of MILF combatants and firearms is completed.

“The CAB provides for the completion of the decommissioning process by the May 2022 elections. Yet, to date, 15,300 MILF combatants are still to be decommissioned. Of the total 40,000 MILF combatants for decommissioning, only 4,625 firearms are decommissioned. The decommissioning process, which began in 2015, has failed to dismantle even a single MILF base command and camp,” they said.

“The decommissioning of MILF forces is just one of the many aspects of the normalization. This process is agreed between the government of the Philippines and the MILF and must proceed in parallel and commensurate to the implementation of the other aspects of the agreement including the disbandment of private armed groups,” lawyer Naguib Sinarimbo, BARMM Minister of the Interior and Local Government, said.

“There has been no conclusive studies post-CAB on the correlation of violence and the existence of MILF base commands. Instead, there is conclusive evidence of a downtrend in violence since the signing of the CAB and the establishment of the BARMM. If you compare the peace and order condition in the region now as against the years 70s, 2000, 2003 or 2008, there’s tremendous change,” Sinarimbo, a member of the MILF technical working group during the peace talks with the government, said

Six unidentified armed men, believed to be members of the New People’s Army, shot and killed a barangay kagawad on Wednesday night in Brgy. Cambayobo, Calatrava, Negros Occidental.

The victim was identified by the police and military as Benito Hubahib, a barangay kagawad of Cambayobo in Calatrava town, which is considered by authorities as a rebel-infested village.

Lt. Col. J Jay Javines, 79th Infantry Battalion commander, yesterday disclosed that the armed men, who introduced themselves as policemen, shot and killed Hubahib, without any reason, in front of his family members.


Hubahib, who is the brother of Cambayobo barangay chairman Dominador Hubahib Jr., succumbed to multiple gunshot wounds. He died on the spot, according to the Calatrava police.

Several empty shells of caliber .45 pistol and M16 assault rifle were recovered from the scene of incident.

Javines recalled that the victim served as a witness during the arrest of rebel leader Felix Susas Jr., secretary of the defunct Northern Negros Front, and two others, last month, in Sitio Pinamactinan, Brgy. Cambayobo, Calatrava.

He clarified that Hubahib only performed his job, as barangay official, when he was requested to do so, during the arrest of Susas, who is facing numerous arrest warrants, including murder cases.

BACOLOD CITY – A barangay official was shot dead by unidentified persons in front of his family in Barangay Cambayobo, Calatrava, Negros Occidental on Wednesday, Feb. 22.

The victim was identified as Barangay Cambayobo Kagawad Benito Hubahib.

Capt. Jesus Alba, deputy chief of Calatrava Municipal Police Station, said three unidentified armed persons introduced themselves as authorities when they went to Hubahib’s house.

The perpetrators then asked for his identification card, but when he refused, he was shot.

Police recovered from the crime scene a fired cartridge of .45 caliber firearm, and three fired bullets of an M16 rifle.

Alba said they do not discount the possibility that the incident may be insurgency-related, since Hubahib was active in the campaign of the government against insurgency.

Hubahib also served as witness in the marking of evidence during the arrest of a high-ranking official of the New People’s Army (NPA) in the town last month, according to Alba.


Alba said they are also probing the possible link of this incident to the case of farmer Arnie Casipong, 40, who was gunned down in Barangay Minautok on Monday, Feb. 20.

Alba said the manner of the two killings were similar, as Casipong’s death was also witnessed by his family at their house.

Alba said the two villages have reported sightings of unidentified armed men.

MANILA – Leyte 4th District Rep. Richard Gomez and his wife, Ormoc City Mayor Lucy Marie Torres-Gomez, officially joined the reservist ranks of the Philippine Army (PA).

Philippine Army (PA) Chief Lt. Gen. Romeo Brawner Jr. presided over the commissioning rites for the couple at the Army headquarters in Fort Bonifacio, Metro Manila on Thursday.


"Lt. Gen. Brawner, during the commissioning ceremony, lauded Lt. Col. Richard Gomez for being an accomplished actor, athlete, and public servant whose vision of helping our country has done much, not only in fostering goodwill but also in further establishing the face of the PA in the eyes of the public," PA spokesperson Col. Xerxes Trinidad said in a statement Friday.

Trinidad also said Brawner cited the achievements of Lt. Col. Lucy Marie Torres Gomez as a public servant and as an actress.

The Army chief also described the couple as "exemplars of professionalism" and hailed them for their dedication and hard work.

”To our honorees, you have our admiration for all your hard work, selfless dedication, and untiring commitment to serve. You are not only exemplars of professionalism but you are also instrumental in the accomplishment of our vision of becoming a world-class, multi-mission ready, and cross-domain capable Army," he added.

1st medical evacuation mission

Meanwhile, the PA also announced that its Aviation Regiment has conducted its first-ever medical evacuation mission when one of its MBB Bolkow 105 helicopter ambulances transported a seriously wounded soldier from Albay to a military medical facility in Quezon City on Thursday.

Trinidad identified the soldier as Cpl. Roger R. Villares, a member of the 49th Infantry Battalion (49IB), 9th Infantry Division, who was among the troops injured in an improvised explosive device (IED) attack by New People's Army insurgents in Oas, Albay on Feb. 15.

Villares was confined at the Bicol Regional Hospital and Medical Center before the aeromedical evacuation to transfer him to the Armed Forces of the Philippines (AFP) Medical Center in Quezon City.

"The said IED blast also claimed the life of an Army officer who was then leading 49IB troops in responding to village folks' report about the presence of CPP-NPA Terrorists in their area," Trinidad said.

A second Bolkow helicopter also transported four relatives of Villares from Legazpi City to the AFP headquarters in Camp Aguinaldo in Quezon City.

“We are developing the Army’s casualty evacuation because the life of each soldier counts. Even if we save only one life through this capability, it is already worth it,” Brawner said.

The PA's MBB Bolkow 105 air ambulance is a reconfigured helicopter manned by a team of Army aviators, military doctors, nurses, and crew working together to support ground missions.

The PA’s aeromedical evacuation training program began in 2022.

BACOLOD CITY, Philippines — A barangay kagawad was shot dead by suspected New People’s Army (NPA) guerrillas in front of his family in Calatrava, Negros Occidental on Wednesday night.

The victim was identified by the police and the military as Benito Hubahib of Barangay Cambayobo.

The suspects reportedly introduced themselves as police officers before shooting the victim, according to Lt. Col. Jay Javines, chief of the Army’s 79th Infantry Battalion.


Hubahib, brother of Cambayobo chairman Dominador Hubahib Jr., died from multiple gunshot wounds.

Javines said the victim served as a witness in the arrest of rebel leader Felix Susas Jr., secretary of the defunct NPA-Northern Negros Front, last month.

Consecutive cases of violations by the Armed Forces of the Philippines (AFP) of international humanitarian law were reported the past weeks.

Soldiers of the 94th IB summarily killed two hors de combat fighters and a civilian peasant on February 5 in Barangay Oringao, Kabankalan City, Negros Occidental. Soldiers claim that the three were killed in an encounter.

Red fighter Arjen Mahinay (Ka Nonong) was recuperating after a stroke in a house in Sitio Mugni in the said barangay. He was with medic Junjun Callet (Ka Roben) when soldiers took them at around 4 p.m. of February 4. Soldiers also abducted peasant Jomarie Calumba who was at that time in the same sitio.

In Bukidnon, AFP forces abducted National Democratic Front of the Philippines (NDFP) Ariel Badiang in Manolo Fortich on February 6. Badiang’s family asked the public for help to locate his whereabouts and be visited. He has yet to be surfaced as of present.

Meanwhile, illegally arrested NDFP consultant Ruben Saluta, his wife Presentacion Saluta and companion Yvonne Losario remain in prison.

In Cagayan, police arrested wounded Orion Yoshida after an alleged encounter between a 5th ID unit and the NPA at Sitio Nangbaggayan, Barangay Santa Margarita, Baggao on February 13. He is charged with trumped-up cases of frustrated murder, violation of the Anti-Terrorism Law and illegal possession of firearms and explosives. He is deprived of visitation rights from his lawyer, relatives and human rights groups. Yoshida is a former student of the De La Salle University (DLSU).

More than a hundred years since Lenin wrote the words “Without revolutionary theory, there can be no revolutionary movement,” youth cadres and members of the Party continue to perseveringly study and apply Marxism-Leninism-Maoism. They firmly wield the revolutionary theory as a weapon especially during the most challenging times.

In the history of the youth movement, the scourge of modern revisionism, the attacks of the fascist dictatorship, and the neoliberal onslaught did not deter youth cadres from wielding revolutionary theory and sharpening it through revolutionary practice. That is why the pandemic and the militarist lockdown did not prevent the youth from studying.

Proof of this are the 75 batches of Basic Party Course (BPC) among the youth in Metro Manila during the pandemic. Hundreds completed the course and were galvanized by the Party’s basic principles and stand. They are part of the next generation of cadres who will lead the Party in the future.

A batch was conducted to allow Party members coming from the petty bourgeoisie who were aroused and mobilized during the lockdown to complete the BPC. Most were students, a few stopped schooling due to the difficulties caused by the blended learning, while some were already working.

According to Ka Allie, the deputy secretary for education of the Party unit who conducted the BPC, the study aimed to “steel the Party members’ ideology, train new cadres, and achieve thorough consolidation of comrades.” Before the BPC was held, Ka Allie’s unit implemented a program for continuing study within their collective. Their study covered the basic principles of the Party, discipline and rules of the New People’s Army, and the different aspects of the people’s democratic revolution.

Before the study began, Ka Budang, one of the students, confided not knowing what to expect from the BPC. Ka Clem, another student, was afraid of not fully understanding the contents of the long study. Ka Dex meanwhile expressed intentions of learning the history of the Party, the people’s army and the united front, and deepen understanding of imperialism.

Even though the students came from different backgrounds and had various expectations, the BPC discussion became lively as students and instructors learned from one another. Their drive to learn and desire to improve their contribution to the revolution heightened. Ka Budang related how they were so agitated, they rose from their seats and raised their voices, when they learned and computed the rate of exploitation.

For Ka Allie, the continuing education of Party members was key to the successful completion of the BPC. “This is very importatnt in clarifying the tasks of every individual, in being comradely, and looking back at the revolution’s significance,” he/she said.

Students review lessons of the BPC days and weeks after the study. They carry with them the lessons they learned. They used them as guide when integrating with the basic masses, in arousing others, in holding more discussions, and in doing away and correcting their bourgeois and petty bourgeois weaknesses.

Ka Budang realized that it’s never correct nor enough for a petty bourgeois to save only oneself from the violence of the semicolonial and semifeudal society. Thus, at the end of the BPC, Ka Budang posed the question: “What use is dreaming for material wealth if you continue to live in an exploitative society that has no justice? What use is comfort when it means closing your eyes to corruption, poverty, and exploitation?”

After completing the BPC, the students’ determination to continue fighting was steeled. “The BPC really helped me. In truth, it was one of the reasons why I decided to work full time for the revolution,” Ka Budang said.

Alieutenant and two other soldiers were killed after the New People’s Army (NPA)-Albay blasted a command detonated explosive against operating troops of the 49th IB in Barangay Ramay, Oas on February 15. One of those killed was 2Lt. Nico Malcampo. Red fighter Eric Veraquit (Ka Nene) was martyred on the said action.

Two soldiers of the 31st IB buying supplies in a local market were ambushed by Red partisans in Barangay Cotmon, Camalig in Albay at around 7:20 a.m. on February 20. The two were part of a unit serving as security detail to the infrastructure project of Centerways Construction in Barangay Sulong, Camalig. A calibre .45 was seized from them.

Meanwhile, a soldier was killed in a sniping operation of the NPA-South Central Negros against 94th IB troopers in Barangay Santol, Binalbagan, Negros Occidental on February 16.

In conjunction with the February 8 celebration of Comrade Jose Maria Sison’s birth anniversary, progressives held a forum where they discussed the legal standing of the Communist Party of the Philippines (CPP), New People’s Army (NPA) and the National Democratic Front of the Philippines (NDFP) based on international and domestic laws and agreements. In the forum, Atty. Edre Olalia of the National Union of People’s Lawyers discussed the legal opinion why national liberation movement forces in the Philippines should not be labelled terrorists.

In addition, the groups asserted that the arbitrary and erroneous “terrorist” designation of the CPP, NPA and the NDFP is a big obstacle to peace and should be removed. They also called for the removal from the list of 19 supposed members of the CPP Central Committee, including consultant Luis Jalandoni, organizations allied to the NDFP, and six other civilians. They also demand the delisting of Dr. Natividad Castro, who was designated as a terrorist last December 7, 2022.
National liberation movement

The tactic of “terrorist” tagging by states opposing liberation movements across the world is not new, according to Atty. Olalia. After the 9-11 incident in the US, states weaponized laws to brandish “anti-terrorism,” designate liberation movements as “terrorists” and dismiss their legitimate struggles.

This is contrary to a number of international agreements and declarations covering the rights of people to advance their national liberation movements, including the right to bear arms. This includes the Universal Declaration of the Rights of Peoples, also known as the Algiers Charter which was ratified on July 4, 1976 in Algeria. This document was used as the fundamental basis of the Permanent People’s Tribunal, which tries cases of state-perpetrated crimes and violations of human rights.

The Algiers Charter declared the right of the people to freely determine their political status against foreign interference. It also said that every people has the right to break free from any colonial or foreign domination, whether, directly or indirectly.

In the Philippines, the CPP leads the fight against foreign imperialist domination, domestic feudalism and bureaucrat-capitalism. It established the NPA to advance armed struggle to free the nation from these problems. It ultimately aims to achieve the people’s aspirations for genuine freedom and democracy.

Even the reactionary court of the Philippines recognized the legitimacy of the liberation movement in the country. On September 21, 2022, the Manila Regional Trial Court junked the “terrorist proscription” case against the CPP and NPA by the Government of the Republic of the Philippines (GRP). In its 135-page decision, the court said the CPP and NPA should be more properly categorized as rebels, or rebels with a cause—the national democratic cause. According to Judge Marlo Magdoza-Malagar, the judge who issued the said decision, the CPP’s program is a “reasonable aspiration in any civilized society.”
Adherence to the international humanitarian law

The CPP and NPA’s adherence to the international humanitarian law (IHL) solidifies the legitimacy of its armed resistance. In principle, its armed forces direct its attacks, not against civilians, but against legitimate military targets of the state which the GRP represents. This is stated in the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law or CARHRIHL, signed by both the NDFP and GRP in 1998. The orientation of liberation movements is a far from the characteristics of terrorists who aim to sow fear, terror and attack civilians.

Should there be mistakes or violations of principles and standards in the conduct of war, the CPP and NPA are willing to investigate, admit and take responsibility, make amends and impose internal sanctions on individuals or units involved, on top of its accountability in the IHL and CARHRIHL. In addition, the NPA strictly implements iron discipline among its commanders and fighters. Every fighter follows the “Three Main Rules of Discipline and the Eight Points of Attention” of the people’s army.

Soldiers of the 9th ID shot and killed 17-year old civilian Argie Salvador in Sitio Sapang Bato, Barangay Canapawan, Labo, Camarines Norte on February 11 at 1:40 p.m.

Major General Adonis Bajao of the 9th ID claims that Salvador died in an encounter between its troops and the New People’s Army (NPA).

Salvador is an indigenous Manide from Tanauwan, Capalonga. He was collecting honey when soldiers saw and killed him. He is registered with the Department of Labor and Employment’s TUPAD program.

Meanwhile in Santa Elena town, seven suspected state agents forcefully entered the house of Tino Manalo on February 4 in Barangay Don Tomas. They also entered the residence of Jun Barsibal and Johnny Caig on February 5. They are being accused of being supporters of the people’s army.

Abduction. In Oriental Mindoro, forces of the 203rd Brigade abducted G. Elyon, a resident of Sitio Sinariri, Barangay Panaytayan, Mansalay on February 6. He was on his way to buy coffee when soldiers abducted him. He was abducted by 10 soldiers who failed to present any warrant or explanation of the arrest in front of residents.

Fake encounter. To sow terror and fear in communities, military units staged fake encounters in Quezon and Negros Oriental.

On the first week of February, the 85th IB staged a fake encounter in Barangay Butanguiad, San Francisco, Quezon. This disrupted the people’s livelihood as well as classes of students in the barangays of the said town.

The 11th IB’s claim of an encounter at Sitio Tuyopan, Barangay Talalak, Santa Catalina, Negros Oriental on February 4 is also a lie. According to the local NPA command, there was no NPA unit in the area during that time. After this, soldiers mauled peasant Randy Iran.

Arrest. In Sorsogon, police arrested on trumped-up charges siblings Ramises and William Hubilla, sons of Sorsogon’s martyred revolutionary leader Andres Hubilla (Ka Magno). Ramises was arrested on February 8 in Barangay North Poblacion, Juban while William was arrested the following day in Barangay Central, Casiguran. They were charged with several counts of murder and frustrated murder. Ramises was earlier forced to “surrender” to the military in 2018 for allegedly being part of the revolutionary movement.
