THE Communist Party of the Philippines (CPP) will celebrate its 53rd anniversary on December 26 while this generally Christian nation celebrates the Christmas holidays. Isn't that very ironic considering that communism as a satanic cult is intrinsically evil?

Yes, if you read all these literature from Europe starting with "The Satanic Theology Behind Cultural Marxism," Google Zevi, or go to http://www.marxists.org/reference/archive/benjamin/1940/history.htm you will learn about these big secrets of Karl Marx, his father Heinrich, Lenin and Stalin. They were all members of the Sabbatai Zevi satanic cult. Zevi was a kabbalist and oculist who in 1666 declared himself the Jewish Messiah. He then turned the Torah around by declaring that all sins were now considered "holy." One hundred years later, Jacob Frank would declare himself a reincarnation of Zevi. The Sabbatean and Frankist heresies would continue until they found their way to the Soviet Union.

Fast forward to the 1960s, Spanish communist priest Jose Alegria and Fr. Luis Jalandoni, who were associated in the Gregorian University in Rome, introduced communism to a select Filipino clergy, especially the Jesuits. They realized that this godless communist ideology would not work in a devout Catholic nation. Sison and his cohorts again used the revolutionary dual tactics, toying around with Church dogma by covering their evil design through the Christian for National Liberation (CNL). In effect, they justified that violence and killings were not evil as long as these were done to fight for the rights of the oppressed. Great.

After infiltrating the Catholic Church, Sison did not spare the other Christian churches. While in exile in Utrecht, he saw that many of the wealthier congregations were non-Catholics. He then targeted the World Council of Churches thus exploiting the benevolence of these church-based organizations to support the underground: Asktion-Gruppe, Evangelische Kirche, Brot für die Welt, Diakonia, Broederlijk, Bishops Lenten Campaign, to mention a few.

So now we understand why the Rural Missionaries of the Philippines, Save Our Schools network, UCCP-Haran or University of San Carlos Cebu, are actively supporting these CPP programs on the Indigenous peoples, knowing that these same programs continue to push our children to their death. These young kids are being raped by their NPA colleagues, yet we do not hear any condemnation from these purported Christians in our midst.

That's the effect of the deceptive and duplicitous nature of the CPP.

After 53 years, it's not only our Christian faith that they have destroyed. They have destroyed too our judicial, political and democratic processes even as they continue to destroy our families.

First, the government filed cases against NDF "consultants" Tiamzons, Satur Ocampo, Vicente Ladlad etc. for their role in the Inopacan, Leyte mass murder and the judge dismisses one of the cases for lack of DNA test to confirm that those skeletal remains indeed belonged to the victims of the CPP-NPA purge. Cannot the judge just instruct the authorities to do this and that to confirm the allegation?

Listen to the video of Satur Ocampo who admits to the mistakes of the CPP killing many of their innocent members. Read the CPP's anniversary statements as they claim to have "tortured and murdered 950 cadres during the Oplan Missing Link, Olympia, Kadena de Amor...." How can our judges not take account of these things? Were they under threat? Infiltrated? Or paid?

Second, the Comelec dismisses the disqualification cases filed by the NTF-Elcac against Gabriela, Kabataan and Anakbayan party-list for receiving foreign funding which is against the Constitution and the Election Code; and for taking part in the armed struggle, despite a very tight case against them.

Meantime, the same Comelec disqualifies a party-list of former cadres and rebels who now want to take part in the parliamentary struggle through their Abante Sambayanan. Many more like the Guardians who want to fight terrorism were also disqualified. Is Comelec also under threat? Infiltrated? Or paid by the CPP and not paid by the other applicants?

Third, the Supreme Court affirms the constitutionality of the Anti-Terrorism Act, sans a few minor deletions. In effect it believes in the arguments of the NTF-Elcac and the National Security Council that this law should be in place to protect citizens against these terrorists, including the CPP-NPA-NDF.

Comes now all these senators and the vice president herself are moving to defund the NTF-Elcac and in fact pushing further to abolish it. What's worse is they have bonded together as political entities, led by Mayor Isko Moreno and another by Vice President Leni Robredo, bringing into their parties as members people who were positively identified by their former CPP colleagues as part of these terrorist organizations. How do we make sense of these? In this age of social media, how can these politicians continue to parrot CPP slogans of defending human rights, press freedom, etc. against the backdrop of gruesome killings, rape and destruction being committed by these people they are in bed with?

That's Satan celebrating the communist anniversary as they feast with us in the spirit of Christmas.

Duality. Duplicity. Hypocrisy.

Nope! It won't work this time. Not in May 2022. Happy Holidays!

Ang taong 2021 para sa masang anakpawis ng Kordilyera ay taon ng nagpapatuloy at tumitinding krisis ng malakolonyal at malapyudal na lipunan. Nagpapatuloy ang kagutuman at kahirapan bunsod ng kawalan ng nakakabuhay na sahod, kawalan ng regular at disenteng trabaho, at kapabayaan sa serbisyong panlipunan. Nagpatuloy ang pagpapatupad ng mga neoliberal na polisiya sa rehiyon at sa lokalidad. Nariyan pa rin ang banta ng makadayuhang Public Utility Vehicle Modernization Program at Public Market Modernization. Nagpatuloy ang kawalan ng sapat na ayuda para sa mga manggagawa at mala-manggagawang tuwiran at di-tuwirang naapektuhan ng pandemya.

Dagdag pa sa mga ito, ang taong 2021 ay kakikitaan ng tuloy-tuloy at papatinding pasistang atake sa masang anakpawis. Ang kilusang manggagawa at mala-manggagawa ay nakaranas ng tuloy-tuloy, nakapokus, at tumitinding pasistang atake mula sa tiranikong rehimeng US-Duterte at sa mga uhaw sa dugong mga pulis at militar. Tampok sa mga atake at paglabag sa karapatang pang-tao na naitala ay ang tuloy-tuloy na red tagging at terrorist labelling sa mga progresibong organisasyon ng mamamayan at sa mga lider nito, ang pagtatanong at pangangalap ng impormasyon sa mga aktibidad at lider nito, at ang kampanya na magpa-clear ng pangalan ng mga aktibong miyembro o ng mga matagal na naging bahagi ng mga progresibong organisasyon. Ang mga ito ay naglalayong tanggalan ng kredibilidad ang mga ang lehitimong organisasyon at ang mga lider nito upang matakot at huwag makitipon ang mga masang anakpawis sa mga aktibidad na inilulunsad ng mga nasabing organisasyon. Hindi maikakaila na sa mahabang panahon ang mga lehitimong organisasyong nakaranas ng mga atake at paglabag sa karapatang pantao ay nagtatamasa ng prestihiyo bilang tunay na boses at kumakatawan sa mga pang-ekonomiya at pampulitikang kahilingan, kagalingan at karapatan ng masang anakpawis sa rehiyon at sa lokalidad.

Sa kabila ng mga ito, bigo ang tiranikong rehimeng US-Duterte na pigilan ang mga paglaban ng masang anakpawis. Patuloy na napanghawakan ng kilusang anakpawis ang tungkulin nito sa paglantad ng kainutilan at kapabayaan ng estado sa kanyang mamamayan, sa protesta sa mga polisiya at programang naglilingkod sa mga imperyalista at sa mga naghaharing uri, at higit sa lahat sa paglahok sa demokratikong rebolusyong bayan.

Sa kabila ng tuloy-tuloy, tumitidi at nakapokus na pasistang atake ang KASAMA-CPDF ay patuloy na nakapagpalawak at nakapagkonsolida sa pamumuno at gabay ng Partido Komunista ng Pilipinas. Ang KASAMA-CPDF ay mayroong 28% paglawak ng kasapian at kalakhan o 63% ng mga kasapian nito ay napakilos sa iba’t ibang porma at antas. Tampok sa mga ito ang pagbibigay ng mga kontak na maaring marekluta at ang sistematikong pagbibigay ng tulong at suportang teknikal, materyal at pinansyal para sa armadong pakikikbaka. Susing salik sa mga nakamit na tagumpay na ito ang tulo-tuloy na edukasyon, pagproseso ng takot na naramdaman, at pagbalangkas ng mga hakbanging pangseguridad at pag-iingat.

Ang KASAMA-CPDF ay regular na nakapaglunsad ng pulong ng mga konseho nito. Ang mga nasabing pulong ay nagsilbi para sa patuloy na pagpapalawak at konsolidasyon ng kasapian. Sa partikular, nagsilbing daluyan ang mga pulong sa pagbubuo ng pagkakaisa kaugnay sa mga isyung kinakaharap at sa pasistang atake at sa pagbabalangkas ng mga hakbangin.

Ibayong sumulong ang paglulusnsad ng mga pang-grupo at pang-indibidwal na talakayan, ang pamamahagi ng rebolusyonaryong babasahin, at ang paglulunsad rebolusyonaryong pag-aaral. Ang patuloy na pagapataas ng pampulitikang kamulutan sa kasapian ay nagresulta sa higit na determinasyong kumilos para sa demokratikong rebolusyong bayan sa kabila ng mahirap na kalagayan.

Patuloy na nakapagpalawak ng lambat para sa tulong teknikal, lohistikal, materyal, at pinansya para sa armadong pakikibaka. Mayroong 90% paglapad ng lambat suportang maaaring pakilusin para sa mga pangangailangan ng mga kasapi ng Bagong Hukbong Bayan.

Sa pagtatapos ng taon, ang KASAMA-CPDF ay nakapagpreserba ng lakas, ibayong nakapagpalawak, at higit na nakapagkonsolida. Napanatili nitong bulag at bingi sa mga ahente ng estado ang mga aktibidad nito. Sa pagsalubong sa bagong taon, tangan ang mga aral na nakamit ngayong taon, ang KASAMA-CPDF ay may mataas na rebolusyonaryong diwa at higit na determinado na biguin ang pasista’t tiranikong paghahari ni Duterte lagpas sa 2022 at na makabuluhang makapag-ambag sa pagsulong ng digmang bayan sa hindi pa naabot na antas.

As 2021 ends, NPA-Bikol casts the 9th IDPA, PNP Region V and the whole Joint Task Force Bicolandia with undeniable failure. The butchers are now stewing in silence and shame after the NPA’s valiant defense frustrated their shots at a last round of attacks before the year finally ends. Striking among these was Tomas Pilapil Command NPA-East Camarines Sur’s active defense against 9th IDPA troops’ attempt to overrun their unit last December 28 in Sityo Campo Nueve, Brgy. Del Carmen, Lagonoy. The Red fighters successfully drove the enemy troops to retreat. They were also able to seize four military packs and costed the enemy two wounded men and one dead element. Meanwhile, the NPA had no casualties.

To top JTFB’s pile of failures this year, they also failed in their attempts to hinder the Bikolano masses and their Red Army from celebrating CPP’s 53rd anniversary. Majority of Party units both in localities and the NPA, revolutionary mass organizations and revolutionary committees were able to successfully hold small and large assemblies to honor the advancements of the people’s democratic revolution. This is a clear picture of the dauntless struggle waged by valiant Red fighters of the NPA under CPP’s leadership.

Where have JTFB’s arrogant drivels since 2016 that they would crush the revolutionary movement in Bikol gone? Have the Filipino people not been hearing these empty claims for 53 years already? Paltry deadlines that, year after year, the AFP-PNP and their masters always end up being forced to move further. As the years of their failure accumulate, the public have already understood that these asinine declarations that the revolutionary movement is weakening, unremitting parades of fake surrenderees and other vapid shenanigans are but desperate cover-ups for the fact that their campaign to put an end to the people’s revolution has reached nothing.

If there is one thing that the mercenary army and the ruling classes has to learn already from their patent failures this 2021 and the whole time that they were foolishly trying to end the people’s war, it is that no weapon can ever be more powerful than the people’s own resolve to defend their lives and future. They can buy all the modern arms they can get their hands on, beef up the salaries and rewards of their minions, but these can never match the people’s burning desire to break free from slavery and poverty. This aspiration drives the masses to persevere, progress and overcome any obstacle. This fuels them to offer their time and lives in the service of the people without wanting any reward or recognition in return.

As 2022 approaches, each Red fighter and commander holds in their hearts the lessons of struggle and an even more steadfast resolve to frustrate the enemy and achieve substantial advances. Their wholehearted desire to serve their own kind: the oppressed and exploited, and attain genuine freedom, guarantees that no matter what the enemy invokes, no matter the sacrifice and hardships, no matter the complications in the struggle, the reason to continue and fight shall always prevail.

Sa pagtatapos ng 2021, kabiguan ang pabaon ng BHB-Bikol sa 9th IDPA, PNP Region V at buong Joint Task Force Bicolandia. Tikom ang bibig at tiklop ang tuhod ngayon ng mga berdugo matapos biguin ng matatag na pagharap ng BHB ang kanilang mga pahabol na pagsalakay bago magtapos ang taon. Matagumpay na napaatras ng mga kasama ang umatakeng militar, nakasamsam ng apat na military packs at nakapagdulot ng dalawang sugatan at isang patay sa hanay ng kaaway. Bilang huling salvo sa patung-patong na kabiguan ng JTFB ngayong taon, hindi rin ito nagtagumpay sa pagpigil sa masang Bikolano at kanilang Pulang hukbo na ipagbunyi ang ika-53 taong anibersaryo ng PKP. Kalakhan ng mga yunit ng Partido sa lokalidad at hukbo, mga rebolusyonaryong organisasyong masa at komiteng rebolusyonaryo ay nakapaglunsad ng maliliit at malalaking pagtitipon upang gunitain ang mga pagsulong ng demokratikong rebolusyong bayan. Larawan ito ng patuloy na pakikibaka ng magigiting na Pulang mandirigma ng BHB sa ilalim ng mahigpit na pamumuno ng PKP.

Nasaan ang ipinagyayabang ng JTFB mula pa noong 2016 na dudurugin ang rebolusyonaryong kilusan sa Bikol? Hindi ba’t 53 taon nang naririnig ng sambayanang Pilipino ang hungkag na mga palugit na itong taun-taon ding binabawi at iniuurong ng AFP-PNP at mga among rehimen? Ito ang nagtutulak sa masang bumabalikwas na walang humpay na magsikhay, patuloy na magpakahusay at igpawan ang lahat ng mga balakid. Ito ang nagtutulak sa kanilang i-alay ang kanilang buong panahon at buhay para sa paglilingkod sa bayan nang walang hinihinging anumang gantimpala o pagkilala.

Sa pagpasok ng 2022, tangan ng bawat Pulang mandirigma at kumander ang mga aral sa pakikibaka at ang mas mahigpit na kapasyahang biguin ang kaaway at magkamit ng makabuluhang mga pagsulong. Ang buong-pusong pagnanais na paglingkuran ang kapwa inaapi at pinagsasamantalahan at kamtin ang tunay na kalayaan ang katiyakan na anumang gawin ng kaaway, anumang sakripisyo at kahirapan, anumang salimuot sa landas ng pakikibaka, lagi’t laging mananaig sa bawat isa ang mga dahilan upang magpatuloy at lumaban.

Even worse economic crisis, raging pandemic and political repression are the grim prospects for the Filipino people in the coming year 2022. This is a result of anti-people and pro-imperialist policies and state terrorism of the US-Duterte tyrannical regime.

The only hope for the Filipino people rests on heightening their resistance against the ruling tyranny and advancing their patriotic and democratic cause. Only by waging mass struggles and all other forms of resistance can they be assured of a better situation in the coming year and in the future.

This year, the Filipino people are expected to stand firm in their fight against the perpetuation of the Duterte political dynasty and the full restoration of the Marcoses in the apex of reactionary power. Even as broad coalition of political forces are set to oppose the Dutertes and Marcoses in the electoral arena, the Filipino people must be ready to exercise their democratic power in the streets to frustrate Duterte’s plans to rig and steal the elections.

In the face of widespread unemployment, rising prices, prospects of more onerous taxes, and overall worsening conditions, the oppressed and exploited classes and sectors must intensify their mass struggles to demand wage increases, land, jobs, expansion of public health, education and other essential services and other urgent demands.

The declared plan of the military and police to “crush” the NPA and the people’s armed resistance before May 2022 will fail utterly. The armed revolution being waged by the New People’s Army will continue to expand and strengthen with the ever deepening and broadening support of the peasant masses and Filipino people.

As we move to 2022, the Party calls on the Filipino people to raise their determination to fight and heighten their vigilance against Duterte’s worsening state terrorism and attacks against the people.

The Party is determined to strengthen itself in order to more effectively lead the people’s democratic struggles and carry forward the people’s democratic revolution to unprecedented heights in the coming period.

FORT BONIFACIO, Metro Manila –The Philippine Army sent 21 truckloads of relief goods to Visayas and Mindanao, Thursday Dec. 30.

The Army transported 21 truckloads of essential supplies worth P6.5 million to Southern Leyte and Surigao del Norte.

The shipment weighs about 47 tons of goods consisting of bottled water, food items, canned goods, foams, mattresses, portable water purifier packs, electric generator and other essential supplies.
On Wednesday, Dec 29, troops loaded 14 truckloads of relief goods worth P5 million onto the Cebu-bound BRP Tarlac of the Philippine Navy.

Moreover, the Army was able to consolidate essential supplies from corporate and individual donors with a total of P12 million as of date.

Major donors include Lander Superstore, property developer Deca Homes, Lucio Tan Group, Food Panda Philippines, Stone of Hope Builders and Development Corporation, Lucio Tan Group of Companies, Aboitiz Group of Companies, Jaime V. Ongpin Foundation, Inc., Lions’ Club, students from International School Manila, and other private donors.

“In these trying times, our country needs people with good hearts and helping hands in order to overcome challenges. The Philippine Army is honored and truly grateful to our partners who have shared their blessings and these donations,” Chief of Staff, Philippine Army (CSPA) Maj. Gen. Roberto Capulong said in his remarks during the send-off ceremony.

“This aid gives our fellow Filipinos an assurance that we are with them in this challenging time. We exist not only for combat but also, in providing relevant and responsive aid such as these relief goods for ongoing HADR operations in typhoon-affected communities,” the CSPA remarked.

Army units—together with national government agencies, local government units and private sector partners—are working ‘round the clock to provide relief and rehabilitation assistance for typhoon-afflicted communities.

Sagay City, Negros Occidental — The Army’s 79th Infantry (Masaligan) Battalion has intensified its awareness campaign to counter the recruitment, extortion activities and violation of human rights committed by the Communist Terrorists Group (CTG) operating in Northern Negros. This activity was initiated after a series of shooting incidents happened in Calatrava and its neighboring towns in mid-December.

An information awareness drive was conducted on thursday, December 30, 2021 at Sitio Huebesan, Brgy Marcelo, Calatrava, Negros Occidental and was participated in by the residents and Barangay Officials headed by Brgy Captain Arnulfo Libod-libod.

Lieutenant Colonel J-jay Javines, Commanding Officer of 79IB provided the overview of the activity highlighting how the residents can contribute in the goverment’s whole-of-nation approach to end local armed conflict.

Said activity was also highlighted with a film showing entitled “Suplong-The Fall of Ka Oris” a documentary by veteran TV journalist Mr. Ceasar Soriano on the last days of Jorge “Ka Oris” Madlos as head of the NPA’s National Operations Command before the AFP finally caught the most wanted NPA in the country.

The troops also displayed tarpaulin containing information about active NPA personalities and the Enhanced Comprehensive Local Integration Program (E-CLIP) benefits such as but not limited to financial and livelihood assistance, and value of firearms surrendered to the government.

The various efforts of the Philippine Army in clearing focus barangays under the influence of the NPAs were likewise shared to the participants.

In his message, Brgy Captain Libod-libod thanked 79IB for initiating the activity. He urged his constituents to closely collaborate with the Philippine Army and local PNP to ensure that the abuses and violence of the Communist NPA Terrorists (CNTs) will be put to an end.

For his part, Lt.Col. Javines enjoined the residents of Brgy Marcelo not to be persuaded by the senseless ideology and so- called “help and justice” from the NPAs.

“The attainment of an insurgency-free community require a collective effort from all sectors of the society. The AFP and PNP cannot do it alone. Without your support, we can only do so little. Hence, I encourage everyone to join hands and help the government’s effort to put an end to the decades-long insurgency. Together, let us build peaceful, resilient and progressive communities that are inhospitable to any threat group that undermine our efforts for nation building,” said Lt.Col. Javines.

CAMP EVANGELISTA, Cagayan de Oro City – The 4th Infantry (Diamond) Division’s ‘no let-up’ combat operations have resulted in the successful surrender of a CPP-NPA Terrorist’s (CNT’s) ordnance staff and seizure of seven (7) firearms in Caraga region.

A 10-minute firefight on Sunday, December 26, transpired between the troops of 26th Infantry Battalion (26IB) led by LtCol Reynald Romel A Goce, Commanding Officer of 26IB and under the operational control of 403rd Infantry Brigade (403Bde) led by BGen Ferdinand T Barandon against more or less fifteen (15) CNTs at Sitio Mentakee, Brgy Binicalan, San Luis, Agusa del Sur resulting in the seizure of NPA’s war materiel composed of one (1) M16 Rifle, one (1) M79 Grenade Launcher, one (1) Cal 45 pistol and one (1) Cal 38 revolver as well as different caliber of magazines and ammunitions to include personal belongings.

On Friday morning, December 24, troops of 30IB led by LtCol Ryan Charles G Callanta under the operational control of 901Bde led by BGen George Banzon also seized two (2) M16 Rifles, two (2) magazines and forty four (44) rounds of M16 Rifle ammunitions at the boundary of Brgy Camboayon, Bacuag and Brgy Mahanub, Gigaquit, both in Surigao del Norte. Said operation is in response to the revelation of a former rebel regarding the high powered firearms left during an encounter in the same area last December 22.

Meanwhile, combined forces of 901Bde’s 65IB and 27IB under 10ID’s 1003rd Brigade, facilitated the successful surrender of terrorist NPA’s ordnance staff operating in Agusan del Sur, identified as Nicholas Doliente alias Kulot/Kula at the 65IB Headquarters in Barangay Poblacion, Sibagat, Agusan del Sur on Wednesday, December 22. He also surrendered war materiel composed of one (1) M16 Rifle with five (5) magazines, 133 rounds of ammunitions and one (1) bandolier.

In a statement, 4ID Acting Commander Brigadier General Oliver T Vesliño said that 4ID’s “no let-up” operations are essential in ensuring the upkeep of peace and security in every community and to ensure that no NPA atrocities will be conducted amidst the holiday season.

“We are not giving the terrorist CPP-NPA-NDF breathing space. We stepped up our operations, forcing them to be always on the run so that they couldn’t execute their hostile plans against government troops as well as to the peace loving communities,” BGen Vesliño stressed.

“We congratulate all troops under the guidance of their Commanders for preventing the atrocities of the terrorist CPP-NPA-NDF. We also laud former NPAs and civilian stakeholders who work hand-in-hand with us for our continued success in order to achieve our goal of putting an end to the over 50-year old communist insurgency. Hence, I implore the remaining terrorist CPP-NPAs to stop the violence. May they be enlightened and unite with us in these challenging times where our fellow Filipinos affected by typhoon Odette needs all the help they can get to survive,” BGen Vesliño added.

PIKIT, North Cotabato – The carnapping syndicate operating here has the backing of Moro extremists who traded shots with lawmen during the recent law enforcement operation in Barangay Gukotan, a police official said Friday.

Brig. Gen. Alexander Tagum, director of Police Regional Office 12 (Soccsksargen), said
about 50 heavily armed Bangsamoro Islamic Freedom Fighters (BIFF) have been serving as security forces of Joel Manampan, the alleged car theft gang syndicate leader who maintains a warehouse in the village.

“These BIFF traded bullets with our operating troops during the 3 a.m. raid on Wednesday,” Tagum told reporters during a follow-up radio interview with reporters. “While the firefight was ongoing, Manampan escaped.”

The operation in Gukotan left five suspected syndicate supporters dead, three of whom were believed to be BIFF members, and four police officers wounded.

The police recovered 442 motorcycles of different models, high-powered firearms that included M60 machine guns, assault rifles, rocket-propelled grenades, improvised bombs, and bomb-making ingredients from the compound owned and managed by Manampan.


Tagum said after receiving reports about the presence of hundreds of stolen motorcycles, the North Cotabato police conducted intensive intelligence operations for more than a month.

“As soon as reports from civilians were verified, the law enforcement operation was conducted in partnership with the Army’s 602nd Infantry Brigade,” he said.

He noted that the police officers hurt in the encounter were now safe, adding that a manhunt operation against Manampan and his companions is ongoing.

He appealed to all car theft victims in North Cotabato and Maguindanao to check if their vehicles were among those found in Gukotan.

All the recovered motorbikes are now at the North Cotabato police provincial office in Barangay Amas, Kidapawan City.

The year 2021 caught sight of the Philippine Army, through the three-year-old 11th Infantry Division (ID), strengthening the community defense against the Abu Sayyaf Group (ASG) bandits in the province of Sulu.

The community defense build-up started with the activation of the first-ever Sulu Ready Reserve Battalion (SRRB) in January this year.

Initially, the members of the SRRB comprised 195 Tausugs, who have graduated on January 23 from a 45-day Basic Citizen Military Training (BCMT) conducted by the Philippine Army Reserve Command.

The graduates, which comprised the BCMT Class 01-20, came from different areas of Patikul, Sulu.


The BCMT is an entry-level training course undertaken by Filipino citizens, who intend to enlist in the reserve force of the Armed Forces of the Philippines (AFP).

Maj. Gen. William Gonzales, 11ID commander, said the activation of the SRRB was based on guidance from Department of National Defense (DND) Sec. Delfin Lorenzana who wanted to bolster security in the province.

“The residents of Patikul are very lucky to be the first reservist batch in Sulu,” said Sulu Gov. Abdusakur Tan, who is a reservist with a rank of major.

The duties and responsibilities of the reservists are to assist in disaster relief and rescue operations, socio-economic development, and operations of critical utilities of affiliated reserve units; and as a base expansion of regular force in the event of war, rebellion, or natural emergencies.

In March, the 11ID recruited and trained some 110 Tausug natives to join the Citizen Armed Force Geographical Unit (CAFGU) to serve as part of the community defense forces.

Gonzales said that those recruited were natural-born Filipinos in Sulu, 18 to 48 years old, with no pending case and physically fit to perform duty.

Lt. Col. Jooney Jay Businos, 2nd Special Forces Battalion commander, who headed the recruitment, said the 110 CAFGU recruits have undergone screening to include neuropsychological and other medical tests.

They were trained at the headquarters of the 2nd Special Forces Battalion in Barangay Bilaan, Talipao, Sulu.

Gonzales said they recruited Tausugs to join the CAFGU since the Task Force for Ending Local Armed Conflict (TF-ELAC) is returning internally displaced people (IDP) to their hometowns.

The TF-ELAC is the Sulu’s version of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).

“Whenever we implement the Balik Barangay Program, local chiefs request the establishment of patrol bases to prevent members of the ASG from retaliating against civilians who support the government forces in eradicating terrorism,” Gonzales said.

The CAFGU was created in 1987 through Executive Order No. 264 to complement the operations of regular military forces.

The latest addition to the SRRB is a group composed of 300 Tausug tribe members who completed on December 16 their 45-day BCMT conducted by the 906th Community Defense Center of the Army Reserve Command.

They belong to the BCMT Class 02-2021 that included the youth sector, militiamen, and other individuals coming from various fields such as education, engineering, and local governance.

“Although this batch is composed of reserve privates, its diverse demographic will add value to what the ready reserve battalion can do to advance our campaign for peace here in the province,” Gonzales said.

“Our youth will be less vulnerable to the recruitment of terror groups. Instead, they will be ambassadors of peace,” he added.

One of the graduates is 31-year-old Sharryhama Serajani, who holds a nursing degree and works at the Jolo municipal government.

Serajani recalled that during her childhood days, she did not understand the works of a soldier.

“(However), after I completed the training, I understood the purpose why there are soldiers assigned in our place,” Serajani said citing she like to be part of the changes and development in Sulu as a reservist.

Gonzales said the reservists will become part of the Army's future structure, a regular force supported by a strong reservist force.

The reservists have a crucial role in stabilizing Sulu's socio-economic situation aside from providing additional manpower to the Philippine Army in dealing with external and territorial threats, according to Gonzales.

“They can help in strengthening education, employment, order, and safety,” he added.

He said the SRRB is now composed of 495 talented individuals that included 195 Tausugs who graduated on January 23 and the 300 individuals, also Tausugs, who completed training on December 16.

Lt. Col. Andres Soriano, director of the 906th Community Defense Center, said they are planning to train around 600 individuals to complete the SRRB force.

President Rodrigo Duterte, accompanied by Lorenzana, led the activation of the 11ID on December 17, 2018 at Kuta Heneral Teodulfo Bautista, the headquarters of Joint Task Force (JTF) - Sulu in Barangay Bus-Bus, Jolo, Sulu.

Composed of units actively working under JTF-Sulu, the various corps were formed into the new 11ID dedicated to fighting the Islamic State for Iraq and Syria - affiliated terrorist groups in the province.

The Philippine Navy's missile frigate BRP Antonio Luna (FF-151) rescued 35 fishermen stranded in Manamoc Island, Palawan after their fishing boat capsized due to bad weather.

In a statement Thursday night, Naval Forces West acting public affairs office chief, Lt. Commander Ronne Riel B. Grimpola, identified the ill-fated fishing boat as the F/B Prince Edge 1 that capsized in the vicinity of Cauayan Island, Cuyo, Palawan on December 27.

The craft was skippered by Ronnie Vargas with a 34-member crew.

Grimpola added that they became aware of the group's plight after a concerned boat captain reported the incident to the Maritime Situational Awareness Center-W (MSACW).

"Consequently, the group safely landed on Manamoc Island, part of Cuyo, Palawan. MSAC-W immediately informed Naval Forces West about the incident and requested immediate assistance and rescue operations," Grimpola said.

He added that BRP Antonio Luna, which was on a maritime patrol mission, was tasked to rescue the crew and bring them to their hometown of San Jose, Mindoro.

"At present, all 35 personnel are being taken care of and currently undergoing medical check-up by medical personnel aboard BRP Antonio Luna. Further, personnel of FF-151 also provided food and clean clothing to all the crew of the ill-fated fishing boat," he said.

He added that Naval Forces West will continuously conduct disaster relief and rescue operations, provide assistance in support of the joint efforts in mitigating the after-effects of Typhoon Odette in the province of Palawan, while readily deploying its naval assets to assist and rescue distressed fishermen at sea.

The Philippine National Police (PNP) on Friday said 2021 is a banner year for law enforcement as many milestones in the campaign against illegal drugs and terrorism were achieved amid the coronavirus pandemic.

"Aggressive police operations and other police interventions led to the arrest of lawless elements that somehow reduced the number of crimes that they may have committed," PNP Chief Gen. Dionardo Carlos said in a statement.

Carlos, a member of the Philippine Military Academy “Maringal” Class of 1988, assumed command of the PNP in November, replacing Gen. Guillermo Eleazar.

"Naniniwala ako na sa taong ito ay naging mas masigasig ang ating mga pulis sa pagsasagawa ng operasyon kontra iligal na droga, krimen at terorismo at patuloy pa rin ang aming pagbibigay na serbisyo publiko at pagpapanatili ng kapayapaan sa susunod na taon at nalalapit na eleksyon (I believe that this year our police have become more diligent in conducting operations against illegal drugs, crime and terrorism and we will continue to provide public service and keep the peace in next year and the upcoming elections)," Carlos added.

Based on the PNP operational accomplishments from January to November 2021 recorded by the PNP Directorate for Operations showed police operations against illegal drugs for this year resulted in the arrest of 66,278 drug personalities and the confiscation of illegal drugs with an estimated Dangerous Drug Board (DDB) value of more than PHP4.65 billion, additionally, in joint operations with PDEA, more than PHP8.5 billion.

Those arrested were Chinese personalities Gao Manzhu; Hong Jianshe; Eddie Tan; and Xu Youhua on September 27 in Zambales and confiscation of PHP3.4 billion worth of shabu.

On the operation against wanted persons, the manhunt for the country’s Top Most Wanted Persons (TMWPs) resulted in the arrest of 95 personalities, four were killed and two surrendered during police operations.

Among the notable accomplishments in this campaign was the arrest of Monteson Ignacio Jr. who is wanted for homicide, frustrated murder, murder, and attempted carnapping last June 17. He has a PHP550,000 reward for his capture.

The PNP also served warrants of arrest to 69,077 other wanted persons, 405 of whom had surrendered and 122 died during police operations.

In a campaign against terrorism, the PNP figured in 96 government-initiated encounters that resulted in the neutralization of 5,487 personalities identified with terrorist groups while operatives confiscated 1,148 small arms and light weapons (SALW).

Among the notable accomplishments in this campaign were arrested Ma. Salome Crisostomo-Ujano on November 14, Ma. Loida Magpatoc on September 15, and Gavino Manaig Panganiban a.k.a. Nori/Rato/Momoy on August 6.

Ujano has an outstanding warrant of arrest for rebellion, Magpatoc has a standing warrant of arrest for murder, while Panganiban for murder and rebellion. The said rebels have a bounty of PHP5 million, PHP5.3 million, and PHP4.5 million, respectively, for their arrest.

Meanwhile, the relentless efforts to account for loose firearms resulted in the confiscation, recovery, and surrender of 25,141 SALW that resulted in the arrest of 10,503 suspects and the filing of 4,875 criminal cases in courts for violations of Republic Act No.10591.

Carlos added that the PNP is constantly striving to keep its police force highly capable, effective, and credible in order to serve every Filipino and keep our country peaceful, secure, free of illegal drugs and corruption.

The Philippines has made steady progress this year in the upgrade of military equipment and skills of the personnel tasked to operate it, Defense Secretary Delfin Lorenzana said Friday.

"As we look back to the past year, it is likewise heartening to note that the Department continues its steady progress towards achieving the goals we set in 2016. We have not only continued to upgrade the equipment of the Armed Forces and the other Bureaus but also developed and raised their skills, expertise, and knowledge," Lorenzana said in a message to reporters.

Aside from this, Lorenzana said the defense and security sectors have greatly improved the security of the country with the whole of nation approach to solving the insurgency and other threat groups.

"The future we are facing will not be easy but with our concerted efforts we can overcome whatever challenges come our way," he said.

As the country ushers in a new year, Lorenzana expressed his thanks to the men and women of the DND for their hard work and dedication.

"I would also like to thank our citizens for their continued support for the DND and the AFP (Armed Forces of the Philippines) We assure our people of our commitment to serving them. Lastly, I wish everyone good health and prosperity in the coming year," he added.

Lorenzana also urged Filipinos to thank God for all blessings received by the country in 2021, including the hardships that further strengthened and toughened them.

This includes the country's gradual gain and the victory against the coronavirus disease 2019 (Covid-19) pandemic, which the DND chief hopes to end in 2022.

A group composed of former members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) said no one is funding the organization.

The Abante Sentrong Alyansa ng mga Mamamayan para sa Bayan (SAMBAYANAN) denied the accusations of active members of CPP-NPA and its legal front organizations that alleged they are being funded by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to enter the party-list system.

The groups added that the insurgency task force's 2022 budget for Barangay Development Program will be "used for the delivery of necessary services to long-neglected communities", not for Sambayanan's gain.

The Commission on Elections (Comelec) have twice denied Sambayanan’s petition to seek a seat in Congress.

Abante Sambayanan, an alternative people's alliance consisting of former high-ranking officials of the CPP-NPA-National Democratic Front (NDF) and led by first nominee Jeffrey “Ka Eric” Celiz, obtained a temporary restraining order against Comelec, according to the group’s Facebook post on Wednesday.

The Supreme Court asked the Comelec to temporarily refrain from implementing its October 5 orders, which rejected the registration of Abante Sambayanan and Ayuda sa May Kapansanan and its resolution dated December 1 denying the two groups’ motions for reconsideration.


So far, 166 groups are confirmed as official party-list candidates for the May 9, 2022 polls.

"Prinsipyo at paninindigan lamang ang puhunan ng Sambayanan. Nais naming maglingkod sa mamamayan sa paraang hindi marahas, sa paraang hindi mapanlinlang o mapangmalupit (The Sambayanan is investing on principle and commitment. We want to serve the people in a non-violent way, which is not deceptive and cruel)," the group statement read.

They admit feeling dejected over Comelec’s decision to reject them anew.

"Para na ring sinasabi nila (Comelec) na mali na kami ay nakipagtulungan sa gobyerno, na maling kami ay nagbalik-loob (The Comelec seems to be telling us it was a wrong decision to return to the fold of the law and we should not cooperate with the government)," it added.

Despite the Comelec's move, Abante Sambayanan said it will will continue its advocacies against communist insurgency and the "senseless armed revolution."

"Buo ang paninindigan ng Sambayanan, may party-list man o wala, may NTF-ELCAC man o wala, na maglingkod sa sambayanang Pilipino, para sa ating pinapangarap na mapayapa, masagana at maunlad na bansa (Sambayanan remains committed, with or without a party-list, with or without NTF-ELCAC, to serve the Filipino people, for our dream of a peaceful, prosperous, and developed country)," the group said.

Prior to its push to join the party-list system, the Abante Sambayanan has been supporting the government's whole-of-nation approach to end 52 years of atrocities, violence, and recruitment of minors by the CPP-NPA-NDF and its front organizations.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

On Dec. 4, 2018, the NTF-ELCAC was created by virtue of Executive Order 70, tasked to “provide an efficient mechanism and structure for the implementation of the whole-of-nation approach to aid in the realization of collective aspirations for inclusive and sustainable peace.”
