PLACER, Surigao del Norte – On its 3rd consecutive year, Disaster Emergency Assistance and Rescue – 30th Infantry (Python) Battalion (DEAR 30IB) was declared, regional winner for the Government Emergency Response Management Services (GEMS) during the 2019 National Disaster Resilience Month (NDRM) culmination program on July 26, 2019 at LMX Convention Center, Bancasi, Butuan City.

The Gawad Kalasag (KAlamidad at Sakuna LAbanan, SAriling Galing ang Kaligtasan) search for excellence in Disaster Risk Reduction and Management (DRRM) and Humanitarian Assistance is an annual activity conducted every National Disaster Resilience Month (NDRM) to recognize its stakeholders. It is their mechanism in obtaining sustained commitment and support by recognizing exceptional contributions of DRRM practitioners in strengthening the resilience and adaptive capacities of nations and communities to disaster risks according to Office of Civil Defense -13.

For its best practices in implementing its DRRM programs aimed at protecting and shielding high risk communities against hazard, 30IB again won the award. One of its activity is the participation of the DEAR 30IB to the 4th Infantry Division, Philippine Army Squad and (Disaster Response Operation) DRO Challenge Competition resulted to 3 consecutive years as Grand Slam Champion for year 2015,2016, and 2017. For the year 2018 during the Tropical Storm “Basyang” the DEAR platoon conducted Disaster Relief Operation and save lives of 21,044 individuals in the area. With all challenges posed by natural and man-made catastrophes to the population within its area of responsibility, the 30IB of the Army emphasized its Disaster Risk Reduction Operations on the organization of DEAR 30IB unit. As the readily deployable rescue force during disaster and emergency situations.

Lt. Col. Jeffrey A Villarosa, Acting Commanding Officer, 30IB on his acceptance speech said, “This award would not be made possible without the supportive efforts of our counterparts from the Local Government Units (LGU) and our local DRROs, with particular mention on the Surigao City DRRO, SDN Provincial DRRO and the Surigao City DRRMC. It is recognitions such as this that refills our energies and reinvigorates our spirits to serve our people. However, winner or no winner, may I once again reaffirm the Python trooper’s commitment and dedication to render our services to the wonderful and peace-loving people of CARAGA, particularly the people in the area of operation of our unit.”

Moreover, Lt. Col. Villarosa stated that 30IB will not just perform their traditional function of winning the peace but it will also be always ready to render humanitarian assistance and disaster response. He also added the need to continously hone and enhance skills and level of readiness not just in disaster response & relief operations, but more so on disaster risk reduction to mitigate hazards in times of calamities.

30IB’s area of operation includes Surigao del Norte and Dinagat Islands.

IMPASUGONG, Bukidnon – An NPA regular “Yogabs”, 21, from Barangay Ililihon, Salay, Misamis Oriental and a member of Regional Sentro de Grabidad Compaq of the North Central Mindanao Regional Committee escaped and found safety to the Barangay Council of Barangay Dumalaguing, Impasugong, Bukidnon earlier today July 28, 2019.

Thinking about his family, Yogabs said he did everything to escape the NPA group last July 20, 2019. Accordingly, he was relieved when he was able to approach nearby Barangay from their encampment and talked to Punong Barangay, Hon Jonny Lunda to be turned over to the Army for his safety from his former comrades. The Barangay council immediately contacted the Army’s 8th Infantry Battalion for assistance.

During a conversation with an Army personnel, Yogabs said, “Naglisod kog gawas sa rebeldeng grupo; Nadakpan ko og gihigtan kos sa punuan niadtong una ko misulay og ikyas dala akong AK47.” “Nagsugod ang tanan niadtong niapil kog rally sa Cagayan de Oro City tuig 2016 hangtud na rekrut ko nga mahimong myembro sa armadong grupo,” He added (Going out from the NPA group is very hard; I was caught and tied in a tree during my first attempt bringing my AK 47 issued rifle.” “It all started when I joined the rally in Cagayan De Oro City in 2016 until I was recruited to join the armed group.”)

LTC Ronald Illana, Commanding Officer of the 8th Infantry Battalion said, “At this time, He is safe here inside the camp, we will ensure that nothing will happen to him and that he will be seeing his family very soon.” “My gratitude goes to the Barangay Council of Dumalaguing for assisting @Yogabs, this act will serve as an example to those remaining NPA members who want to surrender and return to the folds of the law that you can go to the nearest Barangay for assistance,” He ended

Yogabs will be processed to be enrolled to the government’s Enhanced Comprehensive Local Integration Program (ECLIP) to recieve as much as Php 65,000.00 worth of assistance and if he is qualified, he will become a recipient of a house and lot from the National Housing Authority (NHA).

BULALACAO, Oriental Mindoro- Malaki ang pasasalamat ng humigit limang daan (500) na kabataan mula sa dalawang paaralan sa bayan ng San Jose, Occidental at Bulalacao, Oriental, Mindoro sa isinagawang Outreach at gift giving activity ng ating kasundaluhan at kapulisan kasama ang lokal na pamahalaan ng dalawang nasabing bayan nito lang nakalipas na Sabado at Linggo ika 27-28 ng Hulyo 2019.

Ang mga nasabing kagamitan sa eskwela at hygiene kit ay taos pusong ipinagkaloob ng Juniors Chamber International (JCI) San Juan Dambana at ng Uniliver Philippines sa pamamagitan ng kasundaluhan ng 4th Infantry (Scorpion) Battalion sa pangunguna ni LTC ALEXANDER M ARBOLADO katuwang ang Tactical Operation Group (TOG) 4 at mga kapulisan.

Umabot naman sa humigit limang daan (500) na Libro ang ipinagkaloob sa dalawang paaralan sa nasabing mga bayan sa lalawigan ng Mindoro kasama pa nito ang ibat-ibang klase ng school supplies, tsinelas at hygiene kit na kung saan lubos naman pinasalamatan ng pamunuan ng dalawang nasabing paaralan.

Pinapaabot ni LTC ALEXANDER M ARBOLADO pinuno ng 4IB sa pamunuan ng JCI San Juan Dambana at Unilever Philippines ang pasasalamat sa pagtugon ng mga ito sa kahilingan ng mamamyan. Ani pa niya na ang lahat ng ahensya ng pamahalaan ay hindi nagpapabaya sa kanilang tungkulin na mag serbisyo sa mamamayan para makamit kaunlaran at kapayapaan. Dagdag pa nito ang kabataan ay dapat natin bigyan ng halaga upang hindi sila maligaw ng landas at makaiwas sa mga panghikayat ng mga teroristang grupo na sumapi sa kilusan.

BANSUD, ORIENTAL MINDORO – Government forces here lauded the successful arrest of two NPA Leaders for their commitment to due process. Arrested were Reynaldo Malorbor Jr alias Ace/Oram, Secretary of Regional Intelligence Staff and a 19 year old female Nadeline Fabon.

The two were arrested after communities provided information that they were NPA members conducting recruitment in the area. Authorities were able to identify one of them as Malorbor who was the subject of an Arrest Warrant dated Feb 20, 2016 for Violation of Section 1, RA 9516 (Illegal Possession of Explosive device) issued by RTC Branch 65 in Infanta, Quezon. They were arrested in Barangay Pinagturilan, Sta. Cruz, Occidental Mindoro.

Recovered from their possession are cal .45 and 9MM pistols with ammunitions; a hand grenade, an improvised explosive device; and subversive documents.

Anakbayan has already admitted Fabon to be a member of the League of Filipino Students from the Polytechnic University of the Philippines.

“The arrest of the two will allow their day in court,” Brigadier General Marceliano V Teofilo, Commander of 203rd Infantry Brigade said. 203rd Brigade has operational jurisdiction on the whole island of Mindoro.

“Our forces will turn them over to the proper authorities and have them defend themselves in the court of law. We expect that their arrest will be used by Karapatan and their cohorts for black propaganda. We challenge them to present evidence in court instead of going to the streets crying out red tagging and saying that they were arrested on trumped-up charges as they usually do when NPA members are arrested,” BGen Teofilo concluded.

Maramag, Bukidnon, 22 July 2019 – After series of meetings and workshops, the final output of the joint Critical Infrastructure Protection and Security Plan “Puthaw nga Taming” was finally presented to the members of Municipal Peace and Order Council headed by Mayor Levi Edma Sr. at Executive Hall, San Fernando, Bukidnon at 9:00 AM.

The joint security plan is the product of collaborative efforts of San Fernando MLGU, BLGUs, different business and construction companies in the municipality to include the AFP and PNP forces to put an end to the arson and other terroristic acts committed by NPA terrorist against construction companies and other business entities conducting road projects in the municipality.

To operationalize the said security plan, it was adopted by the MPOC thru a resolution and was also included in the POPS plan workshop of San Fernando held last 24-26 July 2019.

The Joint Security Plan has four phases: proactive, reactive and post incident phase. Every member agencies and units have their respective specific tasks to perform in every phase. Likewise, a Fact Finding Committee under Phase 3 or post incident phase was also created that will conduct investigation on a particular incident with regards to International Humanitarian Law (IHL) violations. The said committee will be led by Liga ng mga Brgy President Honorable Vicente Dutosme. Included in its members are representatives from IPMR, BPOC Chairman of every Barangay, Municipal Health Office, Municipal Disaster Risk Reduction and Management Office, Municipal Local Government Operation Office, Bureau of Fire Protection, Municipal Engineer, Municipal Social Welfare and Development Office, representative from the Religious Sector, and ftom the Department of Education.

Ltc Franklin F Fabic, Commanding Officer 88IB, stated that the plan is the product of convergence of all stakeholders and our contribution to end local communist armed conflict in the municipality of San Fernando as mandated by EO Nr 70. This plan will form part of the Municipal Task Force to End Local Communist Armed Conflict (MTF-ELCAC) once it will be created. Likewise, this kind of security program will also be replicated in other municipalities under 88IB area of operation.

I thanked Mayor Edma and all its line agencies in making a stand that the atrocities committed by NPAs which affects the overall progress of the municipality has to put to an end thru an effective security plan. With this effort that include the participation of everbody, it is not far that we could attain reselient communities in San Fernando, Ltc Fabic concluded.

BISLIG CITY, Surigao del Sur – Twenty four (24) Barangays of Hinatuan Municipality declared the Communist Party of the Philippines and New People’s Army (CPP-NPA) as persona non grata in their communities, as they confirmed their support to the localized implementation of EO 70 in the whole Caraga Region, July 26.

The declaration was done after the Barangay Peace and Order Councils of these communities signed their own resolutions condemning the nonstop atrocities being committed by the members of the CPP-NPA, together with their affiliated legal organizations targeting the residents in the area.

In 2016, series of road blockades were recorded along the National Highway in Hinatuan which was perpetrated by the armed members of the NPAs, which brought terror to the local and international tourists visiting the province, especially the “Hinatuan Enchanted River” in Barangay Talisay.

In his statement, Mayor Shem Titing Garay, expressed his approval to this actions of his barangay officials, “To the greatest possible degree that would affect especially the people in my community, I won’t let these CPP-NPA destroy my town and the people living here peacefully with their families. We are one through this campaign for a sustainable Peace and Development of our town. Let’s support our government and condemn this terrible act done by the CPP-NPA.

Farmers in Hinatuan also expressed their support in the declaration as they denounce the exploitation of the National Democratic Front to the farmer sectors through the Kahugpungan sa Maguuma sa Surigao del Sur (KAMASS), a farmer organization established by the leftist in the province, which forced the farmers to join rallies and mass evacuations.

The Municipality of Hinatuan is under the area of responsibility of 75th Infantry Marauder Battalion (75IB) of the Philippine Army, which conducted series of Community Support Programs in these barangays in 2018.

“I encourage everyone to support our government in eradicating the atrocious act done by the CPP-NPA. All of us play a significant role to achieve the Peace and Order our country aspires. Let us support our government and work in convergence to end this insurgency, according to Lieutenant Colonel Jaime Datuin, Commanding Officer of 75IB.

Colonel Allan Hambala, Commander, 401st Infantry Brigade, also lauded the barangay councils for this step. “This is another significant move of our local government units in Caraga, as we clearly see their own efforts to show their support to the mandate of our national government. As EO 70 gains more ground on its implementation, our local officials should be the most active in leading their communities towards the direction of peace and development, especially on the barangay level, where they will be the ultimate beneficiary of all the results of EO 70.” he said.

The Commission on Human Rights – Army led Community Based Dialogue (CBD) Core Group initiated a dialogue during the Orientation on United Nations Guiding Principles on Internally Displaced Persons (UNGIDP), International Humanitarian Law (IHL) and Indigenous People’s Rights Act (IPRA) Law to selected IP and Brgy Leaders within the so called LASICAM (Brgy Lahi, Sico-Sico, Camam-onan of Gigaquit, SDN) Complex held at Women’s Building, Brgy Poblacion, Gigaquit, Surigao del Norte on July 23, 2019.

The activity was an initiative of the Community Based Dialogue Core Group renamed as Marajaw Na Katiguman Alang sa Kalinaw (MaKaAsa Ka) Core Group composed of government agencies and civil society organizations spearheaded by the Commision on Human Rights (CHR) as part of the Information Education Awareness Campaign to more than twenty (20) IP and Brgy leaders led by Hon. Bartolome G. Guiritan of Brgy. Camam-onan and Datu Ferdinand Lebrigo of LASICAM Complex identified as affected areas of CPP-NPA Terrorists (CNTs).

Maj Francisco P Garello Jr, 402nd Brigade CMO Officer and Lt Col Jeffrey Villarosa, 30IB Commanding Officer participated in the said dialogue as a member agency of the core group purposely to advocate and ensure strict adherence of Human Rights and IHL and Peaceful Communities.

Highlight of the activity was the orientation and the Open Forum wherein participants were able to acquire knowledge and voice out their issues and concerns to the members of the core group.

Kami mapasalamaton sa kasundaluhan kay makaprotektar kanamu sa mga NPA og nalipay kami nga anaa sila sa among kumunidad”, said Bae Joan Belliona Hukman of Palilihan, Mahanub of said town.

Meanwhile, Lt Col Villarosa, the newly installed 30IB Commanding Officer ensured the participants that his soldiers are there in their communities not to violate their rights but to protect them from the CNTs who continue to instill threat and manipulate them.

Likewise the soldiers link them to gov’t agencies in order to address the issues present in their communities.

“I already gave you my numbers, you can call and text whatever issues on concerns you may want to raise. Rest assured that any abuse or violation of my soldiers, if proven, will not be tolerated”, ensures Lt Col Villarosa.

In his statement, Col Maurito L Licudine, 402nd Brigade Commander reiterated his commitment in protecting and respecting the Human Rights and the IHL. He assured that in line with Army Transformation Roadmap (ATR), soldiers are now professional performing their duties with utmost commitment to facilitate the resolution of issues in close cooperation with the Local Government Units, Local Government Agencies and other stakeholders.

Said dialogue resulted to the clarification of issues and a benchmark for the core group in raising awareness and advocacy to the respect of human rights and the IHL towards communities.

BANCASI, Butuan City – The Caraga Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) has taken off and conducted a Clusters Orientation and Planning last July 25 at Balanghai Hotel this City.

Led by the Regional Peace and Order Council (RPOC) and Regional Development Council (RDC) in Caraga, various government agencies convened and discussed different issues and concerns per cluster and came up with their action plans purposely to harmonize the efforts of all lead agencies of the twelve (12) clusters in line with the operationalization of the Executive Order No. 70.

Participant member agencies were welcomed by the Regional Director of DILG Caraga and Head Secretariat of RPOC, Ms Lilibeth T Famacion. She said that they see the need to conduct an organizational meeting for all the clusters with the expectation that they report/provide cluster updates and prepare an action plan to operationalize the cluster tasks as articulated in the implementation plan.

She added that the DILG had already prepared a draft guidelines for the localization of EO No. 70 prescribing the creation of Provincial Task Force ELCAC and Retooled Community Support Programs (RCSP) Teams for the City and Municipal level.

Likewise, NEDA Caraga Assistant Regional Director, Roy Kantuna, explained the background of the activity. He encouraged everyone to be dynamic in the discussions and workshops in order to deliver what is expected for the activity.

Moreover, the inception of RTF ELCAC has cemented the way for Peace and Development Zone (PDZ) to move ahead as a banner program to counter insurgency where all Guerilla Bases were declared as PDZs last 2018 in Caraga.

402nd Brigade Commander Col Maurito L Licudine committed his full support bringing all his concerned staffs to provide necessary assistance to the RTF ELCAC clusters.

In his statement, he stressed that the cluster orientation and planning is another step forward paving the way for all member agencies to understand their functions and the role of the clusters in defeating the supposed programs of communist terrorist group.

“We commend the leadership of RPOC and RDC for coming up with this initiative. It is but fitting to move forward in one direction symbolizing the principle of Whole of Nation Approach embodied in the EO No. 70”, Col Licudine told.

It can be recalled that the RTF ELCAC in Caraga, the first Regional ELCAC established in Mindanao, was officially organized and convened during the Joint RPOC and RDC Meeting for Peace and Security in Caraga with Cabinet Secretary Karlo Alexei B. Nograles last June 26, 2019 held in this city.

With the establishment of RTF ELCAC, different agencies were directed to synchronize efforts in order to address the Communist Terrorist Group (CTG) Programs and to accelerate the implementation of plans and programs to end the local communist armed conflict in Caraga.

The Leonardo Panaligan Command – New Peoples Army (LPC-NPA) strongly condemns the unending killings and atrocities of the PNP, Duterte Death Squad and 94th IBPA against innocent civilians and progressive organizations in Central Negros.

Lito Itao, resident of Sitio Culasi, Brgy Buenavista, Guihulngan City is the latest EJK victim last July 26, 2019. According to the investigation of the NPA, Lito Itao was a habal-habal driver and elected treasurer of GUOHDA (Guihulngan United Operators and Habal-habal Drivers Association), a progressive association of the transport sector in Guihulngan City under PISTON. The murder of Lito Itao is part of the unrelenting EJKs nationwide and the 40th state sponsored murder in Guihulngan City since July 2017. The LPC-NPA believes that the Duterte Death Squad deployed in Guihulngan City with the PNP and the 94th IBPA are responsible.

The 94th IBPA also burned the houses of Delia Isugan, Secretary of KAUGMAON-Guihulngan, and Jesus Isugan of Sitio Malabyukon, Brgy Buenavista, Guihulngan City last July 13, 2019. The mercenary culprits did not leave the site until the houses were totally burned to the ground. They then ransacked the surrounding houses and stole several items.

These attacks against progressive organizations and the struggling people is part of Memorandum Order #32 or the crackdown against the legal democratic movement as declared by the US-Duterte regime. This is a desperate step by the regime and its mercenaray troops to stop the people’s struggle for social justice based on genuine peace and freedom.

The people has persistently struggled in defense of their livelihood, their homes, children and human rights but were answered by the bloody iron fist of the regime through merciless killings, illegal arrests, pillage and threats to protect the interests of big landlords that has uprooted the peasants from their lands to give way to foreign capitalists and multi-national corporations.

The LPC-NPA challenges 303rd Bde. Commander Gen. Arevalo to account for the brutality of his berserk troops in the torching of houses of the peasants and the killings of innocent civilians like Lito Itao. He likewise spreads lies and intrigues to imprison peasants struggling for their livelihood but also to give a blunt reason to kill members of progressive organizations. Time and again he repeats preposterously his accusation that the arrested civilians are members of the NPA and show off fake surrenderees to bolster himself with the Duterte regime and for his corruption of the program funds of the “counter-insurgency” campaign and other kickbacks from the modus of receiving funds from former Moises Padilla Mayor Magdalino “Magsie” Peña in exchange of giving protection to his illegal drug and firearms business in the 5th District in Negros Occidental.

The sharp fangs of violence and brutality demonstrated by Duterte and his minions in the AFP particularly in Central Negros BGen. Benedict Arevalo, the PNP and other fascist forces of the state only shows that the Duterte regime is fast isolated and lost support from the people because of the worsening economic and political crisis and the widening cracks in his political party due to the infighting for power in Congress and the Senate by his cronies.

This further inflames the sentiments and consciousness of the masses in raising their participation in and support to the revolutionary movement especially the armed struggle and joining the NPA. The final blow of this regime unleashing its ferocity and brutality against the people, strengthens the national democratic revolution because the people has nobody to rely on for the defense of their human rights and freedom from oppression but their revolutionary strength and their army, the NPA.

The murder of Lito Itao and other victims of EJK, torching of the peasant homes and widespread arrests based on trumped-up cases has taught the people to carry forward the national democratic revolution to gain social justice, genuine peace, freedom and democracy and shows the people especially the youth to grasp its role as the future of society to take up arms to defend the people and country by joining the NPA.

Justice for all victims of human rights violations!
Punish the butcher AFP for their blood debts against the people!
Onward with the Armed Revolution!

Last July 18, 2019, 2:30 in the afternoon, a unit of the Mount Cansermon Command of the New People’s Army ambushed four intelligence personnel of the 704th Regional Mobile Force Batallion (RMFB), troops of the Philippine National Police Regional Office 7 (PNP-PRO7), at Sitio Yamot, Barangay Mabato, Ayungon, Negros Oriental.

True to its nature, the RMFB and other fascist troops of Duterte retaliated with more human rights violations. Victoriano “Oto” Anadon was captured and brought to the RMFB detachment at Mabingka, Ayungon, Negros Oriental. Until now Anadon is under duress in the hands of the RMFB and is used by the PNP to publicize lies such as “he was apparently told by the NPA to tie up the intelligence personnel” and “they were mercilessly shot-to-death” in order to cover up the PNP’s accountability to the people.

The RMFB spreads further terror by ransacking the homes near the ambush site and forcibly summoning the residents to their detachment.

The people have long been demanding for the NPA’s military actions against state agents after they became butchers in the bloody and merciless Oplan Sauron 1 and 2 and the following killings and illegal arrests in Negros Oriental and Occidental.

In fact, the objective of PNP’s intelligence operatives in going to Ayungon was to implement intelligence surveillance by posing as employees of the Department of Environment and Natural Resources. This was certainly a preparation for another wave of attacks against the people especially farmers similar to Oplan Sauron.

What occurred only proves that the PNP and even the Philippine Army are not concerned for their own men. After they were made as bait by their superiors for their anti-people operations ala Sauron, not one from the PNP and AFP responded to the incident and Barangay Tanods were charged instead to proceed to the area. The death of their troops was exploited by the PNP/AFP to blame the acts of terrorism in the countrysides on the NPA that is in contrary to the truth that the PNP and AFP themselves are the perpetrators of the massacres and other devastation against the people. This will also be used by the PNP/AFP as pretext for heightening militarization in the mountainous areas of Negros Island.

The Apolinario Gatmaitan Command calls on all PNP and AFP forces to end their silence on the anti-people measures of your ranks. Do not trade your aim to serve and protect the people with blind obedience to the orders of your officials and the tyrannical desire of Duterte.###

There is no one to blame but the Duterte regime over the series of killings and culture of impunity in Negros. The additional military troops in the island only meant more human rights violation and even killings of innocent civilians. Since the implementation of Memorandum Order 32, Joint AFP-PNP Campaign Plan Kapanatagan and Oplan Sauron, it already claimed the lives of 40 individuals and gross neglect of human rights.

Frustrated by the killing of its 4 police butchers in Ayungon, Negros Oriental, the bloodthirsty troops of Duterte has resulted to cheap theatrics to lead the people to believe that the NPA is behind the killing of innocent civilians.

Even without conducting thorough investigation, the police headed by Col. Raul Tacaca is quick to blame the NPA for the spate of killings in the island. When in fact, it is the continued militarization in the countrysides that is instilling fear over the people of Negros with their incessant harassment, intimidation and killing.

As the true army of the people, the NPA will continue to heed the call for justice for all the victims of state-sponsored killings. The day of reckoning is near for the fascist dogs as the NPA is always ready to punish the most rabid police, military and paramilitary forces to defend the people. The NPA will continue to launch all-out offensives to end the reign of terror of the Duterte regime. ###

The New People’s Army-North Eastern Mindanao Region (NPA-NEMR) renders its red salute and highest honor to Ka Dem, Ka Red, Ka Diego, Ka Bager and Ka Lucas. They are revolutionary martyrs and Red fighters of NPA- Agusan del Sur who offered their time and lives in the struggle for national liberation against imperialist control, for the democratic freedom of farmers for land and the people against tyranny and fascism.

The five revolutionary martyrs heroically lost their lives in clashes with fascist AFP troops in different incidents in the towns of Prosperidad and Bunawan, Agusan del Sur this July. They chose to bravely fight until their last breath rather than surrender and bow to the brutal and oppressive AFP forces who are subservient puppies serving and defending the interests of the imperialist US, big bourgeoise compradors, big land lords and the despot Duterte.

Ka Dem, who came from the peasantry, lost his life last July 10, 2019 in the mountains of Brgy. Mabuhay, Prosperidad, Agusan del Sur in a firefight with the 41st DRC, AFP troops.

Ka Red and Ka Diego, were both from the peasantry. They lost their lives last July 11, 2019 in a firefight with 75th IB troops in Brgy. Bunawan Brook, Bunawan, Agusan del Sur.

Ka Bager and Ka Lucas were formerly a farmer and worker respectively. They lost their lives last July 14, 2019 in a firefight with the operating troops of the 75th IB in Brgy. Bunawan Brook, Bunawan, Agusan del Sur.

The enemy might have taken their lives, which thrilled AFP officials because of the promotion and rewards they gained, but they will surely fail in preventing the continuing advance of a just war waged by the exploited and oppressed Filipino people. As long as society is mired in crisis and the people suffer greatly because of unrelenting exploitation and oppression by the imperialists especially US and China, and local ruling classes who are defended by the puppet Duterte regime, more masses will readily join the armed struggle and the NPA in order to annihilate the enemy and attain total victory for the national and democratic revolution.

To the family and relatives of the revolutionary martyrs, we join you in your sorrow. On the other hand, we give you tribute for having family members who became true revolutionaries and brave Red fighters of the NPA. Your martyr family members, above all, served the interests of your class and the entire Filipino people against imperialism, feudalism and bureaucrat capitalism. They developed such rare bravery within the revolutionary movement despite great temptations within a rotten social system. They have become unshakeable monuments.

To the revolutionary forces in the region, let us turn our sorrow into greater revolutionary courage to effectively continue navigating the correct path enriched by their blood. Like the revolutionary martyrs, let us continue to firmly embrace the spirit of serving the people and earnestly oppose all forms of class exploitation and oppression especially against the farmers, workers, Lumad and urban poor. Let us be more determined and persistent in advancing armed struggle and bring the people’s war to a higher level.

The successive killing of seven civilians over the past two days in various parts of Negros island is the handiwork of the Duterte fascist regime and its military, police and paramilitary forces, including it’s henchmen in the RPA/ABB.

The Communist Party of the Philippines (CPP) joins the people of Negros and the rest of the Filipino people in condemning the series of killings of the past few days. This forms part of the pattern of murder and suppression against peasants and human rights defenders since the imposition of Memorandum Order 32 and the PNP and AFP’s Oplan Kapanatagan and SEMPO and Sauron operations.

The CPP holds the Duterte regime responsible for the Negros murder frenzy. The killings are Duterte’s cowardly retaliation for the losses suffered by his police forces last July 14 in Ayungon town in Negros Oriental.

The series of killings follows Duterte’s histrionics and baseless claims of torture with the aim of inflaming his police and military forces and paramilitaries. Unable to hit against the NPA, Duterte’s armed minions have directed his wrath against civilians who the AFP have red tagged and accused of being sympathizers of the NPA.

As a cobelligerent of the Duterte regime in the ongoing civil war, the CPP and NPA demands the Duterte regime to abide by the Geneva Conventions and other international protocols and call on all of Duterte’s forces to stop targeting and killing civilians.

In response to the Duterte regime’s relentless killings and suppression in Negros and elsewhere, the Party directs the New People’s Army to mount and intensify its tactical offensives to punish the most abusive military and police forces and defend the people of Negros and the toiling masses across the country.
