BANCASI, Butuan City – The Caraga Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) has taken off and conducted a Clusters Orientation and Planning last July 25 at Balanghai Hotel this City.

Led by the Regional Peace and Order Council (RPOC) and Regional Development Council (RDC) in Caraga, various government agencies convened and discussed different issues and concerns per cluster and came up with their action plans purposely to harmonize the efforts of all lead agencies of the twelve (12) clusters in line with the operationalization of the Executive Order No. 70.

Participant member agencies were welcomed by the Regional Director of DILG Caraga and Head Secretariat of RPOC, Ms Lilibeth T Famacion. She said that they see the need to conduct an organizational meeting for all the clusters with the expectation that they report/provide cluster updates and prepare an action plan to operationalize the cluster tasks as articulated in the implementation plan.

She added that the DILG had already prepared a draft guidelines for the localization of EO No. 70 prescribing the creation of Provincial Task Force ELCAC and Retooled Community Support Programs (RCSP) Teams for the City and Municipal level.

Likewise, NEDA Caraga Assistant Regional Director, Roy Kantuna, explained the background of the activity. He encouraged everyone to be dynamic in the discussions and workshops in order to deliver what is expected for the activity.

Moreover, the inception of RTF ELCAC has cemented the way for Peace and Development Zone (PDZ) to move ahead as a banner program to counter insurgency where all Guerilla Bases were declared as PDZs last 2018 in Caraga.

402nd Brigade Commander Col Maurito L Licudine committed his full support bringing all his concerned staffs to provide necessary assistance to the RTF ELCAC clusters.

In his statement, he stressed that the cluster orientation and planning is another step forward paving the way for all member agencies to understand their functions and the role of the clusters in defeating the supposed programs of communist terrorist group.

“We commend the leadership of RPOC and RDC for coming up with this initiative. It is but fitting to move forward in one direction symbolizing the principle of Whole of Nation Approach embodied in the EO No. 70”, Col Licudine told.

It can be recalled that the RTF ELCAC in Caraga, the first Regional ELCAC established in Mindanao, was officially organized and convened during the Joint RPOC and RDC Meeting for Peace and Security in Caraga with Cabinet Secretary Karlo Alexei B. Nograles last June 26, 2019 held in this city.

With the establishment of RTF ELCAC, different agencies were directed to synchronize efforts in order to address the Communist Terrorist Group (CTG) Programs and to accelerate the implementation of plans and programs to end the local communist armed conflict in Caraga.
