CAMIGUIN, Feb. 26 (PIA)--To hinder the perceived influence of the communist rebels on the youth, personnel from Camiguin Provincial Mobile Force Platoon have recently brought their mobile library to 30 students of Li-ong Elementary School, Guinsiliban as part of their Alternative Learning System to End Local Communist Armed Conflict (ALS-ELCAC) operation.

Through the partnership of Philippine National Police (PNP) and Department of Education (Deped), ALS-ELCAC aims to prevent children from being recruited by communist terror group (CTG) at an early age.

“Among purpose ani sa ALS-ELCAC is nga mapasuod namo or mapaayo namo ang relasyon sa mga estudyante ug sa pulis labi na katong pag naa'y pulis, puro ra panghinadlok bitaw sa mga maestra ug mga ginikanan. Mao na among plano nga walaon sa ALS-ELCAC operation para atleast makita nila nga dili man diay daotan ang ahensiya sa pulis, naa diay japoy maayo,” PMFP Platoon Leader PMaj Dennis de los Santos said.

(The purpose of the ALS-ELCAC is to enhance or strengthen the relationship between the students and the police to engender a positive attitude towards police officers who the teachers and parents alike use to inject fear among kids. This is our plan to eradicate that kind of fear through the ALS-ELCAC operation so that they can see the police agency is not bad at all.)

De los Santos added that children seemed happy and excited because they were engaged in different activities. The children even actively participated where they kept raising their hands to share some ideas and answer questions.

“Dako kaayo ang epekto ani nga kalipay kay kanang pag adto lang namo sa eskwelahan, sige lang sila ug syagita. (This creates a positive effect on the children, as we saw happy faces in school)," the platoon leader said.

The mobile library activity started last year but was only intensified in January 2020 due to lack of resources like books nd other reading materials. De Los Santos said the books came from the donations from other communities.

He is asking for more donations on educational materials such as projectors, microphones, and the like which could be of big help to accommodate more children in the province. (Marc Ian A. Salem/PIA10)

SAN FERNANDO CITY, Feb. 21 (PIA) - - The national government has approved development programs’ funds for the identified insurgency-affected villages all over the country, according to Undersecretary Vicente Agdamag.

Usec. Agdamag, the deputy director-general of the NSC, said during the recent press briefing in La Union that the national government has approved the proposed P20 million fund for each identified insurgency-influenced barangay and P1.5 million for each insurgency-threatened barangay.

“The package for the barangay development program was already approved by President Rodrigo Roa Duterte and to be included to the General Appropriation Act (GAA) for Calendar Year 2021,” Agdamag said.

“Providing medical assistance, health facilities, farm to market roads, school buildings, potable water system, small water impounding system, and livelihood training and assistance are just some of the package of development programs and services the government wants to extend to the far-flung communities identified as influenced-barangay of the New People’s Army (NPA) rebels,” he said.

He emphasized that the implementation of the Retooled Community Support Programs (RCSP), as part of the whole of nation approach, is one way of the National Task Force to end the local communist and conflict (NTF-ELCAC) in the country.

“We are going around the different regions of the country. And we are continuously doing the needs’ assessment of each priority barangay, full implementation of the RCSP, harmonization of the programs from the national down to the local levels,” he said.

In Region 1, 11 barangays in Ilocos Sur were identified as communist terrorist-influenced barangays, and at least 13 barangays were identified as insurgency-threatened villages. These barangays are currently on the process of clearing through the RCSP. (JCR/FGL/CGC/PIA La Union)

NAVAL STATION JOSE ANDRADA, Manila, Feb. 27 -- The Philippine Navy (PN) conducted a donning of ranks ceremony at its headquarters here on Wednesday, February 26, in honor of the Naval Inspector General, Commo. Sean Anthony Villa and 1st Marine Brigade commander, Col. Jonas Lumawag who are now promoted to the ranks of rear admiral and brigadier general, respectively.

Navy Flag Officer In Command, Rear Adm. Giovanni Carlo Bacordo, who led the ceremony, lauded the two flag officers for their well-deserved promotion as a reward for their leadership excellence, extraordinary dedication to duty and relentless commitment to service.

"Promotion is only the start of your journey into the new realm of leadership that is critical to the defense posture of our maritime nation," the Navy Chief then reminded them.

Rear Adm. Villa is a member of the Philippine Military Academy (PMA) “Hinirang” Class of 1987. He has built a reputable and distinguished naval career as he held various significant posts prior his designation as TNIG, notable of these are the Assistant to the Deputy Chief of Staff for Operations at the AFP General Headquarters, commander of the Naval Forces West in Palawan and commander of the Offshore Combat Force of the Philippine Fleet where he chaired the Technical Working Group for the Frigate Acquisition Project.



On the other hand, Brig. Gen. Lumawag of PMA “Bigkis-Lahi” Class of 1990 has held various key positions in the Philippine Marine Corps being the commander of its 1st and 4th brigades. He also served as the Chief of Unified Command Staff of Western Mindanao Command and Commander
of the then Naval Air Group.

This ceremonial donning of ranks serves to celebrate the milestone in the career of these two senior officers achieved through hardwork and sacrifice. (MCR/PN)

NAVAL STATION JOSE ANDRADA, Manila, Feb. 27 -- Forty-one (41) Philippine Navy (PN) senior officers were promoted to the rank of captain/colonel in a donning ceremony held here on Monday, February 24 administered by the Flag Officer In Command, Rear Adm. Giovanni Carlo Bacordo.

Senior officers who have just elevated to one rank higher are: Capt. Archibald Dino C.Delfin, Capt. Oliver B. Reforba, Capt. Dwight Steven M. Dulnoan, Col. Joel M. Lazo, and 37 other PN senior officers.

In his speech, Rear Admiral Bacordo commended the PN’s new captains and colonels -- 28 from the regular force and 15 from the navy reserve component--for their hard-earned promotion.

“The milestone you have achieved today is the reward of the extra effort you put into your work, the sacrifices you continually endure to serve more and the sterling performance and excellent service you have done for our navy,” he highlighted.

A donning of ranks ceremony is a time-honored military tradition for newly promoted officers as recognition of turning point in their respective careers and further calls for them to become more deliberate and prudent as it always comes with great responsibility. (PN)

Ito ang naging sentro ng talakayan sa radyo ng 48th Infantry Battalion o 48th IB ng Philippine Army kamakailan.

Ayon kay 1st Lt. Janno Andig ng 48th IB at isa ring katutubo, tutumbasan ng 12 clusters o line of efforts ng pamahalaan ang mga propagandang ginagawa ng Communist Party of the Philippines-New People’s Army o CPP-NPA dahil ang mga katutubo ang ginagamit na pain ng mga ito upang sirain ang pamahalaan.

Kabilang sa pagsisikapang isasagawa ng bawat ahensya ng gobyerno ang local government empowerment; international engagement; legal cooperation; strategic communication; basic services; poverty reduction, livelihood and employment; infrastructure and resource management; peace, law enforcement and development support; situational awareness and knowledge management; localized peace engagement; Enhanced Comprehensive Local Integration Program o E-CLIP; at sectoral unification, capacity building, empowerment and mobilization.

Pinabacdao, Samar, Feb. 24 (PIA) -- The Local Peace Engagement Cluster of the Samar PTF-ELCAC initiated a Round Table Discussion with the peace builders of Pinabacdao town on February 22.

The said discussion is an effort of the cluster to establish an insurgency-free community.

Pinabacdao Mayor Teodorico Mabag explained to peace builders that through the Whole of Nation Approach, the different services of governmental agencies are brought closer to the people.

"Slowly but surely, the government is addressing the different concerns of the community especially those from far-flung barangays," he said.

Mayor Mabag also shared that through the Provincial Government and the PTF-ELCAC, a Peace and Prosperity Village will be put up in Brgy. Catigawan, Pinabacdao, Samar.

"The village will have 200 units for occupancy of former rebels. This makes the services of the government more accessible to the community," Mabag said.

Ms. Alma Austero, Provincial Social Welfare and Development Officer disclosed that per the orientation conducted, the main issues that were raised were lack of access road, lack of classrooms and day care center as some were previously damaged by typhoons and lack of capital, farm tools and farm equipment.

Ms. Adelfa Gadin of the Office of the Provincial Agriculturist, advised the peace builders to organize a farmer's association and have it registered.

Ms. Gadin said,”The benefit of this is that you can request for farm tools and farm implements from the LGU once you have legitimate organization. You can also request for training on vegetable production and fertilizer production.”

Engr. Enrico Banario said that through TESDA, he is willing to provide skills training to the community. The courses in demand were dressmaking, and organic vegetable production.

However, Engr. Banario said that he will check if the courses selected are aligned with the Barangay Development Plan.

Ms. Austero also shared to the peace builders the different benefits offered by the government that former rebels may avail of such as those from the E-CLIP Program and the provision of the Provincial Government of home lots and farm lots.

She said that these may be offered to the rebels in their communities to encourage them to surrender.

A peace builder, on the other hand, shared that the issue on land ownership is being used by the NPAs to recruit more members.

"Someone from the government should go to the interior barangays to explain clearly the process of land ownership together with the prohibitions on ownership," he said.

“The NPAs are also using the loopholes of the 4Ps Program to elicit sympathy,” said the peace builder.

"There are members of the 4Ps program that shouldn't be included and there are those who qualified that weren't listed. They are using this to stir anger among the populace," he added.

Ms. Leila Auditor of DSWD cleared the issues on the 4Ps Program.

She said that one reason that there are those not included in the program is that some would intentionally give wrong information. As such, when validation comes, even if they are potential beneficiaries, since the office cannot validate their identity and status, they are then not included in the list.

"There are also those who would refuse to register even if we convince them that it is for their benefit," Ms. Auditor said.

Furthermore, Mr. Glenn Soriano of DENR-CENRO Sta. Rita, cleared to everyone that most of the land in Pinabacdao are classified as Timberland. As such, it would be difficult to give title or land ownership unless the land is reclassified.

He also said that it would need the intervention of the Congress to process the reclassification.

On a positive note, Mr. Segundino Pagliawan of DAR-Samar shared that aside from the home lots, farm lots will also be given to former rebels, with three hectares at most per FR depending on their validation.

He also said that farm lots should be taken into consideration carefully as there may be farmers who already own or till the land near the Peace and Prosperity Village. As such, farm lots might be in a different location.

The said Round Table Discussion between the Local Peace Engagement Cluster panel members and the peace builders will be followed by a few more rounds until an agreement on the commitments to end insurgency is met. (n/GMT/PIA-Samar)

Catbalogan City, Feb. 25 (PIA) -- The 8th Infantry Division, Philippine Army demilitarized 215 Captured, Confiscated, Surrendered and Recovered (CCSR) firearms and explosives on February 25, 2020 at Camp Lukban, 8ID Philippine Army, Maulong, Catbalogan City.

By demilitarization, the army meant the cutting of specific parts of the firearms using a metal bond circular saw. This will be followed by burning all parts of the weapon by a technically skilled personnel.

Lt. Gen Gilbert I. Gapay, Commanding General of the Philippine Army, 8ID Commander Pio Q. Diñoso III, and Bishop Isabelo Abarquez of the Diocese of Calbayog lead the demilitarization activity.

In his message, Lt. Gen Gapay lauded the 8th Infantry Division for surpassing the expectations of higher headquarters in terms of accomplishments despite the lack of resources.

“The Internal peace and security campaign against CCPP NPA- achieved significant milestones and accomplishments. They have significantly weakened,” the Commanding General said.

“Most of the arms demilitarized are surrendered by the NPAs which manifest the successful peace and security operations campaign of the division,” he added.

TUGUEGARAO CITY, Cagayan, Feb. 27 (PIA)—Governor Manuel N. Mamba has warned politicians, businessmen and contractors to stop giving extortion money to the New People’s Army (NPA).

Mamba said he has a list of individuals who have been giving revolutionary taxes to the rebel groups operating in the mountains of the province.

“Mostly are elected officials of the province and big personalities in the business arena including some contractors of government projects,” Mamba said.

In the past years, the rebel groups are believed to torch heavy equipment and harassed workers of the government infrastructure projects in the remote areas which according to Mamba were part of the rebels' efforts to extort money from companies involved in road projects in the area.

“Let’s end this long practice. Our law enforcers are exerting so much efforts, even sacrificing their lives to curb insurgency but there are people who are also supporting the left groups,” Mamba added.

The governor said he will talk to the respective officials and personalities involved in the list in an effort to verify information and discuss counter measures to prevent them from granting the demand of the rebels without sacrificing their safety and security.

“Let us not allow the NPAs to divide us, instead we must work together to resolve this long overdue problem. I am open to any information regarding the rebels. Any information will help neutralize the communist terrorists,” the governor added.

On his part, Colonel Angelo Saguiguit, commanding officer of the 17th Infantry Battalion, said there are only 73 strengths of the NPAs operating in southern and southwestern parts of Cagayan and Apayao provinces with only more than a hundred of firearms.

“We are much bigger in number than them but you might be wondering why they are still in operation. That is because we don’t know where they are. There are no information of their locations. We need your support to identify and locate them,” Saguiguit said.

With this, he urged local officials and the people in the influenced areas to have courage in giving vital information about the NPAs which he believes is one of the keys towards the elimination of the communist terrorist groups that are still oparting in the province. (MDCT/OTB/PIA 2-Cagayan)

BONTOC, Mountain Province, Feb. 26(PIA)- - More members of communist terrorist groups(CTGs) operating in the province have realized that fighting against the government is not doing them good and want to reform while there is still time and opportunity.


Seven members of the communists armed groups operating in the province return to the folds of the law to start new life.

Seven CTG members recently surrendered to authorities and were presented at the Mountain Province Provincial Police Office (MPPPO) Compound last week. They also turned over six firearms to the Provincial Task Force to End Local Armed Conflict(PTF-ELCAC).

Executive Assistant Winston Calde of the Governor's Office administered the oath of allegiance of the surrenderees.

The surrenderees will be profiled by the Provincial Social Welfare and Development Office after the issuance of certification by Joint AFP-PNP Intelligence Committee that they are entitled to assistance under the Enhanced Comprehensive Local Integration Program.

The mass surrender was thru the Retooled Community Support Program of the PTF - ELCAC led by the Philippine Army 54th IB headed by Lt. Col. Narciso B. Nabulneg Jr. and the MPPPO then headed by PCol. Clarence C. Casillo.

HERMOSA, Bataan, Feb.28 (PIA) -- Bataan Police Provincial Office and its partner-agencies extended Wednesday aid and government services to residents of Barangay Mabiga, Hermosa town.

About 168 senior citizens, indigenous people, and Pantawid Pamilyang Pilipino Program grantees benefitted from the Expanded Caravan held at Parapal Elementary School.

Services offered include free Alpha Clean Riders stickers for motor vehicles, free haircut, distribution of grocery items and slippers, feeding activity, blood pressure check-up and job opportunities.

TANDAG CITY, Surigao del Sur, Feb. 27 (PIA) -- A member of the Communist New People’s Army (NPA) Terrorist (CNT), and a Militia ng Bayan (MB) have voluntarily surrendered with their firearms to the headquarters of 36th Infantry Battalion (36IB), Philippine Army in Barangay Dayoan, Tago town on Sunday, a military official confirmed.

Capt. Jonald Romorosa, 36IB civil-military operations officer, identified the CNT member as alias “JR”, 32 years old, and a former member of Platoon 8, Guerilla Front 19 (GF 19), North Eastern Mindanao Regional Committee (NEMRC). He brought along with him one M16 rifle and short steel magazine eight rounds of live ammunition. Accordingly, alias “JR” was a Manobo tribe member and a resident of Barangay Bagyang in San Miguel town.

Another personality who surrendered was identified as alias “Jay”, 33 years old, and a former MB Assistant Team Leader of GF 16, NEMRC. He brought with him one caliber 45 and two short magazines with four rounds of live ammunition. He was also a Manobo tribe member and a resident of Barangay Poblacion in San Miguel town.

Both surrenderees revealed that they wanted to live a normal life with their family.

The successful surrender was made possible with the help of the Indigenous People (IP) leaders, former rebels and the intervention of the 36IB through its Community Support Program, it was learned.

Meanwhile, Lt. Col. Jezreel Diagmel, 36IB commanding officer, said that because of the relentless military operation of the 36IB troopers and the pursuit of localized peace with the terrorist group, other sectors of the society and the people themselves are becoming more and more active in supporting Executive Order Number 70.

“The CNT learned the genuine offer of the government towards achieving peace and development. They have made the worthy decision of laying down their arms and return to the folds of the law,” he said.

Lt. Col. Diagmel also called on the remaining CNT members to surrender and lay down their arms. “Return to the folds of the government and live a normal and productive life, and help the government to achieve a long and lasting peace that every peace-loving Surigaonons are longing for,” Lt. Col. Diagmel noted.

Also, Capt. Romorosa revealed that the surrenderees would undergo the validation process for them to avail in the enrollment to the Enhanced-Comprehensive Local Integration Program (E-CLIP), the government intervention package for the former rebels. (PIA-Surigao del Sur)

MACO, Davao De Oro (PIA) - Another 58 former rebels, who surrendered in Davao de Oro, received on Monday, February 24, a total of PhP 3.295 million cash assistance under the Enhanced Comprehensive Local Integration Program (ECLIP) and firearm remuneration.

In a ceremony held at the Old Session Hall, Governor Jayvee Tyron Uy turned over to the former rebels the checks that ranges from PhP 15,000 to PhP 150,000.

Governor Uy enjoined the former rebels to work towards lasting peace in the communities of the province.

“Tabangi mi ninyo uban sa mga programa nga ginapakusgan sa probinsiya, which is ang Oplan Pagbabago. Dili kini mamahimong magmalampuson kung naa pay pipila sa atoa nga hantod karon nabulagan pa sa mali nga idelohiya,” Governoy Uy stressed. (Help us in the implementation of the program that the province has intensified, which is the Oplan Pagbabago. This will not be successful if there are a number of you, who still keep a blind eye on the wrong ideology (of the communist movement.)

The Governor also challenged the beneficiaries to utilize effectively the benefits they receive for the benefit of their families.

“Dali lang mahurot ang kwarta; pero kung maayo pagpahiluna, dako kaayo nang tabang sa inyo,” he added. (The money can easily be spent; but if you plan it well, that will help you enormously.)

The former rebels, who received the cash assistance, were among the surrenderers from the different areas in the province since 2019.

One of the former rebels was alias BART, who got a total PhP150,000 for remuneration of the M16 rifle.



According to Alias BART, he was a former squad leader of the Weakened Guerrilla Front 2 (WGF 2) operating in the hinterlands of Davao de Oro.

He got swayed to laying down his arms as he heard news from their mass base supporters about the benefits received by his former comrades on ECLIP. He also said that he wanted a life away from fear and danger, which endured for more than two years while staying in the communist armed movement.

He reminisced his experiences in armed engagements with the government forces, saying that the most heartbreaking moment is seeing his comrades dying and shouting for help during one of the encounters.

While he was thinking of surrendering, they were told that they will be tortured by the military once they will surrender. However, because of he was sick and tired of all the lies in the communist movement, he planned his escape while patrolling the mountain ranges of Maco-Mabini. He said he ran for almost 13 hours passing several cliffs, creeks and rivers until he reached the nearest barrio in Pantukan. He then surrendered to the 71st Infantry Battalion last 2019.

Meanwhile, Colonel John V Oberio, commander of 1001st Infantry Brigade, urged the remaining members of the communist movement to surrender and abandon the armed struggle.

“Our government is serious in ending this 51-year insurgency problem in our country. Now is the right time that you will embrace peace and avail the ECLIP program and other government programs under Executive Order No 70 of President Rodrigo Duterte, which aim to help you in attaining new beginnings and new lives for yourselves and for your families.”

CITY OF ILAGAN, Isabela, Feb. 28 (PIA) – At least 800 high school students in this province attended a series of campus peace and development forum spearheaded by the Philippine Air Force – Tactical Operations Group (PAF – TOG) – 2 in partnership with the 5th Infantry Division, Philippine Army on Wednesday.

The forum aimed at discouraging the youth in joining rebel groups and other left-leaning organizations by presenting the many good programs and services of the government which the youth can avail of.

Air Force Lt. Col. Augusto Padua, commander of PAF-TOG -2 based in Cauayan City, said the series of forum that was conducted at Reina Mercedes Vocational and Industrial School and Luna National High School is part of the many lined-up activities to show support to President Rodrigo Duterte's whole-of-nation approach which created the National Task Force to End Local Armed Conlflict (NTF-ELCAC) in the country.

“We intend to visit school campuses and conduct forum to ensure that the youth are informed and will not be joining the communist rebels,” Padua said.

He said that last year, they already conducted same activity in various schools in its area of operations and will continue to conduct the same to provide the youth the necessary information they needed to counter the wrong ideologies of communist rebel organization.

ZAMBOANGA CITY, Feb 27 (PIA) – The Department of Interior and Local Government (DILG) here believes that an insurgency-free Zamboanga Peninsula is soon within reach as government efforts have already laid the groundwork through convergence of development programs and interventions.



During an inter-agency meeting on February 26 here, Paisal Abutazil, DILG-9 regional director said “the regional implementation plans that our clusters have formulated had already set the overall framework on how the regional agencies actions will contribute to the ultimate goal of making Zamboanga Peninsula insurgency-free”.

Starting last year, different government agencies regularly convened in a series of meetings to come up with a localized implementation plan to promote peace and maximize access to government services in response to the needs of the communities, especially those affected by communist insurgency.

Programs and activities that reach out to the people especially in far-flung areas have been conducted last year, such as Serbisyo Caravans that literally bring government services to the grassroots. Also, through the localized peace engagements last year, more rebels have already surrendered their arms to become part of government once more.

These endeavors are in line with President Rodrigo Duterte’s Executive Order 70 titled “Institutionalizing the Whole-of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating a National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), and Directing the Adoption of a National Peace Framework”. Executive Order 70 is based on the premise that insurgency is borne out of the presence of these issues, in which government agencies must converge to address.

Upon the issuance of the order, government agencies are mandated to focus development efforts nationwide to address issues such as poverty, inaccessibility of services and social inequity. A Regional Task Force (RTF) for ELCAC was created composed of regional agencies.

“The regional implementation plans localized the national plan taking into consideration the prevalent situations in Zamboanga Peninsula,” Director Abutazil added.

The official is hopeful on the support of the local chief executives, as they are primary actors in the Retooled Community Support Program (RCSP), one of the priority programs indicated in the regional plan. As per DILG guidelines, “the RCSP is a convergence mechanism for LGUs particularly in the barangay for the identification of issues and needed government interventions. It is anchored on the empowerment framework that intends to develop people’s capability to organize themselves and own development by bringing about value-chain interventions to uplift their current condition”. TACLOBAN CITY, Feb 27 (PIA) - The Leyte Provincial Task Force to End Local Communist Armed Conflict continues to move forward in the implementation of its life-changing program for former rebels.

Governor Leopoldo Dominico L. Petilla, during the February 27 joint meeting of the Leyte Provincial Peace and Order Council and Leyte Provincial Anti-Drug Abuse Council, disclosed that in one or two weeks, the egg-laying project for the Former Rebels will start at Sitio Limite, Daja Daku, San Isidro, Leyte.

“Moreover, land preparations for planting of high value crops has also started,” Gov. Petilla said.

The Former Rebels have started transferring to Sitio Limite, Barangay Daja Daku in San Isidro because of these developments, Gov. Petilla disclosed during the joint meeting held at Hotel Alejandro, Tacloban City.

The governor who is the Chairperson for the Leyte Provincial Task Force-ELCAC informed the participants that some 456 houses will be constructed by the National Housing Authority at the Peace and Prosperity Village for Former Rebels at the Leyte government-owned property at Sitio Limite, Barangay Gaja Daku, San Isidro, Leyte.

Of that number, 262 house will be from NHA E-CLIP fund while the remaining houses will be from other sources like the Yolanda Rehabilitation Fund, Governor Petilla said.

He added that DepEd has committed to construct a school building. The DILG has downloaded P5million for the Halfway House for FRs while also in the pipeline is the construction of a Multi-purpose Center and an Evacuation Center.

The Governor is optimistic that these former rebels will not go back to the mountains for as long as the government will continue to assist them as they go back to mainstream society.

“Let us keep them (former rebels) out of poverty. I am sure, they will not go back,” Governor Petilla said as he called on the stakeholders, not to relax, not to rest just as yet, as his wish is to see the FRs become middle class earners in two years time.

To recall, on January 23, 2020, no less than President Rodrigo Roa Duterte led the distribution of E-CLIP benefits to some 262 former NPA members and Militia ng Bayan in San Isidro, Leyte. (PIA8).

MAGPET, North Cotabato, Feb. 28 (PIA) --- Troops of 72nd Infantry (Gabay) Battalion, Philippine Army, retrieved firearm, improvised explosive, and subversive materials in a cache located at Sitio Ulingan, Brgy Manobo, Magpet, Cotabato Province on Wednesday.

Said operation was launched in response to information the soldiers received from concerned citizens.

With the help from Bagani members, the troops were able to recover one cal. 30 US Springfield rifle with defaced serial number and one International Humanitarian Law-banned improvised explosive device estimated to weigh one kilogram.

Also retrieved from the area were various communist terrrorist group educational materials including the following titles: Kasaysayan sa Pilipinas, Imperyalismo, Mga Hut-ong og Krisis sa Katilingbang Pilipino, Demokratikong Rebolusyon sa Katawhan, Batakang Kurso sa Partido, Pulitikanhong Ekonomiya, and Ang Partido Komunista ng Pilipinas, that the rebels use in recruitment activities.

Sources revealed that the war materials were left by a certain Alias Bryan, a member of Pulang Bagani Command, under the care of their trusted supporter in the said barangay.

Lt. Col. Rey Alvarado, commanding officer of 72nd Infantry Battalion, said the positive result in their recent operation clearly manifests that the people really want to put an end to the CTG influence in their area and achieve peace for their community.

Meanwhile, Brig. Gen. Gabriel C Viray III, commander of 901st Brigade, recognized the efforts of the operating troops as well as the support and cooperation of the civilians.

This endeavor, Brig. Gen. Viray emphasized, reflects the commitment of every soldier to achieve the decisive result of the anti-insurgency campaign of the government to preserve the lives of Filipino in the countryside.

He encouraged the remaining members of the CTG to surrender and embrace peace for the benefit of everyone.

“Instead of fighting the government, we urge them to part take in our peace efforts. We are always ready to extend our helping hands for them to return to the fold of the law, it is not yet too late for them to be in the mainstream and be with their respective families” Viray said. TALACOGON, Agusan del Sur- A decent and proper burial of the recovered cadavers of the Former NPA members yesterday at La Caridad Cemetery, Brgy La Caridad, Prosperidad, Agusan del Sur.

The effort were made possible through the active collaboration of the troops of 26IB spearheaded by Lt Col Romeo C Jimenea, Agusan del Sur Police Provincial Office headed by PCol Ringo C Zarzoso and Provincial Government of Agusan del Sur.

As we recalled the two (2) cadavers of the New People’s Army (NPA) and arm cache were recovered during the joint AFP-PNP operation in the hinterlands of Barangay San Vicente, Esperanza, Agusan del Sur on 16 February 2020. It was revealed after a former Rebel Jason Alawayon alias TIGER, disclosed the location of the buried arm cache and cadavers of his comrades who were wounded and eventually died during the armed engagement with the government troops way back in 2017.

This is the faith of our brother who was deceived by the propaganda and twisted ideology of the Communist Terrorist Groups (CTGs). They have used our brother for their personal intentions without hesitation. Unfortunately these two cadavers died without the knowledge of their families.

Lt Col Jimenea expressed his deepest sympathy to the families of the victims and was quoted “It is very regretful to think, that the life of our fellow citizens were wasted because of this deceiving propaganda of the terrorist NPAs to join their false ideology in changing democracy into communism. This is not martyrdom as what CPP-NPA instills to the minds of their comrades and supporters. This is only a selfless pursue of political ambition wherein their members and supporters are just sacrificial lambs”, Lt Col Jimenea said.

“We have to reinforce and intensifies our efforts in collaboration with our partner agencies to end this armed conflict. Take in mind that the national government is supporting us to attain an inclusive and sustainable peace through EO 70 institutionalizing the Whole-of-nation approach”, Lt Col Jimenea added.

CAMP GERONA, MURCIA, NEGROS OCCIDENTAL – The 303rd Infantry Brigade received additional troops particularly the 14th Civil Military Operations Battalion of Philippine Army on board BRP Tausug- Philippine Navy Vessel at BREDCO Port, Bacolod City earlier yesterday February 26, 2020 (Wednesday).

The 14th CMO Battalion is the latest additional troops deployed in Negros Island to beefed up the Armed Forces of the Philippines to address the Communist Terrorists Group. The immediate deployment of CMO troops in Negros Island is to reinforce and sustain the conduct of Community Support Program teams in priority areas of 303rd Brigade and further compliment the RCSPs that are being launch Negros wide.

The said unit was previously based in Luzon and is placed under the Operational Control of 303rd Infantry Brigade.

Colonel Inocencio Pasaporte, 303rd Brigade Commander, in his statement said that, ” We welcome the additional troops deployed in Negros to boost our efforts in our campaign against the Communist NPAs and to support the implementation of EO70. He further said that it will further elevates the capability of the Brigade to support the different RCSPs within the Brigade AOR and strengthens our partnership with the LGUs and other Agencies”.

“The Philippine Army is sincere in our mandate to support the Whole-Of-Nation approach to End the Local Communist Armed Conflict in Negros Island. With the support of the Local Government Units, other agencies and the communities we will achieved a peaceful province free from the influence of Communist NPA,” Col Pasaporte added.

CAMP PERALTA, Jamindan, Capiz – Lieutenant General Gilbert Gapay, the Commanding General of the Philippine Army (CGPA) made his first visit at Camp Peralta, the home of the 3rd Infantry (Spearhead) Division on Wednesday, February 26, 2020. Lt. Gen.

Gapay and party were warmly welcomed by the Spearhead Troopers led by Major General Eric Vinoya, Commander, 3ID through a traditional military arrival honors.

The Commanders of the infantry brigades and battalions of the Spearhead Division are also present during the arrival honors.

As part of his first visit at 3ID since he assumed leadership of the Philippine Army, an information briefing about 3ID’s current thrusts and future endeavors was presented to the Army Commanding General.

To boost the morale and welfare of the troops, the Army General also spent time with the Spearhead Troopers through a ‘Talk to Troops’, a customary moment of the visiting top leaders of the Armed Forces of the Philippines with the officers, enlisted personnel and civilian employees of the AFP.

During the ‘Talk to Troops’, CGPA personally don ranks to six (6) senior officers of the Spearhead Division who were recently promoted to the rank of full-fledged colonel. Donning of ranks is also a time honored military tradition that used to highlight the achievements of soldiers while emphasizing that great powers comes with bigger responsibilities.

After his talk to men, he graced the inauguration and blessings of the newly-renovated buildings of the Division including the barracks of the Headquarters and Headquarters Support Battalion (HHSBN); and 6th Field Property and Accountability Office (6FPAO) building.

MGen Vinoya expressed his gratitude to the Army Chief for visiting and spending his time with the Spearhead Troopers.

“CGPA will always be a source of inspiration and courage for Spearhead Troopers who are determined to perform their mandate of serving and protecting the people and the state. With his remarkable commitment to end communist insurgency, the 3ID is also full force in supporting his leadership and the Philippine Army’s journey towards the attainment of this aspiration,” MGen Vinoya emphasized.

LT. Gen. Gapay took over the command of the Philippine Army last December 06, 2019. His marching orders from President Rodrigo Duterte is to end communist armed conflict.

FORT BONIFACIO, Metro Manila – The Philippine Army Commanding General, Lt. Gen. Gilbert I. Gapay lauds the 5th Scout Ranger Battalion’s operation against the Abu Sayyaf Group last February 23 in Barangay Bakong, Patikul Sulu.

Operating troops of the 15th Scout Ranger Company, 5th SRB were conducting a Focused Military Operations when they encountered around 40 ASG members hiding in their foxhole or “dugged in” bases.

Despite ASG’s defensive fighting position, the Army troops were able to neutralize two enemies as well as recover two M16 rifles and two cellular phones. After the firefight that lasted for about 3 hours, 105mm howitzer fires were delivered on the possible enemy withdrawal routes. An ongoing pursuit operation to further counteract the enemies is also being conducted.

According to reports, the ASG is primarily responsible in kidnap for ransom activities, suicide bombings, Improvised Explosive Devices’ planting and explosion as well as attacks toward military detachments.

“This feat manifests the tremendous and unwavering dedication of our soldiers to safeguard the Filipino people against the atrocities of our enemies. I commend the 11th Infantry Division, particularly the 5th Scout Ranger Battalion, in your leadership and teamwork that enabled the Army in sustaining the gains towards our overall mission accomplishment,” said Gapay.

Placer, Surigao del Norte – The 30th Infantry Battalion (30IB) together with the 2nd Surigao del Norte Provincial Mobile Force Company (PMFC), 1302nd Mobile Company, Regional Mobile Force Battalion (RMFB)13, 1st Special Action Force Battalion and Gigaquit Municipal Police Station (MPS) arrested Joselyn Fortuna Curiba during the conduct of joint AFP-PNP checkpoint operation at Barangay Sico-Sico, Gigaquit, Surigao del Norte, 4:30 p.m., yesterday.

Curiba, also known by her NPA codename as “Panie, Lanie, Miles”, is the Finance Officer of Guerilla Front (GF)16B and wife of Pablo Logatiman alyas “Lukas”, one of the top leaders of the CPP-NPA Terrorist (CNT) in Surigao del Norte.

In a statement , Lt. Col. Jeffrey A Villarosa, Commanding Officer of 30IB said,”We, however, call on the same misguided CNTs to surrender and give-up their arms before it is too late for them. Our government will give you another chance to live normal and peaceful lives. Our ECLIP or Enhanced Comprehensive Local Integration Program will make sure that you will be able to get back to live peacefully with your families, all you need to immediately do is to surrender and go back to the folds of our laws.

Kalinaw News: Dwindling NPA group’s arms cache discovered

NSFA, Panacan, Davao City – An arms cache of a dwindling New People’s Army group, previously being monitored in the Northern boundary of Davao Oriental and Davao De Oro, was discovered by the troops of 66th Infantry Battalion in an isolated area of Sitio Danawan, Brgy. Manurigao, New Bataan, Davao de Oro, afternoon of February 25, 2020.

The cache which contains four M16 rifles, one M14 rifle, two AK47 rifles, one Garand rifle, one Carbine rifle, and two M203 grenade launchers was discovered based on the information of the community and the confirmation of two former leaders of the said group who previously surrendered to Ltc. Roman S. Mabborang, Commander of 66IB and Hon. Jayvee Tyron L. Uy, Governor of Davao de Oro and Head of the Provincial Task Force Ending Local Communist Armed Conflict (PTF-ELCAC) last February 10, 2020.

The two surrenderees also revealed in their surrender the gradual diminishing of their particular group, brought about by the cascade of surrenders while some went on lie low status or have permanently left, leading them to disintegrate and merge with another group.

Meanwhile, MGen. Jose C. Faustino Jr., Commander of Eastern Mindanao Command in his congratulatory remarks, urged all units to continue supporting the peace initiatives of the Local Government Units while relentlessly running after the armed group.

“While we are focusing on pursuing those who continue the armed struggle, let us continue to support the peace initiatives of our local government unit counterparts so that, hand-in-hand, we can sustain the peace gains we have achieved the previous year,” MGen. Faustino Jr. said.

A top official of the Philippine Army in Negros Occidental has dismissed the claim of the New People’s Army (NPA) over the use of the peace and order fund allocated by the provincial government.

Col. Inocencio Pasaporte, commander of the 303rd Infantry Brigade (303rd IBde), said the criticism of the communist-terrorist group is just aimed at discrediting the support provided by the province to former rebels and for projects and programs intended to alleviate the lives of Negrenses in underdeveloped areas.
“The use of funds can be checked. We believe that the Negros Occidental provincial government is transparent regarding this,” Pasaporte told reporters on the sidelines of the Media Night hosted by the 303rd IBde at Nature’s Village Hotel in Talisay City on Tuesday.

Pasaporte said Juanito Magbanua, spokesperson of the NPA’s Apolinario Gatmaitan Command, who alleged that the peace fund is being used for intelligence and psywar operations, should instead explain to his own group the corruption in the use of funds of the rebel movement in Negros Island.

“I encourage him to answer and explain it. I know they have problems over their own funds,” he added.


Pasaporte also responded to the NPA’s allegation that the people’s money is used to militarize the services of the local government in the implementation of the whole-of-nation approach to end the local communist armed conflict and the Retooled Community Support Program (RCSP).

“The peace and order fund is not used for the RCSP, which is being funded by the local government units themselves and supported by the national government agencies,” he added.

Provincial Administrator Rayfrando Diaz said the allocation of such funds is based on the wisdom of the Provincial Peace and Order Council (PPOC) chaired by Governor Eugenio Jose Lacson.

“We cannot question that. (The process) of drafting the budget is participatory. It’s founded really on good projects. One of them involves helping people affected by the armed conflict. Those who want to return to the fold of the law receive financial and livelihood assistance,” he said.

“Let’s respect each other’s opinion and we hope that the law-abiding Negrenses will see that this is for lasting peace in the province,” Diaz added.

CAMAGONG, Nasipit, Agusan del Norte – Over a thousand households in far-flung villages in Nasipit and Buenavista municipalities in Agusan del Norte are now served directly by the PHP30 million potable water supply system level II project from the Office of the Presidential Adviser on the Peace Process (OPAPP).

OPAPP Secretary Sec. Carlito G. Galvez Jr. handed over two water supply projects on Wednesday in a turnover ceremony held in Sitio Minbahandi, Barangay Camagong, Nasipit, Agusan del Norte.

Also present in the event were Agusan del Norte 2nd District Rep. Ma. Angelica Amante-Matba, 402nd Infantry Brigade commander Brig. Gen. Maurito Licudine and Nasipit Mayor Enrico R. Corvera.

The PHP10 million level II water supply project in Sitio Minbahandi will benefit around 80 households in the area and parts of Sitio Hinandayan. It will also provide potable water to the elementary school and the military detachment in Minbahandi.

The completed project includes the construction of a 2-ram water pump system, a 50-cubic meter reservoir, and a series of tap stands in a cluster of residences in Minbahandi.

A solar-powered submersible pump was also provided to ensure the steady supply of potable water in houses.

Meanwhile, the PHP20 million potable water project in Simbalan, Buenavista includes the construction of the 15 cubic meters impounding reservoir, 100 cubic meter reservoir, 10 cubic meter reservoir at Sitio Bagang, the provision of 2-ram pumps, two filtration tanks in 12 cubic meter chlorinator tanks, Biosand Filters and 31 tap stands.

The project will directly benefit 340 households in Simbalan, including the health center, the local Catholic Church and the barangay hall.

Sitios Minbahandi, Hinandayan, Simbalan, and Bagang are inhabited by indigenous peoples (IPs) belonging to the Hiagaonon tribe.

“We are here to hand over the project you requested to provide the residents with potable and sufficient water supply,” Galvez told the people of Minbahandi.

Galvez also urged the village leaders and residents to manage the water project properly and to protect the environment.

“Climate change has changed the pattern of rains in our country, including here in the province of Agusan del Norte. We need to protect the watershed area to ensure a steady supply of water,” he said.

Galvez said the projects were endorsed to OPAPP by Amante-Matba last year and were certified as among the priorities for implementation.

Lt. Col. Francisco Molina, commander of the Army's 23rd Infantry Battalion, said Barangay Camagong, particularly Sitio Minbahandi and the nearby areas of Hinandayan, Simbalan, and Bagang are part of the Peace and Development Zones (PDZs) in Agusan del Norte.
“These areas are considered conflict-affected because of the presence of the communist New People’s Army (NPA) rebels,” Molina said, adding the water supply project is part of the concerted efforts of various government agencies to address local communist armed conflicts in the area.

Barangay captain Rodolfo Bulasa of Camagong expressed gratitude to Galvez and Amante-Matba for giving priority to their request.

“For years, the people in Midbahandi clamor for a project that will provide them potable water. This will prove that the government is working by providing basic services to the people,” Bulasa said.

CATBALOGAN CITY, Samar – The Philippine Army 8th Infantry Division (8ID) has destroyed 215 firearms and explosives recovered in Eastern Visayas since 2011.

Lt. Gen. Gilbert Gapay, Philippine Army commanding general, led the demilitarization ceremony at Camp General Vicente Lukban on Wednesday. Witnessing the event were Diocese of Calbayog Bishop Isabelo Abarquez and 8ID commander, Maj. Gen Pio Diñoso III.

The national headquarters approved the cutting of firearms using a metal bond circular saw. Government troops have seized
these firearms in combat operations against the New People’s Army and private armed groups in the region.

Gapay lauded the Army in the region in its fight against insurgency and in maintaining peace and order and security in Eastern Visayas.

“Despite some deficiency, the effective leadership of the 8ID had made you one as the best division in the country. Effective leadership motivates and become a role model of our soldiers,” the official said.

He added that commitment and dedication of soldiers and their positive teamwork was also helpful in achieving better performance. “If none will do their duty properly, this will affect the efficiency of the entire unit or organization,” Gapay added.

But despite this achievement, the military official said soldiers must continue to perform their sworn duty and achieve the government’s goal to eradicate insurgency to have lasting peace in Eastern Visayas.

The region’s military command is targeting to end local insurgency problem by 2022 by operationalizing Executive Order 70 issued by President Rodrigo Duterte on Dec. 4, 2018. The directive also institutionalizes a “whole-of-nation approach” in attaining an inclusive and sustainable peace.

The top military official said there are talks on setting a deadline for rebels to surrender, especially in Samar Island. Those who will not surrender will have to face the full military operation.

"Our recommendation is maybe by the middle of this year. We have to draw the line and set for a date if until when we can allow rebels to surrender," Gapay said.

Gapay went on to appeal to active rebels to surrender now and avail of the Enhanced Comprehensive Local Integration Program before it’s too late.

Fifty-eight former rebels (FR’s) from the Davao de Oro have been given livelihood and financial assistance under the Enhanced Comprehensive Local Integration Program (E-CLIP), a military official said Wednesday.

Capt. Jerry Lamosao, head of the Public Affairs Office of the Army’s 10th Infantry Division (10ID), said in a press briefing here that the province has provided over PHP3 million E-CLIP benefits.

Lamosao said the cash assistance given to the surrenderers ranges from PHP15,000 to PHP150,000 in immediate financial assistance and firearms remuneration.


He said the series of surrenders was "proof that the New People’s Army is now dwindling. Apart from that, the people from the remote area are reporting to the authorities if they see their presence."

Gov. Jayvee Tyron Uy and the officials of the Department of the Interior and Local Government, Department of Social Welfare and Development, and the Armed Forces of the Philippines led the distribution of the assistance.

Among the government agencies who took part in the reintegration program are the Department of Education, Technical Education and Skills Development Authority, Department of Labor and Employment, and the Department of Agriculture.

Uy said the agencies provided the former rebels education, livelihood, and employment assistance.

"We are thankful for your commitment because you have shown that we are one and you have recognized the importance of our government under President Rodrigo Duterte’s leadership. I hope the assistance given to all of you will help your families to start a new beginning,” Uy told the rebel returnees.

Government troops discovered an abandoned hideout of the New People’s Army (NPA) in an operation on Tuesday in a hinterland village in Malapatan town, Sarangani province.

Lt. Col. Ronaldo Valdez, commanding officer of the Army’s 73rd Infantry Battalion (73IB), said in a statement Wednesday evening that
the rebel hideout was found around 10:30 a.m. at a portion of Abunda Range, Barangay Kinam in Malapatan.

Valdez said troops from two sections of the 104th Division Reconnaissance Company led by 2Lt. Alex Fernandez and 2Lt. Allah Jabile located the NPA lair during a combat patrol in the area.

“It could have been abandoned by the rebels a week ago,” Valdez said, adding the hideout is located in a densely vegetated area and could accommodate at least 30 persons.

The NPA camp was the third located by the 73IB in Sarangani province this year.


Valdez said military operations launched since last month have already resulted in the surrender of at least 26 combatants of the NPA’s Guerilla Front 71 (Tala)-Far South Mindanao Region. Two of them, identified as Bening Tamba alias “Ban” and Jo Dala alias “Carlo,” surrendered last week in Malapatan town.

He assured that their focused military operations in parts of Davao Occidental and Sarangani will continue against the “weakened” NPA units in these areas.

“With the continuous support from local communities, we will sustain our pursuit against these communist terrorists and prevent them from conducting hostile and terroristic activities,” he added.

The Communist Party of the Philippines, along with its armed wing --the NPA -- is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

LEGAZPI CITY — Some 48 former supporters of the New People’s Army (NPA) in Barcelona town in Sorsogon recently took their oath of allegiance to the government, the 9th Infantry Division (9ID) Public Affairs Office said on Wednesday.

Capt. John Paul Belleza, DPAO chief, said in a phone interview that the rebel supporters were from the villages of Sta. Cruz and San Ramon, which are considered as insurgency-affected areas in Barcelona town.


Barcelona is a fifth-class municipality with 25 villages where many residents depend on coconuts and root crops for livelihood. The town is 32 kilometers away from Sorsogon City, the capital of the province.

Those who took their oath of allegiance to the government were tagged by the military as Militia ng Bayan (MB) members. They are unarmed and work underground as spy network of the NPA in villages.

The oathtaking ceremony took place during the “Pulong-pulong”, a community support program of the Army’s 31st Infantry Battalion based in Barcelona, Sorsogon.

In the said event, soldiers offered free haircut to at least 100 residents while different government agencies conducted an information drive about their respective programs.

Barangay officials expressed their gratitude to the military and the government agencies for the help extended to the villagers.

SHARIFF AGUAK, Maguindanao – Government forces on Thursday discovered a hideout of the Islamic State-linked Bangsamoro Islamic Freedom Fighters (BIFF) in Maguindanao and seized explosives and bomb-making components in the area.

Acting on a tip from civilians that confirmed Army intelligence information
about the presence of BIFF bomb makers in the marshland of Maguindanao, the Army’s 57th Infantry Battalion (57IB) said it immediately conducted law enforcement operations in an area bordering the towns of Mamasapano, Datu Salibo, Shariff Aguak, Datu Saydona Mustapha, and Saudi Ampatuan early Thursday morning.

According to the 57IB,
a brief firefight ensued after the BIFF opened fire on approaching lawmen at 6 a.m. at the periphery of Shariff Saydona Mustapha town, but the rebels quickly fled deep into the marshland, leaving behind their bomb-making materials and complete explosives.


Lt. Col. Edwin R. Alburo, 57IB commander, said the troops found eight improvised hand grenades, roadside improvised bombs, eight live hand grenades, bomb-making components such as black powder, cut nails, cut metals, switchboard, electrical wiring, ammonium nitrate and documents at the BIFF hideout.

“A well-coordinated operation led to the recovery of high explosive materials and eventually foiled bombing plots by BIFF,” Alburo said in a statement. He added the IEDs are ready for deployment by the BIFF but the military could not say where and when it would be brought by the radicals.

Col. Jose H. Narciso, 601st Infantry Brigade (601st IBde) commander, lauded the 57IB troopers and vowed there will be no letup in the manhunt against BIFF elements "who sow fear in civilian communities through violent extremism."
