EASTMINCOM: NPA continue to lose support and manpower

NSFA, Panacan, Davao City - The CPP-NPA Terrorist Group (CNTG) in Eastern Mindanao Command's (Eastmincom) area of responsibility continues to lose support and manpower with the continuing surrender of their regular members, members of Militia ng Bayan (MB), and the dissociation of their mass supporters.

On Sunday afternoon, June 16, 2019, 15 CNTG personalities composed of two NPA regulars identified as alias Tapul and alias James of the group in North Eastern Mindanao; two members of the Sangay ng Partido sa Localidad (SPL), and 11 MB members surrendered to 75th Infantry Battalion under Ltc. Jaime Datuin in Bislig, Surigao Del Sur.

Along with them are five members of the CNTG's Underground Mass Organization (UGMO) who dissociated themselves from the said organization.

They brought with them 29 assorted firearms and war material which includes four CZ858 rifles; one M16A1 rifle; one M14 rifle; two AK47 rifles; four caliber .45 pistols; two caliber .38 revolver pistols; caliber .30 (Improvised), three caliber .22; and 11 improvised shotguns. They also turned-in assorted materials used for manufacturing Improvised Explosive Device (IED) such as blasting caps and electrical wires.

In a separate instance, on the evening of June 16, 2019, two MB members and one SPL in Barangay Anitapan, Mabini, Compostela Valley surrendered to 71st Infantry Battalion under Ltc Estevyn Ducusin together with nine UGMO members who dissociated from the CNTG.

These surrenderees are now undergoing debriefing prior to their enrollment to the Enhanced Comprehensive Local Integration Program of (E-CLIP) the concern LGUs and Department of Interior and Local Government Field Offices.

Since January 1, 2019, to January 16, 2019, there are 300 NPA regular members, 271 Militia ng Bayan, and 37 members of the SPL who already surrendered to different units under Eastmincom. On top of it are 867 UGMO members who dissociated from the CNTG.

These surrenderees brought along with them 265 firearms of assorted caliber.

Meanwhile, Lt. Gen. Felimon T. Santos Jr., Commander of Eastmincom directed all military units under his Command to support different Local Government Units and National Government Agencies in their efforts of pushing government services in the communities.

"Let us continue to make the CNTG irrelevant by supporting the different Local Government Units and National Government Agencies in their effort to sustain peace gains by pushing and bringing the government in the remaining conflict-affected and vulnerable areas in order to resolve the issues and address the concerns being exploited by the CNTG." Lt Gen. Santos said.

Cabinet Secretary Karlo Nograles announced on Tuesday, June 18, that some 12,000 former Moro Islamic Liberation Front (MILF) troops are set to be decommissioned following the creation of a new Bangsamoro region.

Nograles, who co-chairs the Inter-Cabinet Cluster Mechanism on Normalization (ICCMN) together with Presidential Peace Adviser Carlito Galvez Jr said the number represents "close to a third" of former MILF soldiers.


Timeline set: The decommissioning of the troops comes after the ratification of the Bangsamoro Law in January 2019 and is part of the Philippine government's agreement with the MILF reached during the administration of Benigno Aquino III.

Nograles said the decommissioning of the 12,000 former MILF troops marked the second phase of the decommissioning process. The third phase is expected to be completed by 2020 and the fourth and last phase, by 2022.


“We have targeted the decommissioning of 30% of combatants by 2019, 35% by next year, and the remainder by 2022," Nograles said, adding the government was confident it could meet the targeted timeline.

What happens to former MILF troops? A critical part of the agreement between the government and the MILF was the decommissioning of combatants and weapons. After an initial decommissioning in 2015, the MILF had to add 30% more of troops and weapons after the ratification of the Bangsamoro Organic Law.

During this transition period, MILF soldiers slowly give up their weapons and transition to civilian life. Programs for MILF members will be created to facilitate this, while camps will be transformed into productive communities.

According to Nograles, the former troops and their families are expected to receive the following assistance:
  • Housing
  • Livelihood assistance
  • Skills development training
  • Scholarships
  • Employment opportunities
  • Philippine Health Insurance coverage
  • Conditional cash transfers
  • Documentation like birth certificates and postal IDs

The decommissioning of the troops comes after the ICCMN was created in April 2019 to implement programs to help improve the quality of life of former MILF combatants, their families, and other poverty-stricken and vulnerable sectors in the Bangsamoro region.

United States Ambassador to the Philippines Sung Yong Kim has assured continuous involvement of the United States Agency for International Development (USAID) in working with the city government on health-related issues.

Kim was in the city to visit some health-related entities. Among those he visited were the Borkenshire Hospital and the Teen Center, both in Barangay 8-A, Poblacion District.

The US envoy said the role of health workers is “incredibly important so I am very proud that USAID is supporting some of their efforts and we hope that we can continue that partnership.”

“I am very impressed by the dedication and commitment of the staff and the volunteers. They are deeply committed to everything possible to support and help teenagers in need,” Kim said.

He said USAID has been involved with a full range of health-related projects all throughout the country and have already established “very productive programs here in the Philippines.”

Also, USAID eyes on partnering with the local agencies to work against tuberculosis (TB) and human immunodeficiency viruses (HIV) that are among the concerning health issues in the country. From the data of the Department of Health (DOH), it said 60 Filipinos die from TB everyday. For HIV, as many as 32 people test positive everyday in 2018 according to Philippine National AIDS Council.

“I don’t have any specific announcement to make but I can assure you that the US government is considering to look for ways to support Philippine’s effort to some of the big health challenges including tuberculosis and HIV,” he added.

The Eastern Mindanao Command and the Consul General of Indonesia in Davao City agreed to continuously enhance border security between the two neighbors, particularly in preventing terrorism and maritime crime in the Celebes Sea.

The agreement was initiated by Lt. Gen. Felimon T. Santos Jr., EastMinCom commander, and Consul General Dicky Fabrian.

Lt. Col. Ezra Balagtey, the EastMinCom spokesperson, said the agreement was tackled during the courtesy call of the Indonesian official to the EastMinCom headquarters in the Naval Station Felix Apolinario in Panacan, Davao City on June 17.


They initially discussed the possible improvement of the Border Crossing Stations situated in Balut, Saranggani, Davao Occidental and Tibanban, Governor Generoso, Davao Oriental as part of the plan to strengthen border security.

They further talked about to enhance the regular conduct of coordinated patrols between the two countries as stated in the 1975 RP-RI Border Agreement.

The two countries increased the frequency of coordinated patrols this year. The first leg started on May 1 and concluded on May 10, while the second leg is expected to kick off on the second week of July 2019.

Likewise, during the call, the consul general extended his invitation to teach the Bahasa language to soldiers. He also invited the EastMinCom personnel to join the Indo Trade, Tourism and Food Expo in Davao City on July 12 to 14.

“Rest assured, the support of Eastern Mindanao Command (will continue) not only in securing our common border but also in all socio-economic activities of your consulate and Indonesian government benefitting the Indo-nationals in Eastern Mindanao and those that will strengthen the bilateral relations of our countries,” Santos told the consul general.

Fear, hunger, and desperation drove 20 members of the New People’s Army (NPA) to surrender to the troops of the 75th Infantry Battalion in Bislig City, Surigao del Sur on June 16.

Capt. Edwin Leo Francisco, the Civil-Military Operations officer of 75th IB, said the latest batch of
surrenders composed of two regular NPAs, two Sangay Partido sa Lokalidad (SPL) members, 11 Milisya ng Bayan (MB) members, and five Underground Mass Organization (Ugmo) members.

They were all part of the Guerilla Front 14 of the Northeastern Mindanao Regional Committee.


The military identified the NPA members by their aliasess Tapul, James, RR, Bata, Mer, Maegan, Roy, Dodong, Ba-ang, Kaba-kaba, Botyok, Palakata, Pino, Jerry, Esidro, Estong, Rachel, Jun, Joebert, and George.

Accordingly, they brought with them 29 assorted firearms, improvised explosive devices, blasting caps, and electrical wires.


Lt. Col. Jaime Datuin, the commander of 75th IB, said the rebels are already feeling the heat of the continuing military offensives as well as the declining support by the communities. He said the fighters oftentimes go for days without little or not food at all. Many of them are sick and in need of immediate medical attention.

Alias Tapul, 46, said they were promised of a better life by the NPA but they only experienced hunger, difficulty, and constant fear. “They said they will stop government oppression and provide support to our families. But none of these ever happened,” Tapul said.

Datuin said the former rebels made the right choice.

“Now, they can start a new life with their own families,” he said.

The surrenders will be undergoing debriefing as part of their enrolment to the Enhanced Comprehensive Local Integration Program (E-CLIP) where they will receive financial and livelihood assistance.

Col. Allan Hambala, who heads the 401st Infantry Brigade, said the surrenders are a huge blow to the NPA operating in Caraga.

“They are on the brink of defeat. That is why I am encouraging the remaining armed members of the CPP-NPA to heed the national government’s call for peace. Do not wait until our forces catch up with you,” Hambala warned.

Maj. Gen. Franco Nemesio M. Gacal, the 4th Infantry Division commander, expressed confidence that more active CPP-NPA members will surrender in the coming months.

“Let us not wait for another decade before we put an end to the local communist armed conflict. Let us work together toward lasting peace and sustainable development,” Gacal said.

The Municipality of Lanuza, Surigao del Sur and the Army in Caraga condemned the killing of a government militiaman abducted by the New People’s Army last month.

Capt. Francisco Garello Jr., the Civil-Military Operations officer of 401st Infantry Brigade, said the decomposing remains of Ryard Badiang, 24, a resident of Sitio Ibuan, Barangay Mampi, Lanuza, was discovered in Maitum, Tandag City, Surigado del Sur at 8:35 a.m. on June 14.


The body was brought to Arpilleda Funeral Homes in Madrid, Surigao del Sur.

It can be recalled that around 10 a.m. on May 30, 2019, the rebels allegedly abducted seven residents, including minors, of Sitio Ibuan while they were hauling timber. All the residents were released except for Badiang, a former rebel who became a member of the Citizen Auxiliary Force Geographical Unit (Cafgu).

In her statement, Lanuza Mayor Salvacion S. Azarcon offered her sympathies to the families of the vcitim.

“It is our regret that the CNTs (communist NPA terrorists) resort to a barbaric act unacceptable in a civilized community. We condemned once again in the highest form the CNTs of degrading the value of human life and killed Ryan like an animal,” she said.

Col. Maurito L. Licudine, commander of the 402nd Infantry Brigade, said the killing is a violation of the International Humanitarian Law, “which adds to the long list of atrocities committed against our people.”

“We urge the people of Lanuza and of Surigao del Sur to condemn in unison these atrocious acts of these terrorists,” Licudine added.

The New People’s Army operating in areas covered by the Eastern Mindanao Command (EastMinCom) continues to lose support and force as more and more rebels surrender to the government.

Lt. Col Ezra Balagtey, the EastMinCom spokesperson, said that since Jan. 1 to June 16 of this year, there were already
300 NPA fighters, 271 Militia ng Bayan (MB) members, and 37 supporters who already surrendered to the different units.

In addition, 867 members of the NPA’s underground movement also dissociated themselves from the communist group.

DAVAO CITY  – United States Ambassador to the Philippines Sung Kim on Tuesday said the sinking of the Filipino fishing boat Gem-Ver at the Rector Bank after a Chinese vessel reportedly rammed it on the evening of June 9 should be a reminder that “there needs to be a responsible maritime behavior and activities that are consistent with international law.”

Kim told reporters in a press conference at the Seda Abreeza Hotel that Filipino and Chinese officials should investigate the incident to find out what happened amid contradictory statements by China and the fishermen.


Chinese officials downplayed the incident as a “regular maritime accident,” but the 22 Filipino fishermen maintained their boat was hit by a Chinese fishing vessel and they were abandoned at sea.

Kim said both governments must investigate to determine if the Chinese fishermen were responsible for the sinking of the Filipino fishing boat as claimed by the Filipino fishermen who were rescued hours later by Vietnamese fishermen.

The diplomat said the responsible party should be held accountable.

“It appears that it was an accident but I would say it’s a very serious situation. I know that Philippines officials have called Chinese authorities to fully investigate the incident. I think that’s important. We need to find out exactly what happened, and if in fact there was wrongdoing by the Chinese fishing vessel,” he said.

In his speech during the 121st Philippine Navy Anniversary at the National Base Heracleo Alano, Sangley Point in Cavite on Monday, President Duterte called the incident a “little maritime accident” and should not result in a war with China.

“Pero ‘yang — ‘yang nangyari diyan sa banggaan, that is a maritime incident. Huwag kayong maniwala diyan sa mga politiko na bobo na gusto papunta ‘yung — papuntahin ‘yung Navy (The collision that happened there, that is a maritime incident. Do not believe in the stupid politicians who want to send our Navy there). You do not send gray ships there…. Do not make it worse because there is a — that’s a fertile ground for…,” he said.

Saying the country “can never be ready in a nuclear war,” Duterte said the Philippines is not ready to fight China.

“Because in a nuclear war kung bitawan lahat ‘yan (if all those [missiles] are fired), Earth will dry up and we will all be destroyed and that is the end of everything,” he said.

Duterte defended his silence over the issue because “there is no investigation and there is no result. Then the only thing that we can do is to wait and give the other party the right to be heard.”

Kim believed the government should demand full accountability over the recent incident in the disputed waters.

“I think we’re looking to the Filipino officials and Chinese officials to get to the bottom of the incident to find out what exactly happened and what needs to be done, and to hold those responsible accountable.”

He said measures must be taken immediately to prevent similar maritime accidents from happening again, and highlighted the importance of coming up with a meaningful code of conduct in the region, which he said the US will continue to support.

“And what is more important, what needs to be done to make sure to prevent incidents like that in the future,” he said.

The Filipino fishermen claimed the Chinese fishermen maneuvered in reverse and sailed away even if they knew that they survived the incident.

“I think there is established duty to save lives at sea. When you know that your fellow fishermen are in trouble that leads us to our responsibility to help save them. I am very grateful that no lives were lost and there was a Vietnamese fishing vessel nearby to save the Filipino fishermen,” Kim said.

On 16 July 2016, the Permanent Arbitral Tribunal in The Hague, The Netherlands ruled in favor of the Philippines’s territorial rights in the West Philippine Sea, negating China’s nine-dash line claim that practically covers the whole South China Sea.

The Philippine government can bank on the support of the United States to protect its international rights amid tensions stemming from issues over disputed territories in the West Philippine Sea, US Ambassador to the Philippines Sung Kim said on Tuesday.

In a press conference at the Seda Abreeza Hotel in Davao, Kim underscored the need to protect international rights such as freedom of navigation and freedom of life in light of the recent maritime incident at the Recto Bank in the West Philippine Sea where a Filipino fishing boat was reportedly rammed by a Chinese fishing vessel.

The 22 fishermen aboard the sunken Gem-Ver fishing boat were rescued by Vietnamese fishermen hours after the incident.

“We believe very strongly we all should protect international rights like freedom of navigation and freedom of life. This is why the US Navy has continued to conduct freedom of navigation operations in the South China Sea. I think it is an important reminder to all concerned including China that the US will continue to take actions to protect international rights,” Kim said.

He said the US government would continue to work with the Armed Forces of the Philippines (AFP) and other law enforcement agencies to “build capacity,” so that these agencies could deal with these types of situations more effectively.

“I think it is more important to note that what we’re doing in general, which is to work with Philippine military and Philippine law enforcement agencies to build capacity. I am very pleased that we have such robust partnership with AFP including the Coast Guard,” he said.

Citing US Secretary of State Michael R. Pompeo, Kim vowed the US will protect the Philippines as part of their commitments under the RP-US Mutual Defense Treaty.

He said any armed attack “against the Philippine forces, Philippine aircraft, and Philippine public vessels, will trigger our obligations under the Mutual Defense Treaty.”

“It’s a very important clarification of our commitments under the Mutual Defense Treaty. And I think that clarification stands on its own. We are honestly very committed to the Mutual Defense Treaty through our alliance, which is our oldest alliance in the Pacific region,” Kim added.

Pompeo visited the Philippines from February 28 to March 1 this year.

Kim said US-Philippines relations remain strong and robust despite Duterte’s tirades against the US government.

The diplomat said it’s about time that the people looked at the developments in the relationship between the two countries.

“He (Duterte) says a lot of controversial things publicly but I think many of us focus on what is happening in the relationship and spend less time worrying about public statements and speeches. When you look at what’s happening between the US and the Philippines, our alliance remains very robust,” he said.

DAVAO CITY – The US and Philippine militaries have lined up at least 280 joint military exercises for next year, United States Ambassador to the Philippines Sung Kim said on Tuesday.

In a press conference at the Seda Abreeza Hotel in Davao City, Kim assured US-Philippines relations remain strong and robust despite President Rodrigo R. Duterte’s tirades against the US government.


“He (Duterte) says a lot of controversial things publicly but I think many of us focus on what is happening in the relationship and spend less time worrying about public statements and speeches,” Kim said.

The US and Philippine militaries held over 250 activities in 2018, including minor exchanges and major activities like the Balikatan Exercise, an annual military exercise of the two countries under the Visiting Forces Agreement despite criticisms from some sectors against it, he said.

He added the US considered the partnership between the US and the Philippines very important.

Despite the President’s tirades against the US, the ambassador said Duterte, whom he described as a strong and popular leader, assured him the US would remain an ally of the Philippines.

“I actually enjoyed all of my meetings with President Duterte. He is very well informed. He has strong opinions. We may not agree on every single issue but he has, in numerous occasions, shared his perspective that the Philippines has only one alliance and that is with the United States. And that will not change,” he said.

“I have enjoyed my meetings with President Duterte. He does have a wicked sense of humor, and sometimes, joke about various things. But most of my meetings with him are quite substantive and productive. And I enjoy my interaction with him,” he said.

The ambassador said Duterte had expressed appreciation for US support for Marawi City, which was destroyed during the five-month fighting between government forces and Islamic State-inspired militants in 2017.

KOTA KINABALU: Sabah Chief Minister Datuk Seri Mohd Shafie Apdal has confirmed that all the 10 fishermen abducted by a group believed to be linked to Abu Sayyaf in the waters off Lahad Datu early today are from a neighbouring country.

“The incident (kidnapping) did not involved any Malaysians but they were fishermen from our neighbouring country.


“I have instructed our security forces to investigate into this matter. Although this is not the first incident but we cannot let it continue,” he said today.

Meanwhile, Sabah police commissioner Datuk Omar Mammah also confirmed that the 10 fishermen who were abducted, were sea gypsies who had have been living in Sabah for decades.

He said they comprised of sea gypsies and those with a lepa-lepa letter (a letter signed by village chiefs to confirm that they are from a certain village).

The victims, aged between 17 and 60, were taken from two fishing vessels at about 2am on Jun 18.

“We have yet to receive any calls for ransom from any of the kidnappers,” said Omar.

Omar added that authorities were checking on the authenticity of the information on the lepa-lepa letters as these were issued sometime in the 70s.

“If these people really have the lepa-lepa letters, we want to find out where they got them,” he said, adding that authorities were still investigating the motive behind the abductions as the hostages lived most of their lives at sea.

The 10 fishermen were abducted Abu Sayyaf-linked group from two fishing boats off the Tambisan waters near to Tawi Tawi islands of Philippines.

It was learnt that the incident occurred at about 2am when the fishing boats were heading towards Semporna believed to renew their permits.

It was believed that the fishing boats were approached by two speedboats carrying individual(s) believed to be heavily armed.

The group believed to have taken four men from the first fishing boat and another six men from the second fishing boat.

Two other crew members from the first boat and four other crew members from the second boat were left behind.

The group was believed to have fled towards the Philippine waters.

The case was currently being investigated under Section 365 of the Penal Code for kidnapping.

KOTA KINABALU — Ten Bajau Laut (Sea Gypsies) fishermen have been kidnapped, believed to be by armed men linked to the Abu Sayyaf terrorist group, in Lahad Datu waters early today.

Sabah Datuk police commissioner Datuk Omar Mammah said the 10, aged from 17 to 60 years, did not have personal identity documents and only had the Lepa-lepa letter to live in this country.

"All of them were brought to a neighbouring country (the (Philippines) by the kidnappers,” he said when contacted by Bernama.


He said they were among 16 fishermen in two boats heading from Lahad Datu to Semporna when they were intercepted by the kidnappers off Felda Sahabat 9 at about 2am.

The other six managed to escape, he said.

They were believed to have been brought to Sitangkai Island in the southern Philippines, a 15-minute boat journey from Tambisan, Lahad Datu.

Omar said police had opened an investigation paper on the incident and taken statements for the six who escaped and had made fotofits of the kidnappers.

He said following the incident, the Marine Operations Force and General Operations Force along with other security forces had stepped up patrols in the east coast of Sabah, in particular Lahad Datu waters.

Last week, Inspector-General of Police Datuk Seri Abdul Hamid Bador in an interview with Bernama had said that the Abu Sayyaf terrorist group, believed to be based in Jolo, Sulu in the southern Philippines, still posed a threat to Sabah’s eastern seaboard.

Earlier today, Eastern Sabah Security Command (ESSCom) Datuk Hazani Ghazali had said ESSCom had yet to receive any reports on claims that 10 Filipino fishermen were kidnapped in Sabah waters in the early hours of today.

Several media outlets today had reported that the 10 were abducted in waters near the Tawi-Tawi islands in the southern Philippines.

The media reports said that armed men linked to the Abu Sayyaf terrorist group who came in two boats kidnapped the 10 fishermen who were also in two boats along the sea route from Tambisan to Semporna, at about 2am today.

Meanwhile, Sabah Chief Minister Datuk Seri Mohd Shafie Apdal when asked about the matter said the Sabah government had proposed to the security authorities at the federal level to set up a military camp at a suitable location in the Eastern Sabah Security Zone (ESSZone).

Mohd Shafie, who is also the chairman of the Sabah Security Committee, said the proposal was part of efforts to further beef up security in the area for the safety of the people there, especially from cross-border crimes, including kidnappings.

The chief minister said this when approached by reporters after attending the forum “New Sabah: New Challenges, New Realities and New Opportunities” here, which was jointly organised by the Sabah Institute of Development Studies and the Kingsley Strategic Institute. — Bernama

A SUS[ECTED member of the New People’s Army (NPA) was killed in an encounter with government troops in a remote village in Tupi town, South Cotabato province on Monday.

Lt. Col. Jones Otida, commanding officer of the Army’s 27th Infantry Battalion, said in a report on Tuesday that their troops were responding to reports on the presence of armed men at a portion of Sitio Pangi, Barangay Lunen in Tupi around 12:30 a.m. when they clashed with at least 10 NPA rebels.

He said the firefight lasted for about 30 minutes, with the rebels eventually withdrawing towards the boundary area of Banga town.


There was no casualty on the side of the troops but one still unidentified rebel was confirmed killed as a result of the encounter, he said.

The Army official said they recovered at the scene an M14 rifle, an M653 “Baby Armalite” rifle, assorted ammunition, various personal belongings, food packs and subversive documents.

Citing reports from the field, Otida said the NPA rebels were under the group’s Front 73 and led by a certain “Kumander Kidlat”.

The unit is reportedly operating in the boundary of Tupi and Banga towns in South Cotabato, he said.

Otida said the presence of the rebels in the area was earlier reported to their unit by concerned residents.

He said they immediately verified it and launched “focused military operations” to locate the rebels.

“This was (the) result of the continuing support of the local populace. It shows that they were already tired of the extortion activities and threats from the group,” he said.

Otida added that pursuit operations are ongoing against the rebels in the hinterlands of Tupi and Banga towns.

Gunmen attacked two fishing trawlers in Sabah in Malaysia and seized 10 crew members in a daring assault at dawn Tuesday, Malaysian media reports said.

It said the attackers were believed allied with the pro-ISIS group Abu Sayyaf and may have escaped along with their hostages to Sitangkay Island in the southern Filipino province of Tawi-Tawi, just 15 minutes by speedboat.


The hijacking occurred despite tight security being imposed by Malaysian police and military forces in Sabah due to persistent threats of ransom kidnappings and attacks by the Abu Sayyaf.

The Star Online said the trawlers were attacked near Tambisan Island off Lahad Datu town at around 2 a.m. The boats were heading to Semporna town when gunmen on two speedboats intercepted the vessels and kidnapped the crew members – four from one trawler and six on the other.

The identities of the fishing crew were not immediately known, but the report said the victims could be all Filipinos who have been living in Sabah since the 1970s.

Sabah Police Commissioner Datuk Omar Mammah said they were aware of the kidnapping incident, but has yet to receive any official reports. News reports claimed the trawlers were sailing during curfew hours without a permit and the crew members were heading to Semporna to renew their permits.

Just recently, Datuk Seri Abdul Hamid Bador, the Inspector-General of Police, warned that threats of kidnappings and cross-border raids by the Abu Sayyaf remain high, adding, attacks could happen any day at any time.

He said the threats remain despite the establishment of Eastern Sabah Security Command (Esscom) and martial law in several areas in the state.

“As such, Esscom will be restructured on the placement of security forces involving the Malaysian Armed Forces, police as well as the Malaysian Maritime Enforcement Agency. Among others, the restructuring will involve the structure of security in the areas and the change of security posts which have been taken over by police and MAF would be updated,” he said.

Abdul Hamid said the restructuring process is being carried out by the National Security Council (NSC) to further strengthen Esscom. “The threats to the islands of Sabah were there every day. This is because Sabah is very near to the Philippines and it only takes 15 minutes by speedboat to reach Philippines waters,” he said, noting that it is easy for the Abu Sayyaf to intrude into Malaysian waters.

He said the Philippine government earlier created an overall security control in Sulu (Archipelago) islands near Kunak, as well Lahad Datu in Sabah, and the new measure has eased our concerns,” Abdul Hamid said, but nonetheless, Esscom needed to be on the alert on any threats when conducting operation. SANGLEY POINT, Cavite City -- President Rodrigo Roa Duterte made an assurance Monday that he would continue modernizing the Philippine Navy to make it responsive to both external and internal threats.

In a speech during the 121st anniversary celebration of the Philippine Navy here, the President admitted that he is dismayed by the rampant corruption in government but he is doing everything to fix the bureaucracy.

“But anyway let me fix things before I go. But one thing is very sure, you have had the best of the procurement money sa ating gobyerno. I have contracted to buy…already bought…and I will give you more by the end of my term,” he said in his address during the celebration.

He then asked navy personnel to maximize their potentials and capacities as the country takes on the modern threats of terrorism and violent extremism. The President assured them of his full support as the nation charts a better and brighter future.

“Always keep in mind that this government will always assist the men and women of the Philippine Navy as we pursue a more peaceful future for everybody,” he told the members of the navy.

“Together, let us continue to embody solidarity as we build a stronger and prosperous society for the benefit of the future generations of Filipinos.”

Also presented Monday were newly acquired navy assets that are expected to boost its capability in combatting different threats like piracy, terrorism, kidnapping, and human trafficking.

Among those commissioned were two newly acquired anti-submarine AW159 helicopters and four amphibious assault vehicles (AVV). Four more AVVs will be delivered to the navy in the coming months.

“May the acquisition of two anti-submarine helicopters and four amphibious assault vehicles embolden [you] to further strengthen your capabilities to serve our countrymen,” the President said.

“It is also my hope that, as we send off our newly refurbished and upgraded commissioned naval vessels, you will remain steadfast in protecting the Republic against all threats in the seas.”

A send-off ceremony of the newly refurbished and upgraded commissioned vessels of the navy highlighted Monday’s anniversary celebration.

The vessels include BRP Magat Salamat (PS20), BRP Emilio Jacinto (PS35), BRP Apolinario Mabini (PS36), BRP Quezon (PS70), BRP Jose Loor Sr. (PC390), and BRP Alberto Navarette (PC394).

The President also led the awarding rites for dedicated individuals of the navy, both civilian and uniformed personnel.

Recognizing the contributions of the awardees, President Duterte said, “In today’s awardees, let this be a milestone to inspire you to harness your skills and expertise to promote the common good. I trust that you will continue to be the embodiment of integrity and passion as you protect the seas and secure the future of the land.”

Order of Lapu-Lapu awardees

Part of the recognition was the conferment of the Order of Lapu-Lapu on dedicated and gallant navy personnel.

The recipients of the Order of Lapu-Lapu rank of Kampilan were Maj. Prudencio Casas III, Cpl. Jessie John Balansag, and Pvt. Jayson Paras.

The Order of Lapu-Lapu rank of Kampilan is awarded to officials and personnel of the government and private individuals who were seriously wounded or injured or suffered great loss of property as a direct result of their participation in an activity pursuant to a campaign or advocacy of the President.

The navy personnel, who received the Order of Lapu-Lapu rank of Kamagi were Col. Armel Tolato, Lt. Col. Bill Pasia, Maj. Ronald Lapizar, Maj. Paolo Jose Jandusay, Capt. Felix Serapio Jr., Capt. BUTUAN CITY - Some 75 former members of the New People’s Army (NPA) have received financial and livelihood assistance from the government during the conduct of Enhanced – Comprehensive Local Integration Program (E-CLIP) Awarding of Assistance held recently at Villa Maria Luisa Hotel in Tandag City, Surigao del Sur.



Each beneficiary received livelihood and immediate assistance totalling to P65,000.00, and another amount depending on the firearm they surrendered to the government.

Other government agencies also extended help to former rebels (FRs). The Technical Education Skills and Development Authority (TESDA) Caraga has promised to grant a scholarship to former rebels’ dependents; and PhilHealth membership for one year, which will be shouldered by the local government unit.

Aside from this, another P5,000.00 cash assistance and food packs, as well as vegetable seedlings from the provincial government will be given to them.

According to Marcelo Tejano, a former member of the rebel group, he has terrible experiences when he joined and became member of the NPA.

“I regret joining the rebel group, where I had awful experiences,” cited Tejano.

Tejano added that despite of his involvement in the rebel group, he is still thankful to the government for giving him another opportunity to experience a peaceful life with his family, and would no longer cause harm to other people in the community.

Meanwhile, Usec. Reynaldo Mapagu of the Department of National Defense (DND), also commended the efforts of the provincial government of Surigao del Sur for their continued support and implementation of the program of the national government under the Duterte administration.

BUTUAN CITY – Col. Maurito Licudine, the commander of the 402nd Brigade inspired the Reserve Officers’ Training Course (ROTC) cadets during the Joint Closing Ceremony of ROTC Trainings held recently at the 15th Regional Community Defense Group (RCDG) headquarters, Army Reserve Command (ARESCOM) in Brgy. Bancasi, this city.

A total of 304 ROTC cadet trainees coming from Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur graduated the Advance ROTC Academic Phase Training (ARAPT) and Pre-Deployment Training conducted by the 15RCDG, ARESCOM headed by its Group Commander, Col. Julian Pacatan, Jr.



Representing the 15RCDG, Maj. Annie Rose Puno, Group Adjutant, encouraged the graduating ROTC cadets to show their commitment towards fellow students in their respective schools on their social responsibility and their roles in the community.

One of the highlights of the ceremony was the awarding and presentation of medals led by Col. Licudine and Col. Pacatan Jr. assisted by Lt. Col. Cabantug, the training director, to recognize the trainees who topped and excelled after enduring the rigorous and regimented training.

In his speech, Col. Licudine congratulated the 15RCDG for doing their job well in training and imbuing the ideals of soldiery to the ROTC cadets. He indicated the possibility of mandatory ROTC training to be implemented not only in Senior High Schools but to all able-bodied Filipinos as the necessity is borne out due to the distorted outlook of millennial on nationalism and patriotism. Hence, there is a need to revert back to basics and restore these traits among the youth of today to prepare them in molding our country’s future.

It can be recalled that the House Bill (HB) 8961 already passed 3rd and final reading in Congress last May 20, 2019 makes the Reserve Officers' Training Corps (ROTC) two-year program mandatory for Grades 11 and 12 (male and female students) whose goal is to produced well-trained and prepared reservists for military and civic service. The ROTC training is aimed to instill patriotism, love of country, moral and spiritual virtues, and respect for human rights and adherence to the Constitution.

Col. Licudine challenged the ROTC cadets and made them understand that they have a bigger role in the near future as advocates of the ROTC Program and become exemplars and role models to those who are hesitant and unwilling, “Do not fail because you were taught the values, character and ideals of the Filipino soldier. Nurture and propagate what you were taught and become responsible citizens of our proud nation,” he said.

The official ended by sharing the quote from Benjamin Franklin, an American Polymath and embolden the cadets, “Tell me and I forget, teach me and I may remember, involve me and I learn. DUMAGUETE CITY -- Soldiers of the 11th Infantry Battalion (IB) of the Philippine Army returned to Negros Oriental after two years of deployment in Zamboanga City.

A welcome ceremony for them was held yesterday morning at the Dumaguete Port as the soldiers aboard the BRP Tarlac of the Philippine Navy arrived in this city port.

Local officials led by Gov. Roel Degamo and members of the Provincial Peace and Order Council (PPOC) greeted the returning government troops.

“The Province of Negros Oriental had waited for this moment to finally come since the announcement of President Duterte a year ago. This is a welcome development for all of us all here,” Gov. Degamo said in his speech.

Present also during the welcome ceremony is MGEN. Dinoh Dolina, commander of the 3rd Infantry Division of the Philippine Army.

In his message, MGEN. Dolina congratulated the 11th IB soldiers for successfully carrying out their mission in Mindanao and told them that as their division commander, he is proud to have them back in Negros Island.

“You will once again be fighting an enemy in an environment you are familiar with. Negros Island, as you all know is still plagued by the presence of communist-terrorist group. Though they may be fewer in number now comparing few years ago when you left, they are still an inconvenience to the people and a hindrance to the progress of the island,” Maj. Dolina said.

“I expect you to show these local terrorists that you are now wiser, deadlier, and more dedicated than when you left. I expect you to immediately remind our enemies that the 11th IB is here for a serious business,” MGEN. Dolina added.

In an interview with the members of the local media, BGEN. Ignacio Madriaga, commanding officer of the 302nd Infantry Brigade of the Philippine Army disclosed the marching order for the 11th IB is to improve the peace and order situation and usher in the development in partnership with the local government unit in Negros Oriental.

“Hanggang barangay level yan makikipagtulungan tayo. Iyon naman ang role ng Philippine Army is to partner with everyone na may stake sa peace. We will be a strong partner of everyone who wants to bring peace and development sa Negros Oriental (We will cooperate down to the barangay level. The role of the Philippine Army is partner every stakeholder in peace. We will be a strong partner of everyone who wants to bring peace and development in Negros Oriental),” BGEN. Madriaga elaborated.

When asked on the area of deployment for the11th IB troops, Madriaga’s response was:

“Magkakaroon tayo ng reassessment kung saan talaga magkakaroon ng impact and deployment ng forces natin to ensure iyong success ng operation. Iyon ang magiging basis of deployment (We will have a reassessment. We will put them in areas we think our forces could leave a great impact and ensure success of operation. That will be the basis of deployment).”

However, Capt. Cenon Pancito III, chief of the Public Affairs Office of the 3rd ID, gave hints that the 11th IB will be deployed in the southern part of the province noting that the 94th IB has been directed to go to Guihulngan City.

BGEN. Madriaga also cited that 11th IB soldiers will have a short training-orientation to refresh them on the current peace and order situation in the province and the status of the military peace campaign.

On the other hand, the 302nd Brigade Commander clarified that the return of 11th IB soldiers to Negros Oriental does not mean that the military will go on an offensive track to eradicate insurgency problems in the province.

BGEN. Madriaga pointed out that the insurgency problem in Negros Oriental is “grievance based” noting that insurgents are thriving by manipulating the discontent or grievances of people living in the hinterlands.

“Maraming klase iyan. Normally, socio-economic iyong concerns na yan. Ang gagawin natin, sabi nga ni Governor (Roel Degamo), it’s not guns and bullets. We will result to dialogue. Mga localized peace talks and we will bring iyong concern agencies to solve iyong mga issue and grievance na kino-confront ng mga tao natin. (Normally, it’s socio-economic issues but there are other kinds. What we will do, just like what Governor Roel Degamo said, it’s not guns and bullets. We will result to dialogue and localized peace talks. We will bring the concerned agencies and let them address the issues and grievances of the people),” BGEN. Madriaga explained.

With the return of the 11th IB, Negros Oriental will now have two separate battalions to maintain the peace and order situation in the province.

With this development, the Philippine Army is looking forward for Negros Oriental to be declared as insurgency free.

“Mao pod ning among pangandoy na unta sa short period of time ma-declare nato. We are looking forward kasi very supportive naman ang local government unit sa Negros Oriental. Mao nang optimistic kami (It has been our dream and our goal that the province be declared insurgency free in a short period of time. We are looking forward to it because local government units are very supportive. We are optimistic about it),” Capt. Pancito said.

IPIL, Zamboanga Sibugay - To bring peace and development in the hinterland barangays of Zamboanga Sibugay, joint elements of the Philippine Army’s 44th Infantry Battalion and Philippine National Police Provincial Office have intensified their Community Support Program (CSP).

Through a send off ceremony here Monday, June 17, the CSP teams were deployed in the conflict-affected barangays in the municipalities of Kabasalan, Siay & Diplahan, all under the operational jurisdiction of the 44th Infantry “Agile N’ Stable” Battalion based in Imelda, Zamboanga Sibugay.

“We encourage various local government units (LGUs) of Zamboanga Sibugay to maintain and preserve their communities from being exploited by the communist terrorist group (CTG), and civilian stakeholders to support the government programs especially in the far flung communities,” LTC Don Templonuevo, commanding officer of the 44th IB said.



Governor Wilter Y Palma, who led the send-off ceremony said, “I assure the support of the provincial government to the CSP teams that will be deployed in our province and we will work hand in hand to end this local communist armed conflict.”

The CSP deployment is in line with the Development Support and Security Plan “KAPAYAPAAN” of the Armed Forces of the Philippines to conduct Development Support Operations, to sustain the peace, ensure security and help maintain public order to foster the foundation for economic and human development.

Meanwhile, Brig. General Bagnus Gaerlan, Jr., commander of the 102nd Infantry “IGSOON” Brigade, expressed his gratitude to the local government unit, non-government organizations and other stakeholders of Zamboanga Sibugay for their trust and support to the CSP teams.

“The deployment of CSP team is one way of making the government closer to the people, particularly in those areas where government services seldom reach or even cannot be felt by our people,” said Gaerlan.

For his part, Major General Roberto Ancan, Commander of the 1st Infantry “TABAK” Division, directed the troops to strictly adhere to the provisions of International Humanitarian Law, respect Human Rights and follow the Rule of Law as they bring peace and development in the communities. Maj. Gen. Dinoh Dolina, commander of 3ID, said the division is composed of the people’s soldiers and they do not consider the camp exclusive to the troops.

“People can freely visit our camp so we can showcase it to them. By doing so, we will be able to come closer to the people and people will start to love their Armed Forces,” Dolina said in an interview Monday.

Presidential Assistant for the Visayas, Secretary Michael Lloyd Dino, expressed his support to the 3ID soldiers and appreciated the efforts of the Army division.

“We saw the camp here and General Dolina is really thinking outside the box for plans for this camp to be used also for tourism purposes,” Dino said.

President Rodrigo Duterte, he said, is urging the troops to “do their jobs and at the same time make us proud to become Filipinos”.

“The national government is looking at them and taking care of them. They serve their lives for our nation, of course they will be visited through my office,” Dino said.

Dolina said the presidential aide has vowed to help make Camp Peralta a “people-friendly eco-tourism camp”.

“He was well-pleased seeing that soldiers in this part of Visayas are doing good not only in terms of accomplishing its mission but also in the maintenance of the camp,” he said.

Dolina said the 3ID is working with the provincial leaders of Capiz in promoting the camp as an eco-tourism site.

Inside Camp Peralta are waterfalls, a firing range, and swimming pool which can all be enjoyed by the public.

The public can also enjoy trekking and jogging around the camp for free, Dolina said.

He added that the public could also look forward to a nine-hole golf course inside the camp.

“There is only one golf course here in Panay which is in Iloilo. We consider having a golf course here so those from the provinces of Aklan and Capiz may opt to play here,” he said.

The Army general urged the public to experience what the camp has to offer.

The 3ID covers Panay Island, Negros Island, Siquijor, Cebu, and Bohol.

CAMP PERALTA, Jamindan, Capiz -- Reiterating its support for the mandatory Reserve Officers' Training Corps (ROTC) for senior high school students, the Philippine Army's 3rd Infantry (Spearhead) Division on Monday said the program will be to the advantage of the government.

The public can be assured that the military training in the ROTC program will be acquired by government allies, Capt. Cenon Pancito, 3rd Division Public Affairs Office (DPAO) chief said.

"The ROTC might be used against the government but we want to emphasize the program is being undertaken by no less than our troops," he said in an interview here.

Pancito said other organizations, which will try to penetrate the training is part of the "vulnerabilities" of the ROTC program.

"If there are efforts from other organizations, most especially from the CPP-NPA (Communist Party of the Philippines-New People's Army), it is part of the vulnerabilities but the government is still on the advantage position with the Armed Forces of the Philippines being the implementer itself," he said.

He reiterated that the program will prepare the government and the armed forces in times of emergency and crisis.

This, as products of the ROTC could be mobilized any time when needed.

Pancito further assured the “hazing and maltreatment” will not happen under the ROTC program.

“It’s very sad that hazing and maltreatment in the ROTC have been proven. However, it is just part of the picture. ROTC can do more good than harm,” he said.

To prevent hazing and maltreatment from happening again, he said there should be a more active implementation of laws within the program.

“We will work hard to prevent this from happening again. We will have all the people who will look over the program to really be serious about what they are doing or to implement additional steps to prevent hazing and maltreatment,” he said.

He called on senior high school students to undertake the ROTC because "at the end of the day, they will appreciate its benefits."

House Bill 8961 seeks to amend Republic Act 7077 or the Citizen Armed Forces of the Philippines Reservist Act.

Under the proposed measure, ROTC training would apply to “all students in Grades 11 and 12 in all senior high schools in public and private educational institutions.”

A suspected member of the New People's Army (NPA) was killed in an encounter with government troops in a remote village in Tupi town, South Cotabato province on Monday.

Lt. Col. Jones Otida, commanding officer of the Army's 27th Infantry Battalion, said in a report on Tuesday that their troops were responding to reports on
the presence of armed men at a portion of Sitio Pangi, Barangay Lunen in Tupi around 12:30 a.m. when they clashed with at least 10 NPA rebels.


He said the firefight lasted for about 30 minutes, with the rebels eventually withdrawing towards the boundary area of Banga town.

There was no casualty on the side of the troops but one still unidentified rebel was confirmed killed as a result of the encounter, he said.


The Army official said they recovered at the scene an M14 rifle, an M653 "Baby Armalite" rifle, assorted ammunition, various personal belongings, food packs and subversive documents.

Citing reports from the field, Otida said the NPA rebels were under the group's Front 73 and led by a certain "Kumander Kidlat".

The unit is reportedly operating in the boundary of Tupi and Banga towns in South Cotabato, he said.

Otida said the presence of the rebels in the area was earlier reported to their unit by concerned residents.

He said they immediately verified it and launched "focused military operations" to locate the rebels.

"This was (the) result of the continuing support of the local populace. It shows that they were already tired of the extortion activities and threats from the group," he said.

Otida added that pursuit operations are ongoing against the rebels in the hinterlands of Tupi and Banga towns.

A total of 256 Philippine Army recruits of the 3rd Infantry Battalion (3ID) were told to embrace the service to the Filipinos and the nation, above everything else.

The 256 Army recruits took their oath of service in a ceremony at Camp Peralta, Jamindan, Capiz on June 9.

Capt. Cenon Pancito, 3ID spokesperson, in an interview on Monday, said the Army division has ‘expectations’ on the new recruits.

He said the aspiring soldiers should have a “sense of service to the Filipinos and the Filipino nation as a whole.”

“The government has improved the living condition of the soldiers and it is just fitting that soldiers, especially the new ones, will give excellent service in return,” Pancito said.

“We recruited 256, we expect 256. We hope no harm will happen and they can pass the standards of the Philippine Army,” he said, adding that the 256 were chosen out of the 839 applicants.

They had undergone a comprehensive selection process that includes written, physical, and medical exams, among others.

Cenon said the new recruits will compose the Candidate Soldier Course (CSC) Class 606 and 607 – 2019 after they comply with the CSC cross-trained with Jungle Warfare Mountain Operation Course.

They will be handled by the personnel under the 3ID’s Training School, he said.

Following the new recruits, Pancito said there will be another set of recruitment slated June 24 to 28.

The Army Recruitment Mobile Team will conduct the Armed Forces of the Philippines Service Aptitude Test (AFPSAT) at WVSU main campus in this city’s La Paz district on the above date.

The recruitment is open for Officer Preparatory Course, Officer Candidate Course, and Candidate Soldier Course.

As early as June 17 to 21, Pancito said the 3ID will already start with pre-screening of documents for the AFPSAT at its Community Defense Center located at the back of WVSU.

“If there are young individuals who are willing to serve the country through the Philippine Army, you are most welcome to join the force,” he said.

The Armed Forces of the Philippines (AFP) has deployed an additional battalion to further boost the focused military operations against the Abu Sayyaf Group (ASG) bandits in the province of Sulu.

Deployed on Sunday to fight the bandits is the Marine Battalion Landing Team-7 (MBLT-7), which came from Maguindanao.

“The deployment (of MBLT-7) is a deliberate move and an upsurge in the military’s effort to crush Abu Sayyaf bandits, seen by the unrelenting offensives delivered to pound terrorists in Sulu,” said Lt. Gen. Arnel Dela Vega, Western Mindanao Command (Westmincom) chief.

“With their combat acumen and intestinal fortitude, our marine troops will deliver focused operations that will ameliorate our advantage on the ground,” dela Vega added.

The send-off ceremony attended by top military officials was held at the Polloc Port in Barangay Polloc, Parang, Maguindanao.

“In everything you do, please include prayers; it is the most effective weapon we can have in the start of our operations, wherever we are and whatever we do. Always remember that the highest honor we can have is to fight alongside our fellow warriors,” Maj. Gen. Alvin Parreño, Philippine Marine Corps commandant, told the troops.

“We would like to thank the JTF (Joint Task Force) Central for accommodating us for we have seen high brotherhood and solidarity in the Armed Forces,” he added.

The MBLT-7 formerly safeguarded the municipalities of Nuro and South Upi and the coastal municipality of Datu Blah Sinsuat in Maguindanao.

“Your excellent performance and commitment to service already brought significant development in peace and order in your area of operations, contributing to the socio-economic development of the area. Thus, you are now needed in other parts of the region,” Maj. Gen. Cirilito Sobejana, JTF Central commander, told the troops.

“I hope that you succeed in replicating your accomplishments and soon bring just and lasting peace in Jolo. Thank you for your service in Central Mindanao, and good luck on your next duty,” Sobejana added.

The deployment of the MBLT-7 troops will augment those already stationed and pursuing the ASG bandits in Sulu.

Among the troops that are presently deployed in the province include the Army’s 11th Infantry Division and Philippine Marine Ready Force-Sulu, which are under the operation and control of the Joint Task Force Sulu.

The Abu Sayyaf bandits are still holding a number of captives including foreigners in the hinterlands of Sulu province.

Local and military officials in Surigao del Sur condemned the communist rebels' beheading of a militiaman, who was one of the seven persons abducted by the New People's Army (NPA) late last month.

Government forces found the beheaded remains of Ryard Badiang, a former NPA member turned Civilian Auxiliary Force Geographical Unit (CAFGU) member, on Friday (June 14) in Barangay Maitum, Tandag City, the Army's 402nd Infantry Brigade said in a statement over the weekend.
Badiang, a member of the Manobo tribe, was abducted by the NPA along with six other civilians in the Lanuza town in Surigao del Sur on May 30.

The kidnap victims were freed after several days, except for Badiang.

In a statement released Monday, Lanuza Mayor Salvacion Azarcon described the NPA's beheading of Badiang as "degrading the value of human life."

The NPA, Azarcon said, "killed Ryan like an animal."

"I offer our deepest condolences to the grieving family. It is our regret that the CNTs (communist NPA terrorists) resort to a barbaric act unacceptable in a civilized community," the mayor said.

According to the military, Badiang was a resident of Barangay Mampi in Lanuza, where he was assigned at a CAFGU patrol base and where the rebels abducted him and six other residents.

Col. Maurito Licudine, 402nd IB commander, described Badiang's killing as "another horrific act and blatant disrespect of human rights."

Licudine said Badiang's killing and other atrocities involving the NPA were "a desperate attempt of the CNTs targeting civilians and unarmed off-based duty CAFGUs without the capacity to defend themselves".

The NPA, the armed wing of the Communist Party of the Philippines, is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

With terrorism now being a global concern, delegates from the Israeli Defense Forces (IDF) on Monday paid a courtesy call at the Philippine Army (PA) headquarters in Fort Bonifacio, Taguig in line the upcoming Counter-Terrorism Trainer’s Training (CTTT).

The CTTT is the first training collaboration between the PA and the IDF to be held in the Philippines.

Lt. Col. Ramon Zagala, PA spokesperson, said the IDF delegation was headed by Brig. Gen. Dan Goldfus.

The Israeli official met with Army commander, Lt. Gen. Macairog S. Alberto, and exchanged views on terrorism, expressing their interest to learn from each other’s experiences in fighting terror threats through the CTTT.

The training aims to enhance the counter-terrorism capabilities of PA personnel.

It also aims to improve the operational and instructional skills of the PA training schools in anti-terrorism and combat techniques.

Goldfus acknowledged that there are many lessons their soldiers could also learn from the PA based on what happened in Marawi City as well as its other combat experiences.

On the other hand, Alberto said that the exchange will be fruitful since the two sides share similar views on terrorism and ways to counter it.

The IDF general added that the main challenge in addressing terrorism is to predict what the enemy will do next, thus there is a need for constant training and threat monitoring.

“The Philippine Army sees the collaboration with other armies in addressing terrorism as necessary after its experience during the Marawi Siege in 2017. Terrorism is a complex threat that requires international cooperation and the continuous exchange of knowledge and information,” Alberto said.

The Philippine Navy (PN) celebrated its 121st founding anniversary on Monday with the introduction of two new capabilities -- the commissioning of its first two AgustaWestland (now Leonardo) AW-159 anti-submarine helicopters and activation of the first four Hanwha Techwin amphibious assault vehicles (AAVs).

"For today's (Monday) ceremony we blessed (and commissioned) two major capabilities of PN. First is the two anti-submarine warfare helicopters, (the) AW-159s (which) we acquired from Leonardo, UK. The two helos are equipped with modern sonar capability that can detect submarines underneath (the water and) armed with torpedos and missiles that can destroy submarines and big surface vessels and can perform search-and-rescue operations in the most challenging maritime environment," said PN flag-officer-in-command Vice Admiral Robert Empedrad.

The AW-159s arrived in the country last May 7 and will be based on the two missile-armed frigates Hyundai Heavy Industries is constructing in South Korea.

These aircraft were acquired for PHP5.4 billion, including the munition, mission essential equipment and integrated logistic support.

The AW-159 (previously called the Future Lynx and Lynx Wildcat) is an improved version of the Westland Super Lynx military helicopter. The helicopter has been ordered for the Royal Navy and British Army.

It is capable of speeds of 291 km/h (181 mph), range of 777 km (483 miles), ferry range of 963 km (598 miles) and an endurance of one and-a-half hours (four hours and 30 minutes if fitted with auxiliary fuel).

The AW-159s can also be armed with rockets, machine guns, missiles, torpedoes and depth charges.

Second is the four AVVs, which will be used by the Philippine Marine Corps in amphibious operations and can be launched by the PN's strategic sealift vessels and landing ships.

Empedrad said these AAVs can be launched from our amphibious vessels 1.5 nautical miles or three kilometers away from the shorelines and can sail at sea with a speed of 10 to 16 kilometers an hour.

"The Marines can now perform amphibious operations which speed, surprise, better firepower and maximum firepower," the PN chief stressed.

The four AAVs, part of the total of eight acquired for PHP2.42 billion from Hanwha Techwin, arrived in the Philippines via commercial ship in the first week of May.

The AAVs will be used by the Philippine Marine Corps (PMC) and will be based aboard the two strategic sealift vessels, the BRP Tarlac (LD-601) and BRP Davao Del Sur (LD-602), boosting the ships' "limited sea-basing capabilities".

These vehicles are armed with .50 caliber machine guns, 40mm grenade launchers and smoke launchers.

Aside from this new equipment, the PN on Monday also deployed five newly-repaired and operational ships which include two Jacinto-Class Patrol Vessels (JCPVs) those weapons have been upgraded, Empedrad said.

"The two JCPVs are now capable to provide massive and accurate gunfire support to protect our ground forces and our marines from enemy fires during encounters and amphibious landing," he added.

South Korean-shipbuilder Hyundai Heavy Industries (HHI) vowed to deliver the country's first-ever two missile frigates, a year ahead of schedule, said Philippine Navy (PN) flag-officer-in-command Vice Admiral Robert Empedrad on Monday.

He made this statement during the 121st founding anniversary of the PN which was held at Naval Base Heracleo Alano, Sangley Point in Cavite province.


"Next year will be the much anticipated completion of our four-dimensional missile frigates, BRP Jose Rizal (FF-150) and BRP Antonio Luna (FF-151). HHI in the Republic of Korea, the number one shipbuilder in the world, deliver the two frigates in April and September of next year," Empedrad said.

BRP Jose Rizal was supposed to be delivered by September of 2020 and BRP Antonio Luna, which has its keel-laying last May 23, was to be handed over to the PN by 2021.

The Department of National Defense signed a PHP18-billion contract for the two ships, including weapons systems. BRP Jose Rizal has its launching ceremonies on the same date in Ulsan, South Korea.

With Empedrad's pronouncements, the two frigates are expected to enter PN service by 2020 or a year ahead of schedule.

Also, these ships fully equipped with surface-to-air and surface-to-surface missiles, torpedoes, launchers and weapon systems and sensors for four-dimensional warfare.

The ships measure 351 feet long and 46 feet wide and have a maximum speed of 25 knots and can travel up to 4,500 nautical miles at a cruising speed of 15 knots and can sustain operational presence for 30 days. It is also capable to withstand rough sea conditions up to Sea State 7 or waves of six to nine meters high.

"Looking further ahead, our President (Rodrigo Duterte) recently approved the acquisition of eight fast-attack craft or interdiction craft (armed with) missile(s) with an approved budget for contract of PHP10 billion, four of these interdiction crafts will be equipped with non-line-of-sight missiles that can hit targets 25 kilometers away with pinpoint accuracy, (this) capability will easily destroy the enemy in a Marawi type war," the PN chief added.

Aside from the fast-attack craft, the Chief Executive also gave approval for the acquisition of two new corvettes, the smallest-rated warships in any Navy, which has a budget of PHP28 billion.

But despite their small size, Empedrad said these corvettes will be more powerful that the two soon-to-be delivered frigates because it will be fitted with more sophisticated and modern weapon systems.

"Fellow Filipinos after the war we are one of the most powerful navies in Asia, six decades later, we are probably one the weakest if not the weakest. But with the arrival of two brand new frigates, two brand new corvettes, eight fast-attack interdiction craft, three upgraded Del Pilar (offshore patrol vessels) and JCPVs (Jacinto-class patrol vessels) and possibly two submarines and shore-based missile systems, I am confident that your Navy is now strong and credible and may very perform its mandated mission to secure the sovereignty of our nation and protect all the 7,600 islands," the PN chief added.

More naval assets and equipment will arrive and further boost the capabilities of the Philippine Navy (PN) in July.

PN flag-officer-in-command Vice Admiral Robert Empedrad made this statement during the 121st founding anniversary of the PN, which was held on Naval Base Heracleo Alano, Sangley Point, Cavite on Monday.

These include three more multi-purpose attack crafts (MPACs), which will be armed with Spike-ER surface-to-surface missiles by the first quarter of 2020.

"Once completed, the PN will have 15 MPACs, six of which (will have) missile capabilities," he added.


Also in July, the Navy will accept the delivery of its first-ever "Pohang"-class corvette, which was donated by South Korea.

Empedrad said the 60 PN personnel, who will compose its sailing crew, are now on the final stage of their training.

"The ship will be named after a Korean war hero, Capt. Conrado Yap and will sail to the Philippines before the end of July. It has two 76mm guns and two twin-barrel 30mm guns, it also has torpedo launchers and sonar capabilities that can detect submarines," the PN chief added.

"With the guidance of the President to end insurgency in the next two years, the deployment of five ships, one 'Pohang' corvette and the PN's MPACs in Mindanao, will hasten the end of the 50-year-old insurgency problem," he added.

Empedrad said that these ships will allow the PN to take total control of "maritime waters in Mindanao" and help destroy the ability of the insurgents and terrorists from using the sea to consolidate their forces and transport their weapons and logistics in war.

"In war, disrupting the logistics or supply lines is vital in defeating the enemy," he added.
