AN ALLEGED New People's Army (NPA) rebel surrendered to the Philippine Army in Barangay Carabalan, Himamaylan City, Friday, January 8, 2021.

Colonel Leonardo Peña, commander of the 302nd Infantry Brigade based at Camp Leon Kilat in Tanjay City, Negros Oriental,
identified the surrenderer as Jerryd "Ka Angel" Gargoles, 21, and team leader of Squad 1, Regional Strike Force, Komiteng Rehiyon Negros-Cebu-Bohol-Siquijor.

According to Peña, Gargoles surrendered to elements of the 16th Scout Ranger Company. Gargoles also handed over his .45 caliber pistol and 9-millimeter KG-9 semi-automatic pistol.

Gargoles also yielded several subversive documents in his possession.


Peña said he warmly welcomed Gargoles, who realized that his life in the communist movement will just go astray.

“We are thankful for this achievement of our troops; I commend the 16th Scout Ranger Company under Captain Roldan Pangilinan for a job well done," he said.

He added they will help Gargoles restore a normal life with his loved ones and encouraged the remaining rebels to also surrender.

“We encourage the remaining members of the terrorist group to heed the government’s call for peace. Our relentless effort to hunt you down will surely give you a miserable life. With the help of our Lord and the community, we will end this problem that has been going on for five decades. Rest assured that your Army in Negros will continuously support the local government to protect the Negrosanons from the hands of the communist terrorist group," he said.

Opinion: How communists gained control of UP Student Council, Philippine Collegian, and most campus organizations

THIS is the second of a three-part series on how the Maoists, starting in the early martial law years, succeeded in making our premier state educational institution, the University of the Philippines (UP), the Communist Party of the Philippines’ (CPP) intellectual and cultural base.

These narratives were published in a blog by Roberto “Beto” Reyes, who seems to have been a ranking CPP cadre in the late 1970s and 1980s and an eyewitness and participant in the communist conquest of UP.

We owe this account, certainly a testament to the adage “news are the first drafts of history,” to Mr. Reyes who took the effort and time to write down what could very well have been lost in people’s frangible memories. I also applaud The Manila Times’ editors, who agreed to publish such rather unusual content of an opinion column, making these narratives a solid resource material for future historians — as opposed to an internet blog that could be deleted permanently.

As I have narrated in previous columns, since the years described here the CPP has consolidated and expanded its control of the UP, which has continued to be its recruitment grounds, its de facto party school, and one of its most powerful propaganda machines. The UP’s bigger non-communist academic and student community have just looked away. There has been no ideological and cultural counter-force to the communists’ hegemony over the UP.

In the history of the Left movement in the University of the Philippines, 1975 was the year the Communist Party of the Philippines accepted that an explicit anti-martial law protest movement in the Diliman campus was feasible. Going for it were the underground and aboveground assets it had painstakingly developed in 1973 and especially in 1974. Besides, party leaders opined, the initial shock of the declaration had vanished.

It tried to incite protests in 1973, but these were quickly squelched by the police. In an astute move, the CPP settled down to secretly penetrate innocent-looking organizations, undertake subtle anti-dictatorship activities through these groups, recruit members and develop a mass base.

In 1975, the CPP determined that after all the spadework, it had enough warm bodies and a range of tactics to openly challenge martial law without inviting suppression and arrest. The party sensed that the Marcos regime was relaxing, albeit temporarily. The Left was willing to test the waters.

Hopes were high in the party ranks that the intended protest movement would approximate the intense rallies before martial law. However, quite a few CPP operatives in Diliman recognized the stifling effect of martial law on student activities. They were secretly lowering their expectations. Not a few, however, were convinced that the students could still be mobilized to demonstrate in droves, like they did before Proclamation 1081.

CPP organization

By 1975, the CPP had already laid out a decent network at UP made up of more than 80 cadres and members, and about thrice this number were “national-democratic” (ND) activists. The party branch was bombastically called “University Revolutionary Council,” or URC. Its executive committee was called Komiteng Tagapagpaganap or verbally, KT. The URC fell under the administrative supervision of the CPP’s District 2, or “D2” which covered Quezon City and Marikina.

D2, in turn, was under the guidance of the party’s Manila-Rizal (MR) Committee. MR’s leadership was then newly taken over by Filemon Lagman, who was known in underground circles as “Ka Popoy.” A tactical genius, Lagman this early was already hankering for a general uprising in Manila-Rizal, which he termed as a “sigwa” (storm).

(Popoy as MR secretary built up the dreaded Alex Boncayao Brigade to become a feared and deadly weapon of the metropolitan party organization. He led a sizeable group of top communists to break away from the CPP in 1991 to form a new communist party. He was assassinated purportedly on [Jose Maria] Sison’s orders in 2001, en route to a meeting at the Bahay ng Alumni at UP, allegedly as he was preparing to disclose the full details of how Sison’s inner core planned and executed the bombing of the Liberal Party rally at Plaza Miranda in 1971. — RDT)

Lagman’s influence on the party branch at UP was immense. Even his agitated speaking style and gesticulating body mannerisms were copied by the top cadres. Lagman contributed in no small measure to the UP party branch’s intense desire for an uprising in the university.

The URC’s organizational department (OD) was tasked with overall organizational maintenance and political guidance of the numerous party groups and national-democratic core groups. These were embedded in the various student organizations, in the newly elected Student Conference and in the Philippine Collegian.

Organizational maintenance basically meant keeping the groups together and consolidating them. Giving political guidance meant ensuring that the groups followed the policies and guidelines of the URC, which was also called “higher organ,” or informally “HO.”

It was the job of the OD to transmit the memos that emanated from the URC, and for these to be thoroughly discussed in the party and ND groups. The memos were usually typewritten on onion-skin paper and several pages long. Sometimes reading the memos was difficult because the URC production committee made too many copies in a single typing. Carrying the documents was extremely dangerous. Persons found by the military to be carrying them were adjudged CPP elements and were invariably arrested, tortured, or even “salvaged” (summarily executed).

The memos contained the national and campus political situation, the issues of the day, the tasks for a given period, and the political calls. The latter came in the form of stirring slogans, like “Struggle for an autonomous, democratic and representative Student Council!”

Corps of cadres

The memos were transmitted by a small corps of talented and dedicated cadres that individually headed the various party and ND core groups. A party or ND group leader had the authoritative and glamorous title of “sec” which was short for secretary. Being a “sec” gave an activist enormous admiration and respectability even in the purportedly egalitarian UP activist community.

Sometimes, if the sec was not capable enough, the OD dispatched a “political officer” or “PO” to assist him/her, especially in explaining and defending complex policies. Helping the OD in consolidating the underground groups was the URC’s education department (ED), which was a pool of CPP instructors who were adept at conducting Marxist and ND discussion groups. These leftist seminars were casually called “EDs.” They systematically followed a prescribed curriculum. They were held in private houses belonging to the UP students themselves, especially those whose parents were middle class or upper middle class.

For the ND activists, the course was called “basic mass course,” or “batayang kursong pangmasa.” A must reading for this course was CPP Chairman Amado Guerrero’s Philippine Society and Revolution, or PSR. For the party elements, the course was called “basic party course,” whose readings were contained in a pocket handbook titled “Guide for Cadres and Members of the Communist Party of the Philippines” or “Patnubay Para sa mga Kadre at Kasapi ng Partido Komunista ng Pilipinas,” or verbally, “Patnubay.” An added reading for party elements was Amado Guerrero’s just published article “Specific Characteristics of Our People’s War.”

Both party and ND courses were preceded by a lengthy getting-to-know-you or “kilanlanan” portion, where each participant introduced him/herself by relating a short autobiography or “talambuhay.” The talambuhays ended on what led the activist into the movement, and how he/she came to embrace its program and ideology.

The URC also had a “propaganda commission” or “propcom.” It was the propcom’s job to distribute underground publications in the campus, like Ang Bayan, the CPP official publication, Liberation, which was the official paper of the National Democratic Front (NDF), and Taliba ng Bayan, a publication of the MR committee. Propcom published a paper of its own, called Rebel Collegian or RC. Propcom also gave direct tactical guidance to the party and ND core groups operating within the Philippine Collegian.

Building alliances

After satiating itself with low-key activities conducted by individual organizations in 1974, the CPP decided that in 1975, it was going to go for the dramatic. It decided to tackle bigger issues and for these to be bannered by groups or “alliances” of organizations. As well, belligerent indoor and outdoor rallies, abandoned in 1973 and 1974, were back on the planning table.

The first step in this bold direction was for the organizations to form alliances according to type or orientation e.g. academic, fraternity/sorority, varsitarian, civic, religious and cultural. Examples of alliances that were formed were the “UP Fraternity Alliance,” the “UP Alliance of Social Science Organizations” and the “UP Alliance of Natural Science Organizations.”

The alliances were usually formed in a meeting of representatives convened by a leading organization. An alliance was formalized through a written joint statement or declaration of principles which was signed by the organization heads. The CPP cadres saw to it that the declarations contained a commitment to “student rights and welfare,” and to “national freedom and democracy.”

“Student rights and welfare” covered issues relating to tuition fees, campus facilities, student loans, and the academic curriculum. “National freedom and democracy” was inclusive of US domination of the economy, civil liberties, human rights, restoration of the student council, and martial law. The inclusion of this catchphrase was notable, in that it was a first after three years of martial rule. It was the CPP’s trial balloon on how far student protests and mass actions could go, without inviting suppression.

Student rights

The next step was for the alliances to form a university-wide alliance of alliances. This aggrupation was formed in a large meeting in mid-1975 at the Student Conference room (Alcantara Hall) on the second floor of Vinzons Hall. The main agenda of the group was the restoration of the student council and the improvement of student facilities. Note: any national political issue was off the table for the time being.

(The UP Student Conference, whose members were first elected in1975, was the officially sanctioned replacement for the Student Council, which was abolished by martial law along with other such ‘student governments.’ It was transformed back as the Student Council in 1980, with communists continuing their control of such a student body. — RDT)

Although it already controlled the Student Conference and the Philippine Collegian, the CPP decided that it still needed a campus-wide organization like the SCSRW, which it completely controlled. Complete control meant being able to adapt a group’s name and tactics to any issue it wanted to pursue, and to the intensity level it wanted to pursue it.

Such flexibility was not present in the Student Conference and the Philippine Collegian, because after all, they still owed their existence to the UP administration, with the attendant rules of operation. Any rash action by either body could invite suspension or abolition. It would have been foolhardy for the CPP, for example, to let these institutions lead a street uprising, or call for armed struggle.

The CPP leadership was reserving the SCSRW for this kind of action, even though the latter was addressing student rights and welfare issues in the interim. When the SCSRW assumed an anti-dictatorship stance, the CPP planned to upgrade its harmless name to something combative.

These are typical ‘articles’ in the Philippine Collegian, financed by taxpayers’ money. Every propaganda line of the Communist Party, the Collegian disseminates, amplifies and even puts artistic touches on each.

Philippine Collegian

CPP control of the Student Conference and the Philippine Collegian in 1975 was essential to the success of its plans. These institutions were pivotal in sparking protest actions. Both were excellent CPP propaganda platforms, as they legally articulated any CPP analysis, call-to-action, and slogan.

They also enjoyed tremendous legitimacy, being administration-created and sanctioned. The institutional cover they provided to CPP cadres was formidable. Moreover, they provided solid provisions to the activists, in the form of office space, office supplies, two electric typewriters and two reliable mimeographing machines.

The party successfully fielded candidates in the Student Conference elections in mid-year, capturing most of the 20 or so seats. Even before the elections, CPP control of the new body was a foregone conclusion, because it controlled practically all the organizations that fielded candidates. Just the same, the party took advantage of the campaign to engage in propaganda and break new ground.

In the Philippine Collegian meanwhile, party elements managed to snatch important staff positions after the grueling editorial exams. They arduously prepared for it, even holding writing and lay-out workshops and a mock exam. They, however, failed to win the editor-in-chief position. The post was bagged by Abraham “Ditto” Sarmiento Jr., a nerdy and bespectacled law student who belonged to the moderate Alpha Phi Beta fraternity.

Surprisingly, Ditto Sarmiento proved to be very cooperative to the Left. In fact, he mostly let them have their way with the Collegian. With each issue, the Sarmiento Collegian escalated its attacks against the dictatorship. The most memorable issue under his editorship came in late 1975. It not so subtly called for an uprising against martial law. It had an imposing image of the Oblation on the entire front page, with “Kung hindi ngayon kailan pa (If not now when)?” emblazoned under it in red letters.

UP Women’s Home

The radicals also controlled a little known but vital UP institution, the UP Women’s Home, a cozy bungalow behind Vinzons Hall which became a veritable activist boarding and half-way house. The radicals also held meetings and consultations in its many small rooms, which were noticeably bereft of furniture. The rooms were nonetheless clean, carpeted, and sound-proof. CPP elements who were on the military’s wanted list often sneaked into these cubicles, and engaged in endless small talk with their less sought after friends.

The activists also patronized that timeless Vinzons Hall fixture, a cafe called The Grill. The leftist watering hole had more than its share of activist banter, courting, and debate. No doubt about it, the Marxists were attracted by the The Grill’’s proletarian prices. This University Food Service outlet had an endless supply of cheap coffee, spaghetti, hamburgers and cinnamon rolls.

With the Student Conference and the Philippine Collegian being likewise based at Vinzons Hall, this building, fronted by a defiant Andres Bonifacio statue, and which dominated a hill overlooking the UP Sunken Garden, became the effective UP Diliman leftist operations center.

CPP/Ang Bayan: Social me­dia in the Philippines: Channel of unity and struggle

Because of the Covid-19 pandemic and the militarist lockdown, physical assemblies and mobilizations of democratic organizations in the Philippines were limited in 2020. (Read related article in Ang Ba­yan December 21, 2020.) In this light, various sectoral mass organizations in urban centers strove to use online platforms to arouse, organize, mobilize and study.

Based on initial data collated by Ang Bayan, there have been more than 300 on­li­ne activities last year, mostly by local chapters of mass organizations. These includes online protests, cultural concerts, social me­dia rallies, we­bi­nars and political discussions, orientations at chapter building, and meetings. The youth is the most active sector in online activism.

A number of fora and protests were organized by national centers of democratic organizations (there were weekly activities, and others were build-up online activities for upcoming mobilizations).

The biggest online protest was held on May 1, 2020 and spearheaded by Kilusang Mayo Uno in commemoration of the International Labor Day. It was viewed 77,000 times in Facebook. Individuals also simultaneously posted photos to assert the people’s right to health and livelihood.

The most popular forms of online actions this year were online fora and short discussions on the enactment of the Anti-Ter­ror Law (ATL). A number of fora and discussions were launched by local chapters of youth organizations in Met­ro Ma­ni­la, Sout­hern Ta­ga­log, Cor­dil­le­ra and several provinces in Vi­sa­yas and Min­da­nao.

Social media also served as a venue to gather tens of thousands of signatures against the ATL and to demand the renewal of ABS-CBN’s franchise. The call #JunkTer­rorLaw also trended several times to oppose the said law, simultaneous with #OustDu­ter­teNow.

Calls against red-tag­ging also resounded over the internet, as well demands by health and government workers for hazard pay and free mass testing, criticism of of the online learning system using the #NoStu­dentLeftBe­hind, and support for jeepney drivers using the #Ba­likPa­sa­da to demand the resumption of jeepney operations.

The potential of social media in in mobilizing support when the country was hit by successive typhoons late last year. Calls for donations, and aid spread quickly, as well as the demand to hold the Duterte regime accountable for its inaction using the #NasaanAng Pangulo (Where is the President?) which trended in November 2020.

Various community and factory-based organizations actively posted their grievances in social media during the lockdown. They criticized the regime for the slow release of funds for its Social Ame­lio­ra­ti­on Prog­ram as well as inadequate food aid.

Clusters of workers, urban poor residents and villagefolk also launched online consultations to identify the grievances of the people. This is on top of invididual posts by the poor masses, youth and professionals.

The reactionary state met the advance in online protests with repression. Many were harassed and arrested for posting their grievances and criticisms online.

Huge potential of social media

A study in October 2020 indicates that around 81 million Filipinos are internet-users. Filipinos spend the longest hours in the internet compred to other countries in the world, with an average usage of 10 hours per day. They spend four hours in social me­dia. Majority of them are aged 20 to 34 years old.

Facebook is accessed by nearly all of the 81 million Filipino internet-users. More than 40 million are reached by You­tu­be, 14 million by Instrag­ram, 10 million by Snapchat, and 7.8 million by Twitter.

CPP/Ang Bayan: NPA-Eastern Samar conducts military training

A platoon of the New People’s Army (NPA)-Eas­tern Sa­mar completed the Basic Politico-Military Course (BPMC) last October 2020 amid intense military operations in the region. Red fighters underwent a 12-day training in an area cover by the Re­too­led Com­mu­nity Sup­port Prog­ram (RCSP) operations of the mi­li­tary.

The training aimed to raise the military skills of the unit in preparation for worse attacks by the Duterte regime’s armed forces. Local mass organizations ensured the security in the area as well as other logistical requirements for the activity.

In a simple ceremony held after the training, trainees declared that the training has improved their confidence in warfare and in waging armed struggle against state fascism. After the training, the unit was immediately deployed to face the fascist troopers who were conducting RCSP operations in the area.

CAFGU troop surrenders firearms to NPA

An officer of the 46th IB was gunned down by a CAFGU element who could no longer bear his abuses in Ba­ra­ngay Bug­ho, Pi­na­bacdao, Sa­mar last September. Earlier, he refused to go on patrol in fear of being blasted by the NPA. He was mauled by his commander, prompting him to shoot the officer. He surrendered the R4 rifle and pistol issued to him by the military to the NPA and sought refuge with the people’s army. After two weeks, the 46th IB withdrew fully from the villages they occupied in Pe­la­on, Mag­da­wat and Ma­na­ing in the same town.

In Negros Oriental, a lieutenant and another soldier of the 11th IB were killed, while two others were wounded in an armed encounter with an NPA unit in Siaton town on December 24, 2020. Two Red fighters were also martyred during the gun battle.

State forces gunned down farmer Lo­renzo Paña in Ba­ra­ngay Do­rol, Ba­li­li­han, Bo­hol on December 30, 2020. Paña was a member and former officer of the Hug­pong sa Mag-uu­ma Da­pit sa Ka­sap­dan-Ki­lu­sang Mag­bu­bu­kid ng Pi­li­pi­nas. He has long been subjected to harassment by the state for being an activist. In 2018, the police illegally ransacked his home without a warrant in Ba­ra­ngay Ban­to­li­nao, Anteque­ra. The police also harassed his family.

Torture. Operating 62nd IB troopers tortured and mauled civilians Micha­el Cal­lao and Jimmy Bayog, residents of Sitio Agogolo, Barangay Macagahay, Moises Padilla, Negros Occidental. The victims were chanced upon and held by the soldiers at Sit­io Bo­ngao, Ba­ra­ngay Tri­ni­dad, Gui­hul­ngan City, Neg­ros Ori­en­tal on December 26, 2020.

Strafing. Three civilians were indiscriminately strafed by elements of the 78th IB at a house in Ba­ra­ngay Quezon, Ge­ne­ral MacArthur, Eas­tern Sa­mar on November 12, 2020. The victims were identified as Be­nan, 50, Bo­boy, 40, at Ryan Cadello, 22. They were accused by the military of involvement in the armed movement.

Militarization. Since December 25, 2020, around 90-120 soldiers of the 11th IB and 705th Po­lice Re­gio­nal Mo­bi­le Force Bat­ta­li­on laid siege 14 sitios in the barangays of Ta­yak, Na­pacao and Ca­sa­la­an in Sia­ton, Neg­ros Ori­en­tal. The troopers perpetrated ten cases of human rights violations including cases of killing, frustrated murder, robbery, destruction of properties, interrogation and intimidation.

Peasants of Lupang Ramos in Das­ma­riñas City, Cavi­te together with their supporters mounted a people’s barricade and successfully foiled the Na­tio­nal Grid Cor­po­ra­ti­on of the Phi­lip­pi­nes’ (NGCP) plan to evict residents from their land. The two-day barricade started on December 21, 2020.

The NGCP targets to construct electric posts in 372 hectares of land of the farmers. The said agency has been attempting to encroach the area since 2014 but has been repulsed due to the strong campaign against it by KASAMA-LR.

Nine Tumandoks who actively opposed the construction of a dam in their ancestral land were massacred, and 17 others were arbitrarily arrested by elements of the Cri­mi­nal Inves­ti­ga­ti­on and De­tec­tion Gro­up (CIDG) and 12th IB on December 30, 2020 in villages along the boundary of Ta­paz, Ca­piz and Ca­li­nog, Iloi­lo.

The massacre victims were identified as Roy Gi­gan­to, Ma­rio Agu­ir­re and Rey­nal­do Ka­ti­pu­nan of Ba­ra­ngay La­hug; Mau­ri­to Diaz, Sr. of Ba­ra­ngay Taca­yan; Eli­seo Ga­yas, Jr. of Ba­ra­ngay Agli­nab; Arti­li­to Ka­­ti­pu­nan of Ba­ra­ngay Acuña; Jo­mar Vi­dal of Ba­ra­ngay Daan Sur; and Dal­son Ca­ta­min and Ro­lan­do Diaz ng Ba­ra­ngay Na­ya­wan, all in Tapaz town.

The victims were known minority leaders and members of Tu­man­duk, an organization of 17 Tumandok communities in Panay. Witnesses said that the fascists forcibly entered the houses of the victims in the early morning, ordered their relatives to get out, and then gunned them down. Some were slain while they were sleeping. Gayas was also tortured before being killed.

More than 300 fascists carried out operations in 10 barangays in Tapaz, and 200 in six barangays in Calinog.

After the crime, CIDG Region 6 commander Lt. Col. Gervacio Bal­mace­da maliciously presented the victims as members of the New People’s Army (NPA) and were killed after “fighting back.” Various firearms and explosives were planted by the operatives in the victims’ houses.

Out of terror, around 500 individuals from the said barrios evacuated to various evacuation centers in Tapaz and Calinog.

The military has long been linking Tumanduk to the Party and the NPA. The harassment aims to suppress the minorities’ struggle against the ongoing construction of the Ja­la­ur Me­ga­dam in Ca­li­nog and the plan to construct the Panay Ri­ver Basin Integrated De­ve­lop­ment Project in Ta­paz and Ja­min­dan. The said projects are set to displace tens of thousands of minorities, and inundate their lands. Tumandoks are also resisting the 3rd ID’s landgrabbing of their more than 33,310-hectare ancestral land which is being used as a military reservation.

The Regional Party Committee in Negros reported that the revolutionary movement in the island comprehensively advanced ideologically, politically and organizationally in the face of the Duterte regime’s attacks and the Covid-19 pandemic.

In the field of ideology, Party branches conducted formal discussions on the regional summing up of the Party’s 25-year experience. Three-level Party courses were also successfully launched. In Central Neg­ros, 200 Party members completed the Basic and Intermediate Party Course in 2020. Regional party cadres were also able to study the Advanced Party Course. The education campaign was conducted in line with the resolutions of the first education conference in the region which was held early last year.

In the field of organization, mass organizations were able to hold assemblies and meetings and elect their new officers. New chapters of peasant, women and youth organizations were established, Mass membership increased by 10%-15% and its hundred thousand mass base increased by 5%-10%.

In the field of politics, farmers were mobilized in agrarian revolution campaigns, and in antifeudal and antifascist struggles. Revolutionary forces conducted mass distribution of leaflets to educate the masses about the Covid-19 pandemic. Mass clinics were also conducted, the biggest of which served at least 2,000 individuals in Central Neg­ros. For the whole of 2020, the AFP incurred 75 casualties in more than 30 tactical offensives and punitive operations mounted by the NPA in the island.

Revolutionary forces held simple yet joyous celebrations in various guerrilla fronts and communities to celebrate the 52nd anniverary of the Communist Party of the Philippines (CPP) on December 26, 2020. Amid intense military operations and occupation, the masses strove to attend the activities, celebrate the victories achieved by the Party and revolutionary movement, and glean lessons from their experiences during the said year.

Based on initial reports, assemblies and celebrations were held in the guerrilla of the Ilocos-Cordillera Region, Southern Ta­ga­log, Southern Mindanao Region (SMR) and North Eastern Mindanao Region. In SMR, a Basic Party Course graduation ceremony was simultaneously held with the anniversary celebration in a camp of the New People’s Army (NPA).

North Central Min­da­nao. Revolutionary forces faced and overcame the enemy’s brutal attacks in the region. The Party effectively preserved its strength and is now in the position to achieve greater victories in the next year. In 2020, the NPA was able to mount 92 military actions in the region against the Armed Forces of the Philippines (AFP) and paramilitaries who serve as mercenaries of big mining companies and plantations. The reactionary military sustained at least 154 casualties, with 88 killed soldiers.

Revolutionary forces were also able to launch successful mass campaigns in the region including confronting landlords, filing of complaints at government agencies, and work stoppage. Through these, they were able to increase the wages of farmworkers and demand their benefits. They were also able raise the farmgate prices of their produce. The masses also valiantly faced the fascism of the AFP in their communities. The regional Party committee paid tribute to 18 Red fighters who were killed in AFP bombing operations, and nine killed in armed encounters.

Northe­astern Min­da­nao. The revolutionary movement in the region withstood intense challenges in waging the people’s war in 2020. In the face of the regime’s all out attacks, the NPA was able to seize military initiative. Red fighters were able to confiscate weapons that is capable of arming a new platoon. They were also able to mount 98 military actions against operating military troopers, and dealt casualties equivalent to a small company.

Pa­nay. The regional Party committee’s statement highlights a significant increase in the mass membership of revolutionary organizations in the island. Revolutionary forces spearheaded campaigns for agrarian reform including demanding the peasant masses’ right to cultivate idle parcels of land, maintaining peace and order, and in advancing various movements for the masses’ class interests.

Former rebels receive cash aid from AgSur LGU

TALACOGON, Agusan del Sur, Nov. 9 – Two former rebels (FRs) from the municipality of San Luis, this province received cash assistance amounting to P25,000.00 from the local government unit (LGU) of the said municipality on November 5, 2020.

Municipal Vice-Mayor Ronald Y. Corvera generously released the cash assistance as part of the Enhanced Comprehensive Local Integration Program (E-CLIP) benefits, a government program that aims
to help the rebel members of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) and Militia ng Bayan to restore their allegiance to the Philippine government.

The FRs, alias ‘Gielan’ who was then a regular member of the NPA for one year, while alias ‘Nagoy’, an active member of the NPA for two years, both belong to the Guerilla Front (GF) 88 of North Central Mindanao Regional Committee (NCMRC) finally realized their futile struggle and made up their mind to surrender last August 24, 2020, with the hope to have a more renewed life together with their families.


Alias ‘Gielan’ expressed his gratitude to the government for the humane treatment they received which they didn't actually expect. “Wala namo damha nga bisan sa among pagka rebelde tabangan kami sa gobyerno. Gikapoy na mi sa bukid, walay pulos ang among mga pakigbisog. Gilimbongan lang kami sa among komander. Nag surrender mi tungod kay ang saad sa NPA nga maayong kinabuhi nahulog ra sa pag-antos ug kahadlok. Nagpasalamat kami sa gobyerno sa pagdawat pag-usab ug pagtabang kanamo (We were not expecting that despite being part of the rebel group, the government still accepted us and offered help. We got tired living and hiding in the mountains. Our sacrifices were useless and put to waste. We were fooled by our commander, that’s why we decided to surrender. We are thankful to the government for taking care of us)," he said.

Through this government program, the local government agencies are working hand in hand in serving various initiatives to help sustain the needs of the former rebels for them to be reintegrated back to the community, be with their families, and start over with their new lives especially in this pandemic crisis.

Lt. Col. Reynald Romel A. Goce, commanding officer of 26th Infantry (Ever Onward) Battalion, encouraged all other rebels in the province of AgSur to surrender. "I am greatly encouraging those who are still in the ranks of CPP-NPA movement to peacefully lay down their arms and stop this useless armed struggle, return to the mainstream society and contribute as good citizens for the prosperity of the community as well as the whole province of Agusan del Sur," he said.

“We sympathized to those NPA members who have realized the deception in their organization, that is why our door is open to those who are willing to go back to the fold of the law. We are offering them a way out. But if they continue to resist, then, they will cause their own senseless miseries. Surrender now, Christmas is coming, your family is waiting for you," added Goce. ILIGAN CITY (MindaNews / 2 December) – Troops belonging to the 40th Infantry “Magiting” Battalion (IB) recovered 11 high-powered firearms following a clash with a lawless armed group in General SK Pendatun, Maguindanao yesterday, December 1, the military said.

In a statement, Major General Juvy Max Uy, 6th Infantry Division chief and commander of Joint Task Force Central, said the soldiers recovered the weapons in Barangay Bulod following an encounter with the group headed by a certain Commander Mac4.

He said the 40th IB, headed by Lieutenant Colonel Rogelio Gabi,
conducted a military operation in the village after receiving reports from civilians of the presence of an armed group in the area.

Uy said the troops recovered one rocket-propelled grenade launcher, one Barret rifle, one M-79 grenade launcher, one M-14 rifle, two M-16 Armalite rifles, four 7.62mm AR-16 rifles, one sub-machine gun 9mm M-10 and other war materials.

Uy said the group of Commander Mac4 sought refuge in General SK Pendatun town after evading the military operation in Sitio Balayman, Barangay Langapanen in the adjacent municipality of Sultan sa Barongis on Sunday, November 29.

Troops arrested two men and recovered two rocket-propelled grenade launchers and an Uzi sub-machine gun during the operation in Sultan sa Barongis, Uy said.

An Army officer was killed in an encounter with New People’s Army (NPA) rebels in Barangay Pacqued, Malibcong, Abra on Monday.

Second Lt. Zaldy Lapis of the 72nd Division Reconnaissance Company and his men were conducting combat operations when they clashed with around 40 members of the NPA’s Kilusang Larangang Guerrilla-North Abra, Col. Ulysis Laude, 24th Infantry Battalion commander, said.

The 7th Infantry Division (ID) condemned the killing even as it expressed condolences to the family of Lapis.

“Your ultimate sacrifice will not be forgotten.. It will be our inspiration to fight until we have achieved peace that we all long for,”the 7th ID said in a statement.

Lapis is the first casualty of the government’s campaign against communist insurgents this year.

The soldiers of the 24th IB and the 72nd Division Reconnaissance Company (DRC) who were ambushed in a back-to-back offensive by the New People’s Army (NPA) in Abra last January 4 have faced complaints about a string of abuses, being branded as thieves by Abrenio masses.

In April last year, soldiers from the said units stole a resident’s cow in Barangay Guinguinabang in Lacub and butchered the animal. Before the incident, the culprits ransacked the quarters of small-scale miners, stole their personal belongings, and burned their equipment. The soldiers also razed a large portion of the forest between the towns of Lacub and Malibcong.

Aside from thievery, residents also lament many other abuses by the 24th IB and the 72nd DRC, whose operations ran for close to a year in 2020 and targeted villages in Malibcong, Lacub, Tineg, Sallapadan, Boliney, and Tubo in Abra. Their abuses stem from the combat operations and prolonged occupation of their villages under the so-called Retooled Community Support Program (RCSP).

Villages and Igorot communities occupied by RCSP teams have been made to suffer illegal arrests and detention of civilians accused as members of the NPA, forced surrenders of residents presented as rebels, and continued harassment of community leaders and activists, among others. Residents also complain of spreading malicious intrigues to create disunity among neighbors. Curfews are imposed, hindering the residents to tend to their farms. In February last year, four youths from Barangay Lanag in Lacub were fired upon.

The January 4 strikes were carried out in a forested area of Barangay Pacqued in Malibcong, at 8:30 a.m.. Martin Montana of the NPA-Ilocos Cordillera Region said that nine soldiers were killed and several others were wounded in the clashes. Only a single casualty was announced by the military — 2Lt Zaldy Lapis, Jr. of the 72nd DRC.

In a separate statement, Florencio Baluga of the NPA-Abra said that their fighters operated with speed, secrecy and surprise in order to get near the exhausted enemy unit which has been scouring the area since December 22. At 2:30 p.m., a reinforcing Philippine Air Force helicopter was fired upon by the NPA unit. The Red fighters were able to withdraw safely.

The offensives come after the Armed Forces of the Philippines Northern Luzon Command announcement in November 2020 that the military is close to “eradicating” the revolutionary forces in northern Luzon.

Baluga said that the intention of the military’s terror campaign in Abra’s villages is to facilitate the entry of largescale mining companies in the province, and dam projects in Binongan River, Tineg River, and Abra River. Military units dispatched to the areas serve as company guards quelling resistance from the communities defending their ancestral lands.

After incurring casualties, newly-acquired Super Tucano bomber planes dropped no less than 23 bombs from January 5 to 7, destroying forest vegetation and farm lots near Pacqued and Mataragan in Malibcong and Buneg in Lacub. A civilian identified as Cabanting from Buneg was illegally arrested.

Sa huli’y walang-saysay ang ipinagmamayabang ng rehimen at ng araw-araw nitong tagangawngaw sa media na solusyon ang bakuna sa pandemya dahil taksil nang binitawan ni Duterte at ng estado ang tungkuling tiyakin ang libre, sapat, pantay at ligtas na akses ng bakuna para sa mamamayan. Maihahanay na lamang ang pagbabakuna sa mass testing, masinsing contact tracing, libreng pagpapagamot at pagpapalakas ng sistemang pangkalusugan bilang mga hakbanging pagkaligtasan at obligasyong tuluyang tinalikuran ng pabaya, kurakot at palpak na rehimeng Duterte.

Isang malaking modus ni Duterte ang sadyang pagkalantad ng iligal na pagpuslit ng hindi-rehistradong bakuna para tusong ipasa ng gubyerno sa mga lokal na yunit ng gubyerno at pribadong sektor ang responsibilidad sa pagbili, pag-angkat at distribusyon ng bakuna. Bilyong halaga ng komisyon at kikbak ang kikitain ng mga malaking burukrata sa pangunguna ni Duterte sa pagkontrol nito sa importasyon ng bakuna na siyang nasa likod ng determinasyon nitong makabili sa posturang tunay na tagaligtas ng mamamayan ang rehimen.

Hindi kahina-hinalang matapos ang anomalya sa smuggled na COVID-19 vaccines ay nakapagbuo agad ang NTF-COVID 19, mga LGU at pribadong sektor ng sistemang tripartite kung saan ibabalikat ng LGU at mga pribadong negosyo ang procurement at gastos at magsisilbi na lamang ang gubyerno bilang negosyador sa mga suplayer ng bakuna. Sa naturang kaayusan, obligado rin ang mga kumpanya na i-donate ang kalahati ng kanilang nabiling mga bakuna sa mga LGU. Matapos matiyak ang sistemang tripartite, tusong binabaan ni Duterte at ng NTF-COVID19 sa 20 milyong Pilipino na lamang ang target ng pambansang gubyerno na umano’y libreng mabakunahan.

Wala nang katuturan ang naunang vaccination roadmap at iskema ng prayoritisasyon ng rehimen dahil gastusin at pasanin pa rin ng taumbayan ang pagpapabakuna. Hindi lahat ng LGU ay may kapasidad para sa libreng pagpapabakuna. Malamang ding ibabawas sa sahod ng manggagawa ang bakunang “sagot” umano ng kanilang mga employer. Palabas lamang ang libreng bakuna mula sa pambansang gubyerno dahil tiyak na isisingil ang gastos nito sa Philhealth. Magreresulta lamang sa anarkiya ang kalalabasan ng distribusyon sa pag-uunahan ng taumbayan sa libreng bakuna. Saan mapupunta ang sinasabi niyang may pera na, may 326 milyong dolyar nang nautang, may budget na at ang lahat ay libreng mababakunahan kabilang pa mga NPA? Panibagong “big time” kurakot sa tabing ng panlilinlang.

Hindi mapagtatakpan ni Duterte ang pananagutan sa kataksilang ito na resulta ng kanya ring kriminal na kapabayaan at kapalpakan na kagyat na makakuha ng suplay ng bakuna at hangaring kurakutin pa ang pondo para rito. Ang totoo, hindi pinondohan mula sa 4.5T pambansang badyet ang libreng bakuna; inuna nitong laanan ng badyet ang malawakang korupsyon bilang paghahanda sa halalang 2022. Sa halip na gumawa ng mga kongkreto at seryosong hakbangin para tiyaking makakuha ng kagyat na suplay, walang inatupag si Duterte kundi magsagawa ng anti-komunistang panunugis gamit ang red-tagging, pag-aresto, ejk at ginamit ang pag-asa ng mamamayan sa bakuna bilang pangpakalma sa galit ng taong-bayan.

Ang kriminal na kapabayaan at kapalpakang ito ay magreresulta sa milyun-milyong masang anakpawis sa kanayunan at kalunsuran na mapagkakaitan ng kagyat at libreng akses sa bakuna. Masahol, papasanin nila ang ilampung-bilyong inutang ng gubyerno para sa bakuna na hindi naman mapakikinabangan dahil sa mahika ng korupsyon.

Litaw din ang pagpapakatuta ni Duterte sa imperyalistang amo sa pilit nitong pagkapit sa mga bakunang likha ng Estados Unidos samantalang may ilan pang suplayer ng mura pang bakuna ang makokontrata ng bansa para sa kagyat na suplay. Sa sukdulang desperasyon, muling isinangkalan ni Duterte ang Visiting Forces Agreement para magmakaawang bigyan ng US ng kakarampot na doses ng bakuna mula Pfzer dahil ito ang ibebenta at pagkikitaan pa nila para sa mayayamang pamilya ng pangkatin at mga alipures nito.

Nananawagan ang NDF-Bikol sa mamamayang Bikolano na panagutin ang rehimeng Duterte sa patung-patong nitong mga kriminal na kapabayaan at kapalpakan sa pagharap sa pandemya na nagdudulot ng higit pang panganib sa sakit at pinsala sa buhay at kabuhayan. Dapat isulong ang iba-ibang anyo ng kilusang protesta upang ibagsak ang pasista, tirano, hari ng korupsyon at katiwalian, haring druglord, berdugo sa masang Pilipino subalit maamong tuta ng imperyalistang US at China.##

BUENAVISTA, Agusan del Norte – The troopers of 23rd Infantry (Masigasig) Battalion retrieved and formally handed over to the barangay council of Tungao, Butuan City the cadaver of a New People’s Army (NPA) member on Sunday evening, January 10, 2021.

The discovery of the cadaver was made possible through the report of a concerned citizen, stating that they found a dead body in KM 6, Purok 26, Lawaan, Brgy Tungao, Butuan City. The unit immediately responded to the report of the citizen together with the Butuan City Mobile Force Company (BCMFC) personnel of Station 5, Tungao, Butuan City.

The cadaver was confirmed as a member and a remnant of the weakened Guerrilla Front (GF) 4A, North Central Mindanao Regional Committee (NCMRC) led by Junjun Makaundag @KITKIT, the former Squad Leader of SDG CAOACAO. The dead NPA was among the NPA remnants who clashed with the 23IB troopers in the area last December 30, 2020. The cadaver was identified as Victoriano S Tanghinan, alias “BEBOT”, 46 years old and a resident of Purok 10, Barangay Tungao, Butuan City.

During the retrieval of the cadaver, the 23IB troopers also recovered one (1) 3516 Pistol (Improvised); five (5) live ammunition of 3516 Pistol; two (2) cellular phones; one (1) charger; and one (1) bag.

Based on the information provided by the concerned citizens, the said NPA member was seriously wounded during the December 30 encounter and was abandoned by his comrades. With the absence of mass support, the said NPA was left unattended and eventually died due to his wounds.

“Naay nakasulti sa amoa nga nasamdan ni siya sa encounter niadtong Disyembre 30 og gibiyaan sa iyang mga kauban. Dili na man makasulod sa among komunidad ang mga NPA mao nga napasagdan ni siya ug namatay,” one of the informants who asked not to be identified for security reasons told the 23IB.

“Lisud na ang kahimtang sa mga NPA karon ilabi na nga daghan nang komunidad ang mikondena sa ilang mga binuhatan. Kaniadto, sayon ra silang mopasilong sa mga panimalay kung naa silay panginahanglan ilabi na sa mga nasamdan panahon sa engkwentro. Karon lahi na. Dili na sila makapaduol kanamo kay nasayud man sila nga kami hugot nang mibalik sa sabakan sa gobyerno,” the informant added.

Lt. Col. Julius Cesar C. Paulo, the Commanding Officer of 23IB said that the fate of the NPA member whose cadaver was recently discovered manifested the complete disregard of the NPA on the value of life.

“The CPP-NPA Terrorists don’t care and value life. That is why we encourage everyone to be vigilant from the deceit of the CPP-NPA. We conduct programs and information drive to awaken the populace on the lies and deceptive strategies of CNTs in order to recruit their members,” Paulo said.

Paulo also emphasized: “This is how the NPA leaders treat their members when they get sick and unable to carry firearms and can no longer fight government forces. They will just abandon them until they die. The CPP-NPA leaders do not even care in properly disposing of their dead comrades.”

He also conveyed his deepest gratitude to the concerned citizens in the area who provided the 23IB troopers with positive and timely information.

“This is a clear indication that the residents of the said barangay were tired of the extortion and violent activities of the CPP-NPA group in their area. Your soldier will always do its best to perform its mandate in serving and protecting the people,” Paulo said.

Matatandaan na nauna nang nai-turn over ng Baras MPS, sa pangunguna ng Hepe nito na si Police Captain Junard Reglos Briones, sa mga pamilya ng apat na nasawing NPA ang mga labi ng kanilang kapamilya matapos na direktang makipagugnayan at makumpleto ang mga dokumento na kinakailangan para sa pagrerelease ng mga nasabing labi. Hindi tulad ng kaso ng apat na NPA, umabot ng ilang linggo ang labi ni Salabao sa custody ng kapulisan bago mai-released sa pamilya nito sa kadahilanang walang kamag-anak na personal na humarap sa awtoridad at sa kakulangan ng kinakailangang dokumento. Ayon kay Lieutenant Colonel Rimrad Feraer, Commanding Officer ng 80th Infantry Battalion na nakabase sa Barangay Pinugay, Baras, Rizal, sa mga sensitibong kasong tulad nito, inaasahan na masusing sinusunod ng kapulisan ang protocol sa pagrerelease ng mga labi dahil may kaugnayan ito sa national security. “Mas preferred ng mga awtoridad”, ayon kay Feraer,” na direktang nakikipagugnayan ang mga kapamilya ng labi para mas mabilis ang beripikasyon ng mga identity at dokumento ng mga nagke-claim.”


MENOR-DE-EDAD

Sa tulong ng Gubyerno, sa pamamagitan ng mga abogado ng Commission on Human Rights (CHR), nakagawa ng Affidavit ang guardian ng menor-de-edad na anak ni Salabao.

KARAPATAN-ST, ANG TUNAY NA HOSTAGE-TAKER

Inakusahan ng KARAPATAN-ST na “hostage-taker” ang PNP at AFP nang tumagal ng ilang linggo na hindi narerelease ang labi ni Salabao sa pamilya nito. Bwelta ni Feraer sa KARAPATAN-ST, “tila naging expert na ang KARAPATAN-ST sa name-calling sa dami ng mga salitang negatibo na ibinato sa Gubyerno. Madalas nilang baluktutin ang mga legal na depinisyon ng mga salita para umayon sa kanilang propaganda. Nagkunwaring pabalik-balik sila sa Baras MPS pero hindi kumpleto ang kanilang dokumento.” Para mapabilis ang pagpoproseso ng pagrerelease ng labi ni Salabao, nag-initiative ang mga awtoridad na hanapin ang tunay na anak nito sa Macalelon, Quezon.

Pinasinungalingan ng isang opisyal ng Philippine Army na nakabase sa Baras, Rizal ang paratang ng KARAPATAN-Southern Tagalog na sibilyan ang napaulat na limang NPA na nasawi sa naganap na shootout sa pagitan ng magkasanib na pwersa ng Philippine National Police (PNP) at Armed Forces of the Philippines (AFP) at ng mga elemento ng New People’s Army (NPA) sa Sitio Malalim, Barangay San Juan, Baras, Rizal noong Disyembre 17, 2020 ng madaling-araw.

Matatandaan na nauwi sa shootout ang paghahain ng warrant of arrest ng mga kapulisan laban sa isang alias Dads/ alias Darwin, isang mataas na lider ng NPA, na may kasong frustrated murder at nagtatago sa San Juan, Baras, Rizal. Ayon kay Lieutenant Colonel Rimrad Feraer, Commanding Officer ng 80th Infantry Battalion na nakabase sa Barangay Pinugay, Baras, Rizal, “umaapaw” ang mga ebidensyang nagpapatunay na mga kasapi ng NPA (New People’s Army) ang limang nasawi. Ang mga kasamang nasawing NPA ay sina Vilma Salabao alias Sandra ng Candangal, Macalelon, Quezon; Wesley Obmerga alias Onli ng Malaking Ambling, Magdalena, Laguna; Carlito Simon ng Calawis, Antipolo City, Rizal; Nino Alberga ng Lambac, Mabitac, Laguna; at Jonathan Alberga ng Numero, Mabitac, Laguna. Dagdag ni Feraer, natukoy na ang limang nasawing NPA ay kasapi ng Tax Implementing Group (TIG) na nangongolekta ng extortion money at ng intelligence unit ng Sub-Regional Military Area–4A–Party Committee (SRMA-4A-PC) na nagooperate sa lalawigan ng Rizal, ilang bayan ng Bulacan at North Quezon. Cover-up: Manggagawang-Bukid? Residente ng Baras?

Ani Feraer, pilit na pinagtatakpan ng KARAPATAN-ST ang tunay na identity ng limang nasawi sa pamamagitan ng paggigiit na manggagawang-bukid at residente ng Barangay San Juan, Baras, Rizal ang mga ito. Pero, ayon sa isang sulat na ipinadala ng St. Louis Realty Corporation, ang may-ari ng farm na pinangyarihan ng shootout, sa Baras Municipal Police Station, si Simon lang ang itinuturing nilang may koneksyon sa kanilang kompanya bilang freelance overseer. Inilinaw, sa kabilang banda, ng St. Louis na bilang freelance overseer ang tanging trabaho lamang ni Simon ay magbantay ng farm para hindi ito mapasok ng mga squatters. Dagdag pa ng St. Louis, wala silang kontrol sa oras ng pagtatrabaho ni Simon bilang freelance overseer. Ayon kay Feraer, lumalabas na hindi empleyado ng St. Louis ang limang napatay, maging si Simon. Samantala itinanggi ng lokal na pamahalaan ng San Juan, Baras na residente nila ang limang nasawi sa encounter.

NPA

Umamin, ayon kay Feraer, ang brother-in-law ni Salabao na NPA ang asawa nito na pinaniniwalaang si alias Luis, ang kalihim ng Komiteng Larangang Gerilya – Cesar (KLG-Cesar) na nag-ooperate sa Rizal at bulubunduking barangay ng Bulacan. Samantala, aniya, si Obmerga alias Onli ay isa sa mga “seasoned” intelligence officer ng SRMA-4A at kolektor ng extortion money sa Rizal. Si Simon, ayon sa intelligence report na hawak ni Feraer, ay part-time member ng lokal na yunit gerilya (LYG) ng NPA na nag-ooperate sa area ng Antipolo, Baras at iba pang mga bayan sa paanan ng Sierra Madre. “Bukod dito,” paliwanag ni Feraer “maraming mga narecover na dokumento sa crime scene na nagpapatunay na mga NPA ang mga nasawi. Dagdag na ebidensya ito sa mga dati nang mga impormasyon hinggil sa tunay na pagkatao ng mga nasabing nasawi.”

Walang Torture

Pinabulaanan din ni Ferarer ang akusasyon ng KARAPATAN-ST na may naganap na torture at mutilation sa limang nasawing NPA. Aniya, paano nila nasabing may naganap na torture at mutilation nang wala naman nagawang forensic examination ang KARAPATAN-ST sa mga labi ng mga nasawi. Paliwanag pa ni Feraer “Ang mga sinasabi nila ay walang basehan kundi mga hakahaka ng mga hindi eksperto sa forensics. Ang sinasabi nilang nagsagawa ng “factfinding mission” ay hindi kwalipikado at hindi awtorisado na magsagawa ng forensics examination sa mga labi ng mga nasawi.”

Nais naming sagutin ang ilang mga usapin na binabato ng KARAPATAN-Southern Tagalog sa ating kapulisan, kasundaluhan at National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) hinggil sa shootout na kinasasangkutan ng mga elemento ng PNP at Philippine Army at ng mga elemento ng New People’s Army (NPA) na naganap sa Sitio Malalim, San Juan, Baras, Rizal noong Disyembre 17, 2020, madaling araw.

Bago mangyari ang insidenteng ito, nakatanggap ang mga awtoridad ng mga ulat mula sa mga residente hinggil sa presensya ng isang grupo ng mga kahina-hinalang tao sa nasabing lugar. Agad nagsagawa ng imbestigasyon ang mga awtoridad para iverify ang katotohanan ng nasabing impormasyon sa kadahilanang ito ay may kinalaman sa national security.

Pagkalipas ng ilang panahon ng tuloy-tuloy na pag-iimbestiga, nakilala si alias Dads/ alias Darwin na isa sa mga susing kadre ng NPA at may warrant of arrest sa kasong frustrated murder sa lalawigan ng Quezon na kasama sa nasabing grupo. Dahil dito, mas pinatindi ng mga awtoridad ang imbestigasyon at napatunayan na kasapi ng NPA ang nasabing grupo na may isinasagawang aktibidad sa lugar. Sa partikular, natukoy na sila ay mga kasapi ng Sub-Regional Military Area – 4A – Party Committee (SRMA-4A-PC) na nag-ooperate sa lalawigan ng Rizal, ilang bayan ng Bulacan at North Quezon. Ang mga natukoy na elemento ng SRMA-4A-PC ay bahagi ng kanilang intelligence unit at Tax Implementing Group (TIG) na nangongolekta ng extortion money na tinatawag ng NPA na revolutionary tax. Agad nagkasa ng operasyon ang mga awtoridad para hulihin si alias Dads/ alias Darwin sa bisa ng isang warrant of arrest matapos ang isang serye ng masinsing pagpaplano ng operasyon. Sa aktwal na pangyayari, habang sini-serve ang warrant of arrest, agad silang pinaputukan ng baril ng mga pinaniniwalaang mga bantay ng nasabing grupo.

Gumanti ng putok ang mga awtoridad. Pagkatapos ng ilang oras ng labanan, narecover ng mga awtoridad ang mga labi ng limang kasapi ng NPA habang nakatakas si alias Dads/ alias Darwin. Ilang Usapin Gaya ng sirang plaka na paulit-ulit, agad na ginawan ng kwento ng KARAPATAN-ST ang nasabing insidente na pabor sa NPA at dehado ang mga kapulisan at kasundaluhan. Ang mga sumusunod ang mga isyu ng KARAPATAN-ST na halftruth, twisted truth at outright na kasinungalingan.

Outright lies

1. Ayon sa KARAPATAN-ST, hindi raw NPA ang limang nasawi kundi mga manggagawang-bukid. Simple lang ang paliwanag ng KARAPATAN-ST: ang limang napatay ay mga manggagawang-bukid kaya ibig sabihin hindi sila mga NPA – mga sibilyan sila.

Ang tanong: totoo bang mga sibilyan at manggagawang-bukid ang limang nasawi?

Ayon sa isang sulat na ipinadala ng St. Louis Realty Corporation, ang may-ari ng farm na pinangyarihan ng shootout, sa Baras Municipal Police Station (Baras MPS), si Carlito Simon lang ang itinuturing nilang may koneksyon sa kanilang kompanya bilang freelance overseer. Pero, inilinaw ng St. Louis na bilang freelance overseer ang tanging trabaho lamang ni Carlito Simon ay magbantay ng farm para hindi ito mapasok ng mga squatters. Pinatunayan din ito ng lokal na pamahalaan ng San Juan, Baras nang maglabas sila ng pahayag na hindi nila residente ang limang nasawi sa encounter na iginigiit ng KARAPATAN-ST para i-justify nila na sibilyan ang mga napatay at hindi NPA. Dito pa lamang, mapapatunayan na hindi sila residente at manggagawang bukid ng St. Louis Realty Corporation. Dito pa lamang, malalaman na pinagtatakpan ng KARAPATAN-ST ang tunay na identity ng limang nasawi. Ngayon, kung hindi sila residente ng San Juan, Baras at hindi rin sila manggagawang bukid, ano sila? Nagpalabas ng isang balita ang Philippine Daily Inquirer na nagsasaad na may na-interview silang ilang residente ng barangay na pinangyarihan ng insidente na ang babaeng nasawi ay nagpakilalang Sandra na tumutugma sa nom-de-guerre ni Vilma Salabao na alias Sandra. Duty 2018 2015 2014 Umamin din ang brother-in-law ni Vilma Salabao na NPA ang asawa nito na pinaniniwalaang si alias Luis na kalihim ng Komiteng Larangang Gerilya – Cesar (KLG-Cesar) na nag-ooperate sa Rizal at bulubunduking barangay ng Bulacan. Si Wesley Obmerga alias Onli ay isa sa mga “seasoned” intelligence officer ng SRMA-4A at kolektor ng extortion money sa Rizal. Malaki ang kanyang naging partisipasyon sa mga ambush, pananakot at panununog ng mga equipment ng mga negosyante. Si Carlito Simon, ayon sa intelligence report, ay member ng lokal na yunit gerilya (LYG) ng NPA na nag-ooperate sa area ng Antipolo, Baras at iba pang mga bayan sa paanan ng Sierra Madre. Sa doktrina ng NPA, ang mga LYG, tulad ng milisyang bayan sa mga barangay at sityo, ay itinuturing na “parttime” na NPA.

Bukod dito, maraming mga narecover na dokumento sa crime scene na nagpapatunay na mga NPA ang mga nasawi. Dagdag na ebidensya ito sa mga dati nang mga impormasyon hinggil sa tunay na pagkatao ng mga nasabing nasawi.

2. May akusasyon ang KARAPATAN-ST na may naganap na torture at mutilation kahit na wala silang nagawang forensic examination sa mga labi ng mga nasawi. Ang mga sinasabi nila ay walang basehan kundi mga haka-haka ng mga hindi eksperto sa forensics. Ang sinasabi nilang nagsagawa ng “fact-finding mission” ay hindi kwalipikado at hindi awtorisado na magsagawa ng forensics examination sa mga labi ng mga nasawi. Hindi sapat na ebidensya na makita lamang o mapicturan lang ang labi para makabuo ng pagsusuri sa isang sensitibong kaso. Hindi ito isang laro o simpleng school project. Buhay at legal na usapin ang pinag-uusapan dito. Inaabot ng ilang linggo ang mga propesyunal o eksperto sa forensics bago matapos ang kanilang examination sa mga labi samantalang ang KARAPATAN-ST ay nakagawa agad ng konklusyon na may naganap na torture at mutilation sa mga mga labi sa looban lamang ng ilang oras!

Twisted truth

3. Tila naging expert na ang KARAPATAN-ST sa name-calling sa dami ng mga salitang negatibo na ibinato sa Gubyerno. Madalas nilang baluktutin ang mga legal na depinisyon ng mga salita para umayon sa kanilang propaganda. Hindi ito maganda dahil ang kalayaan sa pagsasalita o free speech ay naaabuso at nagbo-border na sa tinatawag na hate speech. Isang kabalintunaan na ang isang grupo na nagpapakilalang human rights organization ay sila pa ang madalas gumawa ng verbal abuse kapag hindi nasusunod ang kanilang kagustuhan. Halimbawa nito ay ang pagbaluktot sa depinisyon ng salitang massacre. Ginamit nila ang salitang massacre para idescribe ang nangyaring lehitimong encounter sa pagitan ng PNP-AFP at ng NPA na armado ng matataas na kalibre ng baril. Tila layunin ng KARAPATAN-ST na ma-sentionalized ang insidente at makaakit ng atensyon ng publiko sa pamamagitan ng By 2028, a world-class Army that is a source of national pride Honor. Patriotism. Duty 2018 2015 2014 pagsasalarawan sa kapulisan at kasundaluhan na mamamatay-tao – kahit na nalalagay ang sariling buhay ng mga awtoridad sa pagpapatupad ng batas.

4. Isa pang halimbawa ng pambabaluktot sa katotohanan ay ang pag- aakusa sa kapulisan at maging sa kasundaluhan na “hostage-taker” nang tumagal ng ilang linggo na hindi narelease ang labi ni Vilma Salabao sa pamilya nito – kahit na alam ng taumbayan na ginagawa lamang ng kapulisan ang kanilang trabaho bilang pagsunod sa mga batas at patakaran sa pagrerelease ng mga labi.

Half-truth

5. Hindi lang pambabaluktot ng depinisyon ng hostage-taking ang ginawa ng KARAPATAN-ST. Hindi rin nila sinasabi sa kanilang post sa social media ang katotohanang sila mismo ang dahilan ng pagkaantala ng pagrerelease ng labi ni Vilma Salabao. Sa mga sensitibong kaso tulad nito, inaasahan na masusing sinusunod ng kapulisan ang protocol sa pagrerelease ng mga labi dahil may kaugnayan ito sa national security. Kahit na alam ng KARAPATAN-ST ang mga protocol na ito, iginigiit pa rin nila ang kagustuhan nila na tila sila ay mga taong may “privileged” na pwedeng i-short cut ang mga patakaran ng sinusunod ng lahat. Bakit mabilis na narelease ang mga labi ng apat na lalaking NPA? Dahil ang pamilya ng mga nasawi ang direktang nakikipag-ugnayan sa kapulisan sa pagpoproseso ng pagrerelease ng labi ng kanilang kaanak. Bukod dito, kumpleto ang kanilang mga dokumento. Sa ganitong mga sensitibong kaso, mas preferred ng mga awtoridad na direktang nakikipag-ugnayan ang mga kapamilya ng labi para mas mabilis ang beripikasyon ng mga identity at dokumento ng mga nagke-claim. Sa kaso ni Vilma Salabao, hindi humarap ang kanyang asawa kung kaya’t ang anak nitong menor-de-edad ang nag-execute ng Special Power of Attorney (SPA) para maclaim ang labi ng kanyang ina. Kinakailangan ang mga legal na dokumentong ito dahil ito ang itinatadhana ng batas at mga patakaran sa pagrerelease ng mga labi sa pamilya o kinatawan ng pamilya nito – lalo pa at sensitibo ang kasong ito. Hindi agad ito ginawa ng KARAPATAN-ST. Sa halip, pinatagal nila ang pageexecute ng nasabing Affidavit para pagmukhaing ginigipit sila ng kapulisan at kasundaluhan at para mapasama sa paningin ng publiko at kaanak ng mga nasawi. Nagkunwaring pabalik-balik sila sa Baras MPS pero hindi kumpleto ang kanilang dokumento. Ginamit nila itong senaryo para makapagsagawa sila ng maliit na rally sa tapat mismo ng Baras MPS sa kabila ng may panganib ng COVID.By 2028, a world-class Army that is a source of national pride Honor. Duty 2018 2015 2014 Dahil nakakahalata na ang mga awtoridad na pinapatagal ng KARAPATANST, nag-initiative ang mga awtoridad na hanapin ang tunay na anak ni Vilma Salabao sa Macalelon, Quezon. Sa tulong ng ating Gubyerno, sa pamamagitan ng mga abogado ng Commission on Human Rights (CHR), nakagawa ng Affidavit ang guardian ng menor-de-edad na anak ni Vilma Salabao. Nairelease ang labi ni Vilma Salabao sa pamilya nito noong Enero 8, 2021.

6. Parang mga batang paslit, tila nagsusumbong ang KARAPATAN-ST sa social media na sila ay nakararanas ng panggigipit at pagsisinungaling sa mga kapulisan at kasundaluhan. Pero, hindi nila sinasabi ang katotohanan na pinagsasabihan lamang sila ng mga kapulisan na icomply na lamang ang kulang na dokumento para marelease na ang labi ni Vilma Salabao. Pinagsasabihan sila na hindi pwedeng baliin o ishort cut ang batas at patakaran sa pagrerelease ng labi. Tumutulong na nga ang kapulisan, sila pa ang pinapasama ng KARAPATAN-ST. Nananatiling nasa composure at propesyunal ang ating kapulisan at kasundaluhan kahit na inuulan sila ng verbal abuse ng KARAPATAN-ST.

Mati City, Davao Oriental – The quest for sustainable peace continues as the Lumon Community starts a new chapter for this year 2021 with reformation and vigor. Its Roadmap Strategic Planning and ELCAC Capacity Building was held last January 9-10, 2021 at 701st Infantry Brigade, Sitio Magay, Brgy. Don Martin Marandan, City of Mati, Davao Oriental to create a template and guide to sustain its peace initiatives.

Moreover, this activity was conducted to hone its volunteers in creating systematic blueprints for its whole year peace-related activities and strengthening its foundation towards achieving the Lumon Community’s Vision, Mission, and Goals through the unification of brilliant ideas.

On the first day, the Agribusiness for the Young Entrepreneurs was introduced by the Department of Agriculture – Agricultural Credit Policy Council (ACPC) to guide the volunteers in building a sustainable business for themselves and for helping the organization in having a profit to grow its financial position. Afterwhich, Balay Mindanaw‘s representative Jonard Albopera broadened the motivation of the volunteers by narrating its journey and improvement in the last 10 years. Then, the Roadmap Strategic Planning was discussed by LTC Enrique Rafael Inf (GSC) PA, Ex-O, 701st Brigade to introduce the Governance Performance System and Army Transformation Roadmap to help the volunteers enhance their understanding on how to craft efficient plans and long-term programs for the organization.

During the second day, Mr. Rotchie Ravelo, EnP, MPA, the Provincial Cooperative Officer (PGDH) and Acting Provincial Agriculturist taught and encouraged the volunteers to become dreamers with actions and to embrace perseverance and innovation to ensure realization and sustainability of all programs.

All throughout the aforementioned activities, the volunteers gained enough knowledge to apply their learnings in shaping a strong foundation to become effective catalysts of change, to build their passion to serve and compassion for humanitarian society.

The Lumon Community foresees that its self- sufficiency will strengthen its capacity as one of the program partners for peace in Davao Oriental.

CAMP CAPINPIN, Tanay, Rizal — The Army’s 2nd Infantry Division slammed the false claims of Karapatan – Southern Tagalog after the security forces have successfully ensured that all legal and available means to give due respect to NPA casualties by handing over their remains only to their legitimate families.

The Karapatan – Southern Tagalog in their issued statement claimed that the government withheld the remains of a slain NPA member, particularly the cadaver of Vilma Salabao, also known as Ka Sandra, one of the five NPAs killed during a shootout on December 17 in the municipality of Baras.

Salabao, an NPA extortion collector, was among the five casualties who figured in an armed engagement against authorities who served an arrest warrant against another NPA member, Antonio Cule alias Dad for frustrated murder.

Following legal process in claiming cadavers, the military on Friday officially announced that the remains of Salabao were properly handed over to her sister Thelma Glindo Solitario after she presented sufficient documents that prove their familial relations.

Previously, the cadavers of Niño Alberga and Jonathan Arias Alberga were properly handed to their immediate families last December 20, while the remains of Westly Obmerga and Carlito Simon were safely turned over to their families on December 21 and December 29, 2020, respectively.

This has been in close coordination with the PNP, LGUs, and the Antipolo Memorial Homes which denied the persistence of the Karapatan-ST members to receive the remains of dead NPAs even without proof of immediate relationship.

MGen Greg T Almerol, Commander of 2ID earlier gave his sincere condolences to the families of the slain NPA members and expressed that his troops “want our fellowmen to properly be laid to rest even if they fought for the wrong cause because we consider them victims of terrorism and we believe every Filipino is entitled to a decent burial, contrary to what the underground groups have been doing.”

“The actions of these self-proclaimed human rights advocates prove their desperation to sully the good intentions of the soldiers and police to rid our country of the evils of terrorism and bring peace and order to every Filipino. They have mastered the art of deception, but with the people now being aware of their true intentions, they are scrambling to create issues to deter the efforts of the legal authorities.”

The AFP and PNP will never rejoice in the deaths of our fellowmen who were deceived by the terrorist groups but are steadfast to uphold their mandate to advocate peace, serve the people, and defend the nation.

Asuncion, Davao del Norte — The peace & development campaign for 2021 of the province of Davao del Norte in partnership with the Philippine Army kicks-off thru a Joint Inauguration of the first Half-Way House named as BALAY PANAGHIUSA for Former Rebels and Opening of 3rd Batch of De-Radicalization Program in Davao del Norte inside the Headquarters, 60th Infantry Battalion, Camp Morgia, Asuncion, Davao del Norte this Monday, January 11, 2021.

The Provincial Governor, “Kuya Gov” Edwin Jubahib personally graced the program together with MGEN Reuben S Basiao, Commander 10ID, along with Brigade Commanders of 1001st and 1003rd Brigade, BGEN Luis Rex Bergante and BGEN Nolasco M Mempin, respectively.

The newly built facilities was funded through the ECLIP Assistance Project of DILG and Task Force Balik Loob as support to the National Program on EO70- Ending Local Communist Armed Conflict (ELCAC), a 5 million pesos worth project. On the other hand, the provincial government of Davao del Norte also counterparts 2-million pesos to fully realize the project, Governor Jubahib said.

The facility is equipped with basic amenities such as multipurpose hall as activity/lecture area, dining and kitchen area, shower, laundry area and bedrooms for single and couple participants. Admin Office for PSWDO staff as house parents is also co-located in the area.

Moreover, the 1001st Brigade’s 10-day De-Radicalization Program for Former Rebels now on its 3rd batch will also commence with 16 participants coming from Davao del Norte, Davao de Oro and Agusan del Sur whose NPA units previously operates in the province.

Dino Kairo Bazar alyas Den-den, Front Secretary of WGF 33 whose entire front surrendered to 25IB and 60IB bringing along all their high powered firearms last December 2020 is among the participants of the said program.
