THE Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) continued to violate children's rights as evidenced by the recent rescue of two child soldiers following an encounter with the rebels in Sitio Manlibud, Barangay Sandayao, Guihulngan City, Negros Oriental on January 15, the Philippine Army in the province said.

The two minors were reported by the military as among the four captured NPA rebels during an armed encounter between the 62nd Infantry (Unifier) Battalion and about 12 NPAs belonging to Central Negros 1, Komiteng Rehiyon-Negros, Cebu, Bohol, Siquijor (KR-NCBS).

Brigadier General Inocencio Pasaporte, 303rd Brigade commander, stressed the NPA's rampant violation of the children's human rights and the International Humanitarian Law in recruiting minors to join armed conflict.

Paciente said these two minors were fortunate that government troops were able to rescue them from the violent path of the communist terrorists' exploitation by utilizing them for a violent cause for the benefit of the leftist organization.

"Regardless of how these children were recruited and of their roles, they were victims, whose participation in conflict bears serious implications for their physical and emotional wellbeing," he said.

"They were commonly subject to abuse, witness death, killing, sexual violence or maybe forced to commit violent acts and possibly suffer serious long-term psychological consequences," he added.

The Army official stressed that the reintegration of the two minors into civilian life is an essential part of the challenge to help child-soldiers rebuild their lives.

He said Republic Act 11188, or the "Special Protection of Children in Situations of Armed Conflict Act," declares children as "zones of peace" and is aimed at protecting children in situations of armed conflict from all forms of abuse and violence such as recruiting children into government armed forces and other armed groups.

SECURITY officials said it is "game over" for the Southern Mindanao Regional Committee (SMRC) of the Communist Party of the Philippines–New People's Army (CPP-NPA) as its leaders are already surrendering to government forces.

Colonel Consolito Yecla, commander of the 1003rd Infantry “Raptor” Brigade, said in a press conference Monday, January 17, that Sub-Regional Committee 5 (SRC5) of SMRC has been "successfully" dismantled as its entire leadership surrendered to government troops on January 10, 13 and 16, 2022, respectively, in Sitio Minalong, Barangay Kahusayan, Kitaotao, Bukidnon and Sitio Sambulungan, Barangay Palma Gil, Talaingod, Davao del Norte.

A total of 14 CPP-NPA members surrendered and brought along nine high-powered firearms and two low-powered firearms.

Yecla said the SRC5 was the main source of NPA recruits in SMRC.

The group, he said, is also the ones who established the Haran Bakwits from 2014 to 2021.

It also created the Salugpungan Ta'Tatanu Igkanugon Learning Center Inc.-Mindanao Interfaith Services Foundation Inc. (Misfi), which is said to be institutions teaching students how to use firearms, apart from them being indoctrinated with anti-government propaganda.

Yecla said SRC5's "road to downfall" was already felt when Ariane Jane Ochate Ramos alias Marikit, secretary of Guerrilla Front 55 of SRC5, surrendered to the military in Pikit, North Cotabato in August last year.


Ramos, who was pregnant during the time of her surrender, said in a separate interview that she chose to surrender to become a mother to her child.

She said the dismantling of SRC5 has a huge effect on the operation of the communist group.

"Ang dismantling ng SRC5 ng SMRC ay napakalaki, kasi ang SRC5 ay baston ng NPA recruitment sa SMRC. Dahil wala na ang name-passing guerrila, mahirap nang umusad pa para sa pagsulong ng People's Democratic Revolution," Ramos said, adding that there would be a possibility that the SMRC would collapse anytime.

According to another surrenderer Ida Marie Montero alias “Mandy,” during the initial interview, “Game over na kami, sir. (It’s game over for us, sir.)”

“We already heard the fate of SRC5. It is game over. But before we hit the final buzzer, we have another game to play, which is to sustain peace and development in our AOR [area of responsibilty]," Yecla said.

Meanwhile, Major General Ernesto Torres Jr., commander of the 10th Infantry Division, said the dismantling of SRC5 is way ahead of the timeline set by President Rodrigo Duterte.

“This is the reality on the ground as opposed to the lies being peddled by the CPP Information Bureau that they still have strong cadres and mass bases. Our joint Intelligence, Focus Military Operations (FMO) and purposive CMO operations led to the destruction of SRC5 and SRGU of the Southern Mindanao Regional Committee (SMRC),” Torres said.

He also called on other members of the communist group to surrender as early as now.

 President Rodrigo Duterte appointed the new chiefs of the Philippine Marine Corps, and the Armed Forces of the Philippines (AFP) Northern and Western Luzon Commands, Defense Secretary Delfin Lorenzana confirmed on Tuesday, January 18.

Duterte appointed
Rear Admiral Alberto Carlos as the new chief of the AFP Western Command (Westcom) effective January 24. Carlos will replace Vice Admiral Ramil Roberto Enriquez.

Carlos is the current commander of the Philippine Fleet under the Philippine Navy. He also previously served as the AFP Deputy Chief of Staff for Logistics

The new Westcom chief is also the younger brother of Philippine National Police chief General Dionardo Carlos. As the new Westcom commander, he would oversee the military operations of the AFP in areas near Palawan, including maritime features being threatened by China in the West Philippine Sea.



Meanwhile, the commander in chief also appointed Major General Ernesto Torres Jr. as the new commander of the Northern Luzon Command (Nolcom) effective January 7. Torres replaced Lieutenant General Arnulfo Burgos Jr. who retired in December last year.

Torres previously served as the head of the Joint Task Force Haribon and as deputy commander of the Eastern Mindanao Command. The new Nolcom chief belongs to the Philippine Military Academy (PMA) Makatao Class of 1989 along with Philippine Army chief Lieutenant General Brawner Jr.

As the new Nolcom chief, Torres would oversee the operations of the military in North and Central Luzon. Torres would also lead the military forces in critical areas like Bajo de Masinloc in Zambales.
New Marines chief

Duterte also appointed Major General Nestor Herico as the new commandant of the Philippine Marine Corps under the Philippine Navy effective February 21. The new Marine Corps chief will replace Major General Ariel Caculitan who will retire from service.

Prior to his appointment, Herico served as the vice commander of the Navy.

Herico belongs to the PMA Maringal Class of 1988. His classmates include former AFP chief Lieutenant General Jose Faustino Jr., AFP chief General Andres Centino, and Navy chief Vice Admiral Adeluis Bordado.


The Philippine Marine Corps is a command under the Navy, along with the Philippine Fleet.

As new Marine Corps chief, Herico will uphold the Marine’s mission “to provide combined arms units in the conduct of amphibious warfare and such other operations in order to accomplish the mission of the Philippine Navy.” –

The Philippine National Police (PNP) has reshuffled unit commanders in MIMAROPA, including city director P/Col. Sergio Vivar, in accordance with its position that all personnel must remain non-partisan during the national and local elections scheduled for May this year.

In a press statement, the Police Regional Office (PRO) said that the revamp was made prior to the election period, which was from January 9 to June 8, 2022.

Vivar was replaced by P/Col. Roberto Bucad. His transfer was confirmed to Palawan News on Tuesday by PRO MIMAROPA spokesperson P/Lt. Col. Imelda Tolentino.

“Hinahanapan pa po ng Crame ng assignment si sir Vivar,” she said.

PRO MIMAROPA said unit commanders, such as provincial directors, battalion commanders, company commanders, and chiefs of police who have rendered at least one year of service shall be relieved to avoid close association with the election candidates.

The regional police said personnel with relatives seeking election positions up to the fourth degree of consanguinity or affinity were also subjected to revamp in compliance with PNP Command Memorandum Circular 27-2021, or “Guidelines and Procedures in Securing the Conduct of the 2022 National and Local Elections (2022 NLE)”.

At present, three provincial offices and one city police officer have their new provincial directors and city director.

Occidental Mindoro Police Provincial Office is now under the command of P/Col. Simeon Gane Jr.; Oriental Mindoro under P/Col. Renante Cabico; and Marinduque Police under P/Col. Christopher Melchor.

Meanwhile, at least 33 unit commanders, including chiefs of police, company commanders, and unit chiefs in the provincial and regional headquarters were also re-aligned.

“We relieved unit commanders with great purpose. We need to observe the highest level of professionalism and non-partisanship as we discharge our sworn duties during the election period,” P/BGen. Sidney Hernia said in the statement.

More high-powered firearms, ammunition, and dissident materials and files were recovered by government troops in Palawan on Sunday in two sitios in Barangay Tinitian, Roxas municipality.

The new arms cache and subversive items were unearthed after the Joint Task Force Peacock (JTFP), led by Brig. Gen. Jimmy Larida, conducted intensified operations in the sitios of Karatong and Bayugon in Brgy. Tinitian on January 16 to find the New People’s Army’s (NPA) hidden stores of weapons, according to a statement released Tuesday by the 3rd Marine Brigade (3MBde).

The Brigade said the sites where they were hidden were disclosed by former rebels Jomar Masong (Ka Degret, Len, and Jerson), Justine Kate Raca (Ka Rogan), and Warren Pandanio (Ka Japet and Nike).

First recovered in Karatong were two M16 rifles, 20 rounds of 5.56 ammunition, 10 rounds of 7.62mm ammunition, an M16 short magazine, and propaganda materials.

In Bayugon, the JTFP recovered an M16 rifle Colt, an M16 rifle POF USA, AK47 rifle, two grenade launchers, 17 M16 short magazines, five M16 long magazines, five AK47 magazines, an M14 magazine, five improvised hand grenades, an improvised Claymore mine, three rifle grenades, eight 40mm ammunition, close combat optic, one range finder, 112 round of 7.62 ammunition, and 236 rounds of 5.56mm ammunition.

“This recovery of high-powered firearms, anti-personnel mines, improvised grenades and ammunition of the Communist NPA Terrorists once again will save the lives of government forces and innocent civilians,” Larida said.

“Rest assured that your Marines in the province of Palawan remain to be your shield against the atrocities of this terrorist group,” he added.

The operation was carried out also with the Joint Task Group-North/Marine Battalion Landing Team-3 and the Joint Intelligence Task Units-North.

PRESIDENT Rodrigo Duterte has named 10th Infantry Division commander, Maj. General Ernesto Torres Jr., as the new commanding general of Northern Luzon Command (Nolcom).

A copy of Duterte’s letter, dated Jan. 7, confirmed that Torres is the next Nolcom chief.

“I wish to inform you that, per your letter-endorsement and in accordance with the recommendation of the Chief of Staff, Armed Forces of the Philippines (AFP) and Chairman, AFP Board of Generals, pursuant to Republic Act No. 8186, as amended by Republic Act No. 9188, the designation of Major General Ernesto C. Torres Junior 0-10054 Philippine Army as Commander Northern Luzon Command vice Lt. Gen. Arnulfo Marcelo B. Burgos is hereby approved effective this date,” the letter read.

Torres replaced outgoing commander, Lt. Gen. Burgos.

Torres is a member of Philippine Military Academy “Makatao” class of 1989 and holds a Master’s Degree in Military Arts and Sciences from the US Army Command and General Staff College.

Previously, Torres held key positions such as Commander of Joint Task Force Haribon of Eastern Mindanao Command and Commander of Civil Relations Service of the Armed Forces of the Philippines (AFP). He also served as the Chief of Office of the Army Chief Public Affairs, and AFP Public Affairs Office.

THE 1003RD Infantry Brigade of the 10th Infantry Division has successfully destroyed a Sub-Regional Committee under Southern Mindanao Regional Committee (SMRC) of the New People’s Army (NPA), following the surrender of its key leaders and members.

Col. Consolito Yecla, the 1003rd Infantry brigade commander, said the entire leadership of the headquarters SRC5, SMRC, and its Sub-Regional Guerilla Unit (SRGU), surrendered to the brigade on Jan. 10, 13 and 16, 2022 at Sitio Minalong, Barangay Kahusayan, Kitaotao, Bukidnon and Sitio Sambulungan, Barangay Palma Gil, Talaingod, Davao del Norte.


The military identified them as:

1) Ida Marie Montero, secretary, and finance officer;

2) Renato Lubguban, deputy secretary, and commanding officer, Sub-Regional Operational Command;

3) Lutenant Apoga, commanding officer, Sub-Regional Guerilla Unit (SRGU);

4) Vivan Dumol, political instructor, Sub-Regional Guerilla Unit (SRGU);

5) Lito Taluwa, acting commanding officer of SRGU;

6) Enrico Caramat, political instructor;

7) Rudy Saballa, military adviser, and former CO, Dismantled GF56;

8) Lauret Tumbasay, medic;

Accordingly, they brought nine high-powered firearms and two low-powered firearms consisting of three Colt M653 rifles; four M16 rifles; M14 rifle; one M79 grenade launcher; and two Caliber .45 pistols.

Also, they brought numerous war materiel, including five M16 short magazines; 36 pieces of M16 long magazines; five M203 ammunition, 1028 rounds (Rds) of M16 ammunition, 66 rounds of M14 ammunition, two handheld radios, 12 blasting caps, 8 Bandoleers, assorted medical paraphernalia, Personal belongings, Three USB sticks, and Two Memory Cards.


In an initial interview with Montero, she said “Game over na kami, Sir (It’s game over for us, sir).”

Moreover, MGen Ernesto C. Torres Jr, commander of the 10ID, lauded the brigade’s lofty accomplishment.

Also, the dismantling of SRC 5 was way ahead of the timeline set by President Rodrigo Roa Duterte.

“This is the reality on the ground as opposed to the lies being peddled by the CPP Information Bureau that they still have strong cadres and mass bases. Our joint Intelligence, Focus Military Operations (FMO) and purposive CMO operations led to the destruction of SRC5 and SRGU of the Southern Mindanao Regional Committee (SMRC),” MGen Torres said.

“Indeed, our efforts against the CPP-NPA in Southern Mindanao is on the endgame. Cadres after cadres have been neutralized, guerilla fronts after guerilla fronts have been dismantled. It’s time to end this insurgency. Not tomorrow, but today. Again, I am calling the remaining deceived members of the Communist Terrorist Group to lay down your arms, return to the folds of the law and live a peaceful life ahead,” the division commander further said.

In 2016, it can be recalled that the Sub-Regional Committee 5, SMRC had three Guerilla Fronts namely GF 54, 55, and 56; and had one Sub-Regional Guerilla Unit (SRGU). All are now dismantled.

Also in 2016, the entire SMRC had 14 Guerilla Fronts and 6 Sub-Regional Guerilla Units but are now down to just 4 Guerilla Fronts and 1 SRGU.

The military seized several anti-personnel mines (APMs), a high-powered firearm and assorted ammunition after an armed encounter with communist New People's Army (NPA) rebels in the hinterlands of Barangay Motorpool, Tubod, Surigao del Norte on Sunday.

In a statement Monday, the Army's 30th Infantry Battalion (30IB) said troopers carried out security operations following reports of the presence of NPA rebels extorting and harassing the residents in the area.

"A 15-minute gunfight immediately ensued after our troops were fired by the rebels upon arriving in the area," the statement read.

The military said the rebels were reportedly headed by Alberto Castañeda alias JD and Roel Neniel alias Jacob of the Sandatahang Yunit Pampropaganda 16C1 and 16C2, Guerrilla Front 16 of the North Eastern Mindanao Regional Committee.

After the clash, the rebels withdrew in different directions, leaving at the encounter site two APMs with blasting caps, an AK-47 rifle, 182 pieces of AK-47 rifle ammunition, 376 pieces of M-16 rifle ammunition, one rifle grenade, five pieces of 40mm ammunition, six backpacks containing personal belongings, subversive documents, food and medicines.


In the same statement, Lt. Col. Ryan Charles Callanta, the commander of 30IB, lauded the residents for tipping the government forces vital information that resulted in the success of the operation.

“We are thankful to the residents for their continued support of our fight against terrorism,” Callanta said.

He urged the residents, especially those in the remote areas of Tubod town, to continue their trust in the government and the Army.

“We will continue to perform our duties and responsibilities especially during these times of difficulties caused by the continuing pandemic and the recent typhoon,” Callanta said.

Tubod was among the areas hit by Typhoon Odette in December last year.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973.

TACURONG CITY – Police here have launched a manhunt against two men who shot dead an education official while he was driving home with his wife here on Monday night.

Lt. Col. Joan Maganto, city police director, said Tuesday police teams have been dispatched to know the identities and whereabouts of motorcycle-riding gunmen who ambushed Javier Kumandi Sr., schools district supervisor of Pandag, Maguindanao, in Barangay San Pablo of this city.


“Pursuit operation is still ongoing up to now,” he said.

Kumandi belonged to the Ministry of Basic, Higher and Technical Education (MBHTE) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Initial police investigation showed Kumandi was driving his black Toyota Innova (AGA-5857) heading home with his wife in Barangay San Pablo when unidentified gunmen onboard motorbikes opened fire on them at about 7 p.m.

“Kumandi died on the spot,” Maganto said.

Kumandi’s wife, who was not identified in the report, was rushed by responding police officers to a hospital in the city where she is getting medical attention.

Maganto said police investigators have yet to establish the motive behind the attack.

Government troops killed an Abu Sayyaf Group (ASG) supporter in a brief firefight and recovered an improvised explosive device (IED) from him in Basilan province, military officials said Tuesday.

Lt. Gen. Alfredo Rosario Jr., commander of the Western Mindanao Command (Westmincom),
identified the slain ASG supporter as Ajie Gomez of Sumisip, Basilan.

Rosario said Gomez was killed in a clash with joint military and police forces at dawn Monday in Barangay Limbocandis, Sumisip.

Rosario said the troops were quick to open fire when Gomez resisted and aimed his M16 rifle toward the lawmen, who were checking the reported presence of an individual in possession of an IED in the village.

Recovered from the suspect were an M16 rifle with two magazines loaded with 58 rounds of ammunition, a .38 caliber revolver with six rounds of ammunition, one bandoleer, and an IED.


Rosario said the IED has the following components: motorcycle chain, one bottle of possible 2T motorcycle oil used as an explosive container, ammonium nitrate fuel oil (ANFO), a 9-volt battery, and tripwire.

The cadaver of the suspect was turned over to his family for a decent burial, while the military and police are continuously intensifying security operations in Sumisip, according to Rosario.

CAMP SIONGCO, Maguindanao – The slain primary suspect in the recent Mindanao Star Bus (MSB) bombing in Aleosan, North Cotabato was involved in previous bomb attacks in the Soccsksargen region, the military here said Tuesday.

Lt. Colonel John Pal Baldomar, the Army’s 6th Infantry Division spokesperson, said
Norodin Hassan, slain during an Army law enforcement operation in Barangay Tonganon, Carmen, North Cotabato on January 15, was also linked to the twin bombings in Isulan, Sultan Kudarat in 2018, and also the bombing of a mall in Cotabato City in 2019.

Baldomar said Hassan was also involved in the burning of the Yellow Bus Line (YBL) unit in M’lang, North Cotabato, and the YBL bus bombing in Tulunan, also in North Cotabato, which both took place last year.

“He has warrants of arrest for murder, multiple murder, multiple frustrated murder, arson and bombings, and anti-terrorism law,” Baldomar said.

“His group was also involved in the extortion activities against bus firms and multi-national companies,” Baldomar added.


Hassan and three others were slain four days after the military launched pursuit operations against them in Carmen, North Cotabato, following the bombing of the MSB unit in Barangay San Mateo, Aleosan, North Cotabato on January 11.

A five-year-old boy died while six others were injured in the incident.

Earlier, the management of Yanson Group of Companies (YGBC) lauded the Army for the quick response that led to the neutralization of the bombing suspects.

“We extend our sincere gratitude to our soldiers for their efforts in ensuring the safety of our riding public,” said Celer Estologa, YGBC legal and media relations manager for Mindanao, said in a statement.

Tired of evading government forces relentlessly pursuing them, 16 members of the Bangsamoro Islamic Freedom Fighters (BIFF) have decided to lay down their arms and surrender to military troops in Maguindanao.

Maj. Gen. Juvymax Uy, the Army’s 6th Infantry Division (ID) commander, said Tuesday the Moro extremists yielded to the Army in Barangay Meta, Datu Unsay so they can avail themselves of government amnesty programs.

Lt. Col. Nathaniel A. Balintong, the Army’s 92nd Infantry Battalion commander, said seven former BIFF rebels under the Karialan faction and nine (9) under the Bungos faction surrendered to government forces through the joint efforts of the military and the police units in Maguindanao.

Balintong said the16 BIFF members were formally presented Monday to Brig. Gen. Ignatius Patrimonio, commander of 1st Brigade Combat Team at the 92nd IB headquarters, Hill 150, Datu Unsay, Maguindanao following their surrender over the weekend.


Local officials witnessed the surrender rites, he said.

The group turned over seven M1 Garand rifles, a 5.56mm sniper rifle, a 7.62mm sniper rifle, an M14 rifle, a rocket-propelled grenade launcher, a converted 7.62mm rifle, two .50-caliber Barrett rifles, and two improvised explosive devices.

Uy, also the commander of Joint Task Force (JTF) Central, lauded the synergy of military, police, and local government units involved in the successful surrender activity.

“The surge of surrender only indicates that the security landscape in the area is changing as more BIFF members are returning to the folds of the law,” Uy said.

“Rest assured that the JTF Central will continue to strengthen our civil-military relationships and intensify the conduct of offensive operations against the remaining members of the BIFF to ensure the safety and security of the people of Central Mindanao,” he added.

The 16 former rebels are set to receive livelihood assistance from the provincial government of Maguindanao so they can start a new life.

On January 15, 14 BIFF members also yielded to authorities in Sultan Kudarat province.

In 2021, more than 300 BIFF returned to the folds of the law.

The camp of the 1st Infantry “Tabak” Division (ID), the Philippine Army’s premier command, has been placed on lockdown as over a hundred personnel were infected with the coronavirus disease 2019 (Covid-19).

Maj. Gen. Generoso Ponio, 1ID commander, placed their main Camp Cesar Sang-an headquarters in Barangay Upper Pulacan, Labangan, Zamboanga del Sur, on lockdown effective Monday.

Capt. Mary Jephte Mañebog, 1ID information officer, disclosed Tuesday that 134 personnel have been infected with Covid-19 as of Monday night.

“We are on the red alert status. The 1ID headquarters is on lockdown,”
Mañebog said in an interview.


Mañebog said those infected included officers, enlisted personnel, trainees, civilian employees, and Civilian Active Auxiliary (CAA) members.

She said they are isolated in the quarantine facilities of their respective offices and are being attended by personnel of the Camp Cesar Sang-an Station Hospital.

“They (the infected) are all fully vaccinated,” she added.

She said only personnel whose task is to purchase necessities like food are allowed to go out of Camp Cesar Sang-an.

Mañebog said despite the lockdown, they still receive visitors but are required to undergo the antigen test before being allowed entry into the camp.

Two minors who were rescued from the Communist Party of the Philippines-New People’s Army (CPP-NPA) during a weekend clash with government troops in Guihulngan City, Negros Oriental are now in the custody of the local Social Welfare and Development Office (SWDO).

Brig. Gen. Inocencio Pasaporte, commander of the Philippine Army’s 303rd Infantry Brigade, told the Philippine News Agency Tuesday that after being treated for their slight injuries, the minors are now with the Guihulngan City SWDO.

The day after the encounter, the parents were immediately summoned and have met with their children, prior to their turnover to the SWDO, he said.

“They (children) were being utilized as "utusan" or runners/assistants and sometimes, one of them would bear arms,”
Pasaporte said in mixed English and Cebuano. The minors are not regular members of the armed group, he noted.


The Army commander said one of the two children, whose identities were withheld for security reasons, disclosed that he was first recruited in 2018 somewhere in the hinterlands of Guihulngan City.

Pasaporte advised parents to monitor their children's activities to shield them against NPA recruitment as they are “vulnerable” and easily swayed to join the underground movement.

The two minors were among the four suspected NPA members who were "captured" by 62nd Infantry Battalion soldiers during an encounter at Sitio Manlibud in Barangay Sandayao, Guihulngan City on January 15, a report from the Philippine Army said on Tuesday.

More or less 12 suspected NPA members belonging to Central Negros 1, Komiteng Rehiyon-Negros Cebu, Bohol, Siquijor (KR-NCBS) clashed with the government troops who, Pasaporte said, acted on information received from villagers regarding the presence of armed men.

One suspected rebel was killed while the government troops also recovered firearms and ammunition.

“Regardless of how these two children were recruited and of their roles, they were victims whose participation in conflict bears serious implications for their physical and emotional well-being,” Pasaporte said.

He added this is an indication of the NPA’s deceitful acts and violation of the children’s human rights and the International Humanitarian law on the recruitment of children in armed conflict.

The minors are now being processed for reintegration into civilian life, “an essential part of the challenge to help child soldiers rebuild their lives,” Pasaporte said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA.

The Philippine Army (PA) on Monday opened its first-ever aeromedical evacuation training program which is aimed at improving its life-saving capabilities as well as the survival of troops wounded in combat.

"A total of 17 students will undergo the blended training program that is divided into the Army Flight Medic Course and the Army Critical Care Flight Medic Course. The 21-week program will enhance the students’ knowledge and skills in treating and increasing the survivability of combat-wounded soldiers,"
PA spokesperson Col. Xerxes Trinidad said in a statement on Monday night.

The training also seeks to upgrade the Army Aviation Regiment’s aeromedical capability in anticipation of the acquisition of air assets that will be used in the transport of battle casualties, he added.


Aerial medical evacuation is the fastest way to transport a combat-wounded soldier from the point of injury to the nearest medical treatment facility.

“The course will capacitate Army surgeons, nurses, and flight technicians in improving the chances of survival of combat-wounded soldiers,” Army chief nurse Col. Maria Victoria Juan said.

Meanwhile, Army Aviation Regiment commander Col. Andre Santos, who graced the virtual event as guest of honor and speaker, said having this capability will greatly boost the morale of troops in the field.

“Being formerly assigned in the field myself, this training course will give our troops an added morale boost knowing that help is always nearby in case anything happens while we are accomplishing the mission," he added.

As this developed, Santos said the Army Aviation Regiment together with the Office of the Army Chief Nurse and the Office of the Army Chief Surgeon, will work to address the lack of medical evacuation helicopters manned by properly trained medical personnel, aviators, and their crew working together as a team.

The acquisition of the Indian-made BrahMos medium-range ramjet supersonic cruise missiles will greatly enhance the Philippine Navy (PN)'s capabilities to defend the country's vast maritime borders.

"It will increase the capability of the AFP (Armed Forces of the Philippines), particularly the PN to defend the country’s extensive maritime borders,"
PN spokesperson Commander Benjo Negranza said in a message to Philippine News Agency on Monday night when asked how the acquisition of the BrahMos will affect the country's deterrent capabilities.

Negranza added the BrahMos will also complement the efforts of PN surface ships in patrolling Philippines waters aside from beefing up the Philippine Marine Corps (PMC) firepower.

"The acquisition of the shore-based anti-ship missile project will boost the capability of the PN, particularly the PMC’s Coastal Defense Regiment as the end-user,"
he said.


Earlier, Department of National Defense (DND) Secretary Delfin Lorenzana said the deliveries of the BrahMos for the PN's Shore-Based Anti-Ship Missile System Acquisition Project is expected to start within a year.

The BrahMos project is worth USD374,962,800 (around PHP19 billion).

On December 31, Lorenzana signed the Notice of Award for the Navy BrahMos' acquisition project and is a government-to-government deal signed with India.

"It includes the delivery of three batteries, training for operators and maintainers as well as the necessary Integrated Logistics Support (ILS) package. Conceptualized as early as 2017, the Office of the President approved its inclusion in the Horizon 2 Priority Projects in 2020," he added.

A missile battery typically consists of three mobile autonomous launchers with two or three missile tubes each, along with the tracking systems.

Lorenzana said the PMC's Coastal Defense Regiment will be the primary user of the BrahMos missile system.

The BrahMos cruise missile can be launched from a ship, aircraft, submarine, or land and has a top speed of around Mach 2.8 (around 3,400 km. per hour), and is capable of carrying warheads weighing 200 to 300 kilograms.

The acquisition of a land-based missile system is under Horizon II of the Revised Armed Forces of the Philippines Modernization Program, which is slated for 2018 to 2022 and geared for the acquisition of equipment for external defense. It has a budget of PHP300 billion.

President Rodrigo Roa Duterte lauded the Armed Forces of the Philippines (AFP) for their "tireless toil during times of crises and helping their fellow Filipinos."

"I was on the ground two after the typhoon or the day after. Nakita ko yung mga sundalo at yung, (I saw the soldiers and those) Philippine Navy or Air Force -- all of them participating in the relief operations and helping the people move,"
Duterte said in his prerecorded Talk to the People aired on Tuesday.

Duterte commended the soldiers for sending humanitarian services to the people in trying times, on the top of their job to secure peace and order, particularly neutralizing the communist terrorist New People's Army (NPA).

"I would like to reiterate, on behalf of the people of the Philippines. I would like to commend and salute the AFP for their toil. It was really a toil to be there, helping everybody," Duterte said.

He offered a snappy salute to the soldiers in front of the key government officials physically and virtually present during the Talk to the People at the Arcadia Active Lifestyle Center in Matina, Davao City.

"Salamat (Thank you) for all of the achievements so far that you have gathered throughout the -- it's a never-ending job for you hanggang ngayon at nagpapasalamat ang tao, ako mismo nagpapasalamat (until now and the people are thanking, even myself I'm thanking you). Keep up the good work,"
he said.


Duterte noted that soldiers can easily be tapped when "a lot of people are needed to be assisted and they won't say no."

"I am praising the military because they deserve it," he said.

Apart from its internal and external security defense roles, the AFP also plays a very important role in the country's ongoing efforts to contain the coronavirus disease 2019 (Covid-19) pandemic.

The air, land, and sea assets of the AFP are also being used to transport medical equipment, healthcare supplies, and even Covid-19 vaccines to different regions across the country.

Currently, thousands of military doctors, nurses, and other medical auxiliary are deployed in Covid-19 treatment and quarantine facilities nationwide.

First responders

In the same briefing, AFP chief Gen. Andres Centino said military personnel were among the first responders deployed when Typhoon Odette battered a large part of the Visayas and Mindanao last December.

“Our personnel were immediately deployed to help in the prevention, mitigation, and response operations before, during, and after the typhoon to assist in the delivery and transport of relief goods, supplies, equipment, and personnel in the affected areas,” Centino told the President.

Centino said that 9,079 AFP personnel were deployed in Mimaropa, Western Visayas, Central Visayas, Northern Mindanao and Caraga, which were heavily affected by Typhoon Odette.

The military also utilized 28 naval vessels, 30 aircraft, and 769 land assets for relief and rescue missions.

A total of 522,675 kilograms of relief goods and equipment were transported by air, 4.1 million kilograms were ferried by sea, and 4.9 million kilograms were transported by land including the safe transport of 2,100 stranded individuals back to their communities with the support of its partner-stakeholders from private aviation and shipping companies.

The AFP also assisted other government agencies in the delivery of basic services and private utility companies in the restoration of power and water supplies in the affected communities. “

"With the activation of the AFP Civil-Military Coordination Center, we received and facilitated over 8 million kilos of relief goods from 460 donors,” Centino said.

The AFP chief added that newly acquired assets were utilized in the transport, rapid damage assessment, evacuation, and clearing operations.

These include missile-frigate BRP Jose Rizal (FF-150) of the Navy, the S-70i "Black Hawk" helicopters of the Air Force, and the KM-250 and engineering equipment of the Army.

The AFP deployed its mobile kitchen in Cebu that provided meals to 24,925 individuals and sent carpentry teams to repair damaged houses.

Meanwhile, the BRP Ang Pangulo (ACS-25), which was converted into a floating hospital, served 1,614 patients in Siargao.

“While we have increased the deployment of our personnel in typhoon-affected areas, we assure the President that we still have sufficient forces deployed in other parts of the country to perform the mandate of the AFP to secure our communities from insurgents and terrorists,” Centino said.

Centino also informed the President on the neutralization of Menandro Villanueva alias "Bok", who was the commander of National Operational Command and Secretary of Southern Mindanao Regional Party Committee of the communist terrorist group.

The AFP also neutralized Narodin Hassan alias "Andot," head of the DawIah Islamiya-Hassan group, who was responsible for the recent Mindanao Star Bus bombing.

Philippine Fleet commander, Rear Admiral Alberto Carlos, will be the new commander of the Western Command (Wescom) of the Armed Forces of the Philippines (AFP) in Palawan.

Department of National Defense (DND) Secretary Delfin Lorenzana confirmed Carlos’ appointment in a text message to reporters.

President Rodrigo Roa Duterte signed Carlos’ designation on Monday.

Carlos will replace Vice Admiral Ramil Roberto Enriquez who will reach the retirement age of 56 on January 24.


Prior to his appointment, Carlos served as AFP Deputy Chief of Staff for Logistics.

He also used to head the Naval Combat Engineering Brigade.

Carlos is a graduate of the United States (US) Naval Academy Class of 1989.

He is the younger brother of Philippine National Police (PNP) chief, General Dionardo Carlos.


Lorenzana earlier confirmed that Maj. Gen. Ernesto Torres Jr., who heads the Philippine Army's 10th Infantry Division based in Davao de Oro province, was named commander of the Northern Luzon Command based in Tarlac.

Torres, a member of the Philippine Military Academy Class of 1989, will replace Lt. Gen. Arnulfo Marcelo Burgos Jr., who retired in December.


On Tuesday night, Malacañang confirmed the appointments of both Carlos and Torres.

“We wish both officers all the best in their new tours of duty, and we are confident that they will continue to perform their mandate to serve our people and to secure our nation with professionalism, integrity, and dedicated service,” Acting Presidential Spokesperson, Cabinet Secretary Karlo Nograles, said in a press statement.

COTABATO CITY —The Executive Director of Bangsamoro Information Office (BIO) of the BARMM Andrew Alonto, underscored the role of the information office in promoting transparency and moral governance of the Bangsamoro government during the 37th episode of Kaunlaran sa Bangsamoro hosted by Bangsamoro Multimedia Network (BMN) Inc., last Thursday, January 13, 2022.

“We are mandated to be the center of information of the Bangsamoro government. Other than that, we are also mandated to promote transparency, moral governance to enrich our public discourse,” said Alonto as he discussed the functions coordination, programs, and future plans of their office.

He related that BIO, the communication arm of the Bangsamoro government, was known as the Bureau of Public Information during the time of the defunct ARMM.

“When BARMM had entered and the Bangsamoro Admin Code was approved, the former BPI was now replaced as BIO or Bangsamoro Information Office,” Alonto added.

According to the Bangsamoro information chief, the reason why BIO connects with the ministries and offices was to convey the status of the Bangsamoro government to the constituents.

“This includes sharing the information on what are the different operations of our ministries and offices,” he elaborated.

“Being government we are operating under public funds or utilizing public funds, so it’s natural and right for the people to know on how their government is utilizing this so-called public funds, that is in support of what we call Moral Governance that’s being also pushed by our Chief Minister,” Alonto added.

He said the Bangsamoro constituents should have an enriching discussion on social, economic, or political issues based on facts and objectives.

“The state recognizes the vital role of communication and information in nation-building. That is precisely where the Bangsamoro is right now, we’re trying to build the Bangsamoro nation and it’s very important for all of us to communicate with one another,” Alonto said.

He underscored the importance of sharing information towards the progress, building, and development of the Bangsamoro and it is in line with the objectives of BIO.

The information chief said it is their duty and responsibility to establish a network of information officers within the Bangsamoro government.

He related further that the agency facilitated the building of Guild of Information Officers which have different Information Officers as their members coming from various ministries and offices.

“The purpose of building such guild is to have simplified connection and coordination and to improve the protocols and processes that they need to accomplish,” he said.

Alonto mentioned their activities such as live streams programs, and their daily newscast called Pasada Alasyete, a daily newscast of BIO that could be watched on the official Facebook page of Bangsamoro government from Monday to Friday, 7:00 PM.

He also related the formation of the Bangsamoro Press Corps (BPC) in which he stated that during the time of forming the BPC with the assistance of the Ministry of the Interior and Local Government (MILG) headed by Minister Atty. Naguib G. Sinarimbo.

“By forming themselves into a press corps, our colleagues in the media further legitimize themselves, it added another layer to their legitimacy. If you say it’s reported by the Bangsamoro Press Corps then there’s really a big chance that those are credible and reliable information,” he said referring to the importance of BPC.

Alonto also shared that their plans for the current fiscal year include fixing internal processes, revisiting the organizational structure for the purpose of making their service and output better for the public.

“We also want to see this year the operationalization of what we call ‘Bangsamoro Gazette’ so this is also in line with our mandate of providing transparency because the future contents of the Bangsamoro Gazette are all of the resolutions and laws passed by the Bangsamoro Parliament,” he further conveyed.

The talk show guest looked forward that the gazette shall be distributed to the different agencies and to the public. “And not just the bills or resolutions that they approved but we will also include the Executive Orders or Administrative Orders coming from the Office of the Chief Minister, also the Joint Circulars or Memorandum that the public needs to be aware of,” he explained.

Alonto said, “In our office one of the important values we identified is credibility, we deem it very important. A public information office like the BIO has credibility, that’s how we relate moral governance to our job. We want that if a person sees Bangsamoro Information Office they automatically know that that [BIO] office releases credible and true information.”

He added that BIO will not engage in false news, misinformation, and politicking

“We will be objective, we will not sensationalize issues, whatever these ministries and offices performance that’s what we’ll show; we’re not going to sugarcoat; we’re not going to give the public false information,” he said.

Alonto added, “That’s how we see Moral Governance in our program; to provide credible service, we want to achieve credibility and we want to maintain that credibility.”

Bongao Tawi-Tawi (January 17, 2022)- The newly renovated school buildings at Barangay Tongusung and Barangay Tongmageng, Sitangkay, Tawi-Tawi were completed and turned-over to school officials in a simple ceremony that took place in different barangays on Monday, January 10.
The school-building renovation project was implemented by the Ministry of Basic, Higher and Technical Education (MBHTE) of Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and through the efforts and facilitation of MP Prof. Abdulla A. Ahang.

The project was among the component programs of the Transitional Development Impact Fund (TDIF) of BARMM Regional Government In their respective messages of acceptance, Mr. Ismael Omar, Principal of Tongusung Elementary School, and Miss Sonia Mandai School principal of Tongmageng Elementary School both school officials expressed their profound gratitude to BARMM Regional Government particularly to Minister Iqbal of MBHTE for the completion of the project.

The school officials and faculty members have also extended their gratitude to BARMM Parliament members for Tawi-Tawi province MP. Prof Ahang and his staff for their efforts and initiatives who chose the two dilapidated elementary schools buildings as among the beneficiaries of MP Ahang allotted TDIF Project for Tawi-Tawi areas.

During the ceremony, MP Ahang was represented by his core staff led by his Chief of Staff Radzhadin Ahang, Legislative Officer Mr, Saliakram Adduh, TDIF Focal person Mr. Aldaim Kasim, and Political Affairs Officer Mr. Tirso Tahir and was witnessed by Monitoring Officials Engr. Indal Abdulkata and Mr. Aldrin Damming both from the Provincial Office of MBHTE, Tawi-Tawi Province.

Mr. Adduh, Legislative Officer from the office of MP. Prof. Ahang said that more projects have been allotted for Tawi-Tawi Province under TDIF Programs some of them are also allotted for MP Ahang.

It is just a matter of time before we can fully enjoy the dividends of peace where BARMM implementing ministries are in the course of implementing those approved projects, Adduh stressed.

Mariing kinundena ng Pamalakaya, Kilusang Magbubukid ng Pilipinas at Bayan Muna Partylist ang marahas na demolisyon sa isang komunidad ng mga mangingisda at magsasaka sa Cavite noong umaga ng Enero 13. Hindi ito ang unang pagkakataon na sinubukang pasukin at idemolis ang kanilang komunidad.

Pinaputukan ng mga pulis at ng gwardya ang nagpuprotestang mga residente ng Barangay Patungan (Barangay Sta. Mercedes) sa Maragondon, Cavite. Tinututulan nila ang demolisyong isinasagawa ng mahigit isang libong katao mula sa Philippine National Police, Special Warfare Team (SWAT), Seraph Security Agency at 300-kataong demolition team. Kasama nila ang mga elemento ng Philippine Coast Guard.

Ayon sa ulat ng Pamalakaya, nagmula pa sa Tondo, Manila at Navotas City ang demolition team, at pinaniwalang padadaluhin lamang sila sa isang ‘clean-up drive’ sa isang resort at babayaran ng sahod na P650.

Labindalawang putok ang pinakawalan ng mga pulis at gwardya, na sa inisyal na ulat, ay nakasugat sa tatlong residente. Kinilala ang mga biktima na sina Neslie Lantar, Erick Dominado, at Ace Amul, mga mangingisda sa lugar. Isa sa kanila ay malubhang tinamaan ng bala sa tiyan, ayon kay Charm Maranan, tagapagsalita ng Defend Southern Tagalog.

Hindi makalapit ang mga residente sa mga sugatan dahil hinaharangan ng SWAT ang daan, ayon naman sa ulat ng BAYAN-Cavite. Dinala ng mga armado ang isang sugatan sa kanilang detatsment at doon binugbog. Mahigpit itong kinundena ng BAYAN-Cavite sa Commission. Iginiit din nito sa Commission on Human Rights (CHR) na magsagawa ng imbestigasyon sa naganap na pamamaril at marahas na pag-atake. Nanawagan ang grupo sa CHR at mga nagmamalasakit na organisasyon at indibidwal na kagyat na tulungan ang mga sugatan at residente ng Barangay Patungan.

Nananawagan naman ang pambansang tagapangulo ng Pamalakaya na si Fernando Hicap kay Cavite Gov. Jonvic Remulla na kagyat na tulungan ang mamamayan na mawawalan ng kanilang mga tirahan at para matigil ang marahas na demolisyon.
Laban Patungan!

Mula 2000, ipinaglalaban na ng mga magsasaka at mangingisda ng Barangay Patungan ang kanilang komunidad. Ayon sa Pamalakaya, ang ugat ng karahasang ito ay nagmula sa “pagbenta” ng Maria-Teresa Virata Realty Corp. sa kabuuang 602-ektaryang lupa at pangisdaan sa Manila Southcoast Development Corp. (MSDC) na pagmamay-ari ng mga Sy.

Balak ng MSDC na gawin ang Barangay Patungan na isang “exclusive beach resort” upang maging kadugtong ng Hamilo Coast sa Nasugbu, Batangas na kinatatayuan ng Pico de Loro Beach Resort na pagmamay-ari din ng mga Sy.

Umaabot sa 1,200 residente na karamihan ay mga mangingisda at mga magsasaka ang mawawalan ng kanilang mga tirahan at kabuhayan kung matutuloy ang demolisyon.

Binigkis ng mga residente ang kanilang komunidad sa ilalim ng Save Patungan Now Movement para ipagtanggol ang kanilang karapatan at labanan ang pagpapalayas sa kanila sa lugar. Bagaman may atas na ang Naic Regional Trial Court noon pang 2016 na Writ of Demolition, matibay ang paninindigan ng komunidad na hindi sila aalis. Ayon sa mga residente, matagal nang nakatirik ang kanilang mga bahay sa lugar mula pa sa kanilang kanunununuan 150 taon na ang nakararaan.

Simula 2016, mahigpit na ang pagbabantay at pag-hamlet ng mga elemento ng Philippine Air Force at pribadong maton ng MTV Corp.

Binaril at napaslang ang mag-asawang sina Silvestre Fortades Jr. at Rose Marie Galias, parehong kasapi ng Anakpawis Partylist, progresibong partido ng mga magsasaka at maralita, sa Barangay San Vicente, Barcelona, Sorsogon noong Enero 15. Ang mag-asawa ay kasapi rin ng Samahan ng mga Magsasaka sa Sorsogon.

Sila ay nagtitinda ng kanilang gulay at mga produkto nang pinaputukan ng dalawang armadong lalaki na nakasakay sa motor. Sila ang ika-346 at 347 magsasakang pinaslang sa panahon ni Duterte ayon sa Kilusang Magbubukid ng Pilipinas.

Kabilang ang mag-asawa sa pinakahuling mga biktima ng karahasan at panggigipit na naranasan ng mamamayan ng bayan ng Barcelona. Isang buwan bago nito, Disyembre 9, 2021, inaresto sa Barangay Sta. Lourdes si Vicente Laguidao, isang karpentero, matapos paratangang kasapi ng Bagong Hukbong Bayan. Ikinulong siya sa gawa-gawang mga kasong isinampa ng mga sundalo.

Gayundin, tinangkang paslangin ng mga sundalo ang magsasakang si Kenneth Escullar noong Nobyembre 24, 2021 sa kanyang tahanan sa Barangay Sta. Lourdes. Natutulog siya sa balkonahe ng kanyang bahay nang lapitan siya ng mga nag-ooperasyong sundalo. Pinutukan siya ng mga sundalo pero nakaligtas nang magising at tumakbo sa takot. Bago nito, binugbog at ninakawan naman ng mga alagang manok si Joey Escurrel isang magsasaka, may kapansanan sa pag-iisip at residente ng Bgry. Olandia.

Ayon kay Marco Valbuena, Chief Information Officer ng Partido Komunista ng Pilipinas sa isang pahayag noong Enero 16, ang ganitong walang pakundangang mga atake laban sa mga komunidad at organisasyon para patahimikin ang mamamayan ay lalo lamang nag-uudyok ng ibayong galit sa mga pasista, mapang-api at mapagsamantala.

Giniba ng mga sundalo ng Armed Forces of the Philippines (AFP) at kasapakat nitong paramilitar ang paaralang Lumad sa Sityo Cambudlot, Barangay San Miguel, Compostela, Davao de Oro noong Enero 14. Ang paaralang Salugpungan Ta’Tatanu Igkanugon Learning Center Inc. ay binuo ng samahang pangkomunidad noong pang 2011 para magibigay ng libre at makabuluhang edukasyon sa mga batang Lumad.

Pinangangasiwaan ang paaralan ng mga organisasyong masa at relihiyosong grupo tulad ng Rural Missionaries of the Philippines. Ipinasara ito ng Department of Education (DepEd) at ni Duterte noong Oktubre 2019 matapos malisyoso itong iniugnay sa rebolusyonaryong kilusan. Kabilang ang naturang paaralan sa 166 eskwelahang Lumad na ipinasara sa termino ni Duterte.

Umani ng malawakang pagbatikos mula sa iba’t ibang organisasyong masa ang pagpapasara sa mga paaralang Lumad simula pa 2017. Inilunsad ng Save Our Schools Network ang serye ng mga ‘Paaralang Bakwit’ para ipabatid ang kanilang pagkadismaya sa pagpapasara sa mga paaralan sa Mindanao.

Ang pagpapasara sa paaralan ay matamang sinubaybayan at tiniyak ni Hermogenes Esperon Jr., National Security Adviser at retiradong heneral ng AFP. Ginamit niya ang mga sibilyang institusyon tulad ng DepEd para ipasara ang paaralan. Pinalalabas ni Esperon na ang mga paaralang Lumad ay nagrerekrut ng mga kabataan para maging kasapi ng Bagong Hukbong Bayan.

Sa isang pahayag, ipinabatid ni Marco Valbuena, upisyal sa impormasyon ng Partido Komunista ng Pilipinas, na ang “mababagsik na pag-atake ng kaaway laban sa mga komunidad at organisasyon [ng masa] ay lalong gumagatong sa kanilang galit laban sa mga pasista, at sa mga nang-aapi at nagsasamantala sa kanila.”

“Determinado ang mamamayang Pilipino na magkaisa at lumaban para wakasan ang tiraniko, korap at tutang rehimen ni Duterte, na sa nagdaang mga taon ay nagsadlak sa kanila sa matinding pagdurusa at kahirapan,” dagdag ni Valbuena.

Sa desperasyong kamtin ang hibang na layunin na durugin ang Bagong Hukbong Bayan (BHB) bago matapos ang termino ni Rodrigo Duterte, muling nagpakana ang 62nd IB ng isang pekeng engkwentro sa Guihulngan City, Negros Oriental noong Enero 15.

Napatay si Arnold Swerte, isang magsasaka, nang paulanan ng bala ng mga sundalo ang kanyang bahay sa Barangay Sandayao. Kasama ni Swerte sa bahay ang kanyang mga kamag-anak kabilang ang isang menor-de-edad na nasugatan sa pamamaril.

Matapos nito, pinuntahan ng mga sundalo ang kapitbahay ni Swerte na si Ritchie Sabeleo at binugbog. Ikinulong rin ng 62nd IB ang apat na sibilyan at ipinagkalat sa midya na sila ay mga kasapi ng BHB.

Ayon sa lokal na pulis ng Guhuilngan City, sasampahan ang mga magsasaka ng kasong attempted homicide, paglabag sa gun ban at illegal possession of firearms and ammunition. Samantala, ang dalawang menor-de-edad ay ibibinbin sa Department of Social Welfare and Development.

Kinundena ng BHB-Central Negros (Leonardo Panaligan Command) ang walang pakundangang pamamaril sa mga sibilyan. Labag sa ito sa mga internasyunal na tuntunin sa digma at sa Comprehensive Agreement for Respect of Human Rights and International Humanitarian Law (CARHRIHL).

Sa isang pahayag, tiniyak ng yunit ng BHB na mabibigyan-hustisya ang pagkamatay ni Swerte at pagyurak sa karapatan ng mga residente ng Guihulngan City. “Paiigtingin ng hukbong bayan ang mga opensiba nito sa larangang gerilya, laluna laban sa mga pasistang tropa na duguan ang kamay sa pagpapatupad ng maruming gera ng rehimeng Duterte,” pagtatapos ng BHB-Central Negros.

Sa tala ng Ang Bayan, ang isla ng Negros ang ikalawa sa may pinakamataas na bilang ng pampulitikang pamamaslang sa nagdaang taon (mula Disyembre 2020-Disyembre 2021). Umabot ito sa 23. Tumindi ang mga paglabag sa karapatang-tao sa isla matapos ang implementasyon ng Memorandum Order 32 ng rehimeng Duterte noong 2018.

At least 6 households in Sitio Natoling, Barangay Budlasan, Canlaon City, Negros Oriental were indiscriminately fired at, harassed, and searched without warrants by troops of the 62nd Infantry Battalion of the AFP, in the wee hours of the morning last January 15, 2022. The homes of Primitivo Corson, Charlie and Leonida Corson, Michael Corson, Rolly Corson, Jerry and Maricel Montefalcon, and Noel Montefalcon were subsequently raided and searched from 1 to 5 o’ clock in the morning, with the residents then red-tagged as NPA members and supporters, forced to surrender, with guns pointed at them. The military then fired their rifles indiscriminately, threatening and traumatising children and adults alike.

The mercenary troops of the AFP then left behind a few hundred pesos and a kilo of rice to Marcel and Leonida, both being alone in their houses as their husbands were out to work. The two were then told to proceed to the military detachment in Barangay Biak-na-Bato, La Castellana, Negros Occidental along with their husbands to make them surrender after the AFP completely ransacked their households. Leonida was handed the money as the barrel of an M16 rifle was pointed at her through a hole in their house. Meanwhile, Noel Montefalcon’s house was left to his 3 young children and sibling who is a Person With Disability (PWD). Nevertheless, the military ransacked the house and fired shots in the area. Rolly, Michael and their wives were also pointed at with the AFP’s guns, with Michael’s wife being 8 months pregnant. Primitivo was forced to make his son surrender as well for being suspected as an NPA member. The victims were also shown a list of all red-tagged individuals in the area, which included their family members who are plain farmers and workers.

Up to now, the military is continuing their operations in the Sitio and nearby Barangay Puso in La Castellana and Trinidad & Sandayao in Guihulngan City. The military raids in Sitio Natoling also happened in the same day of the brutal murder of Arnold Swerte and the illegal detention of 3 others in Sitio Manlibod, Barangay Sandayao, Guihulngan City, Negros Oriental. On January 15 alone, the AFP committed 8 cases of human rights violations that have victimised at least 16 civilians including 4 minors, 1 PWD and 1 pregnant woman.

The 62nd IB, 303rd Brigade and the entire AFP along with the PNP and NTF-ELCAC are getting more desperately violent against the defenseless civilians to pursue their blind ambition to end the revolution by May 2022. It is getting more obvious that their “decisive battle” will involve the murder and terrorizing the innocents. As demanded by their maniacal mastermind Duterte, the entire reactionary state machinery are poised to kill, arrest, harass, and intimidate the Negrosanons and the Filipino people who do not kowtow to the whims of the ailing dictator. They disregard and openly violate International Humanitarian Law yet say otherwise, but they can no longer hide in the pretense of peace when their barbaric and monstrous acts terrorize the masses everyday.

The brutality of the AFP, PNP, and the NTF-ELCAC can no longer be guised in their misleading press releases of ‘helping the people’. With Negrosanons still far from recovering from Typhoon Odette’s devastation while facing the continuing Covid-19 pandemic, what the military is doing is completely opposite of helping. In the countryside, the people are disgusted and infuriated by the relentless vicious attacks of the military, misusing taxpayer money to fund their ruthlessness by the billions while the Filipino people are bearing the brunt of the socioeconomic crisis.

As Sauron-like operations like these continue, the masses will opt to tread the path of armed revolution along with the CPP, NPA, and revolutionary mass organizations are determined to unite in frustrating and ending the bloody counterrevolutionary war of the US-Duterte regime. The struggle against an increasingly corrupt, treacherous, and tyrannical regime has only made the conditions more favorable for the expansion and consolidation of the NPA. The LPC-NPA vow to continue intensifying its offensives, while denying the enemy of any hint of advantage through mastery of guerilla tactics. The people’s war and its inevitable advancement will continue through the ceaseless and tireless perseverance and strengthened unity of the entire revolutionary forces in Central Negros. ###

Fascist troops of the 62nd Infantry Battalion brutally killed farmer Arnold Swerte yesterday, January 15, 2022. The AFP opened fire at Swerte and his brothers-in-law in Sitio Manlibod, Barangay Sandayao, Guihulngan City, Negros Oriental. Aside from the murder, the military wounded siblings James, France and a minor, and tortured Ritchie Sabeleo. The AFP then faked an encounter in the sitio and reported that Swerte was killed-in-action, despite the area having no NPA presence.

The cold-blooded murder of an innocent civilian is a violation of the Comprehensive Agreement for Respect of Human Rights and International Humanitarian Law (CARHRIHL). The US-indoctrinated AFP are merciless mercenaries that see no distinction between red fighters and the unarmed. Unable to wage ‘decisive battles’ against the NPA and their deadline for decimating the revolutionary movement approaching in 4 months, they fire their bullets against the defenseless. Their despair to end the revolution has become more evident as a war against the Filipino people.

To note, Guihulngan City and Moises Padilla are two of the most affected by Supertyphoon Odette in Central Negros. In the countryside, the people’s homes and livelihoods were devastated. Insensitive to the plight of the masses, the AFP continues its combat operations and commits human rights violations, including: (1) indiscriminate firing on January 1 using M203 grenades and January 6 in their detachment in Sitio Mamballo, Barangay Quintin Remo, Moises Padilla, Negros Occidental which sowed fear among nearby households; (2) forced entry in homes and intimidation of civilians in Sitio Tuko Gamay, Barangay Trinidad, Guihulngan City, Negros Oriental; (3) and this recent murder of Swerte, and illegal detention of his 3 brothers-in-law and neighbor Sabeleo.

Furthermore, 303rd Brigade Commander Pasaporte’s claims that the minor they illegally detained is an NPA member is nothing but pure hogwash. The AFP has no moral high ground to claim that the NPA does not adhere to international humanitarian law when it is them who are consistent in violating it. Pasaporte can view pamphlets online and see that the NPA only recruits those of age 18 and above. Troops of the AFP interested in genuinely serving the people by joining the revolution and leaving their mercenary organization can read this as well.

Negrosanons and the entire Filipino people are enraged by this brutal crime of the AFP. The militarization of Central Negros and the entire island has terrorized communities especially in the rural areas. Negros’ lands are filled with the blood of the innocent wasted by the counterrevolution of the US-Duterte regime. The people demand for justice against the perpetrators of this heinous crime, reminiscent of Oplan Sauron and other gross human rights violations of the reactionary state.

Infuriated with the tyranny of Duterte and his cohorts in the AFP, PNP, NTF-ELCAC and other paramilitary groups, Negrosanons will take part in the revolution and flock towards the countryside in even greater numbers. The reactionary state’s war against the people will be met with sheer resistance and revolutionary fervor of the farmers, workers, youth, and other marginalized sectors of society. With this, the National Democratic Revolution with a socialist perspective will surely grow and flourish, starkly contrary to the AFP’s ambitious deadline in May 2022.

With this, the LPC-NPA vows to implement revolutionary justice to all those involved in the murder of Swerte. The people’s army will intensify offensives in the guerilla front , especially against fascist troops and their network of informants that have blood in their hands, to heed the masses’ call for justice and frustrate the US-Duterte regime’s brutal and dirty counterrevolutionary war. ###

MAKILALA, NORTH COTABATO – Department of Science and Technology Region XII in coordination with the Department of Social Welfare and Development Region XII, Provincial Local Government Unit of North Cotabato, Local Government Unit of Tulunan and the 39th Infantry Battalion, 1002nd Brigade conducted Ground Breaking and MOA Signing of Hydraulic Water Ram Pump Project in Brgy Paraiso, Tulunan, North Cotabato, today, January 18, 2022.

It can be recalled that Barangay Paraiso was a former stronghold of the NPA terrorists wherein the lack of potable water supply was the primary issue being exploited by the terrorist group in order to deceive and gain support from the masses as well as to encourage them to turn against the government.

However, through the National Task Force in Ending Local Communist Armed Conflict (NTF-ELCAC) with its Whole-of-Nation Approach Advocacy and the Barangay Development Program, the said barangay has been receiving services and support from the government which includes the Hydraulic Water Ram Pump Project spearheaded by DOST XII.

The provision of Hydram to the community will bring enough water supply needed for their daily needs as a basic commodity and livelihood which provides hope to the community in their pursuit of success and development.

Aside from the Ram Pump Project, volunteer workers from Barangay Paraiso also received one (1) sack of rice each from LGU Tulunan headed by Hon Reuel P Limbungan, Municipal Mayor and Financial Assistance worth five thousand pesos (Php 5,000.00) each from DSWD XII headed by Director Restituto B Macuto, Regional Director.

During the ceremony, Engr Sammy P Malawan, Regional Director of DOST XII said that, “This project was realized through the collaborative efforts of the different government agencies as mandated by the EO 70 of our President which aims to provide services and projects to communities in conflict affected areas especially those in the Geographically Isolated and Disadvantaged Areas (GIDAs) to address issues being exploited by the NPA terrorists and to eventually end the local communist armed conflict.”

On the other hand, Hon Reuel P Limbungan, Mayor of Tulunan expressed his gratitude to different government agencies for the realization of the project. “I am beyond thankful for this activity. We have been working together for the many projects since NTF-ELCAC has been implemented. And I am much thankful to the military for being hands-on and dedicated in building partnerships to maintain projects and activities like this to help our communities who were deceived by the communist terrorist groups.”

Likewise, Hon. Brgy Captain Regino Talingting said that, “With this project, we can see that we are not actually left by the government, and that we are only brainwashed by the NPA Terrorist in the past. Rest assured that we will take good care of this project as a sign of our commitment to the government.”

The NTF-ELCAC through the “WoN” Approach continues to provide the citizens welfare and assistance for them to be able to start anew and change for the better. Government agencies will also continue to do team effort and teamwork to establish services and quality support such as this undertaking.

Troops from the 84th Infantry Battalion of the Joint Task Force Kaugnay recovered firearms and war materiel in a discovered Communist terrorist’ arms cache in the vicinity of Brgy Lipuga, Alfonso Castañeda, Nueva Vizcaya around 4:00 in the afternoon of January 17, 2022.

According to the Northern Luzon Command’s (NoLCom), Acting Commander of Maj. Gen. Andrew, the soldiers received valuable information from concerned residents in the area regarding the whereabouts of a Communist terrorist group’s arms cache.

In a report submitted by the commanding officer of 84IB, Lt. Col. Enrico Gil Ileto the troops recovered the following: two Bushmaster M16 Rifle, one Colt M16 Rifle, six hundred fourteen rounds (614) Ctg. 5.56mm ball, twenty-one rounds (21) Ctg. 7.62mm ball, eleven (11) long 5.56mm magazine assembly (steel), eight (8) short 5.56mm magazine assembly (steel), and three (3) Bandolier.

“The recovered firearms and war materiel will be brought to Headquarters 84IB in San Jose City, Nueva Ecija for proper documentation and disposition,” said Lt. Col. Ileto.

Meanwhile, Col Joseph Norwin Pasamonte, Commander of 703rd Infantry Brigade commended the troops of the 84IB for this laudable accomplishment.

“I commend the 84IB for their recent accomplishment and may we continue to intensify our efforts in our campaign against terrorism,” Col. Pasamonte said.

Likewise, Commander of JTF Kaugnay and NoLCom’s Acting Commander Maj. Gen. Costelo urged the local government units, the stakeholders, and the local populace to continue supporting their campaign to end local communist armed conflict.

“I am positive that it will only be a matter of time before we decimate all remnants of Communist terrorist groups in our area of operations, and with the support of the peace-loving populace of North and Central Luzon, we are optimistic that our gains against the CTGs will continue to swell,” furthered Maj. Gen. Costelo

“With the successive discovery of Communist terrorists’ arms cache, we continue to dissolve the arms capability of the communist terrorists as they are now pushed to a corner with no choice but to flee or take the peaceful route and surrender to the government,” said Maj. Gen Costelo.
