FIVE alleged members of the New People's Army (NPA) were killed in a series of encounters with the troopers of the 62nd Infantry Battalion of the Philippine Army in Barangay Quintin Remo, Moises Padilla, Negros Occidental, on Saturday, May 20, 2023.

The following day, May 21, another encounter ensued in Barangay Trinidad, Guihulngan City, Negros Oriental where four suspected rebels were neutralized in a clash with the state soldiers.

The 62nd IB reported that it launched combat operations in Moises Padilla after receiving information from civilians of the alleged planned NPA atrocities in Moises Padilla and nearby La Castellana town.

The first encounter with the 14 rebels at Sitio Napiluan that occurred at 5:05 a.m. lasted for 10 minutes, which prompted the NPA fighters to break into smaller groups and withdraw towards the southwest direction.

The second clash took place 35 minutes later after six rebels engaged another platoon of soldiers at Sitio Oway-Oway. The gunfight also lasted for 10 minutes.

Following the rebels' withdrawal, another five-minute firefight took place when the soldiers’ blocking team spotted five fleeing rebels in the same sitio, the Army said.

The series of encounters resulted in the death of five alleged rebels while no casualties were reported on the government's side.


As of this writing, the slain suspected rebels remain unidentified.

Recovered from the encounter sites were one M-16 rifle, two .38 caliber pistols, a KG9 machine pistol with magazine assembly, one Uzi machine pistol with magazine assembly, two homemade 12-gauge shotguns, four rifle grenade ammunition, four .38 caliber live ammunition, one 12-gauge ammunition, two .45 caliber magazines, two Baofeng radios, a keypad cellphone, 15 backpacks, one bandolier, one NPA flag, various medical paraphernalia, food supplies, war materiel, and personal belongings, the Army said.

The state troopers with the personnel of the Moises Padilla police station and Municipal Disaster Risk Reduction and Management Office (MDRRMO) were tasked to retrieve the five cadavers from the encounter sites.

"This is a clear manifestation that the people of Moises Padilla are no longer active in giving support to the human rights violators and opportunist NPA terrorists," a statement from the 62nd IB said.

Residents flee

Meanwhile, 258 families in Barangay Quintin Remo fled their homes following the clash between the government soldiers and rebels.

A total of 151 families composed of 144 individuals are currently staying at the barangay hall

Another 107 families are being sheltered at the covered court in Barangay Sebucawan in neighboring Isabela town.

Village chief Amy Locsin said 68 families came from sitios Bonbon and Cuyawyaw of Barangay Sebucawan while 39 families came from their barangay.

Another evacuation site has also been opened in Sitio Tibobo but no details are available as of press time.

Relief operations were immediately launched by the municipal government with the distribution operations were led by Mayor Ella Garcia-Yulo.

Another clash

Eight rebels engaged the government troopers in a 20-minute firefight in Barangay Trinidad, Guihulngan City, Negros Oriental on Sunday, May 21.

It is believed that the rebels were part of the unit that encountered the soldiers in Barangay Quintin Remo, Moises Padilla on Saturday.

The fatalities are still unidentified as of writing.

In a related development, following the series of encounters between government forces and the rebels, the 62nd IB in collaboration with the Moises Padilla Task Force To End Local Communist Armed Conflict (MPTF-Elcac), Department of Social Welfare and Development, and Moises Padilla Municipal Police Station conducted localized peace engagement with the residents of Barangay Quintin Remo, Moises Padilla on May 20.

CAMP RAFAEL C. RODRIGUEZ, Butuan City – Police arrested a New People’s Army rebel wanted for murder in Barangay Diatagon, Lianga, Surigao del Sur on Friday, May 19.

Police Regional Office-13 Director Brig. Gen. Pablo G. Labra II identified the suspect as Joel Belandres, alias “Abarka,” 51.

Labra said intensive police work led to the downfall of the suspect listed as the Caraga region’s top most wanted person. “Through close follow-up and surveillance of our operating units, this wanted person was finally arrested,” he said.


The PRO-13 chief said Belandres faces three counts of murder with no bail bond recommended; five counts of frustrated murder with fixed bail amounting to P200,000 each, and attempted murder with recommended bail amounting to P120,000.

Belandres’ warrant of arrest was issued by the Regional Trial Court, Branch 28, 11th Judicial Region, Lianga, Surigao del Sur.

The suspect was a member of the Weakened Guerilla Front 19, Sub-Regional Sentro de Grabidad (SRSDG), Northeastern Mindanao Regional Committee (NEMRC).

He was allegedly involved in some atrocities in the region, including the attack that wounded of Armed Forces of the Philippine and Civilian Active Auxiliary (CAA) members in Sitio Panagatan, Baeangay Diatagon, Lianga on Oct. 31, 2020.

Labra lauded arresting units for apprehending the suspect.

“I commend the dedication and effort of our operatives in hunting down the suspect,” he said. “We exerted extra efforts in arresting him to ensure that justice will be served to the victims.”

BACOLOD CITY – Several families left their homes after a series of clashes between the New People’s Army and government forces erupted in Barangay Quintin Remo, Moises Padilla, Negros Occidental on Saturday, May 20.

According to Capt. Melvin Rosal, civil-military operations officer of the Philippine Army 303rd Infantry Brigade (IBde), 212 families composed of 819 individuals were evacuated for security reasons.

The clashes that happened in Sitios Napiluan and Oway-Oway resulted in the death of five NPA rebels.

Troops belonging to the 62nd Infantry Battalion (IB) were conducting combat operations in response to information regarding alleged planned atrocities of the NPA rebels in the towns of Moises Padilla and La Castellana when the encounter transpired.


The 62nd IB, in collaboration with Moises Padilla Task Force to End Local Communist Armed Conflict (MPTF-ELCAC), Department of Social Welfare and Development, and Moises Padilla Municipal Police Station conducted localized peace engagement with residents of Barangay Quintin Remo to enlighten them about the NPA atrocities and other activities.

They were also encouraged to help the NPA rebels, especially those wounded personalities, to voluntarily surrender to be given proper medical treatment, and avail of the benefits of the Enhanced Comprehensive Local Integration Program (E-CLIP), and other programs from National Task Force-ELCAC.

The evacuees were provided with food packs by the DSWD and were given the go-signal the following day to return to their homes after the affected areas were cleared by the Army.

CAMP Aquino, Tarlac City – The Armed Forces-Northern Luzon Command reported on Monday, May 22, that six New People’s Army rebels were neutralized in their area of jurisdiction from Jan. 1 to present.

Nolcom chief Lt. Gen. Fernyl Buca said four NPAs were apprehended, two surrendered, and two others were identified as lie-low members.

Buca said 158 mass base supporters have withdrawn their support to the communist movement.

Nolcom recovered 21 high-powered firearms, 21 low-powered firearms, and 38 improvised explosive devices (IEDs) from the NPA.


Buca thanked the bravery and commitment of troops involved in operations against the NPA, the success of these, he said, is a testament to the Nolcom’s unwavering commitment to the safety and security of the people in the region.

Nolcom covers the Ilocos region, Cordillera Administrative Region, Cagayan Valley, and Central Luzon, including the Scarborough Shoal and the Benham Rise.

It is responsible for the defense of these areas against external aggression, as well as combating terrorism and insurgency.

Camp Navarro, Calarian, Zamboanga City – May 21, 2023

Troops of the 90th Infantry Battalion recovered assorted firearms and ammunition during a clearing operation in Barangay Galakit, Pagalungan, Maguindanao del Sur on May 18, 2023.

Soldiers were alerted upon hearing three rounds of gunfire believed to be from an M16 rifle coming from the direction of Sitio Gorreon, same barangay. Troops immediately coordinated with the 2nd Provincial Mobile Force Company and Pagalungan Municipal Police Station regarding the incident. Operating troops then conducted foot patrol to conduct an investigation related to the incident.
 
While conducting patrol, soldiers noticed four armed individuals which prompted them to conceal behind the trees and take a vantage position. Upon confirmation of the presence of armed individuals, troops tactically crawled toward their location. However, the targets sensed the approaching forces and scampered in different directions.
 
Troops scoured the area and recovered one M16 rifle, one M14 rifle, two cal. 45 pistols, and assorted magazines and ammunition. The recovered firearms, ammunition, and other items were turned over to Pagalungan MPS for proper disposition and appropriate case build-up.
 
Lt. Gen. Roy Galido, Commander of Western Mindanao Command, said positive results of the military’s operations are attributed to the continued support of the populace, local government units, and other stakeholders.

“With our shared commitment to maintain peace, we are sure to win over any kinds of threat that hinder communities to be peaceful and progressive,” Lt. Gen. Galido added.

Tatlong sibilyan ang naiulat na pinatay ng militar na pinalalabas na mga mandirigma ng Bagong Hukbong Bayan (BHB) ang napatay sa pekeng mga engkwentro nitong nagdaang linggo sa Visayas. Pinakahuli sila sa mga sibilyang sadyang pinatay sa brutal na paghahabol ng militar ng “estratehikong tagumpay” laban sa BHB.

Sa Samar, hustisya ang sigaw ang mga kaanak nina Joel Balading Recare at Oscar Alastoy, mga chainsaw helper na pinatay ng pulis sa Sityo Ibaliw, Barangay Sangay, Palapag, Northern Samar noong Mayo 5. Hindi mga myembro ng BHB ang dalawa, anila. Mga residente sila ng Barangay Capacujan at nasa lugar dahil naghahanap-buhay. Pinatunayan ito maging ng punong barangay at ibang upisyal ng barangay. Labis ang hinagpis ng pamilya dahil higit 24 oras pa bago dinala ng mga pulis ang mga bangkay sa punerarya.

Sa Bohol, isang buwan nasa kostudiya ng 47th IB ang aktibista at organisador na si Arthur Lucenario bago pinalabas na napatay sa isang “engkwentro” noong Mayo 12 sa Barangay Tabuan, Antequera. Dinukot si Lucenario noong madaling araw ng Abril 14 sa bayan ng San Miguel. Bakas sa kanyang bangkay ang tindi ng tortyur na ipinaranas sa kanya.

Samantala, iniulat kamakailan ng rebolusyonaryong pwersa sa Bohol ang pagpatay ng militar kay Manuel Tinio (Ka Dodie), konsultant sa kapayapaan ng National Democratic Front of the Philippines. Si Tinio ay pitong beses na pinagbabaril noong Abril 14 ng gabi habang nagmamaneho ng motorsiklo sa hangganan ng San Miguel at Ubay. Para pagtakpan ang krimen, tinaniman ng kalibre .45 ang biktima at sinabing “nanlaban.”

Pag-aresto. Dinakip at di inilitaw ng mga sundalo ng 94th IB ang magsasakang si Allan Ramos sa Sityo Dangalon, Hilamonan, Kabankalan City noong Mayo 11 ng hapon. Pinalalabas ng militar na naaresto si Ramos matapos ang isang engkwentro sa pagitan nila at yunit ng BHB. Ang totoo, pinaulanan ng mga sundalo ang bala ng pamilyang Ramos bago siya damputin.

Samantala, napag-alaman ng mga grupong naghahanap sa mga desaperesidong sina Dexter Capuyan at Gene Roz Jamil de Jesus na sapilitang silang pinasakay sa dalawang sasakyan ng mga ahente ng Criminal Investigation and Detection Group. Huling nakita ang dalawa noong Abril 28 sa Tanay, Rizal.

Pambobomba. Dalawang magkasunod na insidente ng pambobomba at pag-iistraping ang inilunsad ng 203rd IBde sa Oriental Mindoro noong Abril 29 at Mayo 8.

Unang kinanyon ng mga sundalo ang kabundukan sa hangganan ng Roxas at Mansalay noong Abril 29. Ang naturang panganganyon ay bahagi ng test firing nito sa erya. Nabulabog nito ang 10,870 residente ng mga barangay sa lugar.

Noong Mayo 8, binulabog ng pambobomba at istraping ang Barangay Tawas, Bongabong at Barangay Malo, Bansud. Tinarget ng bomba at istraping ang mga kubo at sagingan ng mga residente.
