Mariing kinokondena ng NDFP-ST ang tumitinding red-tagging at sunud-sunod na mga atake ng rehimeng Duterte sa mamamayan. Mula sa mga aktibista, oposisyon, kritiko ng rehimen at maging mga artista, humantong na rin ang gubyernong Duterte sa pang-re-red-tag ng mga guro, abugado, manggagawang pangkalusugan at mga kawani ng gubyerno.

Dapat i-kriminalisa ang red-tagging at parusahan ang mga red-taggers ng rehimen tulad nina Parlade, Badoy, Montecillo at iba pa. Sa kanilang walang habas na red-tagging, inilalagay nila sa panganib ang buhay ng mamamayan. Nagkakailan na ang naging biktima ng pamamaslang o extra judicial killings (ejk’s) mula sa hanay ng mga aktibista, unyonista, organisador, tagapatanggol sa karapatang tao at iba pang itinuturing ng pasistang rehimeng US-Duterte bilang “kaaway ng estado.” Sila’y pinaslang matapos makaranas ng paulit-ulit na red-tagging mula sa AFP-PNP at ng NTF-ELCAC ng gubyernong Duterte. Kabilang dito si Dandy Miguel, unyonista at lider manggagawa at siyam (9) pang mga biktima ng Bloody Sunday, na kasapi ng mga ni-red-tag na organisasyon.

Sa pinakahuling red-tagging spree ng rehimen, nagpakalat ito ng intriga na “nakakapanghimasok” ang CPP-NPA-NDFP sa loob ng Senado dahil sa unyon ng mga empleyado rito na SENADO. Dahil sa kalokohang ito, umani ng pambabatikos ang NICA habang pinasubalian mismo ng mga Senador ang kasinungalingan ng mga nauulol na sundalo. Samantala, hindi rin nakaligtas sa red-tagging spree ng NTF-ELCAC ang unyon ng mga empleyado ng Korte Suprema at Hudikadura dahil lamang sa pagiging affiliate member nila sa grupong COURAGE na matagal nang ni-red-tag ng rehimeng Duterte.

Katawa-tawa ang NICA dahil gumagawa sila ng sarili nilang multo. Nagsasagawa ito ng anti-communist witch-hunting sa loob mismo ng kanilang gubyerno. Ang totoo, nahihintakutan na ang gubyernong Duterte sa lumalawak at lumalakas na paglaban ng mamamayang Pilipino. Gumagawa na lamang ito ng kwento para atakehin ang mga oposisyon at sinumang nagsasalita tungkol sa kanyang pamamalakad mula sa palyadong tugon sa pandemyang COVID-19 hanggang sa terorismong inihahasik ng kanyang gobyerno. Pilit niyang iniuugnay ang mga nagpapaabot ng karaingan sa armadong rebolusyon upang bigyang katwiran ang pandarahas sa kanila.

Subalit lalo lamang nitong ginagatungan ang galit ng sambayanan. Imbes na matakot, lalupang umiigting ang kanilang pakikibaka. Umaani ito ng simpatiya at suporta sa malawak na hanay ng Pilipino. May mga Pilipinong makabayan at mapagmahal sa demokrasya at lingkod-bayang nais isulong at ipagtanggol ang karapatan ng kanilang kababayan. Sa ganitong diwa, kinikilala at pinasasalamatan ng NDFP-ST ang paghahain ng grupong minorya o oposisyon sa loob ng Senado ng panukalanang batas noong Marso 25 na SB 2121 o “Act Defining and Penalizing Red-Tagging”. Inililinaw sa naturang panukalang batas ang kahulugan ng red-tagging at nagpapanukala itong gawing kriminal na kaso ang pang-re-red-tag ng mga ahente ng estado. Sa ilalim ng panukalang batas, magagawang usigin at isakdal ang mga ahente ng estado na nang-re-red-tag, at kapag napatunayang maysala ay maikulong hanggang 10 taon at ipagbabawal na maging opisyal ng gubyerno. Pinakamainam ang agarang pagpapasa nito upang mapangalagaan ang kaligtasan ng mamamayan. Ganunpaman, magiging napakahirap na maging ganap na batas ang SB 2121 dahil sa kontrolado ng mga alyado ni Duterte ang Kamara at Senado. Mahihirapan ding makakalusot ang batas kay Duterte na siyang hari ng red-taggers sa gubyerno.

Kailangang suportahan ng mamamayang Pilipino ang iba’t ibang mga pagsisikap sa loob at labas ng lehislatibo na ipagtanggol ang karapatang tao at papanagutin sina Parlade, Badoy, Montecillo, Capuyan at iba pang mga matataas na opisyal ng DND at DILG, kabilang ang AFP at PNP, hindi lang sa pagiging mga red-taggers nila, kundi lalong higit sa kanilang mga nagawang krimen at kasalanan sa bayan. Magsagawa ng mga kampanyang propaganda at edukasyon para ipaunawa sa malawak na masa ang panganib na idudulot sa buhay nila mula sa walang patumanggang red-tagging ng pasistang rehimeng Duterte. Isagawa ang mga kilos protesta habang mulat na pinatutupad ang mga kaukulang health protocols. Mariing kondenahin ang nagpapatuloy na red-tagging ng NTF-ELCAC, NICA, DND, DILG, AFP at PNP. Sampahan ng kaso sina Parlade, Badoy, Montecillo at iba opisyal ng gubyernong Duterte dahil sa kanilang talamak na paglabag sa karapatang pantao.

Kasabay nito, palakasin ang pakikibaka ng mamamayang Pilipino para ibasura ang Anti-Terror Law. Patatagin ang malawak at malapad na alyansa upang lalong mahiwalay si Duterte. Buong giting na makibaka hanggang sa ibagsak ang teroristang rehimeng US-Duterte.###

MACO, Davao de Oro – – The 48th Infantry Battalion from CARAGA is now redeployed in Davao de Oro augmenting the military forces in the once-hot bed area of communist insurgency.
With the redeployment, the battalion will now be under the operational control of the 1001st Infantry Brigade based in Maco, Davao de Oro enhancing the brigade’s capability to finally defeat the peace spoilers in the province.

On April 22, 1001st PAGASA Brigade Commander, Brigadier General Luis Rex Bergante welcomed the 48IB Commander, Lieutenant Colonel Enrique Rafael during the latter’s courtesy call.
It can be recalled that 48IB arrived in Davao Region on February 11 this year from Bulacan and was deployed immediately in CARAGA region, prior to their redeployment in Davao de Oro.
True to its name – Guardians Battalion and imbued with deep sense of commitment, the unit vowed to uphold and protect the freedom, democracy and relatively peaceful atmosphere that the community currently enjoys.

BGEN Bergante emphasized that the augmentation of additional troops in the Brigade’s area of responsibility will help fast track in liberating this part of the region from fear and exploitation of the vulnerable sectors brought about by the Communist Terrorist Groups.

With the convergence of stakeholders and the implementation of President Rodrigo Duterte’s Executive Order No 70 to End Local Communist Armed conflict, the Brigade is optimistic in defeating insurgency by any means, however, remains open for those members of the New People’s Army who will surrender and return to the folds of the law.

Aside from Davao de Oro, the PAGASA brigade also covers portion of Davao del Norte and Agusan del Sur.

CAUAYAN, Negros Occidental – The Army’s 15th Infantry (Molave Warrior) Battalion, together with the Philippine National Police and the Local Government Unit of Hinoba-an provided a decent burial to NPA rebels who died during the recent encounter in Hinobaan, Negros Occidental.

On Tuesday, April 20, 2021 alias Michael/Nonoy and alias Ken-Ken were laid to rest at the public cemetery in Barangay 2, Poblacion, Hinoba-an.

This was after the families failed to claim the cadavers of the dead NPAs after three days waiting period were given by the LGU.

“The local government unit of Hinoba-an together with 15IB and PNP spent money, time and effort to provide them a decent burial. Together, we sent them to their final rest with respect as human and as Filipino,” said Hinobaan Mayor Ernesto Estrao.

“I hope that this tragedy will serve as a lesson to our countrymen who joined the revolutionary movement. As the mayor of this town, I condemn the presence of these terrorist groups in my municipality for they brought nothing but fears, worries and chaos to my people,” Estrao added.

15IB Commanding Officer Lt. Col Erwin Cariño was saddened that no families claimed nor attended the funeral of the deceased NPA terrorists.

“Is this how they treat the two NPAs whom they claimed as their comrades? They even issued a press statement to proudly honor their death, but their statement is always in contrast to their action. They abandoned their comrades like dead rats. These communist-terrorists have only proved and showed their true nature as cold-blooded organization. We strongly condemn this kind of inhumane treatment. This is not tolerated nor accepted in our society, especially in our culture as Filipinos,” Cariño said.

May this tragedy serve as a reflection and lesson to everyone not to be deceived by the lies and propaganda of the terrorist movement. Now, we have seen how they exist and live as an organization, warranted by their lies and faulty promises. Let us be wary of these deceitful schemes,”Cariño added.

IPIL, ZSP – A Communist Terrorist Group (CTG) Leader was killed in a clash with government forces in Barangay Guinlin, Tigbao, Zamboanga del Sur, Thursday morning, April 22, 2021.

The combined troops were conducting joint law enforcement operations and serving a warrant of arrest when they were fired upon by the remnants of the defunct Main Regional Guerilla Unit (MRGU) of the Western Mindanao Regional Party Committee (WMRPC) which prompted the troops to retaliate.

The firefight resulted to the death of alias NATHAN, former Political Instructor/Finance Officer/EXECOM member and a certain alias TITO, CTG member; and the capture of alias NANANG, former Vice-Political Instructor/EXECOM all from the defunct MRGU, WMRPC.

“Our troops on the ground will continue to intensify their pursuit operations to go after the fleeing terrorists” said Brig. Gen. Leonel Nicolas, Commander, 102nd Infatry Brigade, who has operational jurisdiction of Zamboang del Sur.

Alias Nathan (true name yet to be disclosed upon notification of nearest kin), has standing warrants of arrest for violation against RA 11479 (Anti-Terrorism Law); attempted murder and arson.

“We urge the public to continue to play their roles in this campaign to end local communist armed conflict by reporting to the authorities the presence of armed groups in their communities,” Brig. Gen. Nicolas added.

Meanwhile, Maj. Gen. Gene Ponio, Commander, 1st Infantry Division lauded the troops for the successful joint law enforcement operations against the CTG personalities.

“I commend the collaborative efforts of our security forces which has been strengthened by the Peace, Law Enforcement and Development Support (PLEDS) Cluster under the Local Task Force – ELCAC,” said Maj. Gen. Ponio.

Also captured in the site were one (1) M16 attached with M203 Grenade Launcher, one (1) 9mm pistol, one (1) Cal .45 pistol, four (4) 40mm live ammunitions, four (4) magazines of M16 loaded with seventy-five (75) rounds of ammunitions and CTG Propaganda Materials.

“Our message to the remnants of WMRPC remains the same, return to the folds of law and have a chance to be with your families, or face the full force of the law,” said Maj. Gen. Ponio.

As of posting, troops are still facilitating the transport of the cadavers for turn over to their families.

CAMP AGUINALDO, Quezon City – The Chief of Staff of the Armed Forces of the Philippines (AFP) General Cirilito Sobejana commended the efforts of military units conducting community-based efforts amidst the threat of the COVID-19 pandemic.

“The AFP through its civil-military operators has been conducting various programs and campaigns since last year to help alleviate the plight of poor communities greatly affected by the pandemic,” General Sobejana said.

In the National Capital Region (NCR) alone, a total of 653,933 households or 2,581,852 individuals benefited from different efforts spearheaded by the 7th Civil Relations Group (7CRG) of the Civil Relations Service, AFP.

Since March 2020, the unit carried out programs under the Kapwa Ko Sagot Ko Campaign namely Community Owned Feeding Program, Tulong Uwi – Balik Probinsya, Pagkain sa Walang Bahay, Ayuda Mag Aaral at Paaralan, Katuwang Para sa Kapwa, and Sagip Kapwa.

Well-meaning individuals and groups have also tapped the AFP through the Office of the Deputy Chief of Staff for Civil Military Operations’ (OJ7) Civil Military Coordinating Center (CMCC), to provide and deliver goods and assistance to our kababayans.

Donations coursed through the CMCC last December 2020 reached a total of 251,443 boxes of assorted items. These were delivered to affected communities and frontline workers nationwide.

It also partnered with the Department of Agriculture in the implementation of the urban agricultural program dubbed as “Ahon Lahat, Pagkaing Sapat Kontra COVID-19 Program (ALPAS SA COVID-19)” to support food production in urban areas during the health crisis.

All the while, the 7CRG has been converting community dumpsites and abandoned useless areas to productive communal gardens to promote sustainability in every household. The Raise to 1 Million Gardens in NCR campaign has since produced 780,000 starter kits and 460,000 household gardens; organized 20 community gardens throughout NCR and recruited 76 volunteer individuals.

The AFP through OJ7 also provided transportation and manpower assistance to individuals exempted from quarantine and stranded health workers. Likewise, accommodations were provided to locally stranded individuals at the Philippine Army and Philippine Air Force transient facilities.

Significant too was the Information and Education Campaign conducted in partnership with the Youth for Peace and Development Movement-Philippines. The activity promotes the government’s Stay Home Campaign through social media engagements and other creative platforms.

“The AFP’s community-based efforts promote compassion, harmony and bayanihan which continue to inspire and help motivate our people even in the most dark and challenging times. Through these projects, our soldiers served as vessels of blessings and catalysts to empower our communities to be more resilient and prepared in times of crisis,” General Sobejana said

CAUAYAN, Negros Occidental – Troopers of the Army’s 15th Infantry Battalion recovered 44 copies of the extortion letters after an encounter on April 17, 2021, at Purok Yuring, Sitio Dash 7, Barangay Bulwangan, Hinoba-an, Negros Occidental.

The letters were recovered by the soldiers following their encounter with a group of communist rebels. It contains the letterhead of the NPA’s Apolinario Gatmaitan Command based in Negros Island, which was signed by Armando Magbanua of the Regional Taxation Group, New People’s Army.

The letter contains a threat if the recipients fail to settle or respond to their “tax obligations.”

Lieutenant Colonel Erwin Cariño, the Commander of 15IB, said in his statement that the recovered extortion letters clearly show the criminal thinking and terroristic goal of the communist terrorist groups. They rely on extortion under the guise of the so-called “mandatory and coercive taxation” to the communities and business sectors to sustain and finance their activities.

“These terrorist groups will continue to sow fear if we allow them to circumvent and destroy the peaceful system established in our society. Insurgency is a menace to our society. Thus, I urge everyone to take courage and never permit this terroristic scheme to conquer us. Instead, let us join hands and be part of the solution in eliminating all forms of terrorism in Negros to ensure the security and safety of our communities,” Cariño added.

BANCASI, Butuan City – The 402nd Infantry (Stingers) Brigade thru its operationally controlled unit, the 42nd CMO Company, facilitated the turnover of various assistance to the 1st Batch of former members of the Communist Terrorist Group (CTG) front Organization, the Nagkahiusang Mag-uuma sa Agusan del Sur (NAMASUR), during a meeting on April 18, 2021 held at Bgry San Toribio Gym, Brgy San Toribio, Esperanza, Agusan del Sur.

A total of eight (8) out of the fifteen (15) farmers’ organizations comprising the Esperanza United Farmers Federation Association (EUFFA), the former NAMASUR after it was redirected, attended the meeting and received various assistance and commitment from the Department of Agriculture, Department of Agrarian Reform, Bureau of Fisheries and Aquatic Resources, Technical Education and Skills Development Authority of Caraga region.

Various assistance were received by the farmers’ groups from the eight (8) barangays namely: Brgy Anolingan – five (5) sacks feeds from DA; Brgy San Toribio- three (3) piglets and four (4) sacks feeds from DA); Cebulan – two-thousand (2,000) fingerlings and eight (8) packs growing seeds from BFAR; Brgy Crossing Luna – three (3) sacks of feeds from DA; Duangan – two (2) sacks of rice from DA; Brgy Guadalupe – three (3) sacks of rice from DA; Dacutan – three (3) sacks of rice from DA; and Brgy Labao – two (2) trays of eggs for ‘Balot’ from DAR.

In attendance during the said activity were Director Tarhata S Mapandi, the Regional Director of TESDA Caraga; Ms Rebecca O Atega, the Regional Technical Director of DA Caraga,; Mr Edgardo Balambao, Assistant Regional Director of BFAR Caraga together with their Local Government Agency in the province and municipality level.

Also present in the said activity was Director Manuel Orduna, the Regional Director of the National Intelligence and Coordinating Agency (NICA). He conducted information awareness drive about the CTG deceptive recruitment and the needed actions to counter the deceptive recruitment. “We are here committed in providing information and awareness to the conflict affected communities”, Director Orduna said.

Said turn-over of assistance was made possible thru the facilitation and effort of the 42nd CMO Company under 1st Lieutenant Ashley Del Rosario, the Commanding Officer, and Ms Jane Pansacala who are strengthening development of the federation by equipping the officers and members with necessary skills and knowledge to sustain their organization. Ms Pansacala who trained in Organizational Development, explained that the assistance provided during the activity is a representation of the commitment of the agencies to the association.

Brigadier General Maurito L Licudine, 402nd Brigade Commander in his statement, lauded the NICA 10 for facilitating the request and the Poverty Reduction Livelihood and Employment Cluster (PRLEC) member agencies led by TESDA Caraga for the swift action in attending to the request of the association. “We congratulate the NICA 10 and Poverty Reduction Livelihood and Employment Cluster (PRLEC) Caraga thru its member agencies for addressing the needs of the federation. The commitment and support they have displayed will be instrumental in paving the way of other communities still considered as conflict affected areas to emulate the said federation and fully support the government”.

“We assure our partner agencies and other stakeholders of the 402nd Brigade’s unwavering support and commitment to facilitate and bring the government closer to the people. While we push forth and sustain our focused military operation against the armed component of the CTG to force them to abandon the armed struggle and surrender, we exhort every peace partner agencies/stakeholders to sustain the efforts of the whole of nation approach in addressing the issues brought about by insurgency in order to attain a peaceful and conflict resilient communities”, BGen Licudine said.

CAMP ELIAS ANGELES, Pili, Camarines Sur-Government troops discovered an arms cache belonging to the CPP-NPA-NDF in the hinterlands of Barangay San Antonio, Oas, Albay around 3 o’clock in the morning, Wednesday, April 21.

Included in the arms cache are caliber 5.56 bushmaster rifle, caliber 5.56 Colt AR-15 rifle, eight magazines, 187 rounds of ammunition, bandolier and terrorist propaganda materials.

Prior to this, elements of the 9th Infantry Division’s 49th Infantry Battalion (49IB) were conducting security operations after some concerned citizens reported about the suspicious things left by the Communist Terrorist Group members in Sitio Tinahuban when they chanced upon the said war materiel.

Lieutenant Colonel Benjamin Tapnio, Commanding Officer of 49IB said that with the discovery and capture of the said firearms and propaganda materials, violence and recruitment schemes of the CPP-NPA-NDF will be prevented.

“Nagpapasalamat kami sa mga residenteng tumulong at nakipag-ugnayan sa atin. Kung hindi natin ito nakuha, gagamitin na naman ito ng mga komunistang terorista laban sa tropa ng gobyerno at sa mga inosenteng sibilyan,” Lieutenant Colonel Tapnio said.

Meanwhile, Colonel Jaime Abawag Jr., Brigade Commander of the 902nd Infantry Brigade directed the troops to continue scouring the area as the presence of the arms cache is an indication that NPA terrorists are up to something.

“The Communist Terrorist Group doesn’t go to an area without an ill motive. Keeping their firearms in the said place means that they are just around the corner, lying in wait to launch their lawless acts. Pero hindi natin hahayaan mangyari ‘yan. Sa patuloy na pakikipagtulungan ng mga Bicolano, hindi mangyayari ‘yan,” Colonel. Abawag said.

It was seconded by Major General Henry A Robinson Jr. PA, Commander of the 9ID and Joint Task Force Bicolandia (JTFB) who also reminded the public to be vigilant.

“Hindi pa nga isang araw, may score na naman tayo. Isali pa natin ‘yong nasamsam na kilo-kilong anti-personnel mines at nadiskubre nating illegal mining site na kinukontrol ng NPA sa Lagonoy. With these losses, the Communist Terrorist Group will surely retaliate in a desperate manner to cover-up their waning capability. That is why we are implementing stringent security measures all over Bicol to thwart any possible terroristic acts of this communist insurgents,” Major General Robinson said.

Yesterday, two M16 rifles, magazines and ammunition were also recovered after the successful military engament in Masbate.

CAMP PERALTA, Jamindan, Capiz – The CPP-NPA Terrorist in Negros Island suffered another debacle in an encounter with the troops of Army’s 15th Infantry Battalion at Purok Yuring, Sitio Dash 7, Brgy Bulwangan, Hinoba-an, Negros Occidental on Saturday, April 17, 2021.

The troops were conducting Community Support Program (CSP) sustainment operations when they received reports from the civilian populace on the presence of the armed communist-terrorists conducting extortion activities in the area. While responding to the information, the soldiers encountered more or less 18 members of Platoon 3, Southwest Front of Komiteng-Rehiyon Negros, Cebu, Bohol, Siquijor (KR-NCBS). After a 40-minute firefight, the enemies immediately scampered in different directions leaving their dead comrades behind.

Seized from the encounter site were two (2) Caliber 45 pistols with magazines and ammunition, one (1) hand grenade, extortion letters, subversive documents with high intelligence value, cellphones, and personal belongings. No casualties were recorded on the part of the government forces.

The two (2) fatalities were identified as alias Micheal/ Nonoy, and alias Ken-ken of Platoon 3, SWF, KR-NCBS. They were brought to Porras Funeral Homes at Purok IV, Brgy 1, Hinoba-an, Negros Occidental.

Major General Eric C. Vinoya, Commander, 3rd Infantry (Spearhead) Division attributed the success of the said military operation to the sustainment effort of the Army and reports from the local populace in a barangay that was previously cleared from the influence of the communist terrorists.

“The encounter shows how effective the collaboration of the government forces and the people is in sustaining peace and security situation in the communities, especially in the villages that were declared as CPP-NPA-free. With this victory, we will be more unceasing in liberating the Negros Island from the cruel hands of the CPP-NPA Terrorists. We will continue to work hand-in-hand with the Negrenses until we fulfill their ardent desire for an insurgency-free island. With the people on our side, we are optimistic that we can achieve peaceful and progressive Negros in the nearest time,” Maj. Gen. Vinoya said.

On March 23 of this year, the communist-terrorist group also suffered a major setback in a 3-hour encounter with the troops of 62nd Infantry Battalion in Guihulngan City, Negros Oriental that resulted to the death of ten communist terrorists.

Camp Jorge Downes, Ormoc City – Maayos at marangal na libing ang ibigay sa dating komander ng rebeldeng NPA na si Eleazar Sabidalas alyas Sangay noong Abril 11, 2021, sa Public Cemetery ng Can-adieng, Ormoc City, Leyte. Bago ang libing, isang misa naman ang inalay sa kanya na dinaluhan ng kanyang pamilya, kamag-anak, mga dating kasama sa teroristang grupo, at mga sundalo.

Sa pagtutulungan ng lokal na pamahalaan ng Carigara at Ormoc City, ng kasundaluhan at ng mga pribadong indibidwal, naihatid na sa kanyang huling hantungan ang labi ng nasabing myembro ng CPP-NPA.

Ayon kay Brigadier General Zosimo Oliveros, Commander ng 802nd Infantry Brigade, “Ako ay taos pusong nakikiramay sa pamilya at mga kamag-anak ni Eleazar Sabidalas o Ka Sangay. Bilang isang Filipino, likas na kaugalian natin ang pagbibigay galang sa mga namayapa nating mahal sa buhay. Ito ay pagpapakita ng ating paggalang sa kanila at sa ating paniniwala sa Dyos na sa pamamagitan ng ating mga dasal ay makakamit nila ang buhay na walang hanggan.”

Ipinapaabot din ni Brig. Gen. Oliveros ang kanyang pasasalamat sa mga tao na may mabubuting kalooban na sumuporta para mabigyan ng disenteng libing ang labi ng nasawing NPA komander.

Kuta Heneral Teodulfo Bautista Jolo, Sulu – The Armed Forces of the Philippines Chief of Staff, General Cirilito E Sobejana visits the headquarters of the 11th Infantry Division from 19 to 20 April at Camp Teodulfo Bautista, Brgy Bus-bus Jolo, Sulu. Gen Sobejana commended the latter’s achievements in the government’s fight against terrorism in the province.

The AFP Chief also went to the 1101st Infantry Brigade and 1102nd Infantry Brigade headquarters in the Municipalities of Talipao and Indanan, respectively where he discussed with fellow military officers how to refine and enhance the army’s strategies and capabilities to sustain the momentum gained by the ground units.

Citing the recent successful neutralization of a foreign terrorist and Abu Sayyaf Group members, Gen Sobejana averred that the successes of JTF-Sulu and 111th Infantry Division, led by Maj. Gen. William N Gonzales, demonstrate that the government is relentless in its mission to ultimately put an end to terrorism, especially in Sulu.

“We should be very thankful that amid our intense operations, we have accomplished a lot without incurring any casualties from our side. My congratulations to the team of JTF- Sulu. I also had an opportunity to lead the JTF-Sulu in 2017 and I am very proud to see that it has evolved into one of the most admirable and dependable units. With regards our mandate, I believe we are on track in neutralizing the key personalities of the ASG,” said Gen Sobejana.

Furthermore, Western Mindanao Command Commander Lt. Gen. Corleto S Vinluan and 11th Infantry Division Commander Maj. Gen William N Gonzales presented to Gen Sobejana some of Abu Sayyaf Group (ASG) surrenderees in a ceremony promoting local government programs that aim to enjoin rebels to yield and return to a more peaceful and productive life.

During the activity, Maj. Gen. Gonzales highlighted the continuous decline of ASG’s manpower, which has negatively and greatly affected the group’s resource generation activities. “Our series of operations against these terrorists have constricted their operating spaces, limited their movement, and disabled their ability to boost their ranks and execute their planned atrocities” He also attributed the government’s gained momentum against the ASG to the concerted efforts of the other members of the Provincial and Municipal Task Forces in Ending Local Armed Conflict.

To recall, an Egyptian national together with two ASG members were killed on 16 April in Sulu during a clash with soldiers. Also significant was the arrest of nine ASG supporters and potential suicide bombers in February. From January 2021 to date, the JTF-Sulu has neutralized 7 ASG members, facilitated 60 surrenders, and recovered 56 firearms.

CAMP ELIAS ANGELES, Pili, Camarines Sur-The relentless conduct of extensive security operations of the Army together with the PNP in Bicol continues to soar positive results.

On April 20 of this year, while conducting security operation, government troops encountered at least ten communist NPA terrorists in Sitio Valleyfarm, Barangay Tigbao, Milagros, Masbate. After a few minutes of fire fight, the enemies withdrew. Nobody was harmed in the government side.
Furthermore, troops recovered 2 M16 rifles, 2 bandoliers, 12 magazines, ammunitions, and personal belongings. Prior to this, government troops received an information from the residents about the CPP-NPA’s presence in the area.

Lt. Col. Siegfried Felipe Awichen, Commander, 2nd Infantry Battalion expressed his gratitude to the local populace for the prompt report, thereby preventing the CPP-NPA from carrying out its ill motives in the communities.

On the other hand, Col. Aldwine Almase, Commander, 903rd Infantry Brigade, called on the Communist NPA Terrorists to return to the fold of the law, withdraw their membership and support to CPP-NPA-NDF.

In Masbate, the government has been receiving continuous support from the Masbateños who have denounced the CTG’s terrorism which, for so long a time, has been threatening the peace and progress of the province.

The Joint Task Force Bicolandia (JTFB) under Maj. Gen. Henry A Robinson, is confident that communist insurgency can no longer gain its ground in Masbate. “The snowballing of surrenderees and the growing support of the local populace in Masbate are the fruits of our unyielding efforts to eradicate the communist insurgency.”

It can be recalled that for the past months, series of peace and indignation rallies were held in Masbate to denounce the atrocities of the CTG along with the rising number of Barangays declaring the terrorist group as persona non-grata. In February, four high powered firearms were also captured from the successful military engagement in Mobo town.

With the event, JTF Bicolandia is positive that CTG will eventually collapse in the island province and soon in the whole Bicolandia.

Security forces killed 2 communist rebels and captured a woman fighter following a gun battle on Thursday in Zamboanga del Sur province in southern Philippines, officials said.







Military photos released to the regional newspaper Mindanao Examiner show the rebel weapons recovered by troops following a gun fight that killed 2 New People's Army rebels and the capture of a female fighter in Zamboanga del Sur's Tigbao town on April 22, 2021.

Army Lt. Gen. Corleto Vinluan, Jr., chief of the Western Mindanao Command, said the fighting broke out in the village of Guinlin in Tigbao town after soldiers and policemen tracked down the hideout of the rebels and tried to arrest them.

Vinluan said
those killed were members of the Main Regional Guerilla Unit of the New People’s Army. “While approaching the target’s location, the terrorists opened fire which forced the operating troops to retaliate,” he said.

He
identified the slain gunmen as Felimon Suazo and James Cordero, and the captured rebel, Elvie Doctor.

Suazo, according to a military dossier, was an executive committee member of the Western Mindanao Regional Party Committee and also its political instructor and finance officer. He was one of those senior rebels from Davao who were sent to Zamboanga Peninsula in 2009 to reinforce the dwindling number of fighters in the region.

While the woman, the military said, is also a senior rebel member of the same regional party committee, where she is a known propaganda expert.


There was no report of military or police casualties, but Vinluan said troops were pursuing a small group of rebels who managed to escape during the fighting. He said soldiers also recovered the bodies of the slain rebels and their weapons – an M16 automatic rifle with grenade launcher, two automatic pistols and four 40mm rifle grenades, including dozens of ammunition.

The rebel group is fighting for many decades now to overthrow the democratic government and put up a communist state. Peace talks with the Duterte administration and past governments had failed after communist negotiators demanded the release of jailed rebels and power-sharing in running the affairs of the state. CATARMAN, Northern Samar, April 22 (PIA) -- The Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) met via zoom consolidating each member-agency effort in providing services to target barangays in the province of Northern Samar.

Initiated and hosted by TESDA Regional Director Gamaliel Vicente, Jr., Chair of PRLEC8, the presentation of programs was done and it was known that TESDA Northern Samar provided training, distributed starter toolkits, and implements Barangay Development Projects (BDP) amounting to more than P 4-Million to 271 beneficiaries.

The intervention of the Department of Science and Technology (DOST) - Northern Samar includes the deployment of two units Science and Technology Academic and Research-Based Openly Operated Kiosks (STAR BOOKS) including the conduct of Administrator’s and User’s Training.

In addition, DOST also facilitated the establishment of a water purification system facility inclusive of training on the operation and maintenance of the system, the establishment of an impeller rice mill facility including the conduct of training on the operation and maintenance of the system, provision of 20 and 30 units DOST-ITDI developed ceramic water filter.

The Department of Agriculture (DA) on the other hand, focused on the conduct of social preparation activity, training on goat production, distribution of assorted vegetable seeds, Kalamansi production, and marketing, among others.

For the Department of Trade and Industry (DTI) services centered on the conduct of livelihood seeding program, distribution of livelihood starter packages amounting to 419,000, and sari-sari store kits were distributed to 24 MSMEs who were affected by the COVID-19 pandemic.

The Department of Agrarian Reform (DAR) also provided CRFP-sustainability livelihood support for disaster-affected areas in Barangay Calantiao, Bobon in particular.

Also mentioned in the report are the peace and security and transportation assistance and services provided by the 20th Infantry Battalion, Philippine Army, and the Philippine National Police.

Accordingly, DSWD SLP can also provide livelihood assistance by complementing the interventions already provided by other cluster members.

The Bureau of Fisheries and Aquatic Resources on the other hand can provide aquaculture and technology training with CDA who can provide capability building in the cooperative organizations.

The Department of Environment and Natural Resources (DENR) also informed of their Enhanced National Greening Program implemented in some target barangays.

The six priority barangays in Northern Samar where interventions of PRLE-Cluster were focused on Barangay Calantiao of Bobon, Barangay Quezon of Catarman, Barangay San Miguel of Las Navas, and Barangays Hitapi-an, Osang and Nagoocan of Catubig, Northern Samar. (nbq/ADiaz/PIA-N. Samar)

NEGROS ORIENTAL, April 21 (PIA) -- The 302nd Infantry Brigade (302 IB) of the Philippine Army has alerted the public, especially residents in the hinterland areas, to be on their guard as some Anakbayan members of leftist groups have been reported to recruit and exploit individuals in different areas of the province.

In a Provincial Peace and Order Council (PPOC) meeting, Col. Leonardo Peña, brigade commander of 302 IB, said his command received reports that Anakbayan members have been visiting the Balinsasayao Twin Lake, Bacong town, and part of the municipality of Siaton.

It was noted that Anakbayan is reportedly secretly recruiting children who will be trained and used as child warriors, in addition to residents or farmers.

Peña said although these groups are not armed, most of them are organizers and CPP-NPA-linked activists.

He said although the Communist Party of the Philippines-New People’s Army (CPP-NPA) only has 148 manpower operating in the province compared to government security forces, however “the strategy of this terrorist group is protracted warfare that is why they last for 52 years in their service.”


“Meaning, the longer it takes it will be at their own advantage. Because they become stronger, they can recruit, and agitate the target communities or residents on the present social problems to stir up conflict against the government,” said Peña.

Peña reiterated his call to the remaining members of the CPP-NPA to abandon the armed struggle, return to the folds of the law, as the government is willing to help them go back into the mainstream society.

He also urged government agencies and even the community to share their efforts to totally end communist armed conflict.

The Army official added that "fighting the communist terrorist group is not the sole responsibility of your security forces, it is our responsibility.”

“Ang kailangan haharap diyan ay ang ‘whole of government approach,' if there are target issues pertaining to social problems, kailangan mag act ang different agencies of the government to address that problem. Kailangan tayo mag tulungan. Likewise, we need to prevent them from further recruiting particularly the young generation,” urged Peña.

Meanwhile, the Philippine Army has reported that the infantry brigade has conducted four armed engagements with rebel groups or communist terrorist groups (CTGs) in Siaton, Guihulngan City, and La Libertad that resulted to the recovery of several firearms and explosives, the arrest of two armed men, and nine rebels killed in January to March of this year. Naisalarawan naman ng kasundaluhan ng 50th Infantry Battalion kasama ang mga CAFGU Active Auxiliary ang bayanihan nang nakibahagi kamakailan sa Brigada Eskwela na inilunsad sa Tappo Elementary School sa Tappo, Pinukpuk, Kalinga.

Layunin nito na maipabatid sa mga kabataan ang kahalagahan ng pag-aaral lalo na ngayong panahon ng pandemya. Malaki rin ang naging pasasalamat ni Ginang Jonalyn Guitering, Brigada Coordinator, sa tulong ng mga kasundaluhan. Aniya, bagamat tumutugon din sa paglaban sa pandemya ang kasundaluhan, hindi sila nagdalawang isip na makipagtulungan sa kanilang aktibidad.

Sa bahagi ng Bontoc, Mountain Province, nakatanggap ng tulong pinansyal ang apat na mga dating miyembro ng teroristang Communist Party of the Philippines-New People’s Army (CPP-NPA) sa ilalim ng firearm remuneration ng Enhanced Comprehensive Local Integration Program.

Sa tulong ng kasundaluhan ng 54th IB, ipinasakamay kamakailan ni Department of the Interior and Local Government Provincial Director Anthony Manolo Ballug ang kabuuang PhP370,000 na halaga ng tulong pinansyal sa mga dating miyembro ng rebeldeng grupo matapos maibaba ang kani-kanilang mga armas kasabay ng kanilang pagbabalik-loob sa gobyerno noong nakaraang taon.

Sa bayan ng Tinoc, Ifugao, naipamahagi ng Bureau of Fisheries and Aquatic Resources ang kanilang fisheries livelihood project na nagkakahalaga ng isang milyon piso noong ika-4 ng Abril taong kasalukuyan. Naipagkaloob ng naturang tanggapan ang rice and fish, at pond demo culture sa 29 na mangingisda na mula sa mga barangay ng Binablayan, Danggo, Luhong, Tukukan, at Wangwang.
Ang naturang pangkabuhayan ay naglalaman ng fingerlings at feeds na kinakailangan sa kabuuang proseso ng demo culture.

Alinsunod naman sa kagustuhang tuluy-tuloy na katahimikan at pag-unlad sa lalawigan ng Isabela, pinangunahan ni BGen Danilo D Benavidez, Commander ng 502nd Infantry Brigade ang pagpupulong ng Peace, Law Enforcement, and Development Support Cluster ng Provincial Task Force- ELCAC upang mapag-usapan ang mga susunod na hakbang upang makamit ang kapayapaan at kaunlaran para sa mga residente ng naturang lalawigan.

Bukod dito, dahil sa mga ikinasang Community Support Program ng 86IB kasama ang iba’t-ibang ahensya ng pamahalaan sa Barangay San Francisco Sur, San Guillermo, Isabela, namulat ang mga residente sa panlilinlang ng CPP-NPA-NDF.

Kamakailan, tinuligsa nila ang mga karahasan at pang-aabuso ng mga teroristang grupo sa pamamagitan ng kanilang isinagawang indignation rally. Idineklara namang Persona Non Grata ng Palanan, Isabela ang mga teroristang CPP-NPA sa kanilang bayan sa bisa ng isang resolusyon na pinagtibay naman ng mga mamamayan sa nasabing bayan sa pamamagitan ng pakikipagtulungan sa hanay ng kasundaluhan.

Nagkaisa ang mga lokal na lider at ang mga residente ng naturang bayan na protektahan ang kanilang mamamayan laban sa banta ng teroristang CPP-NPA. Kanila ring siniguro ang kanilang kooperasyon at pakikipagtulungan sa hanay ng 95IB upang wakasan ang insurhensiya sa kanilang lugar.

Hindi na rin mapigilan pa ang mga residente sa bayan ng Baggao, Cagayan sa pagsasagawa ng Peace Rally kontra sa teroristang CPP-NPA sa tulong na rin ng 77IB. Magkakasunod na nagsagawa ng peace rally ang mga barangay ng Carupian, Bunugan, Taguing, Ibulo, Bitag Grande, Hacienda Intal, Asinga Via, San Vicente, Bagunot, at Sta Margarita upang ipakita sa mga miyembro ng CTG na hindi sila katanggap-tanggap sa kanilang lugar.

Ayon kay Ka Ferde, isa sa mga nagbalik-loob, itinuring lamang silang alipin at utusan ng mga kadre ng teroristang CPP-NPA. Sapilitin silang ginagawang tagahatid ng mga pagkain at armas ng mga rebelde. Bukod dito, ginagawa rin silang espiya laban sa tropa ng pamahalaan.

Aniya, kung hindi sila susunod sa kagustuhan ng mga kadre ay tinatakot at pinagbabantaan ang kanilang buhay kasama ang kanilang pamilya. “Sobrang paghihirap ang aming naranasan dahil sa pagmamando ng mga NPA. Kinokontrol nila kami at pinagbabantaan. Natatakot kaming suwayin ang utos nila dahil baka madamay ang aming pamilya. Wala kaming magawa kundi sumunod sa kanila kahit labag sa aming kalooban pati na rin sarili naming pamilya ay napabayaan narin,” emosyonal na pagbabahagi ni Ka Ferde sa kanyang naging karanasan sa mga teroristang CPP-NPA.

Ikinagalak naman ni MGen Laurence E Mina PA, Commander ng 5th Infantry Division ang naging pagkakaisa ng bawat mamamayan at pakikipagtulungan sa mga ahensya ng pamahalaan upang ipagtabuyan ang mga rebeldeng CPP-NPA sa kani-kanilang mga lugar. Aniya, malaking bagay ito para sa tagumpay ng kampanya ng pamahalaan laban sa insurhensiya partikular na sa Lambak ng Cagayan at Rehiyong Cordillera. QUEZON CITY, April 21 (PIA) -- The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on Tuesday lamented the alleged exploitation of public-initiated community pantries in different parts of the country by the communist movement to further its propaganda of bringing down the government.

In a statement, Presidential Communications Operations Office Undersecretary Lorraine Marie Badoy said while the opening of community pantries is a welcome development, some communist elements are reportedly taking advantage of the Filipinos’ "Bayanihan" spirit, amid the COVID-19 pandemic, to help struggling Filipinos and make them believe that the government is “inutile.”

“Kami sa National Task Force to End Local Communist Armed Conflict ay natutuwa sa pag-usbong ng pakikibahagian ng pagkain sa nangangailangan na noon pa man ay nangyayari na sa iba’t ibang sulok ng Pilipinas — at nangyari lahat ng kabutihang asal na yan na walang media coverage at walang pa-press con [conference],” said Usec. Badoy, who is also the NTF-ELCAC spokesperson.

Badoy’s statement came amid the supposed “red-tagging” of community pantry organizers.

In a report by the Philippine News Agency, Ana Patricia Non, the person behind the movement to help Filipinos in need amid the pandemic, announced on Monday the temporary closure of the community pantry on Maginhawa Street in Quezon City due to the alleged “red-tagging” incident.

Non also posted several screenshots, including a Facebook post shared by NTF-ELCAC claiming that the community pantry is being used for communist propaganda.

Badoy renewed her call to stop using the term “red-tagging” which she said was merely invented by the CPP-NPA-NDF to destabilize the government as she appealed to the CPP-NPA-NDF to "stop fooling our fellow countrymen."

“Kung kaya’t kami ay umaapela sa CPP-NPA-NDF na tigilan na ang panloloko sa ating mga kababayan,” she said.

“Kahit minsan, tigilan nyo ang paggamit sa mabubuting puso ng Pilipino para lokohin at ilagay sa kapahamakan,” she added.

Meanwhile, a Facebook post by anti-communist page Peace Philippines, which was shared by the NTF-ELCAC, grabbed photos of community pantries that are allegedly being used by the communist group to launch a massive recruitment drive.

Peace Philippines claimed “Tulong Kabataan,” an organization allegedly created by CPP-NPA-NDF, has control of some community pantries to get funds and recruit members.

Badoy also questioned the community pantry organizers who are asking for cash donations, saying it is unnecessary.

“Hindi kailangan humingi ng cash na donasyon — lalo dollars. Sapat na ang pagbigay na kung ano ang kaya nating ibigay,” she said.

Badoy added that it is unacceptable to use the setting up of community pantries to convince Filipinos to unseat President Rodrigo Roa Duterte.

“Kung pagbigay ng pagkain lang ang tunay na pakay nyo, bakit may kailangang pang dugtong na patalsikin ang isang Pangulong nahalal ng marapat at matuwid at ayon sa ating Saligang Batas na suportado at pinagkakatiwalaan ng nakararami sa atin?” she said.

However, despite the supposed ulterior motive of some people behind the setting up of community pantries nationwide, Badoy said the NTF-ELCAC would support those who embody the “real” Bayanihan spirit to help their fellow Filipinos survive amid the COVID-19 crisis, including support to any advocacy for a better community, adding that, "the real strength of a nation is its citizens."

“Buong-buo ang suporta ng NTF-ELCAC sa ano mang adhikain na makapagtuturo ng mabuting pamayanan sa ating mga kababayan dahil ang tutoong pwersa at lakas ng isang bansa ay ang mga mamamayan nito,” Badoy said.

The official also expressed optimism that the Bayanihan spirit — such as the people’s cooperation with government workers who are working tirelessly since the pandemic broke out — would remain alive.

“Ang tutoong diwa ng Bayanihan ay ang pagkakapit-bisig ng mga mamamayan sa ating pamahalaan na gawa ng mga lingkod bayan na wala na yatang pahinga mula nung nagsimula ang pandemya na ito,” she said. (PIA NCR)

PASIG CITY, April 21 (PIA) -- The Armed Forces of the Philippines (AFP) conducted a Joint Change of Chiefs of Office Ceremony for Office of the Internal Auditor (OTIA), Office of the Deputy Chief of Staff for Logistics (OJ4), Office of the Deputy Chief of Staff for Education, Training and Doctrine (OJ8), and the AFP Pension and Gratuity Management Center (AFP PGMC) on Tuesday, April 20.

The ceremony held at Tejeros Hall, AFP Commissioned Officers Country was attended and presided over by The Deputy Chief of Staff, AFP Vice Admiral Erick A. Kagaoan.

“The Change of Chief of Office and Assumption of Office ceremonies not only symbolize the changing of the guards but also signify advancement and growth of military careers,” VAdm Kagaoan said.

Brigadier General Henry M Doyaoen, the former Commander of the 503rd Brigade, 5ID, PA assumed as Chief, OTIA succeeding Major General Bartolome Vicente O. Bacarro who is now designated as Commander of the 2nd Infantry Division. The said office is responsible for monitoring responsiveness and effectiveness of all AFP units and offices.

Commodore Antonio C Palces is the newly posted DCS for Education, Training and Doctrine, J8. He is the Commander of Naval Forces Eastern Mindanao. Commodore Palces is also an accomplished skipper having commanded several naval ships such as the BRP Miguel Malvar, among others.

\Commodore Palces took over the OJ8 position from Major General Rene S Diaz who will now lead the Office of the Deputy Chief of Staff for Logistics, J4. The OJ4 is primarily mandated to formulate responsive logistics plans and programs, and implement effective policies and procedures.

In his previous stint as J8, MGen Diaz steered the office to the successful publication and implementation of 34 Training Directives. Under his leadership, OJ8 became instrumental in the conduct of the AFP Joint Exercise “Dagat, Langit, at Lupa”.

He succeeded Rear Admiral Alberto B Carlos who has now taken command of the 5,000-strong Philippine Fleet. It has been through RAdm Carlos’ leadership that the OJ4 set the record for the highest formulated and updated policies within the AFP with 23 policies in total.

Finally, Brigadier General Larry B Mojica, the previous Assistant Division Commander of the 5th Infantry Division assumed as Chief, AFP PGMC. He will now lead the AFP PGMC in ensuring adequate and timely assistance to retired personnel as a rightful recompense for their long years of committed service and unparalleled dedication to the country.

Meanwhile, the event was also highlighted by the conferment of AFP Transformation Roadmap Institutionalization Pathway (AFPTRIP) Institutionalized Status to OJ4 and Proficient Status to OJ8.

The outgoing Chiefs of Office were acknowledged with awards and recognitions for their remarkable achievements during their tenure as heads of their respective offices. MGen Bacarro was awarded the Distinguished Service Medal while MGen Diaz received the Third Bronze Anahaw Leaf to the Distinguished Service Star (DSS). Moreover, the DSS with First Silver Anahaw Leaf was granted to RAdm Carlos.

VAdm Kagaoan assured all the honorees that the AFP leadership will always help them overcome challenges and achieve victories.

“May you all pursue and continue to promote the highest standards of excellence, professionalism and commitment to duty at all times. Remember that the AFP leadership is just here to support you anytime,” The Deputy Chief of Staff, AFP stated.

He further encouraged military and civilian personnel of OTIA, OJ8, OJ4 and AFP PGMC to put their trust on their new chiefs and continuously work together for the fulfilment of their missions.

“I am certain that your shops will achieve much, through your hard work and teamwork. Always bear in mind that as much as the role of your chiefs of office is important, each one of you contributes to the overall success of our organization,” VAdm Kagaoan said.

The Philippine National Police (PNP) will intensify its training and coordination activities with the Armed Forces of the Philippines (AFP), especially in the conduct of investigation and crime scene preservation.

"We will be accommodating (the) AFP in training and (they will be doing the same for the) PNP. One training (that will be provided to the AFP) is on investigation. Because in encounters, in (far away areas), the AFP is first to arrive on the scene and it's very important that evidence in the incident must be preserved," PNP deputy director for operations Maj. Gen. Alfred Corpus said in an online press briefing late Monday afternoon.

The move is part of the strengthened joint efforts of the AFP and PNP in addressing security threats.


Last April 16, AFP chief-of-staff Gen. Cirilito Sobejana and PNP chief Gen. Debold Sinas led the National Joint Peace and Security Coordinating Center (JPSCC) meeting held in Camp Aguinaldo, Quezon City.

Sobejaa noted that the intensified conduct of joint police and military operations resulted in the neutralization of a considerable number of enemies of the state.

"The increasing number of threat personalities killed, surrendered, or apprehended demonstrates that we have certainly gained substantial grounds in our efforts against the Communist Terrorist Groups (CTGs),” Sobejana said.

Sinas, meanwhile, said the JPSCC meeting is very useful in strengthening the AFP-PNP interoperability to address the country’s internal security.

“Through this fruitful undertaking we are ready to look forward with optimism as we assure the Filipino people that the PNP and AFP are now better prepared, more equipped, and more confident to address the challenges ahead of us,” he added.

The JPSCC was purposely created to serve as the hub for coordination and collaborative action between the AFP and PNP.

It seeks to enhance military and police cooperation in order to effectively address the country’s insurgency problem and the other peace and security concerns prevailing across the archipelago.

Malacañang on Tuesday said there is no need for a loyalty check among members of the military amid rumors that retired and active military officers have withdrawn support for President Rodrigo Duterte over his silence on Chinese vessels in the West Philippine Sea.

Presidential Spokesperson Harry Roque said top defense and military officials have already denied the existence of a group disgruntled over Duterte’s alleged subservience to China.

“Absolutely wala pong necessity. Sabi ni Presidente kung ayaw sa kanya ng military, uuwi siya ng Davao (Absolutely no necessity. The President said that if the military does not support him anymore, he will fly back to Davao),” he said in a virtual press briefing.


In a pre-recorded public address on Monday night, Duterte admitted that he was “downhearted” when he learned of rumors that a group of military officers have withdrawn their support for him.

“I was so -- talagang (really) downhearted ako because I expected the military to perform well…pagka akala ko makatulong ako sa bayan sa Pilipinas (I thought I could be of help to the nation, the Philippines),” he said.

He said he is willing to step down if he no longer has their support.

“If we cannot work together with just buy medicines, then maybe we cannot work together on bigger things. So what’s the point? Sinabi ko talaga sa kanila (I really told them). I do not work where I am not needed,” he added.

Duterte explained that he told defense and military officials that if they would ask him to resign, he would return to his hometown in Davao City.

“If I cannot have the cooperation of the Armed Forces, then there’s no point in working for this government. Wala (None),” he said.

Roque earlier said the President was “unbothered” by reports that some military officials were withdrawing their support for him, dismissing them as “hearsay.”

He insisted that there is no need for Duterte to make remarks about Chinese vessels in the WPS since his alter egos, particularly Foreign Affairs Secretary Teodoro Locsin Jr. and Defense Secretary Delfin Lorenzana have already made public statements on the matter.

“Hindi ko po maintindihan kung ano pang gusto ng mga kritiko ni Presidente. Nagsasalita na po ang kalihim ng Foreign Affairs, nagsasalita na ang kalihim ng National Defense (I don’t understand what more critics of the President want. The Secretary of Foreign Affairs and National Defense have already spoken),” he said in a Palace briefing on Monday.

Citing the doctrine of qualified political agency, he said utterances of the alter egos are words of the President unless Duterte renounces them.

Lorenzana earlier dismissed the rumors as “irresponsible propaganda”.

“We denounce the irresponsible propaganda being propagated in online posts alleging that a group of retired and active military officers are withdrawing their support for the President. This is fake news!” Lorenzana said in a statement.

Armed Forces of the Philippines chief Gen. Cirilito Sobejana assured that the military continues to stand by Duterte and urged the public to spare his agency from partisan politics.

“The nation is already saddled with numerous challenges that the AFP must face rather than be distracted by people, groups, and associations advancing their own agenda. We assure our people that your soldiers, airmen, sailors, and marines are firmly behind the chain-of-command,” Sobejana said.

Students victimized by deceptive recruitment of youth groups allegedly affiliated with Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) will benefit from an intervention program hatched by the Hands Off Our Children Movement, Inc. (HOOCM, Inc.) and the Polytechnic University of the Philippines (PUP).

A Memorandum of Understanding was signed on April 15, 2021 by HOOCM and the PUP Psychology Department and Psychology Graduate School for a Psychology Extension Program that will provide training and psychosocial interventions.


“One of the objectives of the University is to provide extension service programs to its target beneficiaries as it is dedicated to extending its expertise to the community through the College of Social Sciences and Development-Psychology Department and Graduate School–Master of Arts in Psychology,” the MOU read.

PUP will provide mental health services while HOOCM will turn over the information of students recruited by groups such as Anakbayan, Anakpawis, League of Filipino Students, and Kabataan Party-list.

PUP and HOOCM will also try to get into the bottom of communist terrorist groups’ (CTG) recruitment and how they agitate students into joining the armed conflict.

HOOCM, Inc. is composed of parents whose children were recruited inside universities where they were enrolled.

Before they knew it, their children are already deeply involved in CPP-NPA-NDF organizations and eventually leave home.

"Putting aside our political beliefs and focusing on making a conducive and peaceful space for our children has motivated us to work as one," HOOCM said in a statement.
