CAMP EVANGELISTA, Cagayan de Oro City – On the observance of the entire Nation on the commemoration of Bonifacio Day celebration, the 4th Infantry “Diamond” Division, Philippine Army participated in the 156th Birth Anniversary of Gat Andres Bonifacio at El Pueblo A Sus Heroes Monument, Plaza Divisoria, Cagayan de Oro City on Saturday, November 30, 2019.

The declaration of November 30 as a national holiday started when the Philippine Legislature passed Act No. 2946 on February 16, 1921, making that day of each year a legal holiday to commemorate Bonifacio’s birth. Bonifacio was a national hero and he is often called “the Father of the Philippine Revolution”.

At around 5:00 o’clock in the morning, some 90 Diamond troopers composed of honor guards, firing party, marching band, security elements and general staffs led by BGen Oliver T Vesliňo, the Assistant Division Commander of 4ID, assembled in the Heroes Monument, Plaza Divisoria, this city for the Bonifacio day celebration.

Also, thousands of people coming from various government and non-government agencies, civil society organizations, people’s organizations and other stakeholders participated and have shown their full support during the celebration crowding Plaza Divisoria early in the morning.

Meanwhile, the activity started with the sounding of sirens at around 7:00 o’clock in morning. A formal program immediately followed wherein a mass wreath laying highlighted the event participated by various agencies and sectors headed by Hon. Oscar S Moreno, the city mayor, together with BGen Vesliňo. The program ended with a meaningful message coming from Mayor Moreno which emphasized on EO 70, the Whole-of-Nation Approach in Ending Local Communist Armed Conflict.

MGen Franco Nemesio M Gacal, Commander of the 4ID said, “Let us look back with pride on the heroism done by Gat Andres Bonifacio. The freedom that we enjoyed today was paid by the blood, sweat and tears of our brave heroes. We should cherish the freedom which was entrusted to us by our forefathers. It is everybody’s responsibility to take good care of our country’s future as we are going to entrust it also for the new generations to come.

“I urge everyone to do your share, let us join hands to fight insurgency and end the local communist armed conflict in order for us to attain lasting peace and sustainable development in Regions 10 and Caraga.” Gacal ended

PASIG CITY, (29 November 2019) -- Representatives of the Joint Committee of the Somali Regional Government of Ethiopia and the Ogaden National Liberation Front visited the Office of the Presidential Adviser on the Peace Process (OPAPP) today to learn about the Bangsamoro peace process.

“Our nations share a common vision: to achieve meaningful and sustainable peace by engaging revolutionary groups in inclusive and genuine peace talks built on mutual trust, respect, and confidence,” Atty. Wilben Mayor, OPAPP chief-of-staff, told the Ethiopian delegates during a briefing session.

OPAPP executives also discussed peace mechanisms that have helped the national government and the Moro Islamic Liberation Front prevent situations of conflict, as well as the integration of the conflict sensitivity and peace promoting (CSPP) approach in OPAPP’s policies, programs and other interventions.

The visit of the Ethiopian delegation was organized by Conciliation Resources, a peacebuilding organization based in the United Kingdom.

PASIG CITY, (28 November 2019) – The Inter-Cabinet Cluster Mechanism on Normalization (ICCMN) and the Joint Secretariat of Inter-Governmental Relations Body (IGRB) convened here today in separate meetings to discuss ways to accelerate the implementation of the normalization and political tracks of the Comprehensive Agreement on the Bangsamoro (CAB).


“Through the partnerships we have forged under the ICCMN, we shall be able to develop greater synergy among our agencies, leverage on each other’s resources, and carry out interventions that are tailored-fit to the specific needs of the Moro Islamic Front-Bangsamoro Islamic Armed Forces (MILF-BIAF),” said Presidential Peace Adviser Carlito Galvez Jr. in a message read by Deputy Peace Adviser for Operations Isidro Purisima.

The ICCMN is a multi-agency body tasked to consolidate and integrate the interventions of the national government in line with the normalization phase.

During the fourth ICCMN meeting, representatives of the four clusters presented the progress of each mechanism following the official launch of the decommissioning process for MILF combatants last September 7, which was witnessed by President Rodrigo Roa Duterte.

Socio-economic interventions

Ariel Hernandez, co-chair of the Joint Normalization Committee, pointed out that the memoranda of agreements and understandings signed between the Office of the Presidential Adviser on the Peace Process (OPAPP) and other line agencies this year signified the convergence efforts among government institutions in providing much-needed socio-economic interventions to the decommissioned combatants.

Hernandez said these included partnerships sealed between OPAPP and the Department of Social Welfare and Development (DSWD); Armed Forces of the Philippines (AFP); Technical Education and Skills Development Authority (TESDA); Philippine National Police (PNP) and Philippine Public Safety College; Department of Labor and Employment; and the Commission on Higher Education and Ministry on Basic, Higher, and Technical Education of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

He noted that most of the beneficiaries of DSWD’s financial assistance had used the funds they received to finance their children’s education, repair their houses, purchase motorbikes, and pay their debts.

Hernandez reported that 6,833 MILF combatants have been decommissioned to date, emphasizing that this number had exceeded their expectations and can be largely attributed to the smooth process facilitated by the Independent Decommissioning Body (IDB).

“Originally, our target by the end of this year is 57% of combatants to be decommissioned. But with the good system in place, the IDB decided to accommodate 318 combatants per day instead of 212, thus increasing the process from 57% to 74%,” said Hernandez.

He said that out of the 6,833 decommissioned combatants, 117 are members of the Bangsamoro Women’s Auxiliary Brigade.

Hernandez added that 1,072 of the target 2,100 firearms have been decommissioned as of November.

The target number of combatants to be decommissioned in the second phase is 12,000. The process will run until the first quarter of 2020.

Security cluster

A total of 15 Joint Peace and Security Teams (JPST) were organized as of November, composed of 450 members with 120 of them coming from the AFP, 125 from the PNP, and 225 from the MILF-BIAF.

Of these 15 teams, five teams are currently deployed on mutually agreed areas including the JPST Center based in Awang, Cotabato City and the Secured Arms Storage Areas (SASA) and Assembly and Processing Area (APAs) sites. Some of the JPST members have also been assigned to secure IDB officials.

The five teams are composed of 136 members with 32 from the AFP, 37 from the PNP, and 67 from the MILF-BIAF.

OPAPP has started to facilitate the process of crafting the Implementing Rules and Regulation for the disbandment of private armed groups (PAGs) in line with the national government’s efforts to address the issue of PAGs.

Confidence-building measures

On November 6, the final and complete list of MILF detainees eligible either for bail or recognizance were submitted to the Presidential Committee on Bail, Recognizance, and Pardon (PCBreP) for MILF members who are currently detained or in prison.

Moreover, a group of paralegal teams composed of law students from Mindanao State University and Notre Dame University were established to provide legal aid to MILF detainees. The teams will be supervised by their respective law instructors.

Transitional Justice and Reconciliation

Atty. Wilben Mayor, OPAPP Chief-of-Staff, presented the draft roadmap for transitional justice and reconciliation (TJR) based on the ‘Deal with the Past’ framework created by the TJR Commission.

The TJR’s four pillars will serve as the main foundations of the framework. These include: (1) Right to Know; (2) Right to Justice; (3) Right to Reparation; and (4) Guarantee of Non-recurrence.

“Out of the four clusters, this is the one to be implemented longer, the more contentious, and tedious activities pertaining to this particular endeavor,” Mayor explained.

Summing up the updates presented during the meeting, Cabinet Secretary Karlo Nograles thanked ICCMN members for throwing their full support behind the implementation of the normalization track.

“I would like to express my sincere appreciation to all of your for your contributions and participation in this 4th ICCMN meeting,” Nograles said.

“Inclusion and empowerment will continue to underpin our efforts to posit for change. We must continue to work together to enhance our efficiency in developing more effective outcomes, aligning and setting our plans to deliver lasting results that will inspire peace, prosperity, and harmony among us regardless of faith, ethnicity and ideology,” he added.

Next steps of IGRB

After the fourth ICCMN, the Joint Secretariat of the Intergovernmental Relations Body (IGRB) chaired by the Secretary of Finance met to discuss its proposed terms of reference and prepare for its official launch in December 2019.

The establishment of the IGRB is provided in the Bangsamoro Organic Law (BOL) as part of the political track of the Comprehensive Agreement on the Bangsamoro (CAB). With the passage and ratification of the BOL, there is a need to create a body that will further strengthen the relationship between the national Bangsamoro governments.

President Rodrigo Roa Duterte recently approved the recommendation of OPAPP for the immediate establishment of the IGRB through a memorandum issued by the Office of the Executive Secretary on October 14.

As contained In the memorandum, the body was directed “to resolve issues brought before it and facilitate the creation of other intergovernmental relations bodies”.

The memo likewise stated that the “The IGRB shall be supported by the Office of the Presidential Adviser on the Peace Process, which is hereby designated to be the joint secretariat of the IGRB.”

The National Government IGRB Secretariat is headed by Finance Undersecretary Bayani Agabin while BARMM IGRB Secretariat is led by Atty. Sha Elijah B. Dumama-Alba. Further, OPAPP Dir. Wilben M. Mayor heads the Technical Support Staff.

During the meeting, Mayor emphasized the importance of the IGRB’s creation, saying “There’s need to fasttrack the operationalization of the IGRB to efficiently address the issues and keep the government running and prevent a vacuum in the public service for the Bangsamoro,” he said.

Davao City – The Ministry of Basic, Higher and Technical Education (MBHTE) organized a Donors’ Forum and discussed the 12 Point Education Agenda of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) on Saturday, November 30 at Davao City.

The donors’ forum aims to share the MBHTE development agenda to the partners, map out all education-related development interventions in BARMM, secure support for priorities, and to explore the establishment of a coordination mechanism.

In his welcome remarks, Atty. Haron Meling, Iqbal’s Chief of Staff said “We hope that this donors’ briefing is the beginning of our strengthened partnership.”

MBHTE Minister Mohagher Iqbal presented the following 12-point agenda of the MBHTE: t

1. Inclusive Bangsamoro Education Code, 2. 1 million learners enrolled in Bangsamoro

3. Accessible quality of education for all learners, 4. One professional for every family

5.Quality teachers and education managers, 6. Schools safe for learning and development

7. Prioritizing welfare of students with disability, 8. Comprehensive health and nutrition programs in schools,

9. Encourage parents to invest in education, 10. Working with BARMM ministries and LGUs and community leaders

11. Good governance practices, 12. Learning good practices from international experience.


The MBHTE's partner organizations who graced the activity were the Australian Aid/Department of Foreign Affairs and Trade (DFAT), Islamic Relief Worldwide Philippines, United States Agency for International Development (USAID) ABC+, Save the Children, World Bank, World Food Programme, United Nations Development Programme, (UNDP), Synergeia, Community and Family Services (CFSI), United Nations International Children's Emergency Fund (UNICEF), UNFPA, United Nation International Labour Organization (UN ILO), The Asia Foundation, Philippine Business (PBSP), Agency for technical Cooperation and Development (ACTED), and Education Pathways to Peace in Mindanao.

The program has solicited recommendations among partners on How can the donor. Community and the Ministry communicate more effectively which each other? In terms of communication, how can donors avoid duplication of activities through coordination, and cooperation.

Iqbal said that there will be a coordination mechanism which will be set-up next year to strengthen the coordination of all the partner donors of the MBHTE

We, the Filipino nation and all patriotic and progressive forces, celebrate today the 156th birth anniversary of Andres Bonifacio in order to honor him and the Katipunan for their revolutionary heroic deed of declaring and fighting for Philippine independence against Spanish colonialism in 1896.

We likewise honor all the national heroes who have followed their example in fighting against foreign and feudal domination. We make special mention of Kabataang Makabayan, founded on November 30, 1964, for striving to continue the unfinished revolution, interrupted by the US imperialist war of aggression and conquest of the Philippines soon after the people’s victory over Spanish colonialism.

The best way to celebrate Bonifacio Day is to renew and reinvigorate the revolutionary unity and will of the Filipino people to continue the struggle for genuine national independence and democracy against the semicolonial and semifeudal ruling system dominated by US imperialism and the local exploiting classes of big compradors and landlords.

This ruling system is now chiefly represented by the traitorous Duterte regime, which tries to serve two imperialist masters by keeping the all-sided overall dominance of US imperialism and at the same time selling out the sovereign rights of the Filipino nation over the West Philippine Sea and over its economy and natural resources in the entire archipelago.

The chronic crisis of the ruling system is worsening rapidly due to the policies of neoliberalism and state terrorism. Foreign monopoly capitalism extracts superprofits by keeping the Philippines underdeveloped and a cheap source of labor and raw materials and a denationalized and deregulated field of imperialist trade and investments.

The people are being subjected to worse conditions of exploitation, deteriorating working and living conditions, rising unemployment and mass poverty. While the local and foreign public debt is growing rapidly due to the importation and consumption of foreign manufactures, the Duterte regime has increased the tax burden at the expense of the ordinary people only to use the public funds to feed bureaucratic corruption and reinforce the instruments of state terrorism.

There is now a de facto regime of fascist dictatorship in the Philippines. Under the pretext of rabid anti-communism, the reactionary government is under a process of militarization and fascisation in accordance with Executive Order No. 70 for the purpose perpetuating and serving the three evil forces of imperialism, feudalism and bureaucrat capitalism.

The traitorous, tyrannical, genocidal, corrupt and swindler Duterte regime is imposing extreme and intolerable forms of exploitation and oppression on the Filipino people. It is therefore inciting anf goading the people to fight back. It is driving them to rise up in mass protests for full national independence and democracy and to engage in the new democratic revolution with a socialist perspective.

Indeed, the conditions for the people’s struggle for national and social liberation are favorable in the Philippines. So are the conditions abroad favorable for the revolutionary struggle. The world capitalist system is in grave crisis. It has been unable to solve the problem of stagnation and depression since 2008. The inter-imperialist contradictions are intensifying. For decades, US and Chinese monopoly capitalism were main partners in neoliberal globalization. Now, they are in a vortex of struggle for a redivision of the world.

The people of the world have undergone intolerable suffering from imperialist plunder, state terrorism, foreign military intervention and wars of aggression. In response, they have risen up in militant mass protests all over the world, especially against neoliberalism and fascism. These mass protests are bound to intensify and grow and stimulate the spread of people’s war and the resurgence of the anti-imperialist and proletarian-socialist revolutionary struggles on a world scale.

In carrying out the new democratic revolution for more than 50 years, the Communist Party of the Philippines as leading force and the entire revolutionary movement of the Filipino people under the guidance of Marxism-Leninism-Maoism have withstood and overcome the pro-imperialist currents of neocolonialism, anticommunism, reactionary liberalism, social democracy and neo-Keynesianism, modern revisionism, neoliberalism and fascism.

They have stood out as torch bearer of the world anti-imperialist struggles and the world proletarian revolution and continue to grow in revolutionary strength and advance in concert with the peoples of the world, as did the Katipunan under Bonifacio when it was the leading force of the old democratic revolution. This was the first national liberation movement to defeat a Western colonial power in Asia, and served as the torch-bearer of liberal democratic revolution in Asia, long before the Chinese revolution of 1911 and the emergence of new states after World War II.

In carrying out the new democratic revolution, the Communist Party of the Philippines is inspired by the revolutionary spirit of Andres Bonifacio and the Katipunan. It is the New Katipunan at a new and higher level of revolutionary struggle, that of the people’s democratic revolution with a socialist perspective, in the era of modern imperialism and the world proletarian revolution. It seeks to contribute the best it can to the achievement of national liberation, democracy and socialism in other countries.

Ang mga kampanya nitong mapanupil sa mga anakpawis at panggitnang saray ng lipunan at ang pakana nitong magpataw muli ng pasistang diktadura ala Marcos sa sambayanang Pilipino ay hindi palatandaan ng lakas kundi kahinaan at mabilis na pagkabulok hindi lamang ng rehimen kundi ang buong malakolonyal at malapyudal na naghaharing sistema.

Ang mga sistematiko at garapal na paglabag sa mga pambansa at demokratikong karapatan at interes ng sambayanang Pilipino sa ngalan ng anti-komunismo ay nagpapalubha lamang sa mga pang-aapi at pagsasamantala na dulot ng tatlong salot sa bayan: ang imperyalismo, pyudalismo at burukrata kapitalismo.

The year 2019 has been declared as the Year of the Youth, with the theme “Beloved, Gifted, Empowered”. It is fitting and proper to commemorate the birthday of Andres Bonifacio as he is country’s “beloved” for having led the revolution against the oppressive colonizers, “gifted” with the sharp analysis of the situation and the generosity to apply the appropriate action which “empowered” his fellow youth that paved the path of our country’s history.

We at the Christians for National Liberation [CNL] join our fellowmen in commemorating this day and challenges the youth to inflame them with faith, passion and courage of Andres Bonifacio. That rooted in our Christian faith, the youth may be empowered through their collective efforts to influence our society in confusion and to actively take part in building a humane, just and peaceful society.

From the Kabataan Partylist data reveals that majority of the Filipino youth have the inaccessibility to adequate information, poor quality education, joblessness, and low wages. Their democratic rights are under attack, which worsens the culture and the climate of impunity. That is the challenge of the young generation now and we at the CNL believe that they can be the generation that can end or make great effort in changing these things. Being the hope of the future is not a mere definition from our national hero. Instead, it’s a challenge to use their time, andr talents to serve the people. Let Andres Bonifacio be their icon for an empowered youth.

We call on the Christian churches with Youth Ministry to encourage and form the young people to the inspiration of the life of Andres Bonifacio. For the Catholics, let the Year of the Youth be productive by immersing them with the basic sectors, resulting in a different mind set or perspective.

Duterte keeps on flipflopping between calling for an investigation of corruption in the handling of more than 17 billion pesos for the 30th Southeast Games and absolving Cayetano who has been held most accountable for corruption because of the media and public outrage over the most obvious manifestations of corruption related to the private foundation of Cayetano.

Among such manifestations are the cauldron which is clearly overpriced at 50 million pesos, the delayed and sloppy construction or renovation of sports facilities, the shortage of funds for the training and well-being of the Filipino athletes and the bungling of the food, rest accommodations, training facilities and transport for all the athletic delegations from the Philippines and other countries.

Why does Duterte behave strangely and practically expose himself as a big liar with his flip-flops? It is because he himself, using Dennis Uy, the Udenna Corp. and other dummy corporations, has the lion’s share in stealing from the overly large fund for the Games and is trying to confuse the people and prevent a complete and thoroughgoing investigation.

Most of the loot comes from overpricing the costs of constructing and renovating the sports facilities, acquiring equipment and building the infrastructure and sports facilities in the New Clark City. Aside from taking large cuts from the overpriced contracts, the value of the real estate investments of Udenna and its subsidiary corporations in thousands of hectares, which have been grabbed from the Aeta communities, has been pushed up by building the sports facilities and the infrastructure leading to them.

According to inside sources in the Duterte regime, Cayetano’s scale of corruption is probably limited to only 1.5 billion pesos, which has been conceded to his private foundation, while by far the big plunderers are Duterte himself and his dummy Dennis Uy who have taken the most advantage of at least 11 billion pesos borrowed from abroad and at least 6 billion pesos appropriated by Congress or a huge total of more than 17 billion pesos as well as the thousands of hectares which have been grabbed from the Aeta communities.

Rebolusyonaryong pagbati ang ipinapaabot natin sa lahat ng kabataan na nagpupunyagi sa pagkilos at paglaban sa gitna ng mas matinding pasismo dulot ng pormal at de facto na Martial Law, walang patid na pagpapahirap ng rehimen at pagsalaula nito sa kalayaan at soberanya ng bansa. Binabati natin ang malawak na hanay ng mga patriyotiko at progresibong mga kabataan na patuloy na pinipili ang landas ng paglaban sa kabila ng mga sakripisyo at alinlangan.

Sa okasyon na ito, inaalala natin ang magigiting na kabataang martir, ang mga huwarang anak ng bayan na nag-alay ng kanilang lakas, dunong, tapang at maging ng kanilang buhay para sa rebolusyonaryong mithiin ng sambayanan. Ang kanilang sakripisyo ay hindi malilimutan at magsisilbing inspirasyon para tahakin ng mas maraming bilang ng kabataan ang landas ng pakikibaka.

Tayo ay nagbubunyi sa okasyon na ito, dahil sa gitna ng krisis at sagad-sagaring paglapastangan sa karapatan ng mamamayan, sumisibol sa gitna ng pakikibaka ang magigiting na Kabataang Makabayan na pinipili ang landas ang landas ng rebolusyon. Ang kontradiksiyon na nililikha ni Duterte laban sa kanyang sarili, ang siya rin mismong maghahatid sa kanyang hukay at magwawakas sa kanyang pasistang paghahari.

55 taon ng ginintuang mga aral ng pakikibaka at tagumpay

Hangad natin malipos ang KM sa diwa ng pakikibaka ni Gat Andres Bonifacio na nagdiriwang ng kanyang ika-156 taon ng kapanganakan sa araw na ito.

Minana at inspirado ang KM ng mayamang tradisyon ng pakikibaka ng sambayanang Pilipino laban sa kolonyalistang dayuhan at lokal na pagsasamantala. Pinagpapatuloy ng KM ang demokratikong rebolusyong bayan nila Bonifacio, na bagong tipo, sa ilalim ng makauring pamumuno ng uring proletaryado at mayroong sosyalisyang perspektiba.

Bukod sa mga aral ng Katipunan, natuto at kumintal sa mga tagapagtatag ng KM at mga unang kasapi nito ang mga turo nila Marx-Lenin at mga pakikibaka at rebolusyong sumiklab sa kanilang kapanahunan. Mabilis na kumalat ang KM na parang apoy sa buong bansa dahil mapagpasya itong naglapat ng mga aral nina Marx-Lenin sa pakikibaka ng mamamayan, nagsagawa ng pagpupukaw, pag-oorganisa at pagpapakilos sa mga estudyante, kabataang guro at propesyunal, kabataan sa Lapiang Manggagawa at mga kabataan sa mga samahang magsasaka.

Tanyag ang KM hindi lamang sa teorya na bitbit nito, kundi sa pakikibakang ibinabandila na ito na sumasapol sa interes ng mamamayan. Nanguna ito sa laban kontra sa di-pantay na tratado sa pagitan ng US at Pilipinas tulad ng US-RP military Assistance, Bases Agreement, Mutual Defense Pact, atbp. Kinundena ang pagpapakatuta at pagiging sunud-sunuran ng gobyernong Pilipino sa interes ng imperyalistang dayuhan.

Habang tumitindi ang reakson ng rehimeng Marcos, tumibay naman ang resolba ng KM na magsagawa ng gawaing masa sa kanayunan at sumanib sa digmang bayan. Nang ideklara ang Martial Law, nagpatuloy sa pakikibaka ang KM bilang bahagi ng Bagong Hukbong Bayan. Nabigo ng sambayanang Pilipino ang 14 na taon ng diktadura ni Marcos dahil nagpursigi ito sa armadong pakikibaka at pagkilos nang nakaugat-sa-masa.

Sumanib sa pakikibaka ng masang manggagawa at magsasaka! Isulong ang mga pakikibaka para sa mga demokratikong kahingian ng mamamayan!

Hindi mapagtatakpan ngayon ng imperyalismo ang pagkalugmok at pagkalubid nito sa krisis na kanya rin mismong nilikha. Dulot din nito ang mas tumitinding ribalan sa pagitan ng mga imperyalistang bayan at nagsasandal sa mga ito sa labis na desperasyon para lalong pagsamantalahan ang mga manggagawa at mamamayan ng buong daigdig.

Bilang isang mala-kolonya ng imperyalistang US, isang masunuring tuta si Duterte at mga alipores nito sa Kongreso na minadali ang pagpapasa ng Rice Tarrification Law para mas bigyang-laya ang pagpasok ng mga inaangkat na bigas mula sa ibang bansa bilang solusyon sa krisis sa bigas. Nalantad na paltos ang solusyon na ito, at lalo lamang nagtulak sa ibayong paghihirap at pambubusabos sa masang magsasaka!

Isang kabalintunaan na ang Pilipinas bilang isang agrikultural na bansa ay tinaguriang numero unong importer ng bigas. Nilalantad nito ang imbing layunin sa likod ng RTL– hindi na lamang panatalihing atrasado ang produksiyon, pero itulak sa mas masahol na kundisyon hanggang sa kamatayan ng sektor ng agrikultura sa bansa at buuong-buong umasa sa pag-aangkat ng bigas. Kalaunan, bibigyang-matwid nito ang lalong monopolisasyon ng lupa sa bansa, at pag-aagaw ng lupa sa mga magsasaka para sa kapakinabangan ng mga panginoong may-lupa, malalaking burgesya komprador at dayuhan.

Papatindi at papasahol rin ang paglalapastangan sa mga karapatan ng manggagawang Pilipino. Pilit na pinakikitid ng estado ang larangan para sa paglaban sa kontraktwalisasyon nang ipasa ang DO 174, epektibong pinalalabnaw kung di man tuluyang tinatanggal ang responsibilidad ng kapitalista sa mga manggagawa. Tinatanggalan ang mga ito ng saligang karapatan nila sa pag-uunyon at pagsusulong ng mga pang-ekonomikong kahilingan sa pamamagitan ng CBA.

Lalo pang itinutulak ang deregulasyon ng sahod sa pamamagitan ng labor flexibilization sa mukha ng isinusulong na 4-day workweek ng reaksyunaryong Kongreso. Sa esensiya, binabawi ng panukalang patakaran nito ang matagal na napagtagumpayan ng pandaigdigang kilusang paggawa na 8-oras ng paggawa.

Dapat puspusang labanan at biguin ng Kabataang Makabayan at kilusang kabataan ang programang K to 12 na siyang pinakamatinding neoliberal na opensiba sa sektor ng edukasyon. Dapat magpuyos sa galit ang lahat ng makabayang kabataan ang pagmemenos sa pag-aaral sa Filipino at Kasaysayan dahil epektibo nitong aapulahin ang diwa ng nasyunalismo at patriyotismo sa puso ng mga kabataan. Ang isang bansa na walang mahigpit na tangan at walang tamang perspektiba sa kanyang kasaysayan ay madaling masusupil at malulupig ng lokal at dayuhang pang-aapi at pagsasamantala.

Bukod sa samu’t saring pahirap ng dagdag na mga bayarin, sandamakmak na mga performance tasks (peta), imbing layunin din ng K to 12 ang likhain ang malaking balon ng docile na lakas-paggawa para sa kapakinabangan ng merkado at dayuhan. Ang pagpapalaki sa balon ng reserbang lakas paggawa ay materyal na batayan para lalong itulak ang pagpapababa ng sahod ng mga manggagawa, itulak ang kontraktwalisasyon at tanggalin ang karapatan sa pag-uunyon ng mga manggagawa.

Red commanders and fighters under the ComVal – North Davao – South Agusan Sub-Regional Command of the New People’s Army in Southern Mindanao condemn in the strongest terms the heinous murder of Marjun “Ka Hiker” Casal, 36, in the fascist hands of the Armed Forces of the Philippines and the arrest and continued detention of Nilo Ostia and one other unarmed civilian.

In the hackneyed fashion that is the trademark of martial law in Mindanao, the 60 IB of the AFP ventured to make anyone believe that Ka Hiker was killed in an apparent “shootout” with enemy forces in Brgy. Kapatagan, Laak town in Davao del Norte on the early hours of November 27.

Yet the facts, as investigated, point only to the truth that Ka Hiker was abducted, tortured, summarily executed and his lifeless body used to bolster an elaborate spin to mask an evident war crime.

Ka Hiker was on medical leave and recuperating, following an ear operation when on November 13, he was reported missing in Tagum City. Two weeks later, on November 27, a convoy of military and civilian vehicles of the 60 IB entered Block 3, Purok 20 in Brgy. Kapatagan. After an hour, the masses in the area reported that volley of gunfire was heard. Later, the enemy told eyewitnesses that Ka Hiker was killed in a “shootout” and instructed their purok leader to retrieve his body. Another military vehicle then proceeded to nearby Purok Tadok and arrested purok leader Nilo Ostia and another civilian, claiming that the two were members of the NPA. The masses who were able to retrieve Ka Hiker said that his body was already stiff and cold and bore marks of torture.

The farce of an orchestrated “shootout” proved that Ka Hiker was summarily killed somewhere else and that the enemy merely dumped his body in Brgy. Kapatagan in an attempt to conceal the enemy’s fascism.

The thugs of the 60 IB are no stranger to extra-judicial killings in Davao del Norte. Duterte’s ascension to power and the subsequent implementation of martial law in the province already claimed the lives of 6 civilians and attempted to summarily kill 6 more in the last 3 years. Members of the 60 IB are actively issuing death threats to civilians whom they suspect to be sympathizers of the revolutionary movement.

As we condemn the murder of Ka Hiker, we likewise honor his unwavering resolve to serve the masses and the revolutionary cause for close to 18 years. Since becoming a regular Red fighter at the age of 18, he rose to the ranks with his creative and brave leadership of the People’s Army in the provinces of Davao del Norte, Compostela Valley and Agusan de Sur. Ka Hiker was a stark antithesis to the AFP’s tradition of fascist cruelty against captured enemy personnel in his treatment of the several NPA prisoners of war, including Pfc. Niño Alavaro and Pfc. Marjon Añover who both were later turned over to then Davao City Mayor Duterte in November 2015.

Ka Hiker’s murder at the hands of the fascist enemy, contrary to the trite delusions of the AFP leadership in the 10th Infantry Division and the Eastern Mindanao Command, will not stem the tide of armed revolutionary resistance in the provinces he served in or in the entire Southern Mindanao. In fact, as the masses realize the treachery of the enemy’s operation, especially their modus operandi that targets unarmed civilians, more and more peasants and Lumad will join the armed revolution and forward the people’s war as the only means to put a decisive end to their hardships under the rotten US-Duterte regime.

The masses demand that the perpetrators of the fascist abduction, torture and killing of one of the region’s beloved Red commanders be made to face revolutionary justice, and answer to all other heinous human rights violations against the masses of Davao del Norte. They will rise in the tens of thousands to avenge Ka Hiker’s cold-blooded murder and ensure that his legacy of serving the people in the national democratic revolution lives on.

The revolutionary youth and the Roselyn Jean Pelle Command New People’s Army (RJPC-NPA) in Northern Negros celebrate the 55th anniversary of the underground organization of Filipino patriotic youth, Kabataang Makabayan (KM) and the birth anniversary of revolutionary hero Gat. Andres Bonifacio. The Red commanders and fighters, peasants, the KM chapters in Northern Negros and the RJPC-NPA offer the highest salute to all revolutionary martyrs from the youth and student sector.

The people continue to persevere in frustrating the state’s anti-people policies amid the brazen attacks of the fascist US-Duterte regime against civilians and ordinary masses. The rotten modus and programs of the reactionary state only teach the people to participate and support the armed struggle.

The counter-insurgency programs of the puppet US-Duterte regime such as the Memorandum Order 32 and de facto Martial Law in Bicol, Samar and Negros islands, have resulted in the spate of killings and arbitrary arrests of civilians and activists. Executive Order 70 claims to end local insurgency, but its primary targets are civilians, activists and the state’s critics.

The criminal and mercenary Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) hierarchy in Negros are over their heads in implementing MO 32 and EO70 due to the hefty budget allocated by the reactionary state for fake surenderrees and other programs which aim to intimidate and deceive the public. The state and the fascist AFP have particularly trained its rabid attacks against the youth, with the raid of offices of progressive groups in Bacolod City and Escalante City where youth cultural workers and minors were among those arrested and detained.

The fascists in the AFP continue to intimidate and harrass the youngsters and their parents
with grave threats and psywar tactics. Fascist repression achieves nothing but to teach the youth and the people that there is indeed no genuine democratic space under the rotten ruling system. It is best for the youth suspected of maintaining ties with the revolutionary movement to forge these links into reality so as to defend their rights.

The fascist soldiers under the 303rd Brigade Philippine Army led by Brig. Gen. Benedict Arevalo have no shame in imposing their presence, lies and contrived rhetoric in schools to wreak psywar, black propaganda, and redtagging against the youth and their legitimate organizations.

The youth also dismiss the AFP’s black propaganda against the revolutionary martyrs coming from the country’s best and brightest young intellectuals as nothing but preposterous attempts to smear the martyrs’ conscious decision to volunteer their time and offer their very lives in the service of the people. Rachelle Mae Palang, Leonardo Panaligan, Wendell Gumban, and many other exemplary comrades from the youth and student sector remain as inspiration in the advancement of the people’s war.

The rabid modus and tactics of the fascists do not make the revolutionary movement any weaker for these are not new in the history of the struggle and the revolution. The revolutionary movement, most especially the youth who persevere in the service of the revolution, take these as serious challenges in order to frustrate and end Duterte’s tyrannical rule. The youth volunteer full-time to serve the people and lead the armed struggle in the countryside to defend the masses and the vast majority of peasants against the abuses of the military and the state.

The RJPC-NPA calls on all revolutionary organizations of the people, from the peasant league of Pambansang Kilusan ng Magbubukid (PKM), the women’s organization Makabayang Kilusang ng Bagong Kababaihan (MAKIBAKA) and Kabataang Makabayan (KM), the Party members in Northern Negros and all ordinary masses: The Roselyn Jean Pelle Command is ever-ready to accept your participation in the advancement of the armed struggle and people’s war, ever-ready to defend and serve the oppressed and exploited masses!

Ginpatuman sang isa ka tim sang Armando Sumayang, Jr. Command-New People’s Army (ASJC-NPA) Southwest Negros Guerrilla Front ang desisyon sang Rebolusyonaryo nga Korte sang Pumuluyo sa kay John Paul Sola sadtong Nobyembre 17, 2019 alas 5:00 sang hapon sa Purok Sta. Isabel, Barangay Camansi, Kabankalan City.

Si John Paul Sola halin sa pamilya Sola nga isa ka despotiko agalon mayduta sa sur nga bahin sang Negros. Apo man siya sang anay Mayor sang Kabankalan City nga si Pablo Sola nga napatay man sa ambush sadtong May 1982. Ang pamilya Sola may rekord sang pagpang-agaw duta, pagpamahug kag pagpaniplang sa mga pumuluyo. Gingamit ang pagka-agalon mayduta, ginsabwag ang indi makatarunganon kag kontra-pumuluyo nga binuhatan. Bangud sa personal nga interes nahimo ang pagpamatay nga ang biktima mga imol nga mangunguma.

Natapos na ang madugay nga pag-antus sang pumuluyo sa Sityo Lumbia, Brgy. Camansi kag kaiping nga mga sityo sa sakop sang Barangay Tampalon, Kabankalan City bunga sang pagkadespotiko ni John Paul Sola.

Madugay na nga ginademanda sang pumuluyo nga hatagan hustisya ang grabe nga pagpamintas sa ila kag nangin basehan sang rebolusyonaryo nga korte sa pagdesisyon. Ini amo ang mga masunod:

1. Pagpang-agaw sang duta sa sakop sang Sityo Lumbia sang Barangay Camansi; pila ka bahin sang Barangay Tampalon; sakop sang Sityo Basak kag Danlogon sang Barangay Tan-awan; Sityo Mansawin, Nabalikan, Pitgong, Sabra kag Bunyuron sang Barangay Oringao; kag iban pa nga bahin sang Kabankalan City sa katuyuan nga tamnan sang kahoy nga pang-export nga ginagamit sa pag-ubra sang goma. Pagpang-angkon sang duta nga iya sang mga pamilya sang mamumugon sang katubhan.

2. Ginpapriso ang pamilya Francisco kag Gatillas sa malawig nga panahon. May ginpapriso nga lima ka myembro (ang amay kag ang 4 ka bata) sa isa ka pamilya nga nagtuga sang daku nga perwisyo sa pamilya sang mga biktima.

3. Pagtiro sang isa ka mangunguma sa sakop sang Barangay Tampalon nga nagtapas sang kahoy sa iya nga uma nga gina-angkon ni John Paul Sola.

4. Paghupot sang goons kag mga RPA nga amo ang ginagamit sa pagpalupok sang armas-luthang, pagharas kag pagpamahog sa mga tawo para maghalin sa duta nga gina-angkon niya nga iya kag nagtuga sang grabe nga kakugmat sa pumuluyo.

5. Ang mga mangunguma nga nagapalapit sa iya compound nga nagapanguha sang kahoy-panggatong ginaharas kag ginapalukpan sang iya mga goons.

(Mensahe para sa Kabataang Makabayan sa ika-55 anibersaryo nito at sa ika-156 anibersaryo ng kapanganakan ni Andres Bonifacio)

Ipinapaabot ng Partido Komunista ng Pilipinas (PKP) ang mainit na pagbati sa pamunuan at kasapian ng Kabataang Makabayan (KM) sa okasyon ng ika-55 anibersaryo ng pagkakatatag nito. Ngayon rin ang ika-156 anibersaryo ng kapanganakan ng Pilipinong bayani ng uring manggagawa na si Andres Bonifacio.

Ang Kabataang Makabayan ay gumampan ng mahalagang papel sa iba’t ibang yugto ng rebolusyonaryong kasaysayan ng bansa sa loob ng mahigit limang dekada. Talagang pinatunayan ng KM na isa ito sa pinakamaaasahang katuwang ng Partido sa paglulunsad ng demokratikong rebolusyong bayan sa bansa.

Naging kaagapay ng Partido ang Kabataang Makabayan sa maagang yugto ng Marxista-Leninistang pakikipagtunggalian sa ideolohiya, pagwawasto, pagtatayo ng organisasyon, pagpopropaganda at pagpapakilos sa masa at pagbubuo ng Bagong Hukbong bayan (BHB). Tinulungan nito ang pagtatayo ng Partido sa buong bansa at pagpapalaganap ng digmang bayan sa buong arkipelago. Gumampan ito ng mahahalagang papel sa propagandang lihim at pag-oorganisa sa hanay ng kabataan at manggagawa sa panahon ng batas militar ni Marcos na paglaon ay magpapasigla sa ligal na kilusang protesta noong dekada 1970. Nagsumikap ito sa rebolusyonaryong kilusang lihim bilang isa sa matatatag na kasapi ng National Democratic Front (NDF) kung saan kinatawan nito ang kabataang Pilipino at ang kanilang kahilingan para sa pambansa-demokratikong pagbabago.

Ang kabataang aktibista at intelekwal na kasapian nito ang nagsilbing malalim na bukal para magsanay ng mga rebolusyonaryong kadreng proletaryado at pagrerekluta ng mga kasapi ng Partido. Sa mga nagdaang taon, ang mga kadreng nagmula sa hanay ng KM ay naitalaga sa iba’t ibang larangan ng rebolusyonaryong gawain. Higit sa lahat, marami ang intelektwal at manggagawang aktibista na kasapi na ngayon ng BHB at nagsisilbi bilang upisyal pampulitika at mga kumander, katuwang ang mga Pulang mandirigma at mga kadre mula sa mga magsasaka at masang minorya.

Itinuturing ng Partido ang KM bilang mahalagang katuwang nito sa gawaing pagpupukaw, pag-oorganisa at pagpapakilos sa sambayanang Pilipino. Sa ilalim ng lantarang pasistang tiraniya at terorismo ng estado ng rehimeng US-Duterte, tinatawagan ito ngayon na magsilbi bilang rebolusyonaryong bag-as ng demokratikong paglaban ng mamamayan.

Kinakailangang sagpangin ng Kabataang Makabayan ang umuusbong na oportunidad mula sa mabilis na papalalang kundisyon ng bansa na kinatatampukan ng kawalan ng edukasyon, malawakang kawalan ng hanapbuhay sa hanay ng kabataan, kawalan ng pag-asa at pagdausdos ng kultura. Dapat imulat nito ang puu-puung libo ng kabataang Pilipino.

Kailangang ubos-kayang gawin ng KM para madala ang pambansa-demokratikong propaganda sa hanay ng kabataang intelektwal at mga masang anakpawis. Dapat punitin nito ang pasistang kasinungalingan ng rehimeng Duterte at ilantad ang imperyalismo, pyudalismo, burukrata-kapitalismo bilang saligang mga suliraning nagpapahirap sa sambayanang Pilipino. Kailangang ituro nito ang patuloy na pangangailangan ng paglulunsad ng rebolusyonaryong armadong pakikibaka upang wakasan ang atrasado, mapang-api at mapagsamantalang malapyudal at malakolonyal na lipunan.

Kapanabayang itinatag ang KM sa kapanganakan ni Andres Bonifacio na matagumpay na namuno sa mamamayang Pilipino sa paglulunsad nito ng armadong rebolusyon laban sa kolonyalismong Espanyol. Isinagawa ito upang bigyang-diin ang patriyotikong laman ng pambansa-demokratikong programa, na siyang nananatiling susi sa pakikibaka ng sambayanang Pilipino para sa pambansa at panlipunang paglaya.

Kinakailangang ipagpatuloy ng Kabataang Makabayan ang anti-imperyalistang propaganda at higit pang papag-alabin ang pagiging makabayan ng kabataang Pilipino. Tulad ni Bonifacio, dapat tumayo ang kasalukuyang salinlahi ng mga kabataang Pilipino sa unahan ng paggigiit ng mamamayang Pilipino para sa tunay na pambansang paglaya.

Kinakailangan ilantad ng Kabataang Makabayan ang ugnayan ng malalaking dayuhang kapitalistang interes at ang kabangisan ng pasistang rehimeng Duterte at kampanyang panunupil. Dapat ilantad ang mga dambuhalang kumpanya sa pagmimina, plantasyon, enerhiya, turismo at ibang proyektong pang-imprastruktura, maging ang malalaking dayuhang mga bangkong nangangapital at nakikinabang sa paghaharing teror ni Duterte. Kailangang ilantad kung paanong kinakamkam ng malalaking dayuhang korporasyon at malalaking panginoong maylupa ang mga lupang agrikultural ng mga magsasaka at mga lupang ninuno. Dapat ilantad nito ang mapanlinlang na reporma sa lupa ni Duterte na walang ibang layon kundi padaliin ang pagkamkam sa lupa ng mga magsasaka.

Nararapat na pagkaisahin ng KM ang mamamayan at pakilusin sila upang ipanawagan ang pagpapatigil sa pandarambong sa pambansang patrimonya at sa kalikasan, ang panggagahis sa kabundukan, mga ilog at dagat. Kailangang makipagkaisa sila sa malawak na masa upang ipatigil ang malalaking operasyong mina, plantasyon at batbat sa kurapsyong mga proyektong imprastruktura. Kailangang ilantad ang panghihimasok militar ng US at kanilang presensya at kung paano nito idinidirihe ang AFP at PNP sa kontrainsurhensyang operasyon upang supilin ang patriyotiko at demokratikong pwersa sa bansa.

Dapat higit pang palakasin ng Kabataang Makabayan at ng kilusang estudyante at kabataan ang pambansa-demokratikong kilusang propaganda. Dapat pagplanuhan ang pagpaparami ng puo-puong libo ang pahayagan ng Partido na Ang Bayan, at ang sarili nitong dyaryo na Kalayaan at mapamahagi ito sa pinakamaraming posibleng bilang ng mamamayan sa mga kampus, pabrika, mga komunidad sa kalunsuran at sa mga baryo. Ang Kabataang Makabayan at mga tsapter nito ay kailangang regular na maglabas ng mga pahayag sa mga nagbabagang mga isyung pambansa at lokal at ilimbag ito at ipamahagi sa masa. Dapat pangunahan ng KM ang libu-libong mga grupong talakayan at pulong pag-aaral, kapwa sa hayag at lihim na pamamaraan. Kailangang maiinstitusyonalisa ang iba’t ibang anyo ng pangmasang propaganda na makararating sa masa tulad ng mga film showing, mga naglalakbay na mga kulturang pagtatanghal at iba pa.

Dapat tuloy-tuloy na tulungan ng mga aktibista nito ang pagpapasigla ng pambansa-demokratikong kilusang pangkultura sa pamamagitan ng paglikha ng mga tula, awit, pagtatanghal sa lansangan, paglikha ng mga bidyo at iba pa. Kailangang gamitin ng mga aktibista ng KM ang social media para mapalaganap ang pambansa-demokratikong linya habang nilalabanan ang mapanganib na ultrademokratikong hatak nito na nagpapalaganap ng indibidwalismo at disorganisasyon.

Kailangang mag-aral ng mga aktibista at kadre ng KM, itaguyod at ikintal ang Marxismo-Leninismo-Maoismo at isapraktika at paunlarin pa ito sa iba’t ibang larangan ng rebolusyonaryong gawaing naaabot nito, kasama na rito ang panlipunang pagsisiyasat sa hanay ng masa. Dapat mailimbag at mapalaganap ang mga pag-aaral bilang daluyan ng Marismo-Leninismo. Dapat ring mahikayat nila ang mga iskolar na ilapat ang Marxismo-Leninismo sa kani-kanilang mga larangang akademiko bilang paglaban sa burges at petiburges na repormistang impluwensiya sa ideolohiya sa tabing ng postmodernismo at iba pa.

Sa buong mundo, muling pinatutunayan ng kabataan na sila ang dambuhalang pwersa ng progresibo at demokratikong pagbabago sa paglahok ng malaki nilang bilang laban sa mapagsamantalang mga patakarang neoliberal at korupsyon sa gubyerno na nagpapalala sa mahirap na kalagayan ng mamamayan.

Sa Pilipinas, kung saan mabilis na lumalala ang kalagayan sa ilalim ng rehimeng US-Duterte, panawagan sa mga rebolusyonaryong aktibista na pataasin ang militansya ng kabataang Pilipino at ipagkaisa sila sa masa tungong malakas na pwersa para sa panlipunang rebolusyon.

Bancasi, Butuan City – the Caraga Conference for Peace and Development (CCPD) launched yesterday, November 28, 2019 the Mindanao Week of Peace (MWOP) celebration with a theme “Towards Human Fraternity for Peace in Mindanao” held at St James, The Great, Parish Church Buenavista, Agusan del Norte.

The MWOP which will run from November 28 – December 4, 2019 is spearheaded by the Diocese of Butuan City. Participants of the said activity include Inter-faith groups coming from the communities of Muslim, Indigenous Peoples (IP) and Christians who will share their culture and perspective on peace together with different stakeholders, the national and local government agencies to include the Army and PNP.

Major Francisco P Garello Jr, Civil Military Operations Officer of the 402nd Infantry Brigade representing the AFP in Caraga in his speech said, “Peace is a shared responsibility”. He challenged the attendees to reflect and take active participation on what they can share to promote peace and enjoin them to support the EO 70 embodying the principle of the Whole of Nation Approach (WNA).

An activity dubbed as “Lingganay sa Kalinaw” was also conducted during the launching program for the blessing and installation of an antique bell at the said parish church donated by US-Philippines Society Association and followed by the Press Conference led by Philippine Information Agency (PIA) Caraga.

Most Rev. Cosme Damian Almedilla, Bishop of Butuan City, led the blessing of the antique bell while participants chant “Mindanao!, Kalinaw! when the bell was hoisted which symbolizes the unity and peace among different sectors, in celebration of the Mindanao Week of Peace.

Mayor Norbert Pagaspas of the municipality of Buenavista, expressed his appreciation for the momentous MWOP, celebration and reminded the people to be united in achieving peace. He further encouraged everyone to become agents of peace.

Meanwhile, Brigadier General Maurito L Licudine, Commander of the 402nd Brigade, lauded the members of CCPD for continuously advocating peace and leading and uniting different faiths to promote peace for many years now. He said, “We in the AFP, are in one with the CCPD and other peace-loving people in their pursuit of long and lasting peace in Mindanao. Being the agency that is at the forefront of the insurgency problem, we believe that the implementation of the EO70 has given other agencies a mandate to anchor peace in their respective programs and services”.

CLAVERIA, Misamis Oriental – A New Peoples Army (NPA) fighter surrendered to 58th Infantry Battalion (IB) thru the negotiation of Brgy Captain Hon. Claresa E. Bacullo of brgy Linabu, Claveria bringing along with him his firearm and revealed the location of four other High-powered firearms cache in the hinter areas of Balatukan Complex Yesterday.
A certain alias Lakay, a former Squad Leader of Platoon Samsung, Huawei, Subregional Committee 1 (SRC1), North Central Mindanao Regional Committee (NCMRC), revealed that they have high powered firearms buried in the hinter area of Balatukan Complex, Balingasag, Misamis Oriental.

He disclosed significant information which pointed to the exact location of the firearms to include several war material and assorted personal belongings. The troops recovered two M4 rifles, two AK 47 rifles, one magazine for M16 and seven magazines for AK 47.
The surrender of alias lakay was the result of the relentless focused Military Operations done by the 58th IB to degrade the remaining force of threat groups who will continue to spoil peace.

Meanwhile, Lt. Col. Roy Anthony O Derilo Commanding Officer, 58 IB lauded the Former Rebels (FRs) for their aspirations to bring peace in their ancestral domain. “With the help of the FRs, we located the arms cache which they can possibly be used in conducting atrocities anytime. However, the Army will not hesitate and is always ready to use its force against threat groups who will continue to go against the government,” Lt. Col. Derilo said.
Moreover, alias Lakay will be enrolled in the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government, as he will be receiving immediate cash and livelihood assistance as well as remuneration for his surrendered firearms.

San Jose City, Nueva Ecija – 84th Infantry (Victorious) Battalion, 7th Infantry (Kaugnay) Division, PA. A cadaver believed to be a member of NPA terrorist was exhume by the operating troops of 84IB, 7ID, PA at Mt Olong Amot, Brgy Gen Luna, Carranglan, NE today at about 9 AM

The operation was conducted after a revelation of a former rebel @robin member of Platun Uno, KLG Sierra Madre about the dead comrade left by the armed group after the encounter that transpired last April 1, 2019 between elements of this unit and the Communist Terrorist Group.

The cadaver was identified by @robin to be @LJ, male, about 30 years old and a member of Platun dos, KLG Sierra Madre operating in the said area.

Prior from the exhumation of the cadaver, about 2km away, the troops also discovered 4 M16 Rifles and 5 Baofeng Radios which the NPA rebels left at Vicinity Brgy Lipuga, Alfoso Castañeda, Nueva Viscaya while they were on the run.

The cadaver was being transported by foot to the nearest barangay and was turned-over to Carranglan MPS for proper documentation and disposition.

According to LTC HONORATO S PASCUAL JR, commanding officer of 84IB, 7ID,PA “Isa ito sa mga hindi makataong halimbawa na ginagawa ng mga NPA na kung saan pinababayaan nila ang kanilang mga kasamahan pagnasawi sa labanan. Kung matatandaan natin nagkaroon din ng enkwentro sa Aurora na kung saan isa ring amazona ang nasawi at iniwan nila.”

As of the moment the 84IB, is continuing its effort on information dessimination inorder to encourage the remaining rebels to return to the folds of the government before they suffer the same fate. LtC Pascual added.

NSFA, Panacan, Davao City - The donated subsistence allowance of Philippine Army personnel amounting to nine million pesos will fund the 120 temporary shelters that will be constructed by the Eastmincom through the 10th Infantry Division, Philippine Army, 534th Engineer Battalion and 901st Infantry Brigade in a lot procured by the Local Government Unit (LGU) Makilala at Sitio San Nicolas, Barangay San Vicente, Makilala, North Cotabato.

Lt. General Felimon T. Santos Jr., Commander of Eastern Mindanao Command led the launching and inauguration of the said project called Internally-Displaced Persons (IDPs) Center Project at Sitio San Nicolas, Brgy. San Vicente, Makilala, North Cotabato on November 29, 2019.



Using the prototype model developed by the 534th Engineer Battalion, the project aimed at providing temporary shelter to the affected communities, specifically the families of Barangay Bato, Makilala, North Cotabato while undergoing early recovery from the earthquake's devastation.

Eastmincom, together with the LGU of Makilala agreed to partner and jointly implement the project through a Memorandum of Agreement (MOA) during the said launching.



Relatively, the Eastmincom Multi-Sectoral Governance Council (MSGC), chaired by Mr. Sebastian Angliongto agreed to integrate its "Luwas Linog" Project to the said program and committed to sponsor the construction expenses of 20 core shelters, two communal male and female toilet cubicles, two sets of communal female and male bathroom, and two sets of communal kitchen and in the said project.

"We are thankful for the Philippine Army personnel deployed all over the country for sharing a part of their subsistence allowance to help the communities most devastated by the earthquake in North Cotabato in their early recovery. Appreciation is likewise due to the EMC-MSGC for the recommendation of the project and the sponsorship," Lt. Gen Santos Jr. said.

The launching was attended by MGen. Jose Faustino Jr., Commander 10ID, Col. Gabriel C. Viray III, Commander 901st Bde, Congressman Rudy Caoagdan, Board Member Onofre Respicio, Mayor Armando Quibod of Makilala, Mr. Sebastian Angliongto, and Ms. Susan Palad both of EMC-MSGC.

EASTMINCOM: NPA Commander surrenders Squad Firearms

NSFA, Panacan, Davao City - A certain alias Lakay, a former Squad Leader of a CPP- NPA Terrorist Group (CTG) Platoon being monitored in Misamis Oriental, revealed to 58th Infantry Battalion (IB) on November 30, 2019 an arms cache in Balatukan Complex, Balingasag, Misamis Oriental.
Stashed in the said arms cache are two M16 rifles and two AK 47 rifles, all belonging to the squad he previously handled.

Alias Lakay first surrendered
to Barangay Captain Claresa E. Bacullo of brgy Linabu, Claveria, Misamis Oriental on November 28, 2019 bringing along with him his firearm, an AK 47 rifle.




Lt. General Felimon T. Santos Jr., Commander of Eastern Mindanao Command welcomes the continuing surrender of the members and supporters of the Communist Terrorist Group (CTG).



"We are confident that our efforts of reaching out to the members of the CTG is continuously gaining ground. It is expected that CTGs will be stashing their firearms, for what is firearms without personnel." Lt Gen. Felimon T. Santos Jr., Commander of Eastern Mindanao Command said.

On a separate instance, Barangay Councils of Brgys San Isidro, Tudela and Manat all of Trento, Agusan Del Sur together with 75th Infantry Battalion facilitated the surrender of 23 Militia ng Bayan and the withdrawal of support of 160 members of the CTG's Underground Mass Organization (UGMO) on November 29, 2019.

Meanwhile, from January 1 to November 30, 2019 a total of 696 NPA regulars surrendered to the authorities or an average of two NPAs per day. For the same period 1050 Militia ng Bayan have surrendered while 4402 UGMO members have severed their connection with the CTG. These surrenderees have brought with them a total of 689 firearms of various caliber.

NSFA, Panacan, Davao City - Units under Eastern Mindanao Command figured in various encounters in North Eastern Mindanao as a result of a sustained focus military operations against the Communist Terrorist Group CTG) in the Region and the continuous flow of information from the communities

Early morning of November 30, 2019, elements of 23rd Infantry Battalion acting on an information from the barangay encountered an undetermined number of CTGs in Sitio Salvacion, Brgy Manila de Bugabos, Butuan City.

The firefight, which lasted for about 15 minutes, resulted in the death of one CTG member, recovery of two AK-47 rifles; and two M653 Baby Armalite rifles.


The cadaver was properly turned-over to the Philippine National Police for proper disposition.

In a separate instance, patrolling elements of 88th Infantry Battalion figured in a running gun battle with the CTGs being monitored in uninhabited and forested area of “Natampod” Brgy Lumintao, Quezon, Bukidnon at about eight o'clock in the morning of November 30, 2019. It is believed that the terrorists suffered casualties during the said skirmish.

Meanwhile, firearms and various ammunitions were recovered after elements from 29th Infantry Battalion chanced upon members of CTG around around 4:30 in the afternoon on November 27, 2019, at Sitio Manhupaw, Brgy Bangonay, Jabonga, Agusan del Norte.

The CTGs, believed to be the same group that was encountered by same unit on November 21, 2019 at the same area, scampered to different directions leaving one M4A1 rifle, one M14 rifle, one M203 Grenade Launcher, personal belongings subversive documents and paraphernalia.

Lt. Gen. Felimon T. Santos Jr., Commander of Eastern Mindanao Command aside from the series of encounters to the information from the communities, he likewise attributed it to the communities declaration of the CTGs as persona non grata in their areas. He further directed units to sustain the momentum of running after the armed group.

"The NPAs are running out of space as communities vanished them from their places by declaring them persona non grata, these encounters are results of information by the communities leading our troops on their whereabouts." Lt.Gen. Santos Jr. said

Let us therefore take advantage of the support of the communities and maximize our capability in running the armed group and make them understand the aspiration of communities of a peaceful environment and realize the strong resolve of the government to end conflict and the futility of the armed struggle they are embracing" Lt. Gen Santos Jr., added.

BAGUIO CITY, Philippines — “Bodong,” a social compact that has kept peace among tribal communities in Kalinga province, is being scrutinized by the military for not penalizing communist rebels who take part in clashes within their areas.

The Army is concerned that both rebels and soldiers have been exempted from sanctions imposed by bodong holders for violating peace in their areas, especially during legitimate combat operations, said Col. Henry Doyaoen, commanding officer of the Army’s 503rd Infantry Brigade.

‘Fugitive criminals’

The peace pact exemption was passed recently by the Bodong Congress, Doyaoen said in his report on the status of Cordillera insurgency during a joint session of the Cordillera Regional Peace and Order Council (RPOC) and the Regional Development Council (RDC) on Nov. 29.

The Bodong Congress, composed of tribal representatives of peace pact holders, was cautioned against granting the New People’s Army (NPA) equal footing with the Army and the Philippine National Police because the exemption “gives them the license to kill law enforcers,” Doyaoen said.

He described NPA rebels as “fugitive criminals,” who should not be regarded in the same way as uniformed personnel who can be charged or even jailed for various offenses.

Doyaoen, who hails from the Cordillera, also urged the RPOC to consider a program that would dissuade communities from “allowing members of their families to join [the NPA].”

“The military’s issues with bodong showed the need to get inputs from tribal elders and understand indigenous justice systems governing behavior in their communities,” said former La Trinidad Mayor Edna Tabanda, a civil society representative at the RDC.

She urged the regional task force tasked to end local communist armed conflict to include elders and community leaders when drawing up projects for 61 “rebel influenced” villages in Cordillera.

She said talking with the elders would also address the military’s reservations about communities which designated their villages or towns as peace zones to prohibit clashes there between the rebels and government troop.
