MARAMAG, Bukidnon, July 31 - Joint operatives from the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP) arrested Jean Pacino in her house at Purok 7, Sitio Miaray, Mandahican, Cabanglasan, Bukidnon at 9:45 a.m. of July 28, 2020.

Jean Pacino is the live-in partner of Richard Dagno who was convicted of murder but escaped from Davao Penal Colony (DAPECOL) on Dec. 16, 2016. Both were identified as members of the New People's Army (NPA) rebels operating under Sangay ng Partido sa Lokalidad (SPL) of Guerilla Front Malayag, SRC2, NCMRC.


This was disclosed in the report of the 88th Infantry Battalion (88IB) Community Support Program (CSP) team immersed in the said barangay.

CSP reports also showed that the duo was conducting extortion activities involving construction companies that operate in the municipality of Cabanglasan and neighboring municipalities.

Confiscated in her possession were two units of caliber 45 pistol with steel magazines; a 12-gauge shotgun with a steel magazine; and nine cartridges of 7.62mm ammunition.

The successful joint AFP-PNP operation was spearheaded by Criminal Investigation and Detection Group (CIDG) in Bukidnon; 1st Provincial Mobile Force Company; 12th Special Action Company; PIB Bukidnon; Cabanglasan MPS; and troops of 88IB through Search Warrant No. 8 dated 22 July 2020 issued by presiding judge Hon. Rainier Eusebio D. Aquino of Municipal Circuit Trial Court Lantapan-Cabanglasan, 10th Judicial Region in violation of RA 10591 or the Comprehensive Firearms and Ammunition Regulation Act.

Lt. Col Franklin F. Fabic, commanding officer of 88IB, commended the AFP and PNP operatives for their efforts on the successful operation against the extortionist.

"With the passage of the Anti-Terrorism Act, we will ensure that each member of this NPA extortionist group will be punished. We will hunt them down. The NPA has no place here in Bukidnon," Lt. Col. Fabic said. (CMO, 88IB, 4ID, PA/PIA Bukidnon)

Three Filipino soldiers and six militants from a faction of Abu Sayyaf inspired by the Islamic State (IS) died Friday during a clash in a remote jungle on southern Sulu island, two days after a major clash in another region of the southern Philippines, the military said.

Members of the 32nd Infantry Battalion were on the trail of Abu Sayyaf members when they were attacked by other militants before noon, triggering fighting near the town of Patikul in Sulu province, according to Maj. Gen. Corleto Vinluan, chief of the army’s Joint Task Force Sulu.

“It is with deep sadness to report that three of our brave soldiers succumbed to death while defending the people of Sulu,” Vinluan said.

At least six Abu Sayyaf fighters were killed but only three corpses were recovered after militants removed the others from the battle scene, he said.

The names of the soldiers killed were not immediately available as their next of kin had not been notified, said local military spokesman Maj. Arvin John Encinas of the Western Mindanao Command.

The gunbattle occurred on Eid-ul-Adha, the Muslim festival known as the Feast of the Sacrifice, one of the two most important holidays on Islam’s calendar.

Militants linked to IS

The Abu Sayyaf is a small gang of militants known for carrying out some of the country’s worst attacks, including kidnappings for ransom and bombings.

An IS-linked faction is led by Hatib Hajan Sawadjaan who is accused of planning and orchestrating the bombing of a Catholic church in Sulu’s capital town of Jolo that left 23 people dead in January 2019. Two Indonesian suicide bombers were killed in that incident and authorities recently said they averted similar attacks with the arrest of four militants in Manila.

Friday's deadly clash comes two days after two soldiers and at least 10 suspected militants were killed during another gun battle in the southern Philippines as troops hunted for a senior leader of a different militant group linked to IS. At least 13 soldiers were injured, a Philippine Army spokesman said.

The two-hour shootout on Wednesday with suspected members of the Bangsamoro Islamic Freedom Fighters militant group broke out as the army’s 57th Infantry Battalion launched an operation in marshlands near Datu Salibo, a town in Maguindanao province, officials said. The troops were searching for Ustadz Karialian, a BIFF commander also known as Imam Minimbang.

The two clashes occurred in towns that are about 750 km (465 miles) apart.

Two soldiers and at least 10 members of the Bangsamoro Islamic Freedom Fighters (BIFF) were killed in a six-hour firefight that erupted while Army troopers were in pursuit of a group with links to the Islamic State (IS) in Maguindanao province.

Thirteen soldiers and 10 BIFF fighters were wounded, according to Lt. Col. Anhouvic “Dingdong” Atilano, spokesperson of the 6th Infantry Division.

Atilano said the skirmish in Barangay Penditen of Datu Salibo town started around 5:30 a.m. on Wednesday, when members of the 57th Infantry Battalion stumbled on a BIFF lair near the site where their target, bomb maker Hassan Indal, was hiding.

The troopers were conducting operations against the IS-inspired Dawlah Islamiya Toraype group led by Indal, when they were engaged by some 20 BIFF men.

Atilano said the soldiers were trying to encircle the militants but were hindered by floodwaters from the Ligawasan marsh. It had rained on Tuesday night, he added.

The soldiers had to fall back when fighters from another BIFF faction arrived as reinforcements, Atilano said.

While Army troopers deployed mortars and 105mm artillery backed by MG-520 helicopter gunships, the BIFF militants fought back with rocket-propelled grenades, he added.
Out on bail

Atilano said none of the bodies of the ten BIFF fighters were retrieved, as confirmed by residents in the area.

Indal, also known as Datu Hazam, Atilano said, was arrested in Cotabato City in 2016 but was out on bail a year later.

Indal leads a BIFF faction allied with Esmael Abdulmalik, also known as Abu Toraife, a rabid IS follower in Central Mindanao.

According to Atilano, Indal is the vice chair for internal affairs of Bangsamoro Islamic Freedom Movement, the political platform organized by the late BIFF founder Ustadz Ameril Umbra Kato, which grouped together the various BIFF factions.

Wednesday’s clash occurred as the Army makes headway in its “soft hand” approach to BIFF factions that has netted 13 surrenderees this week. Since 2017, at least 200 militants have been lured out of IS allegiance with the promise of socioeconomic assistance.

CAMP ELIAS ANGELES, Pili, Camarines Sur-A 45-minute gunfight broke-out between the government troops and the Communist Terrorist Group (CTG) in Barangay Daganas, Bulan town in Sorsogon province around 5:28 in the afternoon, July 30.

At least 40 communist NPA terrorists (CNTs) from Komiteng Probinsya 3 of Bicol Regional Party Committee (BRPC) under Arnel Estiller AKA Mando were encountered by the joint elements of 22nd Infantry Battalion (22IB) and 31st Infantry Battalion (31IB) while conducting security operations after receiving a tip-off from the residents about the presence of CTG in the area.

Killed during the firefight was a female Communist NPA Terrorist (CNT) who was left behind by her comrades alone until she died after the government troops overran their hideout.

Captured from the fleeing NPA terrorists at the encounter site were M60 machine gun, M16 rifle, anti-personnel mine, cellphone, assorted ammunitions, roll of electric wire, propaganda materials and other personal belongings.

Joint Task Force Bicolandia (JTFB) under MGEN HENRY A ROBINSON JR PA directed the troops to continue the extensive and intensified military operations in the area and hunt down the fleeing terrorists.

Furthermore, MGen. Robinson extended his gratitude and commendation to the people who gave the information about the presence of the CNTs.

“The encounter was another success on our part — the military and the Bicolano people. Your continuous support even by way of simple sharing of information about the presence of the terrorists, contributes a lot in our fight against insurgency. Our fight against this terrorist group will soon be over, as the enemy armed elements are now on continuous declining strength,” MGen. Robinson enunciated.

The JTFB will continue to extend its hand for those CTG members who will choose to reunite with their families and loved ones peacefully; however, it will persistently hunt and crash those CNTs who are insisting to sow terrorism in the region.

KICHARAO, Agusan del Norte- The Project Convergence on Value Chain Enhancement for Rural Growth and Empowerment (ConVERGE) of the Department of Agrarian Reform (DAR), together with the Philippine Fiber Development Authority (PhilFIDA) and the Matatag Fighters under the leadership of Lt. Col. Isagani O. Criste, Commanding officer of 29th Infantry (Matatag) Battalion facilitated a 2-day refresher training on Abaca to the Zapanta Valley Mamanwa -Manobo Association (ZAMMA) at Zapanta Valley, Brgy. Bangayan, Kicharao, Agusan del Norte on July 27-28, 2020.

ZAMMA was organized and registered with the Department of Labor and Employment (DOLE) by the Community Support Team (CST) of Alpha Company last June 2018. This organization is composed of 77 members who belong to what is called the Internally Displaced Persons (IDPs) of Zapanta Valley. They were in the Conflict-Affected Areas (ConAAs) under 29IB and were in one of the priority areas of the Peace and Development Zone (PDZ).

The 2-day training was initiated by Ms Jane Pansacala, the Provincial Value Chain Specialist on Project ConVERGE with Mr Justiniano Orina Jr., the technical Assistant Unit Head of PhilFida- CARAGA. The training program consisted of a series of lectures, Abaca Production Technology and Disease Management was tackled on the first day, followed by a practical application of the Abaca Fiber Classification and Grading on the second day.

Gingging Anlangan, Chairman of ZAMMA expressed her gratitude in her statement, “I am grateful for the continuous support of the government especially of the DAR and the PhilFIDA who provided us with the lessons on how to improve our abaca production to increase its market value which will really be of great help for our everyday living. Also, we are thankful for 29IB’s unending efforts to provide security and to assist in the development of our community.

According to Lt. Col. Isagani O. Criste, “I am glad and grateful for the continued enthusiasm of our DAR and PhilFida partners who never get tired of extending help to these people. Truly, this project ConVerge wouldn’t be possible nor will it become successful if not for the converged efforts of various government agencies and of course, without the sincere appreciation and participation of the organizational members who have widely benefited from this program.”

Lianga, Surigao Del Sur- “The purpose of combat operations in the hinterlands is to ensure the LGUs’ safe delivery of basic services intended for conflict-affected communities in Surigao del Sur,” Datu Constancio Duhac, Lianga Tribal Chieftain, said on July 30 during the Lianga Serbisyo Caravan in sitio Simowao (Km 9), Diatagon, Lianga.

Serbisyo Caravan was spearheaded by the Local Government Unit of Lianga led by Mayor Novelita M. Sarmen, 9th Special Forces “Hounds” Company, 544 Engineer Battalion, and member agencies of the Local Task Force-Ending Local Communist Armed Conflict (LTF-ELCAC). Services provided include the distribution of food supplies, hygiene kits, medical and dental missions, free haircut, registration of IP members to the Local Civil Registry, fun and games and distribution of free clothes.

“Contrary to the rehashed false statements of anti-government groups accusing the military of abuses, the military immerse in the communities to complement the implementation of government programs for our IP communities,” Datu Duhac, said.

“Hindi military ang lumapit sa amin, kami ang humingi ng tulong sa military para lumayo sa komunidad ang mga teroristang NPA at ang MAPASU (front-group) na pumipigil sa pagpasok ng serbsiyo ng gobyerno para manatili kaming mahirap at galit sa gobyerno,” Duhac added.

Sitio Simowao, a gateway to Andap Valley Complex, was once comfort zone of Communist NPA terrorists where Tribal Filipino Program of Surigao del Sur (TRIFPSS) school, an NPA terrorist recruitment facility was located and a staging point of NPA-instigated Taktikang bakwit.

Currently, with the strong support of the IP community, the IP leaders and the Local Government Unit, the sitio was transformed as a developed IP community where there is a rehabilitated farm-to-market road, a DepEd IP school, a CAFGU detachment, organized IP civilian volunteers for peace and security, registered women’s and farmers’ peoples organizations, youth leadership summit trained IP youth leaders.

Meanwhile, this sitio has gone through a lot, we will do our best to do our job to support the Lianga LGU and the tribal council in order to reach far more sitios of Diatagon and provide what the IP communites deserve from the government, “Lt. Col Joey B Baybayan INF GSC PA, 3rd Special Forces Battalion commander, said.

“Aside from the combat operations to destroy Communist NPA terrorists to drive them away from the sitios, we will uproot their system of recruiting innocent IP members through the Community Support Program and the IP tribal council’s traditional self-governance and self-determination. We will be here to protect them to perform their customary laws and duties to save their tribe from CNTs’ corruption,” Baybayan, exclaimed.

The assembly was intended to present the updates of inter-agency committees on their efforts in responding to the Executive Order No. 70 or Whole-of-Nation Approach mandated by President Rodrigo Roa Duterte last December 2018.

The discussion also tackled the broad reforms in addressing violent extremism to have an end state of secured, peaceful and developed communities in the Province of Sulu.

Highlighted were the recruitment of personnel from Sulu initiated by the Armed Forces of the Philippines (AFP); the inter agency projects and programs which gave livelihood and protective trainings to the people; and strengthening coordination in confronting the Abu Sayyaf Group (ASG) and other lawless elements.

Meanwhile, Governor Tan mentioned that the Army’s recruitment of local Tausugs will bring positive changes, cooperation and support against the ASG; and will ensure their financial security and provide them with many opportunities in the society.

Major General Vinluan thanked the Local Government of Sulu for the cooperation and support it rendered to the AFP’s fulfilment of its overall campaign. “They played one of the major roles in ending the menace and threat given by the ASG.

A lot of changes had happened compared from the previous years such as reducing the atrocities of the outlaws and making its members yield to the government. As mentioned by Governor Tan, we cannot win this war without the support of the people.” he said.

The unit hosted a one-day event dubbed as Indigenous Peoples Leaders’ Summit 2020 that gathered tribal leaders from various IP communities within the area of responsibility of the battalion.

“This event aims to gather all the tribal leaders for them to be reoriented with the government programs and services and their basic rights. We need to educate them and provide them with the needed assistance in whatever form so that they will not be exploited,” Lt Col. Silas Trasmontero, the 89th IB commander, said.

Bearing the theme “Nagkahiusang Tribu Para Sa Kalinaw ug Kalambuan alang sa Katawhan,” the summit held at the headquarters of 89th IB in Barangay New Visayas that gathered a total of 80 tribal leaders from the towns of Santo Tomas in Davao del Norte, San Fernando and Kitaotao in Bukidnon, Barangay Tapak and Barangay Colosas, Paquibato District in Davao City.

The selected tribal leaders who attended the one-day summit learned about the concept of community development, entrepreneurship, peace and order, Indigenous People’s Right Act (IPRA) law, Communist Terrorist Group (CTG) exploitation, and farming.

Empowered IPs

Guest lecturers from National Anti-Poverty Commission, National Commission on Indigenous Peoples, and Land Bank of the Philippines (LBP) and ARB consultant also discussed to the tribal leaders the different programs and services that their national agencies could offer to the tribal communities.

Apart from this, the summit was also focused on lectures about the tribal leader’s fundamental human and political rights, empowerment, culture and some discussions on ancestral domain.

“Through this summit, we, are actually empowering them. All these relevant information that they learned here would shield them from the twisted and deceptive propaganda of the communist terrorists,” Ltc Trasmontero said.

He also underscored the importance of the holding the summit for the indigenous peoples, saying “it serves as a sounding board where tribal leaders can freely and openly express their issues and concerns to the military in the hope that it can be addressed through fruitful dialogue and interventions from different government agencies.”

“Holding the summit allows us to engage with them. We want to send a strong message that the government is here for them. Hearing their concerns would give us a hint as to how we can carry out projects, programs and activities that could improve their plight,” he said.

Meanwhile, 1003rd IB Brigade Commander, BGen Nolasco A Mempin has urged the tribal leaders to avail the programs and services offered by the government.

“We appeal to them to avail the gov’t services, and programs. By doing so, we can find an area where we can assist them using our present resources,” Bgen Mempin said.

He also emphasized that the whole force of the AFP is doing its best to improve the lives of the IPs and to protect them from the deceptive tactics of the communists which, he said, is an affront to the IPs right to self-governance and empowerment.

Indeed, 89th Infantry (Makatao) Battalion will continue to live to its name ‘Makatao” by continuously capacitating IP Leaders in its area of jurisdiction to establish a conflict-resilient and developed IP communities.

CAMP AGUINALDO, Quezon City – The Armed Forces of the Philippines’ (AFP) Deputy Chief of Staff for Civil Military Operations (CMO), Brigadier General Benedict M Arevalo received his second star following his promotion to Major General, Thursday, July 30.

Meanwhile, the AFP Provost Marshal General, Colonel Gerry Pulohanan donned his first star as newly-promoted Brigadier General.

AFP Chief of Staff General Felimon T. Santos Jr. administered the donning of ranks ceremony held at Silid Lapu-Lapu at the General Headquarters Building in Camp Aguinaldo.

General Santos congratulated the newly-promoted generals for leading their respective offices which are equally-important in the over-all accomplishment of the AFP’s mission.

“I wouldn’t have effectively fulfilled my role as the 53rd Chief of Staff of the Armed Forces of the Philippines if it weren’t for competent and reliable leaders like you who made the job significantly easier for me,” General Santos said.

Major General Benedict Arevalo is currently leading initiatives to further increase the growing civilian support to the military. As the Deputy Chief of Staff for CMO, he is in charge of the AFP’s external affairs by building bridges between the military and its stakeholders.

He was previously assigned as the Assistant Deputy Chief of Staff for Education and Training at the General Headquarters and served as Commander of Philippine Army’s 303rd Infantry Brigade in Negros Island.

Brigadier Gerry Pulohanan on the other hand leads the Office of The Provost Marshal General in maintaining discipline and order through promulgation and enforcement of laws, rules, and regulations within the military ranks.

Among his previous assignments were as the Chief of the AFP’s Human Rights Office; Air Judge Advocate of the Philippine Air Force; Deputy Chief of the AFP Office of Ethical Standards and Public Accountability; and Force Legal Adviser of the United Nations.

“It doesn’t get easier from here on but may this moment serve as a reminder that all of your sacrifices are worth it, because they are acknowledged and rewarded accordingly. Most importantly, may this promotion motivate you to persevere more in the name of our service to God, country and people,” said General Santos.

Colonel Edgardo C Palma will now take over the said position.

The Deputy Chief of Staff Lt. Gen. Antonio Ramon Lim presided the Change of Office with Retirement Ceremony at the AFP Commissioned Officers Country.

“Bgen Madriaga’s leadership took the Office of the Strategic Studies and Strategy Management to greater heights during his designation. His wisdom and expertise came from over three decades of selfless and dedicated service. We are fortunate to have experienced his invaluable contributions to our organization,” said Ltgen Lim.

Prior to his appointment as the Chief, OSSSM, Bgen Madriaga served as the 25th Commander of 302nd Infantry (ACHIEVER) Brigade, 3rd Infantry (SPEARHEAD) Division, Philippine Army. He is a member of the Philippine Military Academy “Maringal” class of 1988. Bgen Madriaga spent his early years as Infantry Officer of the 7th Infantry Battalion, 3rd Infantry Division, Philippine Army based in Negros Occidental.

His academic achievements include Masters in Strategic Security Studies and Masters in Business Administration and Management Studies. He also received a Certificate of Excellence from the National Defence University in Washington DC, USA, for his Master of Arts in Strategic Security Studies.

As Chief, OSSSM, Bgen Madriaga led the office in assisting 64 units/offices in their AFP Transformation Institutionalization Pathway (AFPTRIP) journey. Under him, the office had developed six (6) Strategic Papers and three (3) Policy Working Papers which are a boost in AFP’s strategy to achieve its ultimate vision of becoming “A World-class Armed Forces, Source of National Pride” by 2028.

Meanwhile Col Palma’s latest assignment was in 11th Infantry Division where he served as the Division Inspector General. He is from PMA “Sambisig” class of 1991 and holds a Master’s Degree in Public Management Major in Development Security.

“We are assured that the commendable performance of the OSSSM will be continued with Col Palma now holding the reins. The AFP leadership will remain as your guiding light as we work hand in hand towards the fulfillment of our mission,” Ltgen Lim said in closing.

Three former New People’s Army rebels who abandoned the armed struggle received P200,000 worth of immediate assistance and cash equivalent to the firearms they had surrendered to the government.

Col. Inocencio Pasaporte, 303rd Infantry Brigade commander, yesterday said that the three former rebels received on Monday an immediate assistance or subsidy of P30,000 from the Department of Interior and Local Government, while their enrolment to the Enhanced Comprehensive Local Integration Program are still being processed.

Pasaporte added that the three former rebels who turned-in their firearms received P110,000 in cash for the corresponding assessed cash value of their surrendered guns.

Negros Occidental Governor Eugenio Jose Lacson turned over the assistance to the three former rebels, which was witnessed by Pasaporte and Lt. Col. Melvin Flores, 62nd Infantry Battalion commander.

Lacson, in his speech during the activity held at the Provincial Capitol in Bacolod City, said that the cash assistance will help a lot the former rebels and their families to start a new life.

On the other hand, Pasaporte said he hopes that the firearms remuneration and other government programs for peace and development will entice more rebels and active NPAs to take advantage of the many benefits waiting for them upon their surrender.*

At least 9 soldiers and Abu Sayyaf fighters were killed in fierce clashes Friday in the southern Philippine province of Sulu, security officials said.

Officials said the fighting erupted after Abu Sayyaf terrorists ambushed a group of soldiers in the village of Taong in Patikul town. The attack sparked a gun battle that killed at least 6 terrorists and three soldiers from the 32nd Infantry Battalion.

Three other infantrymen were wounded in the fighting, according to Maj. Gen. Corleto Vinluan, commander of an anti-terror task force.

“Exchange of fires ensued which resulted in the deaths of six enemies. Three soldiers paid the ultimate sacrifice while three others were wounded in the said encounter,” he said. “It is with deep sadness to report that three of our brave soldiers succumbed to death while defending the people of Sulu.”

He said the wounded soldiers were evacuated to Kuta Heneral Teodulfo Bautista Station Hospital in the capital town of Jolo. The identities of the slain terrorists remain unknown. (Zamboanga Post)

The Army's 4th Infantry Division (4ID) has sought public support for the military's efforts to stop the extortion schemes of the Communist Party of the Philippines - New People's Army (CPP-NPA) in the Northern Mindanao and Caraga regions.

Maj. Gen. Andres Centino, 4ID commander, underscored on Thursday the need to stop the extortion of the communist rebel movement to prevent it from recruiting more minors and reinforcing its dwindling forces.


Centino said depriving the CPP-NPA of funding would also reduce its access to weapons while freeing the few remaining rural villages from its influence.

“We take the lead in destroying the CPP-NPA but to stop their extortion activities, we enjoin the members of this body through the regional, provincial and municipal task force to end the local communist armed conflict to do their share. The CPP-NPA members, without resources, will surely be defeated and can no longer recruit new members nor conduct atrocities against our people," he said.

Centino noted that based on seized NPA documents and statements of former rebels, the CPP-NPA managed to extort PHP118 million in 4ID’s areas of responsibility.

The figure, he said, is 51 percent of the collections generated by the rebels from their extortion and other illegal activities in 2019.

Centino said the actual funds generated by the rebel group might be bigger since it was usual for most of its unit commanders not to report collections.

Out of PHP118 million, at least PHP85.9 million or 36 percent comes from mining firms in Caraga, he said.


“This amount was used not only for their food and sustainment but also for buying ammunition and materials for making bombs that they will use against the government forces and the people in the communities that do not support their cause,” Centino said.

It can be recalled that the 23rd Infantry Battalion managed to seize eight anti-personnel mines, blasting caps, 11 containers of ammonium nitrate, and hundreds of ammunitions at a CPP-NPA depot in Esperanza town, Agusan del Sur on June 24.

He said to fulfill the intent of President Rodrigo Duterte to end the local communist armed conflict during the latter's term, the CPP-NPA "should be destroyed and their extortion activities stopped."

ZAMBOANGA CITY--The military command here has imposed "clustered lockdown" on its naval headquarters after six marine troopers were found positive of coronavirus disease 2019 (Covid-19).

Maj. Arvin John Encinas, Western Mindanao Command (Westmincom) spokesperson, said Friday the Combat Service Support Battalion (CSSB) at the Naval Forces Western Mindanao (NFWM) headquarters in Barangay Calarian here, was placed on lockdown amid an ongoing contact tracing to determine the individuals who came into contact with the six marine troopers.

The CSSB facility is being occupied by a unit of the Philippine Marines.

Encinas said that one of the six Marine troopers is a mess sergeant who frequently goes out of the camp to acquire provisions of the CSSB personnel. The other five are office personnel.

He said that four of the six infected marine troopers are now in the NFWM's isolation facility while the remaining two were admitted at a local private hospital.

He added that the four placed in the isolation facility are in stable condition.

Other precautionary measures are being adopted aside from the imposition of clustered lockdown to prevent the spread of Covid-19 at the camp, the Army official said.

Two ranking officials of the Armed Forces of the Philippines were promoted to the next higher rank during short ceremonies presided by outgoing AFP Chief of Staff, Gen. Filemon Santos Jr., on Thursday.

Receiving his second star after his promotion to major general was AFP Deputy Chief of Staff for Civil-Military Operations, Brig. Gen. Benedict Arevalo, while AFP Provost Marshal General, Col. Gerry Pulohanan, donned his first star as newly promoted brigadier general.

Santos administered the donning of ranks ceremony held at Silid Lapu-Lapu at the general headquarters building in Camp Aguinaldo, Quezon City.

He congratulated the newly promoted generals for leading their respective offices, which are equally important in the overall accomplishment of the AFP’s mission.

“I wouldn’t have effectively fulfilled my role as the 53rd Chief of Staff of the Armed Forces of the Philippines if it weren’t for competent and reliable leaders like you who made the job significantly easier for me,” Santos said.

Arevalo currently leads the initiatives to increase the growing civilian support to the military and is in charge of the AFP’s external affairs by building bridges between the military and its stakeholders.

He was previously assigned as assistant deputy chief of staff for education and training at the general headquarters and served as commander of the Philippine Army’s 303rd Infantry Brigade in Negros Island.


Pulohanan leads the Office of the Provost Marshall General in maintaining discipline and order through promulgation and enforcement of laws, rules, and regulations within the military ranks.

Among his previous assignments were as the chief of the AFP’s Human Rights Office; air judge advocate of the Philippine Air Force; deputy chief of the AFP Office of Ethical Standards and Public Accountability; and force legal adviser of the United Nations.


“It doesn’t get easier from here on but may this moment serve as a reminder that all of your sacrifices are worth it, because they are acknowledged and rewarded accordingly. Most importantly, may this promotion motivate you to persevere more in the name of our service to God, country and people,” Santos said.

The Armed Forces of the Philippines (AFP) on Thursday feted select personnel from its Dental Service who distinguished themselves in their respective fields.

Outgoing AFP Chief of Staff, Gen. Felimon Santos Jr., presided over the awarding ceremony in line with the service's 66th anniversary held at the National Defense College Auditorium and witnessed via live streaming.

"Since its inception more than six decades ago, the AFP Dental Service has continued to prove its critical role in promoting oral and dental health, even extending its boundaries of concern traditionally provided only to our soldiers, civilian human resources, and their immediate families, to the larger Filipino public as well," Santos said in his speech.

This year's awardees include Lt. Col. Romulo Aujero who was recognized as Senior Dental Officer of the Year, 1st Lt. Rose Antoinette Umayam as Junior Dental Officer of the Year, Dr. Imelda Buela as Civilian Dentist of the Year, and Dr. Antonietta Ramos who received a special citation.

Meanwhile, Technical Sgt. Jayson Gerola and Rouel Macaraig were also recognized as this year's top-performing enlisted personnel and civilian human resource, respectively.

The 1301st Dental Dispensary, Naval Station Julhasan Arasain Dental Dispensary, Naval Station Apolinario Jalandoon Dental Dispensary, and 1361st Dental Detachment were also cited for their exemplary regional accomplishments.

The Stakeholder's Award was also given to Col. Edgar Cardinoza, the head of the AFP Health Service Command; the Armed Forces and Police Mutual Benefit Association, Inc.; the Office of Civil Defense; the Bureau of Customs; EMBRACE project of Philip Morris Fortune Tobacco Corp.; and Dental Technologists Association of the Philippines.

The Armed Forces of the Philippines (AFP) is gearing up for the possible distribution of coronavirus disease 2019 (Covid-19) vaccines, which are expected to be out by December, its spokesperson said Friday.

"Bagama't kababanggit pa lang ng Pangulo ang tungkol sa bagay na yan, kaagad pong inatasan ng ating AFP Chief of Staff, Gen. Felimon Santos Jr., ang kanyang mga staff upang pagpaplanuhan at paghandaan yan before December kung kailan pinaniniwalaan na magkakaroon na ng vaccine para sa Covid-19 (Although the President has just made his announcement on that matter, our AFP Chief of Staff, Gen. Felimon Santos Jr., has already ordered his staff to ready plans for that task before December, when it is believed that a vaccine for Covid-19 would be available)," Marine Maj. Gen. Edgard Arevalo said in a press statement.

Arevalo added that the military is pleased with the President’s trust in them.

"Ikinatutuwa po natin ang malaking tiwala sa AFP ng ating Commander-in-Chief (The AFP is very much pleased with the huge trust given to it by our Commander-in-Chief, President Rodrigo Duterte)," he said.

In a televised public address, Duterte said he would tap the military to lead the distribution of Covid-19 vaccines because he could not trust local officials in distributing the vaccines.

He added that the military and police would also be prioritized once a Covid-19 vaccine becomes available.

The Philippine Army (PA) on Friday said the experience, character and commitment to organizational excellence of its incoming commander, Lt. Gen. Cirilito Sobejana, will greatly help the organization fulfill its mandate.

"His experience, character, and commitment to organizational excellence are his most valuable qualities as he leads the Army in hurdling the various challenges the country is now facing," said Army spokesperson, Col. Ramon Zagala, in a statement.

He added that the entire PA welcomes the appointment of Sobejana as PA commander.

He noted that throughout his military service, Sobejana exemplified sound leadership as he commanded various Army units that played key roles in bringing and upholding peace and security particularly in the southern part of the country.

"The 62nd CGPA (Commanding General Philippine Army) is a recipient of the Medal of Valor Award, the highest military honor bestowed for the conspicuous act of bravery and sacrifice above and beyond the call of duty, when he battled against Abu Sayyaf terrorists in Basilan Province in 1995," Zagala said.

Sobejana will succeed Lt. Gen. Gilbert Gapay, who was named as the next Armed Forces of the Philippines chief-of-staff.

Gapay will replace Gen. Felimon T. Santos who will retire from the service on August 3.

Sobejana, a member of the Philippine Military Academy Class of 1987, commanded Joint Task Force Sulu, the Maguindanao-based 6th Infantry Division, and the Western Mindanao Command, to name a few.
