Of the eight “encounters” reported by the 79th IB, only one actually transpired on February 21-22 in Escalante City, Negros Occidental. The military padded their numbers to justify the brazen shootings, straffing and bombing it carried out on the border of Escalante and Toboso.

The New People’s Army-Northern Negros (Roselyn Jean Pelle Command or RJPC) confirmed that an encounter between one of its units and the AFP took place at around 11 a.m. in Sityo Mansulao, Barangay Pinapugasan in Escalante. Emarie Pastidio (Ka Jandy), 27 years old, the mother of Baby Marx kidnapped by the military in 2021, was martyred in this encounter. Joshua Sultan (Ka Jorge), 19, Red fighter farm worker from Calatrava was also killed.

The RJPC refuted the lies spread by the 79th IB about the “series” of encounters, with two martyred comrades and one farmer killed.

“Ka Jandy and Ka Jorge are not “child warriors,” the RJPC said. It is also not true that Ka Jandy was previously arrested in an encounter in 2021. Instead, soldiers raided the house where she was recuperating, kidnapped her newborn, Baby Marx, and imprisoned her in a military camp where she was raped and subjected to severe torture. Ka Jorge is also not the “son of an NPA” filmed pressuring his parents to surrender.

More mendacious is the claim that a “third NPA” was killed in subsequent “encounters”. The RJPC received a report that the family of Jose Caramihan, a farmer sowing rice in his farm in Sityo Mansulao at the time of the encounter, was looking for him. He was believed killed by soldiers of the 79th IB and declared the “third fighter” killed in the “encounter.”

The military’s claims that they had “cordoned off” the RJPC unit triggering a “series” of encounters is a big lie. The military even used two Agusta 109 helicopters and strafed and fired at least five rockets at the Trangkal Range on February 22, at 7 pm. Claims that “heavy resistance” from the remaining Red fighters, who were allegedly “only five,” are baseless. The bombing lasted 45 minutes.

The truth is that the NPA unit was no longer in the area after the first clash.

“If the repeated declarations of the AFP and the 79th IB are to be believed that the RJPC has long been “dismantled,” “weak” and “down to eight men”, how can they justify the AFP’s successive, widespread and focused operations?” RJPC scoffed at the military’s lies. Just a few days earlier, Gen. Romeo Brawner Jr, AFP chief, even praised the 3rd ID covering Negros for its “success” in defeating “all the five Negros fronts”.
Damage to environment and communities

Around 1,000 residents were forced to evacuate from Barangay Pinapugasan in Escalante City and the towns of Mainit, Mansulao, Mag-aso, Danao, and Balod, all in Barangay San Isidro, in the neighboring town of Toboso, due to military shooting and bombing. The Toboso mayor was also forced to cancel classes in nine barangays. Thus, the soldiers’ boast of “ensuring” the “safety” of the civilians in their fictitious encounters is utter nonsense.

Amid all of these, the Human Rights Advocates Negros (HRAN) expressed deep concern over the effect of the AFP’s indiscriminate shooting and bombing on peasants and farm workers.

It says indiscriminate attacks are strictly prohibited under international humanitarian law because they do not differentiate between combatants and civilians, and they result in the injury or death of civilians. The group expressed its willingness to investigate alleged fighters killed in “encounters.”

“The AFP is notorious for misreport as ‘NPA’ the farmers they kill,” it said. “Buying helicopters is a waste of public funds… amid the El NiƱo-induced drought and an unending sugar industry crisis.”

Tampok dito ang pagpatay ng mga elemento ng 2nd IBPA sa matandang mag-asawang sina Pedro (78 anyos) at Florencia (67 anyos) Regala sa Barangay Tuboran, bayan ng Cawayan noong Pebrero 5.

Ang mag-asawa ay mga magsasaka sa lupaing Triple A na matagal nang pakay ni Gov. Kho na makamkam para sa kanyang interes sa rantso.

• Enero 29-30, 2024–Sa Sityo Malapinggan, Barangay Sawmill, bayan ng Mobo, pinaputukan ng ilang element ng 96th MICO ang mga residenteng nangahas magkopra sa niyugang inagaw ng militar sa Sityo Malapinggan, hangganan ng Barangay San Jose, Uson at Barangay Sawmill, bayan ng Mobo. Walang habas na nagpaputok ang militar sa kabila ng pagmamakaawa ng mga residente, laluna si Edna Lalaguna Masamoc na may anak na may sakit sa puso. Napilitang umalis ang pamilya ni Masamoc sa kanilang tahanan papunta sa sentrong baryo. Pagbalik ng pamilya kinabukasan ay nadatnan nila ang kanilang tahanang niransak at ninakawan ng naturang mga elemento ng militar na nakilalang sina Christian Adi, Joker Adi at Nonoy Halog.

• Pebrero 2024–binantaan ng militar ang aplikante sa pagkaguro na si Ganggang Rodina na pagkakaitan ng teaching items kung tatangging maging asset ng kaaway. Si Rodina ay residente ng Barangay Liong, bayan ng Cataingan.

The Apolinario Gatmaitan Command-New People’s Army Negros Island Regional Operations Command (AGC-NPA) condemns in the strongest terms the morning bombing and evening airstrike conducted by the 79th IB in Sitio Mansulao, Barangay Pinapugasan, Escalante City, Negros Occidental on February 22, against what they estimated as “more than five Red fighters.”

According to initial reports from the Roselyn Jean Pelle Command-NPA’s Northern Negros Guerrilla Front (RJPC-NPA), as of yesterday noon, the only legitimate encounter occurred on February 21, around 11:00 in the morning, along the border of Sitio Mansulao, Barangay San Isidro, Toboso, Negros Occidental and Sitio Mansulao, Barangay Pinapugasan, Escalante City, both are part of the Trangkal Range.

As clarified by the RJPC-NPA, there was no firefight in the area yesterday morning. Instead, over 10 bombs were dropped on Sitio Mansulao, part of Escalante City, between 6:00 to 9:00 in the morning, damaging livelihoods and the environment.

The same perimeter was strafed using machine guns mounted on helicopters and was bombed at least five times, thereafter. Residents around the area observed that the explosion from the morning bombing was different compared to the evening airstrike.

The 79th IB and the Armed Forces of the Philippines (AFP) chain of command consciously violated the protocols of war by bombing the area. The use of bombs against guerrilla fighters armed only with rifles and less powerful weapons is a disproportionate and unnecessary use of force. Clearly, the AFP violated international humanitarian law.

The destruction and trauma the military bombing have caused on the community and the environment is also unforgivable. We do not discount, as well, the possibility of the military killing its own troops as as result of yesterday’s bombings.

It is both heartless and shameful for the AFP to declare the Northern Negros Guerrilla Front “dismantled” and yet it continues to employ tactics such as aerial bombings to “pursue rebel remnants.” In truth, they are desperate to maintain their false sense of security while adamantly harming the masses in the process.

The AFP chain of command, from 79th IB commander Lt. Col. Arnel Calaoagan, 303rd Brigade commander BGen. Orlando Edralin, 3rd Infantry Division commander MGen. Marion Sison, Visayas Command chief Lt. Gen. Benedict Arevalo, all the way up to AFP Chief of Staff Gen. Romeo Brawner Jr and their Commander in Chief Ferdinand Marcos Jr, must be made accountable for such bombardment campaign.

Like their imperialist US master, the AFP ignores the Geneva Conventions and international humanitarian law, as a whole. As these merciless attacks continue, it is only the AFP generals and commanders who are proving themselves unable to hold up to their ostentatious claims and further pushing the people to armed struggle.###

Kabataang Makabayan (KM)-Negros gives its firm red salute to Hannah Jay “Ka Maya” Cesista, along with Domingo “Ka Silong” Compoc, Parlito “Ka Aldrin” Segovia, Marlon “Ka Darwin” Omosura, and Ka Juaning, who were martyred after an encounter between Red fighters of the New People’s Army (NPA)-Bohol and combined fascist troops of the Bohol Police Provincial Office and 47th Infantry Battalion last February 23 in Barangay Campagao, Bilar, Bohol.

We extend, as well, our sympathies to their families and the broad masses of workers and peasants whom they chose to fight for to their last breath. We mourn the loss of such valiant comrades, but grief shall serve as fuel to the revolutionary flame in our hearts that can never be extinguished until the national democratic aspirations they offered their lives for are achieved.

We particularly raise our fists to our fellow youth, Hannah Jay “Ka Maya” Cesista, whose revolutionary martyrdom serves as inspiration in expressing our militancy through joining the ranks of the NPA. Her pursuit of championing human rights took her to the difficult path of armed struggle after witnessing state fascism and terrorism and, by extension reactionary law, as but utilities of the ruling class to exploit and oppress the people.

Ka Maya offered her expertise and intellect to strengthen the revolutionary ranks of the NPA in Bohol, serving the people wholeheartedly. Despite the incessant smear campaign of the Armed Forces of the Philippines, Ka Maya’s life was far from wasted. In fact, she has proven, along with the thousands of martyred Red fighters, that the revolution continues through the ceaseless flow of new blood from the youth who are radicalized in the cities and the countryside, eager for genuine national democracy and lasting peace.

In this semi-colonial and semi-feudal society, it is both just and necessary to revolt against imperialism, feudalism, and bureaucrat capitalism. Fellow youth, let us succeed Ka Maya’s revolutionary aspirations that can only be realized through a people’s democratic revolution.

Long live all revolutionary martyrs and heroes!

Sa iyang mas sayong edad, aktibo si Ka Jandy sa pag-organisa sa pareho niyang batan-on pinaagi sa kultural nga grupo nga Teatro Obrero. Diri niya napalawman ang kadunot sa sistema. Kaniadtong 2018, gidakop siya sa mga pwersa sa estado sa usa ka reyd, kuyog ang usa pa ka batan-ong organisador sa Teatro Obrero, sa syudad sa San Carlos, Negros Occidental. Kinsa si Ka Jorge?

Si Joshua ‘Ka Jorge’ Sultan, 19 anyos, taga-Barangay Winaswasan, Calatrava, Negros Occidental. Naggikan sa pamilyang tunga-tungang mangunguma nga nag-atiman sa ilang gamay’ng katubhan ug halos nagsalig sa inadlaw nga obra sa katubhan o sa pagtapas-karga. Nakasinati sab si Ka Jorge nga mulangyaw sa laing dapit para motrabaho sa konstruksyon. Diri niya nasinati ang pagsulod sa lain-laing bisyo. Sa iyang mga nakuyog sa tapas-karga, nailhan siya sa iyang pagkasiaw.

Sa dihang naglihok ang mga kaubang Hukbo sa ilang dapit, hinay-hinay niyang nailhan ang rebolusyonaryong kalihukan ug ang Hukbo isip tigpanalipud sa mga kabos. Diri niya naresolba ang kaugalingon ug nagdesisyon nga mukuyog sa mga kauban.

Kinukundena ng Partido Komunista ng Pilpinas ang pasistang rehimeng US-Marcos, ang Armed Forces of the Philippines (AFP) at ang Philippine National Police (PNP) sa pagmasaker sa limang nadakip na mga rebolusyonaryo sa Bilar, Bohol kahapon, at nakikiisa sa panawagan para bigyang hustisya sina Domingo Compoc, Hannah Cesista, Parlito Historia, Marlon Omosura at Alberto Sancho.

Ang lima ay nadakip nang buhay at ipinailalim sa kustodiya ng pasistang kriminal na tropa ng 47th Infantry Battalion at pulis ng Bohol kahapon ng umaga sa Sityo Matin-ao 2, Barangay Campagao, Bilar, Bohol. Sila ay ipinailalim sa matinding tortyur at saka walang kaawa-awang pinaslang.

Walang katotohanan sa mga pahayag na pinakakalat ng pulis na ang lima ay napaslang sa isang engkwentro. Pinaninindigan ng lokal na mga residente na walang engkwentrong nangyari sa umagang iyon. Ang nasaksihan ng mga residente ay ang brutalidad ng tropang pangkombat ng militar at pulis, na nangtortyur at pumaslang sa limang rebolusyonaryo.

Nananawagan ang Partido sa mamamayang Pilipino, mga asosasyong magsasaka, unyon ng mga manggagawa, grupo ng kabataan, mga abugado, sa midya, taong-simbahan, kababaihan at iba pa na magkaisa at manindigan kasama ang mga pamilya, kaibigan at minamahal sa buhay ng mga biktima ng masaker sa Bohol sa kanilang panawagan para sa hustisya.

Ang masaker sa Bohol ay pinakahuli lamang sa sunud-sunod na pasistang krimeng pakana ng AFP at PNP sa desperadong kampanya nito na wakasan ang armadong paglaban ng mamamayang Pilipino. Ang 47th IB, sa partikular, ang responsable rin sa pagpaslang kina Manuel “Loloy” Tinio noong Abril 4, 2023 sa Ubay, Bohol, at Arthur Jasper Lucenario noong Mayo 14, 2023 sa San Miguel, Bohol.

Sa pagsasagawa ng pasistang mga krimeng ito, nagtatagumpay lamang ang rehimeng Mrcos at ang AFP na ibayong udyukin ang mamamayang Pilipino na mag-armas at sumapi sa Bagong Hukbong Bayan para ipaglaban ang kanilang mga karapatan at isulong ang kanilang adhikain para sa hustisyang panlipunan. Ang mamamayan at mayorya ng masang magsasaka sa Bohol, sa partikular, ay walang ibang masulingan kundi ang sama-samang makibaka at lumaban nang sandatahan. Sa Bohol, ang lupa ay nananatiling nasa kamay ng iilang panginoong maylupa, malalaking burgesyang kumprador at dayuhang malalaking korporasyon. Kabataang Makabayan (KM)-Negros expresses its utmost rage and vehemently condemns the 47th Infantry Battalion and Bohol Provincial Police Office upon confirmation that there was no encounter last February 24 in Bilar, Bohol, but another cold-blooded massacre of captured revolutionaries. We demand justice for victims Domingo Compoc, Hannah Cesista, Parlito Historia, Marlon Omosura and Alberto Sancho.

According to recent information, the five Red fighters were captured by the AFP’s 47th IB and PNP Bohol in Sitio Matin-ao 2, Barangay Campagao, Bilar, Bohol. Thus, they should have been afforded their rights as prisoners of war as stated in the third 1949 Geneva Convention, in Additional Protocol 1 of 1977 and under the GRP-NDFP Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL). As neanderthal goons of the elite however, the AFP and PNP tussled over the reward money of Domingo Compoc and committed their business-as-usual scheme of torturing and eventually brutally killing hors de combat.

Compoc was suffering from arthritis and old age, and was stabbed to death in front of villagers. Cesista, along with Compoc and the other victims, was made to crawl in the mud until the fascists decided to kill her as well. There was no encounter to begin with, only a showcase of the wanton violent nature of the AFP and PNP against the defenseless.

The reactionary state continues their brutal streak of massacres of hors de combat and civilians in the hope to threaten the masses. We also condemn the killing of farmer Jose Caramihan in Sitio Mansulao, Barangay Pinapugasan, Escalante City last February 21. He was murdered by the 79th IB and paraded as a NPA casualty after an encounter with Red fighters. These kinds of mercenary gestures only show the people that the illusion of peace propagated by the AFP, PNP, and NTF-Elcac is ridden with blood.

Thus, like Cesista, more youth are enticed to join the NPA after being disillusioned of the pseudo-democracy indoctrinated by the ruling class in our educational system. It is not a waste for a lawyer to go to the countryside and defend the oppressed and exploited. Utter waste and garbage should be used to describe the 47th IB and the reactionary state as a whole, who are in truth the ones capitalizing upon their murders to keep up with their twisted sense of besmirching the revolution that they cannot defeat and instead always end up expanding.

The revolutionary youth of Negros have not forgotten the brutal murder of National Democratic Front consultant Ericson Acosta and peasant organizer Joseph Jimenez at the hands of the 47th IB in Barangay Camansi, Kabankalan City on November 2022. The 47th IB is also accountable for separate incidents of extrajudicial killing of farmers Jonel Bayno and Rogelio Lacton who were taken by the 47th IB from their homes and were only seen by their families as cadavers left along the road in the hinterland of Sipalay City on May 2023. This same butcher battalion massacred five hors de combat, including a pregnant woman, and a tricycle driver on September 21, 2023 at Barangay Tabugon, Kabankalan City.

As we pay our highest tributes to the Bilar 5, KM-Negros also vows to continue expanding and consolidating its ranks to strengthen the revolutionary movement. We take inspiration from the likes of Rachelle Mae Palang, Nikka dela Cruz, Cheene Dacalos and Hannah Cesista, and the rest of the radical and progressive youth who chose to join the armed struggle and offer the highest form of sacrifice for the interests and welfare of the exploited masses.###

We have received more information with regard the Bohol Massacre last February 23 perpetrated by the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP).

We learned that on the morning of February 23, police officers raided the home of a certain “Berting” in Barangay Campagao, Bilar, Bohol. Witnesses saw Berting and his two minor children (one of whom is four years old) being manhandled (“pinagsasampal”) in an effort to make them reveal the location of Ka Silong (Domingo Compoc) and his companions.

Berting and his two minor children were later forced into a white van, which left moments later. That was the last that Berting and family were seen by their neighbors. Their location is yet unknown.

The abduction of Berting and his children are clear violations of international humanitarian law, which give primordial importance to the protection of civilians during armed conflicts.

We also learned today that the police officer who was killed in the supposed encounter between the New People’s Army (NPA) and the Philippine National Police (PNP) and Armed Forces of the Philippines (AFP) was, in fact, killed by military troops after a skirmish between the operating units of the PNP and AFP.

The PNP and AFP were racing against one another in trying to get to the location of the resting unit of the NPA. The PNP unit arrived first in the area and were able to catch Ka Silong and company unawares. Operating troops of the 47th IB arrived later, sparking a firefight between them and the police unit, leading to the death of one police officer. This is resulting in deep resentment among the police, as well as among relatives of the officer who was killed, who were told that he died fighting the NPA.

These information are being shared by local residents who cannot stomach the lies being propagated by the military and police to cover up their heinous crime in the torture and willful killing of Ka Silong and his companions Hannah Cesista, Parlito Historia, Marlon Omosura and Alberto Sancho.

We call on all democracy-loving Filipinos to help put the spotlight on the case of Berting and his children, and help amplify the demand for justice for the Bilar 5.

CEBU CITY, Philippines — A Bar Passer was among those killed in the recent clash between state troops and suspected communist-rebel groups in Bohol.

The Visayas Command (VisCom) of the Armed Forces of the Philippines (AFP) confirmed that among the six slain in the armed conflict in Bilar town, Bohol last February 23 was
Hannah Jay Cesista, who passed the 2022 Bar Examinations, results of which were revealed the following year.

Initially reported as a lawyer but a quick check of her name on the Roll of Attorneys portal of the Supreme Court (SC) yielded negative results. Cesista appeared on the list of 2022 Bar Passers on SC’s website.

Government forces tagged Cesista, 26, as a member of the New People’s Army (NPA), with the nicknames Maya/Lean. She joined the group sometime in 2023, according to VisCom.

Earlier media reports, quoting officials of the Philippine Army, revealed her alleged relationship with another NPA member who was also killed during the encounter last February 23.

Authorities expressed sadness and disappointment over Cesista’s death, adding it was ‘another life wasted through deception’.

On the other hand, Cesista was remembered as a passionate youth activist, who wanted to practice law beyond the confines of the courtroom for the benefit of the downtrodden and marginalized.

Cesista hailed from Catubig town in Northern Samar.

She pursued her law career with a pre-law degree of Bachelor of Science (BS) in Political Science at the University of the Philippines Cebu (UP Cebu).

During college, she was active in various school organizations – from sociopolitical to religious ones like the Kabataan Partylist – UP Cebu, Cebu Students for Justice and Peace, and Youth for Christ – UP Cebu, according to UP Cebu’s student publication Tug-ani.

She graduated with flying colors, as a Cum Laude, in 2018 then proceeded immediately to take up law at the University of San Carlos (USC), also based in Cebu.

While studying law, she worked as a paralegal, assisting lawyers engaged in human rights.

The Cebu chapter of the National Union of People’s Lawyers (NUPL) honored Cesista as one of the pioneers in forming the students’ arm of their organization that paved the way for aspiring lawyers to work and help victims of human rights violations, including political prisoners.

“She was always the first person to volunteer when lawyers needed assistance in the countless legal work of the organization. She joined community visits for paralegal trainings and discussions on human rights despite the demands of law school,” the group wrote in a statement.

Call for investigations

When news of her death broke out, NUPL – Cebu Chapter as well as other cause-oriented groups like Karapatan Central Visayas and Anakbayan Cebu called for a probe.

They contradicted the accounts from the police and the army, claiming that what happened in Bohol was not an armed conflict but rather a slaughter, citing information from witnesses and residents in the area.

If proven, these would fall as violations of the International Humanitarian Law (IHL), NUPL-Cebu added.

“NUPL Cebu expresses its deepest condolences to the family and friends of Hannah. We call on the Philippine government to conduct a prompt and impartial investigation and to hold accountable the perpetrators responsible for the deaths of Bilar 5,” they said.

Aside from Cesista, the slain Maoist rebels were identified as Domingo Ompoc, Parlito Historia, Marlon Omosura, and Alberto Sancho.

According to NUPL-Cebu, some locals apparently saw the five escorted by soldiers, and told to roll in the muddy, paddy fields, which the group condemned as inhumane.
The clash

To recall, the clash in Bohol claimed a total of six lives, including that of a police officer. Another police was also wounded in the firefight.

The encounter stemmed from a police-led operation to serve an arrest warrant against Ompoc, who was tagged as the squad leader of the remnants of BPC and the former commanding officer of Sandatahang Yunit Pangpropaganda (SYP) Platoon.

He was also considered a most wanted person in Bohol after rebellion, homicide, attempted homicide, multiple murders, frustrated murder, and robbery charges were filed against him.

Enforcers even placed a P2.6 million bounty on his head.

Police had been monitoring Ompoc and his group’s activities for more than a month. A successful intelligence gathering, including tip-offs from concerned residents, led to locating their whereabouts in Purok Matinan-ao Dos, Barangay Campagao.

One of those deployed in the operation against Ompoc was Police Corporal Gilbert Amper of the Provincial Intelligence Unit of the Bohol Provincial Police Office (BPPO).

Based on investigations from the police in Bohol, while their personnel went to Purok Matinan-ao Dos, Barangay Campagao, in Bilar, one of the rebels tried to resist and escape by firing a gun.

A bullet fired from the rebels’ side hit Amper on the head. He was rushed to a nearby hospital but was declared dead on arrival.

Amper’s companion, another police officer identified as Police Corporal Gerard Rollon, sustained bullet wounds.

The Philippine Army’s 47th Infantry Batallion eventually responded and intervened in the encounter, which lasted nearly three hours.

Residents there even managed to record the sounds of gunshots being exchanged in the jungles of Bilar town, videos of which also circulated on social media.

After the fight, soldiers recovered several high-powered firearms from the rebels, including three assault rifles – M653, R4, and an M16.


Both NUPL-Cebu and the Police Regional Office in Central Visayas (PRO-7) are in mourning over the loss of lives in their camps.
Insurgency

On Saturday, February 24, a day after the bloody encounter, Cesista’s relatives retrieved her body from Bohol after positively identifying it was her, the VisCom said.

Lieutenant General Benedict Arevalo, commander of VisCom, continued to urge rebels to return to the folds of law. He was also saddened over Cesista’s death, adding that she could have practiced law if not for the communist rebels.

“We express our heartfelt condolences to her family and loved ones. The CPP-NPA is indeed a menace and a mindless predator who preys on young minds in our country,” Arevalo said.

The NPA is the armed wing of the Communist Party of the Philippines (CPP) and was established on March 29, 1969. It has been waging the longest-running Maoist insurgency in the world.

The clash in Bohol should also serve as a warning to those who want to join the insurgents, Arevalo added.

A NEW People’s Army (NPA) was killed and a high-powered firearm was also seized by the combined troops of the 29th and 30th infantry battalions after an encounter in Barangay Concepcion, Cabadbaran City, Agusan del Norte, on Feb. 23.

Captain Jonel Castillo, the civil-military operations officer of the 901st Infantry Brigade, identified him as
Leo Mindoro, a member of the Sub-Regional Sentro de Grabidad (SRSDG) Westland led by Ricky Per.

The operation resulted in the capture of an AK-47 rifle, two magazines with ammunition, and assorted food supplies.


He said that while the enemy camp was overrun, one of the soldiers sustained a minor wound in his left arm during the firefight.

The soldiers transported the rebel’s body to the nearest town for a dignified burial.

The military said rebel groups had been attempting to regain control and influence over the community, exploiting its people and resources. However, their efforts were thwarted by the residents’ desire for peace and development.

Brigadier General Arsenio Sadural, 901st Infantry Brigade commander, said, “The courage and resilience displayed by the troops, along with the unwavering support of the people, have made a significant impact in the ongoing fight against the remaining CTGs and their destructive influence in the Caraga Region.”

MANILA — The Communist Party of the Philippines (CPP) accused the Philippine Army of massacre that killed a lawyer and her four New People’s Army (NPA) comrades in Bilar, Bohol last Friday, February 23.

In a statement on its website, the CPP said the 47th Infantry Battalion (47IB) of the Philippine Army and the Bohol Philippine National Police (PNP) captured Atty. Hannah Cesista, Domingo Compoc, Parlio Historia, Marlon Omusura and Alberto Sancho in a house they stayed in Sitio Matin-ao 2, Barangay Campagao Friday morning.

“Contrary to international laws of war, the victims were tortured and killed,” the CPP said.

CPP’s statement was accompanied by a photo of Compoc, allegedly a top CPP leader in the province, while being held captive by a government soldier.

Compoc, 60, was tortured in front of residents despite suffering from arthritis. He was hacked at his neck and torso, the CPP said.

The group added that according to a witness, young lady lawyer Cesista was ordered to crawl on mud before being executed.

Authorities said the five were killed in a three-hour gun battle that also killed a Police Corporal Gilbert Amper.

The CPP however insisted the NPA fighters were captured alive and publicly executed to intimidate the residents from supporting the guerrilla army.

The residents were also ordered to leave after the crime, the group further revealed.

It added that the so-called scene-of-the-crime report by the police is an attempt at whitewashing the massacre, also citing the statements given by the PNP over local radio stations that the victims put up a fight while being served a warrant of arrest.

“The 47th IB and the Bohol PNP, the AFP and the PNP leadership, as well as (President Ferdinand) Marcos himself are liable for this war crime and must be prosecuted and punished,” CPP chief information officer Marco Valbuena said.

Tribute to a martyred lawyer

Meanwhile, revolutionary youth group Kabataang Makabayan (KM) paid tribute to fellow youth Cesista.

In a statement Saturday, the group said it salutes the young lawyer and her four other comrades who shall serve as “fuel to the revolutionary flame in our hearts that can never be extinguished until the national democratic aspirations they offered their lives for are achieved.”

“We particularly raise our fists to our fellow youth, Hannah Jay “Ka Maya” Cesista, whose revolutionary martyrdom serves as inspiration in expressing our militancy through joining the ranks of the NP,” KM said.

“Her pursuit of championing human rights took her to the difficult path of armed struggle after witnessing state fascism and terrorism and, by extension reactionary law, as but utilities of the ruling class to exploit and oppress the people,” it added.

KM said Cesiste offered her expertise and intellect to strengthen the revolutionary ranks of the NPA in Bohol.

“Ka Maya’s life was far from wasted. In fact, she has proven, along with the thousands of martyred Red fighters, that the revolution continues through the ceaseless flow of new blood from the youth who are radicalized in the cities and the countryside, eager for genuine national democracy and lasting peace,” KM said.

Who was Atty. Cesista?

The slain NPA fighter was a graduate of the Political Science Department of the University of the Philippines-Cebu, trained in different theories that shaped her worldviews and analysis, a Kodao source wrote.

Cesista was a member of various campus organizations, including Youth For Christ-UP Cebu Chapter, Cebu Students for Justice and Peace, and Kabataan Partylist-UP Cebu.

She integrated into the different sectors in Central Visayas where she was further exposed to worsening conditions and plights of the basic sectors, the source said.

Cesista then proceeded to law school at the University of San Carlos (USC) and volunteered as a paralegal for human rights groups.

Earlier, AFP Visayas Command mistakenly described the victim as a University of Cebu (UC) – Banilad Campus law alumna, prompting Dean Ria Lidia Espina to issue a correction.

“On behalf of the University of Cebu School of Law, we would like to extend our condolences to the family and send prayers for the eternal repose of her soul, though she was not a UC Law graduate,” Espina said in a Manila Bulletin report.

Philippine Army spokesperson Col. Louie Dema-ala also alleged Cesista became an NPA fighter in 2020 at a time when the victim was a full time law student in Cebu.

As a USC law student, Cesista spent her free time volunteering giving free human rights and paralegal workshops to poor communities.

She was also one of the pioneer members of the National Union of People’s Lawyers Students-Cebu Chapter and was elected as secretary-general.

Cesista graduated in 2022 and passed the bar in 2023.

MANILA – Government troops have neutralized 13 communist insurgents and terrorists in operations in the Visayas and Mindanao from Feb. 18 to 24, the Armed Forces of the Philippines said Sunday night.

In a statement, AFP chief Gen. Romeo Brawner Jr. said soldiers managed to neutralize 10 New People's Army (NPA) rebels
and three terrorist Dawlah Islamiyah-Maute Group (DI-MG) members.


"I commend our courageous troops who remain steadfast in defending our peace. You are our nation’s heroes. With every victory, we edge nearer to our mission. Rest assured that the AFP will not falter until peace reigns in our country,” he added.

On Feb. 24, troops from the 49th Infantry Battalion clashed with NPA rebels in Barangay Salvacion, Pio Duran, Albay, seizing various weapons and personal belongings.

Members of the 47th Infantry Battalion, 302nd Brigade, and police forces engaged remnants of Communist Party of the Philippines-NPA Bohol Party Committee in Bilar, Bohol, led by Domingo Compoc alias "Silong" on Feb. 23. Four other NPA rebels were killed in the clash.

On the same day, the 29th and 30th Infantry Battalions neutralized another NPA rebel and captured firearms and ammunition during an encounter in Cabadbaran City, Agusan Del Norte.

The 502nd Infantry Brigade also clashed with remaining members of the Cagayan Valley Regional Committee in Gonzaga, Cagayan, resulting in the death of an NPA fighter.

Meanwhile, on Feb. 21, 79th Infantry Battalion soldiers engaged members of the defunct Northern Negros Front in Escalante City, Negros Occidental, neutralizing three rebels and recovering various weapons.


On Feb. 18, DI-MG members, led by alias "Mas’Od", were killed in an operation by the 44th Infantry Battalion to hunt down terrorists behind the Mindanao State University (MSU) bombing that transpired last Dec. 3. Six soldiers were killed in the clash.

The military has neutralized at least 18 DI-MG members, including the mastermind behind the bombing of the MSU, identified through his alias as "Engineer".


“With their leaders and networks dismantled, our enemies stand weakened and exposed. To the remaining terrorists, the only options left for you now are to surrender or perish,” Brawner said.

Commendation

Department of National Defense (DND) Secretary Gilberto Teodoro Jr. also lauded the AFP for their efforts against members of the DI-MG and the NPA in encounters in Lanao del Norte, Negros Occidental, and Bohol last week.

"I especially laud our operatives who successfully pursued the suspects in last year's tragic bombing in Mindanao State University. The Defense Department and AFP shall remain resolute in ridding the nation of these lawless elements, who are harming our people and disrupting our communities," he added.

Teodoro also honored the sacrifices of the six government troops who were killed in action in line with their mandate of protecting the nation and its people.

He also assured the families of the fallen troops that all available support will be extended to them in their hour of need.

"On instructions of the President we are, together with the AFP, working hard to ensure that casualties are avoided. This is the best way to honor their sacrifice," Teodoro said.

The Communist Party of the Philippines (CPP) condemns the US-Marcos fascist regime, the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP) for the massacre of five captured revolutionaries in Bilar, Bohol yesterday, and joins the demand for justice for Domingo Compoc, Hannah Cesista, Parlito Historia, Marlon Omosura and Alberto Sancho.

The five were all captured alive and taken into custody yesterday morning by the fascist criminal troops of the 47th Infantry Battalion and Bohol police in Sitio Matin-ao 2, Barangay Campagao, Bilar, Bohol. They were subjected to severe torture and consequently murdered in cold blood.

There is no truth to the lie being circulated by the police that the five were killed in an encounter. Local residents attest that no encounter took place that morning. What people witnessed was the brutality of the military and police combat troops, torturing and killing the five revolutionaries.

A picture surreptitiously taken shows Compoc, with arms apparently bound behind his back, under custody of a soldier of the Armed Forces of the Philippines (AFP) after being accosted by the military and police. This image is presently circulating among the people of Bohol and on social media.

Compoc, who was in his 60s, was suffering from arthritis and was in no position to fight. He was subjected to severe torture in front of a number of people in the village in the hope of striking fear among them. Based on facts initially gathered in the area, Ka Silong was hacked to death, suffering fatal wounds on his neck and abdomen.

Cesista, on the other hand, a young lawyer from Cebu, who chose to serve the peasant masses and their revolutionary movement in Bohol, was thrown to the ground by the soldiers and made to lie and crawl on the mud, before she was eventually shot to death.

The willful killing of Compoc, Casista, Historia, Omosura and Sancho after being captured and placed under the custody of the military and police consists of gross violations of international humanitarian law. The 47th IB and Bohol police, the leadership of the AFP and PNP, and Marcos himself, are liable for war crimes and must be prosecuted and punished for their nefarious deeds.

Further details are being gathered how the others were similarly tortured and killed. A post-mortem autopsy of the remains of the victims of the Bohol massacre conducted by independent pathologists will surely add more details to the initial facts bravely put forward by the community, and help unravel completely the gruesome crime committed by the military and police.

Initial details provided by local witnesses contradict the “findings” of the so-called “scene of the crime” unit of the Philippine National Police, who are in collusion with the police and military criminals in brazenly covering up the crime.

The Party calls on the Filipino people, peasant associations, workers unions, youth groups, lawyers, the media, church people, women, and others to unite and stand with the families, friends and loved ones of the victims of the Bohol Massacre in their demand for justice. The Party and the New People’s Army will vow to do all it can to punish the fascist and terrorist criminals.

The Bohol massacre is just the latest of the string of fascist crimes that are being perpetrated by the AFP and PNP in the course of its desperate campaign to put an end the Filipino people’s armed resistance. The 47th IB, in particular, is also responsible for the killing of Manuel “Loloy” Tinio on April 4, 2023 in Ubay, Bohol, and Arthur Jasper Lucenario on May 14, 2023 in San Miguel, Bohol.

In perpetrating these fascist crimes, the Marcos regime and the AFP is only succeeding in further inciting the Filipino people to take up arms and join the New People’s Army to fight for their rights and advance their cause for social justice. By employing state terrorism, the US-Marcos regime is showing why the people’s revolutionary armed resistance is just and necessary, and why it is the only option for the people, especially, the peasant masses in their struggle for genuine land reform.



The people and the majority of peasant masses of Bohol, in particular, are left with no option but to rise up in resistance and fight back with arms. In Bohol, land remains in the hands of a few big landlords, big bourgeois compradors and foreign big corporations. Majority of the peasants are tenants and oppressed suffering gross forms of exploitation and economic hardship and hunger. They are being dispossessed of their land by big oil palm plantations and eco-tourism projects.

The Communist Party of the Philippines and the revolutionary movement pays the highest tribute to Domingo Compoc, Hannah Cesista, Parlito Historia, Marlon Omosura and Alberto Sancho. They are heroes of the Filipino people who gave up all comforts to serve the downtrodden and oppressed masses. Their contributions to the Filipino people’s cause will never be forgotten.

Inspired by the heroism of Francisco Dagohoy, who led Bohol’s resistance for more than eight decades from 1744 to 1829 against Spanish colonial forces, the peasant masses of Bohol, together with the rest of the oppressed and exploited masses of the Filipino people, under the leadership of the Party, are determined to rise up and fight with arms, however long it takes, to advance the struggle for national democracy towards complete victory.

ZAMBOANGA CITY, Philippines — Three more suspected terrorists have been killed in the continuous military operations against the Islamic State-linked terror group Dawlah Islamiya in Munai, Lanao del Norte, the military reported yesterday.

The figure brought to six the number of terrorists killed since the clashes broke out in Barangay Ramain on Feb. 18.

The latest encounter occurred in Barangay Matampay on Wednesday and left three soldiers wounded, according to the Army’s 103rd Infantry Brigade (IB).


Six troopers of the Army’s 44th Infantry Battalion were killed while four others were wounded during the first encounter.

The recent fatalities were killed in a pursuit operation against seven terrorists, who managed to flee during the first firefight, according to Brig. Gen. Yegor Rey Barroquillo Jr., commander of the 103rd IB.

Troopers recovered an M16 rifle at the scene of the firefight.


The encounter erupted as the Armed Forces of the Philippines was paying tribute to soldiers slain in the firefight in Barangay Ramain and AFP chief Gen. Romeo Brawner Jr. was visiting those wounded.
Marcos Jr. vows intensified fight vs terrorists

President Marcos has vowed to intensify the fight against terrorism as he paid tribute to the six soldiers killed in an earlier battle in Lanao del Norte.

“We salute the six soldiers who sacrificed their lives in an encounter to protect us from terrorists,” Marcos said in a video posted on YouTube yesterday.

“We will use the sadness that we feel for the sacrifices of our heroic soldiers as our strength to further our efforts to defeat terrorists, who pose danger to our people,” he added.

Marcos, commander-in-chief of the AFP, gave assurance that the heroism of the slain soldiers would not be forgotten.

“We will continue their fight and punish the enemies of peace. We promise their loved ones and the Filipino nation that we will let the people they left behind feel the love and the government’s recognition of the sacrifices they made,” he said.

MANILA, Philippines — President Ferdinand “Bongbong” Marcos Jr. has vowed to strengthen government’s campaign against terrorist groups.

His commitment comes, after six soldiers were killed in clashes with Islamic State-linked Dawlah Islamiyah (DI) group in Munai, Lanao del Norte on February 18.

In a statement on Sunday, Marcos also extended his condolences to the families of the soldiers.

“Ipinapangako natin sa kanilang mga mahal sa buhay, at sa sambayanang Pilipino, na ating ipadarama sa kanilang mga naulila, ang pagmamahal at pagkikilala ng pamahalaan sa kanilang nagawang sakripisyo,” he said.

(We promise to their loved ones and the Filipino people that we will make their children feel the love and recognition of government for their sacrifice.)

“Tayo po ay sumasaludo sa sakripisyo ng ating anim na sundalo na nagbuwis ng buhay sa isang enkwentro, upang tayo ay protektahan laban sa mga terorista,” he urged Filipinos.

Aside from the six, reports said four other members of the Army’s 44th Infantry Battalion were wounded in a firefight with the DI group Barangay Ramain.

The terrorists are known to be operating in areas within Lanao del Norte and Lanao del Sur.

Marcos said the military launched manhunt operations against the perpetrators.

To help the families of the fallen soldiers, Marcos said financial aid will be given to them.

In a separate statement issued by House Speaker Martin Romualdez, he said a presidential directive for this purpose was given to officials of Armed Forces of the Philippines (AFP).

COTABATO CITY, Philippines — Residents of three now markedly peaceful towns in Basilan turned in 22 more firearms to the military on Saturday in support of a domestic disarmament program of their provincial government.

The Small Arms and Light Weapons Management Program of the administration of Basilan Gov. Hadjiman Salliman is being implemented in the province with the help of the Army’s 101st Infantry Brigade, the Basilan Provincial Police Office and the Office of the Presidential Adviser on Peace, Reconciliation and Unity.

Salliman told reporters here via text message on Sunday that the commander of the Army's 101st Infantry Brigade, Brig. Gen. Alvin Luzon, and Lt. Col. Michael Colanta of the 45th Infantry Battalion together interceded for the voluntary surrender of the 22 assorted firearms with the help of the chiefs of police in the adjoining Ungkaya-Pukan, Tipo-Tipo and Albarka municipalities.

“Besides these Army and police units, credit for the surrender of these firearms by owners residing in these three towns also have to go partly to the barangay officials who were also instrumental in achieving this feat,” Salliman said.

The 22 firearms were turned over by owners to senior Army officials in Basilan during a simple rite at the municipal gymnasium in Tipo-Tipo on Saturday, an event attended by local executives, barangay officials and representatives from the Islamic religious community in the province.

Luzon and commanders of Army units under him had collected no fewer than 70 assorted unlicensed firearms from residents of the 11 towns and two cities in Basilan in the past six months.

Col. Carlos Madronio, director of the Basilan Provincial Police Office, and his subordinate-officers had also separately worked out the turnover by Basilan residents of 87 firearms to them in 2023, achieved with the support of the League of Mayors in the province whose president is Maluso Mayor Hanie Bud.

Basilan, a former bastion of the Abu Sayyaf terrorist group, is now touted as the new investment hub in the Bangsamoro Autonomous Region in Muslim Mindanao. Officials of the Bangsamoro Business Council, the BARMM trade ministry and the Bangsamoro Board of Investments are together cooperating on programs meant to boost the economic growth of the island province.

CAMP PERALTA, Jamindan, Capiz – A top leader of the remnants of the Communist Terrorist Group (CTG) in Bohol, along with four comrades, was killed in an encounter with the combined forces of Bohol Police Provincial Office and Army’s 47th Infantry Battalion in Purok Matin-ao 2, Barangay Campagao, Bilar, Bohol on Friday, February 23, 2024.

The encounter erupted at about 6:52 in the morning during the launch of a Joint Enhanced Military Police Operation (JEMPO) by government forces against the group of Domingo Compoc, alias Silong, Squad Leader of the remnants of Bohol party Committee (BPC).

The firefight, lasting for more than two hours, resulted in the death of Compoc and four of his comrades identified as Parlito Segovia alias Aldrin, Assistant Squad Leader and Political Guide; Marlon Omosura alias Darwin, Squad Member; Hannah Joy Cesista alias Maya/Lean, and an individual known as alias Juaning, Squad Member.

Seized from the encounter site were the bodies of the deceased NPAs and six high and low-powered firearms, including one M653 assault rifle, one R4 assault rifle, one M16 rifle, and three Cal. .45 pistols.

Unfortunately, two PNP personnel were killed and wounded in action during the encounter.
According to military records, Compoc, a former Commanding Officer of Sandatahang Yunit Pangpropaganda (SYP) Platoon of BPC, has a P2.6 million bounty on his head. He is wanted for a string of criminal charges, including rebellion, homicide, attempted homicide, theft, multiple murder, frustrated murder, and robbery.

Compoc is also the father of Jingler alias Keth, who was killed in an encounter with government forces in Bilar in September 2023, along with Pasakaday Salugpungan Kalimudan (Pasaka/Confederation of Lumad Organization in Southern Mindanao Region Secretary General Kerlan Fanagel and four others.
The leadership of the 3rd Infantry (Spearhead) Division commended the 47IB and PNP counterparts for their successful Joint Enhanced Military Police Operation that resulted in the neutralization of Compoc and four of his comrades, bringing justice to all victims of crimes and violence perpetrated by the said group.

"The encounter in Bilar delivered a significant blow to the ranks of the CTG's recovery group in Bohol. Since the successful neutralization of the CTG's recovery team by government forces during the September 2023 encounter in Bohol, our relentless pursuit continues against their top leader, Domingo Compoc, and other remnants of the BPC. This commitment is driven by our goals to serve justice to the victims of crimes committed by Compoc's group and to ensure that any attempts by the CTG to regain influence in Bohol will not prosper, guaranteeing the safety of the province and its people," 3ID Commander Major General Marion R. Sison said.

As he extended condolences to the bereaved families of a PNP personnel and five communist-terrorists, MGen. Sison called on other remnants of the BPC to surrender peacefully.

“Stop attempting to regain your influence in Bohol to avoid misfortune. You will never succeed, as all sectors stand united in protecting the province. Come forward and return to your government and family, who genuinely care for your well-being,” he ended.

The leader of the remnants of the CPP-NPA Communist Terrorist Group (CTG) in Bohol along with four members, were killed in an encounter with the combined forces of the 47th Infantry Battalion, 302nd Brigade of the 3rd Infantry (Spearhead) Division and the combined elements of the Bohol Police Provincial Office in Purok Matin-ao 2, Barangay Campagao, Bilar, Bohol on Friday, February 23, 2024.

The encounter erupted at about 6:52 in the morning during the conduct of a Joint Enhanced Military Police Operation (JEMPO) by government security forces against the remnants of CPP-NPA Bohol Party Committee (BPC) led by terrorist fugitive Domingo Compoc alias Silong.

The firefight lasted for more than two hours resulting in the neutralization of Compoc and four other CPP-NPA terrorists identified as Parlito Segovia alias Aldrin, Assistant Squad Leader and Political Guide; Marlon Omosura alias Darwin, Squad Member; Hannah Jay Cesista alias Maya/Lean, and alias Juaning, a Squad Member.

Compoc is the father of Jingler alias "Keth" who was killed in an encounter with government forces in Bilar, Bohol on September 2023 along with Kerlan Fanagel, who is the Secretary General of the CPP-NPA-NDF terrorist front organization Pasakaday Salugpungan Kalimudan (Pasaka) Confederation of Lumad Organization in Southern Mindanao Region. In the said incident, four other CPP-NPA terrorists were neutralized along with Kerlan Fanagel.

The four other CPP-NPA fatalities include Atty. Hannah Jay Cesista alias Maya/Lean who was a member of the Anakbayan-Cebu and a representative of the National Union of People's Lawyers (NUPL)-Cebu before joining the CPP-NPA Bohol Party Committee in 2020.

"Maya", 26 years old and a native of Catubig, Northern Samar, finished her BS Political Science degree at UP-Cebu Campus in 2017 and took up Law at the University of San Carlos. It is most unfortunate and heart-breaking for her parents and family since she only passed the Bar Examinations in November 2022.

Allegedly, “Maya” is the party wife of Parlito Segovia alias Aldrin who also died in the same encounter.
“Maya” is just one of the many Filipino youth whose lives, dreams, hopes, and aspirations for a better future have been destroyed after being deceived to join the CPP-NPA-NDF communist terrorist group. Many of them ended up either being accosted or died in various encounters in the 3ID area of responsibility.
 
Among them were Kerima Lorena Tariman, former UP Collegian editor and a female NPA leader who was killed in a legitimate encounter with elements of 79IB in Silay City last August 22, 2021; Myles Albasin, a student activist from the University of the Philippines Cebu, who was captured during an encounter on March 3, 2018, in Barangay Luyang, Mabinay, Negros Oriental and Marvin Dela Cruz, also known as Lean/Lucas, a former student from UP Miag-ao, who died in an encounter in Miag-ao, Iloilo.
 
All of them were deceived that they blindly embraced the so-called armed struggle that had turned into terrorism and, in the process, sacrificed their lives fighting for a false ideology propagated by the CPP-NPA-NDF.

Like ”Maya”, many Filipino youth have wasted their talents, intelligence, and passion for life fighting for a lost and worthless cause.

Their families are devastated as they watch helpless as the CPP-NPA-NDF terrorist organization steals their children and send them to their senseless deaths.

This is a tragedy that many Filipino families have to suffer and bear.

The fall of CTG remnants in Bohol serves as a reminder of the destructive impact rebel armed groups can have on families and the prospects of the young generation. This incident underscores the profound toll that insurgency takes on communities, highlighting the fragility of family structures and the vulnerability of youth.

Moreover, the recruitment of young individuals into the CPP-NPA-NDF continues the cycle of violence and propagates conflict. These youth are often subjected to manipulation and propaganda, stealing their innocence and exposing them to the horrors of war. A menace that continues to haunt the foundation of every family and the society in general.

MGen Marion R Sison, Commander of the 3rd Infantry (Spearhead) Division expresses his condolences to the families of “Maya” and her colleagues who fell victims to the CPP-NPA-NDF's lost cause.
The 3ID also expresses its condolences to the family of PCpl Gilbert Amper who was killed in the encounter with the terrorist cell led by Compoc. His bravery and heroism shall not be forgotten by the people of Bohol.
MGen Sison emphasizes the need to stop the menace brought about by the CPP-NPA-NDF terrorist organization to the Filipino youth.

"Let us work together to end the local communist armed conflict. Help us convince our brothers, sisters, friends, and loved ones who lost their way to abandon the CPP-NPA terrorist organization", he said.

MGen Sison further calls on the other remaining members of the CPP-NPA-NDF and their allied front organizations in the Central and Western Visayas to lay down their arms, return to the folds of the law, and work with the government as productive law-abiding citizens who contribute to the progress of our nation.

"The government’s offer of peace to the CPP-NPA-NDF remains", MGen Sison concluded.
