ILOILO CITY (DWDD) – Joint elements of the Crime Investigation and Detection Group 6 and 301st Infantry Brigade Intelligence Task Group apprehends a certain Salvador Hisuan (alias Kumander Pepe/Speed) Commander, Regional Sentro De Grabidad (RSDG) or the Regional Operations Command (ROC) of the NPA of Komiteng Rehiyon-Panay at Ledesma St., Iloilo City at about 5:45 pm, October 9, 2018 (Tuesday) by virtue of Warrant of Arrest for murder with the use of unlicensed firearm issued by Regional Trial Court, 6th Judicial Region, Branch 21, Mambusao, Capiz.



Hisuan was involved in the land mining of troops of 47th Infantry Battalion and Scout Rangers at Brgy Datagan, Calinog, Iloilo that resulted in 9 killed and 18 wounded soldiers, and killing of Captain Abelardo Motia of 12th Infantry Battalion who was gunned down during a fiesta in Dumarao, Capiz both in the year 2005.

As the Commander of ROC of the NPA, he was also responsible for the burning of equipment of those who did not give in to their extortion demands. The ROC is also responsible for the killing (SPARU) operations of the NPA.

Hisuan remains in the custody of the police.

Meanwhile, three NPA members of Strike Force of Sentro De Grabidad (SDG) of the NPA of Central Front, Komiteng Rehiyon-Panay surrender to 61st Infantry Battalion based in Camp Monteclaro, Brgy Igtuba, Miag-ao, Iloilo, about 12:10 pm, same day. They are identified as Marlon Castor Lozada alias Niko, 34 years old ; Jomar Camarig Depalubos alias PG, 29 years old both residents of Sitio Inuscan, Brgy Cahigon, Calinog, Iloilo and Pablito Lozada Depalubos alias Atlas, 49 years old and resident of Sitio Tinabasan, Brgy Buri, Tapaz, Capiz.

Said surrenderees will be processed for them to avail the Enhanced Comprehensive Local Integration Program (ECLIP) which includes the following benefits; P15, 000.00 immediate cash assistance; P50,000.00 livelihood assistance; P45,000 to P90,000.00 firearm remuneration depending on the type of firearm and access to other government assistance.

INDANAN, Sulu (DWDD) – The elements from Marine Battalion Landing Team -1 (MBLT-1) and 52nd Special Action Company led by Police Inspector Jose B Simon Jr. Company Commander, and Police Chief Inspector Renante N Arambuyong, Assistant Company Commander, 55the Special Action Company, Special Action force, Philippine National Police with supporting elements from PMRFS, 35th Infantry “” Battalion; MBLT-1; Criminal Investigation and Detention Team – Sulu, Police Provincial Office; Indanan, Municipal Police Station, Regional Mobile Force Battalion 14, MID2 conducted Law Enforcement Operation against Abu Sayyaf Group member Jade Hassan alias Radjik and his cohorts by virtue of a Warrant of Arrest for murder at his residence in the vicinity of Barangay Kajatian, Indanan, Sulu.

No casualty was reported on the government side while two body counts were noted, Jade Hassan @RADJIK and Kemar Jade.

Operatives were also able to apprehend four (4) individuals and seized of one Shotgun 12 gauge; two (2) Caliber.45; and two (2) magazine for Caliber.45 with 14- live ammuniton.

The said Firearms and ammunition were turned-over to Regional Crime lab Office, ARMM-Sulu for proper disposition and reference while the cadaver of the two (2) ASG members were held for Post Mortem Care at Camp Teodulfo Bautista Station Hospital and were later properly turned-over to the personnel of the said hospital for proper disposition.

Meanwhile, the four apprehended personalities along with the recovery of methamphetamine hydrochloride were properly turned-over to the Indanan MPS for further investigation. AES / MCAG

TALAKAG, Bukidnon (DWDD) – Around 25 policemen who were supposed to respond to a murder incident in KM 27, Tikalaan in Talakag, Bukidnon, on Wednesday, October 10, were greeted with volley fire from suspected communist rebels who set up an ambush just four kilometers away from the crime scene.



Members of the Talakag town police and Police Regional Mobile Force Battalion-Northern Mindanao (RMFB-10) were about to put up a checkpoint at KM 23 of said village when they were fired upon by an unknown number of armed men.

However, no officer was hurt. Authorities are still checking whether there were casualties on the enemy’s side. Police said the firefight lasted about 15 minutes.

Initial investigation disclosed that a certain Wenceslao Caumban, of Poblacion, Kalilangan town, was stabbed to death by unidentified suspects. The victim sustained three stab wounds on the neck and hematoma on the right eye, which were believed to have caused his death.

Superintendent Surki Serenas, spokesperson of the Police Regional Office-Northern Mindanao (PRO-10), said the perpetrators were believed to be comrades of the armed group that attacked the responding policemen. Serenas said the victim possibly had with him a huge amount of money while on his way home when the suspects waylaid him. Investigators are pointing at a possible extortion by suspected NPA fighters. The ambush may have been staged to delay the police’s response, Serenas said.

“Investigation is still ongoing with regards to the slain person. We are looking into two angles which could either be robbery-homicide or extortion gone violent,” Serenas said.

LTGEN ROLANDO JOSELITO DELIZO BAUTISTA AFP is the outgoing Commanding General of the Philippine Army. His irreproachable service reputation, inspiring leadership and impressive combat achievements earned him the top position to lead the 85,000-strong Philippine Army.

After graduating from the Philippine Military Academy in 1985, he volunteered to undergo one of the most difficult combat preparatory courses in the Philippine Army – the Scout Ranger Course. Having satisfactorily fulfilled one of the most coveted military specialization courses, he went on to pursue many others to include the Basic Airborne Course, Counter Urban Terrorist Operations Course, Military Intelligence Officer Basic Course, Air to Ground Operation Course, Infantry Officer Basic Course, and Command and General Staff Course. He also had the opportunity to take one of the career courses, the Infantry Officer Advance Course, in Fort Benning, Georgia, USA. He went on to undertake other military courses and earned a Master’s Degree in Public Administration from the National College of Business Administration that added premium to his service

Being a Scout Ranger at heart, the then young lieutenant served with one of the Philippine Army’s elite Mountain Battalions of the First Scout Ranger Regiment as the Delta Company Commander from July 1987 to February 1988. His company came face to face with communist guerrillas, heavily engaging them in various encounters and arduous firefights during the height of the AFPs’ counter insurgency operations in Northern Luzon.

After his Scout Ranger assignment, he led the Joint Security Unit, Security and Escort Group, General Headquarters and Headquarters Service Command, Armed Forces of the Philippines, as its Commanding Officer.

He was also given a chance to serve in International duty as military liaison officer for a year at the United Nations Transitional Administration in East Timor (UNTAET) in 1999. This multi-national operation was instrumental in maintaining peace in East Timor during its transition to independence. Despite the language and cultural barriers in this tour of duty, he was able to effectively assist the administration of East Timor to create structures for sustainable governance.

One of his first key leadership positions was accorded to him on February 2005, when he became the Commanding Officer of the 73rd Infantry Battalion, which was initially attached to the 4th Infantry Division, and afterwards, to the 10th Infantry Division. He led the 73IB in supporting the peace and development efforts in several communities in Davao City and Davao del Norte, not to mention the numerous combat engagements that his unit initiated against the local communist terrorists in the area of operations of 10ID. After his stint as Commander of 73IB, he served as the Assistant Chief of Staff for CMO, G7, where he harnessed the AFP soft power approach in gaining public support and legitimacy of the 10ID anti-insurgency campaign. Likewise, he took the challenge of engaging the media partners to promote the best interests of the Philippine Army and of the AFP.

As the Chief of Unified Command Staff of the Northern Luzon Command from February 2012 to October 2013, he efficiently and effectively resolved staff issues and concerns and ensured that the guidance of the Commander were strictly executed and were consistent with the AFP’s strategic thrusts. A year after this Luzon assignment, he was reassigned to Mindanao as Commander of Joint Task Force GENSAN to sustain peace and development efforts in General Santos City, and secure the city from the looming terrorist threats, which he successfully did.

In July 2014, he assumed position of Commander of 104th Infantry “Sultan” Brigade, 1st Infantry Division and concurrently headed the Joint Task Force Basilan, where he personally orchestrated the operations and supervised the troops to effectively address the Abu Sayyaf menace in the province. His operational and tactical shrewdness has led to the seizure of several enemy camps, including the first ever camp of the ISIS-inspired Dawlatul Islamiya Waliyatul Masrik (DIWM) in Albarka, Basilan, headed by the South East Asian ISIS Emir-Isnilon Hapilon. He also orchestrated the neutralization of the two most dreaded foreign Jihadists and bomb makers, Moroccan Mohammad Khattab and Malaysian Abu Anas.

His remarkable field accomplishments took him back to the National Capital region where he became the 31st Commander of the Presidential Security Group being tasked with the safety and security of the President and of the First Family. Then again, his passion for operations was heeded when he was designated as the 43rd Commander of the 1st Infantry “Tabak” Division, nearly a year later. Having been in the unit for a meager two months, he led the Liberation of Marawi from the invading Daesh-inspired-Maute terrorists, thereby also earning him the position of Commander of the Joint Task Force Marawi. As the Task Force overseer, he warranted the synchronization of not only the joint forces of the AFP, but also of the PNP and the Philippine Coast Guard as well. The focused military operations in Marawi is one of the most successful military campaigns in the history of the AFP. The campaign, which lasted for five months, resulted to the neutralization of all terrorist leaders inside the main battle area to include the most wanted terrorist leader in the country, Isnilon Hapilon and all the Maute brothers; the recovery of more or less 900 high powered firearms and the rescue of all hostages.

The Liberation of Marawi City, which LTGEN BAUTISTA orchestrated, symbolizes victory, brotherhood, courage, unity and collective leadership, that earned the Filipino people’s tribute, respect and appreciation for all the soldiers and police who fought for the liberation of the only Islamic City in the Philippines.

LTGEN BAUTISTA is a well-decorated combat officer and a known operations man who preferred to be assigned in the field and be with his men in the frontline. The gratification of his leadership emanates from fighting side by side with his men and from sharing the risks in the battlefield. He believes that to effectively lead, he has to be visible and should be within reach of his troops. In ensuring that the safety and morale of his troops are prioritized, he chooses to observe them first-hand in actual operations.

He has received various awards and commendations, with two prominent honors bestowed by the President of the Republic of the Philippines. Foremost of these is the order of Lapu-Lapu rank of magalong conferred to him for his significant contributions in the campaign to liberate Marawi City. He also received the award of the Philippine Legion of Honor (Degree of Officer), the highest award that the President can give, for his meritorious service as Presidential Security Group Commander, who was primarily responsible for the safety and security of the Commander-in-Chief of the AFP, of visiting dignitaries, the Seat of Government and other government installations as well as the conduct of various intelligence operations instrumental to the success of the President’s engagements. He was also awarded several Distinguished Service Stars for services rendered in positions of major responsibility, Outstanding Achievement Medals, Gawad sa Kaunlaran Medals, Bronze Cross Medals, Military Merit Medals, Military Commendation Medals, Commendation Medal from the US Army, United Nations Service Medal and Ribbon and the Presidential Streamer Award.

KUTA MAJOR CESAR L SANG-AN, Pulacan, Labangan, Zamboanga del Sur (DWDD) – Troops from the Army’s 4th Mechanized Infantry Battalion recovered two (2) firearms and one (1) hand grenade in checkpoint at BrgyNangka, Baloi, Lanao del Norte on October 12, 2018.



“Our soldiers were conducting security checks on reportedly suspicious vehicles when they were fired upon by the suspects” notes Col Thomas Sedano Jr, Commander of the 2nd Mechanized Infantry Brigade covering the area of Lanao del Norte.

The incident came after a call from a concerned citizen prompted security forces to conduct appropriate measures.

PNP Balo-i immediately responded to the incident to conduct investigation on the suspicious vehicles and their passengers. Search of the vehicles revealed two (2) caliber 45 pistols with three (3) magazines loaded with ammunitions.

Investigation also revealed the presence of a hand grenade in one of the vehicles.

“Peace and security iseverybody’s responsibility. I commended the bravery of the concerned citizen for the timely information that prevented any civilians or security forces casualty.” said Maj. Gen. Roseller Murillo, Joint Task Force Zampelan Commander.

Lieutenant General Donato San Juan II, Superintendent, Philippine Military Academy relinquishes post to Major General Ronnie Evangelista in an Acting Capacity.



Maj Gen Evangelista was the Commander of the newly activated AFP Special Operations Command (AFP SOCOM), and previously the Commander of the Philippine Army Special Operations Command.

He also took helm of the AFP Civil Relations Command and earned the moniker “combatant and strategic warrior diplomat”. During his early years, he was also known as the liberator of Bohol Island as the Commander of 6th Special Forces Battalion.

“As both the manager and a leader, you have to look after the welfare of your men, and most importantly, the accomplishment of your mission – no compromise,” Maj Gen Evangelista said.

“I would like to thank the AFP Chief of Staff and the President, for the trust and confidence given to me,” Maj Gen Evangelista added.

Lt Gen San Juan, the 79th PMA Superintendent mandatorily retires from the service after serving for more than thirty eight years.

During his stint, he improved the Cadet Recruitment Program in the PMA and achieved an all-time high record of 28,336 qualified applicants for the cadet examination in 2018.

Lt Gen San Juan was the Commander of the Special Forces Regiment (Airborne) and eventually became the 17th Commander of the Philippine Army Special Operations Command prior to his leadership post in the PMA.

“I thank team PMA for their support and camaraderie. I know you will give the same support to my successor, Maj Gen Evangelista, whom I have known for two decades. PMA deserves only the best,” Lt Gen San Juan said.

The PMA is the country’s premiere leadership institution and home of heroic leaders, imbued with the virtues of courage, integrity, and loyalty.

“Let me emphasize that PMA differs from other universities and institutions. Our primary focus of education is to solve dynamic and complex societal problems and put social order in our country. Our mission is to protect the people and the state and save lives and we cannot fail,” Gen Galvez said in his speech.

Gen Galvez reminds cadets that they must be Leaders of Character and Integrity and be more adept in system dynamic thinking and strategic thinking.

FOUR female New People’s Army rebels were arrested on Saturday by soldiers and policemen while they were engaged in recruitment and extortion activities in Rizal town in Nueva Ecija.

Capt. Catherine Hapin, public affairs officer of the Army’s 7th Infantry Division, identified the four as Yolanda Diamsay alias Mariz, Eulalia Pangkaliwangan Ladesma, Rachel Acana Galario alias Rose, and Elaine Edzel Amocling alias George.


Hapin said Amocling is a former student of the Polytechnic University of the Philippines in Sta. Mesa, Manila, one of the 18 universities and colleges in Metro Manila tagged by the military as the recruitment ground of the NPA.

Hapin said forces from the 7th ID and PNP conducted security operations in Sitio 32, Barangay Agbannawag at around 3:40 p.m. based on informaton provided by a “concerned citizen.”

“Upon arrival at the area, the government troops found two amazonas recruiting residents, one of them was caught carrying a rifle. Two other female rebels went out of a nipa hut nearby and were caught with firearms, various ammunitions, explosives and improvised explosive devices,” said Hapin.

Hapin said the four did not put up a fight when accosted by the military and the police. The four rebels are under the custody of the PNP’s Criminal Investigation and Detection Group.

Also recovered from the four were assorted ammunition, a laptop, 10 cellphones, a computer printer, documents, and belongings, among others.

THE military yesterday said Maj. Gen. Macairog Alberto is qualified to head the 98,000-strong Philippine Army despite his lack of experience as commander of a division or an equivalent unit in the Army.

Alberto, the outgoing chief of the Intelligence Service of the AFP (ISAFP), is due to assume his new post today in rites to be presided over by President Duterte at the Army headquarters in Fort Bonifacio.

Alberto, of the Philippine Military Academy Class of 1986, will succeed retiring Lt. Gen. Rolando Joselito Bautista (PMA Class 1985), the incoming secretary of the Department of Social Welfare and Development.


“We believe he (Alberto) is qualified and he has competence equal to the current Army chief (Bautista),” said Army spokesman Lt. Col. Louie Villanueva. “Definitely, he is qualified (for the job),” he said.

Villanueva said the Army is a “very dynamic organization” and any senior officer can lead the organization.

Alberto is the first senior Army officer, in decades, to lead the Army without having commanded an infantry division or equivalent units like the Special Operations Command.

The last official to be named Army chief, also without that experience, was Maj. Gen. Lisandro Abadia, in January 1991. Abadia was the AFP deputy chief of staff for operations when he was named by President Corazon Aquino as Army chief. Abadia became Armed Forces chief four months later. After his retirement from the service in 1994, Abadia was named chairman of the military’s Retirement Separation and Benefits Systems and was accused of mismanaging the agency.

“That became a pattern before,” said Villanueva, referring to the designation of Army chiefs with experience as commander of infantry divisions or equivalent units. “It’s a platform to qualify (as Army chief),” he added.

Villanueva stressed Army chiefs are recommended by the AFP’s Board of Generals, headed by AFP chief Gen. Carlito Galvez, and approved by the President who is the AFP’s commander-in-chief.

On Friday, Defense Secretary Delfin Lorenzana said Alberto  is “prepared to do the job” as Army chief. “He is a silent worker. He is low profile but general Alberto is a competent officer,” he said.

Lorenzana, a retired Army major general, said Alberto worked under him when he was the commander of the Army’s Special Operations Command. Lorenzana and Alberto are both Scout Ranger officers.

TWO soldiers were killed and three others were injured in a firefight with New People’s Army rebels in Labo town in Camarines Sur on Sunday afternoon, the military reported yesterday.

Capt. Joash Pramis, spokesman of the Army’s 9th Infantry Division, said government troops were conducting pursuit operations against the rebels as of yesterday afternoon.

Pramis said troops from Army’s 96th Infantry Battalion were conducting combat operation in Barangay Dumagmang at around 4 p.m. Sunday when they caught up with about 60 NPA rebels. Pramis said the operation was launched based on information provided by residents about the rebel presence in their community.

The rebels fled after an intense 25-minute firefight, Pramis said.

The identities of the slain and wounded soldiers were not revealed pending the notification of their family.

Pramis said they have not recovered any rebel body at the encounter site but added some of the insurgents may have been killed due to bloodstains in the area.

In Quezon, government troops recovered an improvised bomb after a clash with NPA rebels in Barangay Burgos, Mulanay town at around 9:30 a.m. also on Sunday, said 2nd Infantry Division spokesman Capt. Jayrald Ternio.

PRESIDENT Duterte yesterday told the military to be always ready for any threat as the country pursues lasting peace and sustainable development.

Speaking at the Army’s change of command ceremonies at Fort Bonifacio in Taguig City, Duterte told the new Army chief, Maj. Gen. Macairog Alberto, “General Alberto, know that we will constantly face threats and challenges as we trudge the noble path of realizing lasting peace and sustainable development. I trust you will take up this… as the Army’s new commanding general.”

Alberto, who replaced now retired Lt. Gen. Rolando Joselito Bautista who is incoming social welfare secretary, appealed for vigilance against the threat of terrorism, noting last year’s bloody attack on Marawi City by the Maute terror group.

“Extremist groups still seek to destroy our society and our way of life. We must guard the fragile peace we have so far achieved,” Alberto said at the turnover ceremonies.


Alberto also said there are “countless accounts of heroism” by soldiers during the five-month Marawi siege which left nearly a thousand terrorists,  168 soldiers and policemen, and 47 civilians dead.

“Today, we still continue to display the same gallantry and heroism in our vigilance against the real threat of terrorism,” said Alberto, the outgoing chief of the Intelligence Service of the AFP.

“Likewise, criminal groups, lawless elements, external security concerns and even the threat of natural calamities require our Army to be prepared to meet these challenges,” Alberto also said.

Alberto vowed to transform the Army into a “more agile force” to “meet current and emerging threats.” He said the Army capability will be developed “to project land power to where it is needed.”

The President lauded Bautista for leaving behind a professional, stronger, more empowered, and a more dependable Army.

AFTER claiming the supposed “Red October” plot to oust President Duterte has fizzled out, the military is now saying the communist movement is targeting to remove Duterte by December.

“It’s a rolling plan and they want a grandiose celebration of their 50th anniversary this December. They are doing it October, November, December by phase,” said Armed Forces spokesman Brig. Gen. Edgard Arevalo.


The Communist Party of the Philippines is celebrating its golden anniversary on December 26. The communists traditionally mark their anniversary with attacks on military and police targets.

Arevalo said did not elaborate on how the communists will execute the new plan.

Authorities have said the Red October plot calls for widespread rallies, similar to “people power revolt” in 1986 that ousted President Marcos, and launching of tactical offensives throughout the country.

“If they failed in their Red October plot, it doesn’t mean that we can already relax or put our guard down. On the contrary, our intensified intelligence, combat and civil military operations are continuing to weaken their group,” said Arevalo.

Defense Secretary Delfin Lorenzana last week said the Red October plot failed because the military exposed it to the public.

Arevalo yesterday said the Red October plot indeed existed.

“Their objective is to overthrow the current administration,” he said, adding the plot failed because the military exposed it, causing individuals who initially pledged support for it, to back off.

He said the communists tried to recruit youths and students of colleges and universities in forming a so-called “united front” to “destabilize the government and ultimately overthrow the current administration.”

The military has named 18 colleges and universities in Metro Manila, where the New People’s Army, the CPP’s armed wing, is allegedly recruiting students to become fighters and take part in the Red October plot.

DIGOS CITY, Philippines – Two suspected Dawlah Islamiya members were killed following a joint police and military operation in Hagonoy town in Davao del Sur late Sunday, October 14.

Senior Superintendent Ferlu Silvio, the provincial police commander, said on Monday that policemen from various units, including the provincial police office and the Regional Intelligence Unit, and military intelligence agents conducted a simultaneous serving of search warrants in Barangay Aplaya, Hagonoy against two Dawlah Islamiya members at around 11:20 pm on Sunday.

Silvio said both suspects, siblings Norhan and Norton Sinapan, refused to cooperate and fired at the operating troops.

He said
Norhan was instantly killed while Norton, the suspected leader of Dawlah Islamiya's sleeper cell in the province, died while being rushed to a hospital.


"It was a court-backed operation,"Silvio said.

A handgun, two grenades, an improvised explosive device component, several personal belongings, and two black flags similar to the one being used by the Islamic State were recovered from the suspects.

Silvio said Dawlah Islamiya is not an ISIS affiliate, although it had pledged allegiance to the terror group.

He added Dawlah had planned to set off bombs in several key cities in central and southern Mindanao regions.

270 former rebels get assistance from E-Clip

Two-hundred seventy former rebels were given cash assistance under the Enhanced-Comprehensive Local Integration Program (E-Clip) during the Regional Peace and Order Council meeting at the provincial capitol in Nalyagan, Pati-ay, Agusan del Sur on Oct. 12.

Lt. Col. Ezra Balagtey, the spokesperson of Eastern Mindanao Command (EastMinCom), said the awardees are all from Agusan del Sur.

Balagtey said they were properly endorsed by the regional director of the Department of Interior Local Government Region XIII to the Task Force Balik-Loob so they could be included in the Enhanced CLIP.

They will also receive free skills training from the Technical Education and Skills Development Authority and the Department of Labor and Employment Livelihood Program. Other benefits may include PhilHealth enrollment, housing, legal assistance, and other social interventions from the Department of Social Welfare and Development and Office of the Presidential Assistant for the Peace Process, which will be determined during their needs assessment interview.

The E-CLIP is being implemented under the Task Force Balik-Loob headed by Undersecretary Reynaldo Mapagu of the Department of National Defense. It's an offshoot of Administrative Order No. 10 signed by President Rodrigo Duterte on April 10, 2018, converging the comprehensive localized integration program of the DILG for former rebels so they can gain back their normal lives.

The awarding ceremony was graced by Mapagu, DILG regional and provincial directors, military commanders, provincial governors of Caraga led by Gov. Angel Mataba, the concurrent RPOC XIII chairman.

The Military’s Eastern Mindanao Command (EastMinCom) claimed the New People's Army (NPA) already killed seven indigenous peoples (IP) in its area of responsibility this year.

Lt. Col. Ezra Balagtey, EastMinCom spokesperson, said they are doing their best to protect the community, particularly the Lumad in far-flung areas.

"Our troops have been conducting security operations to protect our communities," Balagtey said.

The military operations, Balagtey said, often result to encounters, leading to the death or arrest of NPA members behind the killing of natives.

Balagtey said they also advocate for IP empowerment, particularly in their Indigenous Peoples structure.

The latest victim, according to 36th Infantry Battalion spokesperson Capt. Francisco Garello Jr., is Rexan “Loloy” Liwanasan Brital, a Manobo tribe chieftain, 36, and resident of Sitio Nalindog, Barangay Bolhoon, San Miguel, Surigao del Sur.

He was killed by four gunmen, suspected to NPA members, while on his way in Nalindog around 5 p.m. last Wednesday.

Brital died from six gunshot wounds.

The victim was said to be a former official of the militant Tribal Filipino Program of Surigao del Sur (TRIFPSS), who recently shifted support to the DepEd-accredited IP School known as School of Living Traditions (SLT).

Brital allegedly exposed the irregularities in the curriculum of TRIFPSS where their children were being radicalized.

Based on the EastMinCom record, the first Lumad murder was recorded on Feb. 4 when armed men gunned down Junard Mampaundag inside his house in Talaingod, Davao del Norte.

On April 4, Artemio Takinan was ambushed by a motorcycle-riding assailant in Magpet, North Cotabato.

On July 12, Nilo Torino was shot to death while sitting on their balcony in Kicharao, Agusan del Norte.

On July 26, Nestor Hedi Trinidad was also killed while buying a cigarette in Lanuza, Surigao del Sur.

On August 4, motorcycle-riding gunmen killed Datu Bedog in Las Nieves, Agusan del Norte.

On August 12, armed men abducted Benedicto Lindawan from his house. He was killed in a farm near his house in Bukidnon.

The Eastern Mindanao Command (EastMinCom) will provide support to the Department of Labor and Employment and the police as tension erupted in a banana plantation in Barangay San Miguel, Compostela, Compostela Valley.

Apparently, members of the Kilusang Mayo Uno allegedly mounted picket lines and prevented banana cooperative laborers from going to work.

"Let us support the PNP and DOLE to implement court decisions. We should not allow chaos to reign in this labor dispute, and let us ensure the safety of everyone," Lt. Gen. Benjamin Madrigal Jr., EastMinCom chief, said.

The labor department already asked the military for peacekeeping assistance.

According to the report, a scuffle ensued around 10 a.m. of Oct. 11 when some of the KMU regional leaders from Davao City and personalities from the Radyo ni Juan confronted laborers who wanted to work at the packing plant. The incident was quickly resolved by the Compostela Valley police.

The second incident took place around 12 p.m. on Oct. 11 when the laborers asked the KMU members to remove their placards and posters, abandon their picket lines and allow the workers to peacefully enter their workplace.

"We are calling on all parties involved to respect each others' rights, and let us resolve these issues peacefully," Madrigal said. “We will give our full support to DOLE and other concerned agencies to ensure that Legal orders are implemented and enforced in order to prevent chaos."

CAMP SIONGCO, Maguindanao – A clan feud or "rido" that lasted for the past 30 years finally ended over the weekend in Ampatuan, Maguindanao province.

Major Arvin John Encinas, the Army’s 6th Infantry Division spokesperson, said the families of Tuabak Sangki and Esmail Kos Klah shook hands and embraced each other on Saturday to signify the end of their decades-old quarrel marked with blood and bitter reprisals.


“It came to the point that both families grew tired of fighting and ultimately decided to embrace peace,” Encinas said in an interview Monday, adding that military and police officials in the area witnessed the ’rido” (clan war) resolution.

More than a dozen family members from both sides had died during intermittent clashes that began since 1985, the military official said.

In a separate interview by local reporters, Pendatun Magelna, town information officer, said the settlement made at the Ampatuan covered court was initiated by Mayor Rasul Sangki himself.

He said the mayor mediated earlier for the settlement of the deep-seated animosity by calling on the elders of both clans for a peace dialogue.

“Now, we are inching closer to having relative peace and harmony in our town,” Magelna said.

He said the local government is keen on settling other clan wars in the area soon.

Incoming Philippine Army (PA) commander, Major Gen. Macairog Sabeniano Alberto, is very qualified to handle the top post in the 98,000-strong PA, an Army official said.

"Dumaan naman (siya) sa pagsusuri (He went through a thorough screening), and we believe he is qualified and he has equal competence of (the outgoing) CGPA (Commanding General Philippine Army Lt. Gen. Rolando Joselito Bautista)," PA spokesperson, Lt. Col. Louie Villanueva, said in an interview Sunday.

Villanueva said Alberto is a well-rounded officer and highly respected leader and commander having distinguished himself in the field of combat, intelligence, and civil military operations.


He added that the incoming PA chief is known for his dedication, a "silent worker" yet a "passionate performer".

"He always put his heart in every mission that needs to be accomplished. He is kind-hearted, cool and always gives premium on the welfare of his men," the PA spokesperson added.

Alberto, a member of Philippine Military Academy Class of 1986, is slated to replace Bautista, a member of PMA Class 1985, who will be retiring on Monday after reaching the mandatory retirement age of 56.

Bautista was earlier named by President Rodrigo Duterte to head the Department of Social Welfare and Development. Villanueva said the incoming Army chief is a graduate of various courses both local and abroad.

"Significant is the Scout Ranger Course, Strategic Intel Course, Counter-Terrorism Fellowship Program and Master of Arts (Strategic Studies) from (the) National Defense University, USA. He also hold masters in Public Management Major in Development and Security from (the) Development Academy of the Philippines," he added.

Alberto also served as commanding officer of the 2nd and 3rd Scout Ranger Battalion, Task Force Davao head prior his designation as 1001st Infantry Brigade head, a unit of the 10th Infantry Division in Mindanao before appointment as head of the Intelligence Service of the Armed Forces of the Philippines.

"He is also a recipient of various awards and decors, to name a few, Military Commendation Medal, Military Merit Medal, Bronze Cross Medal, UN Service Medal/Ribbon, Silver Wing Medal, Gold Cross Medal and Distinguished Service Medal," Villanueva added.

Armed Forces of the Philippines (AFP) Chief-of-Staff, Gen. Carlito Galvez Jr., urged all military personnel to always walk the honorable path of service.

This, as the entire AFP observed its renewal of oath to the AFP Code of Ethics during the flag-raising ceremony in Camp Aguinaldo, Quezon City Monday.

Galvez spearheaded the event where officers and enlisted men from the different services renewed their pledge to the Code of Conduct and Ethical Standards for Military Personnel in the AFP which reminds all soldiers to obey the chain-of-command and follow the core values and traditions of valor, duty, honor, solidarity, and loyalty to the Constitution.


“Today, as we render honors to the flag, we also join the rest of the nation in observing the Code of Ethics Day,” Galvez said in a statement.

He also reminded troops not to advance their personal interest and instead always focus on the betterment of the organization and always fulfill its mandate of serving the state.

“The Code of Ethics veers us away from temptation by leading us to an honorable path of service. It sets the ethical standards for us officers and enlisted personnel and civilian employees to do our job,” he added.

Galvez also emphasized that corruption has no place in the AFP.

“Corruption is one of the major menace in our society, it undermines good governance, extort decent service, and corrodes the core of the organization,” he added.

“These corrupt, irresponsible, and incompetent people certainly have no place in the Armed Forces, and we will make sure that they will pay for what they have done in our organization. We do not tolerate misconduct,” he said.

He also assured the public that the culprits behind the V. Luna Hospital issue will face the consequences of their actions.

“In all other cases, we assure that all erring personnel will be thoroughly investigated and be subjected to the AFP Court Martial. We will do this to preserve the integrity of our service,” he added.

Around 22 of the country's best Reserve Officers Training Corps (ROTC) cadets were sent to Guam Sunday to participate in the five-day ROTC Cultural Understanding and Language Program (CULP) Exchange 2018.

Rear Admiral Samuel Felix, Armed Forces of the Philippines (AFP) Deputy Chief-of-Staff for Reservists and Retiree Affairs (OJ-9), said these Filipino ROTC cadets will work side-by-side with their University of Guam (UOG) counterparts in the planning and execution of a field training exercise from Oct. 15 to 19.


The cadets, who came from various ROTC programs nationwide, were selected through a set of stringent criteria and parameters through the office of the Manpower Development and Administration Division led by Capt. Pedro Samson, Jr.

These include academic performance and their overall standing in the program. The delegates are third and fourth year college students who are mostly corps commanders or deputy commanders of their respective units.

The contingent is led by Col. Kennedy C. Saguindang. He is assisted by three other officers and two enlisted personnel from the AFP who will act as cadres to direct and monitor the AFP ROTC cadets during the CULP.

This year’s CULP Exchange Program is hosted by the Guam National Guard (GUNG) UOG Army ROTC Program.

The CULP Exchange Program aims to enhance cultural and leadership awareness of AFP ROTC cadets as well strengthen the partnership between the AFP and United States Armed Forces.

As a United States territory, Guam seeks to familiarize the participants of the role of the GUNG and its senior ROTC cadets in supporting the US military. CULP is one of the State Partnership Programs of Guam and Philippines under the PH-US Mutual Defense Treaty.

It is one of the training activities approved under the Mutual Defense Board and Security Engagement Board (MDB-SEB) meeting held last year.

The exchange program is an opportunity for the AFP to assess and evaluate the UOG’s ROTC Program that will serve as benchmark for the enhancement of its own reserve force’s education and training.

Philippine National Police (PNP) chief, Director General Oscar Albayalde, on Monday congratulated the appointment of his mistah (classmate), Major Gen. Macairog Sabeniano Alberto, as the next commander of the 98,000-strong Philippine Army.

"We are really really proud. That’s another Class 86, Sinagtala, the best class the PMA (Philippine Military Academy) has ever produced. Marami gusto kumontra, bahala sila (Many are opposing but we don't care). We’d |like to congratulate our classmate I think he deserve the position,” Albayalde told reporters in a press conference.

He added that the incoming PA chief is known for his dedication and passion for the service.

“Tahimik but deadly parang dagat. Kapag tahimik malalim (Quiet but deadly like a sea. Quiet is deep),” Albayalde, said.

Alberto, a member of Philippine Military Academy Class of 1986, is slated to replace outgoing PA commander, Lt. Gen. Rolando Joselito Bautista, a member of PMA Class 1985, who will be retiring on Monday after reaching the mandatory retirement age of 56.

Bautista was earlier named by President Rodrigo Duterte to head the Department of Social Welfare and Development.

Alberto also served as commanding officer of the 2nd and 3rd Scout Ranger Battalion, and head of Task Force Davao prior his designation as 1001st Infantry Brigade head -- a unit of the 10th Infantry Division in Mindanao.

He was later appointed as head of the Intelligence Service of the Armed Forces of the Philippines.

After a thorough study and research, the Department of National Defense (DND) is most likely to buy the Swedish-made Gripenmulti-role supersonic jet fighter for the Philippine Air Force (PAF).

Defense Secretary Delfin Lorenzana made this disclosure in an exclusive interview with the Philippine News Agency (PNA) on the sidelines of the book launching of former President Fidel V. Ramos at the Manila Hotel on Sunday.

Lorenzana said aside from being cheaper and less expensive in maintenance cost, the Gripen has been proven to be an excellent supersonic fighter aircraft with a top speed of Mach 2 or 1,236 kilometers per hour, or twice the speed of sound.


The Gripen has a delta wing and canard configuration and is powered by the Volvo RM12. It is being used by various countries in Europe and the Middle East.

The PAF has been scouting for over a decade of what jetfighter aircraft it would buy to replace the US-made F5A/B jet interceptors that retired in 2005 due to old age and lack of spare parts.

Since the F-5s were pulled from service, the Air Force tried to acquire advanced jetfighters such as the supersonic F-16 from the United States, but no progress was made.

Lorenzana said the United States government offered anew to sell F-16 fighter jets to the Philippines.

The offer, Lorenzana added, was made by US Defense Secretary James Mattis when the DND secretary visited Washington last month.

Lorenzana confirmed the US offer, but said the F-16 supersonic jetfighter interceptors are too expensive.

In comparison, the Gripen costs less and has the same capability with other multi-role jetfighters, including the F-16.

Since F-5s were put out of service, the PAF has no multi-role jetfighters in its arsenal, although it had bought from South Korea a dozen of F-50 jets but the planes’ capability is limited compared with the Gripen, F-16 and similar aircraft.

The acquisition of multi-role jetfighters, Lorenzana said, is badly needed to protect the country’s airspace.

It may be recalled that in 1995 during the administration of President Fidel V. Ramos, Congress passed the modernization program of the Armed Forces of the Philippines that includes the acquisition of new planes, helicopters and naval vessels to replace aging ones.

President Rodrigo Duterte defended his appointment of former military officials in his Cabinet as Philippine Army (PA) Chief Maj. Gen. Rolando Bautista retired on Monday from the military service.

Duterte earlier named Baustista as incoming secretary of the Department of Social Welfare and Development (DSWD).

“Now let just make a clear to everybody. Many are questioning me even some ambassadors who are close to me: Why do you choose now most of them military or police -- retired? Well, I choose them because they are honest and competent,” Duterte said during the Army Change of Command and Retirement Ceremony in Fort Bonifacio in Taguig City on Monday.

“What else? Sabi nila na (They said) you want to be ingratiate. Ako? (Me?) I was not elected by the military. I was not elected by the police. I was elected by the Filipino people. You have your mandate, I have mine. If we can agree on so many things, good. If not, then I’m sorry. I have to make decisions that are really very hard. Iyon lang (That’s all),” he added.

Major Gen. Macairog Alberto, chief of the Intelligence Service of the Armed Forces of the Philippines (ISAFP), replaced Bautista who reached his mandatory retirement age of 56 on Oct. 15.

Bautista will take the DSWD post vacated by Judy Taguiwalo whose ad interim appointment was rejected by the Commission on Appointments in August last year.

After Taguiwalo, Duterte designated Undersecretary for General Administrative and Support Services Group Emmanuel A. Leyco as officer-in-charge from August to May this year, and Undersecretary for Special Concerns Virginia Nazarrea Orogo as the acting secretary from May to October this year.

“Ang hinihingi ko lang naman (What I’m asking), I said is that you are competent and you are honest. So the DSWD is vacant. So we are now talking, I am looking for an honest and competent guy and I choose Rolly Bautista to be the next secretary of (DSWD),” Duterte said, drawing applause from the audience.

Some of the ex-military and police officials Duterte’s Cabinet are Secretaries Roy Cimatu (Environment); Eduardo Año (Interior Undersecretary-OIC); Eduardo del Rosario (chair of Housing and Bangon Marawi Task Force; Commissioner Isidro Lapeña (Customs); and Glorioso Miranda (Bases Conversion and Development Authority).

In his speech, Duterte commended Bautista for his valuable contributions to the liberation of Marawi from ISIS-inspired Maute group and Abu Sayyaf.

“General Bautista, you have fully dedicated your life in the service of our country and our people. And as you hang up your uniform, you can stand proud knowing that you leave military service with a positive example to those who will follow,” Duterte said.

Duterte urged the soldiers to support the leadership of Alberto to sustain the gains of the reforms his government has implemented in the Philippine Army.

“The Filipino people counts on the Philippine Army to remain steadfast in its mission of preserving the peace and defending the freedoms we enjoy today. With your help, I am confident that we can realize our aspirations for a stronger armed forces and a safer and more secure nation,” he said.
