Two-hundred seventy former rebels were given cash assistance under the Enhanced-Comprehensive Local Integration Program (E-Clip) during the Regional Peace and Order Council meeting at the provincial capitol in Nalyagan, Pati-ay, Agusan del Sur on Oct. 12.
Lt. Col. Ezra Balagtey, the spokesperson of Eastern Mindanao Command (EastMinCom), said the awardees are all from Agusan del Sur.
Balagtey said they were properly endorsed by the regional director of the Department of Interior Local Government Region XIII to the Task Force Balik-Loob so they could be included in the Enhanced CLIP.
They will also receive free skills training from the Technical Education and Skills Development Authority and the Department of Labor and Employment Livelihood Program. Other benefits may include PhilHealth enrollment, housing, legal assistance, and other social interventions from the Department of Social Welfare and Development and Office of the Presidential Assistant for the Peace Process, which will be determined during their needs assessment interview.
The E-CLIP is being implemented under the Task Force Balik-Loob headed by Undersecretary Reynaldo Mapagu of the Department of National Defense. It's an offshoot of Administrative Order No. 10 signed by President Rodrigo Duterte on April 10, 2018, converging the comprehensive localized integration program of the DILG for former rebels so they can gain back their normal lives.
The awarding ceremony was graced by Mapagu, DILG regional and provincial directors, military commanders, provincial governors of Caraga led by Gov. Angel Mataba, the concurrent RPOC XIII chairman.
