Sa patuloy na pagpapa-igting ng mga kasundaluhan sa kampanya laban sa mga Komunistang Teroristang CPP-NPA-NDF at sa pamamagitan ng Community Support Program (CSP), kasama ang lokal na pamahalaan sa pagpapatupad ng EO-70 o ang National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) ay nagresulta sa pagtalikod at boluntaryong pagbabalik-loob ng tatlong miyembro ng Komunistang Teroristang Grupo sa Barangay Isca, Gonzaga, Cagayan noong ika-3 ng Pebrero taong kasalukuyan.

Sa pinagsanib na pwersa ng kasundaluhan ng 98th Infantry (Masinag) Battalion at ng 30MC, MBLT-10 ay kanilang natulungan na makapagbalik-loob ang mga nalinlang at naloko sa kasinungalingan ng komunistang grupo na sina @”Riting”, 42 taong-gulang, @“Lando”, 44 taong-gulang na kapwa residente ng Brgy Isca, Gonzaga, Cagayan at si @“Paquito”, 45 taong-gulang na residente naman ng Brgy Mission, Santa Teresita, Cagayan. Pag-amin nila na hindi na sila natakot at nag-alinlangang magbalik-loob sa pamahalaan, dahil nakita nila ang pagkakaiba ng sitwasyon at ang suporta ng ating pamahalaan, mga kasundaluhan at kapulisan na matulungan ang mga katulad nilang nalinlang ng teroristang NPA noon at ngayon.

Bukod sa kanilang pagsuko ay boluntaryo nilang isinuko ang iba’t-ibang gamit at armas pandigma kasama ang isang Mababang uri ng Armas (Low Powered Firearm), mga bala, blasting cap, ibat-ibang klase ng mga gamot, mga gamit medical at iba pang subersibong dokumento.

Ayon naman kay LTC ABRAHAM M GALLANGI JR INF (GSC) PA, Commanding Officer ng 98IB, 5ID, PA na ang nasabing matagumpay na pagsuko ng nabangit na tatlong katao kasama ang mga kagamitan ng Komunistang grupo ay resulta ng patuloy na pagsuporta at kooperasyon ng komunidad ng Brgy Isca, Gonzaga, Cagayan sa ating mga kasundaluhan upang tapusin ang terorismo sa lambak ng Cagayan Valley.

Ipinabatid din ni LTC GALLANGI JR ang kaniyang pagbati sa mga nagsipagbalik-loob sa kanilang naging tamang desisyon na yakapin ang tunay na kapayapaan. Pinapaabot din niya ang kanyang mensahe sa mga natitirang kasapi ng komunistang grupo na magbalik-loob at huwag nang hayaang mawasak o masira ng maling idelolohiya at kasinungalingan ang kanilang buhay pati na ang kanilang mga pamilya habang ang pagkakataon ay ipinagkakaloob sa kanila ng Gobyerno.

In the ongoing tightening of soldiers in the campaign against Communist Terrorists CPP-NPA-NDF and through the Community Support Program (CSP), with the local government in the implementation of EO-70 or the National Task Force to E nd Local Communist Armed Conflict (NTF-ELCAC) resulted in back stabbing and voluntary homecoming of three members of the Communist Terrorist Group in Barangay Isca, Gonzaga, Cagayan on 3rd of February this year.

With the joined forces of the 98th Infantry (Masinag) Battalion and the 30MC, MBLT-10 helped them to bring back the deceived and deceived in the lies of the communist group @”Riting”, 42 years old, @“Lan do", 44 years old fellow resident of Brgy Isca, Gonzaga, Cagayan and @“Paquito”, 45 an old resident of Brgy Mission, Santa Teresita, Cagayan. They admit that they are no longer scared and dare to go back to the government, because they saw the difference in the situation and the support of our government, soldiers and police to help those like them deceived by t NPA errorist before and now.

Apart from their surrender they voluntarily gave up various uses and weapons fighting including a Low Powered Firearm), bullets, blasting cap, various kinds of medicines, medical supplies and other subersibs ong document.

According to LTC ABRAHAM M GALLANGI JR INF (GSC) PA, Commanding Officer of 98IB, 5ID, PA that the said successful surrender of the mentioned three people along with the equipment of the Communist group is the result of continued support and cooperation Community union of Brgy Isca, Gonzaga, Cagayan to our soldiers to end terrorism in Cagayan Valley valley.

LTC GALLANGI JR also informed his congratulations to those who are reprising on their right decision to embrace true peace. He is also sending his message to the remaining members of the communist group to go back and never let false ideology and lies destroy or destroy their lives including their families during the break opportunity is granted to them by the Government.

CAMP SIONGCO, Maguindanao – Five members of the Communist Terrorist Group decided to return to the folds of law as they surrendered to the 7th Infantry Battalion on February 03, 2022 at Brgy. Kapaya, Bagumbayan, Sultan Kudarat.
 
The Commanding Officer of 7th Infantry Battalion, Lieutenant Colonel Rommel Valencia,
identified the former rebels as alias Wendel, a Squad Leader under “My Phone” Platoon; alias Elagan, a Team Leaders under Platoon “Bagdad”; alias Harris, a Squad Leader under Platoon “Timlas”; alias Leon, the Former Commanding Officer of Platoon “Yakal”; and alias Annamae, Political Guide of Platoon “Timlas” all of Sub-Regional Committee (SRC) Daguma, Far South Mindanao Region (FSMR).
 
The former rebels also surrendered their high-powered firearms which include two (2) M16 Rifle, one (1) 5.56mm Carbine (converted) Rifle, and three (3) cal .38 Revolvers.
 
Brigadier General Eduardo Gubat, 603rd Brigade Commander commended the joint efforts of the 7IB and PNP personnel belonging to Bagumbayan PNP, Sen. Ninoy Aquino PNP, Sultan Kudarat Provincial Police Office under Police Colonel Tom Tuzon.
 
“Through the cooperation of everybody; be it military, police, LGU, and the community is vital in identifying and compelling these terrorists to surrender and prevent them from further committing crimes and atrocities against the Filipino People," BGen. Gubat added.

Meanwhile, Major General Juvymax Uy, Commander of the Joint Task Force Central and the 6th Infantry Division applauded the professionalism of the security forces and the assistance of the LGU and the community in realizing this surrender.
 
“The CTG in JTF Central are of operation is now dwindling and nearing its end as more of their leaders and members realized that they are only being manipulated by the Communist Terrorist Group. I continue to call on other Communist Terrorists who are still in hiding to return to the folds of the law where you can live peacefully with your families and with the communities’," Maj. Gen. Uy added.

𝗣𝗮𝗹𝗶𝗺𝗯𝗮𝗻𝗴, 𝗦𝘂𝗹𝘁𝗮𝗻 𝗞𝘂𝗱𝗮𝗿𝗮𝘁 – 37th Infantry “Conqueror” Battalion participated as “Ate” and “Kuya” to more than 60 youth participants of Palimbang, Sultan Kudarat during a Youth Leadership Summit (YLS) last January 26-28, 2022, which was held at Municipal Gymnasium in the said municipality. The YLS was organized by the Municipal Task Force ELCAC headed by Mayor Joenime B Kapina as part of the deliverables in the ongoing Community Support Programs in order to continuously engage the youth for them to become morally upright and responsible leaders in the peace and development efforts in their respective communities.
 
The activity was dubbed as a Youth Leadership Summit and End Local Armed Conflict Summit with the theme: “𝙆𝘼𝘽𝘼𝙏𝘼𝘼𝙉 𝘼𝙔 𝙆𝘼𝘼𝙆𝙄𝘽𝘼𝙏 𝙎𝘼 𝙋𝘼𝙂𝙎𝙐𝙇𝙊𝙉𝙂 𝙉𝙂 𝙆𝘼𝙋𝘼𝙔𝘼𝘼𝙉 𝘼𝙏 𝙋𝙍𝙊𝙂𝙍𝙀𝙎𝙄𝘽𝙊𝙉𝙂 𝙋𝘼𝙂𝙐𝙉𝙇𝘼𝘿 𝙉𝙂 𝘽𝘼𝙔𝘼𝙉". Among the activities conducted during the three-day summit included Transformation Leadership, Updates on Programs Related to Youth Development, Role of Youth in Peace and Order, Spirituality, and Illegal Drugs Awareness.
 
The Summit was successfully conducted wherein the youth attendees acquired important knowledges towards becoming God-fearing, disciplined and socially responsible leaders with great sense of patriotism. The Conqueror troopers who participated as “Ate” and “Kuya” also shared insights in protecting the youth against recruitment and exploitation from the Communist Terrorist Group or New People’s Army.
 
The activity was able to establish to the youth that they are important component of the society who have critical roles in nation building.

Two Abu Sayyaf Group members surrendered to the military troops in Sulu Thursday afternoon, February 3. They were subsequently presented to Brig. Gen. Banjamin Batara, Jr., Commander of 1103rd Infantry Brigade at the unit’s headquarters in Barangay Bonbon, Patikul, Sulu.

According to Lt. Gen. Alfredo Rosario, Jr., Commander of Western Mindanao Command, the surrendered personalities are father and son. “They were followers of the late ASG sub-leader Amah Maas under the late Hatib Hajan Sawadjaan,” the commander said. Their identities are withheld for security reasons. They handed over two M1 Garand rifles.
 
Maj. Gen. William Gonzales, Commander of Joint Task Force Sulu said the surrendered personalities will be automatically enrolled in the Localized Social Integration Program of the provincial government of Sulu. “We will also provide them with all the needed assistance as they start to live a peaceful life with their loved ones,” Maj. Gen. Gonzales assured.

During the first month of 2022, Joint Task Force Sulu has reported a total of 14 surrenders and 11 firearms gains. It can be recalled that last January 26, nine Abu Sayyaf Group members formally surrendered to the 45th Infantry Battalion. Brig. Gen. Batara personally received the surrendered personalities at the 1103rd Infantry Brigade headquarters.

Brig. Gen. Batara expressed his admiration for the former violent extremists who chose to abandon their armed struggle and joined in the government’s quest to end terrorism and win genuine peace and development in the municipality of Patikul and the province of Sulu as a whole.
 
The 1103rd Infantry Brigade together with the local government of Patikul provided food and financial assistance to the surrendered personalities. They are also scheduled for medical check-ups and debriefing.
 
“The manpower and capability of the Abu Sayyaf Group are totally degraded hence its remaining members compel to lay down their arms and return to the folds of the law. Rest assured that your armed forces will continue to bolster our operations to sustain the momentum,” Lt. Gen. Rosario, Jr. further stated.

ICYMI | The Marine Exercise 2022 Philippines (MAREX 22 PH) between the Philippine Marine Corps and the United States Marine Corps (USMC) officially concluded on February 2, 2022.
 
This year's annual bilateral exercise was conducted from January 28-31. Two more significant personalities of the communist terrorist group laid down their arms and returned to the folds of the law in Central Mindanao on February 4, 2022. WestMinCom Commander Lt. Gen. Alfredo Rosario, Jr. said that the two submitted themselves to the military troops at the Headquarters of 11th Special Forces Company in Barangay Lambingi, T’Boli, South Cotabato.

A.k.a. Dagul, a political guide of Platoon Central, Guerilla Front Musa, and a resident of Barangay Ned, Lake Sebu, South Cotabato; and a.k.a. Tata, a member of Local Guerilla Unit Milisyang Bayan, and a resident of Barangay Klubi, Lake Sebu, South Cotabato, handed over one improvised M79 Grenade Launcher and five rounds of 40mm High Explosives to the military.

Maj. Gen. Juvymax Uy, Commander of Joint Task Force Central said this accomplishment is attributable to the resolve of our units on the ground to engage the local leaders and convince the remaining CTG members to come out.

The surrendered firearms and ammunition were deposited at 11SFC headquarters for safekeeping. The two are the 13th and 14th CTG personalities respectively, who yielded to the Joint Task Force Central for this year alone. It can be recalled that earlier this week, five former rebels also surrendered to the military in Central Mindanao.

“I commend the troops of Joint Task Force Central for their hard work and dedication. Their determination to end terrorism peacefully is very laudable,” Lt. Gen. Rosario, Jr. said. “We urge our brothers and sisters who are still hiding that now is the time for you to come out. Join us in our journey towards peace here in Mindanao”.

CATARMAN, Northern Samar — A soldier was killed while a civilian was wounded in a gunfight between government troopers and members of the New People’s Army (NPA) on Saturday, Feb. 5.

Private First Class John Jeffrey Dabalos, a member of the 19th Infantry Battalion based in Northern Samar, succumbed to gunshot wounds on his body.

The civilian, who remained unidentified, was reportedly caught in the crossfire.

Deputy Brigade Commander Colonel Efren Morados said the soldier, along with his comrades, were on their way to Barangay Maligaya, Matuguinao town, Samar when they encountered about 15 communist rebels.


A firefight ensued, which led to the death of Dabalos.

The soldier’s body was brought to the St. Peter’s Funeral Homes in Catarman while the civilian was brought to a hospital here.

COTABATO CITY (January 21, 022) — Samcia U. Ibrahim, MPA, Executive Director II of Cooperative and Social Enterprise Authority (CSEA) said, “We are here to uplift the living condition of the people” during the 39th episode of Kaunlaran sa Bangsamoro talk show hosted by BMN last January 18, 2022.

“We are here to uplift the living condition of the people by thoroughly doing the real intention. Moral governance should came from within,”
she explained when asked on her opinion on moral governance.


She narrated how her office started as Cooperative Development Authority during the time of the defunct ARMM.

Ibrahim cited, “Cooperative and Social Enterprise Authority with all the branches and subdivision and instrumentalities, agencies of the Bangsamoro government shall ensure the provisions of technical guidance and financial assistance and other services to enable the CSEA to develop into a viable and responsive economic enterprises and be the platform for poverty allegation.”

According to Ibrahim, unlike the Ministry of Agriculture that can provide financial assistance, CSEA is still a regulatory agency.

“Our role here is to register a coop and then give them a technical guidance on financial reporting and operations of their cooperatives and other technical guidance like the preparation of project proposals,” she said.

The talk show guest also shared that their office caters 21 types of coops but most of their cooperatives are agriculture, RTW, producers of farm crops, handicraft making and others.

“Social Enterprise is focused on business operation. It’s like tapping the community to be aware of what business can be done in the community,” she said referring to the second division of the CSEA.

Ibrahim has also conveyed that the number of registered cooperatives in the region from 2010-2021 is more than Ten-thousand (10,000) cooperatives.

She also related that there are active cooperatives that continue to comply annual report for their financial and business operation and secure their Certificate of Compliance. “Given that report we still need to validate… validation and monitoring of cooperatives,” she said.

Ibrahim added that in order to secure the continuity of the cooperative, it should renew the surety bond, cooperative development plan, cooperative financial report, audited financial statement so that CSEA would know if the income increased or decreased.

She underscored the importance of pre-registration seminar for the entire membership citing, “So that they will know the A-Z of the cooperative.”

The cooperative and enterprise executive also enumerated other requirements of registering a cooperative like surety bond, economic survey, bylaws, articles of cooperation, cedula, profiling of members, and presence of municipal cooperative officers.

“They are now grouped, they are now empowered, and their minds were opened that collective efforts and group that one cannot stand alone, they should bind themselves together, there should be a teamwork, there’s a good camaraderie on the ground,” she said referring to the impact of their programs to the people.

“Whatever may be inside your heart, that should be the one executed. So you are accountable not only to the clients but to the Almighty,” she said.

GENERAL SANTOS CITY – The Moro Islamic Liberation Front (MILF) Central Committee through MILF Information Committee Chairman Mohagher Iqbal confirmed Rajah Buayan City as Rajah Buayan Bandar Committee under the MILF political setup.

The confirmation took place during the Bangsamoro Consultative Assembly organized by the RBBC last January 2, 2022 held at El Amor Garden in Barangay Lagao, this city.

“By the authority given to me by the MILF Central Committee, I hereby confirm Rajah Buayan City now elevated as Rajah Buayan Bandar Committee,” Iqbal, also a Member of the Bangsamoro Parliament, said.

Members of the Parliament Atty. Lanang Ali and Abduladsis Esmael a.k.a. Kagi Gerogedan witnessed the event.

Present in the confirmation ceremony were the recently organized RBBC Executive Committee, 12 Sectoral Representatives and 16 Barangay Executive Officers and 272 Officers. RBBC is being led by its Chairman Adam Pukeg.

The consultation was aimed to give the Bangamoro people of General Santos and its adjacent towns with the updates on the Bangsamoro peace process and the development of the Bangsamoro government.

MP Esmael shared the recent development on the decommissioning process of the MILF combatants. The participants were thankful for the visit of the members of the Bangsamoro parliament.

Rajah Buayan was originally part of the Sugoda Buayan Province under the political set-up of the MILF.

The newly installed officers and members of RBBC pledged to do their functions and support the peace and development of the Bangsamoro communities in town.

May kinalaman si President Rodrigo Duterte sa “isa sa pinakamalalaking pandarambong” sa kaban ng bayan sa nakaraang kasaysayan ng Pilipinas pagkatapos ng diktadurang Marcos. Ito ang upisyal na ulat ng Senado pagkatapos ng ilang buwang imbestigasyon kung saan sangkot ang malalapit na kaibigan at mga hinirang sa gubyerno ni Duterte kaugnay sa multibilyong pisong transaksyon ng suplay laban sa pandemya sa Pharmally Pharmaceutical Corp. noong 2020 at 2021.

Isinapubliko ng Senate Blue Ribbon Committee na pinamumunuan ni Sen. Richard Gordon ang 113-pahinang paunang ulat nitong Pebrero 2, 2022. Dapat managot si Duterte sa kanyang pagtaksil sa tiwala ng bayan, isang batayan para makasuhan ng impeachment ang pangulo, ayon kay Gordon.

Inirekomenda ng kanyang komite ang pagsampa ng mga kasong kriminal tulad ng katiwalian at pandarambong kina Health Secretary Francisco Duque III, sa pinakamalapit na kaibigan ni Duterte na Tsino at dating Presidential Economic Adviser Michael Yang, dating Budget Undersecretary Lloyd Christopher Lao, at ilang upisyal ng Pharmally.

Sinuportahan ang ulat ng Senate Blue Ribbon Committee nina Senate Pro-Tempore Ralph Recto, Grace Poe, Manny Pacquiao at Pia Cayetano.

Inilista ng ulat ang sumusunod na mga paglabag ni Duterte:

• Paghirang ni Duterte kay Yang, isang dayuhang mamamayan, bilang kanyang “economic adviser” noong 2018. Susi ang naging papel ng negosyante sa pagpapakilala sa maraming suplayer na Tsino na nakipagtransakyon sa gubyerno at sa proseso’y nagpayaman ng malaki sa kanya.
• Pagtanggap sa “undercapitalized corporation” o korporasyon kulang sa kapital (Ᵽ625,000) na Pharmally na pag-aari ng isang Taiwanese na nagtatago sa batas (si Huang Tzu Yen) na napatunayang may kaugnayan kay Yang.
• Nagtangkang siraan ang kredibilidad ng Commission on Audit (COA) na siyang sumita sa maanomalyang transaksyon at mga pagbabanta para hindi ito makapagpatupad ng kanyang gawain.
• Pagtatangkang siraan ang kredibilidad ng Senado sa pamamagitan ng “pag-atake sa publiko, paninirang puri at hindi pagrespeto” bilang kapantay na sangay ng gubyerno.
• Pag-utos na magpalabas ng “iligal” na memorandum na nagbawal sa mga kasapi ng kanyang mga Gabinete at iba pang upisyal na dumalo sa mga pandinig sa Senado.
• Pagtangging habulin ang kanyang mga hinirang sa kabila ng mga panawagan mula sa publiko at sa Senado na obligahing dumalo sa mga pandinig at sa hindi pagpapanagot sa kanila sa “isa sa pinakamalalaking pandarambong sa kaban ng Pilipinas sa nakaraang kasaysayan.”
“Pinagtataksilan ang bayan. Habang milyung-milyon ang walang trabaho, nagiging mas mahirap at lalung nagugutom ang mga tao. Pero ano itong ginagawa ng administrasyon kundi ang pagpapalala sa dati nang malala at kawalan ng pag-asa ang mamamayan. Hinding-hindi ito mapapatawad, sinabi ng ulat ng Senate Blue Ribbon Committee.

Taliwas sa ulat ng Senado na yumayanig ngayon sa pangkating Duterte, inabswelto naman ng Mababang Kapulungan sa multibilyong pisong anomalyang ito sina Duterte, kanyang matalik na kaibigang negosyanteng Tsino at Lao. Hindi katakataka ito dahil dominado ng loyalistang Duterte at oportunistang mga kongresista ang Mababang Kapulungan na pinamumunuan ni Speaker Lord Allan Velasco.

Gayunman bilang pakunswelo, inirekomenda ng Mababang Kapulungan na kasuhan ng katiwalian ang mga menor na upisyal ng Department of Budget and Management at ng Pharmally.

Ibinunsod ang imbestigasyon ng Senate Blue Ribbon Committee sa ulat ng COA kung saan nakalkal ang umaalingasaw na korapsyon ng Ᵽ11.5 bilyong halaga ng mga kontrata para sa suplay laban sa pandemyang Covid-19 na iginawad sa Pharmally. Karamihan nito ay idinaan sa Procurement Service ng Department of Budget and Management (PS-DBM) na noon ay pinamumunuan ni Lao.

Bukod kay Duterte, Duque, Yang at Lao, inirekomenda rin ng Senado na kasuhan ng pandarambong sina Overall Deputy Ombudsman Warren Rex Liong, na noon ang naging direktor sa PS-DBM, ang mga upisyal ng Pharmally na pinamumunuan ng kanilang presidenteng taga-Singapore at tagapangulong si Huang at mga Pilipinong upisyal na sina Linconn Ong, Mohit Dargani, Twinkle Dargani, at Krizle Grace Mago; Lin Weixiong at Yang, na nakabase sa Davao City at sinasabing siya ang taga-garantor ng Pharmally at pinansyer. #

“Bilisan niyo na! Hala, baka magparito pa tapos bombahin din,” sabi ng isang ale sa wikang Iloco sa isang bidyo na naka-upload sa social media. Kuha sa bidyo ang malalakas na tunog ng pambobomba at pag-iistraping sa mabundok na bahagi ng Barangay Sta. Clara sa bayan ng Gonzaga, Cagayan. Dinig sa bidyo ang takot ng naturang residente sa walang patumanggang pambobomba.

Napaulat na 61 pamilya o 307 indibidwal, karamihan mga katutubong Agta, ang nagbakwit mula sa mabundok na bahagi ng Barangay Santa Clara tungo sa sentro ng barangay matapos ang aerial bombing ng Armed Forces of the Philippines (AFP) sa Mt. Cagua noong madaling araw ng Enero 29.

Nagsagawa umano ng pambobomba at panganganyon ang Philippine Airforce sa Sityo Bagsang, Maging at iba pang komunidad dahil sa presensya ng Bagong Hukbong Bayan (BHB) sa lugar. Nagsimula ang pambobomba nang alas-3 ng madaling araw at tumagal ng ilang oras. Dahil dito, napilitan ang mga residente na maghanap ng ligtas na lugar.

Sa ulat ng grupong Karapatan, inistraping ng tatlong helikopter ang lugar matapos maghulog ng limang bomba ang mga fighter jet ang AFP. Iniulat ng mga lokal na samahan sa rehiyon na ramdam ang pagsabog ng inihulog na bomba at yanig ng lupa mula bulubundukin hanggang sentro ng bayan ng Gonzaga.

Nanawagan noong Enero 31 ang Karapatan sa Commission on Human Rights, mga tagapagtanggol sa karapatang-tao at lokal na awtoridad na imbestigahan ang pambobomba.

Kinundena ni Marco Valbuena, upisyal sa impormasyon ng Partido Komunista ng Pilipinas, ang pahayag ni Army Capt. Rigor Pamittan, spokesperson ng 5th ID, na sinasabing walang naninirahan sa mga lugar na binomba ng mga sundalo. “Ang mga kabundukang ito ay nagsisilbing tahanan at pinagkukunan ng kabuhayan ng mga katutubo,” ayon kay Valbuena. Pangunguha ng uway (rattan) ang pangunahing ikinabubuhay ng mga katutubo dito. Ang kagubatan ay itinuturing na bahagi ng lupang ninuno ng mga katutubo, at sa gayon ay pag-aari ng mga sibilyan. Bawal sa internasyunal ang pangwawasak sa gayong mga rekurso at ari-arian.

“Tinutuligsa namin ang paghuhulog ng bomba ng AFP malapit sa mga komunidad ng Agta na nagsasapanganib sa buhay ng mga sibilyan, sumisindak sa taumbaryo, at sumisira sa mga rekurso sa kagubatan kung saan kumukuha ng pagkain, tubig at gamot ang mga katutubo,” ani Valbuena.

Nanawagan naman siya sa mamamayang Pilipino na ilantad at tuligsain ang ganitong papatinding paggamit ng AFP ng armas ng terorismo laban sa bayan. “Ang mga ito ay terorismo ng estado at labag sa internasyunal na makataong batas,” aniya.

Naitala ng Kawanihan sa Impormasyon ng PKP ang 150 kaso ng walang-patumanggang paghuhulog ng bomba mula sa himpapawid at panganganyon simula Pebrero 2017 hanggang Oktubre 2021.

Samantala, wala pang ulat mula sa yunit ng BHB sa prubinsya ng Cagayan kung mayroong yunit na pansamantalang nakahimpil sa pinangyarihan ng insidente.

Ipinagdiriwang ng mamamayang Masbatenyo ang matagumpay na ambus na isinagawa ng Jose Rapsing Command – BHB Masbate laban sa mga tropa ng Masbate 2nd Police Provincial Mobile Force Company sa Brgy. Recodo, Cawayan, Masbate noong Enero 28, 2022. Tatlo ang napaslang habang lima ang sugatan matapos pasabugan ng command-detonated explosives o CDX ang 12 elemento ng 9th ID na naghahasik ng teror sa tabing ng pinatinding presensyang militar sa panahon ng halalan.

Bahagi ang naturang taktikal na opensiba nang patuloy na paglaban ng mamamayang Masbatenyo laban sa tumitindi pang militarisasyon at karahasang militar sa prubinsya. Sa ilalim ni Duterte, naranasan ng mamamayang Masbatenyo ang isa sa pinakamalaking pagdagsa ng tropang militar at pulis sa prubinsya at kaakibat nitong saklaw ng mga operasyon. Hindi kataka-takang nangunguna ang Masbate sa bilang ng mga pampulitikang pagpaslang, masaker at sapilitang pagpapasurender. At tulad ng inaasahan, tiyak titindi pa ang mga operasyong militar na ito ngayong halalan kung saan palagian nang itinuturing ang prubinsya bilang hotspot.

Subalit nagkakamali si Duterte ang AFP, PNP at ang buong Joint Task Force Bicolandia sa hibang na tangkang wasakin ang malawak na suporta ng masa sa prubinsya sa armadong rebolusyon. Sa katunayan, pinapawalang saysay ng sustenidong mga taktikal na opensiba ng BHB-Masbate ang tuluy-tuloy na buhos ng berdugong militar at pulis sa prubinsya. Higit sa lahat, sa harap ng sumasahol na pang-aabuso at paglabag sa karapatan, lalong humihigpit ang pagsalalay ng masang Masbatenyo sa kanilang tunay na Hukbo. Nagpupugay ang Tomas Pilapil Command-BHB East Camarines Sur sa mga yunit nito sa matagumpay na paglulunsad ng isang taktikal na opensiba laban sa berdugong 83rd IBPA sa gitna ng nagpapatuloy na militarisasyon sa ikaapat na distrito ng Camarines Sur. Pinasabugan ng command detonated explosive ng Pulang hukbo ang mga nakamotorsiklong tim ng 83rd IBPA-Charlie Coy sa Brgy. Pinamihagan, Lagonoy, Camarines Sur nitong Enero 23, alas-7 ng gabi. Nasamsam mula sa kaaway ang isang military pack, 10 powerbank at iba pang kagamitang militar. Dalawa rin ang kumpirmadong sugatan sa kanilang hanay.

Ang aksyong militar na ito ay bahagi ng pagkamit ng hustisya para sa lahat ng biktima ng pasistang terorismo ng AFP-PNP-CAFGU sa Partido area at buong rehiyon. Sa tala na umaabot sa 229 pinaslang mula 2016 hanggang Enero 2022, naging extrajudicial killing at massacre capital ang buong Kabikulan dahil sa tindi at brutalidad ng maruming gera ng rehimeng US-Duterte. Kaugnay nito, mula nang magsimula ang Retooled Community Support Program sa ikaapat na distrito ng Camarines Sur noong nakaraang taon, nakapagtala ng hindi bababa sa 67 kaso ng paglabag sa karapatang tao na may daan-daang biktima. Kabilang dito ang walong kaso ng ekstrahudisyal na pamamaslang at isang kaso ng pambubomba mula sa ere.

Sawang-sawa na ang masang Camarines Sureños sa labis na pagpapahirap at pandarahas ng naghahari-hariang militar at pulis sa kanilang mga komunidad. Marami sa kanila ang naging biktima ng iba’t ibang mukha ng paglabag sa kanilang mga karapatan. Lubhang apektado ang kanilang kabuhayan, katiyakan sa panirahan at maging ang pag-aaral ng kanilang mga anak. Ang masahol pa, walang panahong sinasanto ang mga berdugong walang humpay pa ring nag-ooperasyon kahit sa gitna ng pandemya. Matagal nang ipinapanawagan ng masa sa kanilang tunay na hukbong maparusahan ang mga kaaway ng mamamayan. Silang mga tunay na teroristang walang ibang inatupag kundi ilibing sa labis na dusa at pasakit ang mamamayan.

Panata ng TPC BHB-East Camarines Sur sa mamamayan na patuloy silang masasandigan at makakatuwang sa pagpapanagot sa lahat ng mga sagadsaring reaksyunaryo at pasistang may malalaking krimen sa masa. Nananawagan din ang TPC sa mamamayan na patuloy na suportahan at tangkilikin ang BHB. Bukas ang pintuan ng Pulang hukbo para sa sinumang nais na mag-ambag ng kanilang tapang at kakayahan para sa pagsusulong ng demokratikong rebolusyong bayan. February 03, 2022, Two (2) Abu Sayyaf Group (ASG) members yielded and were presented by the 11MIB at 1103rd Infantry “Kalis” Brigade Headquarters at Brgy Bonbon, Patikul, Sulu.

BGEN BENJAMIN G BATARA JR PA, Commander of 1103rd Infantry (Kalis) Brigade personally received and welcomed the surrenderees. MAJ REYNALDO T SAMBO (MI) PA, Executive Officer of 11MIB and 1LT ANNE JENNEVY A VELASCO (MI) PA, CO of TICO, 11MIB presented and
identified the two (2) Abu Sayyaf members as Aizal Jumsah alias Aizal, 42 years old, and Jumsa Sari alias Jumsa both residents of Brgy Pansul, Patikul, Sulu. Said personalities are followers of late ASG Sub – Leader Amah Maas under ASG Leader Hatib Hajan Sawadjaan.

The Abu Sayyaf surrenderees were facilitated by the 11MIB, under LTC EDUARDO E CASTILLO INF (GSC) PA, and TICO, 11MIB under 1LT ANNE JENNEVY A VELASCO (MI) PA. The surrenderees yielded their two (2) Garand rifles.


BGEN BATARA JR said that there are many ASG surrendering because of the collaborative efforts of the government agencies in peace and development projects given in the area in support for the people of Patikul, Sulu. He also encouraged the surrenderees to call other ASG members to voluntarily submit their selves and surrender their firearms to the government and live a peaceful life with their families. It can be recalled that nine (9) ASG surrenderees voluntarily yielded to this unit last 26 January 2022 through the efforts of the government forces and the LGU of Patikul. He also acknowledged the efforts and accomplishments of 11MIB for their efforts for facilitating the voluntary surrenders of two (2) Abu Sayyaf extremists.

The ASG surrenderees received initial financial and food assistance from BGEN BATARA JR, and they will be properly endorsed to the Local Government Unit of Patikul and Joint Task Force Sulu (JTFS)/11th Infantry “Alakdan” Division.

The 1103rd Infantry “Kalis” Brigade in partnership with other government agencies will continue to do its mandate in ending the Abu Sayyaf and in attaining peace, security, and development in Patikul.

Kuta Heneral Teodulfo Bautista – Joint Task Force (JTF) – Sulu’s intensified peace campaign results into subsequent surfacing of Abu Sayyaf Group (ASG) members including family members of late sub-leader Abu Talha (expert bomb maker and ISIS liaison to ASG).

Per JTF-Sulu Commander Mgen William N Gonzales, this January, a total of 15 ASG sub-leader and members came forward and formally surrendered their firearms to units under the JTF. The returnees who belonged to various subgroups turned over a total of 12 firearms to include four M1 garand rifle, two M16 rifle, two US cal .30 M1 rifle, an M14 rifle and two cal .45 pistol.

Of these 15 individuals, one was sub-leader Ibrahim Asara who came forward to 4th Marine Brigade in Brgy Kanmindus, Luuk, Sulu. Apparently, Asara participated in the abduction of ABS-CBN newscaster Ces Drilon in Maimbung, Sulu in 2008.

An unnamed sub-leader who is part of local and international kidnapping activities also laid down arms and is now closely monitored by 1101st Ifantry Brigade for his and his comrade’s rehabilitation program through the Provincial Task Force in Ending Local Armed Conflict.

Meanwhile, 1103rd Infantry Brigade facilitated the return of Talha’s family members on February 3, 2022. They were identified as Jumsa Sari (the former’s father) and Aizal Jumsah (his brother). They are both residents of Brgy Pansul, patikul and they each handed over an M1 garand rifle. Both of them admitted their involvement in several encounters against government forces since 2003 and participated in kidnapping activities in 2015 in Samal Island.

“This was beyond imagination not so long ago. Sabi nila dati kapag Sulu-based ASG, pipiliin pang mamatay kaysa mag-surrender. Pero ngayon, nakikita natin, hindi naman ito surrender na ang ibig-sabihin ay talo ka. Kapag lumapit sa JTF-Sulu , tinatanggap natin bilang kapatid – kaakibat nito ang opurtunidad na makalaya sa maling ideyolohiya, makalaya sa maling gawain, opurunidad para sa isang tahimik na buhay. -MGEN GONZALES

MAKILALA, NORTH COTABATO – Provincial Task Force in Ending Local Communist Armed Conflict of Sultan Kudarat conducted Ground Breaking Ceremony of School Buildings in Brgy Mayo, Brgy Natividad, and Brgy Maligaya all in Columbio, Sultan Kudarat on February 3, 2022.

The community recipient of this project was ecstatic of the news that it will receive three educational institutions in support of local and communal teaching and learning process.

The said initiative is actually in response to National Task Force in Ending Local Communist and Armed Conflict’s (NTF-ELCAC) objective on providing quality service and civic-military endeavors to far-flung communities considered as Geographically Isolated and Disadvantaged Areas (GIDAs) in order to address the root causes of insurgency that is being exploited by the Communist Terrorist Groups as well as to promote equal footing of the government’s initiatives and efforts.

The said ground-breaking is an open opportunity for learners in the community to expand and explore more in their perspectives and preferences in educative process. This activity also highlights the significant contribution of schools in the community about the importance of literacy, regular learning, and advanced experience to various learning courses.

Brgy. Captain of Barangay Mayo, Hon. Mario Taha, is very fulfilled on the initiated project. When interviewed, he said, “I am thankful that our barangay is one of the recipients of this profound project. I know for sure that the presence of these schools will boost the students’ motivation to go and continue studying for their own journey of success.”

Major Victor L Inting Jr, Battalion Executive Officer of 39th Infantry Battalion furtherly expressed his remark of congratulations and happiness. He said, “On behalf of the whole Philippine Army, I congratulate this barangay for receiving such a very wonderful news. This will be of great help in spreading excellence and practicing the importance of education in our daily lives.”

This activity is made possible through Barangay Development Plan of PTF-ELCAC of Sultan Kudarat. Moreover, the said project is materialized through Local Government Support Fund in full assistance to Barangay Development Program of FY 2021 Projects.

CAMP EVANGELISTA, Cagayan de Oro City – Secretary Delfin Lorenzana of the Department of National Defense (DND) and General Andres C Centino, Chief of Staff of the Armed Forces of the Philippines (CSAFP) have awarded on Wednesday, February 2, the reward money to the informant, alias ‘Ricky’, for the neutralization of Jorge ‘Ka Oris’ Madlos at the Headquarters of the 4th Infantry (Diamond) Division.

Alias Ricky provided the information that led to the tragic demise of Ka Oris in an encounter with the troops of 403rd Infantry Brigade last October 30, 2021 in Dumalaguing, Impasugong, Bukidnon.

Since early 2000, a PhP7.8 million bounty thru the AFP-PNP Joint Order of Reward was placed by DND and the Department of the Interior and Local Government (DILG) as cash reward to any individual who can provide information that would lead to the arrest of Ka Oris, one of the most wanted fugitive top leader of the New People’s Army (NPA).

During the awarding, alias “Ricky”, who was covered with a mask all over his face for security reasons, was personally congratulated by Secretary Lorenzana for his bravery and in trusting the government despite possible dangers and risks of his life. The DND chief hoped that aside from the monetary reward, other civilians would emulate “Ricky” as an act of shared responsibility and commitment to fast-track the government’s goal to end the local communist armed conflict.

In a statement, BGen Wilbur C Mamawag, the new Commander of 4ID, expressed his utmost appreciation to the informant for coming forward and provided vital information that would significantly impact the government’s campaign against the insurgency.

“We all wanted to live in peace. But all of us must contribute our share to attain peace. Hence, I salute the likes of Ricky who stand courageously against the Communist Terrorist Group. This also proves that the support coming from the civilians have altered the balance in an overwhelming favor towards the government and peace partners. Hence, it is only befitting to reward with due recognition those who partner with us in our vision and aspiration to attain an insurgency-free community for our people.” BGen Mamawag added.

The White House says US President Joe Biden will nominate MaryKay Loss Carlson, who has 37 years of experience in the foreign service, as envoy to the Philippines

US President Joe Biden on Friday, February 4, announced his nominees to three key posts, including his choice for the new ambassador to the Philippines: MaryKay Loss Carlson, who has nearly four decades of experience in the foreign service.

“Today, President Joe Biden announced his intent to nominate the following leaders to serve as key leaders in his administration,” t
he White House said in a statement on Friday, as it named Carlson and Biden’s nominees for ambassador to South Africa and United States Executive Director of the International Monetary Fund.


Senior US diplomat Heather Bariava has been the chargé d’affaires of the US embassy in Manila since September 2021, taking over from Deputy of Mission John Law.

Carlson, who has been in the foreign service since 1985, is currently serving as the Deputy Chief of Mission at the US embassy in Buenos Aires, Argentina.

She had served as deputy chief of mission in New Delhi, India for three years. She was chargé d’affaires for 10 months during the time. Carlson had been assigned to US diplomatic missions in China, Ukraine, Hong Kong, Mozambique, Kenya, and the Dominican Republic.

She was also Principal Deputy Executive Secretary on the staff of the Secretary of State, Director of the Secretary’s Executive Secretariat Staff, and Deputy Director of Korean Affairs. Carlson had also received numerous performance awards, including six Superior Honor Awards, a recognition given by the US State Department.


The White House said Biden has also expressed his intent to nominate Reuben Brigety as ambassador to South Africa, and Elizabeth Shortino, as United States Executive Director of the International Monetary Fund.

Brigety is an Adjunct Senior Fellow for African Peace and Security at the Council on Foreign Relations, and is a member of the Board of Counselors of McLarty Associates in Washington, DC.

Shortino has held positions at the Office of Management and Budget, the Department of Treasury, and the Office of the US Executive Director at the International Monetary Fund. Shortino has served as the Acting US Executive Director at the International Monetary Fund since Since February 2021.

The Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) in Western Visayas (Region 6) urged people to protect children from being recruited by the Communist Party of the Philippines – New People’s Army – National Democratic Front (CPP-NPA-NDF) and be turned into combatants.

“Let us protect our children from the deceptive recruitment of the terrorist organization,” said Assistant Provincial Prosecutor Flosemer Chris Gonzales, the RTF-ELCAC spokesperson.

He issued the statement after the capture of two minors in an encounter between the 62nd Infantry Battalion of the Philippine Army and the rebel group in Sitio Manlibod, Barangay Sandayao, Guihulngan City, Negros Oriental on Jan. 15.

The capture of the two, according to the RTF-ELCAC, proved that the CPP-NPA-NDF recruits and exploits children by training them to be fighters.


“We renew our call to all well-meaning and peace-loving citizens of Panay and Negros islands and the rest of the Filipino nation to condemn the atrocities committed by the CPP-NPA-NDF terrorist organization,” said Gonzales.

The appeal was also directed toward civil society organizations, human rights advocacy groupsss and churches.

The task force said the terrorist group is a “chronic human rights violator” that does not respect the rights of children and its ideology is based on violence, deception, terror, and chaos.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

2 ASG bandits surrender in Sulu

The number of Abu Sayyaf Group (ASG) surrenderers in Sulu has climbed to 16 since January 1 after two more ASG bandits surrendered to government authorities in the province, military officials announced Saturday.

Lt. Gen. Alfredo Rosario Jr., commander of the Western Mindanao Command (Westmincom), said
the two ASG bandits surrendered Thursday to the 1103rd Infantry Brigade troops headed by Brig. Gen. Benjamin Batara in Barangay Bonbon, Patikul, Sulu.

Rosario
withheld the identities of the two ASG rebels for security reasons except to say that they are father and son surrendered who are followers of ASG sub-leader Amah Maas, whose group is under the late ASG leader Hatib Hajan Sawadjaan.

The surrenderers yielded two Garand rifles with ammunition, Rosario said.


Maj. Gen. William Gonzales, Joint Task Force Sulu commander, said the surrenderers will be enrolled in the Localized Social Integration Program of the provincial government of Sulu.

“We will also provide them with all the needed assistance as they start to live a peaceful life with their loved ones,” Gonzales said.

He said the 1103rd Infantry Brigade, together with the municipality of Patikul, provided food and financial assistance to the two surrenderers.

Batara said he admired the ASG surrenderers who chose to abandon their armed struggle and joined in the government’s quest to end terrorism and win genuine peace and development in the Patikul town and Sulu.

“The manpower and capability of the ASG are degraded, hence, its remaining members compel to lay down their arms and return to the folds of the law,” Rosario said.

The Western Mindanao Command (Westmincom) is undertaking preparations to ensure peaceful and orderly May national and local elections in its area of jurisdiction.

Lt. Gen. Alfredo Rosario Jr., commander of Westmincom, is visiting the different provinces within the command’s area of jurisdiction to get first-hand information and assess the prevailing situation on the ground.

The latest province Rosario has visited was Misamis Occidental wherein he paid a courtesy call on Governor Philip Tan at the governor’s residence on Thursday in Tangub City.


The governor’s wife, Tangub City Mayor Jennifer Tan, was also present to welcome Rosario and his party.

Brig. Gen. Leonel Nicolas, commander of the 102nd Infantry Brigade. and Brig. Gen. Jose Randolf Sino Cruz, Assistant Division Commander of the 1st Infantry Division, accompanied Rosario during the visit.

“The purpose of his visit was to personally check on the security situation in the area and assess what best practices should be applied to ensure the honest and peaceful conduct of national and local elections on May 9,” the Westmincom said in a statement Saturday.

Gov. Tan said politicians in the province of Misamis Occidental do not resort to political violence.

“We will properly collaborate and cooperate with the military and police to ensure the safety of our constituents and our fellow candidates,” Tan told Rosario during the meeting.

Rosario continuously meets with the local chief executives of the provinces, cities, and municipalities under the operational area of the Westmincom to establish rapport and strengthened collaboration with the local government officials, and ensure peace in the communities, especially during the election period.
