Paquibato District, Davao City – The 27th Infantry (ACTION) Battalion, together with the 1003rd Brigade, 3012nd AISS PAF, Paquibato District PNP and PNP Forensic Unit 11, facilitated the exhumation of the skeletal remains of Mr Ritchel Daydayan @Toto Seloy at the forested vicinity of Pintoy Hill, Purok Banban, Brgy Lumiad, Paquibato District, Davao City on Friday, March 04, 2022.
Mr Ritchel Daydayan @Toto Seloy is a Former Rebel residing at Purok 11, Sitio Kibalatong, Brgy Paňalum, Paquibato District, Davao City and was a victim of the CTG “Kangaroo Court” or so-called “Hukumang Bayan” under the leadership of Leoncio Pitao @PARAGO, CO of PBC1 operating in the Paquibato District. He was 35 years old when summarily executed in 2013.

The discovery of the skeletal remains of @Toto Seloy was made possible because of the informations provided by the Peace Builders and the Barangay Lumiad community. The exhumation was witnessed by the Local Officials of Barangay Lumiad headed by Hon Celso Bughao, Chairperson; Peace 911 representative, Mr Archie Bughao; Daydayan Family and by media personnel providing coverage during the actual exhumation.

Analyn Daydayan, wife of Ritchel Daydayan, condemned the CTG for the killing of her husband. "Sa mga kauban niya (Ritchel) na mga NPA kaniadto na ilang gibohat sa iya na unta tarungon na nila ang ilang mga gibuhat sa tao na patyon nila na walay hustisya. Maluoy mo sa mga tagtungod, na undangon niyo ang mga paghimulos sa mga katawhan."

LTC ALLAN M TESORO, Acting Commanding Officer, 27IB expresses his deepest sympathy to the family of the victim. “While we condemn this cruel act of the Communist Terrorist Group, we extend our utmost condolences to the family of @TOTO SELOY particularly to his wife, Mrs Analyn Orel Daydayan who is present here today. This is a testament of the brutality of the Communist Terrorist Group. They have no regards for human lives, killing even their fellow comrade. It is contrary to what they are advocating that they are respecting human rights. And with this exhumation, we are now reuniting the family with their lost loved ones - allowing them to render decent burial of their deceased loved one and allowing them of the healing process from the wounds of this terroristic act,” he said.

Meanwhile, BGEN CONSOLITO P YECLA MNSA PA, Commander, 1003rd Infantry (RAPTOR) Brigade, also conveys his condolences to the bereaved family and condemns the CTG for the unjust killing. “It is very disappointing that the life of our fellow citizen was lost because of this inhumane prosecution”. He then reminds the community about the culture of security, “Do not be swayed anymore by the propaganda of CPP-NPA-NDF. Report all suspicious people and unnecessary activities that may happen in your place - kung may makita, magsalita. Let us not allow the CTG to recover the areas that were already been cleared from CTG influence. Let us all work together to sustain the peaceful situation that we are having right now here in the 1003rd Brigade’s Area of Operation.”

Dinukot at hawak na ng mga pwersa ng militar noong gabi ng Pebrero 23 ang limang sibilyang kinabibilangan ng mga boluntir na guro sa mga paaralang Lumad na pinalabas na mga kasapi Bagong Hukbong Bayan na napatay sa engkwentro sa New Bataan, Davao de Oro. Sa imbestigasyon ng National Democratic Front-Southern Mindanao na inilabas kahapon, ang lima ay hinarang at dinukot ng mga sundalo sa isang tsekpoynt sa Barangay Poblacion, New Bataan, Davao de Oro. Kinabukasan, nakita na lamang ang walang-buhay nilang mga katawan sa Barangay Andap sa parehong bayan.

Ayon kay Rubi del Mundo, tagapagasalita ng NDF-SMR, ang naturang tsekpoynt ay ilang kilometro lamang ang layo mula sa hedkwarters ng 66th Infantry Battalion sa New Bataan. Ang lima ay sina Chad Booc, Gelejurain Ngujo II, Elgyn Balonga, at dalawang drayber na kasama nila. Tinagurian sila ngayong New Bataan 5.

Sa paunang ulat mula sa Save Our Schools Network, ang bangkay ng mga biktima ay mayroong mga sugat at iba pang marka na maaaring tanda ng pambubugbog o tortyur. Ang katawan ni Booc ay inaasahang isasailalim sa isang autopsy sa darating na mga araw.

“Papanagutin ng mamamayang Pilipino ang tiranikong rehimeng Duterte at ang Armed Forces of the Philippines (AFP) sa malagim na krimen,” ayon kay del Mundo.

Nauna nang inihayag ng lokal na yunit ng Bagong Hukbong Bayan at mga masa sa lugar na walang naganap na engkwentro sa kahit saang panig ng New Bataan noong Pebrero 24.

“Malinaw na ang mga hindi armadong sibilyan ay biktima ng ekstra-hudisyal na pagpaslang ng pasistang mga sundalo. Para pagtakpan ang kanilang krimen at gawing mga tropeyo sa digma ang mga ito, naghabi ng kasinungalinan ang 10th ID na napaslang sila sa isang engkwentro,” dagdag ni del Mundo.

“Ang tatlong mga aktibista at kanilang dalawang kasama ay hindi mga combatant ni bahagi ng kahit anong yunit ng BHB na nag-ooperasyon sa kanayunan,” paglilinaw pa ni del Mundo. “Sila ay mga tagapagtanggol ng karapatan na ang tanging armas ay kanilang mga panulat, boses at kanilang masikhay na kagustuhang paglingkuran ang mga Lumad at komunidad ng mga magsasaka.”

Samantala, sa isang hiwalay na pahayag, ipinaabot ng BHB-Southern Mindanao Regional Operational Command ang magiging pagsisikap nito para kamtin ang hustisya sa New Bataan 5.

“Titiyakin ng BHB sa Southern Mindanao ang pagbibigay-hustisya sa nangyaring masaker sa paglulunsad nito ng digmang bayan,” ayon kay Rigoberto F. Sanchez, tagapagsalita ng yunit ng BHB.

Idinagdag rin niya na ang naturang masaker ay isang duwag na paghihiganti ng AFP laban sa mamamayan matapos mabigwasan ng isang yunit ng BHB noong Pebrero 9 sa Barangay Tandawan, New Bataan kung saan maraming kaswalti sa mga sundalo.

Sa isang sulat sa Commission on Human Rights (CHR) ng Gubyerno ng Republika ng Pilipinas, humingi ng tulong si Albert Manuel para matunton ang kanyang ama na si Esteban Manuel Jr., konsultant pangkapayapaan ng National Democratic Front of the Philippines (NDFP). Inaresto si Manuel Jr. ng Armed Forces of the Philippines (AFP) sa Villareal, Samar noong Pebrero 16.

“Ako at ang aming pamilya ay humihingi ng tulong sa mga taong maaaring makatulong na matunton siya (Esteban Manuel Jr.) at tiyakin ang kanyang kaligtasan, pisikal na kaayusan, kalusugan at masigurong nakakatanggap siya ng tamang pag-aalaga na kailangan niya,” ayon sa nakababatang Manuel sa kanyang sulat sa CHR.

Si Manuel Jr. ay 73 taong gulang na at mayroong iniindang mga sakit. Mayroon siyang hypertension at nangangailangan ng mga gamot.

“Hindi pa rin kami nakatatanggap ng sagot sa aming mga dulog na tuntunin siya sa lalong madaling panahon. Nananawagan kami sa mga dumakip sa kanya na panatilihin siyang ligtas at buhay,” dagdag pa niya.

Ayon sa grupong Kapatid, organisasyon ng mga pamilya at kaibigan ng mga bilanggong pulitikal, hindi malinaw kung ano ang mga kasong isinampa laban kay Manuel Jr. batay sa inilalabas na mga ulat ng sundalo at pulis. Inirehistro siya sa iba-ibang mga pangalan at magkakaiba ang pinalalabas na mga nakumpiskang armas sa kanya.

Ayon pa sa Kapatid, karaniwan na itong taktika ng mga sundalo para magsampa ng gawa-gawang kaso na walang piyansa para ibimbin sa kulungan ang mga aktibista at progresibo.

“Kailangan namin ng mga makakasama papuntang Samar para bisitahin siya. Batay sa mga ulat, maaaring nakadetine siya sa isang kampo militar sa Calbiga o istasyon ng pulis sa Villareal,” saad ni Albert sa kanyang sulat sa CHR.

Nauna nang kinundena ni Marco Valbuena, upisyal sa impormasyon ng Partido Komunista ng Pilipinas (PKP), ang iligal na pag-aresto kay Ka Esteban. Ayon sa kanya, si Ka Esteban ay mayroong mga dokumento sa ilalim ng Joint Agreement on the Safety and Immunity Guarantees (JASIG) na dapat ay nagtitiyak ng kanyang kaligtasan mula sa paniniktik at pag-aresto.

“Nananawagan kami sa mga lokal at internasyunal na organisasyon sa karapatang-tao at makataong mga grupo, gayundin sa mga tagapagtaguyod ng kapayapaan, na mag-abot ng tulong kay Ka Esteban,” ayon pa kay Valbuena.

Sinabi ni Valbuena na ang pag-aresto kay Ka Esteban ay bahagi ng kampanyang panunupil ng rehimeng Duterte laban sa mamamayang Eastern Visayas. “Ang rehiyon ang ay isa sa pinakamataaas na bilang ng mga paglabag sa karapatang-tao simula nang ipailalim sa kontrol ng militar at pulis sa implementasyon ng Memorandum Order No. 32 ni Duterte simula 2018,” saad ni Valbuena.

Si Esteban Manuel Jr., o tinatawag ding Junior o JR ng kanyang pamilya at mga kaibigan, ay tubong Laoag, Ilocos Norte at ipinanganak noong Enero 15, 1949. Naging kasapi siya ng Kabataang Makabayan nang nag-aaral pa ng kursong engineering sa University of the Philippines-Diliman.

Ibinalita ngayong araw ang pagpapalayas sa 200 pamilyang Aeta mula sa kanilang mga komunidad sa Crow Valley, Barangay Sta. Juliana, Capas, Tarlac para bigyan-daan ang pagdaraos ng mga pagsasanay militar ng mga pwersa ng US at PIlipinas. Ang Crow Valley ay lupang ninuno ng mga Aeta na matagal nang sinaklaw ng base militar sa lugar.

Idaraos dito at sa ibang bahagi ng Central Luzon ang mga pagsasanay na Salaknib at Balikatan. Ang Salaknib ay gaganapin mula Marso 5 hanggang 24 at lalahukan ng 1,800 pwersang militar. Ang Balikatan ay nakatakdang magsimula sa Marso 25 at tatagal hanggang Abriil. Gayunpaman, nasa iba’t ibang bahagi na ng Pilipinas ang mga tropang Amerikano para sa iba’t ibang mga operasyong sibili-militar sa Brooke’s Point, Palawan. Todo-larga na rin ang paghahanda sa Fort Magsaysay sa Tarlac, kung saan gaganapin ang bulto ng pagsasanay.

Ayon sa mga pahayag ng mga militar ng US at Pilipinas, babalik sa “buong lakas” nito ang Balikatan 2022 bago magpandemya. Ang pinakamalaking Balikatan ay ginanap noong 2019 kung saan umabot sa 7,500 sundalong Amerikano, Pilipino at Australian ang lumahok.

Ang presensya ng mga tropang Amerikano sa bansa, kapwa ang inanunsyo at hindi, ay lalupang pinatampok sa pagbisita ng mataaas na upisyal-militar ng US sa Pilipinas noong Pebrero. Dumating sa bansa sina Gen. Charle Flynn, kumander ng US Army Pacific Command at US Navy 7th Fleet na si Vice Adm. Karl Tomas para inspeksyunin ang mga pasilidad sa Subic sa Zambales, Clark sa Angeles at Fort Magsaysay sa Tarlac. Nakipagkita ang dalawang kumander sa mga upisyal militar ng Armed Forces of the Philippines. Nagtagal sila sa bansa mula Pebrero 21 hanggang 24.

Ilang araw bago nito, bumisita rin sa Pilipinas si Gen. Bryan Fenton, kumander ng US Joint Special Operations Command. Dumiretso siya sa hedkwarters ng Western Mindanao Command sa Zamboanga. Nananatili ang permanenteng presensya ng mga espesyal na pwersa ng US sa Western Mindanao.

7 DI-MG terrorists neutralized in Lanao del Sur clash

CAMP SANG-AN, ZDS—A security operations was launched by the Joint Task Group Haribon of the 103rd Infantry Brigade, Philippine Army, against the Dawlah Islamiya-Maute Group (DI-MG) Tuesday, March 1, in Brgy. Ilalag, Maguing, Lanao del Sur.

The Army troops encountered more or less 60 armed DI-MG members at 7:50 a.m., following the airstrike operations conducted at 2 a.m. at the identified lair of the terrorists led by Abu Zacharia and DI-Hassan Group Maguindanao. The two groups reportedly joined in the area for training and planning sabotage operations.
 
After a long day heavy gunfight, seven terrorists were neutralized; recovered one .30 caliber machine gun; two .50 caliber machine gun; one AK47; one 5.56mm M16 rifle; one 7.62mm M14 rifle; one Garand rifle; three rocket-propelled grenades (RPGs); 22 improvised explosive devices (IEDs); 100 rounds of caliber .50 ammunition; one link for caliber .30; 150 rounds 7.62mm cartridge; 50 rounds of caliber .40 ammunition; one caliber .40 magazine; four M14 magazines; several anti-personnel mines and other components; and enemy war materiel and documents and personal belongings.

An Army troop was also killed in the gunfight, and four were wounded in action sustaining minor injuries. The injured personnel were immediately extricated from the encounter site and are now recuperating in the Brigade Medical Facility.

Ground troops are now conducting clearing and pursuit operations to terrorists on the run.
 
According to Brig. Gen. Jose Maria Cuerpo, the 103rd Infantry Brigade commander and the concurrent commander of Joint Task Group Haribon, they have been tracking the terrorist group since January.
 
Faharudin Hadji Satar a.k.a. Zakaria/Abu Zacariah/Omar/Jer Mimbantas is the top leader of the Daulah Islamiyah operating in Lanao del Sur. He was involved in several encounters against the government forces in the municipalities of Sultan Dumalondong, Pagayawan, Madalum, Piagapo, and Balindong, all of Lanao del Sur. @Zakaria has a standing warrant of arrest for kidnapping, serious illegal detention, murder, frustrated murder and actively operates in the tri-boundaries of Piagapo, Madalum, and Balindong.

Maj. Gen. Gene Ponio, the commander of the 1st Infantry Division and Joint Task Force Zampelan, assures the public that the Philippine Army and other security forces on the ground will work together to defeat the terror groups and end the insurgency in the region and the whole of Mindanao.

JTG HARIBON TROOPS STOPS VIOLENT PLANS OF VIOLENT EXTREMISTS GROUP

Kampo Ranao Marawi City- A security operations was launched by the Joint Task Group Haribon against the Dawlah Islamiya-Maute Group (DI-MG) in brgy. Ilalag, Maguing, Lanao del Sur, Tuesday, March 01,2022.

The DI-MG of Lanao del Sur led by Abu Zacharia and DI-HASSAN Group of Maguindanao were reportedly conducting trainings and planning operations to sabotage the government troops at the hinterlands of Brgy Ilalag, Maguing, Lanao del Sur.

The government, through the efforts of the Joint Task Group Haribon, has been encouraging the violent extremist groups to go back to the folds of the law but to no avail the violent extremists still continued their acts that go against the peaceful goal of the government.

The JTG Haribon has given countless chances to these Extremist Groups to set aside their dreadful ideology and refrain from harming the Meranaos physically and mentally through spreading false religious doctrines that forwards violence.
 
These effort of continuous conduct of focused military operations aim to prevent these violent extremists from doing atrocities in the province of Lanao del Sur that may inflict danger to the Meranao people. Moreover, the JTG-Haribon seek close air support in order to protect the government troops from the volume of fire revealed from a concerned citizen concerning the presence of joint terrorist groups. These groups have been monitored to have merged forces and were planning to conduct trainings and plotting aggression activities during the month of Ramadhan and the fast approaching National Election.
 
The DI-MG of Lanao del Sur were the ones responsible in the bombing of NGCP towers last September 28, 2021, November 30, 2021, and February 15, 2022 which resulted to the wounding of seven soldiers and two civilian personnel of NGCP. Likewise, they were also responsible in plotting IEDs in different areas in LDS which resulted to consecutive deaths and injuries of our government troops.
 
While this FMO is still on progress, the government forces are all in this together to pin down these violent extremists. Presently, the troops were able to recover two (2) caliber 50 machine gun; one (1) 30 Cal Machine Gun; one (1) M16; one (1) M14 one (1) AK47; one (1) link caliber of 30 cal 150 rounds of ctg 7.62mm ball 50 rounds of cal.40 full metal jacket; four (4) magazines of M14 rifle; one (1) magazine cal 40; numerous APMs and components personal belongings. The troops also were able to exterminate two violent extremists.
 
The MDRRMO Maguing in cooperation with the 12CMOBn managed the appropriate measures in the civilian evacuation.
 
Further details of this operation, will be disclosed as soon as all necessary information from the ground is completely gathered upon clearing the all affected areas.

At least 20 unidentified armed men believed to be members of the New People’s Army (NPA) were allegedly behind the burning of a backhoe worth P7 million at a quarry site in Sitio Nandong, Barangay Orong, Kabankalan City, Negros Occidental on Wednesday, March 2.

Lt. Col. Raymond Cruz, Kabankalan City police chief, said the incident was reported late to the authorities.

Cruz said that according to a watchman at the quarry site, he was checking all the backhoes parked in the area when he saw a group of men armed with long firearms.

One of them then reportedly approached the watchman and asked him about the backhoe owned by a contractor who allegedly has not give them revolutionary taxes, Cruz said.

Afterwhich, two of the armed men poured gasoline on the backhoe and set it on fire, damaging the said equipment, Cruz said.

Cruz said the watchman was left unharmed by the armed men.

Based on intelligence monitoring, there have been previous sightings of NPAs in the area.

ABOUT 10 to 20 armed men believed to be members of the New People’s Army (NPA) burned a backhoe at the quarry site in Barangay Orong, Kabankalan City, Negros Occidental on Wednesday night, March 2, 2022.

Colonel Raymond Cruz, chief of Kabankalan City Police Station, said based on the accounts of the caretaker of the quarry site owned by Melvin Ibanez, the suspects clad in black sweatshirts and pants arrived around 8 p.m.

The caretaker added that the armed men, who were just wearing slippers and were carrying gallons of gasoline, were looking for the backhoes owned by certain “Emmanuel” and “Chua,”
Cruz said.

When they found one of the backhoes they were looking for, they poured gasoline and set it on fire, he also said.

The police chief added they have yet to determine the damage caused by the arson incident.

The caretaker said according to the suspects, they burned the backhoe because its owner was not paying revolutionary taxes.

The Moro Islamic Liberation Front (MILF), the former rebel group who signed a peace deal with the government and now leads the Bangsamoro, will file a protest against the government for alleged violation of their existing ceasefire agreement following military’s bomb runs in their territory in Maguing town, Lanao del Sur early this week.

Lawyer Naguib Sinarimbo, spokesperson of Bangsamoro Interim Chief Minister Ahod Ebrahim, made this comment after the military insisted the target of military operations in Barangay Ilalag, Maguing town were members of the Islamic State (IS)-linked Daulah Islamiyah and remnants of the Maute group. Sinarimbo also refuted the military’s claim that the camp raided by troopers was not within the territory of the MILF.

“Based on the investigation of our ceasefire team, soldiers accidentally encroached on the camp of the MILF, that’s why a misencounter happened,” said Sinarimbo, the Interior Minister and spokesperson of the MILF-led Bangsamoro Autonomous Region in Muslim Mindanao (Barmm).

Ebrahim released a statement on Wednesday claiming the area targeted by military air assault in Maguing, Lanao del Sur was not a “haven of terrorists,” as the military claimed, but a territory of the MILF.

Being an MLF territory, the area recently subjected to aerial bombardment was covered by the agreement between the government and the former rebel group.


The military claimed the air assault that left seven militants and a soldier dead since it started on March 2 targeted Abu Zacharia, also known as Jer Mimbantas and Faharudin Hadji Satar, who is believed to be the newly designated Islamic State emir for Southeast Asia.

Zacharia, a nephew of the late Alim Abdul Aziz Mimbantas, was part of the Maute group that seized Marawi in 2017 but managed to escape. Mimbantas was a former ranking leader of the MILF in Lanao, the military claimed.

“The camp has been existing for a long time even before the road opening in the area,” Sinarimbo said, referring to the MILF’s claim. “The area where the encounter transpired is an MILF camp,” he added.

He said the MILF would file a protest anytime because of the violation.

“But the most important thing is to disengage,” he said. “There is already a ceasefire. Then, we will find out what happened.”

“Daulah Islamiyah” which means “Islamic State” in the local language, has a membership that comprises fighters from several Filipino militant factions, including the Maute Group, which provided men and logistics during the five-month siege of Marawi City in 2017.

Philippine troops killed at least seven Muslim insurgents aligned with the Islamic State group in a recent offensive in the south and recovered 45 heavy firearms and several bombs and land mines that were to be used in future attacks, military officials said Thursday.

About 60 Muslim militants were in the remote camp near Maguing in Lanao del Sur province
when it was attacked Tuesday by fighter jets and army forces, military officials said. It was not immediately clear whether their leader, Abu Zacariah, was among those killed or managed to escape. One soldier was killed and five others were wounded in the fighting, the officials said.

Zacariah has been implicated in past attacks and bombings and is suspected of being the newly designated leader of the Islamic State group in Southeast Asia,
said army infantry brigade commander Brig. Gen. Jose Maria Cuerpo II, who oversaw Tuesday’s offensive.

Two factions of the militant group Daulah Islamiyah, linked to the Islamic State group, appear to have merged and camped near Maguing in January. At the time, some power transmission towers in the region were bombed in attacks claimed by the Islamic State group,
prompting the military to intensify its surveillance and prepare for an offensive, Cuerpo said.


“The troops were ready to attack but they assessed it would be difficult to storm the encampment, which was protected by heavy weapons,” Cuerpo told reporters. He said that prompted him to first launch airstrikes against the insurgents.

Air force fighter jets dropped a dozen bombs, then army troops launched a ground attack and overran the camp. The insurgents fled in different directions and were pursued by troops, military officials said.

The military denied reports that the troops encountered guerrillas belonging to the Moro Islamic Liberation Front, the largest Muslim rebel group which signed a peace pact with the government in 2014 and is now helping govern a Muslim autonomous region in the south.

“We’d like to assure our partners in the MILF that we respect the peace accord,” military spokesman Col. Ramon Zagala said. “We are on track and we’re only targeting the peace spoilers.”


Daulah Islamiyah members were involved in the 2017 siege of Marawi, a southern Islamic city where hundreds of militants waving Islamic State group-style black flags occupied commercial buildings and villages and took hostages. Filipino troops, backed by U.S. and Australian surveillance aircraft, quelled the five-month siege, which left about 1,200 people dead — mostly militants — and destroyed the mosque-studded city’s commercial center and outlying residential communities.

The military has been launching offensives against small armed groups allied with the militants who laid siege on Marawi, including the Abu Sayyaf, which has been blacklisted by the U.S. and the Philippines for past bombings, ransom kidnappings and beheadings in the south of the largely Roman Catholic country.

ZAMBOANGA SIBUGAY, Philippines – A Zamboanga Sibugay town that used to be a haven of extortionists and bandits is no longer part a Commission on Elections (Comelec) area of concern – a feat officials attribute to the improved peace situation there seven years after the government and Moro Islamic Liberation Front (MILF) sealed a peace deal.

Tungawan town, an erstwhile haven of the lawless, is no longer on the list of areas where there is a need to beef up security for the May 2022 elections, officials said on Thursday, March 3.

The 113th Base Command of the MILF is located in the hinterland part of the town.


But Ahmad Taib Musa, provincial election supervisor, said two of the 16 municipalities of Zamboanga Sibugay – Mabuhay and Alicia – have been placed under the “orange category,” a police-designated color code for places where authorities see serious armed threats.

Tungawan Mayor Carlnan Climaco said the peace and order condition significantly improved in his town after the government and the MILF concluded negotiations for a landmark peace settlement during the administration of the late president Benigno Simeon Aquino III.

“The 2019 election was the most peaceful election we had here,” said Climaco.

Incidentally, his uncle Randy Climaco was killed in a widely-perceived election-related ambush while the victim was serving as the town’s mayor in 2015.

Mayor Climaco said Tungawan’s peace and order environment further improved when a joint peace and security group of the government and MILF came.

The Joint Peace and Security Team (JPST), manned by government troops and MILF forces, was deployed to the village of Datu Tumanggong, Tungawan, in October 2021.

The JPST is one of the peace mechanisms outlined under the government and MILF’s Comprehensive Agreement on the Bangsamoro (CAB).


“With the peace and security team, lawless elements had been deprived of a place to hide in the town,” said Climaco.

The Philippine National Police (PNP) listed Tungawan as one of the areas under the green category, which means authorities see generally peaceful elections in the town this May.

The Comelec, however, said it was worried about the towns of Mabuhay and Alicia where private armed groups which can disrupt the elections have been reported.

“We will be closely monitoring the elections in these towns,” he said.

The Armed Forces Western Mindanao Command on Thursday, March 3, brushed aside claims by Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) interim Chief Minister Ahod “Murad” Ebrahim that the military attacked a Moro Islamic Liberation Front (MILF) community and not a Maute-Dawlah Islamiya stronghold in Maguing town, Lanao del Sur this week.

But Lieutenant General Alfredo Rosario, Wesmincom commander, maintained that the military was accurate in its target in the village of Ilalag in Maguing town contrary to the BARMM chief minister and MILF chairman’s pronouncements.


In a March 2 statement, Ebrahim said, “Over the past 24 hours, our dear constituents in Maguing, Lanao del Sur have been troubled by military airstrikes and most recently, firefight incident that involved members of the military and forces of the Moro Islamic Liberation Front.”

Ebrahim said a ceasefire has been agreed upon between the MILF and the military.

“We are optimistic that no further confrontations take place and we get to fully operationalize existing security mechanisms,” he said.

Rosario denied Ebrahim’s pronouncements and asserted that the military launched the offensives against the Maute-Dawlah Islamiyah group.

Rosario said the military was open to an investigation, and would even accompany MILF representatives and other groups involved in the peace process to Maguing town so they could see the area for themselves.

He said the camp attacked by the military was a kilometer from an MILF camp.

“Our soldiers even passed through the MILF camp before they made the frontal assault on the camp of the militants,”
Rosario said.


Under the peace deal between the government and MILF, six camps of the former rebels are recognized and presently under the process of normalization.

Brigadier General Antonio Nafarrete, chairman of the Government of the Philippines – Coordinating Committee on the Cessation of Hostilities (GPH-CCCH), said the MILF camp in Maguing town is not among the six recognized camps.

The six recognized MILF camps are Camps Abubakar as-Sidique in Maguindanao, Bilal in Lanao del Norte and Lanao del Sur, Omar ibn al-Khattab in Maguindanao, Rajamuda in North Cotabato and Maguindanao, Badre in Maguindanao, and Busrah Somiorang in Butig, Lanao del Sur.

Nafarrete said the Army’s 103rd Infantry Brigade also formally informed the Ad Hoc Joint Action Group (AHJAG) that there was a Maute-ISIS camp in Maguing and there could be possible future military operations.

He said the Army brigade submitted the information to AHJAG on December 28, 2021. AHJAG is the cooperative mechanism that responds to criminality and terrorism issues in areas with MILF process.

The military on Thursday, March 3, said Maute-Dawla Islamiya militants were planning to carry out a new wave of terror attacks in Mindanao based on the war matériel soldiers found following airstrikes and ground offensives in Maguing, Lanao del Sur this week.

Officials said the war matériel included improvised rocket components, indicating that the militants were studying new ways to spread terror in Mindanao.

Brigadier General Jose Maria Cuerpo, commander of the Army’s 103rd Infantry Brigade, said soldiers found six empty rockets made of aluminum from a house after they searched a captured camp in Barangay Ilalag, Maguing town on Wednesday.


“They were still empty of explosive materials and had no wire circuitry, but we found details about how they were making rockets in a laptop,” Cuerpo said.

The laptop was only one of the items seized by the military that included 45 high-powered firearms.

Seven caliber .50 Browning machine guns and bombs were among those found in the Maute-Dawlah Islamiya camp.

Aside from the war matériel, Cuerpo said, soldiers also stumbled on a makeshift workplace where improvised explosive devices were made.

The military said at least seven militants were killed in the assault in Barangay Ilalag on Tuesday, but it was uncertain if the new Dawlah Islamiya leader, Faharudin Hadji Satar alias Abu Bakar or Abu Zacaria, was among the fatalities.

A soldier and four others were wounded in the day-long fighting.

Major General Generoso Ponio, commander of the Army’s 1st Infantry Division, said Zacaria was designated as the new ISIS emir in Southeast Asia after Salahuddin Hassan was killed by the military in Maguindanao in November 2021.

Hassan took over the leadership of the Dawlah Islamiyah after Abu Sayyaf leader Hatib Sawadjaan was killed in Patikul, Sulu in August 2020.

“This is the reason why remnants of the group of Hassan came over to Maguing to support Zacaria,” Ponio said.

He said at least 60 to 70 militants were training in the camp in Barangay Ilalag when Air Force FA-50 jets and A-29 Super Tucano planes bombed their positions on Tuesday.

Ponio said human body parts were strewn around the camp, making them conclude that the airstrikes inflicted heavy casualties on the militants.

“We think we degraded their strength by as much as 70%,” Ponio said.

Six suspected New People’s Army rebels shot and killed another civilian on March 2 in Sitio Agogolo, Brgy. Macagahay, Moises Padilla, Negros Occidental.

The victim was identified by the Moises Padilla Police Station as Jay Michael Ledesma, 42, who died on the spot.

Investigations of the Moises Padilla Police Station showed that Ledesma and his son were riding a motorcycle when they were waylaid by six armed men.

The victim, who was separated from his son, was shot and killed by the armed men, according to the police.


Six gunshots were heard by the victim’s son, from the area where his father had been shot, police investigations further showed.

PMaj. Randy Babor, Moises Padilla police chief, disclosed that they are still validating reports that the armed suspects are members of the New People’s Army.

The Moises Padilla Police Station already coordinated with the 62nd Infantry Battalion for the possible identification and arrest of the armed men.

Elsewhere, four unidentified perpetrators shot and killed Arnold Saldo on March 2 at Purok 4 in Brgy. Minoyan, Murcia, Negros Occidental while a stray bullet hit and injured Rommel Tabara, who is now being treated at a hospital in Bacolod City.

Police investigations further showed that Saldo was having a drinking spree at the birthday party of his sister-in-law, with Tabara, when the four suspects appeared and shot him.

Saldo was declared dead on arrival at the Murcia Rural Health Unit clinic, police said.

Suspected New People’s Army set fire to heavy equipment on March 2 in Sitio Nandong, Brgy. Orong, Kabankalan City, Negros Occidental, for the refusal of its owner to pay revolutionary taxes, police said.

The backhoe was reported by the police to have been owned by a businessman they identified only as a certain Emmanuel of Sitio Masinadyahon, Brgy. Binicuil, Kabankalan City.


Police investigations show that a watchman of the quarry area in the place owned by Melvin Ybanez saw a group of persons wearing black sweat shirts, black pants, shoes and slippers, who were armed with high-powered firearms, while he was checking the heavy equipment in the place.

One of the armed men, according to the police, approached the watchman and told him that they were interested in the heavy equipment of Emmanuel and Chua, who are not complying with their demands of revolutionary taxes.

Two suspects poured gasoline in the driver’s booth of the heavy equipment and set it on fire prior to their withdrawal from the crime scene, towards Sitio Tumumbo in Brgy. Orong, Kabankalan City, police further said.

Armed Forces Western Mindanao Command chief Lt. Gen. Alfredo Rosario denied accusations lodged by Bangsamoro Interim Chief Minister Ahod “Murad” Ebrahim that the camp the soldiers attacked in Barangay Ilalag, Maguing town, Lanao del Sur belongs to the Moro Islamic Liberation Front (MILF).

Murad is the chair of the MILF, which forged a peace agreement with the government in 2014.

Rosario said the AFP would be willing accompany the MILF and other agencies involved in the peace process to Maguing to investigate to whether the camp attacked by the military this week belonged to the MILF or the Maute-ISIS.

He said the Maute-ISIS camp was located one kilometer from the MILF camp.


“Our soldiers even passed through the MILF camp before they made the frontal assault on the camp of the militants,” he said.

Murad issued a statement last Wednesday that the camp the soldiers attacked early this week belonged to the MILF not the Maute-ISIS.

The peace deal between the government and MILF recognizes six camps of the former rebels, which are being planned to become economic zones as part of the process of normalization.

Malaysia has flatly rejected an order by a French court to pay heirs of the Sultan of Sulu over $14 billion based on the alleged violation of payments of RM5,300 cession money under the 1878 agreement signed by Sultan Jamal Al Alam, Baron de Overbeck and the British North Borneo Company’s Alfred Dent.

Spanish Arbitrator Gonzalo Stampa issued the award in a Paris court on February 28, but Malaysia maintained its sovereign immunity.

The heirs’ claims were originally heard in Madrid until the Madrid High Court annulled Stampa’s appointment on grounds that Malaysia was not properly informed about the case and was thus “defenceless”. The case was later moved to the French capital.

A report by the Spanish news website La Información which said that Stampa had issued the award, ruling that the treaty was a commercial “international private lease agreement.” By not paying the cession money since 2013, Stampa said Malaysia had breached the agreement and would have three months to pay up failing which interest would be charged if the decision was not accepted.

Malaysia stopped paying the Sultan Sulu’s heirs their annual cession money after over 200 armed followers of the Sultan of Sulu, Jamalul Kiram III led by his younger brother Agbimuddin Kiram landed in Lahad Datu town in Sabah to press the ancestral claim on the oil-rich territory. Malaysia responded by sending troops and launching airstrikes before the stand-off ended. The conflict, which lasted more than a month, resulted in the deaths of 68 men from the Sulu sultanate, nine Malaysian armed services personnel and six civilians.

On March 17, 2020, Kota Kinabalu High Court judge Datuk Martin Indang ruled that Malaysia was the proper venue to resolve disputes arising from the 1878 Deed of Cession and not the Spanish courts, which do not have authority nor jurisdiction over Malaysia. He said there was no binding agreement between the Government and the sultan’s heirs that compelled either party to also submit to arbitration in the event of a dispute.

No way

The Malaysian Foreign Ministry and the Attorney General issued a joint statement and said the Spanish High Court had decided in June 2020 that due process leading to the appointment of the arbitrator was not properly served or consistent with the Spanish High Court of Justice of Madrid’s case laws on the service of process on sovereign states.

“As a consequence of the Nullification Decision, Dr Stampa is not an arbitrator in the purported arbitration proceedings and, therefore, all his decisions, including the Final Award, are null and void. The Government of Malaysia completely rejects the purported Final Award dated February 28, 2022, which was rendered by Dr Stampa,” the statement said.

It added that the award rendered by Stampa not only violated Malaysia’s sovereign immunity, but also was rendered in disregard of the Madrid and Paris court decisions.

“The Government of Malaysia strongly opposes the Final Award and upholds its position and stance to not recognise all the actions taken by Dr Stampa in the purported arbitration proceedings as well as all his illegal decisions and awards,” said the statement, adding that Malaysia did not participate in the purported arbitration proceedings because it did not recognise the claim and that it had always upheld and never waived its sovereign immunity as a sovereign state.

It said the Spanish public prosecutor has allegedly filed a criminal complaint against Stampa for serious contempt of court and professional intrusiveness, adding the subject matter of the claim is not commercial in nature and thus cannot be subject to arbitration and the 1878 Agreement contains no arbitration agreement.

“We further stress that the claimants’ identities are doubtful and have yet to be verified. Malaysia will continue to take all necessary actions, including legal actions, to put an end to the claim and to ensure that Malaysia’s interests, sovereign immunity and sovereignty are protected and preserved at all times,” the statement further said.

Obliged to pay

But a report by the Malay Mail quoted Sabah Law Society president Roger Chin as saying that Malaysia is legally obliged to pay up to 14.9 billion (RM62.6 billion) to the descendants of the Sultan of Sulu for violating the treaty.

He explained that this is because Malaysia is a member of the New York Convention, however, Chin also said Malaysia can apply to set aside the award decision but has to do it in France where the arbitration court is based. “As Malaysia is a member of the New York Convention, it is obliged to enforce the award but has the option of making an application to set the award aside in France, where the award was rendered. If Malaysia refuses to make payment, the claimants will have the right under the New York Convention to enforce the award against Malaysian state assets in any of the 167 signatory state parties around the world,” he said.

Chin noted that the ruling made by the French arbitration court was contradictory to the 2020 decision made in the High Court Kota Kinabalu, adding that it remains to be seen which of the two decisions would be enforceable internationally. He explained that the 2020 court ruling, known as the Malaysian government vs Nurhima Kiram Fornan & Ors, began when the federal government initiated legal action against the claimants to stop them from proceeding with arbitration.

The High Court ruled in favour of the Malaysian government in its suit against eight of the supposed descendants of the Sultan of Sulu and said there was no binding agreement between Malaysia and the sultan’s heirs that compelled either party to submit to arbitration in the event of a dispute.

Chin said the Malaysian government had also sought a declaration, among others, that there was no arbitration agreement between the parties; and that Malaysia was the proper forum to resolve the dispute over territorial rights arising from the deed of cession.

While Malaysia did not appear at the Paris arbitration proceedings, he said unlike the Malaysian court where default judgments can be issued, it is not possible to issue a default award in international arbitration.

“Foreign courts are generally thought to be likely to have to give more weight and priority to tested conclusions contained in international arbitration awards rather than to untested conclusions contained in default court judgments. This will be an interesting situation and it remains to be seen if foreign courts will give more priority to the New York Convention than to bilateral treaties in respect of reciprocal enforcement of court judgments,” Chin was quoted saying.

North Borneo part of Sulu Sultanate

The Sultan of Sulu’s claim on Sabah has become a big political issue in Malaysia and now Datuk Seri Yong Teck Lee, an influential politician and who served as Chief Minister of Sabah, demanded that former Attorney General Tan Sri Tommy Thomas to retract his statement in his book “My Story; Justice in the Wilderness” that at some point in its history, North Borneo was part of the Sulu Sultanate.”

He said Thomas had no idea of Sabah’s history and made statements that were being used by the self-proclaimed heirs to the defunct Sulu Sultanate. “As it is, Tommy’s book has done damage to Sabah and Malaysia by being used to support the case of the Kiram claimants in a foreign country," he said on Thursday.

In his book, Thomas stated on page 378 that: “There were no legal grounds for Malaysia’s refusal to pay (the heirs of the Sulu Sultan) annually since 2013. It resulted in Malaysia being in breach of the 1878 agreement.”

The statement was used by the descendants of the Sulu sultan in their claims in the Paris court.

Sarawak wants independence

And to make matters worse, some politicians in the Malaysian state of Sarawak - under Gabungan Parti Sarawak (GPS) - are now using the actions taken by the heirs of Sulu sultan to demand freedom and independence from the Federal government.

Parti Bumi Kenyalang president Voon Lee Shan said it could be that by taking Sabah as part of Malaysia from the British and Malaysia being the successor of this colony from the United Kingdom ‘made herself being sued by the descendants of the Sulu Sultan for the breaches of the 1878 Agreement.

“A failure to do so should be seen by Sarawakians as an inability by the GPS government to protect Sarawak rights. The fact that the Federal government and the state governments of Sabah and Sarawak had formed steering committees to deliberate and overcome the breaches leading to recent amendments to the Federal Constitution, is a clear admission or acknowledgement by the federal, Sarawak and Sabah governments of the breaches of the terms and conditions of MA63,” the Borneo Post quoted Shan as saying.

He said for the record, Sarawak and Sabah were once colonies of the United Kingdom, and Malaya became its successor after Sarawak and Sabah were handed to Malaya to enlarge her territories to form Malaysia.

“This should be used by the Sarawak government to make the federal government of Malaysia liable for damages, loss of revenues, oil and gas and all other rights that Sarawak had suffered caused by the breaches. It is also a good ground for the GPS government to demand freedom and independence from the Federation because most Sarawakians want independence now,” he said.

Basilan town administrator shot

An unidentified gunman shot and seriously wounded the municipal administrator of Tuburan town in the southern Philippine province of Basilan, reports said Friday.

The 48-year old Anwar Halik was attacked late Thursday in the village called Maganda in Lamitan City where he owns a store. Halik was rushed to hospital in Zamboanga as police were investigating the motive of the shooting.

No individual or group claimed responsibility for the attack which occurred ahead of the local and national polls in May. It was unclear whether the attack was connected to politics or not.


Last December, unidentified gunmen also shot Basilan’s Akbar town Mayor Alih Awal Sali and Al-Barka town Mayor Darussalam Saguindilan Lajid in a daring attack in the seaside village of Baliwasan in Zamboanga City.

Lajid and Sali’s escort Barad Nuruddin were killed in the attack which was reportedly perpetrated by four gunmen.

Police recovered from the scene several bullet shells fired from .45-caliber pistols, but the identities of the attackers and the motive of the shooting remain unknown. After the attack, the gunmen escaped in the labyrinth neighborhood.

Sali and Lajid and their escort just arrived in the village by boat when the gunmen attacked the group. No individual or group claimed responsibility for the attack.

Two of the eight Dawlah Islamiya-Maute Group (DI-MG) terrorists killed in Lanao del Sur government offensive were sub-leaders, a top military official said Friday.

Brig. Gen. Jose Maria Cuerpo II, Army’s 103rd Infantry Brigade commander,
identified them as Abu Dimam and Abu Jihad, whose remains recovered in the vicinity of the fallen DI-MG lair in Barangay Ilalag, Maguing, Lanao del Sur.


The lair of the Islamic State for Iraq and Syria (ISIS)-inspired DI-MG headed by Faharudin Hadji Satar alias Abu Zacariah fell into the hands of the government troops following hours of firefight Tuesday that was preceded by a military airstrike.

The troops recovered a cache of high-powered firearms and munitions from the fallen lair, which can accommodate 100 persons.


Abu Zacariah, who is the new ISIS emir in Southeast Asia, has joined forces with the DI-Hassan group from Maguindanao, has been hatching plans to stage attacks to inflict casualties not only on government troopers but also innocent civilians.

The troops have recovered a total of 22 improvised explosive devices and several anti-personnel mines that could be used in launching terror attacks.

Cuerpo commended all the units under the Joint Task Group (JTG)-Haribon and the police counterparts for the successful joint operations.

“Likewise, I have to admit that the cooperation and information fed from the civilian populace and MILF (Moro Islamic Liberation Front) peace partners greatly helped in exposing the whereabouts of the terrorists,” Cuerpo said in a statement.

“I am again, urging these extremists to let go of their violent ideology, to concede now and go back to the folds of the law and enjoy a new start in peace, or else they will have to pay the great price of violent extremism,” he added.

Cuerpo also acknowledged the active participation of the MILF peace mechanism team in Lanao province who played a significant role to isolate the civilians and MILF community from the series of clashes.

The peace mechanism team is led by Ayobhan Usman, chairperson of MILF Ad Hoc Joint Action Group; Ameruding Usman, chairman of MILF Ceasefire Committee on the Cessation of Hostilities; and Moner Ampaso, chairperson of MILF Local Monitoring Team.

“Our partners from the MILF are with us in this fight against the DI here in Lanao del Sur. Their support is very much appreciated,” he said.

Meanwhile, Maj. Gen. Generoso Ponio, 1st Infantry Division commander, has commended the troops for the feat.

“We dedicate this success to our brother-in-arm, Private Clint Rey Armada, who paid the ultimate sacrifice during the encounter last Tuesday,” Ponio said.

Armada is the lone fatality among the government troops. Five other soldiers were wounded during the firefight.

Lt. Gen. Alfredo Rosario Jr., commander of the Western Mindanao Command, also acknowledged the troopers for a job well done.

“I truly commend and salute the diligence and commitment of our troops who are at the frontline risking their lives to prevent the terrorist from sowing terror,” he said.

Cuerpo said they will sustain the aggressive stance against all forms of threat, violence, and wrong ideologies to protect the Maranaos and achieve lasting peace and development in the province of Lanao del Sur.

A municipal official in one of the towns in Basilan has been shot and wounded in Lamitan City, the police reported Friday.

Maj. Nurhaib Bungkac, Lamitan police chief, identified the victim as Anwar Halik, 48, the municipal administrator of Tuburan, Basilan.

Bungkac said the incident occurred around 7 p.m. Thursday in Sitio Nawasa, Barangay Maganda, Lamitan City.


He said Halik was closing his store when a gunman repeatedly shot the town official.

Halik was rushed and admitted to the Lamitan District Hospital for treatment.

Bungkac said responding policemen have recovered six spent shells from a .45-caliber pistol when they arrived at the crime scene.

An investigation is ongoing to determine the motive and establish the identity of the gunman, he said.

Lt. Gen. Greg Almerol, commander of the Eastern Mindanao Command (Eastmincom), lauded on Friday the combined efforts of the military, police, former rebels, and the local government units in clearing the remnants of the communist New People’s Army Sub-Regional Committee 5 (NPA-SRC5).

The Eastmincom statement came after various NPA members who were former students of the so-called “lumad schools” and its underground mass organization supporters continued to surface and scrap the local communist armed struggle.

On February 28, a total of 206 indigenous individuals here who were members of various NPA front groups surrendered and declared "pagsalikway" or rejection of the Communist Party of the Philippines (CPP)-NPA in a ceremony at the Balimba Hills, Sitio JBL, Barangay Sto. Niño in Talaingod, Davao del Norte.

The surrenderers included eight members of the NPA Sub-Regional Guerrilla Unit (SRGU)/Sub-Regional Committee (SRC) 5; Bakwits - five; Militiang Bayan (MB) – six; Komiteng Rebolusyonaryo sa Munisipal (KRM) - four, Komiteng Rebolusyonaryo sa Baryo (KRB) – 168, and Salugpungan teachers and students - 15.


"This is yet another testament of the effectiveness of President Rodrigo Duterte's Executive Order 70 which institutionalized the whole-of-nation approach. The SRC5, which is considered the most active SRC unit of the NPA in the country, is now demolished,” Almerol said.

“We owe this not only to our security forces but also to our civilian counterparts and local leaders who equally contributed finally ending the local communist armed conflict," he added.

Almerol pointed out that the recent mass surrender was made more significant by the submission of former Salugpungan students and teachers.

“This gave us another proof that, indeed, there is an underground activity in these fake lumad schools. The NPA lured our IP children to the terrorist movement, whose only desire is to be educated but were instead radicalized by their teachers," Almerol said.

He added that the surrenderers revealed that the sustained focus military operations led to the collapse of the SRC5.

Before the mass surrender, former high-ranking members of the SRC5, Southern Mindanao Regional Command (SMRC) led by Ida Marie Montero alias Mandy yielded to the 1003rd Brigade on January 13 this year.

She encouraged her former comrades to return to the folds of the law and support the government.

"The cooperation of alias Mandy and other former rebels who previously encouraged their comrades to turn in, as well as provided our troops with valuable information on their whereabouts, allowed us to locate all remnants of SCR5 and finally convinced them to surrender," Almerol said.

He also called on the remaining members of the NPA groups in Eastern Mindanao to surrender.

"Your former comrades who are now at the side of our government are proof that they are now living with freedom after they chose to yield. It is high time for you to follow in their footsteps, and not those who chose to die for a failed cause,” Almerol said.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

The Philippine Army in Eastern Visayas is hopeful that the next president of the country will continue implementing development initiatives of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to sustain gains in wiping out insurgency.

Major Gen. Edgardo De Leon, commander of the Army’s 8th Infantry Division, said on Friday the NTF-ELCAC continuation by the next administration means that the Barangay Development Program (BDP) will also continue.

The military official said through the BDP-funded projects, communities will be empowered to reject the ideology of the Communist Party of the Philippines- New People's Army-National Democratic Front (CPP-NPA-NDF).


In Eastern Visayas, there are over 200 previously conflict-stricken villages identified as BDP recipients.

The BDP is a flagship program of NTF-ELCAC to address insurgency by bringing sustainable solutions and basic services to communities in need of projects such as farm-to-market roads, water and sanitation systems, health stations, school buildings, electrification, assistance to poor families, and agricultural and livelihood training assistance.

It is directed to the sustainable rehabilitation and development of 822 barangays formerly established as guerilla fronts of the CPP-NPA-NDF.

"We are waiting who among the presidential aspirants will continue the NTF-ELCAC. We encourage voters to examine the stands of these candidates on issues related to insurgency,” De Leon said in an interview.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

The Armed Forces of the Philippines (AFP) on Friday announced that President Rodrigo R. Duterte has approved new designations and promotions of several military generals, flag and senior officers.

In a statement, the AFP said Rear Admiral Antonio Palces, the current AFP deputy chief of staff for education and training (J-8) was designated effective as the new Philippine Navy vice commander effective February 21, taking over the position vacated by Philippine Marine Corps commandant Maj. Gen. Nestor Herico.

Meanwhile, Air Force Maj. Gen. Nesto Florente Rayos will take over the helm of the Air Education, Training, and Doctrine Command effective March 12.

He is set to relinquish his current post as Air Combat Command chief to Maj. Gen. Edward Libago, the current commander of the Air Force Reserve Command.

The President also approved the designation of Brig. Gen. Zosimo Oliveros as the new assistant division commander of the 8th Infantry Division effective March 2. He is the current commander of the 802nd Infantry Brigade.

Meanwhile, the AFP General Headquarters and Headquarters Service Command is also set to have its new commander, Brig. Gen. Ferdinand S. Razalan, effective April 11.

Razalan is the current AFP assistant deputy chief-of-staff for reservist and retiree affairs. Brig. Gen. Eduardo Gubat, 603rd Infantry Brigade head, will also assume as the assistant division commander of the 6th Infantry Division starting April 16.

Marine Col. Doroteo Jose Jalandoni was designated as the assistant deputy chief-of-staff for intelligence effective March 2.

Navy Capt. Alan Javier, the current deputy commander for fleet operations of Naval Forces Western Mindanao, was also designated as the commander of Naval Forces West effective March 2.


In a separate document from Malacanang, the President approved the ad-interim appointment of several AFP senior officers.

Brig. Gen. Ignatius Patrimonio, Joint Task Force Sulu commander, was promoted to the rank of Major General effective February 17.

Navy Capt. Francisco Tagamolila Jr., Naval Forces Northern Luzon chief, was promoted to the rank of Commodore while Col. Consolito Yecla, commander of 1003rd Brigade, and Col. Marvin L. Licudine, AFP Peace and Development Office head, were promoted to the rank of Brigadier General effective February 14.
