CAMP GENERAL MATEO CAPINPIN, Tanay, Rizal -- Government troops overran an encampment of New People's Army (NPA) rebels following an encounter in Barangay Calumpit, Lobo, Batangas early Sunday.

In a report reaching the Army’s 2nd Infantry ‘Jungle Fighter” Division (2ID) camp here, Lt. Col. Jonathan S. Manio, Commanding Officer of the 1st Infantry Battalion (1IB), said their troops chanced upon the NPA encampment while conducting combat operations based on reports from concerned citizens on the presence of NPA members in the area who are collecting food and extorting money from residents.

At around 5:45 a.m., a 10-minute clash ensued between troops and around 20 armed rebels.


No one was hurt on the government side, while an undetermined number of casualties from the enemies were reported based on the traces of bloodstains at the encounter site.

The troops said the enemies brought along their wounded comrades while escaping.

The pursuing government troops then overran the enemy’s temporary encampment dotted with 30 makeshift tents and recovered cellular phones, backpacks, ammunition and magazines for .45-caliber pistol, subversive documents and three Improvised Explosive Devices (IEDs).

Manio added that the NPA remnants were believed to be led by alias Salma/Mulan of Sub-Regional Military Area 4-C, Southern Tagalog Regional Party Committee operating in Batangas and Cavite.

“They were also the same group encountered by our soldiers in Sitio Coloconto, Barangy Bulsa in San Juan, Batangas on July 31 this year where an NPA member was killed,” Manio said.

After the clash, government troops retrieved firearms, improvised explosive devices and subversive documents from the enemies.

As part of his operational jurisdiction over the Calabarzon Region, Brig. Gen. Arnulfo Marcelo B. Burgos Jr. AFP, Commander of the 202nd Infantry (UNIFIER) Brigade, assessed that the 1IB troops has preempted the state enemies’ plans to sabotage government and business establishments in the area due to the recovered IEDs following Sunday morning’s clash.

He added that the insurgency in Batangas is now on the verge of collapse after this latest encounter and the NPAs’ numerous setbacks and casualties from the previous encounters with the government troops.

“And just recently, 13 of their former comrades surrendered to the government which indicates they no longer enjoy the support of the masses,” Burgos said.

Meanwhile, Maj. Gen. Rhoderick M. Parayno, 2nd Infantry Division (2ID) Commander, said “the government troops are in high spirits after information reports are voluntarily given by community residents.”

“We are encouraged by these developments. Our last five encounters are all coming from reports passed to us by barangay residents. They have realized that the NPAs are plain bandits nowadays,” he said.

As of this posting, authorities have intensified checkpoints while government troops continue their pursuit operations against the rebels.

BACOLOD CITY -- The Philippine Army’s 303rd Infantry Brigade assailed urban poor group Kalipunan ng Damayang Mahihirap (Kadamay)-Negros for occupying the housing site for uniformed personnel in Barangay Felisa here on August 30-31.

Capt. Ruel Llanes, spokesperson of the 303rd Brigade based in Murcia, Negros Occidental, in a press statement on Saturday, called the group “mang-aagaw” or house grabbers.

At least a thousand informal settlers, including young children and babies, from various barangays in Bacolod arrived at Ciudad Felisa on Thursday morning and camped out overnight until they were ordered to leave by the National Housing Authority (NHA) on Friday afternoon.

The group was led by Berlita Ante, secretary-general of Kadamay-Negros, and leaders of allied militant organizations.


They cited Joint Resolution No. 2 signed by President Rodrigo Duterte on May 9, authorizing the NHA to award the unoccupied housing units of uniformed personnel to qualified beneficiaries, as the reason for their action.

However, all the 1,498 housing units of Ciudad Felisa, an Armed Forces of the Philippines/Philippine National Police (AFP/PNP) housing project, have already been awarded to soldiers, police, firefighters and jail personnel.

The site has been completed in 2015, but still has no electricity and water supply.

Llanes said occupying a government housing site is a “normal scheme” of Kadamay. They would gather homeless families to demand for houses and once the housing units are awarded to them, they would sell it, he added.

He added thay organizers would extort money from informal settlers, and because of the deceit and abuse, about 300 members had already left Kadamay.

Llanes also scored the urban poor group for their apparent connivance with the New People’s Army after JB Regalado, spokesperson of the rebel group’s Leonardo Panaligan Command, issued a press statement praising Kadamay-Negros’ move of occupying the government housing site in Barangay Felisa.

COTABATO CITY (2nd Update) — An explosion rocked anew the Sultan Kudarat town of Isulan Sunday evening, killing one person, a report from the Police Regional Office 12 said.

Police Supt. Aldrin Gonzales. PRO-12 spokesperson, said the explosion took place around 7:28 p.m. in front of an Internet café in Barangay Kalawag 2.


Gonzales said at least eight victims, many of whom sustained leg injuries, were rushed to the Sultan Kudarat Provincial Hospital. He identified the fatality as 18-year old Jan Mark Palencia Luda, a resident of the neighboring Bagumbayan town, Sultan Kudarat.

A report from the Isulan Municipal Disaster Risk Reduction and Management Office (MDRRMO), however, put the number of injured persons to 14 and at least one dead.

Police Scene of the Crime Operation investigators are now inspecting the blast site as of this posting, Gonzales added.

On August 28, three persons were killed while 36 others were injured when a bomb exploded at a line of second-hand clothing stalls in Barangay Kalawag while the town was celebrating its foundation anniversary and Hamungaya festival.

Activities related to founding anniversary were immediately canceled following the blast.

Police recently released a computerized cartographic sketch of a bomb suspect in connection with the Aug. 28 incident but have yet to make an arrest.

Sultan Kudarat Gov. Pax Mangudadatu has offered P1 million reward for any information leading to the arrest of the August 28 bombing suspects.

LEGAZPI CITY -- Two rescue speedboats of the Philippine Army and Philippine Coast Guard were damaged when an improvised explosive device, set up by still unidentified suspects near the Coast Guard office, exploded at the Masbate City Port in Bapor Village, Masbate City, Masbate Monday morning.

Chief Insp. Maria Luisa Calubaquib, spokesperson of the Police Regional Office 5 (Bicol) said no injury was reported.

At around 12:30 a.m. Monday, a loud explosion from the port area was heard by residents in the village, she added.

This was the second time an improvised explosive device (IED) exploded in the port area of Masbate City. Last August 2, an IED also exploded in the area and damaged two motor boats owned by fishermen.

Masbate City Police headed by Chief of Police Supt. Paul Cabug immediately went to the area to probe the incident.

Police discovered that the Army's 25-footer rescue speedboat made of fiber glass and Coast Guard's 25 footer rescue aluminum speedboat and their engines were partially damaged by the explosion.

The speedboats were anchored just near the coast guard station at Masbate's port area.

Recovered from the blast were orange PVC pipes, which are believed to be part of the IED, and scattered parts of the speedboats.

Calubaquib said police probers are conducting an in-depth investigation into the explosion and the motive of the suspects.

NPA eyed behind blast

Army Capt. Joash Pramis, Army’s Infantry Division public affairs chief said in a phone interview on Monday that security measures would have to be stepped up following the explosion.

“Security efforts would be heightened in close coordination with other government units to preempt and prevent similar incident to take place in the future,” Pramis said.

Pramis said initial investigation showed the explosion could be connected to the first incident last August 2 since the same type of IED was planted at the port, causing damage to the vessels.

Pramis believed that members of the New People’s Army (NPA) were responsible for the planting of the IED to sow fear and also as a retaliatory tactic against government forces.

"I am putting the blame on the NPA since they are the only group that uses improvised explosive devices in their initiated attacks on government facilities and personnel," Pramis said.

He said the NPA operating in the island-province recently carried out a series of attacks by planting IEDs and initiating ambuscades that claimed the lives of a number of policemen, soldiers and civilians.

ISULAN, Sultan Kudarat – The town mayor here has ordered the suspension of classes in all levels following a bomb explosion Sunday evening inside a an Internet café.

"Be watchful, calm, and vigilant," Mayor Marites Pallasigue addressed town constituents over a local radio station.

“As a precautionary measure, I declare the suspension of classes on all levels in all public and private schools...elementary to college,” she said. "I ask all people to cooperate with authorities," Pallasigue added.

The blast killed one person and wounded 14 others as it exploded inside Internet café at the corner of Valencia and Valdez Streets, Barangay Kalawag 2.

Killed while undergoing treatment at the Sultan Kudarat Hospital was Jan Mark Palencia Luda, 18, a freshman student of Sultan Kudarat State University and resident of neighboring Barangay Biwang, Bagumbayan town.

Those admitted to various hospitals following the blast were Timothy John Pequerda, 5; Fred Casamayor Jr., 14; Maridun Luda, 15; Mocoy Gerson, 27; Dave Bryan Leliza, 26; Raymart Agac-ac, 22; Ijean Allaga Pequerda, 36; Juan Letrero, John Rowe Kinazo, and Joshua Sublingo.

Victims Kyle Solis, 14, and Paul Letrero, 15, were already sent home after sustaining slight injuries.

Military bomb ordinance disposal personnel deactivated a second bomb found at the blast site.

Sunday’s blast came five days after the August 28 bomb attack along rows of used clothing stalls in Barangay Kalawag 3 here that left three killed persons and injured 36 others.

Police Supt. Aldrin Gonzales, speaking for the police in Region 12, could not say if the two incidents were related. He said an investigation is ongoing.

Isabela City- Officials and supporters of United Bangsamoro Justice Party (UBJP), the official regional party of the Moro Islamic Liberation Front (MILF)-Basilan Chapter held a motorcade along the circumferential road on August 26, 2018 on the Bangsamoro Organic Law (BOL).

Sakib J. Abdalul one of the organizers said, "The objectives of this activity are for peace, harmony and tolerance to prevail over prejudice, and violent-conflicts being carried out by extremist groups".

The mistrust still exists between Moro and non-Moros with the bitter memories still entrenched in their minds, he said.

With the ratification of the BOL we will achieve peace and harmony, Abdalul added.

In an interview with one of the participants Basit A. Malun who was on board in his XRM 125 Motorbike with his wife from Sumisip, he said, " As a farmer we come here at our own expenses just to join this event to show our strong support for the ratification of the BOL. I strongly believed the Bangsamoro government can uplift the living conditions of the Bangsamoro especially the indigent groups like farmers and fisherfolks, "he added.

Thousands of participants joined the event including fisherfolks, farmers, women and many others. The event started moving at 6:00AM from Maluso municipality south-western part of the province towards east coast of Sumisip, and went further east of Ungkaya Pukan and Tipo-Tipo.

The convoy continued moving towards east-north of Tuburan then turned left, and moved further towards Lamitan.

From Lamitan, they headed north-west to Isabela City. When the convoy was about to enter Isabela City, they were stopped at the check point in Barangay Baluno around 11AM by an Army officer who confiscated the permit from the CCCH. The participants were stranded for almost an hour at the military checkpoint.

It was found out that there were lapses on the part of GPH- CCCH as they failed to inform the Brigade commander in Basilan about the motorcade despite a request letter for permit sent a long time ago.

Some of the participants became emotional but with resilience to pursue the peace caravan, they remained persevere. They entered Isabela City when the barricade was opened, moved towards Lantawan Municipality then further down south to Maluso where the convoy started.

Despite the incident at the military checkpoint, the activity was generally peaceful and successful. The participants were happy and in high morale, with high hopes and prayers that yes votes will win in Isabela City, and Basilan during the ratification of the BOL few months from now.

The Government of the Philippines through the Office of the Presidential Adviser on Peace Process (OPAPP) and the Moro Islamic Liberation Front (MILF) Joint Communications Committee (OPAPP - MILF JCC) conducted a workshop with the Civil Society Organizations’ Leaders of Western Mindanao on the common messaging for the campaign in the coming plebiscite for the ratification of Bangsamoro Organic Law ( BOL ) held at Ever O Hotel , Zamboanga City on August 24, 2018.

The said activity was participated by 30 key sectoral leaders from the Island provinces of Basilan, Sulu and Tawi - Tawi (BASULTA).

The Government JCC was represented by Dir. Christian Guiller Obmerga , Head of Communication and Public Affairs Unit of OPAPP and Darwin Wally Wee also of OPAPP, while on the part MILF JCC , it was represented by Abdullah P. Salik Jr., Datuan Magon Jr. and Juckra Abdulmalik.

Atty. Lanang T. Ali Jr., Legal Consultant of the MILF Peace Implementing Panel discussed the milestone of the GPH - MILF Peace Process and oriented the participants on the salient points of R.A. 11054 known as Bangsamoro Organic Law (BOL).

During the workshop proper the Tumpukan Bangsa Sama of Tawi-tawi raised the importance of having a Sama representation in the proposed Bangsamoro parliament considering that they do not have any representation in the current Bangsamoro Transition Commission (BTC).

Simulation exercises was also conducted by the participants on how to answer queries and clarifications on the provisions of the Bangsamoro Organic Law.

At the end of the activity, all sectoral leaders representing their own respective organizations committed to campaign hard for yes vote in the coming plebiscite and understand fully well the consequences of not supporting the same.

JOLO SULU -- About two-hundred eighty students of Sulu National High School (SNHS) who are victims of the blaze in Jolo last July 24 that gutted hundreds of houses received school supplies/relief items such as Bags, Notebooks, Pens and hygiene kits from the United Youth for Peace and Development (UNYPAD) on Tuesday.
The relief operation was conducted by UNYPAD’s Western Mindanao Coordinator Mr. Zulfhikar Samsaraji and assisted by Mr. Tirso Tahir of Bangsamoro Leadership and Management Institute (BLMI) in distributing the relief items to students at the SNHS campus.

About 3,848 households became victims of the largest blaze in Jolo in recent history according to Jolo Municipal Disaster Management and Risk Reduction Officer.

Mr. Muktar H. Alan, a SNHS teacher and DDRM focal person introduced the visiting Officers and their noble purpose to the students and school faculty.

In his message, Brother Benhar Agga, UNYPAD member that teaches at the SNHS mentioned message of encouragement and briefly informed the attending students about UNYPAD’s mission for the youth.

Another message of encouragement was also delivered by Brother Zulfhikar of UNYPAD who expressed his profoundest gratitude to SNHS School Principal Ma’am Hadja Dulling S, Pintasan, also to SPP-1, SNHS Teachers for facilitating the program; to the students for their warm welcome.

He appealed to the students to value education and prioritize it over other things.

He also encouraged them to study Arabic Education in parallel with secular education. He stressed that it is only education that can guarantee their brighter future, hoping someday they will become successful professionals and responsive leaders in their communities.

In her message, Ma’am Pintasan, in behalf of SNHS conveyed her thanks to UNYPAD and the BLMI officer for the relief/school supplies extended to the fire-affected students.

The Moro Islamic Liberation Front (MILF)-Northern Sulu Provincial Committee under Chairman Abdulmotalib Ismi conducted a General Meeting for the activation of their members from Barangay Committees to Municipal Committees held at Tanjung , Indanan, Sulu on August 25, 2018.

The said meeting was attended by 150 participants from different Barangays and Municipalities of Northern Sulu including 8 MILF line agencies.

Chairman Ismi appealed to his constituents to work hard for the ratification of the Bangsamoro Organic Law (BOL) by maximizing registration including their clans and families with the COMELEC.

" Our unconditional support for Bangsamoro Organic Law should be translated into a YES votes in the upcoming plebiscite," he added.

SWC Chairperson of Northern Sulu, Sitti Ruaida Imran Ismi talked about the importance of updating the population census and political mapping for the coming plebiscite to ratify R.A. 11054 or BOL.

MILF: Register and ratify BOL

It is final, there will be a special registrations on September 11, 12, and 13 in several places in the proposed Bangsamoro territory. These are intended for members of the MILF who have not registered or failed to vote during previous elections due to the “hands-off” policy on elections pursued by the MILF.
But this time, after the passage of the Bangsamoro Organic Law (BOL), members of the MILF are duty bound to register and vote for yes, which is a requirement for the ratification of the BOL. Without this ratification, the BOL will not become a full law that is final and executory. Worse, non-ratification will mean the uncertainty that prevailed before in conflict affected areas will return.

According to information from the Commission on Elections (COMELEC) in Manila, special registration sites are located in Darapanan, the main administration headquarters of the MILF, in Sultan Kudarat, Maguindanao, in Butig, Lanao Del Sur, Isabela in Basilan, Midsayap in North Cotabato, Cotabato City, Sulu, Tawi-Tawi, Midsayap in North Cotabato, and in Lanao Del Norte.

This special registration is part of the agreement of the government and MILF, contained in the Framework Agreement on the Bangsamoro (FAB) and Comprehensive Agreement on the Bangsamoro (CAB). It is also provided for in the Bangsamoro Organic Law (BOL) that such special registration for members of the MILF has to be undertaken.


Interestingly, this early the response of the people is overwhelmingly positive for ratification of the BOL. Mock plebiscites were conducted during gatherings of people in many places in Mindanao. Results were unanimous and universal in favour of the yes votes. In fact, local government executives of Lanao Del Sur had already expressed their commitment to support the BOL. Similarly, local government executives of Tawi-Tawi and Basilan are reported to have the same intensity of commitments. Maguindanao, the bailiwick of the MILF, will resoundingly vote yes, early report indicated. Only in Sulu that signs for yes are still hazy, although there is an emerging critical mass of voters who will campaign and vote yes comes plebiscite day in January next year.

As repeatedly asserted, the BOL is not a political issue. It is not about pitting one candidate against another. It is about peace, justice, and solving the Moro Question once and for all. It is about the interests of the Bangsamoro, not the selfish interest of anyone. The BOL is a hard-earned piece of legislation, years after years of bloody armed confrontations and hard, harsh, and protracted negotiations that cost the lives of 150,000 soldiers, MNLF, MILF, and civilians.

God willing! The BOL will bring forth good tidings to our people after they suffered from almost 50 years of brutal conflict. If this golden and rare opportunity is missed, we don’t know when will this presents itself again. Maybe after another century, or maybe no more, or maybe the curse of war will return to the land. God forbid!

We hope no one will stand on the way that impedes its ratification. We are optimistic that those leaders who initially showed disinterest in BOL will ultimately change their minds for the better. After all, what can they get in opposing the BOL? Nothing, except curses of people.

The NDFP-Mt. Sierra Madre-Southern Tagalog congratulates all NPA Units, with their red fighters and commanders, operating in Sierra Madre Mountain Ranges including NAAC-NPA-Rizal and AMC-NPA-Quezon in their successful counter-offensive against fascist and mercenary AFP troops and punitive actions against mining companies involved in massive destruction of environment.

From July 21, 2018 to August 13, 2018, NPA units in Sierra Madre launched counter offensive against rampaging mercenary AFP and PNP troops wreaking havoc on the lives and livelihood of farmers, settlers and members of Dumagat and Remontado tribes in the provinces of Rizal and Quezon. The following are the successful NPA actions:

July 21, 2018 – A 3-man snipers team from NPA-Quezon conducted a sniping operation at exactly 7:AM against the COPD team from 92nd IB-PA who were conducting phsycological warfare against the Dumagat and Remontado tribesmen living in Sitio Pulang Lupa, Umiray, General Nakar, Quezon. A mercenary government soldier was seriously wounded. The said soldier eventually died.

July 22, 2018 – Another 3-man snipers team from NPA-Quezon shot and killed a mercenary government soldier from 92nd IB-PA at 4:30PM who were encamped inside the Barangay Hall in Brgy. Umiray, General Nakar, Quezon. The said soldier was part of the mercenary troops scouring the mountain villages of Gen. Nakar, Quezon for members of NPA. After failing, they turned their ire on the farmers and members of Dumagat and Remontado tribesmen whom they suspect as supporters and sympthizers of NPA.

July 28, 2018 – A member of 59th IB-PA was shot and killed by snipers from NPA-Rizal at 7:30AM in Barangay Sta Inez, Tanay, Rizal. The said mercenary government soldiers were part of the fascists members of AFP which is known for terrorizing the farmers and Dumagat and Remontado tribesmen who were protesting against the construction of Laiban Dam.

July 30, 2018 – Two (2) members of the fascist and mercenary AFP troops belonging to the 80th IB-PA were seriously injured while their military vehicle destroyed by a command-detonated land mine planted by NPA-Rizal in Sitio Tanza 2, San Jose, Antipolo City, Rizal at 9:30 AM.

August 12, 2018 – A platoon of NPA-Rizal troops successfully conducted the punitive action against Monterock Corporation, a quarrying company engaged in destructive mining operation in Brgy. Guitnang Bayan 2, San Mateo, Rizal. This company has been long blamed as one of the causes of floodings in San Mateo and nearby towns and cities including Marikina City. The NPA successfully enforced the decision to close down Monterock Corporation for blatantly violating the policies and rules of the Peoples’ Democratic Government governing business companies operating in revolutionary territory including the policy on workers protection, people’s welfare, and protection of the environment. The NPA confiscated and destroyed company properties including 8 dump trucks, 2 bulldozers, 2 payloaders, 4 backhoes, 4 company vans and other office equipments so that it will nots be used anymore to destroy the mountains and environment. The NPA forces also confiscated five (5) firearms, including 2 factory made shotguns with bullets and three (3) cal. 38 pistols with bullets and five ICOM radios.

The punitive action was done after series of warnings by the NPA to the company were continuously disregarded. For more than a year, the company was advised to follow the CPP-NPA policies and rules for the protection of the environment and the welfare of the people affected by the quarrying operation. But, the company owners refused to heed the advice, even bragging that they are well protected by the mercenary AFP and PNP forces. True enough, the mercenary AFP and PNP forces are now inside the MonteRock compound to protect those who are guilty of environment destruction but only after it was successfully closed and destroyed by NPA forces.

August 13, 2018 – A company of soldier belonging to the 80th IB-PA was harrassed by a 5-man team from NPA-Quezon in Sitio Sari, Lumutan, General Nakar, Quezon at exactly 1:16PM. The harrassment operation resulted to the killing of 2 soldier and 2 seriously wounded from the fascists and mercenary AFP troops while the NPA forces suffered no casualties.

Late in the afternoon on this date, another government soldier belonging to the mercenary 1st IB-PA was shot and killed in a sniping operation by NPA-Quezon Sniper in Barangay Cagsiay II, Mauban, Quezon. The said soldier was killed while rendering service and protecting the interest of the capitalist owner of Marcbuilt Construction Corporation, who is being accused by the people of Laguna and Quezon of landgrabbing their lands.

These counter offensive actions of the NPA in Sierra Madre are clear proof that the mercenary AFP troops of the fascist US-Duterte Regime is not winning in their campaign to crush the revolutionary forces. Even in San Mateo, Rizal, hometown of Gen. Eduardo Año, the current DILG Secretary, the AFP and PNP could not stop the NPA operations against companies involved in destructive mining. The punitive action against Monterock Corporation only means that the NPA will continue to implement the rules and policies of the revolutionary government in its covered territory.

The objective of the US-Duterte Regime in cancelling the peace talks between the Government of the Republic of the Philipines (GRP) and the CPP-NPA-NDFP is to force the revolutionary movement to surrender. The Duterte regime thinks it can defeat militarily the NPA by year-end of 2018 by using all his military firepower and strength in its arsenal. But, it’s just a wishful thinking on their part. They know that it is impossible because the people supports and cherishes the New People’s Army and regard them as their true army while the AFP and PNP forces are scorned by the people. Even with the superior strength and high-tech weaponry of his mercenary AFP and the PNP troops, the US-Duterte Regime could not defeat the NPA that truly serves the interest of the Filipino people. They are mere paper tigers that could not defeat the valiant NPA red fighters and commanders who are selflessly giving their lives to defend the interest of the Filipino people.

The US-Duterte Regime will not defeat the revolutionary movement. His counter-insurgency plan DSSP Kapayaapan is doomed to fail. It will suffer the same fate as the failed counter-insurgency plans of the Duterte government’s predecessors. The NPA will continue to gain strength while the US-Duterte Regime will face mounting protests of the people until he is ousted. He will suffer the same fate of his idol, the fascist dictator Marcos who was ousted by people power.

The NDFP-Sierra Madre calls on all NPA units operating in Sierra Madre Mountain Ranges to contininue its noble mission to serve and protect the Filipino people. They must continue to launch tactical offensive as self-defense against enemy attack and to weaken the reactionary regime to its core. The NPA must always act to uphold the rights and interests of the people in accordance with the policies and program of the People’s Democratic Government led by CPP-NPA-NDFP.

Ang pagpili ni Duterte kay CJ Teresita de Castro bilang punong mahistrado ng reaksyunaryong Korte Suprema ay pagbabayad ng utang na loob at pagbibigay pabuya ni Duterte kay de Castro sa kanyang susing papel sa pagpapatalsik kay CJ Sereno. Walang kahihiyang ginawa ito sa kabila na nakatakda nang magretiro si de Castro sa darating na Oktubre at sa gayon ay 41 araw na lamang ang itatagal nito bilang Chief Justice ng Korte Suprema. Ito ang isa sa pinakahuling patunay sa pag-iral ng bulok na pulitika ng patronahe na pinaiiral ng mga burukratang kapitalista tulad ni Duterte, Macapagal-Arroyo at Marcos.

The Apolinario Gatmaitan Command-New People’s Army Regional Command has received intelligence from reliable sources within the Armed Forces of the Philippines (AFP) that Balikatan military exercises will take place this October 2018 in the southern towns of Negros Occidental (most likely in the upland neighboring barangays of Hinobaan, Candoni, Ilog up to the Sipalay City boundary). According to NPA units on the ground preparations for the military exercises has already started. In fact, the 87th Reconnaissance Company is already in San Rafael, Hinobaan on special mission to assist the Balikatan.

According to our reliable sources, the upcoming military exercises will focus on artillery firing. Thus, at present, the AFP is scouting for open areas especially to serve as firing range. This gravely endangers residents and will heavily affect the environment. We are reminded of Oplan Thunderbolt in the late 80’s and the severe damage and terror it brought the people. Thousands evacuated after bombings hit their homes and farms. Negros’ virgin forests also fell victim to the destruction brought by the military fascist campaign.

Extensive and drawn-out military operations of the 15th Infantry Battalion (IB) of the Philippine Army in Hinobaan, Ilog, Candoni and Sipalay City of Negros Occidental and Basay, Negros Oriental serve as preparation and support for Balikatan. The residents of the said towns especially in upland barangays are suffering from widespread human rights violations and serious inconvenience to their livelihood. Just recently, in combat operations conducted by the 15th IB, they have declared to residents specifically in the sitios of barangays Damutan, Sangke and Asia in Hinobaan and Pinggot in Ilog to vacate and destroy their houses located in remote areas and transfer to sitio or barrio centers.

The upcoming Balikatan military exercises is additional proof of how toothless the US-Duterte regime is in defending national sovereignty and its own people. In contrast, it sharpens US military intervention on Philippine affairs and intimidates the Filipino people against standing up to Duterte’s “strong-man” government.

The Duterte regime is blatantly pro-war and anti-people. Instead of giving focus on alleviating the conditions especially of the millions of Filipino poor-the farmers, fisherfolks, workers and urban poor-afflicted by the effects of the Tax Reform for Acceleration and Inclusion (TRAIN) Law and the rising inflation, it allocated P300B for the Revised AFP Modernization Program in order to procure howitzers, multiple launch rocket systems, armored recovery vehicles, multi-role fighters, radars, various types of helicopters, ships, submarines, amphibious assault vehicles, unmanned aerial systems, missile systems, among others.

Duterte’s priorities in favor of military operations and exercises are cowardly acts to preserve the interests of his regime and the ruling system of big compradors and land lords servile to US imperialism and increase the source of his corruption.

The Apolinario Gatmaitan Command calls on the Negrosanons to be on your guard and oppose and expose the military exercises and intensifying military operations of the 303rd Brigade and its battalions. Defeat Duterte’s “strong-man” rule by prevailing over the culture of fear, terror and impunity. It calls on the Negros media to delve on this matter and expose the maneuvers and gross violations of the AFP and PNP to the public.

To all NPA guerrilla front commands in Negros Island, continue to protect the Negrosanons from massive militarization perpetuated by elements of the AFP and PNP. Duterte may be seriously sick physically and mentally. But he can still walk and give orders to his minions. While still alive, he is capable of doing a lot of malicious mischief and inflicting social disaster on the Filipino people.

For instance, he has created a caretaker committee headed by Inday Sara to rule the country, instead of letting his constitutional successor serve as caretaker, while he is out on one more expensive tour cum medical treatment in Israel.

He and his co-conspirators are still hell-bent on carrying out a discernibly four-stage plot of establishing a fascist dictatorship ala Marcos and imposing it on the people. Duterte himself has on various occasions volubly indicated these four stages:
  • Stage 1. Proclamation of martial law nationwide as a result of supposed bombing incidents ascribed to the Islamic State and NPA tactical offensives.
  • Stage 2. Duterte´s “revolutionary government,” which is actually a counter-revolutionary coup against the 1987 Constitution under the pretext of a counter-coup against an imaginary or real US CIA coup in favor of the opposition.
  • Stage 3. Due to stages 1 and 2 above, effective control of the results of the May 2019 elections to ensure charter change through the needed majority in both houses of Congress.
  • Stage 4. Charter change to federalism as façade for fascist
    dictatorship.

The National Democratic Front-Eastern Visayas today slammed Government of the Republic of the Philippines President Rodrigo Duterte as a traitor for demanding the return of the Balangiga Bells as a condition to buy US arms for use against the Filipino people in his “counterinsurgency” campaign.

Fr. Santiago “Ka Sanny” Salas, NDF-EV spokesperson, said Duterte’s statement “is not only an insult to the memory of the people’s uprising in Balangiga against the US war of aggression to colonize the Philippines, but also treasonous for conniving with a foreign power against the Filipino people in the ongoing civil war.”

The NDF-EV spokesperson said, “GRP President Duterte sometimes pretends to be a patriot standing up to the US when he is in fact just a puppet playing with the strings of his master. He has been most compliant to US imperialist violations of national sovereignty, such as together with China in the West Philippine Sea. There is also his obtaining US military assistance, such as the use of drones, in his all-out wars against the Moro people and the New People’s Army that have turned Marawi City and other parts of Mindanao into modern versions of Samar’s “howling wilderness” in 1901. Pretending sometimes to be against the US but deferring mainly to it, Duterte is not averse to Russia and China only as a supplicant for more sources of foreign borrowing in an increasingly multipolar world.

“Duterte on the issue of the Balangiga Bells in the final analysis speaks as a minion of US imperialism. After all his tirades, he and his master remain united in ‘counterinsurgency’ or the pacification of the Filipino people’s continuing struggle for national freedom and democracy. He disingenuously makes a gambit of demanding the return of the Balangiga Bells for the sake of ‘counterinsurgency’ to seem patriotic, when in truth he and his armed forces carry on the mercenary tradition to US imperialism in an unjust war against the unfinished struggle of the Filipino people for national freedom and democracy. It is also plain that Duterte’s citing of the Balangiga Bells to buy US weapons is sounding the death knell for the peace talks.”

Fr. Salas concluded that, “Filipino patriots and their friends and supporters here and in the United States have long sought the return of the Balangiga Bells, a campaign with which NDF-EV is in solidarity. It is well if the Balangiga Bells will be returned to address in a symbolic manner the historical grievance of the brutal colonization of the Philippines from 1899-1946 by US imperialism. Even today, the bells remain iconic of the continuing captive state of the country as a neocolony of US imperialism run by a succession of its puppet regimes under the most stultifying political, economic, military and cultural ties.

“In contrast to the banalities of the US government and the GRP, returning the bells will be a tribute to the efforts of the Filipino people and the American people who have been one in anti-colonial and anti-imperialist solidarity ever since, such as that expressed by Mark Twain and the Anti-Imperialist League. They reject the past and present crimes of empire and uphold national freedom and democracy for the Philippines. Together with the freedom-loving Americans and Filipinos, we look forward to the return of the Balangiga Bells to toll once more the continuing struggle of the Filipino people to be free.

‘If to be terrorist is to systematically use armed violence against civilians and other non-combatants, then it is Duterte and his fascist forces who answer to this name. ‘

Rodrigo Duterte has recently threatened to unleash his military’s air power against the New People’s Army (NPA), dismissing the possibility of civilian casualties as “part of the territory.” On August 27, his soldiers launched an aerial strike near a Lumad school in Talaingod, Davao del Norte while students were playing outside of their classrooms.

It was not the first time for Duterte to declare his contempt for the rights, welfare and safety of civilians. He had earlier ordered aerial bombings to “level the hills” and threatened to bomb the Lumad schools.

In Marawi, he made good his threat of using deadly air strikes against his perceived enemies, razing the city to the ground and causing up to a thousand civilian casualties, according to independent sources.

Under Duterte, the human rights watchdog Karapatan has reported a total of 356,964 individuals victimized by aerial bombings and artillery attacks.

And yet, this brutal regime, whose two years in power have been called a calamity for human rights, dares to brand as terrorist the Communist Party of the Philippines (CPP) and NPA which are revolutionary organizations enjoying the people’s widespread support.

The CPP and NPA have been waging a legitimate social liberation movement against the oppressive and exploitative ruling system and have formally adhered to International Humanitarian Law (IHL) on the rules of war and especially on the protection of civilians and non-combatants.

Unlike the Duterte regime which has no qualms about targeting civilians, the NPA trains its weapons only at the state’s military, paramilitary and police forces and other armed groups utilized by the state to suppress the people.

The revolutionary forces led by the CPP have been advancing the interests of workers, the peasantry and other exploited and oppressed sectors. Through the National Democratic Front of the Philippines (NDFP), the revolutionary movement has put forward a comprehensive socio-economic reform program aimed at resolving mass poverty and creating sustained employment by way of genuine agrarian reform and national industrialization.

In vast areas of the countryside, the CPP and NPA provide venues for the exercise of democratic people’s power by organizing revolutionary mass organizations of peasants, women and the youth and setting up local organs of political power. They help eliminate usury, reduce exorbitant land rent and raise production and farmers’ incomes through revolutionary land reform. The NPA and the revolutionary mass organizations have also been instrumental in providing basic health care and literacy and numeracy training in areas severely neglected by the reactionary government.

The case filed by the Department of Justice in a Manila court last February to formally proscribe the CPP and NPA as “terrorist” organizations forms part of the regime’s attempt to strip the Philippine revolutionary movement of legitimacy and recognition as a national liberation movement, thereby denying it and any suspected revolutionary of their rights and protection under International Humanitarian Law and other instruments governing armed conflicts. At the same time, it is a desperate attempt by the Duterte regime to divert attention from its own sordid human rights record.

As soon as Duterte came to power, his death squads began a campaign of mass terror by killing suspected drug users and street-level pushers mostly in urban slums. His so-called war on drugs, which has already killed more than 25,000 people, has been been stepped up and is now being mounted with such ferocious regularity by “riding in tandem” vigilantes.

The Duterte regime’s campaign to vilify and criminalize the revolutionary movement deliberately involves the Red- and terror-tagging of legal organizations and activists, thereby casting a wide net of repression and murder. By Duterte’s second year as president, his fascist minions had killed 163 peasant and Lumad mass leaders and activists. Another 351 had become victims of frustrated extrajudicial killings. The Duterte regime is intent on intensifying the extrajudicial killings of political activists begun in 2003 under the Arroyo regime’s Oplan Lambat Laya.

Working hand in glove with Duterte’s death squads is the Inter-Agency Committee on Legal Action (IACoLA) formed last October. This agency, like its predecessor, the Inter-Agency Legal Action Group (IALAG) under Gloria Arroyo, specializes in manufacturing criminal cases against revolutionaries as well as progressive leaders and activists who are being linked to the CPP-NPA. To date, about a thousand mass leaders, activists and suspected members of the CPP and NPA nationwide have been slapped with trumped-up criminal cases, more than 700 of them under the Duterte regime. About 200 of the 503 political prisoners currently languishing in various detention centers across the country have been arrested by the Duterte regime on similarly fabricated, baseless and absurd charges.

By formally proscribing as terrorist the CPP and the NPA, the Duterte regime wants to cloak its escalating counterrevolutionary war with the mantle of legality. It wants to imbue with legitimacy the widespread political killings, illegal arrests and detention and attacks against civilians and other unarmed adversaries and strip the victims of all possible means of redress.

It is a desperate attempt to eliminate the strongest and most consistent oppositors of Duterte’s scheme to establish open fascist rule. Duterte’s desperation grows as the people’s resistance mounts not only against his rising tyranny but to spiralling inflation, low wages, deteriorating social services, onerous taxes, widespread contractualization, trade union repression, landgrabbing and expansion of land monopolies, and other burdens.

Pinaputokan ng isang yunit ng NPA sa ilalim ng Napoleon Tumagtang Command ang mga pinagsanib na tropa ng 61st IBPA at CAFGU sa sitio Butuan, Igcabugao, Igbaras, Iloilo, bandang 3:30 hapon ng Agosto 29, 2018. Natamaan ang isang tropa ng kaaway, at hindi sadyang nasugatan din ang kanilang kasabay na isang sibilyan.

Ang mga armadong tropa ng kaaway ay nakasakay sa isang sasakyang pagmamay-ari ng Century Peak, isang korporasyong pagmamay-ari ng intsik na nagtatayo ng proyektong hydroelectric sa mabundok na bahagi ng Igbaras. Sa simula pa ay mahigpit na ang pagtutol dito ng maraming magsasaka dahil sa mapanira na dulot nito sa kanilang ikabubuhay at sa kalikasan. Ang proyekto ay inumpisahan noong 2012 at mula noon ang mga tropa ng AFP (82nd IB, 61st IB at CAFGU) ang ginawang bayarang goons ng kumpanya laban sa mga mamamayan na tumututol. Ang proyektong ito ay magkakait ng kinakailangang patubig ng maraming magsasaka ng palay sa ibabang bahagi, at lalong maglalagay sa kanila sa panganib dahil itinatayo ito sa isang landslide-prone na lugar.

Kahit hindi sinasadya, taos-pusong humihingi ng paumanhin ang NPA-Panay kay Shiela Mae Estevez at kanyang mga kapamilya, dahil sa pagkasugat nito. Hinihingan pa namin ng ulat ang mga kasamang nagsagawa ng aksyon tungkol sa pangyayari. Malinaw para sa amin na mahigpit na ipinagbabawal sa NPA ang pagsagawa ng anumang aksyong sadyang makakasira sa mga sibilyan. Sa kasalukuyan, naghahanap pa kami ng paraan para maipaabot ang kaukulang tulong para sa pagpapagamot at pagpapagaling ni Ms. Estevez.

Muling ipinapaabot namin ang babala sa management ng Century Peak na itigil na ang paggamit ng armadong tropa ng AFP, PNP at paramilitar upang ipilit ang isang proyektong makakasira sa kabuhayan at lalong maglalagay sa panganib sa mga magsasaka.

Muli din kaming nananawagan sa mga manggagawa ng kumpanya at mga sibilyang naninirahan sa kalapit na lugar na iwasang sumabay sa mga armadong tropa sa sasakyan o sa paglalakad. Ipaglaban ang karapatang pantao ng mga sibilyan na hindi dapat masangkot sa labanan.

Dahil ang PNP, AFP at paramilitar nito ay mga pangunahing instrumento ng naghaharing uri sa pagsasamantala at pang-aapi sa mga mamamayan, ang mga armadong tropa nito ay awtomatikong target ng mga taktikal na opensiba ng NPA. Ang mga tropa ng 61st IB ay notoryus sa paggamit ng sibilyan bilang pananggalang laban sa NPA, at duguan ang kanilang kamay mula sa mga sibilyang pinatay at pinaratangang NPA o nanlaban. Saan at kailan man may pagkakataon, bibirahin sila ng NPA para bigyan ng katarungan ang kanilang mga biktima.

Duterte is threatening to accept no more ¨surrenders¨ from the New People´s Army and is inciting his military officers and troops to kill upon sight NPA suspects and all those he considers as enemies of the state.

But in fact he has long been applying the deceptive and murderous methods of Oplan Tokhang in Oplan Kapayapaan. Barangay officials are required to list down the names of NPA suspects, relatives and sympathizers under the guise of letting them surrender and clear themselves and even get cash rewards.

But those listed down are subsequently photographed and misrepresented as ¨NPA surenderees¨ and the military officers pocket the reward money. The worst thing about the list of surrenders is that it is also a death list as in Oplan Tokhang.

The list becomes the basis for killing people extrajudicially. Like the death squads of the police in Oplan Tokhang, military officers are emboldened to fulfill their kill quotas because of presidential guarantees of impunity and cash rewards for every murdered NPA suspect which are much higher than in the fake surrender racket or in the phoney war on drugs.

The recent incitation of Duterte to his military minions not to accept surrenders but to kill NPA suspects upon sight proves that his line of localized surrender negotiations has utterly failed and has turned his own home region into a bigger cauldron of armed conflict.



Duterte is unwittingly putting his own life in more serious danger than ever. Among his military officers, there is a significant number who view Duterte himself as the No.1 enemy of the Philippine state for the following reasons among others:
  1. He has violated the bill of rights in the 1987 constitution by inciting arrests without judicial warrant and causing mass murder with impunity;
  2. He has turned the police and military into his private criminal instruments by inciting them to commit mass murder and corrupting them with rewards at public expense;
  3. He has betrayed national sovereignty and territorial integrity by selling out the Philippines´ exclusive economic zone and extended continental shelf in the West Philippine Sea to China and conspiring with China to turn the Philippines into a Chinese debt colony;
  4. He is junking the 1987 constitution to impose tyranny on the Filipino people and to aggrandize foreign monopoly interests by letting them have 100% ownership of land, natural resources, public utlities, and mass media in violation of economic sovereignty and territorial integrity; and
  5. He has adopted policies that impose a heavy tax burden on the people and that have jacked up the prices of basic goods and services in order to raise the tax revenues for funding bureaucratic corruption, graft-ridden infrastructure projects and acquisition of military equipment and supplies and amortization of the ever growing foreign and local public debt.

Matagumpay na naidepensa ng isang tim ng NPA sa ilalim ng Naploeon Tumagtang Command ang kanilang sarili laban sa isang platun ng 601st RMFC-PNP na nagsagawa ng combat patrol sa Brgy Carolina, Leon, Iloilo noong umaga ng Agosto 24, 2018. Pinasabugan ng NPA ng isang command-detonated explosive (cdx) ang mga kaaway habang lumalapit sa kanilang posisyon, na nagresulta sa pagkasugat ng 3 pulis kabilang ang kanilang CO na si CInsp Abner Jordan. Ligtas na nakaatras mula sa kanilang posisyon ang mga Pulang mandirigma pagkatapos ng iilang minutong pagpapaputok ng kaaway.

Pagkatapos ng insidente, napakabilis na naglabas ng pahayag sa media si Supt Bulalacao ng PRO6 na ‘kumukundina’ sa NPA dahil sa paggamit diumano ng landmine na ipinagbabawal sa Ottawa Treaty, isang internasyonal na kasunduan na nagbabawal sa paggamit ng landmine. Sadyang hindi binanggit ni Bulalacao kung ano ang partikular na probisyon ng kasunduan ang nilabag ng NPA dahil mabubunyag ang kanyang pagsisinungaling.

Matagal nang inilinaw ng NPA na ang ginagamit nito ay isang eksplosibo na command-detonated o sumasabog lamang kung gugustuhin ng operator o blaster. Ibig sabihin, mapipili niya sino ang target na pasasabugan at kailan ito pasasabugin. Naiiba ito sa mga landmine na gawa ng mga imperyalistang bansa at mapaniil na mga estado na sumasabog kapag naaapakan o nadadaganan ng isang bagay, at siyang ipinagbabawal ng Ottawa Treaty dahil sa matindi at malawakan na pinsala nito sa mga inosenteng sibilyan. Ang CDX na ginagamit ng NPA ay hindi kalakip sa ipinagbabawal na tipo ng landmine.

Marahil sa mahabang karanasan ni Bulalacao bilang tagapagsalita ng buong PNP, nabihasa na talaga siya sa pambabaluktot ng katotohanan at pagpapakalat ng fake news. Matatandaan na noong kararating lang dito sa Panay, kaagad na ipinagmayabang nya sa local media ang pagkakahuli ng di-umanoy mataas na lider ng NPA na si Ma.Teresa Cabales na kalauna’y napatunayan na isang istap ng progresibong grupo at biktima lamang ng gawa-gawang kaso ng PNP-CIDG. At matapos ang masaker sa mga di-armadong istap ng NDF-Panay at kasamahan nito sa Antique noong Agosto 15, 2018 na isinagawa ng pinagsanib na mga mersenaryong tropa ng PNP at AFP, si Bulalacao din ang isa sa mataas na opisyal na masigasig na nagpakalat ng fake news na diumano ang nangyari ay isang lehitimong engkwentro, at pilit pinagtakpan ang isang malubhang paglabag ng PNP at AFP sa CARHRIHL. Para kay Bulalacao at mga katapat nya sa AFP, ang mga internasyonal na makataong batas at kasunduan hinggil sa digma ay magagamit lamang laban sa rebolusyonaryong kilusan, at exempted dito ang PNP at AFP. Kaya dinedepensahan at pinupuri pa nya ang pagmasaker sa 7 di-armadong Kasama, samantalang kinukundena ang paglaban ng NPA gamit ang CDX laban sa armadong tropa ng PNP. Sang-ayon talaga ito sa pag-iisip at asta ng kanilang hepeng kumander ngayon na si Duterte.

Ang hayagan na paghamak sa karapatang pantao at mga internasyonal na makataong batas ng matataas na opisyal ng PNP at AFP ay lalo pang magpapalubha ng mga kaso ng paglabag nito ng kanilang mga tropa, lalo na laban sa mga mahihirap na mamamayan. Dahil dito, kailangan mas pahigpitin pa ng mga mamamayan ang pagkakaisa para protektahan ang kanilang mga karapatan at labanan sa ibat-ibang pamamaraan ang tumitinding pasismo ng rehimeng US-Duterte.

I am glad and even thankful that Duterte admits having been the source of the report that he was comatose last Sunday. Indeed, the report came from his direction.

But he is wrong to insist that I received the report without caution. I cited the report with the caveat that it was subject to verification or denial through Duterte´s public appearance or by credible medical bulletin.

It has come to pass that Duterte was obliged to appear publicly on video on Monday night and to show that he still had an unusually darkened face and he looked tired and dispirited.

It was obvious that he had to interrupt his disappearance and rest. He needs plenty of rest and the best way to get this is to resign from his position.

The people themselves are already tired of his failure to do his job properly and of aggravating the problems of the country.

I challenge Duterte to submit himself to medical examination by the best independent diagnosticians of the Philippine General Hospital in order to establish whether he is physically and mentally fit for his position.

Duterte puts himself in an absurd position by claiming categorically that I have colon cancer and tries to make the figment of his imagination worse every day.

Despite my right to privacy as a private citizen, I am willing to show a true and verifiable medical certification on the state of my health as soon as he shows his own medical certification as a matter of public interest.

Turning to far more important issues than our physical health and ability to appear with women on video, I wish to rebuff him on his claim that I or by implication the revolutionary forces of the people do not lead a single barangay.

The local organs of political power of the people´s democratic government of workers and peasants are in thousands of barangays all over the country attending to the needs and interest of the people neglected or abused by the reactionary government.

Best proof of this fact is that the counterrevolutionary and tyrant Duterte and his military have deployed all their 98 army maneuver battalions as well as police brigades against so many guerrilla fronts in a futile attempt to suppress the revolutionary forces and communities with terror and deception.

By raising the issue of communism, Duterte is impertinently barking at the wrong tree or trying to deflect the people´s attention from the problems that he has generated and aggravated.

Communism is not the issue for the people today. It is Duterte´s servility to imperialist powers and his aggravation of the oppressive and exploitative rule of the big compradors, landlords and corrupt bureaucrats like himself.

The current demands of the people are national liberation and democracy, not even socialism yet and certainly far from communism. The Filipino communists today excel in putting forward the program of the people´s democratic revolution.

The No.1 drug addict of the Philippines is pipe-dreaming when he says that he can turn away Filipino revolutionaries from communism by sending junketing military agents and fake surrenderers to China.

Duterte is an ignoramus about the theory and practice of Marxism-Leninism-Maoism. Genuine Filipino communists understand the Marxist-Leninist teachings of Mao and the revisionist betrayal of socialism and the now more turbulent world of inter-imperialist contradictions and conflicts.

At any rate, the public and even Duterte are invited to read my recent paper on the ideological, political and organizational achievements of the Communist Party of the Philippines in 50 years in the concrete semicolonial and semifeudal conditions of the Philipines.

MANJUYOD, Negros Oriental (DWDD) – Residents of Barangay Panciao, Manjuyod, Negros Oriental are now in deep sorrow over the death of their hero village chairman who was killed by the CPP-NPA Terrorists (CNTs) at around 11:45 am of August 30, 2018.



Three unidentified members of the terrorist organization gunned down Village Chief Mario Gonzalez in front of his residence. The victim sustained gunshot wounds in different parts of his body that led to his instantaneous death. Pursuit operations was immediately conducted by members of the Alpha Company, 15th Infantry Battalion who happened to be attending the “Buwan ng Wika” Celebration at the aforementioned Barangay.

Gonzalez was a victim of the coercion, extortion and robbery activities of the CPP-NPA Terrorist. Sometime in February of this year, during a barangay session, CNTs ransacked the Barangay Hall and carted away the belongings of the village officials. He once attempted to resign from his position but his passion and conviction to his constituents motivated him to continue the fight for his people.

LTC Egberto O Dacoscos, the Commanding Officer of the the Army’s 62nd Infantry Battalion lauded Gonzalez for his bravery despite the threats he received from the CPP-NPA Terrorist. “He is the epitome of a public servant living the tradition of heroism of our forefathers. Rest assured that his efforts and sacrifices will not be in vain” he added.

Dacoscos also condemned in the strongest possible terms the killing rampage of the CPP-NPA Terrorist in Central Negros victimizing defenseless village chairmen and civilians which is a clear violation of human rights and international humanitarian law. 62IB Unifier / MCAG

CAMP MAJOR SABIDO, Guipos, Zamboanga Del Sur (DWDD) – One hundred forty mass supporters of the New People’s Army (NPA) from the mountainous Barangay of Saad, Dumingag town in Zamboanga Del Sur surrendered and pledged their allegiance and support to the government during the “Panagtigum Alang sa Kalambuan Ug Kalinaw” (Union for Development and Progress) during the celebration of their “Araw ng Barangay” last Aug 26.

 

Col Bagnus Gearlan GSC (INF) PA, the Brigade Commander of 102 Infantry “Igsoon” Brigade, 1ID, PA, graces the occasion along with Dumingag Mayor Mark Pacalioga, Lt. Col. Marlowe Patria Inf (GSC) PA, the Commanding Officer of the 53rd Infantry (Matapat) Battalion, 1ID, PA and PCI Norbert Velonza, Chief of Dumingag police station.

Hon. Jeffrey Señara, the Barangay Captain of Saad led his community in denouncing the Communist NPA Terrorists (CNTs) influence in their barangay and in burning CPP-NPA flags to cap the ceremony. He mainly attributed their poor condition to the continued presence of armed rebels in the vicinity.

However, as they denounced the armed revolution of the CPP-NPA-NDF, they are hopeful that development can finally come to their community for the improvement of their living conditions.

Mayor Pacalioga, who also brought along with him representatives of their LGU Offices, vowed to continue to improve their delivery of basic services up to far-flung communities.

“The LGU of Dumingag, ZDS promises to provide and deliver the basic services of the people especially those who are living in far-flung areas like barangay Saad. We want to thank the military for being a partner always in the development of our municipality especially in their effort to fight against insurgency. Thus, we promise to bring heavy equipments for the repair of the road in the area to help our people in their daily living,” he said.

He also resumed the paving and concreting of the access road to the said barangay, a project that was often stalled due to NPA harassment and extortion activities.

The military, meanwhile, committed to put more soldiers in the vicinity to increase their presence and ensure that the communities are continuously protected and government projects can continue towards their completion.

“Even if there is peace it does not mean that there is no conflict. Our hands are always open to help those who want to go back to the side of the government. Let’s cooperate and help each other if we want to achieve a peaceful life,” Col Bagnus said.

Saad is a depressed barangay of Dumingag in Zamboanga del Sur. It is categorized as influenced by the NPA for decades since many are active members of CNTs underground organizations. These members used to form part of the mass base of CPP/NPA/NDF that sustains the armed group by providing it with able members among residents they have agitated and aroused through their deceptive and manipulative propaganda. They also facilitate collection of goods and money for extortion and information about government forces to avoid armed encounter, capture or arrest.

Lt Col Patria in his speech also emphasized the governments’ re-integration program, particularly the Enhanced-Comprehensive Local Integration Program (E-CLIP).

He said, “E-CLIP is now being enjoyed by former rebels who chose to abandon armed revolution and decided go back to the mainstream society to live normal and peaceful lives with their families.” 102IBde Igsoon / MCAG
