The success of the marine troops, particularly the Marine Battalion Landing Team-4 (MBLT-4), in terms of internal security operations will serve as a challenge for its replacement, the MBLT-7, as it takes over in securing Palawan in the southern part of the province,” Western Command (WESCOM) chief Vice Admiral Alberto Carlos said.

Carlos made his remarks during the welcome ceremony for MBLT-7 at the Camp Rodolfo Punsalang of the 3rd Marine Brigade (3MBde) on Wednesday, June 28.

He noted that in the past 12 years, MBLT-4 has been in the province conducting internal security operations (ISO), participating in territorial defense, and humanitarian and disaster response (HADR).

The top military official in the province specifically mentioned that MBLT-4 has been most successful in ISO where he said countless combat operations have resulted in the neutralization of threats in southern Palawan, referring to the rebel group New People’s Army (NPA).


“Let me focus on the ISO where I think MBLT-4 has done an excellent job and also a major contributor to finally seizing our most coveted strategic filtering against internal security threats,” Carlos said.

“In fact, the entire AFP last year has already declared the strategic victory against internal security threats and we are hopeful that this year, we will have total victory,” he added.

Carlos added that after threats from the NPA has been decimated and with the remaining combatants leaving the province, Palawan has been confirmed as NPA free, leading to the declaration by the Provincial Peace and Order Council to declare Palawan as insurgency free. He said he is now looking forward to the formal declaration upon validation by the Armed Forces of the Philippines General Headquarters.

“I would like to thank not only the MBLT-4 but the entire 3rd Marine Brigade who has been working very closely with the PNP, the PCG and others who are involved in ISO to finally neutralize the enemy and declare Palawan as insurgency-free,” he said.

He also said the accomplishments of MBLT-4 serves as a welcome note for the MBLT-7 to continue and maintain.

“You just have to continue the gains of MBLT-4, you have already achieved strategic victory. Now the challenge is for you to sustain it and make sure they don’t come back,” Carlos said.

He added that with the experience that MBLT-7 went through, it will not be hard for them to perform their new mission.

He explained that the southern part of the province has always been a hardened target to make sure that it will be difficult for any parties planning to enter.

“These are combat-ready, battle-tested, experienced marine troopers that we are deploying in the south [so] they better think twice,” he warned.

“With your history, coming from Marawi battling Maute terrorists, and then in Sulu and to Tawi-tawi to fight Abu Sayaff, If people some parties will attempt to enter Palawan or challenge our peace and order, and security, especially in the southern backdoor where they will be stationed, the only thing I can say is, they will get what they deserve with MBLT-7,” he boldly predicted.

Meanwhile, Carlos said with the arrival of additional troops in the province, they are starting to slowly shift focus from ISO to external security operation.

He said that while the deployment of MBLT-9 to the province is primarily for HADR operations, they were sent here to also “beef up our effective occupation of our islands with increased presence in WPS.”

He added that the battalion is a Marine Amphibious Ready Unit (MARU), so it is not stationary but a strike-anywhere force that will continuously train together with the Philippine Navy.

“With the arrival of MBLT-9, that the first sign that we are really shifting, as has been announced many times already that we are going to shift to external security operations,” he explained.

“Hopefully, we will see more signs, then we will increase our up-tempo in our external security operations of our territorial defense with our naval presence for our maritime awareness campaign in the WPS,” he added.

The MBLT-7 was also welcomed by 3MBde commander Brigadier General Antonio Mangoroban, and other military officials and stakeholders.

There are now three battalions in Palawan—MBLT-7, MBLT-3, and MBLT-9.

A group of 38 individuals, who were once supporters of the New People’s Army (NPA), have abandoned their affiliation and rejoined the government.

The event, described to be momentous because of their number, took place on June 21 at Diwata Hall in Brgy. Alfonso XIII, Quezon, southern Palawan, according to the 1st Palawan Provincial Mobile Force Company (PMFC) under the leadership of Police Lieutenant Colonel Klinton Rex Jamorol.

These individuals, who originally hailed from Barangay Tagusao in the same municipality made the decision to sever ties with the rebel group.


The successful transition was made possible through the collaborative efforts of the 1st PMFC, Quezon Municipal Police Station (MPS), Palawan Police Intelligence Unit (PIU), PIT Palawan under RIU4B, and the Marine Battalion Landing Team-4′ (MBLT-4) 34th Marine Company led by 1st Lieutenant Ramon Cabaring Jr.

“Kabilang sa madalas na binibisita na lugar ng communist-terrorist group (CTG) na dating kumikilos sa southern Palawan, ay binawi [na nila] ang kanilang suporta sa CTG at bumalik sa fold ng batas,” the 1st PMFC said.

The former supporters, the mobile force company explained, expressed their commitment to the government. Some of them revealed that they provided shelter to the rebels in their homes, while others assisted in transporting food and supplies for the group.

Additionally, some acted as guides and guards. One of their colleagues was even tasked with procuring medicine from the residents of Brgy. Tagusao.


To support their reintegration into mainstream society, the leadership of the 1st PMFC and the local government of Quezon provided them with essential resources. Groceries, seedlings, vegetable seeds, and mugs were given as symbolic gestures to signify the government’s genuine commitment to assisting them in their journey back to a normal life.

The 1st PMFC said that by publicly denouncing their former ties and cooperating with the authorities, these individuals have taken a significant step toward reclaiming their lives and contributing positively to their communities.

MANILA – Human rights group Karapatan denounced the recent reports of activists and human rights defenders being accused of trumped-up charges.

On June 26, Karapatan Southern Tagalog said it received a copy of a subpoena summoning Anakbayan Southern Tagalog Regional Coordinator Ken Rementilla and Jasmin Rubia, secretary-general of Mothers and Children for the Protection of Human Rights (MCPHR). They were accused of violating Section 12 of the Anti-Terrorism Act (ATA), or providing material support to terrorists.

Karapatan said Rementilla and Rubia are the 10th and 11th victims of the State’s “legal offensive” against political dissent in the Southern Tagalog region since the ATA was enacted in 2020.


Meanwhile, on June 25, 59-year old Susan Medes was arrested, together with members of various local farmers’ organizations in Himamalyan, Negros Occidental for alleged murder and frustrated murder charges. Medes is the chairperson of Bgy. Buenavista-Bito-Cabagal Farmers’ Association (Babicafa).

Cristina Palabay, secretary-general of Karapatan, said that the increased use of the anti-terror law and other trumped-up charges against activists has become a pattern during the first year of the Marcos Jr administration, “as it implements draconian policies rolled out as laws during the President Duterte administration and continues its campaign of political persecution of activists and political dissenters.”

Palabay said that there are at least 49 individuals who were arrested and detained under the Marcos Jr administration. Karapatan documented 778 political prisoners as of June this year.

Weaponization

Karapatan denounced the state forces’ attempt to weaponize the “draconian” Anti-Terorism Act (ATA) against Rubia and Rementilla.

The charges stemmed from a fact-finding mission in July 2022 which saw the participation of Rubia, Rementilla and Tanggol Batangan paralegal Hayley Pecayo. Led by MCPHR, an alliance of church workers, women activists and human rights advocates, the mission aimed to investigate the killing of 9-year old Kyllene Casao in Taysan, Batangas allegedly by elements of the 59th Infantry Battalion (IB) on July 18, 2022.


Karapatan said that the military accused Pecayo of being a member of the New People’s Army (NPA) and claimed that those who took part in the fact-finding mission were providing material support to terrorists.

Karapatan said that the participants of the said fact-finding mission were harassed and threatened by members of the 59th IB. This led the delegates of the mission, represented by Rubia and Rementilla, to file a complaint with the Commission on Human Rights on August 1, 2022.

“The ATA violation case is clearly being made in retaliation for the complaint filed at the CHR by the two,” Palabay said.

Karapatan said that the ATA case against Rementilla and Rubia is the latest in a slew of ATA cases faced by several Southern Tagalog activists. The subpoena was issued by Antipolo City Prosecutor Mari Elvira B. Herrera on June 9. The complaint was filed by Sgt. Jean Claude E. Bajaro of the 59th IB.

They added that six out of the 11 victims are affiliated with Karapatan’s regional and provincial chapters in Southern Tagalog. “The 59th IBPA is hellbent on preventing human rights workers and defenders from exposing and opposing grave human rights violations in the region,” Palabay said.

For Medes and 17 others, the charges stemmed from an encounter between the NPA and the Philippine Army 62nd IBPA on May 12, 2018 in sitio Bunsad, Barangay Buenavista, Himamaylan in Negros Occidental.

Her husband Rodrigo was also arrested along with six others, including United Church of Christ in the Philippines Pastor Jimmy Teves in June 2019. They are facing trumped-up charges of murder and frustrated murder in connection with an encounter between the military and the NPA in May 2019 in Barangay Tan-awan, Kabankalan City.

Prior to Medes’s arrest, Fausto family (which includes two sons aged 15 and 12) was killed on July 14 also in the village of Buenavista, Himamaylan. Emelda Fausto was also a member of Babicafa. She and the rest of her family reportedly experienced harassment prior to the killing.

“We call on human rights organizations and advocates to strongly support the embattled activists, to actively campaign for the repeal of the terror law, and uphold human and people’s rights against the worsening climate of repression and impunity under the Marcos Jr. regime,” the group said.

LUCENA CITY — Three alleged New People’s Army (NPA) rebels surrendered to the police in Rizal province on Wednesday.

The Region 4A police reported on Thursday, June 29, that “Ka Malagmat” surrendered around 5:30 p.m. in Barangay Pinugay in Baras town.

The police added that he is a former NPA “people’s militia” member.

The military refers to the “people’s militia” as part of the mass base, which secures the NPA rebels while in the community. Sometimes, they are armed to reinforce the guerrillas during encounters.

The former guerrilla turned over an M16 assault rifle loaded with 23 bullets.

The police also reported that two other former NPA rebels, “Ka Kaloy” and “Ka Anthony” turned themselves in to the police in Rodriguez town.

The surrenderers also turned over a .38 revolver, a .22 pistol, several bullets, four grenade launchers and bomb-making tools.


The government authorities are preparing the assistance for the former rebels in their reintegration protocols under the Enhanced Comprehensive Local Integration Program.

A rebel returnee can avail himself of firearm remuneration and housing, medical care, loans, and legal assistance, among other forms of help from the government.

COTABATO CITY, Philippines — The police nabbed a man accused of being a senior leader of the New People’s Army in the Caraga region.

Brig. Gen. Pablo Labra II, director of the Police Regional Office-13 (PRO-13), told reporters via Viber Thursday that the 51-year-old Edgar Manlapaz was arrested last Monday in Barangay Don Alejandro in San Luis, Agusan del Sur.

Labra said Manlapaz is wanted for alleged execution of villagers who refused to pay “protection money” on a monthly basis.


The PRO-13, covering provinces and cities grouped together as Caraga region, said it did not immediately announce the arrest of Manlapaz to allow residents of San Luis who helped the police to relocate to safe areas.

Manlapaz, who the police said served as an information and planning officer of the Guerilla Front 88 of Northeastern Mindanao Regional Committee of the New People’s Army, is facing more than 10 criminal cases pending in different courts, the police said.

Labra said Manlapaz, also known as Soldaw Manlapaz, voluntarily yielded after he was surrounded by cops in a secluded area in Barangay Don Alejandro.


One of the warrants for his arrest that personnel of the San Luis Municipal Police Station and the Agusan del Sur PPO showed him was issued by the Regional Trial Court Branch 7 in Bayugan City, Agusan del Sur. That arrest warrant against Manlapaz was for allegedly killing an unarmed off-duty soldier on June 20, 2020, in one of the barangays in San Luis.

Labra said the court has not recommended any bail for the temporary release of Manlapaz.

DATU PAGLAS, Maguindanao del Sur (MindaNews / 28 June) – “Does it look like an encounter happened here?” the mayor of this town asked as he joined members of a civilian-led fact-finding mission Tuesday morning in inspecting the mosque and the houses in the compound where seven persons were killed in the early hours of June 18 for allegedly firing at government operatives who came to serve a search warrant at around 2 a.m.

As Mayor Datu Abubakar Paglas looked around the mosque whose concrete walls bore bullet marks fired from outside the now-shattered jalousie windows, and splinters believed to have come from a grenade blast, he noted along with the rest of the FFM that there were no bullet marks on the fence made of hollow blocks directly facing the shattered windows. None, too, on the steel gate, and no bullet holes in the two houses in the compound made of kalakat (woven split-bamboo panel) and concrete, none that would indicate that a 90-minute encounter happened here.

On June 18, Brig. General Allan Nobleza, regional commander of the Police Regional Office in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) said the joint security forces were armed with search warrants but were welcomed by a burst of gunfire.

“It was a fierce firefight that lasted more than an hour and half,” Nobleza said.

Mayor Paglas had repeatedly said he wants a “fair investigation” into what happened in the Husain compound in Barangay Madidis (the mayor said it was not in Barangay Damawato but in Madidis, as Damawato is on the other side of the highway). He repeatedly denied claims by the government operatives that the seven persons who were killed here were members of the ISIS-inspired Karialan faction of the Bangsamoro Islamic Freedom Fighters (BIFF).

Paglas said the seven, including two relatives of his, were members of the Moro Islamic Liberation Front (MILF) National Guard, not BIFF members, and were former workers in the banana plantation, one of them the husband of an employee in the municipal hall.

“Walang Freedom dito” (There is no Freedom here), the mayor told members of the FFM who met with him at the municipal hall before proceeding to the Husain compound.

“Freedom” refers to the BIFF and the mayor maintains there is no BIFF here. He said the news identifying the seven as members of a local terror group is destroying the image of his town and will drive away investors and potential investors.

The BIFF had briefly occupied the town market – for about 40 minutes — on May 8, 2021 but there was no encounter with the military and the town had since recovered. Until June 18.

Armed with search warrants issued by Judge Angelito Rasalan on June 16, the operatives on June 18 arrived at the compound where brothers Nasser Yussef Husain alias Tutin Usop and Norjihad Madidis Husain alias Datdat Usop, lived, in search of firearms.

No coordination

Mayor Paglas lamented that the operatives did not coordinate with the local government unit, not even with barangay captain Nasrudin Nawal, who told the fact-finding mission (FFM) that he learned about the operation only when he was awakened by gunshots. He lives about a hundred meters away. Two of the victims were his relatives.

The FFM was initiated by Bantay Ceasefire, a group of volunteers from communities and civil society organizations that had been monitoring the ceasefire agreement between government and the Moro Islamic Liberation Front (MILF) since 2002. Representatives of the Bangsamoro Human Rights Commission and the Commission on Human Rights in Region 12 and the Integrated Bar of the Philippines Cotabato City and Maguindanao chapter also joined the mission. Bantay Ceasefire volunteers Mary Ann Arnado and Bailen Mantawil, now members of the Bangsamoro Parliament, were also present.

The town’s acting police chief, Captain Nurhjasier Sali, had not warmed his seat when the bloody law enforcement operation happened. Sali assumed the post on June 16. He told the FFM that he was informed at around 10 p.m. on June 17 that there would be an operation in his area but no details were provided.

He said he received a call at 2:28 a.m. on June 18 from a Captain Cepeda of the Criminal Investigation and Detection Group (CIDG), seeking assistance, claiming there was resistance from the subjects of the warrants. When he and his men reached the compound shortly after 3 a.m., they were told to evacuate the seven who were pronounced dead upon arrival at the Provincial Hospital in Isulan, Sultan Kudarat.

The mayor is worried that nine days after June 18, no Scene of the Crime Operatives (SOCO) had gone to the compound to investigate. Sali said Cepeda’s team tried early that morning to call the SOCO which is based in faraway Cotabato City, but got no reply. He said he could not send his police to the area because “hindi ko pwede isugal ‘yung mga tao ko magpunta doon” (I cannot risk sending my people there) for fear of retaliation from relatives of the slain seven.

MILF resolution

The MILF’s Central Committee, headed by MILF chair Al Haj Murad Ebrahim, now interim Bangsamoro Chief Minister, also wants a probe.

The Central Committee issued a resolution on June 20, “strongly urging” the national government to “take immediate action on the tragic loss of lives” of MILF members it identified as Nasser Yousef Husain, 34; Norjihad Husain, 29; Nasrullah Mamay Singkala, 38; Ivan Pumpugay, 18; Izrael Laguiab, 41; Morsid Madidis, 50; and Mama Karim, 53.

It said the “horrific incident” happened in an MILF community “where the victims already filed their application for amnesty” as part of the implementation of the peace agreement between government and the MILF signed on March 27, 2014 and the Bangsamoro Organic Law of 2018 which paved the way for the creation of the BARMM.

The MILF urged government to “urgently undertake an impartial, honest, credible and fair fact-finding investigation by a third-party investigator; sanction the immediate return of the International Monitoring Team to ensure that ceasefire is preserved; genuinely and sincerely implement all aspects of the Normalization process; and immediately convene within July 2023, the Joint Peace Implementing Panels of the GPH and the MILF in Kuala Lumpur, Malaysia in keeping with the signed agreements, and towards efforts of resolving diverging views on some aspects of implementation.”

It called on President Ferdinand Marcos, Jr. to “give paramount importance to justice, peace and security.”

It said what happened in Datu Paglas on June 18 is “only the latest of a string of law enforcement operations” in the BARMM “where loss of lives and injustice could have been prevented, had the concerned law enforcement agencies observed the Operational Guidelines for the Ad Hoc Joint Action Group (AHJAG),” a peace process mechanism that both parties set up two decades ago.

Under the CAB’s Annex on Normalization, the International Monitoring Team (IMT), the AHJAG, the Joint Coordinating Committee on the Cessation of Hostilities (CCCH), the Local Monitoring Teams and AHJAG Team Sites are supposed to continue to perform their functions. It said the non-renewal of the Terms of Reference of the IMT since January 2023 “also impacts on the implementation of cessation of hostilities, including violations of international humanitarian laws and human rights.”

In the past, allegations of violations from either side were brought to the attention of the IMT which then conducts a probe.

The absence of coordination by law enforcement agencies in the June 18 operation is “a gross violation of the ceasefire agreement, and undermines the primacy of the peace process,” the MILF said.

Assistance due to resistance

According to the spot report submitted by Sali to the chief of the Philippine National Police in Maguindanao del Sur on June 18, six firearms were seized by the operatives, two of them M-16, one home-made Uzi and three caliber .45 pistols, and several ammunition.

Mayor Paglas said the two long firearms were supposed to be presented by the Husains during the decommissioning of MILF combatants.

Sali told the FFM that he and his men arrived at the Husain compound “past 3 a.m.” but could hardly see anything because “masyadong madilim” (it was so dark) and they were just on the street “sa labas” (outside) the compound.

But in his report to the provincial office, Sali said that while implementing the service of the search warrant, the operatives “encountered … more or less 15 heavily armed men that resulted to a firefight (that lasted) more or less 1 hour and 30 minutes.”

Barangay Madidis chair Nawal estimated the gunfire at 30 minutes.

“In the presence of” but not present

According to the report of Sali, who arrived at the compound shortly after 3 a.m., the search was “conducted in an orderly manner in the presence of” Madidis barangay chair Nawal and Kagawad Tatuan Nawal of Barangay Damawato.

Nawal, who was summoned at home by the Datu Paglas police at a little past 3 a.m. recalled that he also waited outside the compound and was not asked to go inside even as he identified himself as the barangay captain when one of the operatives pointed a gun at him.

He told the FMM that the Datu Paglas police brought him to the 1st Mechanized Battalion’s headquarters in President Quirino town in Sultan Kudarat province, where he was made to sign two documents by the operatives – one on the service of the search warrant and the other on the inventory of firearms. Nawal was not in the crime scene where the inventory of firearms was supposed to have been done in the presence of an elected official and a media representative. Nawal said he was told to affix his signature so the bodies of the seven victims can be released to the families. When Sali was asked if he noticed the operatives were wearing body cameras, he replied the area was too dark.

Mayor Paglas, who was a few steps away from where Nawal stood, told the FFM that barangay captains are forced to sign documents due to fear.

The mayor said that unlike the municipalities dominated by Christians, “sino naman … ang hindi pipirmang mga kapitan dito sa atin sa BARMM? Yan ang sakit natin. Maski hindi totoo, makakapirma tayo” (who among the barangay captains in the BARMM will not sign? It’s a disease of sorts. Even if it what the document states is not true, we can be made to sign).

BIFF, MILF

According to Sali’s report, Nasser Yussef Husain alias Tutin Usop was a former battalion commander of the BIFF Karialan faction and his brother Norjihad Madidis Husain alias Datdat Usop are both native of Tulunan, North Cotabato, a neighboring town of Datu Paglas, and are “original members of the BIFF Karialan Faction under the leadership of the Mohiden Animbang aka ‘Karialan’ that operates in the two provinces of Maguindanao, referring to del Sur and del Norte.

The two are sons of Commander TMX, which Sali’s report said was a “Division Commander of the BIFF-KF.”

The report further said the father and sons “received IED (improvised explosive device) training from the late Basit Usman in Mamasapano, Maguindanao.” And were “involved in the bombing of the National Grid Corporation (NGCP) tower in Barangay Kitulaan, Carmen, North Cotabato on September 3, 2016.

The two, according to Sali’s report, were also involved in the attack in Datu Paglas Public Market on May 8, 2021, which displaced some 5,000 civilians and “provided manpower, armaments, logistics, food staff (sic), and served as guides from Liguasan Marsh to Datu Paglas proper during the said attack” and were also “affiliated to Tahir Alonto KFRG (Kidnap For Ransom Gang) under Tahir Alonto that involved in kidnapping and drug-related activities in the area of Maguindanao del Sur and have a direct contacts (sic) to Sukarno Hamdan aka Shiek, BIFF Field Commander under BIFF-Karialan faction.”

But when Member of Parliament Arnado asked Sali if there were BIFF in his area of responsibility, Sali cited the 2021 incident. “As of now, wala” (none), he said.

Mayor Paglas reiterated the victims were MILF members who are earning their livelihood from their farm and a poultry. He said the Husain compound is just a few meters away from a highway detachment that was set up there in 2016.

He said there is no MILF camp in Datu Paglas but “every barangay, may MILF” (in every barangay, there is an MILF member) who are productive members of the town.

Key witnesses

The key witnesses to what happened inside the compound – the families of the slain victims – were interviewed Tuesday afternoon by another FFM team in the MILF camp in Sultan Kudarat, Maguindanao del Sur.

But on June 18, Mirinda Madidis Husain, the mother of Nasser and Norjihad, appealed for “hustisya lang po sa mga anak ko ko kasi wala silang kasalanan” (justice for my sons because they committed no crime), she said.

The mother recalled in a Brigada News video interview, that at around 12 midnight, she felt something was wrong because “parang maingay ba” (it was noisy). By 1 a.m. they were being fired at, firing that she claimed lasted until around 2 a.m. She said the gunshots were “marami” (many).

“Basta na lang binaril kami tapos pinasok” (They suddenly fired at us and barged into our houses), she said, adding that when she asked if they had a warrant of arrest, a gun was pointed at her and she collapsed.

She said one of her sons, Nasser Yusoph, fired back in self-defense. She said only Nasser had a firearm, as Brigade Commander of the MILF in the area.

She also claimed that all seven were handcuffed, including her son who was wounded. “Yung dalawa nakaposas. Lahat sila nakaposas… Nakaposas sila bago pinatay (The two were handcuffed. All of them were handcuffed… They were handcuffed before they were killed), she said.

Senator Robin Padilla, chair of the Senate Committee on Cultural Communities and Muslim Affairs, has filed a resolution asking the Senate to conduct a probe into possible violations of the GPH-MILF peace agreement in relation to what happened here on June 18.

He told Senate reporters on June 26 that he wants to be enlightened on what really happened in Datu Paglas to protect the integrity of the peace process as reports have surfaced that what happened here was a case of extrajudicial killing.

COTABATO CITY–Army bomb experts have successfully deactivated two unexploded ordnance separately found in conflict-affected communities in Maguindanao del Sur and Sultan Kudarat provinces on Tuesday, sparing civilians from possible accidental explosion.

Lt. Col. Jayson Domingo, commander of the Army’s First Mechanized Battalion, said soldiers were conducting foot patrols in Barangay Sigayan, Lambayong, Sultan Kudarat at past 6 a.m. when they were alerted by civilians about an explosive nearby.

The Army found a live rocket propelled grenade, unexploded and unattended, a weapon known to be used by the lawless Bangsamoro Islamic Freedom Fighters (BIFF).

Maj. Gen. Alex Rillera, 6th Infantry Division commander, said another ordnance, a rifle grenade, was also found by elements of 92nd Infantry Battalion while conducting security patrol in Barangay Dapiawan, Datu Saudi Ampatuan, Maguindanao del Sur.

Barangay Dapiawan is the village where fighters of Moro Islamic Liberation Front (MILF) clashed two weeks ago. Their skirmishes triggered by a long standing family feud ceased when soldiers backed by armored personnel carriers were deployed as peacekeepers.


Rillera lauded the civilians for alerting the soldiers in the villages about the unexploded ordnance.

DAVAO CITY (MindaNews / 29 June) – The Peace Implementing Panels of the government and Moro Islamic Liberation Front (MILF) will meet on Saturday, July 1 to discuss transition-related issues such as decommissioning and the June 18 law enforcement operation in Datu Paglas, Maguindanao del Sur where seven persons were killed. The government claimed the victims were members of the ISIS-inspired Karialan faction of the Bangsamoro Islamic Freedom Fighters (BIFF) while the MILF claimed the victims were their members.

Presidential Peace Adviser Carlito Galvez told MindaNews in a telephone interview Wednesday night that the Saturday meeting is expected to thresh out matters to further advance the peace process.

The Peace Implementing Panels are chaired by retired Brig. Gen. Cesar Yano for the government and Mohagher Iqbal for the MILF. Iqbal is the incumbent Minister for Basic Higher and Technical Education of the Bangsamoro Autonomous Region in Muslim Mindanao.

The meeting is also in response to the June 20 resolution of the MILF Central Committee that called on the national government to act on four proposed action points following what it described as a “horrific incident” that killed seven of their members. The four proposals are to “urgently undertake an impartial, honest, credible and fair fact-finding investigation by a third-party investigator; sanction the immediate return of the International Monitoring Team to ensure that ceasefire is preserved; genuinely and sincerely implement all aspects of the Normalization process; and immediately convene within July 2023, the Joint Peace Implementing Panels of the GPH and the MILF in Kuala Lumpur, Malaysia in keeping with the signed agreements, and towards efforts of resolving diverging views on some aspects of implementation.”

Galvez said the meeting will not be in Kuala Lumpur but in Davao City.

He added that as the local peace process mechanisms are being tapped to verify what really happened in Datu Paglas, the Cabinet’s Security, Justice and Peace sector has recommended that the Department of Justice, through the National Bureau of Investigation will conduct the investigation, with the Bangsamoro Human Rights Commission and the Commission on Human Rights.

Galvez noted that other government agencies involved in the law enforcement operation are also conducting their internal investigations.

On June 26, Senator Robin Padilla, chair of the Senate Committee on Cultural Communities and Muslim Affairs, filed a resolution asking the Senate to conduct a probe into possible violations of the GPH-MILF peace agreement in the Datu Paglas operation.

Law enforcement operation

Armed with search warrants issued on June 16 by Judge Aniceto Rasalan, operatives from the police and military proceeded to the Husain compound in the early hours of June 18 but were reportedly met by gunfire. The operatives fired back, resulting in what Brig. Gen. Allan Nobleza, regional commander of the Police Regional Office in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) described as “a fierce firefight that lasted more than an hour and half.”

A member of the Special Action Force of the Philippine National Police was wounded in the operation.

The operatives were supposed to search the compound where brothers Nasser Yousef Husain alias Tutin Usop and Norjihad Husain alias Datdat Usop lived. The two are allegedly members of the BIFF Karialan faction.

In his report to the chief of the Philippine National Police in Maguindanao del Sur, Captain Nurhjasier Sali, acting chief of police of Datu Paglas, said the brothers were “original members” of the BIFF Karialan Faction under the leadership of the Mohiden Animbang aka ‘Karialan’ that operates in the two provinces of Maguindanao, referring to del Sur and del Norte. Nasser, the report said, was a “former battalion commander” of the BIFF faction.

The two are sons of Commander TMX, which Sali’s report said was a “Division Commander of the BIFF-KF.”

The report claimed the two had direct contact with Sukarno Hamdan aka Shiek, “BIFF Field Commander under BIFF-Karialan faction.”

Fact-finding mission

Datu Paglas Mayor Datu Abubakar Paglas told members of a fact-finding mission (FFM) on June 27 that the seven victims were members of the MILF National Guard, not BIFF members. He also called for an independent probe.

The FFM was initiated by Bantay Ceasefire, a group of volunteers from the communities and civil society organizations that has been monitoring the ceasefire between government and the MILF since 2002.

The FFM members interviewed the mayor, the police chief and the barangay captain and visited the Husain compound.

The mayor lamented that while they had recovered from what happened in May 2021, reports that the seven victims were BIFF members are affecting the image of his town and could drive away investors and potential investors.

“Walang Freedom dito” (There is no Freedom here), the mayor said. “Freedom” is the term used to refer to the BIFF. Mayor Paglas said the seven victims were MILF members and two of them were his relatives.

Sali assumed the post of acting police chief on June 16. He told the FFM that he was informed at 10 p.m. on June 17 that a law enforcement operation would be undertaken in his area but no details were provided. He said he received a phone call from a Captain Cepeda of the Criminal Investigation and Detection Group (CIDG) at 2:28 a.m. on June 18 that they need assistance because there was resistance in their serving the search warrants.

“Isolated case”

Sali said he and his police arrived in the compound shortly after 3 a.m. but waited outside the fenced compound. He said they were tasked to “evacuate” the seven persons who were pronounced dead upon arrival at the provincial hospital in Isulan, Sultan Kudarat province.

Mayor Paglas said the operatives did not coordinate with the local government unit, not even with the barangay captain of Madidis, Nasrudin Nawal. He clarified the barangay where the Husain compound is located is Madidis and not Damawato as reported by operatives.

Nawal told the FFM that he learned about the operation only when he was awakened by gunshots. He lives about a hundred meters away. Two of the victims were his relatives.

Galvez said the government side of the Ad Hoc Joint Action Group (AHJAG), a peace process mechanism created in 2002, sent a letter to its MILF counterpart on June 15 about the law enforcement operations that would be launched against the BIFF, drug syndicates and lawless armed groups in several areas in some provinces. Two of the areas mentioned in the letter are barangays Madidis and Damawato.

“When I was appointed as the Esscom commander, I wanted to see the Esszone community, especially foreign tourists who come to the east coast, feel confident about the level of security while they are here,” he said.

“That is why the ‘show of presence’ by security forces in hotspot areas is necessary to provide security and protection to tourists,” said Victor who took over the post from DCP Mohd Ali Tamby on June 7.

According to Victor, although the situation in the Esszone was under control, it was still important to have security forces present in strategic locations to thwart attempts by outside elements to undermine the Esszone’s security.

Meanwhile, he said Esscom would take proactive measures to address security perceptions in the Esszone, as some foreign countries such as Japan and Korea still do not allow their citizens to visit certain areas on the east coast of Sabah.

“The security forces have successfully stopped kidnapping incidents in the (eastern Sabah) waters over the past few years, but there may still be concerns and perceptions about safety on the east coast of Sabah based on the travel advisories issued by the countries to their citizens in the country,” he said.

Victor also urged the Esszone maritime community to work together to curb cross-border crimes and the entry of illegal immigrants into the country.

KOTA KINABALU: Newly appointed Eastern Sabah Security Command (Esscom) commander Deputy Commissioner Victor Sanjos has ordered a step-up in border sea patrols to boost public and tourists’ confidence.

DCP Sanjos, who was appointed to his post earlier this month, hopes that with increased security, it would further boost efforts to get foreign countries to lift their travel warnings for their citizens to avoid eastern Sabah waters.

Monitoring and patrolling operations will be intensified in the Eastern Sabah Security Zone (Esszone), especially along the known routes used by the kidnap-for-ransom groups (KFR).


“The integrated operation will involve air patrols using fighter planes and several helicopters stationed in the Esszone,” DCP Sanjos said after chairing his meeting with Esscom officers in Lahad Datu yesterday.

The enhanced monitoring operation is aimed at curbing and blocking members of the KFR groups linked to the militant Abu Sayyaf group from sneaking into Sabah waters.

“When I was appointed as Esscom commander, I wanted the Esszone community, especially foreign tourists, to have confidence in the level of security provided,” he said.

DCP Sanjos said for this very reason, the “show of presence” of security forces in hotspot areas is necessary.

He warned that although the overall security situation in the Esszone is well under control, it is still important for security forces to remain alert and be present at strategic locations to thwart any attempt by foreign elements to challenge the country’s sovereignty.

DCP Sanjos said despite Esscom having been successful in putting a stop to kidnapping incidents in eastern Sabah waters over the past few years, some foreign countries, including Japan and South Korea, still have concerns over security.

Esscom, through the cooperation of all parties in combating cross-border crime, will take proactive action to clear up lingering negative perceptions of east coast’s security, he added.

MANILA – The Armed Forces of the Philippines (AFP) has expressed its gratitude to the Filipino people for their continued trust in the institution, which remains to be among the top three most trusted government agencies in the country.

"The AFP remains thankful for the trust and confidence of the Filipino people as we remain to be among the top-rated government agencies as shown in the PUBLiCUS (Asia) 'PAHAYAG' survey," AFP public affairs office chief Lt. Col. Enrico Gil Ileto said in a message to reporters Monday night.

This came after the results of PUBLiCUS Asia's "PAHAYAG Q2" survey released on Monday showed that the AFP garnered an approval rating of 66 percent and trust rating of 56 percent, sharing second and third place with the Department of Science and Technology.


The Technical Education and Skills Development Authority (TESDA) emerged as the top ranking agency with an approval rating of 72 percent and trust rating of 58 percent.

The survey attributed TESDA's good standing to its commitment of providing quality and technical education skills.

"Nonetheless, we will take this as a challenge to further improve in the performance of our mandate as protector of the people and the state. We have gotten in touch with Publicus Asia regarding this to better understand what areas of our services could be further improved to ensure that we remain worthy of the Filipino's trust and approval," Ileto said.

The AFP also thanked TESDA for being one of its reliable partners in helping and providing better opportunities to people in areas the military is deployed, including former rebels.

"This shows that their efforts are effective in reaching underprivileged Filipinos and are appreciated by the people they have served," Ileto said.

The "PAHAYAG 2023" Second Quarter Survey is an independent and non-commissioned survey conducted by PUBLiCUS Asia Inc. from June 7 to 12.

It is a nationwide purposive survey with 1,500 respondents randomly drawn from a market research panel of over 200,000 Filipinos maintained by PureSpectrum, a US-based panel marketplace with a multinational presence with respondents, and distributed across five geographical areas: National Capital Region, North Central Luzon, South Luzon, Visayas and Mindanao.

Only registered Filipino voters were included in the sample, ensuring that the results accurately represent the sentiments of the voting population.

Centino pushes for ROTC restoration

As this developed, AFP chief Gen. Andres Centino batted for the restoration of the Reserve Officers Training Corps (ROTC), citing its high public approval rating, during a dinner with UP Diliman ROTC cadet officers in Camp Aguinaldo, Quezon City last June 26.

Citing the Pulse Asia survey last March, which showed 78 percent of Filipinos approve of the mandatory training, the AFP chief stressed that it reflects the country's appreciation of the importance of military training in society.

"As we witness the growing support for mandatory ROTC, we are reminded of the power of the collective voice of the Filipino people. Their approval reflects their trust in the power of military training to shape the character and future of our nation. It is a call to action for all of us to continue championing the values of Duty, Honor, and Country," Centino said.

The dinner was attended by UP Diliman ROTC training staff, cadet officers, and key officers from the UP Vanguard led by its national commander, Luis Juan Oreta.

"Let tonight’s gathering strengthen our resolve and our commitment to the ROTC program as we work hand in hand to nurture a generation of leaders who will embody the values that our nation holds dear. MANILA – A ranking military official underscored the importance of cyber operations as part of the "collective means" to defend the nation.

Speaking at the fifth anniversary celebration of the Armed Forces of the Philippines (AFP) Cyber Group (AFPCyG) in Camp Aguinaldo, Quezon City on Monday, AFP vice chief of staff Air Force Lt. Gen. Arthur Cordura said "cyber operation is part of our national and collective defense means".

He also echoed Defense Secretary Gilberto Teodoro Jr.'s guidance of recognizing the significance of cyber capabilities as a command and leadership tool.

“Those [are] capabilities that provide situational awareness and actionable intelligence for military and decision-makers to guide and execute their command and control directives,” he added.

Cordura also said cyber operations are the heart of the military's C4ISTAR systems.

C4ISTAR refers to the "Command, Control, Communications, Computers, Intelligence, Surveillance, Targeting Acquisition and Reconnaissance".

"It is a game changer. The application of cyber fundamentally changes the nature of war thereby inevitably shifting the paradigm on how we operate in a continuum of peace, conflict, crisis, and war," he added.

Cordura also commended the AFPCyG, headed by Army Col. Walter Icaro, for their unwavering service in cyberspace operations.


The AFPCyG also renewed commitment to the mission of defending cyberspace as one of the AFP's domains and building its robust cyberspace capabilities.

MANILA – The Philippine Navy (PN) has deployed two of its more modern and capable assets, the missile and anti-submarine warfare (ASW) frigate BRP Antonio Luna (FF-151) and its partner AgustaWestland (now Leonardo) AW-159 "Wildcat" helicopter, to beef up the capabilities of the Western Command (Wescom) based in Puerto Princesa, Palawan.

In a Facebook post on Tuesday, the Wescom said these two anti-submarine assets have recently arrived in its area of responsibility.

"These two tandem ASW platforms have been deployed on the country’s western border for maritime and sovereignty patrols that ensure effective maritime presence, particularly, in the West Philippine Sea (WPS)," it added.


The post did not say when the frigate and helicopter arrived at the Wescom area for security reasons.

Wescom said the deployment of the BRP Antonio Luna and the "Wildcat" anti-submarine helicopter represents a full-mission deployment for the PN.

It also added that inclusion of the AW-159 also beefed up the warfighting package of BRP Antonio Luna.

"The tandem platforms engage in different tests and training activities while patrolling the WPS," Wescom stressed.

It added that the presence of these modern naval and air assets in Wescom's joint operational area ensures the Armed Forces of the Philippines' (AFP)'s readiness and commitment to defending the country's maritime interests against any potential threats.

"The deployment of these warfighting assets is a necessary step to protect the nation's sovereignty and territorial integrity. The FF-151 and AW-159 crews have also been working together to ensure maximum readiness during any eventualities," Wescom pointed out.

It also said that the deployment of these assets serve as a critical deterrent to any hostile forces in the region.

"The combined warfighting capabilities of FF-151 and AW-159 better equip the AFP to defend the country's sovereignty against any potential threat in its western frontier," Wescom pointed out.

An AW-159 landing made its first landing on the flight deck of BRP Antonio Luna while the ship was underway off Corregidor Island last April 27.

"On the morning of 27 April 2023, the Philippine Navy achieved another significant milestone in its development of anti-submarine warfare capability as the PN AW-159 Mk220 'Wildcat' helicopter, with tail number NH-441, successfully conducted its first deck landing aboard BRP Antonio Luna, an ASW guided missile frigate, while underway at vicinity 30 nautical miles southwest of Corregidor Island," a post on the BRP Antonio Luna's Facebook page said.

This achievement demonstrates the growing capability and readiness of the Navy's crews and platforms as a team for ASW operations.

"Both the JRCFs (Jose Rizal Class Frigates) and the PN Wildcats were products of the 1st Horizon Projects under the Revised AFP (Armed Forces of the Philippines) Modernization Program, which were delivered and commissioned into the service in 2020/2021 and 2019, respectively. The JRCFs were built by Hyundai Heavy Industries of South Korea while the PN ‘Wildcats’ was built by Leonardo Helicopter Limited UK (LHUK)," the post further said.

The PN's "Wildcat" aircrew are still undergoing the contracted in-country training with LHUK while the JRCFs are being used in the various operational areas of the country.

The AW-159s, which the PN has two, were acquired to increase the ASW capabilities of the JRCFs.

"The PN through the Naval Air Wing and Offshore Combat Force are taking steps to complete the integration of these game-changer assets in order to be deployed together in securing our maritime domain," the BRP Antonio Luna said.

It added that these initiatives are a great contribution to fulfilling the Navy’s vision of becoming a modern, multi-capable naval force responsive to our maritime nation's defense and development.

Meanwhile, Wescom spokesperson Commander Ariel Joseph Coloma, in a separate interview, said these two ASW assets arrived in their area last week.

He added that these assets are now conducting patrols in the WPS.

Coloma also said the deployment of these naval assets aims to fulfill maritime patrol requirements in the WPS.

MANILA – Interior Secretary Benjamin Abalos Jr. on Tuesday said the latest reorganization of police officials would need confirmation of the National Police Commission (Napolcom) and the approval of President Ferdinand R. Marcos Jr.

“We want to clarify that there is a process that should be followed,” said Abalos, who is also Napolcom chair, in a statement.

“Once confirmed by Napolcom, the list will be submitted to the President for his approval,” he added.


Under Section 6 of Napolcom Memorandum Circular No. 2019-001, Abalos said designation to such positions “shall be submitted to the Commission for confirmation prior to the submission of the same to the President for approval.”

The memorandum said Napolcom has 30 days, from the receipt of proposed assignments, to review or approve the assignments or designations. If the period expires, such assignments are deemed approved.

Upon approval of such assignments, the Philippine National Police (PNP) directorate for personnel and records management will issue the appropriate orders.

Abalos said Napolcom’s authority on the matter stems from the 1987 Constitution which provides that “the State shall establish and maintain one police force, which shall be national in scope and civilian in character, to be administered and controlled by a national police commission.”

“Civilian control over the police is a hallowed principle of our fundamental law. Rest assured that the Napolcom will carry out its duty to oversee and enhance the administration of the PNP,” said Abalos.

Abalos' clarifications came after PNP chief Gen. Benjamin Acorda Jr. on Monday ordered a revamp of eight police officials.

Meanwhile, PNP spokesperson Col. Jean Fajardo confirmed that there was a scheduled turnover of positions to be held in Camp Crame on Tuesday but did not push through.

"Let us wait for the official announcement as to when is the formal assumption of office and turnover of positions. Until such a schedule is set, the concerned officer will remain in their current positions," Fajardo told reporters.

The eight generals affected by the revamp include National Capital Region Police Office (NCRPO) chief Maj. Gen. Edgar Alan Okubo, named the new chief of the Directorate for Police Community Relations (DPCR) while Directorate for Intelligence (DI) chief Brig. Gen. Jose Melencio Nartatez Jr. was named the new acting regional director of the NCRPO.

Meanwhile, then DPCR director Maj. Gen. Mario Reyes was designated to head the Directorate for Logistics while Maj. Gen. Jon Arnaldo replaced Nartatez as the new DI chief.

Brig. Gen. Ronald Oliver Lee was designated as the new chief of the Directorate for Human Resource and Doctrine Development (DHRDD), replacing Arnaldo.

Maj. Gen. Eric Noble, director of the PNP Academy (PNPA), was named the new head of the Directorate for Investigation and Detective Management (DIDM) while Brig. Gen. Samuel Nacion will be the acting PNPA director.

Brig. Gen. Alan Nazarro from the Directorate of Information and Communication Technology Management (DICTM) was named the acting director of the Highway Patrol Group (HPG).

MANILA – Department of National Defense (DND) Secretary Gilberto C. Teodoro Jr. on Wednesday thanked all Muslim members of the agency for their dedicated service in promoting peace all over the country as the Islamic faith observes Eid al-Adha or the Feast of Sacrifice.

"I would like to take this opportunity to convey my appreciation and gratitude to our Muslim brothers and sisters in the DND for your dedicated service and commitment to promote, preserve, and nurture peace throughout our archipelago," he said in a statement.

Teodoro also extended his greetings to all Filipinos of the Islamic faith observing the holiday in the Philippines and abroad.

"In the observance of this solemn day, we are reminded of Ibrahim's devotion and steadfastness amid the greatest of tribulations. This sacred occasion offers us a valuable opportunity to reflect, share our blessings, and foster camaraderie among all Filipinos," he said.

He said with selflessness and generosity being the core of Eid al-Adha, Filipinos would hopefully draw inspiration from Ibrahim's sacrifice to rejuvenate their faith, stand up for what is good, and look after one another.

The Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) likewise sent its greetings to all Muslim faithful celebrating the holiday.

"On behalf of the men and women of the OPAPRU, I extend our heartfelt greetings to our Muslim brothers and sisters as you celebrate Eid al-Adha or the Feast of Sacrifice," OPAPRU Secretary Carlito Galvez Jr. said.

Eid al-Adha, he said, commemorates Prophet Ibrahim's willingness to give up the life of his son to show his obedience to Allah.

"This story reminds us of the values that lie at the core of our beliefs – faith, selflessness, and devotion," Galvez said.

He said Eid al-Adha is a “time for us to come together as a people and express our gratitude for the many blessings that have been bestowed upon us.”

"We must show our unity, kindness, and compassion, as we reach out and help those who are most in need," Galvez said.

He also reminded everyone of the importance of sacrifice to help uplift the lives of family, friends, and community.

"The teachings of Islam, as embodied in the Quran, urge us to think less of ourselves and put the needs of others before our own," he added.

‘Time of reflection, sacrifice’

The Philippine National Police (PNP) likewise extended its best wishes to Muslim devotees.

"On the occasion of Eid al-Adha, the PNP extends warm greetings and best wishes to our Muslim brothers and sisters in the country. May this blessed festival bring joy, peace, and harmony to your homes and communities," PNP Chief, Gen. Benjamin Acorda Jr., said in a statement.

Eid al-Adha's significance, Acorda said, could be seen in the "time of reflection, sacrifice, and unity."

"As you celebrate this auspicious occasion, we urge everyone to prioritize safety and abide by the guidelines set by the authorities. MANILA – France is open to exploring possible cooperation with the Philippines in the area of disaster response and maritime security as it emphasized Manila’s importance as a partner in the Indo-Pacific.

In a press conference aboard the French destroyer Lorraine on Wednesday, Rear Admiral Geoffroy d'Andigné, commander of the French Armed Forces in the Asia-Pacific (ALPACI), reiterated Paris' commitment to the “rules-based order” and security of the region.

“I think it is important that we’ll be able to face the challenge of the region – one challenge is the HADR (Humanitarian Assistance and Disaster Relief), the other is maritime security,” he said.

“On those two fields, it is important that we go on training altogether. This means training with all forces – air, land, navy, coast guard – and I think that will be a good start then we can go on many of other fields further on.”

In the same presser, French Ambassador to the Philippines Michèle Boccoz said Paris and Manila are currently engaged in an “enhanced dialogue” on defense and security.

During the destroyer’s six-day visit to Manila, its commanding officer Capt. Xavier Bagot and Philippine Fleet deputy commander Commodore Roy Vincent Trinidad also discussed possible future activities and collaborations between the two navies “for the benefit and betterment of both nations.”


The two talked about previous naval exercises, and Trinidad assured Bagot of the cooperation of the Philippine Navy (PN).

“The invitation will always be there for the French Navy. We will always welcome you. You should be part of every exercise that we have,” Trinidad said.

‘Not confrontational’

The Philippine Navy earlier welcomed the destroyer and its crew when it arrived for a port call at the South Harbor in Manila on June 23.

After docking in Manila, Lorraine is set to make a stop in Sri Lanka and Djibouti before its commissioning.

When the vessel crossed the South China Sea on its way to Japan, Bagot disclosed that they were “escorted by a Chinese ship but in a professional way.”


“It’s not necessary of course, (but) it’s the way it occurs in the area. We don’t mind that, at a condition that it’s professional and not dangerous for our navigation and they do not alter our freedom of navigation,” he said. “We had no dangerous interaction and the other aspect was when we are escorting the multinational carrier strike group with the United States, Japan, Canadian, and French warships, we had no dangerous interaction in this configuration.”

China and other littoral states have overlapping territorial claims with the Philippines over the South China Sea.

In many instances, France had been vocal in its opposition to actions that increases tensions in the vital sea lane, one of the most recent was the near-collision of a Chinese Coast Guard vessel and a Philippine Coast Guard patrol boat off the Spratlys.

D'Andigné, meanwhile, clarified that France’s Indo-Pacific push is not targeted against any country, distancing from the maritime rows over the South China Sea.

“To make something clear, when we do exercise freedom of navigation, we don't do it the way which is really regularly understood under freedom of navigation operations – that is to say, we are not provocative. And we are not aggressive on our action,” he said.

By verifying and conducting passages through the area, France shows its support for a free and open South China Sea, he said.

“We want to verify, show and enforce the fact that freedom of navigation is in application in this area of the world. And this is of a high importance for everybody, not only friends, but everybody,” he said.

MANILA – The Philippine Navy (PN) has deployed one of its two largest ships in the fleet, the 7,200-ton BRP Tarlac (LD-601), to transport "critical relief goods" to Albay which is affected by the ongoing unrest of Mayon Volcano.

In a statement late Wednesday, the PN said the landing dock was tasked to carry items provided by the Department of Health (DOH) central office last June 25.

"A total of 2.4 tons of cargo, including 100,000 respiratory masks; 2,000 units of jerrycan water collapsible; and 1,966,000 surgical masks and 102,600 N-95 masks, were delivered to Albay by sea from Metro Manila by LD-601," it added.


These cargoes were unloaded via beach landing at the Naval Forces Southern Luzon in Legazpi City last June 26.

"Using the onboard landing craft unit (LCU) which will be transported by the military trucks of Task Force 'Sagip' to DOH storage areas," the PN said.

The BRP Tarlac is one of the Navy's two Tarlac-class landing docks and was commissioned in 2016.

"Besides its primary functions, BRP Tarlac is equipped with the capability to convert seawater into freshwater and can accommodate a minimum of 500 evacuees," the PN added.

These ships have a cargo capacity of 650 tons each.

These vessels also have onboard medical facilities and personnel, including a doctor and a dentist per ship, along with 10 beds for medical purposes.

To aid in humanitarian missions, the BRP Tarlac also has an onboard LCU that can be deployed in coastal areas where land transportation is compromised.

"The successful delivery of relief goods by BRP Tarlac to Albay in response to the Mount Mayon unrest stands as a testament to the unwavering commitment of the PN in times of crisis," the Navy said.

MANILA – The Armed Forces of the Philippines (AFP) will partner with Rotary International in conducting various socio-civic programs and projects all over the country.

In a statement Thursday, AFP public affairs office chief Lt. Col. Enrico Gil Ileto said the "sharing of common advocacies will contribute to nation-building."

Also joining the AFP and Rotary International's 10 districts in the country for this advocacy is the Philippine National Police (PNP).

"Rotary International will work closely with the security sector through the AFP and PNP in programs anchored in Rotary's seven areas of focus, which include peacebuilding and conflict prevention, disease prevention and treatment, water sanitation and hygiene, maternal and child health, basic education and literacy, community livelihood and economic development, and the environment," Ileto said.


In line with this partnership, the AFP public affairs office chief said a national bloodletting activity is set to be conducted next month, followed by the implementation of national environmental projects in September.

Rotary International is a worldwide socio-civic organization aiming to transform communities and fund sustainable projects.

With more than 25,000 current Rotarians from the 10 participating districts, the partnership will help the organizations liaise and cooperate on notable projects and programs and promote common advocacies.

"The AFP is looking forward to this partnership with Rotary International and the fulfillment of the shared mission of safeguarding the peace and security of the country," Ileto said.

MANILA – Senator Imee Marcos has filed a resolution seeking to probe the alleged “uncoordinated” activity of a US Air Force Boeing C-17 plane that landed at the Ninoy Aquino International Airport (NAIA) last Monday.

In her Senate Resolution 667 that she filed Wednesday, the chair of the Senate Committee on Foreign Relations said the inquiry would discuss the US military's possible violation of the Visiting Forces Agreement (VFA).

"No prior advisory on the flying elephant's arrival reached the Airport Integrated Command and Control Center at NAIA. This raises questions of sovereignty, not just air travel safety," Marcos said.

A provision in Section 8 of the VFA states that "aircraft operated by or for the United States armed forces shall observe local air traffic control regulations while in the Philippines."


The Civil Aviation Authority of the Philippines (CAAP) said the US Embassy had informed the Department of Foreign Affairs, and gained diplomatic clearance number DSN-0659-KB-JUN-US-2023 for a US military plane supporting joint Philippine-US activities under Kapit Bisig activities.

Marcos, however pointed out that questions remain about the plane's mission, the identities of its flight crew and lone passenger, the type of its cargo, and the reason for the 10-hour layover in Manila.


"What we know so far is that the plane came from Guam, was on its way to Puerto Princesa, and proceeded to Honolulu," she said.

"It is crucial for the State to carefully scrutinize the activities of foreign militaries in the country, particularly those which appear questionable or are shrouded in secrecy," Marcos said.

The Senate inquiry will be the second that Marcos has called for in the past two weeks to discuss the lack of transparency in US military activities in the Philippines.

A previous hearing made public a US government plan to relocate up to 50,000 Afghans to the Philippines while their special immigrant visa applications remain stranded in a bureaucratic backlog.

CAGAYAN DE ORO CITY – The Philippine Army (PA) has conferred the "Gold Trailblazer Award" to the 8th Infantry Battalion (IB) based in Bukidnon in this year's Army Government Pathway (AGP) program.

In a statement Tuesday, the 8IB said it received the highest distinction given to an Army unit, with a rate of 96.4 percent.

Lt. Col. Anthony Bacus, the 8IB commander, said the award is the indicator of the battalion's commitment to aligning with the PA's vision of a "world-class, multi-mission ready, and cross-domain capable Army by 2040."


“Our efforts must be directed to sustain our gains and let us continue to be steadfast in our quest for genuine reforms,” Bacus added.

AGP helps organizations execute their transformation initiatives to yield breakthrough results. It has four stages – Initiated, Compliant, Proficient, and Institutionalized – in which Army units nationwide are rated internally, according to 8IB.

The award also serves as an indicator that 8IB has shown "exemplary progress" in governance and strategy management in line with the Army Transformation Roadmap, it added.

The 8IB's latest field accomplishments included the dismantling of the communist New People’s Army group earlier this month in Sitio Malinao, Barangay Kalasungay, in Malaybalay City, Bukidnon.

An encounter that erupted led to the death of a rebel fighter and the seizure of rebel firearms and other materials.

BUTUAN CITY – A vice commander of the communist New People’s Army (NPA) and three others operating in the hinterlands of Surigao del Sur have surrendered to the government after several years with the rebel group.

Brig. Gen. Pablo Labra II, Police Regional Office in the Caraga Region (PRO-13) director, on Thursday identified the rebel leader only as “Ramon” of the NPA Sentro De Grabidad 21, Sub-Regional Committee Westland, North Eastern Mindanao Regional Committee.

Ramon, 33, and his three other companions yielded to the Surigao del Sur Police Provincial Office (SDSPPO) and the PRO-13 Intelligence Division on Tuesday.

They handed over two improvised shotguns, a rifle grenade, two .38-caliber revolvers, and an improvised explosive device, Labra said.


“Ramon has been in the NPA movement for more than seven years operating in the areas of San Miguel, Surigao del Sur; the town of Sibagat, Agusan del Sur; and in the interior villages of Butuan City,” Labra said in a statement.

He added that the NPA leader wanted to return to his family, avail of the programs and services of the government, and settle peacefully in his community.

Meanwhile, Labra also reported the surrender of four other NPA rebels to police authorities on Tuesday in the towns of Nasipit, Santiago, Kitcharao, and Remedios T. Romuladez in Agusan del Norte.

Among the four surrenderers was “Merly” of a dismantled NPA unit under Guerrilla Front 4-A, North Central Mindanao Regional Committee.


“We extend a hand of peace to those who once stood against us. Their surrender represents a turning point, a moment of transformation, and an opportunity to live a peaceful life with their loved ones,” Labra said.

Inihayag naman ni Major General Alex Rillera, Commander ng JTF Central at 6ID na ang gobyerno ay naka handang tumulong upang mabigyan ng benepisyo mula sa E-CLIP gaya ng livelihood at financial assistance para sa pagsisimula ng kanilang pagbabagong buhay.

“Ito ay isang patunay na seryoso ang administrasyon ni Pangulong Marcos sa mga programang pangkapayapaan at layuning palayain ang mga ito mula sa kanilang pagiging biktima ng maling ideolohiya at sirkumstansiya at higit sa lahat, itaguyod ang pambansang pagkakaisa”, dagdag pa ng 6ID Commander.

Patuloy ang kampanya ng JTFC at 6ID upang tuluyang makamit ang ganap na tagumpay o “total victory” laban sa lahat ng uri ng grupong terorista sa Central at South Central Mindanao.

Sa ngayon nasa 21 na CTG ang nagbalik-loob, 5 ang naaresto at 10 ang nasawi mula sa engkwentro. Habang nasa 25 na armas ang isinuko at 25 din ang nabawi.
