KORONADAL CITY –– Islamic State-inspired members of a Moro armed group in Maguindanao claimed responsibility for Thursday night’s attacks in Datu Piang town, where a police patrol car and a military detachment were burned.

Abu Jihad, spokesperson of the Bangsamoro Islamic Freedom Fighters (BIFF), told local radio on Friday that his group was forced to attack due to the rampant illegal activities in the town that included the proliferation of illegal drugs and alcoholic drinks.

“The Law of Islam prohibits all (vices) … we are just enforcing it,” Jihad said, noting that they targeted the town’s military detachment that was only partially burned.

“We will not stop and no one can stop us while there are illegal activities in town,” he said.

The BIFF, a splinter group of the Moro Islamic Liberation Front (MILF), had split from Mindanao’s largest separatist group after the latter signed a peace deal with the government that eventually led to the setting up of the MILF-led Bangsamoro autonomous region.

Lt. Col. Anhouvic Atilano, spokesperson of the military’s 6th Division, said its detachment that is close to the church and school was partially burned Thursday night at the height of the fighting.

“We inspected the site now but contrary to information circulating on social media, the church, school, and other government facilities are still intact,” Atilano said.

Military and police troops are in pursuit of suspected Bangsamoro Islamic Freedom Fighters (BIFF) terrorists who attacked the town proper of Datu Piang shortly before midnight Thursday.

Maj. Gen. Juvymax Uy, Army’s 6th Infantry Division commander, said they have secured the municipality after receiving calls for assistance from local officials around 11:30 p.m.


“We immediately responded after learning that they are only a bunch of policemen assigned to the municipal police office,” Uy, concurrent chief of the military-led Joint Task Force Central, told reporters here in an interview Friday.

“We have controlled the situation,” he added.

He said military troops engaged the terrorists who withdrew later using the darkness of the night as cover.

He said the attackers shot houses and burned a police car but clarified that the Santa Catalina Church in Poblacion was not burned as mentioned in initial reports.

“They just burned a police car,” he said.


Uy said report reaching them identified the attackers as those under the BIFF Karialan faction, a radical group that has pledged allegiance to the Islamic State of Iraq and Syria.

Datu Piang town, which is situated in Maguindanao’s second district, had Dulawan for its old name.

EASTMINCOM: Former CTG members and sympathizers graduate from skills training in Bukidnon

IMPASUGONG, Bukidnon - A total of 11 former Communist Terrorist Group (CTG) members and sympathizers, who are in the care of the 8th Infantry Battalion, successfully completed the pipefitting training at the Headquarters 403rd Infantry Brigade, Malaybalay City, Bukidnon on November 28, 2020.

The said graduates underwent 20 days of pipe fitting training facilitated by the Technical Education Skills and Development Authority (TESDA) of Bukidnon and MACES Skills Training Institute Inc. These graduates will be directly hired by the Aboitiz Construction Company.

This program was created through the active partnership of Mr. El Cid H Castillo, Provincial Director of TESDA-Bukidnon; Mr. Edwin P. Trinidad, School Administrator of MACES Skills Training Institute Inc.; Mr. Norvin P. Pitogo, Human Resource of Aboitiz Construction Company; BGen Ferdinand T Barandon, Commander of 403rd Infantry Brigade, Philippine Army, as part of the government interventions for the former rebels.

Kini nga yunit magpadayon sa paghatag og mga tabang sa among mga kanhing rebelde aron adunay mas maayo nga kinabuhi.” (I am thankful to our partners in peace-building and development for their contributions in helping our former rebels. This unit will continue to give interventions to our former rebels to have better lives.)

Last October 30, 2020, eight (8) former rebels, who are also in the care of 8IB, graduated from skills training and are already employed with Aboitiz Construction Company with a daily compensation of P415.00.

MAWAB, Davao de Oro - Sa Barangay San Roque, Nabunturan, DDO nakasagupa ng 25th Infantry Battalion at Nabunturan PNP ang ilang miyembro ng teroristang grupo o NPA noong ika-28 ng Nobyembre, alas 5:30 ng umaga.

Ayon sa ulat na ipinaabot ng 25IB, magkatugmang report galing sa ilang residente ang nagbigay daan upang ikasa ang operasyong militar para pigilan ang masamang balakin ng mga NPA.

Nasa apat na mga miyembro ng NPA ang nakaengkwentro ng 25IB na tumagal ng limang minuto. Ayon sa ulat, isang alias Dennis (di tunay na pangalan) ang nagpasyang sumuko na lamang pagkatapos ng bakbakan dahil natakot siya para sa kanyang buhay. Malugod naman siyang tinanggap ng 25IB at ipinasailalim sa interview at custodial debriefing.



Kasabay na isinuko ni alias Dennis ang kalibre 45 at isang improvised explosive device o anti-personnel landmine.

Si Dennis at ang kanyang isinukong baril at bomba ay nasa pangangalaga ng 25IB na nakabase sa Camp Kalaw, Poblacion, Monkayo, DDO para sa karagdagang mga panayam at tamang disposisyon.

Nagpaabot naman ng mensahe ang Pinuno ng 10ID, Major General Reuben S Basiao PA sa pinuno at kawal ng 25IB. "Ako'y natutuwa at nagpapasalamat sa inyong mahusay na pagganap ng tungkulin. Kasama ang mamamayan ng Nabunturan, alam kong marami pa tayong magagawang tulong sa mga kababayan natin upang ipagtanggol sila laban sa mga teroristang NPA. Panatilihing matatag, malakas at naka-focus ang ating mga kasundaluhan sa pagsulong ng kapayapaan at kaunlaran sa lugar na inyong nasasakupan."

Samantala, patuloy na pinaghahanap ng awtoridad ang kasamahan ni Dennis upang hikayating magbalik loob na rin ang mga ito sa pamahalaan.

Four members of the Daulah Islamiyah-Maute Group surrendered in Lanao del Sur on November 30, 2020, WestMinCom Commander Lt. Gen. Corleto Vinluan, Jr. said. 

Lt. Gen. Vinluan, Jr. identified the surrendered personalities as Calandada Pungima “Tarapas” Lumondot, 55, resident of Barangay Mamaanun; Jamal Mamadra “Jamal” Radiab, 30, resident of Barangay Gacap; Muhaimen Mamualas Abdul “Opaw” Carim, 30, resident of Barangay Gacap; and Imam Sultan”Mocta” Moctar, 22, resident of Barangay Gacap, all of Piagapo, Lanao del Sur.

“The four submitted themselves to the troops of the 82nd Infantry Battalion in Barangay Pawak, Municipality of Siguiaran,” said Lt. Gen. Vinluan, Jr. 

The surrendered personalities handed over one Rocket-Propelled Grenade, one M79 Grenade Launcher, one KG9, and one caliber 45 pistol.

During the debriefing, the ex-militants confessed that they decided to surrender for fear of their demise knowing the stern orders from the President to quell all violent extremist activities for the government programs to have continuity of implementation. 

“We heard about the programs of the government and we realized that violent extremism is wrong most especially that the true teachings of Islam are peace and cooperation,” the four said.

82IB Commanding Officer Lt. Col. Rafman Altre revealed that “Tarapas” participated in the Marawi Siege while “Jamal”, “Opaw”, and “Mocta” participated in the different encounters in Piagapo with Imam Dimacaling.

“They decided to go on lie-low status in 2018 following the death of Dimacaling and the siege,” Lt. Col. Altre stated. 

Likewise, Lt. Col. Altre lauded the efforts of the local officials and traditional leaders of Piagapo who facilitated the peaceful surrender. 

Meanwhile, Brig. Gen. Jose Maria Cuerpo III, Commander of the 103rd Infantry Brigade, reiterated his call to the remaining members of the Daesh-inspired group to surrender to prevent further escalation of violent extremism in the area. He further affirmed that the government has programs for Former Violent Extremists (FVEs) who chose to lay down their arms and return to the folds of the law.

Moreover, JTF ZamPeLan Commander Maj. Gen. Generoso Ponio lauded the troops for their efforts contributory to the overall accomplishment of the unit mission and their professionalism in performing their mandates.

During his visit to the Western Mindanao Command, the reinstalled Chairman of the Moro National Liberation Front (MNLF) Muslimin Sema vowed to continuously collaborate and support the peace efforts of the government.

Sema and his affiliates paid a courtesy call to WestMinCom Commander Lt. Gen. Corleto Vinluan, Jr. at the command headquarters in Camp Navarro, Calarian, Zamboanga City on the morning of December 2, 2020.

A GPH-MNLF meeting followed at the WestMinCom Conference Room. This was attended by the 18 MNLF leaders and members under Chairman Sema, the WestMinCom staff under Lt. Gen. Vinluan, Jr., and the Ad Hoc Joint Action Group Action Officer. 

In his message, Chairman Sema said, “Nandito kami upang buhayin at ipagpatuloy ang programa ng MNLF sa pagsuporta sa anti-kidnapping efforts ng ating gobyerno (We are here to revive and continue the program of the MNLF to support the anti-kidnapping efforts of the government.”

“We commit to continuously collaborate with and support to the Philippine government for the attainment of lasting peace in the Bangsamoro region,” Chairman Sema faded.

Sema was re-elected as the chair of the MNLF following the death of the late Yusoph Jikiri who died of cancer a month ago. 

Meanwhile, Lt. Gen. Vinluan, Jr. expressed his gratitude to the distinguished visitors for taking the time to visit the command and extend their support to the military.

“Let us continue to work together for our common goal that is to win the genuine peace for the Bangsamoro people,” said Lt. Gen. Vinluan, Jr. 

During their visit, Chairman Sema and the entire delegation were accompanied by the MNLF’s Vice-Chairman for Foreign Affairs Hatimil Hassan, Vice-Chairman for Political Affairs Romeo Sema (the younger brother of Chairman Sema), and Vice-Chairman for Military Affairs Abakil Jikiri.

Government troops neutralized a New People’s Army high-ranking officer and four of his comrades after resisting arrest at Sitio Kebang, Barangay Ned, Lake Sebu, South Cotabato on December 2, 2020, the WestMinCom Commander said.

“While our troops were approaching the target house to serve the Warrants of Arrest for murder and several others to Romeo Libron, a.k.a. Frank/Melvin, Commanding Officer of the Regional Ordnance, Regional Operations Command (ROC) of Southern Mindanao Regional Committee (SMRC), the target and his comrades pulled their guns and fired upon the operating troops prompting the latter to retaliate,” Lt. Gen. Vinluan, Jr. said. 

According to Lt. Gen. Vinluan, Jr., a firefight ensued which resulted in the deaths of Libron, his wife Merly, and three others who were later identified Rogelio Magsaya, a.k.a. Sarge, a certain Macoy, and a certain Megan. 

“Based on the report from the ground, Libron’s group was tagged in recent bombings of buses, construction equipment, and business establishments in central Mindanao whose owners refused to shell out “protection money” on a periodic basis,” Lt. Gen. Vinluan, Jr. further said.

“He is also wanted for heinous offenses, including multiple murder, extortion, and arson,” the WestMinCom Commander added. 

The law enforcement operation was conducted by the combined forces of the 5th Special Forces Battalion and the 2nd Provincial Mobile Force Company of the PNP at 5:00 a.m., Wednesday.

Meanwhile, 601st Infantry Brigade Commander Brig. Gen. Roy Galido said, “the combined AFP-PNP elements recovered one Carbine rifle, one Elisco M16 rifle, one .45 caliber pistol, one 9 millimeter Glock 19 pistol, two improvised explosive devices, IED components, and propaganda materials.

“The recovered items were turned over to Lake Sebu MPS for proper disposition,” Brig. Gen. Calido added.

Moreover, Maj. Gen. Juvymax Uy, Commander of the Joint Task Force Central lauded the operating troops for this accomplishment.

He further directed the troops of the 5th Special Forces Battalion to heighten security alert against possible retaliation of the NPA. 

“We continue to beef up our military and joint operations to let peace and progress reign in central Mindanao,” Maj. Gen. Uy added.

A patrol car of the Philippine National Police was burned in Datu Piang, Maguindanao at 11 p.m., December 3.

According to WestMinCom Commander Lt. Gen. Corleto Vinluan, Jr., the initial report from the ground disclosed that an undetermined number of BIFF militants passed by a patrol car which was left unguarded, triggering them to burn it. 

“Our troops immediately responded to clear the area. Accordingly, the BIFF left the area after they burned the PNP patrol car,” said Lt. Gen. Vinluan, Jr.

“We are on top of the situation. This is just an isolated case. A joint AFP-PNP investigation is currently being conducted,” the commander added.

No one was hurt during the incident.

The Community Support Program to Preventing and Countering Violent Extremism (CSP-PCVE) effort of the military and the local government unit facilitated the surrender of six more Daulah Islamiyah-Maute Group members in Lanao del Sur on December 3, 2020, the Western Mindanao Command Chief said.

“At around 9:00 a.m., Thursday, a team from the 82nd Infantry Battalion in collaboration with the officials and religious leader of Barangay Tapocan conducted the CSP-PCVE program which resulted in the successful surrender of six DI-MG members,” said Lt. Gen. Corleto Vinluan, Jr., WestMinCom Commander.

“I commend the troops of the Joint Task Force ZamPeLan for doing their best to clear their area of operation from the remnants of the DI-MG and eventually end violent extremism and give rise to lasting peace and sustainable development,” Lt. Gen. Vinluan, Jr. added. 

It can be recalled that on August 31, 2020, the military’s 103rd Infantry Brigade in partnership with the provincial government of Lanao del Sur has deployed CSP-PCVE teams to address issues on terrorism in the far-flung communities of the province.

Further, 82nd Infantry Battalion Commander Lt. Col. Rafman Altre identified the surrendered personalities as Abdulhamin “Halim” Esra, 24 years old; Nabil Amer “Abil/Abdurasak” Esra, 22; Nasib “Nas” Malik, 29; Jalani “Lani” Aminola, 24 old; Sadam Pangandamun, 29; and Saide Pangandamun, 29yrs old.

”Based on the initial report, two of the personalities were involved in the encounter in Marantao detachment last August 22, 2017, while the others took part in planning the atrocities which wounded four personnel of the 82IB before they went on lie-low status in 2018,” said Lt. Col. Altre.

“To express their sincere intent, they handed over their firearms including one Caliber .30M1 Garand Springfield and one Cal. 45 Pistol,” Lt. Col. Altre added.

Subject personalities were then presented to Piagapo Vice Mayor Ali Sumandar and Tapocan Chairman Mansawi Guiling at the Municipal Hall of Piagapo.

Meanwhile, 103rd Infantry Brigade Commander Col. Jose Maria Cuerpo II said, “This positive result manifests the effectiveness of our CSP-PCVE effort. Rest assured that we will continuously implement this program to convince the remaining DI-MG members to return to the mainstream society”.

Likewise, JTF ZamPeLan Commander Maj. Gen. Generoso Ponio assured that the surrendered personalities will be provided with the necessary assistance to prepare them for their reintegration.

As we commemorate International Day of Solidarity for Political Prisoners, the National Democratic Front (NDF-Negros) stands in solidarity with Negrosanon in calling for the immediate release of all political prisoners who continue to languish in jails on the basis of their political beliefs and for the junking of all fabricated charges filed against them.

NDF-Negros sees the urgent need to address the subhuman conditions and cramped-up Philippine jails. For humanitarian reasons, NDF-Negros calls for the release of at-risk political prisoners, the elderly and sick like Ka Frank Fernandez (NDF-Negros consultant), his wife Cleofe Lagtapon, Ge-Ann Perez (diagnosed of having leprosy), Nona Espinosa (pregnant and is due to give birth) and all political prisoners especially during this time of a worldwide pandemic.

The number of political prisoners in Negros increased exponentially under the Duterte regime. Before Duterte came to power in 2016, there were only 5 political prisoners. Four years into Duterte’s fascist rule, political prisoners in Negros now counts to more than 120, not considering the numerous cases of illegal detention. With the draconian Anti-Terrorism Act of 2020, political persecution and imprisonment of dissenters of the regime is sure to continue with severity.

The continued detention of peace advocates like Ka Frank Fernandez and the more than 120 political prisoners here in Negros despite the persistent demand of the people to release them on humanitarian ground amid the pandemic and the worsening social and economic crisis unmasks the vile motives of the Duterte fascist clique to silence and harass anyone wanting to address the root cause of poverty, inequality and injustice in the country.

Duterte’s fascist posturing has only earned the wrath of the people and is further pushing the people to firmly resist to end Duterte’s reign of terror. The people are angered and will make Duterte pay for his criminal negligence amid the pandemic and calamities and for his numerous crimes against the people. The people will fight to the finish for genuine freedom, democracy and justice.

The NDF-Negros calls on all fellow Negrosanon to unite and bind our strength to overthrow the dictator and fascist regime. While the tyrannical reign of Duterte intensifies, the waging of armed revolution becomes more right, just and necessary. ###

Ngayon, ipinagpapatuloy ng bagong tatag na Partido Komunista ang isang bagong tipo ng pambansa-demokratikong rebolusyon sa pamamagitan ng New People’s Army at ng ilinulunsad nitong matagalang digmang bayan sa inspirasyon ng mga saligang programa ng Katipunan para sa tunay na panlipunang pagbabago.

Traydor sa kasaysayan si Duterte at ang AFP sa desperasyon nitong wakasan ang armadong pakikibaka bilang makapangyarihan at soberanong sandata ng mamamayan upang tuluyang makamtan ang tunay na kalayaan mula sa imperyalistang pananakop at pyudal na pagsasamantala. Sa halip na tapat na tugunan ang ugat ng armadong sigalot, nililibak nila ang makasaysayan at prestihiyosong tradisyon ng armadong paglaban bilang lipas, papahina at isang teroristang hakbangin. Ipinagpapalagay nilang madadaan sa mga mapanlinlang na palabas ng kaunlaran ang pagbitiw ng mamamayan sa kanilang karapatang tumangan ng armas. Ibinubuhos nila ang buu-buong rekurso ng estado sa kampanyang pandarahas sa ilalim ng gera kontra NPA upang supilin ang makatwirang paglaban ng mamamayan para sa kanilang interes.

Subalit matutulad lamang si Duterte, sampu ng kanyang mga berdugong heneral at pasistang tauhan, sa sinapit ng mga taksil sa kasaysayan at sa rebolusyon tulad nina Aguinaldo: lumipas, baon sa limot at walang pagdakila. Walang saysay ang pinakamodernong makinaryang militar at panloloko ng estado hangga’t naririyan pa rin ang saligang ugat ng problemang panlipunang nagtutulak sa mamamayan upang lumaban. Sa halip, ipinagpapatuloy ng mamamayang Pilipino ang armadong rebolusyon dahil hindi pa rin tayo malaya sa dayuhang pananakop, wala pa ring lupa ang mga magsasaka, at hindi pa rin natin lubusang tinatamasa ang kalayaan at karapatang sibil. Pinanghahawakan nila ang Partido Komunista ng Pilipinas at Bagong Hukbong Bayan sa adhikaing ito.

Kaya nananalaytay sa dugo ng mamamayang Pilipino ang pagiging rebolusyonaryo. Patuloy nilang dinadakila si Bonifacio dahil pinatutunayan ng kanyang rebolusyonaryong buhay na ang masa ang siyang tunay na bayani’t tagapaglikha ng kasaysayan.#

Mariing kinukundina ng Melito Glor Command – New People’s Army Southern Tagalog (MGC-NPA ST) ang brutal na pagpaslang ng 2nd ID-PNP-Rizal sa mag-asawang Eugenia Martinez Magpantay, 69 at Agaton Topacio, 69, sa kanilang tahanan sa Kinglet St., Meralco Village, Brgy. Mababang Parang, Angono, Rizal bandang 3:30 ng madaling araw ng Nobyembre 24. Pinalabas ng mga berdugo na ‘nanlaban’ ang mga biktima kaya pinaulanan nila ng putok ang bahay. Sina Topacio at Magpantay ay parehong mga kadre at lider ng CPP-NPA.

Kasinungalingan ang ipinapalabas ng 2nd ID-PNP Rizal na engkwentro ang naganap at ‘nanlaban’ ang mga biktima. Sina Magpantay at Topacio ay kapwa may mabigat na karamdaman bunga ng katandaan, di armado at walang kapasidad na lumaban o mga hors de combat. Wala itong ipinagkaiba sa mga gasgas nang kwento ng AFP-PNP sa kanilang mga biktima ng Oplan Tokhang at sa mga nakaraang pamamaslang sa mga kadre at kasapi ng Partido tulad nina Ermin “Ka Romano” Bellen, Julius “Ka Nars” Giron at Mario “Ka Jethro” Caraig. Malaon na itong modus ng AFP-PNP upang ikatwiran ang kanilang pagpatay sa mga walang kalaban-labang biktima.

Bago ang madugong operasyon ng PNP-Rizal, sinampahan sina Topacio at Magpantay ng mga gawa-gawang kasong murder at attempted homicide na ginawang tuntungan ng PNP-Rizal upang maisagawa ang estilong Tokhang na pagpatay sa mga biktima. Ang AFP-PNP ay may mahabang rekord sa brutal na pagmamaslang sa mamamayan at mga rebolusyonaryong pwersa tulad sa mga NDFP Consultant na sina Randy Malayao at Randall Echanis. Sila rin ang salarin sa pagpatay sa mga lider-magsasaka at lingkod-bayan sa Timog Katagalugan na sina Armando Buisan noong Nobyembre, Froilan Reyes noong Hunyo at Adonis Shu noong Pebrero.

Ang pagtugis at walang-awang pagpatay sa mag-asawang Topacio at Magpantay na walang kalaban-laban ay bahagi ng isinusulong na gera ni Duterte laban sa mamamayan sa ilalim ng NTF-ELCAC at paggamit sa bisa ng Anti-Terrorism Act of 2020 (ATA). Naghuhuramentado ang NTF-ELCAC na makamit ang target ng rehimeng Duterte na lipulin ang CPP-NPA-NDFP bago matapos ang panunungkulan nito. Hibang na hibang ang NTF-ELCAC na pugutan ng ulo ang rebolusyonaryong kilusan sa pagtarget sa mga kilalang kadre at lider ng kilusan. Ginagamit nila ang    ATA, upang malayang pumaslang nang walang pananagutan habang tinatatakang “terorista” ang CPP-NPA-NDFP, maging ang mga progresibo, makabayan at mga kritiko ng rehimen.

Hindi makikitil ng rehimeng Duterte ang rebolusyonaryong diwa ng mamamayan sa pagpatay kina Topacio at Magpantay. Magsisilbi silang inspirasyon sa bagong henerasyon ng mga kadre at kasapi ng CPP-NPA-NDFP na handang tanganan ang mga naiwang gawain at ipagpatuloy ang kanilang mga sinimulan sa rebolusyon.

Kailangang pagbayarin nang mahal ang 2nd ID-PNP-Rizal sa pagpatay sa mag-asawang Topacio at Magpantay at sa tatlong martir ng Antipolo na sina Ermin “Ka Romano” Bellen, Jose Villahermosa at Lucio Simporoso noong Disyembre 5, 2019. Amanda Echanis’ illegal arrest is a maneuver as desperate as it is repugnant.

Even as farmers from Cagayan are reeling from the effects of consecutive typhoons and the state’s abandonment, the regime has apparently set its cross hairs today on peasant leaders from the region.

Amanda Echanis, daughter of murdered Anakpawis Chairman Randy Echanis, was arrested with trumped up charges in the same day a joint AFP-PNP operation raided the home of Isabelo “Buting” Adviento, Anakpawis regional coordinator, and planted evidence with the goal of his arrest.

Echanis was at the time with her one-month old newborn baby; while Adviento has been active in relief drives to help those affected by typhoon Ulysses in Cagayan Valley. They have both been falsely accused of having ties with the CPP-NPA.

The consecutive attacks come a day after a second Senate hearing tackling the spate of red-tagging against progressive lawmakers, activists, and other democratic forces. Despite the hearing being used by Duterte’s fascist gofers in the government and military merely as a platform to dismiss the ill-effects of red-tagging and further their campaign of fear and intimidation against dissent, it becomes clearer to the people how red-tagging puts lives in the way of peril.

The Duterte regime will stop at nothing to try to justify its unjustifiable red-tagging of activists and dissenters. It will go as far as apprehending a mother with charges of illegal possession of firearms and ammunition and illegal possession of explosives—all while in the presence of her newborn child.

The regime is desperately trying to veil its failures by creating false enemies. Instead of tending to its responsibilities including delivering aid and assistance to farmers and peasant communities whose livelihoods were destroyed by successive calamities, the state instead makes a target out of the people who devote their time to working with these communities towards its recuperation and collective development.

These attacks in Cagayan Valley are reminiscent of Oplan Sauron in Negros in 2018 to 2019—the joint AFP-PNP operation that witnessed the EJK-style murder of several leaders of peasant organizations and other progressive groups. In the end, Sauron was nothing but a killing spree for the Duterte’s military goons—a way to legitimize the deaths of “suspected communists” and suppress growing unrest among the masses.

The worsening crisis and rising discontent among the people in Cagayan Valley will surely strengthen the mass movement and back the regime to a corner. As the region is now faced with the double burden of trying to rebuild their lives and sources of income while also trying to avoid contracting the coronavirus, the state is now more than ever scared of the democratic forces who are actively helping and organizing peasant communities in Cagayan.

The people must demand for the immediate release of Amanda Echanis and for Duterte’s AFP-PNP to cease all attempts at arbitrarily arresting mass leaders and activists! Resist the state’s red-tagging and expose the Duterte fascist regime for its crimes and fascism!

Sa kalagitnaan ng madaling araw ng Nobyembre 25, sinalakay at walang awang pinaslang ng mga
berdugong mersenaryo ng pasistang estado ang mag-asawa sa kanilang tahanan sa bayan ng
Angono, Lalawigan ng Rizal.

Si Kasamang Eugenia Magpantay at Kasamang Agaton Topacio, kapwa 69 taong gulang ay pawang
kareretiro lamang sa aktibong serbisyo dahil sa mga limitasyon ng kanilang edad at pisikal na
kalagayan. Si Kasamang Fiel ay mayroong diabetes at severe arthritis na nagpahina sa kanyang
katawan. Ang pagpaslang sa mag-asawa ay isang kaso ng masaker-na-istilo-ng-pagpatay sa mga hors
de combat na labag sa mga internasyunal na makataong batas at bahagi ng brutal na kampanya ng
panunupil ng pasistang rehimeng US-Duterte at AFP-PNP sa rebolusyunaryong kilusan at lahat ng
mamamayang nakikibaka para sa panlipunang pagbabago.

Si Kasamang Agaton Hudencial Topacio na mas kilala ng mga kasama at rebolusyunaryong masa
bilang Kasamang Boy, Ka Joseph o Ka Ibyan ay ipinanganak noong Disyembre 7, 1951 at panganay sa
sampung magkakapatid. Si Manong o mas kilala bilang “Dikong” sa kanilang lugar ay mula sa
Barangay ng Bibiclat, Bayan ng Aliaga, Lalawigan ng Nueva Ecija. Si Ka Boy ay naging kasapi ng
National Operational Command ng NPA at naging Panrehiyong Kumander ng Bagong Hukbong
Bayan sa Gitnang Luzon. Nagsilbi rin sya bilang Kalihim ng Panrehiyong Komite ng Partido sa
Gitnang Luzon sa mga huling taon nito.

Si Kasamang Eugenia Magpantay Topacio na mas kilala ng mga kasama bilang Ka Fiel ay ipinanganak
noong Disyembre 13, 1951, at panlima sa siyam na magkakapatid. Si Manang ay mula sa Lalawigan
ng Batangas. Siya ay naging kagawad ng Kawanihang Pampulitika ng Partido. Pinangunahan nya
noon ang Pambansang Kagawaran sa Edukasyon. Siya ay naglingkod din bilang Pangkalahatang
Kalihim at isa sa mga nangungunang kadre na nagtiyak sa matagumpay na paglulunsad ng
Pangalawang Kongreso ng Partido noong 2016.

Sina Ka Boy at Ka Fiel ay mahahalagang gabay at haligi sa mga kasamang tumupad ng natatanging
rebolusyonaryong gawain sa Inang Larangan sa Gitnang Luzon sa panahon ng 2010 hanggang 2016.
Si Ka Boy ay nagsilbing mahusay na kumander at tagapagsanay sa mga kalakhang kabataang mga
kasama na noon ay bagong sampa at talaga sa espesyal na gawain. Siya ay isang makaranasang
mandirigma na pinaghugutan ng mga aral at gabay ng mga kasamang punong-puno ng
kapangahasan sa pag-aaral, paglalapat at paglulunsad ng digmang bayan sa tereyn ng malawak na
kapatagan ng Gitnang Luzon.

Si Ka Boy, sa madalas niyang simpleng T-shirt at khaki shorts ay malalim mag-isip ngunit simple sa
pananalita. Siya ay laging bukas na magbahagi at makipag-aralan sa larangan ng armadong
pakikibaka. Hindi siya nag-aatubili na magbahagi ng mga karanasan sa mga labanan at tunggalian sa
mga kasamang nagpapanday pa lamang. Seryoso bilang tagapakinig ngunit may sundot ng biro na
lagi’t laging mapanghihikayat sa mga kasama. Sa kabila ng pagiging mataas na opisyal at kumander,
taglay niya ang kababaan ng loob ng isang tunay na hukbo ng bayan na tagapagtaguyod ng
simpleng pamumuhay at puspusang pakikibaka.

May mataas siyang pagpapahalaga sa pagpapahusay ng rebolusyonaryong propaganda at kultura sa
hanay ng mga kasama at lalong lalo na sa masa. Itinulak niya ang paglilimbag ng mga publikasyon na
Lakas ng Masa, ang Pangkulturang antolohiya na Inang Larangan, at Ang Mandirigma ng Josepino
Corpuz Command-BHB Gitnang Luzon—mga rebolusyonaryong propaganda na may layuning
mag-ambag sa pagpapanibagong sigla at lakas ng rebolusyonaryong pwersa at masa ng Gitnang
Luzon.

Si Ka Fiel, na noon ay nasa pamunuan ng Pambansang Kagawaran sa Edukasyon, ay naging bahagi
naman ng masiglang rebolusyonaryong pag-aaral ng mga kasama sa Inang Larangan. Isang tunay na
matalas na guro sa pagpapanday ng ideolohiya at mahusay na ehempo sa larangan ng instruksyon.

Hindi nauubusan ng mapangahas na mga ideya at kaparaanan, lagi nilang dinidirehe ang mga
kasama sa rebolusyonaryong optimismo at ibayong pagpapaunlad. Sa abot ng paggabay at
pagpapatimo ng mga saligang prinsipyo at paninindigan ng isang mabuting Komunista, ihinanda ni
‘Ka Boy at Ka Fiel ang mga kasama sa Inang Larangan sa pagtanggap ng mas mapangahas at
mabibigat pang tungkulin saan man silang larangan ng rebolusyonaryong gawain dalhin ng Partido.

The National Intelligence Coordinating Agency (NICA) Tuesday stressed that the red-tagging by government of the Makabayan bloc as having links to the Communist Party of the Philippines/New People’s Army/National Democratic Front (CPP/NPA/NDF) is for the protection of young Filipinos.

Appearing before the Senate national defense and security committee chaired by Senator Panfilo M. Lacson on the issue of ‘Red-tagging,’’ NICA Director General Alex Paul Monteagudo cited as example 22-year-old Jevilyn Cullamat, daughter of party list Representative Eufemia Cullamat and 21-year-old Rochelle Mae Bacalso.

Cullamat and Bacalso who belonged to the NPA, the armed component of the CPP, were killed during a separate military encounter.

Monteagudo said the two and other young Filipinos were recruited into joining the NPA. Cullamat served as medical aide.

This is the reason why the military is revealing these in order to convince young Filipinos to desist from joining communist insurgents who would poison their minds and destroy their future.

The military denied in today’s hearing allegations of Congresswoman Cullamat that they made her daughter a kind of trophy of the soldiers who killed her during a firefight in eastern Mindanao and even desecrated her.

‘’We don’t do that,’’ General Hermogenes Esperon Jr., National Security Council (NSC) head, told Lacson.

Former Bayan Muna Representative Teodoro Casino maintained that his group has not convinced or recruited young Filipinos to join the NPA and bear arms to fight the government.’

Casino emphasized that the Armed Forces of the Philippines (AFP) cannot prove this.

He stressed that his group teach democratic values and respect for human rights and that many of his organization are with the government and some are with the Philippine National Police (PNP).

Casino said he is wondering why the heat is on his group since they are not bearing arms.

He dared Monteagudo and other officials of the government to name the recruiters for the NPA.

Even Lacson asked those in government to give the names of those supposedly recruited by Casino to join the NPA.

Esperon said Casino is not being accused of recruiting for the NPA but it is his organization that is doing the recruitment. .

Casino warned that this is a sweeping statement and that thousands of their members had been red-tagged and this places their lives in jeopardy.

Defense Secretary Delfin Lorenzana on Wednesday told soldiers to stop taking photos with the remains of slain rebels amid the flak the military is getting after it released photos of the slain daughter of Bayan Muna Rep. Eufemia Cullamat.

Cullamat's daughter, Jevilyn, died in an encounter with the military in Surigao del Sur last Saturday.

According to Lorenzana, Cullamat has a point when she condemned the military for allegedly desecrating her daughter's remains when they posed for photos behind her body.

"Well, mayroon siyang punto diyan. (Well she has a point there on that). That's why we are coming up with directives again to the GHQ (general headquarters of the AFP), to the people, to the troops not to do this again," Lorenzana said.

Photos released by the Philippine Army showed Jevilyn's body, along with recovered firearms and other paraphernalia from the clash site.

The Commission on Human Rights (CHR) said it could not make sense of the military's decision to pose with the dead body of Jevilyn.

"That was wrong. I don't approve of that action. Hindi dapat gawin 'yun (That should not be done). They could pose behind firearms or any other equipment, but not from behind bodies of fallen fighters," Lorenzana said.

"It was uncalled for, it was wrong to do that and I understand the feeling of Congresswoman Cullamat."

Lorenzana, however, maintained the soldiers did not mean to desecrate Jevilyn's remains.


"Our soldiers have always respected fallen fighters, NPA, Abu Sayyaf," Lorenzana said, adding that the military was used to taking pictures of slain rebels, which they have been doing since the 1970s.

"That has always been the practice of the soldiers ever since, its happening long ago," Lorenzana said.

"This picture is for our (military) consumption only and for some reason the picture of Jevilyn Cullamat found itself with the media and that's what (critics) saw."

CAMP SANG-AN, Labangan, Zamboanga Del Sur – Six members of Daesh Inspired (DI) local terrorist group surrendered to Army’s 82nd Infantry Battalion, Thursday, December 3, 2020.

According to Lt. Col. Rafman Altre, 82nd Infantry Battalion Commander, the surrendered terrorist were involved in an encounter in Marantao detachment in year 2017.

Four troopers were wounded during that clash.

The six terrorist also yielded two firearms.

Custodial debriefing is on-going as of this posting.

Meanwhile, Brig.Gen. Jose Maria Cuerpo II, Commander of 103rd Infantry Brigade, urged the remaining DI members to lay down their arms and end the senseless violence in the Lanao provinces.

Maj. Gen. Gene Ponio, commander of the 1st Infantry (TABAK) Division lauded the 82IB and the civilian stakeholders involved in the successful surrender of the DI members.

“Truly, our campaign in against terrorism also rely on the cooperation and involvement of the local government units, datus, ulamas and even the local populace itself”, said Maj. Gen. Ponio.

CAMP Siongco, Maguindanao – The lady governor of Maguindanao, Hon. Bai Mariam Sangki Mangudadatu known as ‘Agila of Maguindanao’ together with Major General Juvymax Uy, Commander of 6th Infantry (KAMPILAN) Division spearheaded the launching of “Malasakit ng Agila” program during the 34th founding anniversary celebration of 602nd Infantry (LIBERATOR) Brigade in Camp Lucero, Carmen, North Cotabato on November 30, 2020.

“As your former 6ID Commander, I am truly happy to take part in this launching of the “Malasakit ng Agila” program or Agila Haven, which means “Anak na may Ginintuang Layunin upang Hintuan Ang Violent Extremism Ngayon” that aims to address violent extremism in the province of Maguindanao and the concerns of former rebels upon their return to the folds of the government”. This is an excerpt from the message of Lt. Gen. Cirilito Sobejana PA, Commanding General of Philippine Army as the guest of honor and speaker delivered by Maj. Gen. Uy in behalf of him.

Maguindanao Governor Mangudadatu stressed that the series of surrender of the former rebels is another positive outcome of the current efforts through the Preventing and Countering Violent Extremism (PCVE) program in support to the national government’s peace and development agenda.

“Ako po ay nasisiyahan dahil sa ginawa ninyong desisyon na magbalik loob sa gobyerno at mamuhay ng tahimik kasama ang inyung mga anak, apo at mga mahal sa buhay na walang takot”, the lady governor, said.

Three beneficiaries from Northern Kabuntalan, Pagalungan and Datu Montawal received a livelihood assistance during the distribution of Farm Implements to the former rebels.

Meanwhile, Maj. Gen. Uy and BGen Roberto Capulong, Commander of 602nd Brigade led the 34th founding anniversary of the Brigade, wherein they awarded deserving Liberator Troops and stakeholders, for their exemplary performances in service to the nation.

“I would like to commend the leadership of BGen Roberto Capulong as the Commander of a Liberator Brigade. Likewise, let us never forget the sacrifices of all our soldiers who became part of this institution” said Maj. Gen. Uy.

In his message, BGen Capulong stressed that the 602nd Brigade is already sailing on a clear heading, using the right operational approach to reach the brigade’s destination. He further urged everyone to work together as a team.

“Our theme ‘Liberator @34: Kaagapay sa Pagbigkis-Lahi ng Kristiyano, Moro at Katutubo tungo sa Kapayapaan at Kaunlaran’ epitomizes the overarching desire of every member of 602Bde to forge communities regardless of tribe, values, culture and religion to live peacefully and harmoniously” BGen Capulong said in his anniversary note.

CAMP Siongco, Maguindanao – Two members of the Local Terrorist Group – Bangsamoro Islamic Freedom Fighters (BIFF) were arrested by the troops of Joint Task Force Central in Sultan sa Barongis, Maguindanao on November 29, 2020.

Apprehended personalities were identified as Musa Musiba, 45 years old male together with his cohort, a 15 years old minor.

The government troops are conducting focused military operations in Sitio Balayman, Brgy Langgapanan in the said municipality when the duo were nabbed.

Confiscated from them were two RPGs and one Usi with Magazine loaded with 4 rounds of cal .45.

Major General Juvymax R. Uy, Commander of 6th ID and JTF Central lauded the Army troops for the arrest of the LTG members.

Kalinaw News: Former NPA members and sympathizers graduate from skills training in Bukidnon

Impasugong, Bukidnon – A total of 11 former NPA members and sympathizers, who are in the care of the 8th Infantry Battalion, successfully completed the pipefitting training at the Headquarters, 403rd Infantry Brigade, Malaybalay City, Bukidnon on November 28, 2020.

The said graduates underwent 20 days of pipefitting training facilitated by the Technical Education Skills and Development Authority (TESDA) of Bukidnon and MACES Skills Training Institute Inc. These graduates will be directly hired by the Aboitiz Construction Company.

This program was created through the active partnership of Mr. El Cid H Castillo, Provincial Director of TESDA-Bukidnon; Mr. Edwin P. Trinidad, School Administrator of MACES Skills Training Institute Inc.; Mr. Norvin P. Pitogo, Human Resource of Aboitiz Construction Company; BGen Ferdinand T Barandon, Commander of 403rd Infantry Brigade, Philippine Army, as part of the government interventions for the former rebels.

“Malipayon akong nakabenepisyo sa programa nga gihatag sa atong gobyerno kaabag ang uban pribadong ahensya. Usa kini ka dakong opurtunidad para kanamo aron magmalambuon ang amoang kinabuhi,” said @Troy one of the former CTG sympathizers who graduated from the pipefitting training. (I am grateful to benefit from the programs given by our government. This is a great opportunity for us to improve our lives.)

Lt. Col. Edgardo V. Talaroc Jr., Commanding Officer of the 8th Infantry Battalion said, “Nagpasalamat ako sa among mga kaabag sa pagpanday og kalinaw ug kalamboan alang sa ilang mga kontribusyon sa pagtabang sa among mga kanhing rebelde. Kini nga yunit magpadayon sa paghatag og mga tabang sa among mga kanhing rebelde aron adunay mas maayo nga kinabuhi.” (I am thankful to our partners in peace-building and development for their contributions in helping our former rebels. This unit will continue to give interventions to our former rebels to have better lives.”)

“Kongrats sa tanan nga nakagradwar. Kini nga kalihokan usa ka pamatuud nga ang Task Force to End Local Communist Armed Conflict dili gyud pasagdan ang mga mobalik sa sabakan sa balaod apan magpadayon nga maghatag sa mga interbensyon alang sa ilang paghiusa balik sa kinatibuk-ang katilingban,” said Brigade General Ferdinand T Barandon, 403rd Brigade Commander. (My congratulations to all the graduates. This activity is a proof that the Task Force to End Local Communists Armed Conflict will never neglected those who return to the folds of the law but will continue to provide interventions for their reintegration to the mainstream society.)

Last October 30, 2020, eight (8) former rebels, who are also in the care of 8IB, graduated from skills training and are already employed with Aboitiz Construction Company with a daily compensation of PhP415.00.

CAMP MELCHOR F DELA CRUZ, Upi, Gamu, Isabela- A high ranking official of the terrorist New People’s Army (NPA) was arrested with high-powered firearms and explosives confiscated through the joint operations of 5th Infantry Division, Philippine Army and the Philippine National Police Region 2 in Barangay Carupian, Baggao, Cagayan on December 02, 2020.



The arrested NPA official was identified as Amanda Socorro Echanis alyas Waya, Finance Officer of West Front Committee of the Komiteng Probinsya ng Cagayan, Komiteng Rehiyon-Cagayan Valley. Undocumented firearms and explosives were also confiscated from her by the operating troops. The recovered war materials include one M16 rifle, one long plastic magazine for M16 rifle, one long steel magazine for M16 rifle, 20 live ammunitions for M16 rifle and two hand grenades.

On the other hand, the operating team also served the search warrant at the house of Isabelo Adviento, alyas Buting, Regional Coordinator of Anak Pawis and Chairperson of Kagimungan-Cagayan Chapter in the said place. With the search warrant on hand, the troops seized one MACII Uzi caliber 9mm, one steel magazine for MACII Uzi caliber 9mm loaded with five live ammunitions, 60 live ammunitions for M14 rifle, one hand grenade, 20 live ammunitions for M16 rifle, two rifle grenade, and one landmine.

The two law enforcement operations conducted were witnessed by Barangay Captain Velario Calderon, Barangay Kagawad Imelda Baniaga, Rosalinda Dagohoy, wife of alyas Buting and Ronald Reyes, a local resident. The search warrants against the two subjects were issued by Judge Sheila Gacutan-Labugen of MTC 2nd Judicial Region, Baggao, Cagayan. Alyas Waya and Alyas Buting were charged in violation of Republic Act 10591 and 9516 known as the Firearms and Regulation Act and Illegal possession of explosives respectively.

MGen Laurence E Mina PA, Commander of 5ID, commended the collaborative effort of the operating troops that resulted to the arrest of a high ranking NPA personality and confiscation of war materials. These successful operations will certainly degrade the state of morale of the Communist Terrorist Group. “The arrest of Ka Waya will definitely affect the operations of the terrorist NPA considering her position as the finance officer. The captured war materials could cost the lives not only of the government forces, but also of the innocent people targeted by the Communist Terrorist Group. The joint effort of 5ID and PNP PRO2 will be further intensified in order to achieve the common goal of ending local communist armed conflict in our Area of Responsibility. It is our mandate to protect the people from harm and violence by maintaining peace and order.”

New Corella, Davao del Norte- 87 Former Mass Supporters and Regular NPA members in three barangays of New Corella, Davao del Norte namely: Mambing, Cabidianan and Sta. Fe continued to denounce and hold an indignation rally against CPP-NPA-NDF in their barangays following the COVID 19 protocols yesterday, 02 December 2020.

In line with COVID 19 protocols of the province that limits the number of participants in mass gatherings, this unit were able to continue the Peace Building Seminar in their barangays for three days, 30 November to 02 December.

Despite of the protocols that must be followed strictly to defeat this COVID 19 virus, this unit still prioritizes to eliminate and defeat a more dangerous virus or “cancer” either that already existed for 51 years now, the wrong ideologies, deception and recruitment of the CPP-NPA-NDF.



This activity aims to help the affected community of the three barangays, for them to open their minds to what wrong they have done in supporting the NPA Armed Group, and accept them again by the Government through helping them by giving livelihood, addressing their issues and concerns and giving them the chance to return to the folds of the law. And also to isolate these barangays from CNN Infiltration, declaration of Persona Non Grata to CPP-NPA-NDF in the barangays were also conducted. This unit will continue clearing affected barangays and help the people to live in a peaceful and conflict-resilient community.

“Unsaon pa nila nga motabang sa atoa, basig tong mga baligya didto sa tindahan pangayuon nila, asa pa sila manguha ug ipanghatag nila sa atoa. Kaya dili na ta mosuporta ug dili na nato sila pabalikon dria sa atong barangay”, a former NPA supporter said.

“Recently a former NPA have surrendered to this unit and it clearly manifests their weakened manpower. The most significant thing you could do is to strengthen your Barangay Defense System and you must not allow the CPP-NPA-NDF to infiltrate again your area.” LTC ASNAWI INF (GSC) PA, Battalion Commander of this unit said.
