Frank/Melvin, Commanding Officer of the Regional Ordnance, Regional Operations Command (ROC) of Southern Mindanao Regional Committee (SMRC), the target and his comrades pulled their guns and fired upon the operating troops prompting the latter to retaliate,” Lt. According to Lt. Gen. Vinluan, Jr., a firefight ensued which resulted in the deaths of Libron, his wife Merly, and three others who were later identified Rogelio Magsaya, a.k.a. Sarge, a certain Macoy, and a certain Megan.

“He is also wanted for heinous offenses, including multiple murder, extortion, and arson,” the WestMinCom Commander added.
