U.S. and Philippine divers partnered together for a second time to install artificial habitat reefs in Maragondon, Cavite on October 8, 2019.

Manila, November 12, 2019 — U.S. and Philippine military personnel, local government representatives, non-governmental organizations, and local residents partnered together for a second time to install artificial habitat reefs in Maragondon, Cavite, on October 8, 2019.

A total of 60 jackstone-type artificial habitat reefs were installed off the coast. In August, the group also installed 30 artificial habitat reefs in the coastal area of Calatagan, Batangas. Coral will eventually cover the sunken structure, revitalizing marine life and improving fishing livelihoods in the coastal communities of Cavite.

The project, named Operation Pamamalakaya, included support by more than 500 personnel from the Philippine Army, Navy, Air Force, and Coast Guard, Philippine National Police, Municipal Environment and Natural Resources Office, DV Boer Farm, Magsasaka, Municipality of Maragondon and Cavite local government and residents, as well as U.S. service members.

More than 40 military divers and barge crew members from the Philippine Air Force, Armed Forces of the Philippines Special Operations Command, and United States Armed Forces assisted in the deployment of the artificial habitat reefs.

“[Operation Pamamalakaya] aims to protect, develop, conserve and promote biodiversity in the marine environment for sustainable fisheries in the area, including adjacent fishing grounds,” said Dexter Villamin of DV Boer Farm.

“Currently, Philippine coral reefs are threatened by pollution and destructive fishing techniques like the illegal use of explosives, trawling methods, and general overfishing. To address this reality, there needs to be an international approach between governments and NGOs dedicated to preserving and protecting these coral reefs, which are a natural treasure. Great events like this with our U.S. partners contribute to supporting not only the environment but also the local economy,” said Maj. Gen. Divino Rey Pabayo, AFP SOCOM Commander.

“Marine biodiversity is vital for a sustainable ecosystem. It’s wonderful to be able to assist in an endeavor that helps preserve this environment for generations to come,” said Major Ryan Bone, a participating United States Armed Forces diver.

U.S and Philippine military personnel trained side by side in a three-day event designed to provide comprehensive medical training.

Manila, November 13, 2019 — U.S. and Philippine service members conducted joint medical training at Camp Siongco, Awang, Datu Odin Sinsuat, Maguindanao from September 20 to 22, to improve critical life-saving skills in combat casualty care.

More than 30 different units from both the Armed Forces of the Philippines and the U.S. military trained side by side in a three-day, comprehensive medical training known as Tactical Combat Casualty Care. The event, which was the largest held by the Philippine 6th Infantry Division (6ID) in more than five years, provided classroom instruction and hands-on practical training on treating wounded soldiers.

“Said training was aimed at increasing the knowledge of our troops on the correct way of giving first aid, familiarizing ourselves with the human anatomy, and learning the do’s and don’ts of treating patients…” said 6ID Commander Major General Diosdado Carreon.

Following the training, the United States provided more than Php 830,080.00 ($16,000) in medical supplies to the 6ID. The training and supplies have bolstered 6ID’s ability to conduct critical care to Filipino soldiers on the battlefield. The joint training helps to strengthen the longstanding bond between U.S. and AFP soldiers.

“Being equipped with knowledge on casualty care really means a lot when saving lives, especially to our fellow heroes of the battlefield… I salute our instructors for their passion in terms of tactical care. They explained it very well and the experiences they’ve shared are something that serves as an inspiration,” said Tanyalux Bella an ICU Nurse at Cotabato Regional Medical Center.

Manila, November 12, 2019 — U.S. service members, Philippine National Police officers, local government employees, and local health practitioners conducted a joint medical outreach project on Banaran Island, Municipality of Sapa-Sapa, Tawi-Tawi on October 23, 2019.

The medical mission provided health services, ranging from preventative medical and dental checkups to minor surgical procedures, for more than 500 local residents of Banaran Island and other surrounding communities.

U.S. Indo-Pacific Command and U.S. based non-profit organization Spirit of America funded the medical mission, which involved more than 85 personnel from the Philippine National Police Special Action Forces 51st Special Action Company, Philippine National Police 1st Maritime Group-Special Operation Unit, Tawi-Tawi Integrated Provincial Health Office (IPHO), Sapa-Sapa Municipal Office, Sapa-Sapa Health Office, Barangay Banaran Health Workers, Bongao Doctors, and U.S. Special Operations Command Pacific soldiers.

“The medical mission that was conducted here in Sapa-Sapa, Tawi- Tawi is a great opportunity for the people to receive medical assistance. We are deeply thankful for the partnership that led to the success of this event. Our partnership with the United States is getting stronger and we hope that this event will not be our last joint activity,” said Police Lieutenant Ernie Moises B Cacdac, Public Community Relations Officer, 1st Special Operations Unit-Maritime Group.

“We have for a long time supported our partners here in the Philippines in combating and countering violent extremists through a variety of community outreach programs and projects. We are here to support our allies in doing the hard work of increasing resiliency amongst the local populace in what are historically conflict-prone areas,” said Sgt. 1st Class Ramil Leslie, U.S. Army.

As a longstanding friend, partner, and ally, the United States will continue to work closely with our Philippine counterparts to strengthen community resiliency in remote areas through medical outreach and other programs.

THREE TERRORIST NEUTRALIZED. Three members of the Islamic State-inspired terrorist group Dawlah Islamiya, also known as the Bangsamoro Islamic Freedom Fighters (BIFF), were neutralized as soldiers launched artillery attacks on their hideouts in Barangay Dasawao, Shariff Saidona Mustapha.

Sources from the Bangsamoro Autonomous Region in Muslim Mindanao police identified the fatalities as Buhari, Samrudin and Mursid.

HERO SOLDIERS. President Rodrigo Duterte personally conferred the Order of Lapu-Lapu Rank of Kalasag, posthumously, to the six Army soldiers killed in an encounter with the CPP-NPA in Borongan, Eastern Samar. While the Order of Lapu-Lapu, Rank of Kampilan, were conferred to the wounded soldiers confined at Camp General Vicente Lukban in Catbalogan City.

The Order of Lapu-Lapu is given to persons in the government or private sector who have rendered extraordinary service or have made exceptional contributions to the success of the President’s campaign or advocacy.

The Kampilan Medal is conferred on persons who were seriously wounded or suffered great loss of property as a direct result of their participation in such action.

The Kalasag Medal, on the other hand, is given to officials and personnel of the government and private individuals who lost their lives as a direct result of their participation in an activity pursuant to a campaign or advocacy of the President.

AFP Statement on solons ‘crossing party lines’ to stop the alleged ‘crackdown and attacks on progressive groups’

The fact that fellow Filipinos can weigh in on relevant issues like the Filipino people’s fight against Communist Terrorist Groups (CTG) and their recruitment of minors proves that democracy is vibrant and alive in our country.

Though the AFP takes exception to charges of “crackdown” or “attacks on progressive groups” and of “planting of evidence” by some individuals, their freedom to express their views is a constitutionally vested right that the AFP respects, upholds, and defends.

But we as protector of the people and securer of the state has to pursue that duty likewise mandated to us by the constitution.

We cannot sit idly by in the comforts of air-conditioned halls while minors are in the verge of perdition in the clutches of the NPA who are exploiting the former’s idealism and harping on social issues that government is addressing squarely.

We cannot, in conscience, claim to have lived by our solemn oaths sitting on swivel chairs while groups hiding in the cloak of “progressive groups” are clandestinely planning and arming to slay democracy and supplant it with communist terrorist rule.

We cannot fail the Filipino people who depend on us to end CPP-NPA abuses and atrocities. The citizenry provides us information that we vetted and used —in this case to apply for a Search Warrant (SW).

The ensuing conduct of law enforcement operation led to the arrests of communists terrorists; seizure of firearms, ammunition, and explosives; and rescue of minors being trained for deployment to the boondocks as NPA fighters and cadres.

The presence of 32 firearms, 130 rounds of ammunition, and five pieces of explosives were too glaring to ignore and too many to claim to be “planted”.

And if the case of kidnapping of minors be filed against the arrested individuals, we will not be surprised if they will again claim that the 13 children who were found in the houses subject of the SW were “planted” by the law enforcers.

Amidst this glaring CTG propaganda, we invite well-meaning individuals and groups to sit down with us. We intend to discuss what we have been saying all along about CTG infiltration; of left-leaning organizations that are wittingly or unwittingly being used as conduits in the transfer of funds from foreign funding agencies to the CTG; the recruitment of minors to be NPA Cadres and fighters; the exploitation of issues involving women and children or the alleged abuses of human rights and of Indigenous people’s.

We reach out because at the end of the day, we Filipinos have one and the same republic to secure and one people to protect and defend for the sake of children and their future.

San Jose City, Nueva Ecija – The cadaver of the slained NPA during an encounter transpired in Brgy Estrella, Rizal, Nueva Ecija last 14 November 2019 at about 2:30 pm was claimed by their family yesterday at 8:30 pm

The cadaver was identified as Michael Ledesma @Bisukol a resident of Brgy Antipolo, Bongabon, Nueva Ecija. And Rosemiel G Cacap @Miguel from Brgy San Nicolas, Ban Ban, Tarlac. Upon succeeding investigations, it was found out that Ledesma was married to @Maris, a regular NPA member of the same group KLG Sierra Madre who was successfully captured last year.

According to the sworn testimony attested by his claimant brother Mr Noel Ledesma, 39 years old, Michael has long been a member of the terrorist group New People’s Army under KLG Sierra Madre. He added that he has not seen him for two years because of his affiliation to the terror organization.

The joint operation conducted by the Army and PNP Nueva Ecija was due to an information reported from the locals that a group of armed men has been conducting extortion activities to the farmers in the area. The residents later on confirmed that these armed men have been forcing them to provide food and financial support. The troops patrolling was fired upon by the group which started a firefight that lasted for 15 minutes resulting to the death of two (2), four (4) wounded and one (1) NPA member captured with two (2) M16 rifles, three (3) hand guns, (1) hand grenade, several magazines, bullets and subversive materials.

Legal action has already been conducted in order to file commensurate charges to the captured NPA members and all wounded members were already given proper treatment.

According to LTC HONORATO S PASCUAL JR commanding officer of 84IB, 7ID, PA “the information recieved by our unit from the populace in the municipality of Rizal, NE is a clear manifestation of their withdrawal of ties and support to the communist terrorist organization.”

He also emphasized the Army’s thrust in achieving peace in accordance with the law, stating “As protectors of human rights we ensure that due process must be observe for all captives. To the people under our Area of Operation we guarantee you that your Army is doing all means to safeguard your well being. Also we encourage our brothers who have fallen astray to surrender to the folds of the government and embrace peace”.

Bayugan City, Agusan del Sur— Concerned civilians, mostly farmers, reported to the 8th Special Forces “Dragoons” Company (8SFC), 3rd Special Forces “Arrowhead” Battalion (3SFBn), a Claymore-type improvised explosive device (IED) emplaced by the Communist NPA Terrorists (CNTs) in their farmlands at Purok 7, barangay Mabuhay, Prosperidad, Agusan del Sur yesterday.

The Mabuhay CAFGU (Citizen Armed Force Force Geographical Unit) Patrol Base under the 8SFC immediately composed a team to disable, recover and dispose the IED to prevent any damages from both the civilians and government troops.

The Municipality of Prosperidad, Mabuhay Barangay Local Government Unit (BLGU), Armed Forces of the Philippines (AFP) and the farmers strongly condemned the terroristic act of the CNTs citing that they (NPAs) are the reason why there is a decrease of farm production in some of their areas.

“The NPAs are the reason why most of the farmers don’t attend to their farmlands anymore. We are worried because we might become victims if the IEDs explode anytime. The NPA terrorists severely disturb our farming activities because aside from planting IEDs they always ask for their share during harvests even if they did not work hard for it. The farmers get less than what they deserve, “said Jun (true name undisclosed).

The NPA terrorists and the Communist Party of the Philippines (CPP) are declared by the Philippine government as terrorist organizations in 2017 and declared by the U.S. State Department, European Union Common Foreign and Security Policy as a foreign terrorist group.

Meanwhile, the 3SFBn under the 401st Infantry “Unite and Fight” Brigade (401BDE) lauded the efforts of the citizens who acted promptly to prevent further damage to any potential targets of opportunities of the CNTs.

Colonel Allan D. Hambala INF (MNSA) PA, 401BDE Commander, said that this is the positive effect of the Whole-of-Nation Approach to End Local Communist Armed Conflict. “The peoples’ support greatly hurts these terrorists because they have nowhere to run. This is the reason why they try so hard to discredit the EO 70, military’s presence and the construction of Patrol Bases in the conflict-affected communities. The masses, whom they can terrorize before, already found their genuine ally towards ending the NPAs’ atrocities through the EO 70,” Colonel Hambala, ended.

MALITA, Davao Occidental – Two NPA combatant voluntarily surrendered to the 73rd Infantry (Neutralizer) Battalion last Thursday, 14 November 2019 with four (4) High-powered firearms. The two (2) were identified as @JIMBOY surrendered one (1) M4 Carbine, and one (1) M16, while @LOPE handed over two (2) M16 both Iskwad Primera, Front Guerilla Unit Platoon, Guerilla Front ALIP, Far South Mindanao Region and resident of Sitio Datal Nibong, Brgy Tagaytay, Magsaysay, Davao del Sur. Accordingly, they surrendered to the folds of the government as they said that they are all tired and can no longer bear the hardship they had to take when trying to survive and, at the same time, hide in the mountains. They no longer want to fight against the government forces because they know that all they can get from the communist group are failed promises from the recruiters, fear against military operations, hunger, fatigue, and family separation.

It only proves that they have come to realize how wrong and futile it is to join forces with the NPA. They were also influenced by the increasing number of NPA fighters who chose to live a peaceful life by availing the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

Meanwhile, Lt. Col. Ronaldo G. Valdez, Commanding Officer, 73IB said. “Thus, we are reiterating our call on other NPA members to lay down their arms, surrender and avail the Enhanced Comprehensive Local Integration Program (E-CLIP).”

“As of January this year, there were 49 New People’s Army members who surrendered to the 73rd Infantry (Neutralizer) Battalion along with 34 assorted firearms”, he added.

WESTMINCOM: Firearms recovered at enemy camp in Sultan Kudarat

Troops of 37th Infantry Battalion while scouring and searching the previous seized communist terrorist camp in Sitio Kuden, Brgy Batang Baglas, Palimbang, Sultan Kudarat recovered high powered firearms on November 16, 2019 at 11 in the morning.



Recovered were two M16 rifles, one improvised M79 and one Cal .22 rifle.

“We do believed that after we overrun the enemy camp last October 24 of this year, there are still firearms that has been hide in the area,” said Ltc Roberto Go Jr, Commanding Officer, 37th Infantry Battalion.

Report said that enemy encampment contains more or less 100 bunkers made of indigenous materials; foxholes; classrooms/multi-purpose structures with chairs and improvised blackboard; obstacle courses; documents; and tourniquet.

Colonel Wilbur C. Mamawag, Commander of the 603rd Infantry Brigade commended the troops of 37th Infantry Battalion for another successful security operation that resulted to the recovery of firearms.

Lt. Gen. Cirilito Sobejana, commander of the Western Mindanao Command said, “the Regional Task Force to End Local Armed Conflict (RTF-ELAC) continuously gain grounds against the communist terrorists in South Central Mindanao.”

“This likewise, manifests that the strong coordination and communication among the local folks and the other stakeholders with the AFP, ensures the end of terrorism and lawlessness,” the commander added.

BUTUAN CITY , Philippines – Authorities recovered three rifles and bomb-making materials from a New People’s Army (NPA) guerrilla who surrendered to authorities in Sibagat, Agusan del Sur on Friday.

The guerrilla reportedly led the military to Barangay Padiay where the firearms were kept, according to 1/Lt. Roel Maglalang, civil military operations officer of the Army’s 23rd Infantry Battalion.

“During the briefing, the surrenderee disclosed significant information pointing to the exact location of the firearms, war materials and assorted personal belongings,” Maglalang said.

The guerrilla, identified only as Marco, was the latest among hundreds of rebels in Caraga Region who surrendered to authorities since January.

Maglalang attributed the increase of rebel-surrenderees to the government’s “whole-of-nation approach” in ending the armed conflict.

The rebels were offered livelihood, financial assistance, scholarships, housing, and free legal assistance under the enhanced comprehensive local integration program.

JOINT STATEMENT

Australian Minister for Defence Linda Reynolds and Philippine Secretary of National Defense Delfin Lorenzana announced that Australia will transition its support under Operation AUGURY-Philippines to an Enhanced Defence Cooperation Program as of 1 December 2019.

The announcement, made in the margins of the ADMM-Plus in Bangkok, Thailand on 16 November, reinforced a shared long-term commitment to countering the regional terrorist threat and building on the well-established bilateral defence relationship.

Minister Reynolds and Secretary Lorenzana recognised that after the siege of Marawi in October 2017, Australia’s contribution under Operation AUGURY-Philippines has provided counter-terrorism capacity training to over 10,000 members of the Armed Forces of the Philippines.

This training cooperation has included essential land-based activities focused on urban combat and joint coordination skills; air training focused on enhancing air coordination in the urban environment; and maritime training activities.


Minister Reynolds and Secretary Lorenzana agreed an Enhanced Defence Cooperation Program will allow the Australian Defence Force to continue delivering the capacity-building support for counter-terrorism cooperation requested by the Philippines.

The Program will also provide funding certainty and greater flexibility to meet the broader needs of the Australia-Philippines bilateral defence relationship.


Minister Reynolds and Secretary Lorenzana underscored that long-term engagement under the Enhanced Defence Cooperation Program will strengthen their shared commitment to regional security and stability.

CEBU CITY, Philippines — The Naval Forces Central (Navforcen) has hosted a welcome arrival for the newly acquired ship of the Philippine Navy, which will be among the war ships that will be assigned to guard the West Philippine Sea.

The ship, named Barko ng Republika ng Pilipinas (BRP) Conrado Yap in honor of the Philippine soldier who fought in the Korean War, docked at the wharf of Malacañang sa Sugbo along A. Pigafetta Street in Cebu City on Saturday afternoon, November 16, 2019.


Major General Roberto Ancan, commander of the Armed Forces of the Philippines (AFP) Central Command (Centcom), told reporters that the ship’s arrival in Cebu City was a message to the public that the Philippine Navy was making efforts to secure the coast and waters of the country.

“At least makita nila na nag level up na ang ating Navy to secure sa ating shores (At least the public could see that the Navy have stepped up to protect our shores),” said Ancan.

According to the Philippine Navy, the BRP Conrado yap is considered as their strongest ship so far considering its speed, which runs to a maximum of 25 knots for the distance of 4,000 nautical miles, and its the high powered artillery that included two Oto Melara 76mm main guns, two 40mm auto Breda gun (L70T), two Torpedo Launchers (MK32,MOD 5) anti-submarine torpedoes, rapid blooming off-board chaffs (RBOC) MK 164 and variety of sensors, including sonars, and radars.

The ship measures 88.3 meters long, with a beam of 10 meters and a draft of 2.9 meters, with displacement at 1,216 tons full load. It is rated for a crew of 118 personnel and can sustain operational presence for 20 days.

Although there are no threats in the Visayas, Ancan said there is still a need to be vigilant, which requires constant patrolling of its waters and shores.

BRP Conrado Yap is the first modern general purpose corvette of the Philippine Navy, according to Lieutenant Commander Neil Rafael Ybera, Navforcen spokesperson.

He said the vessel will be open to public visit on Monday and Tuesday, November 18 and 19, at around 9 a.m. It will depart on Wednesday bound for other ports in the Visayas.

According to Ancan, they are opening the ship for public viewing as the also want to assure them what the ship is capable of in protecting the Filipino citizen.

Cebu City is the fifth place that the vessel has visited since it departed from South Korea in August 2019, where the corvette, a vessel then owned by the Korean Navy, was bought by the Philippine government.

The Armed Forces of the Philippines (AFP) on Friday, Nov. 15, said it was prepared to explain in detail what it said were the inner workings of communist rebels and leftist groups in the wake of a petition at the House of Representatives calling for an end to a crackdown on activist groups that the military tagged as key players in the communist rebellion.

Brig. Gen. Edgardo Arevalo, AFP spokesperson,
invited the legislators who signed the petition to a meeting on how communist rebels were infiltrating supposedly legitimate progressive groups and how these groups were being used to transfer funds from foreign donors to New People’s Army.


Arevalo said the AFP was also prepared to explain in detail rebel recruitment of minors and how rebels were riding on women and children’s rights issues, human rights abuses and indigenous people’s rights.

“We reach out because at the end of the day, we Filipinos have one and the same republic to secure and one people to protect and defend for the sake of our children and their future,” he said in a statement.

The statement came after at least 64 members of the House signed a petition expressing concern over attacks on elected representatives, members and supporters of the left-wing Makabayan bloc in the chamber and the opposition.

Earlier this month, the AFP listed the duly-elected Gabriela Women’s Party as a front organization for “communist terrorist groups” during a security briefing at the House.

At least 50 activists were also recently arrested in different law enforcement operations in Manila and Bacolod City. Firearms and explosives were seized during the raids, but activist groups said these were planted evidence.

Arevalo said while the AFP respects freedom of expression, it was taking exception to the use of the terms “crackdown,” “attacks on progressive groups” and “planting evidence” to criticize raids on offices of activist groups.

US Secretary of Defense Mark Esper will be in town next week to sew back the decades-long alliance between the Philippines and United States in the face of China’s increasing aggression in the Asia Pacific region.

In a statement, the US Department of Defense said Esper would meet with Philippine Defense Secretary Delfin Lorenzana to “advance the alliance” and “strengthen security cooperation to uphold international rules and norms.”


Esper was appointed by US President Donald Trump after the resignation of former general Jim “Mad Dog” Mattis. Esper rose to prominence recently after presiding over the US Delta Force operation to get Islamic State leader Al Baghdadi which led to the killing of the world’s most wanted terrorist.

He is also scheduled to pay his respects to fallen US service members buried at the Manila American Cemetery in Taguig City.

Esper’s visit to the Philippines is part of his itinerary around Asia Pacific countries — South Korea, Thailand and Vietnam. His trip started Wednesday, Nov. 13, the US defense department said.

The visit to Manila comes months after Lorenzana called for a review of the Mutual Defense Treaty between the Philippines and United States.

The Philippines and the US are bound by the MDT, signed on Aug. 30, 1951, which calls for both nations to come to each other’s aid against an armed attack

But US readiness to come to the aid of the Philippines if the attack involved territorial disputes with China, including those over islands and geological formations in the South China Sea, has been cast in a cloud of doubt in recent years.

In September, the Philippines and United States have agreed to conduct more than 300 joint military exercises in 2020, an increase from 281 in 2019.

DIGOS CITY – Davao Occidental’s governor is giving top officials of the communist New People’s Army (NPA) PHP2 million cash incentive if they surrender to the authorities.

Governor Claude Bautista, who made the offer Friday, said
top NPA leaders operating in Davao Occidental are qualified to avail of the incentive.

“I will give PHP2 million, house and lot, plus the opportunity to work in the province to the top brass of the NPA if he or she will surrender to authorities,” Bautista said.

The governor said rebel leaders occupying the second-highest positions in the provincial hierarchy will also receive PHP1 million, house and lot, and scholarship for their children.


“Although the provincial government has declared the communist rebels’ persona non grata, I am giving them the best chance they could get from the government as long as they will faithfully surrender,” he said.

Bautista said he takes pity on “those who have been fooled by the wrong ideology of the communist movement wherein they sacrificed themselves fighting against the government for a cause that will not be resolved unless everybody will work for it.”

“With that huge amount of money, they could start a new life with their respective families without fear of being chased by government forces. They must grab it now or lose the chance to be back in the mainstream society,” he added.

Lt. Col. Ronaldo Valdez, commander of the Army’s 73rd Infantry Battalion based in Malita town, Davao Occidental, said the military will continue to assist NPA rebels who decide to surrender.

“Those who surrendered were given financial assistance from the provincial government, aside from the PHP50,000 capital outlay,” Valdez said, adding rebel surrenderers are also given livelihood training and educational assistance under the Enhanced Comprehensive Local Integration Program (ECLIP).

On November 12, Valdez presented 28 various calibers of high-power firearms and handguns to Bautista during the 4th quarterly meeting of the Local Development Council (LDC), Provincial Peace and Order Council (PPOC), Provincial Risk Reduction and Management Council, and the Provincial Anti-Drug Abuse Council (PADAC).

Valdez said the firearms came from NPA surrenderers within the Davao Occidental area.

“We are expecting more NPA to surrender knowing that they are fighting a useless cause,” the Army official said.

Of the five local government units in Davao Occidental, Valdez said a few NPA units are operating within the area of Jose Abad Santos town. Malita, Don Marcelino, and Sta. Maria while the town of Sarangani shows no rebel activities.

Two alleged members of the communist New People’s Army (NPA) have surrendered to the authorities in Malaybalay City, Bukidnon.

Lt. Gen. Felimon T. Santos Jr., commander of Eastern Mindanao Command (Eastmincom), said that certain
alias Jay/Jr and alias Gelai/Venus yielded to Malaybalay City Mayor Florencio T. Flores Jr. and 403rd Brigade Commander Brigadier General Edgardo Y. De Leon on November 11.

During the interview by the military,
the two former rebels disclosed the existence of an armed cache in a forested area in Sitio Kubayan, Barangay Kibenton, Impasug-ong, Bukidnon.

Upon verification, elements of the Special Forces yielded nine high-powered firearms and war materials consisting of five 5.56mm M16A1 rifles; one 5.56mm R4A3 rifle; one M14 rifle; one Carbine rifle; one AK47 rifle; one telescope; 30 magazine assemblies; assorted live ammunition of different calibres; and two commercial radios, Eastmincom said.

Defense Secretary Delfin Lorenzana has ordered the concerned agencies to explore the possibility of transferring the military air base in Zamboanga City to the new airport site in the east coast.

The Cabinet official made the directive during his meeting with Mayor Beng Climaco, Western Mindanao Command (Westmincom) chief Lt. Gen. Cirilito Sobejana, Westmincom Tactical Operations Wing commander Brig. Gen. Cresencio Marquez III and other officers Friday, November 15, during his visit in Zamboanga City.

The local government said the possible transfer of the military air base is expected to spur economic and development in the city.

“Philippine Air Force officials made mention of a meeting with Vice Mayor Rommel Agan and the technical working group as well as the support of the Sangguniang Panlungsod in this undertaking,” it said.

DAVAO CITY (MindaNews / 17 Nov) – In a rare initiative, the Army’s elite Scout Rangers assisted 15 former rebels and 65 local villagers to complete Friday last week a 30-day masonry and welding vocational course in partnership with the Technical Education and Skills Development Authority (TESDA) and the local government unit of Sta. Cruz, Davao del Sur.

As an elite fighting unit, the Scout Rangers rarely engages in community civic activities, pointed out 1Lt. Alan Wadsilang, civil military operations officer of the 2nd Scout Ranger Battalion.

But Wadsilang explained that the unit took the opportunity to take part in the “whole government of approach” in addressing the communist insurgency.

In December last year, President Rodrigo Duterte signed the Executive Order (EO) 70, which seeks to institute a “whole of government” approach in addressing communist insurgency.

Wadsilang said that the program was originally intended for the former rebels but many of the youth in the nearby communities have also expressed interest to avail of the program.

“At first, it was only for former rebels, but later many from the community joined. Mostly were out-of-school youths and some senior high school students,” he added.

The military officer lauded the local government unit of Sta. Cruz for its all-out support to the program. Sta. Cruz was a hotbed of communist insurgency in 1980s.

This vocational course, Wadsilang added, is part of the grassroots efforts to encourage New People’s Army (NPA) rebels to return to the fold of the law.

He said they are also planning to offer the same course for another batch of former rebels and community members next year.

Furthermore, Wadsilang disclosed that they have been conducting medical outreach programs and community dialogues even before EO 70 was signed.

To further sustain the campaign against communist insurgency, he said they are still in the process of creating a Task Force to End Local Communist Armed Conflict (TF-ELCAC) in the province.

Throughout the region, the Army’s 10th Infantry Division has credited the decline of armed encounters to the “whole of government approach.”

KIDAPAWAN CITY (MindaNews / 17 Nov) – The local court in Northern Mindanao released from prison a human rights worker after five years of incarceration, a paralegal member of Karapatan Southern Mindanao said.

Jay Apiag, of the human rights group Karapatan, said the court dismissed on Friday all the criminal charges filed against Dominiciano Muya, resident agriculturist of the Rural Missionaries of the Philippines based in Davao del Norte.

Muya, according to Apiag, has also extended assistance to Salugpongan Ta’ Tanu Igkanugon Community Learning Center, whose learners are mostly members of indigenous tribes.

Muya was arrested on October 16, 2014 in Makilam Village in Tagum City, Davao del Norte by some elements of the Criminal Investigation and Detection Group (CIDG) and was accused as a high-ranking leader of the New People’s Army with a P4.8-million bounty on his head.

He was charged with illegal possession of firearms, multiple murder, double frustrated murder, robbery with double homicide, and damage to properties. He was detained at the Bureau of Jail Management and Penology (BJMP) compound in Malaybalay City, Bukidnon.


Apiag said that before they went to the court to attend Muya’s promulgation, they were filled with emotions.

“It was like we’re carrying a ton of discomfort while we’re on our way to the court as it would strike us with disgust if ever we hear of conviction since we have heard and witnessed how justice system favored the few,” he said.

But when the court handed down its decision to acquit Muya, Apiag said they shouted “vivaciously.”

“The judge boldly dug in her heels and pressed for an acquittal of Dominiciano Muya,” he added.

“This is people’s victory. But Muya’s liberty is just a single part of our larger demand to free all political prisoners in the country,” Apiag explained.

2 NPA hitmen arrested after encounter

MARAMAG, Bukidnon, Nov. 16 -- Two members of the New People's Army (NPA) death squad were arrested by government troops at 2:00 pm, November 14, during a Joint PNP-AFP Law Enforcement Operation.

The two were identified as Peding Pal-os Mondol alias Santo/Agay and Frederic Tagurda Malong alias Rek-Rek, both members of the Special Partisan Unit (SPARU) of Company “Thunder” (Guerilla Front 6), Sub-Regional Command 2 of the North Central Mindanao Committee.

Troopers from the 88th Infantry Battalion (IB), MIG10 of ISAFP, 1003rd Mobile Company of RFMB, PNP Valencia City, and 2nd PMFC of Bukidnon Provincial Police Office launched the operation in Purok 12, Brgy Tongantongan, Valencia City to arrest the two.


The two rebels are the principal suspects in the shooting of Zhaydee Cabanelez, the teacher who was shot in front of her students; killing of Pablo Omblero, a member of the Civilian Armed Forces Geographical Unit Active Auxillary who was hogtied and killed in front of his live-in partner; and grenade throwing in Quezon Municipal Police Station, and in a Checkpoint of 88IB at Valencia City wounding 4 military personnel.

A gunfight transpired between the government troops and the two NPA members during the operation which resulted in their capture. Both rebels were also wounded after the gunfight. Moreover, the troops recovered from them two caliber 45 pistols, one grenade, four blasting caps, and 1 XRM motorcycle.

NPA SPARU operates in urban areas. Their task is to kill soldiers, policemen and non-combatant individuals such as off duty CAFGUs and civilians who were suspected as military informants. They even kill their fellow CPP-NPA members and supporters who surrendered to the government to sow fear to other members and prevent them from surrendering.

Meanwhile, Lt. Col Franklin F. Fabic, commanding officer of 88IB, commended the joints efforts of the different members of the security sector who were instrumental in the success of this operation.

“A display of courage and determination of combined security forces brought this remarkable accomplishment. It was proven once again that no one is above the law. Your soldiers and policemen are very willing to risk their lives to hunt down these NPA terrorists who are threatening the lives and properties of our peace-loving citizens in the mountain or even in the urban centers,” he further said. VIGAN CITY, Ilocos Sur, Nov. 17 (PIA) – The Philippine Veterans Affairs Office (PVAO) reiterated its warning to pension beneficiaries against engaging the services of fixers to facilitate the speedy release of their benefits in exchange for a fee.

Victoria Antiporda, head of the PVAO Field Service Extension Office (FSEO)-Batac, advised veterans, their widows and members of their families to transact only with PVAO offices and personnel for them not to fall prey to fixers.

“If you have queries, come to our office rather than transacting with a person you don’t know yet assures you that your benefits will move fast if you will pay,” she said during the Dap-ayan Ilocos Sur media forum of the Philippine Information Agency held on Friday.

For the welfare and protection of PVAO pensioners, she also reminded them to submit the Pensioner’s Update Form annually on their birth month to avoid the suspension of payment of their pension benefits.

Tribal leaders of Talaingod and Sto. Tomas towns in Davao del Norte on Saturday signed a resolution declaring the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) persona non grata.

The declaration was held during the IP Leaders Forum in Sitio Talos, Barangay San Jose, Sto. Tomas town, where a total of 10 tribal leaders of Ata-Manobo from Talaingod, Davao del Norte and three Indigenous People (IP) Mandatory Representatives made the decision.

A statement sent on Sunday said apart from the CPP-NPA-NDF, allied organizations, other terrorist groups and their supporters were also declared unwelcome by the tribal leaders.


Sto. Tomas Municipal Administrator Elisa Evangelista-Lapiña said the gathering of the IP leaders and the declaration was an indispensable move to maintain the “peace and harmony” that the tribal community has long enjoyed for decades.

“We are sending them [Reds] a message that they are not welcome here. The tribal leaders and the Ata-Manobo tribes have spoken up. The Reds should heed their decision,” Lapiña said.

She also told the IP leaders that the move was essential in order to end the influence of the communists in tribal communities and further prohibit them from exploiting the indigenous peoples.

“Their declaration was actually a manifestation of their desire to have a just and lasting peace in their community. We, in the government, would strive really hard to support them by making all the social services accessible to them,” she said.

Lapiña vowed to bring the social services in the said barangay through "Dangpanan ni Tomas", the social arm and working office of her mayor-father Ernesto Evangelista.

“Dangpanan ni Tomas has been re-calibrated. In the coming months, we will add more services so that we could maximize its presence in the communities,” she said.

Meanwhile, during the forum, Lt. Col. Silas Trasmontero, commander of the Army's 89th Infantry Battalion and other key officials, gave a security update to the tribal leaders and witnessed the ceremonial signing of the “persona non grata” covenant.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

TAGUM CITY, Davao del Norte -- Media groups denounced a Department of the Interior and Local Government (DILG) official for scolding journalists covering the inaugural operation of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) here Friday.

Editha Caduaya, president of the Mindanao Independent Press Council (MIPC), described DILG Assistant Provincial Director Janet Palmera’s attitude as “an act of arrogance of an abusive and insensitive public servant who deserves to undergo ethical trainings and seminars.”

“When everyone was talking about peace initiative, you have this officer who cannot even show respect among people. How can she sow peace amid arrogance or conceit in treating media practitioners?” Caduaya said.

The room was jam-packed as top government officials attended the event with Governors Jayvee Tyrone Uy of Compostela Valley Province, Edwin Jubahib of Davao del Norte, Ednar Dayanghirang representing Davao Oriental Governor Nelson Dayanghirang and other top military and police officers of the region.

Palmera was tasked to call the names of former rebels also present during the same event to receive the monetary incentives for the firearms they turned over when they surrendered.

Journalists and photographers took photos of the turnover of checks when suddenly Palmera reprimanded them as saying, “media partners, you are prohibited from taking photos on the surrenderees, their faces cannot be shown”.

Caduaya said everyone was shocked during the incident and there was silence for few seconds but eventually went on to call the beneficiaries. However, she repeated her warning again on the taking of photographs.


Palmera, however, was insistent and seemed to threaten the media practitioners by saying: “media partners, you are prohibited to take photos. If we will see a photo showing their face- we will look for you, isn’t it, Sir?” apparently addressing it to her head of office.

Ruth Palo, president of the Armed Forces of the Philippines-Philippine National Police Press Corps said “the act she displayed was uncalled and very unprofessional,” adding that the official “treated us like kids with such an embarrassing gesture.”

“We certainly follow standards on reporting and we have been covering minor victims and rebel returnees’ turnover ceremony, and, we police our own ranks,” she said.


The AFP-PNP Press Corps and the MIPC called on agencies of government to look into the matter and take “necessary” measures on such misdemeanor.

Manila Mayor Francisco “Isko Moreno” Domagoso has rejected the apology of cultural youth group Panday Sining which defaced the newly-painted and cleaned Lagusnilad Underpass located near the Manila City Hall.

In a video message, Domagoso said Panday Sining’s act, which the group considered as a “form of art,” is unacceptable.


“Humihingi daw kayo ng tawad. Sabi niyo doon sa ano, sa ano 'yun, Facebook account ninyo (You are allegedly seeking forgiveness. You asked for it on your Facebook account),” Domagoso said in a video uploaded Friday on Facebook page named Isko Moreno Supporters.

“Gusto niyo ng real talk? Hindi kayo dadami. Bakit? Kinamumuhian kayo ng tao eh. Bakit kayo kamumuhian? Tama ang layunin ninyo eh pero mali ang pamamaraan ninyo (Do you want to have a real talk? You will not gain support. Why? Because the people hate you, why do they hate you? Your intention is acceptable but your way of doing it is unacceptable),” he added.

Panday Sining, the cultural arm of Anakbayan, recently earned the ire of the Filipino netizens and Manila residents after Lagusnilad Underpass was painted with anti-government graffiti.

The underpass was painted with red phrases that highlights the need for the Philippines’ independence; advocates for a war against martial law; and calls for the lowering of prices of basic good and increase in salaries.

Panday Sining, on its Facebook page, apologized on Tuesday for vandalizing Lagusnilad Underpass, but stressed that the Left-leaning declarations were “a response to these worsening economic and political state of the nation.”

The youth group also expressed willingness to talk with the Manila City Mayor “as he shares the same sentiment about wanting just and lasting peace.”

Use other platforms to express grievances

Domagoso rejected the apology, saying that he could not accept the fact that Panday Sining defaced the walls of Lagusnilad Underpass, which was cleaned as part of the city’s cleanup and rehabilitation efforts.

He said vandalizing the Manila City walls is not the proper way of urging the local government to protect the aggrieved and the poor.

“Maaliwalas na para gamitin ng mga ordinaryong taong sabi ninyo, ipinaglalaban ninyo. Una, sino ba ang humingi ng tulong sa inyo para ipaglaban ninyo sila? You volunteered yourself para ipaglaban niyo daw sila (It was already cleared so the ordinary citizens, whom you are fighting for, can use it. First, who asked for your help to fight for them? You volunteered yourself to allegedly fight for them),” he said.

“Ah, ikinalulugod ninyo na ganyan ang hitsura? Ano naman ang kasalanan namin sa inyo bilang mga taga-Maynila? Kayo po. Kayo ang sumagot (You are pleased that the walls were defaced? What did Manila residents do to receive such kind of treatment? Answer it),” Domagoso added.

Domagoso said the youth group can wield their right to free speech through the use of other platforms like Facebook.

He said the group is free to express their grievances, as long as it is done in an acceptable manner.

“Tanong: Pinagbabawalan ko ba kayong i-express ninyo ang inyong mga [sarili]. Hindi po. Manawa kayo. Ang dami sa Facebook oh. May Facebook account kayo. Eh bakit hindi niyo doon tirahin? Wala na kayong naperwisyo, na-express niyo pa ang sarili ninyo (Question: Do I prohibit you from expressing yourself? No. You have your freedom. Use Facebook to criticize. You can do that without inconveniencing the public, while you are expressing yourself),” he said.

The walls of the Lagusnilad Underpass were repainted on the same day Panday Sining wrote the protest statements.

The Manila City government’s Anti-Vandalism ordinance, Ordinance 7971, is still in effect.

The ordinance prohibits any person from defacing public and private property. A violator will pay a fine of up to PHP5,000 or imprisonment of up to one year, or both fine and imprisonment at the discretion of the court.

There is nothing new about the remarks made by US Senator Bernie Sanders on the alleged human rights abuses made by the Philippine government, Malacañang said on Sunday.

Sanders, in a Tweet on Friday linking a post from the International Trade Union Confederation (ITUC), said the "repression of trade unionists is a shameful attempt to silence people's rights and freedoms."

Presidential Spokesperson Salvador Panelo, however, said Sanders was merely reiterating unvalidated reports peddled by foreign news agencies.

“Ang tingin ko rin na shameful attempt din sa parte niya na magbigay siya ng impormasyon na hindi naman niya na-validate (I think it is also a shameful attempt on his part to give information that is not validated),” Panelo said in an interview over dzIQ.

“Inuulit niya lang ang sinasabi ng mga kritiko na pine-peddle sa foreign news agencies (He is merely repeating what critics say based on what has been peddled by foreign news agencies),” he added.

In the ITUC report shared by Sanders titled "Philippines: Government Crackdown Targets Unions", it claimed that the Duterte administration’s drug war “has been responsible for a reported 27,000 extra-judicial killings since it was launched by President Duterte in 2016.”

“Both the ILO (International Labor Organization) and the United Nations’ Human Rights Council have resolved to send high level missions to probe the human rights situation following widespread reports of extrajudicial killings and repression of trade-unions and their members,” the report read.

It further noted that while the government pledged to investigate the killings of 43 trade unionists in a meeting with the ITUC in August, “no progress has been reported and the government is yet to accept the ILO mission to the country, while the violence against activists continues with impunity.”

Panelo, meanwhile, defended anew joint operations conducted by police and military personnel in offices of activist groups who were suspected to be militants in Bacolod City and Metro Manila last October 31.

“Pag merong raid ang PNP ibig sabihin meron silang intelligence report na hindi gumagawa ng tama ang mga organisasyon na yan, na hindi tama at labag sa batas (If the PNP conducts a raid, they have an intelligence report that an organization is up to no good which is against the law),” Panelo said.

“Kung mali naman ang raid (If conducting a raid is a wrong move), they can always go to court and sue them,” he added.

Last Nov. 7, Panelo emphasized that it is government policy to investigate complaints on criminal activities and if evidence warrants it.

The Palace official said security forces have to conduct surveillance as long as they had a basis to do so.

On Oct. 31, security forces raided offices of activist groups including Bayan Muna, Kilusang Mayo Uno (KMU), Gabriela, and Negros Federation of Sugar Workers (NFSW) which led to the arrest of at least 60 suspected militants, including 13 minors.

The law enforcers found that some activist group members had firearms, explosives, and subversive documents.

Groups have condemned raids conducted claiming that evidence was planted to justify the arrests.

President Rodrigo Duterte will convene key officials of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), members of his Cabinet, and the security sector on Monday at Malacañang Palace to discuss and strengthen anti-insurgency efforts being undertaken by the government.

In a statement on Sunday, National Security Adviser Hermogenes Esperon Jr. said the meeting will be participated in by the Cabinet Officers Responsible for Development and Security (CORDS) and other members of his Cabinet, the heads of the Regional Peace and Order Council (RPOC) and the Regional Development Council (RDC), the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP).


He said the Joint NTF-ELCAC and AFP-PNP Command Conference will serve as a platform for the President “to provide guidance on strengthening convergence efforts among all instrumentalities of the government.”

“In his ongoing directive to enhance existing mechanisms of good governance, the President had repeatedly called on members of his administration to address the economic and security concerns in conflict-prone and conflict-affected areas,” said Esperon, who is also vice chairman of NTF-ELCAC.

Duterte signed Executive Order 70 last December 2018 to institutionalize the whole-of-nation approach in dealing with the communist terrorists through the NTF-ELCAC.

A whole-of-nation approach prioritizes the delivery of basic services and social development packages by the government, facilitates societal inclusivity, and ensures active participation of all sectors of the society in the pursuit of the country's peace agenda.

Esperon said that through the programs of the NTF-ELCAC, the President is keen on putting an end to the atrocities committed by the communist terrorist groups and seeing the lives of the Filipino people uplifted from poverty and conflict before his term ends.

“In his campaign against the communist armed conflict, which had stretched to 51 years, the President directed his government to address the causes of insurgency through the efficient and effective delivery of basic services, justice, and infrastructure development,” Esperon said.

Last Oct. 31, police and military personnel have conducted simultaneous joint operations in offices of activist groups suspected to be fronts of the Communist Party of the Philippines (CPP) and its armed wing New People’s Army (NPA) in Bacolod City and Metro Manila.

In 2017, Duterte terminated peace talks with the communist rebels following continued attacks against government troops and their insistence to collect revolutionary taxes.

CPP-NPA has been tagged as a terror group by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
