Joint police and military operatives killed 10 suspected members of the Bangsamoro Islamic Freedom Fighters (BIFF) in a fierce clash in Mamasapano, Maguindanao, a military official said Thursday.

Lt. Gen. Cirilito Sobejana, commanding general of the Western Mindanao Command, said the gun battle also resulted in the death of a soldier and the wounding of two government troopers.

Sobejana said the gunfight started when members of the 33rd Infantry Battalion and the police’s 4th Special Action Company
chanced upon a group of BIFF armed men in Barangay Tukanalipao.

A fierce clash occurred as the BIFF fighters stood their ground.

The government forces were supported by artillery fires and airstrike at the height of the gun battle.


“These forced the bandits to withdraw and escape, bringing along their casualties with them,” said Sobejana.

Battle casualties were extracted from the encounter site and evacuated to Camp Siongco Station Hospital in Cotabato City for immediate medical attention, according to Sobejana.

Additional government troops were sent to the area for pursuit operations.

The BIFF is a breakaway faction of the Moro Islamic Liberation Front (MILF) triggered by the decision of the MILF to sign a peace deal with the government during the previous administration.

INTENSIFYING campaign against local and foreign terrorists in Southern Philippines will be the main objective when President Rodrigo Duterte and Moro National Liberation Front (MNLF) founding Chairman, Nur Misuari, meet next month.

This comes after officials raised concerns about foreign militants making Mindanao their base of operations.

Duterte and Misuari mostly hope to finalize the peace talks between the government and the rebel group, said The Manila Times, quoting MalacaƱang announcement.

One of the move to achieve the objective is by creating a coordinating body between the two sides, said government spokesman, Salvador Panelo, after Duterte and Misuari met in Malacanang early this week.

"They agreed to meet again because there’s a suggestion that there should be a committee that will help in the peace process.

“So, there will be a meeting in Davao by December to finalize (the talks). The purpose of course is to have peace with the MNLF and to ensure the success of the government,” he added.

Senior officials including Panelo will be representing the government panel including Presidential Adviser on Peace Process, Carlito Galvez Jr., National Security Adviser, Hermogenes Esperon Jr and a Department of Foreign Affairs lawyer.

Meanwhile, the Politics portal quoted Justice Secretary, Menardo Guevarra who said that the government wanted the MNLF to help fight elements linked with terrorist group Islamic State (IS).

Guevarra also confirmed that both parties are holding a series of meetings that will lead to the creation of a committee that's going to play a role in peace efforts in Mindanao.

The Palace explained further that the committee would aid the country in achieving peace by "helping in combating the Abu Sayyaf Group and convincing MNLF relatives to return to the fold of the law".

MNLF forged a peace pact with the national government in 1996 that saw the establishment of the now-defunct Autonomous Region in Muslim Mindanao (ARMM). Misuari was governor then.

However, the ARMM was replaced by the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), following the ratification of the Bangsamoro Organic Law anchored on the peace agreement with the Moro Islamic Liberation Front (MILF), a splinter group from the MNLF that broke away several years before the 1996 peace deal.

Misuari are remembered by many for two sieges by MNLF in Zamboanga. In 2013, MNLF declared independence but failed in the attempt to raise the Bangsamoro Republik flag at City Hall.

The subsequent siege displaced over 100,000 people and affected the economies of Basilan and Sulu.

In Nov 2001, hundreds of MNLF members took over the Cabatangan Complex and held hostage dozens of civilians, including and also attacked a military base in Sulu province to stop the elections in the Muslim autonomous region after Misuari was ousted as governor.

According to Mindanao Examiner, more than 100 people were killed in the fighting and only ended when Mayor Maria Clara Lobregat permitted the attackers to leave Zamboanga in exchange for the hostages.

Misuari then escaped by boat to Malaysia, where he was arrested then deported to the Philippines.

He was eventually pardoned and released by President Gloria Arroyo in exchange for MNLF support to her election campaign in 2004.

From home-grown threat to regional threat? It looks like the Islamic State (IS) militants from Southeast Asia, especially Malaysia and Indonesia, have made Manila nervous with intelligence reports saying they will next operate in southern Philippines.

The Philippine Star portal said the Defence Department had expressed concern that returning Malaysian and Indonesian members of IS from Syria would set up a base in Mindanao.

Defence Secretary Delfin Lorenzana told the portal that there’s only one Filipino who joined IS, while the rest were from other Southeast Asian countries, according to a list compiled by the intelligence community.


‘Since IS is losing ground in Syria and Iraq, foreign fighters have no choice but to return to their country of origin or move to another country.

‘It was also the assessment of anti-terror experts from Europe and the Middle East.

‘Through social media, it’s very easy for (foreign terrorists) to communicate with Filipino youth to recruit them.

‘They might transfer to Mindanao and we are always on the lookout for this.’

Manila suspected foreign terrorists making their presence felt after the recent killing of two suspected Egyptian terrorists and an Abu Sayyaf suicide bomber in Indanan, Sulu, by cooperating with local groups in Mindanao.

In September, IS claimed responsibility for an explosion at a market in Sultan Kudarat’s Isulan town that wounded at least seven Filipino Christians.

While the authorities could not confirm the IS claim, it was the fourth blast in the area in 13 months, according to the military, said the GMA website.

An academician said the death of IS leader Abu Bakar al-Baghdadi did not mean the end of terrorist groups’ movement in the Philippines.

Professor Zachary Abuza of the National War College in Washington said IS-inspired groups would continue to operate in Mindanao.

‘My concern is that the southern Philippines will continue to be a draw for foreign fighters from Malaysia, Indonesia and Singapore because IS has suffered such reversals in Iraq and Syria, on top of formidable logistical challenges of getting there.’

The Defence Post reminded all parties that after the establishment of IS in 2014, the majority of Filipino jihadist groups pledged their loyalty to al-Baghdadi and would continue their support with a new leader at the helm.

Metro Manila (CNN Philippines, November 13)— A DNA test has confirmed that the foreign national behind the planned suicide bombing incident in Sulu had “links” to the ISIS group, the military said.

In a statement dated November 10 and released Wednesday, the Joint Task Force Sulu said
the young foreign suicide bomber—who was killed in an encounter with government troops on November 5— was the son of the female suicide bomber who targeted a military detachment in Indanan last September.

According to the military, the female suicide bomber, identified as “Reda Mohammad Mahmud”, was involved in the 2017 Egyptian Churches attacks that killed 92 people and injured dozens.


“She together with Abduracman and her son Abduramil traveled to Mindanao via backdoor channel to seek refuge with the ASG (Abu Sayyaf Group) in Sulu with the help of ISIS connections in Southeast Asia,” Sulu police director PCol Pablo Labra said.

The Task Force added “Abduramil”—the young suicide bomber—was not related to the other adult foreign national (Abduracman) killed in the November 5 operation.

Abduramil and Abduracman, together with another unidentified suspect, were killed in a shootout earlier this month after the military received reports that they had planned to attack Jolo. Their nationalities were not revealed.

On October 28, United States (US) President Donald Trump announced that the group’s leader was dead following a US military raid in northwest Syria.

The Philippine Air Force (PAF) has acquired its fourth Airbus Defence and Space C295M tactical transport aircraft. The platform was accepted, turned over to the PAF, and blessed in a ceremony held on 11 November at the Haribon Hangar at Clark Air Base in the Philippine province of Pampanga that was also attended by Secretary of National Defense Delfin Lorenzana.

The PAF said in a statement that the C295M was acquired by the Department of National Defense (DND) from Spain's Airbus Defense and Space as part of the Command and Control Fixed-Wing Turbo Prop Acquisition (C2FWTPA) Project under the Revised Modernisation Programme for the Armed Forces of the Philippines (AFP).

The platform will supplement the three C295s currently in service and is expected to further enhance the PAF's medium tactical airlift capabilities. The aircraft, which will also be used for humanitarian assistance and disaster relief operations, can also be utilised as a command and control aircraft to "cater to the domestic air transport of the president and other national and strategic defence leader leaders of the country", said the PAF.

During the ceremony Lorenzana reiterated the AFP's plans to acquire additional C295M aircraft to "further protect the country's maritime domain".

Terrorism and insurgency are not new to the Philippines. But what is surprising is that over the years, and despite the influence of Jemaah Islamiyah militants from Southeast Asia and al-Qaeda operatives and trainers, Filipino militants never embraced suicide bombing as a tactic. That is no longer the case.

Since July 2018, there have been six individual suicide bombers in the southern Philippines. Three additional suspected would-be bombers – they had pipe bombs sewn into vests – were killed in a shootout with security forces last week, according to officials. Security forces recovered 16 additional pipe bombs two days later, suggesting another wave of attacks.

Not all of the bombers have been Filipinos. Indeed, the majority of the suspects had been foreigners.

The first bomber detonated explosives inside his vehicle at an army checkpoint in Basilan in July 2018, killing 10. He was believed to be a Moroccan. In January 2019, an Indonesian couple, who had tried to enter Syria, but were deported by Turkish authorities, blew themselves up at a cathedral in the southern Philippine town of Jolo, killing 23, and wounding more than 100 during a Sunday Mass.

In June, two men – the first Filipino bombers – detonated their explosives outside an Army camp in Sulu, killing five, including themselves, and wounding 22 others, authorities said. Most recently a woman, believed to be an Egyptian, blew herself up at the gate of a military base in Jolo, though causing no further casualties.

In last week’s clash, two of the three suspected would-be bombers are believed to be the Egyptian bomber's husband and their son.

But there have been at least two Filipino suicide bombers, so that genie is out of the bottle. And they are likely to inspire others.

So why are we seeing suicide bombings in the Philippines?

In part, we are seeing much more suicide bombings in the region, as well as by Southeast Asians outside of the region.

In Indonesia, there were only nine Jemaah Islamiyah suicide bombings between 2002 and 2011. Since 2014, there have been at least 10, with several suspected suicide bombers arrested, including at least three women. In Iraq and Syria, there were around 20 Southeast Asian suicide bombers, including some 13 Malaysians, the country’s first.

This clearly speaks to the radical and nihilistic ideology of the Islamic State. Its ubiquitous propaganda has made such attacks mainstream.

And unlike Malaysians and Indonesians who travel to Iraq and Syria in much larger numbers, giving them both more direct contact with the Islamic State, as well as opportunities to develop and shape the propaganda for their home audience, there were far fewer Filipinos.

While Islamic State propaganda spoke of many militants from the Philippines being part of Khatibah Nusantara, I only have firm evidence of one, Mohammad Reza Lahaman Kiram, whom Philippine authorities believe was responsible for a 2012 bus bombing in Zamboanga.

Alongside Malaysian Mohamad Rafi Udin and Indonesian Mohammed Karim Yusop Faiz, Kiram appeared in a June 2016 beheading video, which got a lot of play in Southeast Asia. Kiram has not been confirmed dead, and his whereabouts are unknown.

Does the advent of suicide bombings in the Philippines matter? Yes, for four key reasons.

First, it clearly shows that Islamic State’s ideology is taking root. Abu Bakar al-Baghdadi may have been killed, but his ideology is not going anywhere. Over the weekend, video emerged of pro-IS militants in the Philippines pledging allegiance to the new caliph and Islamic State leader, Abu Ibrahim al-Hashimi al-Qorashi. Allegiance is to the ideology, not the man.

Second, the fact that the majority of suicide bombings have been done by foreign militants reminds us of just how important the Philippines is to militants, both from the region and abroad. As the Islamic State continues to implement its global insurgency model, the Philippines remains an important front. With the loss of much of its caliphate, the death of al-Baghdadi, and the chaotic situation in Syria, it is hard to imagine the Islamic State pulling many militants from Southeast Asia at the current time.

Already, through its media organs, the IS had called on militants from the region to travel to Mindanao. That shows no signs of abating. Indeed, Malaysian authorities have increased the resources of their security forces in Sabah state, a key transit point.

Third, there is a concept in the terrorism literature of “outbidding,” whereby terrorist groups, factions and cells, try to achieve dominance by waging a bloodier campaign of violence. This proves their devotion to the cause, while portraying their competitors as weaker, and less ideologically fervent.

If these attacks are indeed being orchestrated by two Abu Sayyaf leaders in Sulu and Basilan, Hatib Hajaan Sawadjaan and Furuji Indinan, who seek to lead the Islamic State of East Asia, will other groups such as Islamic State Lanao (the Mautes), the Bangsamoro Islamic Freedom Fighters, Ansuar Khalifa Philippines, or others, have to escalate their level of violence to compete?

Finally, at the tactical level, suicide bombings have a disproportionate impact. People are so surprised by suicide bombings, because it is so seemingly irrational. And when it does happen, it garners so much more media attention, while spreading more fear.

Suicide bombings are here to stay.

The question is: Can the overextended Philippine security services manage the new threat, and can the fragile new Bangsamoro Autonomous Region of Muslim Mindanao prove to be a successful and viable alternative to peel away support for the Islamic State’s Philippine recruits?

LEGAZPI CITY –– Army troops overran an alleged camp of the New People’s Army, following an encounter in Del Gallego town in Camarines Sur province on Tuesday.

Major Ricky Aguilar, public affairs chief of the Philippine Army’s First Infantry Division, said a platoon of Scout Rangers had a 30-minute firefight with about 20 suspected NPA rebels on the outskirts of Del Gallego near the boundaries of Ragay and Lupi towns around 2 p.m.

The rebels, led by a certain Ka Rudy of Guerrilla Front Larangan 2 operating in the province, fled after sensing that the Army rangers overpowered them.

The soldiers found a rebel camp and recovered seven Molotov bombs, two boxes of government arsenal of 5.56-mm sniper bullets, empty M16 magazines, an Epson projector, a transistor radio, four cell phones, three rolls of electric wires, a generator set, two gallons of gasoline, two sacks of rice, food, other supplies, and documents.

The government is planning to team up with the Moro National Liberation Front (MNLF) to forge a “united front” against the Islamic State-linked elements in Mindanao.

The government’s partnership with the MNLF on advancing peace in the south was tackled during President Duterte’s meeting with MNLF founding chair Nur Misuari in MalacaƱang Monday night.

According to Justice Secretary Menardo Guevarra, the two sides tackled the creation of a coordinating committee as part of the peace efforts in Mindanao.

“The meeting was basically to organize the government and MNLF panels for the GPH-MNLF peace coordinating committee and set the date and venue of the first meeting,”
Guevarra said.


“The objective is to forge a united front against ISIS elements in Mindanao,” he added.

The President’s meeting with Misuari was the fifth this year. Also present during the meeting were Guevarra, Senator Christopher Go, and Solicitor General Jose Calida

Duterte’s most recent meeting with Misuari was held last August.

In that meeting, the President told Misuari his proposal to create a coordinating committee between the government and the MNLF.

The committee will serve as venue to seek the cooperation of the MNLF to achieve immediate peace in Sulu by, among others, helping in combating the Abu Sayyaf Group, and convincing MNLF relatives to return to the folds of the law, the Palace earlier said.

“The GPH-MNLF Coordinating Committee can expect the full support of the Office of the President as we move towards our common goal of resolving the conflict that has caused deaths, suffering, and dislocation among the Muslims and Christians alike,” presidential spokesman Salvador Panelo said after the President’s meeting with Misuari last August.

Panelo had said the President would “walk the extra mile” to promote peace in the country. “In resolving the Muslim rebellion in Mindanao, every undertaking that may lead to a lasting peace and prosperity to that region must be tried and tested until its fruition,” he said.

The President has stepped up his dialogue with Misuari following the alleged “rumblings” within the group over the composition of the Bangsamoro Transition Authority.

The BTA, composedly mostly of Moro Islamic Liberation Front (MILF) representatives, serves as the interim government of the Bangsamoro region until the new leaders are elected in 2022.

The creation of the Bangsamoro region is part of the government’s peace accord with the MILF, the breakaway group of the MNLF. It replaced the Autonomous Region in Muslim Mindanao (ARMM) that was formed in a peace pact between the government and the Misuari-led MNLF in 1996.

The surrenderees were presented to the Association of Barangay Captains President, Sarip Rangiris Acob, before bEing brought to the battalion headquarters for custodial briefing.


“This accomplishment is attributed to the intelligence units who never falter in fulfilling their duties and responsibilities,” Brigadier General Bagnus Gaerlan, acting commander of the Joint Task Force ZamPeLan, said in a statement.

Musa and Patiilan surrendered one Caliber 5.56mm M16A1-Elisco Rifle, one Colt 45 pistol, 70 rounds of Caliber 5.56 ammunition, five rounds Caliber .45mm ammunition, one long steel magazine, three short steel magazine, one long plastic magazine, three short plastic magazine, and one bandolier.

The firearms were temporarily placed under the custody of the battalion for safekeeping.

“We are delighted by their decision to return to the mainstream of society instead of engaging in armed confrontations,” WestMinCom Commander Lieutenant General Cirilito Sobejana said.

“We attributed our success to the local officials of Masiu for their untiring support on our campaign against terrorism that resulted to the surrender of terrorist members, whom to come out for it is but more fulfilling to end terrorism without a single bloodshed,” he added.

The surrender was facilitated by the Alpha Company, in coordination with the local government unit of Masiu.

I salute and congratulate the Red commanders and fighters that carried put the successful tactical offensive in Samar. It is a sharp and resounding response to the repeated lie of the AFP and PNP that they have already destroyed the NPA by either by killing or making the NPA personnel surrender.

The strength of the NPA can only increase and expand while the oppression and exploitation of the people worsen under the butcher and corrupt regime of Duterte. The successful tactical offensive serves to inspire the Filipino people, especially the toiling masses and the NPA itself, to fight more fiercely against the tyrannical regime.

Like many other observers, I estimate that the NPA will be launching more tactical offensives while the tyrannical and treasonous Duterte regime violate the national and democratic rights of the Filipino people.

The AFP and PNP cannot complain against the use of command-detonated explosives. This is legitimate and allowed by the Ottawa Treaty. It also not prohibited by the GRP-NDFP Comprehensive Agreement on Respect for Human rights and International Humanitarian Law.

It is the AFP that has wantonly used weapons of mass destruction against the lives and properties of the civilians. These weapons include aerial bombs, mortars and artillery fire targeting civilian communities upon the orders of the Fentanyl-addicted and demented commander-in-chief.

Such decisions could have been one of the bases why pro-US imperialist Gen. Parlade has asked the Supreme Court to investigate judges who have exonerated victims whom the AFP have accused as communist-NPA terrorists in the reactionary armed forces’ red-tagging sprees.

Judge BaƱez is now the 8th victim of tyrant Duterte’s fascist armed forces in Northern Luzon. Before him, two (2) peasants, Joaquin Cadacgan and Nardy Gunnawa, from Kalinga were suspected as NPAs and murdered by the fascist army. Next were the two (2) peasant leaders, Uyammi and William Bugatti, in Ifugao; and Airel Diaz, the chairperson of DAGAMI (Danggayan dagiti Mannalon ti Isabela) were killed in cold blood. Then came the extra-judicial killings of Fr. Mark Ventura in Cagayan and NDPF peace consultant Randy Felix Malayao in Aritao, Nueva Vizcaya.

All over the country in just the three (3) years of tormenter Duterte, extra-judicial killings by his reactionary military and police forces have now reached a total of 266 victims. Besides these EJKs are the 394 frustrated murder victims, who include American Brandon Lee in Ifugao; 10 enforced disappearances; and 126 torture victims. A total of more than 2,500 have been illegally arrested and detained, including five (5) peasant mass leaders of DAGAMI in Isabela. And more than 87,600 cases of threats, harassments and intimidations, have been done to activists and members of people’s organizations as well Church people and human rights defenders, who have all been red-tagged by the pro-US imperialist military and police rightwing commanders as communist-NPA supporters and their legal and legitimate organizations as communist-NPA fronts.

All of the above human rights violations are, in fact, the result of tyrant Duterte’s “Whole-of-Nation Approach”, patterned after the “Whole-of-Government” of the US State Department’s 2009 Counterinsurgency Guide which was used by the imperialist US armed forces against the people of Iraq and Afghanistan. In truth, Duterte’s daydream objective to end the local communist armed conflict (ELCAC) by 2022 is just an alibi of the tyrant’s “Whole-of-Nation Approach”, which, in reality, is a de facto martial law not only in Mindanao but throughout the whole country. He has, in fact, militarized the whole bureaucracy by positioning his more than 70 retired police and military generals in key governmental positions and by letting his mercenary AFP and PNP forces to control and dictate all local government units. He has been and is still using the “war against drug” to kill activists who aspire for national liberation and democracy, and to intimidate, harass the legal and legitimate people’s democratic movement and the political oppositionists, and actually protect the big landlords and comprador bourgeoisie, the big bureaucrat capitalists and drug syndicates in the Philippines.

There is no other way to achieve national liberation and democracy but for the whole Filipino people to unite and oust tyrant Duterte in order to end this fascist US-backed regime. And the only way to solve the root causes of the armed conflict is to increase and strengthen the platoon and company formations of the NPA and the Filipino armed masses, wage and heighten the Protracted People’s War for the advancement of the National Democratic Revolution, continue building the Filipino people’s revolutionary democratic government, pursue the agrarian revolution and national industrialization, and stand at all times for national sovereignty and democracy. Such is the only legitimate way for the Filipino people to terminate the class dictatorship of the big landlords and big comprador bourgeoisie, and thoroughly end the unbridled US-Duterte puppetry, neo-liberalism, fascism, corruption, economic plunder, repression and abuses, poverty and impoverishment of the Filipino people, for socialist construction to finally commence nation-wide.

1. Ano ang EO 70?

Ang Executive Order No. 70 o EO 70 ay ang kautusan ni Duterte noong Disyembre 2018 na naglalayong kamtin diumano ang “sustenable at sumasaklaw-sa-lahat na kapayapaan (sustainable and inclusive peace)”. Itinatakda nito ang pagtataguyod sa Balangkas para sa Pambansang Kapayapaan (National Peace Framework) na naunang binalangkas ng reaksyunaryong estado at pagtatayo ng isang National Task Force para sa kanyang kontra-rebolusyonaryong gera. Itinatakda din ng EO 70 ang pag-iinstitusyunalisa sa niresiklong whole-of-nation approach bilang pangunahing pamamaraan para wakasan ang rebolusyong pinamumunuan ng Partido Komunista ng Pilipinas.

Kinikilala ng EO 70 na ang pagharap sa armadong tunggalian sa pagitan ng rebolusyonaryong mamamayan at reaksyunaryong gubyerno ay hindi lamang isang usaping militar, kundi mas masaklaw na usaping nag-iimbwelto sa iba’t ibang aspetong panlipunan—pang-ekonomya at pampulitika. Sa kabilang banda, pinakikitid nito ang pamamaraan ng estado sa paglutas sa armadong tunggalian—sa pamamagitan lamang ng pandarahas at panlilinlang para patahimikin ang masang nakikibaka at isulong ang interes ng mga dayuhan at lokal na naghaharing uri.

Nakaayon ito sa mas maagang mga proklamasyong 360, 374 at Memorandum Order 32 na sa esensya’y pagtalikod sa negosasyong pangkapayapaan sa NDFP at sa halip ay pagtataguyod sa madugong kontra-rebolusyonaryong gera. Kung gayon, ang EO 70 ay deklarasyon ng rehimen ng gera laban sa rebolusyonaryong kilusan at mamamayan dahil itinatwa nito ang mapayapang landas ng paglutas sa sanhi at dahilan ng armadong tunggalian sa bansa at sa halip ay itinataguyod ang militaristang pamamaraan.

Kapag ang paglutas sa armadong tunggalian ay makaisang-panig at hindi nag-iimbwelto sa kabila at katunggaling partido, sa esensya, purong militar pa rin ang pamamaraan nito. Kahit pa tabingan ito ng komponenteng sibilyan, lilitaw at lilitaw ang pasistang mukha ng EO 70 at ang tutunguhin nito ay kabiguan.

2. Ano ang whole-of-nation approach? Sinu-sino ang nagpapatupad nito?

Ang whole-of-nation approach ay isang estratehiyang militar na ginagamit ng reaksyunaryong estado ng Pilipinas mula pa Oplan Bayanihan ng rehimeng US-BS Aquino noong 2011. Nakabalangkas ito sa dikta ng US batay sa kontra-rebolusyonaryong gabay ng US COIN Guide 2009 na gumagamit sa lahat ng makinarya ng estado laban sa rebolusyon. Nakakubli sa “pagresolba sa mga saligang ugat ng armadong tunggalian sa bansa”, pinalalakas nito ang komponente ng saywar at mga operasyong sibil-militar (CMO) para kunin ang loob ng taumbayan at ilayo sila sa landas ng pagrerebolusyon. Ngunit sa likod nito ay ang higit na pagtindi ng pasistang pananalasa sa mga tinagurian nilang base ng rebolusyon.

Sa pamamagitan ng whole-of-nation approach, pakikilusin ni Duterte at ng AFP ang lahat ng pwersa ng estado bilang mga stakeholders sa kanyang kontra-rebolusyonaryong gera. Kaiba sa naunang pagpapatupad ng whole-of-nation approach ng rehimeng US-BS Aquino na nabigo, sa ilalim ng EO 70 ni Duterte, direktang ipaiilalim sa kamay ng militar ang kampanyang pagsugpo at pagsupil sa rebolusyon kahit walang umiiral na Martial Law sa buong bansa, habang nakapakete sa mapanlilang na pamamaraang “pinangungunahan-ng-sibilyan” (civilian-led approach) pero sa esensya, isang sibilyang junta na nilulukuban ng militar. Para magawa ito, maagap na pinuno ni Duterte ng mga retiradong militar at mga sagad-saring anti-Komunista ang mga pusisyon sa gabinete at mga susing ahensya ng reaksyunaryong gubyerno.

Nagpapanggap ang EO 70 at whole-of-nation approach bilang isang komprehensibong programa na nakatudla sa paglutas ng kahirapan, kagutuman at inhustisyang panlipunan sa pamamagitan ng pekeng islogan ng ‘mabuting pamamahala’ at ‘paghahatid ng serbisyong panlipunan sa masa’. Binubuhusan ng malaking pondo para sa ‘mga proyektong para sa mamamayan’ ang iba’t ibang ahensya ng gubyerno na batbat naman ng burukratikong korapsyon at katiwalian.

3. Paano ipinatutupad ang EO 70?

Ipinatutupad ang EO 70 sa pamamagitan ng itinayong National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). Sa ilalim nito ay binubuo ang mga local task force sa bawat antas ng lokal na gobyerno mula rehiyon hanggang barangay. Binubuo ito ng mga lokal na burukrata, kinatawan ng DILG, NEDA at mga opisyal ng AFP at PNP sa bawat antas matapos ipasa ang isang pinagsanib na resolusyon ng Local Peace & Order Council at Local Development Council. Ang mga local task force na ito ang magsisilbing tulay at magkokoordina sa mga lokal at pambansang pagsisikap para sa pagpapatupad ng EO 70.

Ang DILG na hawak ngayon ng militarista at sagad-saring anti-Komunistang si Eduardo AƱo ang pangunahing ahensya ng rehimen para ipatupad ang EO 70 katuwang ang AFP at PNP. Sa pagmamadaling makumpleto at magkahugis ang pagbubuo ng mga local task force, inilabas ng DILG ang dalawang memorandum circular upang obligahin ang lokal na burukrasyang ipatupad ang nilalaman ng EO 70 ni Duterte at makiisa sa plano nitong pagdurog sa rebolusyonaryong kilusan.

Liban dito, binuo rin ang 12 clusters ng NTF-ELCAC mula sa iba’t ibang ahensya ng gobyerno para makibahagi sa pagpaplano hanggang sa pagpapatupad ng nilalaman ng EO 70. Ang 12 clusters na ito ay pamumunuan ng mga opisyal ng AFP, PNP at National Security Council. (Tingnan sa Apendiks 1 ang bumubuo sa 12 clusters na itinayo.)
Sa Timog Katagalugan, sing-aga pa ng unang hati ng taon, naitayo na ang ilang local task forces mula antas rehiyon hanggang sa ilang probinsya at munisipalidad.

4. Ano ang dalawang kamay ng kontrarebolusyonaryong gera ng RUSD?

May dalawang kamay ang kontra-rebolusyonaryong gera ng rehimeng US-Duterte—ang Focused Military Operations (FMO) at ang Community Support Program Operations (CSPO). Ang FMO ang kanang kamay o superyor na kamay ng kontra-rebolusyonaryong gera habang ang CSPO ang kaliwang kamay o pansuportang kamay na may “pampalambot” na sangkap na sayops at programang Enhanced Comprehensive Local Integration Program (E-CLIP) para paglingkurin pa rin sa FMO.

Ang FMO ang counter-guerilla deep operations ng kaaway na gumagamit ng lakas-brigada hanggang dibisyon na sumasaklaw sa isang subrehiyon o magkatabing mga subrehiyon o magkakasabay na combat operations sa lahat ng subrehiyon. (May mga nauna at hiwalay nang paglilinaw hinggil dito ang pambansang sentro ng Partido) Ang CSPO naman ay base denial operations na binubuo ng triad operations (sayops, combat at intel).

Noong Mayo 2019 ay inilabas ng AFP ang pinakahuling konsepto ng tinagurian nilang “retooled CSPO” at nitong Oktubre 2019 ay inilabas naman ng DILG ang Memoramdum Circular 2019-169 na naglalaman ng Gabay sa Implementasyon ng RCSP sa buong bansa.

5. Ano ang Retooled Community Support Program (RCSP)?

Ang RCSP ay nagmula sa CSP na isang programa ng AFP-DSSP (Development Support and Security Plan) “Kapayapaan”1—isang multi-stakeholder at nakabase-sa-komunidad na pagpupunyagi para sa diumano’y kapayapaan at kaunlaran na may layuning itayo at protektahan ang isang komunidad na apektado ng tunggalian (conflict-affected community). Sa saligan ay niremodel ito mula sa dating SOT-MSOT-RSOT-PDO-PDT operations na inilulunsad sa mga tukoy nilang impluwensyado at di-gaanong impluwensyadong mga baryo. Layunin ng CSP na matukoy ang mga isyu sa mga komunidad at magpasok ng mga “interbensyong pangkaunlaran” upang lutasin ang mga isyu at suliranin na tinukoy mismo ng mga komunidad. Gayunman, limitado ang paglutas sa mga isyu at pugwang dahil sa limitadong mga rekurso at paglahok ng iba pang mga pambansang ahensya ng gubyerno (NGA).

Sa gayon, binuo ang RCSP upang palakasin ang inisyatiba ng militar sa CSP at upang palakihin ang papel ng mga lokal na gubyerno (LGU). Ang pagpapalaki ng papel ng mga LGU sa CSP ay hindi lamang basta panabing sa tunay na katangian ng CSP sa pag-eempleyo nito ng pamamaraang nakasentro-sa-militar tungo sa RCSPpamamaraang pinamumunuan-ng-sibilyan kundi inaakala rin ng rehimeng US-Duterte na sa pamamagitan ng pagpapalaki ng papel ng DILG sa balangkas ng whole-of-nation approach ay mawawasak nila ang rebolusyonaryong kilusan na hindi nagawa ng lantay na pamamaraang militar. Sa ganito, gustong palabasin na ang mga lokal na punong ehekutibo (LCE) ang magiging pinuno ng RCSP, ngunit sa totoo, ang komponente nitong militar—ang Peace, Law Enforcement & Development Support Team (PLEDS) ang aktwal na mapagpasya dito sa pagpapatupad ng kanilang mga programa, proyekto at aktibidad (PPA) na nakatuon sa pagtatatag ng tinatawag nilang sustenableng kapayapaan at kaunlaran.

Tulad ng paggana ng mga SOT, PDT at CSP sa nakaraan, ang paggana ng RCSP ay hindi hiwalay at mahigpit na nakaugnay sa mga operasyong militar sa ilalim ng mga koman ng AFP-PNP sa bawat rehiyon, probinsya, munisipalidad at mga barangay.

6. Paano ipinatutupad ang RCSP?

Upang maihabol ang programa ng rehimeng US-Duterte na diumano’y “tatapusin niya ang problema sa insurhensya bago matapos ang kanyang termino”, nagkukumahog ito sa implementasyon ng RCSP.

Inilabas ng DILG ang Memorandum Circular 2019-169 nitong Oktubre 2019 upang gabayan ang lahat ng mga lokal na ehekutibo mula gobernador hanggang mga punong barangay, direktor ng mga Local Government Academy, mga opisyal at istap ng DILG mula rehiyon hanggang syudad at munisipalidad, at iba pang may kaugnayan sa implementasyon ng RCSP.

Matapos mabuo ang mga TF-ELCAC mula sa rehiyon hanggang barangay, sunod na bubuuin ang RCSP sa buong bansa. Inoobliga at minamadali ng nasabing kautusan na ipatupad ng lahat ng LGU ang RCSP.

7. Saan at ano ang mga target na barangay ng RCSP?

Ang mga target na barangay na paglulunsaran ng RCSP ay itinakda na ng NTF—Focused Geographic Areas (FGA). Pansinin na ang pagtatarget ng mga barangay ay hindi nakabatay sa kalagayang pang-ekonomiya at sosyo-kultural ng komunidad kundi batay sa naipong datos-paniktik ng kaaway hinggil sa mga istrukturang pulitiko-militar na sukatan ng impluwensya ng CPP-NPA-NDF sa barangay. Kinaklasipika ng NTF ang mga apektadong barangays sa influenced, less influenced at threatened.

Sa ating rehiyon, tinukoy ng NTF-ELCAC ang target na 11 influenced barangay at 21 less influenced barangay o kabuuang target na 32 barangay. May 315 pang mga barangay ang idineklarang threatened. Magiging labis na kahiya-hiya sa AFP kung maglalagay sila ng maraming target na barangay matapos nilang ideklarang CMRFD (Conflict Manageable and Ready for Development) at insurgency-free ang halos lahat ng mga probinsya sa buong rehiyon sa nakaraang mga Oplan mula sa panahon ng OBL 1 & 2 hanggang sa Oplan Kapayapaan.

8. Sino ang magpapatupad ng RCSP?

Inaatasan ang mga LCE na pangunahan ang lahat ng inisyatiba ng RCSP sa pamamagitan ng: paghikayat sa mga komunidad at LGU na magkasamang buuin ang mga solusyon sa mga lokal na isyu; paunlarin ang pagsasama-sama at pagtutulungan sa hanay ng mga institusyon ng gubyerno, sibilyan at unipormado, at maging mga NGO tulad ng mga lokal na civil society organization, PO, mga negosyo at lahat ng sektor ng lipunan.

Babalikatin ngayon ng mga LGU ang pamamahala sa dating saklaw nila at ang karagdagang tungkulin sa paglulunsad ng RCSP na magbibigay ng partikular na diin, panahon at rekurso sa mga target na barangay na tinukoy ng NTF. Wala namang karagdagang lakas tauhan at pondo para dito kundi alinman sa kukunin sa sariling pondo ng LGU at/o ihihingi pa sa mga pondo ng NGA na dadaan sa maraming andana ng burukrasya na batbat ng korapsyon at katiwalian.

9. Ano ang komposisyon ng RCSP?

Bubuuin ang mga RCSP Team mula sa probinsya hanggang munisipalidad upang pamunuan ang operasyunalisasyon ng RCSP. Mula dito ay itatayo ang RCSP Core Team upang maging katuwang ng RCSP Team. (Tingnan ang istruktura sa kasunod na pahina).

Ang RCSP Team ay binubuo ng LCE bilang pinuno , ang Basic Service Delivery Team (BSDT), ang Citizenship and Community Participation Team (CCPT) at ang Peace, Law Enforcement & Development Support Team (PLEDS). Sa maikli, ang BSDT ay sa serbisyo, ang CCPT ang organisador sa komunidad at ang PLEDS ang mangangasiwa sa seguridad.

Katuwang din ng mga ito ang Local Development Council (LDC), Local Peace & Order Council (LPOC) at ang RCSP Core Team. (Tingnan sa apendiks). Sa binubuong mga team, ang PLEDS ang komponenteng militar at siyang magiging bag-as ng RCSP Team na talagang lulubog sa mga target na barangay sa loob ng kung ilang buwan o tagal na panahong itatakda.

Sa esensya, ang RCSP Team ay ang PLEDS na napapalamutian ng mga sibilyan na team tulad ng BSDT at CCPT mula sa mga pambansa at lokal na ahensya ng reaksyunaryong gubyerno at mga kinatawan nito sa LGU na magsasama-sama at magkokoordina para magdala diumano ng mga kinakailangang serbisyo sa target na barangay. Layunin nitong wasakin ang pampulitikang istruktura ng rebolusyonaryong kilusan at kamtin daw ang sustenableng kapayapaan at kaunlaran.

10. Ano ang Peace, Law Enforcement & Development Support o PLEDS?

Ang PLEDS Team ay binubuo ng siyam (9) kataong CSP Team mula sa AFP, dalawang (2) tauhan mula sa PNP/BJMP/BFP at ex-NPA (antas kadre daw) na nasa erya bilang karagdagang lakas tauhan at suporta sa impormasyon. Tungkulin ng PLEDS na maglunsad ng clearing operations isang linggo bago ang aktwal na paglarga ng RCSP Team upang tiyakin ang seguridad ng perimetro ng target barangay sa buong panahon ng paglubog nito, at ang tuluy-tuloy na “paglilinis” ng komunidad mula sa banta ng rebolusyonaryong hanay sa panahon ng implementasyon at pagdadala ng kinakailangang interbensyon ng gubyerno.

Mapagpasya ang papel ng PLEDS sa pagtitiyak sa seguridad ng RCSP Team sa pagpasok at paglabas sa barangay—sa katunayan, itinakda at idiniin ito sa gabay sa implementasyon sa barangay sa panahon at matapos ang paglubog. Ang PLEDS ang masusunod kaugnay sa mga usaping panseguridad at tatakbuhin ng RCSP.

Ang higit 11-kataong iskwad na PLEDS ang dating CSP Team ng AFP, ang armadong komponente ng RCSP na nasasandatahan ng matataas na kalibreng baril. Buo ito, intact at laging magkakasama. May mahigpit itong ugnayan sa iba pang pangmaniobrang yunit ng AFP at PNP sa kalapit na lugar o sa pinakamalapit buong panahon na nasa target barangay sa tinatawag na immersion/paglubog. Ang iba pang mga team tulad ng BSDT at CCPT ay nabubuo at pupunta lamang sa barangay sa panahon ng mga pulong at mga aktibidad tulad ng serbisyo caravan, mga pulong at dialogue, pagpaplano, at assessment.

11. Ano ang magkasanib (overlapping) na mga yugtong dadaanan, mga pamamaraan sa paggawa at panahong gugugulin ng RCSP?

Dadaan sa limang yugto ang RCSP na may magkakasunod at magkakaugnay na estratehikong layunin at mungkahing panahon/tagal: 0) ang pre-planning, 1) shape, 2) access, 3) transform, 4) sustain, at 5) monitoring. Tinukoy din ang mga team na may susing papel sa bawat yugto.

Sa maikling paglalarawan ng mga yugto, matapos na mabuo ang mga target barangay at panimulang profile nito, bubuuin ang RCSP Team at iba pang team sa ilalim nito, magdadaos ng maraming mga pulong, koordinasyon kasama diumano ang mamamayan, upang matukoy ang mga problema at mga kalutasan at mabuo ang Barangay Development Plan o BDP na siyang pagbabatayan ng mga PPA na ihahapag sa mga LGU at NGA para sa pagpopondo at implementasyon, kung may makuhang pondo. At matapos ito ay ang pagsustine, monitoring at pag-uulat.

Sa isang panig, titiyakin ng PLEDS ang patuloy na pagsasanay at retooling ng lahat ng BPATS, BIN at iba pang mga mekanismo upang matiyak ang nagpapatuloy na ‘kapayapaan at seguridad’ sa mga barangay.

Kung susumahin ang mga yugto at paano ito gagana, makikitang napakaraming dinadaanang proseso; napakaraming binubuong mga task force at mga council sa iba’t ibang antas, mga sektoral at multisektoral na pulong at dialogue, koordinasyon sa pagitan ng LGU at mga NGA at iba pang stakeholders kabilang ang komunidad ng target na barangay. Sa mga itinatayong burukratikong andanang ito, tiyak na mauubos na ang minimal na pondo ng proyekto at magiging hadlang ito sa interbensyon ng gubyerno sa mga ekonomiko at sosyo-kultural na mga suliranin.

Tulad ng mga naging problema sa implementasyon ng mga programa para diumano’y mapawi ang kahirapan kagaya ng CCT o 4Ps, GIDA at ngayon ay Unconditional Cash Transfer (UCT), Pantawid Pasada Program na inuubos ang panahon ng mga benepisyaryo/mamamayan sa pagpapabalik-balik sa mga opisina para sa pagkukumpleto ng mga papeles at rekisitos kapalit ang kakarampot na buwanang ‘sweldo’, higit pa rito ang lilikhaing red tape at abalang dadanasin ng mamamayan sa ilalim ng RCSP. Alam natin kung gaano katalamak ang katiwalian at korapsyon sa lahat ng antas ng reaksyunaryong gubyerno.

Maging ang implementasyon ng mga PPA at pagdadala ng mga batayang serbisyo sa mga komunidad tulad ng mga serbisyo caravan, mga seminar, kampanyang impormasyon at iba pa ay isang mahabang ikid ng mga burukratikong proseso, ningas-kogon, pakitang-tao at panakip-butas na mga programa at proyekto.

12. Ano ang papel at responsibilidad ng mga LGUs, LCE at iba pa?

Inilinaw sa Memorandum Circular ng DILG ang mga papel at responsibilidad ng mga LGU at ng mga LCE sa pagpapatupad ng RCSP—mula sa antas ng probinsya/gubernador tungong syudad/municipal/mayor hanggang barangay/punong barangay. Inilinaw din ang papel at mga tungkulin ng mga personnel ng DILG mula Direktor sa Rehiyon hanggang munisipalidad/syudad na mga City/Municipal Local Government Operations Officer (C/MLGOOs).

Kapansin-pansin na sa plano sa implementasyon ay napakaraming mga suson ng organisasyon na dadaanan at pakikitunguhan na nagpapakita ng pag-iral ng burukratikong sistema mula sa pambansang opisina hanggang sa barangay. Napakalaki at napakabigat din ng papel at responsibilidad na iniaatang sa LCE na siyang tatayong pinuno ng RCSP. Sa kalagayang nariyan ang PLEDS, lalabas na ang pusisyon ng sibilyan sa katauhan ng LCE ay magiging nominal lamang at magsisilbing tau-tauhan sila ng mga militar sa implementasyon ng RCSP. Ito ang esensya na isang sibilyan-militar na junta na nilulukuban ng huli.

13. Saan magmumula ang badyet at pondo para sa RCSP at mga programa nito?

Ang pondo at badget ng RCSP ay pangunahing magmumula sa mga LGU na may minimal na suporta mula sa NGA. Dagdag na gastusin at pabigat ito sa mga LGU na limitado ang mga rekurso para tugunan ang pangangailangan ng nasasakupan. Kung ngayon nga, kulang pa ang mga IRA (Internal Revenue Allotment) at kita ng LGU para sa operation, calamity fund at iba pa, paano na kung idagdag pa sa popondohan ang RCSP?

Pampalubag-loob na kung ang DILG ay maglalabas ng pondo para magamit at para sa iba pang gastos sa operasyon sa RCSP bilang suporta sa LGUs. Bukod doon, ang DILG Regional Director ang may kapangyarihan sa alokasyon ng pondo para sa mga sinaklaw na barangay.

14. Ano ang dapat gawin kaugnay ng EO 70 whole-of-nation approach at RCSP?

1. Dapat na malawakang talakayin sa pinakamalawak na hanay ng mamamayan partikular sa hanay ng baseng masa sa kanayunan at kalunsuran ang anti-mamamayan at anti-demokratikong layunin at nilalaman ng EO 70, whole-of-nation approach at Retooled Community Support Program (RCSP). Malawakang ipalaganap at pag-aralan ang praymer na ito at gamiting sanggunian sa mga ilalabas na pamamahayag sa publiko. Edukahin ang pinakamalawak na hanay ng mamamayan para hubaran ng mga palamuti at maka-mahirap na pagpapanggap ang EO 70, whole-of-nation approach at RCSP.

2. Pukawin, organisahin at pakilusin ang pinakamaraming bilang ng mamamayan para ilantad at tutulan ang EO 70 at RCSP. Gamitin ang lahat ng nakabukas na daluyan at pagkakataon para imulat ang masa at isulong ang lehitimo nilang laban para sa pagpapabuti ng kalagayang pang-ekonomiya at kagalingang panlipunan.

3. Gumawa ng iba’t ibang pagkilos upang biguin ang bawat pakana ng AFP na bitagin at pwersahin ang mga sibilyang ahensya at lokal na gubyerno sa iskemang kontra-insurhensya ng rehimeng Duterte. Ilantad ang mga pekeng pagpapasuko na may layuning lumikha ng ilusyong nagwawagi ang rehimeng US-Duterte sa kanilang kampanyang kontra-rebolusyonaryo.

4. Matalino at mapanlikhang gamitin ang rebolusyonaryong dalawahang taktika at patakaran sa nagkakaisang prente at alyansa upang kabigin o inyutralisa ang mga opisyal ng lokal na burukrasya’t mga lokal na ahensya at civil society na di palaban at nagbubukas ng pakikipagkaibigan sa rebolusyonaryong kilusan at ihiwalay ang mga sagad-saring anti-Komunista’t kontra-rebolusyonaryo na masugid na lumalaban sa rebolusyonaryong kilusan at pumipinsala sa interes ng masa.

5. Mapanlikhang pakitunguhan ang mga kontra-organisasyon na binubuo ng RCSP sa hanay ng masa. Ilantad ang kahungkagan ng mga pangako ng kaaway na itaguyod ang kapakanan at batayang interes ng masa sa pamamagitan ng paggamit ng mga taktikang engagement at kilusang masa.

6. Maging aktibo sa labanang ngipin-sa-ngiping propaganda upang ilantad ang mga kasinungalingan at lasong ikinakalat ng kaaway laban sa rebolusyonaryong kilusan at sa lehitimong pakikibaka ng masa para sa mga saligang demokratikong karapatan sa ekonomiya, pulitika at sibil.

Maglalabas ang kinauukulang namumunong komite ng Partido sa rehiyon ng hiwalay at mas malawig na mga karagdagang paglilinaw sa mga kagyat na tungkulin ng kilusan sa larangan ng armadong pakikibaka, rebolusyonaryong kilusang masa at gawain sa nagkakaisang prente upang gabayan ang iba’t ibang bahagi ng kilusan sa pagbubuo ng angkop na mga pamamaraan at linya ng taktika upang labanan at biguin ang Oplan Kapanatagan, EO 70 at whole-of-nation approach ng rehimeng US-Duterte.

Ganito maisasalarawan ang katangian ng RCSP na binalangkas ng DILG bilang bahagi ng ahensya sa pagtupad sa Executive Order 70 na inilabas ni Duterte noong Disyembre 2018. Umaalinsunod ang RCSP sa niresiklong whole-of-nation approach (WNA) at pagbubuo ng National Task Force (NTF) ng rehimeng US-Duterte bilang kakumplementaryo ng focused military operation (FMO) para wakasan ang armadong rebolusyon sa bansa na pinamumunuan ng Communist Party of the Philippines (CPP).

Binuo ang RCSP para diumano’y palakasin ang komponenteng sibilyan ng kontra-rebolusyonaryong gera ng rehimeng US-Duterte at maging kasangkapan sa paghahatid ng serbisyo publiko sa mga liblib na bahagi ng bansa. Inaakala ni Duterte na sa pamamagitan ng pagbibigay ng malaking papel sa DILG kabilang ang mga lokal na gubyerno sa kontra-rebolusyonaryong digma nito, mawawakasan ang rebolusyonaryong kilusan na hindi nagawa sa nakaraan sa pamamagitan ng lantay militar na paraan. Kunwari’y nagsasagawa ng mga papulong at diyalogo sa mga tao sa baryo upang mag-alam sa kalagayan at marinig ang kanilang hinaing sa gubyerno. Nagpapakitang gilas sa pag-iimbwelto sa tao na bahagi sila sa pagbubuo ng mga programa at proyekto. Gumagamit ng mga mabulaklak na lenggwahe upang makapanlinlang at para tabingan ang tunay na intensyon nitong kontra-mamamayan.

Maramihan ding isinasangkot sa pagpapatupad ng programa ng RCSP ang diumano’y mga kabilang sa national government agencies (NGAs), non-government organizations (NGO’s), people’s organizations (PO’s), civic organizations, media, taong simbahan at iba pa para palitawing sinusuportahan at iniindorso nila ang RCSP.

Ang tanging hangad nito ay wasakin ang mga pangunahing base ng rebolusyonaryong kilusan sa kanayunan, na sa iba’t ibang kalagayan at sirkumstansya ay nagtatamasa ng mga benepisyo at pakinabang resulta ng kanilang mga tagumpay sa pagsusulong ng rebolusyong agraryo at iba pang mga antipyudal na pakikibaka. Nakaayon at nakadisenyo ang RCSP sa kabuang balangkas ng JCP-Kapanatagan na isang madugong kontra-rebolusyonaryong digma na naglalayong tapusin ang armadong tunggalian sa bansa sa pagtatapos ng termino ni Duterte sa Hunyo 30, 2022.

Ipapatupad ang RCSP hindi sa lahat ng barangay sa Pilipinas at hindi rin nakabatay sa kalagayang pang-ekonomiya at sosyo-kultural ng mga barangay. Ang pagtukoy at pagpili sa mga barangay na lulunsaran ng RCSP ay pangunahing nakasandig sa intelligence estimate o sa naipong paniktik ng AFP at PNP sa kung aling mga barangay sa bansa ang nasa kategorya nila bilang impluwensyado, di gaanong impluwensyado at may banta ng rebolusyonaryong kilusan. Halimbawa, sa Timog Katagalugan, klinasipika ng AFP at PNP na 11 barangay ang impluwensyado, 21 ang di gaanong impluwensyado at 315 ang may banta ng rebolusyonaryong kilusan. May kabuuang bilang ito na 347 barangay o katumbas na 6.3% lamang ng 5,469 na barangay sa saklaw ng rehiyon (4,019 ang nasa CALABARZON o Region IV-A at 1,450 ang nasa MIMAROPA o Region IV-B batay sa census ng March 2019 ) ang balak lunsaran ng RCSP.

Sa ganitong kategorisasyon at pokus ng paglulunsaran ng RCSP, malinaw at walang duda na isa itong marahas na kampanyang pulitiko-militar ng AFP at PNP na nagkukunwaring nakapailalim sa pamamatnugot ng mga lokal na ehekutibo pero sa saligan ay mga palamuti lamang ang ginagampang papel ng mga ito sa pagpapatupad ng RCSP. Sa buong proseso ng pagpapatupad ng RCSP ang AFP at PNP, sa pamamagitan ng Peace, Law Enforcement & Development Support (PLEDS) Team nito, ang makapangyarihan, mapagpasya at nakakapanaig sa pagpapatupad sa buong proseso at kondukta ng RCSP ng DILG.

Ang PLEDS Team na binubuo ng 9-kataong CSP Team ng AFP, dalawang tauhan ng PNP/BFP/BJMP at mga ex-NPA ang armadong komponente ng RCSP na lulubog sa mga barangay na target na ‘linisin’ sa impluwensya ng rebolusyonaryong kilusan. Ito ang maglulunsad ng operasyong saywar na walang pinagkaiba sa napatunayang bangkarote at mga bigong operasyong sibil-militar (CMO’s) ng AFP sa nakaraan tulad ng PAMANA, Kapit Bisig Laban sa Kahirapan (KALAHI), Comprehensive and Integrated Delivery of Social Services (CIDSS), Balik-Loob Program, at 4P’s.

Ang lubusang pagtalikod ng rehimeng US-Duterte sa usapang pangkapayapaan sa National Democratic Front of the Philippines (NDFP) ay pagtalunton niya sa landas ng kontra-mamamayang digma at pag-abandona sa nilalayon ng usapang pangkapayapaan na kamtin ang makatarungan at pangmatagalang kapayapaan.

Tulad sa mga kontra rebolusyonaryong digma na ipinatupad ng mga nakaraang rehimen, tiyak na mauuwi lamang din sa kabiguan ang RCSP at ang buong JCP-Kapanatagan ng pasistang rehimeng US-Duterte dahil hindi ito nakatuntong at umaayon sa pagresolba sa sanhi at dahilan ng nagpapatuloy na armadong paglaban ng sambayanang Pilipino para ibagsak ang imperyalismo, burukrata-kapitalismo at pyudalismo.

Huwag magpalinlang. Labanan at biguin ang kontra mamamayan at mapalinlang na Retooled Community Support Program ng pasistang rehimeng US-Duterte. Ibayong isulong ang demokratikong rebolusyon ng bayan at magkamit ng mga tagumpay.###

Simultaneous killings and mass arrests in Negros Island extremely alarms Negrosanons especially after Duterte himself gave Police Lt. Col. Jovie Espenido, current Bacolod City Police Office Deputy Director for Operations, his order to freely kill. AFP, PNP elements and other state forces are granted room to ordinarily kill and cause harm.

Anti-people policies, such as declaring a “state of violence” in Negros to justify Memorandum Order 32 and equating the people’s armed revolution for national liberation and democracy with terrorism through Executive Order 70, are bloodthirstily implemented destroying lives and livelihood of Negrosanons. Injustice remains overwhelming in Negros and the whole country under Duterte’s tyrannical rule.

In the desperation of the executioner and mercenary AFP and PNP to decimate armed struggle in the Island their typical victims are innocent civilians, activists, critics and even ordinary people targeted in systematic attacks and spate of killings resulting to an endless flow of blood in Negros and unbridled violations of human rights.

In fact, series of incidents happened here in Negros recently. Barely two weeks ago, 57 activists were arrested and victimized by planted evidences when the offices of Gabriela, Bayan Muna and the National Federation of Sugar Workers were raided. This was followed by the shooting of radio broadcaster Dindo Generoso in Dumaguete wherein primary suspects were traced back to police forces. The ambush of Jail Officer 1 Jayvee Jayson Vargas Bacolod City adds to the toll of worsening culture of killing in Negros.

The rottenness in the ranks of fascist state forces grows repugnant but duplicitous and toadyish officials in the AFP and PNP keep on covering it up over and over. This is evident in the increasing number of corrupt and criminal officials of the AFP and PNP, ninja cops and police scalawags, in the murder of cadets in the Philippine Military Academy and in the latest news regarding six troopers of the 79th IB in fits of temper, choking and hitting civilians while drunk in a bar at Cadiz City.

To the rank and file of the AFP and PNP who are still devoted to the broad oppressed masses and are sincere in serving the people, it is not too late to join the armed revolution in order to destroy the age-old and decaying semicolonial and semifeudal system in the country and expose the evil schemes and disintegration in the ranks of the murderous officials in the AFP and PNP.

Due to the continuing decline of the economy brought about by the worsening world crisis, it is but right for all revolutionary forces to intensify the national democratic revolution with the purpose of making Duterte and his clique accountable for the crimes they have committed against the broad people. BUENAVISTA, Agusan del Norte – An NPA combatant who surrendered to the troops of 23rd Infantry (Masigasig) Battalion revealed the location of three (3) High-powered firearms cache in the hinter area of Sibagat, Agusan del Sur on November 08, 2019 at around 11:30 in the morning.

A certain alias Marco (Not his True Name), a former member of Sandatahang Yunit Propaganda (SYP) 21C, Guerilla Front (GF) 21, North Eastern Mindanao Regional Committee (NEMRC), under the leadership of @ MACOY (True Name: Anthony Sagdon Dagium) revealed that they have high powered firearms buried in the hinter area of Brgy Padiay, Sibagat, Agusan del Sur. He disclosed significant information which pointed to the exact location of the firearms to include several war materiel and assorted personal belongings.

Immediately, the troops of 23rd Infantry Battalion, under the operational control of 402nd Bde, led by LTC FRANCISCO L MOLINA JR, Commanding Officer, 23IB organized a team to validate the information where the firearms are purportedly hidden. Upon reaching the area, the troops recovered recovery of three (3) M14 Rifles (serviceable), thirty-five (35) meters electrical wire, two (2) Blasting caps with detonating cord, one (1) pair Handguard for M16, one (1) pair AR 18 Handguard and one (1) Improvised Anti-Personal Mine which was still planted inside CPP-NPA hideout.

Alias Marco was used as a courier by the CPP-NPA as young as 14 years old. He became fulltime NPA combatant at the age of 16. He was also taught how to plant and disposed landmines.

Meanwhile, Lieutenant Colonel Francisco L Molina Jr, Commanding Officer, 23IB lauded the Former Rebels (FRs) for helping the unit in maintaining peace and order situation in the AO. “With the help of the FRs, we located the NPA arms cache and recovered war materiel which they can possibly be used in conducting atrocities anytime. Likewise, we save another young victim of the CPP-NPA whom they have indoctrinated with destructive ideology. We also encourage the parents and the elders to take care of their children so that they will not become prey to the hands of the CPP-NPA terrorists.”-Molina ended.

BUENAVISTA, Agusan del Norte – Another two female members of the New People’s Army (NPA) who are minors, voluntarily surrendered to the 23rd Infantry (Masigasig) Battalion (23IB) in the months of September to October 2019.

The two surrenderees were identified as alias “Gethel” (Political Guide), 17 years old and alias “Christine” (Medic), 17 years old. They were recruited by alias “Ron-ron”, a member of Sub-Regional Command (SRC) 3, SAGAY, North Central Mindanao Regional Committee (NCMRC) thru black propaganda regarding the present situation of the country. They were deceived and promised to be given a brighter future including their families once they join in their group.

Prior the recruitment, these two surrenderees were studying, but they were not able to finish their studies because of the exploitation, deception and manipulation of the NPAs. They were not clearly informed that they will be joining the armed movement. Contradictory to their promises, they only suffered from loneliness, exhaustion and starvation until they find an opportunity to escape from the said group.

Meanwhile, alias “Gethel” expressed her resentment against the CNTs. “I was a student by the time I was recruited by the CNTs. Due to the hardship and hunger I experienced inside the movement, I decided to go back to the folds of the law. I am also afraid to lose my dreams, future and precious life because of the continuous military operation. At first, I was afraid because our leader told us that there’s a big possibility that the military will torture and kill me upon knowing that I am an NPA member, but I stand firm with my decision. I am so glad that the soldiers of 23IB never fail to help me and they assisted me to start a new life,” she bared.

Moreover, alias “Christine” also revealed the struggle she encountered inside the armed movement. “I didn’t know that I am going to be a member of CPP-NPA. My parents also do not know that I became a member of the NPA. We were not allowed to visit our parents, and even to contact them is strictly prohibited. Later, I knew that my family received death threat telling them that once they will report to the authorities regarding my situation, they will be killed. They were also forced to leave our home and stay away from our Barangay,” she recalled.

Lieutenant Colonel Francisco Molina Jr, commanding officer of 23IB continuously reminds the youth to be vigilant to the alarming NPA recruitment. “Some of the Leaders of the NPAs have already surrendered to the folds of the law, but it was so alarming that even the female youths are also fighting against the government troops just like what happened to “Gethel” and “Christine”. They were recruiting the young ones to be victims of their false ideology and these innocent youths will be suffering their entire life being enslaved by the CNT leaders. The recruitment of the youth is a big violation to the International Humanitarian Law (IHL) and Republic Act 7610 (Special Protection of Children against Abuse Exploitation and Discrimination Act),” he said.

Bancasi, Butuan City – In line with the celebration of the 27 th National Children’s Month in Butuan City, the 402 nd Infantry (Stingers) Brigade welcomed the arrival of the Little Brigade Commander on its Camp, yesterday morning, November 11, 2019, Brgy Bancasi, Butuan City.

Officers, Men and Women of the 402 nd Brigade warmly welcomed the arrival of the Little Brigade Commander, Ms Nina Mae Pugtol from Manila De Bugabos National High School, in a reception line led by Col Cerilo C Baloro Jr, Deputy Brigade Commander, and conducted a meet and greet session to start the day of being the Little Commander.

The City of Butuan thru the City Council for the Welfare of Children led by Councilor Rema A Burdeos, the Committee Chairman, have partnered with this Brigade and other government units and agencies to enable children experienced being a local officials for one-day.

The celebration of the city dubbed as Little City Officials aims to inculcate to the young minds of the children the principle of public service and trigger their interest to join the government and
become a public servant.

Ms Nina, the 402 nd Little Brigade Commander and currently the President of the Student Supreme Government of their school, was given the opportunity to experience presiding a military style Command Conference with Unit Information Briefing Presentation held with the presence of all Brigade Staff Officers and attached units of inside camp.

“Hadlok man diay mag-preside sa conference kay daghan kag need nga mandoan kung unsa ang angay buhaton arun ma-keep ang peace. The more hinoon na mas na-inspire ko nga mag military. Gusto jud nako mag military kay aside sa taas sweldo kay maka serve pako sa
katawhan”, Ms Nina told.

Likewsie, Ms Nina was given brief orientation on the different individual and crew-served weapons. After which, as the Little Commander, She visited and inspected different tenant units attached to the Brigade and toured around the Camp to see the different aspect of soldiery. To conclude her duty, Ms Nina was treated with lunch during noon mess at the Officers Mess Hall.

Col Balaoro said, “Ms Nina was overjoyed upon serving as our Little Brigade Commander and we cannot help but be proud and honored that she was inspired and wanted to be one of us. That only justifies that the AFP is on the right track in its pursuit of peace and development. Sometimes, we need the innocent minds of the children to somehow understand the military profession and recognize the sacrifices and dedicated service the soldier has been giving to the
people and this country”.

Meanwhile, in his statement, Col Maurito L Licudine assures vows full commitment in upholding the children’s rights. He said, “We are always committed to support the children. This is in recognition of the importance of the children in nation building and as part of our mandate to protect the welfare of the children against those who violates their rights under the provisions of International Humanitarian Law and the fundamental laws of the land”.

CAMP ELIAS ANGELES, Pili, Camarines Sur-Government troops was able to beseiged a terrorist’s encampment in the tri-boundaries of the towns of Del Gallego, Ragay and Lupi in Camarines Sur province, Tuesday, November 12.

According to the report, joint elements of 9th Infantry Battalion (9IB) and 1st Provincial Mobile Force Company (1PMFC) were conducting combat operations around 2 o’clock in the afternoon when they clashed with more or less 20 heavily armed members of Communist Terrorist Group (CTG) who were encamping in the area.

The firefight lasted for almost 30 minutes before the communist terrorists withdrew.

No one was harmed in the government side but still undetermined in the side of the enemies.

Recovered from the encounter site were seven landmines, sixty (60) rounds of 5.56mm service ammunition, two empty magazine for M16 rifle, four cellular phones, radio, projector, generator, two gallons of gasoline, three rolls of electrical wire, subversive documents, two backpacks, two sacks of rice, food stuffs and a box of chalk.

Joint Task Force Bicolandia (JTFB) under MGEN FERNANDO T TRINIDAD AFP said that the recovery of landmines in the enemy’s encampment only proves the CTG’s treachery and violation of the International Humanitarian Law (IHL) and the RA 9851 or the Philippine Act Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity.

Gen. Trinidad also underscored that the Army in Bicol will relentlessly hunt the CTG’s by enforcing full military force against them.

This way, JTFB is confident that terrorists will have no other choice but to surrender and abandon the armed movement which only uses them to feed the mouths of its higher officials while they are exposed in helpless situations.

Hence, JTFB encouraged the terrorists to go back to the folds of the law and avail of the government’s Enhanced Comprehensive Local Integration Program (E-CLIP) and the assistance ready to be given to them by the Regional Task Force to End Local Armed Conflict (RTF-ELCAC) or Task Force Katuninongan asin Kauswagan.

A suspected member of the New People’s Army (NPA) was arrested following an entrapment operation at Puerto Galera, Oriental Mindoro.

In a spot report from the Puerto Galera MPS, a certain Raciel Caganan Vidal, project-in-charge of 811 Trading and Construction that oversaw a road construction project in Puerto Galera reported to the Puerto Galera MPS about extortion activities by the communist rebels last November 5.


The victim reported that on the evening of November 2, at around 11:30 PM, three armed men that allegedly wore camouflage and carried long firearms went to their barracks at Sitio Small Tabinay, Brgy. Tabinay, Puerto Galera, demanding Php100,000 as revolutionary tax.

Vidal allegedly managed to negotiate with the men to lower the amount to Php70,000, to be able to continue with road construction in the municipality. She suspected the men were acting on behalf of the NPA that led her to report the incident.Mugshot of the suspect. Photo from Puerto Galera MPS

PSMS Rexy Ylagan, Intelligence PNCO of Puerto Galera MPS organized an entrapment operation composed of personnel of Puerto Galera MPS, Charlie Company, 76th Infantry Battalion of the Philippine Army, PA and 3rd Platoon, 404th B Maneuver Company, Regional Mobile Force Battalion MIMAROPA.



The operation resulted in the arrest of Edgar Sanisit Magayon, 36 years old, married, and a helper at the construction firm.

Recovered from the suspect were the marked money, a cellphone, and five sachets of suspected dried marijuana leaves.

Upon investigation, it was discovered that the cellphone contained text messages that showed the suspect demanding money.

The New People’s Army (NPA) is planning to stage “agaw armas” attacks on police stations, particularly those in remote areas, according to intelligence information reaching the Police Regional Office 6 (PRO-6).

Brigadier General Rene Pamuspusan, regional police director, ordered police stations across Western Visayas to be on full alert status and secure their premises.

Cops should be wary of people entering their stations as these could be rebels checking them out before striking, said Police Lieutenant Colonel Joem Malong, PRO-6 spokesperson. She recalled the NPA raid of the Maasin, Iloilo police station in June 2017.


Two women rebels pretending to be civilians entered the Maasin police station to supposedly have something recorded in the police blotter. Then all of a sudden more rebels barged into the police station through the back door and handcuffed nine stunned police officers on duty.

Malong said police chiefs were directed to set up reception desks outside police stations where those with police blotter concerns would be entertained.

In Iloilo province, Police Colonel Roland Vilela, police director, ordered a 24-7 guarding of police stations and for policemen to strengthen intelligence information gathering and carry long and short firearms.

Vilela also created seven teams to inspect police stations’ readiness.

He identified “high-risk” municipalities . These were: Alimodian, Balasan, Bingawan, Calinog, Guimbal, Janiuay, Igbaras, Lambunao, Lemery, Leon, Maasin, Miag-ao, San Joaquin, San Rafael, and Tubungan.

The component city of Passi was also considered high-risk for rebel attacks.

On June 18, 2017 around 60 rebels overran the Maasin police station. The daring, broad daylight incursion was swift. Within 15 minutes beginning around 10:30 a.m., the rebels shanghaied eight M16 rifles, four Glock .9mm pistols, five handheld radios and their base, two laptops, P29,000 cash, and jewelry.

The rebels did not harm the nine police officers but handcuffed them. They also used the police station’s patrol car to flee.

“I don’t want that to happen again,” said Vilela.

Maasin is some 25 kilometers from Iloilo City. The rebels were long gone when troops from the Regional Public Safety Battalion (RPSB) of the PRO-6 reached the police station.

Minutes after the raid, Ka Julio Montana, spokesperson of the NPA-Panay (Coronacion Chiva “Waling-Waling” Command) issued a statement praising the NPA-Napoleon Tumagtang Command for the successful operation.

Not a gun a fired, noted Montana.

The RPSB was ordered to take over the Maasin police station after the NPA raid. Chief Superintendent Jose Hawthorne Binag, then the Western Visayas police director, sacked all of Maasin’s police force – 24 police officers,

Ka Julio Montana enumerated several reasons for the raid. He accused Maasin policemen of extortion, with poor vendors as their primary victims.

Montana also claimed the Maasin police tolerated the proliferation of illegal drugs and illegal gambling in the town.

The raid was NPA-Panay’s answer, too, to Oplan Kapayapaan all-out war campaign of the Armed Forces of the Philippines and Philippine National Police against the revolutionary movement, Montana added.

Oplan Kapayapaan has resulted to rampant human rights violations such as illegal arrests, bombings of communities, forced evacuation of villagers, and killings of suspected rebels, among others, said Montana.

Bayan Muna is preparing to file administrative complaints against judges responsible for what they call “illegally” procured search warrants that have resulted in numerous arrests, its chairman Neri Colmenares said yesterday.

Colmenares told the DAILY STAR that lawyers will meet with Negrenses who were arrested in police and Army raids on offices of progressive groups in Bacolod and Escalante cities on October 31 and November 1, to discuss action to be taken.


House Deputy Minority leader and Bayan Muna Rep. Carlos Isagani Zarate and Colmenares, in a joint statement yesterday said that "judges responsible for search warrants attended by irregularities that resulted in death and planted evidence should be made accountable.”

They pointed out that search warrants for illegal possession of firearms issued by Quezon City Regional Trial Court (RTC) Executive Judge Cecilyn Burgos-Villavert resulted in raids in Bacolod and Escalante cities that led to the arrests of 57, of whom 13 were minors.

However, the Bacolod Prosecutor’s Office ordered the release of the majority of them for lack of evidence, Colmenares and Zarate pointed out.

“If a judge issues a search warrant on the mere bare allegations of the PNP, there must be accountability here because these searches and arrests violate rights,” Colmenares said.

There must be accountability somewhere for the trauma and the sufferings of the minors, workers and other activists who were falsely imprisoned, he added.

Zarate called on the Supreme Court to promulgate rules to ensure the protection and enforcement of constitutional rights in the issuance and enforcement of search warrants.

"With the increasing extrajudicial killings, mass arrests and harassment of activists, the opposition and critics of the Duterte administration, these indeed are compelling circumstances and measures that merit the promulgation of these rules to prevent abuse and weaponization of legal processes and violations of constitutional rights," Zarate said.

Brig. Gen. Benedict Arevalo, 303rd Infantry Brigade commander, said yesterday a ny person aggrieved by the issuance of search warrants may file administrative complaint against a judge before the Office of the Court Administrator of the Supreme Court.

However, the search warrants issued by Judge Villavert for Bacolod and Escalante were already pronounced by Chief Justice Peralta as aboveboard and legally justified, he said.

“This is their usual ploy again using the NDF's (National Democratic Front) modus to use the law to harass law enforcers, military and the judiciary. It’s their scare tactics. They should be the ones filed with cases for serving as front organizations for the CPP-NPA (Communist Party of the Philippines-New People’s Army),” Arevalo said of the two Bayan Muna leaders.*
