282 NPA members, supporters surrender in N. Samar town

From the Manila Bulletin (Sep 1, 2021): 282 NPA members, supporters surrender in N. Samar town (By Marie Tonette Marticio)

At least 282 members and supporters of the New People’s Army (NPA) in Silvino Lubos in Northern Samar have surrendered to the army.

LtCol Fernando Engcot, commander of 19th Infantry Battalion, said that the mass surrender and withdrawal of support are strong indicators of the NPA-terrorists’ nearing defeat in Northern Samar province.

“This mass surrender of Milisya ng Bayan and party members from the different NPA-affiliated mass organizations is a testament that the communist-terrorists no longer enjoy the mass base support in these areas,” he said.

A total of 65 members of Batakang Batakang Organisayon ng Pampartido (BOP), 65 Yunit Militia (YM), and 152 Legal na Organisadong Masa (LOM) pledged allegiance to the government as they conducted a peace rally in the entire town proper of Silvino Lubos to condemn the NPAs.

The Underground Mass Organization (UGMOs) and mass base supporters also burned flags of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).

Engcot said the mass surrender is not the end of their anti-insurgency campaign in the municipality.

“Let us raise our flag, the Philippine Flag, as our identity that we are all Filipinos who deserve a long-lasting and harmonious way of living,” he urged.

Engcot noted that the mass withdrawal of support from the NPA-terrorists is the result of the unit’s deployment of the Community Support Program (CSP) team to sixteen (16) barangays since last March 03 under the implementation of President Rodrigo Duterte’s Executive Order (EO) 70.

In 2015, Silvino Lubos was listed under Level 4 with the highest poverty incidence among the population with 78.5 percent according to the Philippine Statistics Authority.

Many factors caused Black Hawk, C-130 mishaps: AFP

From the Philippine News Agency (Sep 2, 2021): Many factors caused Black Hawk, C-130 mishaps: AFP (By Priam Nepomuceno)

AFP spokesperson, Col. Ramon Zagala (File photo)

The recent crash of a brand-new S-70i Black Hawk helicopter in Tarlac and the C-130 transport aircraft in Sulu were due to multiple factors, the Armed Forces of the Philippines (AFP) said on Thursday.

"Material, human and environmental factors were determined by the Philippine Air Force Accident Investigation Board as the cause of the ill-fated C-130 crash in Sulu,"
AFP spokesperson, Col. Ramon Zagala said in a statement.

Based on the investigating team’s report, no single factor can be determined as the only cause of these mishaps.

"It was most probably due to actual or perceived material factors, and induced human factors which were aggravated by local and environmental conditions," Zagala said.

He added that the aircraft component, the environmental condition, and the aircrew response led to the "unrecoverable stall" in a critical phase of the aircraft operation.

Stall, in aviation, refers to the disruption of the smooth airflow over the aircraft's wings, resulting in the loss of lift.

The C-130 aircraft crash in Patikul, Sulu last July 4 killed 50 soldiers aboard while 46 other personnel were injured.

Three civilians on the ground were also killed while four others were wounded.

Zagala, meanwhile, said "confluence of events" also triggered the crash of the S-70i Black Hawk helicopter in Tarlac last June 23.

"Investigators found out that the chopper inadvertently entered a thunderstorm and was compounded by spatial disorientation or vertigo by the pilot, as the cause of the accident," he added.

Six PAF personnel were killed in the mishap. The aircraft and its crew were conducting night-flying exercises at the time of the accident.

Zagala said the goal of the investigation, based on international practice on handling crashed aircraft, is to determine the cause of the accident rather than determine who should be blamed.

"This will help us avoid similar events in the future by implementing additional safety initiatives, strengthening protocols and procedures, as well as instituting training interventions for our aircrew and personnel," he added.

CPP/CIO: Demand justice for abduction and murder of Cebu NGO worker

Propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Sep 1, 2021): Demand justice for abduction and murder of Cebu NGO worker

MARCO VALBUENA
CHIEF INFORMATION OFFICER
COMMUNIST PARTY OF THE PHILIPPINES

SEPTEMBER 01, 2021

We hold Rodrigo Duterte, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and their armed agents responsible for the abduction and murder of Elena Tijamo, an official of the Farmers Development Center (Fardec) in Cebu.

We commiserate with her family as they grieve and demand justice for her death.

Tijamo was abducted in June 2020 in her home in Bantayan, Cebu and went missing for over a year. It is the height of the regime’s cruelty that she was surfaced dead on the day when Filipino families commemorate the International Day of the Disappeared. Family members found her body in a funeral parlor in Mandaluyong City on August 30 after being informed by an unidentified caller.

Tijamo was targeted by the NTF-ELCAC because of her work with a non-government organization that offers paralegal and educational services to farmers in Central Visayas. Fardec has been repeatedly Red-tagged by the regime. Weeks before she was abducted, Tijamo was placed under surveillance by the police and elements of the regime’s intelligence arms.

CPP/NPA-Negros Island ROC: Army black prop coverup its servility to hacienderos and big business

Propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Sep 1, 2021): Army black prop coverup its servility to hacienderos and big business

NEW PEOPLE'S ARMY

SEPTEMBER 01, 2021

The New People’s Army in Negros Island Apolinario Gatmaitan Command (AGC-NPA) called the “barkers” of the military “fools who think people still believe what they say.”

Ka Juanito Magbanua, AGC-NPA spokesperson, referred to allegations from 79th Infantry Battalion (79th IB) commanding officer Lt. Col. J-Jay Javines and 3rd Infantry Division spokesperson Major Cenon Pancito that recent revolutionary martyrs Ka Ella and Ka Pabling were “extortionists” and “notorious terrorists.”

“These are recurring black propaganda to smear the good image of the NPA and revolutionary movement and coverup the servility of the Philippine Army to hacienderos and big business particularly in Silay City,” Magbanua said.

He recalled how the people praised the Roselyn Jean Pelle Command of the NPA North Negros Front (RJPC-NPA) for its punitive action against the destructive quarry operation of Silay City Mayor Mark Andrew J. Golez last April 12 wherein three backhoes were burned at the quarry site in Hacienda Vista Alegre, Barangay E. Lopez, Silay City.

According to him, it was a response to the people’s demands to punish abusive large-scale quarrying operations along Malogo river that caused a series of flash floods in northern Negros starting New Year’s Eve that affected more than 70,000 families.

He reiterated that the People’s Democratic Government is not interested in collecting revolutionary tax from big businesses that operate within its territory causing massive destruction to the environment such as soil erosion, flash floods during rainy season and poison from chemicals used in its operations.

“These are harmful to the people,” he added, “they should be punished for destroying natural resources that could be used for genuine national industrialization and land reform that are the foundations of national development.”

Magbanua pointed out that the “extortionists” are those in government and the mercenary Armed Forces of the Philippines and Philippine National Police (AFP/PNP) who collected millions of protection money from big businessmen in exchange for people’s lives and the environment.

He stated further that the “notorious terrorists” are the AFP/PNP and National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) that implement the “counter-insurgency” campaign which resulted to a long list of human rights violations.

“Ka Ella was a victim of the 79th IB’s violation of International Humanitarian Law when they killed her despite her inability to fight,” he said.

That the People’s Democratic Government has persisted for more than five decades under the leadership of the Communist Party of the Philippines proves the support of the broad masses and they happily benefit from the its services, he ended.###

Ang mga bag-o nga rebolusyonaryong martir nga sila Ka Ella kag Ka Pabling nga napatay sa kamot sang 79th IB sadtong Agosto 20 gilayon nga gintawag sang militar nga “extortionist” kag “notoryus nga terorista.” Pabalikbalik ini nga itom nga propaganda sang militar agud musingan ang maayo nga imahin sang New People’s Army (NPA) kag rebolusyonaryo nga kahublagan kag hinabonan ang pagka-idu-ido sang Philippine Army sa mga hasyendero kag dalagku nga negosyante partikular sa Silay City.

Sadtong Abril 12 sini nga tuig, gindayaw sang pumuluyo ang paglunsar sang punitibo nga aksyon sa yunit sang Roselyn Jean Pelle Command sang NPA North Negros Front (RJPC-NPA) batok sa makahalalit nga quarry operation sang Mayor sa Silay City nga si Mark Andrew J. CPP/CIO: Condemn US drone strikes in Afghanistan

Propaganda statement posted to the Communist Party of the Philippines (CPP) Website (Aug 31, 2021): Condemn US drone strikes in Afghanistan

MARCO VALBUENA
CHIEF INFORMATION OFFICER
COMMUNIST PARTY OF THE PHILIPPINES

AUGUST 31, 2021

We join the Afghan people and international community in denouncing two successive attacks carried out by US military drones which killed several civilians, including women and children, and which outrightly violates Afghanistan sovereignty.

On August 28 and 29, missiles fired from US drones, purportedly targeting ISIS-K forces, struck in Nangarhar province and a residential area in Kabul. Reports indicate that at least 20 civilians were killed, including eight children. Several others were injured. The attacks also caused damages to homes and properties and trauma to those in the vicinity.

The US government said their military strikes were in retaliation for the suicide bomb attacks in the Kabul airport which killed at least 10 American soldiers and scores of civilians. They, however, carried out their strikes unilaterally and in total disrespect for Afghanistan’s new political leaders.

Until the last days of its occupation, the US displayed utter contempt for the sovereignty of Afghanistan which the country just won back after two decades of difficult resistance. Even as the US military withdraws in defeat, it showed the same arrogance that has earned the hatred of the Afghan people for the past 20 years.

We join the Afghan people in celebrating their complete freedom from US occupying forces with the departure of the last American soldier yesterday. At the same time, we denounce the threat of continuing US attacks after US Pres. Joe Biden declared that the drone attacks are not the last.

Kalinaw News: 402Bde Hails Opening of New Farm-to-Market Road in Butuan City

Posted to Kalinaw News (Sep 2, 2021): 402Bde Hails Opening of New Farm-to-Market Road in Butuan City

CAMP RUBI (P), Butuan City – The 402nd Infantry “Stingers” Brigade (402Bde) participated in the groundbreaking ceremony of the new Farm-to-Market Road (FMR) in Barangay Camayahan, Butuan City on Tuesday, August 31, 2021.

The groundbreaking activity was led by the Assistant Secretary for Public Safety and Security Alexander L. Macario of the Department of Interior and Local Government (DILG); Mayor Ronnie Vicente C. Lagnada of Butuan City; and Regional Director Lilibeth Famacion, DILG Caraga.

Colonel Adonis Ariel G. Orio, the Commander of 402Bde, also witnessed the formal opening of the new road project. The barangay officials of Camayahan, together with community leaders, Indigenous People leaders, and representatives from the different people’s organizations were also present during the ceremony.

“The FMR will provide the residents of Barangay Camayahan a direct link to the market and trading centers in Butuan City and to the other towns in Agusan del Norte. The road is vital to the farmers in the area,” Col. Orio said.

Barangay Camayahan is among the farming communities in Butuan City where farmers are engaged in production of palay, corn, vegetables, and varieties of high-value crops. Around 350 families from Barangay Camayahan will directly benefit from the road project.

The new FMR, with a length of 1,043 meters has a total budget of PHP20 million under the Local Government Support Fund – Support to Barangay Development Program LGSF-SBDP. The said project is among the 13 FMRs that will be implemented in 14 barangays of Butuan City under the LGSF-SBDP with other projects such as two (2) school buildings, six (6) water and sanitation projects, one (1) health station, and one (1) electrification project.

These SBDP projects, are manifestation of the sincerity and commitment of the government to bring development to communities affected by armed conflicts caused by the presence of the New People’s Army (NPA). These projects are the product of the convergence of efforts of government agencies and other stakeholders under the Whole-of-Nation approach of the administration of Pres. Rodrigo R. Duterte.

“Far-flung communities have suffered enough from the activities of the NPAs for years. The conflicts caused by these insurgents also hindered government development initiatives such as roads and other important infrastructures,” Col. Orio said.

The 402Bde, especially the operating units under its command in Butuan City and the rest of Caraga Region will work hand-in-hand with its partner agencies to fully implement SBDP projects that are essential to the lives of the people in communities, he added.

“The different operating units of the 402Bde will work with your leaders and other community stakeholders to realize the completion of SBDP projects. Together, we can defeat the evils of insurgency brought by the NPAs. Our unified efforts will bring in sustainable development and lasting peace, not only in Barangay Camayahan but also to the other communities in Butuan City and the rest of Caraga Region,” Col. Orio said as he ended.

The encounter that occurred in the hinterlands of Barangay Lawaan, Gingoog City, last August 28 resulted to the troops’ recovery of three high-powered firearms and fatal death of Aldo Cahinlo Higyawan, alias Ramon, a member of Platoon Ryan, SRC1, NCMRC, 38 years old, and a resident of Purok 1, Barangay San Luis, Malitbog, Bukidnon.

His family travelled from their hometown in San Luis, Malitbog to Gingoog City to finally meet and bring Aldo’s body home. In this tragic and unfortunate meeting, the troops of 58IB escorted Aldo’s aunts, Elsa Jalinon Higyawan and Elsie Higyawan Comcom.

Elsie Comcom revealed that after Aldo left home few years ago, he did not contact or connect with his family in any way. They only found out later through hear-says that Aldo had actually joined the armed group. Since then, they long hoped Aldo would change his mind and return to the folds of the law, instead of fighting for the wrong ideology.

Elsie and Elsa thanked the government for all of its support and aid to their family, particularly for facilitating the long-awaited, yet heartbreaking reunification of Aldo’s body with his family members. Salamat kaayo.”

(I want to express my gratitude because we would not know where he is if it weren’t for the government. We owe you a debt of gratitude. What happened to him has already been accepted by us. Because, if we’re being honest, as parents and aunts, we strongly oppose what he was doing. Thank you very much for allowing us to see him one last time and give him a decent burial, even though he is now deceased. If at all feasible, to Aldo’s armed group comrades, I urge you now to surrender because we don’t want you to suffer the same fate as Aldo, who was unable to return home to his family, alive. Please consider your families like ours; the sorrow that this tragedy has inflicted on our family is almost unimaginable. We sincerely appreciate the government’s assistance. Thank you very much.)

Lt. Col. Ricky L Canatoy, Commanding Officer of the 58th Infantry Battalion stated, “Yet again, another life has been lost in the war against the failed ideology of the Communist NPA Terrorists (CNTs). I am appealing to those members of the NPA who are still hiding in the hinterlands to come down in peace, lay down your arms, and return to the folds of the law while there is still time and opportunity. Put an end to this way of life; constant suffering in vain, with little regard for your own life or the lives of others. We extend our heartfelt condolences to the bereaved family.”

I’m urging those NPA members still hiding in the hinterlands to come down in peace, lay down their arms, and return to the folds of the law while there’s still time. To the grieving family of Aldo Higyawan, we express our deepest sympathies and heartfelt condolences to you.”

Kalinaw News: Communist’s Front Organization Peddles Fake News, Alarms General Public

Posted to Kalinaw News (Sep 1, 2021): Communist’s Front Organization Peddles Fake News, Alarms General Public

CAMP CAPINPIN, Tanay, Rizal – Kabataan Partylist and Karapatan – Timog Katagalugan both posted fake news on their social media accounts regarding an arrest made on eight indigenous people farmers from Barangay Puray and the presence of 30 soldiers and policemen in 1K2, Kasiglahan Village, Barangay San Jose both of Rodriguez, Rizal, on August 15, 2021.

According to the post, the eight IP farmers were arrested after having been attacked by more or less 30 armed men of the Police Regional Office 4A. Whilst Karapatan-Timog Katagalugan further averred that at around 2:45 PM of the same day, around 30 combined soldiers and policemen were seen at 1K2, Kasiglahan Village, Rodriguez, Rizal. But when proper coordination was made with Police Regional Office 4A, Rizal Provincial Police Office, and 80th Infantry Battalion, the police and military units that have area jurisdiction over Rodriguez, Rizal, it had been found out that no military or police operation conducted on the said places, date and time.

To provide the general public with accurate information, coordination and verification were also made with the barangay officials of Barangay Puray and Barangay San Jose to establish the truth if there was any on the post of the two organizations. The two local government units issued certifications concerning the matter. The certification made by Barangay Puray stated that the reports made by Kabataan Partylist and Karapatan – Timog Katagalugan about the arrest of IP farmers were false and that no such incident has transpired in their barangay, while Barangay San Jose’s certification stated that there was no truth in the presence of 30 armed soldiers and policemen at 1K2, Kasiglahan Village, Barangay San Jose of Rodriguez as claimed by Karapatan-Timog Katagalugan.

The official statement from the local government units of the two barangays proved that the news alerts made were fake and has maliciously alarmed the general public. Seemingly, the posts of the said organizations were designed to malign the Duterte administration and the government forces.

Major General Rowen S Tolentino, the commander of the 2nd Infantry Division called on the people saying,” Let us not be fooled by these people and organizations under the CPP/NPA/NDF. They will only mislead and agitate us for the wrong reasons. Instead let us work with, and support our government for a better Philippines.”

For more than five decades now, the CPP/NPA/NDF and their front organizations have continuously been sowing lies and fear to the hearts and minds of our countrymen. What happened now is but just another testament to their deceitful schemes.
