Police reported another casualty in the encounter between suspected New People’s Army (NPA) and the Philippine National Police (PNP) – 6th Special Action Force Battalion (6SAB) at Barangay Tabu, Ilog, Negros Occidental on Tuesday.

Police Lt. Col. Ryan Manongdo, 6SAB commander, said that one of the three wounded rebels identified as Christian Vargas passed away while being transported to a hospital that day.

The intense firefight occurred while the 6SAB was at the area, and by chance, crossed paths with the unidentified armed men believed to be NPAs. It resulted to the death of three more alleged rebels.

One of the slain rebels was identified as Joel Fundador, while the two others have yet to be identified, Manongdo said.

Manongdo said that Nilda Bertulano, an alleged secretary of the Southwest Front, and another man were among the wounded rebels during the firefight. Both are confined at a hospital.

Manongdo said the firefight lasted for about an hour, but no civilians were harmed.

Authorities recovered two M16 rifles, an AK47, other firearms, ammunition, and personal belongings.

Manongdo said that nine individuals who were caught near the encounter site were held for investigation.

But only one of them was reportedly confirmed to have direct participation in the encounter.

A member of the New People's Army (NPA) yielded to government forces under the Provincial Task Force to End Local Communist Armed Conflict at Barangay San Gabriel in San Pablo City, Laguna.

The surrenderer, whose name was withheld for security reasons, brought along with him one M16 A1, one short alloy magazine with 20 rounds of live ammunition.


Col. Cerilo Balaoro Jr, commander of the 202nd Brigade, said it was a result of a series of negotiations with the former rebel's family who convinced him to surrender.

"The surrender of the former NPA member with a firearm is a clear manifestation that the government's sustained and intensified efforts to end local communist armed conflict are gaining ground and are effective. It is also a realization of the futility of the communist group's armed struggle as the government is addressing the issues used to deceive and agitate our misguided brothers and sisters into joining the terror group," he said.

The government promises to provide the necessary assistance to insurgents who wish to give up the arms struggle and live normal lives as empowered and productive citizens.

Three former members of the New People’s Army (NPA), two of them were women, surrendered to police authorities in Eastern Samar on Tuesday, Sept. 14.

The former communist rebels were identified as alias ‘Botong/Jhay-ar,’ a member of NPA terrorist squad; ‘Liza/Agnes,’ chairperson of the women’s sector of the communist terrorist group’s pseudo-government; and ‘Colen/Dolor,’ a member of the medical corps of their armed group operating in Dolores and its nearby towns in Eastern Samar.

The three surrendered before Police Lt. Col. Joy Leanza, the 1st Eastern Samar Provincial Mobile Force Company (PMFC) commander based in Dolores town.

The three former rebels were members of the Front 3 (F3), Sub-Regional Committee (SRC), Eastern Visayas Regional Party Committee (EVRPC) of the communist armed group.

They also turned over their firearms consisting of a caliber .357 pistol, a carbine M1m and a caliber .38 pistol.


Difficulties living in the mountains and the government’s relentless campaign against them were the main reasons the three decided to give up and return to the folds of the law, said Lt. Glou Angel Cortado, administrative chief of the 1st Eastern Samar PMFC.

Cortado said the three former rebels would be provided with financial assistance under the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

“We welcome our CNT (communist NPA terrorist) brothers and sisters with open arms. They deserve a second chance and a peaceful life with their families,” Leanza said in a statement.

A wanted Abu Sayyaf (ASG) member facing charges for the 2001 kidnapping of workers in Golden Harvest Plantation has been arrested in Quezon City, National Bureau of Investigation (NBI) Director Eric Distor said on Wednesday (Sept. 15).

“NBI Officer-In-Charge (OIC) Director Eric B. Distor
identified the arrested subject as Albazir Abdulla y Hamsi a.k.a Abu Saif,” the NBI said in a statement.


The NBI Counter Terrorism Division (NBI-CTD) arrested Abdulla last Sept.10 in Salam Compound in Brgy. Culiat, Quezon City after having received information of his presence in the area.

“The arrested ASG member was then brought to NBI Detention Facility,” the bureau said.

Abdulla has been the subject of an arrest warrant issued by the Basilan regional trial court (RTC) where he and his co-accused are facing charges for the 2001 kidnapping of 14 workers of the Golden Harvest Plantation in Basilan.

Two of those kidnapped got beheaded, while, the rest managed to escape on separate occasions.


“Director Distor added that due to continued monitoring, the NBI-CTD was able to track down and apprehend a number of ASG members who blended in the society,” the NBI said.

“He stressed that Subject Abu Saif is the 2nd member of the terrorist group, ASG, to be arrested this year,” it added.

A member of Abu Sayyaf Group involved in the 2001 Golden Harvest Plantation kidnapping has been arrested in Quezon City, the National Bureau of Investigation (NBI) said on Wednesday.

In a statement, NBI Director Eric Distor
identified the arrested subject as Albazir Abdulla, also known as Abu Saif. He was arrested in a raid on Salam Compound in Barangay Culiat on September 10.


NBI’s counterterrorism division (CTD) and the Armed Forces of the Philippines conducted a series of surveillance activities to gather more information, which eventually revealed Abu Saif’s address.

“A victim-witness identified Abu Saif in a CTD photo line-up as one of the abductors and a member of the ASG,” Distor said.

Saif was the second member of ASG to be arrested this year, aside from Wahab Jamal, who was arrested at Maharlika Village in Taguig in May, according to Distor.

Isnilon Hapilon and other ASG leaders led a raid on the Golden Harvest Plantation in Brgy. Tairan, Lantawan, Basilan Province in 2001.

They burned the chapel and detained 14 plantation workers, two of whom were later beheaded by the terrorist group, according to Distor.


The ASG captives were able to escape at different times when the government security forces conducted rescue operations following four months of captivity.

“After the incident, the ASG stayed in the mountains and some of its members assimilated back to society as ‘sleepers’ or ‘spies,’” Distor said.

The Western Mindanao Command’s Joint Task Force Tawi-Tawi led by Col. Romeo Racadio, in coordination with the local government unit of Bongao, spearheaded the conduct of BARMM BPAT Training that kicked off on September 13, 2021.

According to Col. Racadio, this was realized through the concerted efforts of the 2nd Marine Brigade, Marine Battalion Landing Team-12 led by Lt. Col. Charlie Caña, LGU Bongao led by Mayor Jimuel Que, and the barangay councils of Bongao.

The opening ceremony was held at Datu Amirbahar Jaafar Gym, MSU Compound, Barangay Tubig Mampallam, Bongao, Tawi-Tawi. More or less 180 Barangay Peacekeeping Action Team (BPAT) volunteers will participate in the said training and they will form part of the BARMM BPAT Class 01-2022 and Barangay Action Care for Tawi-Tawians (Barangay ACT).

Col. Racadio said the end goal of the training is to make Bongao a cleaner and safer municipality conducive to economic growth and development.

“This is a good venue to enhance the skills of our BPAT volunteers who are the prime movers in sustaining the peace in the communities,” said Maj. Gen. Generoso Ponio, Acting Commander of Western Mindanao Command.

CAMP AGUINALDO, Quezon City – The Chief of Staff of the Armed Forces of the Philippines (AFP) Lieutenant General Jose Faustino Jr secured the approval of the Commission on Appointments (CA) for his promotion to four-star General on Wednesday, September 15.

“The AFP leadership is grateful for the Commission on Appointments’ continuous trust and support as we rise through the military ranks taking on higher responsibilities to serve our country. We shall prove to the Filipino people that we are worthy of living up to the ranks bestowed upon us by the national government,” Lieutenant General Faustino said.

Also approved were the nominations of the Commander of Southern Luzon Command, Major General Bartolome Bacarro to Lieutenant General and Philippine Army Chief of Staff Brigadier General Roberto Capulong to Major General.

CAMP ELIAS ANGELES, Pili, Camarines Sur – Fed up with the mayhems of the Communist Terrorist Group (CTG), a tip-off from a concern resident made the LGU official decided to convey a report of extortion and recruitment of minors to the government troops that led to a skirmish in Brgy San Vicente, Lupi, Camarines Sur, Monday, September 13.

At around 12:55 in the afternoon, joint elements of 96th Infantry Battalion under Lt. Col. Benjamin Lonogan, 9th Infantry Batallion under Lt. Col. Cleto Lelina Jr, and 902nd Infantry Brigade supported by the troops from Municipal Police Stations of Lupi and Sipocot immediately responded to an information about the presence of Communist NPA Terrorists (CNTs) in the area and encountered at least 20 armed insurgents.

After a fierce gun fight, government troops found a body of an NPA member killed in the encounter —abandoned by CTG; the troops seized three anti personnel mines, 20-meter wire, 100 pcs M16 ammunition, a cellphone,terroristic propaganda materials and personal belongings.

The encounter lasted for 25 minutes after which the CNTs scampered towards different directions.

said that his troops will not stop in scouring possible CTG hideouts, hunt them down until the aspiration of people of Lupi for insurgency-free community is achieved.

“Magpapatuloy ang pagtugis natin sa kanila hanggang sa makamit natin ang hangarin ng mga mamamayan ng Lupi na magkaroon ng tahimik at insurgency-free na komunidad. Hindi namin hahayaan na magpatuloy ang kanilang pangingikil sa mga mahihirap lalo na ngayong panahon ng pandemya. At hindi rin natin hahayaan na sirain nila ang kinabukasan ng ating mga kabataan na patuloy nilang nililinlang upang umanib sa kanilang grupo. Ang mga LGU officials, mga magulang at iba pang mga concerned citizens ay kasama natin sa laban na ito; dahil sa kanila ay natutunton na natin ang pinagtataguan ng teroristang grupong ito.”Col. Abawag said.

Meanwhile, MGEN HENRY A ROBINSON JR PA, Commander of the Joint Task Force (JTF) Bicolandia commended the persistence of the troops and thanked the LGU for its cooperation in fight against insurgency.

“I commend our brave soldiers for giving integrity to achieve our goal in winning the peace here in Bicol. Also, we thank the LGU of Lupi for bridging its people’s desire to free their community against this terrorist group. Hindi natin hahayaang manaig itong mga teroristang grupong ito
sa inyong mga lugar. Kaya hinihiling namin na ipagpatuloy lang natin ang ating nasimulang pagkakaisa laban sa Komunistang grupong ito. Isapuso natin ang tunay na bayanihan sa pamamagitan ng “Whole-of-Nation” approach para ating makamit ang tutoong kapayapan sa rehiyon. Sa mga natitira pang miyembro ng CTG, hindi kami napapagod na paalalahanan kayo na sundan ang mga dati ‘nyong kasamahan na niyakap na ang totoong tunay na kapayapaan sa piling ng kanilang mga pamilya.Tutulungan po namin kayo na tuluyang makatakas sa maling paniniwala at idelohiya na sumisira hindi lamang sa inyong sarili pati na rin sa ating pamayanan,” MGen. Robinson said.

It can be recalled that just last September 2, two CTG members also died in an armed encounter with government troops; two NPA members surrendered, including the leader of Platoon 1, Larangan 2, Komiteng Pangprobinsya 3 of Bicol Regional Party Committee (BRPC); and six M16 rifles, three anti-personnel mines and several terroristic propaganda materials were seized in Irosin Sorsogon.

The Office of the Presidential Adviser on the Peace Process is asking Congress to give it double what the budget department is recommending as its 2022 budget

The joint effort of the national government and the Moro Islamic Liberation Front (MILF) to decommission the group's 40,000 combatants has a backlog of 21,000 combatants, largely due to the COVID-19 pandemic, said Presidential Adviser on the Peace Process Carlito Galvez Jr. on Wednesday, September 15.

Galvez was presenting his office's proposed 2022 budget to senators and was asked for the status of the decommissioning process. This process entails the disarming of former MILF combatants and giving them the resources and opportunities to live productive civilian lives.

Together with converting MILF camps into productive communities, the process comprises the larger normalization process which the national government has committed to fund as part of its peace agreement with the MILF.


The government's goal was to decommission 14,000 combatants in 2019, and another 14,000 in 2020, but according to Galvez, the pandemic got in the way.

"We are not on track. We are on a backlog in the decommissioning of 28,000 combatants. We were supposed to have decommissioned 14,000 combatants last year but because of no close contact, also because of the quarantine controls, the ECQ (enhanced community quarantine), and also no mass gathering, we were not able to implement the normalization program," said Galvez.

He later on clarified that the Office of the Presidential Adviser on the Peace Process (OPAPP) was able to secure funding in its 2021 budget for the decommissioning of 7,000 combatants this year, which puts the backlog, in terms of funding, at 21,000 combatants.

For 2022, the Duterte administration has recommended a P1.89-billion budget for OPAPP.

New target: Complete decommissioning in 2024

Galvez says the catch-up plan is to implement the scuttled 2020 normalization programs in 2023, or after the Duterte administration when Galvez may no longer be the sitting peace adviser.

"Then later, all of the remaining combatants will be decommissioned by 2024, then by that time also, some of the economic programs in 2022, 2023, 2024, if God allows that the COVID-19 situation will improve, we will finish the normalization program in 2024, your honor," he told senators.

Meanwhile, Senator Panfilo Lacson advised Galvez to clarify with MILF combatants that the assistance from the government to help them transition to civilian life is not P1 million in cash, but P1 million worth of various types of aid – like scholarships and livelihood programs.

Lacson said many combatants appear to think they will be getting P1 million each in cash, an expectation that might cause "problems" for the government.

DBM 'out of touch'

Senator Koko Pimentel raised alarm at the large discrepancy between the 2022 budget amount requested by OPAPP itself and the amount that the Department of Budget and Management (DBM) is asking from Congress.

OPAPP, according to Galvez, seeks P4.66 billion, while the proposed budget in the National Expenditure Program (NEP) is less than half that amount – P1.89 billion.

But Galvez, upon Pimentel's questioning, said the budget department initially recommended a much lower amount – some P700 million.

"How come the initial figure is too out of touch with reality? What is happening? Why is it like that?" asked Pimentel.

OPAPP's requested budget is higher because it includes P177.3 million for the National Amnesty Commission, tasked with granting amnesty to 8,700 former rebels and insurgents of the MILF, Moro National Liberation Front, Communist Party of the Philippines, and others.

OPAPP also put in a request for P54.6 million for the purchase of motor vehicles.

There were also large additional budget requests for programs. For instance, OPAPP wanted to almost double the budget requested for the implementation of the MILF-Philippine government peace process.

According to Galvez, the DBM suggested that these amounts be sourced from unprogrammed funds, as in previous years.

But Galvez insists that it would be better for these funds to already be in OPAPP's regular 2022 budget.

"We are recommending that you put in NEP because it will take time to get the unprogrammed [funds] because it will be subject to the availability of funds. This is our commitment to our friends and it should be included in the NEP," said Galvez.

Pimentel agreed, saying many of OPAPP's programs were to implement agreements guaranteed by laws.

Two more members of the ruling PMA class of 1988 assume key commands

President Rodrigo Duterte appointed new commanders of the Armed Forces of the Philippines (AFP) Visayas and Western Mindanao commands, Defense Secretary Delfin Lorenzana confirmed on Wednesday, September 15.

In an appointment order dated September 14, Duterte named Major General Robert Dauz as the new military chief of Visayas (Viscom) that has jurisdiction over all military operations in the region. Dauz replaced Lieutenant General Roberto Ancan who retired on August 21.

Major General Pio Diñoso III, commander of the Philippine Army’s 8th Infantry Division, had served as acting Viscom commander before Dauz’s appointment.

Prior to his appointment, Dauz served as the vice commander of the 100,000-strong Philippine Army. He also served as commander of the 1st Mechanized Infantry Brigade and the army's Armor “Pambato” Division.

Major General Alfredo Rosario Jr was also appointed new Western Mindanao Command chief, replacing Lieutenant General Corleto Vinluan Jr who reached the mandatory age of 56 on August 25. Rosario will now lead the anti-terrorism and counter-insurgency efforts in Western Mindanao.

Previously, Rosario served as the commander of the Philippine Army 7th Infantry Division at Fort Magsaysay, Nueva Ecija. He also headed the 602nd Brigade, 6th Infantry Division, and the Joint Task Force Haribon under the Eastern Mindanao Command.

MGEN ROBERT C DAUZ PA assumed as the 32nd Vice Commander of the Philippine Army (VCPA) on 18 November 2020. He is a proud member of the Philippine Military Academy (PMA) “Maringal” Class of 1988.

After graduating from the Academy, MGEN DAUZ held various Command positions, which include Platoon Leader and Executive Officer, Alpha Company, 1st Light Armor Battalion; Commander, 15th Light Armor Company, 1st Light Armor Battalion; Commander, 1st Light Armor Company (SEPARATE), Light Armor Brigade; Commandant of the Armor School; Commander, 5th Light Armor BATTALION (later renamed 4th Mechanized Infantry Battalion); Commander, Security and Escort Battalion, Headquarters, Philippine Army; Commander, 2nd Mechanized Infantry Brigade; Commander, 1st Mechanized Infantry Brigade; and Commander, Armor “Pambato” Division – his last post before his designation as VCPA.

Among his significant contributions, as Commander of 1st Mechanized Infantry Brigade, in maintaining the peace and security in the Lanao area is the implementation of “OPLAN KASABUTAN” that he authored. A total of 652 loose firearms were gathered in just 35 days after its launching. Those firearms were voluntarily turned over by civilians, a first for Lanao del Norte. Such effort led to the peaceful conduct of the 2018 Barangay Election in the said province, contrary to the “bloody election” expected by most of its local leaders.

Moreover, being the commander of 1st Mechanized Infantry Brigade based in Tacurong City, MGEN DAUZ led the brigade in demoralizing different threat groups in its Area of Responsibility, resulting in the surrender of 38 NPA members and the turnover of 34 firearms and pieces of ammunition.

A visionary, a master tactician, and, most notably, a family man, MGEN DAUZ has set the pace for the Armor “Pambato” Division with his fitting character and ethics. With his competence, the “Mounted Warriors” have sustained and exceeded many of the Division’s prior accomplishments. Hence, the Armor Division, under his leadership, became a more reliable, capable, and decisive force.

During his stint, the Armor Division has recertified its Army Governance Pathway (AGP) Institutionalized Status, garnering 98.05% in the AGP, proving that the Command has been on track with its genuine transformation.

During his stint, the division has neutralized 30 terrorists and recovered their 58 firearms and 11 improvised explosive devices from numerous tactical offensives. Furthermore, it has apprehended 53 lawless elements and recovered 351 loose firearms from its sustained conduct of law enforcement support operations.

Aside from the above-mentioned Command designations, MGEN DAUZ also held Staff positions such as Chief, Admin Branch, OG3, PA; G3 of the then Light Armor Brigade; and Chief of Staff of the Mechanized Infantry Division.

Throughout his military career, MGEN DAUZ pursued various education and training programs in local and foreign institutions that equipped him with the knowledge and skills that are essential in the performance of his duties. He finished Armor Officer Basic and Advanced Courses as well as Military Intelligence Officer Course. He topped both his Basic Aviators Course and Basic Practical Pistol Course and finished second in his Modified VIP Protection and Security Training. He also took up the Law of Armed Conflict and Command and Staff Courses at the Canadian Forces College in Toronto, Ontario, Canada.

Aside from military schoolings, he also participated in the Seminar on Financial Statement Analysis at the University of Asia and the Pacific as well as Strategic Human Resource Management at the Asian Institute of Management. He completed the Senior Executive Course on National Security at the National Defense College of the Philippines and the Basic Incident Command System Course at the Regional Disaster Risk Reduction and Management Council.

In his 32 years of active service, MGEN DAUZ earned numerous awards and commendations. The highlights of these are four (4) Distinguished Service Stars, a Distinguished Service Medal, 31 Military Merit Medals, six (6) Military Commendation Medals, seven (7) Campaign Medals, three (3) Civic Action Medals, one (1) Long Service Medal, one (1) Silver Cross Medal, and other badges and decorations. He likewise received numerous Letters of Commendation and Plaques of Appreciation from both the military and civilian sectors.

This multitude of achievements bespeaks the perseverance, unwavering dedication, and effective leadership of MGEN DAUZ.

He is also known for being energetic and adventurous as a triathlete who participated in different triathlon competitions. He is an Army aviator who has logged numerous flying hours with the Aero Scout Company, Light Armor Brigade; a scuba diver who dives into the sea to relax and appreciate the beauty of the bottom of the sea; a hiker who climbs the pinnacle of mountains wherever he may be assigned; and a well-known pistol expert. Yet, only a few know that he loves to shoot using his camera to capture every event and precious moment, especially when he is with his loved ones.

MGEN DAUZ was born on 14 November 1966 in Tagudin, Ilocos Sur. He believes that a successful man is both successful in his career and his family. The wanted political instructor and finance officer of the Kilusang Larangang Girilya (KLG) North of the Bienvenido Vallever Command (BVC), Marcila “Nene” Batoan, alias Maria, was arrested in a manhunt operation conducted by various law enforcement units. 4:45 a.m., September 15, in Sitio Nagkulon Bantid-Bantid, Barangay Decalachao, Coron.

Batoan, known in the movement as Ka Teri, Ka Elsa, and Ka Karen, is considered a “high-valued individual” by the authorities from the New People’s Army (NPA) in Palawan. He was arrested for allegedly being involved in the murder of SPO1 Marvin Adier in San Vicente a few years ago.

It was also learned that it has a surcharge of P600,000 as wanted under the Department of National Defense (DND) and the Department of the Interior and Local Government (DILG).

According to the initial report of the Coron Municipal Police Station (MPS) led by P/Cpt. Ervin Plando, the arrest of Batoan was due to warrants issued by Judge Ramon Chito Mendoza of Branch 45 of the 4th Judicial Region in Brooke's Point for the robbery with homicide case and Judge Anna Leah Mendoza of Branch 164 of the 4th Judicial Region in Roxas for in the murder case.

"In his robbery with homicide case, I don't have information yet on where he committed it, but in his murder case he committed it in San Vicente where SPO1 Marvin Adier was killed," Plando said in a statement in Palawan. News this Wednesday.

No bail was recommended for Batoan's temporary release on the issued warrants.

The New People’s Army Mt. Cansermon Command yesterday issued a statement claiming responsibility for the burning of a heavy equipment in Sitio Bulod, Brgy. Carabalan, Himamaylan City, Negros Occidental.

Ka Dionesio Magbuelas, spokesperson of the rebel group, issued a stern warning against what he calls destructive and harmful economic activities, which is detrimental to the poor peasants and ancestral domain of the Indigenous Peoples in the mountain ranges and forest lands in the boundary of Binalbagan and Himamaylan City, Negros Occidental, as well as La Libertad and Tayasan in Negros Oriental.

On September 11, about seven armed men burned a back hoe owned by a private contractor in Brgy. Carabalan, Himamaylan City, where a road concreting project which will link the road network to Tayasan, Negros Oriental is ongoing.


The estimated damage has not been established as of this time.

Himamaylan City Mayor Raymund Tongson yesterday dismissed the incident as an “isolated case”, adding that he expects the road concreting project to resume next week.

Lt. Col. Romeo Vargas, Himamaylan City police chief, said that the armed suspects spared the heavy equipment operator, barangay tanod and two other civilians from harm, after burning the backhoe.

Initial police investigations show that the suspects poured a gasoline and burned a heavy equipment owned by Elwin Javelosa, a private contractor of a road concreting project in the area.

Four suspected members of the New People’s Army (NPA) were killed, while 13 others, including a top-ranking rebel leader, were captured yesterday during an encounter with the police elite Special Action Force troopers in Sitio Balik-Balik, Brgy. Tabu, Ilog, Negros Occidental.

Lt Col Ryan Manongdo, commander of the 6th Special Action Battalion, disclosed that four of the 14 arrested rebels were injured in more than one hour of gunbattle, including Nilda Natan Bertulano, secretary of the NPA South West Front.


Manongdo, however, said that one of the four injured rebels died on their way to a hospital.

Bertulano also suffered gunshot wounds in left arm and left thigh, he added.

Manongdo also reported that a SAF trooper was also slightly injured in the gunbattle.

Recovered from the encounter site were four M16 assault rifles, among other war materials.

Manongdo said that troopers of the 6th SAB and 2nd Negros Occidental Police Mobile Force Company chanced upon the group of Bertulano, estimated at about 20 armed men, while they were conducting combat operations in the area, which led to a gunbattle that lasted for one hour and 10 minutes.

Bertulano and three other injured NPA rebels were treated by SAF combat medics before they were transported to a hospital for further treatment, he added.

The 10 other arrested rebels were turned over by SAF troopers to the Ilog Police Station for further investigations.

About 20 families, who are residing within the vicinity of the encounter, reportedly fled from their respective homes, for security reasons.

SULU - A father and his son who are both Abu Sayyaf terrorists have surrendered to the military on Wednesday in Sulu and security officials were quick to say that the duo would be reintegrated into the society as part of the government’s peace efforts in the southern province.

The terrorists, Haliluddin Isniruddin, 65; and Bennajar Isniruddin, 39, also yielded a grenade launcher and a rifle following their surrender to the 2nd Special Forces Battalion headed by Lt. Col. Benito Ramos, Jr. in Talipao town.

Ramos also presented the terrorists to Maj. Gen. William Gonzales, commander of the 11th Infantry Division, who praised the soldiers for their feat. Gonzales welcomed the surrender of the two men and thanked all those who worked in convincing the duo to return to the fold of the law.

The military also released a short statement of the elder Isniruddin who narrated how and why they joined the pro-ISIS group. “Napasama po ako sa grupo nang dahil sa rido, napasama rin po sa mga (armed) encounter, ngunit di nagtagal nagkaayos at tumiwalag din po ako sa grupo.”

His son also said: “Napasama po ako sa grupo sa kadahilanang ang ilang kasamahan ay humingi po ng tulong sa pamamagitan ng pagdadala ng pagkain. Dahil sa hindi po maganda ang buhay ay pinagpasyahan ko pong sumuko.”

The military did not say when the duo joined the terrorist group or if they had killed soldiers and civilians in the past.

Gonzales lauded the efforts of the local governments for their unwavering support in ending violence and promoting peace and development in Sulu, one of five provinces under the Muslim autonomous region.

“We have this (Abu Sayyaf Returnee Reintegration) program with local government units that give a lot of opportunities for you to start anew. With our sustained efforts, the downfall of the ASG is inevitable. We will continue our concerted efforts to achieve our short and long-term goals.”

“I hope that other members (of the Abu Sayyaf) would also come forward and free themselves from fear that they may be reported to government forces or they might be tracked down by their former comrades. I commend all units and the Municipal Task Force in Ending Local Armed Conflict for actively reaching out to our brothers who now want to start a new life,’’ Gonzales said.

The government’s massive build-up of so-called media hub across the country ahead of next year’s local and national polls may give huge advantage to Filipino leader Rodrigo Duterte, who is running for vice president, and to his presidential and senatorial candidates through “unlimited” political propaganda.

Secretary Martin Andanar has boasted about the media hub, calling it as among the legacies of Duterte in government communications for the President Communications Operations Office (PCOO).

These include the successful construction of the Mindanao Media Hub, according to Andanar, who is reportedly gunning for a senate seat.

Andanar said the Mindanao Media Hub is the first government media hub outside Metro Manila which now houses the PCOO’s satellite office in Duterte’s hometown Davao; the regional stations of the People’s Television Network, Inc., the Philippine News Agency, Philippine Information Agency, APO Production Unit, Inc., Radyo Pilipinas, and the Presidential Broadcast Staff – Radio Television Malacañang.

A similar facility is also being eyed in Mandaue City in Cebu province or the Visayas Media Hub with the inclusion of its initial P200 budget for construction in the PCOO’s proposed allocation for 2022. The Visayas Media Hub - which will be the biggest in the region – is expected to start its construction soon within the 3,000-square meter property of the Department of Information and Communications Technology in the village of Subangdaku.

The PCOO is set to begin the construction of the so-called Government Strategic Communications Academy this year in the town of Manolo Fortich in Bukidnon province with its groundbreaking ceremony taking place this month.

The Poverty Reduction, Livelihood and Employment Cluster (PRLEC), together with its partner agencies nationwide continue to assist indigenous peoples (IPs) and former rebels.

PRLEC, which the Technical Education and Skills Development Authority (TESDA) chairs, has been going to far-flung communities in the country to empower its residents through livelihood and other skills training.

The PRLEC is also one of the clusters under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) that aims to develop self-reliant, productive, resilient and sustainable communities through harmonized and culturally responsive development programs.


Last August 31, TESDA Region VI, together with PRLEC-member agencies in Negros Occidental launched a project in two insurgency-cleared barangays in San Carlos City.

Dubbed as “Vamos sa Barangay Buluangan at Guadalupe para sa Kapayapaan at Kaunlaran,” TESDA will be conducting training on Shielded Metal Arc Welding (SMAW) NCI for 50 San Carloseños, 25 from each barangay.

In Region II, a total of 25 formal rebels and their wives in San Mariano, Isabela have started their training on Electrical Installation and Maintenance NC II and Cookery NC II last September 4.

The training is currently implemented under TESDA’s Training for Work Scholarship Program (TWSP) and Special Training for Employment Program (STEP).

Likewise, TESDA Isabela launched its Project IRIK or ” Implementation of Resources for Isabeleños towards Key employment and livelihood as intervention” in the municipality of Jones last September 7.

A total of 125 residents from barangay Napaliong, Minuri, Namnama, Villa Bello, Sta. Isabel and Sto Domingo have started their training on Shielded Metal Arc Welding NC I and Tailoring NC II.

Meanwhile, TESDA Secretary Isidro Lapeña once stressed the agency’s commitment to provide interventions to help the country become insurgency-free by providing livelihood opportunities to those living in vulnerable areas.

A non-government organization based in Leyte has denied links to the New People’s Army (NPA) but the military said the information came from former rebels.

The Philippine Army’s 802nd Infantry Brigade (IB) issued a statement on Wednesday after the Leyte Center for Development, Inc. (LCDe) criticized government forces for linking their group to the NPA.

“This issue at hand is based also on the revelations and public statements of captured Ms. Alma Gabin, a former NPA cadre and organizer and leader in Eastern Visayas, and Edencio Dionaldo alias Bernie Bates, a full-time NPA terrorist and part-time farmer in Carigara, Leyte,” said Capt. Kaharudin Cadil, the spokesman of Army’s 802nd IB in a message sent to the Philippine News Agency (PNA).

LCDe executive director Jasmin Jerusalem said they have been partners of the government to curb poverty in the past 33 years and there is no way for them to get involved in the rebellion.


For decades, Jerusalem was a private sector representative of the Regional Development Council, the region’s highest policy-making body.

“Our track record (1988 until now) of 33 years helping poor and vulnerable communities is sufficient to speak for us. Specifically, in Carigara, Leyte it is true that we had many projects, especially after Super Typhoon Yolanda, but we never shortchanged our beneficiaries, we gave what was due them,” Jerusalem said.

The army released a statement on Sept. 10 disclosing that former LCDe members claimed that despite a huge amount poured in for post-Super Typhoon Yolanda recovery in 2013, they received barely enough help to rebuild their lives after the disaster.

Citing account of Bates, the military said there were occasions that Jerusalem visited their livelihood projects in Carigara, and on those occasions, she also met Juanito Sellesa Jr., alias Tibor, platoon commander of NPA Eastern Visayas regional party committee.

Gabin, former deputy secretary for education of NPA Eastern Visayas Committee, claimed in a webinar organized by the Army's 802nd Infantry Brigade that many funded projects of LCDe in post-Typhoon Yolanda were either done as "credible reality" or "partial implementation" to divert half or more of the funding to the communist terrorist group.

“The statement from Gabin about LCDe is totally untrue. Our funds are audited by an external auditor and even an auditor from our donors. We abide by the regulations and requirements of the government. These statements from your sources are offensive, threatening, malicious, baseless, brazen lies,” Jerusalem added.

Winning the "Gawad Kalasag" award in 2008 given by the Department of National Defense to the best organization in Humanitarian Response and Disaster Management is proof of the government’s appreciation of their work, according to Jerusalem.

The group also received recognitions from the Department of Social Welfare and Development and the National Economic and Development Authority.

The Communist Party of the Philippines (CPP)-NPA is listed as a terrorist organization by the United States, the United Kingdom, the European Union, Australia, Canada, New Zealand, and the Philippines.

Four New People’s Army (NPA) rebels died while two others were injured following an encounter with troops of the Philippine National Police 6th Special Action Force Battalion (6SAB) in Barangay Tabu, Ilog town in Negros Occidental on Tuesday.

A report from the 6SAB on Wednesday said the bodies of the four fatalities were brought to the Sola Gracia Funeral Homes in the neighboring Kabankalan City.

They were identified as Christian “Hans” Vargas, platoon leader of Platoon 3; Joel Fundador of Squad 3, Platoon 1; alias Nikie/Arnie, political instructor of Platoon 3; and alias George of Squad 2, Platoon 1.

The wounded included Nilda Bertulano, secretary of SWF Komiteng Rehiyon-Negros, Cebu, Bohol, Siquijor (KR-NCBS), being treated at the Lorenzo D. Zayco District Hospital in Kabankalan City; and alias Christian, who is confined at the Corazon Locsin Montelibano Memorial Regional Hospital here.

All the rebels belong to the NPA's South West Front (SWF)- Komiteng Rehiyonal Negros.

A 6SAB trooper was initially reported as wounded, but he did not sustain injury as the bullet just hit a magazine inserted in the Kevlar plate of his tactical vest.

Lt. Col. Ryan Manongdo, commander of 6SAB, told the Philippine News Agency (PNA) that Bertulano and Vargas occupy the top two positions in the SWF.

“The Armed Forces has confirmed their identities. Nilda is the leader while 'Hans' is in-charge of the armed component,” he said.


Meanwhile, troops captured four other persons, but only Joebell Pacondo Mabayag, 26, remains in the custody of the Ilog Municipal Police Station, after the three were released due to insufficient evidence.

The encounter, which started at around 7:20 a.m., lasted for an hour and 10 minutes, the report said.

During the clearing operation, troops recovered high-powered firearms, including M16 rifle, M14 rifle, M203 grenade launcher, AK47 assault rifle, and caliber .38 revolver, all loaded with ammunition, as well as two hand grenades, two 40mm explosives, detonating cords, hand-held radios, mobile phones, laptop computer, mini projector, pocket wifi, USB flash drives, and solar panels.

Also, among those recovered were medical supplies, including surgical scissors, medical syringes, a bottle of dextrose, and assorted medicines.

The Communist Party of the Philippines, with its armed wing, the NPA, is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The military and municipality of Talipao in the province of Sulu have given initial assistance to two Abu Sayyaf Group (ASG) surrenderers to start a new life.

Maj. Gen. William Gonzales, Joint Task Force (JTF)-Sulu commander, said Wednesday the aid included cash incentives and food package “as a kick start for our rebel returnees to once again live a normal life back in their community”.

Gonzales identified the recipients as Haliluddin Isniruddin, 65; and, his son, Bennajar, 39, of Sitio Bud Sampul, Barangay Kulambo in Talipao.

The two surrendered Tuesday to the 2nd Special Force Battalion and were presented to Gonzales and Talipao Mayor Nivocanezar Tulawie. They turned over an M-79 grenade launcher and a Garand rifle.

Gonzales said the two will be enrolled in the ASG returnee reintegration program of the Municipal Task Force to End Local Armed Conflict (MTF-ELAC), the local counterpart of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC).


“We have this program with local government unit that gives a lot of opportunities for you to start anew. With our sustained efforts, the downfall of the ASG is inevitable. We will continue our concerted efforts to achieve our short and long-term goals. I hope that other members would also come forward and free themselves from fear that they may be reported to government forces or they might be tracked down by their former comrades,” Gonzales told the two former bandits.

The reintegration program includes the grant of livelihood assistance that will enable the surrenderers to start a normal and peaceful life together with their families.

Isniruddin said he was forced to join the ASG to have armed allies after his family got involved in a "rido" or clan feud.

However, he said he left the bandit group when the family feud was peacefully settled and later on decided to surrender to lead a new life.

His son, on the other hand, said he joined the ASG as a food courier.

“I decided to surrender since life is not good with the ASG,”
he said.

The two were followers of Radulan Sahiron, the one-armed and oldest ASG leader based in Sulu.


“I commend all units and Municipal Task Force in Ending Local Armed Conflict (MTF-ELAC) for actively reaching out to our brothers who now want to start a new life,” Gonzales said.

An Armed Forces of the Philippines (AFP) official on Wednesday assured that Filipinos and non-residents are "protected and kept safe" from terror threats in the country.

In a statement Tuesday, AFP spokesperson Col. Ramon Zagala said the military continues with the fight against all forms of terrorism and violence through intensified internal security operations aimed at preserving peace and order.

"We ensure that all citizens, Filipinos or not, as long as they are within our territory, are protected and kept safe from terrorists' threats. This is also to underscore the importance of the active participation of the populace in defeating terrorism since security is, after all, everyone's concern,"
he said.

The Philippines has not received any report of a possible terror attack, Zagala said, after the Japanese Embassy in Manila said Tuesday it had received an intelligence report of such threat in six Southeast Asian nations, including the country.


"We constantly validate all reports on security matters and it is a continuous process. As per the last review, our threat level is moderate," he said.

The country's defense and military sector are on constant heightened alert for terrorism-related activities and threats since the 2017 Marawi siege, Department of National Defense spokesperson Arsenio Andolong said.

"We are working closely with other relevant government agencies and instrumentalities, such as the Anti-Terrorism Council to continuously monitor and assess terror threats within our borders all year round," Andolong said in a statement Tuesday.

He said the department took cognizance of the terrorism advisory issued by the Japanese Ministry of Foreign Affairs to its citizens abroad, adding that the advisory would be subjected to validation.

Earlier, the AFP said it is taking seriously all received or disseminated reports of possible terrorism-related activities.

Four suspected New People's Army (NPA) communist terrorists were killed and two were wounded during an encounter with the police’s Special Action Force (SAF) and military units in Negros Occidental Tuesday.

Quoting reports from the ground, Philippine National Police (PNP) Chief, Gen. Guillermo Eleazar, said the SAF and military operatives engaged a still unidentified number of rebels in a firefight that lasted more than an hour in Sitio Balik Balik, Barangay Tabo in Ilog at about 7:20 a.m.


“No casualties were reported on the government side. The PNP troops also recovered four long firearms," Eleazar said in a statement.

Police rescued and gave first aid treatment to the two wounded rebels, who were abandoned by their fleeing companions.

One of the wounded was identified as Nilda Bertulano who eventually needed medical evacuation. Her other wounded companion was not identified.

Bertulano is the subject of a warrant of arrest for murder issued by Judge Renato Muñez of Regional Trial Court Branch 60 of Cadiz City.

“The wounded CPP (Communist Party of the Philippines) - NPA terrorists will be given appropriate medical treatment until they can fully recover to face investigation and prosecution,” Eleazar said.

The Philippine Coast Guard (PCG) on Wednesday assured the public that it “sees no reason to be alarmed” after the Embassy of Japan in the Philippines warned of possible terror attacks in six Southeast Asian countries.

In a statement, PCG Commandant Vice Adm. Leopoldo Laroya said district commanders across the country have "always been" on intensified border protection and 24/7 seaborne patrol operations within their areas.

“With the latest pronouncement of the Japan Embassy, rest assured that our men and women will not put their guards down and will continue to be vigilant in conducting precautionary measures for public safety,”
Laroya said.

He noted that PCG intelligence officers and deployed personnel are in close coordination with the National Intelligence Committee, Anti-Terrorism Council, Armed Forces of the Philippines, and the Philippines National Police to implement a whole-of-nation approach on national security.

He called on the public to be vigilant and to report suspicious persons or activities in seaports, harbors, and coastal communities for “immediate action.”

Based on the directive of Department of Transportation Secretary Arthur Tugade, Laroya assured the continued normal operations of maritime stakeholders while the PCG performs “necessary initiatives to safeguard national security.”

On Tuesday, the Japanese Embassy released a warning of a possible terror attack in Indonesia, the Philippines, Singapore, Malaysia, Thailand and Myanmar.

It urged its citizens living in these countries to stay away from religious facilities and crowds after it obtained information that “there are increased risks such as suicide bombing.”

The Commission on Appointments (CA) on Wednesday confirmed the promotion of Armed Forces of the Philippines (AFP) chief-of-staff, Lt. Gen. Jose Faustino, to four-star general.

“The AFP leadership is grateful for the Commission on Appointments’ continuous trust and support as we rise through the military ranks taking on higher responsibilities to serve our country,” he said in a statement.

Faustino, a member of the Philippine Military Academy (PMA) Class of 1988, replaced Gen. Cirilito Sobejana, a member of PMA Class of 1987, following his mandatory retirement last July 31.

Faustino earlier served as acting commanding general of the Philippine Army and head of the Eastern Mindanao Command.


The CA also approved the nominations of the head of Southern Luzon Command, Maj. Gen. Bartolome Bacarro to Lieutenant General; and Philippine Army (PA) chief-of-staff, Brig. Gen. Roberto Capulong, to Major General.

The commission also gave its consent to the nomination of Col. George Joel Lalaquil to Brigadier General, Brig. Gen. Peter Angelo Ramos to Major General, and Navy Captain Juan Ilagan to Commodore.

It likewise confirmed the promotion of Philippine Navy flag-officer-in-command, Vice Admiral Adeluis Bordado, and also of Brig. Gen. Robert Velasco, Brig. Gen. Inocencio Pasaporte and Brig. Gen. Augusto Gaite.

“We shall prove to the Filipino people that we are worthy of living up to the ranks bestowed upon us by the national government,” Faustino said.

The House of Representatives on Wednesday unanimously approved on third reading a bill seeking to reset the first regular elections of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) from 2022 to 2025.

The bill's final approval came only two days after it was passed on second reading following the certification of urgency from President Rodrigo Duterte.

With 187 affirmative votes, zero negative votes, and no abstention, the chamber approved House Bill 10121 proposing to postpone for three years the first regular BARMM elections.


In a letter to Speaker Lord Allan Velasco, Duterte certified as urgent House Bill 10121 to "give the Bangsamoro transitional government sufficient time to complete its mandate, establish a strong bureaucracy, and enact foundational codes essential to the achievement of the aspirations of unity, genuine autonomy, and development" in BARMM.

With the certification, the House can immediately proceed with the third reading approval of the bill without waiting for three days after it was approved on the second reading.

The measure aims to provide the Bangsamoro Transition Authority (BTA), the 80-member interim lawmaking body of BARMM, another three years to complete its mandated duties, as cited in the Bangsamoro Organic Law (BOL)

Maguindanao Rep. Esmael Mangudadatu, who chairs the Special Committee on Peace, Reconciliation and Unity, said the Covid-19 pandemic has delayed the programs of the BTA, including the normalization and decommissioning process for thousands of former Moro Islamic Liberation Front (MILF) combatants.

“The remaining nine months before the May 2022 elections or the (previous) months before the October 2021 filing of candidacy is not enough for both sides to deliver the remaining 65 to 75 percent in the political task alone,” Mangudadatu said.

To date, about 12,000 ex-MILF combatants were decommissioned during the second phase of the normalization track under the Comprehensive Agreement on the Bangsamoro.

The normalization process includes the decommissioning of MILF combatants and their weapons, and the transformation of several camps into productive and resilient communities.

The House of Representatives on Wednesday approved on second reading a bill institutionalizing the 1989 University of the Philippines (UP)-Department of National Defense (DND) accord into the UP Charter.

The chamber passed through voice voting House Bill 10171, which seeks to amend Section 11 of Republic Act 9500 or the University of the Philippines Charter of 2008.

The bill mandates that prior notification should be given by the Philippine National Police (PNP), Armed Forces of the Philippines (AFP), or any other law enforcement agency intending to conduct any police, military, or law enforcement operation in any UP campus nationwide to the UP President or the Chancellor of the constituent university or dean of the college concerned.

It seeks to ban members of the PNP, AFP, or other law enforcement agencies from entering the premises of any of the University campuses or regional units, except in cases of pursuit and similar occasions or emergencies, or whenever requested by law enforcers.

It mandates university officials, whenever requested by law enforcers, to extend the necessary assistance in law enforcement within the premises of the UP campuses.


It shall prohibit subjecting any student, faculty member, or employee to custodial investigation without prior notice to the University President or Chancellor of the constituent university or Dean of the regional unit concerned.

Members of law enforcement agencies shall be prohibited from interfering with peaceful protest actions by individuals or groups within university premises.

The DND-UP Agreement signed on June 30, 1989 prohibits the military and the police from entering all UP campuses without prior notice to its administration.

The agency decided to terminate the agreement effective Jan. 15, 2021, with Defense Secretary Delfin Lorenzana calling the arrangement "obsolete".

Lorenzana said the agreement was used by the Communist Party of the Philippines-New People’s Army (CPP-NPA) to turn UP into the breeding ground of "intransigent individuals and groups whose extremist beliefs have inveigled students to join their ranks to fight against the government".

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
