New Philippine National Police (PNP) Chief, Gen. Guillermo Eleazar, on Friday ordered the immediate reorganization of the three top posts of the Command Group.

Eleazar named Lt. Gen. Joselito Vera Cruz as the new deputy chief for administration, the PNP's second-highest official.

Lt. Gen. Ephraim Dickson, the chief of the directorial staff, will replace Vera Cruz as deputy chief for operations, making him the police force's third-ranking official.

Lt. Gen. Dionardo Carlos, chief of the Directorate for Integrated Police Operations (DIPO) in the Visayas and former PNP spokesperson, will take the place of Dickson.

Eleazar also ordered the reshuffle of Maj. Gen. Rolando Hinanay from the Civil Security Group (CSG) to Directorate for Personnel and Records Management (DPRM).

The reorganization took effect on Saturday.

On Friday, Eleazar officially became the 26th top police official to take over the post from former PNP chief, Gen. Debold Sinas, after the latter's mandatory retirement.

In his assumption speech, he said he would not think twice about removing police officers who would taint the image of the PNP.

He also pledged to improve its complaint referral and monitoring system.

Eleazar, Vera Cruz, Dickson, and Sinas all belonged to the Philippine Military Academy Class of 1987.

Eleazar was able to handle all other positions in the PNP Command Group – chief of the directorial staff, deputy chief for operations, and deputy chief for administration.

GENERAL SANTOS CITY – Police recovered at least eight illegal firearms, including five high-powered rifles and assorted ammunition, while being transported to this city by an active policeman from Sultan Kudarat province and a dismissed colleague on Friday.

Lt. Col. Alan Ladra, chief of the Regional Highway Patrol Unit (RHPU) 12 (Soccsksargen), said the illegal items were seized from Staff Sgt. Abdul Gani Macadla, 36, and former Police Officer 1 Warden Husain Legawan, 39.

The two were intercepted by operatives in a checkpoint in Barangay Apopong aboard a car en route to the city proper at about 12:30 p.m.

Ladra said their men were conducting an operation under Oplan Lambat Bitag when they flagged down a white Toyota Vios sedan with an unauthorized license plate and noticed that its driver was not wearing a seatbelt.

He said the two men on board reportedly acted suspiciously, prompting the team to conduct a “plain view” inspection of the vehicle.

“They initially spotted some suspicious items and eventually found the illegal firearms and ammunition,” Ladra told reporters.

Recovered were a 9mm Glock pistol loaded with 21 ammunition, 9mm pistol with 15 bullets, a caliber .45 handgun with six bullets, five M-16 Armalite rifles, five steel boxes containing 1,000 rounds of M-16 ammunition, and 44 long steel magazine for M-16 rifle.

Ladra said the suspects reportedly came from Sultan Kudarat and were delivering the firearms to the area when they were stopped at the checkpoint.

The two, now under the custody of the city police, reportedly refused to provide details of their transaction.

The suspects and the seized items were presented to the media on Friday night by RHPU-12 officials, led by Ladra, and city police director, Col. Gilberto Tuzon.

Macadla, a resident of Purok Masagana, Barangay Kalawag II, Isulan, Sultan Kudarat, was listed as an active policeman assigned to the Esperanza municipal police station in the province.

Ladra said Legawan, who hails from President Quirino town, Sultan Kudarat, was reportedly dismissed from police service after being implicated in the Nov. 23, 2009 Ampatuan massacre while assigned in Maguindanao but was eventually acquitted.

The two will be charged with violation of Republic Act 10591 on the unlawful possession of firearms and ammunition.

About 200 heavily-armed members of the Bangsamoro Islamic Freedom Fighters (BIFF) seized the public market of Datu Paglas, Maguindanao at 4 a.m. on Saturday.

Lt. Col. John Paul Baldomar, speaking for the 6th Infantry Division, said the BIFF under the Kagui Karialan faction occupied the town’s public market and established a defensive position there.

The rebels also prevented vendors and civilians from leaving.

Baldomar said the Army and the police have surrounded the area where the BIFF rebels were located.

Hundreds of motorists and passengers were also stranded as the Datu Paglas-Tulunan highway was closed to traffic since 4:30 a.m.

“The local government unit and its leaders are now negotiating with the BIFF,” he said, adding that when necessary, the military would use force to flush the BIFF from the market.

Abu Jihad, speaking for the BIFF, confirmed that the gunmen who occupied the town public market belonged to the Kagui Karialan faction.

Jihad did not respond to questions from reporters through a mobile phone on why they occupied the public market.

A cargo truck was used by the gunmen to block the national highway leading to the town public market.

Datu Paglas Mayor Toy Paglas said negotiations for the withdrawal of the armed men were ongoing.

As of 9 a.m., sporadic gunfires were heard in the Poblacion while civilians milled at the sides of the national highway.

Armored personnel carriers from the Army’s 601st Infantry Brigade were seen moving toward Datu Paglas while two helicopter gunships hovered overhead.

CPP-NPA downfall expected: Army official

From the Philippine News Agency (May 7, 2021): CPP-NPA downfall expected: Army official (By Jason De Asis)

DISMANTLED. Major General Alfredo V. Rosario Jr., commander of the 7th Infantry “Kaugnay” Division (7ID), Philippine Army based in Fort Magsaysay in Palayan City, Nueva Ecija, on Friday (May 7, 2021) says that the snowball of surrenderers led to the dismantling of various communist terrorist groups. He said the series of setbacks of the communist groups in Central and Northern Luzon resulted in the collapse of the New People's Army fronts in the 7th ID's area of responsibility. (Photo by Jason de Asis)

A ranking military official said Friday the downfall of the Communist Party of the Philippines - New People's Army (CPP-NPA) is expected following a series of surrender by members of communist terrorist groups (CTGs) and underground organizations.

Major General Alfredo V. Rosario Jr., commander of the Army's 7th Infantry “Kaugnay” Division (7ID), based in Fort Magsaysay, Palayan City, Nueva Ecija, said the series of setbacks of the communist groups in Central and Northern Luzon, ranging from the dissolution of its two main units, neutralization of top-ranking leaders, and the withdrawal of support by their exploited supporters, resulted in the collapse of the NPA fronts.

The 7th ID's jurisdiction covers the whole of Ilocos (Region 1) and Central Luzon (Region 3), Abra province, and the municipalities of Besao and Tadian in Mountain Province.

The continuous collapse of the CTG leadership and the influx of surrenderers from their ranks were manifestations that the terrorist groups' downfall is inevitable, Rosario said.

Records showed that the 7ID dismantled the Komiteng Larangang Gerilya (KLG) Caraballo during the first quarter of 2019.

In November of the same year, Redsa Balatan alias “Sining”, the deputy secretary of KLG) Sierra Madre was captured during an armed encounter.

Then came the death of Eleuterio Sadyaw Agmaliw alias “Omeng,” the leader of KLG Sierra Madre’s Domingo Erlano Command, during a joint law enforcement operation with the Philippine National Police in Quezon City in December 2019.

Rosario added that there were some high-profile communist terrorists neutralized during the conduct of internal security operations and law enforcement operations by the government forces in the first quarter of 2021.

Among them were Rommel Tucay, the secretary of KLG Sierra Madre, and Delfin Pimentel, former secretary of Aurora Provincial Committee and Central Luzon Regional Committee of the CTG.

Last year, the 7th ID recorded 192 members of the communist terrorist groups who surrendered while 2,172 members of underground movement organizations (UGMOs) withdrew their support.

Since January to date, Rosario said at least 38 surrenderers were recorded with 63 UGMO members who disaffiliated from the CPP-NPA.

“We unmask the CTG fronts' deceptive scheme of recruitment through massive information dissemination in schools and conflict-affected barangays to protect the vulnerable sectors from being exploited by the rebels,” he said.

He said social media has been one of the most effective platforms to expose the truth behind the CTGs.

He added that the progress and development of more barangays can be expected this year, along with the surrender of more CTG members as the government and the whole nation work hand-in-hand to go full throttle with National Task Force to End Local Communist Armed Conflict.

The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Philippine Coast Guard (PCG) on Thursday said it is set to hold the second leg of its maritime exercise in the West Philippine Sea (WPS) next week.

“Sa WPS ulit isasagawa ang second leg ng maritime exercise, hindi muna sa Batanes Group of Islands at Philippine Rise (We will hold the second leg of the maritime exercise in the WPS again, not for the meantime in the Batanes Group of Islands and Philippine Rise),” the PCG said a message to reporters.

In a Facebook post, the PCG said seven out of the eight vessels that joined the previous maritime exercise remain on guard in the WPS.

“24/7 pa rin ang pagbabantay ng pitong barko ng PCG at BFAR [Bureau of Fisheries and Aquatic Resources] sa WPS para siguruhin ang kaligtasan ng mga lokal na mangingisda (The seven PCG and BFAR vessels remain on guard 24/7 in the WPS to ensure the safety of local fisherfolk),” the PCG said.

It said BRP Gabriela Silang returned to Manila on Monday to get ready for the planned second leg of the joint PCG and BFAR maritime exercise.

Multi-role jet fighters acquisition program on track: Lorenzana

From the Philippine News Agency (May 7, 2021): Multi-role jet fighters acquisition program on track: Lorenzana (By Priam Nepomuceno)

BOOSTING AIR DEFENSE. Defense Secretary Delfin Lorenzana takes a selfie while aboard an FA-50PH fighter aircraft during the Sanay Datu Air Defense Exercise in Basa Air Base, Floridablanca, Pampanga on Thursday (May 6, 2021). He said the defense department is pushing for the acquisition of multi-role fighter aircraft to boost the country's capability to defend its airspace. (Photo courtesy of DND)

The program for the acquisition of multi-role fighter (MRF) aircraft remains on track as these aircraft are urgently needed in defending the country's airspace, Department of National Defense (DND) Secretary Delfin Lorenzana said.

"We are pushing for the acquisition of multi-role fighter aircraft as it is (a) critical capability for the defense of our country's territorial airspace from any form of threat and enforcement of the Philippine Air Defense Identification Zone or ADIZ," Lorenzana said in his speech during the Sanay-Datu Air Defense Exercise held in Basa Air Base, Floridablanca, Pampanga on Thursday.

He declined to give additional details on the progress of the MRF acquisition program.

The DND is looking to acquire at least 12 MRF units to beef up the Philippine Air Force’s (PAF) air defense capabilities.

Lorenzana noted that MRFs are urgently needed by the PAF considering that the "situation in this part of the world is deteriorating.”

Having MRFs in the PAF inventory would also allow the Armed Forces of the Philippines to explore the "facets of airpower", he added.

The DND has yet to make public the MRFs it is eyeing to acquire for the PAF.

However, reports said the American Lockheed Martin F-16V "Viper", which is considered the latest and most advanced F-16 variant, and the Swedish Saab JAS-39 "Gripen" are among those eyed by the agency.

"Likewise, it is imperative to fast-track the establishment of a standardized tactical data link so all our assets can talk to each other," he said.

Lorenzana assured that the DND is fully supportive of the PAF's strategic goals in developing a credible air defense posture in line with its “Flight Plan 2028”.

Meanwhile, he congratulated the members of the PAF Air Defense Command and 5th Fighter Wing for their successful conduct of the Sanay-Datu Air Defense Exercise.

"I congratulate everyone who took part in this ADEX (Air Defense Exercise), pilots and crews of the FA-50PH, the 5th Fighter Wing led by wing commander Brig. Gen. Fabian Pedragoza, and our entire Air Defense Command led by its commander, Maj. Gen. Connor Canlas," he said.

After getting a chance to fly aboard one of the participating FA-50PHs, Lorenzana said he was truly impressed to have experienced an "exhilarating ride" aboard the Mach 1.5 capable aircraft.

"Let me also congratulate the PAF leadership led by its commanding general, Lt. Gen. Allen Paredes, for ensuring the readiness of the command through its Sanay Datu Air Defense Exercise. Today's (Thursday) event gives us a glimpse of how far the PAF has come in its acquisition of new assets in terms of continuously improving its capacity and capability," he said.

Lorenzana also called the exercise significant as it demonstrated the PAF's capability to integrate fighter aircraft operation with radars and command-and-control facilities.

"I am proud to have witnessed first hand how the PAF, through its new platforms, responds to a volatile and complex environment of air warfare. We have seen the integration of the fighter aircraft (with) the radars and the command-and-control facilities. This is vital in accomplishing the mission of the Air Defense Command, which is to contribute to guarding our sovereignty and territorial integrity," he said.

Eleazar 'more than capable' to lead PNP: military prelate

From the Philippine News Agency (May 7, 2021): Eleazar 'more than capable' to lead PNP: military prelate (By Ferdinand Patinio)

Incoming PNP chief, Lt. Gen. Guillermo Eleazar (File photo)

The Military Ordinariate of the Philippines is hoping that the appointment of Lt. Gen. Guillermo Eleazar as the next chief of the Philippine National Police (PNP) would mean better things for the country.

“Problems here and there are just complicated and we hope he can make things better,” Bishop Oscar Jaime Florencio said in a statement on Friday.

The Catholic prelate believes that Eleazar is a good police officer also capable of leading the organization.

"I am just happy for his (appointment) because he is a good cop and I know he can lead the thousands of strong policemen in the country,” he said.

Florencio also thanked President Rodrigo Duterte for designating Eleazar for the post.

“We just thank the President for his trust and confidence in Eleazar because, at this point in time, it's not that easy to be the top cop,” he added.

Eleazar will succeed Gen. Debold Sinas, who will mandatorily retire from the service on Saturday upon turning 56. Both of them belong to the Philippine Military Academy (PMA) “Hinirang” Class of 1987.

New PNP chief Eleazar launches 'intensified cleanliness policy'

From the Philippine News Agency (May 7, 2021): New PNP chief Eleazar launches 'intensified cleanliness policy' (By Christopher Lloyd Caliwan)

NEW TOP COP. Philippine National Police (PNP) chief, Gen. Guillermo Eleazar, delivers his assumption speech as the country's 26th top cop during the change of command ceremony in Camp Crame, Quezon City on Friday (May 7, 2021). Eleazar launched his "Intensified Cleanliness Policy" (ICP) aimed at correcting minor and small problems in the service to prevent them from getting worse. (Photo courtesy of PNP-PIO)

As he took command of the 220,000-strong Philippine National Police (PNP), Gen. Guillermo Eleazar on Friday formally announced the launch of his so-called "Intensified Cleanliness Policy" (ICP) aimed at correcting minor and small problems in the service.

He added that the ICP produced "effective and spectacular" results when it was first launched during his term as director of the National Capital Region Police Office (NCRPO).

“Dito po ako magpapatupad ng (Here, I will enforce the) intensified cleanliness policy or ICP ng PNP which I hereby launch effective today. The ICP aims to align our programs and thrusts into three main parts. The improvement in recruitment is just part of the principles in ICP. This ICP is anchored on the broken windows policy which basically states that small problems must be immediately addressed to prevent these problems from getting worse,” Eleazar said in his assumption speech as the country's 26th top cop in Camp Crame, Quezon City.

Eleazar said one of the main thrusts of the ICP is ensuring cleanliness in all PNP precincts, stations, and offices.

“Kung sa bukana pa lang ng police station ay makikita na ang nagkalat na upos ng sigarilyo at basurang nagkalat, at kung sa bukana pa lang ay mapanghi na ang simoy ng hangin, mahihirapan tayong makuha ang respeto at tiwala ng ating mga kababayan na ating pinagsisilbihan (If at the entrance of the police station, we will see scattered cigarette butts and garbage and the smell is unpleasant, we will find it difficult to get the respect and trust of the people whom we serve),” he said.

Eleazar vowed to seek the support of local government units to help improve police stations.

Another main objective of the ICP is the reform in the recruitment system to protect the PNP from erring cops and break the culture of wrongdoings among the ranks.

Eleazar said this involves the introduction of a QR (quick response) code in the recruitment process to ensure that those who will enter the service are picked based solely on their qualifications.

“Our commander in chief, President (Rodrigo) Duterte has a marching order to continue the aggressive internal cleansing in the PNP. That is why we will implement a QR code system in all the phases of recruitment nationwide so we can get the best qualified applicants for the PNP. Walang palakasan (No backers), only the best for the PNP, only the best for the Filipino people,” he stressed.

Eleazar added that the ICP also includes effective supervision to ensure good leadership by example down to the lowest units.

“Even if we have qualified new PNP personnel with the proper training, kung ang madadatnan naman nitong mga bagitong pulis ay mga kasamahang bad influence na magtuturo sa kanila ng mga maling sistema ng pangongotong, pagiging tamad, abusado at gahaman sa pera, wala ring mangyayari (if the rookie police officers will be with those who are acting as bad influence who will only teach them wrong acts like extortion, laziness, abuse of authority and greed for money, that will not be good),” he added.

Eleazar said he would not think twice about removing police officers who would taint the image of the PNP as he lamented how cops are often being branded as "pulis patola" or "kotong cops" because of the "few bad eggs" who compromise the nobility of the organization.

"For as long as I'm the chief PNP, every single centavo of your hard-earned money allocated to us will be in good hands. To the remaining hoodlums in police uniforms, I will make sure that you will hate me. I will not think twice about removing corrupt police officers because with the amount of salary and benefits that the government gives us, I am sure many would want to replace all of you," he added.

He said the ICP will also tackle peace and order problems in the community to eradicate street crimes.

He also vowed to improve the PNP's complaint referral and monitoring system.

"I assure our kababayans that once you report your concerns, it is considered as a direct order from me as the Chief of the Philippine National Police to all police stations and units to respond and give immediate actions. Sumbong mo, aksyon ko! (Make a complaint and expect immediate action!)" he added.

He also vowed to utilize a so-called clustering system to defeat the illegal drug menace.

"Clustering system is like creating barangays within a barangay. Clustering can be made within existing sitios, puroks, (sub-villages) condo buildings, subdivisions or within houses based on the assessment ng Barangay Anti-Drug Abuse Council or BADAC. The smaller the area, the easier it is to monitor the movements of drug addicts and pushers. The more clusters in a village, the better," he added.

Also, effective law enforcement demands that the PNP should extend its motto of serving and protecting the Filipino people from the streets to the information superhighways.

“Effective law enforcement demands that we in the police force must always be at least two steps ahead of the criminal elements, and effective law enforcement demands that we in the PNP should extend our motto of serving and protecting the Filipino people from the streets to the information superhighways,” said Eleazar.

Eleazar is the batchmate of outgoing PNP chief Gen. Debold Sinas in the Philippine Military Academy Class of 1987.

He was able to handle all other positions in the PNP command group -- chief of the directorial staff, deputy chief for operations, and deputy chief for administration.

He gained popularity in 2016 when he took the helm of the Quezon City Police District (QCPD) where he waged relentless anti-crime and anti-illegal drug operations that led to the arrest of notorious street criminals; dismantling of notorious robbery-holdup groups; and arrest and neutralization of drug targets including rogue police personnel involved in crime.

Under his leadership, QCPD was recognized in a survey commissioned by the National Police Commission as the “most trusted Police District in NCRPO”. He was eventually promoted as regional director of the Police Regional Office 4A (Calabarzon) and the National Capital Region Police Office.

Serve PH well, Año tells new PNP chief

From the Philippine News Agency (May 7, 2021): Serve PH well, Año tells new PNP chief (By Christopher Lloyd Caliwan)

CHANGE OF COMMAND. DILG Secretary Eduardo Año (center) leads the change of command ceremony at the PNP headquarters in Camp Crame, Quezon City on Friday (May 7, 2021). In his message, Año reminded newly-appointed PNP chief, Gen. Guillermo Eleazar (left) to protect the sanctity of the Constitution while battling various threats like illegal drugs and terrorism. (Photo courtesy of PNP-PIO)

Department of the Interior and Local Government (DILG) Secretary Eduardo Año on Friday told newly-appointed Philippine National Police (PNP) chief, Gen. Guillermo Eleazar, to protect the sanctity of the Constitution while battling various threats like illegal drugs and terrorism.

“Purge the agency of the scalawags, misfits and ineffective personnel without sacrificing the morale and welfare of our workforce. Transform the PNP to become a highly capable, effective and credible police service that walks in uprightness, excellence and continually modernizes for the sake of improving the quality of your services, finally, lead by example, set the standard of public service among our patriots that may follow in your footsteps,” Año said in his message at the change of command ceremony held in Camp Crame.

Año also advised Eleazar to veer away from the "temptations" brought by the position that he holds as the country's top cop.

"Huwag mo kailanman ipagpapalit ang iyong integridad para lamang sa pansamantalang kasiyahan dahil walang katumbas ang isang malinis na konsensya at nirerespetong pangalan (Don't ever trade your integrity for temporary pleasure because having a clean conscience and a respected name is priceless),” he stressed.

Meanwhile, Año also commended outgoing PNP chief Gen. Debold Sinas for being ‘a silent worker’ who managed to lead the PNP effectively despite controversies.

“I have known him as a very silent worker and an achiever. He gladly took things in stride and bravely rose to the challenge entrusted to him by no less than President Rodrigo Duterte. Instead of folding under the weights of these difficulties, he strode to maintain peace and order as well as safety and security in the midst of much fear and uncertainty. Saksi ako sa mga pagsusumikap, sakripisyo ni Gen. Debold (I am witness to the perseverance and sacrifices of Gen. Debold),” he said.

He said that under Sinas' term, the PNP was able to confiscate PHP1.7 billion worth of illegal substances and has made notable accomplishments in the fight against communist insurgency.

“(General) Debold, as you bow out of service today, I wish and pray that in your own private capacity you will continue to serve others and participate in nation-building. Hangad namin na magampanan mo pa ang mga tungkulin inyong pansamantalang isinantabi at magkaroon ka ng sariling oras para sa pamilya at iba pang ibang bagay na nais mong abutin at nais gawin (We hope that you would be able to perform other duties that you have temporarily set aside and spend time with your family and do the other things that you want to do),” Año noted.

Sinas will retire on Saturday after reaching the mandatory retirement age of 56.

"To be Chief PNP at a time when the world is facing challenges of an unprecedented pandemic is far from easy. Criminalities stood side by side with health and safety and we are expected to put both on top of every priority list there is. Our duty is to protect our people not only from the enemies we trained to battle against but also from the unseen forces that threaten their very lives," Sinas said in his message.

Kalinaw News: Another 8 NPA Members Surrender in Masbate, Firearms, and Explosives Seized in Continuous Security Operation

Posted to Kalinaw News (May 7, 2021): Another 8 NPA Members Surrender in Masbate, Firearms, and Explosives Seized in Continuous Security Operation

CAMP ELIAS ANGELES, Pili, Camarines Sur-After seeing how the lives of their former comrades changed upon returning to the folds of the law, more members of the NPA rebels in Masbate decided to yield in the government.

On Thursday, eight NPA in the barrios yielded to the elements of the 2nd Infantry Battalion (2IB) who were conducting security operations in Barangay San Isidro, Palanas around 6:24 in the morning.

This happened two days after the surrender of 15 NPA members in Milagros.

Also turned in by the group were four different firearms, such as an M16 rifle, homemade shotgun, six calibers .38 revolvers, three calibers .357 pistols, and assorted ammunition.

Lieutenant Colonel Siegfried Felipe Awichen, Battalion Commander of 2IB thanked the surrenderers for making a life-changing decision of abandoning the terrorist group.

On the same day, 2IB also received a tip-off from concerned citizens that a certain Atibagos who is an active member of Larangan 2, Komiteng Probinsya 4 of Bicol Regional Party Committee (BRPC) is allegedly in possession of firearms and explosives.

The troops immediately proceeded to the address but Atibagos managed to escape.

Quick search in the vicinity of his residence, however, resulted in the capture of a caliber .357 pistol, anti-personnel mine, laptop, two printers, projector, welding machine, amplifier, solar panel, two camouflage uniforms of Philippine Army and Philippine Air Force, signal booster, and banners of Makabayan Bloc which include Bayan Muna, Gabriela, ACT Teachers as well as progressive groups, such as Makabayan, CONDOR-PISTON, Bayan and Karapatan.

Upon verification, it was revealed that the captured anti-personnel mine from Atibagos’ residence matched with the anti-personnel mine which was detonated in Uson that killed two civilians and injured five others.

Meanwhile, Colonel Aldwine Almase, Brigade Commander of 903rd Infantry Brigade thanked the constituents of Barangay San Isidro for the information about Atibagos highlighting that if the said firearms and explosives were not seized, they might once again be used against the government troops and innocent civilians.

“Napakalaki ng papel na ginagampanan ng mga Masbateño sa sunod-sunod nating tagumpay sa Masbate. This should serve as a warning to the NPA that they should leave the province because the residents despise them so much,” Colonel Almase said.

Moreover, with the capture of the banners of Makabayan Bloc and various progressive groups from the house of NPA members, Major General Henry A Robinson Jr, Commander of Joint Task Force Bicolandia, said that it has unmasked the real face of the said organizations.

“The Makabayan Bloc and these progressive groups have been accusing us of red-tagging. Pero ang katotohanan, hindi natin kailangang gawin ‘yan. Sabi nga sa kasabihan, ‘kahit anong tago, sisingaw at sisingaw pa rin ang baho.’ How are they going to explain this? Will they continue to deny their affiliation with the NPA and their involvement in the 5-decade insurgency in our country which has claimed precious lives? Sa muli, nananawagan tayo sa mga Bicolano, patuloy tayong magkaisa at sabay-sabay nating tapusin ang armadong tunggaliang ito,” Major General Robinson said.

Aside from the growing support of the Bicolanos and the intensified implementation of the Whole-of-Nation Approach, JTF Bicolandia also attributed these significant accomplishments to the effective and successful joint operations of the Army and the Police Regional Office 5 (PRO 5) of the PNP under the leadership of Police Brigadier General Jonnel C Estomo.

The continuous rise in the number of surrenderers and neutralization of NPA members during armed encounters and apprehensions as well as the discovery of arms cache and war materiel are the fruits of the police and soldiers’ consistent improvement of its interoperability.

“We, in the JTF Bicolandia will continue to work hand in hand with our counterpart from the PNP to sustain our gains here in Bicol and create a great impact in our campaign against communist insurgency. To the Bicolanos, rest assured that your Army and police will not waver in our thrust to serve and protect you,” Major General Robinson added.

Kalinaw News: LGU Medina teams up with the Philippine Army to improve lives in far-flung areas with Farm to Market Road projects

Posted to Kalinaw News (May 7, 2021): LGU Medina teams up with the Philippine Army to improve lives in far-flung areas with Farm to Market Road projects

CLAVERIA, Misamis Oriental – The Local Government Unit of Medina, Misamis Oriental entered into an Inter-Local Agency Partnership Agreement (ILAPA) with the 524th Engineer Construction Battalion and the 58th Infantry Dimalulupig Battalion, at the municipal ground, May 04, 2021.

LGU Medina and the Philippine Army agreed to conduct projects for the benefit of communities in influenced and threatened barangays by the NPA rebels in support of 58IB’s Community Support Program (CSP).

The provisions of the said agreement focused on the implementation of road improvement projects, such as road opening and road widening projects, as well as other infrastructure projects, within Medina’s territorial jurisdiction, with a focus on the following remote barangays: Pahindung, Tup-on, Gasa, San Isidro, Bangbang, San Roque, and Dig-aguyan.

People in the aforementioned barangays have been suffering for more than a decade because of armed conflict and have become a source of NPA recruitment. This hampered the delivery of basic government and social services to the citizens of the Barangays listed for CSP by 58IB, causing the constituents to suffer.

Medina’s obligations under the agreement include identifying projects in the barangays, providing gasoline, oil, and lubricant, and maintaining equipment, as well as disbursing funds for community-based assessments related to the Farm to Market Road project, road improvements, and other projects in the specified barangays. The 524ECB will be in charge of providing equipment and teams of highly qualified workers to carry out the projects. And the 58IB will oversee the provision of security and ensuring normalcy to the designated project sites and their immediate surroundings.

Hon. Donato N. Chan said in his message, “The bearing and execution of these ventures were then only a dream for all of us, an optimistic vision as they might say. However, thanks to the Philippine Army’s involvement through the 524th ECB and the 58IB in their CSP, this dream has finally come true. And I am ecstatic and grateful for the opportunity to work on the aforementioned joint project with the local government unit of Medina. I simply ask for everyone’s cooperation, particularly the Barangay Officials’ leadership, to assist the Army in completing these projects by assisting them in securing the necessary equipment.”

Meanwhile, the citizens of Medina can rest assured that the Army will deliver its requisite interventions in completing the projects as Lt. Col Ricky L Canatoy, Commanding Officer of 58IB, put it, “We have been immersing our troops in different communities in Misamis Oriental to unearth issues and problems that the NPA continues to exploit and cause group conflict. And Medina’s Sitio Kabul-Kabul is one of those communities in need of proper attention to resolve the people’s issues, and we are grateful for this collaboration so that we can continue to give the people what they deserve: a thriving community with a bright future. I urge you, the people of Medina, to work with us and your leaders to make Medina a better place. I am sure that, thanks to Medina’s good governance, as shown by concrete, tangible evidence of economic development and a peaceful environment, we will be able to complete these projects. Rest assured that the 58IB would use all necessary force to safeguard the ongoing construction projects.

The event transpired as part of the Critical Infrastructure Protection Security Operations (CIPSO) to intensify efforts in ending the extortion scheme of the Communist Terrorist Groups (CTGs), to instill the concept of Shared Security Environment (SSE) with all the stakeholders involved, and to align the assessment and plans in achieving peace and resilient development programs for the areas of Agusan del Norte.

The said activity was graced by Col Cerilo C. Balaoro Jr., Deputy Commander, 402nd Infantry (Stingers) Brigade, Philippine Army, Lt. Col. Julius Cesar C. Paulo, Commander 23IB, and his staff, PCol. Martin M. Gamba, Provincial Director, AND-PPO, Chiefs of Police from different municipalities
and contractors of ongoing government flagship projects within the Area of Operation of
23IB.

Col. Paulo cited the importance of Shared Security and the involvement of all sectors, particularly the local government units (LGUs) in addressing the extortion activities of NPA.

NPA also target the equipment of construction companies because they are soft and undefended and destroying them will delay the construction of farm-to-market-road,and prevent the government from bringing the basic services to rural areas.

“This is a big leap forward to prosecute the assailants and let’s not give NPA rebels the breather and the opportunity to penetrate the burning spree of heavy equipment and to stop their terrorism plans and to pressure the companies to give in to their extortion demands,” Col. Balaoro said.

The clash transpired while the troops from 23IB were conducting combat clearing operations in the said area. The government forces encountered at least 20 armed NPA rebels who immediately retreated from their position after the 10-minute gun battle.

One NPA member later identified as Jesar Jumawan Sumonod, alias BOK/J5, a member of SRSDG SAGAY, NCMRC was captured by the troops after the gunfight. The soldiers also recovered one (1) Cal. 5.56mm; M16 rifle with scope; two (2) backpacks containing personal belongings; 300-meter electrical wire, and assorted live ammunitions.

Traces of heavy bloodstains were also visible along the withdrawal route which indicates that there were NPA rebels who suffered severe wounds.

Moreover, the captured NPA member was turned over to the Las Nieves Municipal Police Station for the filing of appropriate criminal charges.

It can be recalled that in the morning of the same day, the 23IB, together with the Local Government Unit (LGU) of Las Nieves, the Provincial Government of Agusan del Norte, the Philippine National Police (PNP) and the members of the council of Barangay Consorcia welcomed the surrender of 14 Milisya ng Bayan (MBs) and the withdrawal of support of 325 members of Underground Mass Organizations (UGMOs) in a pledge of allegiance ceremony held in Barangay Consorcia.

Kalinaw News: 15 members of NPA yield in Albay along with high powered firearms

Posted to Kalinaw News (May 5, 2021): 15 members of NPA yield in Albay along with high powered firearms

CAMP ELIAS ANGELES, Pili, Camarines Sur – Barely a day after the mass surrenderers in Masbate province, another 15 members of Communist Terrorist Group (CTG) yielded to the government through the 49th Infantry Battalion (49IB) and PNP Ligao City, Albay on May 5, 2021.

6 of them are regular NPA members, 3 are Militiang Bayan members, 5 are Sangay ng Partido sa Lokalidad (SPL) members and 1 supporter who also turned in five high-powered firearms and four low-powered firearms.

They were presented in a ceremony at 49IB’s headquarters in Barangay Tastas to Col. Jaime Abawag Jr. Commander 902nd Infantry Brigade.

According to the surrenderers, they can no longer resent the terroristic acts hurled by CTG which endanger the lives of the innocent civilians including their own families.

Recently, due to desperation because of their continuous debacles and waning support from their supporters in Bicol, CTG resorted to launch terror actions victimizing hapless civilians that further highlights their inhuman intentions.

Lt. Col. Benjamin Tapnio, Commander 49IB stressed that this development is the result of the consorted efforts of the members of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC).

Meanwhile, Col. Abawag thanked the families of now considered former rebels (FRs) who encouraged them to return to the folds of law and live a peaceful life.

Furthermore, Maj. Gen. Henry A Robinson Jr. Commander Joint Task Force Bicolandia (JTFB) underscored that even after their surrender, the government including the military, will continue to assist these FRs as they reintegrate to the mainstream society.

On May 4, 2021, 15 CTG members also yielded in Masbate bringing with them nine assorted firearms.

As the RTF-ELCAC rolls out more and more tangible programs, projects and activities intended for the sustainable economic and human development in Bicol, the JTF Bicolandia is confident that the CTG, which capitalizes on the underlying problems in the society to lure people into joining their hopeless cause, will certainly reach its natural death.
