Macapili, 1003rd Infantry Brigade led by Brigade Commander, Brigadier General NOLASCO A MEMPIN PA, 27th Infantry Battalion led by Lieutenent Colonel VICTORINO M SEÑO INF (GSC) PA, PNP PRO 11, DSWD Region 11, DA Region 11, City Agriculture of Davao City and Local Government Unit (LGU) of Barangay Pandaitan of Paquibato District, Barangay Carmen of Baguio District, and Barangay Los Amigos of Tugbok District of Davao City and Brgy San Nicolas, Panabo City, DDN headed by Hon. Jose E. Relampagos, Panabo City Mayor on 27-28 April 2021.

The sites visit of Secretary Lapeña in relation to Poverty Reduction, Livelihood and Employment Cluster (PRLEC) projects in Davao and Panabo City aims to ensure that the livelihood and training programs of TESDA in the region were properly implemented and delivered to the communities in Geographically Isolated and Disadvantage Areas (GIDAs) and conflict affected areas. The PRLEC projects are part of the whole of nation approach (WNA) in Ending Local Communist Armed Conflict (ELCAC) stipulated in the EO-70 signed by the President in 2018. It specifically addresses the exploited issues by the communist terrorist group (CTG) and help the target community improve their living condition.

The first project site transpired on 27 April 2021 in Sitio Tibungol, Barangay Pandaitan of Paquibato District, Davao City regarding the Multiplier Training Program for Indigenous People (IP) Core Farmer. Recipients of the training program are IP from Brgy Pandaitan, Brgy Pañalum, Brgy Malabog, Brgy Tapak and Brgy Colosas all of Paquibato District, Davao City. The program aims to train IP community in upland rice farming and to become a model farm in upland rice production in Region 11. Aside from the beneficiaries, also present during the activity were the Indigenous Political Structure (IPS) leaders headed by Datu Konulan Jose Amban and witnessed by the local officials of the aforementioned barangays. Meanwhile, Secretary Lapeña also visited the poultry farm PRLEC project in Brgy San Nicolas, Panabo City. City Mayor, Hon. Jose E. Relampagos who witnessed the visit greatly appreciated the sincere efforts of Secretary Lapeña and expressed his appreciation to the collaborative efforts of the different agencies involved. “Daghan kaayog salamat ilabi na kay Sec Lapeña na gibisita gyud ang among lugar bisan pa lain ang panahon ug lisod sudlon ang amuang lugar diri, kan ra nagapamatud nga ang proyekto sa gobyerno naga lihok gyud ug mali ang idolohiya na gina tudlo sauna sa NPA” Mayor Relampagos further added.

The following day, the same group headed by Sec Lapeña visited the Training Program in Organic Agriculture Production and Raise Chicken at Brgy Carmen, Baguio District, KIM’s Dairy Milk and National Dairy Authority at Brgy Los Amigos and Sentro Mindanao Science Building in Tugbok District, Davao City. The visit showcases the different entities tapped by TESDA to help capacitate the target communities in different agricultural livelihood activities. Secretary Lapeña also allotted time to meet and talk with IP leaders from the provinces of Davao de Oro, Davao del Norte, and Davao del Sur to get their concerns for appropriate actions of the provincial TESDA. He also thanked the IP leaders for their continued cooperation and support in the fight against insurgency. In response, Sec Lapeña said, “Dahil po sa pagtulong niyo sa mga kasundaluhan natin sa pagturo sa mga terroristang grupo, naitaboy na po natin sila, at ngayon mas naipapaabot na namin ang mga proyekto na natagalan na para sa inyu.” In the end, Secretary Lapeña expresses his gratitude for the sincere efforts of the uniform sectors as catalyst of convergence and ensuring the safety of all involved agencies in reaching out communities and delivering programs and services of the government in GIDAs and conflict affected areas.
