CAMP SIONGCO, Maguindanao – The combined elements of the 90th Infantry Battalion under the 601st Infantry Brigade and the Criminal Investigation and Detection Group of the Bangsamoro Autonomous Region in Muslim Mindanao (CIDG-BARMM) killed the top 6 most wanted of Maguindanao in a shootout yesterday, December 9, 2019 in Datu Odin Sinsuat, Maguindanao.

The slain suspect was identified as Ebrahim Mudzol Ali a.k.a. Dalupang who is wanted for his alleged involvement in carnapping incidents and series of killings in the province.

Dalupang resisted arrest and engaged the troops in a firefight when the arresting team was about to serve him warrants of arrest at Sitio Kiniputan, Barangay Poblacion Dalican of Datu Odin Sinsuat. This prompted the arresting team to fire back at the suspect resulting to his death.

Recovered from the scene was a loaded caliber .45 pistol, which was turned over to the Datu Odin Sinsuat Police Station.

The Commander of 6th Infantry Division and Joint Task Force Central, Maj. Gen. Diosdado C. Carreon, said that the JTFC will sustain its support to law enforcement operations with other government agencies against the criminals thriving in the area of operation.

NSFA, Panacan, Davao City – Troops under the Eastern Mindanao Command (Eastmincom) was able to prevent possible atrocities to be committed by the Communist Terrorist Group (CTG) after communities exposed there whereabouts that led to two encounters transpired in the northern part of its Area of Responsibility on December 10, 2019.

At about 5 o’clock in the afternoon, troops from 403rd Infantry Brigade encountered more or less 15 CTG members in an inhabited area of Mt. Obulan, Brgy. Banglay, Lagonglong Misamis Oriental.

The 30-minute firefight erupted after the troops, while on the process of conducting security patrol, responded to the information fed by the community on the consolidation of armed men in the aforementioned area who were planning to conduct atrocities in an undetermined place and target.

The skirmish resulted in the death of one Communist Terrorist, the capture of two M653 Rifles; one M16 Rifle; one AK47 Assault Rifle; one Garand Rifle; and one (1) Cal. 22 Rifle.

The cadaver was immediately turned over to the Local Government of Lagonglong for identification and disposition.

Meanwhile, the troops from the 26th Infantry Battalion, while also on a combat patrol to pre-empt planned CTG atrocities, encountered an undetermined number of CTG members at Brgy. San Pedro, San Luis, Agusan del Sur.

A certain Reneboy Rocero was captured after his fellow members scampered in different directions.

Seized from the said Communist Terrorist (CT) are one caliber 45 pistol, one hand grenade, four cellphones, and subversive documents. He was also turned over to the San Luis Municipal Police Station for filing of appropriate charges.

From January 1, 2019, to December 10, 2019, a total of 395 firearms of various calibers were already captured by Eastmincom’s units from various encounters, while another 750 firearms were surrendered during the same period.

Meanwhile, Lt. General Felimon T. Santos Jr., Commander of Eastmincom express appreciation and gave emphasis on the communities declaration of persona non grata against the CTGs as a major factor in locating them.

“The confidence of the members of the communities to report the presence of the CTGs in their locality was further boosted with the whole community declaring them as persona non grata. We are appreciative to these gestures and ask them to continue to implement it in deeds and spirit”. Lt. Gen. Santos said

He further directed his units to continuously intensify their security operations to allow the communities to celebrate the holiday season peacefully.

“Let our continous sacrifice with our relentless operations to deny the terrorists the opportunity to carry-out coercion and intimidation to our communities be our gift so that they can peacefully celebrate the holiday season and live peacefully in the next years to come” he said.

CAMP SIONGCO, Maguindanao – Two Bangsamoro Islamic Freedom Fighters (BIFF) rebels have decided to lay their arms and return to government fold at 2:00 p.m. yesterday (December 9) in Pikit, North Cotabato.

The surrenderers, Nash and Mods, were members of the BIFF faction under Karialan faction. They brought with them one Noveske N4 carbine, one M79 grenade launcher with magazine and ammunition.

The two previously belonged to the group of Commander Gani Saligan who surrendered to 601st Infantry Brigade last February 2019. They joined the group of Commander Nao when Gani surrendered.

“When the rebels learned that Commander Nao surrendered also to the Army, they seek the help Barangay Captain Luth Salik of Buliok in Pikit in their desire to also surrender to the government,” said Lt. Col. Neil Alfonso R. Roldan, Commanding Officer of 7th Infantry Battalion.

Barangay Captain Salik coordinated with the 7th IB after the former rebels wanted to live a peaceful life and realized the futility of the outlawed group.

“With the support of the Local Government of Pikit against terrorism and violent extremism, the two were convinced just like their previous leaders to return to the folds of the government in support to the the peace and development agenda of the government,” Lt. Col. Roldan added.

Malaybalay City, December 11, 2019 – Government troops raided a bunch of CPP-NPA terrorists who retreated to forested hideout in Mt Obulan of Misamis Oriental killing scores of terrorists and seizing a number of high powered rifles.

Pursuing troopers of 58th Infantry Battalion and 43rd DRC found one lifeless body of a terrorist left behind by his cohorts and six firearms that include two M653 rifles, one M16 rifle, one AK-47 assault rifle, one Garand rifle and one Caliber .22 rifle. One of the assaulting team member was slightly wounded in the forearm and still among those pursuing the fleeing terrorists. He reported to his Battalion Commander that they called on the terrorists to lay down their firearms but instead they resisted and fired at the army team. The incident transpired around 5 oclock in the afternoon (December 10) and the sun was about to set but he revealed seeing NPA rebels jumping to the ravine while firing their guns without direction. He believes a number of terrorists NPAs were injured either by gunshot wound or by jumping into the ravine. The wounded soldier refused to be evacuated as he was just slightly brazen by bullet in his right arm. They are still on pursuit operation as of this report.

“Last month, a former NPA surrendered and revealed an arms cache containing four high-powered rifle that include armalite and AK-47. We dug and seized those firearms. The same surrenderee led the troops to the NPA’s lair that led to this encounter” said LtCol Roy Derilo, the Commander of 58th Infantry Battalion.

According to 403rd Brigade spokesman Captain Ryan Layug: “former rebels who recently surrendered revealed the growing trend of people’s rejection of the NPA. The people’s open declaration to deny the entry of NPA into brgys, sitios, and purok forced them to take the hills for they worry about being attacked by the army if they stay near the villages. The “persona non grata” declarations seems to have taken a significant toll on the rebels’ daily activities.”

Following the order of President Duterte to continue offensive operations, the 403rd Infantry Brigade has launched a continuing focused military operations against the armed terrorists of North Central Mindanao Regional Committee simce the beginning of October 2019. 403rd Brigade Commander BGen Edgardo De Leon said: “patapos na ang panawagan namin sa mga rebeldeng NPA na magbalik loob sa pamahalaan. Marami na po ang nagtiwala at nabigyan ng tulong ng gobyerno. Pero ayon sa mga naunang bumaba, patuloy pa rin daw ang pagpipigil sa kanila ng kanilang mga pinuno. Kaya wala na po kaming magagawa kundi ilunsad na ang tuloy tuloy na opensiba para matapos na ang panggugulo ng CPP-NPA. Katulad ng sinabi ko noong magumpisa ang aming kampanya, may hangganan ang ECLIP, magpapatuloy ang aming opensiba para sa mga ayaw talaga ng mapayapang pagbabago.”

In good faith, the NDFP has proposed goodwill measures, such as reciprocal unilateral ceasefires and the release of sickly and elderly political prisoners (especially the NDFP political prisoners detained in violation of JASIG), in order to create a favorable climate for peace negotiations.

By rebuffing the NDFP proposal of goodwill measures, the GRP military and police authorities generate doubts about Duterte’s offer of peace negotiations and indicate a malicious scheme to attack the people and the revolutionary forces without any pause.

The NDFP and the revolutionary forces it represents are being challenged to fight against the escalation of military and police campaigns of suppression. They are being reminded by their own enemy to defend themselves and to intensify their own tactical offensives.

It is highly probable that Duterte’s offer of peace negotiations, preconditioned by resuming them in the Philippines, is a prelude to the escalation of attacks against the people and the revolutionary forces. The NPA can see through the ruse and will not lay itself open to attacks by declaring a ceasefire that is not reciprocated by the AFP and PNP.

Both the precondition on the NDFP to negotiate in the Philippines and under the control and surveillance of the reactionary military and police and the rejection of the proposed goodwill measures are signs that the Duterte regime is not really interested in peace negotiations but is merely trying to find a further pretext for continuing and escalating its bloody attacks against the people and the revolutionary movement.

The standing agreement between the GRP and the NDFP enshrined in the Joint Agreement on Safety and Immunity Guarantees JASIG) is to hold GRP-NDFP peace negotiations in a foreign neutral venue.

The NDFP cannot trust any “no arrest ” declaration from the GRP side unless the repressive issuances and campaigns of Duterte are ended, the political prisoners are amnestied and released, the CASER and a bilateral ceasefire are already in place.

Right now, the Duterte regime cannot gain the trust and confidence of the NDFP while it refuses to carry out goodwill measures, such as the release of sickly and elderly political prisoners on humanitarian grounds and engage in reciprocal unilateral ceasefires during the Christmas season up to the first week of New Year.

The regime still retains a militarist and fascist mentality and behavior. It does not even recognize that it does itself a favor by departing from its national and international standing as mass murderer and from the path of fascist tyranny.

After goodwill measures are carried out, informal meetings can be conducted in a foreign neutral venue in order to prepare the formal meeting to resume the peace negotiations abroad, which will reaffirm the agreements made since 1992 and overcome such repressive measures as Proclamation 360 and 374, Memorandum Order 32 and Executive Order No. 70.

The NDFP cannot submit itself to any situation and process in which it comes under the duress, control and surveillance by the armed minions of Duterte.

The Duterte regime has to prove that it is not merely trying to put the NDFP in a trap in which his armed minions can murder consultants like the late Randy Felix Malayao and arrest them on trumped up charges and with planted firearms like Vicente Ladlad, Rey Casambre, Reynante Gamara, Adel Silva, Alex Birondo, his wife Nona and others in violation of JASIG.

There is hard work ahead for negotiators and consultants in informal and formal meetings for the peace negotiations to move forward. The negotiating panels headed by Secretary Bello and Fidel Agcaoili are conscientious and competent. If there are no disruptions and terminations from Duterte himself as in the past three years, they can do their work effectively and at the proper pace.

Two warring parties are expected by the people and the peace advocates to negotiate peace. It is important to recognize the dangers and pitfalls and to take precautions. It is necessary to fulfill certain political, legal and security requirements.

The NDFP is under no obligation to negotiate with a regime that is already discredited and is running out of time. The revolutionary movement is advancing. But the NDFP is demonstrating to the people in the Philippines and the world that it takes every chance to negotiate even with its enemy and avail of any step possible to move forward towards the goal of just peace.

Sa paggunita ng Pandaigdigang Araw ng Karapatang-Tao ngayong Disyembre 10, kaisa ng masang Bikolano ang buong rebolusyonaryong kilusan sa panawagan para sa hustisya at sa pagpapanagot sa numero unong mamamatay-tao at tagasalaula ng karapatang-tao – ang rehimeng US-Duterte. Walang kasingtindi ang brutalidad at karahasan ng rehimeng US-Duterte. Pangunahing target nito ang mga sibilyan laluna ang masang magsasaka. Tahasang sinusupil ang paglaban ng mamamayan para sa kanilang mga lehitimo at demokratikong kahingian. Inuudyukan at ibayo pang itinutulak ng mga lokal na naghaharing-uri at imperyalista ang paghigpit ng paghaharing militar upang mabilis na maisagad ang pagpapatupad ng mga kontramamamayang patakarang neoliberal.

Sa atas ni Duterte, ipinailalim ang buong bansa sa Batas Militar – kapwa de facto at deklarado. Sa loob ng kanyang lampas tatlong taon sa termino, dahan-dahan niyang pinunan ng mga militar at pulis ang matataas at kritikal na pusisyon sa 46 ahensya ng gubyerno. Sa ngayon, umaabot na sa 73 militar at pulis ang nakaupo sa mga susing pusisyon sa gubyernong Duterte – pinakamalaki mula pa noong panahon ng diktaduryang Marcos. Magtatatlong taon nang nakalukob sa buong Mindanao ang Batas Militar. Milyun-milyong masa ang biktima ng kaliwa’t kanang abusong militar, malawakang pagpapabakwit, pagkaantala ng pang-araw-araw na aktibidad at pagkawasak ng mga kabuhayan. Sa bisa naman ng MO 32, pinagharian ng militar ang Kabikulan, Negros at Samar. Gayundin, sa lahat ng panig ng bansa nananalasa ang militaristang atas na EO 70. Mula nang ipatupad ito, ang lahat ng rekurso at ahensya ng gubyerno, maging ang mga non-government organizations ay sapilitang pinalalahok sa kampanyang kontrainsurhensya. Nanaig ang kapangyarihang militar sa lahat ng antas ng gubyerno.

Malawakang patayan din ang pinakawalan ni Duterte sa tabing ng kanyang gera kontra-droga. Higit 30,000 pamamaslang na ang naitala mula nang simulan ang Oplan Tokhang. Sa pagkukumahog niyang gapiin sa pinakamaagang panahon ang lahat ng tipo ng paglaban ng mamamayan, ginamit niya ang estilong-Tokhang sa pagtarget sa mga aktibista at progresibong organisasyon. Sa Negros, makailang ulit nagsagawa ng Oplan Sauron-Synchronized Enhanced Management Police Operations (SEMPO), kung saan ilang daang aktibista ang iligal na inaresto, tinortyur at pinaslang.

Linalason din ni Duterte ang madla ng kanyang atrasado at pasistang ideolohiya at kultura ng karahasan. Araw-araw binabaha ang midya ng kanyang mga pahayag na pulos peke, sumasalaula sa karapatang-tao, bumabastos sa kababaihan, walang pagrespeto sa relihiyon at kontra-maralita. Pilit niyang isinusubo sa masa na ang kanyang pasismo at bulok na paninindigan ay ‘para sa taumbayan’. Makailang ulit nang nalantad sa publiko ang sala-salabat na eskandalong kinasasangkutan ni Duterte. Nariyan ang pagkalantad niya bilang drug overlord sa kabila ng kanyang mga pahayag na siya ay ‘kontra-droga’. Magkakasunod na eskandalo ang yumanig sa kanyang rehimen: pagbuhay sa pork barrel funds, korupsyon sa Southeast Asian (SEA) Games, anomalya sa pagpapatupad ng Good Conduct Time Allowance (GCTA), ninja cops, tangkang pagpatay sa mga karibal sa pulitika at iba pa.

Ang lahat ng pasistang bigwas na ito ay ramdam sa Kabikulan. Pilit na kinukubabawan ng militar ang mga lokal na paggugubyerno at ang daloy ng impormasyon upang ilihis ang masa mula sa tunay na estado ng karapatang-tao sa rehiyon at bansa. Kasabay nito ang lantarang paggamit ng karahasan upang supilin ang mamamayang naninindigan para sa karapatang-tao. Halos walang midya ang naglalakas-loob magbalita ng umaabot sa 100 pamamaslang sa rehiyon mula nang maupo sa pwesto si Duterte. Sa halip na ibalita ang sunud-sunod na kaso ng paglabag sa karapatang-tao, nagmimistulang tagapagsalita ng militar ang ilang mga istasyon ng radyo, pahayagan at iba pang daluyan sa pagpapabaha ng mga pekeng paghahambog at pagpapabango ng AFP-PNP-CAFGU. Ang mga balita ng masaker tulad ng naganap sa Catanduanes, eskandalo ng isang militar na ipinarada bilang nahuling NPA, pambubomba sa Camarines Sur ay mabilis na pinatatahimik at nawawala sa ere. Mayroon man, kalakhan sa kanila ay nakatatanggap ng pambabanta sa buhay o kaya ay pinararatangang mayroong kaugnayan sa rebolusyonaryong kilusan. Ang sinumang manindigan para sa katotohanan at patas na pagbabalita ay itinutumbas kaagad sa pagiging komunista.

Samantala, ang mga LGU naman ay sapilitang pinaglalabas ng mga deklarasyong persona non grata laban sa rebolusyonaryong kilusan, pinalalahok sa mapanlinlang na Retooled Community Support Program (RCSP) at pinupwersang gumawa ng mga samu’t saring dokumentong tulad ng certificate of non-residency upang mabilis na makahakot ang militar ng mga sibilyang palalabasin nilang sumukong NPA.

Ngayong Pandaigdigang Araw ng Karapatang-Tao, nananawagan ang NDF-Bikol sa lahat ng masang Bikolano – magsasaka, manggagawa, estudyante’t propesyunal na mangahas manindigan para sa kanilang karapatan at sa karapatan ng kanilang kapwa. Ang pananahimik sa panahon ng walang humpay na pang-aatake sa karapatang-tao ay isang krimen. Kung ang lahat ay pipikit na lamang sa harap ng inhustisya, sino ang magtatanggol sa interes ng nakararami? Kung ang lahat ay mabubusalan ang bibig, sino ang aalala sa lahat ng buhay na winaldas ng pasistang rehimeng US-Duterte? Anong lipunan ang aabutan ng susunod na henerasyon – isang lipunang walang tunay na demokrasya at ang paglaban para sa karapatan ay isang krimen?

Mistula mang makapangyarihan ang pasistang rehimen, walang hihigit pa sa nagkakaisang lakas ng sambayanan. Muling naglubid ng kasinungalingan ang AFP, ang numero unong tagapagpalaganap ng fake news sa bansa, sa pahayag nitong 48 ang “sumukong” NPA sa rehiyon matapos ang pagdakip sa tagapagsalita ng Melito Glor Command – NPA Southern Tagalog na si Jaime “Ka Diego” Padilla. Malisyoso at pang-iintriga ang pinalalabas nitong “nagkakagulo” sa loob ng hanay ng NPA dahil sa “takot” at “hindi pantay ang pagturing sa loob ng NPA.”

Taliwas sa pinangangalandakan ng AFP, nananatiling matatag, mahigpit ang pagkakaisa at patuloy na lumalakas, lumalawak ang NPA sa rehiyon. Totoong malaking kawalan ang pagkakahuli ni Ka Diego at pagkapaslang kay Ka Romano (Ermin Bellen) nitong nakaraan lamang, ganunman hindi ito magiging dahilan ng demoralisasyon, kaguluhan at pagkakahati. Lalung hindi kailanman natatakot ang NPA sa AFP-PNP. Mataas ang morale at diwang mapanlaban ng NPA sa rehiyon. Pinag-aalab lalo ito sa ipinapakitang kabayanihan at katatagan ni Ka Diego at Ka Romano sa kanilang sinapit sa kamay ng kaaway. Nag-aalimpuyo ang paghihimagsik ng mga kumander at mandirigma ng NPA sa rehiyon sa pagmasaker sa tatlong (3) kasama at paglapastangan sa karapatang tao ni Ka Diego na makapagpagamot. Titiyakin ng NPA sa rehiyon na makakamit nila ang rebolusyonaryong hustisya.

Sapat ang kasalukuyang bilang ng mga kadre ng Partido at opisyal ng BHB sa rehiyon upang punuan ang naging kawalan ng pagkawala ng mga kasama at mabilis na makakabawi ito mula sa mga pansamantalang kabiguan. Ang mga kadreng ito ay mahigpit ang pagsapol at matatag ang pagtangan sa paninindigan at prinsipyong isulong ang demokratikong rebolusyon ng bayan hanggang sa tagumpay.

Kabaliktaran sa inaasahan ng mersenaryong AFP-PNP at ng rehimeng US-Duterte, dahil sa dinaranas na matinding kalupitan, pagpapahirap at pambubusabos sa mamamayan ng rehimeng ito, naitutulak nito ang sambayanang Pilipino na lumaban sa lahat ng paraan at humawak ng armas. Sa katunayan, higit na dumarami ang sumasampa sa NPA mula sa hanay ng masang manggagawa, magsasaka, kabataang-estudyante, kababaihan at mga propesyunal. Ang rehimeng US-Duterte mismo ang numero unong rekruter ng NPA.

Kabaliktarang kabaliktaran din ang disiplina at demokrasya sa pagitan ng NPA at ng AFP-PNP. Sa AFP-PNP, pangunahing pinaiiral ang kunsiderasyon sa pera at prebilehiyo, bulag na pagsunod, paggamit ng pamimilit at dahas upang magrekrut at pasunurin ang kanilang mga tauhan. Makikita ito sa pagsisimula pa lamang ng pagsasanay ng mga batang sundalo, sa PMA man o sa iba pang eskwelahan ng AFP-PNP. Ang mga namatay na mga kadete ang magpapatunay sa katotohanang ito. Sa kabilang banda, sa NPA, umiiral ang prinsipyo ng boluntaryong pagseserbisyo ng bawat isa batay sa paniniwala sa kawastuhan ng rebolusyon at pagnanais na ilaan ang sarili upang paglingkuran ang masa. Sa NPA, buhay na umiiral ang pantay na karapatan sa pagitan ng mga opisyal at kawal at mahigpit na isinasabuhay ang tatlong demokrasya sa larangan ng pulitika, ekonomya at militar.

Nagsasalo sa hirap at ginhawa ang mga opisyal at mandirigma, nag-aaralan at nagpupunahan sa isa’t-isa upang maiwasto ang mga pagkakamali at higit na patibayin ang kanilang pagkakaisa at ang pagkakaisa ng NPA sa mamamayan.
Sa gayon, ang NPA sa rehiyon at sa buong bansa ay patuloy na nagtatamasa ng malawak, malalim at di masasaid na suporta mula sa masang inaapi at pinagsasamantalahan. Ang malawak at malalim na suportang ito ng mamamayan ang bertud ng NPA kung bakit hindi ito kailanman matalu-talo ng AFP-PNP sa kabila ng labis-labis na kalamangan nito sa armas, lohistika at suporta mula sa US.

HUNGKAG at simpleng SAYWAR lamang ang mga satsat ng tagapagsalita ng 2nd IDPA. Hangin itong walang laman ni bahid ng katotohanan. Nagiging katatawa-tawa lamang sila sa harap ng mamamayan. Dapat silang itakwil at labanan ng sambayanan at maging ng kanilang sariling mga sundalo na niloloko nila. Dapat nang mamulat ang mga batang sundalo at opisyal ng AFP-PNP. Dapat na nilang talikuran ang mersenaryo at pasistang tradisyon ng AFP at PNP. Dapat na silang sumanib sa nakikibakang mamamayan para ibagsak ang rehimeng US-Duterte, ang punong papet at pasista na nagpapahirap at sumusupil sa demokratikong karapatan ng sambayanang Pilipino.

The Apolinario Gatmaitan Command of the New People’s Army (NPA) – Negros Island regards Philippine Army 303rd Brigade’s Anti-NPA campaign as a total failure.

“Under BGen. Benedict Arevalo’s command, the 303rd Brigade was unsuccessful in destroying even one of the five guerrilla fronts in Negros,” said Ka Juanito Magbanua, AGC-NPA spokesperson.

“Contrary to another of Arevalo’s fake news, the Philippine Army’s atrocities and attacks against communities in Negros have unwittingly garnered the NPA and the revolutionary movement an increase in membership and mass support,” Magbanua added.

“The NPA in Negros is now in a stronger position to defend the people from Duterte’s fascist troops,” Magbanua said.

Arevalo was assigned to Negros last year during the height of the bloody Sagay 9 massacre that was followed by the declaration of then AFP Chief Carlito Galvez of an “all-out” war against revolutionaries in the island.

During Arevalo’s stint as 303rd Brigade Commander, the murder of peasant lawyer Benjamin Ramos and the implementation of Memorandum Order 32 in Negros consequently Oplan Sauron 1 and 2 and spate of killings and mass arrests occurred.

According to Magbanua, Arevalo’s so-called achievements are based on fake news, fake encounters, fake surrenders, trumped-up cases against progressives and, worse, the murders of innocent civilians.

Magbanua stated that Arevalo and his troops have earned the ire of the people especially the peasants.

“He is a typical AFP official who earns promotions and awards at the expense of people’s lives, human rights and legitimate people’s struggles,” said Magbanua.

“More than a week ago, reports reached the AGC-NPA that Arevalo threatened local government officials in Isabela, Negros Occidental, to follow orders or else resign,” Magbanua added.

Finally, Magbanua calls on 303rd Brigade’s next commander Col. Inocencio Pasaporte to not follow his predecessor.

“Like Arevalo and those before him, the AFP/PNP’s campaign to suppress armed revolution and even dissent will only backfire and the people’s revolution will grow stronger,” Magbanua ended.

Mensahe ng Partido Komunista ng Pilipinas para sa Kabataang Makabayan sa ika-55 anibersaryo nito at sa ika-156 anibersaryo ng kapanganakan ni Andres Bonifacio.

Ipinapaabot ng Partido Komunista ng Pilipinas (PKP) ang mainit na pagbati sa pamunuan at kasapian ng Kabataang Makabayan (KM) sa okasyon ng ika-55 anibersaryo ng pagkakatatag nito. Ngayon rin ang ika-156 anibersaryo ng kapanganakan ng Pilipinong bayani ng uring manggagawa na si Andres Bonifacio.

Ang Kabataang Makabayan ay gumampan ng mahalagang papel sa iba’t ibang yugto ng rebolusyonaryong kasaysayan ng bansa sa loob ng mahigit limang dekada. Talagang pinatunayan ng KM na isa ito sa pinakamaaasahang katuwang ng Partido sa paglulunsad ng demokratikong rebolusyong bayan sa bansa.

Naging kaagapay ng Partido ang Kabataang Makabayan sa maagang yugto ng Marxista-Leninistang pakikipagtunggalian sa ideolohiya, pagwawasto, pagtatayo ng organisasyon, pagpopropaganda at pagpapakilos sa masa at pagbubuo ng Bagong Hukbong bayan (BHB). Tinulungan nito ang pagtatayo ng Partido sa buong bansa at pagpapalaganap ng digmang bayan sa buong arkipelago. Gumampan ito ng mahahalagang papel sa propagandang lihim at pag-oorganisa sa hanay ng kabataan at manggagawa sa panahon ng batas militar ni Marcos na paglaon ay magpapasigla sa ligal na kilusang protesta noong dekada 1970. Nagsumikap ito sa rebolusyonaryong kilusang lihim bilang isa sa matatatag na kasapi ng National Democratic Front (NDF) kung saan kinatawan nito ang kabataang Pilipino at ang kanilang kahilingan para sa pambansa-demokratikong pagbabago.

Ang kabataang aktibista at intelekwal na kasapian nito ang nagsilbing malalim na bukal para magsanay ng mga rebolusyonaryong kadreng proletaryado at sa pagrerekluta ng mga kasapi ng Partido. Sa mga nagdaang taon, ang mga kadreng nagmula sa hanay ng KM ay naitalaga sa iba’t ibang larangan ng rebolusyonaryong gawain. Higit sa lahat, marami ang intelektwal at manggagawang aktibista na kasapi na ngayon ng BHB at nagsisilbi bilang upisyal pampulitika at mga kumander, katuwang ang mga Pulang mandirigma at mga kadre mula sa mga magsasaka at masang minorya.

Itinuturing ng Partido ang KM bilang mahalagang katuwang nito sa gawaing pagpupukaw, pag-oorganisa at pagpapakilos sa sambayanang Pilipino. Sa ilalim ng lantarang pasistang tiraniya at terorismo ng estado ng rehimeng US-Duterte, tinatawagan ito ngayon na magsilbi bilang rebolusyonaryong bag-as ng demokratikong paglaban ng mamamayan.

Kinakailangang sagpangin ng Kabataang Makabayan ang umuusbong na oportunidad mula sa mabilis na papalalang kundisyon ng bansa na kinatatampukan ng kawalan ng edukasyon, malawakang kawalan ng hanapbuhay sa hanay ng kabataan, kawalan ng pag-asa at pagdausdos ng kultura. Dapat nitong mulatin ang puu-puong libo ng kabataang Pilipino.

Kailangang magpunyagi ang KM na dalhin ang pambansa-demokratikong propaganda sa hanay ng kabataang intelektwal at mga masang anakpawis. Dapat nitong punitin ang pasistang kasinungalingan ng rehimeng Duterte at ilantad ang imperyalismo, pyudalismo, burukrata-kapitalismo bilang saligang mga suliraning nagpapahirap sa sambayanang Pilipino. Kailangan nitong ituro ang patuloy na pangangailangan ng paglulunsad ng rebolusyonaryong armadong pakikibaka upang wakasan ang atrasado, mapang-api at mapagsamantalang malapyudal at malakolonyal na lipunan.

Kapanabayang itinatag ang KM sa kapanganakan ni Andres Bonifacio na matagumpay na namuno sa mamamayang Pilipino sa paglulunsad ng armadong rebolusyon laban sa kolonyalismong Espanyol. Isinagawa ito upang bigyang-diin ang patriyotikong laman ng pambansa-demokratikong programa, na siyang nananatiling susi sa pakikibaka ng sambayanang Pilipino para sa pambansa at panlipunang paglaya.

Kinakailangang ipagpatuloy ng Kabataang Makabayan ang anti-imperyalistang propaganda at higit pang papag-alabin ang pagiging makabayan ng kabataang Pilipino. Tulad ni Bonifacio, dapat tumayo ang kasalukuyang salinlahi ng mga kabataang Pilipino sa unahan ng paggigiit ng mamamayang Pilipino para sa tunay na pambansang paglaya.

Kinakailangan ilantad ng Kabataang Makabayan ang ugnayan ng malalaking dayuhang kapitalistang interes at ang kabangisan ng pasistang rehimeng Duterte at kampanyang panunupil. Dapat ilantad ang mga dambuhalang kumpanya sa pagmimina, plantasyon, enerhiya, turismo at ibang proyektong pang-imprastruktura, maging ang malalaking dayuhang mga bangkong nangangapital at nakikinabang sa paghaharing teror ni Duterte. Kailangang ilantad kung paanong kinakamkam ng malalaking dayuhang korporasyon at malalaking panginoong maylupa ang mga lupang agrikultural ng mga magsasaka at mga lupang ninuno. Dapat ilantad nito ang mapanlinlang na reporma sa lupa ni Duterte na walang ibang layon kundi padaliin ang pagkamkam sa lupa ng mga magsasaka.

Nararapat na pagkaisahin ng KM ang mamamayan at pakilusin sila upang ipanawagan ang pagpapatigil sa pandarambong sa pambansang patrimonya at sa kalikasan, ang panggagahis sa kabundukan, mga ilog at dagat. Kailangang makipagkaisa sila sa malawak na masa upang ipatigil ang malalaking operasyong mina, plantasyon at batbat ng kurapsyong mga proyektong imprastruktura. Kailangang ilantad ang panghihimasok militar ng US at kanilang presensya at kung paano nito idinidirihe ang AFP at PNP sa kontrainsurhensyang operasyon upang supilin ang patriyotiko at demokratikong pwersa sa bansa.

Dapat higit pang palakasin ng Kabataang Makabayan at ng kilusang estudyante at kabataan ang pambansa-demokratikong kilusang propaganda. Dapat pagplanuhan ang pagpaparami ng puo-puong libo ang pahayagan ng Partido na Ang Bayan, at ang sarili nitong dyaryo na Kalayaan at mapamahagi ito sa pinakamaraming posibleng bilang ng mamamayan sa mga kampus, pabrika, mga komunidad sa kalunsuran at sa mga baryo. Ang Kabataang Makabayan at mga tsapter nito ay kailangang regular na maglabas ng mga pahayag sa mga nagbabagang mga isyung pambansa at lokal at ilimbag ito at ipamahagi sa masa. Dapat pangunahan ng KM ang libu-libong mga grupong talakayan at pulong pag-aaral, kapwa sa hayag at lihim na pamamaraan. Kailangang ma-institusyonalisa ang iba’t ibang anyo ng pangmasang propaganda na makararating sa masa tulad ng mga film showing, mga naglalakbay na mga kulturang pagtatanghal at iba pa.

Dapat tuloy-tuloy na tulungan ng mga aktibista nito ang pagpapasigla ng pambansa-demokratikong kilusang pangkultura sa pamamagitan ng paglikha ng mga tula, awit, pagtatanghal sa lansangan, paglikha ng mga bidyo at iba pa. Kailangang gamitin ng mga aktibista ng KM ang social media para mapalaganap ang pambansa-demokratikong linya habang nilalabanan ang mapanganib na ultrademokratikong hatak nito na nagpapalaganap ng indibidwalismo at disorganisasyon.

Kailangang mag-aral ang mga aktibista at kadre ng KM, itaguyod at ikintal ang Marxismo-Leninismo-Maoismo at isapraktika at paunlarin pa ito sa iba’t ibang larangan ng rebolusyonaryong gawaing naaabot nito, kasama na rito ang panlipunang pagsisiyasat sa hanay ng masa. Dapat mailimbag at mapalaganap ang mga pag-aaral bilang daluyan ng Marismo-Leninismo. Dapat ring mahikayat nila ang mga iskolar na ilapat ang Marxismo-Leninismo sa kani-kanilang mga larangang akademiko bilang paglaban sa burges at petiburges na repormistang impluwensiya sa ideolohiya sa tabing ng postmodernismo at iba pa.

Sa buong mundo, muling pinatutunayan ng kabataan na sila ang dambuhalang pwersa ng progresibo at demokratikong pagbabago sa paglahok ng malaki nilang bilang laban sa mapagsamantalang mga patakarang neoliberal at katiwalian sa gubyerno na nagpapalala sa mahirap na kalagayan ng mamamayan.

Sa Pilipinas, kung saan mabilis na lumalala ang kalagayan sa ilalim ng rehimeng US-Duterte, panawagan sa mga rebolusyonaryong aktibista na pataasin ang militansya ng kabataang Pilipino at ipagkaisa sila sa masa tungong malakas na pwersa para sa panlipunang rebolusyon.

Nangangamba ang mga kaanak at tagasuporta ng mga bilanggong pulitikal sa posibleng paglilipat ng kanilang mga kaanak sa mga lokal na bilangguan.

Kabilang sa planong ilipat ang mga nakapiit sa Camp Bagong Diwa sa Taguig City na sina Frank Fernandez at Cleofe Lagtapon, Adelberto Silva, Oliver Rosales, Edisel Legaspi, Ireneo Atadero, Julio Lusania at Maximo Reduta.

Noong Disyembre 4, kinwestyon ng grupong Kapatid ang tangkang paglilipat ng mga bilanggong pulitikal sa malalayong bilangguan kung saan nakasampa ang kanilang mga kaso. Ayon sa mga kaanak, ang ganitong plano ay higit na magpapahirap para dalawin ang mga bilanggong pulitikal, na mula’t sapul ay iligal na ang detensyon. Dagdag pa, ilalagay nito sa mas malulupit na kundisyon ang mga bilanggo.

Sa dayalogo noong araw ding iyon, inamin ng upisyal ng Bureau of Jail Management and Penology na ang utos ay mula kay Sec. Delfin Lorenzana ng Department of National Defense sa bisa umano ng Executive Order 70.

Kaugnay nito, nagpahayag ng pakikiisa ang Partido Komunista ng Pilipinas sa lahat ng bilanggong pulitikal at kanilang mga kaanak at tagasuporta sa buong bansa. Kasabay ito ng ika-14 na taon ng Pandaigdigang Araw ng Pakikiisa sa mga Bilanggong Pulitikal at Bilanggo ng Digma.

Sinaluduhan ng Partido ang mga detinido na patuloy na kumikilos at nagsusulong ng panawagan para sa tunay na kalayaan at demokrasya. Nanawagan din ang Partido sa lahat ng demokratikong pwersa na bigyang suporta at patibayin ang pakikibaka ng mga bilanggong pulitikal para sa kalayaan upang direktang makalahok sa pakikibaka.

Mayroon nang hindi bababa sa 629 bilanggong pulitikal sa buong bansa. Sa bilang na ito, 382 ang inaresto sa ilalim ng rehimeng US-Duterte.

CPP/Ang Bayan: Palayain si Ka Diego Padilla!

Mariing kinundena ng rebolusyonaryong kilusan ang iligal na pag-aresto kay Jaime Padilla (Ka Diego), tagapagsalita ng Bagong Hukbong Bayan (BHB)-Southern Tagalog. Si Ka Diego, 72, ay dinakip noong Nobyembre 25 habang nagpapagamot sa Cardinal Santos Medical Center sa San Juan City. Sumasailalim siya sa masusing panggagamot ng mga duktor dahil sa sakit sa puso.

Iginiit ng Partido Komunista ng Pilipinas (PKP) na kagyat na palayain si Ka Diego at ibasura ang mga gawa-gawang kaso laban sa kanya. Kinundena rin ng PKP pagbabawal kay Ka Diego na makausap ng kanyang mga abugado. Anito, labag sa Joint Agreement on Safety and Immunity Guarantees ang pagdakip kay Ka Diego na isa sa mga konsultant ng NDFP.

Kinundena naman ng mga kaanak at abogado ni Ka Diego ang lihim na paglilipat sa kanya ng detensyon mula Camp Crame sa Quezon City tungong San Jose Municipal Jail, Mindoro Occidental noong Nobyembre 27. Halos 24 oras na hindi ipinaalam ng AFP at PNP ang kanyang kinaroroonan.

Sa Rizal, tatlong kasapi ng BHB ang pinatay ng pinagsanib na pwersa ng 80th IB at PNP-Region IV-A noong Disyembre 5, ala-una ng madaling araw. Nang paslangin, natutulog ang tatlong kasama sa kanilang tinutuluyang bahay sa Sierra Vista Subdivision, Barangay Cupang, Antipolo City. NAGHAIN ANG BAYAN Muna ng resolusyon para kagyat na pagrerepaso ng mga konsesyon sa pribatisasyon na pinasok ng Metropolitan Waterworks Sewerage System (MWSS) at ng Manila Water at Maynilad.

Ito ay kasunod ng inilabas na desisyon ng Singaporean tribunal noong Nobyembre na pumabor sa Manila Water at pinagbabayad ang reaksyunaryong estado ng P7.83 bilyon kaugnay ng mga pagtataas ng singil sa patubig na hindi pinahintulutan ng MWSS mula pa noong 2015.

Ayon kay Rep. Ferdinand Gaite, kailangan nang imbestigahan ang mga konsesyon at amyendahan, kung hindi man ibasura, ang mga ito alinsunod sa interes ng mga konsyumer.” Ang habol lang ng mga kumpanyang ito ay tubo, kaya ang panawagan natin ay inasyunalisa ang mga serbisyong patubig,” ani Gaite. Iginiit niya na dapat nang itigil ang pribatisasyon ng MWSS at ibalik sa kontrol ng estado ang serbisyong patubig, at bigyan ito nang sapat na prayoridad.

Bilang paggunita sa unang taon ng pagpapatupad ng Memorandum Order (MO) 32, nagprotesta ang iba’t ibang sektor sa harap ng upisina ng Department of National Defense sa Quezon City noong Nobyembre 22. Mariin nilang kinundena ang patuloy na paglabag ng AFP at PNP sa karapatang-tao.

Sa ilalim ng MO 32 at Executive Order 70 ni Duterte, naganap ang pinakamatitinding atake sa karapatang-tao sa Samar, Negros at sa Bicol. Binigyang daan ng MO 32 ang pagdagdag ng pwersa ng pulisya at militar sa nasabing mga prubinsya para umano supilin ang insurhensya. Sa aktwal, pangunahin nilang tinatarget ang mga aktibista, tagapagtaguyod ng karapatang tao at mga sibilyan.

Sa Negros, naganap ang Oplan Sauron 1-3 na nagresulta sa pagpaslang sa hindi bababa sa 20 sibilyan at maraming kaso ng iligal na pag-aresto.

Matinding takot din ang dulot ng MO 32 sa isla ng Samar. Sa tala ng Katungod Sinirangan Bisayas, sa loob lamang ng isang taon mula nang ipatupad ang kautusan, may 34 na kaso na ng ekstrahudisyal na pamamaslang ang naitala sa Eastern Visayas. Sa bilang na ito, 20 ang magsasaka, at ang iba pa ay mga upisyal ng lokal na gubyerno. Apektado ng militarisasyon ang may 500 barangay. Nitong nakaraang buwan, ipinagmalaki ng AFP ang pambobomba nito sa mga sakahan at kabahayan sa Sitio Corong, Barangay Capotoan, Las Navas.

Sa Bicol, walang humpay na naglulubid ng mga kasinungalingan ang 9th ID upang palabasin na nagtatagumpay ang kanilang kampanyang kontra-insurhensya habang ibinubulsa ang milyun-milyong pondong nakalaan para rito. Patuloy din ang pamamaslang at militarisasyon.
Tinatayang may 30 batalyon ng AFP at PNP ang nakadeploy ngayon sa mga nabanggit na rehiyon.

Nananawagan ang iba’t ibang sektor na magkaisa upang labanan at ibasura ang MO 32 at EO 70.

Binaril at napatay ng mga elemento ng Regional Mobile Force Battalion 13 ang mag-asawang sina Rolando, 55, at Josephine Egtob, 56, sa kanilang sakahan sa Sityo San Roque, Barangay San Mateo, Butuan City noong Disyembre 2, alas 3 ng hapon. Ang mag-asawa ay mga aktibistang magsasaka na kasapi ng UMAN o Unyon sa mga Mag-uuma sa Agusan del Norte.

Matapos ang pamamaslang, pinalabas ni PCapt Emerson Alipit, tagapagpagsalita ng Butuan City Police Office, sa panayam sa kanya sa radyo, na kasapi umano ang mag-asawa ng Bagong Hukbong Bayan at nabaril sa isang engkwentro. Mariin itong pinabubulaan ng mga anak ng mga biktima. Anila, magsasaka ang kanilang mga magulang at wala silang mga baril. Pinasinungalingan din nila ang umano’y engkwentrong naganap.

Tangkang pagpaslang

Sa Surigao del Sur, pinagbabaril at tinangkang paslangin ng di nakilalang mga kalalakihan si Gaudencio “Junjun” Paclawona, tagapangulo ng Anakpawis Tandag City at konsehal ng Barangay San Isidro noong Disyembre 4. Pauwi noon si Paclawona mula sa nasabing lungsod nang mapansing binubuntutan siya ng apat na kalalakihang lulan ng dalawang motorsiklo. Nagtamo ng bala sa hita ang biktima at agad na isinugod sa ospital.

Sa Negros Occidental, walang-habas na pinaputukan ng mga tropa ng 62nd IB ang bahay ng magsasakang si Cresincio Dilfen sa Sityo Pandan, Barangay Caradio-an, Himamaylan City noong Nobyembre 24, alas-10 ng gabi. Nasa loob noon ng bahay si Dilfen at kanyang mga anak. Sa parehong araw, dalawang kabahayan din ang hinalughog ng mga sundalo sa Sityo Tagmanok.

Iligal na pag-aresto

Inaresto ng mga elemento ng Manila Police District ang apat na kasapi ng Panday Sining matapos ang isang pagkilos sa Mendiola, Maynila noong Nobyembre 30. Isa sa mga inaresto ay menor-de-edad. Kinaladkad at binugbog ng di nakaunipormeng mga pulis ang mga biktima palabas ng dyip na kanilang sinasakyan.

Sa parehong araw, dinakip at binugbog ng mga tropa ng 94th IB si Melchor Lembaga at kanyang biyenan dakong alas-4 ng madaling araw sa Sityo Enatito, Barangay Bukalan, Canlaon City, Negros Oriental. Hindi ipinaalam sa pamilya ng mga biktima kung saan dinala sina Lembaga. Mariing kinundena ng Leonardo Panaligan Command ng BHB ang hindi makatao at iligal na pag-aresto sa dalawa.

Sa Negros Occidental, inaresto ng mga elemento ng 62nd IB ang mga residente ng Sityo Maho-Paho, Barangay San Agustin, Isabela na sina Maricar Estoya, Merencia Gaudia, Elizabeth Antrone, Jorgen Lizajo at Erlinda Garzola noong Nobyembre 23. Inakusahan silang sangkot umano sa isang reyd ng BHB sa Barangay Tinongan.

Militarisasyon

Hindi bababa sa 150 elemento ng 3rd Mechanized IB ang pumasok at nagkampo sa komunidad ng mga Aeta sa Sityo Bunga, Mt. Dueg sa San Clemente, Tarlac noong Nobyembre 4. Nagpatupad ng blokeyo ang mga sundalo at hinanapan ng dokumento sa pagkakakilanlan ang mga katutubong Aeta na papunta sana sa kanilang mga sakahan. Yaong walang maipakita ay sapilitang pinababalik sa baryo at pinagbabawalang magsaka.

Panggigipit at pagbabanta

Dalawang ahente ng militar ang pumasok at kumuha ng mga litrato sa kampus ng paaralang Lumad na Tribal Filipino Program of Surigao del Sur (TRIFPSS) sa Sityo Han-ayan, Diatagon, Lianga, Surigao del Sur noong Nobyembre 12. Bago nito, noong Oktubre 7, parehong insidente ang kinasangkutan ng limang sundalo ng 3rd Special Forces Batallion (SFB) sa kampus ng TRIFPSS sa Sityo Simowao sa parehong barangay.

Nagkapagtala rin noong nakaraang buwan ng tig-isang kaso ng sapilitang pagpasok at panghahalughog sa mga kahabayan sa Toboso, Negros Occidental; at sa San Dionisio, Iloilo.

Nananawagan ang Partido Komunista ng Pilipinas (PKP) noong Disyembre 3 sa lahat ng kumand at yunit ng BHB at mga rebolusyonaryong pangmasang organisasyon na maging handa upang tulungan ang mga apektado ng bagyong Tisoy.

“Maaari silang makipag-ugnayan sa mga lokal at internasyunal na grupong nagbibigay ng ayuda upang mabigyan ng karampatang tulong ang mga biktima ng sakuna at upang muling maitayo ang kanilang kabahayan at mga sakahan matapos ang bagyo,” ayon sa PKP.

Nag-anunsyo ang Bagong Hukbong Bayan (BHB)-Bicol ng isang linggong unilateral na tigil-putukan sa rehiyon upang magbigay daan sa pagpapaabot ng iba’t ibang porma ng ayuda sa residenteng sinalanta ng bagyo. Nagsimula ang tigil-putukan noong Disyembre 6, alas-dose ng umaga at magtatapos sa Disyembre 12, 2019, 11:59 ng gabi.

Inatasan din ng BHB-Southern Tagalog ang lahat ng yunit sa ilalim nito na maglunsad ng operasyong relief at rehabilitasyon sa kanilang mga erya at tumulong sa mga biktima ng bagyo. Nakahanda ang BHB-ST na tumulong sa pagtatayo ng mga nawasak na kabahayan at imprastruktura, gayundin ang pagsasaayos sa mga nasirang sakahan ng mga magsasaka. Paalala ng BHB-ST, responsibilidad ng rebolusyonaryong gubyerno na tiyakin na naaabot ng tulong at suporta ang lahat ng nasalanta at biktima sa rehiyon.

Pinaalalahanan naman ng PKP ang lahat ng yunit ng BHB na maging mapagbantay sa mga atake ng AFP sa gitna ng kalamidad. Tiniyak din ng BHB na pananagutin ang mga dambuhalang kumpanya sa pagmimina, plantasyon, iligal na pagtotroso at mapangwasak na proyektong pang-enerhiya na siyang sumisira sa kalikasan.

Sa inisyal na tala, may mahigit 500,000 kataong apektado ng bagyong Tisoy sa mga prubinsya ng Luzon at Eastern Visayas. Tinatayang hindi bababa sa P811 milyon ang halaga ng pananim ang nasira sa Bicol at Oriental Mindoro. Pinakamatinding tinamaan ng bagyo ang Mindoro, Bicol at Northern Samar.

Naglunsad ng asembliya noong Oktubre 17-18 ang kauna-unahang sangay ng Partido sa Panay. Itinayo ang sangay taong 1973 mula nang muling maitatag ang Partido Komunista ng Pilipinas. Apatnapu’t anim na taon nang patuloy na pinamumunuan ng sangay ang masa sa kanilang baryo at nagtataguyod sa armadong pakikibaka sa rehiyon.

Inilatag na tema ng asembliya ang “Bigkisin ang pagkakaisa ng mga kasapi ng sangay ng Partido upang pamunuan ang masa. Matapang na labanan ang Oplan Kapanatagan.” Layon nito na pahigpitin pa ang pagkakaisa ng mga kasapi at muling pasiglahin ang pamumuno nito sa mamamayan ng nasabing baryo.

Sa mahabang panahon, dumaan ang sangay sa mga brutal na kampanyang panunupil ng mga nagdaang rehimen laluna sa panahon ng diktadurang US-Marcos. Sa panahong ito, nag-alay ng kanilang buhay ang ilan sa mga unang kasapi ng sangay, at napilitan ding magbakwit ang mga tagabaryo. Dumaan din ang sangay sa mga pakikibaka sa pagdepensa sa kanilang lupang ninuno, pangingibabaw sa mga kalamidad at iba pang problema. Sa kabila ng mga ito, nanatiling matapat ang mga kasapi at ipinagtanggol ang interes ng Partido at nagpatuloy sa pagsuporta sa Bagong Hukbong Bayan.

Umabot sa dalawangkatlo ng kasapian ng sangay ang dumalo sa asembliya. Pinatutunayan nito na bigo ang nag-aastang diktador na si Duterte na maghasik ng takot sa hanay ng Partido. Kanilang sinuma ang kasaysayan ng sangay at nagsilbing inspirasyon sa mga bagong kasapi at kabataang myembro ng Partido ang mga karanasan at tagumpay nito. Humalaw din sila ng mahahalagang aral mula sa kanilang mga tagumpay at kahinaan upang higit pang mapabuti ang pamumuno sa masa. Isa sa matingkad na tagumpay nito ang pagpapanatiling solido ng kanilang hanay sa harap ng malulupit na pagsupil. Isa rin ang sangay sa may pinakamaraming napasampa sa BHB mula 2008.

Sa kasalukuyan, pinag-aaralan ng sangay ang bagong kontra-insurhensyang programang Oplan Kapanatagan. Buo ang kapasyahan ng mga kasapi na labanan ang anumang atake ng pasistang rehimeng US-Duterte. Nanindigan din silang mag-ambag sa pagsisikap ng mamamayang Panayanon na biguin ito katulad ng nagdaang mga pasistang rehimen. Nagtapos ang asembliya ng sangay na taglay ang sigla at kahandaang harapin ang mga bagong panawagan at hamon ng PartidoĆ³mahigpit na pamunuan ang masa sa pagrerebolusyon at palakasin ang armadong pakikibaka upang pabagsakin ang reaksyunaryong gubyerno ni Duterte.

NAGMARTSA ANG DAAN-DAANG aktibista mula Liwasang Bonifacio tungong Mendiola sa Maynila upang gunitain ang ika-156 kaarawan ni Andres Bonifacio. Pinangunahan ng Anakbayan at Kilusang Mayo Uno (KMU) ang protesta bitbit ang panawagang “Labanan ang mga neoliberal na atake sa mga manggagawa at mamamayan.” Mariing kinundena ng mga progresibong grupo ang pagpapataw ng US ng di-pantay na pang-ekonomyang patakaran at ang panghihimasok ng China sa teritoryo ng bansa.

Ayon kay Elmer Labog, tagapangulo ng KMU, upang maging tunay na malaya ang mga manggagawang Pilipino, dapat maging malaya sila sa pagsasamantala. Aniya, marapat na ipagpatuloy ang paglaban sa kontraktwalisasyon, hindi makatwirang sahod, tumitinding kawalan ng trabaho at kahirapan sa ilalim ng rehimeng Duterte.

Nangako naman ang mga kabataan na isasabuhay ang diwa ni Bonifacio sa pamamagitan ng pagpapatuloy ng paglaban para sa ganap na kalayaan ng bansa.

Bago magtipon sa Liwasang Bonifacio, nagkaroon ng hiwalay na protesta ang iba’t ibang grupo sa harap ng mga embahada ng US at China.

Sa Pampanga, nagmartsa ang mga Aeta sa pangunguna ng Central Luzon Aeta Association tungong Bayanihan Park sa Angeles City. Kinundena nila ang pagpapalayas sa libu-libong mga katutubo upang bigyang daan ang konstruksyon ng New Clark City kung saan nakatakdang ganapin ang mga laro sa SEA Games. Tinuligsa rin ng grupo ang korapsyon ni Duterte at kanyang mga alipores, at ang kakarampot na suporta sa mga atletang Pilipino.

Nagkaroon din ng mga protesta sa Laguna, Negros at Davao.

Sa gitna ng pakikibaka laban sa matinding pasismo, kahirapan at kawalang kalayaan sa ilalim ng rehimeng US-Duterte, ipinagbunyi ng Kabataang Makabayan (KM) ang ika-55 taon ng pagkakatatag nito noong Nobyembre 30. Ginunita rin sa araw na iyon ang ika-156 taon ng kapanganakan ni Andres Bonifacio.

Naglabas ng pahayag ang KM na nananawagan sa kasapian nito na paigtingin ang pakikibaka laban sa pahirap, pasista at papet na rehimeng Duterte, at isulong ang demokratikong rebolusyong bayan hanggang sa ganap na tagumpay.

Binigyang-diin ng KM ang pagsanib sa pakikibaka ng masang manggagawa at magsasaka at pagsulong ng kanilang demokratikong mga kahingian. Kabilang dito ang paglaban sa Batas sa Liberalisasyon ng Bigas, kontraktwalisasyon, deregulasyon ng sahod, programang K-12 at iba pa.

Maliban dito, inihanay din ang mahahalagang tungkulin. Nangunguna rito ang pagbigo sa de facto na batas militar ni Rodrigo Duterte. Dapat ring magpakahusay ang mga rebolusyonaryong kabataan sa teorya ng MLM at magpunyaging isapraktika ito sa pagsusulong ng rebolusyon. Kailangan din ang tuluy-tuloy at agresibong pagrekluta sa mga pamantasan, komunidad, pagawaan, sakahan at iba pa. Dapat na pangunahan ng KM ang programadong pagsanib ng mga aktibista at kadre sa kanayunan para sa rebolusyong agraryo at armadong pakikibaka.

Sa diwa ng paglilingkod sa sambayanan, buo ang kapasyahan ng KM na sumuong sa rebolusyon at pangibabawan ang mga sakripisyo, tunggalian at alinlangan, alang-alang sa kinabukasan ng bayan.

Nagpahayag din ng pakikiisa ang iba’t ibang tsapter ng KM at kumand ng BHB. Tinuligsa ng KM-NCR ang lagim ng Oplan Kapanatagan at ang pagpapakasasa ng mga burukrata at upisyal ng reaksyunaryong gubyerno. Noong Nobyembre 29, naglunsad ng isang raling iglap sa Recto Avenue, Maynila ang mga kasapi ng KM-NCR.

Raling-iglap din ang ikinasa ng KM-Southern Tagalog bilang pakikiisa sa anibersaryo. Isinagawa ang aksyon noong Disyembre 6 sa UP Los BaƱos.

Isang bukas na liham naman para sa mga magulang ang inilabas ng KM-Bikol. Binigyang-pugay ng KM ang pagtataguyod ng mga magulang upang humubog ng mga kabataang walang-imbot na nagmamahal sa bayan. Kinilala naman ng KM-Sorsogon ang natatanging papel ng kabataan sa pagtatambol ng mga isyung pambayan.

Sa Negros, nakiisa rin ang kumand ng BHB sa isla at nanawagan sa kabataan na ipagpatuloy ang rebolusyong sinimulan ni Bonifacio. Naglabas din ng pahayag ng pakikiisa ang BHB-North Negros.

Sa panig naman ng NDF-Eastern Visayas, hinamon nito ang kabataan na magkaisa laban kay Duterte, magsabalikat ng mga rebolusyonaryong gawain at lumahok sa paghubog ng kasaysayan.

Inambus ng mga Pulang mandirigma ng Bagong Hukbong Bayan (BHB)-Abra ang mga sundalo ng 24th IB na nag-ooperasyon sa kabundukan ng Tubo, Abra noong Disyembre 1, alas-4 ng hapon. Isang sundalo ang sugatan sa opensiba.

Pusakal na mga tagalabag ng karapatang-tao ang 24th IB. Ang mga sundalo nito ang pangunahing mga alagad ni Jovito Palaparan sa pananalasa ng Oplan Bantay Laya noon sa Central Luzon.

Noong 2006, dinukot ng 24th IB ang mga aktibistang sina Sherlyn Cadapan, Karen Empeƒo at Manuel Merino sa Hagonoy, Bulacan. Sa kampo ng batalyon sa Limay, Bataan pinatay si Merino at doon din huling nakita sina Cadapan at Empeƒo. Nang panahon ding iyon, dalawang magsasaka ang pinatay ng nag-ooperasyong mga sundalo sa bintang na mga tagasuporta sila ng BHB.

Nagpatuloy ang mga kabuktutan ng 24th IB nang mailipat sa Abra. Noong 2017, binomba ng batalyon ang mga komunidad sa Malibcong. Nagresulta ito sa pagkawasak ng mga sakahan at sapilitang paglikas ng mga residente. Nagkampo rin ang mga sundalo sa mga eskwelahan at kabahayan, ipinagbawal ang pagpasok ng pagkain, at naghatid ng ligalig sa mga residente. Marami ring kaso ang 24th IB ng sapilitang pagpapasurender, iligal na pag-aresto at pambibintang sa mga aktibista bilang “tagasuporta ng BHB.”

Sa Negros Occidental, nagtamo ng pitong sugatan ang 62nd IB matapos silang sagupain ng mga Pulang mandirigma noong Nobyembre 22 sa Barangay Cansalungon, Isabela. Nangyari ang labanan bandang alas-4 ng hapon. Hinaras naman ng isa pang yunit ng BHB-Negros ang kampo ng CAFGU Active Auxiliary sa Barangay Balogo, Guihulngan City, Negros Oriental noong Nobyembre 30, alas-9 ng gabi.

Sa Northern Samar, isang sundalo ng 20th IB ang napatay sa operasyong haras ng BHB sa Barangay San Francisco, Las Navas. Ilang linggo nang hinahalihaw ng 20th IB ang kanayunan ng Las Navas.

Sa Bohol, dalawang tauhan ng 47th IB ang sugatan matapos silang paputukan ng BHB-Bohol noong Oktubre 24 sa Barangay Rizal, Bilar. Nangyari ang labanan bandang alas-11:40 ng umaga.

Ayon kay Ka Jose Ignacio ng National Democratic Front-Bohol, pinasisingungalingan ng nasabing labanan ang hungkag na pahayag ng AFP-PNP na wala na umanong insurhensya sa prubinsya.

MARAMAG, Bukidnon, Dec. 10 --A team from the local government unit (LGU) of Kitaotao, National Commission on Indigenous People (NCIP), Armed Forces of the Philippines (AFP), and Philippine National Police (PNP) rescued four sick children from the Bakwit in the Iglesia Filipina Independiente (IFI) Church Church in Poblacion, Kitaotao at around 8:00 A.M. on December 8, 2019.

The Communist Party of the Philippines - New People's Army - National Democratic Front (CPP-NPA-NDF) organized the Bakwits from Sitio Dumasilag, Brgy. Sta Felomina, municipality of Quezon in Bukidnon and occupied the IFI Church, saying their presence there is the best way to pressure the government to pull out the military forces in their area.

Despite the recommendations of municipal doctors of Quezon and Kitaotao for the seriously ill children to be immediately admitted to the nearest hospital, the leaders and organizers identified as Teresa "Neneng" Antihaw and Datu Olmo Antugon, refused to let the children out of the compound as long as their demands are not met.

Lt. Col Franklin F. Fabic, commanding officer of 88th Infantry Battalion, commended the accomplishment of the government team in rescuing the sick children.

"I am proud that despite the resistance of organizers, the children were saved from danger. The safety of the children is our priority. These Bakwits are victims of deception and fake information by CPP-NPA-NDF organizers," he said.

"To the CPP-NPA-NDF, stop manipulating IPs communities in advancing your political agenda especially the children. Do not let the children suffer for your personal gains. They deserved a better life. Do not destroy their lives for they are future of our land," he added. (88IB,PA)

ILOILO City – The City Peace and Order Council (CPOC) here has issued a strong declaration in the form of a resolution denouncing the atrocities and acts of violence being perpetrated by communist terrorist groups (CTGs) in the different areas of the country.

In the regular CPOC meeting of the city government here held recently, Iloilo City Police Office (ICPO) director Colonel Martin Defensor Jr. said this city should not allow the presence of CTGs and declare the Communist Party of the Philippines (CPP) and its armed wing, the New People’s Army (NPA) as “persona non grata” (unwelcome).

In the resolution, it is indicated that Iloilo City was declared as a white area, meaning there is no threat of internal security operation.

“Yet there is persistent information that the CPP/NPA uses the city as a rest and recreational area and to transact their other underground dealings,” said Defensor.

He said that the ICPO denounced the presence of CTGS in Iloilo City and will not allow their presence in the barangays.

Through the resolution approved by the CPOC, it is recommended to the Sangguniang Panglungsod for the passage of a similar resolution denouncing all forms of atrocities and acts of violence of the communist insurgents.

THE reopening of the peace talks remained in limbo as officials from both sides locked horns over conditions before the negotiations.

In a statement on Wednesday, Communist Party of the Philippines (CPP) founder Jose Maria “Joma” Sison insisted that the talks should be held in a “foreign neutral venue,” saying that the National Democratic Front of the Philippines (NDFP) does not trust the “no arrest” assurance of the government.

A precondition set by President Rodrigo Duterte and which Defense Secretary Delfin Lorenzana and National Security Adviser Hermogenes Esperon Jr. supported was the hosting of the talks by the Philippines.

Sison rejected the proposal.

The government also guaranteed that there would be no arrests of the NDFP consultants despite court-issued warrants across the country.

“The NDFP cannot trust any ‘no arrest’ declaration from the GRP (Government of the Republic of the Philippines) side unless the repressive issuances and campaigns of Duterte are ended, the political prisoners are amnestied and released, the CASER (Comprehensive Agreement on Social and Economic Reforms) and a bilateral ceasefire are already in place,” Sison said.

“Right now, the Duterte regime cannot gain the trust and confidence of the NDFP while it refuses to carry out [the] goodwill measures [of the NDFP],” he added.

Some of the preconditions that the NDFP wanted were the release of political prisoners and a holiday ceasefire to be declared by both the state forces and the New People’s Army (NPA).

“The NDFP is under no obligation to negotiate with a regime that is already discredited and is running out of time. The revolutionary movement is advancing,” Sison said.

Lorenzana, however, disagreed with the preconditions reiterated by Sison and questioned his distrust over the government’s assurances.

“Ano siya, sinuswerte? (What is he, lucky?)” the Defense chief said in a message when asked for his comment on Sison’s latest statement.

“In the first place, it was they who came to the President to request for the reopening of the talks through Sison’s emissaries,” Lorenzana said.

“If the NDFP will not trust the assurance of the government that no consultants will be arrested in the country should peace talks resume, “then that is their problem,” Lorenzana said.


The military said it would pursue its operations against the communist rebels even if the peace talks would reopen.

“We are continuing with our operations and we said we are successful,” Brig. Gen. Edgard Arevalo, the Armed Forces spokesman, said in an interview over CNN Philippines.

Asked if the military backed the resumption of peace talks, Arevalo said: “If it’s the President’s desire to move along this way, once again, we always are going to support and we are supportive of the President.”

It appears the prospect of another round of peace talks between the government and the Communist Party of the Philippines (CPP) encountered its first deadlock, as President Rodrigo Duterte and CPP founder and leader Jose Maria Sison disagree on where to hold the negotiations.

Duterte’s “bare minimum” requirement is to have the talks in the Philippines. Sison wants a “foreign neutral venue.”


Sison, who lives in exile in Utrecht, the Netherlands, worries that he could get arrested once he steps on Philippine soil.

“The National Democratic Front of the Philippines (NDFP) cannot trust any ‘no arrest’ declaration from the [government] side unless the repressive issuances and campaigns of Duterte are ended, the political prisoners are amnestied and released, the Comprehensive Agreement on Socio-Economic Reforms and a bilateral ceasefire are already in place,” Sison said in a statement on Wednesday, December 11.


The NDFP, the CPP’s political wing, could not trust Duterte’s government “while it refuses to carry out goodwill measures, such as the release of sickly and elderly political prisoners on humanitarian grounds, and engage in reciprocal unilateral ceasefires during the Christmas season up to the first week of New Year,” Sison added.

On Monday, November 9, Lorenzana said he would not recommend that Duterte declare a ceasefire with the New People’s Army (NPA), the CPP’s armed wing, during the Christmas holidays because the NPA violated past ceasefires by carrying on invading and extorting money from villages even though they refrained from attacking government troops.

Duterte did not declare a ceasefire with the communist insurgents during the Christmas holidays in 2018.

“The regime still retains a militarist and fascist mentality and behavior,” Sison said, adding that the Duterte government “has to prove” that the proposed peace talks are not a mere “trap.”

Holding peace negotiations in neutral territory is standard practice among peace processes in history. In the case of the Philippines, government negotiations with the Moro National Liberation Font in the mid 1970s were held in Libya, while recent talks with the Moro Islamic Liberation Front were hosted by Malaysia.

There was an attempt to hold peace talks with the NDFP in Vietnam during the administration of President Benigno Aquino III, but it did not materialize.

‘That’s their problem'

Duterte made a surprise announcement on December 5 that he would send labor secretary Silvestre Bello III to talk to Sison in the Netherlands about the possibility of reviving peace negotiations.

Bello, who had led the government panel in earlier attempts at peace talks with the communists, confirmed to Rappler on December 7 that he was in the Netherlands to meet with Sison.

But it appears the communist leader has qualms about the government's offer, and insists on staying away from the Philippines, where he would be under Duterte's power.

“If they do not trust the assurance of the President that they will not be arrested, then that is their problem,” Defense Secretary Delfin Lorenzana said on Wednesday, reacting to Sison’s statement.

“Ano siya, sinusuwerte (Does he think himself so lucky)? In the first place, it was they who came to the President to request for the reopening of the talks through Sison’s emissaries,” added Lorenzana in a message sent to reporters.

As far as the defense establishment is concerned, their marching orders is to end the 5-decades-old communist rebellion as soon as possible, or at least before Duterte’s term ends in June 2022.

Early in his term, Duterte welcomed members of the communist movement in MalacaƱang and even appointed some of them to his Cabinet. Peace talks were initiated with the NDFP in Oslo, Norway, and had a couple of false starts.

Duterte then accused the NPA of double-crossing the government by carrying on their usual activities despite ongoing peace negotiations. The killing of a 4-month-old child in a gun attack on a police car in Bukidnon was the last straw, and Duterte formally terminated the peace talks in November 2017.

In December 2018, Duterte ordered the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) to hold “localized peace talks” between local government units and individual NPA fronts.

The government has been enticing NPA guerrillas to defect and return to civilian life, as the police and military ratchet up their pursuit of rebel strongholds. Security forces have broadened their crackdown to include progressive groups that they accuse of acting as legal fronts for the CPP-NPA-NDFP.

ZAMBOANGA CITY, Zamboanga del Sur—-A soldier had a somber homecoming on Tuesday, Dec. 10 in Kumalarang, Zamboanga del Sur after paying what Western Mindanao Command (Westmincom) chief Lt. Gen. Cirilito Sobejana said was “the ultimate sacrifice.”

Private Alfie Ogao-ogao, a fresh Army training graduate, was
killed in a clash with New People’s Army (NPA) guerrillas last Sunday, Dec. 8.


“My salute to our soldier who paid the ultimate sacrifice putting other people and the country ahead of himself,” Sobejana said.

Major Arvin John Encinas, Westmincom spokesperson, said the clash happened in Sitio Napolan, Barangay Tinuyop of Leon B. Postigo, Zamboanga del Norte around 3:35 p.m. Sunday.

Encinas said the encounter lasted for some 20 minutes.

The incident happened amid fresh efforts to have the peace negotiations between the government and communist rebels reopened.

The hinterlands of Leon B. Postigo town are among the remaining hold outs of the NPA in the area that easily connects to Misamis Occidental province.

After the clash, soldiers recovered personal items left by the NPA guerrillas, three improvised explosives, two hand grenades, two rifle grenades and four caliber .50 bullets, Encinas said.

Sobejana vowed to increase military operations in the area.

KIDAPAWAN CITY (MindaNews / 11 Dec) – A suspected New People’s Army (NPA) commander, Rachel Cortez Daguman known by her alias as “Jazmin,” pleaded not guilty to 12 criminal charges filed against her at the Regional Trial Court (RTC) Branch 17 and 23 here.

Daguman, wearing a yellow T-shirt provided for by the Bureau of Jail Management and Penology (BJMP), was heavily guarded by elements of the Philippine National Police, Philippine Army, and BJMP when she arrived at the Hall of Justice under the 12th Judicial Region based here around 8 a.m. Wednesday.

Present during the hearing was Daguman’s father, an evangelical pastor in Magpet town; counsels Greg Andolana and Jojo Alave, both private practitioners; and Orlando Dano from the Public Attorney’s Office (PAO).

Charges filed against Daguman include four counts of attempted murder and multiple attempted murder which stemmed from the ambush her group allegedly perpetrated against the convoy of the Presidential Security Guard (PSG) in Arakan, Cotabato on July 19, 2017.

The attack wounded Army Sergeants Ian Peralta and Jerry Corsal and Staff Sergeant Julito Lisandra, all PSG members.

Daguman was also charged for killing a certain Commander Ebon Ansabo, believed to be the head of the Bagani, an armed group considered hostile to the NPA. The killing of Ansabo took place in Arakan, Cotabato, on July 27, 2012, court records showed.

She also faced one count of carnapping, which reportedly happened in Makilala, Cotabato, on May 20, 2013, where the complainant was identified as Hassim Molid. The vehicle stolen was reportedly worth P1.3 million.

Daguman and her men were also charged one count of robbery for orchestrating a raid of a police station in Magpet, Cotabato, on June 27, 2005. Court records showed the rebels carted away several high-powered firearms worth half a million pesos during the raid.

The hearing for these eight cases, which were lodged at RTC Branch 23 under the sala of Judge Jose Tabosares, is set on March 18, April 15, May 6, July 15, August 19, September 23, October 21, and November 18, all in 2020.

Meantime, Daguman was also charged two counts of kidnapping and two counts of serious illegal detentions when she led the ambush and the abduction of Corporal Delfin Sarucam and Private First Class Jason Valenzuela, both from the Philippine Army, in President Roxas, Cotabato, on April 14, 2011. These four cases were lodged at RTC Branch 17 under the sala of Judge Arvin Sadiri Balagot.

Meantime, the pre-trial for her two counts of kidnapping and two counts of serious physical detentions, which stemmed from ambush that happened last April 14, 2011 in President Roxas, Cotabato, was set on January 17, 2020.

Complainants said Daguman used several aliases to hide her identify.

Aside from being tagged as Commander Jazmin of the NPA Front 53, she was also known in the intelligence community as Commander Massy, Commander Era, Joel Pulido, Omar, Vicente Canedo, Aldrin, Jojo, Ian Vicente, Lito Masiau, Larry Bala, and Omni Bala.

CEBU CITY, Oct. 18 (PIA) -- Officials working to end local communist armed conflict (ELCAC) in the three regions in Visayas recently convened to discuss their activities, plans, and accomplishments since Pres. Rodrigo Duterte issued Executive Order 70.

This is the third major island group summit after Luzon on Oct. 14, 2019 and Mindanao on Oct. 10, 2019.

This is in preparation for the national summit that will be attended by the President.

Each Cabinet Officer for Regional Development and Security (CORDS) in the three regions presented their accomplishments and challenges in the implementation of their ELCAC plans at the national, regional, and cluster levels.
Executive Order 70

Sec. Hermogenes Esperon, who sits as the vice-chairperson of the National Task Force (NTF) ELCAC, recalled how they came to this point.

He said the President called for peace talks with the national government and the national democratic fronts for peace talks with the aim of achieving a settlement that is just and lasting.

“During the course of the peace talks, we could not come to an agreement to have a bilateral ceasefire,” Esperon said.

He added in the course of the talks, there had been an increase in atrocities done by the the rebel group such as continuing violent incidents and encounters with the civilian and military, burning of equipment in the countryside, and demanding illegal taxation from companies and even farmers.

“It came to a point when the President decided in November 2017 to terminate the peace talks,” Esperon said.

Subsequently, in December 2017, the President issued a proclamation declaring the CPP-NPA as a terrorist organization.

In June 2018, Esperon said the President finally ended the peace talk after the last time that the National Democratic Front insisted on their comprehensive agreement on socio-economic reforms proposal which suggests a coalition government.

In the security cluster, Esperon said that they then started to create plans, workshops, and meeting for a proposal to end insurgency which was then approved by the President.

What followed was the issuance of EO 70, calling for an end to insurgency and providing a framework for peace talks in December 2018.

Now there are 12 clusters for the NTF ELCAC led by military and civilian authorities with a common goal of achieving sustainable development for all and an insurgency-free nation. (fan/pia7)
