SAN JOSE, NUEVA ECIJA – A former activist from Pampanga was one of the wounded NPAs during an encounter with government troops in Barangay Estrella, Rizal, Nueva Ecija last November 14. The NPA is 33 years old Redsa Balatan alias Lea/Sinin/Julia who is the Political Instructor of Kilusang Larangang Guerilla Sierra Madre operating in Northern Nueva Ecija and parts of Aurora.

Balatan is the wife of Gerald “Geary” Salonga who died in another encounter in September 2, 2018 in Brgy. Villa, Maria, Aurora Province. The two were students of the University of the Philippines – Extension Program in Pampanga (UPDEPP). Geary before his death was first arrested in August 2014 with another NPA, Guiller Cadano. At that time, they claimed that they were activists from Kabataan Partylist and AnakBayan. Cadano also died in an encounter in Carranglan, Nueva Ecija last September 20, 2017.

The encounter was brought about by a report of a concerned civilian on extortion and recruitment activities in Barangay Estrella. A 15 minute encounter ensued when responding government troops went to the area. The encounter also resulted to the death of two other NPAs, the wounding of 3 (including Balatan) and capture of one. Recovered were two M16 rifles, three cal .45 pistols and other war materiels.

“This is solid evidence of the connection between legal fronts and the NPA,” said Lieutenant Colonel Honorato Pascual Jr., Commander of 84th Infantry Battalion who has operational jurisdiction of Northern Nueva Ecija. “They organize from the schools through groups like Kabataan, Anakbayan, LFS and the others in order to facilitate recruitment to the NPA,” he further stated.

The bodies of the deceased NPA are now awaiting to be claimed by their relatives while the wounded were brought to Dr. Paulino J. Garcia Memorial Research and Medical Center for them to be given the appropriate medical attention.

President Rodrigo Duterte personally honored on Friday the six Army soldiers killed in an encounter with New People's Army rebels in Borongan, Eastern Samar.

They were given the Order of Lapu-Lapu, Rank of Kalasag, posthumously, at Camp General Vicente Lukban in Catbalogan City.


The soldiers, who died on Nov. 11, were identified as Staff Sergeant Rex Jadulco, Sergeant Ronaldo Go, Sergeant Limar Banug, Corporal Junmar Buranday, Corporal Kent Lloyd Agullo, and Private First Class Charlie del Rosario.

Duterte also condoled with the relatives of the soldiers.

Wounded soldiers

Twenty-four other soldiers were injured during encounters with the NPA.

Duterte conferred the Order of Lapu-Lapu, Rank of Kampilan, on 16 wounded soldiers confined at the Camp Lukban Station Hospital.

He also conferred the Order of Lapu-Lapu on four soldiers wounded in separate clashes with rebels.


Duterte also conferred the Order of Lapu-Lapu, Rank of Kampilan, on soldiers and police personnel critically injured in the encounter in Borongan City. They were confined at the Divine Word Hospital in Tacloban City.

Malacañang said "the Order of Lapu-Lapu is given to persons in the government or private sector who have rendered extraordinary service or have made exceptional contributions to the success of the President’s campaign or advocacy."

"The Kampilan Medal is conferred on persons who were seriously wounded or suffered great loss of property as a direct result of their participation in such action," it added.

"The Kalasag Medal, on the other hand, is given to officials and personnel of the government and private individuals who lost their lives as a direct result of their participation in an activity pursuant to a campaign or advocacy of the President," the Palace said.

Dependents of the soldiers killed in action were given financial assistance from the government.

They were also granted other support through the government's Comprehensive Social Benefit Program.

Meanwhile, injured Army and police personnel were also extended financial assistance.

Government agencies which participated in the social benefit program are the Department of the Interior and Local Government (DILG), Department of Trade and Industry (DTI), Technical Education and Skills Development Authority (TESDA), and the Department of Health (DOH).

The National Housing Authority (NHA), Commission on Higher Education (CHED), National Police Commission (NAPOLCOM), and the Armed Forces of the Philippines (AFP) also gave assistance.

Philippine National Police (PNP) officer-in-charge Police Lieutenant General Archie Francisco Gamboa directed police officials to launch intensified offensive measures against communist rebels following the encounter in Samar.

MAGUINDANAO , Philippines – Three members of the Islamic State-inspired terrorist group Dawlah Islamiya, also known as the Bangsamoro Islamic Freedom Fighters (BIFF), were killed as soldiers launched artillery attacks on their hideouts in Barangay Dasawao, Shariff Saidona Mustapha on Thursday.

Sources from the Bangsamoro Autonomous Region in Muslim Mindanao police
identified the fatalities as Buhari, Samrudin and Mursid.


Quoting villagers, barangay officials said the bandits scampered as 105 Howitzer cannon projectiles were fired from Army camps.

Members of the municipal peace and order councils in Shariff Saidona Mustapha, Datu Salibo, Mamasapano and Datu Piang towns expressed concern that the bandits would launch retaliatory attacks to avenge their losses.

The BIFF is tagged in recent bombings in Central Mindanao.

Two bandits and a soldier were killed in an encounter in Barangay Tukanalipao in Masamapano early this week.

Nur Misuari, founding chairman of the separatist Moro National Liberation Front, claimed that the Duterte administration has asked him to reorganize the country’s territory as part of ongoing peace efforts.

In a meeting with Manila Mayor Isko Moreno on Friday, Misuari disclosed details of his previous discussions with President Rodrigo Duterte.

“The government has asked me to reconfigure the entire country, territorially. So I decided to subdivide into three natural divisions because... Luzon is separated by the sea, and so with Mindanao from the Visayas,” Misuari told Moreno during a courtesy call, as seen on Facebook Live.

“They said, we co-opt this into a political configuration. I said, okay we can adapt this to the proposed plan of the president to transform the unitary system (of government) into a federal one.”Misuari said that relations between the hypothetical federal states should still be maintained.

“[W]e should prevent them (hypothetical federal territories) from drifting apart. We must instead bring about the strengthening of the unity and solidarity of the country so that foreign powers cannot exploit us anymore,” Misuari said.

Citing the MNLF's turf advantage in Mindanao, Misuari also said he asked the president if his group can be tasked to fight a branch of international terror group ISIS in Mindanao.

“[Y]ou can can trust your problem with this and kami na ang bahala. Because our forces namin ngayon, 200-300K strong. We know every part of our land. Wala siyang mataguan dyan,” the MNLF chairman said. (We can handle this. Because our forces stand at 200,000-300,000 strong. They have nowhere to hide.)

Shelved federalism agenda

Duterte in June acknowledged that a proposed shift to a federal form of government—one of his campaign promises—might not gain support. The president's announcement came months after state economic managers cited the move's adverse impact on the economy.

“If you do not want federalism, fine. But change the Constitution that would really change this nation,” Duterte said in the June 25 oath-taking of newly-elected local officials and Hugpong ng Pagbabago senators at Malacañan Palace.

However, presidential spokesperson Salvador Panelo days later said Malacañang has not given up on federalism and still had three years to push for the measure.

“Palagay ko ’di mawawala yan. May tatlong taon pa naman tayo (I don’t think it will disappear. We still have three years),” Panelo said in a June 30 radio interview.

Duterte's fourth State of the Nation Adress in July, however, made no mention of federalism or charter change.

Peace process
In response to reports of discontent among MNLF members, Duterte in February met with Misuari to boost peace efforts in Mindanao and discuss a possible shift to a federal form of government.

Misuari went into hiding after the 2013 siege of Zamboanga City by MNLF troops which resulted in nearly 200 fatalities and around 14,000 displaced.

Misuari, also a former governor of ARMM, has faced charges of rebellion in connection to the Zamboanga siege, along with charges of graft and malversation of public funds.

However, his arrest was granted a temporary suspension in 2016 upon Duterte's request to seek his help in Mindanao peace negotiations.

The MNLF chairman had been in talks with the president after the Bangsamoro Organic Law (Republic Act 11054) was signed in July 2018, replacing ARMM with the BARMM.

“[S]abi ko itong kay Nur, areglo tayo dito (I told Nur we have a truce). Sabi ni Nur (Nur said), he is willing to talk and he has waited this long for me to make a decisive decision when he comes back,” Duterte said in a February 26 speech during the 2019 General Assembly of the League of Municipalities of the Philippines in Manila.

“Sabi ko (I said), ‘time for us to craft a new deal for the MNLF of Misuari.’”

Senate President Tito Sotto, however, said Congress would not be coerced by Nur Misuari’s threat of war to overhaul the 1987 Constitution and approve a proposed shift to a federal government.

“[D]oes he even know what kind of federalism he wants? Why are we going to jump into something because a citizen of the country says he wants this or that?” Sotto said in a March press conference.

“Hindi ganon kadali ‘yon eh. Pinaga-aralan ‘yon eh.” (It’s not that simple. A change of that magnitude needs to be studied.)

Eight government soldiers were injured in a gunbattle this week with an Islamic State-linked faction in the southern Philippine island province of Sulu, where officials suspect at least five foreign militants are working with the gunmen, the military said Friday.

The soldiers were patrolling in a remote village in Patikul town Wednesday when they encountered about 40 Abu Sayyaf militants under the command of Hatib Hajan Sawadjaan, and the two sides clashed, officials said. He is believed to be the new leader of Islamic State’s (IS) branch in the country’s south.


“The firefight lasted for less than an hour before the militants withdrew, bringing along their casualties with them,” Lt. Gen. Cirilito Sobejana, the military’s regional commander, said in a report released Friday.

“Rest assured that we will further intensify our operations to neutralize the remaining bandits in Sulu and in all the provinces under the operational control of the command,” he said.

American and Filipino intelligence officials consider Sawadjaan the new IS chief in the southern Philippines. He succeeded Isnilon Hapilon, another Abu Sayyaf commander, who was killed in October 2017 at the end of a five-month militant siege of Marawi, a city in the region.

Sawadjaan is believed to have masterminded three recent deadly bombings on Jolo, one of the islands in Sulu, including a suicide bomb attack by an Indonesian militant couple that killed 23 people at a church in late January.

The most recent attack occurred after soldiers killed three suspected suicide bombers on Nov. 5 on Jolo island. Troops remain on a heightened state of alert to thwart any bombing attempts by active Abu Sayyaf militants.

On Thursday, Armed Forces chief Gen. Noel Clement said at least five other foreign militants were believed to be hiding with the Abu Sayyaf in Jolo.

The military was coordinating with Indonesian and Malaysian authorities to monitor attempts by foreigners who had fought for IS in the Middle East to infiltrate the southern Philippines, Clement said.

“If ever there are reports, let’s say from Malaysia or Indonesia, they will share the information [with us], so we can prevent the terrorists from crossing, and the same is true also if there are reports of fighters here going to their respective country,” Clement said.

Meanwhile in Washington on the same day, members of the Global Coalition to Defeat ISIS issued a statement praising recent successes in defeating the militant group in Syria and Iraq, including the death of its leader, Abu Bakr al-Baghdadi, during a raid by U.S. Special Forces at his Syrian hideout last month.

But the coalition also warned in a joint communique that “despite Daesh/ISIS’s territorial setbacks in Iraq and Syria, none of its branches has renounced its allegiance to Daesh/ISIS. These branches have served as trans-regional enablers, providing support to organize, plan, raise funds, communicate, recruit, train, produce media, and plan external operations.”

“The global coalition must also remain vigilant and work against the threat of Daesh/ISIS branches and networks around the world, upon the request or prior consent of the country or state in which [a] Daesh/ISIS branch or network exists, and while fully respecting international law,” said the communique issued by the U.S. State Department on Thursday, referring to Islamic State by its Arabic name and a different acronym.

On Friday, the State Department announced that Nathan Sales, its counterterrorism ambassador, would travel to the Philippines next week after visiting Belgium and The Hague.

While in the Philippines, he is scheduled to meet with national security and counterterrorism officials to discuss information sharing and efforts to combat the financing of terrorism in the region, according to a news release from the department.

Based on a DNA test, the military has bared the connection of the three foreign suicide bombers who were killed in separate incidents in Indanan, Sulu.

Citing information from the Police Regional Office 11 Crime Laboratory, the Joint Task Force Sulu said there was a 99.9 % match between the DNA samples of the young suicide bomber in the clash in Barangay Kan Islam last November 5 and the female suicide bomber who had perpetrated the explosion at the entrance gate of a military detachment in Barangay Kajatian on September 8.

Lieutenant Colonel Gerald Monfort said the young suicide bomber was identified as "Abduramil" or "Yousoph." The female suicide bomber, who was believed to be Abduramil's mother, was identified as Reda Mohammad Mahmud.

The military further said there was no match between the DNA samples of Abduramil and the adult foreign suicide bomber who was also killed on November 5.

"The result of the DNA test confirmed the intelligence report that the adult foreign suicide bomber, identified as Baker Al Seddik Barakat, also known as Abduracman, was only the stepfather of Abduramil," the military said in a statement.

The military said Reda, the lone fatality in the September 8 explosion, was involved in the bombing of churches in Egypt in 2017 which claimed the lives of 92 individuals and hurt 252 others.

Police Colonel Pablo Labra, director of the Sulu Provincial Police Office, said Reda, together with Abduracman and Abduramil, traveled to Mindanao through backdoor channel to seek refuge with the Abu Sayyaf in Sulu with the help of ISIS connections in Southeast Asia.

Meanwhile, Major General Corleto Vinluan, commander of JTF Sulu, said the DNA test results have indicated that the ISIS had a hand in the bombing incidents in Sulu.

"It is very ironic that the ASG who is projecting as a Muslim advocate for peace have coddled criminals from other countries who have created havoc in Sulu," Vinluan said.

Aside from Abduramil and Abduracman, one local Abu Sayyaf member was killed in the encounter with troops from the 41st Infantry Battalion and the 1102nd Infantry Brigade at a checkpoint at Sitio Itawon, Barangay Kan Islam.

The military had said the vests recovered were identical to the vests used by the suicide bombers in the two attacks in Barangay Tanjung, Indanan, Sulu on June 28 and September 8, of this year.

CAMP SIONGCO, Awang, Datu Odin Sinsuat, Maguindanao – One soldier was wounded in an IED explosion in Brgy. Dasawao, Shariff Saydona Mustapha, Maguindanao this early morning of November 15, 2019 while conducting security operations against the BIFF terror group.

Wounded in the explosion was Corporal Alexander D. Flauta of the 90th Infantry Battalion based in Datu Anggal Midtimbang, Maguindanao.

The wounded soldier was immediately brought to Camp Siongco Station Hospital for immediate medical treatment.

“Our relentless efforts to eradicate these terror groups will continue so that every peace loving individuals and communities in JTF Central AO will feel safe and secure and benefit from the results of our governments’ efforts towards progress here in Central Mindanao” said Joint Task Force Central Commander Maj. Gen. Diosdado C. Carreon.

Kalinaw News: 3ID gets additional 254 soldiers

CAMP PERALTA, Jamindan, Capiz – The Army’s 3rd Infantry (Spearhead) Division produced additional soldiers following the graduation of the 254 Candidate Soldiers here, November 15, 2019. Brigadier General Eric Vinoya, the newly-installed Commander of the 3ID led the graduation ceremony of the Candidate Soldier (CS) Classes 606 and 607-2019.

The occasion was graced by Honorable Roel Degamo, the Governor of the Province of Negros Oriental who also led the ceremonial entrustment of firearms together with other local officials and teachers to the newly-enlisted soldiers.

They were all enlisted to the rank of Private after completing three months of rigid Candidate Soldier Course (CSC) and Jungle Warfare Mountain Operation Course (JWMOC) facilitated by the 3rd Division Training School (3DTS).

Private Melven Zausa, a Bachelor of Science in Home Technology graduate from Barangay Ogsip, Libacao, Aklan received the Commander, 3rd Infantry Division Award for topping the 127 CS Class 607-2019 with a General Point Average (GPA) of 89.43 % in all evaluated subjects. Private Reydan Durante, a BS Marine Transportation undergrad from Purok A1, Katipunan, Sagbayan, Bohol bagged the same award after emerging as the top student of Class 606-2019.

Durante was also a recipient of Commander’s Physical Proficiency Awards for obtaining the highest rating in Physical Fitness Test in Class 606.

The Chief of Staff, 3ID Awards were given to Private Eraldex Alfornon of Barangay Tomonoy Moalboac, Cebu and Private Gilbert Zonio of Barangay Ganson, Jamindan capiz for graduating number 2 in Class 607 and 606, respectively. Recipients of the Commandant, 3rd Division Training School Awards are Private Abe Gape of Barangay San Nicolas, Tapaz, Capiz and Private Francis Norbe of Barangay Camindangan, Sipalay City, Negros Occidental for graduating number 3 in Class 606 and 607, respectively.

Private Generoso Decipolo, a BS Criminology graduate from Barangay Poblacion, Mabinay, Negros Oriental bagged the Commander’s Physical Proficiency Awards for obtaining the highest rating in Physical Fitness Test in Class 607.

BGen Vinoya congratulated the newly-enlisted soldiers for passing and finishing the meticulous selection process and rigid training. You have proven yourselves worthy of wearing the uniform of the Armed Forces of the Philippines, said BGen Vinoya.

Vinoya reminded the new Army privates to avoid those activities that could discredit them as soldiers and could taint the military organization.

“Always adhere to the highest standards of excellence and professionalism as you perform your duty to the people and country,” Vinoya emphasized.

The newly-installed Acting Commander is optimistic that the additional homegrown soldiers of the 3ID will surely boost the government’s peace effort to end decades-long local communist armed conflict in Central and Western Visayas.

Meanwhile, Governor Degamo, the Guest of Honor and Speaker, also reminded the newly enlisted soldiers to be faithful to their sworn duty.

“The firearms that was entrusted to you including your certificate of completion is commissioned to bring effective service to our country. Don’t use it in doing abusive acts and in harming your people,” Degamo emphasized.

Degamo also told new soldiers to always respect human rights and the rule of law in all of their future engagements; always follow the lawful orders of their commanders and leaders; be loyal to their loved ones and family, and most of all keep their faith in God intact.

Degamo was awarded a plaque of appreciation for his support on the Command’s campaign in Negros Oriental.

CAMP MONTECLARO ,Miagao, Iloilo– On Thursday, November 14, 2019 marks a very significant day for Bingawan town as the municipality creates the Municipal Task Force to End Local Communist Armed Conflict (MTF ELCAC) and subsequently declares the Communist NPA Terrorist as Persona Non Grata held at the Municipal Hall, Bingawan, Iloilo.

An assembly of LGU key leaders, LGAs, 61IB, PNP, CSOs, reservists and students were able to witness the signing of EO Nr 66 creating MTF ELCAC which supports the “Whole of Nation” approach of the government in addressing insurgency.

Resolution Nr 02 Series of 2019 declaring the CNTs as Persona Non Grata was also highlighted during the Peace Covenant Signing presided by Hon. Mark Palabrica, Municipal Mayor of Bingawan.

The activity was participated by Board Member Matt Palabrica, NICA,PNP, MLGOO Ms Jennifer Sabio, Municipal and Barangay Officials, Religious Sector and DepEd representative, BIR, BFP, students and Civil Society Organizations.

In the morning, the local populace of Bingawan and Stakeholders participated in a Walk for Peace around the town.

Ltc Joel Benedict G Batara, Commanding Officer of 61IB lauded the efforts of the people of Bingawan and the MTF-ELCAC for making a strong and solid stand in condemning the Communist NPA Terrorists.

Troops of 40th Infantry Battalion responding to a report of a possible IED attack from concerned civilians found an improvised explosive device (IED) at a roadside in Brgy Bagumbayan, President Quirino, Sultan Kudarat on Tuesday evening, November 12, 2019.

The Army’s Explosive and Ordnance Disposal team successfully disarmed the IED after the military cordoned the area.

The following day, the troops intensified their security measures to clear the community of possible IEDs and were able to recover loose firearms consisting of a homemade M79 Grenade Launcher, a caliber. 22 rifle, an M653 rifle, and caliber. 45 pistol. They also found bandoleers and binoculars in the area.


In his statement, Joint Task Force Central Commander Maj. Gen Diosdado C. Carreon has enjoined everyone to remain vigilant at all times and support the government’s fight against terror attacks.

He also commended the continuous support of the civilian counterparts in maintaining peace and security by providing vital information that led to the timely discovery of the IED and loose firearms.

Camp Siongco, Awang, Datu Odin Sinsuat, Maguindanao — Joint government forces composed of troops from 34th Infantry Battalion, Midsayap PNP, PDEA RO-12 seized drugs, firearm and ammunition during the conduct of law enforcement operations early in the morning on November 14, 2019 in Brgy Salunayan, Midsayap, North Cotabato.

The troops implemented a search warrant for violation of Section 5, 11 and 12 of R. A. 9165 against Danny M Cabuyao alias Danny, 45 yrs old, married, businessman and a resident of Brgy Salunayan, Midsayap, North Cotabato.

Seized by the operating teams were one (1) .45 caliber pistol with ammunition and forty eight sachets (48) containing white crystalline powder believed to be “Shabu” totaling to five (5) grams with a total street value of 50,000 pesos.

We will sustain our commitment in providing support to the PNP and other agencies particularly in law enforcement operations to ensure the safety and security of everyone in JTFC AO, Major General Diosdado C. Carreon said.

Department of the Interior and Local Government (DILG) Secretary Eduardo M. Año is calling on the youth “to think twice and be more discerning” before joining the series of events organized by an alliance of student councils in line with the observance of the National Students’ Day as such events are not organized and spearheaded by the National Youth Commission (NYC).

Año says the 1st National Students’ Youth Camp which will be held on November 16-17 as well as the series of events from November 11-21 in several campuses of the University of the Philippines are not being endorsed by the NYC which is the agency mandated under the law to lead the annual activities for the National Students’ Day.

“We just want to make it clear that the 1st National Students’ Youth Camp as well as the other activities organized by the National Union of Students of the Philippines (NUSP) and other allied groups are not government-endorsed. These are separate activities that are not sanctioned by the government and the NYC,” he says.

Under Republic Act 11369 or the National Students’ Day Act, it is the NYC that is tasked to lead the annual program of activities for the National Students Day with the support of the Department of Education (DepEd) and the Commission on Higher Education (CHED). The NYC is an agency under the DILG.

Año issued the statement after receiving queries from the public, particularly parents, if the government is aware of and encouraging the attendance of the youth to the said youth camp and other NUSP-led activities which are being circulated on social media.

He says he also received reports that the youth camp along with the other activities are being used by Communist-led front organizations as a venue to agitate, deceive and recruit the youth into joining the communist movement.

“While the intent of RA 11369 is to inculcate love of country and social responsibility among the youth, leftist groups are taking advantage and riding on the observance of the National Students’ Day to do the opposite and that is to fuel distrust in the government and duly constituted authorities and advance their communist agenda,” he says.

The DILG Secretary strongly urges the youth to be more discerning and not to fall into the trap of the enemies of the state whose ultimate motive is to overthrow the government.

Año also says that while the government recognizes the right of the camp organizers to conduct such activities, they too should be wary of becoming instruments of communist front organizations for recruitment.

“Huwag kayong magpagamit. Use your talents and skills for worthwhile activities that will help in nation-building and not in those that will veer you away from the right path,” he says.

Among the organizers of the 1st National Students Youth Camp are the UP Office of the Student Regent, NUSP, College Editors Guild of the Philippines, Student Christian Movement of the Philippines, and Kabataan Partylist.

CAMP SANG-AN, Labangan, Zamboanga del Sur – Two members of Abu Sayyaf group surrendered to Army’s 44th Infantry Battalion in Imelda, Zamboanga Sibugay, 8:30 a.m. Thursday, November 14, 2019.

“The two were identified as alias JOLO USMAN, and alias JUL, are residents of Talipao, Jolo, Sulu and operating under Sibih Pisih, one of the notorious leader of Abu Sayyaf Group,”
, said Lt. Col. Don Templonuevo, 44th IB Commander.

“Both however lie-lowed in Sibugay province in the year 2016”,
added Templonuevo.

The two also yielded two Garand rifles and now undergoing custodial debriefing as of this posting.


According to Col. Leonel Nicolas, 102nd Infantry Brigade Commander, who has operational jurisdiction of Zamboanga Sibugay “We continuously encourage terrorist groups and their supporters to surrender and submit themselves to the folds of the law and become productive Filipino citizens”.

Meanwhile, Brig. Gen. Bagnus Gaerlan Jr., Acting Commander of the 1st Infantry Division and Joint Task Force Zampelan (Zamboanga Peninsula and Lanao Provinces), commended the efforts of the troops for the successful surrender of the two ASG member.

“Your 1st Infantry (TABAK) Division, remains steadfast in its commitment to attain just and lasting peace in our area of operation thru our campaign against terrorist and other threat groups,” said Gaerlan.

“Likewise, we thank the constituents and other stakeholders for the trust and confidence to our troops who relentlessly strive to sustain the peace and security in Western Mindanao,” Gaerlan added.

MANILA, Philippines – Soldiers of the Philippine Army gave up their allowances for two meals in order to fund the purchase of a lot and the construction of temporary shelters for people displaced by the recent earthquakes in Mindanao.

Army Commanding General Lieutenant General Macairog Alberto on Thursday, November 14, handed over a check for P9,226,600 to the military officers in charge of disaster relief efforts in the quake-hit areas in Cotabato: Major General Jose Faustino Jr of the Army’s 10th Infantry Division and Brigadier General Rodolfo Lavadia Jr, commander of the Disaster Response Task Force.


A total of 92,266 soldiers donated P100 from their daily meal allowance of P150. Divided by 3 meals in a day, the amount they gave was equivalent to two meals, Army Spokesperson Lieutenant Colonel Ramon Zagala told Rappler on Friday, November 15.

The money will be used to buy an estimated 4.9 hectares of land and construction materials to build 100 “Kobe-type” houses. Each shelter will be able to accommodate up to 7 people, and will cost around P50,000.

“Through our donations, we hope that these will somehow uplift the morale of the people. We urge everyone to extend whatever assistance they can in keeping with the Filipino 'bayanihan' spirit,” Alberto said in a statement.

As evacuees move into the temporary houses, schools currently used as evacuation centers will be freed up so classes can resume, Alberto added.

At least 24 people died as a result of a series of strong tremors in Cotabato and other parts of Mindanao that began on October 29. More than 100,000 people remain displaced, living either in evacuation centers, usually schools, or outdoors in makeshift shelters, according to the figures released by the National Disaster Risk Reduction and Management Council on Friday, November 15.

In Makilala town, Cotabato, 60% of households were destroyed by the tremors, and 8 barangays were declared “no-build zones” and uninhabitable by the Philippine Institute for Volcanology and Seismology and the Mines Geosciences Bureau – at least while aftershocks were still expected.

Units of the Armed Forces of the Philippines, including the Army, have been assisting and facilitating humanitarian aid and disaster relief efforts for people affected by the earthquakes.

KIDAPAWAN CITY (MindaNews / 14 November) — Engineers from the Army’s 901st Infantry Brigade of the 10th Infantry Division presented two prototypes of temporary shelters that the provincial government of North Cotabato is set to build ior residents who lost their homes due to the series of powerful quakes.

The prototypes were presented on Thursday to Acting North Cotabato Governor Emmylou Talino-Mendoza who told engineers the provincial government is set to include as banner program, “Adopt-A-House,”
The cost of the temporary shelter is 50,000 pesos, according to the Army enginners.

Mendoza said a number of businessmen, private establishments and companies, local government units from other areas, and peoples’ organizations have also expressed willingness to build homes for the quake victims.

The engineers told Mendoza the proposed temporary shelter is earthquake-proof and could withstand flooding.

The model houses have bolts, making them collapsible. They can also be transferred easily to another location. The ceiling and the walls are made of HardiFlex board and has a dimension of four by five meters.

The construction crew performed on Thursday simulation activities that tested the houses’ durability and dependability.

“They tried to use water from fire trucks to really determine, if indeed, these houses are strong and safe,” said Mendoza.

These temporary shelters will be built in the towns of Makilala, Magpet, Tulunan, and M’lang, which are hardest hit by the October quakes.

“There are quake victims who decide to build temporary shelters near their area, that’s okay. We are still looking for possible areas where we could build these types of houses,” Mendoza added.

Other quake victims who can afford to build their own homes can avail of loans from the Government Security Insurance System (GSIS) for government employees; Social Security System (SSS); and PAG-IBIG Home Mutual Development Fund for private workers.

The local government units can also ask funding from the National Housing Authority for the construction of shelters, she said.

CAGAYAN DE ORO (MindaNews / 15 November) — Police arrested two suspected “Sparrow” members of the New Peoples Army after a shootout in Valencia City, Bukidnon on Thursday.

Valencia City police chief Supt. Surki Sereñes said the two suspects
identified as Frederic Tagurda alias “Rek-rek” and Pedeng Matikinon alias “ Santo”, were wounded after the shootout in Purok 12, Barangay Tongan-Tongan in that city Thursday afternoon.

Sereñes said the suspects who were
alleged members of the NPA “Thunder” group of the NPA guerilla front 6, were brought to a hospital for treatment.


“The attending physician later advised us to take the suspects because they only sustained minor wounds,” Sereñes said.

Sereñes said the police operation started after a concerned citizen called them that there were four communist rebels on two motorcycles in Purok 12, Barangay Tongan-Tongan.

He said together with Army soldiers, the police went to Purok 12 but was met by gunfire from the suspect.

Sereñes said the two wounded suspects ran to a nearby rice mill but the two others managed to escape.

“The police officers and soldiers assaulted the rice mill resulting to the arrest of the two suspects,” Sereñes said.

He said they seized two caliber .45 pistol with 13 bullets; a fragmentation grenade; four pieces of blasting caps; subversive documents; a Honda XRM motorcycle.

ROXAS CITY, Capiz, Nov. 15 (PIA) – The “Whole-of Nation” approach spelled out under Executive Order No. 70 issued by President Rodrigo R. Duterte is the key to end communist armed conflict.


Newly installed 3rd Infantry Division, Philippine Army, commander Brigadier General Eric Vinoya said, the institutionalization of the Whole-of-Nation approach will really end the insurgency problem in the country.

He challenged the local chief executives who head their respective Local Task Forces to End Local Armed Conflict (LTF-ELCAC) to take the lead in ending local insurgency in their locality through good governance.

Vinoya also appealed to local government units and different national government agencies to do what are expected of them for the benefit of the people.

“The military is not the solution to insurgency. We have to identify the root causes of the problem which the solutions are in the LGUs and government agencies in terms of delivery of basic services in the communities,” Vinoya said.

Meanwhile, he revealed that so far, the Regional Task Force-ELCAC in Regions 6 and 7 have already been organized and have been cascaded to the provincial and municipal levels.

He said that so far the government is gaining ground against insurgency and “we are in control of the situation,” pledging that they are doing their best to end the insurgency problem. (JBG/PIA6-Capiz)

FORT MAGSAYSAY, Nueva Ecija, Nov.15 (PIA) -- A total of seven armed members of the Komiteng Larangang Gerilya Sierra Madre of the New People’s Army (NPA) were neutralized in a focused operation of the Army and Police Thursday afternoon in barangay Estrella, Rizal town.

Two of the seven neutralized NPA members were killed, four wounded and one captured. No casualty was reported on the side of the government which consisted of the 84th Infantry Battalion (84IB), 69th Infantry Battalion and Nueva Ecija Police Provincial Office.

“The wounded were immediately given first aid by the operating troops and were rushed to the nearest hospital for treatment, the two killed were turned over to the municipal government of Rizal and the captured was turned over to the custody of Rizal Municipal Police Station for further investigation and filing of appropriate cases,” 84IB Commanding Officer Lieutenant Colonel Honorato S. Pascual Jr said.

We welcomed them and gave all the assistance, benefits and protection we could, to ensure that they will have the chance to start a new life. DAVAO DEL NORTE, Nov. 15 (PIA) - The Regional Task Force Ending Local Communist Armed Conflict (RTF-ELCAC) operation center, the first in operation center in the Philippines aimed to address insurgency was made operational and formally opened this morning (Nov. 15) with the Davao del Norte Provincial Government as the host.

Housed at the conference hall of Davao del Norte Provincial Disaster Risk Reduction Management Office (PDRRMO) at the Provincial Government Center in Mankilam, Tagum City, the RTF-ELCAC Internal Security Operation (ISO) Coordination Center will put together the necessary information crucial to the regional roll out of the Executive Order No. 70 issued in December 2018 by President Rodrigo Duterte to end local communist armed conflict necessary to attain inclusive development and sustainable peace.

Regional Peace and Order Council (RPOC) regional chairperson, Governor Nelson Dayanghirang of Davao Oriental appreciated Davao del Norte Governor Edwin Jubahib for taking a swift action in setting up the RTF ELCAC ISO Coordination Center that local chief executives of Davao Region had recently just talked about.

Attending the same occasion, Regional Development Council chairperson (RDC) XI, Governor Jayvee Tyrone Uy of Davao de Oro (Compostela Valley) looked at the RTF ELCAC ISO Coordination Center set up in Davao del Norte as “very strategic” considering Tagum City lies at the center of provinces and cities in Davao Region.

With the RTF ELCAC OpCen already opened, Uy said “we aim for this Region to be the front-runner of this administration to end local communist armed conflict,” while assuring that areas for priority development will be given focus.

Uy expected that coordination with LGUs and NGAs on ELCAC to be brought down and reach the priority areas.

Meanwhile, Jubahib noted that the E.O. 70 of President Duterte has led stakeholders of peace and development to reassess and reshape solutions to communist armed conflict and insurgency.

Addressing fellow local chief executives and agency representative to RTF ELCAC, Jubahib looked at insurgency problem as a manifestation of deep-rooted problems.

In attaining lasting peace, Jubahib called for a unified move to address hunger, poverty, insensitivity, social inequity and social injustice “which we can address thru collective effort and application of good governance as a tool of local government units (LGU).

DAVAO DEL NORTE, Nov. 15 (PIA) - Government and civic sector services have continued to pour in the Ata-Manobo village of Tapayanon, located at the tri-boundary of Davao del Norte, Bukidnon and Agusan del Sur.

The 60th Infantry Battalion yesterday wrapped up the fourth leg of interagency outreach activity benefiting 156 Ata Manobo families based on the latest updating of the Listahan of the Department of Social Welfare and Development (DSWD) XI.


Reachable only through a helicopter, the Village of Tapayanon was discovered in February this year when troopers of the 60th Infantry Battalion were in pursuit of armed members of the New Peoples Army (NPA). Having noted of the dire need for services among residents of the Village, the 60th IB interagency delivery of various government services.

Civil Military Operations officer, 1LT Amadeus Vincent John Celestial recalled that the earlier tranches of multi-agency services delivery happened in July and in September. The close series of multi-services sortie was conducted on November 10 to 12 and on November 12 to 13.

Dubbed as Sitio Tapayanon Whole-of-Nation Service Convergence Camp, the November 10 to November 14 multi-agency service delivery generated the participation of civil sector organizations particularly the One Heart for Hope, Quota International, Rotary Club of Tagum and Jaycees International (JCI) of Davao.

The first leg of the event pulled together the services of Kapalong Municipal Health Office-Rural Health Unit (MHO-RHU), DSWD Listahan, Kapalong District Department of Education Alternative Learning System (DEPED ALS), Department of Science and Technology (DOST), the Davao del Norte Provincial Information Communication Management Office (PICKMO) while the National Anti Poverty Commission (NAPC) sent a representative.

Joining the second batch were the Commission on Human Rights (CHR) XI, the Davao del Norte provincial offices of the National Indigenous People’s Commission (NCIP), Technical Education and Skills Development Authority (TESDA), the Department of Trade and Industry (DTI), Department of Environment and Natural Resources (DENR) and the Philippine Information Agency (PIA).

Forming part of the second batch were Kapalong Municipal Offices of Indigenous People’s Representative, the Municipal Agriculture (MAGRO) and the Municipal Local Registrar (MCR). The Municipal Health Office and DSWD Listahan pushed through the fourth day until Nov 14 their respective services.

Overseeing the entire run of the Whole of Nation Convergence for Sitio Tapayanon, Celestial expressed optimism that network of services will continue especially now that the Ata-Manobo residents of Tapayanon have gained receptiveness of the government.

DAVAO DEL NORTE, Nov 15 (PIA)---The Regional Task Force on Ending Local Communist Armed Conflict (RTF ELCAC) Internal Security Operation (ISO) Coordination Center is expected to pool data and information from local government units and national government agencies to address concerns on insurgency.

In an interview with the media, RTF ELCAC co-chair and Regional Development Council (RDC) XI chairperson, Provincial Governor Jayvee Tyrone Uy of Compostela Valley noted ease in coordination with member agencies with the operation center set up and made operational.


He also highly noted the crucial importance of a quick response team that would come along with the RTF ELCAC ISO coordination center that is housed at Davao del Norte Provincial Disaster Risk Reduction Management Office (PDRRMO) conference hall.

The Opcen was formally opened this morning as an offshoot to offers of Davao del Norte Provincial Governor Edwin I. Jubahib for available space at Davao del Norte Provincial Government Center for the RTF ELCAC operation center.

On top of the PDRRMC conference hall, Jubahib also made available the PDRRMO sleeping quarters for Davao del Sur, Davao Occidental, Davao Oriental and Compostela Valley provincial employees assigned to operate the provincial data and information monitors set up in the OpCen.

Aside from Uy, Regional Peace and Order Council (RPOC) chairperson, Provincial Governor Nelson Dayanghirang of Davao Oriental; Philippine Army 10th Infantry Division commander, Major General Jose C. Faustino Jr.; and Davao del Norte 2nd District Congressman Alan Dujali along with regional heads of key agencies to RTF ELCAC, attended the Opcen inauguration and meeting.

In a separate interview, Jubahib assured full security in protecting the data and information stored and shared among member agencies through the OpCen that would also serve as discussion boardroom of lead members of RTF ELCAC to address insurgency concerns.

Jubahib explained that the OpCen will run 24/7 as a restricted area closely watched by an officer of the Philippine Army with security personnel of the Provincial Government to augment the security force along with the Philippine National Police (PNP). CCTV cameras will also be installed forming part of the OpCen monitoring system.

“Tanang makasulod dinhi kinahanglan ma-verify ug kinhanglan ug clearance from us and from the focal person. (Anyone who would come in should be verified and must have clearance from us and from the focal person.),” he said referring to focals of RTF ELCAC clusters.

CAMP SIONGCO, Maguindanao -- A soldier was wounded after a device planted by radicals exploded in Shariff Saydona Mustapha, Maguindanao on Friday.

Maj. Gen. Diosdado Carreon, the Army’s 6th Infantry Division commander, identified the injured soldier as Cpl. Alexander D. Flauta of the 90th Infantry Battalion based in Datu Anggal Midtimbang, Maguindanao.

Flauta and his colleagues were conducting an early morning security operation against the
Islamic State-inspired Bangsamoro Islamic Freedom Fighters in Barangay Dasawao, Shariff Saydona Mustapha when the explosive along their path went off.


“The wounded Flauta was immediately brought to this camp’s infirmary following the incident,” Carreon said, vowing a continuous pursuit of BIFF members currently holed up in the 220,000-hectare Liguasan marshland situated in the borders of the “SPMS box”.

“Our relentless efforts to eradicate these terror groups will continue so that communities in Central Mindanao would feel safe and secure from the results of our government's efforts,” he said.

The SPMS box is a term used by the military on the area where the BIFF mainly operates. These are the adjoining towns of Shariff Aguak, Pagatin (Datu Saudi Ampatuan town), Mamasapano, and Shariff Saydona, all in Maguindanao’s second district.

 Two councilors of Barangay Kalamtukan, Bayawan City in Negros Oriental were shot dead on Thursday.

A report from the Negros Oriental Provincial Police Office (NOPPO) identified the victims as Felipe Semillano Condez, Jr., 60, married, and Jonesis Juanitez Condez, 31, both residents of Kalamtukan.


Initial police investigation showed that at 10:30 a.m., the victims were on their way home from the city proper on board a motorcycle when their assailants -- two unidentified persons riding on a motorcycle and believed to have been tailing them -- shot them using a firearm of still unknown caliber at Sitio Napac-an in Barangay Kalumboyan, Bayawan.

Sitio Napac-an is about 15 km. from the city proper.

The village councilors suffered multiple gunshot wounds that caused their instant death.

Police investigators were still determining the motive for the killing.

Eight soldiers were wounded while the Abu Sayyaf Group (ASG) suffered undetermined number casualties during a firefight in the hinterlands of Sulu, a top military official said Friday.

Lt. Gen. Cirilito Sobejana, the Western Mindanao Command (Westmincom) chief, said
the clash took place Wednesday in Barangay Buhanginan, Patikul, Sulu.


Sobejana said troops from the Joint Task Force Sulu were conducting security operations when they clashed with some 40 fully armed ASG bandits under the group of Hatib Hajan Sawadjaan and Radulan Sahiron.

Sobejana said the firefight lasted for about 40 minutes, after which the ASG bandits fled dragging along their casualties.


He said the wounded soldiers were taken to Camp Teodulfo Bautista Station Hospital in Barangay Busbus, Jolo, the capital of the province.

“I salute our gallant soldiers for their bravery and utmost dedication to their sworn duty,” Sobejana said.

He said they will further intensify the offensive to neutralize the remaining ASG bandits in Sulu and “in all the provinces under the operational control of the command”.

He said troops are tacking down the ASG bandits, who fled to different directions.

The Philippine National Police-Criminal Investigation and Detection Group in Western Visayas (CIDG-6) has appealed the dismissal of the complaint against the 31 persons arrested by police and military troops during the raids here on Oct. 31.

An 11-page motion for reconsideration was filed by the CIDG-6, represented by Lt. Col. Luke Ventura, before the Office of the City Prosecutor on Thursday afternoon.


Capt. Cenon Pancito III, public affairs chief of the Philippine Army’s 3rd Infantry Division, who was present during the filing, said such is a legal remedy availed of by the police, which has been given 10 days by the prosecutor to seek an appeal.

“It is the prayer of the CIDG to also hold accountable the 31, not just outrightly dismiss the complaints against them. This will allow the judge to evaluate the (pieces) of evidence,” he added.

In the motion, the CIDG said “(c)onspiracy exists between and among the individuals who were arrested” and “there is probable cause for the indictment of all individuals arrested”.

The 31 were among the 42 suspected Communist Party of the Philippines-New People’s Army (CPP-NPA) members charged with illegal possession of firearms, ammunition and explosives after they were arrested in four search operations in the areas occupied by progressive groups Bagong Alyansang Makabayan, Kilusang Mayo Uno, Gabriela, Anakpawis and National Federation of Sugar Workers.

Police and military operatives seized 32 firearms, 130 rounds of ammunition, and five explosives during the simultaneous raids.

In a resolution dated Nov. 4, Senior Assistant City Prosecutor Fernand Castro dismissed the charges against the 31 for lack of probable cause, and they were immediately released after receiving a copy of the ruling.

They were Mario Estrobo Aguelan Jr., Richard Sajo, Richre Paparon Remada, Geovanie Pollentes Morad, Mark Anthony Tagaytayan Olaera, Ernie Rebias Escoltor, Joey Plaza Micmic, Jessie Ryan Hecita Doza, Charlie Alintoson Lozada, Ernesto Judiadan Dodoyco Jr., Randy Domadiego Agbones, Junelle Jusal Miraflor, Gerry Magbanua Lacson, Marlito Apunan Escaner, and Eddie Fernandez Ibon.

Others included Joedelmar Anfory Tano, Jecards Austero Jamero, Jemar Rojo Santellan, Ashly Mark Sanong Antes, Jefherdy Gewon Alipoton, Richard Mag-aso Escada, Rolando Bilches de los Reyes, John Carlo Larbo Capanas, Glanie Guimbal Hambre, Mario Ayo Tambiga, Joebert Lozada Belarmino, Ramil Gonzales Ayco, Jefherd Genon Alipoon, Joelito Telebrico Sumaque, Esmael Asplico Lorca, and Jessie Taasan Badonasa.

Of the group, 21 were identified as former employees of Ceres bus operator Vallacar Transit Inc., who were represented by legal counsel Jose Max Ortiz.

SAN JOSE, Nueva Ecija -- A former activist from Pampanga was one of the wounded New People's Army (NPA) rebels during an encounter with government troops in Barangay Estrella, Rizal, Nueva Ecija on Thursday.

The military identified rebel as Redsa Balatan, 33, alias Lea/Sinin/Julia who is the political instructor of Kilusang Larangang Guerilla Sierra Madre operating in Northern Nueva Ecija and parts of Aurora.

Balatan is the wife of Gerald “Geary” Salonga who was killed in an encounter on Sept. 2, 2018 in Brgy. Villa, Maria, Aurora Province. The two were students at the University of the Philippines-Extension Program in Pampanga (UPDEPP).

Prior to his death, Salonga was first arrested in August 2014 with another NPA rebel, Guiller Cadano. At that time, they claimed that they were activists from Kabataan Party-list and AnakBayan. Cadano was also killed in an encounter in Carranglan, Nueva Ecija on Sept. 20, 2017.


The latest clash between government troops and NPA rebels was brought about by a report of a concerned civilian on extortion and recruitment activities in Barangay Estrella. A 15-minute encounter ensued when responding soldiers went to the area.

The encounter also resulted in the death of two other NPA rebels, the wounding of three, including Balatan, and capture of one.



ARMS CACHE. Some of the firearms and other war materiel recovered by government troops after their encounter with New People's Army rebels in Barangay Estrella, Rizal, Nueva Ecija on Thursday (Nov. 14). During the clash, three NPA rebels, including former activist Redsa Balatan, were wounded.

Government troops recovered two M-16 rifles, three cal .45 pistols, and other war materiel.

“This is solid evidence of the connection between legal fronts and the NPA,” said Lt. Col. Honorato Pascual Jr., commander of 84th Infantry Battalion, which has operational jurisdiction of northern Nueva Ecija.

“They organize from the schools through groups like Kabataan, Anakbayan, LFS [League of Filipino Students] and the others in order to facilitate recruitment to the NPA,” he said.

The bodies of the slain NPA rebels are now waiting to be claimed by their relatives while the wounded were brought to Dr. Paulino J. Garcia Memorial Research and Medical Center.

The Communist Party of the Philippines, together with its armed with NPA, is listed as a terrorist organization by the United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines.

ILOILO CITY -- The Communist Party of the Philippines-New People's Army (CPP-NPA) is no longer welcome in the town of Bingawan, Iloilo.

This, after the local government of Bingawan formed its Municipal Task Force in Ending Local Communist Armed Conflict (MTF-ELCAC) and subsequently passed a resolution declaring the CPP-NPA as persona-non-grata on Thursday.

The move of Bingawan town has shown its people's commitment to supporting the thrust of the administration against insurgency, said Lt. Col. Joel Benedict Batara, commander of the Philippine Army's 61st Infantry Batallion, in a phone interview Friday.


"Before the signing of the resolution, all of Bingawan or the local populace has held a Walk of Peace around the town. This just shows that everyone supports our campaign against insurgency," he said.

Resolution number 2 of Bingawan Municipal Peace and Order Council (MPOC) states the town "is gaining socio-economic advancement but has been affected due to the series of atrocities conducted by the Communist NPA Terrorists".

It added the rebels victimize "not only the security forces but also government and private properties and most of all, defenseless civilians".

Batara said some villages in Bingawan town are affected by the CPP-NPA, being geographically near to Calinog town in Iloilo and Tapaz town, Capiz province which are identified as influence areas of the rebels.

CPP-NPA activities like extortion and recruitment also took place in some areas of the town. By declaring the rebels unwelcome, Batara said the local government unit has shown that it is protecting its youth.

"We know that the youth is vulnerable in the recruitment activities of the rebels and now that they are unwelcome in Bingawan, the youth now are protected," he said.

He called on other local government units to follow suit.

"It is about time that we unite our efforts to attain true peace and further our development," he said.

Earlier, the municipalities of Janiuay and Maasin have also condemned the terroristic acts relentlessly committed by the terrorist group.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

CAMP SIONGCO, Maguindanao — Backed by police and anti-narcotics agents, Army troopers seized an estimated PHP50,000 worth of shabu and an illegal firearm from a drug suspect in Midsayap, North Cotabato Thursday.

Maj. Gen. Diosdado Carreon, Army’s 6th Infantry Division commander and head of Joint Task Force Central, identified the arrested suspect as Danny M. Cabuyao, 45, of Barangay Salunayan in Midsayap.

Seized from the suspect by the raiding team, headed by elements of the Army’s 34th Infantry Battalion (IB), were 48 sachets of suspected shabu weighing some five grams with a street value of PHP50,000; a .45-caliber pistol, and ammunition.

Armed with a search warrant issued by a local court, joint operatives of the 34th IB, the Midsayap police, and the Philippine Drug Enforcement Agency in Region 12, swooped down on the suspect’s house in Salunayan village around 4 a.m. and caught him flatfooted.

“We will sustain our commitment to partner with the police and other agencies, particularly in law enforcement operations, to ensure the safety and security of everyone in our area of jurisdiction,” Carreon said following the successful operation.

Cabuyao was turned over by the Army troopers to the Midsayap police for the proper filing of charges in violation of Republic Act (RA) 9165 (Comprehensive Dangerous Drugs Act of 2002) and RA 10591 (Illegal Possession of Firearms and Ammunition).

VALENCIA CITY, Bukidnon -- Police arrested two alleged members of the communist New People's Army (NPA) for engaging in extortion, after a gunfight on Thursday.

Police
identified the two as Frederick Tagurda and Pedeng Matikinon, said to be part of a four-man NPA team reported by residents for extortion in Barangay Tongan-Tongan here.

The other two managed to escape after a brief exchange of gunfire with police and military personnel, said Lt. Col. Surki Sereñas, city chief of police.

Sereñas said Matikinon and Tagurda were wounded in the shootout and were cornered inside a rice mill.

He said the two and their colleagues who escaped are believed to be members of the NPA's Special Partisan Unit (Sparu).


Matikinon and Tagurda were brought to the hospital for treatment but were later advised to go home by the attending physician because they only sustained minor wounds, police said.

They yielded various firearms and ammunition, and were detained. Charges of extortion will be filed against them, police added.

Davao Occidental's governor is giving top officials of the communist New People’s Army (NPA) PHP2 million cash incentive if they surrender to the authorities.

Governor Claude Bautista, who made the offer Friday, said top NPA leaders operating in Davao Occidental are qualified to avail of the incentive.

“I will give PHP2 million, house and lot, plus the opportunity to work in the province to the top brass of the NPA if he or she will surrender to authorities,”
Bautista said.


The governor said rebel leaders occupying the second-highest positions in the provincial hierarchy will also receive PHP1 million, house and lot, and scholarship for their children.

“Although the provincial government has declared the communist rebels’ persona non grata, I am giving them the best chance they could get from the government as long as they will faithfully surrender,” he said.

Bautista said he takes pity on "those who have been fooled by the wrong ideology of the communist movement wherein they sacrificed themselves fighting against the government for a cause that will not be resolved unless everybody will work for it."

“With that huge amount of money, they could start a new life with their respective families without fear of being chased by government forces. They must grab it now or lose the chance to be back in the mainstream society," he added.

Lt. Col. Ronaldo Valdez, commander of the Army’s 73rd Infantry Battalion based in Malita town, Davao Occidental, said the military will continue to assist NPA rebels who decide to surrender.

“Those who surrendered were given financial assistance from the provincial government, aside from the PHP50,000 capital outlay,” Valdez said, adding rebel surrenderers are also given livelihood training and educational assistance under the Enhanced Comprehensive Local Integration Program (ECLIP).

On November 12, Valdez presented 28 various calibers of high-power firearms and handguns to Bautista during the 4th quarterly meeting of the Local Development Council (LDC), Provincial Peace and Order Council (PPOC), Provincial Risk Reduction and Management Council, and the Provincial Anti-Drug Abuse Council (PADAC).

Valdez said the firearms came from NPA surrenderers within the Davao Occidental area.

“We are expecting more NPA to surrender knowing that they are fighting a useless cause,” the Army official said.

Of the five local government units in Davao Occidental, Valdez said a few NPA units are operating within the area of Jose Abad Santos town. Malita, Don Marcelino, and Sta. Maria while the town of Sarangani shows no rebel activities.

An Indigenous Peoples (IP) leader of an isolated community in the Davao del Norte town of Kapalong has expressed gratitude for the November 10-14 outreach, saying it was the first time for the village to receive basic services from outside groups, including the government.

Datu Bansing Balamban, tribal chieftain of Sitio Tapayanon, Kapalong, said the village's geographic isolation has made it difficult for the government or any organization to deliver any form of services.

Balamban said the village's existence was only discovered when government troops belonging to the Army’s 60th Infantry Battalion (IB) had wandered into the area while on a combat operation on February 25 this year.

Located at the edge of Kapalong’s Barangay Gupitan along the boundaries of Davao del Norte, Bukidnon, and Agusan del Sur, the area was identified by military authorities as a lair of the communist New People's Army (NPA).

Upon hearing of the area's discovery from the Army, Governor Edwin Jubahib visited the place in July and assured the villagers of government support as part of the Capitol's peace engagement initiative.

Early this month, Jubahib fulfilled that promise and assembled a multi-stakeholder outreach to hold a four-day "service caravan" that ended on Thursday.

Because of the absence of access roads, people and goods used in the caravan were ferried by military choppers in batches.

Balamban said residents were grateful for the various services poured into the area during the caravan, led by the provincial government, national line agencies, the Army, and even charitable organizations.

Some 700 residents benefited from the November 10-14 service caravan, which included medical services, civil registration, household assessment for the Listahanan program of the Department of Social Welfare and Development, livelihood training, Alternative Learning System, and distribution of school supplies, relief food, and other items.

During the caravan, some 63 couples also tied the knot in a traditional mass tribal wedding.

“We are very happy with the services extended by the government. We now feel that they truly care for us,” Balamban said.

Lt. Amadeus Celestial, 60IB civil-military operations officer, said the delivery of government services to the isolated community underscored the government’s "relentless campaign" to tackle the root causes of insurgency.

“We need to help Sitio Tapayanon because this area was once a refuge of the three regional commands of the NPA," Celestial said.
