The Philippine Navy welcomes the new Commander of Naval Special Operations Group during the Change of Command Ceremony this morning, July 04.

Captain Andro Val P Abayon relinquished his duties and responsibilities as the Commander of NAVSOG to Commander Dwight Steven M Dulnoan. The ceremony was presided by the Commander Philippine Fleet Rear Admiral Giovanni Carlo J Bacordo.

Cmdr. Dulnoan is a member of PMA Maalab Class of 1993 and was previously the Deputy, Joint and Combined Training Center of AFP Education, Training and Doctrine Command, GHQ-AFPWSSU, AFP.The PN is ensured of a high standard and excellence in special operations missions, with the commitment and dedication of men and women of NAVSOG in the service of our maritime nation. AFP-CRS: Pacific Amphibious Leaders Symposium

Senior leaders of the Philippine Marine Corps attended the 5th Annual Pacific Amphibious Leaders Symposium held from 03 to 06 June 2019 in Honolulu, Hawaii.

The intent of the Pacific Amphibious Leaders Symposium – 19 is to bring together senior leaders of designated allied and partner nation Marine Forces, Naval Infantries, Self Defense Forces and militaries with an interest in developing amphibious capabilities. This multi-national forum provides a useful venue for senior amphibious force leaders to share ideas and enhance cooperation towards common interests that promote stability. The Philippine Marine Corps delegation was represented by COL PEDRITO C DULANAS PN(M), BGEN EUGENIO V HERNANDEZ AFP, and BGEN ARIEL R CACULITAN AFP. The delegation also conducted bilateral meetings with MGEN SUH HEON-WON, Assistant Commandant of Republic Of Korea Marine Corps and MGEN SHINICHI AOKI, the Commanding General, Amphibious Rapid Deployment Brigade, Japan Ground Self-Defense Force.

Topics discussed in the said symposium covers the Humanitarian Assistance and Disaster Relief threats, challenges and opportunities. Civil-Military Integration of the Marine Forces was also discussed, finalized by HADR Exercises and finally deliberating the Marine Corps’ role in HADR.

The Marine Corps, being amphibious in nature in our archipelagic country, plays a vital role in the implementation and realization of HADR operations. Notably, our Corps was one of the key entities when responding to the devastating effects of natural calamities and disasters in our country.

“The AFP has existing policies governing the distribution of financial assistance to casualties before the Siege of Marawi. But the fund at issue is not an allocation to the AFP budget; it is from accumulated cash donations from benevolent individuals when the Marawi conflict broke out. The amounts received were on account of the wounds incurred, the length of stay in the hospital, ad the amount available at the time. The amount of donations started from zero and gradually accumulated. The recipients of 80,000 and 90,000 sustained the most serious injuries since they were confined longer in the hospital at the time that donations had reached its peak.”

Marawi City, 28 June 2019 – Vice President Leni Robredo was accompanied by the Deputy Commander, 103rd Brigade, and 12CMOBn Commanding Officer during the turnover of twelve homes and three new classroom buildings in the besieged city of Marawi.

Colonel Jose Maria Cuerpo, Deputy Commander, 103rd Brigade and Lieutenant Colonel Andres Soriano, Commanding Officer, 12CMOBn, led the security of the Vice President as she conducted the turnovers at the Angat Buhay Village, Mapandi, Papandayan, and Poona Marantao of Marawi City.

The turned over homes were built through the Vice President’s flagship anti-poverty program, Angat Buhay. Donations from the Latter-Day Saints Charities, a partner of the program, helped in the construction of the houses.

Meanwhile, Mapandi Elementary School, Harat Medina Central Elementary School, and Bae Inomba Bio Bacarat Elementary School were the recipients of the new classroom buildings; these structures were funded by Philam Foundation, Double Dragon Properties Corporation, Jollibee Group Foundation, LBC Foundation, and Team Energy Foundation.

The Vice President’s office and the Angat Buhay stakeholders had previously given P11.53 million worth of resources to help the victims of the siege recover from the war.

The 103rd Brigade and 12CMOBn have continuously partnered with national and local government units and other civilian stakeholders in the conduct of relief good distributions, psycho-social interventions, medical missions, and many other humanitarian assistances in the said areas; and thus, have won the allegiance of the communities.

The 12th Civil-Military Operations Battalion provided the manpower in the medical mission for the MILF community at the Barangay Hall, Brgy Bubong Cadapaan, Balindong, Lanao del Sur, July 3, 2019.

Lieutenant Colonel Andres A Soriano along with the Officers of the 55th Infantry Battalion also discussed the conduct of a Youth Leadership Summit with Balindong Municipality Mayor Benjie Bagul.

The personnel of the 12CMOBn led by 1LT ROMEL M VICTORIANO (INF) PA and a team of Hijab Troopers catered to 132 individuals who availed the free services offered such as the following: free haircut service; free medical check-up; free dental check-up; free tooth extraction; distribution of free medicine; and free circumcision.

CAMP AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP) and the Department of Social Welfare and Development (DSWD) signed a Memorandum of Understanding (MOU) that enhances cooperation between the two agencies.

AFP Chief of Staff General Benjamin Madrigal Jr and DSWD Secretary and former Army Commanding General Joselito Bautista signed the MOU today, July 4, at the General Headquarters here.

“The MOU complements efforts to institutionalize Executive Order No. 70 that adopts the Whole of Nation approach, directing all government agencies to collaborate in ending the communist armed conflict,” General Madrigal said.

It also formalizes on-going partnership on the effective and efficient delivery of social services to the public, especially those that are affected by calamities and conflict and are vulnerable to radicalization.

EO No. 70 signed by President Rodrigo Duterte in December last year mandates the creation of the National Task Force to End Local Communist Armed Conflict (ELCAC) and directs all government agencies to render all the necessary support to peace-building programs, plans, and activities for the campaign.

During his assumption as AFP Chief of Staff, General Madrigal committed the AFP’s support to the National Task Force, stressing the need for government agencies to come together to totally eradicate the root causes of conflict and violence

“We have made significant progress and have made headways in our campaign to end insurgency, but to reach what we can call a complete victory, we need to create communities that are conflict-resilient and we need local and national government agencies to attain this,” Gen. Madrigal said.

BALER, Aurora – The Provincial Peace and Order Council (PPOC) has approved Resolution No. 2019-02, condemning the actions and activities of the CPP-NPA, its front group and affiliates, and declaring their presence detrimental to peace and development in the Province of Aurora.

The declaration of CPP-NPA as persona non-grata in Aurora was done during the PPOC meeting on July 04, 2019 at the Capitol, Brgy Suklayin, Baler, Aurora.

The meeting was presided by Governor Gerardo A. Noveras and was attended by representatives of the Department of the Interior and Local Government (DILG), different department heads of the local government of Aurora, members of the Sangguniang Bayan, Brigade Commander of the 703rd Infantry (Agila) Brigade, Brigadier General Rowen S. Tolentino AFP; Commanding Officer of the 91st Infantry (Sinagtala) Battalion, Lieutenant Colonel Jose Mari F. Torrenueva II; and Lieutenant Colonel Reynante D. Pitpitan of the Aurora Police Provincial Office.

The resolution was formulated in line with DILG Memorandum Circular No. ‎211-2018 with the Subject: Prohibition of Support to Left Wing Rebel Group and Executive Order No. 70: Institutionalizing the whole-of-nation approach in attaining inclusive and sustainable peace, creating a national task force to end local communist armed conflict, and directing the adoption of a national peace framework.

This is the LGU’s step in asserting that the province is ready for lasting peace to attain sustainable development.

In order to maintain peace and order in the community and suppress the lawless violence that creates havoc, fear and panic among the populace, members of CPP-NPA (CNTs) are now unwelcome in the Province of Aurora.

Major General Lenard T Agustin AFP, Commander of the 7th Infantry (Kaugnay) Division expressed pleasure over the development as more and more municipalities and provinces have been declaring communist terrorists groups (CTG) as persona non grata. He said that the whole of nation approach of EO 70 is certainly making an impact in communities and has triggered the support of the whole nation, possibly leading towards the long awaited downfall of CTGs.

Meanwhile, BGen Tolentino, commends the Province of Aurora for their bold move in passing the said resolution through the PPOC.

“The Philippine Army will continue to support such unified movement which aims to condemn the actions of the terrorist which disregards the country campaign in attaining peace,” said LtCol Torrenueva.

MARIHATAG, Surigao del Sur – Another CNT member voluntarily surrendered to the troops of 3rd Special Forces (ARROWHEAD) Batallion, Special Forces Regiment (Airborne), Philippine Army.

A certain @ Junrix 18 years old, single, a resident of Brgy Mahaba, Marihatag, Surigao Del Sur, member of Pltn8, WGF19, NEMRC voluntarily surrendered and along with him is one (1) M16A1 rifle attached with m203 Grenade Launcher with defaced serial number. The surrender of @ Junrix was made possible because of consistent dialogue of the Patrol Base Commander to the relatives of the surenderee and the result of effort under COPLAN Canopy II of 3SFBN. @Junrix said, he surrendered because of fear of being kill due to relentless Focus Military Operation (FMO) in the area, he is tired of running and hiding, he thinks about his family, and he want to change for the better for his future and live a life without fear and terror.

Thru the continues effort and program of the government for the members of CNT who opted to return to the folds of the law, @ Junrix will be provided an immediate assistance, enroll to Enhanced Comprehensive Local Integration Program (E-CLIP), his firearm will be process for Firearm Renumeration, enroll to TESDA training and avail appropriate Livelihood programs that will help him to start a new life in an environment with peace and development.

CAMP CAPINPIN, Tanay, Rizal- A member of the New People’s Army (NPA) terrorists group was killed after three successive encounters against the combined forces of the 76th Infantry Battalion, 203rd Brigade and the local police in Victoria, Oriental Mindoro.

According to LtCol Mario Lito Retirva, Battalion Commander of the 76IB, the first encounter transpired around 5 A.M yesterday July 3, 2019 at Sitio Kipot, Brgy Loyal. It was followed by another firefight around 12 noon at Sitio Pamuwisan of same barangay.

After the 25 minutes exchange of gunfire on the second encounter, the troops recovered the body of Mervin Malucon alias “Ka Wally”; one (1) M14 rifle with 12 fully loaded magazines, assorted ammunitions for M60 machine gun, I.E.Ds, cellular phones, enemy subversive documents and other personal belongings were also taken from the enemies. Heavy bloodstains were seen on the enemy positions indicating the enemies suffered sevaral casulties.

Around 8:30 this morning July 4, 2018, another armed encounter happened in Sitio Lagpan, Brgy Villa Cerveza still at Victoria, wherein one (1) M16 rifle with bandoleer, one (1) back pack, three (3) I.E.Ds, assorted medicines and medical paraphernalia and other subversive documents were recovered by the troops. The firefight lasted for 15 minutes where the enemy again believed to suffered another csualties. No one was hurt on the government side.

The more or less 30 NPAs wee identified to be members of the Kilusang Larangang Guerilla ICM.

LtCol Retirva said the information of NPA presence came after a tip from concerned Mangyan (Indigenous Tribe in Mindoro) that the NPAs were recruiting and extorting the residence in the area which prompted them to take actions.

BGen Marceliano V Teofilo, 203rd Brigade Commander said “the successive encounters are clear manifestations that Mindoreños especially the Mangyan tribe don’t want their presence in their land. “They are already tired being forced by the NPAs to provide support and give in to their extortion demand. These NPAs are not pro-poor, they are actually exploiting the weaknesses of our IP brothers,” BGen Teofilo added.

Further, he once again called the attention of the progressive groups, Karapatan and NUPL to conduct investigation on the atrocities made by NPAs in Mindoro after burning the heavy equipment used for the developmental projects of Sta Clara Hydro Power plant and Martinez Construction Company in Naujan; the killing of Mr Kennedy Aquino, Jun-jun Ysog and Jose Barera, an IP Leader in San Jose; and in the kidnapping of an off-duty Cafgu Reynante Malupa. “Help us and their families achieve justice,” BGen Teofilo said.

Meanwhile, Brigadier General Elias Escarcha, acting Commander of the 2nd Infantry Division Commander, lauded the troops and police recent accomplishment against the terrorists in Mindoro.

He reiterated his call to the NPA leaders and members to surrender and go back to the folds of the law and take advantage the Enhanced Comprehensive Local Integration Program (ECLIP) of the government.

At present, hot pursuit operations of the Army and Police are on-going. The Philippine Air Force troops and air asset are also present in the area to help in crushing the terrorists group.

New BATAAN, CVP – With the aim of empowering the Comval youth with the spirit of a genuine peacebuilder, a Youth Peace Camp was held last June 28-30, 2019, at the Municipal Gymnasium here.

The event that was halted for almost half a decade is now back on track with a theme, “MALINAWONG DAVAO DE ORO: Ascending to Genuine Peace-Building for a Higher Ground of Youth Empowerment.”

Through the collaboration of the Youth for Peace Movement (YFPM) Compostela Valley and New Bataan, 66th Infantry Battalion (IB), Sangguniang Kabataan Municipal Federation, Municipal Youth Development Office, and Local Government Unit (LGU) of New Bataan, the said camp was participated by 76 youth leaders coming from the 16 barangays of the Municipality of New Bataan (Andap, Cabinuangan, Bantacan, Batinao, Camanlangan, Cogonon, Fatima, Tandawan, Panag, Magangit, Pagsabangan, Kahayag, San Roque, Manurigao, Magsaysay and Katipunan), and are now part of the said youth movement.

“2014 was the last year that New Bataan conducted a Youth Leadership Summit or Youth Peace Camp, and now, we are back with a blast,” said Hon. John Clyde O. Manabit, SKMF President of New Bataan.

“It is indeed true that with coordination and a leader who has the political will, we can really move mountains – mountains that once eclipsed the glaring face of our youth,” he added.

The 3-day camp was filled with lectures and workshops to encourage the participants to take part in addressing social issues affecting the youth and prepare them in understanding the true essence of peace and volunteerism, which are needed as they promote peace in their respective barangays.

Some of these lectures are the Youth in Volunteerism, Role of the Youth in Peacebuilding, Role of the Youth in Preventing and Countering Violent Extremism, Advocating Cultural Identity, and Preventing Drug Proliferation among the Youth.

Various challenges and teambuilding activities were also participated by the youth in the camp, which aims to test their leadership, good citizenship, and patriotism.

“Ipadayon nato ni,” said the Municipal Mayor of New Bataan, Hon. Geraldford N. Balbin, as he assured the youth of the government’s support to show that peacebuilding is unstoppable in New Bataan.

Meanwhile, Mr. Ronnie Rinos, Acting President of YFPM New Bataan expressed that despite being a mountainous place and many of New Bataan’s barangays were located remotely, nothing hindered them to uphold the advocacy of their movement and inculcate among the youth the true essence of having peace in their communities.

New Baatan has been considered as one of the bastions of New People’s Army in the Province of Compostela Valley which has caused in conflict for many years in its communities and has affected the lives of the people, especially the youth.

President Rodrigo Roa Duterte conferred the Order of Lapu-Lapu on 12 wounded soldiers during his visit in Zamboanga City yesterday, July 3.



Awarded were Staff Sergeant Ferdinand Clemente, Sergeant William Andreade, Sergeant Marlon Domingo, Sergeant Ryan Ferrer, Sergeant Richard Tudla, Sergeant Mark Joseph Mamingcol, Sergeant Jykyl Bautista, Corporal Serto Bagni, Corporal Rommel Soliman, Private First Class John Angelo Carpio, Private First Class Ralph Sabrosa, and Private First Class Dariel Bolibar.



Said personnel of 1st Brigade Combat Team sustained wounds in an explosion in Barangay Kajatian, Indanan, Sulu on June 28. “The courage and will of our soldiers to fight for lasting peace is truly commendable that the president deemed it fit to recognize their heroic deeds,” said Lieutenant General Cirilito E. Sobejana, Commander Western Mindanao Command.



“Their sacrifices will not be put in vain as we exceed all efforts, by sustaining tactical and intelligence operations, to combat terrorism in Mindanao, especially in Sulu,” he added.

The awarding was held at Camp Navarro General Hospital in Calarian, this city at 7:30 pm yesterday. President Duterte also donned Lieutenant General Sobejana his new insignia.

On his arrival from Cotabato City, WestMinCom Chief Lieutenant General Cirilito Sobejana was welcomed with a full military honors by the officers, enlisted personnel, and civilian employees at the command headquarters at 4:30pm yesterday, July 4.



This was in connection with his promotion where no less than the President Rodrigo Roa Duterte donned his insignia on Wednesday night.

WestMinCom personnel and other invited guests joined LtGen Sobejana in a simple cocktail party held thereafter at the WMC Officers’ Club.



In his message, LtGen Sobejana expressed his gratitude to his WestMinCom family for the warm welcome accorded to him.




“We should converge our effort in a very coordinated manner, so that our effort would not be a waste of energy and other resources that we have,” LtGen Sobejana said.

Newly-arrived soldiers of the 11tth Battalion clashed Tuesday with a group of suspected New People’s Army in Sitio Samac Gamay, Brgy. Nalundan in Bindoy, Negros Oriental.
The running gunbattle lasted for about one hour and 30 minutes,
after which the rebels scampered in various directions, Capt. Cenon Pancito, spokesperson of the 3rd Infantry Division, said yesterday.

Nobody was injured among the government troopers, while the Philippine Army is still verifying if some of the fleeing rebels had been injured or killed in the gunbattle, Pancito said.

Pursuit operations of the 11IB troopers yielded a back pack, ammunition and subversive documents inside a house in the place.

Cenon said the Army soldiers were conducting combat operations when they were informed by residents about the presence of armed rebels in the area, and an encounter followed.*

A former Army soldier and a farmer accused of being a government informant were both shot dead by suspected New People’s Army rebels on Tuesday and Wednesday in Guihulngan City, Negros Oriental, and Ilog, Negros Occidental.

Five suspected NPA rebels
yesterday shot and killed Andy Castor, an Army soldier who went AWOL (Absent With Out Leave) in 2009, in Brgy. Magsaysay, Guihulngan City, Negros Oriental.

Investigations of the
Guihulngan City police showed that Castor, 41, and his wife, Aloha, whom he had fetched from the Nagsaha Elementary School, were on their way home to the poblacion in Guihulngan, when he was shot.


Castor was declared dead on arrival from multiple gunshot wounds at the Guihulngan City District Hospital.

The suspects, who fled south west left behind 15 fired cartridges and two slugs of 9mm and .45 caliber pistols.

On Tuesday, 12 suspected NPA rebels also summarily executed a farmer they had accused of being a military informant in Brgy. Canlamay, Ilog, Negros Occidental.

The victim identified by Maj. Norberto Barniso, Ilog police chief, as Ricky Castro, 40, succumbed to multiple gunshot wounds, and died on the spot.

Initial police investigations showed that Castro was tilling his farm lots, when he was approached by 12 armed men, who introduced themselves as NPA members, a witness said.

Without any reason at all, Castro was shot by one of the 12 NPA suspects, with an M-16 assault rifle. He suffered gunshot wounds in the stomach and left leg, and a fatal one in the head, Barniso said.

Barniso said Castro may have been mistaken for a government informant. But he said it was the brother of Castro, who served as an asset of the Criminal Investigation and Detection Group.

Recovered from the scene of incident were three empty shells of an M-16 rifle.

Before his death, Barniso disclosed that Castro and his brother, who received death threats, left for Manila last year. A month after he returned to their residence in Brgy. Canlamay, Ilog, Castro was killed, he added.

Barniso said that the suspects also linked Castro to robbery-hold-up incidents. But he said Castro has no pending complaints lodged against him in the barangay, or at the police station.

INDANAN, SULU (MDN digital, July 4) - One of the two suspects in Sulu's twin bombing was a first Filipino suicide bomber in the history of extremism in the country, while the second suicide bomber, according to the military, was a Caucasian national.

The latest twin bombings in Indanan town, Sulu, killed 8 people including the suicide bombers, and wounded 22 others, the military reported.

The Western Mindanao Command (Wesmincom) investigators identified the Filipino bomber as Norman Lasuca, 23, while his companion, allegedly a Caucasian national was still unknown at press time.

Newly installed Wesmincom chief General Cirilito Sobejana told reporters the Filipino suspect was identified by his parents.

Arevalo said "If that’s going to be positive, that’s the only time that we can say conclusively that the person was Filipino and that person was the son of the claimant."

He said investigation by the military and other agencies are ongoing whether what happened was really a suicide bombing or somebody from the distance detonated the bomb and then it exploded, killing 8 people and injuring 22 others.

"There is a high possibility that this is a case of suicide bombing but the conclusivity will still come after we have conducted and culminated our thorough investigation," Gen Arevalo explained.

Meanwhile, there were also reports that suicide bombings already happened in the Philippines. One was the Cathedral bombing during a Sunday mass, while the other suicide bombing was a van that also exploded at a military checkpoint in Basilan in July 2018. But the only difference was that the alleged suicide bombers were foreign nationals.

Rita Katz, SITE Intelligence Group director, twitted that it was indeed a suicide bombings considering that the attackers also died, when the bombs they were carrying allegedly exploded in their possessions.

Zambonga City authorities have intensified security measures in both the coastal areas and in the mainland following the recent twin bomb attacks in Indanan, Sulu, Mayor Beng Climaco said.

This as the local chief executive underscored the importance of the support and cooperation of the residents on the anti-crime efforts of both the police and military.

Task Force Zamboanga Chief Col. Leonel Nicolas said security protocols have been heightened through intensified inspections on all types of vehicles especially coming in to the city.

Shortly after the June 28 blasts in a military camp in Sulu, Nicolas said the troops both in the coastal and mainland areas have been alerted to intensify security in all ingresses and egresses of the city.

Climaco urged people to immediately report the presence of suspicious individuals, baggage or items including abandoned vehicles in their vicinity so these can be verified and acted upon.

It is also very crucial for people not to forward or circulate unverified text messages or even facebook posts to prevent panic and confusion, she said.

She said that the local government constantly and closely coordinates with the police and military to ensure that precautionary security measures are intensified and strengthened.

More or less 500 Lumad residents, mostly students, benefited from the community outreach program initiated by the 56th Infantry Battalion in Lumabag Integrated School, Sitio Lumabag, Barangay Palma Gil, Talaingod in Davao del Norte on Tuesday.

Capt. John Louie Dema-ala, the Civil-Military Operations officer of the 56th IB, said around 300 Lumad students received their backpacks loaded with complete sets of school supplies.

Dema-ala said a pair of slippers were also handed to the students. After the brief ceremony, the 300 Lumad kids and 200 parents were given food packs.

“We are here to make you (Lumad) feel that the government is working for your good and respecting your culture,”
Dema-ala said.


Lt Col. Norman Valdez, the acting battalion commander, emphasized that the program was initiated purposely for the benefit of the Lumad brothers and sisters who are the most vulnerable to the exploitation and manipulation of the New People’s Army.

“Our intent is to give hope and inspiration to make them (Lumad) feel that they are not alone, that the government and other stakeholders are looking after them and committed to pursue peace and development efforts in their community,” Valdez said.

Valdez also praised the cooperation of the private sector, particular the Dalisay family, to make the activity a reality.

Two New Peoples Army leaders surrendered to elements of the 27th Infantry Battalion and 1002nd Brigade in Sarangani province on Sunday, June 30.

1Lt Efren James Halawig, the Civil-Military Operations officer of 27th IB,
identified them as alias Gaw, commanding officer of Yunit Milisya or Milisyang Bayan, and alias Weng, vice team leader of Guerrilla Front 73.


They brought with them one AK47 rifle and one M16 rifle.

Gaw told soldiers that he could no longer stomach what they are forced to do in the movement. Besides, he claimed that her personally witnessed the changes in far-flung villages.
“Developmental projects are now being implemented in the communities,” he said. “There are so many projects to benefit the poor such as farm-to-market roads, free education, health services, and other assistance.”

Lt. Col. Jones Otida, commanding officer of 27th IB, lauded the efforts of the local government to help develop the countryside. “This is why we thank the people who have complemented our efforts by adding social pressure for the NPA terrorists to finally surrender,” he said.

The rebel returnees will be enrolled in the Enhanced Comprehensive Local Integrated Program.

Major General Fernando Trinidad, 9th Infantry Division Commander called on members of the Communist Terrorist Group (CTG) to surrender their weapons, return to the fold of law and reunite with their loved ones.

This after the government troopers, particularly elements from 902nd Infantry Brigade, 9th Infantry Battalion, 83rd Infantry Battalion, Philippine Army and Camarines Sur Police Provincial Office scored anew in its battle to end insurgency in the far outskirts of the province.

Trinidad said that if only the rebels will see the sincerity of the government in its peace offering as evidenced by the various programs it offers for rebel returnees, then no innocent lives will be lost and every community will live in harmony.

Trinidad is referring to the financial and livelihood assistance from the government thru the Enhanced Comprehensive Local Integration Program (E-CLIP) which can be availed by any rebel who will decide to live peacefully and embrace nonviolent co-existence with other people while being a productive citizen.

Just recently, 2 encounters ended the lives of 4 CTGs. The first encounter took place at Brgy. Mampirao in the coastal municipality of Caramoan, Camarines Sur, June 28. Two CTGs were dead. Recovered were six (6) 5.56mm M16 rifles, one (1) 5.56mm M653 rifle, one (1) improvised anti-personnel IED, other war materials and subversive documents.

Two days after, another firefight ensued between the government troopers and CTG members in an encounter, July 1, Monday at Barangay San Vicente, Lupi, Camarines Sur.

Casualties in the Lupi encounter were identified as Roni Abellada Boncolmo a.k.a Jake, 45 years old and a resident of Barangay Patalunan, Ragay, Camarines Sur. Ka Jake is the alleged commanding officer of the Komite Seksyon, Platun1 of Larangan 2, Komiteng Probinsya 1 of the Bicol Regional Party Committee (BRPC) and another one, identified only as Ka Oris/Ka Cris.

Also killed in the encounter at Sitio Mauban, Barangay Mampirao, Caramoan, Camarines Sur are Norberto Balcueva alyas Ka Obet or Ka Arlo, 50 years old of Barangay Poloan, Caramoan and Salvador Remoto, 46 years old of Brgy. Pili, Presentacion, Caramoan, Camarines Sur.

Recovered at the encounter site were six 5.56mm M16 rifles and one (1) 5.56mm M653 rifle.

In a press statement, Major Ricky Aguilar, Army 9th Infantry Division Public Affairs Office (DPAO) spokesperson said that the Philippine Army will continue to protect the communities in the hinterlands while calling on the rebels to abandon armed struggle and embrace peace. The 94th Infantry Battalion of the Philippine Army disclosed Sunday that the Communist New People’s Army Terrorists (CNTs) allegedly continues to violate the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) through planting of improvised explosive landmines.

Troops of the 94th IB encountered more or less 20 Communist NPA Terrorist (CNTs) Saturday at 11:35pm while on combat operations at Sitio Kambugtong, Brgy Bantolinao, Manjuyod towm.

The said fire fight ensued for about one hour and twenty minutes that resulted to the death of Cpl Leoter Cagape and two slightly wounded; Pfc Emmanuel Paja and Pvt Denyl Reyes.

After the encounter, the troops occupied and scoured the area and was able to discover one dead body of NPA terrorist, five improvised landmines, one rifle grenade, one hand grenade, assorted ammunitions, two cellular phones, assorted medical kit, 24 pieces Eveready batteries with wires, one (1) AM/FM radio, one sack of rice, subversive documents and other personal belongings, relayed CMO Officer Capt. Oliver Usog.

On the same day prior to the encounter, the Police Regional Office-7 together with 302nd Infantry Brigade Philippine Army, local government unit and other agencies, conducted medical and dental mission in Manjuyod to address the needs of the people for proper health and dental care.

“Out of desperation and distraught over the delivery of basic service by the government, the NPA terrorists tried to sabotage not only the government forces by conducting harassment and through planting of improvised landmines along the possible areas of passage but also sowing terror and fear to the local folks for them not to receive and enjoy the program of the government,” said IB Commander LtC Randy Pagunuran.

“With the encounter and the recovery of the improvised landmines, the government forces were able to negate the NPA’s hostile actions against the local folks of Brgy Bantolinao, Manjuyod,” added Capt. Usog.

However, the vigilance and alertness of the government forces, when they were able to pre-empt and foil the NPA’s hostile plan against the government forces and the innocent civilians, proved helpful.

LtC Pagunuran cited “This act of the NPA terrorist is an evident manifestation that this terrorist group are the real promoter of chaos and struggles. They clearly violate the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHIHL).

As stated in the Part 3, Article 2, Section 15 of the said agreement between the government and their legal wing; National Democratic Front, “The right not to be subjected to indiscriminate bombings, shelling, strafing, and the use of landmines,” has been violated.

In a medical and dental mission, hundreds of residents in the area have benefitted the basic offered such as free check-up (with free medicines), teeth cleaning and tooth extraction, tuli (circumcision), eye check-up and free distribution of eye glasses, sanitation kit, therapeutic massage, haircut, and school supplies for the children.

However with the occuring incident, the 94th IB, strongly condemns the act of terrorism committed by the NPA terrorist group who are desperate to hamper the government efforts in delivering basic services.

The army officials slammed the NPAs for making the people believe that the government does not care for the residents.

Usog said the NPAs will do anything at all costs no matter who will suffer even putting the lives of the innocent people at risk in an attempt to win against the government forces.

“It clearly shows that these terrorists are no longer fighting for the rights of the people rather they are only fighting for the mere survival of their twisted and irrelevant ideology,” added Pagunuran

The officers and men of the 94th Infantry “MANDIRIGMA” Battalion, commended the bravery of the government forces and the gallantry of Cpl Cagape who stood still in his fight to protect the innocent civilians up to his last breath.

“We commend his bravery and dedication to his oath to protect the rights people we also extend our deepest condolences to the family of our fallen comrade who will be our inspiration to strive more to end this irrelevant armed struggle,” Pagunuran lamented. (jct/PIA7-Negros Oriental)

President Rodrigo Duterte has conferred the Order of Lapu-Lapu to 12 soldiers, who were injured in a recent attack that killed seven in a military camp in Sulu province.

At the same time, President Duterte donned the new insignia, a three-star rank, to Lt. Gen. Cirilito Sobejana, the newly-installed Western Mindanao Command (Westmincom) chief, during his visit Wednesday to the Westmincom headquarters here.

Awarded with the Order of Lapu-Lapu were the following: SSgt. Ferdinand Clemente, Sgt. William Andreade, Sgt. Marlon Domingo, Sgt. Ryan Ferrer, Sgt. Richard Tudla, Sgt. Mark Joseph Mamingcol, Sgt. Jykyl Bautista, Cpl. Serto Bagni, Cpl. Rommel Soliman, Pfc. John Angelo Carpio, Pfc. Ralph Sabrosa, and Pfc. Dariel Bolibar.

The President awarded the medals when he visited the soldiers around 7:30 p.m. at the Camp Navarro General Hospital inside Camp Basilio Navarro that houses the Westmincom headquarters in this city.

The awardees were among the 22 people who were wounded when two alleged suicide bombers attacked the Tactical Command Post of the Army’s 1st Brigade Combat Team in Indanan, Sulu, on June 28. The other 10 wounded were civilians.

“The courage and will of our soldiers to fight for lasting peace is truly commendable that the President deemed it fit to recognize their heroic deeds,” Sobejana said.

“Their sacrifices will not be put in vain as we exceed all efforts, by sustaining tactical and intelligence operations, to combat terrorism in Mindanao, especially in Sulu,” he added.

Sobejana, a medal of valor awardee, was installed as the new Westmincom chief on June 28.

17 ex-NPAs, kin get skills training in Sarangani

A total of 17 former members of New People's Army (NPA) from Sarangani province, including some of their family members, graduated on Wednesday from a free skills training program facilitated by the Technical Education and Skills Development Authority (TESDA) 12 (Soccsksargen).

Rafael Abrogar II, TESDA-12 director, said Thursday the beneficiaries are all residents of Maasim town, Sarangani who qualified to avail of the agency's skills training program for rebel returnees. They completed a 15-day training on driving and received National Certification (NC) II for the program.

Abrogar said the beneficiaries consisted of nine former rebels who yielded these past years and eight family members of other returnees.


A report released by TESDA-12 said some of the rebel returnees enrolled their family members as replacements. One of them, who was only identified as alias Anna, replaced her uncle who could not undergo the training due to mental health problems.

Abrogar said Anna's husband was also an NPA member who was killed in an encounter with government troops several years ago.

Meanwhile, Maasim Mayor Zyrex Pacquiao vowed to assist the beneficiaries in finding work opportunities.

Abrogar said they are hoping that more rebels will also surrender and avail of various assistance from the national government, including TESDA's skills training programs.

"Our Director General, Secretary Sid (Isidro) Lapeña, has been challenging our beneficiaries to convince their former comrades to surrender so they also lead normal lives with their families," he said.

He added that about 200 more former rebels and their dependents in Maasim town were also enrolled by the municipal government for the skills training program.

Three "high-profile" New People's Army (NPA) members have surrendered to government troops in Sarangani province following negotiations mediated by local religious leaders, an Army official said Thursday.

Col. Adonis Bajao, commanding officer of the Army's 1002nd Brigade, said in a statement that the rebels yielded voluntarily, along with their firearms, to troops of the 73rd Infantry Battalion (IB) in an undisclosed area on Sunday night.

Bajao said the surrenderers, whose identities were withheld for security reasons, were "high-profile" members of the NPA's Guerilla Front 71 operating in parts of Sarangani and Davao Occidental.

He said the returnees, who surrendered an AK-47, Armalite and Carbine rifles, were presented to Sarangani Governor Steve Chiongbian Solon on Monday.

"They have renounced their support to the guerilla movement," the official said, adding that the three rebels who have long been planning to yield, did not reach out directly to government troops "out of fear."

Instead, he said, the former rebels pleaded with some pastors from the Sovereign Grace mission on Sunday morning help negotiate their surrender. The surrenderers are currently in the custody of the 1002nd Brigade for debriefing and further investigation.

Lizette Lopez, focal person of the Enhanced Comprehensive Local Integration Program (E-CLIP) in Sarangani, said they will immediately process the benefits for the surrenderers.

Under E-CLIP, former rebels are entitled to receive livelihood grants, housing assistance, skills training, health insurance coverage, and other related interventions.

Lopez said the three will also receive remuneration for the surrendered firearms.

“For now, what we can do is provide them immediate assistance like food, clothing and some personal hygiene and PHP8,000 initial financial assistance,” she said.

Since January, she said, at least 10 rebels from the province have already surrendered.

The Philippine National Police (PNP) is eyeing to put closure on the June 25, 2018 Samar “misencounter” within the year as the government continues to extend all necessary assistance to the families of the slain cops.

PNP 8 (Eastern Visayas) Director, Brig. Gen. Dionardo Carlos, said on Wednesday that both the police and military are working to settle all cases soon since it was found that the soldiers had no intention to kill the six junior police officers.


“We respect the families and at the end of the day, we will do what’s best for everybody. After extending all the help needed, we hope we can settle the case since there was no intention to attack the policemen. Nobody wanted the incident to happen,” Carlos said on Wednesday.

According to police records, the dependents received PHP2.49 million financial assistance from the Public Safety Mutual Benefit Fund Inc., PHP1.53 million from the PNP-Special Financial Assistance, and PHP457,163 from the commutation of accrued leaves.

Each family also got PHP250,000 for the first tranche of the Presidential Social Fund - Special Financial Assistance; PHP100,000 from the Civil Service Commission; and PHP100,000 from PNP Chief, Director General Oscar Albayalde. This is on top of their monthly pension.

The Department of Labor and Employment provided grocery packs while the National Police Commission released gratuity and burial assistance. A scholarship fund is already adjudicated and just waiting for its release.

The national government also extended livelihood and housing grants to the wives of six policemen.

Late last year, Carlos initiated an Evening Fun Run for a cause where the proceeds were turned over to the families of killed policemen.

Philippine Army 8th Infantry Division (ID) Commander, Maj. Gen. Raul Farnacio said in an earlier interview that the incident has not affected the working relationship between the army and policemen.

“In fact, two wives of policemen will enter military service,” he added.

At least six junior police officers were killed and nine others were wounded in a “misencounter” in Sitio Lunoy, San Roque village, Sta. Rita town on June 25, 2018.

Both groups were conducting simultaneous combat operations against the New People's Army in Sta. Rita. The 20-minute gun battle was stopped after soldiers got a call that they were fighting law enforcers.


Carlos assured that the "misencounter" will never happen again with the strengthened coordination between military and policemen through regular meetings.

The new commander of the Army’s 6th Infantry Division (6ID) has ordered all military units in Central Mindanao to take extra safety precautions so that off-duty soldiers can avoid being preyed on by lawless elements.

Maj. Gen. Diosdado Carreon, 6ID chief and concurrent head of Joint Task Force Central, issued the directive Wednesday following the recent broad daylight ambush of two off-duty soldiers here that left one of them dead and another in critical condition.


Carreon expressed regret over the death of Cpl. Herminio Belano of the Army’s Special Forces Battalion and wounding of Cpl. Pacifico Obillo who were ambushed at the corner of Gonzalo Javier Street and Oblate Drive in Barangay Rosary Heights 6, this city, around 1:30 p.m. Tuesday (July 2).

Carreon said the 6ID has coordinated with other law enforcement agencies to prevent similar attacks in the future. Several soldiers, mostly off-duty, have been killed by gunmen in the city and in Maguindanao over the past few years.

The attacks are blamed on the outlawed
Bangsamoro Islamic Freedom Fighters (BIFF), which has been the subject of military operations in Maguindanao.


The ambush of Belano and Obillo came after a soldier, Pvt. John Malvic Cagape Pido, 25, also of the 6ID, survived on June 30 an attempt on his life in Sultan Kudarat town, Maguindanao.

Government agencies, military and law enforcement units, and local governments in Region 12 (Soccsksargen) have joined hands to pursue more aggressive peace and development initiatives to address the communist insurgency in the region.

Members of the
Regional Development Council (RDC) and the Regional Peace and Order Council (RPOC) of Soccsksargen convened here Thursday to launch the Regional Task Force in Ending Local Communist Armed Conflict or RTF-ELCAC.

Agriculture Secretary Emmanuel Piñol, the Cabinet Officer for Regional Development and Security for Soccsksargen, led the first-ever organizational meeting of the task force "to immediately set it running on the ground."


Piñol, who was joined by National Security Council Deputy Director General Damian Carlos, said the creation of the RTF-ELCAC is in line the efforts of the national government's "whole-of-nation" approach in addressing communist insurgency.

The new governance approach, based on Executive Order 70 of Pres. Rodrigo Duterte, seeks to bring together all government agencies to achieve peace and development in the countryside by maximizing the use of government resources.

Piñol said the meeting sought to unite government agencies that were previously "considered as independent kingdoms, pointing fingers at one another and not admitting responsibility" when problems come up.

"Today is a different story. We are one, we are the government. The concern of one agency is the concern of all," he said in a press conference on Thursday afternoon.

During the meeting, Piñol said they initially identified various socio-economic and development-related problems as well as issues affecting the region's four provinces and four cities.

He said they came up with six clusters and assigned member-agencies of the RDC and RPOC to work on at least 12 "lines of efforts."

These are local government empowerment, basic services, livelihood and poverty alleviation, infrastructure and resource management, localized peace engagements, Enhanced Comprehensive Local Integration Program and amnesty program, strategic communication, situational awareness, and knowledge management, international engagements, legal cooperation, sectoral unification, capacity building and empowerment, and peace and development.

The task force has initially proposed some PHP3.24 billion funding this year for its priority programs and projects, and PHP1.26 billion for 2020.

Piñol said he asked military units operating in the region to identify barangays that are influenced by the New People's Army and "where people feel that government is not present and doesn't care for them."

"Our target now is to people in these barangays that we have a government by bringing our services to them," he said.

In one NPA-affected village, for example, he said the Department of Agriculture may fund the construction of a farm-to-market road and provide necessary machinery to improve the livelihood of the people.

"That's how we are going to address the problem and it's all covered by President's whole-of-nation approach," he said.

Piñol added that he will convene anew the task force before the end of the month to gather inputs on their assigned tasks "so we start working together."

The local government unit (LGU) of Mabinay in Negros Oriental is giving basic provisions to hundreds of displaced residents from the adjacent town of Bindoy following the July 2 encounter between troops of the 11th Infantry Battalion of the Philippine Army and suspected members of the Communist Party of the Philippines-New People’s Army (CPP-NPA).

Chief Master Sergeant Edilberto Euraoba III, spokesperson of the Negros Oriental Provincial Police Office, said that the Mabinay LGU, headed by Mayor Joeterry Uy, is taking care of the evacuees through its Municipal Social Welfare Office.

Thirty-nine families from Sitio Capipinis in Barangay Nalundan in Bindoy who fled their homes are now temporarily staying at the covered court in Barangay Abis in Mabinay town.


Another nine families or a total of 37 individuals are also temporarily staying at the Calatagan Elementary School in Bindoy.

The villagers left their homes after the encounter that took place around 4:45 p.m. last Tuesday in Sitio Samac Gamay of Barangay Nalundan.

Euraoba said the evacuees are expected to stay for at least five days before returning to their respective homes once the military is finished conducting clearing operations.

BALER, Aurora -- The Aurora Provincial Peace and Order Council (PPOC) approved on Thursday a resolution condemning the actions and activities of the Communist Party of the Philippines-New People’s Army (CPP-NPA), including its front group and affiliates, which are detrimental to the peace and development of the province.

In a meeting presided by Governor Gerardo A. Noveras held at the provincial capitol here, the PPOC expressed its full support to Executive Order (EO) 70, the "National Task Force to End Local Communist Armed Conflict” signed by President Rodrigo Duterte as a way to help end the decades-old communist insurgency problem.

The council members who attended the meeting were Brig. General Rowen S. Tolentino, commander of the Army’s 703rd Infantry Brigade; Lt. Col. Jose Mari F Torrenueva II, commanding officer of the Army’s 91st Infantry Battalion; Lt. Col. Reynante D. Pitpitan, chief of Police Community Relations Aurora Police Provincial Office; Department of the Interior and Local Government (DILG) officials, department heads of the local government of Aurora; and members of the Sangguniang Bayan.

"This is the LGU’s step in asserting that the province is ready for long-lasting peace to attain sustainable development. In order to maintain peace and order in the community and suppress the lawless violence that creates havoc, fear and panic among the populace, members of CPP-NPA are now unwelcomed in the province of Aurora,” the resolution read.

Torrenueva, in an interview with the Philippine News Agency (PNA), said the declaration will serve as a turning point or a big leap in their counter-insurgency efforts for it manifested a whole of government approach in addressing peace and security concerns in the province.

He said that insurgency cannot be resolved by a purely military solution.

“The Philippine Army is fortunate to have supportive Governor Noveras that is making our hard work much easier. While we are targeting the armed group, social issues are being addressed by the different local government agencies and the local government units through the leadership of the governor,” Torrenueva said.

He also called on the rebels to go back to the mainstream of society through the Enhanced Comprehensive Local Integration Program (E-CLIP) program of the government.

“The insurgents are not our enemies, they are just forced into that situation, maybe they lack awareness, in poverty or any compelling reasons at that time. We enjoin them to go back to the mainstream of society,” Torrenueva said.

He added that four former NPA members availed of financial assistance from the DILG under the E-CLIP program last May 21.

Each rebel received PHP65,000, of which PHP15,000 is for immediate assistance while PHP50,000 is for livelihood assistance.

Torrenueva said four rebels also surrendered their high-powered firearms, four M16s and one M60.

“The remuneration for the surrendered firearms is now on process,” he said.

CAMP CAPINPIN, Tanay, Rizal -- A member of the New People’s Army (NPA) was killed while weapons and explosives were recovered by joint military and police forces in the sub-villages in Victoria, Oriental Mindoro during the two-day government offensives which capped Thursday.

Reports reaching this camp here disclosed that 76 Infantry Battalion (76IB) troops under the command of Lt. Col. Mario Lito Retirva, together with the local police,
clashed with communist terrorist rebels Tuesday dawn at Sitio Kipot, Barangay Loyal in Victoria town.


Retirva said government forces encountered anew some NPA rebels Tuesday noon in another sub-village Pamuwisan, also in Victoria.

They retrieved the body of the rebel identified as Mervin Malucon, alias “Wally”, at the battle site. The rebel’s remains were later brought to the Arago Funeral Homes.

Government forces also recovered a M14 rifle with 12 magazines, assorted ammunition of M14 and M60 machine gun, anti-personnel mines, six cellular phones, and some subversive documents.

Retirva further reported a third encounter occurred between pursuing government troops and some 30 communist terrorist rebels Thursday morning, also in Barangay Loyal, Victoria.

He said several communist rebels are believed to have been wounded due to heavy bloodstains at the battle site and the enemies’ escape route where an abandoned M16 was recovered.

“We will pursue these terrorists until they are destroyed,” he vowed, as pursuit operations against the state enemies are ongoing.

Retirva said the NPA rebels belong to the Kilusang Larangang Gerilya ICM operating in Mindoro Island.

He also thanked concerned citizens for being vigilant as they reported the NPA presence in the area, extorting money and rice from the communities.

“We are on track of the NPAs in Mindoro since our last month encounters where a top NPA leader Bonifacio Magramo alias “Eboy” was killed last June 13,” he added.
