The Australian government has confirmed on Monday it will back a bid from Queensland State to develop a USD38.30-million facility that will supply the country’s defense force with drones and robotics.

Queensland Innovation Minister Kate Jones said the Defense Cooperative Research Center (CRC) was a vote of confidence in the state’s world-leading innovation and technology capability.

“This center will draw together industry, researchers and local businesses to work with Defence to develop new technologies for drones and other unmanned vehicles,” Jones said.

“This will develop critical mass in key technologies like artificial intelligence, robotics, and autonomous vehicles and will position Queensland as a global leader in these areas.”

To be built in a remote section of Central Queensland, an important feature of the proposal was the state’s ability to develop sites for testing and trials.

“We will invest in test facilities,” Queensland Development Minister Cameron Dick said.

“Including large drone zones in regional Queensland, both aerial and marine, as part of the CRC.”

It’s also believed the new facility will expand further to not only supply, army, airf0ce and navy demand but also support research and technology projects in areas such as agriculture and environment research.

In the proposed law, Senate Bill No. 1607, Armed Forces of the Philippines (AFP) Reservists who will render military service for the country will be given job security whether they working in private or government institutions.

The bill was introduced by Senator Paolo Benigno “Bam ” A. Aquino IV.

“Reservists who perform military service are entitled to their original position, or when not practicable to a substantially equivalent position, without loss of seniority rights and diminution of their pay,” says in the proposed Reservist Employment Rights Act.

“An employer whose reservist employee is called to military service may hire another employee as substitute during the period of the military service of the reservist employee,” says in the proposed law. “The employment of the substitute employee shall be deemed terminated upon the reinstatement of the reservist employee. The employer may, however, consider the substitute employee for another position, if practicable.”

“This is one of the ways we show our gratitude for the service you provide,” Senato Bam Aquino said to member of the AFP during the hearing of the Subcommittee for Labor and Employment on the said proposed law.

He added that “with this bill, we hope that the Category One types, ages 18-35 years old, who are most needed will be more encouraged to sign up and be active.”

“Pinahanap ko sila.” He said these government security officials served in Davao City during the height of Special Partisan Unit (SPARU) operations. SPARU members are known NPA assassins or hit squad.

“At the height of the ‘yung SPARU, ginawa nilang laboratory ang Davao City,” the President said. “These are the guys that were around, mga kilala ko na-assign sa Davao.”

“I’m asking them to be back in government in different capacity but geared towards fighting the terrorists and the New People’s Army,” President Duterte said.

At the said event in Camp Crame, President Duterte awarded Philippine National Police (PNP), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP) officers and personnel with the Order of Lapu-Lapu.

The Order of Lapu-Lapu was created to give recognition to government officials, employees, or private individuals for contribution to the campaign or advocacy of the administration.

Personnel of the Ilocos Norte Police Provincial Office (INPPO) are reaching out to the grassroots to capacitate village watchmen or the “barangay tanod” and “lupong tagapamayapa” on the national government’s fight against terrorism.

As the Duterte administration declared an all-out war against the Communist Party of the Philippines and New People’s Army after the botched peace talks with the National Democratic Front of the Philippines, village officials and residents particularly those assigned to maintain peace and order in the community are being prepared to a greater challenge of countering terrorism threats.

In a capacity building seminar held at the Ilocos Norte Capitol auditorium on December 18, Monday, Police Chief Inspector Adriano Licudan told village participants about the government’s serious efforts to maintain peace and order.

To do this, Licudan said the police and other law enforcers need the cooperation and support of the local community.

In a video presentation, the police showed some acts of terrorism and how villagers help prevent them from happening.

While the province is relatively peaceful, Ilocos Norte Governor Ma. Imelda Josefa Marcos urged participants during the seminar to stay vigilant because the neighboring provinces of Abra, Cagayan and Ilocos Sur have had previous violent incidents involving local terrorist groups.
According to the governor, there is a need to deputize the members of the “lupon” or “tanod” in the barangay to man checkpoints or help in the implementation of the helmet ordinance and confiscation of illegal firearms due to the limited number of law enforcers doing the job.

For Rogelio Ceredon, a resident of Dingras town, the capacity building seminar is important for them to become updated of what is happening around as well as to familiarize themselves on local ordinances and how to implement them.

Abu Sayyaf men surrender to Westmincom

The Western Mindanao Command (Westmincom) on Tuesday announced that 138 members of the Abu Sayyaf Group (ASG) have surrendered brought about by pressure of continuous offensive against them since January this year.

Brig. Gen. Cirilito Sobejana, Joint Task Force Sulu commander, said this came about as three more members of the ASG have surrender this week to his command.

Sobejana said the latest to surrender were the following: Amin Asjad Ismula alias Amin, 37; Aldissar Bara Jurrani alais Boy Aldis, 24; and, Persing Abdurasid alias Lito, 41.


Sobejana said that Ismula and Jurrani have surrendered to the troops of the Army’s 4th Special Forces Company headed Captain John Arman Guevara in Barangay Kanaway, Parang, Sulu.

They turned over two caliber .30 M1 Garand rifles with ammunition.

Ismula is a follower of the late Abu Sayyaf sub-leader Alhabsy Misaya and ranks number two in the Periodic Status Report of the Armed Forces of the Philippines.

Jurrani is a follower of Abu Sayyaf sub-leader Magdal Jumdail.

Abdurasid surrendered to Sobejana in Barangay Kanaway, Parang, Sulu.

Sobejana said that Abdurasid, a follower of Hatib Hajan Sawadjaan, Abdurasid, has turned over his caliber .30 M1 Garand rifle and ammunition “as a gesture of his commitment to return to the fold of the law.”

“Appropriate documentation was undertaken and, thereafter, the surrendered ASG members underwent a custodial debriefing and physical examination at the headquarters of the Joint Task Force Sulu,” he said.

Five members of the Bangsamoro Islamic Freedom Fighters (BIFF) were killed while five government troops injured during a clash Tuesday in a remote village in Carmen, North Cotabato.

Moreover, some 200 families evacuated to safer grounds following the clash that erupted shortly before dawn at Sitios Martesan and Misalan, both in Barangay Tonganon, Carmen.

The Army’s 6th Infantry Division also launched air strikes against the ISIS-linked BIFF faction of Abu Toraife, the target of military operations in the area.

In a statement, Major Gen. Arnel dela Vega, 6th ID chief, said the air strikes were launched after local residents and alert villagers, including members of Moro Islamic Liberation Front (MILF) confirmed the presence of foreign terrorists with the BIFF in Barangay Tonganon, a thickly forested area in the borders of Carmen and Aleosan towns.

The air strikes followed a clash between BIFF and soldiers of the 34th Infantry Battalion that hurt three infantrymen and a militiaman.

Injured and being treated at a military hospital in Maguindanao were Sgt. Wenceslao Nacional, Cpl. Gerry Culaban, Pvts. 1st Class Ignacio Cinco and Joel Looc and the militiaman identified only as Lacuesta.

Five BIFF men were killed while three other followers of Abu Toraife were injured and carried away by their comrades, according to villagers.

Brig. Gen. Nolly Samarita, commander of Army’s 602nd Infantry Brigade, said the air strikes were launched to prevent the terrorist group from launching retaliatory attacks on civilian communities in North Cotabato.

In a separate statement, Major Gen. Carlito Galvez, said the military is doing everything to prevent the IS-linked group from getting closer to civilian populated areas.

“The BIFF are known for harming civilians to avenge the losses they incurred in military operations,” Galvez said.

Samarita said the BIFF were preparing to launch attacks even on Moro communities in the borders of Aleosan and Carmen towns when the MILF provided intelligence information to government forces, thus the preemptive strikes.

Displaced families are now housed in village centers and public schools in Barangay Lawili, Carmen and local government units emergency teams have responded to attend to their needs.

Following Tuesday’s clash, more police and military checkpoints were setup along portions of the Cotabato-Davao highway.

With President Rodrigo Duterte declaring a unilateral Christmas truce against the New People's Army (NPA), the Department of National Defense urged all military to be vigilant and mindful of their safety during the ceasefire.

"We also direct our Defenders to maintain their vigilance and be mindful of their safety in their areas of responsibility during the ceasefire," DND public affairs office chief Arsenio Andolong said Thursday.

In line with Duterte's order, the Armed Forces of the Philippines will be implementing a unilateral ceasefire which will start 6 p.m. of Dec. 23 to 6 p.m. of Dec. 26 and 6 p.m. Dec. 30 up to 6 p.m. this coming Jan. 2.

"We urge those who are waging war against our sovereign government and inflicting harm on the Filipino people to spend this period in reflection and seriously reconsider returning to the fold of law," Andolong added.

Also, the DND public affairs office chief is encouraging all citizens to cooperate and stand with government troops who are ensuring peace and security in the entire country.

Department of National Defense (DND) Secretary Delfin Lorenzana cited his loss of trust and confidence in the integrity and leadership of Vice Admiral Ronald Joseph Mercado as the reason for relieving him of his post as Philippine Navy flag-officer-in-command.

"As the Secretary of Defense, I have lost trust and confidence in his (Mercado’s) integrity and leadership," Lorenzana said Wednesday.

This, he said, was brought about by Mercado’s alleged fixation on one company to supply the combat management system (CMS) of the frigate project, a contract won by South Korean shipbuilder Hyundai Heavy Industries.

The frigates, along with their weapons system and munitions, are covered by a contract worth PHP18 billion that was signed by Lorenzana in October 2016.

"I questioned his intention behind his fixation with one specific company for the combat management system of the frigate acquisition project. Yun kasing frigate natin is (The frigate project), the contract says that the CMS, ang mamimili ng (the one who will choose the) CMS that satisfy our specification is the builder, which is Hyundai. Ngayon si (Vice) Adm. Mercado wants to bring in another company, another system na hindi naman kasama sa kontrata (another system that is not stipulated in the contract)," the defense chief said.

Adding fuel to the controversy was Mercado's refusal to comply with more than two directives issued by Lorenzana regarding the CMS issue.

"I issued directives, two directives, more than two directives, which he disregarded and continued to insist on his (preferred) system. To me, that is tantamount to insubordination. His constant call, he goes around, forum shopping and he talks about rescinding the contract kung hindi matutuloy yung pinapasok nyang kumpanya (if the company he is vouching for is not chosen). Nag-ipon-ipon na yan (Everything accumulated). So I had to recommend his relief and it was approved by the President," Lorenzana added.

Initially, the defense chief said he was not keen on removing Mercado from the Navy but he was forced to do so as the team handling the frigate project expressed alarm over the possible delay that would be caused by the Navy officer's insistence on a particular company to supply the CMS.

"Delayed na tayo actually ng four months (We’re already delayed by four months). In fact, they were the ones who really recommended to me na i-relieve si Adm. Mercado (that Mercado be relieved) but I said wag muna, pagusapan (not yet, let’s talk first). But he continued to insist and continued to talk, putting, painting the DND in a bad light. Then I had to act," he said.

The Philippine Navy’s frigate project would push through despite the relief of Vice Adm. Ronald Joseph Mercado from the Navy’s top post, Defense Secretary Delfin Lorenzana said Wednesday.

"Kaya nga naming siya tinanggal, para matuloy (We relieved him so that the project would push through)" he added.

Mercado was relieved Tuesday after the defense chief cited loss of trust and confidence in the integrity and leadership of the naval officer.

This was brought about by Mercado’s alleged fixation on one company to supply the combat management system (CMS) of the frigate project, whose contract was won by South Korean shipbuilder Hyundai Heavy Industries.
The CMS handles the weapons, sensors and other equipment related to combat.

Lorenzana also clarified that before signing the contract for the frigate program last year, he had a consultation meeting with ranking Navy leaders, including Mercado who was Western Command chief at that time, to determine if they had any problem or misgiving on the project.

When no opposition came from the naval officers, Lorenzana said he proceeded to the Navy headquarters in Roxas Blvd., Manila and signed the contract.

In the contract, Lorenzana said the shipbuilder has the authority or power to select the maker or manufacturer of the CMS.

"The CMS is very important to the project but there is a specification there. They were in the contract, the technical working groups’ discussion. You cannot put a company there to put the CMS, ilagay mo lang capability na gusto mo (just state the capability that you want). Now Hyundai said that they can, they will put the capabilities, CMS there according to specifications and we will find that out when they deliver that. Pag na-deliver yun at hindi nasunod yung specifics nyan (Once that is delivered and the specifications are not met), we will not accept the project and we have to reconnect to them so that they can correct whatever is deficient," he added.

He added that Hyundai is not keen on Mercado's proposal as it is more expensive and not in the contract.

Once delivered and commissioned in 2020, the frigates will be the first Filipino warships capable of neutralizing surface, subsurface and air threats with missile and other modern armaments.

The Medal of Valor, the nation's highest combat decoration, was posthomously awarded to Capt. Rommel Sandoval Wednesday, for showing courage, gallantry, and intrepidity above and beyond the call-of-duty during the campaign to retake Marawi City from the hands of the Maute Group terrorists.

President Rodrigo Duterte gave the award to Sandoval's widow, Maria Ana Rosario, during the 82nd founding anniversary of the Armed Forces of the Philippines (AFP) in Camp Aguinaldo, Quezon City.

Sandoval, then commander of the 11th Scout Ranger Company, is the 41st recipient of the Medal of Valor.

Of the awardees, 17 are still alive while the rest are deceased.

Newly-appointed AFP public affairs chief Lt. Col. Emmanuel Garcia said Sandoval was awarded for the Medal of Valor for having "distinguished himself in combat as he displayed extraordinary courage, bravery, sterling leadership, and professionalism by offering the greatest sacrifice of giving his life to a fellow comrade, thereby keeping with the finest tradition of soldiery."

Sandoval and Pfc. Sherwin Canapi, died while trying to save one of their wounded comrades, Cpl. Jayson Mante, who was trapped in one of the buildings in the main battle area last Sept. 10.

Mante survived while his two rescuers died after being shot by the terrorists whom they engaged despite being severely wounded.

The deceased was also awarded with the Order of Lapu-Lapu (Magalong Medal).

Under Executive Order No. 17, the Order of Lapu Lapu is “awarded to officials and personnel of the government, as well as private individuals, in recognition of their invaluable service in relation to a campaign or advocacy of the President.”

Following directives from "higher authorities," Armed Forces chief General Rey Leonardo Guerrero has relieved Vice Admiral Ronald Mercado of his post as chief of the Philippine Navy 3 months ahead of his retirement in March 2018.

Three sources in the military confirmed this information, which the Armed Forces of the Philippines (AFP) later confirmed in an official statement on Tuesday, December 19.

AFP spokesperson Colonel Edgard Arevalo said in a statement that the AFP chief implemented the changes following instructions from "higher authorities."

Mercado has been assigned to the office of the AFP chief, while Rear Admiral Robert Empedrad was designated as acting Navy chief, he said.

"The AFP Chief of Staff Gen Rey Leonardo Guerrero has implemented the instructions from higher authorities to: Assign VADM Ronald Joseph Mercado to the office of the Chief-of-Staff, AFP on Special Duties; and install Rear Admiral Robert Empedrad as Acting Flag Officer-in-Command, Philippine Navy," Arevalo said.

The brief statement did not state the reason for the changes.

"The reason for this Change-of-Command will be explained in due time," the AFp spokesman said.

The development comes after Mercado tried to stand up to the Department of National Defense over the implementation of the Navy's P16-billion project to acquire two modern warships or frigates, based on information gathered by Rappler.

Details of the disagreement remain unclear.

The frigates acquisition project is one of the two big-ticket modernization projects of the Armed Forces of the Philippines funded under the previous Aquino administration. The other item, the P16-billion project to acquire 12 fighter jets, is already completed.

Lorenzana wants him out?
A draft letter was earlier prepared to ask President Rodrigo Duterte to remove Mercado from his post. It was supposed to be signed by Defense Secretary Delfin Lorenzana.

When Rappler showed the letter to Lorenzana in the first week of December, the defense chief said: "Tingnan mo. Hindi ko pinirmahan (Look. I didn't sign it)."

"Okay naman (It's okay)," he said when asked about his relationship with Mercado.

The DND conducts the bidding process for the Navy, which is the end user. Mercado reportedly wanted to make sure that the Navy's specifications were followed.
South Korea's Hyundai Heavy Industries won the bid to build the two warships. But the contention was over the Combat Management System (CMS) that will be installed in the ships.


Mercado refused to be interviewed when asked about the issue.

He stepped down on the eve of the Armed Forces of the Philippines' founding anniversary.

Defense Secretary Delfin Lorenzana confirmed reports that Philippine Navy chief Vice Admiral Ronald Mercado was relieved because of a disagreement on how to implement a P15.5-billion project to acquire two modern warships or frigates for the navy.

Lorenzana said Mercado "disregarded" at least two directives his office issued countering the navy chief's recommendations for the project.

"As the Secretary of Defense, I have lost trust and confidence in his integrity and leadership. I question his intention behind his fixation with one specific company for the combat management system (CMS) of the frigate acquisition project," Lorenzana said in a press briefing on Wednesday, December 20.
Mercado's relief shocked the military hierarchy. A change of command ceremony was hastily held a day before the military celebrated its founding anniversary on December 20. President Rodrigo Duterte is the guest of honor.

Hyundai Heavy Industries won the multi-billion-peso bid to build the warships, but another supplier will be installing the combat management system. Lorenzana said Mercado disapproved of the supplier that Hyundai wanted to tap.

The Department of National Defense (DND) bids and awards committee (BAC) took the side of the builder, arguing that the navy cannot impose a particular supplier to the builder.

The BAC conducts the bidding for the navy, which is the end user of the project.

But sources sympathetic to the navy chief said he wanted to make sure the specifications for the warships are followed. The warships are supposed to become the most capable warships of the ill-equipped Philippine Navy.

Lorenzana said the DND has the option not to receive the ships if it turns out that they do not conform to the specifications by the navy.

Mercado is not being accused of corruption. Lorenzana said there is also no investigation against him.

"I didn't want to remove him but the team (BAC) was alarmed because the project was already delayed by 4 months. They were the ones who really recommended to relieve Vice Admiral Mercado," said Lorenzana.

Lorenzana said he didn't like how Mercado went around "forum shopping" to insist on what he wanted, supposedly even threatening to rescind the contract if he was not followed.

The navy chief is a presidential appointee. Lorenzana ordered Mercado's relief but he said it was approved by Duterte.

At the anniversary of the Philippine military, President Rodrigo Duterte vowed that the government will make sure the Islamic State (ISIS) does not succeed in its bid to make the Philippines its base in Southeast Asia.

"We will not allow those who subscribe to the Daesh ideology to succeed. We will never allow the Islamic State to make the Philippines its regional center," said Duterte on Wednesday, December 20, during a speech at Camp Aguinaldo.

He was speaking to an audience of military and defense officials, soldiers, and government officials on the occasion of the 82nd anniversary of the Armed Forces of the Philippines (AFP).

Only a week ago, on December 13, Congress granted Duterte's request to extend martial law in Mindanao for one year, or until the end of 2018.

This was after Duterte and defense officials cited ISIS plans to establish a wilayat or province in Mindanao as basis for their recommendation to extend martial rule.

The Commander-in-Chief told soldiers he will need their help in purging the southern region of terror groups.

"Our fight is far from over. We will remain vigilant as we continue to intensify military operations against the remaining terrorist groups," said Duterte.

He also thanked the military, police, and other uniformed personnel for their sacrifice to ensure the liberation of Marawi City, held for 5 long months by ISIS-inspired terrorists.

He also spoke of them saving the Mindanao city from communist insurgents, though there have been no reports that communists had any participation in the Marawi siege.

"I salute the brave men and women of our Army, Air Force, and Navy for their courage, dedication, and sacrifice to liberate Marawi from the clutches of extremist terrorists and communist insurgents," he said.

He cited the killing of Abu Sayyaf leader and supposed emir of ISIS in Southeast Asia, Isnilon Hapilon, as a major milestone in the fight against terrorists.

"The success, along with the recent neutralization of Isnilon Hapilon and his followers, further bolsters this administration's firm thrust towards eliminating all terrorist groups in the country," said Duterte.

Through martial law, Duterte aims to "totally eradicate" terror groups and communist rebel groups in Mindanao.

President Rodrigo Duterte is allocating P100 million every month for medicines for retired soldiers, he announced on Wednesday, December 20.

In a speech at the 82nd anniversary of the Philippine military, Duterte said he was giving P50 million a month to two military hospitals as medicine subsidy for both active duty and retired soldiers.

"I will subsidize the medicines, especially for those who need it. It's P50 million for the AFP (Armed Forces of the Philippines), monthly, and P50 million for the V Luna [General Hospital]," he said during the 82nd anniversary of the Philippine military at Camp Aguinaldo.

Duterte was referring to the AFP Medical Center, also known as the V Luna General Hospital, and the Veterans Memorial Medical Center.

The 72-year-old President, himself suffering from several health conditions, commiserated with retired soldiers who must live with all kinds of maladies.

"For those who are retired, I know you have medicines to take, management for all the kinds of ailments a soldier suffers when he retires. There's always the ready money," said Duterte.

He was scheduled to turn over a portion of the subsidy after his speech.

Fulfilled campaign promise
The President was also glad to report to the soldiers that he has fulfilled his campaign promise of doubling their salaries.

"This fulfills my campaign promise of doubling the basic pay because your increases for next year are already in the GAA (General Appropriations Act). Take a look at your paycheck in January," he said, to applause.

P62 billion for the "proposed increase in the base pay of military and uniformed personnel" was among the highlighted features of the 2018 national budget which Duterte signed into law on Tuesday, December 19.

Duterte said Senator Richard Gordon had wanted to devote the funds to infrastructure but the President had instructed his aide Secretary Bong Go to relay his wish that his promises to the soldiers and police be prioritized.

The President even said he told lawmakers he would resign if the 2018 budget did not include increased pay for the AFP and the Philippine National Police.

"Kasi sabi ko, ''Pag hindi 'nyo inilusot 'yan, I will resign as a matter of principle.' Sinabi ko talaga sa kanya," said Duterte.

(So I said, "If you don't insert that, I will resign as a matter of principle." I really told him that.)

The President also proposed that the military set up a "mini-GSIS" (Government Service Insurance System) that would manage a fund that would eventually provide all kinds of insurance benefits to soldiers.

The New People's Army (NPA) brutally murdered a Lumad leader from Kapalong town in Davao del Norte.

Datu Benandao Maugan, 59, a tribal leader of Sitio Luno-luno, Barangay Gupitan, Kapalong, was killed by the NPA at around 1 pm on Sunday, December 17, in front of his people.

According to Maugan's brother-in-law who witnessed the scene, several NPA members led by a certain Renard Catarata (alias SM or Tata) and Rene Catarata (alias Gilbert) arrived in their village on Sunday morning while Maugan was out hunting.

The NPA members, he said, forced them to assemble at the village center, where their jungle knives or bolos were confiscated. Also present were Maugan's wife, child, and several relatives.

Upon his arrival, Maugan was reportedly dragged to a nearby hut. He was heard saying, "Pahibal-a ko ninyo kung unsay sala nako." (Tell me what I have done wrong.)

Maugan was then reportedly blindfolded, hogtied, and dragged to the riverside by at least 5 armed men, including a certain Bucay Matog and alias Dasoc. A few minutes after, the villagers heard several gunshots.

SM Catarata supposedly instructed the people to pick up the body of Maugan, whom he described as a "corrupt" and "hard-headed" leader.

Maugan's brother-in-law and the other villagers then recovered the leader's body, which sustained 9 gunshot wounds.

After the incident, the NPA members fled the village and threatened those who would oppose them.

In 2013, Maugan refused to give in to the NPA's demand and prevented his entire village from evacuating to Haran, Davao City for their communist propaganda. On several occasions, he also prevented his villagers from being used by the NPA as errand runners.

In one account, Maugan was said to have been accused by the NPA of personally blocking food supplies supposedly delivered to them in nearby Sitio Muling.

Recently, Maugan also facilitated the establishment of a public school in Luno-luno in collaboration with the local government of Kapalong.

Police said they are now preparing a case against the NPA members.

Meanwhile, Kapalong Mayor Maria Theresa Timbol has already given initial assistance to Maugan's family.

News of Maugan's killing comes as President Rodrigo Duterte declared a ceasefire with communist rebels during the Christmas season, from December 24, 2017, to January 2, 2018.

THE NEW People’s Army vows to intensify attacks following the terror label by the government and the extension of Martial Law to the end of 2018.
 
Rigoberto Sanchez, NPA spokesperson of the Southern Mindanao Regional Operations Command, criticized the Duterte administration for its war on drugs and alleged human rights abuses.

According to Sanchez, President Duterte’s administration has led to the killing of activists and the displacement of thousands in Southern Mindanao alone.

“Duterte has already exemplified his deep proclivity to rights abuse with the killing of nearly 15,000 mostly poor drug suspects nationwide; and in Southern Mindanao, the killing of 57 activists and members of legal democratic organizations, the aerial bombings affecting 7,600 individuals in military operations, displacing 13,800 farmers and Lumad,” Sanchez said.

According to Sanchez, the extension of Martial Law and Duterte’s policies were only feeding the coffers of investors in the guise of Mindanao infrastructure projects.

“The extended martial law in Mindanao is not simply a diabolical deed to strengthen Duterte’s militarist rule; it is meant to insulate the glaring cronyism and bureaucrat capitalism intensified by Duterte’s own family that is gaining wealth with the planned pricey infrastructure projects in the island,” Sanchez said.

These include the construction of Samal Island-Davao City Connector Bridge, the Agusan River Basin, and Tagum-Libuganon River Basin, the P218 billion Mindanao Railway System and the Central Mindanao Airport, he said.

Sanchez said Duterte’s Dutertenomics were turning big-ticket investors such as the San Miguel Corporation, Manny V. Pangilinan, and the Ayalas as cronies.

Since January this year, all NPA units in the region have launched a total of 196 tactical offensives and 23 “punitive actions” from January to November 2017. The NPA attacks since January have led to 215 casualties, 162 injuries to soldiers, Sanchez claimed.

To date, the NPA has eight prisoners-of-war in its custody, while there were 139 firearms confiscated from government troops.
 
Earlier this week, Mayor Sara Duterte-Carpio said she would not accept surrenders coming from the NPA without weapons.

Duterte said it was pointless for former rebels to surrender without bringing their weapons, which can be used by the other guerrillas to kill and attack government forces.

AN ALLEGED member of the New People’s Army’s liquidation squad surrendered to the 66th Infantry Battalion in Maragusan town, Compostela Valley on Monday, Dec. 18.

Lt. Col. Palmer Parungao, commander of 66th Infantry Battalion based in New Bataan, Compostela Valley, identified him Ronnie Gilbero, allegedly of the Special Partisan Unit of SeCom 27, who brought with him an M653 rifle and M16 rifle, along with three magazines.
He will be enrolled in the local government unit’s reintegration program.

Parungao said that Gilbero surrendered because many of his comrades already abandoned the armed struggle. The rebel returnee also claimed that living on the run has become very difficult, particularly with the intensified military offensives after the peace talks collapsed.
 
His surrender was facilitated by alias Lolong, his former comrade, who convinced him to return to the folds of the law.

He further stated that he was hesitant at first because he feared for his life but his comrade assured him of his security.

Antonio C. Lagunsad Jr., also known as Lolong, was also a SPARU member who surrendered to the Charlie company of the same battalion on Nov. 30, a day after his unit encountered the operating troops led by 2LT Danjo Lagula at Purok Atis, Sitio Saranga, Maragusan.
 
Parungao said the intensified operations prevented the NPAs from conducting atrocities as soldiers were able to cut off their supply route, and stop their extortion activities.

For now, the unit is focused on dismantling the armed group and isolating the community from rebel influence. “Now we are seeing significant results,” he said.

He said the surrender of the Red fighters and mass support base is an indication that the unit’s campaign has been very effective.

“We are certain that there are still many of them out there who want to leave the armed struggle but are confused and afraid. Thus, we are calling upon them to lay down their arms and return to the mainstream of the society,” he added.

New People’s Army rebels released two police officers they had held captive since last month hours after President Rodrigo Duterte declared a unilateral ceasefire with the rebels for the Christmas season.

Chief Inspector Renel Serrano, Philippine National Police Caraga spokesperson said rebels from NPA Guerrilla Front 16 released the two policemen in Sitio Tiltilan, Barangay Mahanob, Gigaguit town in Surigao del Norte Wednesday afternoon.

Police Officer 2 Jhon Paul M.Doverte and Police Officer 2 Alfredo L. Degamon, were abducted by the rebels while they were manning an outpost in Placer town, also in Surigao del Norte last Nov. 13.

Serrano said the NPA rebels turned over the police officers to Surigao del Norte Vice Gov. Arturo Egay and Surigo City Vice Mayor Alfonso Casurra at around 1:30pm in Sitio Tiltilan.

The release came after President Duterte declared a ceasefire with the rebels in the spirit of Christmas.

“The President announced last night a suspension of military operations from December 24 to January 2, 2018,” Presidential Spokesperson Harry Roque said in a statement.

Roque said the Philippine government expects the Communist Party of the Philippines and its armed wing, the NPA, to reciprocate and “do a similar gesture of good will.”

In an earlier interview with reporters in Manila, Duterte said he wanted the public to feel safe during the Christmas festivities.

Capt. Patrick Martinez, spokesperson of the 4th Infantry Division said they will abide with the President’s directive and will order all the Army units in their command to stand down starting on Dec. 24.

“Many of our Army units will immediately stop their operation against the rebels,” Martinez said.

“We are eager to see if the NPA rebels will reciprocate the peaceful gesture of our President,” he added.

Supt. Lemuel Gonda, PNP 10 spokesperson said municipal police stations will maintain the highest level of alert during the duration of the ceasefire.

The government aborted peace talks with the National Democratic Front, political arm of the underground Left, for failing to show “sincerity and commitment in pursuing genuine and meaningful peace negotiations as it engaged on acts of violence and hostilities, endangering the lives and properties of innocent people.”

“We’ve shut the doors for now to any ongoing peace talks. I am not in a position to say that the doors will forever be shut. We need to see sincerity on the part of the CPP-NPA. Show us that you are sincere and I’m sure the president will act accordingly,” Roque said on Nov. 28.

Duterte issued the unilateral ceasefire declaration for the holidays even if he had declared the CPP-NPA-NDF as a terrorist organization on Nov. 23.

The NDF responded to Duterte’s declaration of the CPP-NPA-NDF as a terror group by calling the president “the No. 1 terrorist in the Philippines.”

“He (Duterte) is culpable for the abduction, torture and mass murder of an increasing large number of poor people suspected drug users and pushers, peasants and indigenous people in suspected guerrilla fronts and Moro people suspected of aiding the Dawlah Islamiyah from the time of the indiscriminate bombing of Marawi City to the present in several Bangsamoro areas,” the NDF said in a statement on Nov. 23.

The Philippine military is holding 2 Abu Sayyaf fighters who surrendered to government soldiers in the southern province of Sulu in the Muslim autonomous region, officials said Tuesday.

Captain Jo-ann Petinglay, a spokeswoman for the Western Mindanao Command, said the duo – Amin Asjad Ismula, 37, and Aldissar Bara Jurrani, 24, – were being interrogated following their surrender to the 2nd Special Forces Battalion under Captain John Arman Guevara in Parang town.

She said Ismula was a follower of Abu Sayyaf leader Alhabsy Misaya while Jurrani belonged to the group of Abu Sayyaf sub-leader Magdal Jumdail. Just last week, another Abu Sayyaf militant, Persing Abdurasid, 41, also surrendered to the 2nd Special Forces Battalion.

Petinglay said some 138 militants had surrendered this year in Basilan, Sulu and Tawi-Tawi, all in the autonomous region. But it was unclear how the military would be able to monitor all of those who surrendered to ensure they do not rejoin the Abu Sayyaf or end up members of a private army.

She did not say whether those who recently yielded would be provided with financial aid or livelihood as a support to their family and eventual return tom society. The Abu Sayyaf is notorious for ransom kidnappings and terrorism in the troubled region, and is holding over a dozen hostages, some of the foreigners.

Binomba kanina ng militar ang kuta ng Bangsamoro Islamic Freedom Fighters sa lalawigan ng North Cotabato na kung saan ay patuloy ang opensiba ng pamahalaan laban sa jihadist group na kaalyado ng ISIS sa Mindanao.

Target ng opensiba ang lider ng BIFF na si Esmael Abdulmalik alias Abu Turaife na pinaniniwalaang nagtatago sa kabundukan ng Barangay Tunganon sa bayan ng Carmen.

Kinumpirma ito ng 6th Infantry Division at sinigurado nito na walang mga sibilyan na nadamay sa naturang pambobomba ng mga eroplano ng Philippine Air Force.

“The operation was conducted to weed out the terrorist group and to free the communities from the terror menace brought about by the BIFF. All safety procedures were undertaken of the well-coordinated, deliberately planned, and specific-target operation.”

“The targeted areas are far from the local communities, hence, the operation was conducted with outmost consideration that the civilian populace are far from harm’s way, ensuring their safety and protection,” ani Major General Arnel dela Vega.

Hindi naman sinabi ng Dela Vega kung may ulat na casualties sa panig ng BIFF, ngunit ayon sa kanya ay ginagalugad pa rin ng mga tropa ang nasabing lugar na kung saan ay may mga sagupaan na sa pagitan ng magkabilang panig.

“I am very determined to defeat the threat groups and thwart them from doing terroristic activities in Central Mindanao,” wika pa nito.

Karamihan sa mga miyembro ng BIFF ay mula sa Moro Islamic Liberation Front na tutol sa liderato nitong si Murad Ebrahim. Nais ng BIFF na maitatag ang isang Islamic state sa Mindanao na dating pinamumunuan ng mga sultan at datu.
