BUTUAN CITY – The Police Regional Office in the Caraga (PRO-13) on Monday reported the surrender of a supply officer of the communist New People’s Army (NPA) on Jan. 1.

In a statement, PRO-13 director Brig. Gen. Pablo Labra II identified the surrenderer as alias "Oliver," 36, allged supply officer of Squad 1, Platoon 1 of the North Central Mindanao Regional Committee of the NPA.


"Alias Oliver surrendered to the operatives of the Regional Intelligence Division of PRO-13 on Jan. 1,” Labra said.

The surrender, he noted, is the result of the reinforced efforts and call of PRO-13 to the remaining NPA rebels in the region to surrender.

“He voluntarily surrendered after hearing our call to abandon the false ideology of the NPA and return to his family peacefully,” Labra said.

He added that "Oliver" is listed in the Periodic Status Report of PRO-13 during the second quarter of 2022.

“The surrender of Oliver on the first day of 2023 is a positive sight for all the blinded members of the doomed communist movement and we are optimistic that more will follow his footsteps,” Labra said.

He also commended the intelligence division of PRO-13 for convincing "Oliver" to surrender peacefully.

The former rebel is currently undergoing processing in preparation for his enrollment in the Enhanced Comprehensive Local Integration Program of the government.

ZAMBOANGA CITY – Three Abu Sayyaf Group (ASG) bandits, including one involved in the Sipadan kidnapping in 2000, have surrendered to authorities in the province of Sulu, a top police official reported Monday.

Col. Richard Verceles, operations chief of the Area Police Command-Western Mindanao, identified the ASG surrenderers as Mujir Jallah Aharadji alias "Appah," 29; Jurrim Alungan Hapas, 61; and Ebin Habiba Hapas, 60.


Verceles said the three surrendered around 1:30 p.m. Monday at Camp Julasirim Kasim that houses the Sulu Police Provincial Office in Barangay Asturias, Jolo, the capital town of the province.

Verceles said all of the three ASG surrenderers were involved in clashes with government troops during their stay with the bandit group.

Aharadji joined the group of Radulan Sahiron, the oldest ASG leader in Sulu, after the death of his leader, Hairulla Asbang, in April 2021.

Both Jurrim and Ebin were followers of the slain ASG leader Amah Maas, who was killed sometime in 2005.

Jurrim was involved in the kidnapping of 21 people —11 Asians and 10 Europeans— on April 23, 2000 from a dive resort in Sipadan Island, Malaysia.

Verceles said the surrender of the three ASG members was facilitated by a composite team of policemen from Sulu, Criminal Investigation and Detection Group and Special Action Force.

All of the three ASG surrenderers were placed under debriefing and profiling procedures.

BALER, Aurora – At least 86 former members of the Communist Party of the Philippines - New People’s Army (CPP-NPA) and their supporters in the provinces of Nueva Ecija and Aurora withdrew their support from the terrorist group and pledged allegiance to the national government in the year 2022.

The withdrawal of support was facilitated by the Philippine Army’s 91st Infantry “Sinagtala” Battalion (91IB) whose area of jurisdiction covers this province and three towns of Nueva Ecij -- Bongabon, Gabaldon and Laur.


Lt. Col. Julito B. Recto Jr., commander of the 91IB, said on Monday that the continuous joint efforts of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) and its persistent campaign against terrorism resulted in the realization by the surrenderers of the futility of their armed struggle against the government.

In an interview, Recto emphasized “the whole-of-nation approach to win peace and progress, instead of just defeating the enemy in military combat.”

He said that those who formally cut their ties with the CPP-NPA were former NPA fighters, members of the Militiang Bayan and their supporters.

Likewise, Recto said 13 assorted firearms were turned in by the rebels and eight NPA lairs were discovered in this province alone from January last year to date.


Recto cited the active engagement of the 91IB troops, in partnership with the local government units, in various operational fronts of civil-military operations, disaster relief and rescue operations, anti-illegal logging operations and other activities.

He pointed out that peace is everybody’s concern.

“It’s us, not an issue of you and me alone but everybody was involved. At the end of the day, peace must prevail. We are maintaining it so that the terrorist will not be back in our area of responsibility,” he said.

“Let us build lasting peace by letting no one to be left behind, together with our friends, relatives, and loved ones,” Recto added.

DAVAO CITY – The Eastern Mindanao Command (Eastmincom) of the Armed Forces of the Philippines (AFP) has managed to tear apart 18 New People’s Army (NPA) units in its area of responsibility in 2022.

Lt. Gen. Greg Almerol, Eastmincom commander, said they are anticipating the imminent collapse of the communist rebel units within their joint operational area, consisting mainly of the NPA's five sub-regional committees (SRC), nine guerilla fronts (GFs), and four vertical units.

In a statement Tuesday, Almerol said that of the 32 GFs confronted by Eastmincom since the Campaign Plan "Kalinaw Sidlakang Mindanao" in 2017, at least 88 percent of the target NPA units have already been destroyed, while the four remaining GFs "are at their weakest."

Almerol said the GF19, SRC Southland, and North Eastern Mindanao Regional Committee are among the "most notorious" NPA units in the Caraga Region that the military has dismantled.

These rebel units, he said, forcibly recruited indigenous peoples and minors to join the NPA.

"The GF19 was involved in operating former NPA-linked schools in Agusan del Sur and Surigao del Sur, where the IPs children were brainwashed and recruited in the terrorist movement. Its dismantling is an open door for the future declaration of strategic victory in the Caraga region, where significant NPA formations remain," Almerol added.

Aside from the dismantled NPA units, the Eastmincom also neutralized 533 NPA regulars, with 71 killed, 48 captured, and 416 surrendered last year.

Eastmincom, he said, also managed to convince 198 underground mass organizations and personalities to withdrew their support for the NPA.

Among the "high-value" individuals neutralized during the period were Menandro "Bok" Villanueva, the secretary of Southern Mindanao Regional Committee/Komisyon Mindanao and third vice-chairperson of the Communist Party of the Philippines (CPP); Pedro "Gonyong" Codaste, the second top-ranking NPA commander in Mindanao; and 55 other leaders.

Meanwhile, the Eastmincom said the NPA firepower further declined this year as government troops recovered 631 firearms and 121 anti-personnel mines through combat operations.

Eastmincom troops also discovered 91 enemy hideouts within the period.


Eastmincom said its biggest achievement for 2022 is the declaration of the Davao Region as "insurgency-free" on Oct. 27.

“This is the result of the successive defeats of the remaining NPA units in the five Davao provinces and one highly-urbanized city,” Almerol said.

He credited these accomplishments to the "convergence" of local government units, national government agencies, and the military under the National Task Force to End Local Communist Armed Conflict.

Almerol also reiterated his call to the remaining NPA forces to "surrender peacefully" since most of their top-ranking leaders, such as CPP founder Jose Maria Sison, are already dead.

"The death of Jose Maria Sison and the neutralization of your other leaders signal that the collapse of your organization is imminent. Surrender to avoid the same consequence, and we will ensure that you will receive the benefits of the government’s Enhanced Comprehensive Local Integration Program," he said.

BUTUAN CITY – A communist New People’s Army (NPA) rebel who recently surrendered to the military led the government troops to the location of high-powered firearms stashed in the hinterlands of Jabonga town, Agusan del Norte.

Brig. Gen. George Banzon, the Army’s 901st Infantry Brigade commander, said Maximo Fuentes Sr., one of three NPA fighters who surrendered on Jan. 1, pinpointed the site of the buried NPA arms cache in Barangay Cuyago, Jabonga.

Recovered from the site were five M16 rifles, an M4 rifle, a 40mm grenade launcher, and a generator set.


Vibas yielded to the Army’s 29th Infantry Battalion (29IB) along with his live-in partner Jennifer Tison Gagbo, and another rebel identified as Nelboy Nanoy Yubos.

The surrenderers are members of the weakened NPA Sentro De Grabidad Guerrilla Front 16, Northeastern Mindanao Regional Committee.

During their surrender in Cabadbaran City, Agusan del Norte, the rebels also turned over a 5.56 Magpul rifle.


“This accomplishment is another breakthrough in our relentless effort in pursuing the diminishing numbers of NPA following the series of neutralization of seasoned cadres in the province,” Banzon said.

In a separate statement, the Army’s 4th Infantry Division commander Maj. Gen. Wilbur Mamawag, lauded the local government units and the communities in Agusan del Norte for their contributions to the continuing negotiations to bring back more rebels to the fold of the law.

“The decision to surrender is a welcome development after the death of the founding leader of the Communist Party of the Philippines, which left a vacuum and lack of direction of the communist terrorist group,” Mamawag said.

TACURONG CITY – A communist rebel surrendered to the police in Sarangani province, telling the authorities that more of his comrades are about to return to the fold of the law.

Brig. Gen. Jimili Macaraeg, police regional director for the Soccsksargen region, said Thursday that New People's Army (NPA) rebel Marito Manang denounced the atrocities of his comrades operating in Kiamba, Sarangani province.

Manang, 45, who turned over a rifle grenade and propaganda materials, underwent debriefing after his surrender to the Kiamba police Wednesday afternoon.

“Many are willing to come down, I decided to go ahead by escaping from the group because I am tired of fighting for a meaningless struggle,” Manang was quoted by the police in the vernacular.


Manang is now under the custody of the police’s 1204th company of Regional Mobile Force Battalion 12 and is set to avail the government's reintegration program.

Macaraeg appealed to remaining rebels to "start building a better future free from the control of anti-government leaders teaching false ideologies."

“As law enforcers, one of our priorities is to provide a community where everyone is free to live and work, which can only be achieved once we can end terrorism and insurgency in the region,” he said.

At least 150 NPA rebels surrendered to the police last year as the government intensified its reconciliation and unification program.

CAGAYAN DE ORO CITY – The Eastern Mindanao Command (Eastmincom) of the Armed Forces of the Philippines (AFP) has expressed confidence that more communist rebels will give up arms and surrender in Northern Mindanao in the coming weeks.

In a statement Thursday, Lt. Gen. Greg Almerol, Eastmincom commander, said the death of Jose Maria Sison, co-founder of Communist Party of the Philippines, has affected the morale of its armed wing, the New People's Army (NPA).

"With this situation, we expect more of their comrades to surface and lay down their arms," Almerol said.

Almerol also called on remaining NPA combatants "to surrender without hesitation as the freedom and benefits of the Enhanced Comprehensive Local Integration Program (E-CLIP) are waiting upon their return."

Almerol's statement came after the surrender of eight NPA leaders on Jan. 3 in Lantapan and Pangantucan towns, Bukidnon.

The following day, the surrenderers led the government troops to the location of three arms caches in Barangay Tikalaan and Barangay Miarayon in Talakag, Bukidnon, resulting in the recovery of several firearms and medical supplies.


Meanwhile, the Misamis Oriental Police Provincial Office presented five former rebels who surrendered early this week.

"It was a good decision I surrendered, because I want my children to continue going to school," a former rebel was quoted as saying in a statement issued by the police.

ZAMBOANGA CITY – At least 21 members of the Abu Sayyaf Group (ASG) have surrendered to authorities in Sulu, a police official said Thursday.

Col. Richard Verceles, operations chief of the Area Police Command-Western Mindanao, said the ASG bandits turned themselves in on Wednesday at Camp Col. Julasirim Kasim in Barangay Asturias, Jolo.


Maj. Gen. Edgar Alan Okubo, Philippine National Police-Special Action Force (PNP-SAF) chief, welcomed the ASG surrenderers in a ceremony at the headquarters of the 7th Special Action Battalion (SAB) at Camp Kasim, Verceles said.

Verceles said the surrender of the 21 ASG members was the result of the 84th Special Action Company’s "soft approach" on counterterrorism, particularly under the SAF CARES program.

The SAF CARES program is designed to promote peacebuilding and socio-economic development in local communities, where PNP-SAF units are deployed.


Verceles said the surrenderers were placed under the custody of the 7SAB for custodial debriefing, documentation and orientation in preparation for their reintegration to mainstream society.

On Jan. 2, three ASG followers also surrendered to authorities in Sulu.

BUTUAN CITY – A New People’s Army (NPA) rebel leader was served with another arrest warrant on Wednesday night while detained at the Lianga District Jail in Surigao del Sur.

In a report Thursday, the Surigao del Sur Police Provincial Office (SDSPPO) said police personnel from San Agustin, Surigao del Sur served the arrest warrant for attempted murder on Ronald Enriquez Galdiano, 40.

“The arrest warrant, dated November 21, 2019, was issued by the Regional Trial Court (RTC) Branch 28 in Lianga," SDSPPO said.

Galdiano is the alleged commanding officer of the NPA Guerrilla Front 19, Sub-Regional Committee Southland, North Eastern Mindanao Regional Committee.

He was arrested by the operatives of Lianga police on Dec. 8, 2022 in Malolos City, Bulacan for three counts of murder without bail issued on Feb. 23, 2021.

Galdiano is listed as an "NPA priority target" and considered the sixth most wanted person in the Caraga last year.


In the latest arrest warrant for attempted murder, the local court in Lianga set the rebel’s bail at PHP120,000.

“He (Galdiano) will remain under the custody of the Bureau of Jail Management and Penology in Lianga for proper disposition," SDSPPO said.

DAVAO CITY – The Army's 10th Infantry Division (10ID) has dismantled 11 New People’s Army (NPA) guerilla units in southern Mindanao and achieved an insurgency-free status for Davao Region last year.

Maj. Gen. Nolasco Mempin, 10ID commander, acknowledged the Regional Task Force to End Local Communist Armed Conflict 11 (RTF-ELCAC), partner stakeholders and the people of Southern Mindanao for the successful anti-insurgency campaign.

"The defeat of the communist NPA in Southern Mindanao is irreversible. The former rebels and those rescued, along with the Davaoeños, are united in their efforts to end the over five decades of communist insurgency in the area,” Mempin said in a statement Thursday.

Last year, the 10ID said it managed to break up four guerilla fronts, four sub-regional committees (SRCs) and the three NPA sub-regional guerilla units – all under the Regional Sentro De Grabidad of the Regional Operations Command (ROC).

Around 34 encounters transpired in the 10ID area of responsibility that led to the neutralization of 445 NPA rebels – 19 killed, 27 captured and 399 surrendered.

Of the neutralized NPA rebels, 28 were high-ranking NPA leaders such as GF3 secretary Maximo Catarata alias SM; Leo Lacumbo, commanding officer of the ROC and GF2 secretary Rosefel Movera alias Dandan.

The 10ID also recovered 307 NPA firearms composed of various calibers.

Mempin said the "most significant victory of the 10ID and the Dabawenyos" was the declaration of the Davao Region as insurgency-free in October 2022.

BUTUAN CITY – Four New People’s Army (NPA) rebel surrendered Thursday to the mayor of Las Nieves, Agusan del Norte.

In a statement, the Las Nieves municipal information office (MIO) said the surrenderers presented themselves to Mayor Karen Rosales and the local police.

They turned over four firearms – two AK-47 rifles and two .38-caliber revolvers.

The MIO identified one of the surrenderers as Cesar Corilla, a squad leader of the NPA Platoon 2, Sub-Regional Sentro De Grabidad Sagay, Sub-Regional Committee 3 of the North Central Mindanao Regional Committee.

The other three surrenderers, who are all females, are identified only as “Dindin”, “Jamby”, and “Nicky”.

Both “Jamby” and “Nicky” are pregnant during their surrender. “Dindin” served as an organizer of different farmers groups under the NPA’s underground mass organization in the area.


During their conference with the mayor, Dindin narrated the hardships they had experienced, especially during the full implementation of Executive Order No. 70 (EO 70).

EO 70 mandates the whole-of-nation approach to end the local communist armed conflict in the countryside.

“I want to go home and be with my children. What is important for me now is the future of my children,” Dindin was quoted as saying by the MIO.

As initial support, local officials provided the surrenderers with food packs and assistance through the town’s social welfare office.

“This is the result of our efforts in bringing the government services to the far-flung communities in Las Nieves,” Rosales said.

The surrenderers were immediately handed over to the Army’s 23rd Infantry Battalion for processing and enrollment in the government’s Enhanced Comprehensive Local Integration Program.

TACLOBAN CITY – The Philippine Army has discovered an arms cache in the outskirts of Mahapalag, Leyte buried for years by members of the New People’s Army (NPA) hiding from government forces.

Acting on tips from former rebels and mass supporters, soldiers discovered the four high-powered firearms in the upland Maligaya village on Thursday, according to Philippine Army 802nd Infantry Brigade commander Col. Noel Vestuir on Friday.

Vestuir said the arms cache consist of one AK47 assault rifle, an M16 Armalite rifle, an M1 Garand rifle, a 40mm M79 grenade launcher and assorted magazines belonging to the NPA platoon 1, sub-regional command, Eastern Visayas Regional Party Committee.

“I think the firearms have been buried for about two years. The rebels have been hiding from government forces and they left these firearms since they could not carry it anymore,”
Vestuir said in a phone interview.

In a statement, Lt. Col. Ernesto Dela Rosa, commander of the Army’s 14th Infantry Battalion thanked civilians for reporting the location of buried firearms as a result of an intensified information drive.

“This achievement displays the support of the civilian populace to the Philippine Army as they no longer want the NPA to regain their influence and control in the communities, much more of stock piling food supplies and armaments,” Dela Rosa said.

The military has called on the remaining NPA combatants still hiding in the mountains of Leyte Island to come out and return to their families since they are no longer welcomed by the people in the communities.

“You could not hide and evade us forever without food, without the support of the people who you consider as your mass base, and you could not fight us without your firearms,” Vestuir added.

The official urged the owners of these recovered firearms to surrender and avail the benefits for former rebels and the Enhanced Comprehensive Local Integration Program being offered by the government.

BUTUAN CITY – Police arrested a squad leader of the communist New People’s Army (NPA) with a standing arrest warrant in Agusan del Sur province, an official said Friday.

Brig. Gen. Pablo Labra II ,Police Regional Office in the Caraga Region (PRO-13) director, said Arnold Aga Maravilla was arrested Thursday in Barangay Sta. Emelia, Veruela town.

In a statement, Labra described Maravilla, 34, as the squad leader of NPA Segunda Sentro De Grabidad Platoon of Guerrilla Front 3, North Eastern Mindanao Regional Committee (NEMRC).


“Maravilla has a standing arrest warrant for murder and multiple attempted murder charges issued by the Regional Trial Court Branch 6 in Prosperidad, Agusan del Sur on Aug. 28, 2015,” Labra said.

Labra is also listed as a priority target by the police since 2014.

PRO-13 reports revealed that Maravilla was among the NPA insurgents involved in a clash with forces of the Army’s 26th Infantry Battalion in Loreto, Agusan del Sur, on Aug. 8, 2013 that resulted in the death of a government trooper and the wounding of four others.

“The arrest of the suspect after years of hiding proves that time is not a hindrance in giving justice to the victims of (NPA) heinous crimes,” Labra said.

Meanwhile, Labra also reported the surrender of two other NPA rebels on Wednesday.

He identified the surrenderers only as Jan, 24, of Lianga, Surigao del Sur and a member of the NPA Guerilla Front 16A, NEMRC; and Sam, 22, a Militia ng Bayan member from Nasipit, Agusan del Norte.

BUTUAN CITY – A New People’s Army (NPA) fighter was killed while another was wounded in an armed encounter with troopers of the 65th Infantry Battalion (65IB) at the boundary of barangays Taligaman and Bugsukan here on Friday afternoon.

In a statement on Saturday, the 65IB said they dispatched a team after residents alerted them to the presence of an undetermined number of armed men.

A 20-minute gunfight occurred and the rebels immediately fled, leaving behind a dead fighter and another wounded, who was provided with first aid and later taken to a medical facility in Butuan City.

The identities of the fatality and the injured are still being determined, the 65IB said, adding that no one was hurt on the side of the government troopers during the skirmish.

Recovered from the encounter site were two AK-47 rifles, one M16 rifle, an M203 grenade, a variety of ammunitions, a detonating cord, five mobile phones, subversive documents, and personal belongings.


In the same statement, 65IB commander, Lt. Col. Michel Mortejo, lauded the residents’ alertness and courage to report the presence of the NPA rebels in their area.

“The 65IB will continue to provide security to ensure the safety of the residents of Butuan City, especially those in the remote areas,” Mortejo said.

He also urged the remaining NPA insurgents to peacefully surrender as government programs and services are available to them.

DUMAGUETE CITY – Government forces have arrested three high-ranking members of a dismantled guerilla front of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in Calatrava town, Negros Occidental province on Friday night.

A report released by the 79th Infantry Battalion (79IB) of the Philippine Army on Saturday identified the three as Felix Susas Jr., alias "Rigor/Budok," secretary of the defunct Northern Negros Front (NNF) and former commanding officer of the Regional Security Force-Komiteng Rehiyon Negros; Cherryl Catalogo, alias "Celo," NFF education staff; and Jalen Susas, alias "Cristel/Izumi/Cg," NFF medical and education staff.

They were arrested in Sitio Pinamactinan, Barangay Cambayobo by troops of the 79IB, Regional Mobile Force Battalion 6, 1st Negros Occidental Provincial Mobile Force Company, the 6th Special Action Battalion of the Philippine National Police-Special Action Force, and Calatrava and Toboso police.

Seized from the suspects were two .45-caliber pistols with two magazines and seven rounds of live ammunition; one 9mm pistol with magazine, holster and 18 rounds of live ammunition; four rifle grenades; personal belongings; medicines; and subversive documents.


Felix Susas has a standing arrest warrant for violation of Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act) issued by the Guihulngan City Regional Trial Court Branch 64 and is facing homicide charges in Silay City.

Meanwhile, Jalen Susas has two murder cases for the deaths of Renato Estrebillo on Aug. 12, 2022 in Barangay Marcelo, and Barangay Lalong chairperson Benjamin Javoc on Aug. 26, 2022.

Lt. Colonel J-jay Javines, commanding officer of the 79IB, attributed the success of the operation to the concerted efforts of the police and military and the residents who provided timely information about extortion and recruitment activities in Barangay Cambayobo and adjacent villages.

He also called on the remnants of the defunct NNF to lay down their arms, live a normal life with their families, and avail of the government's Enhanced Comprehensive Local Integration Program (E-CLIP).

"We are more than willing to welcome you back into the mainstream society. Our government has laid [out] programs for rebels who wish to surrender, such as E-CLIP. For those who do not wish to surrender, we will relentlessly hunt you down until you will have no other option but to lay down your arms and surrender or die fighting for a futile cause," Javines said in a statement.

ZAMBOANGA CITY – A mid-level leader of the Abu Sayyaf Group (ASG) who has been hiding for the past 14 years was arrested by authorities in Basilan province over the weekend, a top police official reported Monday.

Col. Alexander Lorenzo, Zamboanga City Police Office (ZCPO) director, said Tiyana Janna alias Commander Rambo, 56, was arrested by operatives of the ZCPO and Philippine National Police-Special Action Force (PNP-SAF) in an operation around 9:45 a.m. Saturday in Lantawan town, Basilan.


Lorenzo said Janna, whose operation is based in Sumisip town of Basilan, is the sixth most wanted person in the province.

Janna has a standing warrant of arrest for murder with no recommended bail.

Authorities believed that Janna traveled to Lantawan by motorboat from this city a few days before his arrest as he was sighted in Barangay Curuan, a coastal village 50 kilometers east of the city proper.

Janna was placed under the temporary custody of the Isabela City Police Station pending his turnover to the court of Isabela City which issued the arrest warrant against him.

ZAMBOANGA CITY – A militiaman and three members of his family were wounded in a 30-minute clash with Abu Sayyaf bandits in Lamitan City, Basilan province, police and military officials said Monday.

Col. Richard Verceles, operations chief of the Area Police Command-Western Mindanao, said the clash broke out when a group of Abu Sayyaf bandits attacked an Army detachment around 7:50 p.m. Sunday in Barangay Sabong.


Verceles identified the victims as Romy Mangkabung, 36, a militiaman; his wife, Hasma, 30; his daughter, Nasira, 22; and a 10-year-old nephew.

He said Mangkabung and his relatives were at the detachment of the Army’s 18th Infantry Battalion when the bandits, led by a certain commander Abaas Jangkatan, attacked them.

Brig. Gen. Domingo Gobway, the Army's 101st Infantry Brigade commander, believes the attack was in retaliation for the death of a follower of Jangkatan, identified only as a certain Tarzan, on Nov. 8, 2022 in Barangay Baas.

Tarzan and three others had just attended a wedding of a relative on the evening of Nov. 7, 2022, and decided to sleep off the night at a mini-stage in the area when attacked by unidentified gunmen early the next day.

Gobway said reports reaching him indicated that the group of Jangkatan suspects that the militiamen at the Sabong detachment, which is near Barangay Baas, were involved in the Nov. 8 incident.

TACLOBAN CITY – The Philippine Army has lauded former supporters of the New People’s Army (NPA) in Leyte province who tipped off about the location of the rebels’ arms cache in the municipality of Mahaplag last week.

Lt. Col. Ernesto Dela Rosa, commander of the Army’s 14th Infantry Battalion said they were able to discover high-powered firearms in Barangay Maligaya, Mahaplag, on Thursday.

The arms cache consists of one AK47 assault rifle, an M16 Armalite rifle, an M1 Garand rifle, a 40mm M79 grenade launcher and assorted magazines. These reportedly belong to the NPA Platoon 1, sub-regional command, Eastern Visayas Regional Party Committee.


“The NPA buried the firearms because of their inability to recruit and recover former mass bases to fill in their ranks,” Dela Rosa said in a statement on Monday.

The official said the series of fruitful engagements with villagers and the delivery of basic services and development in the area have enlightened locals of the deceptive scheme of the NPA.

Soldiers have immersed their community support program (CSP) team in the upland village of Mahaplag and intensified government service through the implementation of the retooled CSP.

The military has called on the remaining NPA combatants still hiding in the mountains to surrender and return to their families.

Dela Rosa also urged the owners of these recovered firearms to surrender and avail of the benefits for former rebels under the Enhanced Comprehensive Local Integration Program of the government.

BACOLOD CITY – A still unidentified New People’s Army (NPA) fighter was killed in a clash with troops of the Philippine Army and the Philippine National Police in Barangay Carabalan, Himamaylan City, Negros Occidental Monday morning.

The first recorded encounter in the province this year came three months after a series of skirmishes took place in the same village that displaced thousands of residents.


Col. Michael Samson, commander of 303rd Infantry Brigade (IBde), said in a statement the troops responded following a tip from the locals in Sitio Maliko-Liko about the presence of an armed group from NPA’s Central Negros 2, Komiteng Rehiyong-Negros, Cebu, Bohol, Siquijor, which were extorting money and asking for food.

According to a report of the 94th Infantry Battalion, government forces engaged about 10 NPA rebels in a five-minute firefight at around 6:30 a.m. that left one of the rebels dead.


After the enemies fled, the soldiers recovered several high-powered firearms, including an M14 rifle with seven magazines of ammunition, an M4 rifle with a magazine of ammunition, and an M79 grenade launcher with four ammunition along with a rifle grenade, two M16 rifles and two bandoliers.

They also found a backpack, NPA flag and subversive documents.


“As the communists-terrorists continue to threaten the peace of our communities, your Army in Negros will be relentless in pursuit of the perpetrators of murder, arson, extortion and other atrocities,” Samson said.

Last year, the clashes in Barangay Carabalan started on Oct. 6, prompting evacuations in affected areas, and the last group of evacuees returned home on Oct. 19.

On Oct. 10, Romeo Nanta, the commanding officer of the Regional Operational Command of the NPA’s Komiteng Rehiyon-Negros, was killed during a clash in Sitio Medel while on Oct. 8, Corporals Christian Drilon and Rex Verde died while six other soldiers were wounded during an encounter in Sitio Sig-ang.

ZAMBOANGA CITY – Two leaders of the Abu Sayyaf Group (ASG) and their 19 followers have surrendered to authorities in Sulu province, police and military officials said Tuesday.

Col. Richard Verceles, operations chief of the Area Police Command-Western Mindanao, said ASG leader Majid Said and his subleader, Jamiri Jauhari, have yielded together with their followers Sunday at the headquarters of the Army’s 104th Infantry Battalion (104IB) in Barangay Bon-Bon, Patikul, Sulu.


Verceles said the group surrendered through the joint efforts of military and police forces following a series of negotiations.

The surrenderers turned over 10 high-powered firearms consisting of seven M14 rifles and three M16 rifles.

Brig. Gen. Benjamin Batara Jr., the Army's 1103rd Infantry Brigade commander, presented the 21 ASG surrenderers to Maj. Gen. Ignatius Patrimonio, 11th Infantry Division (ID) commander, and Patikul Mayor Kabir Hayudini in a simple ceremony at the 104IB headquarters.

The ASG surrenderers received food and financial assistance from the 11ID and the Patikul municipal government as initial aid.

Meanwhile, Brig. Gen. Arturo Rojas, acting commander of the Western Mindanao Command, said he is optimistic that the ASG in Sulu will soon be defeated.

“We were anticipating this (surrender) because of the well-integrated civil and military strategy of the campaign plan,” Rojas said.

Because of the government’s “whole-of-nation approach,” he said the military managed to rally the support of the populace in helping convince ASG members to surrender and rejoin the mainstream society.

BACOLOD CITY – A top New People's Army (NPA) leader who was arrested in joint military and police operations in Calatrava town, Negros Occidental province on Jan. 7 is facing various criminal cases in at least four trial courts in Negros Island.

Based on records of the Negros Occidental Police Provincial Office (NOCPPO), Felix Susas Jr., 45, secretary of the defunct Northern Negros Front, has pending warrants of arrest, served to him while in the custody of Calatrava Municipal Police Station (MPS) over the weekend.


Lt. Judesses Catalogo, public information officer of NOCPPO, told the Philippine News Agency on Tuesday that after the arrest of Susas, a check of police records showed he has been issued arrest warrants by the courts for criminal cases committed in the areas of northern Negros.

"It could be that he still has warrants of arrest in other places. Once received, we will add that to the service of warrants to him," he added.

Hours after he was apprehended on Jan. 7, the Calatrava MPS served to Susas the warrant of arrest dated Jan. 4, 2023 for the second murder case he is facing before the Regional Trial Court (RTC) Branch 57 in San Carlos City under Presiding Judge Arville Delgado.

The first order to arrest him for murder, issued by Delgado on Feb. 18, 2022, was served by the 1st Negros Occidental Provincial Mobile Force Company on the same day along with the arrest warrant for homicide issued by Presiding Judge Dyna Doll Trocio of RTC Branch 40 in Silay City.

The San Carlos City Police Station served to Susas the warrant of arrest for violations of Section 28 (1), Article 5 of Republic Act (RA) 10591 or the Comprehensive Law on Firearms and Ammunitions, and Section 10 of RA 9372 or The Human Security Act of 2007 also issued by the RTC Branch 57, while the Escalante City Police Station served as well the arrest order for theft from Municipal Trial Court in Cities Presiding Judge Jose Meno Ruiz.

On Jan. 8, the NOCPPO Provincial Intelligence Unit also served to Susas the warrant of arrest for violation of RA 10591 issued on April 22, 2019 by Presiding Judge Mario Trinidad of RTC Branch 64 in Guihulngan City, Negros Oriental.

According to the report of Calatrava CPS, Susas was arrested together with his wife Jalen Carillo Susas, 35, and companion Cherryl Catalogo, 27, after they were found illegally possessing firearms and explosives in the morning of Jan. 7 at Sitio Pinamaktinan of Barangay Cambayobo,

The two women were identified as the NNF's medical staff and education staff, respectively.

The three are facing charges for violation of RA 10591 (unlawful possession of firearms and ammunition) and RA 9516 (illegal possession of explosives), the police report showed.

DUMAGUETE CITY – A member of the Communist Party of the Philippines-New People’s Army (CPP-NPA) was killed in an encounter with troops of the Philippine Army’s 62nd Infantry Battalion (62IB) in Barangay Trinidad, Guihulngan City, Negros Oriental province on Tuesday morning.

Lt. Col. William Pesase, 62IB commanding officer, told the Philippine News Agency in an interview that his troops acted on civilian information that armed men were monitored in the vicinity of Sitio Banderahan in Barangay Trinidad “conducting extortion activities and harassing residents in the area”.

At around 7 a.m., the responding soldiers engaged an estimated five NPA members in a five-minute gunfight in Sitio Banderahan, which sits on the boundary of Barangays Trinidad and Budlasan, he said.

The rebels fled afterward, leaving behind the body of their slain companion, he added.

The soldiers also recovered from the slain NPA member a .45-caliber pistol with ammunition.


Pesase said the armed NPA group belongs to the Central Negros 1 guerilla front of the Komiteng Rehiyon Negros, Cebu, Bohol and Siquijor (KR-NCBS).

“This is the same group whose members figured in previous clashes with government troops in Guihulngan and nearby areas late last year,” he said.


Members of the City Disaster Risk Reduction and Management Office, the local police, and Army troops have recovered the body of the deceased rebel from the mountain barangay and will be bringing it to a funeral parlor in the city proper.

His identity has yet to be established.

Pesase reiterated his call to the remaining members of the NPA to give up the protracted war and surrender so they can avail of the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

“Otherwise, they will suffer the same fate as their fallen companions because we will continue with our relentless campaign against the communist insurgency,” he said.

CEBU CITY – The Visayas Command (Viscom) on Tuesday said the Communist Party of the Philippines-New People’s Army (CPP-NPA) in the Visayas has suffered a series of setbacks at the start of this year owing to the neutralization of five members and confiscation of 13 firearms in 10-day military operations.

Maj. Gen. Benedict Arevalo, Viscom acting commander, urged the few remaining fighters who are still in the mountains to lay down their arms and return to the fold of the law.

“These series of debacles suffered by the CPP-NPA manifest your soldier’s utmost dedication and steadfast commitment to defeat the CPP-NPA and swiftly serve justice to those whom they terrorized,” Arevalo said in a statement.

He said the "long arms of justice will eventually catch up with you. We will never stop, and we will never falter in our commitment to win the peace for the people in the Visayas. Lay down your arms now and return to the folds of the law while you still can.”

According to Viscom, the military and law enforcement operations from Jan. 1-10 resulted in the death of two CPP-NPA members.

On Tuesday, another fighter died in a five-minute shootout between members of the Philippine Army's 62nd Infantry Battalion and NPA terrorists under Central Negros 1 (CN1) of the Komiteng Rehiyon Negros, Cebu, Bohol, and Siquijor (KR NCBS) in Sitio Banderahan, Barangay Trinidad in Guihulngan City, Negros Oriental province.

A .45-caliber pistol was recovered in the possession of the neutralized rebel.

On Monday, another NPA member died in an encounter with the members of the 94th Infantry Battalion and 2nd Negros Occidental Provincial Mobile Force Company (NOCPMFC) in Sitio Maliko-liko, Barangay Carabalan, Himamaylan City in Negros Occidental.

He was a member of Central Negros 2 (CN2) of the KR NCBS.

Government troops recovered several war materiel during the said encounter including an M14, an M79 grenade launcher and two M16 rifles, among others, along with an NPA flag, personal belongings, and several subversive documents.

Meanwhile, three other NPA members were neutralized through a joint law enforcement operation launched by the 79th Infantry Battalion, Special Action Battalion-6, and Regional Mobile Force Battalion-6 at Barangay Cambayobo, Calatrava in Negros Occidental on Jan. 6.

Viscom said they are remnants of the dismantled Northern Negros Front (NNF) under Komiteng Rehiyon Negros, Cebu, Bohol, and Siquijor (KR NCBS).

The government operatives recovered in their possession two .45-caliber pistols, a 9mm pistol, magazines with live ammunition, four rifle grenades, cash, and personal belongings.

Viscom identified one of the rebels neutralized in Calatrava as Felix Susas Jr., also known by his aliases as Rigor, Kenneth, Glemore and Dapin.


Susas, who has pending arrest warrants for murder, homicide, illegal possession of firearms and violation of the Human Security Act of 2007, was responsible for the alleged murder of Lalong barangay chairman Benjamen Javoc on Aug. 26 last year, and that of Renato Estrebillo in the same month, in Barangay Marcelo, both in Calatrava town.

On Jan. 5, soldiers from the 14th Infantry Battalion recovered an arms cache of the NPA in Barangay Maligaya, Mahapalag, Leyte, after they received information provided by a former rebel.

The arms cache contained an AK47 assault rifle, an M16 rifle, M1 Garand rifle, an M79 grenade launcher and assorted magazines.

ZAMBOANGA CITY – The military is constructing projects to expand the service areas of a water system they earlier built in a former stronghold of the Abu Sayyaf Group (ASG) in Talipao town, Sulu province.

Captain Ron Villarosa, commander of the 2nd Special Force Battalion’s 6th Special Forces Company, said Tuesday the projects include the construction of a 40,000-liter concrete reservoir and six-kilometer pipe-laying work of the Sinumaan Complex Level II water system in Barangay Sinumaan of the municipality.

“The reservoir and pipe-laying construction are now 70 percent and 80 percent complete, respectively” Villarosa, who oversees the implementation of the projects, said.

He said the project will benefit the residents of Barangay Lumbayong.

The source of the water system has an elevation of 524 meters above ground level that presently supplies natural drinking water using gravitational force to the “Balik-Barangay” communities in the municipalities of Talipao and Patikul.

These include the Sinumaan Complex in Talipao comprising the villages of Bud Bunga, Upper Sinumaan, Lower Sinumaan, Kagay; as well as Upper Kamuntayan and Danag in Patikul.

They were named as Balik-Barangay communities since the residents have just returned to their homes starting last year after the military successfully drove out the ASG bandits in the area.


The villagers fled to safer areas several years ago due to the presence of the ASG in their communities.

Villarosa said funding for the construction of the water system was generated from the full proceeds of the Sulu 1st Heroes Ultra Run held in August last year, with additional support from Sulu Governor Abdusakur Tan.

COTABATO CITY – The mayor of Polomolok town, South Cotabato province has offered a PHP500,000 bounty for anyone who can provide information that will lead to the arrest of gunmen behind the separate killings of four of the town’s civil security unit (CSU) personnel.

Mayor Bernie Palencia said Wednesday the reward money aims to fast-track the resolution to the killings, the latest of which claimed the life of a retired police major who served as the town's CSU intelligence chief.

Retired Major Donald Cabigas, 56, was shot dead inside his liquified petroleum gas retail store in Barangay Poblacion on Jan. 9.

On Jan. 6, unidentified gunmen also shot dead two other CSU members along the national highway in Barangay Sulit, Polomolok.

They were identified as retired police officer Bonifacio Cabisada, 58, and Jessie Arciete, 56, both bodyguards of the mayor.


Pelancia said witnesses told police that the perpetrators aboard a motorbike first spoke with the two CSU members before they were shot.

“The gunmen and the victims were seen talking to each other while traveling on motorbikes, so the theory was they knew each other,” he said.

This month’s succession of shooting incidents in the town was preceded by the Nov. 18, 2022 attack on CSU member Adonis Dionela, who was shot dead by gunmen in the municipal cemetery where he was assigned as security personnel.

DUMAGUETE CITY – The Communist Party of the Philippines-New People’s Army (CPP-NPA) rebel who was killed in an encounter with government troops in Guihulngan City, Negros Oriental was identified as a guerrilla front leader, Army and police sources said Wednesday.

Orlando Fat, alias Banban, was the lone casualty during a five-minute firefight between his group of five NPA rebels and soldiers of the Philippine Army’s 62nd Infantry Battalion (62IB) early Tuesday in Sitio Banderahan, Barangay Trinidad, Guihulngan City.

Fat, who hails from the sub-village of Banderahan, is the political instructor of Section Guerrilla Unit 3 of the NPA’s Central Negros Front 1, Komiteng Rehiyon-Negros, Cebu, Bohol, and Siquijor (KR-NCBS), that operates in the tri-boundaries of Guihulngan City, Canlaon City, both of Negros Oriental and Moises Padilla, Negros Occidental, the 62IB said.


Lt. Col. Romeo Cubo, Guihulngan City police chief, told the Philippine News Agency that they have informed the barangay captain of Trinidad to locate Fat’s next of kin so they can claim his body.

“After the retrieval operations yesterday afternoon, the body of Orlando Fat was brought to the funeral parlor where he will lie in wake for three days. We hope that the family will claim the body, otherwise, he will have to be buried based on a local policy here,” Cubo said in mixed English and Cebuano.

Government troops also recovered from the encounter site one .45-caliber pistol with two magazines and five live rounds of ammunition; one 40mm grenade launcher; three empty steel magazines (short) for M16 Rifle; one empty plastic magazine (short) for M16 Rifle; one magazine pouch and one holster for .45-caliber pistol; personal belongings; and “subversive documents”.

Lt. Col. William Pesase, 62IB commanding officer, in an interview said the death of Fat is a "huge blow to the NPA considering that he is a political figure".

Pesase said they will continue their relentless anti-insurgency operations while also conducting sustainment activities as they now have the trust and support of the people.

“The encounters are a result of the local populace’s cooperation with authorities, providing information to us on the presence of armed men. The people are already tired of the continuous extortion and harassment activities of the NPA and they want peace in their communities,” he said in mixed English and Filipino.

This is the second encounter between government troops and NPA guerrillas on Negros Island this year.

The first one was on Jan. 9 in Barangay Carabalan, Himamaylan City, Negros Occidental, where 94th Infantry Battalion soldiers and police personnel clashed briefly, resulting in the recovery of two M16 rifles, an M14 rifle, an M79 grenade launcher and an M4 rifle.

LEGAZPI CITY – Several high-powered firearms of the New People's Army (NPA) were recovered after an encounter early this week with government troops in Masbate province.

A social media post of the 9th Infantry Division (9ID) on Wednesday said the encounter occurred in the towns of Baleno and Aroroy in Masbate on Monday.

Based on the report, the troops acted on civilian information that armed men were monitored in the vicinity “conducting extortion activities and harassing residents in the area”

Brig. Gen. Aldwine Almase, 903rd Infantry Brigade commander, acknowledged the unity of soldiers and police for their diligence and perseverance in responding to every piece of information that is conveyed by the public.

Maj. Gen. Adonis Bajao, 9ID and Joint Task Force Bicolandia (JTFB) commander, urged the remaining rebels to return to the fold of government and embrace a peaceful life so that they can be with their families.

"The life that the Lord has given us is so beautiful. It is more significant that we will appreciate it and use it correctly according to his wishes. This includes valuing the family, which we should prioritize over doing evil and destroying the unity of the people. So we continue to encourage the remaining members of the communist terrorist group to abandon the armed struggle and take advantage of the opportunity and programs offered by the government," Badjao said.

COTABATO CITY – The police have been deployed as peacekeepers in Sultan Kudarat town, Maguindanao del Norte, to ensure the safety of civilians fleeing their homes due to an ongoing firefight between Moro gunmen in the interiors of Barangay Rebuken.

“Our troops and soldiers are in the area securing the motorists and the civilians who fled their homes,” said Brig. Gen. John Guyguyon, Police Regional Office-12 director.

He said an unidentified armed group harassed Wednesday night the 104th base command of the Moro Islamic Liberation Front (MILF), sending some 50 families living nearby fleeing to safer areas.

“Fighting sparked since Wednesday night, sporadic skirmishes were monitored,” Guyguyon said, adding that no reported casualties were reported so far from the warring groups.

“We have coordinated with the MILF ceasefire panel, our troops are on standby in the area to allow peaceful settlement of the conflict,” the police official added.

Salman Bendong, a resident of the village, said the fighting has put ordinary civilians in crossfire.

“The fighting was close to our house, so we need to evacuate; we had a sleepless night,” Bendong said.

Guyguyon said the traffic along portions of Cotabato City to North Cotabato province via Sultan Kudarat town remained open and passable.

BUTUAN CITY – Four communist New People’s Army (NPA) rebels wanted for murder and frustrated murder charges in Surigao del Sur have been arrested, the Police Regional Office in the Caraga Region (PRO-13) said Thursday.

Maj. Jennifer Ometer, the PRO-13 information chief, said the insurgents were arrested during the daylong simultaneous police operations Tuesday in Marihatag town of the province.


“Each of the suspects has a standing arrest warrant issued by the Regional Trial Court Branch 28 in Lianga, Surigao del Sur, for murder and frustrated murder,” Ometer said.

PRO-13 chief Brig. Gen. Pablo Labra II identified the arrested NPA insurgents as Allan G. Delaguer, 39; Boyet D. Sarsona, 43; Junito F. Dagno, 55; and Pedro A. Sarsona, 75.

“The four are active members of the NPA Guerrilla Front 19-B, Kamandag Unit of the North Eastern Mindanao Regional Committee,” Labra said.


He said the suspects were involved in the shooting of government forces in August 2010 in Marihatag, killing a soldier and wounding others.

“With the aggressive anti-insurgency efforts of PRO-13, these NPA members are put behind bars,” Labra said.

He said the recent arrest of the suspects would contribute to the imminent downfall of the NPA terrorism, not only in Surigao del Sur but also in Caraga Region.

CABANATUAN CITY, Nueva Ecija – A former member of the Communist Party of the Philippines-New People's Army (CPP-NPA) has surrendered to authorities here on Wednesday.

In his report on Thursday, Col. Richard V. Caballero, acting provincial director of the Nueva Ecija Police Provincial Office (NEPPO), said alias "Ka Nestor/Noli," who was a former member of the CPP-NPA under Komiteng Larangang Gerilya Sierra Madre, submitted himself to the authorities and yielded one homemade .22-caliber Magnum, with magazine and ammunition.


Caballero said personnel of the 1st Provincial Mobile Force Company (PMFC-NEPPO), in collaboration with other government troops in the province, facilitated the former rebel's return to the fold of the law.

He said "Ka Nestor", together with the surrendered items, is now under the custody of 1st PMFC-NEPPO for documentation and proper disposition.

“We shall pursue our campaign against insurgency and prevent the rebels from causing threat and harm to the community,” Caballero said in a statement.

Meanwhile, an arms cache was discovered Wednesday in Sitio Tika, Barangay Puncan, Carranglan town, this province.

Acting on a tip from a former rebel who surrendered to 2nd PMFC- NEPPO on Feb. 11, 2020, Caballero said the troops found the arms cache during the conduct of an internal security operation.

He said those recovered during the operation were 12 pieces of vintage bombs (high-explosives), one improvised shotgun, one barrel of an improvised shotgun, 30 rounds of caliber 7.62 ammunition, 20 rounds of caliber 5.56 ammunition and five pieces of magazines for caliber 5.56.


He said the bombs were turned over to the Nueva Ecija Provincial Explosive and Canine Unit (NE-PECU), while the firearms, ammunition and magazines are now under the custody of the 2nd PMFC for documentation and proper disposition.

“Our strong effort to reduce NPA activities are limiting their capabilities and scale of operation, and soon we shall win the war against the communist insurgency,” Caballero said.

ISULAN, Sultan Kudarat – Realizing they have been "duped and manipulated," a dozen members of the communist New Peoples’ Army (NPA) operating in the mountains of Sultan Kudarat and South Cotabato provinces surrendered to authorities, an official said Friday.

Col. Christopher Bermudez, Sultan Kudarat provincial police director, said the surrenderers were presented to Sultan Kudarat Governor Datu Pax Ali Mangudadatu during surrender rites held Thursday afternoon at the provincial capitol grounds here.

Bermudez said the surrenderers were members of the NPA Platoon Arabo of Guerrilla Front Daguma, Far South Mindanao Region, under a certain Felimon Villegas alias Commander Yoyo.

“The surrenderers denounced their support to the NPA because they were fooled,” Bermudez said.

He said the surrenderers are now enrolled in the Enhanced Comprehensive Local Integration Program or E-CLIP to help them live decent and normal lives again.

Mangudadatu extended cash aid to the group and assured them of continuous help throughout the process of their surrender and mainstreaming.

In a statement, Brig. Gen. Jimili Macaraeg, police director for Soccsksargen Region, lauded both the provincial government and the Sultan Kudarat police force for continuously working together in bringing rebels back to the folds of the law.

“We are glad that these NPA rebels have decided to surrender and be allowed to avail of the E-CLIP so they can start a new life for a better future with their families,” he said.

LEGAZPI CITY – Two New People's Army (NPA) rebels operating in the 3rd district of Masbate province surrendered Thursday to government troops in Barangay Cagbatang, Cataingan town.

The two were part of the Lararang 2, Komite ng Probinsya 2, under the command of Rogelio Suson alias "Manong," said Police Regional Office in Bicol (PRO5) spokesperson, Lt. Col. Maria Luisa Calubaquib, in an interview Friday.


"They were warmly welcomed by elements of the Philippine National Police in Masbate and the Philippine Army in Barangay Cagbatang, Cataingan, Masbate," she said without disclosing the names of the returnees.

The two surrenderers will undergo debriefing before they will be included in the government's Enhance Comprehensive Local Integration Program (E-CLIP) that aims to help former NPA members to rebuild their lives.

"Through this program, they will be given various help, knowledge, and skills that they can use to build a better future not only for themselves but also for their family," she said.

PRO 5 Director, Brig. Gen. Rudolph Dimas, lauded the operatives who facilitated the surrender.

He also assured the extension and quick implementation of the Retooled Community Support Program (RCSP) to encourage other rebels to return to the fold of the law and avail of the government’s assistance.

ZAMBOANGA CITY – A member of the communist New People’s Army (NPA) has surrendered following a series of negotiations in Zamboanga del Sur province, a top police official said Friday.

Col. Richard Verceles, operations chief of the Area Police Command-Western Mindanao, said Ronilo Amimay, 40, surrendered around Thursday afternoon at the municipal hall of Domingag town, Zamboanga del Sur.


Amimay, who turned over a shotgun, was welcomed by Mayor Gerry Paglinawan, chairperson of the Dumingag Municipal Task Force to End Local Communist Armed Conflict.

Verceles said the rebel decided to surrender after the mediations initiated by joint police, military, and National Intelligence Coordinating Agency personnel.

Amimay is a member of the Barangay Revolutionary Committee (BRC) under the Guerrilla Front Big Beautiful Country of the NPA’s Western Mindanao Regional Party Committee. The BRC is tasked to recruit mass-base supporters of the NPA in the villages.

Amimay took his oath of allegiance to the government administered by Paglinawan and was placed in the custody of Dapiwak Barangay Councilor Jerry Maglasang for reintegration into mainstream society.

He received food packs as initial assistance from the Dumingag municipal government.

ZAMBOANGA CITY – Five Abu Sayyaf bandits wishing to reunite with their families have surrendered in Basilan province, a top police official said Saturday.

Farhat Kang Palluh, Amil Palluh, Merham Hasalal Palluh, Basri Tukul and Omar Hajubain, all residents of Barangay Bohe Suyak, Ungkaya Pukan town surrendered and turned over three rifles and ammunition on Thursday afternoon following a series of negotiations worked out by the police and the Army’s 64th Infantry Battalion.

Col. Richard Verceles, operations chief of the Area Police Command-Western Mindanao, said the five were followers of Basilan-based bandit leader Pasil Bayali.


The surrenderers underwent tactical interrogation and custodial debriefing and were taken to Ungkaya Pukan Rural Health Unit for medical examination.

They were then turned over to the Ungkaya Pukan Municipal Social Welfare and Development Office for social services, financial assistance, skills training and other support given to former extremists.

CAMP SIONGCO, Maguindanao – Six Bangsamoro Islamic Freedom Fighters (BIFFs) surrendered to authorities after intense operations against them in Maguindanao del Sur, an official said Monday.

Lt. Col. Jayson Domingo, commander of the Army’s 1st Mechanized Infantry Battalion, said the BIFF batch was presented during rites 9n Sunday at the Army’s 1st Mechanized Infantry Brigade (1MBde) headquarters at Camp Leono in Tacurong City.

Brig. Gen. Pedro Balisi, 1MBde commander, Maguindanao provincial administrator Cyrus Torreña and Rep. Mohammad Tong Paglas welcomed the surrenderers.

“The surrenderers claimed they were tired of running away from pursuing military forces,” Domingo said in a statement.

The group also turned over a 60mm mortar launch pad, an M16 rifle, a .30-caliber Garand rifle, a Carbine rifle, a rocket-propelled grenade and an improvised explosive device.


“We envy our former companions who surrendered earlier, as they are now living peacefully with their families; we want to be at home, too,” a certain Omar, one of the surrenderers, was quoted as saying in the dialect.

Initially, the surrenderers were each given financial assistance, a bag of rice, and other provisions by the provincial government.

Maj. Gen. Roy Galido, the Army’s 6th Infantry Division commander, lauded the decision of the six BIFFs and urged their comrades to follow suit.

Galido said the surrenderers were victims of "wrong ideology."

The six BIFFs are the first batch of Moro extremists who availed of the government’s peace offer in Central Mindanao this year.

Last year, more than 100 local extremists allied with the Islamic State of Iraq and Syria surrendered to the military here.

LAOAG CITY – Former supporters of the New People's Army (NPA) in Ilocos Norte continue to receive government livelihood support assistance aimed at making them productive members of the community.

Some 197 former members of the terrorist group and sectoral front organizations were handed PHP3,000 each along with family food packs at Camp Valentin S. Juan in this city on Monday.


Col. Julius Suriben told the recipients during a simple distribution program that the Philippine National Police (PNP) will continue to support them and ensure their basic needs are met particularly in these trying times.

“Now that you have shown your intention to support the peace agenda of the government, your PNP is always here to guide and help you with your families as you recover,” he said.

Suriben said residents of Ilocos Norte continue to enjoy a generally peaceful community that is free of insurgents because of the government’s efforts to provide more opportunities for everyone.

Under the Ilocos Norte police projects with the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), Suriben said they continue to sustain their 5Ps or the Patubig, Pailaw, Pantawag, Palikuran, Pabahay and Pangkabuhayan programs.

Every month since the project was launched early last year, the livelihood distribution program has benefited farmers, fisherfolk and agricultural workers. The Ilocos Norte police aim to benefit 25 families monthly.

In his short speech during the turnover and awarding, Gov. Matthew Joseph Manotoc reaffirmed his commitment to extend assistance and provide better opportunities to all Ilocanos.

“We welcome you with open arms as you undergo a smooth and successful assimilation with the local community,” Manotoc told the former rebel supporters who withdrew their support from the CTG last year and pledged to support the government in its peace and development initiatives.

BUTUAN CITY – Through the information offered by former New People’s Army (NPA) rebels, government troopers recovered high-powered firearms and ammunition in the hinterlands of Agusan del Sur over the weekend, a military official said Monday.

Lt. Col Sandy Majarocon, the Army’s 26IB commander, lauded the former rebels for leading their troops in Sitio Kinambukadyang, Barangay Binicalan, San Luis town, and successfully recovered the concealed firearms on Saturday.

Recovered from the area were two Garand rifles, a Carbine rifle, and more than 200 pieces of ammunition.


“We are also thankful for the support of the communities that helped our troops and the former rebels recover the high-powered firearms and ammunition,” Majarocon said in a statement.

The 26IB will continue to intensify its initiatives and efforts to secure the residents in far-flung communities from the nefarious activities of the NPA insurgents, he said.

“We are also urging the remaining NPA rebels in the province to lay down their arms and surrender,” he added.

He noted that the Enhanced Comprehensive Local Integration Program of the government is designed to help the former rebels change their lives, including their families.

Meanwhile, in a separate report, the Surigao del Sur Police Provincial Office (SDSPPO) said an NPA squad leader under Guerrilla Front 30 surrendered to policemen in San Miguel, Surigao del Sur, on Saturday.

SDSPPO director, Col. Dennis Siruno, said Jerome, 30, also handed over to authorities a 9mm revolver and a rifle grenade.

DUMAGUETE CITY – The police and military have tagged the Communist Party of the Philippines-New People’s Army (CPP-NPA) as the one behind the killing of a village official in Vallehermoso, Negros Oriental over the weekend.

Col. Reynaldo Lizardo, provincial police director, in a press briefing on Monday at Camp Francisco Fernandez in Barangay Agan-an, Sibulan town, said councilor Cerilo Barba Balasabas of Sitio Banban, Barangay Guba was “friendly and helpful with government troops”.

A police report said Balasabas, 48, was shot by three gunmen around 6:30 p.m. Saturday at his house and was declared dead on arrival at the Rural Health Unit.


Initial police investigation showed that the victim was outside his house together with his wife when the suspects, whose faces were not covered and were armed with long and short firearms, arrived.

One of them told the wife, Sortcelia, to go inside as they wanted to talk to her husband.

The gunmen shot the village official several times and fled toward the mountainous areas of nearby Guihulngan City.

Capt. Antonio De Leon Jr., OIC police chief of Vallehermoso, said Balasabas was the president of the farmers’ association in Barangay Guba and was known for being helpful to his neighbors and constituents.

The NPA’s Leonardo Panaligan Command through its spokesperson, Ka JB Regalado, issued a statement, claiming responsibility for the death of Balasabas for several reasons, one of which was his being an “informant” of the military.

Meanwhile, Lt. Col. William Pesase, commanding officer of the Philippine Army's 62nd Infantry Battalion (62IB), condemned the killing of the barangay official, saying this was just one of the many atrocities committed by the NPA that have turned their supporters against them.

Pesase said regardless of what the rebel group is saying, there is no justification for killing a person “except to satisfy their selfish interest for propaganda to their remaining members”.

“Many of them have already surrendered and others would also like to do the same,” he said in mixed English and Filipino.

BACOLOD CITY – Negros Occidental Governor Eugenio Jose Lacson renewed his call on Monday for those who remain in the armed struggle to surrender after a New People's Army here rejected the call for local peace talks.

"We will just have to continue with the Task Force to End Local Communist Armed Conflict (TF-ELCAC), meaning to say we will encourage their followers to come down, surrender their arms, and benefit from the program of the government," Lacson told reporters.

He added that after the offer for local peace talks had been rejected by the Apolinario Gatmaitan Command of the NPA Negros spokesperson Maoche Legislador, it doesn't mean the provincial government will just do nothing.

Rather, the province will sustain its invitation for the NPA rebels to surrender, said Lacson, who chairs the Provincial TF-ELCAC.

The governor said the province continues to work closely with the Department of the Interior and Local Government, Armed Forces of the Philippines, and the Philippine National Police as well as with civil society groups and multi-stakeholders to implement peace-building initiatives, particularly in rural communities.

Legislador issued a statement on Jan. 11, stating the proposed localized peace talks is a "murderous psychological warfare that is a failed attempt at deodorizing the 303rd Infantry Brigade's brutal counterrevolutionary war".

He added that "all guerrilla fronts under the Apolinario Gatmaitan Command of NPA Negros have firmly rejected and opposed 'local peace talks' and will never engage in such a phoney undertaking".


Col. Michael Samson, acting commander of the Philippine Army's 303rd Infantry Brigade, had earlier said through local peace engagements, those willing to leave the armed revolution will have the opportunity to surrender without misgivings after being fed by propaganda that they will be harmed by government forces.

"We can talk out the local issues that can be addressed by the local government units and government agencies, then it's better," he added.

DAVAO CITY – The Army’s 10th Infantry Division (ID) has pledged the "total eradication" of the weakened communist New People's Army (NPA) Guerilla Front 57 (GF57) "soonest."

Maj. Gen. Nolasco Mempin, the 10ID commander, issued the vow Monday during the unit’s first command conference for this year at Camp General Manuel T. Yan Sr. in Davao de Oro.

Mempin ordered 10ID brigade and battalion commanders to finish the remaining NPA threat “the soonest possible time.”

"Let us remain vigorous and resolute in all our efforts in establishing a culture of security, and deliver a strong message to all forms of threats that they have no place in the entire area of responsibility of Joint Task Force Agila," he said.

Mempin also emphasized the importance of intelligence-driven operations in hunting down the remaining NPA and sustaining the collaboration with the local chief executives through the respective Task Forces in Ending Local Communist Armed Conflict.

He also cited various mechanisms to prevent the NPA resurgence in communities and further sustain the gains of being an insurgency-free Davao region.

In 2022, the 10ID managed to break up four guerilla fronts, four sub-regional committees, and three NPA sub-regional guerilla units of Sentro De Grabidad of the Regional Operations Command (ROC) and the Regional Headquarters-Southern Mindanao Regional Committee.

At least 34 encounters also transpired in the 10ID area of responsibility that led to the neutralization of 445 NPA rebels, 19 of whom were killed, 27 captured and 399 surrendered.

ZAMBOANGA CITY – A follower of the founding-leader of the Abu Sayyaf Group (ASG) and two others have surrendered to authorities in Basilan province, officials said Tuesday.

Col. Richard Verceles, operations chief of the Area Police Command-Western Mindanao, said Momar Kuto Saluan, 47, a follower of the late ASG founding-leader Ustadz Abdurajak Abubakar Janjalani, surrendered around 8 a.m. Tuesday in Maluso town, Basilan.

Janjalani, an Afghan-trained jihadist, formed the ASG in 1990 in Basilan province claiming to promote an independent Islamic state in Western Mindanao and the Sulu Archipelago.

Janjalani was killed in a clash with policemen in December 1998 in the outskirts of Isabela City, the capital of Basilan.

Verceles said Saluan, who has been hiding since the death of Janjalani in 1998, turned over a Garand rifle with a clip of eight ammunition.


The surrender of Saluan was facilitated by joint police, military and municipal government of Maluso.

Saluan will be turned-over to the Ministry of the Interior and Local Government for social services, financial, livelihood assistance, skills training, and other support given to former extremist for reintegration to the community and his family and start new normal lives.

Meanwhile, two other ASG members—Rahman Hawari, 25, and Hamudi Tanjung, 21—surrendered around 3 p.m. Monday to the Army's 18th Infantry Battalion (IB).

Hawari and Tanjung turned over two Garand rifles. Their surrender was jointly facilitated by police, military and local government units of Lamitan City and Ungkaya Pukan town.
