Philippine defense and military officials will fly to South Korea within the year to inspect the surplus helicopters the Philippine military intends to acquire.

In a congratulatory letter to the newly-appointed South Korean defense minister Suh Wook, Defense Secretary Delfin Lorenzana mentioned his agency’s plan to acquire surplus UH-1H and MD-500 helicopters, Defense spokesperson Dir. Arsenio Andolong said in a statement on Friday (Oct. 2).

The joint visual inspection (JVI) will be conducted “within the fourth quarter of 2020.”

“The JVI will be conducted following strict biosafety protocols amid the ongoing COVID-19 pandemic by a team of representatives from the DND and the Armed Forces of the Philippines,” Andolong said.

The planned transfer remains at an exploratory stage. The number of choppers and the timeline of the acquisition have yet to be finalized, he said.

Last week, Air Mobility Command chief Maj. Gen. Simeon Felix announced the Philippine Air Force’s plan to get 21 UH-1H helicopters from South Korea.

A senior official familiar with the military modernization program said the Philippine Army is also interested in the used South Korean helicopters.

An Indonesian woman whose husband was a leader of Islamic State’s 2017 takeover of Marawi city in the southern Philippines was deported to Indonesia about two weeks ago and is undergoing deradicalization, security and counterterrorism sources told BenarNews.

Minhati Madrais, 39, is the widow of Omarkhayam Maute of the pro-IS Maute Group. He was killed during the five-month battle to recapture the city.

Indonesian authorities said they were investigating what role she played in the network, even as a terrorism financing expert in the Philippines described her as “the funder of the Marawi siege.”


Minhati is “currently undergoing a deradicalization program,” a senior Indonesian security official told BenarNews, speaking on the condition of anonymity because they were not authorized to discuss the matter with the public.

Minhati has been “very cooperative” thus far, “appears to be normal” and “tends to look innocent,” the source said, adding that there was no specific timeframe for completion of the program. “It depends on her progress.”

Authorities are “in the early stages” of investigating whether Minhati was a key person who controlled the assets and huge sums of money for the Maute Group, the source said.

Minhati’s relationship with the Maute Group is also being investigated
, the source added.


An Indonesian counter-terrorism source, who also spoke on the condition of anonymity for the same reason, described Minhati as “not radical.”

Those assessments contrast sharply with that of Mimi Fabe, a professor of financial terrorism and transnational organized crime at the National Police College in the Philippines.

Minhati is believed to have been a key money person for the Maute Group, controlling around 100 million to 400 million pesos (U.S. $2 million to $8.2 million) in cash and cryptocurrencies, according to Fabe.

She retains that role following her deportation, although the money is now “less,” Fabe said.

“She must have identified a Filipino conduit for terrorism financing. She may [now] use the popular way of sending money … via remittances.”

In Indonesia, she could “continue her role as a key player in terrorism financing,” Fabe said.

“If the rehabilitation program is successful, then there will be one person less in terrorism financing,” said Fabe, adding that Indonesia has an excellent program in rehabilitation.

A new partner?

Minhati met and married Omar Maute when both were students in Cairo. They have six children. Her Indonesian father is a prominent cleric who runs a religious boarding school in Bekasi, West Java, in Indonesia.

Fabe described Minhati as an educated woman who was radicalized before she moved to the Philippines.

“Being a well-educated woman, she is knowledgeable in handling money matters. During her exposure to IS foreign-trained fighters in Mindanao, she may have learned more ways to channel money,” Fabe added.

The Maute Group and the pro-IS faction of Abu Sayyaf Group (ASG) took over Marawi city in May 2017 and held parts of it for five months before the Philippine military regained control.


The siege of Marawi marked the most serious bid by IS to gain a foothold in Southeast Asia. Governments across the region were unnerved by the groups’ ferocity, methodical attacks and abundant logistics during the takeover.

The battle of Marawi killed more than 1,100 civilians, militants and security forces. The fighting drew foreign jihadist fighters from Indonesia and Malaysia as well as from India, Saudi Arabia, Morocco and Chechnya.

Minhati was arrested in November 2017 in Iligan city in the southern Philippines and charged with the illegal possession of explosives.

During the raid on her home, police said they recovered four blasting caps, two detonating cords, and a time fuse. Minhati denied ownership of the explosive components.

In late June, a court in Iligan City dismissed charges against her of possessing explosive materials, said Joedha Nugraha, director of Protection of Citizens and Legal Entities Overseas at the Indonesian Ministry of Foreign Affairs.

The Indonesian counter-terrorism source said that Minhati’s recent return to Indonesia had “yet to have an impact” on militant groups in the country.

Fabe warned that “all Indonesian pro-IS groups such as Jemaah Ansharut Daulah (JAD) and Eastern Indonesia Mujahidin (MIT) would want to partner” with Minhati.

“Her successful role as the funder of the Marawi siege gives her sufficient credibility,” said Fabe.

JAD is the foremost pro-IS group in Indonesia which has been behind all the major terror attacks in Indonesia since 2016, including suicide attacks on churches and police stations in Surabaya in May 2018 carried out by families.

According to the senior Indonesian security source, “no one” from the country’s militant groups had tried to contact her.

“So far, no one [has] contacted her except for her family,” said the security source.

That the Duterte regime would rather fund bombs than books is clearly demonstrated in Mindanao, where the military is on a spending spree in its relentless counterinsurgency campaign. Here, the regime spends at least P1.2 million daily in focused military operations, all while refusing to allocate sufficient funds for basic self-learning modules (SLM) for students.

NPA reports show an estimated total of P418 million was spent on combat operations since May in three Mindanao regions alone. These funds could have produced 128,063 sets of module.

In Far South Mindanao, the regional operations command of the New People’s Army (NPA) reported that at least P66 million was squandered by the Western Mindanao Command of the AFP in its operations in Sultan Kudarat, covering the towns of Palimbang, Kalamansig and Senator Ninoy Aquino. The continuing military operations commenced on July 6.

It spent more than P200,000 in firing seven Howitzer 105 rounds; P4.7 million in conducting five aerial surveillance ops using spy planes; P336,000 for helicopter flights; and at least P61 million for the salaries and supplies of approximately 300 operating troopers of the 7th IB and 37th IB.

In Northeastern Mindanao, the NPA-Surigao del Sur estimated that up to P100 million was spent by the Eastern Mindanao Command in its FMOs from May to August. It perpetrated four bombings, and aerial reconaissance and surveillance using FA-50 fighter jets, AgustaWestland and MG520 attack helicopters, artilleries and drones. The bombings were conducted near populated Lumad villages causing trauma on residents, especially children.

During the same period, the AFP wasted a total of P252 million in launching 24 FMOs in the North Central Mindanao Region (NCMR). The attacks covered the provinces of Bukidnon, Misamis Oriental, Agusan del Sur and Agusan del Norte. In a statement last month, the NPA-NCMR labeled the relentless FMOs in the area a “scourge to the Lumad and peasant masses.”

In the meantime, the regime only allocated P15 billion for the printing of SLMs for approximately 22 million public school students across the country in the proposed 2021 national budget recently approved by the House Committee on Appropriations last September 25. ACT Teachers Rep. France Castro said that the allocation is extremely small as it is only enough to purchase modules for at least 6.4 million students. The allocation is equivalent to only a quarter of the P51.5-billion budget needed to ensure a 1:1 module to student ratio.

As “blended learning” classes are are set to officially open next week, teachers and students are left to scrounge for funds to be able to print or reproduce modules themselves. Solicitation has now become a norm in social media, as students are not only compelled to shell out money to produce these modules but also to buy gadgets and pay for internet to be able to attend online classes.

The paid hacks of 11th IB were quick to react to the recent RMPC post regarding the thriving democracy inside the NPA and lack thereof in the AFP.

They likened the AFP to an airplane and its officers to pilots; and without them the flight will be lost on its course and unable to reach the desired destination.

For them, only the officers has the ability and acuity. Ordinary soldiers are merely pawns and treated like brainless automons.

These highly laughable and delusory views are anchored on the fundamental fact that the AFP is an army of the ruling class whose prime objective is to suppress the just and legitimate struggles of the people.

By orientation, the AFP is fascist and undemocratic. And this is reflected in the internal dynamics and relationship between officers and ordinary soldiers.

Ordinary soldiers have every reason to be disgruntled and resentful with the way they are treated. ###

Acting upon the information revealed by the civilians, intel operatives immediately conducted operation in the area and recovered said IEDs that was owned by Front North, SRC 1, SMRC weighing 1 kilogram each and brought to Headquarters 67IB for proper disposition.

LTC DEMA-ALA, the Battalion Commander of 67IB, said that “the recovered IEDs are attributed to unit’s relentless effort in intensifying intelligence operations.

The successive discoveries of explosive items is an indication that NPAs firepower and strength is decreasing, this clearly shows that they are still creating violation on Comprehensive Agreements on Respect for Human Rights and International Humanitarian Law (CARHRIHL).

CAMP CAPINPIN, Tanay, Rizal – Soldiers recovered a high-powered firearm belonging to a Communist NPA Terrorist’s leader following a tip from a former comrade on Thursday, October 1.

Elements of the 1st Infantry Battalion recovered an M16 rifle with magazines and ammunition owned by a certain Jordan Mopon alias Atoy, a known NPA leader and the mastermind of various atrocities in the past including the burning of heavy equipment by Northern Builders in Infanta, Quezon in 2019.

BGen Alex Rillera, Commander of the 202nd Brigade attributed the feat to the swift response of the soldiers on the ground after receiving a former rebel’s tip of buried war materials owned by a ranking NPA terrorist in his jurisdiction.

“Our soldiers’ mastery of terrain, the real-time information, and cooperation from the civilians as well as former rebels played a significant role in the series of tactical victories in my area,” he said.

MGen Greg Almerol, Commander of the 2nd Infantry commended the soldiers for their continuous and unwavering effort in eradicating the few remaining terrorists in this part of the country.

He also believes that with the unwavering support and cooperation of the communities, and the military’s concern for the wellbeing of the former rebels, this terrorist group will soon be defeated and their ideologies eradicated.

“I encourage the former rebels who are now on the side the government to encourage their comrade’s to embrace peace by surrendering to the folds of the law and avail of the benefits put in place by the government through the Enhanced Comprehensive Local Integration Program or E-CLIP.”

Almerol ended his statement by reiterating his soldiers’ commitment to advocate peace and serve the people under his jurisdiction.

This accomplishment increased the total number of recovered NPA terrorists’ firearms to 135 since January 2020.

CAMP ELIAS ANGELES, Pili, Camarines Sur- Communist Terrorist Group (CTG) in Masbate continues to suffer heavy losses as joint forces of the Army and PNP intensify and maintain the momentum of operations in the island province.



Two days after the armed encounter in Mandaon where three communist NPA terrorists (CNTs) were killed, another armed clash broke out between these terrorists and the combined elements of 2nd Infantry Battalion (2IB) and the PNP in Barangay Piña, San Jacinto town at around 11AM, Thursday, October 1.

Tip-off from the residents about the presence of armed group in the area prompted government troops to conduct security operations and encountered at least 12 CNTs.

After a 5-minute firefight, government troops were able to overrun the enemies’ hideout while the communist terrorists fled towards unknown directions.

No one was harmed on the government side, but still undetermined casualties on the part of the NPA.

Captured from the encounter site was an M653 rifle and several terroristic proganda materials.

The hideout on the other hand is composed of five huts which can accommodate at least 30 persons.

LTC Siegfried Felipe Awichen, 2IB’s Battalion Commander thanked the residents for their support to the government law enforcers highlighting that this is a manifestation that Masbateños are long tired and fed up of the CTG’s deceptions, atrocities and terrorism.

Meanwhile, MGEN HENRY A ROBINSON JR PA, Commander of Joint Task Force Bicolandia stressed that with the collaborative efforts between the government and the people, local communist insurgency will soon face its natural death.

“Wala ng kawala sa atin ang mga communist terrorists na ito kaya tuloy-tuloy na ang kanilang paghina hanggang sa lubusan ng matapos ang armadong tunggalian. We have warned them already to return to the folds of the law or else, they will be just wasting their precious lives in this useless cause because our operations will only get more and more decisive and extensive. Wala na silang tatakbuhan o pagtataguan lalo na at katuwang natin sa kampanya ang mga Bicolano upang tapusin na ang local communist insurgency,” MGen. Robinsond added.

Ni̱o, Cagayan on September 30, 2020.



With the intensified implementation of Community Support Program (CSP) of 17IB, the said members together with the residents of the said place initiated the indignation rally followed by the burning of the CPP-NPA-NDF flags that manifested their withdrawal of support from the CTGs. The activity also symbolized their support to the 17th Infantry Battalion, Philippine Army, Local Government Unit of Sto. Niño, the PNP and government line agencies in promoting peace in their community.

According to Gilmart Infante, one of the surrendered MBs, he will protect his children against the deception of the CTGs that just used him to pursue their selfish interest. “51 taon na ang ginagawang panloloko at panlilinlang ng mga teroristang NPA at kitang kita natin na sa loob ng ilang dekada, hanggang ngayon ay wala silang naibigay na prag unlad at pagbabago sa pamumuhay dito sa Sitio Lagum. Tuldukan na natin ang panlilinlang at kalokohan ng mga rebeldeng NPA na nagpapahirap sa atin” Infante said. He also added that he was grateful to the efforts rendered by the 17IB to ensure that their community will be freed from insurgency.

On the other hand, Lt Col Angelo C Saguiguit, Battalion Commander of 17IB, expressed his gratitude to the support and trust of the 18 surrendered MBs to their unit. This only shows that the effort in bringing the government services in their community has paid off. “Ang inyong kasundaluhan ay hindi magsasawang maglaan sa inyo ng oras upang kayo ay proteksyunan laban sa mga miyembro ng teroristang grupong NPA. Naririyan na ang mga programa para sa mga nagbabalik-loob gaya ng Enhanced Comprehensive Local Integration Program (ECLIP) at iba pang tulong mula sa iba’t ibang ahensya ng pamahalaan para sa buong komunidad. Patunay na natutugunan ng ating pamahalaan ang inyong mga suliranin sa maayos at malinis na pamamaraan. Ang tiwala na inyong ipinagkaloob sa 17IB ay magiging inspirasyon upang aming paigtingin pa lalo ang aming kampanya laban sa insurhensiya upang maihatid ang kapayapaan at pag-unlad sa inyong lugar.”

While, BGen Laurence E Mina, PA Commander of 5th Infantry Division commended the troops in their continuous effort to enlighten the people from the lies and deceits of the CPP-NPA and their alliances. BGen Mina said, “More and more deceived NPAs and supporters were enlightened due to the concerted effort of the government. Let this success story of Sitio Lagum inspire other communities in Cagayan to cease their support from the terrorist NPA. The people deserve nothing but genuine peace and prosperity.”

Moreover, 17IB conducted gift-giving and relief goods distribution to the 60 households with 220 residents in Sitio Lagum. During the said activity said unit also facilitated Operation Tuli.

Sitio Lagum is an insurgency infected community for four decades with no sign of progress, not until the said area was immersed by the CSP Teams of 17IB in partnership with the PNP and local government units and agencies.

MAGPET, COTABATO – Members of Communist NPA bandits of Guerilla Front 53 were killed during an encounter while evading from the government troops operating in the area at vicinity Purok 3, Brgy Malire, Antipas, North Cotabato on October 01, 2020.



Scout Platoon led by 2LT Gerald C Navarra (INF) PA of 72 Infantry “Gabay” Battalion while conducting patrol encountered more or less 30 NPA armed bandits under @Joel at vicinity Brgy Malire, Antipas municipality in a 30 minute of firefight resulting to the death of two (2) bandits and capturing the following items: One (1) M14 Rifle; Three (3) M14 Magazines with ammunition; One (1) bandoler; One (1) IED (Anti-Personnel Mine); One (1) IED switch detonator; Two (2) 7.62mm Link Ball for M60 machinefun; Personal Belongings; Subversive Documents; Cooking Materials and Medical Paraphernalia.

On the next day, the unit conducted Pulong Pulong to the residents of Brgy Malire held at the Barangay Hall. The activity was spearheaded by Hon. Egidio Cadungon Jr, Municipal Mayor of Antipas; Hon. Cristobal Cadungon, Mun. Vice-Mayor; Mr. Diosdado Doque, MDRRMO; Brgy Captains of adjacent barangays; MLGU-Antipas staff; Col Potenciano C Camba, Commanding Officer, 1002nd Bde; and troops of Charlie Company, 72IB.

During the dialogue, Mayor Cadungon Jr, expressed his gratitude to the troops of 72IB for their hardwork and dedication in confronting the threats in his municipality as well as in the 2nd District of North Cotabato. He assured that the local government of Antipas will always support the Army to totally eradicate the presence of NPA bandits in their communities.

“This incident is unfortunate, so once again I call for the rest of the Communist Terrorist Groups or NPAs to surrender and laydown their arms. No one will win if we, fellow Filipinos, are fighting because of wrong ideology and beliefs. Our constituents will always suffer of this 5 decades of fighting” LTC Rey T Alvarado, Commanding Officer 72IB said in response.

Currently, the government troops are still in pursuit and clearing the possible withdrawal routes of fleeing bandits; and its neighboring community. Moreover, the recent encounter was tipped by reliable informants from the barangays who were former members of Underground Mass Organizations.

The Army called on the remaining members of Terrorist Groups to peacefully surrender and embrace the government’s peace initiative under ELCAC program and start living a more meaningful life together with their families and loved ones.

Isang nagngangalang alyas “Lucas/Boljack”, miyembro ng Squad Primera ng LGU 2 sa ilalim Guerilla Front 53 ng New People’s Army (NPA) ang kusang sumuko. Kasama sa kanyang pagsuko ang isang (1) Caliber 45 at anim (6) na bala. Ayon sa kanyang salaysay, hirap at pagod sa loob ng kilusan ang nagtulak sa kanya upang sumuko at kanyang naunawaan na walang saysay ang idelohiyang kanilang pinaglalaban.

Hinikayat din niya ang iba pa para sumuko at nagresulta naman sa pagsuko ng nagngangalang alyas “King”, dating miyembro ng Pulang Bagani Command (PBC) 2 ng NPA. Sinurender din niya ang isang (1) Carbine Rifle, isang (1) magazine at walong (8) bala. BUENAVISTA, Agusan del Norte – Two (2) dismayed members of the Communist New People’s Army Terrorist (CNT) group who previously held the positions of team leaders of the movement voluntarily surrendered to the troopers of 23rd Infantry (Masigasig) Battalion in separate occasions on September 28 and 29, 2020 at the battalion’s headquarters in Jamboree Site, Purok 6, Barangay Alubihid, Buenavista, Agusan del Norte.

The two disgruntled CNT leaders were identified as alias FREDIE/ERWEN and JAY-R/BADOY/BEBS. Alias FREDIE/ERWEN, thirty-nine (39) a team leader of Squad Dos, Sentro de Grabidad (SDG) CAOCAO, Guerrilla Front (GF) 4A of the North Central Mindanao Committee (NCMRC) and a resident of Purok Lumbia, Barangay Poblacion, Carmen, Agusan del Norte while alias JAY-R/BADOY/BEBS, twenty-four (24), is also a the team leader of Squad Dos, SDG CAOCAO, GF-4A, NCMRC who is a resident of Purok 8, Barangay Lower Olave, Buenavista, Agusan del Norte.



Alias FREDIE/ERWEN turned over to the 23rd IB one (1) MK-2 fragmentation hand grenade.

In his testimony, alias FREDIE/ERWEN narrated the difficult experiences he had while inside the movement that pushed him to abandon the terrorist group.

Lt. Col. Julius Cesar C. Paulo, the Acting Commander of 23IB said the battalion is always open to welcome and help every member of the CNT group who wishes to live normally and peacefully.

“More CNT members are now coming back to the folds of the government because they never understood the kind of life they had inside the said movement,” Paulo said.

He also expressed gladness to the decision made by the two CNT team leaders, saying that the armed movement will never help them but instead, pull them down to miserable lives.

“With a strong belief, they joined the armed group believing that they will be given better lives but in contrast, they were only being enslaved by their leaders and they are forced to follow orders without having any repay to their prostration,” Paulo said.

He added that inside the fifty-one (51) years of CNT existence, the Filipino people have not seen a single member of the group who testified that they now live a luxurious and comfortable life after joining the communist movement.

“Their lives were ruined. They lost the peace of mind and become violent because their leaders do not know how to look for the efforts, hardships and social welfare of their members,” Paulo said.

In the last fifty-one (51) years, Paulo said that it is only the CNT leaders who benefited from the movement as can be seen in the status of their families, the properties they own, the education of their children, and the abundance their families who all reside in urban centers.

Camp Bautista, Jolo, Sulu – A day after the encounter of 45th Infantry Battalion in Patikul, Sulu (September 29), where ASG member Arsibar Sawadjaan was killed, the same battalion recovered an abandoned cadaver 300 meters away from the encounter site. The initial report of Joint Task Force Sulu identifying the remains as one of the Indonesian kidnap victims was confirmed by the Indonesian Army and Police Attachés.

The kidnap victim who died was identified as La Aba, a 35 year-old male. His remains was transported to Zamboanga City on September 30 for proper disposition. Late yesterday, the Indonesian authorities as well as the family confirmed his identity. Based on the medical findings, no gunshot wounds were found all over the body. However, a bruise was seen on his head. The cause of death is yet to be determined.

La Aba was one of the five Indonesian fishermen kidnapped by ASG in Sabah waters in January of this year. Aside from the search and destroy operations being conducted by JTF Sulu targeting the terror groups, operating troops on the ground are likewise performing rescue mission to ensure the safety of the kidnap victims. Successful rescue operations carried out were the safe rescue of Hyrons couple in November 2019, Dr. Moreno in March, 2020 and that of three Indonesians (Maharudin Iunani, Simion Bin Maniue and Mohammad Farhan) in December 2019 and January 2020, respectively.

“Under the direction of WESTMINCOM Commander, LtGen Corleto S Vinluan Jr, the JTF Sulu continues to hunt down the declining group of Mundi Sawadjaan and Radulan Sahiron. We have reports that their forces are deteriorating due to the heavy casualties they incurred in the series of encounters and mass surrenders for a period of one month. In as much as we want to finish the ASG the soonest possible time, the safety of the kidnap victims during operations is our equally significant concern. Ayon kay Cpt. Christopher Jorquia ng PAF, ang gawain nito ng recruitment mula sa loob ng simbahang katoliko at protestante at pagpapatuloy ng gawain nito noong noong 70s.



Talamak pa rin ang pagre-recruit ng New People’s Army (NPA) at ang sektor ng mga kabataan at simbahan ang patuloy na tina-target nito, ayon sa isang opisyal ng Philippine Air Force (PAF).

Ayon kay Cpt. Christopher Jorquia ng PAF, ang gawain nito ng recruitment mula sa loob ng simbahang katoliko at protestante at pagpapatuloy ng gawain nito noong noong 70s.

Tinawag niya na “methodical at sistematiko” ginagawang ito maging sa mga paaralan.


Ayon kay Jorquia, ito ay pinatunayan ng mga dating miyembro ng NPA tulad ni Agnes Lopez Reano na tumutulong ngayon sa pamahalaan na maipaunawa sa mga mamamayan ang totoong pagkilos ng mga makakaliwang grupo.

“Base sa kanyang mga pahayag, isyu na noon ang recruitment sa mga estudyante kung saan sumuko siya noong 1993 at sinimulan na ipamahagi ang katotohanan na ang mga paaralan ang nagsisilbing balon ng kadre, lalo na ng mga pampulitikang kadre,” sabi ni Jorquia.

Nakita ni Reano sa loob ng samahan na ang mga batang nasa Grade 4 pa lang ay nare-recruit na ng mga NPA at kapag tinanong ang mga bata kung ano ang pananaw nila sa NPA, bayani at tagapagligtas ang nabuong persepsyon sa kanilang mga isip, kuwento ni Jorquia.

Sabi pa niya, ito ang dahilan kung bakit ninanais nila na ipaunawa sa bawat mamamayan ang katotohan ng sa gayon ay hindi na maulit ang pagkakamali na nagdudulot lang nang pagkaantala ng kapayapaan at kaunlaran sa Pilipinas.

“Ito ba yong pananaw na nais nating maitanim sa kaisipan ng mga batang ito na dapat sana ay nag-aaral at nangangarap na magkaroon ng magandang buhay?” tanong niya.

“Ayaw naman natin na ang mga susunod na henerasyon ay malulunod ng paulit-ulit sa problema ng insurhensya at terorismo sa bansa,” dagdag niya.

Aniya, kinakailangan na ang mga kabataan ay magkaisa na maging mulat sa mga maling gawain ng mga front organizations ng CPP-NPA, at hindi dapat maging bulag sa totoong kahulugan ng pagmamahal sa bayan.

Naniniwala rin siya na marami sa sektor ng simbahan ang nagnanais ng sinserong pagbabago sa ating bansa.

“Panahon na para putulin natin ang pisi ng kanilang pananamantala at pagpapasabog ng kasinungalingan sa ating mga kababayan. Panahon na para doble-kayod natin pagtrabahuhan na magkaroon ng kinabukasan na malaya sa kasinungalingan at kaguluhan na dala ng mga communist terrorist groups,” pahayag niya. (Contributed article)

FORMER REBEL Chieftain Nur Misuari’s colorful life is now on paperback.




In a book originally published eight years ago by Tom Stern entitled “Nur Misuari: An Authorized Biography,” the 294-page publication detailed the former Libyan firebrand’s rise to power - beginning with Misuari’s childhood and his early political career with the author narrating the political and intellectual maturity of an eventual leader of the secessionist group Moro National Liberation Front or MNLF.

Stern’s biographical account of Misuari comes at a crucial point when Moro history needs to be revisited and the lives of its key personalities call for reappraisal.

Twenty-three chapters comprise the book’s contents, along with five appendices that present important documents that defined Misuari’s political career, such as the Tripoli Peace Agreement and the 1996 Peace Agreement between the MNLF and the Philippine government.

The author also narrates Misuari’s role in the onset of negotiations with Manila, the break between the MNLF and the Moro Islamic Liberation Front, and the changed political atmosphere following the rise to power of President Corazon Aquino. Misuari’s relations with the succeeding presidents, most importantly with President Fidel Ramos, form the content of the subsequent chapters.

And Chapter 1 sets the tone for the biography by recounting Misuari’s acceptance of the UNESCO (United Nations Educational, Scientific and Cultural Organization) Peace Prize in Dakar in 1998.

But Chapter 16 presents a radical turn in Misuari’s trajectory as he became a government official in his capacity as governor of the Autonomous Region in Muslim Mindanao. The last two chapters present the author’s view regarding the future not just of Misuari, but of the larger peace process in Mindanao.

Stern, who is a California-based medical doctor and a visiting fellow at the Hoover Institution on War, Revolution and Peace at Stanford University, said he consulted key personalities who worked with (and against) Misuari at the height of his career from Ramos, Imelda Marcos, and Sultan Esmail Dalus Kiram II.

Influential Moro

Misuari is also among 500 of the world’s most influential Muslims for 2020. He is included in the prestigious book “The Muslim 500 – World’s 500 most influential Muslims 2020” alongside religious scholars and heads of state that make up this 283-page, full color prints.

In its introductory, “The Muslim 500 – World’s 500 most influential Muslims 2020” says: “Nur Misuari is a revolutionary leader of the Bangsamoro. He began his campaign for better treatment of the people of Mindanao by the Manila government through the Mindanao Independence Movement (MIM) in the 1970s, which later became the Moro National Liberation Front (MNLF).”

“Under Misuari’s leadership the MNLF challenged the government until the Tripoli Agreement was negotiated in 1976. Misuari and members of the MNLF were charged in connection to the deadly 20-day attack in Zamboanga city in September 2013, which left nearly 200 people dead, but in 2016, Misuari was granted a temporary suspension of his arrest and asked for his help in the peace negotiations in Mindanao.”

Police and military troops in Maguindanao have turned over to the Philippine Drug Enforcement Agency in the Bangsamoro Autonomous Region in Muslim Mindanao (PDEA-BARMM) some PHP54,000 worth of illegal drugs found in an abandoned motorboat in Datu Piang town in the province.

Maj. Gerry Santig of the Philippine Army's 57th Infantry Battalion (57IB) and Datu Piang Police chief, Maj. Israel Bayona turned over the illegal drugs to PDEA agents at the Army battalion headquarters on Thursday afternoon.

Santig said the contraband was found by members of the Moro Islamic Liberation Front (MILF) inside an abandoned motorboat beside the Rio Grande de Mindanao in Barangay Kalipapa on Wednesday afternoon.

“The MILF members were conducting foot patrol along the river when they noticed the unattended motorboat and when they checked it, they found the illegal drugs,” Bayona said.

The MILF has been helping the government contain illegal drug personalities in its area of jurisdiction as part of its contribution to the peace campaign following the signing of a peace deal between the government and the MILF.

Maj. Gen. Juvymax Uy, chief of the Army’s 6th Infantry Division where the 57IB belongs, lauded the soldiers and the MILF for its gesture.

Uy said the move would surely deter persons engaged in illegal drugs in Maguindanao as both government forces and MILF members are out to neutralize them.

A member of the Islamic State-inspired Dawlah Islamiya who hopes to live a peaceful life has surrendered to government troops in Lanao del Sur, a military official announced Friday.

In a statement, Lt. Col. Franco Raphael Alano, commander of the 55th Infantry Battalion (55IB),
identified the surrenderer as alias “Abi”, who also turned over a Garand rifle to his command in Madalum, Lanao del Sur on Thursday.

Abi said he regretted joining the Dawlah Islamiya and decided to surrender to live a peaceful life and take care of his aging mother, according to Alano.

Abi was recruited and became a full-time member of the Dawlah Islamiya during the first quarter of 2018 and was involved in a series of clashes against government forces in the towns of Pagayawan and Tubaran, Lanao del Sur.

He laid low in 2019 when Dawlah Islamiya leader, Owaida Marohombsar alias Abu Dar, was killed in a firefight with troops of the 103rd Infantry Brigade in Tubaran.


Alano commended Abi for his courage to decide to lay down his arms and return to the fold of the law.

“Rest assured, we will exploit all available options to assist you in your reintegration to mainstream society,” he added.

Alano said Abi’s surrender was made possible through the continuous collaboration of the 55IB’s Charlie Company, Tubaran’s municipal task force to end local armed conflict, and Omera Adam, chairperson of Barangay Gaput in Tubaran who helped negotiate for the surrender.

Meanwhile, Tubaran Mayor Khaledyassin Papandayan assured that they would continue to support the government’s peace efforts and provide the necessary assistance to Abi.

The Philippines has been able to perform its mandate to protect its maritime interests in the West Philippine Sea (WPS), National Security Adviser Hermogenes Esperon Jr. said Thursday.

"As chairman of the National Task Force West Philippine Sea, I say that we have been able to perform our numerous taskings there by the creation of the Area Task Force North and Area Task Force West," Esperon said during an online media briefing.

He noted that Area Task Force North “takes care of part of the West Philippine Sea and the Philippine Rise, the new area that was awarded to us by the United Nations, (formerly the) Benham (Rise).”

"Area Task Force (West) takes care of Palawan and the rest of the area up to near the Sulu Sea, including the Sulu Sea," Esperon said.

With this set-up, he said, they are able to orchestrate the conduct of coordinated patrols by the Philippine Coast Guard, Philippine Navy, and Philippine Air Force.

"We were also able to conduct maritime research and marine research. You may not know it (but we) have research ships from the Navy, from the Department of Environment, plus the University of the Philippines," Esperon said.

He said they were able to set aside and secure funds for the procurement of four research vessels by the UP Marine Science Institute.

"We have strengthened our detachments there, the islands that we have covered. We have put up lighthouses, and on the northern side, we have even put more sovereignty markers (in) Batanes, more lighthouses. We have improved our communications, we have Wi-Fi in Pag-asa island, we have Internet, courtesy of two private entities, Smart and Globe plus our own. Maybe the third telco will also put in their Internet there," Esperon said.

The Department of National Defense (DND) on Friday has expressed its intent to acquire surplus Bell UH-1H and McDonnell Douglas helicopters from South Korea.

Defense Secretary Delfin Lorenzana expressed the intent in a congratulatory letter to newly-appointed South Korean Defense Minister Suh Wook.


He added the DND plans to conduct a Joint Venture Inspection in the fourth quarter of this year.

The Philippine Air Force (PAF) is known to operate a number of UH-IH and MD-500 helicopters in its fleet.

South Korea is known to have retired these helicopters from military service early this year.

The PAF uses the UH-1H primarily for cargo and personnel transport and disaster relief missions while variants or models of the MD-500 in its inventory are utilized for ground attack or close-air support sorties.

"The JVI will be conducted following strict bio-safety protocols amid the ongoing Covid-19 pandemic, by a team composed of representatives from the DND and the Armed Forces of the Philippines," DND spokesperson Arsenio Andolong said in a message.

He added that the acquisition project for the South Korean UH-1H and MD500 helicopters is still in the exploratory stage, with the details yet to be finalized including the timeline and number of rotary-winged aircraft to be acquired.

The remaining two of the total six brand-new Embraer Defense and Security A-29 "Super Tucano" close-air support aircraft acquired by the Philippine government have arrived in Clark Air Base, Angeles City, Pampanga on Thursday afternoon.

"The two remaining Super Tucanos arrived yesterday (Thursday). The first aircraft touched down at 1304H (1:04 p.m.) and followed by the other at 1327H (1:27 p.m.)," said Department of National Defense (DND) spokesperson Arsenio Andolong in a message to the Philippine News Agency (PNA) on Friday.

Andolong said the two Super Tucanos arrived from Vietnam, the last leg of their flight to the Philippines.

The A-29 attack helicopters are expected to beef up the Philippine Air Force's 15th Strike Wing.

The first four Super Tucanos arrived in Clark Air Base in the afternoon of September 19. Embraer company pilots flew the aircraft from the company airfield in Sao Paulo, Brazil, and made fueling stops in the Canary Islands, Portugal, Malta, Egypt, Bangladesh, the United Arab Emirates, India, Thailand, and Vietnam before landing in the Philippines.

Andolong earlier said Embraer pilots will train PAF pilots selected to fly the "Super Tucano" for two months as part of the agreement under the Technical Inspection and Acceptance Committee.

The A-29s were earlier scheduled to be delivered by the end of July but the coronavirus disease (Covid-19) pandemic and subsequent travel bans have skewed the delivery timetables.

The aircraft, which will be part of the PAF's 15th Strike Wing, will beef up the remaining North American Rockwell OV-10 "Bronco" attack aircraft used by the Air Force in strike missions.

"They are a welcome and much-needed replacement for the PAF's aged, close air support aircraft, and their mission versatility and capability to carry a variety of ordnance will be very useful in the field," Andolong said.

The Super Tucano is a turboprop aircraft designed for light attack, counter-insurgency, close air support, aerial reconnaissance missions in low threat environments, as well as providing pilot training. The contract for the six aircraft is worth PHP4.968 billion and was issued in late 2017.
