Security forces in Sabah are hard on the heels of remaining Abu Sayyaf members who may be still in the state, said State Police Commissioner Datuk Hazani Ghazali.

After killing five Abu Sayyaf members and arresting eight suspected militants belonging to the group in Beaufort last month,
Hazani said the police and Eastern Sabah Security Command (ESSCom) are now looking for remnants of the group who are believed to be hiding in Sabah.


Speaking to reporters on Tuesday, Hazani said that it cannot be denied that aggressive action by security forces in the Philippines caused members of the militant group to flee and try to enter Sabah.

“But as a result of our action last month they now are forced to take refuge on islands in between Sabah and the Philippines. They are caught in between because they cannot go to Sabah or go back to the Philippines.

“We are working closely with ESSCom and other security agencies to prevent them from entering Sabah and making the state their safe haven. Our preventive measures are ongoing and we will take deterrent action (against these individuals),” said Hazani.

He said this when asked to comment on the latest addition of four more suspects in the ESSCom wanted list for their involvement in cross-border crimes in the Eastern Sabah Security Zone (ESSZone).

To the question if the suspects were in Sabah, Hazani said that they are not.

ESSCom released its updated list of wanted individuals on Monday with the inclusion of Ellam Sajirin @ Nasirin, Ismuran Jirah, Tista Hussein and Ahadin Hussein.

The four people were involved in the kidnapping of three Indonesians from Tambisan on September 23, 2019.


ESSCom commander Datuk Ahmad Fuad Othman said during an interview with RTM that the threat from the kidnap for ransom and Abu Sayyaf Group from a neighbouring country still exists.

“However, several attempts of kidnap for ransom were successfully botched by the joint operation of the Malaysian Army, Royal Malaysian Police and the Malaysia Maritime Enforcement Agency along the east coast of Sabah,” he said, adding that ESSCom intelligence had also detected several attempts by the Abu Sayyaf Group to enter Sabah.

“For example, the arrest of eight Abu Sayyaf Group members and the killing of five of the group members in Beaufort during the early and mid of May, 2021,” he said.

The existing list of wanted individuals to assist in investigation on crime cases at the ESSZone between June 2021 and December 2021 are Al Munjir Yadah, Salip Mura, Ben Tatoh Quirino, Marajan @Manajn Asiri, Sangbas Parisko, Hamsan Pakkan @ Black Cobra, Sabri Madrasul @ Salip Jul, Basaron Arok, Mujimar Sawadjaan @ Rasad, Jul @ Jun Hasan, Jul Aksan Abdulrajan @ Halimaw, Tampi @ Bunju, Halipa, Haibin Mubin @ Apo Kuhambo, Hadji Wahad @ Talip and Barah Uddong @ Alvin.

The Communist Party of the Philippines (CPP) denounces Philippine President Rodrigo Duterte for promotion of armed vigilantism when he called for the arming of police-organized groups and abetting them to kill.

Duterte’s outright promotion of armed vigilantes is an open endorsement of the operation of his death squads which, together with the state police forces, have carried out a nationwide campaign of mass murder against innocents and suspected criminals since 2016.

The murderous operations of the Duterte Death Squad (DDS), which started in Davao City when Duterte was mayor, combined with the use of police and military forces as his own private army, has served as the foundation of Duterte’s tyrannical reign.

The open promotion of armed vigilantes exposes his anti-criminal crusade as a sham. His so-called “war on drugs” is nothing but a cover to conceal his use of the police and miltiary to make the criminal syndicates bow before him as the ultimate criminal lord.

The Biden government is contemptible for pushing through with the possible sale of more military weapons to the Duterte tyrannical regime in exchange for securing the Visiting Forces Agreement (VFA) which Duterte has repeatedly play-acted to scrap.

Last June 24, the US State Department’s issued a certification approving the Duterte government’s request to buy ₱118 billion worth of fighter jets (ten F-16C fighter jets and two F-16D fighter jets), missiles and other war matériel. The approval came only weeks after the Philippines decided to again suspend the abrogation of the VFA until the end of 2021, and days after the most recent delivery of weapons by the US military to the Philippines.

The State Department’s certification, which will have to secure the approval of the US congress, brazenly disregards the Philippine Human Rights Act, a bill filed by US representatives seeking to suspend arms sale or military assistance to the Duterte government in the face of rampant violations of human rights.

US President Joe Biden is inviting the Filipino people’s anger for propping up Duterte’s murderous regime in the form of extending continuous military support.

The planned military acquisition is a waste of the people’s money especially in the face of the pressing need to increase state spending on health and social services amid the pandemic.

Defense Sec. Delfin Lorenzana is falsely justifying the exorbitant military spending by claiming that the acquisition of multirole fighter aircraft is necessary to enhance the “defense of our country’s territorial airspace from any form of threat” noting China’s ever-increasing assertiveness in the South China Sea.

In practice, however, fighter planes acquired by the AFP over the past years have been used not to defend against Chinese encroachment but to drop bombs in the countryside directly endangering civilian communities suspected of being guerrilla zones and bases of the New People’s Army.

Last April 6, two FA-50 fighter jets dropped six bombs and strafed the forested areas of Barangay Kasapa 2 in La Paz, Agusan del Sur, near farms and houses of Lumad residents.

Such indiscriminate attacks endanger people’s lives and livelihood and cause massive environmental destruction. Clearly, Lorenzana’s subterfuge only aims to justify the US’ continuous support for the fascist Duterte regime’s campaign of killings amid growing domestic and international clamor to block US military aid to the Philippines.

Additional CAFGUS to bolster security development in SULU

CAMP BAUTISTA – Sulu. The Army’s 11th Division gains additional CAFGUs after volunteers graduate from Basic Military Training. The CAA Basic Military Training Class 18 and 19 – 2021, composed of 140 civilian volunteers from Talipao, Sulu, whom formally concluded their 45-day training during the joint closing ceremony last Thursday, June 24 2021 at Headquarters, 2nd Special Forces Battalion, So. Bud Bayug, Brgy Samak Talipao, Sulu.

The ceremony was graced by Brigadier General Antonio I Bautista Jr, Commander of the 1101st Infantry Brigade, Lieutenant Colonel Benito G Ramos Jr from the 2nd Special Forces Battalion, Mr Ben-Razir Milahan Jr, SB Secretary representing the Municipality of Talipao, representatives from the 11TH Division CAFGU Affairs Unit (11DCAU) and various Barangay Chairmen from Talipao.

The training was jointly conducted by the 11TH Division Training School and the 2nd Special Forces Battalion at the CAFGU training ground of the 2nd Special Forces Battalion from May 10 to June 23, 2021. The course transforms civilian volunteers into a capable military force through a series of modules designed to train the candidates in the rudiments of military operations.

The graduates will form part of the Citizen Armed Forces Geographical Unit (CAFGU) Companies in Sulu are under the operational control of the 2nd Special Forces Battalion.
MORE EQUIPPED, DYNAMICALLY TRAINED

With advent of a more responsive support system, the Philippine Army has issued modern line items to further motivate and professionalize the CAFGUs in various parts of the country.
Brandishing new digital camouflage uniforms, headgears, combat shoes, bandoleers and combat packs – all in PHILARPAT (digital pattern), the issued items of this year’s CAA BMT is a testament on the Army’s thrust to uplift the morale of its troops.

The battalion provides command and control to more than half of the CAFGUs in Sulu.
Responsive to the shifting operational environment, intensified training on basic first aid and hands-on livelihood training was also incorporated to the recent graduates. This capacitated the CAAs to engage in disaster rescue and response operations alongside developmental activities as efforts shift from combat operations to community development support programs in the province.

To date, the 2nd Special Forces Battalion exerts command and control to 13 CAA companies, contributing a formidable and relevant force for the sustained peace and development in the Province of Sulu.

CAMP GERONA, MURCIA, Negros Occidental – The 3rd Infantry Spearhead Division, Philippine Army (PA) troopers headed by MGEN ERIC C VINOYA PA, 3ID Division Commander rendered an arrival honor for the newly promoted Brigadier General Inocencio Pasaporte during a flag raising ceremony at Camp Peralta, Jamindan, Capiz on June 28, 2021 (Monday).

Brigadier General Pasaporte serves as the 303rd Infantry Brigade commander, and five ranking officers of the Armed Forces of the Philippines, have been promoted to the next higher rank by President Rodrigo Duterte, on recommendation of Defense Secretary Delfin Lorenzana and the Board of Generals, headed by AFP chief, Gen. Cirilito Sobejana.

The said promotion to the rank of brigadier general took effect last June 22, 2021. Also promoted to brigadier general were Colonels Robert Velasco, Augusto Gaite, and Ferdinand Razalan, while Commodore Danilo Fuentes was promoted to the rank of Rear Admiral. Brigadier General Pasaporte, is a proud member of the Philippine Military Academy Class of 1991, “SAMBISIG”.

Hermogenes Esperon who personally attended the event stressed that more than a hundred of developmental projects are expected to be implemented in Bicol, especially that 49 Barangays that were once affected by insurgency will receive Barangay Development Projects (BDP) fund amounting to P20 million each.

A “Harong Paglaom” (House of Hope) in Juban town was also inaugurated as part of the Regional Task Force to End Local Communist Armed Conflict’s (RTF ELCAC) commitment to provide temporary comfortable living spaces for the Former Rebels (FRs) who returned to the folds of the law.

Harong Paglaom is a half-way house intended for former rebels who are undergoing the process of reintegration to the society and waiting for their benefits under the Enhanced Comprehensive Local Integration Program (E-CLIP).

We are winning this fight against insurgency, nothing and no one can debunk this truth. On the same day, a 2-day Support to Barangay Development Program Roadshow, service caravan and Barangayan in Casiguran town came to a close.

Hundreds of residents received various services offered by the members of the RTF-ELCAC including JTF Bicolandia.

The Department of Health (DOH) also administered COVID-19 vaccines to A3 priority groups or those people with comorbidities.

CAMP ELIAS ANGELES, Pili, Camarines Sur-Heeding the call of Masbateños to totally eliminate the Communist Terrorist Group (CTG) and their terrorism, the Army and PNP conducts incessant security operations which resulted in another successful engagement.

At around 5:30 in the morning, Monday, June 28, one CTG member was neutralized after the combined elements of 2nd Infantry Battalion (2IB) and the police clashed with CTG members in Barangay Balete, Aroroy, Masbate.

Two anti-personnel mines, one bandolier with two steel long magazines loaded with ammunition were also captured after a 15-minute gunfight.

The casualty was identified as Roberto Emaas AKA Obet who was found by the government troops at the back of Balete National High School.

Lt. Col. Siegfried Felipe Awichen said that Emaas was trying to flee together with other wounded members of CTG but was left behind by his comrades and eventually died.

“Emaas has long been terrorizing the residents of Barangay Balete and neighboring areas. He also extorts small scale miners, businessmen and the local populace to finance the unlawful activities of the CTG,” Lt. Col. Awichen said.

Meanwhile, Col. Aldwine Almase, Brigade Commander of 903rd Infantry Brigade, said that the capture of anti-personnel mines only proves the CTG’s continuous manufacture of explosives being prohibited by the International Humanitarian Law (IHL) that claimed numerous lives including those of Kieth Absalon and his cousin Nolven.

“Our relentless operations aim to completely disintegrate the CTG and stop them from killing innocent civilians. Hindi natin hahayaan ang teroristang grupong ito na magpatuloy sa paghahasik ng karahasan,” Col. Almase.

Furthermore, MGEN HENRY A ROBINSON JR PA, Commander of Joint Task Force Bicolandia (JTFB), emphasized that the consistent operations of the Army and PNP are fueled by the loud cry of the Masbateños for justice.

“This accomplishment is another manifestation of our unyielding fight against these communist terrorists. We will make sure that the lives of the people who perished because of the CTG’s evil acts will not be in vain. We will not allow them to destroy the future of the youth just like what they did to FEU’s ace player, Kieth Absalon,” MGen. Robinson said.

Continuing military operations compel 6 BIFF militants to surrender

Camp Navarro, Calarian, Zamboanga City – Six members of the Bangsamoro Islamic Freedom Fighters yielded to the military in Maguindanao on June 28, 2021.

According to Lt. Gen. Corleto Vinluan, Jr., Commander of Western Mindanao Command, the six former violent extremists were members of the Bungos Faction.

Subject personalities submitted themselves and handed over their firearms at the 6th Infantry Battalion headquarters at Sitio Landing Fish, Buayan, Datu Piang, Maguindanao.

Col. Pedro Balisi, Commander of 1st Mechanized Infantry Brigade said the successful surrender was facilitated by the military and the local government unit led by Datu Salibo Mayor Solaiman Sandigan.

“The surrender of the six exemplifies the dwindling of the group hence we will continue our focused military operations and civil-military cooperation to sustain the momentum,” said Col. Balisi.

Surrendered BIFF militants handed over the following rifles: two M16A1, one M14, and three cal. 30 Garand. They also surrendered various M16 and M13 magazines and ammunition.

Maj. Gen. Juvymax Uy, Commander of JTF Central called on the remaining members of the BIFF to return to the folds of the law and enjoy a peaceful life with their loved ones.

“Many of those who surrendered are now enjoying the benefits and assistance provided by the AGILA-HAVEN program in Maguindanao and DIWATA-HAVEN in Cotabato.

He also emphasized that JTF Central will continue to hunt down the remaining terrorists and violent extremists in central Mindanao.

Since January 2021, a total of 145 BIFF militants were neutralized by the troops of the JTF Central, 100 of which were killed and 45 surrendered.

“With our earnest desire to win lasting peace in our area of operation, the Western Mindanao Command through all of its Joint Task Forces is working doubly to eliminate the remaining terrorists either through focused military operations or peaceful mechanisms,” said Lt. Gen. Vinluan, Jr.

“We are currently in advantage and we are capable of sustaining this through the support of our partners, stakeholders, the local government units, and the people. For that we want to express our sincerest gratitude to all those who give their all-out support to the accomplishment of our mission,” he added.

Six members of the Bangsamoro Islamic Freedom Fighters (BIFF) who voluntarily surrendered to the military in Datu Piang, Maguindanao Monday pledged allegiance to the government.

Lt. Col. Charlie Banaag, the Army’s 6th Infantry Battalion commander, said
the surrender showed that the BIFF members under the Bungos faction are starting to realize the group's lost cause.


“For the past months, the Army, together with partners under the Joint Task Force Central, has been continuously running after BIFF extremists who were responsible for the series of atrocities in Central Mindanao,” he said.

The former extremists also yielded six high-powered firearms.

A certain Abdullah, one of the surrenderers, said they grew tired of always running away from intense military operations, prompting them to yield.

“There is nowhere to go, the military is closing in on us,” he told reporters here in the vernacular.

Mayor Solaiman Sandigan of nearby Datu Salibo town facilitated their surrender.

Most notable of the atrocities perpetrated by the BIFF were the attack at Barangay Kitango, Datu Saudi Ampatuan on March 17, 2021, and the failed seizure of the Datu Paglas municipal public market on May 8, 2021, wherein the extremist group suffered numerous casualties after a series of armed clash with government forces.

Since then, the BIFF shifted its tactics by using bomb attacks against government forces and the civilians that had killed two women and injured one in Datu Saudi Ampatuan last April 28.

On June 22, the BIFF also launched another bomb attack in Datu Hoffer, Maguindanao, which left a pregnant woman dead and her two children injured.

A former Bayan Muna official and member of the New People’s Army (NPA) surrendered to the Philippine Army in Sarangani Province, authorities confirmed on Tuesday.

Marvin Magrano, alias Loloy, Bayan Muna coordinator in the province, gave up
to the 73rd Infantry Battalion (73IB) of the 10th Infantry Division (10ID) on June 26.

Magrano, also a part of the education/propaganda staff of the NPA’s Guerilla Front Tala, turned over war materiel.

Maj. Gen. Ernesto Torres Jr., 10ID commander, said they hope more members of communist terrorist groups (CTG) will emulate Magrano and Kilusang Magbubukid ng Pilipinas-Southern Mindanao Regional Committee national treasurer Pedro Arnado who, surrendered in North Cotabato on June 22.


The 53-year-old Arnado said physical exhaustion, weakened party leadership, and weakening of mass bases made him return to the government fold.

Torres said the anti-personnel mines that Magrano turned in were intended for villages in Alabel, Sarangani that will conduct community support programs.

“We are witnessing an influx of surrendering leaders of CTG front organizations to the government which proves their realization of the futility of the communist terrorist movement. We see this development as an opportunity to further unmask and establish the connection between the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) and its legal fronts which include several party-list groups in Congress,” Torres said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

A suspected New People’s Army (NPA) rebel died in a clash with government troops in a remote village of Aroroy, Masbate on Monday.

In a statement on Tuesday, Capt. John Paul Belleza, Philippine Army's 9th Infantry Division Public Affairs chief, identified the slain rebel as Roberto Emaas alias Obet, of the communist guerilla front operating in the province.

He said government troops were conducting an internal security operation in Barangay Balete when they encountered a group of NPA rebels. A 15-minute firefight ensued that led to the death of the rebel.

Belleza said two anti-personnel mines, one bandolier with two long steel magazines loaded with ammunition were recovered after the clash.

Military hospitals nationwide are ordered to assist local government units (LGUs) in the vaccination rollout as more vaccines arrive, Defense Secretary Delfin Lorenzana said.

"In anticipation of the arrival of a huge volume of vaccines, I have alerted the military hospitals all over the country, ito po ‘yong mga ospital ng mga (these are the hospitals of) Philippine Army all over the country, to assist the LGUs in the vaccination program," Lorenzana told President Rodrigo Duterte Monday night during his weekly Talk to the People.

Along with medical front-liners, the military has been at the forefront of the fight against the pandemic, providing support to the government's coronavirus response.

Through its assets, the military helps in the transport of medical equipment and supplies as well as food packs, especially to far-flung areas. Its doctors, nurses and health personnel have also been deployed in treatment and quarantine facilities.

Lorenzana said military ships and aircraft can be used to transport the life-saving shots, adding that 11 of Navy's ships pass the refrigeration requirement for vaccines.

"Kung dadalhan po natin ‘yong mga isla ay puwede nating gamitin ‘yong barko. At isa pa po, ‘yong ating mga eroplano din ay handa ring mag-transport ng mga vaccines mula Manila papuntang probinsiya (If required to transport vaccines to our islands, we can use these ships. And one more thing, all are our aircraft are also ready and capable of transporting vaccines from Manila to the provinces)," he added.

Latest data from the National Task Force Against Covid-19 shows about 10,065,414 vaccine doses have been administered nationwide as of June 27. Meantime, as of June 28, the country's total vaccine doses is 17,455,470.

The country's average jab rate over the last seven days is at 236,867 doses across 1,231 active vaccination hubs.

There can be no strategy for addressing the Islamic State or ISIS except stamping it out.

This was the declaration of Foreign Affairs Secretary Teodoro Locsin Jr. as he reaffirmed Manila's commitment to fighting ISIS together with other nations during the Ministerial Meeting of the Global Coalition Against Daesh/ISIS in Rome on June 28.

In a statement posted by the Department of Foreign Affairs (DFA) on Tuesday, Locsin underscored that ISIS is about nothing but submission, not to God nor religion but ISIS.

"ISIS is not an idea in action like Shining Light and the forlorn insurgencies of the Cold War. ISIS propounds no ideas. It doesn’t preach; it just practices murder, rape, and destruction," he said.

"It is said an idea cannot be destroyed. Not true. All that’s needed is to destroy the vessel that holds it when the idea consists only of murder, rape, and destruction. There can be no strategy for addressing ISIS except stamping it out."

In 2017, the Philippine city of Marawi was added to the list of cities left in ruins when militant groups affiliated with ISIS overran the area. It was only after six months of fierce battle that the government was able to retake the city.

The United States-led global coalition reported that ISIS no longer controls territory and nearly 80 million people have been freed from its control in Syria and Iraq, but "the threat remains."

It noted that the resumption in Daesh/ISIS activities and its ability to rebuild its networks and capabilities to target both security forces and civilians in areas in Iraq and Syria where the coalition is not active, "requires strong vigilance and coordinated action."

In a joint communiqué, the 83-member coalition reiterated "shared determination to continue the fight against Daesh/ISIS, and to create conditions for the enduring defeat of the terrorist group."

The ministers also emphasized the protection of civilians as a priority and affirmed that international law, including international humanitarian law and international human rights law, must be upheld under all circumstances.

They also expressed commitment to strengthening cooperation to ensure that the Daesh/ISIS Core in Iraq and Syria, and its affiliates and networks around the world are unable to reconstitute any territorial enclave.

Since 2014, the global coalition has carried out a comprehensive strategy to destroy ISIS. Among its milestones is the removal of Abu Bakr al-Baghdadi in October 2019 and scores of ISIS leaders.

It has also destroyed "100 percent of ISIS’s territorial caliphate,” liberating more than 42,000 square miles and supporting the safe and voluntary return of nearly eight million people from ISIS’s brutal rule.

Bring Communist Party of the Philippines - New People's Army (CPP-NPA) founding chair Jose Maria "Joma" Sison home and face charges for the scores of atrocities and violent acts committed by the communist terrorist group, and file cases against other leaders.

This, according to Armed Forces of the Philippines (AFP) Deputy Chief-of-Staff for Operations, Major Gen. Edgardo de Leon, during the June 28 episode of "Tagged: Debunking Lies by Telling the Truth", when asked how Sison, who was given asylum by The Netherlands government, can be brought home to face trial for the atrocities committed by the CPP-NPA.


"I-file up natin ang case laban sa pamunuan ng CPP-NPA (We must file cases against the leadership of the CPP-NPA), he said.

De Leon said the Republic Act 9851 also known as "An Act Defining and penalizing Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity, Organizing Jurisdiction, Designating Special Courts and for Related Purposes" states that it has jurisdiction over all Filipino citizens.

"Alam po ninyo maiksi na dokumento lang itong Republic Act 9851, kung iintindihin po natin ito, madali pong intindihin. Nakalagay po dito ang jurisdiction at ang nakalagay sa jurisdiction, Filipino citizen. Kung sasabihin ni Joma Sison na hindi na siya Filipino citizen, maaaring walang jurisdiction, di ba? Kung Filipino citizen siya mayroong jurisdiction ang Republic Act 9851 at dapat siya ay litisin sa korte na designated to try violations of International Humanitarian Law. So lahat po ng NPA, NDF (National Democratic Front), CPP na Filipino citizen, sakop po kayo ng Republic Act 9851. Unless sasabihin ninyong hindi na kayo Filipino citizen. (Republic Act 9851 is just a short document and very easy to understand, if you want to understand it. And under its jurisdiction are Filipino citizens. If Joma Sison will say that he is not a Filipino citizen, then the law has no jurisdiction over him, right? If he is a Filipino citizen, courts that are designated to try violations of the International Humanitarian Law. So all members of the NPA, National Democratic Front (NDF) who are Filipino citizens are under the jurisdiction of Republic Act 9851)," he added.

However, if Sison denied being a Filipino citizen to escape the jurisdiction of Republic Act 9851, then the nation where he will assume nationality is obliged to charge him for pushing for the overthrow of the Philippine government, De Leon said.

"Kung ikaw (si) Joma Sison, sasabihin mong hindi ka Filipino citizen, kung ano ang nasyon mo, ikaw ay lalong mananagot sa batas, pati ang bansa na ikaw ay naging citizen, magkakakaso. Dahil nagsusulong kayo ng isang movement para ibagsak ang gobyerno ng Pilipinas (If you are Joma Sison and would state that you are not a Filipino citizen, whatever nationality you will assume, you will still have to face the law of the country that citizenship you have assumed as you are pushing for the movement dedicated to the overthrow of the Philippine government)," he added.

De Leon added that sustained filling of cases is needed against the CPP-NPA leadership, every day if needed, not only the case of football player Kieth Absalon and his family who were subjected by the communist terrorists in an unprovoked anti-personnel mine attack last June 6.

Filling of cases is needed as the CPP-NPA terrorists are conducting attacks against communities in Mindanao on an always daily basis.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

"I am calling on all civilians (affected by NPA atrocities), please come out in public, don't be afraid as under Republic Act 9851, you are protected as witnesses. We have a Witness Protection Program and I believe that the Commission on Human Rights will stand up to protect you)," de Leon said.

The New People’s Army (NPA) is simply a bunch of terrorists without ideologies, contrary to the rebels’ claim.

Brig. Gen. George Banzon, commander of the Philippine Army’s 901st Infantry Brigade, said the NPA’s recent attacks in Surigao del Sur proved anew the senseless existence of the communist terrorist group (CTG).

He was referring to the June 19 attack in a prawn pond in Malimono town, causing about PHP8.5 million in losses, and the torching of construction equipment and killing of the site’s caretaker in Lanuza on June 24.

Both businesses refused to give in to the NPA’s extortion demands.

“Sa ngayon, talagang (Now, this truly) this represents the true color of the New People’s Army as a terrorist. Iyung (Their) acts engaged nila lately simply manifested that they are indeed terrorists,”
Banzon said during the “Tagged! Debunking Lies By Telling The Truth” virtual press conference led by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on Monday.


Lt. Jonard Requina of the Malimono Police Station said the attacks and harassment were done after failed extortion tries.

“Galit iyung mga rebelde. Sabi nila ayaw mag-cooperate. Hindi nagbibigay sa kanila. Kasi may report doon na naghihingi ng, birthday yata ng commander nila. Naghingi sila ng PHP10 million cash. Hindi naman sila binigyan kasi hindi makapag-decide iyung caretaker na nandoon (The rebels were angry. They said they did not want to cooperate. We received a report that they were asking, for the birthday of their commander, for PHP10 million cash. Only the caretaker was there and could not decide),” Requina said, referring to the prawn pond attack.

He said the caretaker at the prawn pond, fearing for his life, cannot provide yet the names of the rebels.

Meanwhile, the other caretaker, who also served as a security guard, was killed at the site of MR1 Construction, which is in charge of rehabilitating roads.

Lanuza Sangguniang Bayan member Alfredo Antojado said the rebels have long been extorting money from them.

“So, ang nangyari, sinunog nila ang dalawang backhoe ng kumpanya at nilagyan ng asido iyong tatlo pang mga heavy equipment (What happened was they burned two backhoes owned by the company and poured acid over three other heavy equipment),” Antojado said.

Before attacking the construction company, the NPA rebels first fired at two nearby police stations to prevent authorities from pursuing them.

Banzon said extortion is the main source of income for NPA rebels.

Military action

Banzon assured the military is continuously taking action to ensure that similar incidents will never happen again.

Together with the police, he said they reach out to businesses operating in Surigao del Sur and Surigao del Norte not to give in to extortion demands despite the attacks.

He is also encouraging civilians to provide them information.

The military recovered ammunitions believed to be owned by the rebels.

“Kokonti na lang sila and they have limited ammunition. Ang magawa na lang nila is just to fire, sporadic fires, Tsambahan na lang para lang hindi makagalaw iyong mga personnel manning the police station, but ang pinaka-intent talaga nila is to inflict damage on property, on equipment na target nila for extortion, iyong mga nagmamay-ari nito (There are only a few of them and they have limited ammunition. What they can do is just fire, sporadic fires, take chances, but the real intent is to inflict damage on the property, equipment, owners so they can extort money),” Banzon said.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, United Kingdom, Australia, Canada, New Zealand, and the Philippines.
