CPP/Ang Bayan Daily News & Analysis: Ika-27 taong anibersaryo ng pagkamatay ni Flor Contemplacion, ginunita

Ang Bayan Daily News & Analysis online propaganda posted to the PRWC Newsroom, the blog site of the Communist Party of the Philippines (CPP) Information Bureau (Mar 17, 2022): Ika-27 taong anibersaryo ng pagkamatay ni Flor Contemplacion, ginunita (27th anniversary of the death of Flor Contemplacion, commemorated)

March 17, 2022

Bugas, sud-an, tambal, hasta gani gasolina, nagkamahal na.

Ikaw man.

CPP/NDF: Surface and release Ezequiel Daguman! Uphold JASIG and respect his rights as peace consultant!

Propaganda statement posted to PRWC Newsroom, the blog site of the Communist Party of the Philippines (CPP) Information Bureau (Mar 17, 2022): Surface and release Ezequiel Daguman! Uphold JASIG and respect his rights as peace consultant!

National Democratic Front of the Philippines
March 17, 2022

The National Democratic Front of the Philippines in Southern Mindanao Region vehemently condemns the abduction and continued disappearance of Ezequiel “Ka Rey” Cortes Daguman, 50, perpetrated by elements of the Armed Forces of the Philippines’ Eastern Mindanao Command.

Daguman is a peace consultant in the region and is therefore covered by the Joint Agreement on Safety Immunity Guarantees (JASIG) between the Government of the Republic of the Philippines and the NDFP. He was unarmed when he was taken by suspected elements of the AFP. The JASIG provides safe conduct passes for consultants, staff and personnel involved in the peace negotiations.

Daguman has been missing since the afternoon of March 7 while he was en route to a peasant community in one of the banana plantations in New Corella in Davao del Norte. He was supposed to meet with farmworkers to investigate the workers and peasant situation in the banana plantations of New Corella affected by the series of typhoons and heavy rains and the militaristic pandemic lockdowns.

Daguman was also looking into the expansion of plantations resulting in cases of landgrabbing and the labor flexibilization schemes employed in these plantations, especially those owned and controlled by the transnational Sumifru company.

As peace consultant, Daguman is assigned in the provinces of Davao del Norte and Davao de Oro. NDF consultants and staff around the region are organizing data and briefings to update the workers, peasants and other sectors’ situation to be used in future possible negotiations with the reactionary regime post-Duterte.

His abduction and continued disappearance is yet another serious violation by the tyrannical Duterte regime in the agreements achieved in the formal negotiations of the peace process. In continuing to target unarmed NDFP consultants for abduction, torture and even murder, Duterte and his fascist minions in the AFP are flaunting with impunity their anti-peace and anti-people predisposition.

The Duterte regime must be held solely accountable for the abduction and disappearance of Daguman, and the arrests of the three comrades in Tagum City two days later. Victor “Ka Pong” Rollon, Christine Joy “Ka Rye” Dula and Chargelyn “Ka Jillian” Casquejo were arrested in Brgy. La Filipina on March 9.

The NDF in Southern Mindanao strongly demands that the Duterte regime surface Daguman and respect his rights as peace consultant. The AFP must release him, along with the three comrades, immediately and without any condition.

The troops from the 8th Infantry Battalion, Philippine Army were able to retrieve the decaying dead body, identified as “Prodo” (true name: unknown), a Communist-Terrorist Group (CTG) member, through the revelation of a certain Reb and two (2) others who recently surrendered to this Battalion.

As revealed by the former rebels, Prodo was hit on his lower abdomen during an encounter on March 3, 2022 between the government forces against the CTGs in Sitio Kilap-agan, Barangay Can-ayan, Malaybalay City, Bukidnon. The cadaver was eventually left behind in the area while the NPAs were on the run for withdrawal.

Meanwhile, six (6) more red fighters in Malaybalay joined the growing list of communist NPA terrosists defectors who chose to return to the folds of the law, following the mentioned encounter between the NPA and government forces. As revealed, the former rebels experienced hardships and hunger prompting them to surrender to live a normal and peaceful life.

Three (3) of these surrenderees were CTG Team Leaders; two (2) were CTG Medics; and one (1) used to be the CTG Squad Leader that operates around the area of 8th Infantry Battalion.

Lt. Col. Anthony A Bacus has welcomed the six (6) rebel returnees on March 15 and assured them to receive appropriate benefits that are due to them under the Enhanced Comprehensive Local Integration Program (ECLIP). On the contrary, the Commanding Officer was also saddened by the demise of Prodo who was left alone by his comrades to his death.

(It is sad to note that the NPA left their dead comrade, however, our government jointly provided decent services towards his final destination, Lt. Col. Bacus said.)

Brigade Commander of the 403rd Infantry Brigade, Brigadier General Ferdinand T. Barandon said their decision to concede to the government is a response to the call of the President for the remnants of the rebel group to surrender through the Executive Order No. 70 which is currently being implemented by the Provincial Task Force to End Local Communist Armed Confilct (PTF-ELCAC) of the province of Bukidnon.

(“We expect that more NPA leaders and members will heed the call of the president to return to the folds of the government,” Brig. Gen. Barandon said.”)

Posted to Kalinaw News (Mar 17, 2022): Enkwentro; nangyari sa pagitan ng tropa ng Gobyerno at CTG sa Labo (Encounter; occurred between Government troops and CTG in Labo)

Kalinaw News: Former Haran Bakwit spox-turned NPA surfaces, yields to government authorities

Posted to Kalinaw News (Mar 17, 2022): Former Haran Bakwit spox-turned NPA surfaces, yields to government authorities

NFSA, Panacan, Davao City – A high-ranking leader of the Communist Terrorist Group (CTG) who was a former spokesperson of the CTG-linked alliance that trafficked Indigenous Peoples (IP) at the United Church of Christ in the Philippines (UCCP)-Haran in Davao City yielded to the troops of the Eastern Mindanao Command (EastMinCom), under the leadership of LtGen. Greg T. Almerol and Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) of Davao Oriental headed by Governor Nelson L. Dayanghirang on March 8.

The said personality was identified as Cristony “Jun” Latiban Monzon, also known as Jong Monzon, former Secretary-General of “Pasakaday Salugpongan Kalimodan” (PASAKA) and subsequently the Political Instructor of the Regional Operational Command (ROC) of the Southern Mindanao Regional Committee (SMRC).

He was also accompanied by his comrades identified as Mentroso Tumagsa Malibato, Platoon Supply Officer of ROC, SMRC/Former Vice Chairman Internal Affairs of PASAKA, and Danny Tiklunay Malibato, Political Guide of SMRC.

LtGen. Almerol said that the three personalities’ surrender came after the series of encounters in Davao de Oro, with recently in Andap, New Bataan, between the troops of 1001st Brigade and ROC of the SMRC.

In a press conference held at the Headquarters of 701st Brigade in Mati City on March 15, Monzon, who was the spokesperson of Haran Bakwit from 2015 to 2021, revealed that the CTG was using the evacuees to project harassment of the military towards IP communities and gain funding from international organizations for the New People’s Army (NPA).

He said they were mandated by the Communist Party of the Philippines (CPP) to use the IPs as the “best defense” of the NPA if there is a presence of government troops in IP communities by crying for human rights violations, which are sometimes fabricated.

Monzon also added that the CTG took advantage of his identity as an IP and his popularity as an activist to show that their statements are true.

It can be recalled that on April 21 last year, the Davao City Regional Trial Court issued a warrant of arrest against the six administrators of Haran for two counts of violation of RA 7610 or Child Abuse Law, which include Jong Monzon, UCCP Bishop Hamuel Tequis, Rev. Daniel Palicte, Ephraim Malazarte, Lindy Trenilla, and Grace Avila.

He also divulged that he was forced to join the armed movement because of the case filed against him.

LtGen. Almerol recounted the same situation to Chad Booc who reportedly integrated into the armed movement after his release from the Cebu City Jail earlier in May 2021 due to the alleged kidnapping of IP children from Talaingod, Davao del Norte to a Bakwit School at the University of San Carlos – Talamban in Cebu.

The CTG leader, who was a close ally of Booc, also confirmed that the former volunteer teacher of CTG-linked schools was an armed member of the NPA as they were together in the ROC, SMRC. He also bellied the allegation of Save Our Schools Network that Chad was only in New Bataan to conduct research.

Monzon further cited that they decided to surrender due to the difficulties in the terrorist movement, including hunger and fear of dying in combat with EastMinCom’s relentless military operations.

On a separate incident, troops of 1001st Brigade’s 60th Infantry Battalion (IB) and intel units discovered arms caches in different locations through the revelation of former rebels (FR) that resulted in the recovery of 11 high-powered firearms on March 12.

The said FRs were former members of the Guerilla Front 3 (GF3), Sub-Regional Committee 4 (SRC4), SMRC who recently surrendered to the 60IB.

Two CTG members identified as alias Kristine and Wanwan who also yielded to the troops of 39IB and 56IB on March 7 and 9 respectively, bringing along two high-powered firearms composed of a Carbine Rifle and an M16A1 Rifle.

LtGen. Almerol assessed that the recent surrender of Monzon, who is a top-ranking CTG personality and the other accomplishments of the Command, reveals the downgraded morale of the CTG’s leadership even at the Regional Committee level after they lost the support of the masses.

He also attributed this success to the continuing efforts of the Local Government Units under the TF-ELCAC, support of the communities and former rebels, and the intensified combat operations of EastMinCom troops to end the local communist armed conflict in the Region.

“The communities’ growing cooperation signifies that they have already developed an aversion to, and had grown tired of the CTG’s atrocities that had stunted the economic growth in their areas for many years. This is also a clear manifestation that the communities, especially the IPs, who were vulnerable to exploitation and recruitment of the CTG, no longer welcome them,” LtGen. Almerol added.

He also commended the troops and other involved units for the accomplishment, saying that this is a reflection of their hard work and the fruit of their continuous intensive military operations against CTG.

Meanwhile, EastMinCom Commander reiterated his call to the remaining members of the CTG to emulate the decision of their former comrades who are now living a free and peaceful life upon their surrender.

“Our government today is already giving you the chance to have a second life. Surrender now and become our partner in attaining peace and development in our country. We have already proven that wielding arms is not the real solution to the problems of society but only through our whole-of-nation approach,” the EastMinCom Commander said.

Former MNLF leader backs Bongbong candidacy

From the Manila Standard (Mar 17, 2022): Former MNLF leader backs Bongbong candidacy

A former member of the well-known and legendary Moro National Liberation Front (MNLF) “Magic 8” and his relatives expressed support for the candidacy of the Partido Federal ng Pilipinas (PFP) frontrunner Ferdinand ‘Bongbong’ Marcos Jr.

Hadji Ahmad Omar, former mayor of Luuk and Omar Municipalities in Sulu, is the only remaining survivor of Magic 8

He said he still has never forgotten the kindness of former President Ferdinand E. Marcos, that’s why until now, he and their family have given the BBM-Sara UniTeam full support.

“Today I write you a letter to let you know that I, Hadji Ahmad M. Omar, the remaining lone surviving member of the Magic Eight together with our families, descendants, and loyal comrades who are now scattered in the island provinces of Sulu, Basilan, and Tawi-Tawi as well as in the Zamboanga Peninsula, will vote for you and campaign for your candidacy for President vigorously with your tandem Sara Duterte for vice president of the Republic,” said Omar.

Magic 8 is a group of MNLF commanders who surrendered to former President Marcos on November 3, 1973. Since then, they have remained faithful and have not fought back against the government.

They have given more support and loyalty to the government as they received all the necessary assistance from the Marcos administration including economic projects in Mindanao.

“We are sure you and Sara will follow in his footsteps in helping the Muslims, the Bangsa Tausug, the Bangsamoro people, and the inhabitants of our homeland as well as the entire nation to extricate themselves from poverty and hardship,” he said.

Seven members of Magic 8, Habib Tupay Loong, Ali Abubakar, Hadji Abbas Estino, aka Maas Bawang, Bagis Talib, Jairulla Abdurajak, Imam Madisan Maldisa and Lutian Ahajan, are now dead, but Omar assured that the family and the rest of their race are fully supporting the BBM-Sara UniTeam.

“I can assure you that their families, descendants and followers remain with us in supporting your candidacy to make this nation great again,” Omar said.

Six members of the New People's Army (NPA) surrendered to state forces on Wednesday as government troopers retrieved the decaying body of another rebel killed in a recent clash in Bukidnon.

Maj. Lemuel D. Bacarro, spokesman of the Army's 8th Infantry Battalion (8IB) in Maramag, Bukidnon, said on Thursday that three of the rebels who yielded were NPA team leaders, two were medics and one used to be the NPA squad leader operating around the area of the 8IB.

Bacarro also said that patrolling military forces retrieved the decaying body of an NPA rebel identified only as Prodo on Tuesday in the hinterlands of Can-ayan village in Malaybalay, Bukidnon. The six rebels who surrendered said Prodo was slain during an encounter with state forces on March 3, 2022.

Bacarro said that Prodo sustained a gunshot wound on the lower abdomen and was left to die while his comrades withdrew.

Bacarro added that the military will turn over the cadaver to the local government unit to be accorded a decent burial.

He said that the six rebels are being processed to see if they are qualified to avail of the government's Enhanced Comprehensive Local Integration Program and other benefits.

ISABELA CITY, Basilan – The Basilan Police Provincial Office (BPPO) has requested additional forces to boost security during the May 9 national and local elections.

Col. Pedro Martirez Jr., BPPO director, said Thursday his request from the Police Regional Office-Bangsamoro Autonomous Region in Muslim Mindanao (PRO-BARMM) entails the deployment of 400 more police officers.

Martirez said he also asked the Philippine National Police-Special Action Force (PNP-SAF) to augment its contingent based in this province.

“I requested for additional troops considering we lack personnel,” Martirez said in an interview.

Forty-one of the 255 barangays in the province have been identified as areas of concern or election hotspots, the police official said.

“These barangays were classified as hotspots since the past two elections, there were election-related incidents that took place,” he said.

The province comprises two-component cities and 11 municipalities, two of which are island towns.

Lawyer Vidzfar Julie, the provincial election supervisor, said the province has 297,322 registered voters.

Meanwhile, Martirez said some of their personnel have undergone seminars to serve as Board of Election Inspectors (BEIs) or poll clerks on election day.

Policemen will serve as BEIs and poll clerks in two of 16 barangays in Al-Barka town as the teachers in the two villages refused to render poll duty for fear of their safety, he added.

Four persons were killed while three others were wounded in separate gun attacks in Maguindanao in what police believed were due to “rido” or family feud, a police official said Thursday.

Capt. Fayed Canda, the Maguindanao police spokesperson, said most of the shooting incidents--five in Datu Odin Sinsuat town and one in Datu Saudi Ampatuan municipality--were motivated by clan war.

“The latest victim was a 51-year-old man who was attacked in Sitio Tenorio, Barangay Awang, Datu Odin Sinsuat, Maguindanao at 9 a.m. Thursday,” Canda said.

He said Bangon Modzul, a farmer, was driving a motorbike with his wife Norma, 40, when attacked.

Lt. Colonel Assir Balindong, Datu Odin Sinsuat town police chief, said the gunmen who were on board a motorbike opened fire on the victims while they were heading to Barangay Awang proper.

The farmer’s wife was hurt, while their 18-year-old son, who was onboard a separate motorcycle tailing his parents, was unharmed.

Cana, meanwhile, identified the other fatalities in separate gun attacks on Wednesday night in the same town as Ben Salik Mantawil, who was shot dead in Barangay Taviran; and Norhanudin Mama, 31; and Kumplay Maulana, 36, who were also gunned down in Barangay Dalican Poblacion.

Earlier on Wednesday, gunmen shot and wounded Fire Officer1 Jingle Bedeña, 28, assigned with the Sultan Sa Barongis Fire Station, and Salahudin Pato, 21, both of Mamasapano, Maguindanao.

Cana said they have already sought the help of military forces in Maguindanao since most of the shootings occur along the isolated sections of the national highways.

“These are isolated cases and our police are doing its best to put an end to this,” Cana said when asked why the shootings occurred while the police is implementing the election gun ban.

Sara highlights success in dismantling NPA front

LAST SOCA. Davao City Mayor Sara Duterte-Carpio delivers her State of the City Address (SOCA) on Thursday (March 17, 2022) as she bids farewell to the Dabawenyos. She is the running-mate of presidential candidate Ferdinand Marcos, Jr. (Screengrab)

DAVAO CITY – Mayor Sara Z. Duterte commended the efforts of the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and Peace 911, for the successful dismantling of New People's Army (NPA) Guerilla Front 55 (GF55) in Paquibato district here.

She enumerated the law enforcement units’ accomplishments against the communist insurgency during her virtual Valedictory and State of the City Address (SOCA) on Thursday.

"Even before the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) in 2018, we already sought to address insurgency through a concrete local government program," Duterte said.

In January this year, the AFP’s Eastern Mindanao Command (Eastmincom) declared it has dismantled the NPA's GF 55, Sub-Regional Committee 5 (SRC 5), Southern Mindanao Regional Committee (SMRC), following the surrender of 12 of its top-ranking leaders.

In August last year, Ariane Jane Ochate Ramos alias Marikit, the secretary of GF 55, SRC 5, SMRC, surrendered to the military.

Marikit is responsible for various atrocities in Paquibato District in this city, the military said.

In September 2017, under her supervision, Sara said the Davao City Local Peace Committee was formed to put an end to the atrocities committed by the NPA in the city.

Peacebuilding

"Through DC Peace, which eventually became Peace 911, we spoke to the residents of Paquibato – the area that was once the stronghold of the NPA," the mayor said.

Duterte also noted that the city government regularly brought in government services and private sector initiatives to various communities.

"We opened direct lines from the community to the mayor’s office, built more roads and bridges, empowered residents with various projects and skills training, provided a gateway for them to sell their produce, and even employed former members of underground mass organizations as peacebuilders to help the local government sustain the peace," she said.

With the success of Peace 911, it was awarded the Kapayapaan National Award in 2018 by the AFP, she added.

Meanwhile, to ensure the proper reformation of former rebels (FRs), Mayor Sara said the Kalinaw Village was created. The village – a residential care facility - is housing FRs who wish to undergo reformation and return to the fold of the law.

The intervention plans for the village residents include partnerships with the residents’ families, barangays, AFP, and the PNP for their security in preparation for their reintegration into society.

In 2016, Duterte said the city government also launched the Tabangan Atong Reformist Aron Naay Asenso – Community-Based Rehabilitation and After Care Program (TARA NA–CBRAP).

"It provides aftercare support and helps prevent the recurrence of drug abuse among surrenderers. Since its inception, it has 6,953 individuals, helping them return to society with the support of their families, barangays, faith-based groups, schools, and other partners," she explained.

Soldier, 3 NPA rebels wounded in NegOcc clash

From the Philippine News Agency (Mar 17, 2022): Soldier, 3 NPA rebels wounded in NegOcc clash (By Nanette Guadalquiver)

A soldier of the Philippine Army’s 94th Infantry Battalion (IB) and three Communist Party of the Philippines-New People’s Army (CPP-NPA) rebels were injured during a clash in the far-flung village of Buenavista in Himamaylan City, Negros Occidental on Wednesday.

The 94IB confirmed the incident in a report on Thursday, but did not identify the wounded personnel, who was brought to a hospital here.

At 9:40 a.m., troops engaged about 10 communist-rebels in Sitio Ulot, leaving three wounded on the enemy side, based on the bloodstains they found and also on the information provided by civilians.

Lt. Col. Van Donald Almonte, commander of 94IB, said his men conducted combat patrol operations following reports of extortion activities of the CPP-NPA in the area.

“The 94IB will not stop banishing them from the hinterland communities of central Negros until sustainable peace and development is achieved, I’m warning their remaining members to surrender before it’s too late,” he added.

In a statement, Maj. Gen. Benedict Arevalo, commander of the 3rd Infantry Division, said the people promptly inform the government forces about the presence of the NPA as they are fed up with the lies and deceits of the communist-terrorist group.

“In collaboration with the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) government member-agencies and with the cooperation of the communities, we are positive the insurgency problem will soon come to an end, not only in this region, but also in the whole country,” Arevalo said.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The National Democratic Front has been formally designated as a terrorist organization by the Anti-Terrorism Council on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA created in April 1973.

As the election fever heats up in Negros Oriental, the police and the military in Bayawan City are tightening their joint security measures in the area to prevent possible poll violence from erupting, an election official said on Thursday.

This, after six recent shooting incidents were reported in just two weeks in Bayawan City, where three victims died.

However, these incidents have not yet been confirmed if related to the upcoming polls.

Lawyer Lionel Marco Castillano, Commission on Elections (Comelec)-Negros Oriental provincial election supervisor, told the Philippine News Agency he has directed Lawyer Andrei Villasis, the Bayawan City election officer, to start coordinating with the police and the Philippine Army to ramp up security measures at the earliest time possible.

These measures would include more checkpoints, mobile patrols, and other defense plans to be executed, he said.

The Philippine National Police and the Armed Forces of the Philippines are deputized by the Comelec to ensure free, honest, peaceful, and orderly elections.

Castillano said the poll body does not have the authority to impose curfews, but he hopes the local government unit in Bayawan City will further strengthen its regulations in requiring people to remain indoors during specified hours.

He said the Provincial Joint Security Control Center (PJSCC) will be meeting on March 24 to discuss, among other things, the potential election hotspots in Negros Oriental.

Governor Roel Degamo, who previously said that some of the shooting victims were his supporters, is repeatedly asking that Bayawan City be categorized as a category “red” election hotspot, the highest classification adopted by the PJSCC in identifying these areas.

Meanwhile, the police filed on Wednesday frustrated murder charges against three suspects believed responsible for the shooting of three individuals in Barangay Kalomboyan in Bayawan City last weekend, according to Lt. Col. Ruben Verbo, Jr., head of the Police Community Affairs and Development Unit (PCADU) and public information officer of the Negros Oriental Provincial Police Office (NOPPO).

NPA surrenderers bare location of dead comrade in Bukidnon

From the Philippine News Agency (Mar 17, 2022): NPA surrenderers bare location of dead comrade in Bukidnon (By Nef Luczon)

The Army's 8th Infantry Battalion (8IB) confirmed Thursday the retrieval of a decaying corpse of a New People’s Army (NPA) fighter in the hinterlands of Sitio Kilap-agan, Barangay Can-ayan, Malaybalay City, Bukidnon.

In a statement, Maj. Lemuel Bacarro, 8IB acting civil-military operations officer, said the body was identified on March 15 as that of alias "Prodo," after two of his comrades pointed to its location following their surrender.

"As revealed by the former rebels, Prodo was hit on his lower abdomen during an encounter on March 3, 2022. The cadaver was eventually left behind in the area while the NPAs were on the run for withdrawal," the statement said.

Meanwhile, a total of six NPA rebels in Malaybalay City surrendered following the March 3 encounter, the 8IB said.

The surrenderers claimed they experienced hardships and hunger, prompting them to yield for another chance to live a normal and peaceful life.

Three of the surrenderers were team leaders, two were medics, and one squad leader who all formerly operated in the 8IB’s area of responsibility.

Lt. Col. Anthony A Bacus welcomed the six former rebels and assured them to receive appropriate benefits that are due to them under the Enhanced Comprehensive Local Integration Program (E-CLIP).

"It is sad to note that the NPA left their dead comrade. However, our government jointly provided decent services towards his final destination," he said.

Brig. Gen. Ferdinand T. Barandon, commander of the Army’s 403rd Infantry Brigade, said the decision of the six rebels to surrender was in response to the call of President Rodrigo Duterte for the rebels to return to mainstream society.

“We expect that more NPA leaders and members will heed the call of the President to return to the folds of the government,” Barandon said.

The Communist Party of the Philippines-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The Anti-Terrorism Council has also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973.

PALO, Leyte – President Rodrigo R. Duterte on Thursday renewed his call to the remaining members of the New People’s Army (NPA) to surrender before his term ends.

Speaking before former rebels and local government officials here, Duterte said 53 years of armed struggle is too much and it should end.

“This problem has been going on since the time of my father who was a governor. You must surrender since we cannot kill you all,”
Duterte said in Bisaya.

“We have been wasting a lot of bullets to end this problem. Let us provide more assistance to the poor instead (of) spending money to buy bullets,”
he added.

The President reiterated his call in the presence of over 100 rebels from different parts of Leyte who received certificates of land ownership during his visit to the new Leyte provincial government complex here.

“I only have three months left in office. I told the military that if there is a mass surrender of NPA, I will fly to see them as I am the President,” he said.

To address insurgency, Duterte said his administration has been distributing lands to former rebels and small farmers vulnerable to the influence of the communist terrorist group.

He also led the distribution of certificates of land ownership to 772 farmers with a total area of 576.74 hectares in different parts of Leyte province.

During the event, the President also turned over some partially completed houses to former rebels in San Isidro town.

The PHP20-million housing project was one of his promises during his visit to San Isidro town last Jan. 23, 2020, and part of the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.

Duterte was in Leyte to lead the unveiling of the marker of the new provincial government complex in this town with a five-story building housing all offices of the provincial government.

Leyte Governor Leopoldo Dominico Petilla said the 14-hectare complex symbolizes the resilience of their people.

“This is not just an office, but a monument of how we are as a people who showed resilience,” Petilla added.

Located along the Palo West Bypass Road in Pawing village, the complex was developed through a PHP800 million budget of the provincial government.

The development of the complex started on Jan. 21, 2020, after the old capitol building in Tacloban City sustained cracks following the magnitude 6.5 earthquake that shook Leyte and Samar on April 27, 2019.

Storm surge also hit the building when Super Typhoon Yolanda struck the city on Nov. 8, 2013.

The Philippine Army (PA) started on Wednesday its two-day Senior Leaders Conference (SLC) in its headquarters at Fort Bonifacio.

The SLC, which is now on its 14th edition this year, aims to cultivate the culture of strategic thinking within the organization and introduce effective leadership principles to Army ranking officials.

“Conducting the SLC annually is a testament to the premium that we put in broadening the perspective of the Army’s senior leaders. A broader perspective, together with critical thinking, foresight, thirst for knowledge, and drive to innovate will ensure the Army’s growth and responsiveness in the years to come,”
said PA chief, Lt. Gen. Romeo S. Brawner Jr., in a statement Thursday.

This year's SLC is anchored on the theme
“Driving the Transformation Momentum: Winning Tomorrow’s Wars Today.”

A pool of local and foreign subject matter experts delivered online lectures on the future of warfare and its implications on Army concepts and capabilities; and rethinking military leadership strategies on the event's first day.

The symposium, which was first held in 2004, is part of a series of month-long events to celebrate the 125th founding anniversary of the PA on March 22.

Army major unit commanders attended the event physically at the Philippine Army Officers’ Clubhouse while other senior leaders joined via video teleconferencing.

“If we want to win our future wars, we should start investing in what really matters today,” Brawner said.
