An official with Indonesia’s foreign ministry said Friday it was considering what to do if the Indonesian widow of a militant leader of Islamic State’s 2017 siege of Marawi in the southern Philippines returned home after being freed from custody there last month.

Minhati Madrais, 39, was released in late June when a court in nearby Iligan City dismissed charges against her of possessing explosive materials, said Joedha Nugraha, director of Protection of Citizens and Legal Entities Overseas at the Indonesian Ministry of Foreign Affairs.

“At present the Ministry of Foreign Affairs, relevant ministries and institutions under the Coordinating Ministry for Politics and Security are discussing what action to take related to her release,” he told a news conference in Jakarta.

The Indonesian embassy in Manila and consulate-general in southern Davao City were communicating with Philippine authorities about Minhati’s release, Joedha said. BenarNews reporters in the Philippines, however, could not immediately confirm this information with local officials.

Minhati is the widow of the late Omarkhayam Maute, a Filipino who co-led the pro-IS Maute group. It helped Isnilon Hapilon, an Abu Sayyaf Group militant who commanded the Philippine branch of Islamic State, lead hundreds of militants, including foreign fighters, in taking over Marawi city for five months.

Both Maute and Hapilon were killed in October 2017 toward the end of the five-month battle with government forces that left the once scenic lakeshore city in ruins. Abdullah Maute, who with Omarkhayam led the Maute group, was killed earlier during the fighting.

Minhati was arrested on Nov. 5, 2017, at her home in Iligan City, where police alleged that they found bomb-making materials and an expired Indonesian passport.

Joedha said Minhati’s trial began on March 20, 2018.

“On June 26, 2020, the judge ruled to acquit Minhati Madrais due to insufficient evidence,” he said.

Minhati, a daughter of an Islamic cleric in Bekasi, a Jakarta suburb, met Maute when they were studying in Egypt, according to reports. The couple have six children, who were placed in the custody of Philippine authorities after her arrest.

In Jakarta, officials at the National Counterterrorism Agency (BNPT) declined to comment on Minhati’s possible homecoming.

“Any repatriation will be arranged by the Indonesian embassy in Manila,” Commissioner Awi Setiono, spokesman for the national police, told BenarNews.

Although women were involved in the Marawi siege, Manhati stayed away during the fighting three years ago, according to Darojatul Aliah, executive director of the Society Against Radicalism and Violent Extremism, an Indonesian NGO that works with ex-radicals and tries to help rehabilitate members of extremist groups.

“Many [women] treated wounded combatants or just provided food, but not Minhati, who was evacuated by Omar Maute out of Marawi, and temporarily stayed in the city of Iligan,” she said.

Aliah said Minhati was staying in Iligan, about 30 km (18.6 miles) north of Marawi.

Meanwhile, the director of the Institute for Policy Analysis of Conflict (IPAC), a Jakarta think-tank, said she expected Minhati to come back to Indonesia.

“Minhati Madrais will go home because all her children except those who are toddlers are already in Indonesia. They were sent here first,” Sidney Jones told BenarNews, adding that Minhati probably would stay at an Islamic boarding school run by her family.

Jones said the widow did not have ties to any pro-IS group in Indonesia.

“She is not a threat whatsoever because even though her husband was a prominent figure in the battle of Marawi, she herself was in the city of Iligan during the Marawi uprising,” Jones said.

HANOI (Reuters) - The United States this week hardened its position on the South China Sea, where it has accused China of attempting to build a “maritime empire” in the potentially energy-rich waters, despite regional concerns.

The rivals have accused each other of stoking tension in the strategic waterway at a time of strained relations over everything from the new coronavirus to trade to Hong Kong.

A statement from U.S. Secretary of State Mike Pompeo on July 13 was the first time the United States had called China’s claims in the sea unlawful and accused Beijing of a “campaign of bullying”.

But heated rhetoric has also been on the rise in the region, where Brunei, Malaysia, the Philippines, Taiwan and Vietnam challenge China’s claim to about 90% of the sea.

REGIONAL TENSIONS

Vietnam, frequently at loggerheads with China over the issue, is this year chairing the 10-member Association of South East Asian Nations (ASEAN).

At a June 26 summit in Hanoi, Vietnam and the Philippines - China’s most vocal challengers over the sea - warned of growing regional insecurity amid concern that Beijing was advancing territorial claims under the cover of the COVID-19 pandemic.

As China held military drills in the South China Sea this month, Vietnam said Beijing’s actions were “detrimental” to its relationship with the Southeast Asian bloc. The United States simultaneously deployed two aircraft carriers to the area for what it said were pre-planned exercises.

In a blustery response to the Chinese drills, Philippine Foreign Minister Teodoro Locsin said China “will be met with the severest response, diplomatic and whatever else is appropriate”, if the exercises encroached on Philippine territory.

That followed a surprise move by President Rodrigo Duterte - who had courted Beijing since taking office in 2016 - to suspend his decision to scrap a two-decade-old troop deployment agreement with the United States.

TROUBLED WATERS

China illustrates its claims with a vague, U-shaped “nine-dash line” that includes swathes of Vietnam’s exclusive economic zone, or EEZ, as well as the Paracel Islands and Spratly Islands. It also overlaps the EEZs of Brunei, Indonesia, Malaysia, the Philippines, Taiwan and Vietnam.

A tribunal at The Hague, based on a suit brought by the Philippines, ruled in 2016 that China has no “historic title” over the waters, and that its line was superseded by the 1982 U.N. Convention on the Law of the Sea.

Last year, Chinese and Vietnamese vessels became embroiled in a months-long standoff in Vietnam’s EEZ where a Chinese research vessel conducted a sweeping seismic survey of waters overlapping Vietnamese oil blocks.

In May, the same Chinese research vessel was involved in another month-long standoff with Malaysian ships in Malaysia’s EEZ, close to where a drillship contracted by Malaysian state oil firm Petronas had been operating.

Chinese incursions happened 89 times between 2016 and 2019, Malaysia’s government said on Tuesday.

Indonesia has also begun to take a tougher stance. In January, Jakarta summoned China’s ambassador and dispatched air and sea patrols after Chinese vessels entered Indonesia’s EEZ around the northern Natuna islands.

The tensions have already affected Vietnamese oil production in the area, including operations controlled by Russia’s Rosneft and Spain’s Repsol.

“We’re already seeing reduced appetite for oil and gas investment in Vietnam,” said Andrew Harwood, research director at consultancy firm Wood Mackenzie.

“Escalating tensions will not improve the situation”.

Number of incidents is almost double compared to the same period in 2019

ReCAAP Information Sharing Centre (ISC) today released its Half-Yearly Report 2020 (January to June). Highlights of the Report, whose information is verified by the respective government agencies, also known as ReCAAP Focal Points, and regional authorities, are appended:

Overall Situation

§ A total of 51 incidents of piracy and armed robbery against ships (comprising 50 actual incidents and one attempted incident) were reported in Asia during January-June 2020

§ This represents close to a two-fold increase in the total number of incidents and a two-fold increase in the number of actual incidents reported in Asia, compared to 28 incidents (comprising 25 actual incidents and three attempted incidents) during January-June 2019.

§ Of the 51 incidents, 49 were incidents of armed robbery against ships and two were piracy incidents

§ On the other hand, the severity level of incidents has not worsened during January-June 2020 compared to January-June 2019:

o 1 incident of Category 1 (same as in 2019)

o Decrease of Category 2 (from 2 to 1 which is the lowest among the past 14-year period of 2007-2020)

o 74% of incidents were Category 4 (perpetrators not armed, crew not harmed)

Area of Improvement

§ There was improvement at the ports/anchorages in China with no incident during January-June 2020, compared to three incidents during the same period in 2019

§ There were also arrests of perpetrators at Chittagong Anchorage in Bangladesh, off Gujarat and Alang in India, off Pulau Batam, Indonesia and in the Singapore Strait

Increase of incidents

§ The increase of incidents during January-June 2020 occurred in Bangladesh, India, Indonesia, the Philippines, Vietnam, South China Sea and Singapore Strait

§ Of concern was the continued increase of incidents on board ships while underway in the Singapore Strait during January-June 2020 with 16 incidents, compared to eight incidents during the same period in 2019.

Situation in the Sulu-Celebes Seas and Waters off Eastern Sabah

§ The situation of abduction of crew in the Sulu-Celebes Seas and waters off Eastern Sabah remains a serious concern as demonstrated by the abduction incident on a fishing trawler on 17 January 2020 off Lahad Datu, Sabah, Malaysia and information of planned kidnapping by members of the Abu Sayyaf Group in Sabah and Semporna, Malaysia targeting foreigners and crew of ships passing by the Tawi-Tawi and Sabah waters

§ Five of the crew abducted from the fishing trawler on 17 January 2020 are still held in captivity

§ Shipping companies are advised to follow the ReCAAP ISC’s ‘Guidance’ and maintain communication with the Operation Centres of the Philippines and Eastern Sabah Security Command (ESSCOM) of Malaysia

“We are deeply concerned with the nearly two-fold increase in the number of incidents reported in Asia in the first half of 2020 compared to the same period last year, even though most of them are at low severity level. ‘Small’ crimes, if not addressed, can embolden criminals to commit more serious acts,” said Mr. Masafumi Kuroki, Executive Director of ReCAAP ISC.

“This spike has come during a time of enormous challenges for the whole world affected by the COVID-19 pandemic. Despite the difficulties caused by the pandemic, we encourage the shipping community and maritime enforcement agencies to uphold vigilance, make timely reporting and conduct quick response to incidents, in order to protect the lives of seafarers and the safety of maritime transport.” continued Mr. Masafumi Kuroki.

BUENAVISTA, Agusan del Norte – The troopers of the 23rd Infantry “Masigasig” Battalion welcomed the visit of Major General Henry A. Robinson, the commander of 9th Infantry (Spare) Division of the Army on Thursday, July 16, 2020 in Barangay Alubihid, Buenavista, Agusan del Norte.

Lt. Col. Julius Cesar C. Paulo, the Acting Commander of 23rd IB warmly welcomed Maj. Gen. Robinson during the visit, saying it gave inspiration and empowerment among the men and women of the battalion to pursue their mission.

General Robinson is a graduate of the Philippine Military Academy ” HINIRANG” class of 1987. He served as the 25th Commanding Officer of Masigasig Battalion from June 12, 2012 to February 16, 2013. During his stint as 23rd IB commander, the troopers described him as focused, highly regarded, deliberate, and having a “steep standard” of leadership. Robinson is a well-rounded officer who earned combat and administrative awards and commendations both from the Armed Forces of the Philippines (AFP), civilian institutions and local government units through his endeavors.

In order to become a best leader and officer of the AFP, Robinson pursued his studies and completed his Master in National Security Administration (MNSA) in the National Defense College of the Philippines and Master in Public Management (MPM) with major in Development and Security in the Development Academy of the Philippines (DAP).

The visit was an opportunity for the 9ID Commander to express his gratitude to the Masigasig troopers for their support during his leadership. He also reminisced his past experiences with the unit especially when it was still a Cadre Battalion and how he instituted measures that transformed the 23rd IB into a good performing Cadre Battalion that handled more than 8,000 CAFGUs and SCAAs.
“I have much to be thankful for in my military career, foremost are the experiences that made me who I am today, and this unit was part of it,” Robinson said. He stressed some salient points that encouraged the troops to perform their duties and responsibilities with discipline and pride as part of the AFP. He emphasized the importance of love and dedication to the service as the former Battalion Commander of the unit.

To give inspiration to the officers, men and women of 23rd IB, General Robinson said: “There is no right time to do the wrong thing, and there is no wrong time to do the right thing. The moment you are doing the wrong thing, then everything will be astray. Everything will not be in the right direction. Always do good every time because it is the basic foundation of our career.”

Meanwhile, Lt. Col Julius Cesar C Paulo the Acting Commanding Officer of 23IB expressed that the visit of the 9ID Commander had morally uplifted the Masigasig Troopers. He was very proud and honored to accept and had served the highest-ranking AFP officer who visited the Masigasig camp.

“On behalf of my troops, I am expressing our utmost gratitude to the 9ID Commander for the opportunity and advice he had given to the Masigasig Troopers. We will see to it that his former unit will continue to give its utmost dedication to the service for our nation,” Paulo said.

JULY 17, 2020, DAVAO ORIENTAL – A Leader of the New People’s Army (NPA) was killed while one other was apprehended following an encounter with the troops from the 28th Infantry (KAMAGONG) Battalion under the leadership of LTC ALEXANDER D BANATAO at Sitio Lower Maragdao, Brgy Maragatas, Lupon, Davao Oriental yesterday morning.

A firefight ensued between troops from 28IB and more or less twenty (20) Communist NPA Terrorists after receiving reports from the community about the presence of armed men in their area.

Said encounter took place at about 9:15AM in the hinterland sitio of Barangay Maragatas which resulted to the death of a certain Prince Wendel Olofernes, alyas “Do/Edoy”, the Secretary of Weakened Guerilla Front 18, and the apprehension of a certain Godofredo Quesada Galo, alyas “Dagsa”. Also obtained in the encounter site are four (4) High Explosive 40mm ammumitions, one (1) backpack and personal belongings.

Through the help of the Philippine Airforce’s Tactical Operations Group (TOG) 11, the troops were able to turn over the dead body of Olofernes to his family at Brgy Magnaga, Municipality of Pantukan, Davao de Oro while Galo was brought to the Lupon Municipal Police Station for filing of charges.

Ltc Banatao commended the troops’ effort and untiring sacrifices in relentelessly defending the communities from NPA’s terror.

Meanwhile, he urged the remaining NPA members to surrender to the government and avail of their chance to peacefully live with their families again. He also encouraged the relatives of active NPA members to convince their loved-ones to turn their backs from the armed struggle brought about by the CPP-NPA and avail the Enhanced Comprehensive Local Integration Program (E-CLIP) of the government.

“Our sincere condolences to the bereaved family. May this unfortunate event serve as a lesson to the remaining NPA members. We sincerely ask the help of everyone in the community to help us assist our decieved fellow brothers by encouraging them to return to the folds of law. Let us not wait for another loss, the right time is now. For those who wish to surrender, there is nothing to worry about because the government is ever ready to help you start a peaceful beginning.”

On the other hand, Mayor Roberto Yugo of Pantukan, through his representative Hon Andy Dultra, Brgy Captain of Brgy Magnaga, Pantukan, Davao de Oro condoles with the family in this trying times and pledges to assist them in any way possible.

28IB strongly condemns the atrocious acts of the NPA as it remains steadfast in its fight against terrorism of all sort. The Philippine government is more than willing to accept and assist the few remaining NPA members who wish to help themselves by going back to the mainstream society living normal and peaceful lives.

CAMP SIONGCO, Maguindanao – Five members of the communist terrorist group (CTG) surrendered in Sultan Kudarat on July 13, 2020 to Army’s 7th Infantry Battalion.

The rebels decided to yield to the government troops bringing along with them their firearms as they grew tired of their pointless armed struggle while starving in the mountains.

The surrender of the rebels made a success through the efforts of Alpha Company of 7th IB under the leadership of Lt. Col Romel Valencia, Commanding Officer of 7th IB.

During the momentous ceremony Lt. Col. Valencia gladly welcomes the rebel returnees, namely Billy Tayan, Bobby Tayan, Iga Tayan, Untong Tayan, and Waning Tayan.

The firearms surrendered includes 1 Garand rifle, 1 M16 rifle, 1 caliber. 30 carbine rifle, 1 caliber .30 Springfield rifle, and 1 M79 40mm grenade launcher.

Commander Joint Task Force Central, Maj. Gen. Diosdado C. Carreon, commended the 7th Infantry Battalion for their efforts in bringing down the number of CTG members in their area of operation that will greatly contribute to the mission of the JTFC in achieving lasting peace in central Mindanao.

The rebel returnees are currently under the custody of 7th IB and undergoing stress debriefing as they will be enrolled in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

CAMP SIONGCO, Maguindanao – The surrender of Bangsamoro Islamic Freedom Fighters (BIFF) bandits within the Joint Operational Area of Joint Task Force Central (JTFC) continue to increase in number as it pushes for the peaceful solution of conflict while sustaining its efforts against terrorist.

Thirteen BIFF bandits under Karialan faction yielded to 33rd Infantry Battalion on July 14,2020 at Battalion’s Headquarters in Brgy. Zapakan, Rajah Buayan, Maguindanao.

The surrenderers came from the towns of Shariff Aguak, Shariff Saydona Mustapha, Radjah Buayan, and Sultan sa Barongis all of Maguindanao province.

“The continuing surrender of the BIFF is a result of the effective collaboration and cooperation of the military, the local government units, and the Philippine National Police, in attaining peace and security in the communities,” said 33rd IB Commanding Officer Lt. Col. Elmer M. Boongaling.

In a simple ceremony, the former rebels turned in 1 caliber 7.62mm Barrett sniper rifle, 2 M79 grenade launchers, 2 caliber 7.62mm M14 rifles, 3 rocket propelled grenades, 2 caliber .50 Barret sniper rifles, and 1 caliber .45 Thompson.

Radjah Buayan Mayor Yacob L. Ampatuan also stressed that a futile armed struggle is a contradiction to the Islamic belief.

“Together with our partners in the local government units, we will help you as you join the mainstream society and live peacefully with your families,” Col. Jesus D. Rico Atencio, Commander of 1st Mechanized Infantry Brigade.

Madrid, Surigao del Sur, July 17 – The army’s 36th Infantry (Valor) Battalion together with the members of the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) Monitoring and Evaluation Committee, this province convened yesterday July 16, 2020, held at Sitio Ibuan, Brgy Mampi, Lanuza at around 9 o’clock in the morning.

The Monitoring and Evaluation Committee of the PRLEC SDS celebrated its one year anniversary to follow up and monitor the ongoing peace and development efforts of the cluster at Sitio Ibuan. The said activity was put into action to address and monitor the progress and status of Sitio Ibuan Enterprise Village and other livelihood and intervention package to the community.

The activity personally attended by Engr. Charlyn Binghoy, Provincial Officer of NCIP Agsur together with Lt Col Xerxes A Trinidad, Asst. Chief of Staff for Civil Military Operation 4th Infantry Division Phil. Army, Lt Col Jezreel Diagmel, Commanding Officer 36IB, Atty. Andrie Andresa, Rep PGO Surigao del Sur, Dir. Ibinahagi ni Lt. Col. Ronaldo G Valdez, Commander ng 73IB ang kanyang panawagan sa pamilya ng mga hindi pa sumuko. “Kita sa mga mata ng mga former rebels natin ang hindi maipaliwanag na kasiyahan. Kung kaya, para sa mga rebelde na nasa bundok, sumuko na kayo para makasama ang inyong pamilya gaya na lamang ng inyong natunghayan na kasalan at binyag,” saad niya

Kalamansig, Sultan Kudarat – The people of Barangay Sangay, Kalamansig, SK, composed of more than 200 hundred Muslim and Christian residents and Indigenous Peoples from the different Sitios, gathered at Ricardo Cabaluna Elementary School to participate in a “Serbisyo Caravan” with Denunciation Rally against the NPA, which was organized by the Kalamansig Municipal Task Force ELCAC on 15 July 2020.

The Serbisyo Caravan was part of the culminating activity of the Retooled Community Support Program (RCSP) in Barangay Sangay which was jointly conducted by LGU-Kalamansig and 37th Infantry “Conqueror” Battalion due to the presence of communist terrorist rebels in their communities. Barangay Sangay was previously-listed as an NPA-influenced barangay. The Caravan aimed to bring together all available government services to the residents, particularly the Indigenous Peoples, who were victims of NPA recruitment and manipulation.

In his message during the Caravan, Mayor Rolando Garcia said, “Do not allow yourselves to be victimized by the NPA; they are not welcome here in Kalamansig. Do not be fooled in their recruitment scheme by making false accusations on government’s neglect. The LGU-Kalamansig has been providing various services here in this Barangay Sangay, and will continue to do so regardless of race and religion. All you need to do is to access these services. Today’s Service Caravan is not an end, but a beginning of continuing government services for the people of Barangay Sangay.”

The Serbisyo Caravan was participated by various government agencies, which brought with them services that will provide answers to the major issues and concerns identified by the RCSP Team in the barangay. Participating government agencies included the MARO, DENR, MHO, MSWDO, NCIP, MAO, PESO, BFAR, DepEd, SUKELCO, DILG and 6th Infantry “Kampilan” Division. Among the services provided during the Caravan included CLOA application, distribution of IDs for Agrarian Reform beneficiaries, distribution of toilet bowls for sanitation, program for anti-malaria and teenage pregnancy prevention, medical and dental check-up, distribution of 300 relief goods and food packs, livelihood programs starter kits including distribution of 40 bags corn seeds and 10,000 tilapia fingerlings, and “libreng tuli”.

In the closing ceremony, the Indigenous Peoples and local residents who were victimized by the NPA, made a commitment of support to the government’s fight against communist insurgency. The IP leaders of the Dulangan-Manobo tribe publicly signed in the Commitment Wall in the presence of the local officials. This was followed by the staging of denunciation rally and the burning of NPA flags.

The Commanding Officer of 37th Infantry Battalion, Ltc Allen Van L Estrera delivered the closing remarks where he emphasized that “The Serbisyo Caravan is a manifestation that the government is doing its best to provide the needed services to the people within its capacity and available resources. Let us therefore continue to unite with the government in a collaborative approach to end the communist armed conflict. From now on, let us no longer allow the terrorist communists to infiltrate back in our communities.”

NEGROS OCCIDENTAL, July 17 (PIA)--The provincial government of Negros Occidental awarded P606,000 worth of “Immediate and Reintegration Assistance” to 18 Former Rebels (FRS) who have surrendered to the 79th Infantry Battalion (IB).

in a recent ceremony held at the Social Hall, Provincial Capitol here, each FR received a check from the Provincial Department of the Interior and Local Government (DILG) amounting to P15, 000 that will serve as support for the mobilization expenses while his or her enrolment in the program is being processed, a press release from the 303rd Infantry Brigade said.

Negros Occidental Governor Eugenio Jose Lacson handed over the checks in the presence of Colonel Inocencio Pasaporte, 303rd Infantry Brigade Commander; Negros Occidental Police Provincial Director Colonel Romy Palgue, 79th IB Commanding Officer Lt. Colonel Gerard Alvaran, and DILG Provincial Director lawyer Ferdinand Panes.

The assistance is a component benefit of the Enhanced - Comprehensive Local Integration Program (E-CLIP) which provides a complete package of assistance to FRs who were either former members of the Communist Party of the Philippines (CPP), New People’s Army (NPA) and National Democratic Front (NDF) who surrendered to the government as well as their family members.

Panes also turned over P336, 000 worth of "Reintegration Assistance" to Lt. Colonel Alvaran. The Reintegration Assistance is the support of the receiving unit where a rebel surrendered to defray the subsistence or meals cost of the former rebel while in custody, and other incidental expenses like securing birth certificate, identification card, and mobility expenses.

The other benefits of the E-CLIP includes: livelihood assistance worth P50,000; firearms remuneration from P12,000 to P500,000 half-way house assistance; Philhealth enrolment and medical assistance; education assistance; housing assistance; modified conditional cash transfer; legal assistance and healing and reconciliation initiatives.

“This is a solid evidence that the local government of Negros Occidental is sincere in its commitment to allow rebels to start anew, be able to live normal lives again and unite with their families. I urge the other NPAs to surrender now peacefully and be awakened by the truth that they are just victims of the lies, deceptions and manipulations of the terrorist CPP-NPA organization,” Pasaporte said. CITY OF SAN FERNANDO, Pampanga, July 17 (PIA) -- About 83 Dumagat rebel sympathizers from Sitio Inoman, barangay San Lorenzo in Norzagaray, Bulacan returned to the folds of government.

Through the joint efforts of the Army 48th and 80th Infantry Battalions and the Philippine National Police (PNP), the group led by Chieftain Lacio Dela Rosa surrendered and denounced their support to the rebel linked Ganap na Samahang Baseng Masa.

“The continuous Local Peace Engagement activities of the Philippine Army and PNP such as information dissemination and situational interview made the Dumagats aware of the government's programs and the opportunity to change their lives and correct the mistakes they have committed due to deception,” Police Regional Director PBGen. Rhodel Sermonia said.

The 83 former Ganap na Samahang Baseng Masa members' return to the mainstream of society will make them eligible to the government’s Enhanced Comprehensive Local Integration Program.

CAMP CAPINPIN, Tanay, Rizal, July 18 (PIA) — The communist terrorists’ mass base in Bulacan crumbled after 83 supporters withdrew their support from the communist party during a ceremony at Malolos City on Thursday.

The event, presided by Bulacan Governor Daniel Fernando, was witnessed by top military and police commanders from Central Luzon and Southern Tagalog as well as by municipal mayors and NTF ELCAC representatives.

According to Lt Col Rimrad Feraer, Commanding Officer of the 80th Infantry Battalion, majority of the former rebels are indigenous people who were threatened and coerced to support the NPA terrorists operating in the boundaries of Regions 3, 4 and NCR.

“We condemn the NPA’s act of forcibly recruiting the IPs which is a blatant disregard of their peaceful nature and a violation of their fundamental rights as enshrined in our constitution”, ended Lt Col Feraer.

Brigadier General Alex Rillera, Commander of the 202nd Infantry Brigade, said that “Norzagaray is a Joint Focus Area of the Army’s 2nd Infantry Division and 7th Infantry Division since the enemy operating in that area evades our forces by moving from one region to another.”

He added that through this strategy, they were able to “blur the lines which limits our movement through close coordination with our counterparts from adjacent Army and PNP units” which, according to him, resulted to “unprecedented headways in counterinsurgency operations the area just like this mass surrender.”

“The massive withdrawal of support from this area is the final straw which signals the imminent dismantling of Guerilla Front Cesar”, ended BGen Rillera.

Police Colonel Lawrence Cajipe, Provincial Director of Bulacan Police, congratulated the former rebels for “choosing the path to peace and for turning their backs from the underground movement” while assuring them that “your policemen and soldiers are always here to assist you in this next chapter of your lives.”

Major General Arnulfo Marcelo Burgos Jr, Commander of the Philippine Army’s 2nd Infantry Division, commended the government’s security forces for “our ability to transcend borders and deal the enemies of the state with decisive blows that will further push them on the verge of irreversible collapse and irrecoverable defeat.”

He assured the people that “although your soldiers are happy to defeat the NPAs without firing a single shot, we are more than ready to deploy every assets and all of our military might to finally end this insurgency that has been hampering our nation’s growth and potentials so that our people can finally live the peaceful and prosperous lives that every Filipino citizen truly deserves.”

Maj Gen Burgos ended his statement by calling upon the “few remaining NPA terrorists to lay down your arms and follow the path which your mass base took while you still can because additional soldiers will be deployed in the frontlines to hunt you down and put end to your terroristic acts.”

In his speech, Gov Fernando expressed his “gratitude to President Duterte for his effort to end local communist armed conflict through the whole of nation approach so that progress and development may finally be attained.”

He said that the surrenders “made the right decision because it is better to live our lives without fear, it is better to live our lives together with our families and it is better to live our lives in peace and with the Lord.”

After the ceremony, Gov Fernando handed-over cash assistance to the surrenders which is over and above the benefits under E-CLIP which they can avail should they qualify for enrolment to the program.

He also administered the oath-taking of the returnees which culminated the event.

Military and police are now on the process of determining the degree of party membership of each surrender. They are also validating initial reports that the surrenders include “child-warriors”.

They are confident that these surrenders will lead them to arms cache after the debriefing similar to previous NPA surrenders across the country. (2ID PAO)

CAMP LUKBAN, Catbalogan City, Samar, July 18 -- Two self-confessed members of the communist New People's Army (NPA) on Wednesday, July 15, formally and voluntarily returned to the fold of the law through the efforts of Mayor Joaquin R. Elizalde of the Municipality of San Jose de Buan in Samar.

About 10 o'clock in the morning on Wednesday, Mayor Elizalde turned over to the 87th Infantry (Hinirang) Battalion, 8ID, PA at its headquarters in Poblacion 2, San Jose de Buan a certain Honorio de Asis Dacles alias Uno and one Sanny Labong Maestre alias Gortiyo.

Dacles turned over one unit of US M14 rifle with serial number 1568702, two magazines and 30 rounds of 7.62mm ball ammunition while Maestre yield one unit of Caliber .30 US M1 Garand rifle with serial number 3558254, nine clips for Cal. .30 ammunition and 72 rounds of Cal. .30 ball ammunition.

Dacles and Maestre admitted to be members of the Yunit Milisya (YM) also known as Milisya ng Bayan (MB ) in Barangay Gusa, San Jose de Buan of the Central Front Samar 1 (CFS1), Sub-Regional Command Browser, Regional Operational Command, Eastern Visayas Regional Party Committee, CPP-NPA.

In a simple program, Mayor Elizalde formally received the surrendered firearms. In turn, the town chief executive extended initial financial assistance to the families of the former rebels.

Authorities believe that more NPA will surrender and more communist supporters in the hinterland town of San Jose De Buan will withdraw their support from the CPP-NPA-NDF now that Mayor Elizalde is personally speaking to known and covert NPA members and supporters.

Townfolks revealad that the communist terrorists are demanding and extracting money from the people, businessmen and even government officials in the form of Rebolusyonaryong Buwis sa Kaaway na Uri or simply known as RBKU which authorities said is simple extortion or "Kotong."

In his message, Mayor Elizalde appealed to the NPA to embrace peace. "We call on members of the NPA still hiding in the hinterlands of San Jose de Buan and elsewhere to come down in peace, lay down your arms and return to the fold of the law while there is still time and opportunity," the mayor said.

There is an array of government financial assistance programs waiting for those NPA members who would embrace peace. I am personally committed to provide P50,000 as cash assistance to every NPA who will surrender high powered firearms ," the mayor emphasized.

As mandated by the Department of the Interior and Local Government, Mayor Elizalde is leading the ongoing Retooled Community Support Program (RCSP) in most of the town's 14 villages with the participation of soldiers as part of the peace and development efforts of the government. (87IB, 8ID PA)

CAMP CAPINPIN, Tanay, Rizal — The communist terrorists’ mass base in Bulacan crumbled after 83 supporters withdrew their support from the communist party during a ceremony at Malolos City on Thursday.

The event, presided by Bulacan Governor Daniel Fernando, was witnessed by top military and police commanders from Central Luzon and Southern Tagalog as well as by municipal mayors and National Task Force on Ending Local Communist Armed Conflict (NTF ELCAC) representatives.

Lt. Col. Rimrad Feraer, commanding Officer of the 80th Infantry Battalion, said the majority of the former rebels are indigenous people who were coerced to support the New People’s Army (NPA) terrorists operating at the borders of Regions 3 (Central Luzon), 4 (Calabarazon) and National Capital Region.


“We condemn the NPA’s act of forcibly recruiting the IPs which is a blatant disregard of their peaceful nature and a violation of their fundamental rights as enshrined in our constitution,” Feraer said.

Brig. Gen. Alex Rillera, Commander of the 202nd Infantry Brigade, said “Norzagaray is a Joint Focus Area of the Army’s 2nd Infantry Division and 7th Infantry Division since the enemy operating in that area evades our forces by moving from one region to another.”

He added that through this strategy, they were able to “blur the lines which limit our movement through close coordination with our counterparts from adjacent Army and PNP units” which, according to him, resulted in “unprecedented headways in counterinsurgency operations the area just like this mass surrender.”

He said the massive withdrawal of support in the area which signals the dismantling of the Guerilla Front Cesar.
Col. Lawrence Cajipe, Bulacan police provincial chief, congratulated the former rebels for “choosing the path to peace and for turning their backs from the underground movement” while assuring them that “your policemen and soldiers are always here to assist you in this next chapter of your lives.”

Maj. Gen. Arnulfo Marcelo Burgos Jr., commander of the Philippine Army’s 2nd Infantry Division, commended the government’s security forces for “our ability to transcend borders and deal the enemies of the state with decisive blows that will further push them on the verge of irreversible collapse and irrecoverable defeat.”

He assured the people that “although your soldiers are happy to defeat the NPAs without firing a single shot, we are more than ready to deploy every asset and all of our military might to finally end this insurgency that has been hampering our nation’s growth and potentials so that our people can finally live the peaceful and prosperous lives that every Filipino citizen truly deserves.”

“The few remaining NPA terrorists to lay down your arms and follow the path which your mass base took while you still can because additional soldiers will be deployed in the frontlines to hunt you down and put end to your terroristic acts,” he said.

In his speech, Fernando thanked President Rodrigo Duterte “for his effort to end the local communist armed conflict through the whole of nation approach so that progress and development may finally be attained.”

He said the surrenderers “made the right decision because it is better to live our lives without fear, it is better to live our lives together with our families and it is better to live our lives in peace and with the Lord.”

After the ceremony, Fernando handed over cash aid to the surrenderers, which is over and above the benefits under Enhanced Comprehensive Local Integration Program (E-CLIP) which they can avail should they qualify for enrolment to the program.

He also administered the oath-taking of the returnees which culminated the event.

Military and police are now determining the degree of party membership of each surrenderer. They are also validating initial reports that the surrenders include “child-warriors”.

They are confident that these surrenderers will lead them to arms cache after the debriefing similar to previous NPA surrenders across the country.

The chief of the Malaybalay City Police Station (MCPS) in Bukidnon has admitted they made a mistake when they shared on Facebook an infographic suggesting those who oppose the closure of broadcast network ABS-CBN as supporters of terrorism.

In a phone interview Friday, Lt. Col. Jerry Tambis admitted that one of the station's police officers was responsible for posting the infographic on the police station's Facebook Page.

“One of my personnel did it, and has already apologized for what happened,” Tambis said, without saying whether the officer involved would be punished.

Tambis said there was no intent to malign ABS-CBN and that it was to characterize “left-leaning groups" that supposedly exploiting the ABS-CBN closure to criticize the government.

The infographic, posted on Facebook July 15, showed persons holding placards supporting ABS-CBN, whose petition for franchise renewal was denied through a majority vote of the House of Representatives’ legislative franchises committee on July 10.

Each placard was identified with progressive groups such as Gabriela, Altermedya, Kilusang Mayo Uno, Bayan Muna, and College Editors Guild of the Philippines.

The post has already been removed as of Friday afternoon, although several netizens managed to take screenshots of it.

“He [Tambis] was made to explain to the chief PNP,” said Lt. Col. Silvestre Asiong Jr., the provincial police spokesperson, in an interview, referring to Gen. Archie Francisco Gamboa.

Tambis said the infographic posted on their Facebook page was not their own creation but was shared from another social media account and was edited by the unnamed police officer.

He said the police regional office at Camp Alagar called him up and ordered him to remove the post shortly before noon on Friday.

“We made a mistake and we are sorry for it,” he added.

A quick look at the Malaybalay police Facebook page features public reminders on criminal activities such as gambling, child abuse, human trafficking, bullying, violence against women and children, illegal drugs, and rape.

It also posted advisories on coronavirus disease (Covid-19) and news articles related to it, as well as photos documenting the police station’s activities.

Meanwhile, the Cagayan de Oro Press Club (COPC) condemned the MPCS' now-deleted post, saying it is not only irresponsible but illegal.

In a statement, COPC asked Gamboa, who is also a lawyer, to look into "this nerve-wracking and irrational labeling."

"Our PNP personnel who are supposed to protect media and those who exercise their rights enshrined in our Constitution should not join in this terror brouhaha lest they are accused of ignorance of the basic law," the statement read.

At least 63 supporters of the Communist Party of the Philippines-New People’s Army (CPP-NPA) vowed loyalty to the government in a ceremony in Barangay Ligaya, Gabaldon, Nueva Ecija on Friday.

Lt. Col. Reandrew Rubio, commander of 91st Infantry “Sinagtala” Battalion (91IB), Philippine Army, said those who renounced support to the communist terrorist group were 42 members of Alyansya ng mga Magbubukid na Nagkakaisa (Almana), one member of Milisyang Bayan, and 20 members of the Komiteng Larangang Guerilla (KLG) Sierra Madre.


Rubio said the success of the mass surrender is through the joint efforts of 91IB, Gabaldon Municipal Police Station, 71st Military Intelligence Company (71MICO), 1st Provincial Mobile Force Company, Nueva Ecija Police Provincial Office and National Intelligence Coordinating Agency (NICA).

“This development was made possible by the joint efforts of our government and the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC),” he said.

Rubio told the surrenderers that the government troops are always there to help and support them to the fullest level.

“You are not suspects but victims of deceptions being made by the CPP-NPA-NDF. Let us support the government and there are many services being provided in accordance with E.O. 70 to end the local communist armed conflict (ELCAC). This is not the end but rather the start of our help. The 91IB is your partner for peace and development,” Rubio said in Filipino.

Also present during the event were Gabaldon Mayor Jobby Emata and other local officials.

During the ceremony, 1st Lt. Jun Nino Espora led the pledge of support to the government and followed by peace rally and the burning of CPP-NPA flag.

A leader of the communist New People's Army (NPA) was killed in a firefight with government troops in the Davao Oriental town of Lupon on Friday, the Army's 28th Infantry Battalion (28IB) said.

In a statement on Saturday, the 28IB said
the encounter resulted in the death of a certain Prince Wendel Olofernes, the secretary of the "weakened" Guerilla Front 18, and the apprehension of a suspected NPA rebel Godofredo Quesada Galo.

Recovered from the encounter site were four 40mm ammunition and the personal belongings of the rebels, the 28IB said, adding the firefight broke out after the 23IB responded to a report from residents about the presence of armed NPA rebels in Brgy Maragatas, Lupon.

With the help of the Philippine Airforce's Tactical Operations Group, the troops managed to turn over the remains of Olofernes to his family in the Davao de Oro town of Pantukan.

Galo, meanwhile, was brought to the Lupon Municipal Police Station for filing of appropriate charges.

"Our sincere condolences to the bereaved family. May this unfortunate event serve as a lesson to the remaining NPA members. We sincerely ask the help of everyone in the community to help us assist our deceived fellow brothers by encouraging them to return to the folds of the law,” said Lt. Col. Alexander Banatao, 28IB commander.

Banatao also urged the remaining NPA members to surrender to the government and avail of the chance to "peacefully live with their families again."

“Let us not wait for another loss, the right time is now. For those who wish to surrender, there is nothing to worry about because the government is ever ready to help you start a peaceful beginning,” Banatao said.

He also added that the 28IB strongly condemns the atrocious acts of the NPA as it remains steadfast in its fight against terrorism of all sorts.

The NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.

The plan of the communist New People’s Army (NPA) to burn the newly-built Department of Education (DepEd) Indigenous People (IP) school in the Surigao del Sur of Lianga early morning Saturday was foiled by government forces.

after residents reported about the NPA's plan to attack a government-run IP school in Sitio Simuwao, Kilometer 9, Barangay Diatagon, Lianga.

Dubbed as “the school of living traditions”, the school for the Manobo tribe in the area was built in early May this year and was completed last month.

The Manobo tribal leaders in Lianga said the new DepEd IP school replaced the Tribal Filipino Program of Surigao del Sur (TRIFPSS) school, which was accused of being used by the NPA to influence and recruit IP youths in the area.


“Our CSP team members, with the support of IP residents, successfully foiled the plan of the Communist NPA Terrorists (CNTs) to destroy the newly-built school for the IP children of Sitio Simuwao and the children of nearby IP villages,” Punsalan told the Philippine News Agency on Saturday.

“The information provided to us by the community members manifested that they truly care for the newly-constructed IP school as this will ensure the good future of their children,” he added.

Earlier, the Manobo leaders in the area lauded the efforts of the Department of Education and the Regional Task Force to End the Local Communist Armed Conflict (RTF-ELCAC) in the Caraga Region for pursuing the project.

Manobo tribe leaders Hawudon Jumar Bucales, the Indigenous People Mandatory Representative (IPMR) of Lianga and Datu Constancio Duhac, the tribal chieftain in the area, said the new IP school has brought "fresh hope" for their children.

The NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, and New Zealand.

The Philippine Army's 1st Cavalry Battalion held a two-day leadership training to dissuade Subanen youths from joining the ranks of the communist terrorist New People’s Army (NPA).

“Good leadership is a strong foundation needed for the youth not to be deceived by the wrong ideologies,”
Lt. Col. Rommel Pereña, 1st Cavalry Battalion commander, said Saturday.

The two-day leadership training for Indigenous Peoples’ (Subanen) youths as well as the tribal leaders started Friday in Barangay Deporehan, Bayog town.


“Strengthened youth would solve the problem in the continuing fight against the rebels, while cooperation with the government would bring in peace and development in the barrio,” Pereña added.

Barangay Deporehan is at the borders of Bayog, Zamboanga del Sur, and Sindangan, Zamboanga del Norte. The village is 21 kilometers away from the town center of Bayog and 100 kilometers from this city.

The far-flung village, home to the Subanens, serves a passageway of the communist terrorist NPA from this province to Zamboanga del Norte, according to the military.

The NPA has long been using residents to procure food supply and other basic needs at the town center, Deporehan Barangay chairperson Edward Promon.


Promon said he is pushing to educate the Subanen youths to prevent them to easily believe in “the wrong ideology injected to them” by the NPA in recruiting new members.

Pereña warned Subanen youths not to join the NPA.

“With education, you would know when you are being fooled, learn the strategies on dealing with this approach. But joining them with their wrong ideology would not just harm you but would also hamper the development in the community," he told the participants.

Ronaldo Padua, National Intelligence Coordinating Agency-9 (NICA-9) assistant director, said young Subanens should avail of the Duterte administration's education programs for the IP youths.

Alex Langgiras, Western Mindanao Tribal Leaders Federation president, said most of the NPA fatalities in recent clashes with the military in this province and neighboring provinces of Zamboanga del Norte and Misamis Occidental were Subanen youths.

“You are strengthened and taught of the right ideology for peace and progress of the tribal communities. You are organized not to be recruited by the NPA. You are organized to convince them back to the government,” Langgiras told the trainees.

Some 124 terrorists were killed in 279 armed encounters against communist and local terror groups in the first semester of 2020, the Philippine Army (PA) said on Saturday.

In a statement, Army commander Lt. Gen. Gilbert Gapay said 95 others were captured while 422 firearms were seized from these operations despite the challenges posed by the coronavirus disease 2019 (Covid-19) crisis.

In a virtual command conference on Thursday to present the Army’s accomplishments in the past six months, Gapay lauded his field commanders for their operational "verve and outstanding performance."

"Moreover, the convergence of efforts of various government agencies, local government units, civil society organizations, local communities, and the security sector have facilitated the surrender of 1,705 terrorists with 378 assorted firearms with the aggressive implementation of the whole-of-nation approach through the National Task Force in Ending Local Communist Armed Conflict (NTF-ELCAC)," he said.

During the command conference, Gapay also reported that the campaign from January to June led to the neutralization or surrender of nine ranking officials of the Communist Party of the Philippines - New People's Army (CPP-NPA).

Central Committee member Julius Soriano Giron was killed in a gunfight after resisting arrest during a search warrant operation in Baguio City last March 13.

His wife, Anne Margarette Tauli, a member of the Executive Committee and former secretary of the Regional White Area Committee of the Ilocos – Cordillera Regional Committee (ICRC) voluntarily yielded to authorities in Kin-iway, Besao, Mountain Province on June 4.

According to Gapay, Giron, who was also head of the National Military Commission, was responsible for the death of numerous military personnel and innocent civilians, loss of economic assets and civilian properties due to arson, and the displacement of thousands of people due to harassment and terrorist acts.

He said that with Giron's death, the CPP is currently in crisis due to a leadership vacuum, as there is no immediate qualified replacement, while Tauli’s surrender is also a major blow to the resource generation activities of the Ilocos – Cordillera Regional Committee.

Gapay said these series of losses and the enactment of the Anti-Terrorism Law, which took effect on Saturday, would hasten the defeat of the terrorist groups.

The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
