The factional divide in the reactionary Armed Forces of the Philippines (AFP) will likely widen and shake its various levels of commands including the 3ID here in Western Visayas as Duterte’s sell out of the West Philippine Sea (WPS) and obsequiousness to imperialist China becoming more conspicuous every passing day, NDF-Negros said a statement today.

Ka Bayani Obrero, NDF-Negros spokesperson, said that despite of its projected image of a unified army, the AFP is a deeply divided organization with intertwining conflicting interest and stance. There are at least three major factions in the AFP – the pro-Duterte diehard loyalists, the pro-China collaborators and pro-US hard-core officers.

“Aside from these, there is now a growing patriotic ferment among disgruntled officers and soldiers disgusted by their commander-in-chief’s countless acts of treason and monstrous crimes against the people like wholesale butchery of unarmed civilians in counter-insurgency operations using them as cannon fodder. Not to mention the unbridled corruption of his favored generals enjoying a privilege comfort away from the battlefield at the expense of ordinary foot soldiers,” Ka Bayani said.

Ka Bayani further said that in the history of people’s national democratic struggle scores of AFP officers and soldiers imbibed with nationalist sentiments took the people’s side and courageously fought alongside with them like Lt. Crispin Tagamolila.

“He was an Ilonggo Philippine Military Academy (PMA) alumnus who joined the New People’s Army (NPA) to fight the Marcos fascist dictatorship and was martyred in an armed clash against his onetime compatriots in the fascist military. The contemporary clandestine patriotic movement inside the AFP was thus named after him,” according to Ka Bayani.

In Negros, the most prominent was the defection of Gen. Raymundo Jarque to the revolutionary movement in 1995.

“Gen. Jarque, despite a striking AFP career record, was himself a victim of injustice. He was charged with trumped-up case so common nowadays by a warlord-politician he embroiled on several issues. The system he loyally served for years could not even afford him his basic rights and the protection from such malicious prosecution. His unprecedented act of defection inspired others to abandon the reactionary and mercenary military service, like the team of paramilitary soldiers who defected to the NPA afterwards, bringing with them their high-powered weapons,” Ka Bayani said.

The NPvA or the Negros Paramilitary veterans Association, was an organization of AFP miliatiamen, who became active in street protests in the late ’90s to demand fair remuneration and benefits as well as in advocating other legitimate people’s issues, Ka Bayani added.

Recently, a group inside the AFP composed of retired and current high command officers called VIBER 300 issued a statement demanding that Duterte must denounce China and assert the legal claims of the country in the WPS or they will withdraw their official support to him as their commander in chief.

“Duterte, as an obstinate imperialist flunkey, cannot be expected to strongly assert and fully maximize the 2016 UNCLOS ruling as can be gleaned from recent developments. Thus, we urge the concerned military officers to sustain their efforts in expanding their ranks clandestinely, and in linking these to the broad people’s movement against Duterte’s tyranny and China’s aggressive inroads in the WPS”, Ka Bayani added.

NDF-Negros expressed willingness to unite and cooperate with all military officers and soldiers who endeavor to help oust the fascist chieftain Duterte and oppose imperialist annexation of the WPS.

Through their families and friends based in the countryside, may we assure them of our continued support to their pro-people sentiments and patriotic aspirations vis-a-vis Duterte’s extreme brutality against the people and puppetry to imperialist interests, Ka Bayani concluded.###

The push to institutionalize neoliberal economic policies in the Philippine 1987 constitution was boosted last night in the House of Representative with the approval of the resolution to allow amendments that will pave the way for greater foreign capitalist control and domination of the country’s economy. This act of economic treachery is being justified with lies that foreign investments are the key to economic progress.

Completely liberalizing the 1987 constitution will only benefit foreign multinational corporations in terms of giving them greater freedoms to extract superprofits from the exploitation of cheap labor and natural resources. These multinational corporations, specifically those belonging to the American Chamber of Commerce and their other business associations, are especially keen on amending the 1987 constitution and pushing for other laws that will open the remaining aspects of the economy including electricity, water distribution, telecommunications and other essential public utilities, as well as retail trade, to full control of foreign capitalists.

Economic dominance and control of foreign multinational corporations have prevented economic progress, subjected workers to gross forms of exploitation, grabbed land from peasants and indigenous peoples and ravaged the country’s resources and environment. Over the past several decades of economic liberalization, the dominance of foreign multinational corporations have killed nascent local industries or made them completely dependent on imported components. All-out trade liberalization, furthermore, allowed big capitalist countries to dump surplus agricultural commodities to the detriment of local producers resulting in growing dependence on imports.

The investments that multinationals have brought in the country have not contributed to comprehensive economic development. Their “economic zones” are mere appendages of their global chain of production and do not contribute to a balanced economy. Particularly, these have not contributed to developing a local steel and capital goods industry that are fundamental for erecting the edifice of a comprehensive and modern economy that can stand on its own two legs. The billions of dollars poured in are ultimately siphoned out in the form of superprofits generated by the value created by Filipino labor.

Those pushing for further liberalizing the 1987 constitution are political and economic agents of multinational corporations and the IMF and World Bank. They or their kin sit in the boards and serve as officers of local subsidiaries and earn large amounts of salaries. They also serve as sales agents or real estate brokers who drive away the toiling masses from their land and bulldoze them for their foreign partners. Big landlords also supply multinational corporations with raw materials or commodities for export.

The push for more liberalization will make the Philippine economy ever more dependent on investments of multinational corporations and thus make the Philippine state even more subservient to foreign economic dictates, particularly policies that depress wage levels and lower or eliminate taxes. By extracting resources and sucking profits while enjoying tax holidays, these multinational corporations bleed dry the local economy and make the country more dependent on foreign borrowings.

The broad masses of workers, peasants and toiling masses, together with the petty and middle bourgeoisie, must unite to resist the further liberalization of the economy through the planned neoliberal amendments to the 1987 constitution. Denounce the traitors who want to give foreign multinational corporations and big banks 100% right to exploit and plunder the economy.

The Special Office for the Protection of Children of the National Democratic Front of the Philippines condemns the abduction and kidnapping of four year old MJ last May 12, 2021 in Sityo Ambuyan, Barangay Pitogo, Rizal, Occidental Mindoro.

At around 7 p.m., an SUV pick-up truck carrying 10 soldiers of the 203 Brigade and 41 IB (Infantry Battalion) under the command of the AFP Southern Command (SOLCOM) stopped in front of the house of Mr. And Mrs. Fernandez, the guardians of MJ. The family was having their supper at that time.

The soldiers forcibly grabbed the four year old child who was crying and resisting all the while. His foster parents were held at gunpoint while they were wrestling with the soldiers to get the child back. The soldiers forced the boy into the SUV, and the Fernandez’s were almost run over by the SUV as it sped away with the boy.

MJ is the son of Emilia Marquez, a health worker who was arrested in 2017 while she was caring one-month-old MJ who was in the hospital with meningitis.

It is believed that MJ was kidnapped to put pressure on his mother to cooperate with the military, and to pressure his father to surrender.

This is not the first time that the Armed Forces of the Philippines have abducted children of members of the revolutionary movement to pressure them to surrender. One case in particular was the daughter of Gregorio Rosal, who at that time was a high ranking member of the New People’s Army.

The Special Office for the Protection of Children demands the immediate return of MJ to his guardians. The Armed Forces of the Philippines should not make children further victims of their dirty war of terror.

We demand that the Duterte regime and AFP to immediately return MJ to his guardians!

We call for a wide campaign to demand MJ’s return to his guardians, and for the AFP to stop victimizing children in their dirty war of terror!
