CAMP ELIAS ANGELES, Pili, Camarines Sur – A high-ranking official of Communist Terrorist Group (CTG) was captured in a joint operation of the Army and PNP in Placer, Masbate at around 10:30 in the morning, Sunday, September 26.

He was identified as Chito Huligañga who is hiding behind the names of Ogos, Agos, August, Leo, Miguel, Mario, and Zardo of National Operations Command (NOC) of CTG.

Huligañga was captured after the elements of 2nd Infantry Battalion (2IB), 903rd Infantry Brigade (903Bde), 91st and 21st Division Reconnaisance Companies (DRC), 96 MICO, PNP and other intelligence units conducted a joint operation in response to the report of the residents of Barangay Nainday about the presence of suspicious individuals believed to be CTG members in their area.

Seized from his possession were caliber .45 pistol, hand grenade, tablet, two cellphones, two flash drives, wifi adapter and terroristic propaganda materials.

Huligañga is considered as high-value target who has three standing warrants of arrest for double murder with frustrated homicide, violation of Sec 1, para 2 of RA 8294 and violation of Sec 1 of RA 9516.

Lieutenant Colonel Siegfried Felipe Awichen, Battalion Commander of 2IB, said that as the N1 of NOC, Huligañga is in-charge of overseeing CTG’s trainings and overall implementation of the terrorist group’s tactical operations. He added that the capture of a member of the Central Commitee is the result of relentless focused military operations in Masbate and the support gained by the security forces from various stakeholders.

or Colonel Aldwine Almase, Brigade Commander of 903rd Infantry Brigade, Huligañga’s presence in Masbate only proves that the CTG is trembling and in panic mode because of the major setbacks they have been suffering not only in the island province but in mainland Bicol.

“Through Huligañga, they wish to regain their power in Masbate but we busted whatever plan they have in mind to counter our relentless and extensive operations against them. Napakalaking dagok nito sa kanilang grupo lalo na ngayon na patuloy ang kanilang paghina dahil kulang na ang kanilang mga miyembro na sanhi ng sunod-sunod na mass surrenders sa kanilang mga dating pinagtataguan at wala na rin silang nalilinlang na mga bagong miyembro dahil alam na ng mga Bicolano ang kanilang totoong kulay at layunin. Mulat na at ayaw na ng mga Masbateño sa karahasan, pandarambong, at kasinungalingan ng komunistang grupo,” Colonel Almase said.

POLICE BRIGADIER GENERAL JONNEL C ESTOMO, Regional Director of Police Regional Office-5 (PRO-5), warned the remaining members of CTG that they too, will face the same fate if they do not surrender right now.

“Kung ang mga lider nga ninyo ay nahuhuli na namin, paano na lang kayo? Ginagalugad ng ating mga tropa ang kabundukan at sa ibaba naman ay wala na kayong mga mass base na pwedeng pagtaguan. Sumuko na lamang kayo,” Police Brigaider General Estomo said.

Furthermore, Joint Task Force (JTF) Bicolandia under MAJOR GENERAL HENRY A ROBINSON JR PA, expressed its gratitude for the support of the Masbateños and the FRs that contributed greatly to this victory.

“Ang mga sumbong na ipinararating ninyo sa amin ay napakalaking tulong upang mahuli hindi lamang ang mga miyembro kundi ang mismong mga lider ng teroristang grupong ito gaya ni Huligañga. Dahil dito, palapit tayo nang palapit sa ating adhikain na mabigyang hustisya ang mga pambibiktima, pang-aabuso at paghasik ng karahasan ng CTG na hindi lamang mga ari-arian ang sinira kundi buhay at kinabukasan ng mga inosenteng sibilyan kabilang na ang mga kabataan. Let’s continue this fight together, pin down the CTG and make Bicol even more peaceful, progressive and armed conflict-free,” Major General Robinson said.

Before Huligañga, five CTG personalities were also nabbed while taking shelter in a house in San Jacinto last September 25.

September 26, 2021, Kuta Heneral Teodulfo Bautista, Jolo, Sulu- Today, as a reaffirmation of the government’s commitment to achieving just and lasting peace through a comprehensive peace process, 11th Infantry Division Commander MGen William N Gonzales participated in a ceremonial event through the National Peace Consciousness Month held at Sulu State College (SSC) Gymnasium, Brgy Walled City, Jolo, Sulu.

The National Peace Consciousness Month with its theme “Healing as One Nation, Recovering as a Better Generation”. MGen William N Gonzales welcomed Office of the Presidential Adviser for Military Affairs Undersecretary Arthur I Tabaquero together with the Department of National Defense Undersecretary Cesar B Yano and its party.

“Umaasa po kami na sa maliit na tulong na aming ipaabot ngayon ay mabawasan ang mga epekto ng pandemya na araw-araw nating kinakaharap. Nawa’y ang mga mangyayaring paguusapan at diskusyon ng ating mga kabataan, kababaihan, at mga kapatid natin na Moro National Liberation Front (MNLF) ay mas makakatulong at makakapagpatibay ng relasyon ng gobyerno at ng MNLF tungo sa kapayapaan.” Usec. According to the Office of the Presidential Adviser on Peace Process MNLF Concerns Department Head, Dir. Jana Jill L Gallardo, it is an activity conducted in coordination with MNLF Women’s Committee, MNLF Coordinating Committee, AFP, PNP and the Youth sector.

Highlight on the said activity was the signing of Pledge of Commitment led by the GPH Community Healing and Reconciliation Sub-Committee Head, retired BGen Buenaventura Pascual with the participants from the AFP, PNP, MNLF and other Government agencies.

During his speech, MGen Gonzales extended his gratitude on the cooperation of government and Non-Government Organizations, “On a personal note, I certainly believe that “No man is an island.” I know that we have the executives of each local government units, government and Non-Government Organizations and the civil society to work with. It is the synergy and fusing of all our efforts that will lead us towards the realization of our objectives, our much desired peace and development. CAUAYAN, Negros Occidental – Residents of Sitio Balik-balik gathered to conduct a condemnation rally against the Communist Terrorist Group – South West Front (SWF), KR-NCBS with the theme “Sa Pagisa May Kabakod, sa Pag Hugpong May Paglaum, Grupong Terrorista Sikwayon” on September 23, 2021 in Sitio Balik-balik, Brgy. Tabu, Ilog, Negros Occidental.

The Peace Rally was successfully conducted through the joint efforts of the Local Government Unit of Ilog, 15th Infantry (Molave Warrior) Battalion, 14th Civil-Military Operations Battalion, 6th Special Action Battalion, 2nd Negros Occidental Provincial Mobile Force Company, Ilog Municipal Police Station, and religious sectors.

The activity was in connection with the recent armed engagement between government forces and CTG-SWF that transpired last September 14, 2021, which resulted to the capture of Nilda Bertulano Alias “Gia/Jade/Glenda, Front Secretary of South West Front, death of four (4) communist-terrorist and seizure of high powered firearms.

It aimed to condemn the presence of CTG-SWF, including their harassments, extortion, and deception of civilians, and inform the general public about government forces’ peace and security efforts.

The activity commenced through a Symbolic Peace walk wherein locals held placards and Persona Non-Grata tarpaulins to show that the CTGs are no longer welcome in their community. A Candle Lighting and Prayer then followed it for peace and protection from terrorism.

Also, a brief lecture on insurgency and Anti-Terrorism Law was also conducted to raise awareness on CTGs’ deceptive recruitment schemes and consequences of joining the terrorist group.

Lt. Col. Erwin E Cariño, 15IB Commanding Officer, recognized the effort made by local officials and their constituents in condemning the atrocities caused by the communist terrorists. He emphasized the responsibility of battling the communist insurgency in their respective community.

“The Army together with the Philippine National Police will continue boosting its efforts to address the insurgency problem and ensure the safety and security of the people in Negros,” Cariño added.

BALER, Aurora – Some 671 individuals from the village of Aplaya in Dingalan, Aurora have benefited from the local government unit’s (LGUs) Serbisyo Caravan aimed to alleviate the lives of indigents on Monday, September 27, 2021.

The said activity is in line with the implementation of Dingalan Municipal Task Force – End Local Communist Armed Conflict (ELCAC) headed by Dingalan Mayor Shierwin H. Taay who is the chairman of the Task Force together with the Alpha Company of 91st Infantry (SINAGTALA) Battalion, 7th Infantry (KAUGNAY) Division, Philippine Army led by 2nd Lieutenant Rodel T Calvadores, Platoon Leader of the said unit and other local government agencies.

Mayor Taay said that 671 individuals of the said barangay were benefited by the caravan by rendering basic social services, such as: free haircut (40), appliance repair (37), BP consultation (28), distribution of two hundred (200) ECLIP and Army Recruitment leaflets, free pillows as birthday gift to forty-seven (47) senior citizens, distribution of food packs to two hundred fifty (250) fisherfolks, manicure/pedicure, hair coloring service (11), and free PSA documents to fifty (50) individuals.

He added that the activity is also a continuation of the strengthened commitment and support to the constituents in the area amid the COVID-19 pandemic.

“Our continued support to our beloved kababayans really mean a lot to us (Dingaleños) especially during this challenging times. The ardent support of our partner agencies leads to the realization of this Serbisyo Caravan. With that, we are so grateful for making this event a reality,” Taay said.

The Serbisyo Caravan, a priority project of Mayor Taay, is aligned with the Task Force-ELCAC’s activities to ensure that people living in the said barangay are provided to avail of free government services and assistance.

He added that it is the local government’s contribution to the government’s efforts, under President Rodrigo Duterte’s Whole-of-Nation-Approach, to end insurgency through attaining inclusive peace and sustainability.

CAMP EVANGELISTA, Cagayan de Oro City – The 4th Infantry (Diamond) Division’s medical frontliners from Camp Evangelista Station Hospital (CESH) provided medical care to a wounded female CPP-NPA-NDF or the Communist Terrorist Group (CTG) member who was captured by the troops at Sitio Kamaca, Barangay Bontongon, Impasugong, Bukidnon around 11:00PM on September 23, 2021.

Army Doctors and Nurses of 4ID gave immediate medical attention to a wounded female CTG member identified as Lody Han-ayan Ampildon alias Diane, 18 yrs old, resident of Purok 5, Sitio Mahayag, Brgy St. Peter, Malaybalay City, Bukidnon after she was evacuated by Helicopter to CESH on Friday afternoon, September 24, 2021. She has gunshot wounds in her left leg, right arm, and waist.

Major General Romeo S Brawner Jr, Commander of 4ID, said that the accomplishment was a result of the 8th Infantry Battalion’s continuous loudspeaker operations which encouraged civilian residents to cooperate and report resulting in alias Diane’s capture.

“Alias Diane is a medic of Regional Sentro De Gravidad (RSDG) COMPAQ of the North Central Mindanao Regional Committee (NCMRC) and has been with the CTG for 7 months. Our call of peace thru loudspeaker operations since the encounter last September 20, 2021 in Malaybalay City emboldened the populace in the said area to report the location of alias Diane to our troops,” said Major General Brawner Jr.

Meanwhile, it can be recalled that a wounded female CTG leader identified as Mary Joy Arevalo Antiha alias Nikki/Kib, the Political Instructor of Platoon Dos of Guerilla Front Malayag of NCMRC, who was captured along with other nine (9) CNTs in an encounter with 88th Infantry Battalion (88IB) last September 8, 2021 in San Fernando, Bukidnon was also given proper medical treatment by CESH medical frontliners and underwent successful major surgical operation.

Antiha, 24, resident of Valencia City, Bukidnon has been under the medical care of the CESH doctors and nurses while recuperating from surgery and still on isolation after she was confirmed positive with COVID 19 Delta Variant CT 19 (mild case).

“Dako akong pasalamat sa medical frontliners diri sa kampo ug ang 88IB na wala nila ko gipasagdan gikan pa sa engkwentro. Ang kasundalohan ang nag alsa sa akoa, nangitag paagi matambalan ko. Ug sa ani nako na kahimtang, ang mga nurses pirmi mag assist sa akoa. Mao dako gyud akong pasalamat sa ila,” Mary Joy said. (I am thankful to the medical frontliners here in Camp Evangelista and to 88th Infantry Battalion for taking care of me even after the encounter. The soldiers were the ones who carried me and look for ways to get me treated. With my situation, the nurses here have always assisted me. Big thanks to them.)

Major Ronald C Ancheta, CESH Officer-in-Charge, said that since January 2021, there were already 9 CNTs who underwent major operation due to injuries caused by encounters with government troops. He said that as an Officer and a surgeon, he will provide medical treatment whether one is a member of the CTG or an Army trooper in the name of dedicated service.

In his statement, Major General Brawner Jr said that the soldiers strictly adhere to the International Humanitarian Law and are professional individuals committed to respect human rights even of those considered enemies of the state but unable to fight any more.

MAJ GARELLO JR Chief, “Diane was abandoned and left behind by her group. Fortunately our troops found her and immediately applied first aid to prevent loss of blood. This is the true color of the Communist Terrorist Group, their NPA fighters are treated without regard and value. We appeal to them to reject this kind of treatment and instead follow the path of peace,” Major General Brawner Jr added.

Major General Brawner Jr also highlighted the participation of the Army Doctors, Nurses and other personnel as among the silent heroes that significantly contributed to the mission accomplishment of 4ID not only by ensuring to properly provide medical attention to injured and sick soldiers and their dependents but also in taking care and saving the lives of wounded members of the CPP-NPA-NDF.

“Alias Diane and Nikki are among the living testimonies of how the Army respects human rights and cares for captured CTG members. It’s a fulfillment on our part as soldiers to see that lives are saved. It’s our belief that they are also victims of the wrong ideology and the treachery of the CPP-NPA-NDF. Once again, we call on to all the remaining CTG members to return to the folds of the law and avail of the Enhanced Comprehensive Local Integration Program (E-CLIP). Rest assured that your Army will ensure your safety and provide better opportunities as you transition towards the mainstream society,” Major General Brawner Jr said.

CAMP ELIAS ANGELES, Pili, Camarines Sur – Five communist NPA terrorists (CNTs), four of them women, were captured by authorities at around 8:30 in the morning, Saturday, September 25.

They were identified as Michael Funelas AKA Argie, Myra Letada AKA Myra, Maricris Letada AKA Sarah, Sheryl Salazar AKA Sheryl, and Vicky Ontog AKA Vicky, all members of Platoon 2, Larangan 1, Komiteng Probinsya 4.

Prior to this, residents of Barangay Piña, San Jacinto reported about CTG members taking shelter in a house in Sitio Bacquiad.

Elements from 2nd Infantry Battalion (2IB), PNP and Philippine Coast Guard (PCG) immediately conducted security operations and captured the said CNTs.

A hundred meters away from the said house, troops also seized an improvised shotgun, five molotov bombs, bandolier with eight magazines, ammunitions for M16, three commercial radios, batteries, chargers, remote control for anti-personnel mine, one roll of detonating cord, cellphone, hammock and other personal belongings.

Lieutenant Colonel Siegfried Felipe Awichen thanked the residents for once again providing the government troops with timely information that led to this success.

Colonel Aldwine Almase, Brigade Commander of 903rd Infantry Brigade, said that capturing the said CTG personalities further drags the CTG’s already waning manpower and firepower downhill.

“‘Yong mga miyembro nila, daan-daan na ang sumuko at sa tuloy-tuloy nating operasyon, kung hindi napapaslang sa engkwentro, nahuhuli naman ang natitirang miyembro ng CTG dito sa Masbate at ‘yan po ay dahil sa suportang ibinibigay sa atin ng mga Masbateño. Sa mga nagdaang buwan, tanaw na natin ang tagumpay laban sa karahasan, pandarambong, at panlilinlang ng komunistang terorista sa lalawigan ng Masbate,” Colonel Almase added.

Meanwhile, the PNP is now in close coordination with the Army to investigate the captured CTG personalities and file their cases as soon as possible.

“Aalamin natin kung may iba pang kinasangkutang krimen itong mga nahuli at masusi natin itong iimbestigahan. Sa mga kaanak ng iba pang miyembro ng CTG, huwag ninyong hayaang mangyari ito sa kanila. Habang maaga pa, kumbinsihin na ninyo silang sumuko,” POLICE BRIGADIER GENERAL JONNEL C ESTOMO, Regional Director of Police Regional Office-5 (PRO-5) said.

The Joint Task Force (JTF) Bicolandia under MAJOR GENERAL HENRY A ROBINSON JR PA, reiterated its warning to the CTG about the troops’ continuous extensive operations against them.

“Kahit magtago kayo sa kabundukan, mahuhuli pa rin namin kayo dahil mismong ang mga Masbateño na ang nagsisilbi naming mata. Wala na rin kayong mass base kaya tanggapin na lang ninyo ang iniaalok sa inyo ng pamahalaang mas maayos na pamumuhay dahil wala namang patutunguhan ang pananatili ninyo sa loob ng CTG. Napakaganda ng programa ng gobyerno at hindi lamang ito para sa inyo kundi para sa inyong mga pamilya,” Major General Robinson said.

Last September 18, a CTG member was also nabbed in an armed encounter in San Pascual.

JTF Bicolandia encouraged the remaining CTG members to heed the call of the government and follow the footsteps of the snowballing surrenderers in Bicol. Recently, a total of 246 CTG members and supporters yielded to the different Community Support Program (CSP) Teams in Masbate bringing the total number of surrenderers this year alone to 1,065.

The move is seen to further divide the squabbling Mangudadatus

Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) chief minister Murad Ebrahim on Sunday, September 26, endorsed Esmael “Toto” Mangudadatu, current Maguindanao 2nd District Representative, for governor of the province in the May 2022 elections.

The move leads to a repeat of the 2019 fight gubernatorial fight between the Mangudadatus.


The incumbent governor who won the 2019 race and is seeking reelection, Mariam Sangki Mangudadatu, is a relative of Toto; she defeated in that election Toto's younger brother, Freddie Mangudadatu.

This time around, Toto Mangudadatu, who was inducted by Murad to the United Bangsamoro Justice Party (UBJP), the official political party of the erstwhile rebel movement Moro Islamic Liberation Front (MILF), will run for governor against the incumbent – a post he first won in 2010 and held for three terms until 2019.

Also endorsed by Murad was former representative Sandra Sema, who is running for Maguindanao vice governor in 2022. Sema is the wife of Muslimin Sema, a former rebel leader of the Moro National Liberation Front.

The endorsements were made during a small ceremony at the Astana Darul Jambangan inside the Bangsamoro compound in Cotabato City on Sunday.

Like Mangundadatu, Sema actively campaigned for the Bangsamoro Organic Law, a culmination of the peace process with the MILF that paved the way for its rule of BARMM. Sema also supported the extension of the MILF-led Bangsamoro Transition Authority from 2022 to 2025.

Murad also endorsed the reelection bid of Maguindanao 1st District Representative Ronnie Sinsuat.

The Murad-Toto Mangudadatu camp has not yet named a bet for Maguindanao's 2nd district, which Toto will be vacating.

“These officials have shown their consistent support. The UBJP pledged to mobilize all of its resources and strength to ensure that these officials will win,” BARMM Minister of Local Government Naguib Sinarimbo said.

He said the UBJP will field candidates for every elective post in Maguindanao and Cotabato City.

Maguindanao is one of the five BARMM provinces. The region also has three cities: Cotabato, Marawi, and Lamitan in Basilan.

Warring clan

The Mangudadatus' power rose following the involvement of the rival Ampatuan clan in the infamous Maguindanao massacre which killed Toto's wife, two sisters and 55 journalists and other civilians.

But the new power clan is bitterly divided, and Murad’s endorsements are seen to further aggravate these divisions.

Incumbent Governor Mangudadatu has picked Fatima Ainee Sinsuat as her running mate under her Family Alliance group.

Sinsuat is the wife of incumbent Maguindanao Vice Governor Lester Sinsuat who will run for mayor in Datu Odin Sinsuat town in Maguindanao.

The Family Alliance is also fielding Paglas town Mayor Ibrahim “Tong” Paglas as candidate for congressman in the 2nd District of Maguindanao, and Sittie Shahara Ibrahim-Mastura in the 1st District.

Three ships belonging to the Royal Australian Navy, namely Her Majesty’s Australian Ship Canberra III, Anzac, and Sirius docked in Manila on Monday, the Philippine Navy said in a press statement.

The Australian ships were part of the Indo-Pacific Endeavor (IPE) 2021.

The IPE is an annual naval exercise organized by the Australia’s Department of Defense to promote security and stability in the Indo-Pacific Region. The program involves bilateral and multilateral engagement, training, and capacity building.

For September, the Philippines would serve as Australia’s last spot for the IPE 2021. The exercises would focus on cooperative activities and at-sea interactions. These include what the Philippine Navy said were "workshops, seminars, and other virtual exchanges on crucial regional issues such as maritime security, women, peace and security, and humanitarian assistance."

At least three officers of the Philippine Navy have joined the exercises. Captain Constancio Reyes serves as the task group’s deputy commander, accompanied by Lieutenant Chester Ian Ramos and Ensign Stacy Kaye Villanueva.

The joint naval exercises were the first interaction between Australia and the Philippines after the signing of the Australia, UK, and US (AUKUS) trilateral defense pact. The security pact is one of the biggest international agreements signed by the three superpowers in the past decade.

Recently, in August, the Philippines and Australia signed the Mutual Logistics Support Agreement, which allowed the provision of logistical support during training and military exercises between the two countries.

The Philippines and Australia’s continued cooperation is enabled by the Status of Visiting Forces Agreement signed in 2012, which provides “framework for the presence of one country’s military forces in the other.”

The Civilian Armed Forces Geographical Unit (CAFGU) member killed by New People’s Army (NPA) rebels in in Barangay Igbucagay, Hamtic, Antique on Friday last week, Sept. 24, was his family’s breadwinner.

Michael Mariano, 20, of Barangay Osorio here, was taking a bath outdoors with friends when five rebels opened fire at them at about 7 a.m.

Peter Glen Ocario and John Carlo Cabigunda, also members of the 4th Platoon of the CAFGU Active Auxiliary (CAA) Detachment, were injured.


Herminia, Mariano’s mother, said his son joined the CAA a year ago to help maintain peace in the province and financially support the family after her husband died.

Mariano had three younger siblings.

“Michael was such a generous child. He would send us regularly his salary so that we would have some money to buy food,” she said.

Mariano was particularly supporting an eight-year-old sibling who has learning difficulties and was not included in the Pantawid Pamilyang Pilipino Program (4Ps) that only covers a maximum of three children.

“Michael was a 4Ps beneficiary that’s why he was able to reach Grade 12,” Herminia said.

On Sept. 25, Mariano’s family received P20,000 from the Provincial Social Welfare and Development Office while his two injured companions got P10,000 each.

They will also be provided with sacks of rice and other food items as initial help from the provincial government, which will also shoulder the construction of his tomb. The Philippine Army shouldered the casket and embalmment.

Hamtic municipal police chief, Police Major Rex Farren, said Mariano suffered gunshot wounds to the chest. Ocario was hit on his left leg while Cabigunda was shot on his left arm.

2 soldiers hurt in Tapaz encounter

Sunday’s encounter in the mountainous area of Barangay Siya, Tapaz, Capiz landed two members of the Philippine Army’s 12th Infantry Battalion (12IB) in the hospital.

The 12IB withheld the names of the victims, but said they only sustained slight injuries.

Government troops and the New People’s Army (NPA) clashed around 6 a.m. while the former was conducting an operation.

The firefight lasted for 40 minutes. Around 10 rebels withdrew.

The “starving” rebels were reportedly extorting money from the residents.

Recovered from the encounter site were one rifle grenade; four ammunition of M203; 10 cellphones; six hard disk drives; one handheld radio; and subversive documents with high intelligence value.


The army troops believed the NPA suffered casualties. Traces of blood stains were seen on their withdrawal route.

The 3ID commanding general, Major General Benedict Arevalo was thankful for the vigilance and cooperation of the residents.

“We are grateful for the overwhelming support and trust of the Tapaznons who share with us the same vision of making Tapaz a rebel-free municipality,” Arevalo said.

He also commended the troops for preventing the extortion activities of the communist-terrorist group.

“Having casualties sometimes cannot be avoided. This is part of our job and the risk we have to face to sustain peace and security in hinterland barangays. The wounds and the pain we sustain from the battle are testaments to our sincerity in serving and securing the people,” Arevalo added.

The United Bangsamoro Justice Party of the Moro Islamic Liberation Front (MILF) endorsed on Sunday their choice for governor and vice governor of Maguindanao: Toto Mangudadatu and Bai Sandra Sema.

Esmael “Toto” Mangudadatu served as governor of Maguindanao from 2010 to 2019 and was elected 2nd district Representative in 2019. Sema served as 1st district Representative from 2010 to 2019 and ran for Mayor of Cotabato City but lost in the 2019 elections.

The endorsements were announced by Chief Minister Ahod Balawag “Murad” Ebrahim at the Astana inside the Bangsamoro compound.

The UBJB is expected to clash with the candidates of Family Alliance led by incumbent governor Bai Mariam Sangki-Mangudadatu whose running mate, as announced on Saturday, will be Bai Ainee Limbona-Sinsuat, wife of incumbent Vice Governor Lester Sinsuat who will run for mayor of Datu Odin Sinsuat.

The vice governor will be pitted against the UBJP-endorsed Datu Jam Sinsuat, Lester’s uncle.

The UBJP chair also endorsed 1st District Representative Datu Roonie Sinsuat for reelection but has yet to endorse a candidate for the 2nd district.

The Family Alliance is fielding Sittie Shahara Dimple Ibrahim-Mastura for 1st district representative and Paglas Mayor Ibrahim “Tong” Paglas for the 2nd District.

Datu Bimbo Sinsuat, incumbent provincial board member and brother of Datu Roonie and Datu Jam, was also present at the Astana, as were the brothers of Toto Mangudadatu – Bangsamoro Member of Parliament Khaddafy and former Buluan Mayor Ibrahim.

Member of Parliament Midpantao Midtimbang was also present.

Murad said they endorsed these candidates because of their support to the Bangsamoro cause and they journeyed with them in pushing for the passage of the Bangsamoro law, ratification and extension of the Bangsamoro transition period.

Representatives Mangudadatu and Sinsuat played key roles in ensuring the passage of the bill extending the transition period until 2025.

Sema also played a key role in ensuring the passage of the Bangramoro organic law. Bai Sandra is wife to Muslimin Sema who chairs a faction of the Moro National Liberation Front.

MANOLO FORTICH, Bukidnon — The construction of the country’s first Government Communication Academy (GCA) will finally begin following the groundbreaking ceremony here on Monday.

The GCA facility will be built on a 10,000 square meter lot donated by Manolo Fortich Mayor Clive D. Quiño situated at the Northern Bukidnon State College.

Presidential Communications Operations Office (PCOO) Secretary Martin Andanar said in his message that the facility is one of the products of discussion made during the 2018 National Information Convention in Davao City.

“The conduct of the first-ever National Information Convention in Davao City in 2018 made a lot of headway in revolutionizing the way we report the news about the government and how we respond to concerns such as capacitating our public information officers,” he said in his message delivered by PCOO Assistant Secretary Ryan Vincent Uy.

“Fast forward to today, where we are marking a historic milestone for the collaborative effort and solidarity between government and private media in the service of the Filipino public,” he added.



The academy will not only be the National Communication Training Center of the Philippines for all Information Officers of the government. It also aims to be a financially sustainable institution by engaging into partnerships with the private sector under lease agreements or joint ventures.

The project includes a two-storey main building, a parking lot as well as the general landscaping of the surrounding open area which will be fulfilled in phases.

Through a Memorandum of Agreement, the PCOO transferred to the Department of Public Works and Highways (DPWH) the total amount of P79 million under its GAA FY 2021 to fund the construction of the main building. P30 million of which was funded through the Congressional initiative of Senator Juan Miguel F. Zubiri.

The DPWH is now finalizing the detailed architectural and engineering design of the project pursuant to Republic Act No. 9184.

“We are now realizing one of the greatest goals we have envisioned in the past five years of President Rodrigo Roa Duterte’s administration. Not long after this, we will be able to witness the actual physical manifestation of the administration’s all-encompassing Tapang at Malasakit,” he said.

“Our hope is for this facility to be an avenue for our country’s media, its truth-tellers, its information officers to learn more, to be immersed in their potentials, and to be motivated in serving the people by keeping our democratic values alive and pushing for freedom of speech and the responsibilities that come with it,” he added. MANOLO FORTICH, Bukidnon - The first state-of-the-art training facility for government media workers and information officers located within the compound of the Northern Bukidnon State College (NBSC) here broke ground on Monday.

The Government Communications Academy (GCA), a Presidential Communications Operations Office (PCOO)-led project, will focus on teaching communication to information officers assigned in barangays and national government agencies.


In his message, PCOO Secretary Martin Andanar represented by Asec. Ryan Vincent Uy said the construction of the GCA will finally begin following its groundbreaking ceremony.

He added the GCA facility will be built on a 10,000-square-meter land that would also be open to media workers in the private sector who also want to take part in the training programs.

With a budget of PHP79.4 million, the project includes a two-storey main building, a parking lot, as well as the general landscaping of the surrounding open area which will be fulfilled in phases.

Meanwhile, Jovelyn Delosa, NBSC Vice-President for Academic Affairs, said since the project is within the school's premises, their personnel, students and stakeholders will benefit a lot from the training, and networking activities to be done at the GCA.

"The project has already made a lot of headway for us in terms of planning for the future direction of our college in consonance with its mission, the true benefits of which will be seen in the years to come," she added.

Delosa said she saw the project as one of the ways for the government to attain well-coordinated communication strategies that are timely, proactive, and sensitive to the needs of the people and the times.

On the other hand, Mayor Clive Quiño thanked the PCOO for the project as he recounted the time Secretary Andanar shared his plan for the establishment of the GCA to him.

"When I invited him to be the guest speaker in our founding anniversary here, he told me he is planning to put up a center for communications. I immediately said that I have an available one-hectare land so he said he will put it in Manolo Fortich," he added.

Quiño also thanked President Rodrigo Duterte for giving the go-signal to start the project in Mindanao and most importantly in their municipality.

"As a Mindanaoan, we are very happy that our President has a heart for the Mindanaoans," he further added.

An additional PHP30 million funding was given by Sen. Juan Miguel Zubiri.

The 1st Infantry “Tabak” Division (ID), the premier command of the Philippine Army, recognized on Monday three junior officers and one enlisted man for excellence in the performance of duty.

The awardees are Second Lieutenant Mary Jean Casin, Staff Sergeant Richel Gacang, First Lieutenant Jose Mari Temeña, and First Lieutenant Rogene Urmenta.

The 1ID said in a statement Monday that Casin and Gacang received the Silver Cross Medal as they were instrumental in the voluntary turnover of 21 assorted firearms consisting of 16 high-powered firearms and five caliber .38 pistol at 53rd Infantry Battalion (IB) headquarters.

“The Silver Cross Medal is a non-combatant award and is conferred to merit heroism in the conduct of intelligence operations not involving armed confrontations with the enemy,” the 1ID said.

The two other officers, Temeña and Urmenta, were presented with the command plaque after achieving the highest academic ranking in their military schooling.

Temeña and Urmenta, both graduated No. 1 in the class of the Infantry Officer Advance Course and Basic Officer Leader Course, respectively.

Col. Jose Randolf Sino Cruz, the acting 1ID commander, led the awarding ceremony held after the flag ceremony at Camp Maj. Cesar Sang-an, home of the 1ID in Pulacan, Labangan, Zamboanga del Sur.

BALER, Aurora – Hundreds of residents in Dingalan town, this province, availed of various public services during the conduct of a "Serbisyo Caravan" on Monday.

The activity was initiated by the Dingalan Municipal Task Force–End Local Communist Armed Conflict (ELCAC) chaired by Mayor Shierwin H. Taay, together with the Alpha Company of the Army's 91st Infantry (Sinagtala) Battalion, 7th Infantry (Kaugnay) Division and other local government agencies.


Taay said among the basic social services that benefited some 671 residents in Barangay Aplaya included a feeding program, medical check-ups, appliance repair, free haircut, manicure, and pedicure.

The mayor said the activity is a continuation of the municipal government's strengthened commitment and support to the residents amid the coronavirus disease 2019 (Covid-19) pandemic.

“Our continued support to our beloved kababayans (townmates) really means a lot to us, especially during this challenging time. The ardent support of our partner agencies leads to the realization of this Serbisyo Caravan. With that, we are so grateful for making this event a reality,” he said in an interview.

The Serbisyo Caravan is aligned with the National Task Force-ELCAC’s programs to ensure that people living in remote barangays are being provided with free government services and assistance.

Taay said it is the local government’s contribution to the government’s efforts, under President Rodrigo Duterte’s whole-of-nation approach to end insurgency and attain inclusive peace and sustainability.

Zambo Norte town councilor killed in drive-by shooting

A municipal councilor was shot dead in a drive-by shooting incident Monday in Liloy, Zamboanga del Norte, a police official disclosed.

Maj. Alexis Bahunsua, Liloy municipal police chief identified the fatality as Ernesto Bihag Jr., 46, an incumbent councilor of said municipality.

Bahunsua said Bihag was shot around 12:50 p.m. Monday in Barangay Comunal in Liloy town.


Bahunsua said the investigation showed that Bihag was driving his vehicle from Barangay Causwagan to Comunal when he was repeatedly shot by an unidentified gunman aboard another vehicle that overtook him.

He said the victim’s vehicle overshot the shoulder of the road and crashed into a mahogany tree while the suspects’ vehicle sped off.

He said Bihag, who sustained multiple gunshot wounds, was rushed to the hospital but was declared dead on arrival by the attending physician.

He said the investigation is still ongoing to establish the identities of the suspects.

Three New People’s Army (NPA) rebels have surrendered to policemen in Dolores, Eastern Samar, more than a month after an intense firefight that killed 19 of them in the town.

Lt. Col. Joy Leanza, company commander of the 1st Eastern Samar police mobile force company, said the rebels identified by their aliases as "Omel", "Dondon", and "Posong" showed up Sunday afternoon at their headquarters in Barangay Lunang. They are all residents of Dolores town.

They turned over their firearms and ammunition, including a .357-caliber pistol with three live ammunition, an improvised 5.56 single-shot handgun with one short magazine and seven live ammunition, and a .38-caliber pistol with four live ammunition.

They belonged to the Front- 3, sub-regional committee, Eastern Visayas Regional Party Committee operating in the province.


"Through our relentless internal security operations and intensified police community relations endeavors that include information operation and outreach drives in the suburb barangays, our communist terrorist brothers and sisters are cautiously realizing that staying in the NPA organization do more harm than good to them and their families,” Leanza said in a statement on Monday.

On August 16, at least 19 rebels died when soldiers launched an attack against 50 rebels hiding in Barangay Osmeña.

Soldiers also recovered 32 weapons after the clash.

The encounter was considered one of the most successful operations of government forces against the NPA.

The military used its air assets as rebels set up anti-personnel mines near their hideout, located just about three kilometers away from the community.

The Philippines' Anti-Terrorism Council has tagged the Communist Party of the Philippines (CPP), NPA, and National Democratic Front as terrorist groups.

The European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines also listed the CPP-NPA as a terrorist organization.

Navy ships of the Philippines and Australia over the weekend held maritime exercises aimed at "promoting peace and stability" in the region.

The Philippine Navy (PN)'s second missile-frigate, the BRP Antonio Luna (FF-151), participated at-sea phase of Exercise Lumbas 2021 with two Royal Australian Navy (RAN) vessels on Saturday for the "maneuver exercise, division tactics, and formations in column and abreast using NATO coded messages".


"BRP Antonio Luna (FF-151) participates in the at-sea phase of Exercise Lumbas 2021 to strengthen cooperation and to promote peace and stability within the region together with HMAS Canberra and HMAS Anzac on Sept. 26," a post on the BRP Antonio Luna's Facebook page said Monday.

Exercise Lumbas is a bilateral Australia-Philippines exercise.

The exercise focused on high-end training and interoperability that will benefit both nations in increased maritime domain awareness and force generation.

After the series of maneuvers at sea, the two RAN ships, along with tanker HMAS Sirius, docked in Manila for a three-day visit which is part of Indo Pacific Endeavour 2021 (IPE21).

In a news release, Australian Ambassador Steven Robinson AO said Australia was "very pleased" to have IPE21 in the Philippines.

"This visit reflects the spirit of mateship and bayanihan during our 75th Anniversary of diplomatic relations. It also demonstrates the increasing mutual trust and cooperation between the Australian Defence Force and the Armed Forces of the Philippines,” he said. “It is part of our robust and longstanding engagement with the Philippines to promote a secure, open, prosperous, and resilient region.”

IPE21 is Australia's flagship regional engagement activity and a demonstration of Australia's support for a peaceful, inclusive and resilient Indo-Pacific region, with Asean at its core.

Since late-August, the IPE21 task group has engaged in a program of at-sea activities, training programs and capacity building with Australia's partners in the region.

The three-month deployment involves around 700 people, including Australian defense and civilian personnel and participants from partner nations.

These include PN Captain Constancio Reyes who is serving as IPE21's deputy commander.

IPE21 in the Philippines will run from Sept. 26 to 29.

Philippine National Police (PNP) chief Gen. Guillermo Eleazar has designated Maj. Gen. Alex Sampaga as the new director of the PNP Academy (PNPA) following the death of another cadet.

The appointment of Sampaga, who replaces Maj. Gen. Rhoderick Armamento, takes effect Sept. 29. Armamento takes over the post vacated by Sampaga as director of the PNP Directorate for Information and Communications Technology.

“As a PNPA alumnus himself, I expect Maj. Gen. Sampaga to bring in innovative ideas and fresh perspective that would effectively implement the necessary adjustments in further improving the institution for each cadet to live up to its core values of Justice, Integrity and Service,” Eleazar said in a video message Monday.

The top cop personally visited Sunday in the wake of PNPA cadet George Karl Magsayo, who reportedly died of hazing-related injuries, at the PNPA compound in Silang, Cavite.

“I am disheartened that the very institution which he considered as a second home and fully trusted for protection, for learning, and for honing of skills to be an officer of the law in the future had failed him,” Eleazar said. “This method of inflicting physical pain and other twisted concepts of instituting discipline and imposing punishment on cadets must stop, and it starts now.”

Eleazar said a criminal case would be filed against Cadet 2nd Class Steven Ceasar Maingat on Monday in connection with the death of Magsayo. A separate administrative case would be filed against Maingat, which Eleazar said would assure his dismissal from the PNPA.

Cadets are warned that misbehavior and "serious breach of discipline and moral values" will never be tolerated.
