NSFA, Panacan, Davao City – The Commander of Eastern Mindanao Command (EastMinCom), LtGen. Greg T. Almerol is anticipating the near end of the Communist Terrorist Group (CTG) in his joint operational area as EastMinCom concluded 2022 with five Sub-Regional Committees (SRC), nine Guerilla Fronts (GF), and four Vertical NPA Units dismantled.

Of the 32 Guerilla Fronts confronted by EastMinCom since the onset of Campaign Plan “Kalinaw Sidlakang Mindanao” in 2017, 28 or 88% of the total have already crumbled, while the four remaining Guerilla Fronts are already at their weakest.

Among the dismantled was the GF19, SRC Southland, North Eastern Mindanao Regional Committee (NEMRC), which LtGen. Almerol describes as one of the most notorious CTG units in the Caraga Region that recruited Indigenous Peoples (IP) and minors to join the armed struggle.

“The GF19 was involved in operating former CTG-linked schools in Agusan del Sur and Surigao del Sur, where the Indigenous Peoples’ (IPs) children were brainwashed and recruited in the terrorist movement. Its dismantling is an open door for the future declaration of strategic victory in the Caraga Region, where significant CTG formations remain,” the EastMinCom Commander said.

Aside from the dismantled CTG units, EastMinCom also neutralized 533 CTG regulars, with 71 killed, 48 captured, and 416 surrendered from January until December 2022, including 198 Underground Mass Organizations (UGMOs) personalities and other elements who withdrew their support to the CTG.

Among the high-value individuals neutralized in the said period include, Menandro “Bok” Villanueva, the Secretary of Southern Mindanao Regional Committee (SMRC)/Komisyon Mindanao (KOMMID) and 3rd Vice-Chairman of the Communist Party of the Philippines (CPP); Pedro “Gonyong” Codaste, the 2nd top-ranking New People’s Army (NPA) Commander in Mindanao; and 55 other CTG leaders.

The communist terrorists’ firepower further declined as troops recovered 631 firearms, and 121 anti-personnel mines (APM) through combat operations and the surrender of former rebels. Troops also discovered a total of 91 enemy hideouts within the same time frame.

On top of these, the Davao Region was declared by President Ferdinand R. Marcos Jr. as “insurgency-free” on October 27, 2022, as a result of the successive defeats of the remaining CTG units in the five Davao Provinces and one Highly-Urbanized City.

LtGen. Almerol noted that these victories are outcomes of the convergence of Local Government Units, National Government Agencies, and the military under the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). He also associated this with the determination of former rebels to yield and support the government to end the decades-old armed conflict and achieve national progress.

“The immense support of the civilian government and former rebels in our cause towards peace and progress was never in vain. We thank all of them for helping us end 2022 with massive breakthroughs in our campaign, leaving the CTG in Eastern Mindanao at the brink of extinction,” the EastMinCom Commander said.

He also lauded the troops for their sacrifice and unrelenting efforts to pursue the Communist terrorists, which led to overwhelming accomplishments of the Command.

Meanwhile, LtGen. Almerol reiterated his call to the remaining CTG forces to surrender peacefully now that most of their top-ranking leaders, such as CPP Founder Jose Maria Sison, are already dead.

“To the remaining CTG members, now is the best time to yield. Let your reconciliation with your families and the government serve as your new year’s resolution in starting a new life. The death of Jose Maria Sison and the neutralization of your other leaders signal that the collapse of your organization is imminent. Surrender now to avoid the same consequence, and we will ensure that you will receive the benefits of the Enhanced Comprehensive Local Integration Program (E-CLIP),” he expressed.

CAMP EVANGELISTA, Cagayan de Oro City- Three CPP-NPA terrorists have welcomed the new year 2023 and embraced a peaceful life as they surrendered to the 29th Infantry Battalion, 4th Infantry (Diamond) Division, at its headquarters in Purok 4, Barangay Del Pilar, Cabadbaran City, Agusan del Norte, on January 1, 2023.

The unit’s intensified military operations, support of the locals, and strengthened partnership with the Local Government Units and tribal leaders significantly contributed to the voluntary surrender of the three members of Sentro de Gravidad Guerilla Front- 16, Northeastern Mindanao Regional Committee (SDG16, NEMRC). One of them also brought along a 5.56mm Magpul rifle.

Said CNTs also revealed and pinpointed two sites of arms cache resulting in the capture of seven (7) High-powered firearms: five (5) M16 rifles, one (1) M4 rifle, and one (1) 40mm Grenade Launcher in the vicinity of Manhupao Complex, Agusan del Norte.

The surrenders have lamented the longingness for their families, the fear for their lives, as well as the lies and false promises of their leaders that fueled them to abandon the terrorist organization and stop fighting the government.

4ID Commander Major General Wilbur C Mamawag commended the surrenders for giving peace and changing the direction of their lives anew. The local folks and partner agencies who supported the peace campaign, he said, were instrumental in the successful negotiations, which fall under the whole-of-nation approach to end the local communist armed conflict.

“The decision of the surrenders is a welcome development after the death of its founding leader, which left a vacuum and lack of direction of the communist terrorist group. This is also a manifestation of a promising new year wherein an opportunity for peace is forthcoming and the looming end of the CTG. I urge everyone to help reach out to our misguided brothers and sisters. This is the perfect time to surrender and reunite with their family to greet the New Year 2023 with a peaceful life,” said MGen Mamawag.

The 10th Infantry (Agila) Division was victorious against the Communist Terrorist Group (CTG) in Southern Mindanao after 10ID dismantled 11 NPA units in its whole area of responsibility (AOR) and achieved an Insurgency-Free status for Davao Region in Calendar Year 2022.

From January 1 to December 31, 2022, 10ID dismantled four (4) guerilla fronts (GF Alip, GF 2, GF 3 & GF 18); four (4) sub-regional committees (SRC 1, SRC 2, SRC 4 & SRC 5); and three (3) NPA vertical units (Sub-Regional Guerilla Unit of SRC 2, SRGU of SRC 5 & Regional Sentro De Grabidad of the Regional Operations Command).

Likewise, 34 encounters transpired in the 10ID AOR that led to the neutralization of 445 Communist NPA Terrorists (CNTs), of which 19 were killed, 27 captured, and 399 surrendered.

Out of the total neutralized CNTs, 28 were high-ranking NPA leaders such as Guerilla Front 3 Secretary Maximo Catarata alias SM; Leo Lacumbo alias Oli, Commanding Officer of the Regional Operations Command; and Guerilla Front 2 Secretary Rosefel Movera alias Dandan. In 2022, 10ID gained 307 firearms composed of 276 high-powered and 31 were low-powered firearms.

The most significant victory of 10th Infantry Division (10ID) and the people of Davao was the declaration of the Davao Region as Insurgency-Free. This was recognized in the Regional Peace and Order Council (RPOC) Resolution Number 07-2022, which stated that all guerrilla groups and units of the New People’s Army (NPA) previously operating in the region had been dismantled.

MGen Nolasco A Mempin, 10ID Commander, attributed the victory to the Regional Task Force to End Local Communist Armed Conflict 11 (RTF-ELCAC), other partner stakeholders, and the people of Southern Mindanao.

“The defeat of the Communist Terrorist Group in Southern Mindanao is irreversible. The former rebels and those rescued along with the Davaoeños are united in their efforts to end the over five decades of Communist insurgency that has caused chaos in Southern Mindanao for many years,” MGen Mempin added.

Manolo Fortich, Bukidnon – Eight (8) regular NPA members of Platun IPAD of Sub Regional Command 5, North Central Mindanao Regional Committee, surrendered to the 1st Special Forces Battalion (1SFB) on January 03, 2023. 1SFB acted on the revelations of the surrenderors, which resulted in the capture of seven (7) high-powered firearms the next day.

The neutralization thru surrender of these former rebels was the outcome precise intelligence operations, relentless physical pressure and deep psychological operations of CAPTAIN GENESIS B GUTIERREZ, Company Commander of 2nd Special Forces Company and CAPTAIN MARIO ANTON BALARAM S TAMAYO, Company Commander of 3rd Special Forces Company.

On January 4, 2023, three (3) Special Forces Teams under CPT TAMAYO acted on the revelations of these surrendered communist terrorists. The teams raided two (2) enemy hideouts at KM24, Brgy. Tikalaan, Talakag, Bukidnon that resulted in the captured of four (4) high powered firearms: one (1) Rifle, 7.62mm M14, three (3) Assault Rifles 7.62mm AK 47s; IED, Magazine Assembly, ammunition, electric wires, and assorted medical supplies. On the same day, Special Forces Team led by CAPTAIN GUTIERREZ unearthed three (3) high powered firearms with ammunition and subversive documents at Sitio Salsalan, Brgy. Miarayon, Talakag, Bukidnon.

LIEUTENANT COLONEL ROGER ANTHONY E NUYLAN JR, Battalion Commander of the 1SFB, welcomed the eight (8) former rebels who surrendered and said, “You made the right decision to abandon the communist ideology and to peacefully surrender to the AFP. We are ready to assist you in availing the socio-economic programs and livelihood assistance prepared by the government. Moreover, it has been our mandate to decisively neutralize the remaining elements of communist terrorists in our area of operations. Hence, we advise you to encourage your former comrades, who are still blindly fighting against the government, to peacefully surrender. Otherwise, we will relentlessly hunt them down.”

COLONEL TED B DUMOSMOG, Acting Commander of the 403rd Infantry Brigade, 4th Infantry Division gratefully received the 8 former rebels for choosing to seek refuge in the government. He stated, “These rebels have finally realized that they have been fighting meaninglessly for a hopeless cause which only brought them worthless sacrifice and bloodshed to the lives of the innocent civilians caught in crossfires. We will help them start new lives and protect them in every way we can from the hypocritical leaders preaching the poisons of communist ideology.”

The former rebels have undergone custodial debriefing and legal processing of their documents as initial steps to formally welcome them into the folds of the government.

The 1SFB remains steadfast in its thrust as liberators of the oppressed and champions of peace. The unit believes that it is everyone’s duty to take an active role in denouncing and fighting communist terrorists. It further emphasized the need to take a Whole-of-Nation approach enjoining every sector of the society to unite and fight the insurgency that continues to spread in communities.

Camp Jorge Downes, Ormoc City, Leyte— On January 5, 2023, troops of the 14th Infantry (Avenger) Battalion discovered an arms cache consisting of four (4) high-powered firearms in the vicinity of Barangay Maligaya, Mahaplag, and Leyte. The said arms cache consists of one AK-47 assault rifle, an M16 Armalite rifle, an M1 Garand rifle, a 40mm M79 grenade launcher, and assorted magazines belonging to the Communist Terrorist Group (CTG), Platoon 1, Sub-Regional Command-LEVOX, and the Eastern Visayas Regional Party Committee (P1, SRC-LEVOX, and EVRPC). The local populace and former CTG supporters in the area reported the location of the said CTG arms cache to the government troops.

“This achievement displays the support of the civilian populace to the Philippine Army as they no longer want the Communist NPA Terrorists (CNTs) to regain their influence and control in the communities, much more of stock piling food supplies and armaments.” Lieutenant Colonel Ernesto R Dela Rosa, Battalion Commander, 14th Infantry Battalion said. “With our implementation of Community Support Programs (CSPs) in the communities, we have driven away the CTGs and eventually facilitated the delivery of basic services by the concerned line government agencies and offices to the communities in the area”. Dela Rosa added. “Likewise, our Operation Plan “PAHIBALO”, an information and security awareness program, equipped the civilians with right information to make them strong enough to stand against the CTG exploitations and deceptions”. Dela Rosa ended.

“I reiterate my call to the remaining NPAs who are still hiding in the mountains in our area of responsibility to surface and join their families in the mainstream of our society. You are no longer welcomed by the people in the communities since they are already with us in our efforts to end this 54 years of local communist armed conflict. They are now giving us the information on your whereabouts, the locations of your pre-positioned foods in the area and even your arms caches.” Colonel Noel A. Vestuir, Commander, 802nd Infantry (Peerless) Brigade, 8th Infantry (Stormtroopers) Division, Philippine Army said. “You could not hide and evade us forever without food, without the support of the people who you consider as your mass base, and you could not fight us without your firearms. To the owners of these recovered firearms, I once again call on you to go down, avail the benefits of the balik-loob program and the Enhanced Comprehensive Local Integration Program (E-CLIP) being offered by the government, than continue to suffer from hunger and all the dangers while hiding in the mountains.” Vestuir concluded.

A gun battle ensued between the troops of the 65th Infantry (Stalwart) Battalion under the operational control of the 901st Infantry (Fight ‘Em) Brigade and the New People’s Army (NPA) in the boundary between Brgy. Taligaman and Bugsukan both of Butuan City, Agusan del Norte on January 6, 2023.

Through the report of concerned and responsible citizens, the unit immediately conducted deliberate combat operation in the area which led to a firefight. This resulted to the death of one (1) CPP-NPA-Terrorist (CNT) and one wounded who was abandoned by his comrades.

Firearms and several enemy materials were also recovered in the encounter site. The unit immediately facilitated the evacuation of the wounded CNT to a safe area, given first aid, and sent to the nearest hospital for medical assistance.

The gun battle reflects the enemies’ clear neglect of the lives of their members. Also, their continuous violation of the International Humanitarian Law (IHL). Such behavior led to the enlightenment of the people they terrorized and withdrew their support for this lost cause.

The Commanding Officer of 65th Infantry (Stalwart) Battalion, LTC MICHEL G MORTEJO vows the safety of the residents in Butuan City and other nearby areas. He also expresses his appreciation to the cooperation, support, and alertness of the people in the community. Stalwart troopers will continue to ensure to deliver peace and security to the residents and battle the remnants of the NPA who continues to terrorize the community.

“We are again calling upon the remaining members of the NPAs to cooperate, peacefully surrender, and lay down their firearms. The Government is true to their commitment of giving you a new beginning with your loved ones. Programs and benefits will be provided for them to gain back their normal lives” He added.

CAMP CAPINPIN, Rizal – Joint forces of the Armed Forces of the Philippines and the Philippine National Police apprehended an NPA finance officer wanted for murder and attempted murder in Baras, Rizal on Thursday, January 5, 2022.

Troops of the 80th Infantry Battalion, 1st Infantry Battalion, Rizal PNP, and Baras PNP conducted a law enforcement operation at Barangay Pinugay that led to the arrest of Antonio Pule alias Dads, a resident of Kasiglahan Village, Brgy San Jose in the municipality of Montalban and the head of the finance staff and EXECOM member of the Southern Tagalog Regional Party Committee’s Sub-Regional Military Area 4A. Pule was apprehended under warrants of arrest for murder with Criminal Case No. 2021-222-1 dated October 26, 2021, and attempted murder with Criminal Case Number 2021-221-1 with the same date, issued by Honorable Judge Marylou P. Meneses of the Regional Trial Court branch 65 in Infanta, Quezon.

It can be recalled that on December 17, 2020, Pule was served with the two arrest warrants at Sitio Malalim in Brgy San Juan, Baras which led to a shootout between the government forces and the NPAs, resulting in the death of five rebels and the seizure of two M16 rifles, one caliber 45 pistol, one 9mm pistol, a submachine gun, and several subversive documents.

“We are consistently working with our security sector partners in upholding the rule of the law. We are also grateful for the efforts and cooperation of our kababayans that resulted to the apprehension of these wanted NPA rebels. Relative thereto, we are urging those who are still in arms to return to the folds of the law so as not to suffer the same fate as these rebels,” 2ID Commander Maj. Gen. Roberto S. Capulong said in a statement.

MANOLO FORTICH, Bukidnon – On January 8, 2023, former CTG members of Platun Ipad, Sub Regional Command 5, North Central Mindanao Regional Committee revealed to the 1st Special Forces Battalion the location of an enemy hideout where they hid an arms cache with six (6) high-powered firearms.

The former rebels reached out to Mayor Miguel A Silva Jr of Pangantucan, Bukidnon. Mayor Silva facilitated their surrender to 1SFB last January 3, 2023. The combined intelligence and psychological operations of the 1st Special Forces Battalion and the help of the said surrenderors led to the discovery of another arms cache with one (1) M14 Rifle, three (2) M16 Rifles, one (1) AK 47 Rifle, one (1) RPG Launcher, one (1) M653 Carbine, ammunitions, magazine assembly, IED switches, binocular, and handheld radio yesterday, Sunday, January 8, 2023.

As a form of immediate assistance, the AFP extended cash assistance to the former rebels while undergoing custodial debriefing and processing of their
documents. The 1st Special Forces Battalion has been assisting them to avail the benefits under the Enhanced Comprehensive Local Integration Program (E-CLIP).

LIEUTENANT COLONEL ROGER ANTHONY E NUYLAN JR, Battalion Commander of the 1SFB, thanked the former rebels for their cooperation. He advised them to encourage their former comrades to peacefully surrender and avail the socio economic programs and livelihood assistance prepared by the government.

COLONEL TED B DUMOSMOG, Acting Commander of the 403rd Infantry Brigade, 4th Infantry Division, issued his statement, “Our efforts to end the armed conflict in Bukidnon continue. We expect that this will help sustain the peace and development we have thus far achieved in Bukidnon. We profusely thank these former rebels who gave valuable information that led to the capture of these High-Powered Firearms. The ever-increasing support from communities and local government units ensures the inevitable defeat of communist armed conflict. I believe that the armed struggle of the CTG is nearing its end.”

In this past week, the intensified intelligence operations of the 1SFB resulted in the mass surrender of 8 CTG members and the capture of a total of 13 HPFAs. 1SFB will be relentless in its pursuit of the remaining members of the Platoon IPAD unit of the NPA/CTG as we encourage them to surrender to join and unite with the government in its quest for peace and development and prosperity in the communities.

LOOK: The Civil-Military Operations Regiment (CMOR), in collaboration with the US Civil Affairs and various donors, successfully transported and handed-over donated school supplies to the pupils of Pag-Asa Elementary School in the Municipality of Kalayaan, Palawan, on January 5, 2023. This was made possible with the support of the Philippine Navy Vessel BRP Gregorio del Pilar for the safe transportation of the donations.

This initiative is a joint project of CMOR and the US Civil Affairs Team, and anchored with the Regiment's Community Education Program in support of the Government's National Civil Affairs Program, which aims to improve the accessibility of far-flung communities to quality education by means of connecting them to the mainstream society and delivering basic government services.

LOOK: Four CPP-NPA Terrorist (CNT) leaders of the weakened Guerilla Front 30 (WGF 30), North Eastern Mindanao Regional Committee were neutralized through the focused military and intelligence operations by the 36th Infantry "Valor" Battalion, resulting to the said CNT leaders' surrender to the 36IB last January 6, 2023.

Lt. Col. Michael Rey Reuyan, 36IB's Commanding Officer, warmly welcomed the surrenderers and stated that they themselves were victims of the organization that they were part of before their surrender. he also stated that all those willing to surrender to the folds of the law will be welcomed and assisted by the 36IB.

The surrenderers are now in the process of returning to mainstream society under the Enhanced Comprehensive Local Integration Program (E-CLIP)

IN PHOTOS: The 29th Infantry “Matatag” Battalion (29IB) condemned the communist terrorist group (CTG) for violating the International Humanitarian Law (IHL) by detonating a landmine during an encounter at Sitio Pinamugaan, Brgy. Bangonay, Jabonga, Agusan del Norte on January 10, 2023, resulting in the wounding of their personnel who incurred minor injuries from the shrapnel.

The 5-minute encounter transpired after troops responded to information from concerned civilians regarding the extortion and foraging activities of the terrorists, targetting small-scale miners in the hinter areas of Brgy. Bangyonay, Santiago, after which various ammunitions and subversive documents left behind by the fleeing communist terrorist were recovered. Pursuit operations are ongoing.

Six members of the Bangsamoro Islamic Freedom Fighters surrendered and handed over their firearms and other war materials to Lt. Col. Jayson Domingo, Commanding Officer of the 1st Mechanized Battalion, in Barangay Kabengi, Datu Saudi Ampatuan, Maguindanao Del Sur on Sunday, January 15, 2023.

Brig. Gen. Pedro Balisi, Jr., Commander of the 1st Mechanized Brigade, said that various materiel was surrendered by the personalities and disclosed that the former violent extremists were members of the BIFF-Karialan Faction.

Brig. Gen. Arturo Rojas, Acting Commander of the Western Mindanao Command, commended the troops of the 1st Mechanized Brigade for this laudable accomplishment. He also welcomed the former violent extremists and assured them that assistance in their return to mainstream society and their safety as they prepare would be ensured.

LOOK| Two members of the Communist Terrorist Group’s (CTG) Milisyang Bayan, namely, Julius Malla-ao aka “Jake”, a resident of Sitio Tuboy, Brgy Banawel, Natonin, and Ranger Nayona aka “Roger”, a resident of Sitio Talaktak, Brgy Poblacion, Paracelis both in Mountain Province who voluntarily surrendered to the authorities of the said Province on January 14, Saturday.
 
The duo belonged to the dismantled Komiteng Larangang Guerrilla Marco and Platoon Reynold, KOMPROB Isabela, respectively.
 
Maj. Gen. Andrew D Costelo, Commander of the 7th Infantry (Kaugnay) Division, Philippine Army welcomed the decision of the former CTG and assured them of assistance under the Enhanced Comprehensive Local Integration Program of the government.

LOOK| With the help of Former Rebels (FRs) of the unit and their intensified intelligence and military operations, troops from the 26th Infantry "Ever Onward" Battalion seized an arms cache with 3 high-powered firearms and hundreds of rounds of ammunition while conducting military operations at the hinterlands of Sitio Kimambukadyang, Barangay Binicalan, Agusan del Sur on January 14, 2023.
 
In a statement, Lt.Col Sandy Majarocon, Commanding Officer of 26IB, thanked the FRs who gave valuable information leading to the seizure of these HPFAs. He also appreciated the ever-increasing support of the communities and local government units that supported the Philippine Army.
 
“It is clear proof of the people’s trust in us to protect them, and for that, we will continue to intensify our initiatives and efforts to secure our people, especially in far-flung communities”
